WE'LL TAKE COMMENTS ON AGENDA ITEMS. FIRST IS KIT. GOOD MORNING, MR. CHAIR. MADAM PRESIDENT AND MEMBERS OF THE BOARD. MY NAME IS KIT MARSHALL. I WORK AT HUGS CAFE, INC. AND I WANTED TO DISCUSS OUR PROPOSED EXPANSION PROJECT THAT WAS ON THE AGENDA LAST WEEK. HUGS GREENHOUSE IS A VERY SPECIAL PLACE. IF YOU'VE EVER VISITED ANY OF OUR HUGS CAFE INC PROGRAMS, YOU WILL KNOW THAT THE QUALITY OF OUR PRODUCTS IS ONLY MATCHED BY THE STRENGTH OF OUR MISSION AND THE SERVICE OF OUR STAFF MEMBERS. OUR GREENHOUSE IS AN AMAZING PLACE TO FIND NATIVE TEXAS PLANTS AND ANNUAL COLOR FOR YOUR GARDEN, BUT IT'S ALSO A PLACE WHERE NINE INCREDIBLE INDIVIDUALS WORK IN MEANINGFUL JOBS THAT THEY LOVE, INCLUDING MY COLLEAGUES OVER THERE, CLAY AND JACOB. FOR MANY OF THEM, HUGS GREENHOUSE WAS THEIR FIRST EVER JOB, AND FOR SOME, LIKE ME, IT IS THE SPRINGBOARD TO OPPORTUNITIES THAT THEY COULD ONLY DREAM OF IN THE PAST. I CAN PERSONALLY TELL YOU HOW SUCCESSFUL THE HUGS MISSION IS AT OUR GREENHOUSE. MY POSITION AT HUGS INCLUDES WORKING WITH OUR AFFILIATE PARTNERS, ORGANIZATIONS WHO SHARE IN HUGS, MISSION, AND VISION OF A MORE INCLUSIVE FUTURE, AND THESE PARTNERS ARE TAKING NOTICE OF OUR GREENHOUSE IN A BIG WAY. WE'VE HAD SEVERAL REQUESTS IN THE PAST FEW MONTHS FROM ORGANIZATIONS HOPING TO BUILD THEIR OWN NURSERIES AND PLANT GROWING OPERATIONS USING THE HUGS MODEL. OUR PROPOSED EXPANSION PROJECT WOULD GIVE US THE OPPORTUNITY NOT ONLY TO BECOME THE BEST VERSION OF THIS PROGRAM POSSIBLE, BUT ALSO HELP US INSPIRE SIMILAR PROGRAMS ACROSS THE COUNTRY. I AM ENDLESSLY GRATEFUL FOR HUGS GREENHOUSE FOR PROVIDING ME WITH THAT INITIAL JOB IN 2022, AND FOR HELPING ME DEVELOP SKILLS AND GROW NOT JUST PROFESSIONALLY, BUT IN EVERY ASPECT OF MY LIFE. OUR PROPOSED EXPANSION WOULD ALLOW HUGS TO EXTEND THAT OPPORTUNITY FOR GROWTH TO EVEN MORE INDIVIDUALS AND OFFER THEM MEANINGFUL, RELIABLE EMPLOYMENT AND MAYBE EVEN A CHANCE TO CHANGE THEIR LIVES, BECAUSE THEY CERTAINLY CHANGED MINE. I HOPE I DON'T CRY DOING THIS. I KNOW THIS IS A BIG MOMENT FOR US. HUGS HAS BEEN ROUTED, WATERED AND LOVED BY MCKINNEY IN THESE TEN YEARS. HUGS, CAFE INC AND HUGS GREENHOUSE HAVE GROWN TO NATIONAL RECOGNITION AND PUBLICATION, BRINGING EYES AND HEARTS FROM ACROSS THE COUNTRY AND EVEN ACROSS THE WORLD TO EXPERIENCE THE POWER OF INCLUSIVE HIRING IN OUR AMAZING CITY. AND THEY LEAVE CHANGED, EAGER TO REPLICATE THE IMPACTFUL MODEL THAT THEY HAVE JUST WITNESSED. AND WITH THESE EYES AND HEARTS FROM ACROSS THE WORLD LOOKING AT US, WE HAVE THE INCREDIBLE OPPORTUNITY TO BE THE THRIVING EXAMPLE OF JOB CARVING AND ID D EMPLOYMENT.

OUR REQUEST TO MCDC TODAY IS A LARGE SUM. THIS INVESTMENT IN OUR MISSION IS THE BEGINNING OF A FUTURE, AND AFTER EIGHT YEARS OF SUSTAINABLE OPERATIONS, IS AN ESSENTIAL STEP TO EQUIP OUR SOCIAL ENTERPRISE WITH THE STAFF FOR A SUCCESSION PLAN AND TO GROW OUR REVENUE AND RESPONSIBILITIES THAT WILL GENERATE, AT A MINIMUM, TWO TIMES THE NUMBER OF HUGS, GREENHOUSE MISSION BASED EMPLOYEES AND IMPACT. IN THE PAST TEN YEARS OF OPERATION, HUGS CAFE INC HAS SECURED LESS THAN 7% OF ITS TOTAL FUNDRAISING FROM THIS BOARD OR ANY CITY GRANT OPPORTUNITIES. THIS FIGURE SHOULD REFLECT THAT HUGS CAFE INC AND ITS TEAM MAKE EVERY EFFORT TO SEEK ADDITIONAL PARTNERSHIPS AND SUPPORT OF OUR SUSTAINABLE EFFORTS. THAT 7% WOULD INCLUDE THIS BOARD SAYING YES TO THE ENTIRE SUM TODAY. TWO YEARS AGO, HUGS HAD A VERY SCARY REALITY CHECK. UNLESS WE WERE ABLE TO SECURE $500,000, WE WERE GOING TO LOSE OUR GREENHOUSE PROGRAM FOREVER. AND WITHIN 12 MONTHS, HUGS WAS ABLE TO NEGOTIATE THE SALE OF OUR GREENHOUSE PROPERTY AND RAISE THE FUNDS NEEDED FROM OVER 100 SUPPORTERS TO GUARANTEE OUR PERMANENCE. 30% OF THOSE FUNDS WERE CONTRIBUTED FROM OTHER ORGANIZATIONS AND FOUNDATIONS, AND THE OTHER 70% WERE FROM INDIVIDUAL CONTRIBUTORS, 90% OF THOSE BEING PEOPLE THAT LIVED IN THE CITY OF MCKINNEY. MCKINNEY IS OUR HOME. IT IS WHERE WE GOT OUR START AND

AND THOSE RELATIONSHIPS ARE GROWING AND GROWING MORE AND MORE. THAT'S CLOSE TO 40 STATES RIGHT NOW IN AMERICA HAVE POPULATION LOWER THAN DFW. WHAT A RESPONSIBILITY WE HAVE TO MAKE SURE THAT WE'RE GROWING MCKINNEY CORRECTLY, RESILIENTLY AND SO ON. MORE THAN THAT, WE HAVE MANY ACCOLADES WHICH WE SHARE TOGETHER. THESE ARE ONES THAT KIND OF POPPED UP IN THE PAST 12 TO 18 MONTHS. THE BEST REAL ESTATE MARKET IN THE US, BEST FARMERS MARKET, BEST CITY FOR JOBS, BEST PLACE TO RETIRE, AND OF COURSE, MOST AFFORDABLE CITY, MOST AFFORDABLE CITIES IS AN INTERESTING ONE BECAUSE AS WE KNOW, WE ARE TRYING TO MAKE SURE AFFORDABLE HOUSING OPPORTUNITIES ARE ROBUST AND THROUGHOUT THE COMMUNITY. SO MY MESSAGE HERE TO THE AUDIENCE, PERHAPS SEEING THIS FOR THE FIRST TIME IS THAT WE'RE NOT RESTING ON HIS LAURELS. YOU KNOW, WHEN TORCHMARK CAME HERE, NOW CALLED GLOBE LIFE, EARLY 2000, IT WAS A JOINT EFFORT WITH MCDC AND EDC TO BRING THIS GREAT COMPANY. AND NOW THEY'VE ROOTED THEMSELVES EVEN DEEPER IN MCKINNEY AT THE FORMER INDEPENDENT FINANCIAL BANK BUILDING. SO THEY'RE HERE. THEY'RE GROWING. THE FORMER CAMPUS NOW IS AN OPPORTUNITY SITE THAT WE CAN ALL WORK TOGETHER TO BRING MORE PEOPLE IN. SO AGAIN, PLANTING OUR FLAG TO GET A GLOBAL 1000. MCKINNEY, BASED UPON THE WORK HAPPENING HERE, ALSO A PARTNERSHIP WITH RAYTHEON, YOU KNOW, WORKING TO BRING GREAT JOBS TO MCKINNEY. IF I RECALL CORRECTLY, RAYTHEON IS PROBABLY NEARING 4000 EMPLOYEES AT MCKINNEY CAMPUS ALONE. THAT'S AN AMAZING OPPORTUNITY FOR PEOPLE TO, AGAIN, HAVE THEIR FAMILIES HERE AND GROW AND VISIT THE GREAT PLACES THAT WE'RE BRINGING TO THE COMMUNITY OVERALL. AND THIS IS A BIG ONE. SO IT'S A TESTAMENT TO WHAT WE'RE DOING. AND OF COURSE, MCDC, THEY SUPPORTED THE PARK. THAT IS THE HUB, THE CENTER OF THAT AREA. WE ACTUALLY FUNDED THE PARKING DECK. SO AGAIN, A GREAT EXAMPLE OF HOW WE'RE WORKING TOGETHER, PUT ALL THE PIECES TO MAKE SURE THAT WE'RE CREATING A, A PLACE THAT'S DIFFERENT, THAT'S SPECIAL.

PERHAPS THE BIGGEST THING THAT WE'VE DONE TOGETHER AS OF LATE IS THE VENUE, SUNSET AMPHITHEATER IN MCKINNEY, SCHEDULED TO OPEN FIRST QUARTER NEXT YEAR. CINDY CAN ATTEST TO THIS. THIS WAS A MAJOR ENDEAVOR. SHE, THE MAYOR AND I HAD A CHANCE TO GO OUT OF STATE TO VISIT THIS PROJECT IN COLORADO SPRINGS TO CHECK IT OUT IN PERSON. THAT'S WHAT WE DO. WE COME TOGETHER, WE JUMP ON AN AIRPLANE, WE VISIT PEOPLE, WE TELL THEM MCKINNEY STORY. AND MORE OFTEN THAN NOT, WE'RE HAVING A PUBLIC ANNOUNCEMENT. AND THE SUPERSTRUCTURE, THE BEAMS AND SO ON ARE SO LARGE BECAUSE WE'RE TRYING TO LIMIT OBSTRUCTIONS OF VIEWS INSIDE THE BUILDING. SO A GREAT SIGHTLINES THERE. AND THEN THE CLAIM THE FAME OF THIS WILL BE THE FIRE PIT SUITES. SO PEOPLE HAVE THE OPPORTUNITY TO BUY A PIECE OF THE AMPHITHEATER TO WATCH SHOWS. SO ANOTHER EXAMPLE OF HOW SOME FORETHOUGHT AT CDC SIZE EDC SIDE IS NOW YIELDING SOME GREAT FRUITS OVER THESE MANY DECADES. WE TURN TO BYRON NELSON. WE HOST ABOUT 400 PEOPLE. WE BRING IN TO MCKINNEY. AND PART OF THAT JOURNEY IS HAVING FOLKS WHO ARE OUT OF STATE COME HERE FOR THE FIRST TIME QUITE OFTEN, AND WE SHOW OFF. AND THIS TIME AROUND, WE SHOWED OFF THE DOWNTOWN AREA. WE HAD A SMALL GROUP, 20 TO 25 PEOPLE. WE DID A PROGRESSIVE DINNER. WE STARTED AT TUFTS JOURNEY TO LOCAL YOKEL BUTCHER SHOP, THEN TO HARVEST, AND THEN TO THE FORMER PRISON. TUBBS SHOWED VERY WELL AGAIN, AS PEOPLE WALK UP TO TUBBS WHO ARE NEW TO THE AREA, THEY CANNOT BELIEVE WHAT THEY'RE WALKING INTO. YOU TURN A CORNER AND THERE'S SOMETHING NEW. THERE'S A NEW LINE OF SIGHT TO SOMETHING THEY HAVEN'T SEEN BEFORE. THE BACKDROP DROP OF THE FLOUR MILL IN DOWNTOWN AND EVERYTHING ELSE, A FANTASTIC PROJECT. SO WE APPRECIATE MCDC REALLY AT THE LEADING EDGE OF THIS PROJECT TO GET IT DONE.

AND WE'RE HAPPY AS EDC TO SUPPORT THIS AS WELL. BUT A GREAT ENTRY AND FRONT DOOR TO WHAT WE'RE DOING IN MCKINNEY. AND THEN THE CANNON BEACH SURF PARK. SO THE WATER PORTION GETS ALL THE ATTENTION. I WILL I WILL ADMIT TO THAT ALL DAY LONG, BUT CREATING OCEAN WAVES IN THE MIDDLE OF MCKINNEY IS JUST THE START. WHAT WE'RE PROVIDING TO MCKINNEY ARE MORE RESTAURANTS, MORE RETAIL, A FOUR STAR HOTEL, LAZY RIVER OPPORTUNITIES FOR MCKINNEY RESIDENTS AND BEYOND TO COME TO MCKINNEY, SPEND 3 OR 4 HOURS AND FEEL LIKE THEY'RE IN A SAFE, SECURE AREA WHERE THE KIDS CAN HAVE AN ADVENTURE. OVER HERE, PARENTS CAN RECREATE OVER HERE AND ALL FEEL LIKE THEY'RE CONNECTED TOGETHER. AGAIN. I MUCH RESPECT TO CINDY FOR WORKING WITH ME ON THIS PROJECT TO GET THIS ONE DONE. ONE OF THE ITEMS THAT MIGHT BE INTERESTING FOR YOU IS WE'RE GOING TO BE OUTLINING THREE BROAD OPTIONS FOR A PARKING STRUCTURE DOWNTOWN IN THE REDEVELOPMENT AREA. THAT IS THE AREA WHERE THE OLD CITY HALL AND THE OLD DEVELOPMENT SERVICES BUILDING, WHAT THAT PARKING GARAGE COULD LOOK LIKE, THE THE SORT OF CONFIGURATION. AND WE WANT TO PRESENT THAT TO THE CITY COUNCIL AND GET SOME FEEDBACK. NO DECISION WILL BE MADE, BUT WE HOPE TO GET SOME FURTHER DIRECTION. BUT THE WE'RE THE COUNCIL IS GOING TO APPROVE A COUPLE OF DESIGN CONTRACTS FOR STARTING THAT RELOCATION IN THE NORTHWEST SECTOR, YOU KNOW, SORT OF 380

FIRST PHASE IS 65 MILLION AND THE OTHER ONE IS ABOUT 18 MILLION. SO THIS IS THE DESIGN WORK TO PREPARE FOR THAT CONSTRUCTION WORK TO RELOCATE THOSE UTILITY LINES. WHY IS THIS A BIG DEAL? OBVIOUSLY, WE WILL NEED TO GO REQUEST TOURIST FUNDS, WHICH MAY NOT BE IMMEDIATELY AVAILABLE, BUT WE WILL MAKE THE REQUEST. AND IN ADDITION TO THAT, WE'VE SUBMITTED AN APPLICATION TO THE PLANNING STAFF FOR IMPACT FEE WAIVERS. AND RIGHT NOW, YOU KNOW, THE PROJECT IS BEING UNDERWRITTEN TO CARRY THOSE WAIVERS. IF IF THAT IF THE IMPACT FEE WAIVERS CAN BE GRANTED, THAT IS JUST ADDITIONAL FUNDS THAT HAVE BEEN KIND OF EARMARKED TO PAY THOSE IMPACT FEES THAT CAN GO TO PAY FOR INFRASTRUCTURE. SO WE THINK THAT IS A REALLY GOOD AVENUE. DOES IT GET US ALL THE WAY TO WHERE WE NEED TO MAKE THE PROJECT VIABLE? NO, BUT IT GETS US A LOT CLOSER AND GIVES US A LOT MORE OPTIONS. THERE WAS A REASON FOR ME AND THE REASON WHY I WAS SUCH A CHAMPION OF TUFTS WHEN I WAS MAYOR IS CATALYST, PROJECT CATALYST, PROJECT CATALYST, PROJECT, GET DENSITY, GET PEOPLE, GET ACTIVITY, AND THEN DEVELOPMENT WILL HAPPEN. AND ESPECIALLY POST SB SIX. AND AS THE AIRPORT DEVELOPS, IT'S GOING TO BE MORE AND MORE OPPORTUNITY, BUT THAT OPPORTUNITY WILL BE BYPASSED IF WE DON'T HAVE INFRASTRUCTURE.

SO WE APPRECIATE THAT.
