SO THE KNIGHTS TEMPLAR WERE FORMED IN 1100S AS A CRUSADING ORDER, MAINLY FOR ESCORTING PILGRIMS IN THE HOLY LAND. THEY BECAME AND REMAINED IMMENSELY POWERFUL UNTIL THEIR SUDDEN AND DRAMATIC OFFICIAL END IN THE 1300S. SINCE THE 1780S, THE MASONIC KNIGHTS TEMPLARS HAVE MEMORIALIZED THE CAMARADERIE, COMMITMENT, AND FAITH OF THOSE TEMPLARS. WE ARE FREEMASONS.

THE END OF THE CONSENT AGENDA. WE'LL MOVE TO OUR REGULAR AGENDA. ITEM 253126. PUBLIC HEARING TO CONSIDER ADOPTION OF THE BUDGET APPROPRIATION ORDINANCE FOR FISCAL YEAR 2025 2026. MR. HOLLOWAY, GOOD EVENING, MAYOR AND COUNCIL. GLAD TO BE HERE TONIGHT. IT'S KIND OF THE END OF A VERY LONG ROAD THAT WE BEGAN SOMETIME IN JANUARY. IT'S THE PROCESS OF ADOPTING OUR BUDGET FOR FOR EACH FISCAL YEAR. AND JUST WE WE HAVE THE NEXT FOUR ITEMS ARE ALL ABOUT THE BUDGET. THE FIRST, WE'LL HAVE A PUBLIC HEARING AND POTENTIAL ADOPTION OF THE FISCAL YEAR 26 BUDGET, FOLLOWED BY THE NEXT TWO, WHICH WILL BE THERE'LL BE ANOTHER. I HAVE TWO, ACTUALLY TWO SHORT PRESENTATIONS. AND THEN WE HAVE THE FOURTH ITEM, WHICH IS THE SETTING OF THE FEES TO TO ACTUALLY FUND THE BUDGETS. THE FOURTH ITEM, I'LL RUN THROUGH A VERY SHORT PRESENTATION ON THE ON THE BUDGET, AND I'LL BE I'LL STEP DOWN AND ALLOW ANY, ANY PUBLIC COMMENTS AND THEN CLOSING THE PUBLIC HEARING. SO WITH THAT, I'LL GO THROUGH THE HIGHLIGHTS OF THE GENERAL FUND. FIRST.

THIS BUDGET WOULD DECREASE THE PROPERTY TAX RATE BY 0.3 CENTS TO 0.412284. WE'RE CURRENTLY AT 0.4155. WE ARE BUDGETING SALES TAX TO REMAIN STEADY FOR FISCAL YEAR 26. WE HAVE IT SET AT ABOUT 3.5% ABOVE WHAT WE ANTICIPATE FOR THIS, THE END OF THIS FISCAL YEAR. THIS BUDGET DOES PROVIDE STEP INCREASES FOR BOTH NON-SWORN AND SWORN PERSONNEL. SO ALL GENERAL GOVERNMENT AND THEN ALL OF OUR SWORN PERSONNEL, AND IT DOES INCREASE OUR STAFFING LEVELS ACROSS ALL OF OUR FUNDS OR NOT ALL OF OUR FUNDS, BUT IN SEVERAL OF OUR TARGETED FUNDS, PUBLIC SAFETY AND THE GENERAL FUND. I'LL HAVE A SLIDE ON THAT. BUT YOU CAN SEE THOSE ARE WHERE A LOT OF OUR FOCUS FOR FISCAL YEAR 26 WOULD BE THE GENERAL FUND, $232 MILLION REVENUE BUDGET THIS YEAR, ABOUT 52% OF THAT BEING PROPERTY TAXES. WITH THE OTHER LARGE AMOUNT BEING 20% OF THAT BEING SALES TAX. YOU CAN SEE THE REST OF THE BUDGET MADE UP, YOU KNOW, FRANCHISE FEES, LICENSE AND PERMITS, CHARGES AND FINES, AND OTHERS FOR GENERAL FUND EXPENDITURES. ONCE AGAIN, IT'S A IT'S A BALANCED BUDGET. 48% OF THE GENERAL FUND BUDGET IS PUBLIC SAFETY, 26% POLICE, 22%. FIRE. GENERAL GOVERNMENT BEING OUR INTERNAL INTERNAL SERVICES BEING 22%. AND THEN YOU SEE PUBLIC WORKS THERE, ABOUT 10%. THAT'S JUST THE GENERAL FUND PORTION OF THE OF THE BUDGET. PUBLIC WORKS STRETCHES ACROSS SEVERAL DIFFERENT FUNDS WATER, WASTEWATER, SURFACE WATER, DRAINAGE, FLEET. SO PUBLIC WORKS IS KIND OF SPREAD OUT.

FOR THE GENERAL FUND. WE'RE GOING TO BE ASKING FOR 27 NEW EMPLOYEES. AS YOU CAN SEE THERE, IT'S SPREAD OUT FAIRLY WELL ACROSS THE GENERAL FUND, BUT A FOCUS ON PUBLIC SAFETY FIVE FOR POLICE AND FIVE FOR FIRE. MOVING ON TO WATER AND WASTEWATER. YOU CAN SEE OUR HIGHLIGHTS HERE. I DO LIKE TO POINT OUT EVERY YEAR THAT WATER LINE REPLACEMENT PROGRAM HAS ALLOWED US TO GET OUR OUR LOSS OF TREATED WATER DOWN TO 7% FOR THE LAST FISCAL YEAR. IT'S

WE WILL BE ASKING TO INCREASE WATER RATES AND WASTEWATER RATES FOR FISCAL YEAR 26 AS WELL. 4% INCREASE ON WATER, 5% INCREASE ON WASTEWATER. NORTH TEXAS MUNICIPAL WATER DISTRICT IS INCREASING A LITTLE BIT MORE ON A PERCENTAGE BASIS, BUT BECAUSE OF OUR GROWTH, WE DON'T HAVE TO PASS ON QUITE AS LARGE A WATER RATE INCREASE TO OUR END CUSTOMERS. TONIGHT. UPCOMING EVENTS. THERE ARE NO MORE AFTER TONIGHT FOR THE BUDGET. HOLLOWAY SHOWED JUST A FEW YEARS AGO AT $0.57, NOW WE'RE DOWN TO 41, BUT NOW WE'RE, YOU KNOW, ARGUING OF MICRO POINTS OF A PENNY AROUND 41. WE HAVE REALLY DONE REAL WELL IN RECENT YEARS AND VERY WHAT I WOULD CALL ACCELERATED GROWTH OF OUR SALES TAX BASE. I THINK IT WAS DURING MAYOR FULLER'S TERM FOR ROUGHLY EIGHT YEARS THAT WE DOUBLED THAT SALES TAX BASE, AND THAT PUTS DOWNWARD PRESSURE ON OUR PROPERTY TAX. AND I THINK WEST GROVE CERTAINLY HAS A LOT OF POTENTIAL TO KIND OF FILL THAT GAP THERE. SO I'M REALLY SUPER EXCITED TO SEE THAT COME FORWARD IN. THE DESIGN IS AWESOME. SO JUST WANT TO GIVE KUDOS TO THE THE FOLKS WHO PULLED THAT TOGETHER AND THE STAFF THAT WORKED SO HARD TO BRING THAT BECAUSE THAT WAS THAT WAS QUITE A LIFT FOR THE CITY.
