NEXT ITEM IS 20 5-3458. CONSIDER DISCUSS ACT ON APPROVING TOURS ONE FUNDING FOR THE DESIGN PHASE OF MCKINNEY DOWNTOWN FIRE SPRINKLER PROJECT. GOOD EVENING. MEMBERS OF THE BOARD. BARRY SHELTON, ASSISTANT CITY MANAGER. THIS ITEM IS A REQUEST FOR FUNDING FOR THE DESIGN PHASE FOR THE DOWNTOWN FIRE SUPPRESSION PROJECT. JUST HAVE A FEW SLIDES I'LL GO THROUGH VERY QUICKLY, AND THEN I'LL BE HAPPY TO ANSWER QUESTIONS THE BOARD MEMBERS MAY HAVE, AS I PRESENTED PREVIOUSLY, THE DESIRED OUTCOME FOR THIS PROJECT. NUMBER ONE IS, YOU KNOW, A BASIC 100% FIRE COVERAGE WITH FIRE ALARMS AND FIRE SPRINKLERS WITHIN THE DESIGN STUDY AREA. WE WANT TO KEEP STAKEHOLDER BUY IN THROUGHOUT, BECAUSE THAT'S GOING TO BE NECESSARY AS WE MOVE TOWARDS CONSTRUCTION, ULTIMATELY PRESERVING OUR HISTORIC BUILDINGS AND PRESERVING THE ECONOMIC IMPACT AND THE CULTURAL AND TOURISM IMPACT OF OUR DOWNTOWN DISTRICT. PUT THIS SLIDE ON HERE. THIS IS OUR EXISTING CONDITION SLIDE.

YOU CAN SEE THOSE IN RED. ARE THOSE BUILDINGS WITHOUT CURRENT FIRE SUPPRESSION SYSTEMS. THE ORANGE BOX ON THE SCREEN WOULD BE OUR NINE BLOCK STUDY AREA THAT INCORPORATES THE MAJORITY OF THE URBAN DEVELOPMENT PATTERN AROUND OUR SQUARE. AND SO THAT WOULD BE THE NINE BLOCKS THAT ARE BEING STUDIED FOR THIS PURPOSE. JUST FOR YOUR INFORMATION, WE DID HAVE AN RFQ WHERE WE PUT IT ON THE STREET FOR PROFESSIONAL SERVICES ASSOCIATED WITH THE PLANNING, DESIGN AND CONSTRUCTION OF THIS PROJECT. THE DEADLINE WAS IN MAY OF THIS YEAR, AND WE'VE WE HAD TWO RESPONDENTS OF WHICH READ FIRE PROTECTION ENGINEERING WAS SELECTED. AND WE'VE BEEN WORKING WITH THEM SINCE THAT TIME TO DEVELOP A SCOPE. AND ALONG WITH THE SCOPE, A COST FOR SERVICES, WE HAVE THAT READY. NOW, THE CONTRACT FOR THIS PHASE WITH FIRE READ FIRE PROTECTION ENGINEERING IS FOR $420,775. THE BOARD IS BEING ASKED TONIGHT TO APPROVE FUNDING FOR THAT. AND THERE ARE AGENDA ITEMS ON THE CITY COUNCIL AGENDA TONIGHT. THE FIRST IS A CONTRACT THAT IS A AUTHOR. IT'S A RESOLUTION AUTHORIZING THE CITY MANAGER'S SIGNATURE ON THIS CONTRACT WITH READ. AND THEN THE OTHER IS A BUDGET AMENDMENT ORDINANCE THAT WOULD MOVE THE FUNDS INTO THE PROJECT SO THAT WE CAN WE CAN PAY FOR THOSE INVOICES. I'M GOING TO STOP ON THIS SLIDE FOR A LITTLE BIT TO KIND OF WALK THROUGH THE PHASES OF THE PROJECT. THE VERY FIRST PHASE IS THE DATA COLLECTION PHASE. SO WHEN WE'RE LOOKING AT THE SCOPE OF THE NINE NINE BLOCKS IN DOWNTOWN, IT'S 104 SEPARATE BUSINESSES AND JUST UNDER 500,000FT■!S OF BUILDING SPACE.N ORDER TO DESIGN OPTIONS, WE NEED TO HAVE AS BUILT PLANS, FLOOR PLANS, REFLECTED CEILING PLANS, WALL STRUCTURES, THE WHOLE NINE YARDS. AND THE PROPOSAL IS TO BRING IN A FIRM THAT'S GOING TO USE LIDAR TO GO THROUGH ALL OF THOSE SPACES, TO BE ABLE TO MAP THAT VERY, I GUESS, NON-OBTRUSIVE INTRUSIVE. SO THEY'LL BE ABLE TO GO THROUGH AND USE THE LIDAR. AND FROM THAT THEY'LL DEVELOP THE AS BUILT PLAN. SO NOT ONLY WILL IT HELP US WITH THIS PROJECT, BUT THEN WE'LL HAVE A GOOD SET OF AS BUILT PLANS FOR OUR ENTIRE STUDY AREA AS WE MOVE FORWARD. THAT AS BUILT DOCUMENTATION, THEY WILL TAKE THOSE AND DEVELOP THOSE PLANS THAT WOULD ALLOW OUR OUR DESIGN FIRM TO GO FORWARD AND DESIGN THE FIRE SUPPRESSION SYSTEMS. WHAT THEY ARE GOING TO DO IS GIVE US SCHEMATIC DESIGNS, INCLUDING SCOPE, DOCUMENTS, DRAWINGS, DETAILS, AS WELL AS BUDGETARY COST ESTIMATES FOR EACH BLOCK. AND THEY WILL GIVE US OPTIONS. SO THEY'RE GOING TO LOOK AT EACH BLOCK AND COME UP WITH MULTIPLE OPTIONS ON WHERE THE RISER ROOM IS LOCATED, WHERE THE THE MAIN TRANSMISSION LINES WOULD BE LOCATED. SO THAT WE CAN LOOK AT COSTS, WE CAN LOOK AT IMPACT ON THE BUILDINGS,

AND THEN WE CAN WORK WITH THE BLOCK PROPERTY OWNERS AND SHOP OWNERS TO MAKE SURE WE COME UP WITH A PLAN THAT WORKS FOR EVERYBODY. WITH THAT BEING SAID, THEY ARE PROPOSING THIS DESIGN PROCESS TO TAKE 9 TO 10 MONTHS, SO THE MAJORITY OF 2026 WILL BE SPENT IN THIS PHASE. BUT WHAT WE HOPE TO DO IS GET SOME BLOCKS, KIND OF SOME EARLY WINS WHERE WE CAN GET SOME DESIGNS COMPLETED IN ADVANCE SO WE CAN MOVE FORWARD WITH CONSTRUCTION. ONCE WE GET TO THE CONSTRUCTION PHASE, AND WE ARE READY TO MOVE FORWARD WITH ONE OF THOSE BLOCKS, WE'LL BE BACK AND FORTH IN FRONT OF THE BOARD WITH THOSE BUDGETARY COST ESTIMATES, SO WE'LL KNOW WHAT THE FIRST BLOCK IS ANTICIPATED TO COST, BUT ALSO ALL THE OTHER BLOCKS, SO THAT THE BOARD WILL KNOW WHAT THE OVERALL BUDGET IS GOING TO BE AT THAT TIME. WITH THAT BEING SAID, I CAN GO BACK TO ANY OF THE SLIDES, BUT I'M HAPPY TO ANSWER ANY QUESTIONS THE BOARD MAY HAVE TONIGHT.

MOTION PASSES. NEXT ITEM IS 25 3459. CONSIDER. DISCUSS. ACT ON A REQUEST FOR TOURS ONE FUNDING FOR A SMALL AREA PLAN ALONG STATE HIGHWAY FIVE. THANK YOU. BOARD. MY NAME IS HALEY ANGEL, PLANNING MANAGER. I DID PRESENT SOME OF THIS BACKGROUND INFORMATION TO COUNCIL, SO I'LL TRY TO REALLY FOCUS IN ON THE CRUX OF THE ARGUMENT, AS WELL AS HOW THAT RELATES BACK TO THE TOURS BOARD. SO THE REQUEST TODAY IS FOR A SMALL AREA PLAN TO LOOK AT LAND USES AND DEVELOPMENT ALONG STATE HIGHWAY FIVE. I'LL GO OVER A LITTLE BIT OF HISTORY AND CONTEXT, SOME POTENTIAL SCOPE TO GIVE YOU AN IDEA OF WHAT THE BUDGETED AMOUNT WOULD AFFORD YOU, AND AGAIN, BRING IT BACK TO TOURS NUMBER ONE. SO THE OVERALL GOAL IS TO CREATE A COHESIVE, COMMUNITY DRIVEN VISION FOR REDEVELOPMENT ALONG THE STATE HIGHWAY FIVE CORRIDOR. THERE ARE UNIQUE DEVELOPMENT CHALLENGES AND OPPORTUNITIES ALONG THIS CORRIDOR THAT REQUIRE A MORE STUDIED LOOK IN ORDER TO ENSURE THAT WE'RE ADDRESSING THOSE CONCERNS. A PLAN CAN ALSO HELP US GUIDE IMPLEMENTATION EFFORTS, WHICH IS WHERE I REALLY THINK THIS TIES BACK TO THE TOURS IS HELPING DIRECT US TO SAY WHAT SHOULD BE THE NEXT STEP TO ACHIEVE THIS VISION AND ENCOURAGE REDEVELOPMENT. AND IT CAN ALSO PROVIDE SOME ADDITIONAL INFORMATION FOR THE TOURS BOARD AS YOU ALL EVALUATE PROJECTS ACROSS THE AREA. STAFF IS REQUESTING UP TO $300,000 FOR THIS REQUEST. PREVIOUS PLANS AND STUDIES IN THE AREA.

THE TOWN CENTER STUDY WAS A VISIONING PROJECT THAT TOOK PLACE IN WAS ADOPTED IN 2008 AND EVENTUALLY LED TO THE CREATION OF THE MCKINNEY TOWN CENTER FORM BASED ZONING DISTRICT. IT ALSO INFORMS THE TOURS NUMBER ONE PROJECT PLAN. ULTIMATELY, IN 2018, SOME OF THAT INFORMATION WAS MOVED INTO OUR COMPREHENSIVE PLAN, WHICH DOES RECOMMEND THE CONSIDERATION OF A SPECIFIC DEVELOPMENT CODE ALONG STATE HIGHWAY FIVE, JUST GIVEN THE VARIETY OF STAKEHOLDERS ALONG THAT CORRIDOR, STAFF THINKS THAT THE EQUATION OF HAVING THE PLAN TO TALK ABOUT THE VISION OF REDEVELOPMENT BEFORE MOVING FORWARD WITH A SPECIFIC CODE SETS US UP FOR BETTER SUCCESS. AND WE'VE SEEN THAT EXECUTION BEFORE. WE WOULD PROPOSE JUST GENERALLY RIGHT NOW, THAT THE AREA WOULD BE NORTH AND SOUTH OF THE MCKINNEY TOWN CENTER ZONING DISTRICT, AND THE DEVELOPMENT PATTERN WITHIN THAT AREA IS SO SPECIFIC TO THAT CODE AT THIS POINT, AND THAT WE DO THINK THAT THAT WARRANTS ITS OWN SEPARATE LOOK, BECAUSE YOU'VE GOT MORE TRADITIONAL DEVELOPMENT TO THE NORTH AND SOUTH OF THAT. SO THOSE ARE GOING TO FACE DIFFERENT CHALLENGES WHEN IT COMES TO DEVELOPMENT AND DIFFERENT EXPECTATIONS THAT COULD CHANGE AS YOU BRING A CONSULTANT ON BOARD AND ACTUALLY START TO ENGAGE WITH THE STAKEHOLDERS. BUT RIGHT NOW THAT IS WHAT WE ARE LOOKING AT. AGAIN, THE BENEFIT OF HAVING A CONSULTANT ON BOARD IS TO BE ABLE TO HELP US REACH OUT TO ALL OF THOSE STAKEHOLDERS, HAVE A DIVERSE STEERING COMMITTEE, PULL FROM OTHER PLACES THAT HAVE DONE SIMILAR THINGS TO HELP US HAVE A REALLY WELL-ROUNDED VISION AND IMPLEMENTATION PLAN.

GENERALLY. COMPONENTS. YOU'RE OF COURSE GOING TO HAVE AN EXISTING CONDITIONS REPORT. WE WANT TO KNOW WHAT'S GOING ON THERE. NOW. IT COULD INCLUDE A MARKET ASSESSMENT A REDEVELOPMENT ANALYSIS. SO UNDERSTANDING PERHAPS WHICH PARCELS ARE MORE RIPE FOR REDEVELOPMENT AND SHOULD BE TARGETED FIRST. AND AT THE CORE OF EVERYTHING IS GOING TO BE THAT COMMUNITY ENGAGEMENT. IT DOES LIVE IN THE MIDDLE OF THIS, BUT IT HAPPENS ALL THROUGHOUT THE PROCESS, CONTINUALLY GOING BACK TO THE COMMUNITY TO SAY, DOES THIS VISION MAKE SENSE? AND ULTIMATELY, DOES THIS IMPLEMENTATION PLAN HELP GET US TO WHERE WE NEED TO BE? I THINK YOU ALL KNOW THIS WELL, BUT YOU KNOW, WE ARE LOOKING TO BRING ON A CONSULTANT. AND SO THERE IS AN OVERALL BIDDING PROCESS WHERE WE WOULD GO OUT TO THE PUBLIC AND SAY, ANYBODY WHO'S QUALIFIED CAN APPLY AND GO THROUGH A PROCESS TO ACTUALLY DETERMINE WHICH CONSULTANT WE WOULD BRING ON BOARD, AND THEY WOULD HELP US ALL THE WAY THROUGH PLAN ADOPTION. AND AFTER THAT POINT, STAFF WOULD ALSO HELP TAKE UP IMPLEMENTING THE IMPLEMENTATION SCHEDULE. I TALKED ABOUT POSSIBLE OUTCOMES AT THE COUNCIL WORK SESSION, THE ONES THAT I'LL HIGHLIGHT HERE AGAIN, THAT COMMUNITY VISION THAT GAVE US A GREAT FORMULA FROM THE TOWN CENTER STUDY CATALYST SITES CAN BE REALLY IMPORTANT BECAUSE THEY HELP US IDENTIFY THOSE PRIME AREAS FIRST, AND A POTENTIAL OF WHAT THAT DEVELOPMENT COULD LOOK LIKE. AND OF COURSE, DEVELOPMENT STANDARDS. IT ALSO CAN INCLUDE EXPANDED FUNDING MECHANISMS. SO AS PROJECTS COME THROUGH, ARE THERE WAYS WE CAN GET ECONOMIES OF SCALE WITH OTHER FUNDING MECHANISMS TO HELP BRING THEM TO THE FINISH LINE, IN ADDITION TO TOURIST FUNDS, BUT ALSO OUTSIDE FUNDS? I THINK THE CORE PIECE THAT COMES BACK TO TOURS IS THAT REDEVELOPMENT IN THE TOURS HELPS THE TOURS, AND SO YOU ALL NEED MORE INFORMATION TO HELP MAKE SOME OF THOSE DECISIONS.

WE ALL WANT IT TO BE COMMUNITY DRIVEN, AND SO THE PLAN HELPS ACHIEVE ALL OF THOSE THINGS. SO THAT WAY WE HAVE SOMETHING MORE CONCRETE TO FOCUS ON WHEN IT COMES TO ACTUAL IMPLEMENTATION.

AGAIN, YOU KNOW, PLACEMAKING EFFORTS IS ALSO PART OF THAT. SO WHEN WE HAVE PUBLIC PROJECTS THAT COULD BE CONSIDERED IN THIS AS WELL, LET'S SEE, STAFF IS REQUESTING UP TO $300,000 TO GENERALLY INCLUDE BRINGING THAT CONSULTANT ON BOARD TO GO THROUGH THE PROCESS. THIS WILL REQUIRE A BUDGET AMENDMENT. WE WILL HAVE THAT TEED UP FOR THE NEXT COUNCIL MEETING. SO NOT NECESSARILY TONIGHT. WE'RE NOT AT A POINT WHERE WE'VE PUT OUT AN RFQ FOR THIS PROCESS. WE WANTED TO BE SURE THAT THAT WAS THE RIGHT DIRECTION AND WE HAD FUNDING FIRST. SO WE'RE NOT NECESSARILY IN A RUSH TO GET THAT PIECE ACROSS THE FINISH LINE.
