GOOD AFTERNOON, MAYOR AND COUNCIL MARGARET LEE, HOUSING AND COMMUNITY DEVELOPMENT DIRECTOR. SO TODAY I WILL PRESENT A BRIEF OVERVIEW OF THE CURRENT STATE OF HOMELESSNESS IN THE CITY OF MCKINNEY, FOLLOWED BY HIGHLIGHTS FROM THE PAST FISCAL YEAR AND AN OUTLINE OF SOME OF OUR UPCOMING INITIATIVES. SO THE POINT IN TIME COUNT IS REQUIRED BY THE US DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT TO COUNT THE NUMBER OF SHELTERED AND UNSHELTERED PERSONS EXPERIENCING HOMELESSNESS ON A SINGLE NIGHT IN JANUARY. HOWEVER, THE PIT COUNT RELIES ON A VERY LIMITED DEFINITION OF HOMELESSNESS THAT DOES NOT CONSIDER INDIVIDUALS THAT ARE NOT VISIBLY HOMELESS. SO INDIVIDUALS THAT ARE LIVING WITH THEIR FRIENDS OR IN INSTITUTIONS. WITH THAT SAID, THIS IS OUR PRIMARY SOURCE OF DATA, AND SO I WILL NEED TO PUT IN A PLUG FOR OUR 2026 PIT COUNT, WHICH IS GOING TO HAPPEN ON THURSDAY, JANUARY 20TH 22ND.WE ARE GOING TO NEED A SIGNIFICANT, MORE SIGNIFICANT AMOUNT MORE OF VOLUNTEERS THIS YEAR BECAUSE THE PIT COUNT WILL BE OVERNIGHT, WHICH WILL START FROM 8 P.M. AND EXTEND TO 8 A.M. OUR CONTINUUM OF CARE, WHICH INCLUDES BOTH DALLAS AND COLLIN COUNTY, HAS BEEN EXPERIENCING A STEADY DECREASE OVER THE LAST FIVE YEARS. SIMILARLY, THE 2025 PIT COUNT IN MCKINNEY IDENTIFIED THAT THERE WERE 213 HOMELESS INDIVIDUALS, WHICH REPRESENTS 0.1% OF THE TOTAL POPULATION, AND THIS WAS ALSO A DECREASE OF 26 INDIVIDUALS COMPARED TO 2024.
WHILE THAT MIGHT SEEM LIKE A POSITIVE INDICATOR, THE DATA APPEARS TO BE CONTRARY TO WHAT OUR SERVICE PROVIDERS AND OUR COMMUNITY IS EXPERIENCING. AND SO I WILL NOTE THAT THE NATIONAL ALLIANCE TO END HOMELESSNESS IS 2025. STATE OF HOMELESSNESS INDICATED THAT HOMELESSNESS IS AT A US RECORD HIGH. AND LOOKING AT THE DEMOGRAPHICS OF OUR HOMELESS POPULATION, IT'S PRETTY SIMILAR TO 2024, WITH THE LARGEST AGE GROUP BEING CHILDREN UNDER 18.
OF THE HOUSEHOLDS THAT WERE COUNTED, THERE WERE SLIGHTLY MORE HOUSEHOLDS WITHOUT CHILDREN THAN THERE WERE WITH, AND OF THE INDIVIDUALS THAT WERE SLIGHTLY MORE WOMEN THAN MEN, WHICH WAS A LITTLE BIT DIFFERENT FROM 2024. SOME OF THE RECENT CHALLENGES TO NOTE OVER THE LAST YEAR INCLUDE THE TEMPORARY CLOSURE OF HALL LIBRARY FOR RENOVATIONS, WHICH HAS LED TO AN INCREASED VISIBILITY OF HOMELESS INDIVIDUALS IN THE CITY, ESPECIALLY IN THE DOWNTOWN, WITH PATROLS, POLICE PATROLS INDICATING THAT THEY ARE SEEING APPROXIMATELY 100 UNIQUE HOMELESS INDIVIDUALS PER MONTH. IN ADDITION, FEDERAL FUNDING DELAYS AND REDUCTIONS HAVE LED TO A DECREASE IN SERVICES AND CLOSURES OF AGENCIES SUCH AS JOB CORPS CENTER. CITY STAFF HAS BEEN ACTIVELY ADDRESSING THE NEEDS OF OUR HOMELESS RESIDENTS, SPECIFICALLY THE HOUSING AND COMMUNITY DEVELOPMENT DEPARTMENT HAS BEEN PROVIDING A WIDE VARIETY OF SUPPORT, INCLUDING RENTAL ASSISTANCE THROUGH OUR TENANT BASED RENTAL ASSISTANCE PROGRAM AND OUR LIFT PROGRAMS, WHICH PROVIDE SECURITY DEPOSITS, HOUSING COSTS SUCH AS OUR PROPERTY MAINTENANCE AND REPAIR PROGRAMS. THE CITY ALSO PROVIDES FINANCIAL ASSISTANCE FOR THE EMERGENCY WATER UTILITY ASSISTANCE PROGRAM, AND HELPS SUBSIDIZE TRANSIT THROUGH THE COLLIN COUNTY TRANSIT PROGRAM FOR QUALIFIED INDIVIDUALS. AND OF COURSE, OUR CONSOLIDATED GRANTS, WHICH UTILIZES BOTH FEDERAL FUNDS AND THE CITY'S GENERAL FUNDS TO SUPPORT SERVICE PROVIDERS WORKING ON HOMELESS PREVENTION AND SUPPORT.
IN ADDITION, OTHER CITY DEPARTMENTS RANGING FROM CODE SERVICES TO PUBLIC WORKS HAS ALSO CONTRIBUTED TO SERVING OUR COMMUNITY AND ADDRESSING HOMELESSNESS. THIS INCLUDES ENFORCEMENT, PARTNERSHIPS AND OTHER SERVICES. OVER THE LAST FISCAL YEAR, THE COMMUNITY SERVICES DIVISION OF THE HOUSING AND COMMUNITY DEVELOPMENT DEPARTMENT HAS PROVIDED EIGHT HOUSEHOLDS WITH SECURITY DEPOSIT ASSISTANCE THROUGH THE LIFT PROGRAM. 13 HOUSEHOLDS WERE PROVIDED WITH EMERGENCY HOMELESS PREVENTION ASSISTANCE THROUGH OUR FLEX FUND. THE HOUSING SERVICES DIVISION ASSISTED 26 INDIVIDUALS WITH THE TENANT BASED RENTAL ASSISTANCE PROGRAM. 13 HOUSEHOLDS WERE SERVED THROUGH THE HOUSING, REHABILITATION AND PROPERTY MAINTENANCE PROGRAMS FOR TRANSIT DIVISION. 54 SAMARITAN

INN RESIDENTS WERE PROVIDED WITH FREE TRANSIT SERVICES. OUR POLICE DEPARTMENT EXPERIENCED 1000 CALLS REGARDING HOMELESSNESS. OUR FIRE DEPARTMENT PROVIDED 290 EMS TRANSPORTS, CODE SERVICES ADDRESSED 30 CODE CASES AND PUBLIC WORKS CONDUCTED 13 LARGE CLEANUPS ASSOCIATED WITH HOMELESSNESS. OUR EFFORTS WOULD NOT BE POSSIBLE WITHOUT THE DEDICATION AND HARD WORK OF OUR SERVICE PROVIDERS AND COMMUNITY PARTNERS. THESE ORGANIZATIONS PROVIDE INDIVIDUALS EXPERIENCING HOMELESSNESS OR AT RISK OF HOMELESSNESS, WITH SUPPORT RANGING FROM LEGAL SERVICES TO EMPLOYMENT AND EDUCATION PROGRAMS. HERE ARE SOME OF THE HIGHLIGHTS FROM A FEW OF OUR COMMUNITY PARTNERS. SAMARITAN INN PROVIDED 553 INDIVIDUALS WITH SHELTER, AND 76 HOUSEHOLDS WERE DIVERTED FROM HOMELESSNESS. FAMILY PROMISE SERVED NINE FAMILIES AND 23 CHILDREN, WITH CASE MANAGEMENT AND EMERGENCY SHELTER. THE WELLNESS CENTER FOR OLDER ADULTS SERVED 108 UNIQUE INDIVIDUALS. TEXAS HEALTH COMMUNITY RESOURCE CENTER PROVIDED ACCESS TO HEALTHCARE FOR OVER 60 INDIVIDUALS. FAMILY GATEWAY PROVIDED CASE MANAGEMENT AND EMERGENCY SHELTER FOR 37 INDIVIDUALS, AND 37 RESIDENTS WERE EXITED FROM HOMELESSNESS. ALL COMMUNITY OUTREACH PROVIDED FOOD, RENT, AND UTILITY ASSISTANCE FOR SIX FAMILIES WITH CHILDREN. MANUAL LABOR SERVED 199 UNIQUE INDIVIDUALS OVER 22 NIGHTS WITH THE OVERNIGHT WARMING STATIONS LAST YEAR. THIS DATA IS HELPFUL, BUT WHAT IS MORE IMPACTFUL ARE THE INDIVIDUAL STORIES. ONE GENTLEMAN ENTERED THE SAMARITAN INN AFTER BEING RELEASED FROM JAIL. IT WAS THERE HE PARTICIPATED IN FINANCIAL LITERACY AND JOB READINESS CLASSES, WHICH PROVIDED HIM WITH THE ABILITY TO REGAIN FULL CUSTODY OF HIS CHILDREN AND EARN A NATIONAL CAREER READINESS CERTIFICATE. FROM THERE, HE WAS ABLE TO TRANSFER TO THE INS GATEWAY APARTMENTS, WHERE HE IS NOW AWAITING PRIVATE HOUSING. ANOTHER RESIDENT BECAME HOMELESS AFTER HER DIVORCE. SHE ENTERED FAMILY'S PROMISES PROGRAM, WHERE SHE PARTICIPATED IN CASE MANAGEMENT AND FINANCIAL LITERACY CLASSES. FROM THERE, SHE GRADUATED FROM THE PROGRAM AND MOVED INTO AN APARTMENT AND IS NOW A HOMEOWNER. THESE ARE ONLY TWO SUCCESS STORIES, BUT EACH OF THE AGENCIES AND ORGANIZATIONS THAT TOUCH UPON HOMELESSNESS HAS MANY MORE. FOR THIS UPCOMING YEAR, WE WILL BE WORKING ON THE BETTER TOGETHER INITIATIVE TO CONDUCT COMMUNITY OUTREACH TO ALL STAKEHOLDERS, COMPLETE A COMPREHENSIVE NEEDS ASSESSMENT AND GAP ANALYSIS, DEVELOP A STRATEGIC PLAN BASED ON COMMUNITY ESTABLISHED VISIONS AND GOALS, AND AN IMPLEMENTATION PLAN THAT PROVIDES US WITH A ROADMAP TO WHERE WE WANT TO GO. IN ADDITION, THE MCKINNEY HOMELESS COALITION HAS BEEN GROWING AND EXPANDING ITS REACH WITH THE ESTABLISHMENT OF A STRATEGIC PLANNING COMMITTEE, STREET OUTREACH COMMITTEE AND PUBLIC EDUCATION COMMITTEE. THEY WILL CONTINUE MOVING FORWARD WITH THE STREET OUTREACH AMBASSADOR RESOURCE PROGRAM AND COORDINATION FOR THE WARMING STATIONS DURING THE WINTER AND COOLING STATIONS IN THE SUMMER. WE WILL ALSO CONTINUE TO PURSUE GREATER COLLABORATION COLLABORATIVE EFFORTS BOTH INTERNALLY ACROSS DEPARTMENTS AND EXTERNALLY WITH OUR PARTNER ORGANIZATIONS, FAITH GROUPS, SERVICE PROVIDERS, REGIONAL LEADERS, AND NEIGHBORING JURISDICTIONS. SOME KEY DATES TO KEEP IN MIND. THE MCKINNEY HOMELESS COALITION MEETINGS ARE HELD ON THE SECOND THURSDAY OF EACH MONTH. WE JUST HAD ONE ON THE 13TH. THE NEXT MEETING WILL BE DECEMBER 11TH. ALL INDIVIDUALS ARE WELCOME TO ATTEND THOSE MEETINGS. NOVEMBER AND DECEMBER KICKS OFF OR HAVE A HEART GIVE SMART CAMPAIGN THAT ENCOURAGES RESIDENTS TO GIVE TO OUR SERVICE PROVIDERS AND OF COURSE, OUR POINT IN TIME COUNT. ON JANUARY 22ND, VOLUNTEER REGISTRATION WILL BEGIN IN DECEMBER, AND THEN WITH THE BETTER TOGETHER INITIATIVE, WE'RE IN THE PROCESS OF OBTAINING A FACILITATOR THAT WILL KICK OFF THE INITIATIVE IN MARCH. AND I WANT TO GIVE A BIG THANK YOU TO THE SALVATION ARMY AND FIRST MCKINNEY BAPTIST CHURCH FOR THEIR WILLINGNESS TO HOST THE OVERNIGHT WARMING STATIONS THIS YEAR. I DO WANT TO NOTE THAT THERE IS A CORRECTION TO THE SLIDE THAT NEEDS TO BE MADE FIRST. MCKINNEY IS CURRENTLY PERMITTED TO OPERATE WITH A CAPACITY OF UP TO 75 GUESTS AT A TEMPERATURE THRESHOLD OF 39 DEGREES, AND THIS IS BASED ON THE VARIANCE THAT WAS APPROVED LAST YEAR AND EXPIRES ON THE 31ST. THEY WILL BE ASKING FOR A VARIANCE TO CONTINUE OPERATING AT A HIGHER CAPACITY, AND THAT WILL BE BROUGHT BACK TO THE COUNCIL IN DECEMBER. BUT THEY CANNOT DO THIS ALONE, AND THERE IS STILL A NEED FOR ADDITIONAL HOST CITIES DUE TO EXISTING PROGRAMING COMMITMENTS. WHILE I'M PRESENTING, EACH OF THESE HAVE A HAND IN THESE 31 RECOMMENDATIONS. ON OCTOBER 31ST, WE ACTUALLY HAD A SMALL INTERNAL STAKEHOLDERS MEETING WITH PLANNING, MAIN STREET ENGINEERING AND THE CITY MARSHAL'S OFFICE. SO THIS IS KIND OF MORE OF A HOLISTIC UNDERSTANDING OF DOWNTOWN PARKING IN THIS WORK SESSION ITEM. BUT WE HAVE MADE CONSIDERABLE PROGRESS ON THESE RECOMMENDATIONS, SUCH AS PROCURING THE LICENSE PLATE RECOGNITION SOFTWARE AND CREATING A HOLISTIC WAYFINDING MASTER PLAN. I ALSO WANTED TO GIVE A QUICK UPDATE ON ENFORCEMENT IN DOWNTOWN, BECAUSE I KNOW WE HAD SOME OUTSTANDING QUESTIONS. THE MARSHALS AND LEGAL HAVE WORKED DILIGENTLY TO GET THE LPR SOFTWARE BACK ONLINE, AND THEY'RE CONTINUING TO WORK WITH THAT PROVIDER ON LOWERING THE ERROR RATE. ONE THING TO HELP WITH THAT IS WE ARE LOOKING TO NUMBER THE THREE HOUR PARKING SPOTS IN DOWNTOWN. CURRENTLY, WE'RE WORKING WITH THE CONSULTANT WHO DID PREVIOUS PAINTING ON TIMING AS WELL AS COST, SO WE'RE UNSURE OF THAT

SO WHAT THAT DOES IS LICENSE PLATE RECOGNITION IS GOING TO TAKE A PICTURE OF THAT LICENSE PLATE, BUT IT'S ALSO GOING TO HAVE THE THE GROUND. ENGINEERING IS CURRENTLY WORKING WITH CONSULTANTS ON PLANS FOR ADDITIONAL AS WELL AS UPDATED LIGHTING IN DOWNTOWN, WHICH INCLUDES FOCUSING ON THOSE SMALLER STREETS THAT HAVE LESS THAN IDEAL LIGHTING CONDITIONS, SUCH AS JOHNSON, AND WOULD. CURRENTLY, THEY'RE AT THE 90% DESIGN PHASE FOR WALL MOUNTED LIGHTS, WHICH IS THE IMAGE YOU SEE ON THE RIGHT, AND OUR ANTICIPATING DESIGN AND CONSTRUCTION TO START HAPPENING IN THE SPRING. AND THEN OF THOSE 31 RECOMMENDATIONS, FOUR OF THEM HAVE BEEN TABLED. THESE FOR WERE TRIED IN SOME CAPACITY, BUT THEY DO NOT FEEL VIABLE AT THIS CURRENT TIME. SO NOW THAT'S 21 OF THE RECOMMENDATIONS. SO LET'S TALK ABOUT OUR NEXT STEPS. WE'VE IDENTIFIED FOUR OF THESE AS PRIORITIES. THE ONE THAT I WANT TO HIGHLIGHT RIGHT NOW IS TO TALK ABOUT PROCURING A DIGITAL PARKING GUIDANCE SYSTEM. THIS IS AN ENGINEERING AND IT LED PROJECT TO PROCURE AN APP BASED PARKING MANAGEMENT SYSTEM. WHILE WE HAVEN'T LANDED ON A SPECIFIC VENDOR YET, THIS IS ONE THAT WE ARE ACTIVELY WORKING ON. WE'RE LOOKING AT THE FULL CAPABILITIES OF THE SYSTEM AND HOW TO INTEGRATE THAT INTO AN APP FOR PUBLIC USE.SO THEN IF ANYONE WAS KEEPING UP WITH THAT, THAT MEANS THERE ARE SIX RECOMMENDATIONS THAT ARE OUTSTANDING. THESE IN THE PURPLE ARE THE SIX OUTSTANDING. AND THEY GENERALLY RELY ON A LARGER QUESTION OF AS A CITY, DO WE WANT TO PURSUE A SEPARATE PARKING AUTHORITY OR ADDITIONAL MARSHAL STAFF? OUR STAFF, OUR STAFF GOAL IS TO EVALUATE THESE OUTSTANDING RECOMMENDATIONS IN THE 2026 PARKING STUDY. SO THAT GOES OVER ALL OF THOSE RECOMMENDATIONS. AND I JUST WANTED TO RECAP SOME QUICKLY UPCOMING PROJECTS RELATED TO DOWNTOWN PARKING TO CLOSE. SO THIS WINTER WE'RE LOOKING AT THE PARKING SOFTWARE. THEN IN THE SPRING, THE FEASIBILITY STUDY FOR THAT PARKING GARAGE NEAR CENTRAL PARK, AS WELL AS THE DOWNTOWN LIGHTING REFRESH.
AND THEN IN THE SUMMER, IT'S THE PARKING STUDY FOR DOWNTOWN, WHICH WILL ADDRESS THOSE OUTSTANDING ITEMS AND NEXT STEP RECOMMENDATIONS. IT JUST REQUIRES A BIT OF A WALK FROM FOLKS WHO ARE COMING DOWNTOWN PATRONS AND PERHAPS AND AND I THINK WHAT CASSIE IS POINTING TO AND STAFF IS POINTING TO IS A BETTER WAY TO MANAGE OR ALLOCATE A BETTER UTILIZATION OF THAT CAPACITY AND A BETTER TURN, BECAUSE WHAT'S HAPPENING IS FOLKS ARE COMING DOWNTOWN AND THEY HAVE A PRECONCEIVED NOTION ABOUT WHERE THEY NEED TO PARK DOWNTOWN, AND THEN THEY GIVE UP. THEY MAYBE THEY THEY GET FRUSTRATED AND THEY SAY, THERE'S NO PARKING DOWNTOWN. WELL, THEY'RE DRIVING AROUND THE SQUARE, BUT THERE'S A LOT OF PARKING IN THE ADJACENT LOTS THAT ARE NOT THAT FAR OF A WALK. WE JUST NEED TO HELP PEOPLE, EITHER GET THEM FROM THOSE PARKING SPOTS TO DOWN THE SQUARE IF THAT'S WHERE THEY WANT TO GO, OR HELP THEM UNDERSTAND WHERE THOSE PARKING SPOTS ARE FROM THE VERY GET GO. SO SPECIFICALLY FOR THIS AREA, REALLY LOOKING AT A COMMUNITY DRIVEN VISION FOR WHAT REDEVELOPMENT ALONG STATE HIGHWAY FIVE COULD BE, AND UNDERSTANDING THAT THERE ARE SPECIFIC DEVELOPMENT CHALLENGES TO THE EXISTING DEVELOPMENTS, AND THAT REDEVELOPMENT IS JUST A LITTLE BIT DIFFERENT THAN GREENFIELD. SO THERE'S UNIQUE CONDITIONS HERE. AND ULTIMATELY WE NEED IMPLEMENTATION EFFORTS TO GUIDE US IN ACTUALLY ACHIEVING THE VISION ITSELF.
AND ESTIMATED COST FOR A PLAN AROUND THIS SIZE IS 200,000 TO $300,000, AND THAT PRIMARILY INCLUDES HIRING A CONSULTANT TO HELP US THROUGH THE PROCESS. AND I'LL GO THROUGH WHAT SOME OF THOSE COMPONENTS ARE TO UNDERSTAND HOW WE GET TO THAT FEE. SO SOME PREVIOUS PLANS AND STUDIES TO UNDERSTAND WHY WE'RE HERE TODAY. IN 2004, WE HAD A COMPREHENSIVE PLAN THAT RECOMMENDED THE TOWN CENTER STUDY, WHICH WAS ADOPTED IN 2008. AND ULTIMATELY, OUT OF THAT, WE DID GET THE CREATION OF THE MCKINNEY TOWN CENTER. AND IT ALSO INFORMS THE TOURS NUMBER ONE PROJECT PLAN IN A SIMILAR PATTERN. OUR 2018 COMPREHENSIVE PLAN DOES RECOMMEND CONSIDERING A SPECIFIC DEVELOPMENT CODE ALONG THE STATE HIGHWAY FIVE CORRIDOR.
I THINK THE MTC AND THE TOWN CENTER, ANY TOWN CENTER STUDY ARE GREAT EXAMPLE OF HOW A VISION CAN HELP A BETTER DEVELOPMENT CODE COME INTO FRUITION. AND SO THAT IS WHAT STAFF IS RECOMMENDING TODAY. A SMALL AREA PLAN TO HELP LEAD THE WAY BEFORE WE CONSIDER A SPECIFIC DEVELOPMENT CODE. AND WE DO ALSO HAVE OUR CONTEXT SENSITIVE MASTER PLAN THAT WAS MORE FOCUSED ON THE RIGHT OF WAY. THERE WERE MENTIONS OF DEVELOPMENT, BUT IT'S NOT QUITE THE SAME AS A SMALL AREA PLAN. MUCH OF WHAT I'M GOING TO TALK ABOUT IS KIND OF UP TO OUR DISCRETION THROUGHOUT THE PROCESS. I WANT YOU TO UNDERSTAND WHAT A PROCESS AND PLAN COULD LOOK LIKE, BUT KNOWING THAT WITH THE ONBOARDING OF A CONSULTANT AND ACTUALLY STARTING THE PROCESS WITH STAKEHOLDERS, MUCH OF THIS COULD BE SUBJECT TO CHANGE. AND SO STARTING WITH A GEOGRAPHIC AREA, STAFF HAS CONSIDERED, YOU KNOW, SOUTH OF US 380 AND NORTH OF INDUSTRIAL BOULEVARD, THAT AREA ALONG STATE HIGHWAY FIVE AND CONSIDERING THE EXCLUSION OF THE MTC. SO OF COURSE, WE'VE GOT THE TOWN CENTER STUDY, BUT I WOULD PRIMARILY SAY THAT THE DEVELOPMENT PATTERN IN THE MCKINNEY TOWN CENTER IS JUST DIFFERENT THAN THE AREAS NORTH AND SOUTH. I THINK THE CONDITIONS OF OUR BUILDINGS, THE DEVELOPMENT PATTERN, EVEN THE GRID PATTERN IS A LITTLE BIT DIFFERENT. AND WE DO HAVE REGULATORY DIFFERENCES AS WELL.
SO CONSIDERING THE AREAS NORTH AND SOUTH AS SEPARATE IN THIS PLAN WOULD BE BENEFICIAL. AND WE'VE JUST HAD A LOT OF PUBLIC REINVESTMENT IN THE AREA. AND SO EVENTUALLY THIS REDEVELOPMENT WILL START TO SPILL OUTSIDE OF THE MTC. AND IT WOULD BE IDEAL TO HAVE A VISION AND PLAN IN PLACE BEFORE ALL OF THAT COMES THROUGH. SO THAT WAY WE KNOW THAT WE'RE GETTING THE QUALITY DEVELOPMENT THAT MCKINNEY COMES TO EXPECT.■ I'LL JUST ADDITIONALLY THROW IN WE'VE GOT NEW REGULATORY CHANGES AND CHALLENGES, AND SO NEW TOOLS MAY NEED TO BE IN OUR TOOLBOX, AND A PLAN PROCESS CAN HELP WITH THAT. YOU KNOW, IF WE LOOK AT THE EXISTING CONDITIONS TODAY, WE WANT TO UNDERSTAND THE DEMOGRAPHICS OF THE AREA, HAVE A MARKET ASSESSMENT TO MAKE SURE THAT WHAT WE'RE RECOMMENDING IS GROUNDED IN THE REALITY OF TODAY, AND A REDEVELOPMENT ANALYSIS TO UNDERSTAND WHAT UNIQUE CONDITIONS ARE IN A PARTICULAR AREA THAT WE MAY NEED TO COMPENSATE FOR IN A DEVELOPMENT CODE. BUT THE CORE WILL ALWAYS BE COMMUNITY ENGAGEMENT. THERE ARE A LOT OF STAKEHOLDERS IN THIS AREA, AND COMMUNITY ENGAGEMENT WOULD BE THE PILLAR OF A PLAN LEADING TO A VISION, AND THAT IMPLEMENTATION PLAN TO MAKE SURE THAT WE'RE ACHIEVING IT. I'VE INCLUDED A FEW SLIDES OF EXAMPLES OF TANGIBLE PRODUCTS THAT COULD COME OUT OF A SMALL AREA PLAN.
