ACT ON A RESOLUTION APPROVING A CHAPTER 380 ECONOMIC DEVELOPMENT AGREEMENT AND PROJECT PLAN IMPLEMENTATION AGREEMENT WITH 2209 LOUISIANA, LLC FOR THE 2009 EAST LOUISIANA CRITICAL MAINTENANCE PROJECT, LOCATED ON 209 EAST LOUISIANA STREET. GOOD EVENING AND THANK YOU. MY NAME IS CASSIE BUMGARNER. I'M THE PLANNING MANAGER FOR DOWNTOWN DEVELOPMENT AND PRESERVATION. AND TONIGHT I AM PRESENTING THE CRITICAL MAINTENANCE REQUEST FOR 209 EAST LOUISIANA. ON BEHALF OF THE OWNER AND APPLICANT, DAVID BECKETT. DAVID BECKETT IS HERE TONIGHT. SO I WILL BE ASKING MOST TECHNICAL QUESTIONS. I WILL DEFER TO HIM, BUT I WANT TO GIVE YOU A QUICK BACKGROUND OF THE PROJECT. SO THIS IS 209 EAST LOUISIANA AND 85 2005 AND 2015. THE BUILDING WAS CONSTRUCTED CIRCA 1890 AND IS A HIGH PRESERVATION PRIORITY BUILDING IN OUR HISTORIC DOWNTOWN. IT IS LOCATED WITHIN THE MCKINNEY TOWN CENTER AND THE TRES ONE PROJECT AREA. IN JANUARY OF 25, MISTER BECKETT HAD A ROOF INSPECTION DONE AND THERE WERE MULTIPLE LEAK AREAS AS WELL AS SEVERAL POINTS FOR WATER INFILTRATION THAT WAS IDENTIFIED. THAT ROOF INSPECTION IS INCLUDED IN THE PACKET. THESE PHOTOS ARE JUST A SNIPPET OF THE ONES THAT ARE INCLUDED IN YOUR PACKET.

THEY'RE SHOWING THE LEAK AREAS, AS WELL AS THE WATER THAT'S ABSORBED INTO THE ROOF. SO THIS REQUEST, LIKE I SAID, IS FOR THE REPLACEMENT OF THIS TPO ROOF. THAT FALLS UNDER THE CRITICAL MAINTENANCE, CRITICAL MAINTENANCE, ELIGIBLE EXPENDITURES UNDER OUR VACANT AND UNDERUTILIZED SITES AND BUILDINGS PROJECT CATEGORY. THE APPLICANT ALSO PROVIDED THREE BIDS, WHICH ARE INCLUDED IN YOUR PACKET. HE IS REQUESTING A 5050 MATCH, SO $23,738.15 INCHES FUNDING TO OFFSET THE COST OF THE MAINTENANCE PROJECT. THAT MEANS HE IS GOING WITH THE BID, THE LOWEST BID, WHICH WAS FROM SLM, PER THE TOURS ADMINISTRATION. POLICY ALLOCATION OR REWARDING OF THE TOURIST FUNDS FOR CRITICAL MAINTENANCE IS FOR THE LESSER OF THE GRANT REIMBURSEMENT OF 50,000 PER QUALIFYING PROJECT, OR ON A 5050 MATCH, AS THE TOTAL PROJECT COST IS ESTIMATED AT 47,476 AND $0.29. THE APPLICANT IS REQUESTING TO COVER 50% OF THAT COST. BECAUSE THIS IS ELIGIBLE WORK AND IT MEETS OUR FUNDING POLICIES.

STAFF RECOMMENDS APPROVAL. AND WE DO HAVE THE CURRENT FUNDS AVAILABLE IN THE ACCOUNT TO COVER THIS REQUEST. AND WITH THAT, I WILL STAND FOR ANY QUESTIONS. COUNSELOR, I WANT TO SAY THAT I'M GRATEFUL THAT WE'RE INCLUDING ALL THREE BIDS HERE. AND OBVIOUSLY WITH THAT PROCEDURE IN PLACE, WE'RE SAVING THE TAXPAYERS SOME MONEY.
