MY NAME IS DAX BEVERLY, AND I'M A MCKINNEY RESIDENT SPEAKING TODAY IN SUPPORT OF ALLOWING TRAP NEUTER RETURN ACTIVITIES IN OUR CITY. FIRST, I WANT TO THANK YOU FOR CONTINUING THIS DISCUSSION. I APPRECIATE THAT THE CITY IS PRIORITIZING THIS ISSUE AND WORKING TOWARD A THOUGHTFUL PLAN. I'M ASKING THE COUNCIL TO AMEND OUR ORDINANCES SO THAT TNR IS NO LONGER PROHIBITED IN MCKINNEY. AS YOU REVIEW THE DIFFERENT TIERS OF POTENTIAL POLICY, I WANT TO EXPRESS MY SUPPORT FOR AT LEAST STARTING WITH THE SIMPLEST SCENARIO, THE OPTION WITH MINIMAL STAFF INVOLVEMENT. THIS PLAN OFFERS A STRAIGHTFORWARD, COST EFFECTIVE PATH FOR RESIDENTS TO LEGALLY AND RESPONSIBLY CONDUCT TNR WITHOUT PLACING ADDITIONAL FINANCIAL OR OPERATIONAL DEMANDS ON THE CITY. THIS APPROACH ALLOWS VOLUNTEER CITIZENS TO TRAP, STERILIZE, VACCINATE AND RETURN FERAL CATS AT OUR OWN COST, WHICH HAS BEEN PROVEN TO BE LESS EXPENSIVE THAN THE CYCLE OF INTAKE AND EUTHANASIA ASSOCIATED WITH ANIMAL SERVICES. RIGHT NOW, TNR IS PROHIBITED, WHICH DISCOURAGES RESIDENTS FROM TAKING ANY ACTION AT ALL. MOST PEOPLE WILL NOT TRAP A HEALTHY OUTDOOR CAT SIMPLY TO HAVE IT EUTHANIZED. ALLOWING MINIMAL INVOLVEMENT TNR GIVES CITIZENS A LEGAL, HUMANE AND COST SAVING WAY TO REDUCE COLONY NUMBERS OVER TIME. IT SHIFTS THE WORKLOAD AND FINANCIAL BURDEN AWAY FROM THE CITY AND INTO THE HANDS OF WILLING VOLUNTEERS WHO WANT TO HELP. I RECOGNIZE THERE ARE CHALLENGES, SUCH AS LIMITED WAYS TO MONITOR COLONIES, AS WELL AS DIFFICULTY ADDRESSING COMPLAINTS, BUT THESE CHALLENGES ALREADY EXIST TODAY. UNDER THE CURRENT POLICY, PROHIBITING TNR DOESN'T SOLVE THESE ISSUES, AND IF ANYTHING, IT MAKES THEM HARDER TO ADDRESS. IN SHORT, I'M RESPECTFULLY ASKING THE COUNCIL TO AMEND THE ORDINANCES SO THAT RESPONSIBLE, HUMANE TNR EFFORTS ARE PERMITTED IN MCKINNEY. SO WAY BACK IN JULY, THE CITY SECRETARY'S OFFICE DID HOLD A WORK SESSION ITEM TO TALK ABOUT HOW LEGISLATIVE CHANGES IMPACT VARIOUS BOARDS. AND SPECIFICALLY FOR OUR CIAC,

IT WILL IMPACT OUR MEMBERSHIP REQUIREMENTS AND COMPOSITION. THEY DID ALSO MENTION THAT WE WOULD BE COMING BACK TO YOU ALL TO ASK FOR FEEDBACK ON THE NUMBER OF MEMBERS THAT SHOULD ULTIMATELY BE ON THIS COMMITTEE, AND THAT'S WHAT I'M HERE TO ASK ABOUT TONIGHT. JUST A QUICK REMINDER OF WHAT THIS BOARD DOES. GENERALLY SPEAKING, IT OVERSEES THE IMPLEMENTATION OF THE IMPACT FEE PROGRAM. AND AS A TECHNICAL BODY, ADVISES YOU ALL OF RECOMMENDATIONS ON PROGRESS OR UPDATES EVERY FIVE YEARS. WHAT THAT LOOKS LIKE IS PARTICIPATING IN OUR IMPACT FEE UPDATE, WHERE WE GO OVER PROJECTIONS FOR LAND USE AND POPULATION. WE LOOK THROUGH POTENTIAL PROJECTS THAT COULD BE IMPACT FEE ELIGIBLE AND ULTIMATELY LOOKING AT THAT MAXIMUM ASSESSABLE CALCULATION THAT THE STATE SETS OUT FOR US. SO THEY'LL BE MEETING PRETTY ROUTINELY IN THAT PHASE. AND WE ARE LOOKING AT DOING THAT IN 2026. AFTER THAT, THEY HIT THE GROUND EVERY SIX MONTHS OR SO TO MONITOR THE PROGRESS OF THAT IMPLEMENTATION. FOR THAT IMPACT FEE UPDATE. BEFORE SEPTEMBER 1ST, MEMBERSHIP REQUIREMENTS WERE THAT 40% OF THE COMMITTEE NEEDED TO BE IN THE INDUSTRY AS WE'VE BEEN ABBREVIATING IT. BUT ESSENTIALLY A PROFESSIONAL IN THE REAL ESTATE DEVELOPMENT OR BUILDING INDUSTRIES. AND THEY CAN ALSO NOT BE AN OFFICIAL OR AN EMPLOYEE OF A POLITICAL SUBDIVISION. IT ALSO INCLUDED A PROVISION THAT SAID THAT OUR PLANNING AND ZONING COMMISSION CAN STAND AS THE BOARD IN LIEU OF THAT 40%. AFTER SEPTEMBER 1ST LEGISLATURE CHANGED THAT TO SAY PNC CAN NO LONGER REPLACE THAT CIAC, AND ADDITIONALLY, IT WOULD GO FROM 40% TO 50% ON THAT MEMBERSHIP REQUIREMENT. SO AS IT STANDS TODAY, THE BOARD IS REQUIRED TO HAVE AT LEAST FIVE MEMBERS. NO LESS THAN 50% OF THEM CAN BE THOSE FOLKS WHO ARE IN THE INDUSTRY AND NOT AFFILIATED WITH A POLITICAL SUBDIVISION AS AN OFFICIAL OR EMPLOYEE, AND WE ARE ALSO REQUIRED TO HAVE A REPRESENTATIVE FROM THE EXTRATERRITORIAL JURISDICTION, BECAUSE WE DO CHARGE IMPACT FEES IN THE ETJ FOR WATER, WASTEWATER, WHEN THEY DO HOOK UP TO OUR SYSTEM. STAFF'S RECOMMENDATION, ON THE WHOLE, IS TO HAVE A FIVE MEMBER COMMITTEE. WHAT THAT WOULD LOOK LIKE IS YOU WOULD HAVE THREE NON-GOVERNMENT INDUSTRY MEMBERS, AGAIN, REAL ESTATE DEVELOPMENT OR BUILDING AND THEN TWO OTHER MEMBERS. SO THESE CAN BE ANY QUALIFIED RESIDENTS. THEY CAN INCLUDE PNC MEMBERS OR ANY OTHER MEMBERS WHO ARE AFFILIATED WITH A POLITICAL SUBDIVISION. AND THEN IN EITHER OF THOSE CATEGORIES, THE ETJ MEMBER CAN EXIST IF THEY HAPPEN TO MEET THE REQUIREMENTS OF NON-GOVERNMENT INDUSTRY MEMBERS, THEY CAN EXIST THERE OR OTHERWISE. THEY CAN BE IN THAT TWO MEMBERS. THAT'S SOMETHING YOU ALL WOULD HAVE THE CHANCE TO EVALUATE WHEN IT COMES TO BOARD APPOINTMENTS. AND YOU CAN LOOK THROUGH THE APPLICATIONS TO SEE QUALIFYING MEMBERSHIP TO THOSE. YOU KNOW, WE DO HAVE OPTIONS FOR A NUMBER OF COMMITTEE MEMBERS. WE FEEL LIKE WITH THE SCOPE OF THIS BOARD, FIVE MEMBERS REALLY FITS IT, ESPECIALLY KNOWING THAT THEIR NORMAL ROUTINE IS, YOU KNOW, TWICE A YEAR IS WHAT THEY MEET, WHICH IS WHY WE'RE RECOMMENDING THE FIVE. BUT WE WOULD LOVE TO DIRECT FEEDBACK THAT WILL HELP US MOVE FORWARD WITH THE ORDINANCE IMPROVEMENTS TO BE IN COMPLIANCE WITH STATE LAW, MOVE ON TO APPOINTING MEMBERS AND GET ON WITH THAT IMPACT FEE UPDATE NEXT YEAR. WHAT'S THE SPECIFIC AREA CONTEXT? LIKE I SAID, WE'VE GOT THIS 10,000 FOOT VISION. WHEN THAT APPLICATION COMES IN, HOW DO WE DRILL INTO THAT? AND THEN THE PUBLIC, THEY GET THE NOTICE IN THE MAIL. MAYBE THEY HAD THE OPPORTUNITY TO PARTICIPATE WITH US IN THE COMPREHENSIVE PLANNING PROCESS. MAYBE THEY WERE BUSY, MAYBE THEY DIDN'T HAVE THE CHILD CARE TO GET TO THAT MEETING. THE 30 ACRES THAT YOU SEE THERE IS SOMEWHAT OF THE ALLOCATED LAND USE THAT THAT $3 MILLION FROM THE CDC EQUATES TO. AND BEAR WITH ME ON THIS SLIDE. THIS IS A TIMELINE OF THE PURCHASE OF THE PROPERTY, PRIMARILY THE 230 ACRE PROPERTY, BUT THEN ALSO THE EFFORTS IN RELATION TO ISSUING, POTENTIALLY ISSUING AN RFQ FOR A SPORTS DESTINATION PARK. THEY DID NOT HAVE A SPECIFIC LOCATION THEY WERE INTERESTED IN, PER SE, BUT THEY WERE INTERESTED IN THE CITY OF MCKINNEY AS A DESTINATION. IN JULY OF 2021, THE PURCHASE WAS FINALIZED ON THAT 230 ACRES, AND WE ENTERED INTO SOME NEGOTIATIONS WITH THAT THIRD PARTY PROPERTY OR EXCUSE ME, THIRD PARTY PARTNER. THROUGHOUT THAT PERIOD OF THE SUMMER IN 2021, OVER THE COURSE OF THE NEXT YEAR, PLUS, THOSE NEGOTIATIONS KIND OF PETERED OUT AND WE TERMINATED DISCUSSIONS WITH THE REGIONAL SPORTS DEVELOPER THAT HAD APPROACHED US AND BEGAN TO REGROUP TO REDELIVER A PROJECT IN AN ALTERNATIVE MANNER. AT THIS POINT, WE'RE RECOMMENDING A REQUEST FOR QUALIFICATIONS FOR THE DEVELOPMENT OF THE 230 ACRE PARCEL THAT WE'VE BEEN DISCUSSING. PHASE TWO IS GOING THROUGH CURRENTLY AT JUST SHY OF 31 MILLION, FOR A TOTAL COST OF. I'M GOING TO CALL IT $55.6 MILLION. BUT JUST AGAIN EXAMPLE OF ACREAGE I CONSISTING OF SOCCER FIELDS, A GOLF COURSE, ICE BUILT IN 1990.THE COST WAS 20.3 BACK IN 1990. SO YOU CAN IMAGINE WHAT THIS MIGHT COST. IT WAS BUILT IN 2014, WITH THE SPORTS COMPLEX BEING 49 MILLION. IN THE COMPLEX WAS ADDED TWO YEARS LATER. 26 MILLION. THE LAST SAMPLE I HAVE IS THE THE ARIZONA ATHLETIC GROUNDS IN MESA, ARIZONA. THIS IS PRETTY CLOSE TO SCOPE. WHAT WE'RE PROBABLY LOOKING AT DOING WITHIN THE CITY OF MCKINNEY. YOU CAN SEE ALL OF THE AMENITIES THAT ARE INCLUDED IN THE 320 ACRES. AND SO THERE IS A HUGE COST TO MAINTAIN AND RUN THIS FACILITY. I'M JUST TO HIGHLIGHT THEY HAVE 2.4 MILLION VISITORS A YEAR HERE. WITH THE ECONOMIC IMPACT OF $23 MILLION. SO AS JENNY BAKER PRESENTED LAST COUNCIL MEETING, WE HAD 21 PROJECTS IN QUEUE. JUST A REFRESHER ON THOSE PROJECTS. INVESTING IN ALMOST $200 MILLION IN EXISTING PROJECTS TODAY. BUT IT IS LOCAL DOLLARS, LOCAL LAND TO ACKNOWLEDGE THAT AND THEN TO ALSO MAKE SURE THAT IT IS MARRIED WITH NOT ONLY THE DEVELOPMENTS THAT ARE AROUND IT, BUT WITH THE COMPREHENSIVE PLAN THAT THE CITY OF MCKINNEY HAS ADOPTED, THAT THE COUNCIL HAS PUT SO MUCH TIME AND EFFORT INTO, AND THEN A LOT OF OTHER THINGS THAT YOU SEE THERE LISTED. SO THOSE ARE THE GUIDING PRINCIPLES THAT ARE UP FOR ADOPTION THIS EVENING. AND THEN THE NEXT STEPS ARE REALLY YOU ALL TO GIVE US SOME FEEDBACK ABOUT WHAT DIRECTION YOU WOULD LIKE US TO GO, THE REASON THAT THE GUIDING PRINCIPLES ARE ON THE AGENDA FOR THIS EVENING IS WE KIND OF HEARD MIXED FEEDBACK FROM THE COUNCIL ABOUT EXPEDIENCY. SO PROBABLY EARLIEST IS 2029, MORE LIKELY 2030. WHAT HOW MUCH OF THE OF THE BOND MONEY IS ALLOCATED FOR PARKS? AND HAVE WE USED ALL. YEAH. I'LL TRY TO BE BRIEF, BUT I WANTED TO GIVE YOU A LITTLE HISTORY ON WHY I'M HERE. NUMBER ONE, WE HAVE BEEN APPROACHED BY A BY THE BMW DALLAS MARATHON TO HOST A HISTORIC MCKINNEY HALF MARATHON, STARTING HERE. THIS IN 2026. AND SO AS THEY'VE REACHED OUT TO STAFF SEVERAL MONTHS AGO AND HAVE BEEN WORKING THROUGH THE PROCESS, WE DO HAVE SOME SPECIAL EVENTS PERMITS THAT I WANTED YOU TO BE AWARE OF, SOME SOME OF THE HISTORY OF WHY WE ADOPTED THOSE, THOSE ORDINANCES AND THEN TALK ABOUT THE ONE AREA WHERE THIS PROPOSED EVENT WOULD NEED AN EXCEPTION TO OUR RULES. AND IF IF AN EXCEPTION IS GRANTED, WE WANTED TO MAKE SURE THAT WE NARROWLY TAILOR THE EXCEPTION, BECAUSE I WANT TO WALK YOU THROUGH SOME OF THE REASONS WHY WE HAVE THE RULES IN THE FIRST PLACE, SO WE DON'T KIND OF IGNORE OUR OWN ORDINANCE AND OPEN THE FLOODGATES. WE HAD A BUNCH. AND SO WE STARTED TO LOOK INTO WHY THAT WAS WHY. WHY WERE ALL THESE EVENTS COMING TO MCKINNEY? BECAUSE FRANKLY, THEY WERE EXPENSIVE FOR THE CITY TO PRODUCE. SO THE REASON THESE EVENTS WERE ALL COMING TO MCKINNEY IS THAT WE ONLY REQUIRED THEM TO PAY A $50 APPLICATION FEE, AND THEN WE ABSORBED THE COST OF OUR PUBLIC WORKS STREET CREWS OUT THERE PUTTING UP BARRICADES, OUR POLICE, OUR FIRE UP, THE SPECIAL EVENTS TEAM WHO PLANNED IT. AND SO WE WERE A CHEAP VENUE FOR THESE EVENTS. AND SO WE STARTED LOOKING AT WHAT WE COULD DO TO BE MORE IN LINE WITH OUR NEIGHBORING CITIES, BUT ALSO TO LIMIT THE USE OF SOME OF THE PUBLIC STREETS IN MCKINNEY BECAUSE OF THE THE HEADACHES THAT CAME WITH IT. WE HAD A LOT OF RACES SHUTTING DOWN A LOT OF OUR STREETS. SO CHAPTER 87 BACK IN 2018 WAS MODIFIED AND WE CAME UP WITH A FEW THINGS. ONE, AND KIND OF THE PRIMARY PROBLEM WE SOLVED IS WE WE CREATED WHAT WE CALLED PREFERRED ROUTES. THESE ARE ROUTES THAT COULD BE UTILIZED FOR A5K, A TEN K OR A TRIATHLON OR A HALF MARATHON THAT WOULD LIMIT THE USE OF OUR OUR PUBLIC RIGHTS OF WAYS AND CLOSING STREETS. AND BY ADOPTING THOSE PREFERRED ROUTES, WHAT WE ESSENTIALLY SAID IS IF YOU WENT ON ONE OF OUR ROUTES AND IT'S DEFINED HERE ON THE SCREEN RIGHT NOW AS HAVING THAT LIMITED IMPACT, IF YOU USED OUR ROUTE, THEN THERE WAS A FLAT FEE SO YOU COULD PAY A FLAT FEE AND THE CITY WOULD PROVIDE THE SERVICES FOR THE EVENT. THEN WE SAID, WE UNDERSTAND SOME PEOPLE WILL WANT TO DO OTHER ROUTES. AND SO WE WE KEPT IN THE ORDINANCE THIS IDEA OF AN INDEPENDENT ROUTE. AND THE INDEPENDENT ROUTE IS YOU CAN NAME YOUR ROUTE. BUT IN TERMS OF TRAFFIC CONTROL DEVICES AND POLICE PRESENCE AND WHATNOT, THERE'S GOING INSTEAD OF A FLAT FEE, YOU WOULD BE RESPONSIBLE FOR BRINGING IN THE VENDORS TO PROVIDE THOSE SERVICES. AND SO THAT ELIMINATED SOME OF THESE SMALLER RACES THAT, YOU KNOW, YOU SET UP A RACE TRYING TO RAISE A LITTLE MONEY FOR WHATEVER PURPOSE, AND YOU GET 200 PEOPLE, BUT IT COSTS THE CITY, YOU KNOW, $10,000 TO SHUT DOWN THE STREETS FOR THE MORNING. SO IT ELIMINATED SOME OF THOSE SMALLER RACES. AND AT THE SAME TIME WE WERE TALKING ABOUT THAT, WE HAD A COUPLE RACES THAT WERE CROSSING MAJOR STREETS, AND WE CAME UP WITH THIS IDEA OF A RESTRICTED USE STREET. SO CERTAIN STREETS HAVE TRAFFIC QUANTITIES AND SPEEDS THAT REALLY WEREN'T IN CONCERT WITH THE TYPES OF EVENTS THAT WERE BEING PLANNED. SO WE CAME

UP WITH THIS LIST THAT YOU SEE ON THE SCREEN HERE OF STREETS IDENTIFIED AS BEING RESTRICTED.THERE WAS ONE EXCEPTION. WE RESTRICTED USE OF 2478 OR CUSTER ROAD, WITH THE EXCEPTION OF AN EXISTING EVENT THAT WE ALLOWED TO CONTINUE, AND THAT WAS THE CRAIG RANCH TRIATHLON AT THAT TIME. THE REST WERE KIND OF OFF LIMITS. SO FAST FORWARD TO THIS YEAR. LIKE I SAID, THE DALLAS BMW DALLAS MARATHON RUNS AN EVENT THAT'S BEEN ONGOING. I BELIEVE 1971 WAS THEIR FIRST EVENT. YOU MET A COUPLE OF THEIR REPRESENTATIVES EARLIER IN THE COMMENTS, AND I'VE ASKED THEM TO STICK AROUND. I THINK THEY STUCK WITH US, OKAY. THEY STUCK WITH US THROUGH ALL OF THE OTHER ITEMS TONIGHT, BUT WE HAVE JASON, JODY AND CHUCK WHO ARE WITH THE DALLAS MARATHON, AND THEY THEY'LL BE HAPPY TO ANSWER ANY QUESTIONS OF THEIR PROPOSED EVENTS. SO REALLY, THE THE ONE ITEM I WANT YOU TO KIND OF GIVE ME SOME SENTIMENT OR I WANT TO TAKE THE TEMPERATURE OF COUNCIL ON TONIGHT IS WOULD THIS EVENT BE WORTHY OF US MAKING AN EXCEPTION TO THAT, THAT RULE AND ALLOWING THEM TO CROSS HIGHWAY FIVE WITH THEIR EVENT? A COUPLE THINGS THAT WE ARE WORKING ON WITH THEM IS THEY THEY HAVE MET WITH OUR TRAFFIC TEAM AND THEY HAVE MET WITH OUR POLICE DEPARTMENT, AND THEY HAVE BEEN WORKING THROUGH THE ISSUES WITH THE TRAFFIC. DIVERSION THAT THE BYPASS OF THE EVENT TO ALLOW IT TO GO THROUGH. THEY HAVE BEEN TRYING TO MITIGATE SOME OF THE NEGATIVE IMPACTS BY, NUMBER ONE, MOVING THE EVENT EARLIER. SO IT WOULD BE A 7 A.M. START ON A SATURDAY RATHER THAN AN EIGHT.
IT WOULD UTILIZE THE TRAILS FOR A GOOD PORTION OF THE ROUTE. HOWEVER, WITH THE NUMBER OF PARTICIPANTS THEY ANTICIPATE, EVEN IN THE FIRST YEAR OF 4300 RACERS GROWING HOPEFULLY AS IT GAINS TRACTION, YOU CAN'T BE ALL ON THE TRAILS. THAT'S TOO MANY PEOPLE. BUT LATER IN THE HALF MARATHON, AS YOU STRETCH OUT THE RUNNERS, THEN YOU CAN UTILIZE HIKE AND BIKE TRAILS.
AND THE OTHER THING IS THIS ORGANIZATION HAVING THE EXPERIENCE THEY'VE HAD FOR MANY YEARS IN DALLAS, THEY'RE REALLY GOOD AT TRAFFIC CONTROL, BUT ALSO WHAT THEY'VE KIND OF TERMED AS A ROLLING STREET CLEANUP. SO AS THE RACE PASSES BY AN AREA, THEY PULL DOWN THE BARRICADES. WELL, FIRST, AS THE RACE IS APPROACHING, THEY CLOSE THE STREET. THEY KEEP IT OPEN AS LONG AS THEY CAN. AND AFTER THE RACE PASSES, THEY PICK UP THE BARRICADES, THEY SWEEP THE STREET, THEY CLEAN IT UP, AND THEY OPEN IT BACK TO TRAFFIC. SO THEY DO HAVE SOME EXPERIENCE IN WORKING THROUGH MAJOR STREET CROSSINGS AND USE OF THOSE RIGHTS OF WAY IN DALLAS. SO THOSE THINGS MAY BE WORTHY OF US MAKING AN EXCEPTION. IF WE WERE TO MAKE AN EXCEPTION, WE WANT TO MAKE SURE, LIKE I SAID, IT'S NARROWLY TAILORED SO THAT WE DON'T HAVE EVERYONE SAYING, WELL, I GUESS HIGHWAY FIVE IS OPEN FOR FOR RACES AT THIS TIME. SO WITH THAT, I'M GOING TO GO TO THE NEXT SLIDE HERE. AND YOU CAN SEE THEIR PROPOSED ROUTE AS IT CURRENTLY STANDS, WHICH IS KIND OF THE THE FIVE K THAT WOULD BE RUN AT ON THE SAME DAY IS THE THE BLACK ROUTE, I BELIEVE, IF MY EYES AREN'T DECEIVING ME, THAT WOULD GO ACROSS HIGHWAY FIVE AND THEN KIND OF CUT SOUTH DOWN THROUGH FINCH PARK AND THEN COME BACK UP AND CROSS HIGHWAY FIVE FOR THE FINISH. THE HALF MARATHON WOULD FOLLOW THE SAME ROUTE, CROSSING HIGHWAY FIVE THROUGH THE HISTORIC DISTRICT, UP WADDELL, ACROSS WHITE, AND THEN OUT, AND YOU CAN SEE WHERE IT HITS THE TRAIL SYSTEM OUT JUST WEST OF HARDIN AND THEN HITS THE TRAIL SYSTEM COMING BACK FROM HARDIN ALL THE WAY THROUGH TOWN LAKE. SO THE PROPOSED ROUTE IS WHAT THEY'RE TRYING TO ACCOMPLISH. AND FOR TODAY'S DISCUSSION, REALLY JUST WANTING TO SEE IF THIS IS SOMETHING THE COUNCIL WISHES US TO PURSUE AND WE CAN WORK THROUGH THE DETAILS OF TRAFFIC CONTROL AND THE ARRANGEMENT OF THE EVENT TO MITIGATE THE NEGATIVE IMPACTS, OR IF THE COUNCIL DOESN'T SEE FIT TO DO SO. AND WE CAN HOLD TO THE PROHIBITION ON HIGHWAY FIVE. SO WITH THAT, I'LL STAND FOR QUESTIONS. THE REPRESENTATIVES FROM THE EVENT OR PROPOSED EVENT ARE HERE. SO THE THROUGH TRAFFIC SPECIFICALLY WE WOULD ROUTE PROBABLY ELM OVER TO AIRPORT AND NORTH, AND COMING FROM THE NORTH WE WOULD ROUTE THEM 380 TO AIRPORT AND SOUTH FOR THE DURATION OF THE EVENT, WHICH WOULD BE ABOUT 7 TO 11 OR 1130. I WOULD SUGGEST INDUSTRIAL JUST TO KEEP IT OUT OF PEOPLE'S FRONT YARDS AND GET IT ON TO A STOPLIGHT. WE WOULD LOVE TO DO INDUSTRIAL AS WELL WITH THE CONSTRUCTION AT THAT INTERSECTION. IS IS THE LIMITING FACTOR WITH TEX-DOT CONSTRUCTING THAT THAT INTERSECTION WITH HIGHWAY FIVE. BUT WE WOULD WORK WITH TXDOT ON WHAT'S APPROPRIATE FOR THEM.
