OUR REGULAR AGENDA. FIRST ITEM IS 26-0361. AN UPDATE ON BOARDS AND COMMISSIONS APPOINTMENTS PROGRAM. THAT. YEAH. GOOD AFTERNOON MAYOR, COUNCIL MEMBERS CITY MANAGER. I'M EDITH REESE, ACCREDITATION AND REPORTING SPECIALIST. THIS IS A BRIEF OVERVIEW OF THE BOARDS AND COMMISSION APPOINTMENT PROCESS. DON'T YOU LOVE IT WHEN THAT HAPPENS? YES. MY APOLOGIES.

SO. EACH YEAR WE OPENED THE OPPORTUNITY FOR RESIDENTS TO APPLY ON ONE OF THE CITY BOARDS AND COMMISSIONS. CURRENTLY, WE HAVE 20 BOARDS APPOINTED BY COUNCIL. THIS YEAR WE DID HAVE ONE STRUCTURAL CHANGE. THE ANIMAL SERVICES BOARD WILL BE TRANSITIONING TO THE COUNTY. AS THAT TRANSITION MOVES FORWARD, RELATED ADJUSTMENTS WILL BE MADE ACCORDINGLY. HERE'S A QUICK LOOK AT THE APPOINTMENT PROGRAM CYCLE. MORE BROADLY, THIS IS A YEAR ROUND PROCESS THAT THE CITY SECRETARY OFFICE MANAGES FROM START TO FINISH. RIGHT NOW, WE ARE IN THE INFORMATIONAL PHASE. DURING THIS TIME, THE CITY SECRETARY OFFICE ATTENDS BOARD MEETINGS TO REMIND THOSE BOARD MEMBERS, AS WELL AS THE GENERAL PUBLIC, OF THE OPPORTUNITIES TO SERVE WITH THE CITY. THE APPLICATION PERIOD RUNS THROUGH JUNE 19TH, FOLLOWED BY INTERVIEWS IN JULY, AFTER WHICH COUNCIL WILL MAKE NOMINATIONS. WE THEN CONSOLIDATE THOSE NOMINATIONS TO PROVIDE THEM TO YOU FOR THE APPOINTMENTS EVENT IN AUGUST. ONCE APPOINTMENTS ARE MADE, WE BEGIN ONBOARDING IMMEDIATELY. NEW AND RETURNING MEMBERS MUST COMPLETE OPEN GOVERNMENT TRAINING AND ANY OTHER RELATED TRAINING TO BE READY TO SERVE THE NEW TERM THAT STARTS IN OCTOBER 1ST. FROM THERE, WE WILL CONTINUE WORKING WITH STAFF AND BOARD MEMBERS TO ENSURE ONGOING COMPLIANCE. TO GIVE YOU A SENSE OF THE PROGRAM SCALE, THIS PROGRAM SUPPORTS 132 APPOINTED OFFICIALS WHO FACILITATE 181 PUBLIC MEETINGS ANNUALLY. TO BE ABLE TO SUPPORT THAT WORK. WE REMAIN FOCUSED ON A FEW AREAS. FIRST, MAINTAINING ACCURATE AND AND FIRST, MAINTAINING ACCURATE AND. RELIABLE DATA SYSTEMS. WE ALSO MAINTAIN TRANSPARENCY AND COMPLIANCE, AND WE CONTINUE TO EXPAND COMMUNITY ENGAGEMENT FOR PUBLIC AS WELL AS SUPPORT TRAINING EFFORTS TO CONTINUE WORKING WITH STAFF AND BOARD MEMBERS THROUGHOUT THE YEAR. AS YOU MAY CONSIDER, THIS YEAR, YOU'LL BE LOOKING AT TWO TYPES OF MEMBERS. REGULAR MEMBERS ACTIVELY PARTICIPATE IN DISCUSSIONS. SOME MAKE RECOMMENDATIONS THAT COME BEFORE COUNCIL, AND THEY ALSO WORK CLOSELY WITH STAFF TO CARRY OUT THE BOARD'S RESPONSIBILITY. THE NUMBER OF MEMBERS IS SET BY ORDINANCE AND BYLAWS. IT'S TYPICALLY SEVEN, ALTHOUGH THAT CAN VARY DEPENDING ON THE BOARD. WE ALSO HAVE ALTERNATE MEMBERS THEY SERVE IN WHEN IN ABSENCE OF REGULAR MEMBERS, ALTERNATE MEMBERS ALSO HAVE THE OPPORTUNITY TO LEARN THE BOARD'S WORK IN CASE THERE'S A VACANCY AVAILABLE. COUNCIL HAS A POOL OF CANDIDATES THAT ARE READY TO STEP INTO REGULAR, FULL TERMS. ONCE YOU SEE THEY'RE READY FOR. ONE THING ABOUT ALTERNATE MEMBERS IS THAT THEY SERVE THE SAME TERM LENGTH AS REGULAR MEMBERS, BUT THEY'RE NOT SUBJECT TO TERM LIMITS. AND IN ACCORDANCE WITH POLICY, THE SERVICE PERIOD WILL START ON OCTOBER 1ST. IT GOES UP TO TWO YEARS UNLESS YOU APPOINT SOMEONE TO FILL A VACANCY. THE TERM LIMITS FOR BOARDS ARE A MAXIMUM OF 2 OR 3 CONSECUTIVE FULL TERMS, AND ATTENDANCE IS ALSO A KEY REQUIREMENT. MEMBERS MUST MAINTAIN AT LEAST 75% OF ATTENDANCE TO REMAIN IN CONTINUATION OR BE CONSIDERED FOR REAPPOINTMENT. THIS TRAINING AND ATTENDANCE REQUIREMENTS ARE APPLIES TO BOTH THE REGULAR MEMBERS AND

ALTERNATE MEMBERS. FOR CANDIDATE READINESS, WE ENCOURAGE APPLICANTS TO LEARN MORE ABOUT THE BOARD THEY ARE CONSIDERING BY CHECKING OUT THE RESOURCES ON OUR WEBSITE OR EVEN ATTENDING PUBLIC MEETINGS. WE ALSO HAVE THE LIST OF CURRENT MEMBERS ON OUR WEBSITE, ALONG WITH THEIR EXPIRATION TERM DATES, THE SEATS THAT HAVE AN EXPIRATION TERM OF 2026 ARE THE SEATS THAT COUNCIL WILL BE CONSIDERING FOR THIS APPOINTMENT. LASTLY, I WOULD LIKE TO HIGHLIGHT THAT LAST WEEK ON APRIL 20TH, WE ATTENDED THE SERVE MCKINNEY EVENT IN PARTNERSHIP WITH THE MCKINNEY CHAMBER OF COMMERCE. WE HAVE A REALLY GREAT PARTNERSHIP WITH THE MCKINNEY CHAMBER OF COMMERCE, WHO DOES THIS ANNUALLY. AND WITH THAT PARTNERSHIP, WE ARE ABLE TO EXPAND AWARENESS, CONNECT WITH RESIDENTS AND ENCOURAGE BROADER PARTICIPATION IN THE PROGRAM TO BE ABLE TO DO THIS. SO WE THANK THEM FOR THEIR PARTNERSHIP. AND LOOKING AHEAD, HERE ARE A FEW IMPORTANT DATES. YOU 19 IS THE APPLICATION DEADLINE. JULY 13TH CANDIDATES PACKAGE WILL BE PROVIDED TO COUNCIL THIS YEAR.

WE DO HAVE FOUR INTERVIEW SESSIONS. THE FIRST ONE WILL START ON JULY 20TH ON AUGUST 16TH. PREFERENCES SUBMITTALS ARE DUE TO CITY SECRETARY OFFICE. AUGUST 18TH. CITY COUNCIL WORK SESSION WILL BE THE PREFERENCE UPDATE. AND LASTLY, CITY COUNCIL SPECIAL MEETING WILL BE THE MEMBER APPOINTMENTS EVENT ON AUGUST 25TH. THAT CONCLUDES MY UPDATE.

PRESENTATION IS TIMELY. THANKS. NEXT ITEM IS 26-0362. DISCUSS THE MAKE UP AND MEMBERSHIP OF THE MCKINNEY DEVELOPMENT COMMITTEE. MDC MR. QUINT, THANK YOU, SIR MICHAEL QUINT, I'M THE EXECUTIVE DIRECTOR OF DEVELOPMENT SERVICES HERE WITH A BRIEF UPDATE REGARDING THE MDC, THE MCKINNEY DEVELOPMENT COMMITTEE. SO WHAT IS THE MDC? BASICALLY, IT'S A GROUP OF.

DEVELOPMENT. I'LL SAY A GROUP OF INDIVIDUALS FROM OUR DEVELOPMENT COMMUNITY THAT PARTNERS WITH THE CITY STAFF TO ENSURE THAT AS WE CONSIDER PROCESS IMPROVEMENTS OR CODE AMENDMENTS, THAT WE HAVE A SOUNDING BOARD, SOMEBODY TO GO TO AND SAY, HEY, DOES THIS PASS THE SMELL TEST? DOES THIS MAKE DEVELOPING IN THE CITY OF MCKINNEY BETTER, MORE EFFICIENT? ALSO, THESE MEMBERS WOULD SERVE AS AN ADVOCATE FOR DEVELOPMENT IN THE CITY OF MCKINNEY. HEY, YOU KNOW, SOMEBODY THAT'S LOOKING TO DO BUSINESS, WHY NOT COME TO DEVELOPMENT SERVICES, STRIKE UP A CONVERSATION, SEE IF WE CAN FIND A HOME FOR YOU HERE. BUT GENERALLY SPEAKING, IT'S MEANT TO SERVE AS A CONDUIT BETWEEN THE DEVELOPMENT COMMUNITY AND THE CITY OF MCKINNEY SO THAT WE CAN KEEP LINES OF COMMUNICATION OPEN AND MAKE SURE THAT MCKINNEY CONTINUES TO BE ONE OF THE BEST PLACES TO LIVE, WORK, DEVELOP AND GROW, RAISE A FAMILY. THAT SAID, THIS COMMITTEE WAS APPOINTED ORIGINALLY BY THE CITY COUNCIL IN 2018, BUT DUE TO COVID AND US WRAPPING UP OUR OUR UDC IN LATE 2020, OUR LAST MEETING WAS IN SEPTEMBER OF 22.

SO WHAT IS THE MAKE UP OF THE MDC? SO YOU CAN SEE ABOVE. ESSENTIALLY, WE WANT TWO MEMBERS OF THE CITY COUNCIL, TWO MEMBERS FROM PNC, TWO MEMBERS FROM THE CHAMBER BOARD OF DIRECTORS, TWO BUSINESS OWNERS FOR INDUSTRY PROFESSIONALS, AND FOUR MISCELLANEOUS MEMBERS FROM THE DEVELOPMENT COMMUNITY. BELOW THOSE BULLET POINTS, YOU'LL SEE THE MEMBERS AS IT STOOD BACK IN SEPTEMBER OF 22. YOU'LL SEE SOME FAMILIAR NAMES ON THAT LIST. BUT WHAT'S BRINGING THIS TO THE FOREFRONT NOW? SO THE PLANNING DEPARTMENT IS CONSIDERING SOME MORE PROCESS IMPROVEMENT BASED AMENDMENTS TO THE UDC. WE'RE GOING TO KICK THOSE OFF IN EARNEST LATER THIS YEAR, HOPEFULLY GETTING IN FRONT OF THE CITY COUNCIL BY THE YEAR'S END WITH SOME AMENDMENTS THAT HOPEFULLY WILL MAKE IT EASIER TO DEVELOP IN THE CITY OF MCKINNEY. NOT EVERYTHING REQUIRING ZONING OR PROCESS ARDUOUS PROCESSES LIKE THAT. OBVIOUSLY, WE'VE GOT A NEW PLANNING DIRECTOR. WE'D LIKE TO MAKE SURE THAT HE HAS RELATIONSHIPS WITH THE DEVELOPMENT COMMUNITY, AND OBVIOUSLY, WE WANT THE DEVELOPMENT COMMUNITY TO KNOW WHO HE IS AND HOW TO REACH HIM. AND THEN OBVIOUSLY, WE HAVEN'T MET SINCE SEPTEMBER OF 22. IT'S TIME TO GET THE GANG BACK TOGETHER. SO WITH THAT IN MIND,

JUST A QUESTION FOR THE CITY COUNCIL. THIS IS THE CURRENT MAKEUP OF THE BOARD OR THE COMMITTEE, I SHOULD SAY. WOULD YOU LIKE TO SEE THE MAKEUP OF THE COMMITTEE CHANGED MODIFIED? WOULD YOU LIKE TO APPOINT NEW MEMBERS? KEEP THE MEMBERS ON THERE. HOW WOULD YOU LIKE TO PROCEED? I DO WANT TO POINT OUT THAT THE TWO BUSINESS OWNERS AND THE TWO BOARD OF DIRECTORS IN THE PAST WERE APPOINTED BY THE CHAMBER OF COMMERCE, CHAMBER OF COMMERCE BOARD OF DIRECTORS. NOT TO SAY THAT THAT NEEDS TO BE THE CASE GOING FORWARD, BUT THAT WAS JUST THE MAKEUP AND THE KIND OF APPOINTING STRUCTURE BACK IN 2022. SO WITH THAT, I'LL STAND FOR ANY QUESTIONS OR DIRECTION FROM THE COUNCIL. OBVIOUSLY THE MAKEUP, YOU'VE GOT SOME INACCURATE TITLES NOW ON SOME OF THE AT LEAST THE TOP TWO THERE. YES, SIR. SO THERE WILL NEED TO BE SOME CHANGE AS FAR AS THE ACTUAL COMMITTEE MEMBER. KIND OF THE FIRST BULLET POINT.

I DO HAVE A QUESTION REGARDING THE WHAT IS THE CITY COUNCIL ACTUALLY ALLOWED PER THIS SLIDE TO A POINT. SO THE CITY COUNCIL IS ALLOWED TO APPOINT ALL OF THEM, WITH THE EXCEPTION OF THE CHAMBER OF COMMERCE BOARD OF DIRECTORS. THOSE TWO THOSE TWO SEATS AND THE BUSINESS OWNERS, THOSE TWO SEATS. BUT AGAIN, ULTIMATELY, THIS WAS A COMMITTEE PULLED TOGETHER BY THE COUNCIL. IF YOU WANT TO CHANGE THE MAKEUP AND APPOINT ALL OF THEM, YOU CAN. IF YOU WANT TO REMOVE THE CHAMBER AND DO SOMETHING DIFFERENT, WE'RE ALL EARS. IT WASN'T TO REMOVE THE CHAMBER WAS JUST CLARIFICATION AS A STARTING POINT, AS A BASELINE.
