I'M THE DIRECTOR OF SERVICES FOR THE CITY OF MCKINNEY. TODAY. I JUST WANT TO TAKE A COUPLE OF MINUTES AND HIGHLIGHT SOME INCREDIBLE EFFORT PUT OUT BY ONE OF OUR ANIMAL SERVICES OFFICERS, KIM FRANK. AND THEN ALSO A REALLY GOOD COLLABORATIVE RELATIONSHIP THAT WE'VE BUILT OVER THE YEARS WITH AN ORGANIZATION, MUTTS AND MAYHEM. THEY'RE A SEARCH AND RESCUE ORGANIZATION, AND THEY PROVIDE SERVICES THROUGHOUT COLLIN COUNTY, BUT ALSO OBVIOUSLY HERE IN MCKINNEY. SO EARLIER IN THE YEAR IN JANUARY, WHEN WE HAD THE SNOW AND ICE STORM COME IN, JUST PRIOR TO THAT, PRIOR TO THAT, WE STARTED RECEIVING CALLS OF A LOOSE DOG ALONG WILMA STREET, AND OFFICER KIM WAS DISPATCHED TO THE AREA AND OVER THE COURSE OF A FEW DAYS WAS UNSUCCESSFUL AT CAPTURING THE ANIMAL. AS THE WEATHER GOT WORSE AND TEMPERATURES DECLINED, SHE RECOGNIZED THE NEED TO TRY TO GET THIS ANIMAL TO A SAFE SPOT. CONTACTED MUTTS OF MAYHEM. THEY WERE ABLE TO COME OUT, DEVISE A PLAN TO CAPTURE THE ANIMAL. THE PLAN WAS TO SET UP A LARGE TEN BY TEN CORRAL STYLE TRAP AND THEN USE REMOTE SURVEILLANCE SO THAT WHEN THE DOG ENTERED INTO THE TRAP, THEY WOULD BE ABLE TO CLOSE THE DOOR. AND THEN ON THE NIGHT OF JANUARY 27TH, ABOUT 1 A.M. IN THE MORNING, THAT'S WHAT HAPPENED. THE DOG, KNOWN AS DECEMBER AT THAT TIME, WAS ABLE TO COME IN TO THE TRAP. OH YEAH, I FORGOT. I WAS ABLE TO COME INTO THE TRAP. THEY SECURED IT AND CONTACTED OFFICER KIM, WHO WAS ABLE TO COME OUT, TAKE THE ANIMAL TO THE COLLIN COUNTY ANIMAL SHELTER AND THE DOG. DECEMBER HAS BEEN ADOPTED, AND I'LL LET SELENA KIND OF FILL US ALL IN ON WHERE THAT DOG IS AT NOW. YES, I'M HAPPY TO REPORT THAT DECEMBER HAS BEEN ADOPTED INTO THE MOST AMAZING FAMILY. ACTUALLY, JUST A COUPLE OF STREETS OVER FROM WHERE WE ACTUALLY CAPTURED HER AT. THEY'VE NAMED HER REMY. THEY DO HAVE A LOT OF EXPERIENCE WITH DOGS LIKE DECEMBER, AND THEY'VE BEEN VERY PATIENT WITH HER AND ALLOWED HER A PROPER DECOMPRESSION TIME. AND NOW SHE'S REALLY COMING OUT OF HER SHELL AND DOING AMAZING. THE MOST PERFECT HAPPY ENDING EVER. GREAT. AND WE'RE VERY GRATEFUL FOR OUR COLLABORATION WITH MCKINNEY ANIMAL CONTROL. AND I WAS A PERSON THAT WENT TO A LARGE SCHOOL GO GATORS, UNIVERSITY OF FLORIDA. AND I LIVED OFF CAMPUS ALL FOUR YEARS, AND I DIDN'T KNOW ANYBODY. I CAME FROM OVER A THOUSAND MILES AWAY, GOING FROM NEW JERSEY TO FLORIDA. AND ONE OF THE THINGS THAT WAS PRESENTED TO ME WAS AN OPPORTUNITY TO HAVE AN INDIVIDUAL LEASE AT A MULTI-BEDROOM APARTMENT. I COULDN'T AFFORD THE WHOLE THING, BUT I COULD AFFORD A ROOM, AND I HAD MY OWN LEASE AND ACTUALLY WAS A HUGE BLESSING, BECAUSE THROUGHOUT MY FIRST YEAR WE WENT THROUGH MULTIPLE ROOMMATES. SOMEBODY DROPPED OUT OF SCHOOL, SOMEBODY ELSE CAME IN LATER. AND SO WHEN YOU'RE ON AN INDIVIDUAL LEASE, EVEN IF A ROOMMATE DEFAULTS, YOU STILL GET TO STAY. AND I THINK THIS IS BOTH AFFORDABLE AND PROFITABLE FOR A PROPERTY OWNER, THAT THEY CAN HAVE THREE LEASES FOR A THREE BEDROOM APARTMENT, TWO BEDROOMS COULD COVER THE NORMAL COST OF WHAT THE MARKET RATE IS, AND IF THEY HAVE THE THIRD, IT'S GRAVY. BUT IF THEY LOSE A THIRD, THEY'RE STILL MAKING WHAT THEY NEED TO MAKE. AND BOTH THE INDIVIDUALS ARE HAVING A MORE AFFORDABLE RATE. THE OTHER ADDED BENEFIT TO THIS IS COMMUNITY. SO AGAIN, AT COLLEGE I GOT TO KNOW PEOPLE, GOT TO MEET PEOPLE THROUGH THAT. AND I SEE A LOT OF PEOPLE GETTING PLACED INTO APARTMENTS AT THEIR OWN IN PLACES WHERE THEY KNOW NO ONE. AND WE'VE HAD INCIDENTS WHERE PEOPLE HAVE SPENT STILL MUCH OF THEIR TIME, EVEN THOUGH HOUSED OUTSIDE, BECAUSE THE COMMUNITY THAT THEY HAVE ISN'T THERE. AND SO THEY'RE GETTING PLACED IN PLACES THAT THEY'RE UNFAMILIAR. THEY'RE NOT BUILDING COMMUNITY THERE. SO WHEN YOU WHEN YOU PUT SOMEBODY INTO A SHARED HOUSING SITUATION, THERE'S AN ATMOSPHERE OF COMMUNITY BUILT INTO THAT. SO JUST LIKE I WENT THROUGH, THERE WAS SOME ROOMMATE MATCHING PEOPLE THAT HAD SHARED INTERESTS AND THINGS LIKE THAT. NOT HERE, BUT IT'S BEEN A WHILE, SO IT'S GREAT TO BE BACK. WE ARE LIVING IN A MOMENT WHERE TECHNOLOGY IS ACCELERATING FASTER THAN ANY TIME IN HISTORY. ARTIFICIAL INTELLIGENCE, PREDICTIVE ANALYTICS, AUTOMATION ALL OF IT PROMISES BETTER DECISION MAKING AND GREATER EFFICIENCY. SO A DATA PROGRAM IS NOT SOFTWARE. IT'S COORDINATED, ENTERPRISE WIDE FRAMEWORK WITH THESE SIX KEY CONCEPTS. THE STRATEGY IS SIMPLY HOW ARE WE GOING TO USE THE DATA THAT WE HAVE. THE GOVERNANCE IS HOW DO WE ORGANIZE, ACCESS, SECURE AND SHARE DATA APPROPRIATELY? LITERACY IS HOW WE'RE GOING TO TRAIN THE ORGANIZATION TO KNOW HOW TO USE AND UNDERSTAND THE DATA THAT WE HAVE METRICS. OF COURSE, WE CAN MONITOR PERFORMANCE AND EVALUATE THE WORK THAT AND THE DECISIONS THAT WE MAKE AND CONTINUOUS IMPROVEMENT. HOW DO WE USE THE DATA TO GET BETTER? RIGHT. IT'S EASY TO COLLECT DATA. WE'VE GOT TONS OF DATA. THE HARD PART OR THE MORE VALUABLE PART OF COLLECTING DATA IS DOING SOMETHING WITH IT. MOVING WHAT WE KNOW AND WHAT NEEDS TO CHANGE, AND USING INNOVATION TO GET THERE. SO JUST AS WE MANAGE PEOPLE, ASSETS, FINANCIAL ASSETS, INFRASTRUCTURE ASSETS, WE WANT TO MANAGE OUR DATA ASSETS WITH THAT SAME LEVEL OF MATURITY. THIS PROGRAM ENSURES THAT OUR DATA IS STRUCTURED, PROTECTED AND USABLE ACROSS THE ORGANIZATION. ON THE SCREEN, YOU'LL SEE A NUMBER OF DIFFERENT GOALS THAT WE HAVE THAT ARE STRATEGIC AND FORWARD THINKING FOR THE CITY. A CENTRALIZED VIEW OF DATA. DATA CURRENTLY SITS IN VERY ISOLATED OR INDIVIDUAL SYSTEMS, AND IT MAKES IT VERY DIFFICULT FOR STAFF TO ACCESS. WE CAN GET THERE. THERE'S JUST A LOT OF EFFORT INVOLVED TO DO THAT. INCREASED DATA VISIBILITY AND COLLABORATION IS SOMETHING THAT WE WANT, THAT WE WANT ALL DEPARTMENTS ACROSS THE CITY TO BE ABLE TO SEE DATA, NOT JUST WHAT THEIR OWN WORK IS DOING, BUT WHAT THE OTHER DEPARTMENTS ARE DOING. IT'S THAT FULL PICTURE OF WHAT'S GOING ON THROUGHOUT THE CITY. WE WANT THE FAST ACCESS TO INSIGHTS, RIGHT? I KIND OF MENTIONED A LITTLE BIT THERE THAT RIGHT NOW IT'S HARDER TO PULL THE DATA THAT WE NEED. WE WANT TO GET TO ADVANCED ANALYTIC CAPABILITIES, NOT JUST DESCRIPTIVE AND DIAGNOSTIC, BUT THE PREDICTIVE, THE PRESCRIPTIVE ONES THAT TELL US WHAT TO DO, THAT TELL US WHAT'S COMING RIGHT. ABILITY TO SHARE DATA SECURELY. THAT'S PRETTY COMMON. ACHIEVE THE HIGHEST DATA QUALITY POSSIBLE, AND THEN WORK TOWARDS A SINGLE SOURCE OF TRUTH SO THAT WHEN WE KNOW WE HAVE A NUMBER, WE KNOW THAT THAT NUMBER IS TRUE AND IT'S ALWAYS TRUE. APPROXIMATELY 50% OF THESE [00:20:03] SOURCES THAT WE HAVE OF OUR DATA HAVE SOME LEVEL OF CONFIDENTIAL DATA IN THERE, WHICH WHICH BASICALLY, YOU KNOW, REINFORCES THAT IMPORTANCE THAT WE NEED GOVERNANCE WITH THE DATA THAT WE HAVE IN THIS INVENTORY, FOR THE FIRST TIME EVER, HAS GIVEN US A COMPREHENSIVE UNDERSTANDING OF OUR DIGITAL FOOTPRINT AS A CITY, WHAT DATA WE HAVE, WHERE DOES IT LIVE, WHO OWNS IT, AND HOW SHOULD IT BE CLASSIFIED? THIS VISIBILITY ALONE FOR US IS A MAJOR MATURITY MILESTONE. HONING IN ON THE GOVERNANCE FRAMEWORK, WE'VE ESTABLISHED A FRAMEWORK THAT MANAGES OUR POLICIES AND PROCEDURES, ROLES AND ACCESS CONTROLS, CLASSIFICATIONS OF DATA, WHETHER THAT'S PUBLIC DATA, CONFIDENTIAL DATA, RESTRICTED DATA. AND THEN WE CAME BACK TO HELP THEM AGAIN WITH THEIR CONSOLIDATED PLAN AND TO UPDATE THIS HOUSING NEEDS ASSESSMENT. NOW, I WOULD LIKE TO SAY THAT WHAT THE CITY HAS DONE SINCE 2020, WHEN WE DID THE FIRST SET OF RECOMMENDATIONS, HAS BEEN NOTHING SHORT OF IMPRESSIVE. THEY'VE DEVELOPED A LOT OF STAFF CAPACITY AND SET ASIDE SEVERAL RESOURCES FOR AFFORDABLE HOUSING AND HOUSING AFFORDABILITY. AND JUST THE WAY THEY TOOK THE RECOMMENDATIONS AND RAN HAS BEEN VERY IMPRESSIVE AND VERY JUST WONDERFUL TO SEE THE CITY TAKE SUCH A LEADERSHIP. AFTER THE FIRST HOUSING NEEDS ASSESSMENT. SO FOR TODAY, I HAVE A FEW SLIDES ON COST BURDEN GAPS AND PROJECTED NEEDS AND AFFORDABILITY, AND THEN WE'LL MOVE OVER TO THE RECOMMENDATIONS. SO FOR COST BURDEN. COST BURDEN IS DEFINED AS ANY HOUSEHOLD THAT SPENDS MORE THAN 30% OF THEIR HOUSEHOLD INCOME AND HOUSING COSTS. SO THAT MEANS THERE IS LESS INCOME LEFT OVER FOR EDUCATION, HEALTH CARE, TRANSPORTATION, FOOD, CHILD CARE AND OTHER NECESSITIES. AND THERE'S ALSO LESS DISPOSABLE INCOME FOR THE HOUSEHOLD TO JUST SPEND IN THE LOCAL ECONOMY. AS OF 2023, A TOTAL OF 12,400 RENTER HOUSEHOLDS WERE SPENDING MORE THAN 30% OF THEIR [00:45:03] HOUSEHOLD INCOME ON HOUSING, AND AROUND 9700 OWNER HOUSEHOLDS WERE COST BURDEN IN 2023. AND THEN IN THIS FIGURES, YOU CAN SEE THE RATES OF COST BURDEN BY DIFFERENT INCOME BRACKETS. NOW, I WOULD LIKE TO NOTE THAT THE AVERAGE HOUSEHOLD SIZE FOR RENTER HOUSEHOLDS IS AROUND TWO PEOPLE. SO THE MEDIAN INCOME WOULD BE IN THE $90,000 BRACKET. SO THESE BRACKETS ARE CONSIDERED LOW TO MODERATE INCOME. AND ON THE OWNER SIDE IT'S THREE PEOPLE. SO THAT WOULD BE ABOUT 105. THE MEDIAN INCOME FOR THAT HOUSEHOLD SIZE. SO ALSO CONSIDER LOW TO MOD. WE CAN SEE THAT IN THE ZERO TO ABOUT 35,000. THOSE HOUSEHOLDS ESPECIALLY ON THE RENTER SIDE WHERE SEVERELY COST BURDEN IN 2015 AND CONTINUE TO BE SEVERELY COST BURDEN IN 2023 AND PROBABLY TODAY IN 2026. THIS IS BECAUSE AT THOSE INCOME BRACKETS, THE MARKET DOES NOT PRODUCE HOUSING UNITS. SO THAT MEANS THAT IT NOT IT DOESN'T EVEN COVER THE OPERATING EXPENSES OF THE UNIT. SO THIS USUALLY REQUIRES SOME TYPE OF SUBSIDY. WHAT'S INTERESTING TO NOTE IS THAT IN THE 50 TO 75,000 INCOME BRACKET, THE RATE OF COST BURDEN INCREASE BY 30 PERCENTAGE POINTS BETWEEN 2015 AND 2023, AND THEN IN THE 75 TO 100,000, IT INCREASED A LOT AS WELL, FROM 9% TO 34% OF THOSE HOUSEHOLDS BEING COST BURDEN. AND THEN WE CAN SEE THAT IN THE 50 TO 150,000 ON THE OWNER SIDE, IT ALSO HAS BEEN INCREASING SIGNIFICANTLY. THIS FIGURE PRESENTS RENTAL AND OWNERSHIP GAPS, WHICH IS WHAT WE CALL AN AFFORDABILITY ANALYSIS WITH, WHICH COMPARES THE NUMBER OF AFFORDABLE UNITS WITHIN EACH INCOME BRACKET AMI TO THE NUMBER OF RENTERS WHO HAVE THAT INCOME. SO AS WE CAN SEE, THERE'S CLOSE TO 4400 RENTER HOUSEHOLDS WITH THAT DON'T HAVE ACCESS TO SUCH UNITS. SO THERE'S WAY MORE HOUSEHOLDS AT THOSE INCOME LEVELS THAN UNITS AVAILABLE FOR THEM. AND THESE HOUSEHOLDS ARE NOT HOMELESS. THEY ARE COST BURDEN. THEY'RE PAYING A SIGNIFICANT AMOUNT OF THEIR INCOME IN HOUSING COSTS. NOW, ON THE 120% AMI PLUS, THOSE PEOPLE ARE NOT COST BURDEN. THEY ARE PAYING LESS THAN 30% OF THEIR HOUSEHOLD INCOME ON HOUSING COSTS AND OCCUPYING UNITS THAT COULD BE AFFORDABLE TO LOWER INCOME HOUSEHOLDS. SO THIS MEANS THAT THIS IS WHERE THE MARKET RATE PRODUCTION, ESPECIALLY ON THE MULTIFAMILY SIDE AND STARTER HOMEOWNERSHIP PRODUCT, COULD FREE UP SOME OF THOSE UNITS FOR THOSE LOWER INCOME AMIS. AND THEN ON THE OWNERSHIP SIDE, WE CAN SEE THAT MOST RENTER HOUSEHOLDS HAD HAVE AMIS BELOW 100% OF AMI, BUT ONLY 1% OF THE UNITS PURCHASED WITH A MORTGAGE IN 2023 WERE AFFORDABLE TO THOSE UNITS, TO THOSE HOUSEHOLDS, AND THEN ON THE 120% AMI, IT LOOKS LIKE THE SUPPLY IS THERE OR AFFORDABLE, BUT THAT'S LUMPING ALL OF THE SUPPLY AT AFFORDABLE TO 120% AMI AND ABOVE. SO ABOVE, LIKE THE $300,000 RANGE. BUT A LOT OF THOSE UNITS ARE IN THE LIKE $500,000 RANGE OR $700,000 RANGE THAT ARE STILL NOT GOING TO BE AFFORDABLE FOR THE 100 TO 150 AREA MEDIAN INCOME. THE HOUSEHOLDS OCCUPYING THOSE UNITS ARE GOING TO BE GENERALLY HOUSEHOLDS AGING IN PLACE ONCE THEIR MORTGAGE GET PAID, AND THEY ARE STILL OCCUPYING THOSE HOMES, AND THOSE HOMES ARE AFFORDABLE TO THEM AT THAT LOWER INCOME ONCE THEY RETIRE, BUT NOT NECESSARILY AFFORDABLE MARKET RATE AFFORDABLE, THEY'RE JUST AFFORDABLE TO THEM BECAUSE THEY BOUGHT THE HOUSE A LONG TIME AGO. AND NOW THIS FIGURE SHOWS HOW THE RENTAL GAPS AND THE PROJECTED RENTAL NEEDS COMPARED TO MULTIFAMILY PERMITTING TRENDS OVER THE PAST 15 YEARS, THE EXISTING UNITS 0 TO 100 TO 60% AMI. IT'S ABOUT 4500 UNITS. SO THE GAP, THE THE DIFFERENCE BETWEEN THE NUMBER OF RENTAL HOUSEHOLDS AT THAT INCOME LEVEL AND THE UNITS THAT ARE AFFORDABLE AT THAT INCOME LEVEL, IS THAT. AND THEN THE PROJECTED NEED FOR, FOR ALL HOUSEHOLD, NOT JUST 0 TO 60% AMI, BUT FOR ALL IS ABOUT 7500 FOR A TOTAL OF ABOUT 12,000 UNITS. IF WE IF WE COMPARE THAT TO THE TRENDS IN MULTIFAMILY PERMITTING, WE CAN SEE THAT ON AVERAGE, THE CITY HAS BEEN PERMITTING ABOUT 1185 UNITS OVER THE TEN YEARS. THAT WOULD BE 11,000 UNITS PLUS THE 2024. SO THAT'S FOR A TOTAL OF AROUND 13,000 UNITS. SO OVER THE NEED. SO WHAT I'M TRYING TO SHOW HERE IS THAT MULTIFAMILY PRODUCTION HAS BEEN REALLY AT A GOOD PACE IN RECENT YEARS, AND MAINTAINING THIS TREND WOULD BE VERY, VERY BENEFICIAL. HOWEVER, MARKET PRODUCTION WILL NOT MEET THE AFFORDABILITY NEEDS OF THOSE AT THE LOWEST END OF THE INCOME SPECTRUM. SO THE 0 TO 60% AMI, NO MATTER HOW MUCH MARKET PRODUCTION YOU HAVE, YOU'RE STILL GOING TO HAVE SOME SORT OF SUBSIDY NEED FOR THOSE HOUSEHOLDS. AND THEN IN TERMS OF CITY EFFORT, AS I SAID, MCKINNEY HAS REALLY BECOME A REGIONAL LEADER IN ITS COMMITMENT TO AFFORDABLE HOUSING. SINCE THE LAST STRATEGY, THEY SET UP AN AFFORDABLE HOUSING GOAL THEY ALLOCATED. YOU'VE ALLOCATED PUBLICLY OWNED LAND AND IMPLEMENTED FORECLOSURE AND EVICTION PREVENTION PROGRAMS, INCREASED FUNDING FOR AFFORDABLE HOUSING, REVIEWED, REVIEWED YOUR ZONING AND LAND USE CODES, AND ALSO SORT OF. IMPROVED THE PERMITTING PROCESS TO GET THROUGH DEVELOPMENT AND THEN DEVELOP AN AFFORDABLE HOUSING TAX EXEMPTION SCREENING TO GET MORE, MORE UNITS ON THE GROUND WITH TAX EXEMPTIONS, BUT THAT ALSO MEET THE THE GOALS THAT THE CITY HAS. TIER TWO PRIORITIZES SUSTAINING AND OPTIMIZING EXISTING EFFORTS, SUCH AS CONTINUED SUPPORT OF OUR TENANT BASED RENTAL ASSISTANCE PROGRAM, AND TIER THREE INCLUDES TARGETED EXPANSIONS SUCH AS ESTABLISHING A LAND BANK OR ACQUIRING UNDERUTILIZED LAND. SO TOGETHER, THESE ACTIONS ADDRESS HOUSING AFFORDABILITY ACROSS THE SPECTRUM OF AMI RANGES. BUT I WOULD LIKE TO NOTE THAT THE ISSUES OF AFFORDABLE HOUSING ARE NOT SIMPLY A SUPPLY AND DEMAND ISSUE, ESPECIALLY FOR [00:55:01] INDIVIDUALS IN THE LOWER AMI RANGES, HOUSEHOLDS IN THE LOWER AMI RANGES REQUIRE DEEPER SUBSIDIES AND ONGOING OPERATIONAL SUPPORT TO COVER COSTS SUCH AS INSURANCE OR UTILITIES. THEREFORE, THE RECOMMENDATIONS SHOULD BE CONSIDERED TOGETHER AS A CONSORTED OR COORDINATED STRATEGY RATHER THAN STANDALONE INITIATIVES. THE COST AND IMPACTS ASSOCIATED WITH THE RECOMMENDATIONS ALSO VARY GREATLY, AND WHILE SOME ACTIONS MAY DIRECTLY RESULT IN THE DEVELOPMENT OF NEW HOUSING UNITS, SOME ARE FOUNDATIONAL AND HELP SUPPORT LONG TERM HOUSING PRODUCTION AND PRESERVATION.
