CHIEF DALE, YOU HAVE THE FLOOR. MAYOR, MEMBERS OF THE CITY COUNCIL. THANK YOU FOR HAVING US HERE TONIGHT. I'M ACTUALLY REALLY HAPPY ABOUT THIS EVENT. ONE OF THE COOLEST INCIDENTS THAT I THINK I'VE EVER GOT TO SEE OUR MEMBERS ACTUALLY PERFORM. AND IT WAS OBVIOUSLY IT WAS OUT IN THE MEDIA ALL OVER THE PLACE, YOU KNOW, OCTOBER 22ND, IT WAS A TECHNICAL RESCUE INCIDENT. I'M GOING TO TURN IT OVER TO DRIVER TAYLOR CROSS HERE IN JUST A MINUTE. NOT YEAH, IN JUST A MINUTE HERE. BUT I DO WANT TO TALK ABOUT THE TECHNICAL RESCUE PROGRAM AND JUST HOW FAR WE'VE COME. JUST TO EXPLAIN THAT TO YOU ALL. SO TECHNICAL RESCUE IF YOU REMEMBER WHEN WE TALKED ABOUT IT LAST YEAR, THAT'S ALL OF OUR HIGH RISK LOW FREQUENCY EVENTS. SO THAT'S CONFINED SPACE. THAT'S ROPE RESCUE. THAT'S STRUCTURAL COLLAPSE.

THAT'S TRENCH RESCUE, MACHINERY RESCUE, ADVANCED VEHICLE EXTRICATION. ALL THE IN

FIREFIGHTER LINGO, THE COOL STUFF THAT WE GET TO DO AS FIREFIGHTERS. BUT IT TAKES ADVANCED TRAINING TO GO AHEAD AND DO THAT. THINK OF IT AS SIMILAR TO THE SWAT TEAM. SO IT'S ADVANCED TRAINING FOR OUR MEMBERS. AND IT TAKES A LOT OF TRAINING TO GET TO THE LEVEL THAT YOU NEED TO TO BE PROFICIENT AT THIS. SO IT'S REALLY GOOD FOR US BECAUSE IT'S A GREAT RECRUITMENT AND RETENTION TOOL FOR US, AND IT DOES A LOT TO BRING OWNERSHIP INTO THE DEPARTMENT. WHEN THESE GUYS TRAIN, THEY'RE NOT GETTING PAID EXTRA TO DO THAT EXTRA TRAINING INSIDE THE STATION. EVERY ONE OF OUR FIREFIGHTERS HAS TO DO 212 HOURS OF MANDATORY FIREFIGHTER TRAINING AS COMPANY TRAINING. THEN YOU ADD IN 18 HOURS OF FACILITY TRAINING AS WELL. THERE'S 36 HOURS OF MCS. THERE'S A LOT OF TRAINING THAT A FIREFIGHTER HAS TO DO THROUGHOUT THE YEAR, ADDING ANOTHER EIGHT HOURS OF HAZARDOUS MATERIALS. NOW, ADD IN TECHNICAL RESCUE AND ALL OF THESE DIFFERENT DISCIPLINES. THEY HAVE TO BE REALLY GOOD AT THOSE SPECIFIC DISCIPLINES. SO WITH THAT, A PROGRAM TO BE SUCCESSFUL HAS TO HAVE THREE COMPONENTS. YOU GOT TO HAVE ADVANCED TRAINING, YOU'VE GOT TO HAVE EQUIPMENT, AND YOU HAVE TO HAVE APPARATUS, WHICH IS GOING TO BRING ALL OF THAT ONTO THE SCENE ITSELF. OVER THE YEARS, WE'VE BEEN REALLY GOOD ABOUT PROVIDING THAT ADVANCED TRAINING TO OUR MEMBERS AND OF COURSE, PROVIDING EQUIPMENT THROUGH GRANTS, THROUGH GENERAL FUND, ALL KINDS OF DIFFERENT WAYS THAT WE CAN GET THEM THE EQUIPMENT THAT THEY ACTUALLY NEED. SO WITH THAT, LAST YEAR IN JANUARY, WE CONSOLIDATED ALL OF OUR EQUIPMENT FROM TWO STATIONS, PUT IT AT ONE, PUT IT AT CENTRAL, AND THEN WE DECIDED WE WERE GOING TO HAVE MINIMUM STAFFING OF FOUR TECHNICAL RESCUE TRAIN MEMBERS AT THAT STATION AT ALL TIMES. THAT'S A BIG COMMITMENT. IT'S A COMMITMENT FOR OUR MEMBERS THAT HAVE ALL OF THAT TRAINING, BECAUSE NOW WE'RE ASKING THEM TO DO TRADES WITH ONLY MEMBERS THAT HAVE THAT TECHNICAL RESCUE TRAINING AND TO ALSO UNDERSTAND THAT SHOULD WE RUN SHORT, THAT'S MANDATORY OVERTIME, THAT THEY'LL HAVE TO WORK SO WE CAN MAINTAIN THAT SPECIFIC DISCIPLINE AND THAT SERVICE TO THE TO THE COMMUNITY. THEN IN AUGUST OF 24, OUR MEMBERS AND ALSO MEMBERS OF THE FLEET WERE ABLE TO REPURPOSE A 2006 ENGINE INTO WHAT WE CALL RESCUE ONE, WHICH IS ON THE SCREEN. IT'S AT THE BOTTOM OF THE OF THE SCREEN THERE, AND THAT IS AN OLD ENGINE THAT WE HAD. IT WAS A BLOCKER APPARATUS THAT REALLY DIDN'T GET UTILIZED. SO WE REPURPOSED THAT. AND THAT CARRIES A LOT OF OUR EXTRICATION EQUIPMENT THAT WE HAVE FOR ADVANCED EXTRICATION, CONFINED SPACE, ROPE RESCUE, STRUCTURAL COLLAPSE. IT'S NOT ABLE TO CARRY ALL OF THE EQUIPMENT THAT WE HAVE, BUT IT'S A GREAT START FOR US AS WE START TO BUILD THIS PROGRAM. WHAT WE'RE LACKING IS SOME OF THAT EQUIPMENT THAT WE WOULD USE FOR TRENCH RESCUE AND OF COURSE, STRUCTURAL COLLAPSE.

AND THIS LAST YEAR, THAT APPARATUS RESPONDED OUT 51 TIMES. MOST OF THOSE WERE FOR ADVANCED VEHICLE EXTRICATION. YOU CAN IMAGINE ON 121, 75, THERE'S A LOT OF VEHICLE ACCIDENTS THAT INVOLVE LARGER APPARATUS. AND THAT'S WHERE THIS TECHNICAL RESCUE COMES INTO PLAY. THEN IN OCTOBER OF 24, WE DID AN HDR DEMONSTRATION, AND SEVERAL OF YOU WERE THERE AT OUR HDR DEMONSTRATION OVER AT CENTRAL. SO THANK YOU ALL FOR COMING. YOU GOT A CHANCE TO SEE HOW OUR MEMBERS CAN ACTUALLY SET UP THESE COMPLEX SYSTEMS, LOWERING SYSTEMS, RAISING SYSTEMS, JUST THE TRENCH RESCUE EQUIPMENT THAT THEY HAVE, STRUCTURAL COLLAPSE, THE WATER RESCUE. YOU GET A CHANCE TO SEE THAT FIRSTHAND. AND LAST THING I WANTED TO EMPHASIZE IS THAT DOESN'T HAPPEN BY ACCIDENT. SO, MR. GRIMES, YOU REMEMBER THAT EMAIL THAT WAS SENT TO US FROM A GENTLEMAN THAT WAS A FORMER CITY LEADER, AND HE HAD A GOOD POINT. HE MENTIONED THAT ALTHOUGH THESE GENTLEMEN DID A FANTASTIC JOB, AND I'M INCREDIBLY PROUD OF THE EFFORT THAT THEY DID, A LOT OF THAT WAS ALSO TO THE TESTIMONY OF THIS COMMUNITY AND THE FACT THAT THIS COMMUNITY CARES ENOUGH TO BE ABLE TO ELECT MEMBERS THAT CARE, THAT SPONSOR OUR FIREFIGHTERS AND MAKE SURE THAT THEY CAN GET THE TRAINING THEY NEED TO ADVOCATE FOR THE EQUIPMENT THAT THEY NEED, AND, OF COURSE, THE APPARATUS THAT THEY NEED TO DO THEIR JOB. AND THAT STARTS WITH THIS COUNCIL AND THE CITY LEADERSHIP AS WELL.

I'LL START WITH A LITTLE BIT MORE INFORMATION ABOUT OUR TECHNICAL RESCUE PROGRAM AND SOME OF ITS TRAINING REQUIREMENTS TO MAINTAIN MINIMUM COMPLIANCE WITH THE STATE OF TEXAS. AS A FIREFIGHTER PARAMEDIC, THERE'S ALREADY HUNDREDS OF HOURS A YEAR THAT WE NEED TO KEEP UP WITH FOR THAT TO BE A MEMBER OF THE TECHNICAL RESCUE TEAM. AS A RESCUE SPECIALIST, THERE'S 400 HOURS OF CLASSES INCLUDING ROPE RESCUE, CONFINED SPACE, TRENCH RESCUE, SWIFTWATER BOAT OPERATOR, STRUCTURAL COLLAPSE, ARTIFICIAL, HIGH DIRECTIONAL, COMMON PASSENGER VEHICLE RESCUE AND HEAVY VEHICLE RESCUE. EACH YEAR WE NEED TO MAINTAIN ANOTHER 74 HOURS A YEAR OF TRAINING IN THOSE DISCIPLINES.

CENTRAL STATION B SHIFT WAS ONE OF THE CREWS ON SCENE FOR THE 121 RESCUE. ON OCTOBER 22ND. A TOW TRUCK HEADED SOUTHBOUND ON 121 ENCOUNTERED A STALLED VEHICLE IN THE MIDDLE OF THE

ROAD. HE SWERVED TO AVOID A COLLISION, MAKING CONTACT WITH THE REAR OF THE VEHICLE OVER CORRECTING HIS OWN VEHICLE AND THEN TURNING IT OVER ON ITS SIDE, WHERE IT THEN SLID, BROKE THROUGH THE CONCRETE BARRIER, AND FINALLY CAME TO A REST. WITH THE CAB SUSPENDED OVER HARDEN. THE INITIAL DISPATCH WAS FOR TRUCK 11, MED THREE, ENGINE SIX, EMS ONE AND BATTALION TWO, MED 11 AND BATTALION 301, THEN SELF DISPATCHED SHORTLY AFTER. THE FIRST UNITS ON SCENE CALLED FOR TRUCK ONE AND RESCUE ONE, AND THEN MED ONE AND BATTALION ONE SELF DISPATCHED FOR ADDITIONAL RESCUE PERSONNEL PRIOR TO FACE TO FACE CONTACT WITH THE DRIVER OF THE VEHICLE. HE WAS CONTACTED VIA CELL PHONE BY THE INCIDENT SAFETY OFFICER, EXPLAINING EVERYTHING THAT WAS GOING TO HAPPEN BEFORE ANYBODY WAS ACTUALLY ABLE TO REACH HIM.

TRUCK 11 THEN MADE FACE TO FACE CONTACT USING THE AERIAL DEVICE TO DETERMINE THAT THE DRIVER WAS UNINJURED, WHICH THEN SET THE TONE FOR THE REMAINDER OF THE RESCUE. UNDERSTANDING THAT THE DRIVER WAS UNINJURED AND MAINTAINING HIS COMPOSURE GAVE US THE OPPORTUNITY TO SLOW DOWN AND ENSURE THAT EVERYTHING WAS BEING DONE SAFELY AND WITHOUT MISTAKES. UPON BATTALION ONE ARRIVAL, UNITS ON SCENE HAD TRUCK ONE AERIAL DEPLOYED BELOW FROM HARDIN AND THEN TRUCK 11 AERIAL DEPLOYED ABOVE FROM 121 ENGINE SIX TO THE FRAME OF THE TOW TRUCK AS AN INITIAL MEASURE TO SECURE IT, BUT HEAVY VEHICLE RESCUES TO STOP ANY NEGATIVE MOMENTUM OF THE VEHICLES INVOLVED. ASSIGNED TO THE RESCUE GROUP, WE FURTHER SECURED THE TOW TRUCK USING A GRIP HOIST TO RESCUE ONE AND NOW, WITH THE WEIGHT OF TWO FIRE APPARATUS, WE FELT VERY CONFIDENT IN THE SECURITY OF THE TOW TRUCK TO FROM GOING OVER THE EDGE ANY FURTHER. THE SUBJECT WAS REFUSING TO SELF EXTRICATE, STATING HE COULD NOT MOVE WITHOUT FALLING OUT OF THE TRUCK. THE WINDSHIELD WAS COMPROMISED, CRACKING FURTHER WITH EVERY MOVEMENT THAT HE MADE INSIDE. HE WAS HOLDING ON TO THE SHIFTER OF HIS TRUCK AND FELT THAT IF HE WERE TO LET GO, HE WOULD FALL OUT OF THE GLASS. FIREFIGHTER GUDE AND FIREFIGHTER GRAHAM WERE POSITIONED AT THE TIP OF TRUCK 11 TO MAKE CONTACT WITH THE DRIVER AND TALK HIM THROUGH GETTING SECURED TO A ROPE SYSTEM USING A CINCH COLLAR, AND ENSURE HIS SAFETY WHILE WE LOWERED HIM THROUGH THE CAB DOWN ONTO TRUCK ONE. ONCE THE SUBJECT WAS SECURED, FIREFIGHTER BENTLY ON TRUCK ONE LADDER BROKE THE PASSENGER SIDE WINDOW AND FIREFIGHTER GUDE LOWERED THE SUBJECT ONTO TRUCK ONE AERIAL DEVICE. FIREFIGHTER BENTLY THEN DISCONNECTED THE DRIVER FROM THE ROPE SYSTEM WHILE THE AERIAL WAS LOWERED TO THE GROUND, BRINGING THE TOW TRUCK DRIVER TO SAFETY. THE DRIVER REFUSED AMBULANCE TRANSPORT TO THE HOSPITAL AND WAS RELEASED TO GO HOME WITH MINOR CUTS TO HIS FACE. ONE WEEK LATER, THE DRIVER STOPPED BY THE STATION WITH HIS WIFE, HIS FOUR CHILDREN AND HIS BROTHER, A STARK REMINDER OF OUR WHY. EVENTS LIKE THIS DON'T HAPPEN EVERY DAY. PREPARATION UP TO THIS POINT WAS HYPOTHETICAL, TRYING OUR BEST TO SIMULATE AN EVENT OF THIS SCALE. WHILE ON SCENE, I REMEMBER A PROFOUND FEELING OF GRATITUDE FOR THE GENERATION OF FIREFIGHTERS BEFORE ME THAT STARTED THE TECHNICAL RESCUE PROGRAM, THE FORETHOUGHT OF THE NEW GENERATION OF LEADERSHIP IN THE PROGRAM THAT'S BEEN PUSHING TO ADD THESE DISCIPLINES AND EQUIPMENT TO OUR STAFF, STASH FOR OUR FIRE CHIEF AND CITY LEADERSHIP, WHO SUPPORTED THIS PROGRAM FOR THE COUNTLESS HOURS BY MY CREW TO PREPARE FOR AN EVENT LIKE THIS, OUR TEAM WAS PREPARED TO SUCCESSFULLY EXTRICATE THIS DRIVER BECAUSE OF THE THOUSANDS OF HOURS OF PREPARATION BEFOREHAND. WE HAVE A QUOTE IN THE FIRE SERVICE UNDER PRESSURE. YOU DON'T RISE TO THE OCCASION, YOU FALL TO THE LEVEL OF YOUR TRAINING. IT WAS MY FIRST TIME EVER ACTUALLY GOING TO THE SAMARITAN END, AND IT WAS A GREAT EXPERIENCE TO GET TO LEARN ABOUT.
