MY NAME IS KATIE SCOTT AND WE ARE MEETING AT CITY HALL AND COUNCIL CHAMBERS, LOCATED AT 4 0 1 EAST VIRGINIA STREET, MCKINNEY, TEXAS.

I'M ONE OF THE ASSISTANT CITY MANAGERS HERE AT THE CITY OF MCKINNEY, AND I AM PAUL'S UNDERSTUDY.

UH, FOR TODAY HE HAS, UH, GOT A SCHEDULING CONFLICT.

SO I'M HERE TO GIVE A COUPLE OF UPDATES ON THE CITY STUFF.

UH, SO FIRST AND FOREMOST, UM, OUR FISCAL YEAR 26 BUDGET WAS, UH, RECENTLY ADOPTED AND APPROVED.

IT WILL GO INTO EFFECT, UH, TOMORROW.

SO, UM, KUDOS TO OUR FINANCE TEAM.

THIS IS A BIG MILESTONE FOR THEM EVERY YEAR.

IT SETS THE STAGE FOR THE PRIORITIES, UM, AND FOCUS AREAS FOR ALL OF THE DIFFERENT, UH, OPERATING DEPARTMENTS OF THE CITY.

UM, ALSO WANNA GIVE A COUPLE OF UPDATES ON SOME MAJOR DEVELOPMENT PROJECTS, AS MANY OF YOU ALL KNOW, VENUE, UH, PROJECT VENUE AS WELL UNDERWAY, UH, THEY ARE MOVING AND GROOVING AND THEY ARE STILL, UM, HOPING TO BE OPENED FOR THE FALL OF 2026, UM, WITH THEIR FIRST EVENTS HOPEFULLY HAPPENING SOMETIME IN THE OCTOBER TO THE NOVEMBER OR OCTOBER TO DECEMBER TIMEFRAME.

SO, UH, WE ARE WORKING WITH THEM AS, UH, MANY OF YOU ALL WELL KNOW.

UM, WHEN YOU START MOVING DIRT AND GET GOING INTO CONSTRUCTION, THERE'S ALWAYS A NUMBER OF MOVING PARTS THAT WE'RE TRYING TO MAKE SURE, UH, WE'RE ALL STILL COORDINATING AND KEEPING THEM MOVING SO THAT THEY CAN HIT THAT TARGET DATE OF OCTOBER, DECEMBER OF 26.

UM, PROGRESS AT THE AIRPORT ALSO CONTINUES.

IF YOU'VE BEEN OUT IN THAT AREA, UH, YOU CAN DEFINITELY SEE A LOT OF GOOD FORWARD MOMENTUM.

UM, ONE OF OUR ASSISTANT CITY MANAGERS, UH, BARRY SHELTON IS OUT ACTUALLY GIVING A TOUR, UM, THIS MORNING, UM, WITH SOME, UH, FOLKS FROM THE DALLAS MORNING NEWS, UH, TO HIGHLIGHT SOME OF THAT GOOD PROGRESS THAT WE'RE MAKING THERE.

AND THEN I ALSO WANTED TO GIVE US A COUPLE OF QUICK UPDATES ON SOME OTHER MAJOR PROJECTS THAT WE'VE GOT GOING ON.

FIRST AND FOREMOST, THE, UH, CITY-OWNED PROPERTIES IN AND AROUND DOWNTOWN.

AS WE ALL KNOW, UH, AS WE ALL MOVED INTO THIS BEAUTIFUL FACILITY, A LOT OF THE, UH, OTHER BUILDINGS THAT WE WERE ONCE IN, OLD CITY HALL, OLD DEVELOPMENT SERVICES, SOME OF THOSE CITY OWNED PARKING LOTS, THOSE EVERYTHING KIND OF MIGRATED OVER HERE.

AND WE HAVE BEEN WORKING FOR THE BETTER PART OF 18 MONTHS ON SOME REDEVELOPMENT PLANS FOR THOSE PROPERTIES.

UH, EARLIER THIS YEAR, WE DID PART WAYS WITH M TWO G.

UH, WE WERE NOT ABLE TO COME TO A FINANCIAL AGREEMENT WITH THEM ON THAT POTENTIAL PARTNERSHIP.

AND SO WITH THAT, WE GAVE AN UPDATE TO COUNCIL A COUPLE OF WEEKS AGO.

ON THE PROGRESS OF THAT PROJECT, UH, WE ARE MOVING IN A MORE OF AN INCREMENTAL APPROACH AT THIS POINT IN TIME.

WE'LL BE, UH, LOOKING AT PARTNERING WITH OUR ECONOMIC DEVELOPMENT CORPORATION FOR A PORTION OF THE PROPERTIES TO SEE WHETHER OR NOT THEY'RE ABLE TO GET SOME GOOD MOVEMENT ON THE OFFICE CONCEPT.

AND THEN AS A CITY, WE'RE ACTUALLY GONNA KEEP MOVING FORWARD WITH A LOT OF THE INFRASTRUCTURE UPDATES IN AND AROUND THE SITES.

UH, THE IDEA IS THAT EVEN THOUGH WE MAY NOT HAVE A DEVELOPMENT PACKAGE JUST YET, WE WANNA READY THE AREA SO THAT WHEN WE ARE READY TO MOVE, UM, IT'S IN THE BEST POSSIBLE SPOT.

SO WITH THAT, THAT

MEANS THAT SOME OF THE ROADWAY AND UNDERGROUND UTILITIES ARE GONNA CONTINUE TO BE UPGRADED.

UM, THE OLD CITY HALL BUILDING IN THE OLD DEVELOPMENT SERVICES BUILDING, UH, WE DO PLAN ON MOVING FORWARD WITH DEMOLITION OF THOSE BUILDINGS, UH, WHICH SHOULD BE DONE WITHIN THE NEXT SIX TO NINE MONTHS.

SO YOU'LL DEFINITELY START TO SEE SOME THINGS CHANGING AROUND THAT AREA.

UM, WHAT WE DON'T KNOW YET, WHAT, HOW WE MIGHT USE THOSE VACANT PROPERTIES IN THE INTERIM ONCE WE RAISE THOSE BUILDINGS.

THERE'S BEEN SOME TALK ABOUT USING IT FOR STAGING AREAS IN PARTICULAR WITH THE PROGRESS ON THE LIBRARY AND THE RECONSTRUCTION THAT'S HAPPENING THERE.

SO, UH, THAT IS STILL VERY MUCH BEING DISCUSSED ON THE INSIDE.

HOWEVER, WE DO KNOW THAT WE WANNA MOVE FORWARD WITH SOME OF THOSE IMPROVEMENTS SO THAT THOSE SITES ARE READY WHEN AND IF EDC IS SUCCESSFUL IN, UM, A POTENTIAL OFFICE PARTNER.

UM, AND OR IF THE CITY AND OR COUNCIL, UM, IDENTIFY A POTENTIAL PARTNER, UH, FOR THE REDEVELOPMENT OF THE OTHER SITES.

I ALSO WANNA TALK ABOUT THE LOWER FIVE PLAZA PROJECT.

I DON'T KNOW IF, UM, YOU ALL KNOW THIS YET, BUT, UM, THE UNFORTUNATE REALITY IS WITH THE BIG BEAUTIFUL BILL, THE FEDERAL FUNDING THAT WAS ASSOCIATED WITH THAT PROJECT IS NO LONGER.

AND, UH, BECAUSE OF THAT, THERE'S BEEN A LOT OF DISCUSSION AT THE COUNCIL LEVEL AND WITH OUR ENGINEERING TEAM AND TXDOT ABOUT WHAT HAPPENS TO THE, UH, LOWER FIVE PLAZA, WHICH IS THE UNDERGROUND DECK PARK, UM, ACROSS HIGHWAY FIVE.

AND, UH, BECAUSE OF THE LOSS OF FUNDING, WE HAVE MOVED AWAY FROM THE LOWER FIVE PLAZA CONCEPT THAT WE'VE BEEN TALKING ABOUT FOR THE BETTER PART OF A YEAR.

AND WE WILL BE SHIFTING OUR FOCUS TO MORE OF AN AT GRADE ENHANCED CROSSING OF AT HIGHWAY FIVE THERE BETWEEN VIRGINIA AND LOUISIANA.

SO THAT MEANS THAT THE, UH, CROSSING IMPROVEMENTS WILL STILL VERY MUCH BE A REALITY.

BUT THIS IDEA OF THE UNDERGROUND PARK, UM, WE ARE, WE ARE MOVING AWAY FROM THAT.

SO, UM, OUR STAFF IS WORKING DILIGENTLY BOTH WITH TXDOT AND OUR REGIONAL COUNCIL OF GOVERNMENTS ON THE REMAINING FUNDS THAT ARE STILL ALLOCATED FOR THAT PROJECT.

AND WHERE CAN WE RE UM, REASSIGN THOSE DOLLARS TO HELP MAXIMIZE IMPROVEMENTS FOR CROSSINGS THROUGHOUT THE HIGHWAY FIVE CORRIDOR.

AND IF THERE ARE OTHER IMPROVEMENTS THROUGHOUT THE CITY THAT WE MIGHT BE ABLE TO LOOK AT.

BUT BECAUSE OF THE SIGNIFICANT LOSS OF FUNDING AT THE FEDERAL LEVEL, IT JUST DID NOT MAKE PRUDENT SENSE ANYMORE TO CONTINUE FORWARD WITH THAT PROJECT.

SO IT HAS SHIFTED.

UM, AND WITH THAT, THAT'S ALL THE UPDATES THAT I HAVE, UNLESS YOU'VE GOT QUESTIONS FOR ME.

I HAVE A COUPLE QUESTIONS.

YES, MA'AM.

SO WITH THE, THE PLAZA ARE NO LONGER HAPPENING, WILL THE BUILDINGS THAT ARE THERE CONTINUE TO STAY THERE? YES.

SO NOTHING WILL BE RAISED.

NONE OF THOSE BUILDINGS WILL BE RAISED ANYMORE? THAT'S A GREAT QUESTION.

AND THAT'S CORRECT.

SO WITH THE, UM, DOING AN AT GRADE CROSSING, THERE MAY BE SOME LITTLE SLIVERS THAT WE MIGHT HAVE TO PICK UP, BUT THE FOOTPRINTS OF HIGHWAY FIVE WILL LARGELY STAY THE SAME.

AND THOSE BUILDINGS WE DID NOT ANTICIPATE WOULD NEED TO COME DOWN.

AND THEN GOING TO, UM, THE REDEVELOPMENT AREA, ARE YOU LOOKING AT, SO BEFORE IT WAS LIKE A WHOLE FIRM, ARE YOU LOOKING AT JUST DIFFERENT ENTITIES DOING DIFFERENT PIECES OF IT? UM, IT'S STILL TO BE DETERMINED.

THE ONE THING THAT WE KNOW FOR SURE IS THAT WE DO, WE DID, UM, GIVE A GREEN LIGHT FOR OUR ECONOMIC DEVELOPMENT CORPORATION TO POTENTIALLY BRING IN AN OFFICE PARTNER ON ONE OF THE LOTS.

NOW WHAT HAPPENS WITH THE REST OF THOSE LOTS, WE'RE STILL GONNA SIT IN A BIT OF A HOLDING PATTERN WHILE THE CITY GOES THROUGH WITH THE INFRASTRUCTURE UPGRADES AND THE DEMOLITIONS.

UH, WE VERY WELL COULD COME BACK AND GET ANOTHER, UH, COMPREHENSIVE FIRM.

MM-HMM .

UH, WE COULD DO A PIECEMEAL APPROACH.

WE COULD, UH, THE CITY COULD DECIDE THAT WE JUST WANT TO CONTINUE HOLDING ONTO THOSE PROPERTIES.

SO, UM, THE ONLY THING THAT WE KNOW FOR CERTAIN IS THAT EDC IS GONNA TRY AND BRING AN OUTSIDE PARTNER ON AT LEAST ONE OF THE LOTS.

THE REST OF THEM ARE KIND OF STILL IN FLUX WHEN YOU SAY AN OFFICE PARTNER, LIKE A FULL OFFICE BUILDING POTENTIALLY? YES.

UM, IT'S GOT SOME OLD LEAD PAINT THAT'S GOTTA BE REMOVED.

UM, IF YOU'VE SEEN IT, IT'S GOT A LOT OF ANTENNAS ON IT.

SO IT'S REALLY GETTING A REFRESH AND AN UPGRADE.

UM, I THINK THERE'S A DESIRE TO KEEP IT THERE, BUT IF WE'RE GONNA KEEP IT, WE WANNA MAKE IT LOOK A LITTLE BIT NICER.

ROAD STOCK IS WHAT THE CITY HAS TERMED THE REHABILITATION OF THE REPLACEMENT OF PANELS OF EL DORADO, THAT ULTIMATELY VIRGINIA.

AND MAN, THEY'RE MOVING PRETTY QUICK ON THAT.

SO I KNOW IT'S INCONVENIENT.

WE APPRECIATE EVERYBODY'S PATIENCE, BUT, UM, YOU KNOW, THESE THINGS HAVE FAILED AND SO WE HAVE TO REPLACE 'EM.

THE TAXES, I I WANNA POINT OUT THAT, UM, WE REDUCED OUR TAX RATE IN THE CITY OF MCKINNEY TO 0.04122.

THAT'S THE LOWEST IN COLLIN COUNTY.

UM, PLANO ACTUALLY WENT UP 3 CENTS.

THE ONLY OTHER ONE THAT BEGINS WITH FOUR ONE IS ALLEN.

UH, SO I, I THINK WE'RE DOING A PRETTY GOOD JOB WITH RESPECT TO THE TAXES.

NOW, ONE THING THAT WE DON'T HAVE, A LEVER THAT WE DON'T HAVE IN THE CITY OF MCKINNEY AT THIS POINT IS A HOMEOWNERS OR HOMESTEAD EXEMPTION ON THE, ON THE TAXES.

WE ENJOYED THAT ON OUR ISD TAXES FROM THE STATE.

UM, BUT THAT'S SOMETHING THAT COUNCIL'S GONNA BE LOOKING AT HERE, I THINK NEXT YEAR TO, UM, INITIATE SOME KIND OF A HOMEOWNER'S EXEMPTION.

SOME OF THE OTHER CITIES DO HAVE THAT, THAT I JUST MENTIONED.

UH, THERE WAS SOMETHING I WANTED TO SAY ABOUT DOWNTOWN, UH, THAT JENNIFER WAS COVERING.

YEAH, I DON'T, I DON'T THINK WE HAD A GOOD RESULT WITH, WITH M TWO G.

I DON'T THINK THAT A OVERALL DEVELOPMENT PARTNER IS THE RIGHT FIT FOR US THERE.

UH, IT MAY ULTIMATELY BE, AND ANOTHER COUNCIL MAY ULTIMATELY DECIDE THAT IT IS, BUT I THINK THAT WE TAKE ONE PROPERTY AT A TIME.

UM, THE EDC SEEMS TO SAY THAT THERE IS A LOT OF DEMAND FOR OFFICE THAT WOULD BE IN A VERY UNIQUE AREA.

AND UM, ALTHOUGH WE'VE HAD GOOD LUCK FILLING UP THE OFFICE BUILDING THERE AT UM, ALMA AND 1 21, THAT'S NOT A UNIQUE PRODUCT, RIGHT? I MEAN, SWING A DEAD CAT AND HIT 14 OFFICE BUILDINGS ON 1 21, YOU KNOW, WHAT IS, WHAT IS THAT? SO, BUT DOWNTOWN IS, AND, AND WE, IN MY ESTIMATION AND MY BUSINESS IS DOWNTOWN, BUT MY BUSINESS DOESN'T RELY ON FOOT TRAFFIC.

UH, WE NEED MORE FOOT TRAFFIC DOWNTOWN.

WE NEED, UM, UH, SOME LEVEL OF, UH, AFFLUENCE GOING DOWN THERE TO KEEP OUR BUSINESSES ALIVE ON MANY OF THE DAYS A WEEK THAT DON'T INCLUDE OCTOBER FEST AND WEEKENDS AND STUFF LIKE THAT.

SO I HAVE A GREAT APPETITE TO GET THAT DONE.

BUT I THINK THE BEST WAY TO DO IT PERSONALLY IS THAT WE GET THE INFRASTRUCTURE DONE, WE RAISE THE SITES, WE MAKE IT KIND OF READY FOR SOMEONE BECAUSE WHEN SOMEONE'S WANTING TO BUILD A BUILDING OR MOVE OFFICES, IT'S A NOW THING.

IT'S NOT A, HEY, WHAT DO YOU GOT IN TWO YEARS THING? SO THAT'S REALLY ALL I'VE GOT.

UM, THERE'S NOT MUCH COMING UP ON NEXT WEEK'S COUNCIL AGENDA.

UM, A COUPLE EMINENT DOMAINS FOR UTILITY EASEMENTS THAT WE SEEM TO GET ALL THE TIME.

AND, YOU KNOW, THESE ARE TEMPORARY UTIL EASEMENTS THAT FOLKS DON'T NEGOTIATE WITH US ON.

SO CHANCES OF US GETTING UTIL NOT DOING THE UTILITIES ARE 0%.

THE MUNICIPAL COURT, IN MY ESTIMATION, AND THIS IS JUST ME, IS A GREAT LOCATION FOR A POTENTIAL PARKING GARAGE.

THE MUNICIPAL COURT BUILDING WAS, UH, OPENED I BELIEVE IN 1966, UM, WHEN I WAS FOUR.

AND SO IT'S NOT YOUR YEAH, WHEN I WAS, WHEN I WAS THREE .

BUT, UM, BUT, BUT YOU KNOW, IT'S, IT'S, IF YOU HAVE TO GO TO MUNICIPAL COURT, YOU'RE GONNA GO TO MUNICIPAL COURT WHEREVER WE PUT IT.

RIGHT? SO IT DOESN'T HAVE TO BE DOWNTOWN.

AND I'M NOT SURE IT'S REALLY ACCRETIVE TO OUR DOWNTOWN VIBE.

SO, BUT THE BOND FAILED FOR IT.

BUT WE ARE LOOKING AT CREATIVE SOLUTIONS AND I HAVE AN APPETITE TO DO THAT BECAUSE CANDIDLY I'D LIKE TO SEE US GET SOME PARKING THERE.

UM, AND THEN THE, AND YOU KNOW, WE, OUR DOWNTOWN IS IN A TOURIST DISTRICT TOURS ONE.

THAT'S ONE OF THE BIG THINGS.

BUT THE OTHER BIG THING, AND FORGIVE ME IF I DON'T EVER KNOW IF I'VE TALKED TO THIS BOARD ABOUT IT, IS THAT T ONE IS LOOKING AT FIRE SUPPRESSION.

UM, THERE'S A LOT OF BUILDINGS DOWNTOWN THAT DO NOT HAVE FIRE SUPPRESSION SPRINKLER SYSTEMS. AND WHEN YOU BUILD NEW COMMERCIAL BUILDING MCKINNEY, YOU ARE GOING TO HAVE FIRE SUPPRESSION.

THE BUILDING, THE OFFICE THAT I'M IN, THE BUILDING THAT I'M IN, THE OLD COMMERCIAL HOTEL AT ONE 19 WEST VIRGINIA STREET THAT HOUSES ELMA W***E, NO FIRE SUPPRESSION.

UH, SO WE ARE PROB WE ARE HOPING TO START WITH ONE BLOCK TO HELP BRING FIRE SUPPRESSION UP FROM THE CURB, LET THE BUILDING OWNERS THEN WORRY ABOUT THE SPRINKLERS, WHICH IS THE MUCH LOWER DOLLAR DEAL.

BUT THAT IS THE EXISTENTIAL THREAT TO THE CROWN JEWEL OF MCKINNEY IS FIRE.

AND, UH, WE HAVE AN APPETITE TO DO SOMETHING ABOUT THAT.

SO WE'RE HOPING TO SEE SOME ACTIVATION ON THAT IN THE NEXT YEAR.

ALSO, THE, UM, SHOPPING CENTER ON THREE 80 WHERE BLUE OLIVE IS, IF YOU KNOW THAT ONE, UM, IS GETTING A REFRESH.

UM, BECAUSE ONCE YOU CROSS OVER THE $1 MILLION BUDGET, UH, LINE, UH, YOU THEN COMPETE WITH EVERY OTHER DMO, UM, THAT'S ABOVE A MILLION DOLLARS.

WE'RE BARELY ABOVE A MILLION DOLLARS AS A REMINDER.

AND SO THEY, WHEN THEY WENT BACK HOME, THEY SAID, YOU HAVE TO GO TO MCKINNEY, IT'S JUST THE CUTEST PLACE.

WE DID THIS DOWNTOWN THING, WE DID THIS, WE DID THAT, YOU KNOW, ALL OF THE THINGS.

AND SO THEY DECIDED ON THEIR NEXT FAMILY VACATION THAT THEY WOULD GO SPECIFICALLY TO MCKINNEY.

AND SO THEY STAYED PRETTY MUCH TWO WEEKS.

UM, AND I ASKED THEM, I SAID, WELL, WHAT ELSE ARE YOU DOING IN TEXAS? YOU KNOW, ARE YOU GONNA GO TO FORT WORTH? ARE YOU GONNA DO THE STOCKYARDS? AND THEY'RE LIKE, NO, WE'RE DOING MCKINNEY.

OKAY, I LOVE THIS.

THIS IS THE BEST NEWS EVER.

UM, SO YES, THAT, THAT WAS KIND OF HOW IT HAPPENED.

IT WAS JUST BASED OFF OF FRIENDS THAT LIKE JUSTIN MCKINNEY AND I, THAT'S HOW IT HAPPENS.
