[26-0235 Consider/Discuss an Update Regarding the Downtown Redevelopment Initiative]

REDEVELOPMENT, PLEASE COME TO THE PODIUM. SEEING NO ONE REGISTERED, WE'LL MOVE ON TO 26-0235. THE MICHAEL QUINN PRESENTATION THIS IS A DISCUSSION AN UPDATE REGARDING THE DOWNTOWN REDEVELOPMENT INITIATIVE WE ALL CAME FOR. WOW. MICHAEL QUINN THAT'S IT. I'M HERE. MICHAEL QUINN EXECUTIVE DIRECTOR OF DEVELOPMENT SERVICES, HAVE A BRIEF UPDATE ON THE DOWNTOWN REDEVELOPMENT INITIATIVE. THANK YOU ALL FOR HAVING ME THIS AFTERNOON. I'M TRYING TO MAKE SURE THIS IS ON BEFORE WE GET INTO THE MEAT OF THE UPDATES. I JUST WANT TO RE-ACCLIMATE EVERYONE KIND OF RESET THE STAGE. SO WHEN WE TALK ABOUT REDEVELOPMENT DOWNTOWN, WE'VE GOT A LOT OF CITY OWNED PROPERTY IN AND AROUND THE HISTORIC DOWNTOWN SQUARE. AS YOU CAN SEE ON THE EXHIBIT ABOVE, THERE ARE VARIOUS PROPERTIES CURRENTLY CITY HALL, EVERYTHING TO THE WEST OF CITY OR STATE HIGHWAY FIVE, BUT SPECIFICALLY, SPECIFICALLY, WE'RE GOING TO HONE IN ON THESE PROPERTIES AROUND THE OLD CITY HALL, THE OLD DEVELOPMENT SERVICES BUILDING, THE HALL LIBRARY. IF THE COUNCIL WILL RECALL, BACK IN 2023, WE ISSUED A REQUEST FOR QUALIFICATIONS FOR DEVELOPMENT PARTNER WENT DOWN THE ROAD A COUPLE OF YEARS, BUT THEN IN SEPTEMBER OF 2025, WE ASKED THE COUNCIL HOW THEY'D LIKE TO MOVE FORWARD. AND AT THE TIME THE COUNCIL SAID, HEY, WE'D LIKE TO PAUSE A LOT OF THE DEVELOPMENT ACTIVITY THAT WAS GOING THAT WAS BEING DISCUSSED AT THE TIME, BUT WE WANT TO MOVE FORWARD WITH A COUPLE OF KEY STRATEGIC INITIATIVES. OBVIOUSLY, WE WANT TO DEMOLISH THE DEVELOPMENT SERVICES IN CITY HALL BUILDING. WE WANT TO MOVE FORWARD WITH EXPLORING A NEW PARKING GARAGE, AND WE WANT TO SEE IF EDC COULD DO SOMETHING WITH THE OLD CITY HALL LOT, MAYBE GET AN OFFICE BUILDING COMING OUT OF THE GROUND OVER THERE. AND SO WHAT I'VE GOT FOR YOU TONIGHT ARE ALL THOSE KIND OF TO DO LISTS, IF YOU WILL, OVER HERE ON THE LEFT SIDE, YOU'LL SEE PUBLIC INFRASTRUCTURE BUILDING, DEMO MEDC, PARTNERSHIP PARKING GARAGE AND PUBLIC PARKS. I'LL GO THROUGH EACH ONE OF THEM BRIEFLY. AGAIN, HI HIGH LEVEL.

I DO HAVE SOME SUBJECT MATTER EXPERTISE BEHIND ME IN THE AUDIENCE IN CASE THERE ARE SPECIFIC QUESTIONS THE COUNCIL HAS THAT I CAN'T ANSWER. I'LL ASK MY PEERS TO COME UP AND HELP ME. BUT JUMPING RIGHT IN PUBLIC INFRASTRUCTURE, WE'LL START WITH I DO HAVE A QUICK UPDATE ON THIS. SO OBVIOUSLY, WHEN WE TALK ABOUT PUBLIC INFRASTRUCTURE, THIS IS RECONSTRUCTION ACTIVITIES THAT WE'VE BEEN PLANNING FOR SOME TIME FOR YEARS. IN FACT, WE KNOW THAT SOME OF THE INFRASTRUCTURE IN AND AROUND DOWNTOWN IS JUST NOT SUFFICIENT TO FACILITATE NEW DEVELOPMENT OF REALLY ANY KIND. AND SO WE'VE GOT THIS PROJECT BROKEN OUT INTO TWO PHASES. THE FIRST PHASE IS SHOWN IN GREEN, AND THE SECOND PHASE IS SHOWN IN BLUE. WHAT WE'RE TALKING ABOUT IN THESE PHASES ARE ROADWAY RECONSTRUCTION, SUBSURFACE UTILITIES, WATER, WASTEWATER AND STORM. BUT I DO HAVE SOME UPDATES ON THE TIMELINE. SO THE SCREEN ABOVE YOU SAYS THAT WE'RE GOING TO START PHASE ONE IN JUNE OF 26. DUE TO SOME COMPLEXITY IN THE DESIGN. WE'RE PUSHING THAT BACK ABOUT SIX MONTHS. SO WE'LL BE STARTING CONSTRUCTION FOR PHASE ONE LATE 26. WE ANTICIPATE THAT WILL WRAP UP IN LATE 27, AND THEN PHASE TWO WILL BE STARTING EARLY 28 AND ENDING IN LATE 28. AND AGAIN, I'VE SEEN SOME EMAILS COME ACROSS MY INBOX. WE RECOGNIZE THAT FOLKS ARE WORRIED ABOUT THE BUSINESS IMPACTS OF THIS TYPE OF CONSTRUCTION, AS WE'VE DONE WITH EVERY DOWNTOWN REDEVELOPMENT PROJECT, WE'LL MAKE SURE THAT EVERY BUSINESS HAS PEDESTRIAN ACCESS TO IT, AND WE'LL MAKE SURE THAT WE DIRECT TRAFFIC CONTROL IN A WAY THAT MOVES FOLKS THROUGH THE AREA AS EFFICIENTLY AS POSSIBLE, WITH MINIMIZING AS MUCH OF THE IMPACTS TO THOSE EXISTING BUSINESSES AS WE CAN. BUT I'M NOT GOING TO LIE TO YOU. THERE WILL BE IMPACTS, BUT WE THINK THE END PRODUCT WILL BE MUCH, MUCH BETTER AND WILL FACILITATE SOME NEW HIGH QUALITY RECONSTRUCTION IN THE VERY NEAR FUTURE. MR. QUINN, IF I COULD JUST HAVE YOU CAN YOU CLARIFY PHASE TWO? WHAT WERE THE DATES YOU GAVE? PHASE TWO WILL START IN EARLY 2028 AND END IN LATE 2028. SO UPDATES TO THIS PRESENTATION. SO EACH PHASE WILL TAKE ABOUT A YEAR. THANKS.

SO THE NEXT BUILDING DEMOS. THE COUNCIL HAS ALREADY AWARDED THE CONTRACT FOR DEMOLITION BACK ON MARCH 17TH. DEMO, WE ANTICIPATE WILL START IN EARLY APRIL. WE ANTICIPATE IT WILL BE ABOUT A

THREE MONTH, THREE MONTH PROJECT. THERE WILL BE SOME ABATEMENT THAT NEEDS TO BE THERE'S SOME ASBESTOS IN SOME OF THE BUILDINGS THAT NEEDS TO BE TREATED BEFORE WE CAN MOVE FORWARD TO FULL DEMOLITION. SO WE ANTICIPATE 3 TO 4 MONTHS THIS WILL ALL BE BUTTONED UP. I DO WANT TO MAKE MENTION TO THE PARKING ON BOTH OF THESE LOTS. THE OLD DEVELOPMENT SERVICES LOT AND CITY HALL WILL BE UNAVAILABLE DURING DEMOLITION, SO WE'LL BE DOWN A COUPLE OF HUNDRED SPACES WHILE THIS DEMOLITION IS HAPPENING AND SOME OF THE BECAUSE OF THE TOPOGRAPHY, SOME OF THE PARKING SPACES ON THE CITY HALL LOT AND POTENTIALLY THE DEVELOPMENT SERVICES LOT MAY NEED TO COME OUT. FOR EXAMPLE, ON THE NORTH, ON THE WEST SIDE OF THE DEVELOPMENT SERVICES LOT, IT'S MUCH, MUCH HIGHER THAN THE EAST SIDE. SO THERE MAY BE SOME GRADING THAT WE NEED TO DO AND THAT MAY IMPACT SOME OF THE PARKING. SAME THING ON THE CITY HALL LOT. THERE IS A BASEMENT THAT NEEDS TO BE REMOVED AS PART OF THE DEMOLITION PROCESS, AND THAT MAY REQUIRE US TO DO A LITTLE BIT OF GRADING ON SITE, WHICH MAY IMPACT THE FIRST ROW ON THE EAST SIDE OF CITY HALL. BUT THE FOCUS IS CLEAR. WE WANT TO PRESERVE AS MUCH OF THAT PARKING AS WE CAN FOR AS LONG AS WE CAN, BUT DURING DEMOLITIONS, A LOT OF THAT PARKING WILL BE UNAVAILABLE TO THE PUBLIC. SO JUST WANT TO POINT THAT OUT. ALSO, AS PART OF THE DEMOLITION YOU SEE ON THIS SLIDE ABOVE, WE HAVE THE HISTORIC MARKER MOVING. THAT HISTORIC MARKER WILL BE REMOVED FROM THE SITE DURING DEMOLITION. WE DON'T WANT TO DAMAGE IT. AND AS PART OF THE ROADWAY RECONSTRUCTION, IT WILL BE REINSTALLED IN THE NEW LOCATION.

THEY'RE IN THE RIGHT OF WAY. SO FOR SOME PERIOD OF TIME, YOU'LL SEE THAT MARKER REMOVED. WE DIDN'T GET RID OF IT. ALL THE HISTORIC PRESERVATION LOVERS. IT'S IT'S COMING BACK. I ASSURE YOU IT WILL COME BACK IN THAT NEW LOCATION SHOWN ON THE CORNER OF TENNESSEE RIGHT THERE.

NEXT UP, THE PARTNERSHIP WITH MEDC. SO PRELIMINARY CONVERSATIONS HAVE BEEN STARTED WITH OUR PARTNERS AT MEDC. RIGHT NOW THEY'RE KIND OF TESTING THE MARKET. THEY'RE NOT REALLY GOING OUT AND MAKING ANY FORMAL ADVERTISEMENTS, BUT THEY HAVE HAD A NUMBER OF CONVERSATIONS WITH FOLKS APPROACHING THEM ABOUT WHAT ARE THE POSSIBILITIES OF GETTING SOMETHING CREATIVE DONE ON THESE PROPERTIES. BUT AT THIS POINT, THEY'RE STILL JUST KIND OF FEELING OUT THE MARKET. NO OFFICIAL NOTIFICATIONS OR ADVERTISEMENTS HAVE BEEN MADE AT THIS POINT. NEXT UP, PARKING GARAGE. AGAIN. BACK EARLIER THIS MONTH, MARCH 3RD, THE CITY COUNCIL OR THE TOURS ACTUALLY, AND THE COUNCIL AWARDED A DESIGN CONTRACT FOR SCHEMATIC DESIGN FOR FISHBECK OF DALLAS. THEY'LL BE DOING A SCHEMATIC ANALYSIS AND INITIAL DESIGN OF THE PARKING GARAGE THERE. JUST A REMINDER, WE ESTIMATE THAT. WELL, WE KNOW THAT AT THIS POINT, ONLY THE DESIGN, THE PHASE ONE DESIGN HAS BEEN FUNDED, BUT WE ESTIMATE THE CONSTRUCTION WILL BE ANYWHERE FROM 7017 TO $20 MILLION. AGAIN, THOSE ARE ROUGH ESTIMATES BASED ON PRELIMINARY INFORMATION WE GOT A COUPLE OF YEARS AGO. SO I ANTICIPATE THAT NUMBER WILL CHANGE A LITTLE BIT AS WE GET MORE INTO THE DESIGN. OUR FOCUS IS TO GET ANYWHERE FROM 300 TO 600 PARKING SPACES IN THAT GARAGE, GOING UP TO FIVE STORIES. I KNOW THERE'S BEEN SOME CONVERSATION ABOUT HOW IT'S GOING TO LOOK. WE DON'T KNOW THAT YET. WE'RE HOPING THAT IT'S PART OF THIS SCHEMATIC DESIGN. WE'LL GET SOME PRELIMINARY IDEAS AND CONCEPTS, AND WE'LL BE ABLE TO SHARE THAT INFORMATION WITH THE CITY COUNCIL AND THE PUBLIC AS SOON AS WE HAVE IT. AND LAST BUT DEFINITELY NOT LEAST, THE PARKS. SO AS PART OF THE CONSTRUCTION OF THAT NEW PARKING GARAGE ON WHAT I CALL THE CENTRAL PARK LOT, WE'LL BE MOVING THE PARK THAT IS THE CENTRAL PARK THAT IT'S KIND OF NESTLED ON THE WEST SIDE WILL BE BRINGING THAT, RELOCATING IT FRONT AND CENTER TO THE EAST SIDE OF WHAT I'M CALLING THE CENTRAL PARK LOT. ONCE THE PARKING GARAGE IS DONE, THAT'LL MAKE IT MORE EASILY. ACCESSIBLE, USABLE, MORE VISIBLE. SO HOPEFULLY IT GETS A LITTLE BIT MORE LIFE COMING FROM IT. BUT AT THIS POINT, THERE ARE NO PLANS, THERE'S NO FUNDING, CONSTRUCTION, AND THE TIMELINE FOR ALL OF THAT IS STILL TBD. WE'VE GOT TO GET FARTHER INTO THE PARKING LOT DESIGN AND TIMELINE BEFORE WE KNOW MORE ABOUT WHAT'S GOING TO HAPPEN AND WHEN ON THIS PARK. AGAIN, FUNDING HAS NOT BEEN IDENTIFIED. AND THEN HALL, MEMORIAL PARKING LOT OR LIBRARY. THIS WAS A NEW ADDITION, KIND OF TOWARDS THE END OF OUR CONVERSATION ON THE DOWNTOWN REDEVELOPMENT INITIATIVE. SO AGAIN, VERY SIMILAR TO THE HALL OR THE CENTRAL PARK LOT, WE HAVE NOT GOTTEN ANY KIND OF SCHEMATIC DESIGNS AS PART OF THE HALL MEMORIAL RECONSTRUCTION. THIS WILL BE, YOU KNOW, ALL THE CRAPE MYRTLES THAT WERE OUT THERE WERE REMOVED. IT'LL JUST BE A FLAT LAWN UNTIL WE GET FURTHER INTO THE DESIGN AND GET CONSTRUCTION FUNDS AVAILABLE.

AND SO MORE TO FOLLOW ON THESE TWO PARK PROJECTS. BUT FOR NOW, IT'S STILL A PLACEHOLDER AND WE'RE STILL FOCUSED ON GETTING TO THESE PROJECTS AS SOON AS WE CAN. AND WITH THAT, THIS IS JUST A HIGH LEVEL SUMMARY. AGAIN, I'M NOT GOING TO GET INTO THE SLIDES, BUT JUST KIND

AND SO A LOT OF OUR RELIEVER STREETS ARE GOING TO GET STRAINED IN IN THIS EFFORT. AND SO BEING MINDFUL OF ADDITIONAL TRAFFIC THAT WILL HAVE TO USE THE CENTRAL PART OF THE CITY. AND I'LL JUST MAKE AN ANECDOTAL COMMENT BECAUSE I DRIVE THROUGH DOWNTOWN EVERY DAY, IT SEEMS LIKE WE'VE GOT MORE AND MORE DRIVERS WHO'VE NEVER BEEN THROUGH DOWNTOWN DON'T UNDERSTAND WHERE THEY'RE SUPPOSED TO GO. I SEE AT LEAST A WRONG-WAY DRIVER ONCE A WEEK SINCE BASICALLY THANKSGIVING, AND WE'RE GOING TO MAKE THAT EVEN HARDER THROUGH THIS PROCESS. AND SO THE SECOND THING IS THE SAME THING I SAID IN THE MEETING, YOU KNOW, I FEEL LIKE WE WE HAD A CONSENSUS AMONGST COUNCIL TO MOVE FORWARD WITH THE HOTEL. AND I STILL THINK IT'S IMPORTANT TO DO THAT. I THINK THE PARKING GARAGE IS A BIG PART OF THE INCENTIVE THAT IS TO THAT HOTEL, AND MAKING SURE THAT THAT FITS WITH THE PROGRAMING OF THAT HOTEL, I THINK IS IMPORTANT AND MAKING SURE THAT THAT ALL THAT WORKS TOGETHER. AND SO I WOULD LIKE FOR US TO MOVE FORWARD ON THAT AS WELL. I KNOW THAT WAS SOMETHING WE HAD DISCUSSED. SO.

AND WE ANTICIPATE IT WILL TAKE ABOUT 3 TO 4 MONTHS TO GET THAT DONE. THERE'S SOME ASBESTOS AS BESTOS IN THE BUILDINGS THAT SHOULD BE ABATED. REGARDING THE PUBLIC INFRASTRUCTURE PROJECTS, THE PHASE ONE ON THIS SCREEN SAYS IT WILL START IN JUNE OF 26 AND END OF JUNE 27TH. WE'RE BUMPING THAT BACK. THERE'S BEEN SOME COMPLEXITY IN THE DESIGN, THE RIGHT OF WAY ACQUISITION THAT'S NEEDED TO GET THIS DONE.

THAT'S KIND OF PUSHING THE PROJECT BACK. SO THE PHASE ONE WILL START LATE 26 AND END LATE 27. PHASE TWO WILL START EARLY 28 AND END LATE 28. THE PROJECT SCOPE IS STILL CONSISTENT WITH

SO THE PIECE SOUTH AND WEST OF DOWNTOWN, WE GOT WE GOT CHURCH, HENRY DAVIS COLLEGE, THERE'S A PIECE OF HUNT THAT'S NOT ASSOCIATED WITH THIS PROJECT. WE ARE TRYING TO MOVE TO THOSE TO CONSTRUCTION LATE THIS YEAR. EARLY NEXT WE AGAIN RIGHT AWAY. ACQUISITION AND UTILITY RELOCATIONS ARE THE ISSUES TO MAKE SURE YOU KNOW THE PROJECTS ARE CLEAR, BUT THAT'S ABOUT A 20 PLUS MILLION DOLLAR PROJECT. WE'RE COMBINING ACTUALLY TWO PROJECTS TO TRY TO GET ECONOMIES OF SCALE AND MAKE SOME REAL PROGRESS ON THE RECONSTRUCTION OF STREETS IN THOSE AREAS. SO WE ARE VERY COGNIZANT OF THE IMPACT THOSE STREET CONSTRUCTION HAVE WILL HAVE ON THIS PROJECT. AND MICHAEL GAVE YOU THE DATES THAT WE WERE TALKING ABOUT THAT WERE RIGHT NOW, WE ALSO REALIZE THOSE PROJECTS ARE GOING ON. THE DOWNTOWN ALSO HAS HAVE HAS DIFFERENT FESTIVALS.
