I'VE BEEN WORKING AT COMMUNITY LIFELINE CENTER FOR THE LAST NINE MONTHS, AND I'M VERY INVOLVED IN ALL OF THE NONPROFITS AND ALL THE THINGS WE DO, AND WE DON'T HAVE A COHESIVE PLAN IN PLACE TO HELP PEOPLE WHO NEED HELP. ELDERLY PEOPLE ARE GOING TO BE OUR BIGGEST HOMELESS POPULATION IN THE COMING YEARS, AND THAT'S NATIONWIDE. AND I REALLY SUPPORT US COMING UP WITH A REALLY SMART PLAN, BECAUSE IT'S NOT GOING TO GO AWAY FOR US. WE CAN'T POLICE THIS PROBLEM ALONE BECAUSE WE'RE THE COUNTY SEAT. WE HAVE THE JAIL, WE HAVE SAMARITAN, WE HAVE LIFEPATH. WE HAVE A LOT OF THINGS THAT BRING PEOPLE HERE. OUR HOSPITAL SYSTEMS, OTHER LOCAL CITIES, DROP OFF. PEOPLE LIKE WE NEED TO HAVE A REALLY STRONG, SMART RESPONSE TO THIS. AND I, I STRONGLY SUPPORT OUR CITY DEPARTMENT OF HOUSING AND COMMUNITY SERVICES DEVELOPMENT. THEY ARE AMAZING. MARGARET IS AN INCREDIBLE LEADER AND SHE IS REALLY BEEN PUTTING A LOT OF THOUGHT INTO THIS. SO I FULLY SUPPORT ANY INITIATIVE THAT SHE BRINGS FORWARD. THANK YOU. THANK YOU, MISS MONROE. I SHOULD SAY, FROM THE BEGINNING OF TIME, WHEN PEOPLE FIRST CHOSE PROTECTION FROM THE ELEMENTS OVER LIVING OUTSIDE AND CALLED IT A HOME, THERE HAVE BEEN LIMITS ON AVAILABILITY OF SAID HOMES. AND SUBSEQUENTLY CONCERNS FOR AND ABOUT THOSE WITHOUT THEM. THIS IS NOT A NEW CONCEPT GLOBALLY, NATIONALLY, ACROSS THE STATE, OR EVEN JUST IN MCKINNEY. UNFORTUNATELY, IT PRESENTS A PINCH POINT IN TODAY'S POINT OF HISTORY, AND THANKFULLY, CONSTRUCTIVE CONVERSATIONS HAVE BEGUN. WITH CONVERSATIONS COME SOLUTIONS. THERE HAVE BEEN FAILURES AT A FEDERAL LEVEL, FAILURES AT A STATE LEVEL, FAILURES AT LOCAL LEVELS, AND NONE OF THESE LEVELS ARE SOLELY RESPONSIBLE FOR CREATING SOLUTIONS. IT IS, HOWEVER, A HUMANITY ISSUE TO ADDRESS, AND THAT IS ONE AREA WE KNOW MCKINNEY RESIDENTS TAKE SERIOUSLY. FOR BETTER OR WORSE, WE ARE A CARING COMMUNITY AND THE SOLUTIONS TO OUR CURRENT DILEMMA AND THE FUTURE GROWTH EXPECTED ARE MORE THAN DEALING WITH THE PEOPLE WE SEE ON THE STREETS TODAY. THERE ARE SYSTEMIC PROBLEMS THAT THOSE EXPERIENCING HOMELESSNESS CANNOT CONTROL THEMSELVES. AS A COLLECTIVE BODY OF VOTERS, THOUGH IT CAN BE ADDRESSED. THESE THINGS INCLUDE HOUSING BARRIERS, INSUFFICIENT FUNDING AND ADEQUATE HOUSING INVENTORY AND NON LIVING WAGES.

PUNISHMENT ALONE THROUGH ORDINANCES WILL NOT CREATE CHANGE AND BECAUSE OF THIS, I FULLY SUPPORT BOTH THE SAW PROGRAM BEING DISCUSSED TODAY AND THE STRONGER OR BETTER TOGETHER INITIATIVE THAT WILL BE DISCUSSED IN TODAY'S WORK SESSION. THANK YOU VERY MUCH.

INFORMATION SHARING. FIRST ITEM IS 253277. RECOGNITION OF CPR SAVES LIVES. CHIEF DOWELL, THIS YOU. MAYOR, MEMBERS OF THE COUNCIL. OUR FIRE DEPARTMENT MISSION STATEMENT IS VERY SIMPLE. IT'S TO SAVE LIVES AND PROTECT PROPERTY. WE'RE HERE TO IMPROVE OUTCOMES AND SAVE MORE LIVES. ONE OF OUR KEY FOCUS AREAS HAS BEEN INCREASING SURVIVAL RATES FROM CARDIAC ARREST. TO MEASURE PROGRESS, WE FOLLOW AN INDUSTRY STANDARD LIKE THE UTSTEIN SURVIVAL RATE.

SO IT'S A GLOBAL BENCHMARK WHICH TRACKS SURVIVAL FROM OUT-OF-HOSPITAL CARDIAC ARREST.

IT APPLIES WHEN A WITNESSED AND A PATIENT HAS A SHOCKABLE RHYTHM AND ALLOWS EMS SYSTEMS TO COMPARE PERFORMANCE, IDENTIFY GAPS AND IMPROVE CARE. SO THE NATIONAL AVERAGE FOR THE UTSTEIN SURVIVAL RATE IS ABOUT 30%. AND AS YOU CAN SEE FROM THE SCREEN HERE, THE MCKINNEY FIRE DEPARTMENT'S RESULTS IN 2023 WERE 10% SURVIVAL RATE. IN 2024, WE BUMPED THAT TO 37%.

AND IN 2025, YEAR TO DATE, WE WERE AT 47%, WELL ABOVE THE NATIONAL AVERAGE. THESE IMPROVEMENTS REFLECT THE DEDICATION AND THE TEAMWORK AND COMMITMENT OF ONE OUR DISPATCHERS. THAT'S WHERE OUR 911 SYSTEM STARTS RECOGNIZING CARDIAC ARREST FASTER AND GIVING CPR INSTRUCTIONS VERY THOROUGHLY. THE SECOND ONE IS THE EMS CREWS, AND THIS INCLUDES OUR POLICE OFFICERS AS WELL. WITH ADVANCED TRAINING, IMPROVED QA PROCESS AND IN CLINICAL CARE. THEN IT'S OUR COMMUNITY PARTNERS AND THAT'S HELPING BYSTANDERS, CPR TRAINING AND AED AWARENESS AS WELL. AND THROUGH PROGRAMS LIKE THE GOODSAM, WE'RE EMPOWERING CITIZENS TO ACT BEFORE FIRST RESPONDERS ARRIVE. SO AN EXAMPLE IS LAST MONTH, JUSTIN NOEL, A GOOD SAM RESPONDER, RECEIVED AN ALERT JUST HOUSE A FEW HOUSES AWAY AND RESPONDED TO PERFORM CPR AND HELPED SAVE A LIFE. HE IS THE VERY FIRST MCKINNEY NEIGHBORHOOD HERO.

RESPONDER THAT THAT WE'VE HAD IN THE CITY OF MCKINNEY. NOW, UNFORTUNATELY, HE COULDN'T JOIN US TODAY, BUT WE WANT TO HONOR HIS COURAGE AND COMPASSION FOR BEING ABLE TO AND BE WILLING TO RESPOND AS WELL. SO THIS IS WHAT PROGRESS LOOKS LIKE. IT'S A COMMUNITY WORKING TOGETHER TO GIVE OTHERS A SECOND CHANCE AT LIFE. SO WHAT WE'RE HERE TODAY IS TO TALK ABOUT THE TWO LIVES THAT WERE SAVED ON SEPTEMBER 22ND, 2025. ON THIS DAY, THE FIRE AND EMS AND 911 DISPATCHERS SAVED TWO LIVES FROM CARDIAC ARREST WITH BOTH SUCCESSFUL RESUSCITATIONS WE POSTED ON OUR SOCIAL MEDIA, WE HAD 144,000 VIEWS AND 1500 ENGAGEMENTS ON SOCIAL MEDIA, WHICH IS REALLY KIND OF MOVED THE NEEDLE. AND PEOPLE UNDERSTAND THAT MCKINNEY IS VERY SERIOUS ABOUT SAVING LIVES, ESPECIALLY FROM CARDIAC ARREST. FIRST INCIDENT A MAN COLLAPSES AT A LOCAL GYM DISPATCHER, GUIDED BY BYSTANDERS THROUGH CPR AND AED USE. THE FIREFIGHTERS ARRIVED, ADMINISTERED MEDICATIONS AND ADVANCED TREATMENTS, TRANSPORTED HIM, AND THE PATIENT RETURNED HOME A FEW DAYS LATER. THE SECOND INCIDENT.

THAT DAY, ANOTHER CITIZEN SUFFERED A CARDIAC ARREST WHILE WALKING OUTSIDE. IT WAS WITNESSED AND A DISPATCHER GAVE CALM, LIFESAVING CPR INSTRUCTIONS TO THAT BYSTANDER.

CREWS ARRIVED, PROVIDED ADVANCED CARE, RESTORED THE PATIENT'S PULSE, HE REGAINED CONSCIOUSNESS AND ALSO RECEIVED A SECOND CHANCE AT LIFE AND LEFT THE HOSPITAL A FEW DAYS LATER ON. THESE ARE MOMENTS THAT SHOW WHAT TRAINING, TEAMWORK, COMPASSION LOOKS LIKE IN THIS COMMUNITY. I WANT TO RECOGNIZE THESE MEMBERS. I ALSO WANT TO LET YOU KNOW THAT IN FEBRUARY, WE'RE GOING TO HAVE ANOTHER ONE OF OUR PHOENIX CEREMONIES. WE HAVE ONE EARLIER THIS YEAR, AND THAT'S A TIME WHERE WE GET TO ACTUALLY GATHER THE MEMBERS OF THE PUBLIC THAT WE'VE SAVED FROM CARDIAC ARREST AND THEN REUNITE THEM WITH THE DISPATCHERS, THE POLICE OFFICERS, THE FIREFIGHTERS, THE MEMBERS OF THE PUBLIC THAT ACTUALLY WERE THERE SAVING THEIR LIFE. IT'S A VERY TOUCHING CEREMONY. WE HAD OUR FIRST ONE IN THE SUMMER, AND WE'LL HAVE THE NEXT ONE IN FEBRUARY AT OUR NEW BUILDING. BUT TODAY WE WANT TO PAUSE AND

MY NAME IS CASSIE BUMGARNER AND I'M THE DOWNTOWN DEVELOPMENT AND PRESERVATION PLANNING MANAGER. THIS AFTERNOON I SAID, I WILL BE TALKING A LITTLE BIT ABOUT DOWNTOWN PARKING. BEFORE I DIG IN. I DO WANT TO ACKNOWLEDGE THAT THERE ARE MANY KEY PARTNERS WHEN YOU'RE TALKING ABOUT DOWNTOWN PARKING. IT'S NOT JUST MY DEPARTMENT. I WANT TO HIGHLIGHT ENGINEERING. WHO CAME TO YOU IN MARCH TO TALK ABOUT IMPROVING DOWNTOWN CIRCULATION. YOU'VE GOT MAIN STREETS. WHO IS THE ONE WHO IS OPERATING THE TROLLEY. AND THEN AS FAR AS ENFORCEMENT, THAT ALL GOES TO MUNICIPAL COURTS. ALL OF US WORK TOGETHER TO PLAN, MANAGE AND ENFORCE THE DOWNTOWN PARKING AS YOU KNOW IT. SO HOW DOES PLANNING FIT IN MY DEPARTMENTS RESPONSIBLE FOR RUNNING POINT ON ALL OF THE PARKING STUDIES THAT YOU SEE FROM 2004 UNTIL 2019? WE COMPLETED PARKING STUDIES ONCE EVERY FIVE YEARS. AND THEN NOTABLY ALSO 15 YEARS AGO, WE DID A PARKING RATE STUDY IN 2010. IN YOUR PACKET, YOU SAW THE MOST RECENT STUDIES. THEY WERE INCLUDED. THAT ONE IS FROM 2019 AND THE OTHER IS 2021. I JUST WANT TO BRIEFLY KIND OF GIVE A SYNOPSIS OF THOSE. IN 2019, THE PARKING STUDY EVALUATED OCCUPANCY AND TURNOVER. THE COUNTS WERE TAKEN IN BOTH THE SUMMER AND THE FALL, WHICH FOUND THAT EVEN AT THE BUSIEST TIMES, THE OCCUPANCY RATE FOR ALL PUBLIC PARKING WAS STILL BELOW 70%. IN RELATION TO TURNOVER, THOUGH, THEY FOUND THAT ON STREET PARKING, OCCUPANCY IS HIGH AROUND THE SQUARE, FREQUENTLY REACHING 100%, BUT THOSE PARKING ON STREET AROUND THE SQUARE ARE NOT STAYING FOR AN EXCESSIVE LENGTH OF TIME. SHORTLY AFTER THAT PARKING STUDY WAS COMPLETED IN 2021, THERE WAS THE PARKING ACTION PLAN. CONSULTANTS WORKED WITH THE PARKING STEERING COMMITTEE TO DEVELOP RECOMMENDATIONS, SOLICITED FEEDBACK AT PRESENTATIONS AND FROM AN ONLINE SURVEY, AND FOCUSED ON PARKING MANAGEMENT GOALS THAT

WERE ADAPTABLE, BALANCED, SUSTAINABLE, ACCESSIBLE, AND DATA DRIVEN. SO IN THE NEXT SEVERAL SLIDES, I'M GOING TO BE TALKING ABOUT THE CONTENT OF THAT PARKING ACTION PLAN FROM 2021. AS OUR MOST RECENT STUDY, IT WAS SPLIT INTO THREE MAIN CATEGORIES, WHICH YOU'LL SEE WAYFINDING, PARKING, DEMAND MANAGEMENT AND THEN OPERATIONS AND ENFORCEMENT. ONE OF THE MOST VISIBLE THINGS THAT WE HAVE IMPLEMENTED FROM THE PARKING ACTION PLAN UNDER WAYFINDING WAS THE WAYFINDING MASTER PLAN THAT WAS CHAMPIONED, CHAMPIONED BY THE ENGINEERING DEPARTMENT AND ADOPTED IN DECEMBER OF 2022. THROUGH THAT MASTER PLAN, WE WERE ABLE TO GET PUBLIC A PUBLIC PARKING BRAND, UPDATE THE WAYFINDING SIGNAGE AND INCREASE PUBLIC AWARENESS OF THEIR OPTIONS. AND I WOULD BE REMISS IF I DIDN'T INCLUDE SOME PHOTOS OF THE NEWLY INSTALLED WAYFINDING IN DOWNTOWN. THESE ALL SHOW THAT KIND OF COHESIVE BRANDING, AS WELL AS THE WITH THE COLORS AND THE ICONOGRAPHY. IN THE PARKING DEMAND MANAGEMENT SECTION. I JUST WANT TO HIGHLIGHT MAIN STREETS AND THE INTRODUCTION OF THE TROLLEY. THOSE OF YOU WHO HAVE FREQUENTED DOWNTOWN MIGHT REMEMBER THE DASH. THAT WAS MORE OF A POINT TO POINT SYSTEM.

NOW THE TROLLEY IS A FREEWAY FROM PEOPLE. FOR PEOPLE TO GO FROM THE EDGES OF DOWNTOWN INTO THE MAIN SQUARE ON THE RIGHT, YOU'LL SEE THAT THEY'RE ACTUALLY MARKETING THE TROLLEY MAP WITH THE DOWNTOWN PARKING, JUST TO KIND OF ENCOURAGE THAT KIND OF MOBILE TRANSPORTATION.

THIS IS EXPANDED THE TRANSPORTATION MODE ALTERNATIVES DOWNTOWN. AND THEN ADDITIONALLY, IN THE PLANNING DEPARTMENT, WE'VE ADOPTED THE PARKLET PROGRAM, WHICH STARTED AS A PILOT, AND THAT ALLOWS BUSINESS OWNERS TO EXPAND THEIR SEATING OPTIONS INTO PARKING SPOTS IN FRONT OF THEIR BUSINESS. ONE OF THE MOST NOTABLE USES OF A PARKLET IS AT HUGS CAFE DOWN ON VIRGINIA STREET. THEN THAT THIRD CATEGORY OF THE PARKING ACTION PLAN WAS OPERATIONS AND ENFORCEMENT. AS I MENTIONED EARLIER, THE ENFORCEMENT ALL GOES TO MUNICIPAL COURT WITH THE MARSHALS. THEY'RE WORKING VERY HARD ON MAKING SURE THAT THAT ENFORCEMENT FOLLOWS THE POLICIES, AND THEY HAVE VENTURED INTO LICENSE PLATE RECOGNITION SOFTWARE. AS I UNDERSTAND, THERE ARE SOME ISSUES CURRENTLY WITH THAT, BUT THEY ARE MANUALLY STILL DOING ENFORCEMENT. I DID WORK WITH THE MARSHALS OFFICE JUST TO GET THEIR STATISTICS. SO THAT'S WHAT YOU SEE HERE. I KNOW IT'S A LOT OF NUMBERS, BUT THIS IS FROM 2021. SO THE IMPLEMENTATION, WHEN THE PARKING ACTION PLAN CAME OUT ALL THE WAY UP TO CURRENT DAY. AS AN OVERALL RECAP, HERE ARE ALL THE PLAN RECOMMENDATIONS FROM 2021 WITH CHECKS BY THOSE THAT WE HAVE DEFINITELY COMPLETED OR AT LEAST STARTED.

SO WHERE DOES THAT LEAVE US NOW? REVIEW. WE'RE REVISITING THE IMPLEMENTATION GOALS AND FOCUSING ON THOSE THAT STILL FEEL RELEVANT. AS SUCH, WE'VE PRIORITIZED THE FOUR YOU SEE HERE ON THE SCREEN, WHICH INCLUDE FACILITATING UPDATES ON PARKING DATA AND NEXT STEPS, EVALUATING OPTIONS FOR EXPANDING TRANSPORTATION MODE ALTERNATIVES, CONSIDERING THE IMPLEMENTATION OF THE EMPLOYEE PARKING PERMIT PROGRAM, AND CONSIDERING THE IMPLEMENTATION OF PAID PARKING AREAS. SO THEY HAVE AN OPPORTUNITY TO BE ABLE TO UTILIZE, YOU KNOW, AS I MENTIONED, SOME OF THE OTHER SUPPORTS THAT THEY HAVE THROUGH HOUSING AUTHORITY, THROUGH THE HOUSING FORWARD ORGANIZATION AND THEN ALSO THE PARTNERSHIPS THAT THEY HAVE. SO EVEN THOUGH THE MODEST AMOUNT THAT WE HAVE IS $10,000, THEY ALSO LEVERAGE WITHIN THEIR 500 1C3 FOR ANY OTHER SUPPORTS THAT THEY HAVE. SO THE $10,000 IS NOT THEIR ENTIRE BUDGET OF WHAT THEY'RE GOING TO BE USING FOR THE COLLIN COUNTY AREA, BUT IT IS DIRECT SERVICE SUPPORT THAT WE HAVE WITHIN MCKINNEY. AND THEN WE WILL REEVALUATE AND LEVERAGE, YOU KNOW, UTILIZING THE TOOLS THAT WE HAVE TO SEE WHAT WE NEED TO HAVE FURTHER. SO IT'S JUST A START. ALL RIGHT. THEY WILL BE WORKING DIRECTLY. YOU KNOW, WITH OUR PD, THEY'VE WORKED ALREADY WITH THEM AND WORKING WITH OUR FIRE DEPARTMENTS. AND SO AS THEY'RE ASSESSING AND TALKING ABOUT DIFFERENT SERVICES, NOT ONLY ARE THEY DOING THAT DIRECTLY, THEIR FOCUS IS, YOU KNOW, DURING THAT TIME PERIOD, GOING OUT INTO THE STREETS, GOING OUT INTO THE COMMUNITY. IF THEY DO SEE THAT NEED AGAIN, THEY ARE WORKING WITH ONE HEART. MCKINNEY AND SOME OF THE OTHER NON-PROFITS. IN THE COMMUNITY, COMMUNITY CONVERSATIONS ON HOW WE'RE GOING TO MAP OUT, HOW WE'RE GOING TO RECONCILE MCKINNEY TO HOMELESSNESS. EVERY COMMUNITY HAS THEM. EVERY COMMUNITY IS GOING TO COME WITH THEIR OWN STRATEGY. MARGARET'S GOING TO OUTLINE THIS FOR YOU. SO TODAY I'LL BE PRESENTING TO YOU THE STRONGER TOGETHER INITIATIVE.

HOWEVER, PLEASE NOTE THAT SINCE PUBLICATION OF THE AGENDA, WE DID REALIZE THAT THERE ARE A NUMBER OF GROUPS AND PROJECTS OUT THERE WITH THE SAME NAME, SO WE ARE NOW CHANGING THE NAME TO BE BETTER. IT WILL NOW BE BETTER TOGETHER. AND SO I HAVE PROVIDED YOU GUYS WITH HARD COPIES OF THE RESOLUTION WITH THE UPDATED NAME FOR YOUR CONSIDERATION LATER TONIGHT. SO AS YOU ARE AWARE, HOMELESSNESS IS A MULTIFACETED AND EXTREMELY COMPLICATED ISSUE. SO TO HELP ORGANIZE OUR THOUGHTS AROUND THE ISSUE, WE HAVE BROKEN THE ISSUE DOWN INTO THREE DIFFERENT CATEGORIES. SO THE FIRST IS SYMPTOMS OF HOMELESSNESS, WHICH IS REALLY THE IMPACTS ON THE SURROUNDING ENVIRONMENT AND PUBLIC INFRASTRUCTURE. SECOND IS THE HOMELESS EXPERIENCE, WHICH IS REALLY THE IMPACTS ON INDIVIDUALS THAT ARE CURRENTLY EXPERIENCING HOMELESSNESS OR AT RISK OF HOMELESSNESS. AND THEN THIRD, THE ROOT CAUSES OF HOMELESSNESS. SO THE UNDERLYING FACTORS THAT HAVE CONTRIBUTED TO HOMELESSNESS, SUCH AS BREAKDOWNS IN SOCIAL NETWORK OR THE LACK OF AFFORDABLE HOUSING, AND EVEN THOUGH THIS IS A REALLY DAUNTING ISSUE, THE CITY OF MCKINNEY HAS MADE GREAT STRIDES IN ADDRESSING THE ISSUES. SO PUBLIC WORKS, CODE ENFORCEMENT AND PUBLIC SAFETY HAVE BEEN ADDRESSING THE SYMPTOMS OF HOMELESSNESS IN ACCORDANCE WITH OUR CODES AND LAWS. THE MCKINNEY HOMELESS COALITION, LOCAL SERVICE PROVIDERS AND FAITH ORGANIZATIONS HAVE BEEN WORKING HARD TO PROVIDE INDIVIDUALS WITH RESOURCES AND SUPPORT THAT THEY NEED TO COME OUT OF HOMELESSNESS, AND THE CITY HAS PARTNERED WITH THE HOUSING AUTHORITY, THE COMMUNITY DEVELOPMENT CORPORATION, TO TACKLE HOUSING AFFORDABILITY AND HAS BEEN MAKING STRIDES IN THAT AREA. SAME THING. WHILE WE ARE ACTIVELY ENGAGED IN THE ISSUE AND MAKING SOME PROGRESS, WE NEED TO HAVE A CONVERSATION ABOUT WHAT IT IS THAT WE WANT TO ACHIEVE AS A CITY AND A COMMUNITY. GENERALLY, ALL STAKEHOLDERS WANT TO ELIMINATE OR LIMIT THE HOMELESS EXPERIENCE. HOWEVER, THE APPROACHES AND STRATEGIES ARE VERY DIFFERENT. SO DO WE WANT TO FOCUS ON SHORT TERM SOLUTIONS THAT ADDRESS SURFACE LEVEL ISSUES? DO WE WANT TO LOOK AT LONG TERM SOLUTIONS THAT FOCUS ON HOMELESS PREVENTION, OR IS IT A COMBINATION OF DIFFERENT SOLUTIONS? SO AS PAUL MENTIONED, IT'S KIND OF BEEN AN ELECTRIC FOOTBALL FIELD. SO THIS IS OUR ELECTRIC FOOTBALL FIELD. VISUALLY A WIDE VARIETY OF SUGGESTIONS AND STRATEGIES HAVE BEEN PROPOSED. UNFORTUNATELY, WITHOUT A CLEAR DIRECTION AND STRATEGY, OUR CURRENT EFFORTS HAVE OFTEN BEEN REACTIONARY AND ARE UNABLE TO HELP US ACHIEVE THE GREATER GOAL OF HELPING PEOPLE FIND HOUSING AND STABILITY IN OUR COMMUNITY. THE PURPOSE, OR THE PROPOSED BETTER TOGETHER INITIATIVE, WILL PROVIDE US WITH AN OPPORTUNITY TO CONSIDER ALL ASPECTS OF THE ISSUE, ENGAGE THE COMMUNITY AND EVALUATE ALL SOLUTIONS TO SEE WHAT IS MOST EFFECTIVE FOR OUR COMMUNITY. TO DEVELOP A STRATEGIC APPROACH FOR THE INITIATIVE, WE WOULD LIKE TO PROPOSE SOME GUIDING PRINCIPLES FOR YOUR CONSIDERATION TO SERVE AS A COMPASS FOR THE INITIATIVE TO STAY ON THE RIGHT PATH, THE FOLLOWING FIVE GUIDING PRINCIPLES WERE DEVELOPED FOR YOUR CONSIDERATION AND ARE ON YOUR REGULAR AGENDA FOR LATER TONIGHT. SO THE FIRST PRINCIPLE ADDRESSING HOMELESSNESS REQUIRES A UNITED COMMUNITY EFFORT. THIRD, EVERY INDIVIDUAL IMPACTED BY HOMELESSNESS HAS A UNIQUE STORY AND SET OF CIRCUMSTANCES. THIS PRINCIPLE ENSURES THAT SOLUTIONS WILL FOCUS ON PROVIDING TAILORED SERVICES AND RESOURCES THAT RESPOND TO EVERYONE'S UNIQUE NEEDS WITH COMPASSION AND DIGNITY, AND RECOGNIZES THAT EVERY PERSON DESERVES RESPECT, COMPASSION AND THE OPPORTUNITY TO THRIVE REGARDLESS OF THEIR HOUSING STATUS. FOUR TO ENSURE EFFECTIVENESS AND EFFICIENCY, ANY IMPLEMENTED STRATEGY MUST BE GUIDED BY EMPIRICAL DATA AND NOT ASSUMPTIONS. THIS PRINCIPLE ESTABLISHES THAT WE WILL UTILIZE DATA TO DRIVE DECISION MAKING, UNDERSTAND RESOURCES, REFINE STRATEGIES, MONITOR PROGRESS, AND PROVIDE TRANSPARENCY. AND FIFTH, PREVENTING HOMELESSNESS IS AS IMPORTANT AS RESPONDING TO IT.

THIS PRINCIPLE PROVIDES A COMMITMENT TO CREATING SYSTEMS AND STRATEGIES AIMED AT REDUCING THE FREQUENCY AND DURATION OF THE HOMELESS EXPERIENCE. TO ASSIST US IN THE DEVELOPMENT OF THIS INITIATIVE, STAFF IS PROPOSING TO HIRE A FACILITATOR TO DEVELOP A COMMUNITY ENGAGEMENT PLAN THAT IDENTIFIES ALL STAKEHOLDERS AND PERSPECTIVES, ESTABLISHES WORKING GROUPS AND CONDUCTS NUMEROUS PUBLIC MEETINGS. A NEEDS ASSESSMENT THAT PROVIDES A QUANTITATIVE AND QUALITATIVE ASSESSMENT OF OUR CURRENT PROGRAMS TO IDENTIFY GAPS. A STRATEGIC PLAN THAT ESTABLISHES VISION, MISSION, AND GOALS TO ADDRESS THE DIFFERENT ISSUES ASSOCIATED WITH HOMELESSNESS, AND AN IMPLEMENTATION PLAN TO IDENTIFY SHORT TERM AND LONG TERM STRATEGIES WITH DATA DRIVEN PERFORMANCE METRICS, AS WELL AS IDENTIFYING THE NECESSARY FUNDING, RESOURCES AND PARTNERSHIPS. OOPS! BASED ON THE PROPOSED SCOPE OF WORK, WE WOULD ANTICIPATE THAT THIS WOULD BE A YEAR LONG INITIATIVE, AND WE WOULD LIKE TO ASK THE COUNCIL TO FORM AN AD HOC COMMITTEE TO WORK WITH STAFF ALONG EACH STEP OF THE WAY, TO SERVE AS AN INTERNAL STEERING COMMITTEE. IF THE COUNCIL APPROVES THIS APPROACH, WE WILL WORK WITH THE AD HOC COMMITTEE TO FINALIZE THE SCOPE OF WORK AND ISSUE THE REQUEST FOR PROPOSALS IN NOVEMBER, WITH THE EXPECTATION THAT PROPOSALS WILL BE RECEIVED IN DECEMBER, INTERVIEWS IN JANUARY AND AWARD OF CONTRACT BY FEBRUARY. THIS WOULD ALLOW THE FACILITATOR TO KICK OFF THE INITIATIVE IN MARCH, COME BACK TO THE COUNCIL IN MAY TO PRESENT THE FINDINGS OF THE NEEDS ASSESSMENT AND THE INITIAL DRAFT OF THE STRATEGIC PLAN IN AUGUST AND THE IMPLEMENTATION PLAN IN SEPTEMBER, WITH FINAL ADOPTION OF THE FINAL DOCUMENTS IN OCTOBER. SIMULTANEOUSLY, THE HOUSING AND COMMUNITY DEVELOPMENT DEPARTMENT'S ONGOING PROJECTS AND PROGRAMS WILL BE ONGOING. THIS INCLUDES THE MCKINNEY HOMELESS COALITION'S STREET OUTREACH ASSISTANCE RESOURCE PROGRAM, AS WELL AS THE WARMING AND COOLING STATION EFFORTS. STAFF WILL CONTINUE TO EXPLORE ADDITIONAL FUNDING OPPORTUNITIES AND STRATEGIES ALONG WITH OUR CONSOLIDATED GRANTS PROCESS, WHICH PROVIDES FUNDING TO OUR PARTNER ORGANIZATIONS TO PROVIDE SERVICES AND RESOURCES. YOU KNOW, SOME OF THE RECOMMENDATIONS THAT COME OUT THERE ARE GOING TO BE FOLKS WHO JUST AREN'T GOING TO LIKE ALL THE RECOMMENDATIONS OR THINK THAT WE'RE NOT GOING FAR ENOUGH OR WHATEVER IT MAY BE, BUT WHAT WE ARE TRYING TO DO IS HAVE A RELATIVE UNITY, IF YOU WILL, ON THE PROCESS THAT WE WOULD PROPOSE AND FOLLOW TO HAVE THE COMMUNITY DISCUSSION AND COME UP WITH A ROADMAP FOR HOW ARE WE GOING TO DEAL WITH THE HOW ARE WE GOING TO APPROACH THIS ISSUE? AND IT WON'T BE PERFECT, AND WE'RE NOT GOING TO SOLVE THE PROBLEM OF HOMELESSNESS, BUT WE CAN SURELY FIGURE OUT A WAY TO LIVE WITH IT IN A WAY THAT THE COMMUNITY, THE STAKEHOLDERS AND ALL ACROSS THE COMMUNITY CAN, WOULD, WOULD FIND BETTER THAN WHAT WE HAVE TODAY. GRIMES AND I HAVE TALKED ABOUT THIS A LOT. ONE I THINK IT IT GOES BACK TO FEEDING INTO THE IDLENESS A LITTLE BIT. WE KNOW SOLUTIONS THAT ARE OUT THERE. WE KNOW ACCESS TO HOUSING DOLLARS IS THE LARGEST CONSTRAINT THAT WE'RE DEALING WITH. WE KNOW THAT RAPID REHOUSING HAS BEEN SUCCESSFUL FOR US AS A CITY WHEN WE HAD FUNDING TO DO IT, AND THAT IT'S SUCCESSFUL FOR OTHER PLACES THAT HAVE IMPLEMENTED IT. AND I DO THINK THAT FINDING SOME WAY TO START THAT WHILE WHILE I AGREE WITH THE, THE THE CONCEPT OF THIS, I JUST I FEEL LIKE WE KNOW MOST OF THIS AND WE'RE DOING A LOT OF IT, AND WE KEEP BUMPING UP AGAINST THE BARRIER. THAT IS THE COST OF HOUSING.

AND, YOU KNOW, WE DIDN'T TALK ABOUT THE COST OF THIS, BUT I THINK, YOU KNOW, THIS IS GOING TO COME AT A BIGGER COST THAN WE'VE EVER ALLOCATED TO HOUSING. ANYBODY THAT'S UNHOUSED IS TO TO GO OUT AND DO A STUDY. AND WHILE I THINK THAT THAT IS A GOOD THING TO HAVE IN OUR HANDS, I DO THINK THAT WE NEED TO FIND OTHER WAYS TO ADDRESS THE THE ISSUE THAT WE'RE TRYING TO SOLVE WITH THESE ORDINANCES, THAT THERE ARE SOME PEOPLE SITTING ON THE SIDEWALK THAT WE DON'T WANT THERE. AND A RAPID REHOUSING OR A PILOT PROGRAM SEEMS LIKE A MUCH MORE EFFICIENT WAY TO DEAL WITH THAT THAN ALL OF OUR EFFORTS TO TO BASICALLY NOT SPEND MONEY ON, ON HOUSING PEOPLE.
