IN A COUPLE OF WEEKS, JUST TO START, WE'RE GOING TO FOCUS ON THE LEFT SIDE OF YOUR SCREEN UP HERE, DEVELOPING THE PLAN, THE CREATION OF THE COMP PLAN, WHAT ARE ITS COMPONENTS, HOW DO WE IMPLEMENT IT, AND WHAT ARE SOME OF THE KEY FEATURES OF IT THAT RECOMMEND OR EXCUSE ME THAT GUIDE OUR RECOMMENDATIONS FOR LAND USE CALLS? SO I WILL START HERE WITH WHAT IS A COMPREHENSIVE PLAN. AND REALLY THIS IS A BIG POLICY DOCUMENT. SELFISHLY, AS AN URBAN PLANNER, I THINK THAT A COMMUNITY CAN'T GO ANYWHERE WITHOUT STARTING WITH A COMPREHENSIVE PLAN. I THINK THIS IS THE OPPORTUNITY YOU HAVE AS A COMMUNITY TO GO OUT, TO GO VISIT THE NEIGHBORHOODS THAT YOU HAVE, FIND PEOPLE, CONNECT WITH THEM WHERE THEY ARE, AND INVITE THEM TO TAKE PLACE IN VISION CASTING, IN SCENARIO PLANNING, AND TALK ABOUT WHERE YOU ARE NOW AND WHERE YOU WANT TO BE. AND SO THIS HAPPENED FROM 2015 TO 2018 FOR THE CITY OF MCKINNEY, MOST RECENTLY FOR CONTEXT. GENERALLY, A COMPREHENSIVE PLAN IS UPDATED EVERY 10 TO 15 YEARS AT MOST. AND SO YOU'LL PROBABLY SEE IN YOUR IN OUR BUDGET. REQUEST AN UPDATE TO THIS PLAN COMING IN THE NEXT YEAR OR TWO. AS WE START THINKING ABOUT UPDATING OUR PLAN, WE'VE GOT A LOT OF THINGS THAT ARE ACCOMPLISHED IN OUR PLAN. BUT AS THIS PLAN WAS, WAS REALLY FORGED 2015 TO 2018, THERE WAS A LOT OF COMMUNITY ENGAGEMENT. THERE WAS A LOT OF STAKEHOLDER INTERVIEWS, COMMUNITY SUMMITS, CHARETTES AND MORE THAT GAVE THE CITY OF MCKINNEY STAFF AND ELECTED OFFICIALS THE OPPORTUNITY TO GO OUT AND TALK WITH MCKINNEY. HEY, THINGS ARE GROWING. THINGS ARE CHANGING RAPIDLY. WHAT DO WE WANT TO SEE AS A COMMUNITY? WHAT'S THE VISION? AND SO IT'S REALLY THAT POLICY DOCUMENT THAT CAN GUIDE REGULATORY FRAMEWORK AS THINGS MOVE FORWARD. OVER THE YEARS, WE'VE AMENDED THE PLAN TO MAKE SURE THAT IT'S UPDATED. THE COMPREHENSIVE PLAN IS A LIVING DOCUMENT. IT'S MEANT TO BE LOOKED AT, OFTEN CHANGED, MODIFIED, UPDATED TO MAKE SURE IT REFLECTS CURRENT MARKET, THE DEMANDS OF THE COMMUNITY AS THEY CHANGE AND RESPOND TO CHANGES IN THE COMMUNITY. SO ONE OF THE BIGGEST THINGS YOU'LL KNOW THE 380 CORRIDOR, THE BYPASS THAT CAUSED THE PLANNING STAFF TO GO BACK, MAKE SOME UPDATES, MAKE SOME CHANGES TO MAKE SURE THAT AS THAT MAJOR HIGHWAY COMES THROUGH MCKINNEY, THAT WE ADDRESS LAND USE ADJACENT TO IT. THE COMPONENTS OF A COMPREHENSIVE PLAN. THERE'S PROCESS AND THERE'S POLICY ON THE PROCESS SIDE, DEVELOPING THAT PLAN, AS I SAID, CITYWIDE EFFORT, A LOT OF RESEARCH ENGAGEMENT, TECHNICAL ANALYSIS, LOOKING AT THE EXISTING CONDITIONS, LOOKING AT DEMOGRAPHICS OF THE WHOLE CITY, WHAT ARE THE TRENDS THERE, AND THEN TAKING THAT INPUT FROM CITIZENS, STAKEHOLDERS, ELECTED OFFICIALS AND TRYING TO BALANCE THE WISHES OF ALL OF THOSE GROUPS INTO ONE FORMAL VISION FOR THE COMMUNITY. OVERALL, THAT PROCESS REALLY TIES INTO WHAT THE POLICIES ARE THAT ARE SET IN THAT PLAN. YOUR VISION AND GUIDING PRINCIPLES, YOUR PREFERRED SCENARIO, YOUR LAND USE DIAGRAM, PLACE TYPES, ALL OF THOSE THINGS COME OUT OF THAT PROCESS. AND THEN FINALLY AN IMPLEMENTATION MATRIX OF HOW ARE WE GOING TO TRY TO ACCOMPLISH THAT VISION? HERE ARE SOME OF THE COMPONENTS IN OUR PLAN. WE'VE GOT THAT VISION STATEMENT UP THERE. WE HAVE THE PREFERRED SCENARIO, THE LAND USE DIAGRAM. AND THEN A FUTURE THOROUGHFARE PLAN. AND SO ALL OF THESE AGAIN COME OUT OF THE THE GOALS, THE PREFERRED SCENARIOS AND THEN GO INTO WHERE ARE WE TRYING TO GO AS A COMMUNITY? I THINK UNIQUE TO OUR PLAN IS THIS PREFERRED SCENARIO MAP MOST COMPREHENSIVE PLANS. YOU'LL SEE THE FUTURE LAND USE MAP. WE'LL KIND OF TALK ABOUT THAT ON THE NEXT SLIDE. BUT MCKINNEY IS A LITTLE UNIQUE IN THIS PREFERRED SCENARIO MAP THAT HAS 17 DISTRICTS, DISTINCT DISTRICTS ESTABLISHED AND CREATED FOR THE CITY OF MCKINNEY, IT LAYS OUT THE CITYWIDE GROWTH FRAMEWORK, AND IT REALLY BALANCES WHERE [00:10:01] GROWTH IS EXPECTED TO OCCUR AND THE INFRASTRUCTURE NEEDED TO SUPPORT IT. IT'S NOT A ZONING MAP. IT'S A FRAMEWORK FOR HOW WE WANT THE CITY TO FEEL AND FUNCTION AS IT DEVELOPS AND GROWS OUT OF THAT AND REALLY DOVETAILED WITH IT IS THE LAND USE DIAGRAM. THIS IS A BREATH OF FRESH AIR IN THE PLANNING WORLD. I THINK UP UNTIL TEN, 15 YEARS AGO. MOST OF YOUR FUTURE LAND USE MAPS LOOK JUST LIKE A ZONING MAP. WE WENT DOWN EVEN TO THE PARCEL AND SAID, HERE YOU CAN HAVE THESE 15 USES. IF IT'S NOT THOSE, WE DON'T LIKE IT, IT DOESN'T WORK. IT'S NON-CONFORMING. I THINK WE'VE UNDERSTOOD THAT THAT DOESN'T WORK WELL WITH MARKET CONDITIONS, WITH CHANGING, FAST GROWING CITIES. AND SO THE LAND USE DIAGRAM AND OUR PLAN, IT'S VERY FLEXIBLE. IT'S VERY FLUID. YOU SEE GRADIENTS AND ARROWS POINTING TO DIFFERENT DIRECTIONS. AND THAT'S A HUGE BENEFIT TO STAFF AND THE DEVELOPMENT COMMUNITY. AS APPLICATIONS COME IN. IT HELPS US TO LOOK AT PLACE TYPES AND SAY, OKAY, WELL THERE'S A GENERAL PLACE TYPE HERE AND THERE'S A LOT OF DIFFERENT USES THAT MAY FIT INTO THAT PLACE TYPE. HEY, WE'RE ADJACENT. YOU KNOW, THAT AREA IS SHADED RED, BUT IT'S STARTING TO TO FADE INTO BLUE. SO WE THINK THAT THIS FITS AND REALLY ALLOWS US TO GAUGE THE COMMUNITY ON A, ON A MORE MICRO SCALE. AS THOSE DEVELOPMENT THINGS COME THROUGH THOSE PROPOSALS AND ALSO GO BACK AND SAY WHAT FITS WITH OUR VISION. SOME OF THOSE PLACE TYPE DESIGNATIONS. JUST AN EXAMPLE HERE IS ENTERTAINMENT CENTER AGAIN, MORE FLEXIBLE THAN A TRADITIONAL LAND USE DESIGNATION. IT'S REALLY TRYING TO DISSEMINATE THE FEEL OF WHAT A PLACE SHOULD BE. NOT NECESSARILY SAYING IT HAS TO BE A GAS STATION OR IT HAS TO BE A COSTCO, BUT WHAT DOES IT WANT TO FEEL LIKE? HOW DO WE WANT THE COMMUNITY TO INTERACT WITH THOSE LAND USES? AND THAT GIVES US A STAFF A LOT MORE FLEXIBILITY AS WE'RE LOOKING AT FUTURE LAND USE DECISIONS. THE PLAN ALSO INCLUDES A CITYWIDE DECISION MAKING CRITERIA, WHICH HELPS US EVALUATE REQUESTS WHEN THEY DON'T PERFECTLY ALIGN WITH THAT LAND USE DIAGRAM, WHEN THINGS DON'T SEEM TO FIT NEATLY INTO OUR PLAN, WE KIND OF FALL BACK ON THIS DECISION MAKING CRITERIA AND WE SAY, OKAY, WHERE ARE WE MEETING THESE? WHERE ARE WE NOT? ARE WE MEETING A MAJORITY OF THESE? AND IT REALLY HELPS US TO COME FORWARD WITH A DETERMINATION FOR OUR RECOMMENDATION. USING THE PLAN. HERE'S WHERE IT COMES TO LIFE. AS I SAID, IT'S A POLICY DOCUMENT. IT DOESN'T GIVE US ANY REGULATION, BUT WE HAVE TO TAKE THAT POLICY AND USE OUR REGULATION THAT WAS BORN OUT OF IT TO MAKE THESE RECOMMENDATIONS, TO TALK WITH DEVELOPERS AND PROPERTY OWNERS ABOUT WHAT THE VISION WAS FROM THE COMMUNITY FOR THEIR PROPERTY. ULTIMATELY, IT ENSURES THAT OUR DECISIONS CONTRIBUTE TO THE OVERALL VISION AND NOT JUST SITE BY SITE DEVELOPMENT. THE COMPREHENSIVE PLAN IS THE POLICY DOCUMENT THAT INFORMS OUR REGULATIONS. SO THOSE ZONING REQUESTS ARE. UDC WAS BORN OUT OF THE 2018 COMPREHENSIVE PLAN, WHICH REALLY TAKES ALL OF OUR CODES AND TRIES TO PUT IT INTO ONE UNIFIED, COMPREHENSIVE DOCUMENT THAT ALLOWS PEOPLE TO UNDERSTAND HOW WE WANT TO ACCOMPLISH THE GOALS SET FORTH IN THE COMP PLAN. ZONING REQUESTS IS ONE OF THE MAJOR AND MOST COMMON REQUESTS WE SEE. AND GOING BACK TO THOSE PLACE TYPES AND THE DISTRICT DIAGRAM, WE GET TO GO LOOK AT BOTH OF THOSE. WHEN WE GET RECEIVE A ZONING REQUEST AND DETERMINE WHETHER OR NOT IT FITS. AS AN EXAMPLE, WE HAVE TWO DIFFERENT COMMERCIAL ZONES, BUT ALSO THAT EXCUSE ME, THAT BOTH SAY COMMERCIAL CENTER IS THE PLACE TYPE THAT ALIGNS WITH THOSE ZONES. AND SO AS I MENTIONED, REALLY GIVES US A LOT OF FLEXIBILITY. BUT WE CAN OBVIOUSLY SAY, OKAY, COMMERCIAL CENTER DOESN'T FIT X OR Y USE.
