SO SEPTEMBER IS DESIGNATED AS NATIONAL SENIOR CENTER MONTH BY THE NATIONAL INSTITUTE OF SENIOR CENTERS. AND THIS YEAR'S THEME IS FLIP THE SCRIPT AND OPPORTUNITY TO CHALLENGE OUTDATED PERCEPTIONS OF AGING. SINCE 2002, THE MCKINNEY SENIOR REC CENTER HAS PLAYED A VITAL ROLE IN MEETING THE CHANGING NEEDS OF OLDER ADULTS BY EXPLORING NEW POSSIBILITIES, FOSTERING CREATIVITY, CONNECTION, PURPOSE, AND RESILIENCE THROUGH INCLUSIVE, ENGAGING SPACES WHERE SENIOR MEMBERS CAN THRIVE. THE MISSION OF THE MCKINNEY SENIOR REC CENTER IS TO PROVIDE LIFE ENRICHMENT OPPORTUNITIES THAT CREATE MEANINGFUL CONNECTIONS THROUGH PHYSICAL AND SOCIAL WELLNESS AND A WELCOMING ENVIRONMENT TO ADULTS 50 AND OLDER. THROUGHOUT ITS HISTORY, THE MCKINNEY SENIOR REC CENTER HAS OFFERED PASSIVE AND ACTIVE RECREATION OPPORTUNITIES SUCH AS AQUATIC EXERCISE, SENIOR ADULT SWIM, HEALTH AND WELLNESS SERVICES, FITNESS CLASSES, SOCIAL GROUPS, AND CONTINUOUS LEARNING OPTIONS.

FOR ALL OLDER ADULTS THAT ARE IN MCKINNEY AND EVEN THE SURROUNDING CITIES, THE SMALLER CITIES. TODAY, WE JUST BROUGHT A FEW OF OUR FRIENDS WITH US. AND SOME OF THEM, THREE OF THEM WOULD LIKE TO SHARE A BRIEF, BRIEF COMMENT ABOUT THE IMPACTS OF THE CENTER, IF THAT'S OKAY. JEFF. WHAT WE'D LIKE TO TRY TO DO IS ALWAYS PROVIDE OUR EMPLOYEES WITH A QUALITY BENEFITS, AT THE RIGHT COST AND RIGHT PRICE TO THE CITY AND AFFORDABLE TO THEM. SO TO DO THAT, WE GO OUT TO MARKET PERIODICALLY ON DIFFERENT ITEMS. AND IN THIS CASE, AS YOU CAN SEE, WE WENT OUT FOR THE TPA, THE THIRD PARTY ADMINISTRATOR OR THE MEDICAL PROVIDER IN THIS CASE, AND WE'RE SELF-FUNDED FOR OUR HEALTH PLAN. AND THEN WE WENT OUT ON THE PHARMACY BENEFITS MANAGER, THE PBM THAT'S SELF-FUNDED, AND WE CHECK THE MARKET ON THAT DENTAL OR SELF-FUNDED. AND I'LL GO OVER IN DETAIL SOME OF THE RESULTS HERE. WE'VE REALLY HAD A FOCUS OVER THE LAST YEAR ON THE SERVING, THE MENTAL HEALTH NEEDS OF OUR EMPLOYEES AND PROVIDING THEM RESOURCES, AND HENCE WE'RE GOING TO GOING TO BE LOOKING AT A NEW EAP PROVIDER. AND AS YOU CAN SEE, WE HAVE A LOT OF OBJECTIVES IN MIND. I DON'T WANT TO GO THROUGH ALL OF THOSE, BUT REALLY, LIKE I SAID, IT'S TO MAKE SURE THAT WE HAVE COMPETITIVE BENEFITS, THEIR QUALITY AND THAT IT'S COST EFFECTIVE FOR THE CITY AND FOR THE EMPLOYEES. CIGNA WAS OUR INCUMBENT. WE'VE HAD THEM FOR SEVERAL YEARS. AETNA WAS A FINALIST. WE INTERVIEWED THOSE TWO FINALISTS. WE ALSO HAD BIDS FROM BAYLOR, UNITEDHEALTHCARE AND SOME OTHERS. BUT THROUGH THAT PROCESS, THE COMMITTEE GOT IT DOWN TO TWO. WE HAD THE INTERVIEWS AND LOW AND BEHOLD, CIGNA, OUR CURRENT PROVIDER, WAS SELECTED. THEY HAD THE HIGHEST SCORING BY THE COMMITTEE. AND SO WE'LL CONTINUE WORKING. IF THIS IS APPROVED, WE'RE GOING TO GOING FORWARD. AND THAT'S FOR THE MEDICAL AND THE TPA PRODUCTS.

AND AFTER ALL THE SCORING THE INTERVIEWS WERE DONE. YOU CAN SEE EMPLOYERS HEALTH WHICH IS A COALITION, A GROUP THAT HAS ABOUT OVER FIVE, $4.5 BILLION IN DRUG SPEND. AND SO THEY SCORED THE HIGHEST BECAUSE OF COST FOR THE SERVICE THAT THEY PROVIDE. THEY'LL ALSO PROVIDE AUDIT SERVICES. THEY LOOK AT THE MARKET EACH YEAR ON THEIR OWN. AND THIS WILL BE A THREE YEAR CONTRACT WITH THE PRICES WILL HOLD STEADY. AND I'M ANXIOUS TO SEE EMPLOYERS HEALTH IS REPORTED THAT THEY BELIEVE THEY CAN SAVE US $1.5 MILLION ON THE DRUG PLAN GOING FORWARD. SO WE'RE GOING TO GOING TO BE KEEPING A GOOD EYE ON THAT AND SEE HOW THAT COALITION PRODUCT WORKS. ANY QUESTIONS ON THE MEDICAL OR PBM? THOSE ARE THE TWO BIG ONES. THAT'S WHERE ALL THE MONEY IS. MR. MY QUESTION IS FOR THE MEDICAL CARRIERS WHERE AETNA AND CIGNA, THE ONLY APPLICANTS FOR THE RFP OR DO YOU HAVE OTHER THEY JUST SUBMITTED A PROPOSAL UNITEDHEALTHCARE DID AND THEN SOME OTHERS THAT WEREN'T TOP TIER. OKAY. AND SO YEAH, WE HAD A PRETTY GOOD I WAS SURPRISED I WAS HAPPY WITH THE MARKET. BUT THEY ALL CAME BACK HIGHER. AND SO THAT WASN'T REALLY THE REASON WE WERE GOING OUT TO BID TO FIND ANOTHER PROVIDER THAT WAS HIGHER. CIGNA IS A SLIGHT INCREASE, BUT A LOT LESS OF AN INCREASE THAT THE OTHER RESPONDENTS PROVIDED. WE DON'T EVER SUSPECT THAT THE COST TO DELIVER HEALTH CARE IS GOING TO GO DOWN. AND THE SOCIETY UNFORTUNATELY. SO I THINK YOU'RE RIGHT ABOUT THAT.

CERTAINLY PICKED A GOOD CARRIER. SOME OF THEM ARE. I WILL TELL YOU FROM A USER STANDPOINT AND A PROVIDER STANDPOINT CAN BE A LOT MORE DIFFICULT. BUT I THINK CIGNA WOULD BE GOOD FOR THE EMPLOYEES TO HAVE AND TO MAINTAIN. I SHOULD SAY, I THINK WE'VE GOT A GREAT BENEFITS PACKAGE FOR OUR EMPLOYEES. I KNOW IT'S NOT ALWAYS CHEAP. THIS IS ONE OF THE HIGHER PRICE TAG ITEMS FOR US, BUT I THINK YOU GUYS HAVE DONE A REALLY GREAT JOB OF REALLY SORTING THROUGH THE NUMBERS AND MAKING SURE THAT THERE'S A BENEFIT BOTH TO THE EMPLOYEES AND THE COST SAVINGS THAT MAKES SENSE FOR THE CITY. WE THOUGHT WE WERE GETTING THE BEST PRICE BY HAVING THAT BUNDLING SURE HELPS ON THE RECORD KEEPING WHEN YOU HAVE THE ONE PROVIDER AND IT'S ALL BUNDLED. BUT AS WE WENT THROUGH THIS RFP, WE WERE SEEING OPPORTUNITIES TO UNBUNDLE SOME OF THOSE ITEMS. AND ONE OF THESE WAS DENTAL. CIGNA WAS THE INCUMBENT AGAIN. MAYBE THEY

GAVE US A BETTER PRICE BECAUSE WE THERE WOULD BE A BUNDLED PRODUCT. AND SO WE HAD A LITTLE BIT BETTER PRICING, NOT MUCH BECAUSE OF COURSE EVERYTHING'S GOING UP. BUT WE DID INTERVIEW AETNA AND UNITED CORDIA AND CIGNA ONE THAT AGAIN. SO WE'RE FORTUNATE THERE THAT WE CONTINUE WITH THEM. THERE'S NO DISRUPTION TO THE EMPLOYEES VISION CARRIERS. AS YOU CAN SEE THERE WERE SEVERAL AETNA VISAS. THAT'S OUR CURRENT PROVIDER CSI VISION. AND NATIONAL VISION ADMINISTRATORS CSI VISION. THE PRICE CAME IN LOWER THAN THE OTHERS. AND ALSO THEY HAD SOME OTHER SERVICES OR FEATURES THAT WERE IMPORTANT, I THINK, TO THE EMPLOYEES. AND ONE OF THE THINGS I REALLY LIKED ABOUT THE CEC IS THEY WOULD PROVIDE THE EMPLOYEES $150, THAT THEY COULD APPLY THAT $150 TO WHATEVER PRODUCT THAT THEY WANTED TO USE. IT DIDN'T HAVE TO BE USED FOR SOMETHING SPECIFIC. AND THEN THEY HAD IN THEIR GROUP A VISION PROVIDERS. THEY HAD SOME OF THE NATIONAL VISION PROVIDERS IN THEIR GROUP. SO WE THINK THAT'S AN UPGRADE THERE AND SAVE A LITTLE BIT OF MONEY. AND THE EAP CARRIERS, AS YOU CAN SEE, CIGNA WAS ONE OF THE BUNDLED ITEMS THAT WE CARVED OUT THIS TIME BECAUSE AS WE INTERVIEWED AETNA ALLIANCE WORK PARTNER CIGNA AND NEELY BEHAVIORAL HEALTH, WE FOUND THAT NEELY WAS NOT ONLY THE LOWEST COST, BUT THEY ALSO PROVIDED SERVICES THAT WE DON'T CURRENTLY HAVE. AND I THINK ONE OF THE BIGGEST ONES THAT I THINK THE COMMITTEE SAW IS THAT WHEN YOU CALL NEELY, YOU GET A HEALTH PROFESSIONAL, MENTAL HEALTH PROFESSIONAL ON THE LINE. IT'S NOT SOMEBODY JUST TRYING TO TRIAGE. AND WHAT WE'VE LEARNED OVER THE PAST YEAR, A LOT OF OUR EMPLOYEES, WHEN YOU TALK ABOUT MENTAL HEALTH, IT ISN'T REALLY SPECIFICALLY YOU THINK OF SCHIZOPHRENIA OR DEPRESSION OR THOSE KIND OF AREAS. ABOUT 85% OF OUR EMPLOYEES WERE SAYING THAT WE JUST NEED SOMEONE TO TALK TO AT SPECIFIC TIMES. I GOT A PROBLEM WITH THE HR DIRECTOR. I'VE GOT A PROBLEM WITH MY SPOUSE OR MY HUSBAND, OR MY KIDS ARE DRIVING ME CRAZY. THERE'S JUST AT THAT MOMENT THEY NEED SOMEONE TO TALK TO, AND REALLY, THAT'S WHAT IT IS. JUST TALK TO THEM.

THEY DIDN'T REALLY NEED A MENTAL HEALTH PROVIDER TO GO MAKE AN APPOINTMENT WITH. THIS PRODUCT IS GOING TO PROVIDE THAT. SO ON THE FIRST PHONE CALL, OUR EMPLOYEES WILL RECEIVE SOMEONE THAT THEY CAN JUST TALK TO IF THAT'S WHAT'S NEEDED. AND I THINK THAT'S A REAL DIFFERENT NICHE THAT'S DIFFERENT FROM MOST EAP PROVIDERS NOW, WHERE THEY REALLY JUST TRY TO SET YOU UP ON A POINT WITH SOMEBODY IN A WEEK OR TWO WEEKS, OR GIVE YOU A LIST OF PROVIDERS. SO WE'RE REALLY HAPPY ABOUT THAT ONE AND THINK IT'S GOING TO BE A GREAT ADDED VALUE TO OUR EMPLOYEES. SO AS YOU CAN SEE, AT 22 TOTAL PROVIDER VENDORS RESPONDED. AND THEN WE DID ALL THESE INTERVIEWS IN JULY. ANY QUESTION ON THE SCORING OR THESE PROVIDERS? ALRIGHTY. NEXT STEPS. SO THAT'S WHAT'S BEEN ACCOMPLISHED HERE. AND WHAT'S THE TIMELINE? WELL, THIS IS HOW'S IT GOING TO AFFECT THE EMPLOYEES? WELL, IF IT'S AWARDED TONIGHT, WE'LL START THE IMPLEMENTATION PHASE TOMORROW WORKING ON CONTRACTS WITH EACH OF THESE PROVIDERS.

WE'LL START IMPLEMENTING AND GETTING INFORMATION OUT TO THE EMPLOYEES. COMMUNICATION'S GOING TO BE BIG THIS TIME BECAUSE WE HAVE SOME OF THE UNBUNDLED ITEMS. AND THEN WHEN YOU HAVE CVS TIED TO THIS PBM PRODUCT, A LOT OF EMPLOYEES ARE GOING TO FIRST THING THEY'RE GOING TO THINK IS, DO WE HAVE TO GO TO CVS BECAUSE THE CARD WILL SAY CVS, BUT NO, THEY'LL HAVE ACCESS TO ALL THE PHARMACIES LIKE THEY DO. IT'S JUST A CVS EMPLOYER SELL PRODUCT. SO WE'VE GOT TO GET EXTRA COMMUNICATION OUT. WE'VE GOT OPEN ENROLLMENT STARTS OCTOBER. THAT'S WHERE WE'LL GET TOGETHER. WE HAVE A BENEFITS FAIR ALL THE EMPLOYEES ARE INVITED TO. WE'LL HELP THEM SIGN UP FOR WHAT HEALTHCARE PRODUCT THAT THEY WANT.
