ISABEL JOINED THE AIR FORCE IN 2000 AND RETIRED FROM THE AIR NATIONAL GUARD IN 2021. DURING THE LENGTH OF ISABEL SERVICE, SHE WAS DEPLOYED TO THE MIDDLE EAST THREE TIMES AND LIVED IN THE MIDDLE EAST FOR ONE YEAR. THANK YOU MAYOR COUNCIL CITY MANAGER FOR AGAIN ALLOWING ME AN OPPORTUNITY TO COME AND BRAG ON THE FINE WORK THAT THE MEN AND WOMEN OF THE MCKINNEY POLICE DEPARTMENT DO ON A DAILY BASIS. BUT JUST A COUPLE OF INSTANCES I WANT TO HIGHLIGHT. I ALSO WANT TO THANK YOU FOR YOUR CONTINUED SUPPORT AND INVESTMENT INTO THE MCKINNEY POLICE DEPARTMENT, ESPECIALLY WITHIN ITS TECHNOLOGY NEEDS. I THINK BOTH OF THESE STORIES ARE GOING TO REALLY SHOW THE PAYOFF OF OF SOME OF THESE INVESTMENTS.

YOUNGSTOWN OFFICER SWANSON SO I WANT TO TELL YOU A STORY ABOUT OFFICER MATTHEW SWANSON. ON JUNE 9TH, 2025, AN 82 YEAR OLD FEMALE CAME TO THE PUBLIC SAFETY BUILDING TO REPORT A SCAM. SHE TOLD OFFICER SWANSON THAT SHE HAD BEEN SCAMMED OUT OF $40,000 IN CASH. THIS STARTED BACK ON MAY 21ST, WHEN SHE HAD FALLEN VICTIM TO WHAT APPEARED TO BE A PHISHING SCAM, AND WAS SOON CONTACTED BY A MAN CLAIMING THAT SHE WAS INVOLVED IN A FEDERAL INVESTIGATION. HE CONVINCED HER TO WITHDRAW $40,000 IN MALIK TO AN ADDRESS IN CALIFORNIA. HOWEVER, WHEN THE PACKAGE CAME BACK TO HER ON MAY 30TH, SHE CALLED THE SCAMMER AND TOLD HIM THAT THE PACKAGE HAD BEEN RETURNED. HE TOLD HER THAT SHE WOULD THEN NEED TO GIVE IT TO AN INDIVIDUAL WHO'S A SECRET SERVICE AGENT, AND HE WOULD BE COMING TO HER HOME. AND HE DID, AND SHE GAVE HIM THE MONEY. BUT WHEN THE MAN SHOWED UP AT THE DOOR AND RECEIVED THE MONEY, HER RING CAMERA CAPTURED THE VIDEO OF THE MAN AND HIS WHITE RANGE ROVER WITH BLACK WHEELS.

THE SCAMMERS KEPT PUSHING HER FOR MORE MONEY UNTIL SHE FINALLY GAVE IN AND CAME AND TALKED TO OFFICER SWANSON ON JUNE 9TH. SO ONLY HAVING A VIDEO CAPTURED OF THIS MAN AND A WHITE RANGE ROVER WITH BLACK WHEELS, NO LICENSE PLATE, NO YEAR MODEL. THAT'S WHEN OFFICER SWANSON BEGAN HIS INVESTIGATION, AND INSTEAD OF JUST FILING THE REPORT, HE SEARCHED BY FOR

NEARBY CAMERA FOOTAGE AND RAN THE VEHICLES, RAN VEHICLE CHECKS THROUGH FLOC AND NARROWED DOWN THE POSSIBLE SUSPECTS BASED ON TRAVEL PATTERNS AND THE OUT OF TOWN PLATES, HE TRACKED A RANGE ROVER REGISTERED IN HOUSTON THAT MATCHED THE TIMELINE AND HAD NEVER BEEN IN THE MCKINNEY AREA BEFORE. USING INVESTIGATIVE DATABASES, HE LINKED THE VEHICLE TO TWO MEN WHO MATCHED THE DESCRIPTION AND HAD TIES TO PAST SCAMS. THINGS CAME TO A HEAD ON JULY 11TH WHEN THE HUNTSVILLE POLICE DEPARTMENT PULLED OVER THIS SAME RANGE ROVER AND FOUND STOLEN MAIL AND OVER $45,000 IN CASH HIDDEN INSIDE THE VEHICLE.

ONCE ONE SUSPECT WAS ALREADY PART OF A MULTI-STATE FRAUD INVESTIGATION, AND THE OTHER HAD JUST BEEN INDICTED ON A FEDERAL MONEY LAUNDERING CASE. THANKS TO OFFICER SWANSON'S PERSISTENCE AND SMART USE OF TECHNOLOGY LIKE FLOCK, AKRON AND AXON, THESE HIGH LEVEL SCAMMERS WHO TARGET THE ELDERLY AND COUNTED ON NO ONE EVER CATCHING THEM, WERE FINALLY CAUGHT. SO JOB WELL DONE, OFFICERS. OUTSTANDING. THE NEXT STORY INVOLVES INVESTIGATOR FROMHOLD AND HE WAS A LITTLE RELUCTANT TO SHOW UP BECAUSE OF HIS HUMBLE NATURE. IT WAS AN ENTIRE TEAM EFFORT, BUT I TOLD HIM, WELL, SOME IT'S YOUR TURN IN THE BUCKET. SO HE'S GOING TO STAND HERE WHILE I READ THIS STORY. THE MCKINNEY POLICE DEPARTMENT BEGAN INVESTIGATING AN INTERFERENCE WITH CHILD CUSTODY CASE ON OCTOBER 15TH& 2025. THE CASE INVOLVED A BITTER, BITTER CUSTODY DISPUTE AND ALLEGATIONS OF CHILD ABUSE BETWEEN PARENTS OF A FIVE YEAR OLD CHILD. THE MOTHER WAS ORDERED TO APPEAR IN COURT ON OCTOBER 15TH BUT FAILED TO APPEAR. JUDGE MCCRAW ISSUED A TEMPORARY RESTRAINING ORDER AGAINST THE MOTHER, REQUIRING HER TO TURN OVER THE CHILD, CITING AN ONGOING RISK OF IMMEDIATE PHYSICAL AND MENTAL HARM TO THE CHILD. COLLIN COUNTY CONSTABLES WERE UNSUCCESSFUL IN TRYING TO LOCATE THE MOTHER AND CHILD AT THE LAST KNOWN RESIDENCE. INVESTIGATORS MADE NUMEROUS ATTEMPTS TO CONTACT THE MOTHER BY PHONE AND BY EMAIL, BUT SHE WAS DELIBERATELY CONCEALING HER WHEREABOUTS FROM THE COURTS AND FROM LAW ENFORCEMENT. ON OCTOBER 29TH, THE FELONY WARRANT ARREST WARRANT FOR INTERFERENCE WITH CHILD CUSTODY WAS ISSUED BY JUDGE WILLIS.

DETECTIVES REQUESTED THE ASSISTANCE OF THE MCKINNEY INTELLIGENCE UNIT IN LOCATING THE MOTHER AND CHILD WITHIN ONE WORKING DAY. DETECTIVE ERIC FROMHOLD LOCATED THE MOTHER AND CHILD IN WINONA, INDIANA, AFTER HE DEVELOPED INFORMATION USING LIVE PHONE PINGS AND THE NATIONAL FLOCK LICENSE PLATE DATABASE. THE MOTHER AND CHILD WERE LIVING WITH AN ELDERLY COUPLE OF UNKNOWN RELATION. THE SAME MORNING, DETECTIVE FROMHOLD COORDINATED WITH THE WINONA, INDIANA POLICE DEPARTMENT, WHO HOURS LATER HAD THE SUSPECT AND CHILD SAFELY IN CUSTODY. FATHER FLEW TO INDIANA AND WITH THE HELP OF LOCAL LAW ENFORCEMENT AND CHILD PROTECTIVE SERVICES, REUNITED THE FATHER AND CHILD. THE TEAM WORKED BETWEEN THE MCKINNEY POLICE UNITS AND OUT-OF-STATE PARTNERS HELPED BRING THIS CASE TO A SUCCESSFUL RESOLUTION. BUT IT WAS A RELENTLESS EFFORT AND INVESTIGATIVE TENACITY OF DETECTIVE FROMHOLD THAT WAS INSTRUMENTAL IN BRINGING ABOUT A SPEEDY AND SAFE RECOVERY OF THIS CHILD. SO JOB WELL DONE.

AND THEN I WOULD LIKE TO INVITE COUNCIL AND THE CITY MANAGER DOWN TO TAKE A PICTURE. HOWEVER, DETECTIVE FROMHOLD, DUE TO HIS UNDERCOVER CAPACITY, WILL HAVE TO STAND DOWN FROM HIS DEPUTY CHIEF FOR THE PHOTOGRAPH. YEAH.

IN THE CLOSE OF THE FISCAL YEAR ON SEPTEMBER 30TH. LOOKING AT THE OVERALL PROGRESS, WHEN WE CATEGORIZE THE OBJECTIVES BY EACH STRATEGY, WE SHOW 90% OR ABOVE PROGRESS IN EACH, AND THE STATUS FOR EACH IS ALSO IN THE DETAILED REPORT THAT IS ATTACHED TO THE AGENDA. AND HELP KEEP RESIDENTS SAFE AND HEALTHY. MCDKS INITIATIVE TO EXPLORE FUNDING SUPPORT FOR THE COMMUNITY LAND TRUST WAS PARTIALLY COMPLETED AT 50%, SINCE THE FUNDS FOR AFFORDABLE HOUSING CAN ONLY BE USED FOR RESIDENTS WHO EARN 60% OR LESS OF THE AREA'S MEDIAN INCOME. SO FOR FY 25, HOUSING AND COMMUNITY DEVELOPMENT HAD NOT FOUND ANY PROJECTS THAT MET THIS REQUIREMENT, BUT 1 MILLION IS BUDGETED IN THE NEXT FISCAL YEAR FOR THE SAME INITIATIVE.

GOING INTO SOME EXAMPLES FROM AIRPORT AND FINANCIALLY SOUND GOVERNMENT IN SUPPORT OF THE NEW AND EXISTING TENANTS, THE AIRPORT COMPLETED CONSTRUCTION OF A PERMANENT GENERAL AVIATION FEDERAL INSPECTION STATION FACILITY AND AN ADDITIONAL 40,000 SQUARE FOOT HANGAR.

EXPANSION. PARKS AND REC SUCCESSFULLY ACHIEVED AND SURPASSED THE MINIMUM COST RECOVERY OF 85% AT THE APEX CENTER IN. IN FISCAL YEAR 25. UNDER FINANCIAL SERVICES, BOTH MEDC AND MCDC FINALIZED THEIR FISCAL YEAR 26 BUDGETS, WHICH WERE ADOPTED BY THE COUNCIL ON SEPTEMBER 2ND. THEIR TEN YEAR PLANS WERE THEN UPDATED TO REFLECT THE APPROVED FISCAL YEAR 26 BUDGETS AND PROJECTED SALES TAX REVENUES. LASTLY, SOME HIGHLIGHTS FROM ECONOMIC GROWTH AND SAFE AND SECURE COMMUNITY. THE PERFORMING ARTS CENTER PRESENTED VARIOUS ARTS PROGRAMS THROUGHOUT THE FISCAL YEAR, ATTRACTING ATTENDEES FROM DIVERSE AUDIENCES. AN AVERAGE OF PRIORITY ONE CALL RESPONSE TIMES OF SIX MINUTES WAS MAINTAINED BY THE POLICE DEPARTMENT THROUGHOUT THE FISCAL YEAR, AND DESPITE THE INITIAL WEATHER AND LOGISTIC CHALLENGES, WHICH SLIGHTLY DELAYED THE CONSTRUCTION OF THE FIRE DEPARTMENT HEADQUARTERS FACILITY, THE PROJECT IS CONTINUING WITH STAFF RELOCATION PLAN FOR JANUARY OF 2026. YOU'LL BE PROUD TO KNOW HOW DIFFERENT DEPARTMENTS ACROSS THE CITY DEMONSTRATED EXCELLENCE IN DIFFERENT AREAS, AS SEEN ON THIS CHART, TO HIGHLIGHT A FEW, OUR DATA AND ANALYTICS DEPARTMENT COMPLETED THE FIRST TOTAL INVENTORY OF ALL DATA SOURCES IN THE CITY AND LAUNCHED IMPLEMENTATION OF AN ENTERPRISE DATA MANAGEMENT PLATFORM, SNOWFLAKE. OUR HR DEPARTMENT WORKED ON A PROVIDER CHANGE FOR THE 547 DEFERRED COMPENSATION PLAN. THE MOVE TO THE NEW VENDOR WAS MADE TO SIGNIFICANTLY REDUCE PARTICIPANT FEES, WHICH SAVED THE CITY THOUSANDS OF DOLLARS. INCIDENTALLY, THESE ARE ONLY HIGHLIGHTS. THERE WERE MANY MORE. ADDITIONALLY, THE TOTAL DOLLAR VALUE OF GRANTS RECEIVED OR MAINTAINED CITYWIDE IN FISCAL YEAR 25 WAS ABOUT 121 MILLION. THIS REPRESENTS ABOUT 13% OF THE 942 MILLION CITY BUDGET. ALSO, CITY OF MCKINNEY EARNED THE HIGHEST TRANSPARENCY AWARD FROM TEXAS COMPTROLLER.

TO SUPPORT THE MCKINNEY'S HIGH PERFORMANCE FRAMEWORK, WE LAUNCHED OUR NEW PERFORMANCE PUBLIC FACING PERFORMANCE DASHBOARD EARLIER THIS YEAR. THROUGH THIS DASHBOARD, WE NOW HAVE THE ABILITY TO CAPTURE DATA MORE EFFECTIVELY, TRACK OUR STRATEGIC GOALS AND OBJECTIVES, PROGRESS, EVALUATE MEASURES OF SUCCESS, DETERMINE AREAS FOR IMPROVEMENT, AND PROVIDE THE CITY WITH THE ABILITY TO MAKE BETTER EVIDENCE BASED DECISIONS. I'M GOING TO TOUCH ON WHEN IT TOOK EFFECT, WHY IT WAS UPDATED, HOW IT'S APPLIED, AND FINANCIAL IMPACTS. SO THE CURRENT ORDINANCE WAS ADOPTED IN OCTOBER OF 2022. JUST A QUICK HIGHLIGHT. IN SUMMARY, IT'S KIND OF THREE MAIN POINTS, THREE MAIN COMPONENTS OF THE ORDINANCE WITH THE PARKLAND DEDICATION, WHICH IS ASSESSED AT ONE ACRE, ONE ACRE OF PARKLAND REQUIRED FOR EVERY 37 RESIDENTIAL UNITS, THAT'S MULTIFAMILY AND SINGLE FAMILY.

AND THEN WE'VE INSTITUTED A PARK DEVELOPMENT FEE. AND THIS IS IN ADDITION TO PARKLAND DEDICATION. THIS IS $1,400 PER UNIT FOR ALL SINGLE FAMILY AND THEN 1600 PER UNIT FOR MULTIFAMILY. AND THEN WE'VE INCREASED OUR PARKLAND ZONES FROM 4 TO 7. THE PARKLAND ZONES ARE BASICALLY WHENEVER A DEVELOPMENT, WHEREVER THE DEVELOPMENT IS LOCATED, THE FEES THAT WE TAKE IN ARE DEPOSITED IN THAT CORRESPONDING GEOGRAPHIC ZONE. AND THEN JUST TOUCHING VERY QUICKLY ON THE PREVIOUS ORDINANCE, THE REALLY THE BIG THING IS THAT THERE WAS NO PARK DEVELOPMENT FEE. WE HAD FOUR ZONES, AND THE ACREAGE THAT WAS REQUIRED TO BE DEDICATED WAS ONE ACRE PER 50, AS OPPOSED TO NOW ONE ACRE PER 37. SO WHY DID WE UPDATE IT? THE PREVIOUS ORDINANCE HAD NOT BEEN REVIEWED OR UPDATED SINCE THE EARLY 2000. IT WAS VERY OUT OF DATE. IT LACKED SUPPORTING DOCUMENTATION FOR METHODOLOGY. ZONES WERE TOO LARGE, VARIED IN BOTH DEVELOPMENT PATTERNS AND NEEDS. THE ACTUAL COST TO MAINTAIN OUR LEVEL OF SERVICE HAD INCREASED. WE WANTED TO ALIGN THE DEVELOPER CONTRIBUTIONS WITH ACTUAL CONSTRUCTION COSTS AND NEEDS. WE NEED BETTER STANDARDS FOR CREDITS, AND IT WAS A NUMBER ONE GOAL OF THE 2017 PARKS MASTER PLAN. SO WHAT WE DID IS WE ENLISTED THE HELP OF DOCTOR JOHN CROMPTON FROM TEXAS A&M UNIVERSITY TO HELP US DRAFT THE ORDINANCE THAT WE HAVE, AND HE'S KIND OF WIDELY REGARDED AS THE EXPERT OF PARKLAND DEDICATION ACROSS TEXAS. SO HOW IT'S APPLIED, THIS IS JUST A VERY HIGH LEVEL VIEW OF THE ORDINANCE. SECOND COLUMN OR THE MIDDLE COLUMN. PARKLAND DEDICATION. I'LL JUST KIND OF WALK THROUGH THAT AND THEN TRANSFER OVER TO PARK DEVELOPMENT FEE. BUT SO FOR ALL SINGLE FAMILY MULTIFAMILY AGAIN ONE ACRE IS REQUIRED FOR EVERY 37 UNITS. AND THEN TRANSITIONING OVER TO PARK DEVELOPMENT FEE WHICH AGAIN IS IN ADDITION TO PARKLAND DEDICATION. AND WE WENT THROUGH AS WE WENT THROUGH THIS EXERCISE AND DRAFTING THE ORDINANCE. YOU KNOW, WE WENT THROUGH CALCULATIONS AND KIND OF, YOU KNOW, CAME UP WITH AN EMPIRICAL AMOUNT THAT WAS ADEQUATE TO BE OUR PARK DEVELOPMENT FEE, WHICH IT CAME OUT TO JUST A LITTLE OVER $1,900 PER UNIT FOR SINGLE FAMILY. SINCE THIS WAS A NEW FEE, WE KIND OF WANTED TO EASE INTO THE EASE IT INTO THE DEVELOPMENT COMMUNITY A LITTLE BIT AND NOT GET COMPLETE STICKER SHOCK. SO AT THE TIME, YOU KNOW, THE DEVELOPMENT COMMUNITY AND THE COUNCIL AT THE TIME, WE DECIDED TO START OFF WITH THE FIRST TWO YEARS WITH A 50% REDUCTION FOR SINGLE FAMILY, WHICH WAS $1,000 PER UNIT, AND THEN YEARS 24 AND 25, WE BUMP THAT UP TO ABOUT 37 OR 30% REDUCTION, WHICH IS 1400 PER UNIT, WHICH IS WHERE IT STILL STANDS TODAY. AND THEN MULTIFAMILY IS JUST A FLAT $1,600 PER UNIT, JUST A COUPLE OF OTHER POINTS IS THAT SINGLE FAMILY AND DUPLEX RESIDENTIAL UNITS ARE THE FEES ARE DUE AT TIME OF RECORDATION AND ALL OTHER SUCH AS MULTIFAMILY ARE DUE PRIOR TO ISSUANCE OF ANY BUILDING PERMITS. AND THEN VERY IMPORTANT, WANT TO POINT OUT THAT IN DETERMINING OUR FEE IN LIEU OF PARKLAND DEDICATION, IT IS BASED ON THE COLLIN CENTRAL APPRAISAL DISTRICTS PER ACRE LAND VALUATION, AND THAT IS THEN MULTIPLIED BY THE ACREAGE DUE. EXPANDING ON IT A LITTLE BIT MORE FOR PARKLAND DEDICATION. WE DO NOT HAVE ANY REDUCTIONS FOR SINGLE FAMILY OR MULTIFAMILY, BUT AS YOU TRANSITION INTO A MIXED USE STRUCTURE, WE DO PROVIDE A 25% DISCOUNT. AND THEN SENIOR AND AFFORDABLE HOUSING BOTH GET A 50% REDUCTION OFF THEIR PARKLAND DEDICATION REQUIREMENT.

PARK DEVELOPMENT FEES. WE DO PROVIDE CREDITS. SO FOR FOR EXAMPLE, IF A DEVELOPER WANTS TO BUILD THEIR OWN PLAYGROUND OR PAVILION OR TRAILS, SINGLE FAMILY AND MULTIFAMILY AND MIXED USE CAN ALL GET A 50% CREDIT. SENIORS AND INDEPENDENT LIVING AND AFFORDABLE HOUSING HOUSING DO NOT HAVE PARK DEVELOPMENT FEES. JUST A COUPLE OF OTHER THINGS TO POINT OUT.

WE DO HAVE A PROVISION IN THE ORDINANCE THAT THERE'S A LOT INVOLVED IN THE ORDINANCE. I'M JUST KIND OF HITTING THE HIGHLIGHTS, BUT IF A DEVELOPER CHOSE TO WANT TO BUILD THE PARK ON THE LAND THAT THEY DEDICATED, THEY DO HAVE THAT ABILITY. WE WOULD CREDIT THE PARK DEVELOPMENT FEES. THEY WOULD ENTER INTO A DEVELOPMENT AGREEMENT. SO THIS IS JUST ONE

OPTION TO KIND OF INCENTIVIZE, INCENTIVIZE THE DEVELOPER CONSTRUCTING THE IMPROVEMENTS.

AND THEN PARKLAND DEDICATION DOES NOT APPLY TO NON RESIDENTIAL DEVELOPMENTS. AND WE DO NOT COLLECT PARKLAND FEES IN THE MCKINNEY TOWN CENTER DISTRICT. MOVING ON TO FINANCIAL IMPACTS. THIS SLIDE IS VERY BUSY AND I APOLOGIZE FOR THAT. BUT I'LL KIND OF WALK YOU THROUGH. AND WHAT THIS IS REALLY DOING IS JUST SHOWING HOW HOW OUR ORDINANCE BREAKS DOWN ON A PER LOT BASIS. SO FOR EXAMPLE, HIDDEN LAKES, IT IS A SINGLE FAMILY DEVELOPMENT ON THE WEST SIDE OF CUSTER. THREE ACRES OF PARKLAND GIVE OR TAKE, IS DUE. MULTIPLY THAT BY THE KCAT VALUE PER ACRE VALUE. YOU GET YOUR 688,000, AND THAT BREAKS OUT TO ABOUT $4,300 PER LOT. CONVERSELY, IF THEY FELL UNDER THE NEW ORDINANCE, THEY WOULD HAVE THAT PARK DEVELOPMENT FEE AND A HIGHER CALCULATION FEE ON TOP OF THAT. SO THAT WOULD COME OUT TO ABOUT 7286 PER LOT MOVING INTO A DIFFERENT GEOGRAPHICAL ZONE, CITY PARK PLACE. THIS IS AGAIN UNDER THE PREVIOUS PREVIOUS ORDINANCE. IT'S A TOWNHOME DEVELOPMENT LOCATED IN THE SOUTHERN SECTOR OF THE CITY THAT BASED UPON MUCH HIGHER VALUES. SO THEIR PER UNIT COST, IF YOU WILL, BREAKS OUT TO ABOUT $8,700 PER LOT. IF FALLING UNDER THE NEW ORDINANCE, IT WOULD BE ABOUT 1300. WE'VE GOT A LOT OF INFILL DEVELOPMENT OCCURRING, ESPECIALLY IN THIS AREA, YOU KNOW, AND THIS IS THE LAST TWO DEAL WITH INFILL DEVELOPMENTS. AND IT KIND OF SHOWS THE DIFFERENCE, IF YOU WILL, IN THE FEE BREAKDOWN FEES, FEE BREAKDOWNS. THE VALUES ARE FAIRLY HIGH OVER IN THE SIDE OF THE CITY. SO FOR EXAMPLE, MAKING TWO CREATED TWO NEW LOTS THERE PER LOT FEE IS ABOUT $1,700 PER LOT. WHERE IS MAKING TWO? YOU KNOW I CAN GET THAT INFORMATION TO YOU.
