SOME OF THE PROGRAMS THAT WE WANT TO BE ABLE TO HIGHLIGHT SHOWS YOU PUBLIC SERVICES, INCLUDING CASA HOPE STORE, WHERE WE ARE ASSISTING THOSE THAT ARE IMPACTED BY DOMESTIC VIOLENCE, MEALS ON WHEELS AND ALSO SAMARITAN IN FOR CASE MANAGEMENT SUPPORT FOR OUR CDBG PROGRAM. WE USE IT FOR HOUSING AND WITH OUR COMMUNITY DEVELOPMENT BLOCK GRANT FOR SMALL EMERGENCY OR SUBSTANTIAL REPAIRS. AND THEN WE ALSO HAVE OUR HOME PROGRAM IN WHICH WE UTILIZE THOSE FUNDS. AND THIS IS THE SECOND YEAR THAT WE CURRENTLY HAVE THOSE FUNDS. BUT LAST YEAR WAS THE FIRST TIME THAT WE HAD THOSE FUNDS. WE USED IT FOR TENANT BASED RENTAL ASSISTANCE. GRANT ADMINISTRATION IS DATA COLLECTION, MONITORING, PUBLIC EDUCATION, ALL OF THE THINGS THAT WE NEED TO ENSURE THAT WE'RE MEETING COMPLIANCE, BUT ALSO TO EDUCATE OUR PROGRAMS TO THE PUBLIC. ANY UNUSED FUNDS THAT WE HAVE IS NOT LOST. WE ARE ABLE TO REALLOCATE THAT BACK INTO THE CDBG PROGRAM FOR THE FOLLOWING YEAR. AND THIS IS ALSO THE SAME WHEN WE DO THAT FOR OUR HOME PROGRAM AS WELL. IN ADDITION TO THAT, WE ALSO THANK COUNCIL BECAUSE WE'RE ABLE TO LEVERAGE THOSE FUNDS WITH OUR LOCAL FUNDS OF THE COMMUNITY SUPPORT GRANT, WHERE WE HAVE ALLOCATED APPROXIMATELY $330,000 FOR THOSE FUNDS. WE SAY APPROXIMATELY BECAUSE WE KNOW THAT THAT IS SUBJECT TO CHANGE, AND WE ALSO SHARE WITH THE PUBLIC THAT THESE ARE NOT FUNDS THAT ARE LEVERAGED DIRECTLY BECAUSE WE ARE NOT GOING OVER OUR PUBLIC SERVICES CAP. AND THESE FUNDS UNDER OUR COMMUNITY SUPPORT GRANT, ARE ABLE TO BE USED FOR ALL MCKINNEY RESIDENTS, NOT JUST LOW INCOME PERSONS. THESE ARE SOME OF THE ACCOMPLISHMENTS THAT WE HAVE HAD OVER THE YEAR. WE HAD AN OPPORTUNITY DURING OUR COMMUNITY DEVELOPMENT WEEK, WHERE WE WERE ABLE TO HAVE OVER 2000 IMPRESSIONS IN SOCIAL MEDIA. WE WERE ABLE TO REACH 450 PERSONS. TO LEARN MORE ABOUT OUR HUD PROGRAMS, WE PROVIDED TEN HOUSEHOLDS WITH ASSISTANCE FOR OVER TWO YEAR PERIOD, PREDOMINANTLY OUR SENIOR CITIZENS, TO BE ABLE TO ENSURE THAT THEY WOULD NOT BE HOMELESS. WE CONTINUED OUR PARTNERSHIP WITH THE COUNTY AND ALSO OTHER CITIES IN DIFFERENT PROJECTS FOR COMMUNITY SERVICES, AND WE HAD A VARIETY OF ENGAGEMENTS THROUGH THE PUBLIC ALL THROUGHOUT THE YEAR, WHETHER IT WAS ON HOMELESSNESS OR WHETHER IT WAS ON IMPACT OF HOW WE SHOULD BE USING OUR FUNDS THROUGH THE CONSOLIDATED GRANT UNDER OUR CONTINUUM OF CARE, WHICH IS REALLY FOCUSED ON THE IMPACT OF HOMELESSNESS, WE WERE ABLE TO IMPACT OUR POINT IN TIME COUNT. WE INITIATED ALSO, AS YOU KNOW, OUR SOAR PROGRAM WHERE WE'RE DOING STREET OUTREACH, AND WE ALSO HAD PUBLIC EDUCATION, WHERE WE HAD OUR HAVE A HEART GIVE SMART CAMPAIGN. AND OF COURSE OUR HOUSING REHAB PROGRAM. WE ASSISTED SEVEN ELDERLY AND DISABLED HOMEOWNERS WITH EMERGENCY, MINOR OR MAJOR REPAIRS. BUT WE ALSO HAD AN OPPORTUNITY TO CREATE JOB CREATION THROUGH OUR GENERAL CONTRACTORS. EVERYTHING THAT WE DO FOCUSES ON QUALITY OF LIFE, AND WE'RE VERY HAPPY TO BE ABLE TO CONTINUE THAT PROGRAM AND OUR PARTNERSHIP WITH HUD. IN TERMS OF COMMUNITY ENGAGEMENT, WE HAVE OUR LOVE MCKINNEY CELEBRATION, OUR FAITH FORWARD INITIATIVE, CONSOLIDATED GRANT APPLICATION PROCESS, MCKINNEY FRONT PORCH. THESE ARE SOME OF THE IMPACTS THAT WE HAVE WHERE YOU CAN ALSO SEE IT'S NOT JUST ABOUT OUR HUD PROGRAMS, BUT EVERYTHING THAT THE CITY IS DOING AS IT RELATES TO HOUSING AND COMMUNITY DEVELOPMENT. THESE ARE SHOWING YOU SOME OF THE CONNECTIONS THAT WE'VE HAD OVER THE YEARS, INCLUDING OUR NATIONAL COMMUNITY DEVELOPMENT WEEK. SLOW IT DOWN NOT ONLY FOR US, BUT THIS IS ALSO AN ENTRANCE THAT'S USED VERY HEAVILY FOR THE BONNY DOG PARK. SO THAT HELPS KIND OF MITIGATE SOME OF THE TRAFFIC RISK THERE AS WELL. AND AGAIN, JUST SHOWING YOU THIS, WE DO HAVE 15 CAR DRIVE THROUGH STACKING STORAGE ON SITE. SO WE CAN HOLD QUITE A FEW CARS WITHOUT HAVING ANY ISSUE WITH THEM GOING INTO THE THE FIRE LANES OR EVEN INTO THE ROAD. THERE'S NO ISSUE THERE. AND THEN WE ALSO HAVE THE DECELERATION LANE ADDED. WE ADDED ALSO UP IN THE UPPER KIND OF THE LEFT CORNER THERE. WE ADDED THAT ADDITIONAL ENTRANCE EXIT TO SHOW HOW WE WOULD ROUTE THE TRAFFIC DOWN, AND THEN OVER INTO VIRGINIA. SO AS WE LEFT IT LAST, WE ASKED FOR TIME TO GO BACK AND REALLY KIND OF LOOK AT SOME DIFFERENT OPTIONS. I KNOW THAT THERE WAS MENTIONED IN THE LAST MEETING OF POTENTIALLY DOING A PORK CHOP AS WHAT WE CALL IT, WHERE WE KILL THE THE RESTRICTING THE MOVEMENT OF THE LEFT TURN OUT OF THE PARKING LOT INTO VIRGINIA. AND SO I WANT TO TALK ABOUT WHAT KIND OF CAME OF THOSE CONVERSATIONS. SO WE HAD A LOT OF CONVERSATIONS. WE MET WITH THE ENGINEERING STAFF OF THE CITY. WE MET WITH TRAFFIC ENGINEERS AT KIMLEY-HORN WHO ARE OUR ENGINEER OF RECORD, AND WE TALKED WITH JUST VARIOUS STAKEHOLDERS IN THE PROJECT, MEANING THE LANDOWNER, AND THEN THEY HAD SOME REPRESENTATION ALSO FROM THE ADDITIONAL TENANTS IN THE SPACE. SO YOU'VE GOT YOUR WALMART THERE AND SOME ADDITIONAL RETAIL. SO THE OVERALL FEELING WAS THAT AS MUCH AS THIS SEEMS LIKE IT WOULD BE SOMETHING THAT WOULD HELP, IT ACTUALLY WOULDN'T. BECAUSE WHAT HAPPENS IS WHENEVER YOU RESTRICT MOVEMENTS, IT TYPICALLY CONSOLIDATES THE TRAFFIC ELSEWHERE. AND SO WHAT IT DOES IS IT ACTUALLY CREATES BOTTLENECKS AND PROBLEMS AT ADDITIONAL POINTS. IT DOESN'T ACTUALLY SOLVE FOR WHAT WE WERE TRYING TO SOLVE FOR HERE. OUR TRAFFIC ENGINEER WENT ON RECORD, WHICH I DO HAVE THE EMAIL IF NEEDED, THAT WE WOULD NOT BE EXPECTED TO PROVIDE A NET BENEFIT AND WE COULD ACTUALLY SHIFT TRAFFIC TO OTHER DRIVEWAYS AND INTERSECTIONS. SO WE WOULD JUST BE MOVING THE PROBLEM. AND THEN THE MEDIAN SPACE OPENING RELATIVE TO VIRGINIA AND HARDEN IS APPROPRIATE. SO BASICALLY THE SPACING BETWEEN THE MEDIAN AND THE VIRGINIA AND HARDEN INTERSECTION IS APPROPRIATE FOR WHERE IT'S LOCATED CURRENTLY. AND THE EASTBOUND TURN LANE PROVIDES SUBSTANTIAL STORAGE NOT ONLY BECAUSE OF THE FIRE LANE, BUT ALSO BECAUSE OF THE BODY DOG PARK. SO WE HAVE SIGNIFICANT STORAGE THERE. SO THERE'S NOT AN ISSUE OF PEOPLE STACKING UP AND CAUSING ISSUES ELSEWHERE. IF THEY NEED TO MAKE THAT LEFT TURN, THEY'VE GOT PLENTY OF TIME AND PLENTY OF ABILITY TO DO SO. ANOTHER THING WE DISCUSSED, AND WE WERE KIND OF CALLING IT THE NUCLEAR OPTION BECAUSE WE ALL HATED IT. BUT WAS THE IDEA OF CLOSING THE CROSS ACCESS WITH THE PARK? AND WHAT WE WERE TOLD BY THE ENGINEERING STAFF IS THAT THEY ACTUALLY ALREADY WORKED WITH PARKS AND THEY GOT THAT DONE. SO THAT'S ACTUALLY ALREADY BEEN DONE ON SITE, JUST BECAUSE THAT WAS SOMETHING THAT NEEDED TO BE DONE. SO I DID WANT TO TALK A LITTLE BIT ABOUT THE ZONING AS WELL. THE MCDONALD'S TENDS TO HAVE MORE EVENING BUSINESS, WHICH, YOU KNOW, FOR DINNERS AND THINGS LIKE THAT. AND SO YOU KIND OF SEE A 50 OVER 50 SPLIT ON THE DAY. BUT IF YOU LOOK AT THE AT THE INFORMATION SHOWN HERE, A COFFEE SHOP IS GOING TO ACTUALLY GENERATE LARGER NUMBER OF INBOUND TRIPS AND DAILY TRIPS THAN WHAT WE ARE SEEING WITH THE MCDONALD'S ON THE GO. AS THIS ITEM HAS COME UP A COUPLE TIMES DURING THE DIFFERENT OVER THE LIFE OF THE PROJECT, WE HAVE GONE OUT AND TRIED TO IMPROVE THE SITE VISIBILITY AROUND THE CURVE. PROBABLY TEN VEHICLES MADE THE MOVER IN THAT 30 MINUTES. SO ONE OF THE CHALLENGES WE HAVE AS A COMMUNITY IS DRIVING ON OUR ROADS. PEOPLE CAN PICK WHATEVER SPEED THEY WANT. WE HAVE A POSTED SPEED LIMIT. I BELIEVE IT'S 45 OUT THERE. AND I WOULD FAIR TO SAY THAT PEOPLE PROBABLY DRIVE IN EXCESS OF THAT, ESPECIALLY WHEN LOWER VOLUME PERIODS WHEN IT'S A WIDE OPEN THREE LANES, PEOPLE WILL DRIVE FASTER.
