TRAPPING STRAY CATS AND TAKING THEM TO THE SHELTER TO BE EUTHANIZED DRAINS VALUABLE CITY RESOURCES EACH TIME. ANIMAL SERVICES RESPONDS TO A CALL TRANSPORTS A CAT, PROCESSES THEM FOR EUTHANASIA. IT USES STAFF TIME, LABOR, AND TAXPAYER MONEY. TNR ON THE OTHER HAND, SOLVES THE ROOT PROBLEM. THROUGH PRIVATE CITIZENSHIP, CATS ARE HUMANELY TRAPPED, SPED OR NEUTERED VACCINATED EAR TIPPED FOR IDENTIFICATION AND RETURN TO THEIR TERRITORY. THEY NO LONGER REPRODUCE, FIGHT LESS, AND LIVE HEALTHIER LIVES. OVER TIME, THE COLONY STABILIZES AND DECLINES NATURALLY. NEIGHBORHOODS STAY FREE OF RODENTS WHILE TAXPAYER COSTS STAY LOW. AS FEWER ANIMALS ENTER THE SHELTER SYSTEM, I'VE SEEN FIRSTHAND THE HEARTBREAKING REALITY FOR THESE CATS. WORRYING ABOUT [Proclamation for Community Planning Month] SICK KITTENS, FINDING DEAD CATS WHO HAVE BEEN HIT BY CARS, AND WITNESSING THE COLONY SUFFERING FROM UNTREATED INJURIES IS WHAT PUSHED ME TO LOOK INTO A HUMANE SOLUTION IN THE FIRST PLACE. TNR ALSO CREATES COMMUNITY BUY-IN. MANY PRIVATE CITIZENS, ESPECIALLY COMPASSIONATE RESIDENTS LIKE MYSELF, WHO CARE ABOUT THESE ANIMALS, ARE FAR MORE WILLING TO PARTICIPATE IN TRAPPING, TRANSPORTING, AND CARING FOR CATS IF THEY KNOW THE ANIMALS WILL BE RETURNED SAFELY, NOT KILLED. RIGHT NOW, MANY PEOPLE WHO FEED STRAY CATS TERM IMPACT WITH THE TNR POLICY, THOSE SAME RESIDENTS COULD BECOME EDUCATED AND EMPOWERED PARTNERS IN MANAGING FERAL CAT COLONIES RESPONSIBLY. WHEN PEOPLE KNOW THEIR EFFORTS WILL SAVE LIVES, THEY'RE EAGER TO HELP. MCKINNEY ALREADY LOANS TRAPS TO RESIDENTS THROUGH ANIMAL SERVICES. YOU HAVE THE TOOLS. WHAT'S MISSING IS A [PUBLIC COMMENTS ON AGENDA ITEMS] POLICY THAT NOT ONLY SUPPORTS RESIDENTS, BUT THAT RESIDENTS WOULD ENTHUSIASTICALLY SUPPORT IN SOME ADOPTING. A TNR ORDINANCE WOULD SAVE CITY RESOURCES AND REDUCE SHELTER EUTHANASIA COSTS, IMPROVE PUBLIC HEALTH AND SAFETY THROUGH VACCINATION, AND INCREASE CITIZEN BUY-IN. TO BE PART OF THE SOLUTION, WE HAVE A CHANCE TO BUILD COMMUNITY INVESTMENT WHILE FOSTERING A CULTURE OF COLLECTIVE CARE AND SOCIAL RESPONSIBILITY. SO TODAY I'M ASKING THE COUNCIL TO DIRECT STAFF TO DRAFT A FORMAL TNR POLICY THAT RECOGNIZES COLONY CARETAKERS, PERMITS, EAR TIPPING SETS, CLEAR TRAP RELEASE PROCEDURES, AND CONNECTS RESIDENTS WITH LOW COST SPAY NEUTER PARTNERS. SO AFTER EACH AND EVERY ELECTION CYCLE, OUR CODE TEAM GETS TOGETHER TO DISCUSS THE, AND [00:05:01] EVALUATE THE PERFORMANCE OF OUR CURRENT REGULATIONS. UM, THE LAST MAJOR AMENDMENT WE HAD WAS IN MAY OF 2024. PRIOR TO THAT, THERE'D BEEN A LOT OF ISSUES WITH, UH, INFLATABLE SIGNS, HEIGHT ISSUES, MULTIPLE SIGNS ATTACHED TO APPARATUSES, ALL KINDS OF ISSUES. SO IN MAY OF 2024, STAFF, UH, AMENDED THE ORDINANCE TO LIMIT SIZE TYPE, AND POSTING METHODS. ADDITIONALLY, WE CLARIFIED WHAT THE PREMISES WOULD BE OR THAT AREA IN WHICH ELECTIONEERING COULD OCCUR ON CITY OWNED PROPERTY. AND THEN HE ELIMINATED THE REQUIREMENT TO PROVIDE 48 HOURS OF NOTICE TO REMOVE ILLEGALLY PLACED SIGNS. SO THOSE OF YOU DON'T KNOW WE, FOR THE ENTIRETY OF THE VOTING PERIOD, UH, EARLY, EARLY VOTING AS WELL AS ELECTION DAY. WE HAVE STAFF POSTED AT JOHN AND JUDY GAY LIBRARY. BUT WE HAVE RECENTLY RECEIVED, UH, A REQUEST FOR FEEDBACK, CONSIDERING TWO ITEMS. THE FIRST BEING, UH, ALLOWING AN INDIVIDUAL TO HOLD TWO CAMPAIGN SIZE SIGNS OF A, THE APPROPRIATE SIZE, AS WELL AS POTENTIALLY LIMITING THE NUMBER OF SIGNS ALLOWED AT, UH, A POLLING LOCATION PER CAMPAIGN. SO WE WENT OUT AND LOOKED AT WHAT SOME OF OUR NEIGHBORING CITIES DO. UH, MCKINNEY OF COURSE, ALLOWS THE ONE HANDHELD SIDE OF TWO [Consider/Discuss Potential Changes to the Electioneering Ordinance, Chapter 38, Article IV of the Code of Ordinances] BY TWO. PLANO. ALLEN AND FRISCO HAVE NO RESTRICTIONS ON THE NUMBER OF SIGNS THAT CAN BE HELD. COLIN COLLEGE IS A LITTLE DIFFERENT. THEY LIMIT THE NUMBER OF SIGNS PER CAMPAIGN TO FIVE, WHETHER POSTED OR HANDHELD ANY HANDHELD SIGNS WOULD DEDUCT FROM THE AMOUNT THAT ARE ALLOWED TO BE POSTED. SO, TODAY I'VE, UH, COME BEFORE YOU ALL TO SPEAK ON THE TOPIC OF TRAP NEUTER RELEASE, OR TNR, UH, IN ORDER TO GAIN SOME GUIDANCE FROM THE COUNCIL IN HOW, UM, THE CITY WOULD LIKE FOR US TO PROCEED. SO, WHAT IS T-N-R-T-N-R AND, UH, IT'S GOT SEVERAL OTHER ACRONYMS, BUT IT STANDS ESSENTIALLY FOR TRAP NEUTER RELEASE. WHAT THAT MEANS IS, UM, A TRAPPING SPAY NEUTERING, VACCINATING EAR TIPPING, WHICH MEANS A NOTCH OR A V IN THAT EAR TO IDENTIFY VISUALLY FROM FAR AWAY, UH, THAT, THAT ANIMAL SPAYED OR NEUTERED, AND A RETURN TO ITS TERRITORY. THE TOP OF THE, UH, TARGET POPULATION FOR TNR WOULD BE FERAL CATS, WHICH IS DIFFERENT THAN STRAY CATS. A STRAY CAT GONNA BE AN OWNED ANIMAL, OR AN ANIMAL THAT HAS POTENTIAL TO BE OWNED, UM, AND IS SOCIALIZED FERAL. CATS ARE GONNA BE UNSOCIALIZED ANIMALS THAT HAVE GROWN UP OUTSIDE AND ARE BY ALL INTENTS AND PURPOSES. UM, A WILD ANIMAL GOAL OF TN R IS TO REDUCE POPULATION OVER TIME, UM, THROUGH SPAYING AND NEUTERING PRACTICES. SO, CURRENTLY ANIMAL SERVICES, UH, HAVE SOME CITY ORDINANCES THAT WOULD, UM, MAKE TNR TECHNICALLY ILLEGAL, UH, TO PERFORM WITHIN THE CITY OF MCKINNEY. UM, [00:10:01] UH, A LARGE PORTION OF THAT IS HOW OWNER IS DEFINED, WHICH, UM, CAN BE JUST ALLOWING THE ANIMAL TO BE ON YOUR PROPERTY, UH, FEEDING, UM, AND ALLOWING IT TO ROAM. UM, WE ALSO HAVE ORDINANCES FOR RESTRAINT, NUMBER OF ANIMALS THAT CAN BE, UH, OWNED BY, [Consider/Discuss a Potential Trap-Neuter-Release (TNR) Program] UH, A RESIDENCE, PUBLIC NUISANCES AND RABIES VACCINATION, WHICH WOULD MAKE THAT, UM, A BARRIER TO ALLOWING TNR CURRENTLY. UM, THE CITY OF BIKINI'S, UM, CURRENT STRAY POLICIES ARE SPECIFICALLY FOR STRAY CATS. WE MAKE ONE ATTEMPT. WHAT THAT MEANS IS WHEN SOMEONE CALLS US AND SAYS, I'VE GOT A CAT OUTSIDE, CAN YOU GUYS COME AND PICK IT UP? WE'LL MAKE ONE ATTEMPT TO GET THAT CAT. UM, THE REASON BEING, WHEN WE COME OUT THERE, IF IT'S A FRIENDLY CAT, TYPICALLY WE CAN PET COLLECT AND IMPOUND. UM, BUT A LOT OF TIMES WHAT HAPPENS IS WE STEP OUT OF OUR TRUCK, IT SEES US, AND IT SPLITS BECAUSE EITHER IT'S NOT SUPER FRIENDLY OR IT'S A FERAL ANIMAL. UM, FOR THOSE INSTANCES WE DO, UM, WE ARE, WE DO LEND TRAPS TO RESIDENTS WHO WANT THEM, BUT THAT TRAP BECOMES THEIR RESPONSIBILITY FOR THE DURATION OF TIME THAT THEY HAVE THAT TRAP ON THEIR PROPERTY. UM, AND THERE ARE SOME DIFFERENT STIPULATIONS FOR THAT, INCLUDING PROVIDING ID AND BEING AWARE OF WEATHER AND RESPONSE TIME, UM, FOR THAT TRAP. NOW, ONCE AN ANIMAL IS IMPOUNDED, BE IT CAT OR ANY OTHER DOMESTIC ANIMAL, UM, NO MATTER HOW IT IS IMPOUNDED THAT ANIMAL IS INITIALLY SCANNED FOR A MICROCHIP, UM, OR CHECK FOR A COLLAR TAGS AROUND ITS NECK, IF IT HAS ANY IDENTIFICATION, WE MAKE EVERY ATTEMPT POSSIBLE TO GET THAT ANIMAL TO ITS OWNER BEFORE IT GOES TO THE SHELTER. IF IT GOES TO THE SHELTER, IT IS HELD FOR A MANDATORY FIVE DAY PERIOD THAT GIVES ANY OWNER THE OPPORTUNITY TO COME FORWARD AND RECLAIM THAT ANIMAL IN THAT TIMEFRAME. AFTER THAT FIVE DAY HOLD, IT IS ASSESSED FOR, UH, ADOPTION OR PLACEMENT, OR IF IT IS FERAL, IF IT'S AN ANIMAL THAT IS VERY FEARFUL OF HUMANS, UM, THAN IT IS HUMANELY EUTHANIZED. NOW, THERE ARE SOME BENEFITS TO TNR THAT ARE, UH, EVIDENCE-BASED. I'VE GOT BEFORE YOU HERE. UH, SOME STUDIES SHOW THAT TNR CAN STABILIZE CAT COLONIES OVER TIME. UM, WHAT STUDIES SHOW IS THAT, UM, YOU REALLY HAVE TO GET IN THERE AND YOU HAVE TO DO IT ALL QUICKLY. SO, WITHIN A BREEDING SEASON, GET AS MANY CATS, IF NOT ALL OF THE CATS IN AN AREA, SPAYED AND NEUTERED WITHIN RUN BREEDING SEASON, BECAUSE IF YOU DON'T, THERE WILL BE KITTENS AGAIN NEXT YEAR. CATS HAVE TWO BREEDING SEASONS. REALLY, IT'S THE ENTIRE WARM PERIOD OF THE YEAR. SPRING AND FALL, UM, IS WHEN WE SEE A BIG BOOM IN KITTENS. AND IF YOU MISS THREE TO FOUR OF THOSE KITTENS, YOU'RE GONNA HAVE THAT SAME PROBLEM AGAIN NEXT YEAR. UM, SO IT PREVENTS NEW LITTERS FROM BEING BORN, AND IT CAN REDUCE MATING BEHAVIORS, WHICH IS THAT OBNOXIOUS YOWLING THAT WE HAVE. PEOPLE CALL ABOUT SPRAYING ON THINGS, SCRATCHING UP YOUR FURNITURE. UM, SOME COMMUNITY BENEFITS OF TNR. UM, IT DOES REDUCE SHELTER INTAKE OVER TIME BECAUSE THOSE CATS ARE WHERE, UM, RESIDENTS WANT THEM. UM, THEY'RE BEING FED AND TAKEN CARE OF. SO IT REDUCES THAT CARE, UH, TIMEFRAME OF FIVE DAYS WHERE THEY'RE BEING, UM, HELD IN A FACILITY. UM, VACCINATED CATS CAN POSE A LOWER DISEASE RISK FOR CERTAIN DISEASES. AND OVERALL, UM, IT, IT BENEFITS THE COMMUNITY IN THAT IT, IT MAKES THEM FEEL BETTER ABOUT THE ANIMALS IN THEIR COMMUNITY. A LOT OF PEOPLE CARE ABOUT THESE ANIMALS. I HAVE A FERAL CAT THAT LIVES ON MY OWN PROPERTY. I DON'T, I DON'T SEE AN R HIM, BUT HE COMES AROUND AND I, AND I CALL HIM BY NAME EVEN THOUGH HE HATES MY GUTS, AND YOU JUST GET USED TO HIM, YOU KNOW? UM, SO, UH, ON THAT, I HAVE A, A QUOTE HERE FROM THE L GLOBAL, UM, WHO PERFORMED A STUDY BACK IN 2014 THAT STATES THAT MOST AMERICANS, WHEN POLLED PREFER TNR METHODS OVER, UH, HUMANE EUTHANASIA. NOW, SOME TNR CHALLENGES THAT ARE ALSO EVIDENCE-BASED. UM, SO, LIKE I MENTIONED EARLIER, YOU'VE GOTTA GET IN THERE AND YOU'VE GOTTA TO GET THOSE CATS SQUARED AWAY, SPAYED AND NEUTERED. UM, WITHIN A SEASON, IF YOU'RE GONNA HAVE IMPACT, YOU REALLY HAVE TO GET IN THERE AND DO THE WORK, BECAUSE IF YOU DON'T, YOU'RE GONNA HAVE THE SAME PROBLEM THE NEXT YEAR. UM, SO IT CAN BE DIFFICULT TO HAVE THE MANPOWER TO GET IN THERE AND SOLVE THAT ISSUE. UM, THERE'S ALSO AN ISSUE OF OTHER CATS MOVING INTO THE AREA. SO IF FOOD IS PUT DOWN AND THERE ARE RESOURCES, UM, FOR OTHER ANIMALS IN THE AREA, THEY'RE GONNA NATURALLY GRAVITATE THERE. AND SO THERE'S JUST MORE AND MORE CATS THAT MAY APPEAR. UM, AND THEN YOU HAVE TO CONSIDER LIFESPAN OF CATS. UM, SOME OF US MAY HAVE HOUSE CATS, THEY CAN LIVE UP TO 20 YEARS, UM, AND THE WILD, THEIR LIFESPAN IS SHORTER, BUT YOUR COMMUNITY'S GOTTA UNDERSTAND THAT WE'RE NOT GONNA SPAY AND NEUTER AND WE DON'T HAVE THAT PROBLEM NEXT YEAR. MOST LIKELY THAT CAT'S GONNA BE THERE FOR SEVEN YEARS. SO YOU'VE GOTTA MAKE SURE YOU'VE GOT SOMEBODY THAT'S WILLING TO CARE FOR THAT ANIMAL IN THAT TIMEFRAME. UM, PUBLIC HEALTH AND WILDLIFE IMPACT, UM, I DO HAVE A QUOTE OVER HERE, UM, ON THE RIGHT SIDE OF THE SCREEN FROM THE US DEPARTMENT OF AGRICULTURE. A STUDY WAS DONE IN 2021 REGARDING WILDLIFE. UM, AND IT STATES THAT, UH, OUT OF 82 REHAB CENTERS THAT WERE INVOLVED IN THIS STUDY, 52% OF BIRDS THAT WERE INTAKED INTO THAT FACILITY, UM, WERE CAUSED BY CATS. SO THAT'S OUR PROTECTED, OUR FEDERALLY PROTECTED SONG SONGBIRDS, ANY TYPE OF BIRD. UM, IT'S ATTACKED BY A CAT. AND OUT OF THAT 52%, [00:15:01] 78% OF THOSE ANIMALS DID DIE, UM, AFTER THEY WERE ADMITTED AND WERE UNABLE TO BE REHABBED. UM, SO THAT'S REALLY THE BIGGEST IMPACT THAT THERE IS. THERE'S ALSO DISEASE TRANSMISSION. UM, THEY CAN CARRY, UM, DIFFERENT DISEASES THAT, UM, YOU KNOW, THEY'RE, THEY'RE NOT GONNA BE VACCINATED FOR IF THEY'RE NOT BEING MAINTAINED. AND FEEDING STATIONS CAN ATTRACT, UH, DIFFERENT FORMS OF WILDLIFE AS WELL. AND IT'S, IT'S ALSO RESOURCE INTENSIVE. UM, YOU'VE GOTTA HAVE THE MANPOWER, YOU'VE GOTTA HAVE THE MONEY TO TAKE THOSE ANIMALS TO THE VETERINARIAN TO BE SPAYED, NEUTERED, VACCINATED. UM, AND I'VE GOT A COST BREAKDOWN FOR YOU UP THERE ON THE RIGHT OF, UM, AVERAGE COST REGIONAL COMPARISON. SO, WITHIN THE AREA, UM, THERE ARE SOME CITIES AND MUNICIPALITIES THAT DO SPAY AND OR DO TNR PROGRAMS, AND THERE'S SOME THAT DON'T. UM, SO I'VE COLLECTED THREE HERE FOR YOU. SO ONE OF THE THINGS WE'RE TRYING TO DO IS SET UP SOME RULES AND AND PROCEDURES SO THAT THE DEPARTMENTS AND CITY PROGRAMS, UH, THAT NEED THE SPACE CAN USE THE SPACE. WE DON'T WANT IT TO BE SCHEDULED OUT. SO, UM, YOU KNOW, FAR INTO THE FUTURE THAT WE CAN'T SCHEDULE A WORKSHOP OR A, A COUNCIL, UM, MEET AND GREET OR WHATEVER THE CASE MAY BE BECAUSE THE ROOM'S CONSTANTLY FULL. SO RIGHT NOW, THE AVAILABILITY, WE'VE BEEN FOCUSING PRIMARILY DURING BUSINESS HOURS, BUT WE ALSO ALLOW AFTER HOUR EVENTS. SO IN ADDITION TO MONDAY THROUGH FRIDAY, EIGHT TO FIVE, UM, WE'RE LOOKING AT SOME AFTER HOUR RESERVATION OPPORTUNITIES, UH, UNTIL 8:00 PM MONDAY THROUGH FRIDAY, AND THEN 10 TO SIX ON SATURDAY. AND THEN WE'RE LOOKING AT A FEE STRUCTURE FOR THOSE AFTER HOUR EVENTS DURING THE DAY. IT'S EASY FOR US TO PROCESS THAT. WE HAVE A LOT OF EMPLOYEES IN THE BUILDING, BUT IF SOMEONE'S GOING [00:45:01] TO RESERVE THE ROOM AFTER HOURS, THAT MEANS WE HAVE TO PAY SOMEONE OVER TIME TO BE HERE TO OPEN THE BUILDING, TO MAINTAIN THE BUILDING AND MAKE SURE EVERYTHING GETS LOCKED UP AT THE END OF THE EVENT. SO WE'RE TRYING TO FIND THAT BALANCE. IF YOU WERE TO GO TO THE SHERATON AND RENT A SPACE OF SIMILAR SIZE, YOU'D PROBABLY BE SPENDING QUITE A BIT MORE MONEY THAN WHAT WE'RE WE'RE ASKING FOR HERE. WE'RE JUST TRYING TO COVER COSTS FOR THE MOST PART. AND FRANKLY, WE DON'T OFFER THE, THE LEVEL OF SERVICE YOU WOULD GET AT A CONFERENCE CENTER HOTEL WHERE THEY HAVE EVENT PLANNERS AND SET UP CREWS AND CATERING AND EVERYTHING ELSE. SO IT'S A LITTLE DIFFERENT, BUT WE ALSO DON'T WANT IT TO BE, UH, THE GO-TO FOR EVERY ORGANIZATION IN TOWN TO WHERE, UM, THEY'RE, LIKE I SAID, USING THE SPACE ON A A CONSTANT BASIS. SO A COUPLE THINGS THAT WE'RE TALKING ABOUT NOT BEING PERMITTED. WE WANT IT TO BE A SPACE FOR MEETINGS FOR NONPROFITS AND COMMUNITY GROUPS. IT'S NOT REALLY A, A PARTY ROOM. WE'RE, WE'RE NOT LOOKING TO HAVE REUNIONS OR PARTIES OR DANCE CLASSES, ARTS AND CRAFT EVENTS, THINGS THAT WOULD CAUSE NOISE DISRUPTION, UM, POTENTIALLY DAMAGE THE SPACE. ALSO, WE'RE ALSO, WE'RE GOING TO PROHIBIT FUNDRAISING OR COMMERCIAL ACTIVITIES. IF YOU'RE SELLING AMWAY OR SOME OTHER MULTI-LEVEL MARKETING, THIS IS PROBABLY NOT THE SPACE FOR YOU. UM, ALSO GOING TO LIMIT, UH, RELIGIOUS WORSHIP SERVICES AND POLITICAL EVENTS. SO THE IMPACT FOR KIND OF COMPARISON, THEY DO ALLOW. UM, THERE IS A CHURCH THAT LEASES THE SPACE AND HAS BEEN THERE FOR A WHILE. CITY HALL'S PROBABLY NOT THE APPROPRIATE PLACE TO BE, TO HAVE A CHURCH OPERATING OUT OF WHEN WE TALK POLITICAL EVENTS, WE'RE REALLY TALKING RALLIES OR, OR THINGS LIKE THAT. SO KIND OF THE PRACTICE WE'VE HAD FOREVER WITH THE CITY OF MCKINNEY IS, YOU KNOW, DURING ELECTION TIMES, WE HAVEN'T HAD, UM, COUNCIL MEMBERS RESERVING SPACES TO HAVE KIND OF THEIR, UM, THEIR RALLIES PRIMARILY BECAUSE OF, YOU KNOW, A FAIRNESS THAT WE'RE TRYING TO, TO HOLD TO. SO WE DON'T HAVE SITTING COUNCIL MEMBERS WHO HAVE THE BENEFIT OF A CITY HALL SPACE WHERE SOMEONE WHO'S RUNNING FOR COUNCIL DOES NOT HAVE THAT. UH, FURTHERMORE, LOOKING AT ANYTHING WITH ADMISSION FEES OR DONATIONS REQUIRED TO ATTEND, WE'RE GOING TO LIMIT THOSE. AND THEN WE'RE ALSO LIMITING REGULARLY OCCURRING, UH, MEETINGS. SO, LIKE I SAID, WE WANT THIS TO BE AVAILABLE FOR CITY USE AND COMMUNITY USE. AND IF SOMEONE SAYS WE'RE GONNA TAKE IT EVERY WEDNESDAY FROM EIGHT TILL FOUR IN THE AFTERNOON, THAT TAKES IT OFF THE, THE RESERVATION LIST DEPOSITS AND FEES. ONE OF THE THINGS WE'VE LOOKED AT THAT SPACE, UM, IS VERY NICE. I SAW IT IN THE PICTURES. IT DOES HAVE, YOU KNOW, ACOUSTIC PANELING ON THE WALLS AND IT HAS KIND OF A LITTLE RIBBED, UM, METAL SEPARATORS BETWEEN IT. WE, WE PURPOSEFULLY MADE IT A VERY NICE SPACE THAT'S NOT ECHOING, AND IT ALLOWS FOR A LITTLE BIT MORE, UM, CONTROL OF THE SOUND SYSTEM. THOSE PANELS AREN'T CHEAP, THEY'RE NOT, UH, SOMETHING WE WANNA BE REPLACED ON A REGULAR BASIS. SO PART OF THAT, WE'RE GOING TO GIVE RULES AND REGULATIONS TO THE PEOPLE RESERVING THE SPACE, BUT WE'RE ALSO GONNA REQUIRE A DEPOSIT. THIS IS IN LINE WITH WHAT WE DO AT SOME OF OUR OTHER MEETING SPACES AT OUR FIRE DEPARTMENT. UM, YOU'D OF COURSE FORFEIT THAT IF THE ROOM'S DAMAGED OR NOT CLEANED, UH, CERTAIN EVENTS WOULD REQUIRE GENERAL LIABILITY AND PROPERTY DAMAGE INSURANCE. WORKING WITH OUR RISK DEPARTMENT, THEY'VE COME UP WITH A POLICY THAT THE CITY CAN HOLD THAT A SPECIAL EVENT COULD FOR A VERY SMALL FEE, MAYBE 75 TO A HUNDRED DOLLARS, UH, KIND OF JOIN US IN THE POLICY. SO IF SOMEONE WERE TO GET HURT DURING THEIR EVENT, THEY WOULD BE COVERED AND WE WOULD BE COVERED IF SOMETHING WERE TO DAMAGE THIS BASE, UH, IT WOULD ALSO COVER THAT AS WELL. SO SOMETHING WE'RE WORKING WITH, UM, WITH OUR RISK DEPARTMENT. AND THEN, UH, STAFFING, IF IT'S REQUIRED AFTER HOURS, LOOKING AT A A $125 AN HOUR, THREE HOUR MINIMUM AND PAYABLE TIME OR RESERVATION. UH, REALLY QUICK THINGS THAT WE'RE GOING THROUGH, I'M NOT GONNA READ EVERYTHING BUT SEVEN DAY IN ADVANCE, 24 HOUR CANCELLATION POLICY SET UP AND CLEAN UP MUST OCCUR DURING THE TIME RESERVED, THINGS LIKE THAT. AND THEN SOME ROOM CONDUCT RULES BECAUSE CITY HALL, ESPECIALLY AFTER HOURS, IF YOU ARE ALLOWED INTO THE BUILDING AFTER HOURS, YOU CAN ACCESS THE LOBBIES ON THE FIRST FLOOR AND THE SECOND FLOOR. AND SO WE'RE TRYING TO PUT IN PLACE SOME RULES. UH, MOST PEOPLE WHO ARE GOING TO HOLD EVENTS ARE GOING TO TRY VERY HARD TO, TO FOLLOW THE CITY'S RULES, AND I DON'T WORRY ABOUT THAT, BUT WE WANTED TO MAKE SURE WE'RE CLEAR ON WHAT THEY CAN AND CANNOT DO. UM, CLEANING, THEY'RE RESPONSIBLE FOR THAT. FOOD AND BEVERAGE, WE'RE TRYING TO LIMIT IT TO PREPACKAGED OR BOX LUNCHES AND THINGS SO WE DON'T HAVE SOMEONE SERVING, UM, SPAGHETTI DINNERS IN THERE, UM, TO A BUNCH OF 12 YEAR OLDS WHO ARE PROBABLY GOING TO DROP AT LEAST TWO OR THREE PLATES OF SPAGHETTI ON THE FLOOR. UM, AND THEN FINALLY FIFTH FLOOR CONFERENCE ROOM. SO A LOT OF THE SAME RULES APPLY FOR THE FIFTH FLOOR, BUT WE ARE GOING TO LIMIT THIS TO ONLY BUSINESS HOURS BECAUSE ACCESS TO THE FIFTH FLOOR IS RESTRICTED. IF IT IS A GROUP THAT IS SPONSORED BY THE CITY, FOR INSTANCE, IF THIS, THE PLANNING DEPARTMENT IS BRINGING A GROUP IN, THEY, THESE POLICIES DON'T NECESSARILY APPLY. AND I WOULD SAY FURTHERMORE, THE CITY COUNCIL OFTENTIMES HAS GROUPS, UM, WHETHER IT'S A MEETING THAT YOU WANNA HOLD TO GO THROUGH AGENDAS OR IT'S A GROUP THAT YOU SPONSOR AND WORK WITH AND YOU WILL BE PRESENT AT THE MEETINGS. THOSE ARE THINGS WE CAN WORK WITH THE COUNCIL ON. SO WE'RE NOT ASKING SOME OF OUR EXISTING, UM, GROUPS THAT HOLD MEETINGS IN CITY HALL TO START PAYING ADDITIONAL FEES AND THINGS LIKE THAT. WE WOULD ASK THEM TO GO THROUGH THE RESERVATION PROCESS TO RESERVE THE SPACE. BUT, UH, IT WILL ALLOW FOR, UH, THOSE GROUPS TO CONTINUE. SO IF IT'S A CITY EVENT OR A CITY SPONSORED EVENT, UH, A LOT OF THESE THINGS WOULD NOT APPLY. WITH THAT BEING SAID, THIS IS A VERY QUICK RUN THROUGH.
