TODAY WE WILL BE GOING OVER A RECAP OF 2025 FOR TRES ONE. THIS IS REQUIRED BY THE. WELL, THE STATE REQUIRES US TO SUBMIT THE SAME REPORT TO THEM EVERY YEAR AT THAT TIME. WE ALSO PRESENT TO YOU ALL THE RESULTS. AND IF YOU HAVE ANY QUESTIONS AS I'M GOING THROUGHOUT IT, PLEASE STOP ME AT ANY TIME. THE START OF IT USUALLY JUST TALKS ABOUT THE MAKEUP OF TRES ONE, SOME OF THE BACKGROUND, THE HISTORY, THE PURPOSES OF IT, WHICH YOU ARE ALL AWARE. I WANTED TO TOUCH ON THE FINANCIAL INFORMATION THOUGH. AND SO STARTING OFF, WE COLLECTED $6.5 MILLION FOR 2025 THAT WAS MADE UP OF PROPERTY TAX AND SALES TAX. AS A COMPARISON, LAST YEAR WE COLLECTED 5.7 MILLION. SO THIS WAS A 14% INCREASE OVER LAST YEAR. INTEREST INCOME FROM THE YEAR. WE COLLECTED A LITTLE OVER $1.2 MILLION. IN REGARDS TO EXPENDITURES. WE HAD A FAIRLY BUSY YEAR. WE HAD TEN EXPENDITURES. YOU CAN SEE THE EXPENSE, THE DEBT SERVICE PAYMENTS. WE ALSO CONTRIBUTED TO THE WATER TOWER FROM TRES ONE, THE THROCKMORTON STREET REHAB, AND THEN ALSO THE REMAINING SIX WERE PROJECTS THAT CAME TO YOU ALL FOR APPROVAL. THEY ALL CAME TO YOU FOR APPROVAL, BUT PART OF THE ANNUAL 400 K THAT WE BUDGET FOR FACADE IMPROVEMENTS AND RELATED ITEMS. THE TOP NUMBER THREE, THE REMAINING DEBT ISSUANCE AMOUNT IS $15.5 MILLION. WE STILL OWE ON THE BOND, AND YOU CAN SEE HOW MUCH WE PLAN ON PAYING IN 2026. WE HAVE 300,000 DUE FOR PRINCIPAL. AND THEN WE ALSO HAVE 676,000 FOR INTEREST DUE. AND ON NUMBER FOUR. SO WHAT I WANTED TO REALLY TALK ABOUT TODAY IS YOU CAN SEE IN THE SECOND COLUMN THE NET TAXABLE VALUE FOR PROPERTY TAXES OR PROPERTY VALUES FOR THE CITY OF MCKINNEY WAS $918 MILLION LAST YEAR, OR THIS WAS $126 MILLION INCREASE OVER LAST YEAR, WHICH IS A 16% INCREASE, WHICH IS MUCH HIGHER THAN THE OVERALL CITY. KIND OF SPEAKING TO HOW MUCH GROWTH IS GOING IN THE AREA COMPARED TO THE CITY AS A WHOLE. AND THE NUMBER FIVE, YOU CAN SEE HOW MUCH DOLLARS THAT CONTRIBUTED TO INCREASING THE TOURS. ONE REVENUE WAS $2.9 MILLION, WHICH WAS AN INCREASE OF 453,000, ALSO 8% COMPARED TO FISCAL YEAR 24. SALES TAX FOR TOURS ONE, WE COLLECTED $4.4 MILLION IN THE TOURS. ONE AREA.

THIS WAS A $262,000 INCREASE OVER LAST YEAR, WHICH WAS A 6% INCREASE, WHICH WAS HIGHER THAN THE CITY'S 3.5% AS A WHOLE. ALSO SPEAKING TO THE MORE SLIGHTLY INCREASED SALES TAX AND THE TOURS, ONE AREA, THE TOTAL INCREMENT FOR 2025 WAS $6.5 MILLION. AND AT THE BOTTOM, YOU CAN SEE KIND OF HOW FUND BALANCE HAS TRENDED OVER TIME THAT WE ENDED 2025 AT $28.2

MILLION, BUT CLOSE TO 3 MILLION OF THAT IS RESTRICTED FOR TRANSPORTATION PURPOSES FROM THE COLLIN COUNTY'S CONTRIBUTIONS THEY PUT IN EVERY YEAR AS WELL. AND I'LL BE HAPPY TO ANSWER ANY QUESTIONS AT THIS TIME OR RELATED TOURS. 120. THERE'S NO ACTION ON THAT. YEP.

NO ACTION. JUST HOW MUCH OF THAT 28 MILLION IS COMMITTED TO A PROJECT SO FAR COMMITTED ALL UNCOMMITTED, THE 20 MILLION, ALL 3 MILLION IS CONTRIBUTED TRANSPORTATION. CONSIDER, DISCUSS, ACT ON A RESOLUTION APPROVING A CHAPTER THREE EIGHT ECONOMIC DEVELOPMENT AGREEMENT AND PROJECT PLAN IMPLEMENTATION AGREEMENT WITH THE PARKS CHURCH OF THE ENVIRONMENT FOR THE ENVIRONMENTAL REMEDIATION AND DEMOLITION OF THE NORTHEAST CORNER OF DAVIS AND TENNESSEE STREET. GOOD EVENING. MY NAME IS CASSIE BUMGARNER. I'M A PLANNING MANAGER AND I AM HERE TO PRESENT THE REQUEST ON BEHALF OF THE APPLICANT. THE APPLICANT IS ALSO HERE TONIGHT AND WILL BE MAKING A PRESENTATION FOLLOWING THIS.

THIS IS JUST TO GET YOU ORIENTED. THE PROPERTY IS LOCATED IN THE MCKINNEY TOWN CENTER IN THE HISTORIC CORE OF NOTE, BACK IN OCTOBER OF 2025, PARKS CHURCH ALSO HAVE BEEN AWARDED A TWO-YEAR AGREEMENT IN THE AMOUNT OF 25,400 FOR CRITICAL MAINTENANCE AND FACADE WORK AT 110 EAST DAVIS, WHICH IS ACROSS THE STREET FROM THE SITE. DEVELOPMENT ON THE SITE WAS REVIEWED AND APPROVED IN SEPTEMBER OF 2023 BY THE PLANNING AND ZONING COMMISSION.

ORIGINALLY, THERE WERE PLANS TO KEEP THE TWO HISTORIC BUILDINGS AT THE CORNER OF DAVIS AND TENNESSEE. HOWEVER, THERE WERE STRUCTURAL CONCERNS THAT LED TO THE DEMOLITION OF THOSE TWO BUILDINGS. AS THEY WERE DIGGING, THEY HAD UNCOVERED GAS TANKS, AND THAT'S WHAT THE BULK OF THEIR REQUEST TONIGHT IS TALKING ABOUT IS THE ENVIRONMENTAL REMEDIATION RELATED TO THE GAS TANKS THAT THEY FOUND UNDERGROUND. AGAIN, SINCE THEY'RE GIVING A PRESENTATION, I WANT TO LET THEM SPEAK TO THAT MOSTLY. BUT ON THIS NEXT PAGE. YOU'LL SEE.

I KNOW THIS IS A LITTLE BIT DIFFICULT TO READ, BUT IT WAS INCLUDED IN THE PACKET AS WELL.

STAFF WENT THROUGH EACH INVOICE LINE ITEM BY LINE ITEM TO MAKE SURE TO SEE WHAT QUALIFIED AS ENVIRONMENTAL REMEDIATION WORK. AFTER STAFF REVIEWING IT, WE SAW THAT THERE ARE ELIGIBLE TOURS EXPENDITURES UP TO THE 453,000. THIS REQUEST WAS SENT POST WORK THOUGH, WHICH MEANS WE DON'T HAVE MULTIPLE BIDS, JUST THE INVOICES OF THIS WORK. NOW FOR THIS PORTION, I WANT TO GO OVER THE APPLICANT REQUEST AND WHAT THE FUNDING IMPLICATIONS OF THOSE ARE. SO GIVE ME ONE SECOND. EACH YEAR, 400,000 IS ALLOCATED TO THE VACANT UNDERUTILIZED SITES AND BUILDINGS PROJECT CATEGORY. RIGHT NOW THAT CURRENT BALANCE IS 279,000. THAT'S WHAT'S LEFT FOR FISCAL YEAR 26. PARKS, CHURCHES REQUESTING $453,439.57. IF THE BOARD CHOSE TO AWARD THAT FULL AMOUNT, THERE WOULD BE A BUDGET AMENDMENT REQUIRED TO ALLOCATE THE NECESSARY FUNDS.

THERE WOULD BE TWO OPTIONS FOR THAT BUDGET AMENDMENT. YOU COULD FUND THE PROJECT BY UTILIZING THE REMAINING ALLOCATED FUNDS IN VACANT UNDERUTILIZED THAT 279,000 AND THEN SUPPLEMENT WITH GENERAL FUND BALANCE DOLLARS THAT WOULD CLOSE OUT THE ALLOCATION OF FUNDS FOR THE VACANT UNDERUTILIZED SITES PROJECT CATEGORY FOR THE REMAINDER OF THE FISCAL YEAR. SO 2ND OCTOBER. THE OTHER OPTION IS THAT YOU COULD FUND THE PROJECT ENTIRELY FROM THE FUND BALANCE. THAT WOULD REDUCE THE GENERAL FUND BALANCE BY THE PROJECT AMOUNT FUNDED. IN EITHER SITUATION, THE NECESSARY BUDGET AMENDMENT WOULD BE PRESENTED AT THE NEXT MEETING AND THEN SUBJECT TO CITY COUNCIL APPROVAL. ALL OF THAT BEING SAID, STAFF HAS A RECOMMENDATION OF AWARDING 5000 RATHER THAN THE APPLICANT REQUEST. STAFF RECOMMENDED THE TOTAL OF 5000 BECAUSE THAT IS WHAT IS ALLOWED BY OUR FUNDING GUIDELINES FOR ENVIRONMENTAL

REMEDIATION. IF YOU CHOSE TO DO THAT, THE REMAINING BALANCE IN THE FISCAL YEAR 26 BUDGET WOULD END UP BEING 229,000. AND THAT CONCLUDES MY PRESENTATION. AND BY GOD'S GRACE, PART OF THIS IS THE STORY OF HIM ALLOWING US TO PARTICIPATE IN HIS RADICAL GENEROSITY TOWARD, TOWARD US. AND SO AS WE GO THROUGH THIS, WE ARE A CHURCH FOR THE CITY. WE HAVE SAID THAT UNAPOLOGETICALLY FOR 15 YEARS, FOR THE COMMON GOOD OF OUR CITY, A CHURCH ABOUT COMMUNITY IMPACT. AND SOME OF THE THINGS I WANT TO SHARE WILL ILLUMINATE THIS. BEFORE I TALK ABOUT GAS TANKS BURIED UNDER A BUILDING WE PURCHASED. AND SO OVER THE LAST 15 YEARS, OUR MEMBERS HAVE DEMONSTRATED RADICAL GENEROSITY NOT JUST TO THE COMMUNITY ITSELF, BUT THROUGH ACTUAL DOLLARS. AND I'LL GET I'LL GET BACK TO SOME OF THESE. AND THIS IS ONE OF THE SLIDES I WANT TO SHOW THE CUMULATIVE CONTRIBUTIONS OF ACTUAL DOLLARS INTO THE CITY THROUGH DIFFERENT ORGANIZATIONS AND NONPROFITS HAS BEEN $1.4 MILLION. AND I BELIEVE THAT'S ACTUALLY A VERY CONSERVATIVE NUMBER FROM OUR COMMUNITY. THIS REPRESENTS OVER 1200 MEMBERS PUTTING THEIR HANDS, THEIR FEET, AND THEIR WALLETS TO THEIR FAITH IN JESUS. AND WE BELIEVE AND ESTIMATE THAT OVER THE NEXT FOUR YEARS, WE ANTICIPATE ANOTHER MILLION DOLLARS INVESTED DIRECTLY INTO THE COMMUNITY. AND SO TO GIVE YOU JUST A HIGH LEVEL OF WHAT THESE THIS $1.4 MILLION INVESTMENT INTO OUR COMMUNITY LOOKS LIKE. IT LOOKS LIKE COMMON GOOD MEDICAL, A PRIMARY CARE FACILITY THAT WE STARTED AND FOUNDED NINE YEARS AGO. THIS SERVES OUR CITY AND NOW OUR COUNTY. AND I TALKED WITH OUR CEO THIS MORNING, AND HE SHARED WITH ME THAT LAST YEAR ALONE, WE SAW 5698 PATIENT VISITS, AND WE EXPECT 1000 MORE IN 2026. THESE ARE REAL LIVES IMPACTED EVERY SINGLE DAY. ANOTHER ONE WOULD BE OUR FEEDING PROGRAM, WHICH WAS THE FIRST OF ITS KIND IN MCKINNEY WHEN IT STARTED ABOUT 12 OR 13 YEARS AGO. IT WAS THE FIRST REGULAR WARM MEAL FED IN MCKINNEY. WE NOW SERVE A THOUSAND MEALS EVERY SINGLE MONTH AND HAVE BEEN DOING SO FOR QUITE SOME TIME. WE'RE DEEPLY INTEGRATED IN OTHER PARTS OF MCKINNEY, LIKE MCKINNEY ISD, PARTICULARLY WITH THE DISCIPLINARY CAMPUS KNOWN AS THE DAEP, WHERE EVERY SINGLE WEEK WE TEACH A CLASS AND WE SUPPORT THE TEACHERS AND THE FACULTY AT THAT CAMPUS. YOU CAN SEE THE OTHER NONPROFITS AND ORGANIZATIONS THAT WE SUPPORT FINANCIALLY AS WELL. IN 2023, WE BROKE GROUND ON OUR PERMANENT FACILITY. AND SO, BY THE WAY, WE'VE DONE ALL OF THAT OVER THE LAST 15 YEARS WITHOUT A PERMANENT FACILITY. WE BROKE GROUND IN 2023 ON OUR PERMANENT FACILITY AT THE LOCATION THAT CASSIE SHARED. AND AS MOST OF YOU KNOW, THAT ANY DEVELOPMENT OR PROJECT IN THE HISTORICAL AREA IN DOWNTOWN MCKINNEY IS GOING TO COME WITH SOME HIDDEN CHALLENGES AND SOME SURPRISES. AND OURS WAS NO DIFFERENT. AND SHE SHARED THAT WE HIT GAS TANKS, PARTICULARLY. WE HIT FOR VERY LARGE GAS TANKS BURIED UNDER 131. AND PART OF THAT WAS THAT IT WAS UNKNOWN. IT WAS UNKNOWN TO THE CITY. IT WAS UNKNOWN, OBVIOUSLY, TO US AS WE BEGAN TO EXCAVATE THAT. HOWEVER, THIS REQUIRED EXTENSIVE REMEDIATION. AND WHILE THIS WAS UNEXPECTED AND A SIGNIFICANT FINANCIAL BURDEN, WE CHOSE TO ADDRESS IT IMMEDIATELY AND HEAD ON, GOING EVEN ABOVE AND BEYOND THE MINIMUM REQUIREMENT TO REMEDIATE, REMEDIATE, EXCUSE ME, THE SITE. SO FOR US, THIS WAS PART OF OUR ENVIRONMENTAL CARE FOR DOWNTOWN. WE BELIEVE THAT SERVING THE COMMON GOOD INCLUDES BEING RESPONSIBLE STEWARDS OF THE LAND THAT WE OCCUPY. AND SO WE WANTED TO ENSURE THAT OUR PRESENCE IN MCKINNEY CONTRIBUTES TO A CLEANER, SAFER, MORE SUSTAINABLE DOWNTOWN ENVIRONMENT FOR GENERATIONS TO COME. WE ESTIMATE THAT THESE TANKS HAD BEEN BURIED SINCE THE 1920S OR 1930S. AND SO WE SAW THIS COSTLY REMEDIATION AS A TANGIBLE WAY, AGAIN, TO SERVE OUR OUR COMMUNITY, OUR COMMITMENT TO MCKINNEY. AND WE CAN GO THROUGH THIS A LITTLE BIT, HAS ALSO BEEN VERY PRACTICAL IN TERMS OF JUST AN ECONOMIC COMPONENT. WE'RE PROUD TO BE A DRIVER IN DOWNTOWN

MCKINNEY OF ECONOMIC GROWTH AND BUSINESS. EVERY WEEK WE SEE OVER 1000 ATTENDEES DRIVE TO DOWNTOWN MCKINNEY AND WHAT WE, TO THE BEST OF OUR ESTIMATION, CONSERVATIVELY, ANNUALIZED.

THAT'S ABOUT 50,000 VISITS TO DOWNTOWN MCKINNEY. AND THESE AREN'T JUST PEOPLE WHO ARE COMING INTO A BUILDING AND SITTING IN A SUNDAY MORNING SERVICE. THESE ARE FAMILIES AND GUESTS WHO STAY AND EAT AT LOCAL RESTAURANTS, SHOP AT LOCAL SHOPS, SUPPORT OUR NEIGHBORING BUSINESSES. AND SO WE ESTIMATE AGAIN FROM THE PARKS CHURCH SIDE THAT OUR PRESENCE DOWNTOWN GENERATES ABOUT 1 MILLION IN ANNUAL IMPACT FOR LOCAL BUSINESSES.

AND THAT'S JUST ON SUNDAY MORNING. I CAN TELL YOU HOW I GOT THAT NAPKIN MATH, IF YOU'D LIKE THAT LATER. AND SO LET ME CLOSE THIS CONCISE PRESENTATION.
