RESOLUTION OF THE MCKINNEY PUBLIC FACILITY CORPORATION OF THE CITY OF MCKINNEY, TEXAS, APPROVING THE FIRST, AMENDED AND RESTATED BYLAWS OF THE MCKINNEY PUBLIC FACILITY CORPORATION. GOOD EVENING, CHAIRMAN CLOUTIER. BOARD OF MCKINNEY PUBLIC FACILITIES CORPORATION. CRYSTAL TODD, AFFORDABLE HOUSING ADMINISTRATOR, THANK YOU FOR YOUR TIME HERE TODAY. THE ITEM BEFORE YOU, WE BRIEFLY DISCUSSED WITH COUNCIL ON AUGUST 5TH AND PROVIDED A PRESENTATION ON THAT TIME. IT IS TO CONSIDER AND DISCUSS REVISING THE BYLAWS FOR THE MCKINNEY PUBLIC FACILITIES CORPORATION. THAT PROPOSED CHANGE WOULD BE A 5050 SPLIT ON THE REVENUE ON THE NET REVENUE RECEIVED BY THE PUBLIC FACILITIES CORPORATION. THAT WOULD BE 50% INTO THE COMMUNITY HOUSING FUND, AND THEN 50% REMAINING IN THE GENERAL FUND, WHICH BOTH THOSE BUDGETS STILL COME BEFORE COUNCIL FOR APPROVAL AND FOR USE. THIS WOULD PROVIDE A DEDICATED FUNDING SOURCE FOR AFFORDABLE HOUSING AND TO HELP US REACH OUR STRATEGIC GOALS SET BY CITY COUNCIL. I'M HAPPY TO STAND FOR ANY QUESTIONS. CRYSTAL, COULD YOU TELL ME IF WE DEDICATE 50% TO THE HOUSING, CAN YOU GIVE ME SOME EXAMPLES OF WHAT THAT COULD AND MIGHT NOT BE ABLE TO BE USED FOR? WITH RESPECT TO HOUSING? ABSOLUTELY. IT COULD BE USED TO HELP US PURCHASE LOTS TO BUILD INFILL HOUSING.

WHAT ABOUT THINGS THAT COULDN'T BE USED FOR ANYTHING HOUSING RELATED THAT YOU THINK, MAN, THEY THINK IT MIGHT BE ABLE TO USE FOR THIS, BUT IT CAN'T BE. IS THERE ANYTHING THAT WE USE HOUSING MONEY FOR NOW THAT THIS WOULD NOT BE ELIGIBLE FOR? I CAN'T THINK OF ANYTHING THAT WE CURRENTLY SPEND FUNDING ON THAT WE COULD NOT USE FUNDING ON. IT ACTUALLY PROBABLY IS MORE DIVERSE IN FUNDING THAN WE CAN USE IT ON MORE ITEMS THAN WE CAN SOME OF OUR FEDERAL FUNDING, BECAUSE THERE'S NOT AS MANY BOXES TO CHECK. RIGHT? YEAH. SO THIS COULD BE USED POTENTIALLY FOR, LET'S SAY, AN OLDER APARTMENT COMPLEX THAT WE CAN GO IN AND PURCHASE AND RENOVATE POTENTIALLY. WOULD THAT WOULD THAT BE SOMETHING OR TO INCENTIVIZE A DEVELOPER TO COME IN AND, AND RENOVATE A PROJECT THAT WE WOULDN'T REALLY USE THESE FUNDS ON THAT BECAUSE THOSE ARE LARGE, MUCH LARGER SCALE OF FUNDING? WE WOULD ISSUE BONDS FOR THAT THROUGH OUR MCKINNEY HOUSING FINANCE CORPORATION TO DO THOSE RENOVATIONS. OKAY. PIGGYBACKING ON THE MAYOR PRO TEM QUESTION, THOUGH, ANOTHER SCENARIO, LET'S SAY THERE WAS AN APARTMENT COMPLEX THAT WAS LOW ON OCCUPANCY, MET WITH CODE, AND WE DECIDED WE WANTED TO HELP WITH RENTAL ASSISTANCE FOR PEOPLE.
