IT'S 3:02 P.M. WELCOME TO THE CITY OF MCKINNEY CITY COUNCIL WORK SESSION. IT'S TUESDAY,

[Recognition of the Firefighters Deployed to the Central Texas Floods]

JANUARY THE 20TH, 3 P.M. WE'LL START OUR WORK SESSION. CALL THE MEETING TO ORDER. FIRST ITEM IS 26002 FOR RECOGNITION OF THE FIREFIGHTERS DEPLOYED TO THE CENTRAL TEXAS FLOODS. CHIEF DOW. SO, MAYOR, MEMBERS OF CITY COUNCIL. THIS IS ONE OF THE FAVORITE OCCASIONS FOR ME. I GET TO BRAG ON SOME OF OUR OUTSTANDING FIREFIGHTERS. SO TAKING A FEW MINUTES TO RECOGNIZE SEVERAL OF OUR MEMBERS FOR THEIR EXTRAORDINARY SERVICE DURING THE TRAGIC FLOODING THAT STRUCK THE HILL COUNTRY OF CENTRAL TEXAS THIS PAST SUMMER, SEVERAL OF OUR MEMBERS WERE DEPLOYED SERVED AS PART OF TEXAS TASK FORCE TWO, WHICH IS A HIGHLY TRAINED URBAN SEARCH AND RESCUE TEAM TASK FORCE MEMBERS THAT ARE SELECTED THROUGH A SPONSORING AGENCY, OUR DEPARTMENT, AND COMPLETE RIGOROUS SAFETY AND MEDICAL REQUIREMENTS, AS WELL AS ADVANCED TECHNICAL RESCUE SKILLS. THEY MAINTAIN READINESS THROUGH REGULAR DRILLS, EXERCISES, CONTINUING EDUCATION, AND ADDITIONAL QUALIFICATIONS FOR THEIR SPECIALTY POSITIONS.

NOW, IN THE EARLY MORNING HOURS OF THE 4TH OF JULY, WHILE MANY OF US WERE PREPARING TO SPEND TIME WITH FAMILY AND FRIENDS, ENGINEER JORDAN DAVENPORT AND FIREFIGHTER JORDAN GRAHAM WERE ALREADY MOBILIZING WITH TEXAS TASK FORCE TWO AND HEADING DIRECTLY INTO ONE OF THE MOST DEVASTATING FLOODING EVENTS OUR STATE HAS EVER EXPERIENCED. OVER 21 DAY DEPLOYMENT, THEY WORKED ALONGSIDE SOME OF THE NATION'S MOST HIGHLY TRAINED TASK FORCE MEMBERS AND PROFESSIONALS IN VERY DEMANDING AND DANGEROUS CONDITIONS. IN MID-JULY, ADDITIONAL MCKINNEY FIRE DEPARTMENT MEMBERS WERE DEPLOYED WITH TASK FORCE TWO, INCLUDING FIREFIGHTER EMILY BRZOZOWSKI, ENGINEER MIKE MILLER, AND CAPTAIN JACK, WHO SERVED IN UNTIL THEY WERE RELEASED IN ON AUGUST 5TH. AND THEN IN SEPTEMBER, WE SENT CAPTAIN THOMAS AUSTIN, WHO WAS DEPLOYED WITH THE TASK FORCE FOR SEVERAL MORE WEEKS. NOW, BECAUSE OF THE SIZE AND COMPLEXITY OF THIS INCIDENT, OTHER STATE AGENCIES WERE REQUESTED RESOURCES THROUGH TIFMAS AS WELL. SO FROM JULY 9TH THROUGH THE 16TH, THE MCKINNEY FIRE DEPARTMENT DEPLOYED A FOUR PERSON CREW TO PROVIDE FIRE AND EMS SERVICES TO A COMMUNITY THAT WAS CUT OFF BY THE FLOODS UNTIL ACCESS COULD BE SAFELY RESTORED. THAT CREW INCLUDED CAPTAIN LUKE DIXON, ENGINEER BAILEY HENDERSON, FIREFIGHTER AARON CURRY, AND FIREFIGHTER BRANDON PRILL. SO WHAT OUR FIREFIGHTERS AND FELLOW RESPONDERS ENCOUNTERED WAS EXTREMELY HEARTBREAKING. ENTIRE COMMUNITIES OVERWHELMED BY RAPIDLY RISING WATER, HOMES DESTROYED, INFRASTRUCTURE WAS WASHED AWAY, AND FAMILIES FACING JUST UNIMAGINABLE LOSS.

OUR PERSONNEL WORKED LONG HOURS IN HAZARDOUS CONDITIONS AND OFTEN IN EXTREME HEAT, CONDUCTING OPERATIONS, SEARCHING FOR MISSING PERSONS AND SUPPORTING LOCAL AGENCIES THAT WERE STRETCHED BEYOND CAPACITY. THIS EVENT UNFORTUNATELY CLAIMED 135 LIVES.

MANY OF THOSE WERE SMALL CHILDREN AS WELL, AND THE SCOPE OF THE RESPONSE WAS IMMENSE, WITH EXTENSIVE DEBRIS REMOVAL AND WIDE AREAS TO SEARCH. THERE WAS 26 MILES OF AREA THAT HAD TO BE SEARCHED, AND IT WAS 5,000,000YD■!T OF DEBRIS THAT HD TO BE PROCESSED. SO THESE DEPLOYMENTS REQUIRE REAL SACRIFICE TIME AWAY FROM FAMILY ON WEEKENDS, HOLIDAYS. AND BECAUSE IT WAS THE SUMMER, KIDS ARE OUT OF SCHOOL. THAT'S THAT SACRIFICING AWAY FROM THEIR FAMILIES. IT WAS PHYSICALLY EXHAUSTING, EMOTIONALLY DIFFICULT WORK. AND YET THEY ANSWERED THE CALL WITHOUT HESITATION. REPRESENTING THIS CITY, THIS FIRE DEPARTMENT, WITH PROFESSIONALISM, COMPASSION AND RESOLVED. THE INCIDENT ITSELF HAD OVER 440 PEOPLE THAT WERE RESCUED BECAUSE OF THOSE THE FLOODS THEMSELVES. THEIR ACTIONS REFLECT THE VERY BEST OF THE FIRE SERVICE, A COMMITMENT NOT ONLY TO PROTECT OUR OWN COMMUNITY, BUT TO REACH OUT TO OTHER AREAS WHEN THEY NEED HELP THE MOST. WE ARE VERY GRATEFUL FOR THE WORK THAT THEY DO AND THEIR DEDICATION, TEAMWORK AND SELFLESS ACTS. SO ON BEHALF OF THE MCKINNEY CITY OF MCKINNEY AND THE MCKINNEY FIRE DEPARTMENT, I WANT TO THANK YOU ALL FOR YOUR COURAGE, YOUR SACRIFICE, AND FOR LIVING OUT OUR MISSION, WHICH IS TO SAVE LIVES AND PROTECT PROPERTY. [Informational Update on Roadway Reconstruction Projects]

MOVE ON. AGENDA ITEM. FIRST ITEM 260025. THIS IS AN UPDATE ON ROADWAY CONSTRUCTION PROJECTS. TRACY. GOOD AFTERNOON, MR. MAYOR AND COUNCIL MEMBERS. MY NAME IS TRACY LUND. I'M THE ASSISTANT DIRECTOR OF ENGINEERING. I'M GOING TO BE GIVING YOU A BRIEF PRESENTATION ON OUR CIP STREET RECONSTRUCTION DESIGN PROCESS. AND WHAT INSPIRED THIS INITIALLY WAS, I KNOW A NUMBER OF YOU HAVE RECEIVED CALLS FROM CONCERNED RESIDENTS RECENTLY ALONG THE LINES OF, WHY IS THE CITY TEARING DOWN THE TREE IN FRONT OF MY HOUSE? SO I WANTED TO WALK YOU THROUGH OUR DESIGN PROCESS, GIVE YOU A LITTLE BETTER UNDERSTANDING OF THE PROCESS OUR ENGINEERS GO THROUGH TO TRY TO MITIGATE AND AND AVOID CONFLICTS WITH TREES AND OTHER. UTILITIES AND THINGS THAT WE TEND TO HAVE PROBLEMS WITH. WITH STREET RECONSTRUCTION PROJECTS, ESPECIALLY IN DOWNTOWN AREAS AND HISTORIC NEIGHBORHOODS. AND I HOPE ALSO WILL LEAVE YOU WITH A HIGH LEVEL OF CONFIDENCE THAT ENGINEERING IS, IN FACT, DOING EVERYTHING POSSIBLE TO AVOID REMOVING MATURE TREES. AS PART OF THESE PROJECTS. SO OUR STREET RECONSTRUCTION PROGRAM INVOLVES MORE THAN JUST PAVING. OUR RECONSTRUCTION PROJECTS INCLUDE PAVING, SIDEWALKS, CURB RAMPS, DRIVEWAYS, AND ALSO TYPICALLY WILL HAVE UTILITY IMPROVEMENTS THAT ARE INCLUDED IN THAT PROJECT, INCLUDING OUR CITY WATER AND WASTEWATER AND STORM DRAIN IMPROVEMENTS, AND SOMETIMES FRANCHISE UTILITY RELOCATIONS. AND THE FINAL POINT HERE IS WHERE WE HAVE EXISTING STREETS THAT DON'T CURRENTLY HAVE SIDEWALKS. PART OF OUR OUR PROCESS IS TO ADD SIDEWALKS AS PART OF OUR RECONSTRUCTION PROJECTS, AND THAT'S BASED ON THE COUNCIL DIRECTION THAT WE RECEIVED BACK IN 2023. SO THE PICTURE YOU SEE HERE IS AN EXAMPLE OF AN EXISTING STREET THAT DID NOT HAVE SIDEWALKS. AND SIDEWALKS ARE ADDED AS PART OF THAT RECONSTRUCTION PROJECT. SO SOME OF THE CHALLENGES THAT WE WE FACE WITH STREET RECONSTRUCTION PROJECTS, ESPECIALLY IN THE DOWNTOWN AREAS, WE HAVE IN SOME CASES LIMITED RIGHT OF WAY. SO WE DON'T HAVE AS MUCH ROOM AS WE TYPICALLY WOULD FOR OUR STANDARD STREET SECTION. SO THAT CAN REQUIRE, IN SOME CASES, ACQUISITION OF RIGHT OF WAY, WHICH IS NOT ALWAYS SUPPORTED. THAT CAN BE A CHALLENGE AND CAN BE COSTLY. WE ALSO HAVE A

CHALLENGE WITH AREAS WITH SIGNIFICANT GRADE DIFFERENTIALS, WHERE ADJACENT PROPERTIES ARE SIGNIFICANTLY HIGHER OR LOWER THAN THE PROPOSED STREET GRADES THAT CAN RESULT IN STEEP DRIVEWAYS AND CHALLENGES WITH MAKING THOSE FUNCTION, AND CAN REQUIRE RETAINING WALLS ALONG THE RIGHT OF WAY, WHICH ALSO ADDS SIGNIFICANT COST TO PROJECTS. ANOTHER CHALLENGE WE HAVE IS CONFLICTS WITH FRANCHISE UTILITIES. WE'VE HAD A LOT OF RECENT ISSUES WITH PROJECTS DELAYED DUE TO RELOCATION TIME FOR FRANCHISE UTILITIES, WHICH ISN'T ALWAYS IN OUR CONTROL. AND THE FINAL POINT, THE FINAL CHALLENGE THAT I WANTED TO POINT TO IS AREAS WITH MATURE LANDSCAPING AND SPECIFICALLY MATURE TREES, WHERE WE HAVE EXISTING STREETS THAT REQUIRE RECONSTRUCTION, OUR STREET IMPROVEMENTS OR SIDEWALKS, OR EVEN OUR UTILITY.

TRENCHING CAN IMPACT THOSE TREES. IF WE'RE CUTTING INTO THE CRITICAL ROOT ZONE OF THOSE TREES TO AN EXTENT THAT ARBORISTS SAY THE TREE WON'T HAVE A SURVIVABILITY THAT CAN BE SUPPORTED. SO THAT'S A CONCERN BECAUSE IT DISRUPTS THE CHARACTER OF EXISTING NEIGHBORHOODS AND AND CAN LEAD TO PUBLIC, YOU KNOW, RESIDENT OPPOSITION OF THE PROJECT. SO I WANTED TO RUN THROUGH SOME OF THE. SOME OF THE STEPS THAT WE GO THROUGH WITHIN ENGINEERING TO TRY TO ACCOMMODATE THESE IMPACTS. AND WE HAVE PRETTY EXHAUSTIVE PROCESS TO TRY TO SAVE, PARTICULARLY THESE TREES WHEREVER WE CAN. SO WE WE START WITH OUR STANDARD STREET CROSS SECTION, WHICH YOU SEE HERE. AND THEN SOME OF THE STEPS WE GO THROUGH IF WE FIND WE ARE IMPACTING MATURE TREES, ARE TO EVALUATE ALL THE CONSTRAINTS OF THE STREETS AND THE SIDEWALK AND THE UTILITY CONFIGURATION HOLISTICALLY ON A CASE BY CASE BASIS FOR EACH STREET. SO SOME OF THE THINGS WE'LL LOOK AT CHANGING TO AVOID IMPACTING TREES ARE REDUCING THE STREET WIDTH, ALTHOUGH WE'RE LIMITED IN HOW MUCH WE CAN DO WITH THAT BECAUSE WE HAVE TO MAINTAIN A SAFE, PASSABLE STREET THAT CAN ACCOMMODATE EMERGENCY EMERGENCY VEHICLE ACCESS AND THINGS LIKE THAT, WE CAN IN SOME CASES ELIMINATE THE SIDEWALK ON ONE SIDE OF THE STREET. WE WE DO HAVE THE MANDATE TO PROVIDE AT LEAST ONE SIDE OF THE STREET WITH SIDEWALK, BUT WE CAN'T ELIMINATE ONE SIDEWALK IF THAT IS CRITICAL TO SAVING A LOT OF TREES. WE CAN ALSO SHIFT THE SIDEWALK TO BE ADJACENT TO THE CURB, INSTEAD OF AT THE BACK OF THE RIGHT OF WAY LINE LIKE OUR TYPICAL SECTION WOULD SHOW. SO THAT'S ANOTHER ACCOMMODATION THAT CAN SAVE A TREE. THERE ARE SOME OTHER. STEPS WE CAN TAKE, LIKE MEANDERING SIDEWALKS AROUND TREES OR BRIDGING ACROSS THE ROOT ZONE SO WE DON'T IMPACT THOSE TREES. THOSE, UNFORTUNATELY, ARE OUR ONLY OPTIONS WHERE WE HAVE ADEQUATE PARKWAY SPACE AND ADEQUATE RIGHT OF WAY, WHICH IS TYPICALLY NOT THE CASE IN OUR DOWNTOWN STREETS. SO THOSE ARE THOSE ARE CONSIDERATIONS, BUT NOT ONES THAT WE FREQUENTLY CAN TAKE ADVANTAGE OF. AND FINALLY, WE WILL CONSULT WITH OUR IN-HOUSE ARBORIST TO DETERMINE THE SURVIVABILITY OF THE TREE. AND THAT WILL GENERALLY BE THE FINAL DECISION IN WHETHER WE CAN TRY TO PRESERVE THE TREE OR NOT. IT'S REALLY OUR ARBORIST IS THE EXPERT ON THAT SUBJECT. AND THE FINAL POINT HERE IS IF THE REMOVAL IS ABSOLUTELY UNAVOIDABLE AND WE'VE GONE THROUGH ALL THESE STEPS AND DONE EVERYTHING WE CAN TO SAVE THE TREE, THE LEAST WE CAN DO IS PLANT A REPLACEMENT TREE. CURRENTLY THAT NEEDS TO BE PLANTED WITHIN THE RIGHT OF WAY BECAUSE DUE TO OUR FUNDING RESTRICTIONS, WE CAN'T PLANT A TREE ON PRIVATE PROPERTY WITH PUBLIC FUNDS. SO THAT IS SOMETIMES LIMITING. IF THE SPACE DOESN'T ALLOW THAT CAN RESTRICT OUR OUR OUR PLANTING PALETTE, OUR SPECIES SELECTIONS.

WE CAN'T PUT A LARGE CANOPY TREE IN IF WE HAVE A VERY NARROW PLANTING AREA. SO SOMETIMES WHAT YOU GET AS A REPLACEMENT TREE ISN'T QUITE AS. HIGH VALUE AS THE TREE THAT WE REMOVED, UNFORTUNATELY. SO WE HAVE. THE NEXT COUPLE OF SLIDES ARE JUST SOME EXAMPLES OF OF RECENT PROJECTS OR PROJECTS THAT ARE UNDERWAY THAT. IN IN THE FIRST CASE, YOU SEE AN EXAMPLE OF AN EXISTING STREET THAT DOESN'T HAVE SIDEWALKS. SO WE'VE HAD TO ADD SIDEWALKS IN.

YOU CAN SEE THE IMPACTS. THE SECOND SLIDE IS BEFORE AND AFTER, WHERE YOU CAN SEE THAT

WE'VE HAD TO MEANDER THE SIDEWALK AROUND UTILITY POLES AND TREES AND MAKE IT FIT. AND WE'RE ABLE TO SUCCESSFULLY SAVE THE TREES IN THIS CASE. AND I WANTED TO SHOW YOU THIS IN. MY ARBORIST GAVE ME THIS EXHIBIT. WE TALK ABOUT CRITICAL ROOT ZONE, AND NOT EVERYBODY KNOWS WHAT THAT MEANS. THIS IS KIND OF AN EXHIBIT TO SHOW YOU WHAT THEY'RE TALKING ABOUT WITH THAT.

AND THIS IS HOW OUR ARBORISTS EVALUATE WHETHER THE TREES ARE GOING TO SURVIVE.

POST-CONSTRUCTION AFTER THE EXCAVATION AND THE AMOUNT OF ROOTS THAT ARE CUT. AND A COUPLE MORE SLIDES, EXAMPLES OF PROJECTS AT THE TOP, I JUST WANTED TO ILLUSTRATE THE POINT.

SOMETIMES YOU SEE A TREE THAT'S PLANTED ADJACENT TO A SIDEWALK. THAT IS FINE WHEN IT'S INITIALLY PLANTED. AS YOU CAN SEE IN THE 2013 PHOTO ON THE LEFT, NO PROBLEMS THERE, BUT AS A TREE GROWS, IT EXPANDS AND IS ENCROACHING INTO THE SIDEWALK. IN A MORE RECENT PICTURE, SHOWS THAT THAT'S A TREE THAT'S PROBABLY NOT GOING TO SURVIVE WHEN THAT SIDEWALK IS RECONSTRUCTED. AND ON THE BOTTOM, A COUPLE MORE EXAMPLES OF TREES THAT ARE PROBABLY NOT GOING TO BE ABLE TO BE SAVED. DUE TO EITHER, YOU KNOW, ON THE LOWER LEFT, THE CURB RECONSTRUCTION IS GOING TO DESTROY THE BALL OF THAT TREE. AND IT'S IT'S NOT GOING TO BE ABLE TO WITHSTAND THAT. AND THE MIDDLE FOLDER THERE IS JUST TO SHOW YOU THE DEPTH OF THE UTILITY TRENCHING THAT WE DO. AND YOU CAN SEE IF A TREE WAS IN THAT ALIGNMENT OF THAT UTILITY, IT WOULDN'T REALLY BE ANY REALISTIC WAY TO SAVE THAT TREE. SO KIND OF THE KEY TAKEAWAY IS WHAT I HOPE YOU GET FROM THIS IS STREET RECONSTRUCTION IS CHALLENGING IN THE DOWNTOWN AREAS DUE TO LIMITED RIGHT OF WAY AND ISSUES WITH GRADING AND MATURE LANDSCAPE AND CONFLICTS WITH UTILITIES. AND I HOPE YOU CAN SEE THAT ENGINEERING STAFF DOES MAKE EVERY EFFORT TO MINIMIZE REMOVAL OF EXISTING TREES RESULTING FROM THOSE STREET RECONSTRUCTION PROJECTS. WITH THAT, I'LL OPEN IT TO ANY QUESTIONS. ANYONE? JUST A COUPLE COMMENTS. SO THANK YOU FOR THE PRESENTATION AND FOR THOROUGHLY EXPLAINING WHY. YOU KNOW, SOME OF THESE TREES HAVE TO BE REMOVED. I THINK FOR JUSTIN AND I, WHO SERVE THE DOWNTOWN AREA, WE GET PROBABLY THE MAJORITY OF THE COMPLAINTS WHEN WE SEE THESE RECONSTRUCTIONS COMING FORWARD IN THESE VERY MATURE, BEAUTIFUL TREES THAT HAVE REALLY ADDED A TON OF SHADE TO SOME OF THESE OLDER HOMES ARE THEN BEING TAKEN DOWN FOR THE SAKE OF INSTALLATION OF OF SIDEWALKS. AND, YOU KNOW, WE'VE HAD A LOT OF CONVERSATION WITH STAFF. SO I WANT TO THANK STAFF, JENNIFER AND GARY FOR BEING SO VERY FLEXIBLE AS MUCH AS WE CAN IN CERTAIN AREAS. WE'VE BEEN ABLE TO SAVE A FEW TREES BY, YOU KNOW, MAKING SOME REQUESTS AND DEFINITELY THE RESIDENTS ABSOLUTELY APPRECIATE IT. WE APPRECIATE IT VERY MUCH. I THINK FOR US, THE CONCERN REALLY MOVING FORWARD IS THERE ARE THESE CASES WHERE YOU HAVE MATURE TREES THAT ARE TAKEN DOWN, AND THEN THE RESIDENT IS REQUESTING ANOTHER MATURE TREE TO BE PUT IN ITS PLACE, AND USUALLY ON THEIR PROPERTY, NOT IN THE RIGHT OF WAY. AND I KNOW THAT'S AN ISSUE FOR US, BUT WE'VE TALKED TO STAFF ABOUT SOME ALTERNATIVES, AND MAYBE A PLAN WILL COME FORWARD SOON WHERE WE CAN LOOK AT WHAT CAN WE DO TO, TO TO BETTER FACILITATE THEM INSTALLING THEIR OWN MATURE TREES SO THAT THEY CAN GAIN OVER THE NEXT DECADE OR SO, ANOTHER MATURE TREE IN THE PLACE OF THE ONE THAT'S TAKEN DOWN. I THINK A LOT OF PEOPLE DON'T KNOW THAT ARBOR DAY, THE CITY GIVES AWAY TONS OF TREES, AND FOLKS CAN COME AND PICK THOSE UP. I THINK WE CAN DO A BETTER JOB OF MAYBE MARKETING THAT, ESPECIALLY IN THE DOWNTOWN AREA, SO THAT PEOPLE ARE PREPARED TO COME AND PICK ONE UP, BECAUSE AS FAR AS I KNOW, IT'S FIRST COME, FIRST SERVE, RIGHT IN TERMS OF THE TREES. AND SO I WANT PEOPLE TO BE VERY AWARE THAT THIS IS AN OPTION FOR THEM TO GET ANOTHER TREE ON THEIR PROPERTY, NOT IN THE RIGHT OF WAY THAT THEY CAN HAVE BETTER CONTROL OVER. BUT BUT I'D LIKE TO SEE SOME SORT OF A PROGRAM COME FORWARD WHERE WE, YOU KNOW, KIND OF FUND TREES THAT ARE A LITTLE BIT BIGGER. THE ONES THAT ARE CURRENTLY BEING IN PLACE SOMETIMES ARE NOT THE MOST FAVORABLE. AND THEY'RE ORNAMENTAL TREES. RIGHT? THAT THAT ARE BEING PUT IN THE RIGHT OF WAY.
