SEVERE WEATHER AWARENESS WEEK IS OBSERVED BY THE CITY OF MCKINNEY AND THE NATIONAL WEATHER SERVICE TO PROMOTE, PREPARED TO PROMOTE PREPAREDNESS FOR SEVERE WEATHER HAZARDS AFFECTING NORTH TEXAS. MARCH MARKS THE START OF THE START OF SEVERE WEATHER SEASON IN NORTH TEXAS, INCREASING THE LIKELIHOOD OF TORNADOES, LARGE HAIL, LIGHTNING, DAMAGING WINDS, AND FLASH FLOODING. I WANT TO START WITH A QUOTE BY JOHN CHRYSOSTOM AND ONE OF THE CHURCH FATHERS THAT SHARED, IF YOU CANNOT FIND CHRIST IN THE BEGGAR AT THE CHURCH DOOR, YOU WILL NOT FIND HIM IN THE CHALICE. AND SO IF SO, THERE WERE STAKEHOLDERS AND THERE WAS MENTIONED MENTIONED PRETTY HEAVILY THROUGHOUT THE PROPOSAL. BUT PERHAPS THERE'S A SILENT PARTNER GROUP OF CHURCHES AND FAITH BASED ENTITIES THAT QUIETLY PROVIDE PLACES OF REST IN OPEN AIR. SO THOSE THAT THAT COME ALONG, ESPECIALLY ON HIGHWAY FIVE, WHICH IS WHERE WE'RE LOCATED, AND SLEEP OUT IN THE OPEN AIR AT NIGHT. SO BUT THERE'S THERE'S A SILENT GROUP THAT DOES THAT. SO THERE'S NOT ANYBODY NECESSARILY THERE THAT'S WORKING WITH THAT GROUP.

THEY JUST FIND A PLACE OF REST THERE. AND THEN THE HOMEOWNERS WHO HAVE HOMELESS PERSONS AS THEIR NEIGHBORS WHO SET UP CAMP IN, IN THEIR NEIGHBORHOOD, PERHAPS INCLUDE THOSE GROUPS OF PERSONS OR ENTITIES IN THE SESSIONS AND CONSIDER THEM MAYBE A SILENT STAKEHOLDERS WHOSE DATA CAN COME IN THE FORM OF ADDITIONAL DAILY ENCOUNTERS, OR THOSE WHO ARE AWARE OF THOSE WHO SLEEP OUTSIDE ON ON THE GROUNDS, IT'S JUST IT'S A REALITY. IT IS A REALITY. SO JUST I JUST DON'T WANT US TO LOSE SIGHT. WE MAY NOT BE THE LOUDEST VOICE IN THE ROOM, BUT WE DO PROVIDE CARE BY PROVIDING OUR LAND IS JUST THERE. AND SO AND SO ARE OTHERS. THERE'S JUST A LOT OF COMPLAINTS AND CONFUSION. I KNOW YOU GUYS LIKE FINE ARTS. WE HAD THE JAZZ BAND OUT HERE.

THERE WAS AN INCIDENT WHERE IN A GUY WHO WAS PLAYING CONCERT LEVEL, VIVALDI GOT KICKED OFF.

I DON'T THINK ANYONE ON THIS COUNCIL HAS AN ISSUE WITH VIVALDI IN ANY WAY, SHAPE OR FORM. JUST SOME KIND OF THING TO NEGOTIATE THAT USE OF THE PUBLIC SPACE IN A FAIR WAY, SUCH THAT WE'RE NOT ACTUALLY KICKING THE FINE ARTS OFF OF THE SQUARE. THAT GUY JUST SHOWED UP, AND ALL HE WANTED TO DO WAS PLAY VIVALDI NUMBER TWO. I WOULD LIKE THERE'S A LOT OF PEOPLE WORKING VERY HARD TO SET UP A HOMELESS LIKE, LIKE, YOU KNOW, SOME KIND OF HOMELESS CENTER OR SOMETHING, LIKE, I WANT TO HAVE LIKE A DAY ONE HOMELESS SHELTER FOR LIKE THE DAY ONE, YOU'RE HOMELESS, YOU GO THERE, WE GET YOU WITH ALL OF THE SERVICES, AND WE GET YOU OFF THE STREET RIGHT AWAY IN ORDER TO KIND OF BUILD UP. STANDING FOR THIS, I ON A $70 BUDGET WHILE SLEEPING UNDER A TREE, THROUGH A CHARITY TOY DRIVE, WE HAD OVER $2,500 WORTH OF TOY DONATIONS. THIS IS VERIFIABLE. WE HAD A 13 PIECE JAZZ BAND. WE HAD A POP PUNK BAND. AND LIKE, I BROUGHT ALL OF THAT IN JUST TO SPEAK ON BEHALF AND SHOW LIKE, THERE ARE SOME OF US WHO DO REALLY, REALLY WANT TO WORK BECAUSE FRANKLY SPEAKING, WITH A LOT OF THESE HOMELESS PEOPLE, THEY'RE SORT OF LIKE, LIKE I'M AN INDOOR OUTDOOR CAT. I'M GOING TO GO BACK IN WHEN I'M READY TO GO BACK IN. BUT SOME OF THESE PEOPLE, IT'S DAY ONE. THEY'RE BASICALLY FLUFFY, THE SNOW HAIRED, PERSIAN, LONG HAIRED, PERSIAN OR SOMETHING. THEY'VE NEVER BEEN OFF OF A HEATED PAD IN THEIR ENTIRE LIFE AND THEY DON'T EVEN KNOW, LIKE I'LL FIND THEM CRYING OUTSIDE OF THE COMMUNITY FOOD PANTRY, AND THEY DON'T EVEN KNOW THAT THERE'S A DAY LUNCH RIGHT THERE. TEN YEARS AGO, THE DOWNTOWN PARKING COMMITTEE IDENTIFIED THE MUNICIPAL COURT LOT AS THE NUMBER ONE LOCATION FOR THE PARKING GARAGE, ALONG WITH THE RECOMMENDATION THAT NO PARKING GARAGES BE BUILT WEST OF KENTUCKY STREET. THEIR RECOMMENDATIONS ARE STILL VALID AND THEY SHOULD HAVE GREAT WEIGHT, BUT THEY'RE NOW SECONDARY TO THE MOST CONCERNING REASON. I'M SORRY I WASN'T HERE TO HEAR YOU SPEAK EARLIER. ALREADY, MANY OF THESE PROGRAMS, INCLUDING LONG STANDING CENTERS LIKE OURS, HAVE EXPERIENCED SIGNIFICANT SHIFTS SINCE COVID. MANY CLASSROOMS ACROSS THE CITY ARE NOT OPERATING AT FULL CAPACITY, AND MANY PROVIDERS ARE STILL WORKING TO STABILIZE ENROLLMENT LEVELS IN A CHANGED CHILD CARE LANDSCAPE. SO THERE'S PEOPLE THAT HAVE BEEN WORKING IN THE CITY LONGER, LONGER THAN I'VE BEEN IN THE CITY OVER, YOU KNOW, FOR THE 26 YEARS I'VE BEEN HERE. SO THAT WAS THAT WAS AMAZING TO SEE. AND ALSO, WE HAD THE OPPORTUNITY TO TOUR THE NEW AIRPORT AND GET TO SEE ALL. IT'S A LOT BIGGER THAN THAN I EVEN PREDICTED MYSELF. YOU KNOW, IT'S SIX GATES, NOT NOT FOUR. BUT WE'RE GOING TO START WITH THE FOUR GATES. WE GOT A FULL TOUR ALL AROUND THE FACILITY, AND I CAN'T WAIT FOR IT TO OPEN.

I ALSO WANT TO THANK DERRICK TARVER FOR HOSTING AN EVENT TO ROUND OUT BLACK HISTORY MONTH ON SUNDAY, AND IT WAS HOSTED AT HIS FATHER'S CHURCH HERE ON THE EAST SIDE. SO IT WAS REALLY NICE TO HEAR SOME OF THEIR STORIES REALLY INSPIRING. AND THEY'RE GOING TO BE DOING THAT AGAIN NEXT YEAR. AND THEN LASTLY, I WANTED TO CONGRATULATE EMPRESS DRAIN, WHO WAS RECOGNIZED AT THE MCKINNEY CHAMBER AWARDS AS THE MCKINNEY LEADERSHIP ALUMNUS OF THE YEAR.
