THE TIF ALONE IS BASICALLY THE 30 YEAR RATE ONE HALF OF THE 30 YEAR RATE PLUS ONE BASIS POINT, ONE BASIS POINT IS 100TH OF 1%. THEY ACTUALLY BUY AIRCRAFT AND KITS AND BUILD THEM AS THE STUDENT MOVES THROUGH THE PROGRAM. HE ACTUALLY FINISHES AN AIRCRAFT BEFORE THEY GRADUATE, AND WE'RE LOOKING AT WAYS TO PARTNER THEM WITH COLLIN COLLEGE WHO HAS A DEVELOPMENT IN THE PIPELINE AND REALLY JUST TRYING TO WORK TOWARDS A PROGRAM WHERE A STUDENT IN MCKINNEY WOULD BE INTRODUCED TO AVIATION THROUGH ITS ACADEMY, HAVE THE OPPORTUNITY TO CONTINUE THAT EDUCATION AT COLLIN COLLEGE AND THEN GO TO WORK AT THE SAME AIRPORT. THIS IS KIND OF AN INTERESTING SLIDE, JUST LOOKS AT THE THE, THE RATE OF DEVELOPMENT, IF YOU WILL, OF WHAT THE AIRPORT LOOKED LIKE IN 2003 VERSUS WHAT IT LOOKS LIKE TODAY. AND AGAIN, WE'LL LOOK TO DEVELOP THE, EAST SIDE GOING FORWARD. SO OUR BUSINESS MODEL TODAY IS ONE WHERE THE CITY ACQUIRED THE FUELING ENTERPRISE AND THE FIXED BASED OPERATION, OR FBO. IN 2013, THEY BOUGHT THAT FROM A PRIVATE SECTOR OPERATOR, AND THEY ALSO BOUGHT MOST OF THE HANGAR AND OFFICE ASSETS AT THE AIRPORT IN 2013, AND REALLY STARTED STRATEGICALLY DEVELOPING THAT TO KIND OF ALIGN WITH THE CITY COUNCIL'S ONE OF THEIR GOALS OF MAXIMIZING THE DEVELOPMENT POTENTIAL OF THE AIRPORT. SO TODAY, OUR BUSINESS MODEL IS ONE WHERE WE OPERATE THOSE AERONAUTICAL SERVICES. WE PROVIDE SPACE FOR HANGARS AND AND OFFICE RENT AND THE REVENUES FROM ALL OF THAT, THE FUEL SALES, THE GROUND LEASES REALLY FUND THE MAINTENANCE AND OPERATION AND UPKEEP OF THE AIRPORT. WE HAVE AN ANNUAL OPERATING BUDGET OF ABOUT 16 MILLION. A LOT OF THAT IS COST OF GOODS SOLD IN TERMS OF THE FUEL THAT WE BUY AT WHOLESALE AND THEN SELL AT RETAIL, AND THEN THE AIRPORT IS SELF-SUSTAINING. WE REALLY DON'T USE FUNDS FROM THE GENERAL FUND OF THE CITY TO FINANCE THE OPERATIONS AND MAINTENANCE OF THE AIRPORT, THOSE REVENUE STREAMS FROM FUEL SALES AND HANGAR RENTS AND EVERYTHING KIND OF PAY FOR THAT. ADDITIONALLY, WE GENERATE TAX REVENUE BACK TO THE CITY IN THE AD VALOREM TAX REVENUE, WHICH COMES FROM BUSINESS AIRCRAFT THAT ARE BASED AT THE AIRPORT, AND GROUND LEASES WHERE WE'LL LEASE PROPERTY TO A CORPORATION THAT WILL BUILD INFRASTRUCTURE ON THE AIRPORT. AND THEN THAT'S TAXED MUCH LIKE A BUSINESS OR A HOUSE. ALL OF THE ECONOMIC ACTIVITY FROM THE AIRPORT TODAY, AS I MENTIONED, IS NEARLY 300 MILLION WITH ALL THE GENERAL AVIATION OPERATIONS THAT WE HAVE THERE TODAY. AND THIS SLIDE JUST KIND OF SHOWS SOME OF THE PROJECTS THAT WE HAVE IN THE PIPELINE TODAY. SO WE'RE DOING A RUNWAY EXTENSION TO THE NORTH, WHICH IS ON THE RIGHT SIDE OF THE DIAGRAM. WE'RE ADDING 500 FOOT. WE FINISHED A EXTENSION ON THE SOUTH END IN 2023, AND THIS PHASE COMPLETES IN AUGUST. IT WILL TAKE US TO 800 ZERO FOOT RUNWAY. THAT PROJECT HAS PRETTY MUCH BEEN COMPLETED, SO WE FINISHED THAT PROJECT UP. WE'RE TRANSITIONING NOW TO ANOTHER PROJECT TO CONTINUE THAT REHABILITATION TO THE SOUTH. AND THEN WE'RE ALSO ADDING A TAXI LANE CONNECTOR UP BRAVO FIVE ON CORRECTION ALPHA FOUR ON YOUR MAP THERE. SO THEY DID A GROUND LEASE WITH US LAST YEAR AND LEASED FIVE ACRES, AND THEY'RE CONSTRUCTING ABOUT A $35 MILLION FACILITY, WHICH IS A LARGE CORPORATE HANGAR THAT WILL HOUSE THEIR NEXT GENERATION OF AIRCRAFT THAT THEY'RE TAKING DELIVERY OF IN 2027. AND THAT TAXIWAY, ALPHA FOUR IS BASICALLY BEING BUILT. SO THOSE LARGER AIRCRAFT CAN COME OUT AND, AND HIT THE MOVEMENT AREA THERE A LITTLE BIT TOO SMALL TO MAKE THAT FIRST TURN ONTO THE TAXIWAY ALPHA. SO ALL THOSE PROJECTS ARE COMING TOGETHER NICELY. THE 399 SPUR EXTENSIONS KIND OF OVERLAID ON THIS MAP TOO. AND THAT'S SIGNIFICANT BECAUSE THAT WILL ACTUALLY MAKE IT THAT MUCH QUICKER AND CONVENIENT TO GET TO THE AIRPORT WHEN THAT'S FINISHED. SO THAT'LL COME OFF OF 121. GO AROUND THE SOUTH SIDE OF THE AIRPORT, IT'LL ACTUALLY PARALLEL THE RUNWAY ON THE EAST SIDE OF THE AIRPORT ALL THE WAY UP. AND ULTIMATELY TYING INTO THE THREE NINE OR THE 380 BYPASS. SO THE CONNECTIVITY, THE ROAD SYSTEM IS REALLY GOING TO MAKE IT THAT MUCH QUICKER, EASIER, CONVENIENT TO GET TO THE AIRPORT. AND IT'LL ALSO BE, I THINK, A CATALYST FOR THE DEVELOPMENT OF THE EAST SIDE OF THE AIRPORT. AND THEN OF COURSE, THE, THE BIG PROJECT THAT WE HAVE UNDERWAY RIGHT NOW IS SHOWN IN THE LOWER LEFT CORNER OF THIS DIAGRAM. THAT'S THE COMMERCIAL SERVICE TERMINAL PROJECT. THEY HAVE PRIORITY RIGHTS ON TWO OF THE FOUR GATES AND PERFORMANCE RIGHTS ON A THIRD GATE. AND WE ARE TALKING WITH THREE OTHER AIRLINES, ONE THAT I THINK WILL ANNOUNCE IN THE NEXT MONTH AND ALSO PLANS TO START OPERATIONS IN NOVEMBER AS WELL. THEY'RE TRYING TO BASICALLY START AND HAVE A COUPLE OF WEEKS OF RUN, GET KIND OF GET THE KINKS WORKED OUT OF THEIR OWN SYSTEM BEFORE THE PEAK HOLIDAY SEASON STARTS AND THANKSGIVING. SO THAT'S OUR GOAL IS TO, TO, YOU KNOW, PROVIDE THE FACILITIES THAT ALLOW ALLOWS THAT TO HAPPEN. SO THE ECONOMIC IMPACT OF THIS IS PRETTY SUBSTANTIAL TOO. BY THE THIRD YEAR AND SERVE ABOUT 450,000 APPOINTMENTS. AND WE'RE DOING $300 MILLION OF ECONOMIC OUTPUT TODAY. AND THAT'S THAT'S A SIGNIFICANT GENERAL AVIATION AIRPORT IN THE NATIONAL SYSTEM. BUT WHEN YOU LOOK AT IT IN COMPARISON TO TO THIS AND YOU THINK, OKAY, THAT'S TAKEN ALMOST 50 YEARS TO DEVELOP. AND TO THAT LEVEL, WE'RE LOOKING AT ECLIPSING THAT IN THREE YEARS WITH JUST WHAT WE KNOW FROM THE FIRST AIRLINE. AVELLO HAS SINCE GIVEN US A TENTATIVE SCHEDULE. THEY'VE GOT ABOUT 30 FLIGHTS A WEEK, AND THEY'RE BASING THREE AIRCRAFT HERE, DAY ONE. SO THEY'LL HAVE FLIGHT CREWS BASED HERE. THEY'LL HAVE THEIR MECHANICS BASED HERE. THERE'LL BE THREE 737, 800 THAT WILL START AND FINISH THEIR DAY HERE IN MCKINNEY. SO IN ESSENCE, EVEN THE LETTER OF INTENT THAT THEY GAVE US, YOU KNOW, A YEAR AND A HALF AGO, THEY'RE ALREADY SIGNALING THAT THEY'RE GOING TO START STRONGER THAN THEY, THAN THEY, YOU KNOW, THAN THEY ANTICIPATED AT THAT POINT IN TIME. THERE'S A LOT OF LOW COST CARRIERS AND OTHER CARRIERS THAT REALLY JUST CAN'T GET INTO THE MARKET TODAY BECAUSE IT'S TOO COST PROHIBITIVE TO OPERATE OUT OF THE OTHER AIRPORTS. [00:55:01] THIS WHOLE THING STARTED WITH AIRLINES REACHING OUT TO US UNSOLICITED IN 2019, ASKING, HOW CAN WE, HOW CAN WE BE IN THIS MARKET? HOW CAN WE USE YOUR AIRPORT TO SERVE THE MARKET? THAT'S REALLY WHAT STARTED US ON THIS. WE HAVE A CITY COUNCIL AND THE CITY LEADERSHIP THAT REALLY UNDERSTANDS THE INVESTMENT, THE RETURN ON INVESTMENT. THEY UNDERSTAND WHAT THEY HAVE IN THIS AIRPORT AND THE ASSETS THAT IT IS. AND WE HAVE LAND TO DEVELOP. YOU KNOW, A LOT OF AIRPORTS DON'T THAT ARE THAT HAVE THOSE OTHER TWO THINGS. WE HAVE A WHOLE EAST SIDE OF THE AIRPORT, PROBABLY 400 ACRES OVER THERE THAT'S DEVELOPABLE. THE CITY CONTROLS MOST OF IT BETWEEN THE CITY AND THE ECONOMIC DEVELOPMENT CORPORATION THAT PURCHASED 180 ACRES LAST YEAR. AND THEN WE'RE PARTNERING WITH A DEVELOPER THAT OWNS THE LAND TO THE NORTH. SO WE'VE DEVELOPED ABOUT 100 ACRES WITH THIS FIRST SITE, BUT EVERYTHING TO THE NORTH IS YET TO BE BUILT. SO IF THERE'S MORE DEMAND FOR GENERAL AVIATION AS THE WEST SIDE BUILDS OUT, WE HAVE ROOM TO ACCOMMODATE THAT. IF THERE'S MORE DEMAND FOR COMMERCIAL SERVICE AND WE SEE A NEED FOR A SECOND TERMINAL, IF SIX GATES ISN'T ENOUGH, WE HAVE LAND TO DO THAT. SO IT'S AN HONOR TO BE RUNNING THIS AIRPORT AT THIS POINT IN TIME. AND I'M EXCITED ABOUT IT AND I'M HAPPY TO ANSWER ANY QUESTIONS YOU ALL MIGHT HAVE. I HAVE TWO QUESTIONS. YEAH. WHAT OTHER AIRPORT IN THE CITY OR IN THE STATE OR OUTSIDE OF TEXAS THAT YOU KIND OF SEE OUR COMPARISON TO? ITS UNIQUE BECAUSE THERE'S NOT A LOT OF AIRPORTS THAT ARE DOING WHAT WE'RE DOING. IN TERMS OF AN AIRPORT THAT'S TRANSITIONING AND HAS A PRETTY ROBUST DEMAND FOR. FOR COMMERCIAL SERVICE. GULF SHORES IS PROBABLY THE MOST RECENT ONE THAT THAT LOOKS LIKE THAT. IN TERMS OF GENERAL AVIATION AND JUST HOW MUCH ACTIVITY WE HAVE, I THINK, YOU KNOW, IN SOME WAYS, ADDISON, SUGARLAND CENTENNIAL AIRPORT IN COLORADO ARE GOOD AVATARS FOR OUR GENERAL AVIATION ACTIVITY. BUT I THINK AGAIN, THE THING THAT MAKES IT UNIQUE IS WE HAVE HUNDREDS OF ACRES TO DEVELOP. AND WE HAVE INTEREST FROM AIRLINES IN A MARKET THAT, THAT, YOU KNOW, THE, THE CATCHMENT AREA FOR THIS MARKET. IT'S RUNNING ABOUT 2 MILLION APPOINTMENTS A YEAR. SO IN OTHER WORDS, WHERE WE REASONABLY THINK PEOPLE WILL DRIVE TO THIS AIRPORT BECAUSE OF ITS LOCATION AND HOW IT'S CLOSER THAN FOR FOR A SEGMENT OF OUR MARKET THAN DFW, OUR LOVE.
