DISCUSS ACT ON A REQUEST BY TERRY LEDBETTER, JR FOR APPROVAL OF REHABILITATION LEVEL HISTORIC NEIGHBORHOOD IMPROVEMENT ZONE PROGRAM TAX EXEMPTION LEVEL TWO FOR THE PROPERTY LOCATED AT 502 WEST HUNT STREET, RENO, WILL MAKE A PRESENTATION ON BEHALF OF THE CITY. GOOD EVENING, BOARD MEMBERS. THIS EVENING I WILL BE BRINGING FORWARD AN ANCIENT MARKER LEVEL TWO APPLICATION FOR THE PROPERTY AT 502 WEST HUNT STREET, ALSO KNOWN AS THE W.H. KNOTT HOUSE.

THE HOUSE WAS CONSTRUCTED APPROXIMATELY 1935. IT IS CROSS-GABLED. IT HAS BRICK MASONRY AND AN ARCHED DOORWAY AND AN INSET PORCH. IT'S IN THE TUDOR REVIVAL STYLE, AND IT IS A HIGH PRIORITY, WHICH MEANS IT CONTRIBUTES SIGNIFICANTLY TO LOCAL HISTORY OR BROADER HISTORICAL PATTERNS. IS AN OUTSTANDING OR UNIQUE EXAMPLE OF ARCHITECTURE, ENGINEERING,

OR CRAFTED DESIGN, AND RETAINS A SIGNIFICANT PORTION OF ITS ORIGINAL CHARACTER AND CONTEXTUAL INTEGRITY. THE CRITERIA FOR LEVEL TWO REHABILITATION INCENTIVES ARE AS FOLLOWS A MINIMUM INVESTMENT OF $10,000 IN BUILDING IMPROVEMENTS FOR THE PROPERTY, WHICH HAS BEEN DEMONSTRATED WITHIN THE 12 MONTHS OF THE RECEIPT OF THE LETTER OF ELIGIBILITY. THEY DID RECEIVE A LETTER OF ELIGIBILITY ON FEBRUARY 21ST, 2025. AND THIS IS THE WORK THAT THEY HAD DONE. THEY DID HAVE THE SEWER LINE REPLACED, AS WELL AS THE CAST IRON PIPES, AND THE TOTAL COST OF THAT WAS $21,190. THE STAFF REPORT AND APPLICATION SHOW THE DETAILED INVOICES IN CASE YOU WANTED TO LOOK AT THOSE. STAFF HAS REVIEWED THE REQUEST BY HOMEOWNERS AND FOUND THAT IT MEETS THE MINIMUM ELIGIBILITY REQUIREMENTS FOR THE PROGRAM, AND IT CARRIES A 50% EXEMPTION ON THE CITY AD VALOREM TAXES FOR A PERIOD OF TEN YEARS.

UNDER THE CURRENT PROGRAM, STAFF ESTIMATES THAT THE TOTAL AMOUNT OF AD VALOREM TAX REVENUES BEING FOREGONE IS APPROXIMATELY $294,539. AND THAT CONCLUDES MY PRESENTATION.
