MY NEIGHBORHOOD IS AUTUMN RIDGE, WHICH IS IN THE NORTHWEST CORNER OF THAT INTERSECTION, RIGHT BEHIND GLEN OAKS ELEMENTARY IN THE BACK OF MY HOUSE POINTS TO RIDGE ROAD, SO I DRIVE THROUGH THE INTERSECTION MULTIPLE TIMES A DAY AFTER COMING TO A COMPLETE STOP. OF COURSE, I'VE ONLY LIVED AT THIS ADDRESS FOR ABOUT THREE YEARS, AND IN MY RELATIVELY SHORT TIME THERE, I'VE SEEN AND FELT THE INCREASED STRAIN ON THIS INTERSECTION. AS THE COMMUNITY CONTINUES TO GROW AND YOUNG FAMILIES HAVE STARTED TO MOVE TO THE AREA AS WELL. DURING PEAK HOURS, TRAFFIC IS BACKED UP SOUTHBOUND ON RIDGE TO WHERE IT'S DIFFICULT TO EVEN PULL INTO OUR OWN NEIGHBORHOOD. AND ALMOST ALL OF MY NEIGHBORS UNDER MEDICARE AGE ARE COMPLETELY FOR THIS ROUNDABOUT. I'LL SAY I HELP RUN THE STONEBRIDGE RANCH NEIGHBORHOOD FACEBOOK PAGE AND JUST SHY OF 7000 MEMBERS AND GROWING. THE DISCUSSION ON THE UNOFFICIAL POLL I CONDUCTED WAS GENERALLY IN FAVOR OF PUTTING THE ROUNDABOUT WITH 408 VOTES IN 14 HOURS, 234 WERE FOR THE ROUNDABOUT. THEY HAVE A PUBLIC OUTREACH OUTREACH TEAM THAT WILL ALSO HELP WITH GETTING AS MANY RESIDENTS ON BOARD AS THEY CAN. ONCE THE PROJECT IS APPROVED. POLICE AND FIRE WERE ALSO VERY RESPONSIVE TO THE IDEA WHEN IT WAS LAST PRESENTED IN 2022 AS WELL. BUT THERE ARE A FEW VALID CONCERNS I WANT TO ADDRESS BEFORE MY TIME IS UP. FROM A USAGE STANDPOINT, I DO WANT TO URGE YOU TO CONSIDER IT IF YOU DO DECIDE TO MOVE FORWARD WITH THE PROJECT. SO PEDESTRIAN TRAFFIC FROM NORTH TO SOUTH. THERE IS A TUNNEL THAT GOES EAST TO WEST, BUT WE WANT TO ADDRESS THE NORTH TO SOUTH TRAFFIC FOR CHILDREN. THE OVERFLOW OF GLEN OAKS SCHOOL PICKUP THAT OFTEN BACKS UP TO RIDGE AT THE. AT THAT INTERSECTION. AND HOW WILL TRAFFIC FLOW BE REROUTED DURING CONSTRUCTION AND HOW LONG WILL IT TAKE? SO THOSE ARE CONSIDERATIONS. AND MY FINAL CONSIDERATION IS. THAT'S AN OPPORTUNITY WHERE WE WERE JUST REVISING OUR PROGRAM THAT WE HAD FROM SEVERAL YEARS AGO TO BE ABLE TO INCLUDE FACADE IMPROVEMENTS FOR SMALL BUSINESSES, WORKFORCE DEVELOPMENT PROGRAMS, WHICH INCLUDES JOB TRAINING AND JOB CREATION, AND ALSO MICROENTERPRISE, AND ALSO SOME SMALL BUSINESS SUPPORT AND INFRASTRUCTURE. AND ALSO AS WE PREPARE FOR NEXT YEAR WITH FINANCIAL AMENDMENTS THAT WE'RE HAVING, WE WANTED TO ENSURE THAT WE WOULD UTILIZE ALL OF THE OPPORTUNITIES TO BE ABLE TO USE OUR GRANT FUNDS TO BE ABLE TO EXPAND. WE HAVE THE CHANCE TO BE ABLE TO SEE OUR CITY GROW, [00:15:05] NOT ONLY FOR COMMUNITY RESOURCES IN TERMS OF PUBLIC SERVICES, BUT CDBG CAN ALSO BE USED FOR INFRASTRUCTURE. IT CAN BE USED FOR LAND ACQUISITION. MANY OF YOU MAY BE AWARE OF PAST OPPORTUNITIES THAT WE'VE HAD TO BE ABLE TO IMPROVE BUSINESSES. WITH FACADE. IN THE DOWNTOWN AREA, WE WERE ABLE TO PURCHASE LAND AND BE ABLE TO HELP SUPPORT THE STORE WINDOW TO BE ABLE TO BRING THAT TO MCKINNEY. THESE ARE JUST SOME OF THE EXAMPLES THAT WE'VE HAD. WE WANT TO BE ABLE TO CONTINUE TO USE OUR FUNDING FOR ELIGIBLE USES. SO WE ARE GOING TO REQUEST REMAINING ALLOCATION OF THE $402,000 FOR ELIGIBLE USES. AND THEN WE ALSO HAVE JUST A LITTLE BIT OF OUR 2020 PANDEMIC FUNDS, WHICH IS KNOWN AS CDBG CV, THAT WE WILL BE ABLE TO UTILIZE WITH THE WELLNESS CENTER OF OLDER ADULTS TO BE ABLE TO HELP HOMELESS ADULTS THAT ARE SENIORS, TO BE ABLE TO HELP THEM TO MOVE FORWARD IN THEIR HOUSING EFFORTS. WE ALSO SEE THAT THERE IS A TREMENDOUS NEED TO BE ABLE TO EXPAND OUR HOUSING REHABILITATION PROGRAM. MANY MAY BE AWARE THAT WE HAVE HAD ONLY A FEW STAFF TO BE ABLE TO SUPPORT, BUT WE KNOW THAT THE NEEDS ARE VERY GREAT. THE HOUSING REHAB PROGRAM IS VERY EXTENSIVE. IT REQUIRES A LOT OF DETAIL IN TERMS OF ENVIRONMENTAL APPROACHES, BEING ABLE TO WORK WITH OUR SMALL BUSINESSES FOR CONTRACTORS TO BE ABLE TO DO THE WORK, AND IT IS VERY HEAVY IN TERMS OF NOT ONLY PROCUREMENT BUT ALSO COMPLIANCE. WE WANT TO BE ABLE TO EXPAND THAT PROGRAM WHERE THAT REACH CAN ALSO INCLUDE SUBRECIPIENTS, WHICH ARE OTHER NONPROFIT ORGANIZATIONS THAT ARE ALSO SKILLED IN THIS WORK, TO BE ABLE TO NOT ONLY EXPAND THE SERVICES THAT WE HAVE, BUT ALSO THE COMPLIANCE AND TO BE ABLE TO HAVE MORE OVERSIGHT. SO IN 2017, WE PLANNED AND BUDGETED FOR A AN EVALUATION TO LOOK AT ALL INTERSECTIONS THROUGHOUT THE CITY AND DETERMINE WHICH LOCATIONS WOULD BE GOOD, FEASIBLE FITS FOR ROUNDABOUTS. AND SO IN 28, 2019, WE HAD THAT CONSULTANT DO THAT WORK FOR US. AND LO AND BEHOLD, HE IDENTIFIED THIS INTERSECTION AS A GREAT CANDIDATE FOR A ROUNDABOUT. SO MOVING OUT OF THAT STUDY, WE SAID, OKAY, LET'S, LET'S, LET'S DO AN IN-DEPTH ANALYSIS OF THIS PARTICULAR INTERSECTION. IT KIND OF HAD A DISCUSSION, YOU KNOW, WHAT WERE THEIR CONCERNS? THEY ULTIMATELY DIDN'T HAVE GREAT FEEDBACK ON ROUNDABOUTS FROM THEIR PAST EXPERIENCE. THERE AREN'T VERY MANY ROUNDABOUTS WITHIN STONEBRIDGE ITSELF, SO IT'S KIND OF A NEW CONCEPT FOR THEM. THERE ALSO WEREN'T ANY MULTI-LANE ROUNDABOUTS ANYWHERE IN THE CITY, SO THAT WAS SOME OF THEIR CONCERNS. WE CAME BACK, WE MET WITH COUNCIL INDIVIDUALLY IN 2023 TO KIND OF GET A PULSE ON HOW WE SHOULD MOVE FORWARD. AT THAT SAME TIME, WE WERE FINISHING UP THAT FIRST ROUNDABOUT AT RIDGE AND WILMOTH, AND THEN WE HAD THE OTHER ROUNDABOUTS PLANNED FOR LAKE FOREST, TAYLOR, BURKE AND HARDIN ON WILMOTH. AND SO THE COUNCIL'S RECOMMENDATION CONSENSUS WAS, LET'S WAIT UNTIL THE WILMOTH CORRIDOR IS BUILT. LET'S COME BACK AND REEVALUATE THAT AFTER THAT'S BEEN OPERATING FOR SOME TIME TO SEE IF THOSE ARE GOOD SOLUTIONS. SO BUT IN THE MEANTIME, WE WANTED TO DO SOMETHING AT THAT INTERSECTION. THERE CONTINUE TO BE ACCIDENTS. AND WE'LL GET INTO THAT HERE IN A SECOND. AND SO IN MARCH OF 2024, WE WENT TO THE STOP SIGNS AND WE REPLACED SOME OF THEM WITH RED LEDS, LED LIGHTS ON THE CORNERS OF OF THE INTERSECTION.
