Y'ALL, I HAVE TO READ TODAY. OKAY. PARKING. PARKING LOT. OBVIOUSLY, IN 2015. ISH? 17. I MAY HAVE THAT DATE WRONG A LONG TIME AGO. DOWNTOWN PARKING COMMITTEE WAS CHARGED WITH IDENTIFYING THE MOST APPROPRIATE CITY LOT FOR PARKING GARAGE DOWNTOWN. THE COMMITTEE IDENTIFIED THE MUNICIPAL COURT BUILDING LOT ON THE SOUTH SIDE OF THE SQUARE. THE LOT WAS CHOSEN FOR ITS PROXIMITY TO A MAJOR THOROUGHFARE. LOT SIZE. THE FACT THAT THERE IS A DEFICIT OF PARKING ON THE SOUTH SIDE, AND THAT PARKING IN THAT LOCATION WOULD BRING THE LEAST AMOUNT OF TRAFFIC INTO THE SQUARE. IT WAS ALSO NOTED THAT THE ESTHETICS OF A PARKING GARAGE WOULD NOT FIT IN WITH OUR DOWNTOWN CHARACTER, SO ITS LOCATION SHOULD NOT BE IN PLAIN SIGHT OF DOWNTOWN PROPER. A RECOMMENDATION WAS ALSO MADE NOT TO BUILD A GARAGE WEST OF KENTUCKY STREET BECAUSE OF ITS PROXIMITY TO THE WEST SIDE RESIDENTIAL NEIGHBORHOOD. FAST FORWARD 2023, AS THE CITY BEGAN CONSIDERING THE TEARDOWN OF OUR CITY HALL AND DEVELOPMENTAL SERVICES BUILDINGS, THEY PUT FORTH A MASSIVE EFFORT TO SURVEY CITY RESIDENTS STAKEHOLDER GROUPS TO GET FEEDBACK REGARDING THE DEVELOPMENT REDEVELOPMENT OF THOSE CITY LOTS, PLUS THREE OTHERS. TOWN HALL MEETINGS WERE HELD ONLINE, SURVEYS WERE CONDUCTED AND STAKEHOLDER GROUPS WERE INTERVIEWED. IN ADDITION, RESIDENT STAKEHOLDER SURVEYS WERE SENT OUT TO THE MCKINNEY CARES FACEBOOK PAGE AND TO THE MHAR MCKINNEY HISTORIC NEIGHBORHOOD ASSOCIATION. JUST SHY OF 1000 RESPONSES WERE RECEIVED ACROSS ALL AVENUES, RESULTING IN A CLEAR MESSAGE PRESERVE THE CHARACTER OF HISTORIC DOWNTOWN. DON'T BUILD ANYTHING HIGHER THAN THE BUILDINGS THAT ARE ALREADY THERE AND MORE PARKING IS DESIRED. THE CITY MOVED FORWARD WITH DEVELOPER SELECTION AND NEGOTIATIONS BEGAN. HERE WE ARE, 2026. THINGS HAVE CHANGED. REDEVELOPMENT OF OUR CITY LOTS WAS REDIRECTED FROM A SINGLE DEVELOPER PROJECT TO A LOT BY LOT SELL OFF AND BUILDING A HOTEL, WHICH HAD BEEN PREVIOUSLY THE CITY'S FIRST PRIORITY, HAS SUDDENLY BEEN REPLACED BY BUILDING A PARKING GARAGE. OUR DOWNTOWN HOMELESS POPULATION HAS ALSO GROWN SIGNIFICANTLY, WHICH CREATED THE NEED FOR ADDITIONAL ORDINANCES TO BE PUT IN PLACE TO HELP MITIGATE OVERNIGHT CAMPING AND PANHANDLING. WHAT HASN'T CHANGED IS THAT WE STILL HAVE A PARKING DEFICIT ON THE SOUTH SIDE. THE BUILDING HEIGHT STILL MATTERS, AND OUR RESIDENTS STILL WANT THE CITY TO PRESERVE OUR HISTORIC CHARACTER. FACING A PARKING GARAGE ON KENTUCKY. AND HUNT WILL NOT ONLY BRING MORE CARS AND EXHAUST INTO DOWNTOWN, IT WILL FEED HEAVY TRAFFIC INTO OUR RESIDENTIAL NEIGHBORHOOD WHOSE STREETS ARE TOO NARROW FOR THAT KIND OF USE. IT'S VERY LIKELY IT WILL BECOME A HAVEN FOR OUR HOMELESS, CAUSING MULTIPLE LEVELS OF CONCERN FOR BUSINESS OWNERS, THEIR STAFF, VISITORS TO MCKINNEY AND NEARBY RESIDENTS. SIX STORIES WILL TOWER OVER OUR CURRENT DOWNTOWN LANDSCAPE, AND NO MATTER HOW HARD THE DEVELOPER MIGHT TRY, THERE IS NO WAY TO BLEND IN A BUILDING OF THAT SIZE WITHOUT DETRACTING IT FROM OUR OUR HISTORIC CHARACTER. THE LOSS OF TREES ALONE WILL BE A NEGATIVE IMPACT TO DOWNTOWN EXPERIENCE. IN OTHER WORDS, THE MAJOR DIRECTIVES FROM THE PARKING COMMITTEE AND FROM YOUR CONSTITUENTS WILL NOT BE MET WITH THIS PROPOSAL. THE DECISION TO PLACE A PARKING GARAGE DOWNTOWN IS A HEAVY ONE. YOU HAVE ONE SHOT AT GETTING IT RIGHT. THE CURRENT PROPOSALS FROM THE DEVELOPER PUT US ON A PATH NOT TO. I'M ASKING FOR A COMMON SENSE APPROACH RATHER THAN JUST BECAUSE WE CAN. WE ARE. AND I'M HERE WITH A BRIEF OVERVIEW OF WHAT THE ICMA FELLOWSHIP PROGRAM IS. SO ICMA STANDS FOR INTERNATIONAL CITY COUNTY MANAGEMENT ASSOCIATION. IT IS A ORGANIZATION DEDICATED TO PROFESSIONAL LOCAL GOVERNMENT MANAGEMENT THROUGH THE PILLARS OF LEADERSHIP, INNOVATION AND ETHICS. SO THIS WAS AN ORGANIZATION THAT WAS FOUNDED IN 1914. SO IT'S GOT QUITE A HISTORY TO IT. SO THIS IS RELEVANT TO THE STATE OF TEXAS IN PARTICULAR, AS IT HAS REALLY CLOSE TIES TO THAT FIELD. IN FACT, SOME OF THE EARLIEST ADOPTERS OF COUNCIL MANAGER GOVERNANCE ACTUALLY HAPPENED HERE IN TEXAS IN 1913. SO IN TRUE TEXAN FASHION, THERE WERE SOME CITIES HERE QUICKER ON THE DRAW. SO AS PART OF THAT PROFESSIONALISM, THE ICMA FELLOWSHIP PROGRAM WAS FOUNDED IN 2004 UNDER THE ICM UMBRELLA. IT BRINGS IN RECENT MASTER'S OF PUBLIC ADMINISTRATION GRADUATES, FILTERS THEM IN AN EXTENSIVE PROCESS, AND IT CREATES A POOL OF FINALISTS FOR THE CITIES TO CHOOSE TO INTERVIEW WITH AND THEN TO PLACE, THEN TO MAKE THAT PROCESS POSSIBLE. OTHER RESPECTED ORGANIZATIONS HAD BUY IN TO IT. SO THE NETWORK OF SCHOOLS OF PUBLIC POLICY, AFFAIRS AND ADMINISTRATION. THIS IS A BIT OF AN ALPHABET SOUP OF ACRONYMS, BUT PLEASE BEAR WITH ME. THEN THE NATIONAL FORUM OF BLACK PUBLIC ADMINISTRATORS AND THE LOCAL GOVERNMENT, HISPANIC NETWORK HAVE ALL JOINED IN ON THAT PROCESS. SO THEN THROUGH THE EFFORTS OF THOSE ORGANIZATIONS, THE FELLOWSHIP IS ABLE TO BE A COMPETITIVE NATIONWIDE OPPORTUNITY. IT'S DIVIDED PRIMARILY INTO FIVE SUBREGIONS, WHICH ARE THE NORTHEAST, SOUTHEAST, MIDWEST, THE MOUNTAIN PLAINS, WHICH TEXAS IS A PART OF. AND THEN THE WEST COAST. SO WITH THE CONTEXT OF WHAT IT IS, WE CAN GET A LITTLE BIT INTO THE MECHANICS OF HOW IT WORKS. SO. THE INITIAL SCREENING PROCESS IS OVERSEEN BY ICMA ITSELF, AND IT'S OVERSEEN BY A BOARD OF ICMA MEMBERS WHO ARE MOSTLY FORMER FELLOWS. SO WHAT THEY DO IS THEY FILTER FOR GRADUATES THAT THEY CONSIDER TO BE ON A LEADERSHIP TRACK. THEY ALSO FILTER FOR FINALISTS SELECTED BASED ON ACADEMIC PERFORMANCE, DEMONSTRATED LEADERSHIP, POTENTIAL COMMITMENT TO PUBLIC SERVICE, COMMUNICATION SKILLS AND INITIATIVE. AND JUST TO EXPAND ON THAT IDEA OF MANAGEMENT TRACK A LITTLE BIT. THERE ARE MORE THAN 35 FORMER FELLOWS WHO HAVE EITHER TAKEN UP A CITY MANAGER POSITION OR AN ASSISTED CITY MANAGER POSITION NATIONWIDE, AND IN FACT, TWO FORMER FELLOWS ARE ACTUALLY ON THE ICMA NATIONAL EXECUTIVE BOARD. BUT JUST TO GO BACK TO THE MECHANICS OF IT A LITTLE BIT, THE FELLOWS WILL SERVE ON A 1 TO 2 YEAR ROTATING SCHEDULE UNDER DIRECT MENTORSHIP FROM A SENIOR GOVERNMENT LEADER. THOSE ARE MOST FREQUENTLY THE MANAGER OR ADMINISTRATOR. THE FELLOW WILL BE HEADQUARTERED IN THE CITY MANAGER'S OFFICE, BUT WILL ROTATE WITH DEPARTMENTS JUST FOR A BROAD GENERALIST EXPERIENCE, AND THIS CAN BE CUSTOMIZABLE DEPENDING ON THE INTERESTS OF THE FELLOW, BUT ALSO THE HOST CITY'S CAPACITY AND NEEDS. SO IT'S JUST DESIGNED TO GIVE THE FELLOW EXPERIENCE, WHILE PROVIDING PROFESSIONAL WORK TO THE HOST CITY AND NETWORKING WITH A NATIONAL ORGANIZATION. THEN, DURING THE FELLOWSHIP ITSELF, THE FELLOW IS EXPECTED TO WORK TOWARDS SIX CORE COMPETENCIES. THIS INCLUDES ETHICS, PROFESSIONAL RELATIONSHIPS, COMMUNICATION AND ENGAGEMENT, SERVICE MANAGEMENT, FINANCIAL MANAGEMENT AND HUMAN RESOURCE MANAGEMENT MANAGEMENT. THE FELLOWSHIP PROGRAM ALSO HAS MONTHLY COHORT CALLS BAKED INTO THE STRUCTURE OF IT. SO THOSE CALLS HAVE A SPEAKER, AND IT ALSO ALLOWS FELLOWS TO SWAP NOTES AND BUILD BONDS. FELLOWS ARE OFTEN ALSO PAIRED UP WHEN POSSIBLE WITH NEARBY FORMER FELLOWS, WHICH IS HOW I GOT TO KNOW KIM WIENIAWSKI UP IN MELISSA, TEXAS. WE STARTED THE A CONFERENCE A FULL DAY EARLY AS THE ICMA ORGANIZATION DEDICATED A DAY JUST TO THE FELLOWSHIP PROGRAM WHERE WE COULD MEET WITH FORMER FELLOWS, SENIOR MEMBERS OF ICMA, AND [00:10:01] JUST NETWORK AND LEARN HOW TO CREATE THE BEST EXPERIENCE FOR THE HOST CITY AND FOR OURSELVES. SO THIS IS A SUMMARY OF MY TIME WITH THE CITY OF MCKINNEY. IT INCLUDES EVERYTHING, BUT IS NOT LIMITED TO WHAT YOU SEE HERE ON THOSE SLIDES. SO MY FIRST ROTATION WAS WITH THE AIRPORT, THEN THE ECONOMIC DEVELOPMENT CORPORATION, AND THEN THE OFFICE OF EMERGENCY MANAGEMENT. AND IN BETWEEN THOSE ROTATIONS, I WORKED WITH SEVERAL OTHER DEPARTMENTS. SO WITH THE AIRPORT, I APPRECIATE THE OPPORTUNITY TO WORK ON SEVERAL PROJECTS WITH THEM, INCLUDING SCRIPT WRITING, GRANT RESEARCH, AND OTHER PROJECTS. I LIKED LEARNING OF THE IDEA OF FIXED BASED OPERATIONS, THE CONSTRUCTION NEEDS OF A NEW TERMINAL, AND ALSO THE RUNWAY EXTENSION AND WHAT THEY WERE DOING FOR FAA REGULATIONS AND COMPLIANCE AND JUST AVIATION CULTURE. CULTURE ITSELF WAS VERY UNIQUE AND NOT SOMETHING I HAD ENCOUNTERED BEFORE. AS A MATTER OF FACT, THAT WAS WHAT I GOT THE MOST QUESTIONS ABOUT FROM OTHER FELLOWS. SO I ALSO THEN NEXT I WENT TO THE ECONOMIC DEVELOPMENT CORPORATION, WHERE I COMPLETED SEVERAL RESEARCH PROJECTS WITH THEM, INCLUDING INFILL ANALYSIS AND AN EDUCATIONAL LANDSCAPE REPORT. I ALSO APPRECIATED BEING ABLE TO ATTEND ON VISITS WITH LOCAL BUSINESSES JUST TO LEARN OF THEIR NEEDS, AND THEN THE ETIQUETTE THAT GOES ALONG WITH THAT. AND I ALSO ATTENDED THE ECONOMIC OUTLOOK AT THE FEDERAL RESERVE BANK OF DALLAS EARLIER THIS YEAR, REPRESENTING MDC. SO MY LATEST ROTATION WAS WITH THE OFFICE OF EMERGENCY MANAGEMENT. SO WITH THEM, I APPRECIATED BEING ABLE TO JUST ASSIST WITH DUTY OFFICER DRAFTING AND POLICY RESEARCH. I ALSO APPRECIATED THE EDUCATIONAL EVENTS THAT THEY DID, BOTH INTERNAL HERE WITH OUR CITY EMPLOYEES AND EXTERNAL WITH THE GENERAL PUBLIC. SO THE AMOUNT OF EFFORT THAT WENT INTO THAT WAS REALLY IMPRESSIVE TO ME. BUT DURING MY TIME WITH THE CITY AS A WHOLE, I LED AN RFQ FOR CELL SERVICE IMPROVEMENT. I DID ANALYSIS AND RESEARCH ON THE SPECIAL SESSION CALLED LAST SUMMER AT THE STATE LEVEL. I ALSO CLERKED SPECIFIC CITY MEETINGS. I DID HISTORICAL TIMELINES FOR VARIOUS PROJECTS, AND I DID INCENTIVE RESEARCH WITH THE STATE. I WAS ALSO ON A TEAM WHERE WE DID ACHIEVE A GRANT. I ALSO SERVED IN THE CAPACITY OF A FINANCIAL ANALYST ON BUDGETARY ITEMS, WHICH INCLUDED EDITING, ANALYSIS AND REVIEW. INFORMALLY, I WAS VERY COGNIZANT OF THE FACT THAT THE FIRST TIME I STEPPED FOOT IN TEXAS WAS ACTUALLY DRIVING DOWN HERE FROM NORTHERN ILLINOIS. SO IT WAS IMPORTANT TO ME JUST TO GET A FEEL FOR THE LOCAL CULTURE AND THE PEOPLE HERE. SO I DID SPEND A LOT OF TIME VOLUNTEERING. SO I VOLUNTEERED AT THE EAST MCKINNEY LEARNING GARDENS, THE COLLIN COUNTY HISTORY MUSEUM, AND THE COMMUNITY KITCHENS OF COLLIN COUNTY. I ALSO SERVED AS A DOCENT ON THE HISTORIC HOMES TOUR. JUST TO GET A BETTER IDEA OF THE PEOPLE THAT WE WERE SERVING. SO THIS IS JUST AN OVERVIEW OF THE CITY'S RELATIONSHIP WITH THE FELLOWSHIP PROGRAM SO FAR. SO THE CITY'S FIRST FELLOW WAS LAWRENCE TAYLOR OF THE 24 YEAR COHORT. HE HAILS FROM SAINT LOUIS, BUT HE NOW WORKS AS A MANAGEMENT ANALYST IN THE TOWN OF PROSPER. I AM THE OUTGOING FELLOW. I WILL BE MOVING BACK TO CHICAGOLAND TO BE WITH FAMILY, BUT USING ALL THE SKILLS I LEARNED HERE AT MY TIME IN MCKINNEY, I WILL CONTINUE TO SEEK EMPLOYMENT IN LOCAL GOVERNMENT. FINALLY, THE INCOMING FELLOW IS MADISON BUSHONG. SHE WILL BE JOINING THE CITY FROM THE UNIVERSITY OF UTAH. THIS. BUT SHE WILL BE JOINING THE CITY COMING JULY AND AFTER HAVING SPOKEN WITH HER OVER THE PHONE, I CAN TELL THAT SHE'S VERY EXCITED TO START HERE. SO OVERALL, I JUST WANTED TO RECAP THAT. I THINK THE FELLOWSHIP PROGRAM REALLY COMPLEMENTS THE CITY OF MCKINNEY'S EFFORTS JUST TO BE A HIGH PERFORMING ORGANIZATION AND ONE THAT FOCUSES ON RISE VALUE. IT REALLY EMPHASIZES TRAITS SUCH AS ACTIVE LEARNING AND CROSS-DEPARTMENTAL COOPERATION AS WELL. AND THE FELLOWSHIP PROGRAM ITSELF IS ALSO JUST A REALLY UNIQUE WAY TO BUILD BONDS AND TIES WITH THE ICMA ORGANIZATION. SO FOR ME, IT WAS A LEAP OF FAITH TO MOVE SO FAR, BUT I WAS REALLY BLOWN AWAY BY THE SOUTHERN HOSPITALITY I WAS GREETED WITH, ESPECIALLY WHEN I WAS ROTATING TO A NEW CITY DEPARTMENT. AND SO WHAT STAFF IS RECOMMENDING FOR THE CONVERSATION TODAY IS REALLY TO FOCUS ON THIS FIRST ONE, WHICH IS WHAT IS THE PREFERRED SITE LOCATION FOR A PARKING STRUCTURE IN THE DOWNTOWN? SO BY WAY OF BACKGROUND, IF WE LOOK AT THE MAP OF THE DOWNTOWN HERE. SO FROM THIS INFORMATION, LAST TIME WE HEARD A COUPLE OF COMMENTS FROM MR. QUINT IN TERMS OF DOWNTOWN PARKING, THE FIRST ONE I WANT TO SHARE WITH YOU ALL IS THAT FROM PAST PARKING STUDIES, THE REAL CURRENT DEMAND FOR PARKING IS GENERALLY LOCATED SOUTH OF THE IMPACT FACILITY. THE SECOND COMMENT THAT WE HEARD FROM MR. QUINT WAS, WHEN YOU LOOK AT PAST STUDIES IN THE CONSULTANTS FROM THE DIFFERENT PARKING STUDIES THAT WAS DONE, THE FUTURE DEMAND, IF YOU LOOKED AT THE ENTIRE DOWNTOWN AREA IN COMPLETE BUILDOUT, THERE'S ROUGHLY 2500 SPACES THAT WILL BE NEEDED IN THE FUTURE. SO JUST KEEP THAT IN THE BACK OF YOUR MIND. AND I THINK THE REAL POINT HERE IS THAT WHILE WE ARE CONSIDERING PARKING STRUCTURES GENERALLY IN THE BOX THAT'S IN RED, THIS IS PROBABLY NOT THE LAST TIME THAT THIS COUNCIL OR ANOTHER COUNCIL WILL BE CONSIDERING PARKING IN THE FUTURE. SO THE AREA THAT WE'RE FOCUSED ON HERE IS THE AREA HIGHLIGHTED IN THE ORANGE THERE. THE REASON THAT WE'RE LOOKING AT THIS SITE IS, IS SEVERAL REASONS. FIRST, AS YOU HEARD EARLIER, THE CITY COUNCIL, STARTING IN 2023, NEGOTIATED WITH A DEVELOPER TO CONSIDER PARKING AS PART OF THE REDEVELOPMENT OPPORTUNITIES THAT WERE IN THAT AREA. THE SECOND REASON IS WHAT WE HEARD FROM MR. KOSKI IS THAT THE CITY COUNCIL IS CURRENTLY CONSIDERING REDEVELOPMENT OF THE OLD CITY HALL SITE. AND SO WHAT WE HEARD FROM MR. KOSKI WAS THE ADJACENCY OF PARKING IN THAT AREA BECOMES VERY IMPORTANT. AND SO CITY COUNCIL ASKED US TO LOOK AT CONSTRUCT THE OPTIONS FOR CONSTRUCTING A PARKING STRUCTURE IN THE AREAS THAT YOU SEE IN ORANGE THERE. AND THAT'S WHAT WE'RE HERE TO TALK ABOUT TODAY. IN ADDITION, WHEN WE LOOK AT THE FUTURE DEMAND FOR POTENTIAL REDEVELOPMENT IN THAT AREA, WHEN WE'RE TALKING ABOUT A POTENTIAL BOUTIQUE HOTEL AS WELL AS OFFICE SPACE, WE ESTIMATE THAT THE FUTURE PARKING DEMAND IN THAT AREA WOULD BE ABOUT 425 PARKING SPACES. SO WHAT I WANT TO GO OVER HERE IS WHAT WE TALKED ABOUT LAST TIME IS WE HAD THREE CONCEPTS THAT WERE PRESENTED TO US FROM FISHBECK CONSULTANTS, OUR PARKING CONSULTANT. THE FIRST CONCEPT THAT YOU SEE HERE GENERALLY LOOKS AT THE LOT THAT [00:25:03] IS WEST OF THE CURRENT DEVELOPMENT SERVICES SITE. SO BY WAY OF BACKGROUND, YOU CAN SEE THAT THE PARKING STRUCTURE IS ON THE FAR WESTERN END. AND ONE OF THE KEY CONCEPTS WITH THIS FIRST OPTION IS THAT IT ALIGNS THE NEW CENTRAL PARK, GENERALLY SPEAKING, WITH THE OPEN SPACE, WITH THE LIBRARY, WHICH IS JUST TO THE NORTH THERE. CONCEPT NUMBER TWO IS KEEPING EXISTING CENTRAL PARK ON THE FAR WESTERN SIDE AND CONSTRUCTING THE PARKING STRUCTURE AS YOU SEE THERE, AND IT WOULD BE DIRECTLY ADJACENT TO WHATEVER FUTURE REDEVELOPMENT WOULD BE CONSIDERED BETWEEN KENTUCKY AND TENNESSEE STREET. AND THEN THE LAST OPTION THAT WAS CONSIDERED WAS CONCEPT NUMBER THREE. AND THIS PROPOSAL HAD BUILDING A PARKING STRUCTURE GENERALLY ON THE DEVELOPMENT SERVICES SITE BETWEEN WHAT'S THE EXISTING CITY HALL AND THE EXISTING CENTRAL PARK. AGAIN, ONE OF THE THINGS THAT YOU HEARD FROM MR. KOSKI DURING THAT PRESENTATION WAS THE ADJACENCY OF THIS PARKING STRUCTURE TO THIS PROPOSED COMMERCIAL DEVELOPMENT WAS REALLY IMPORTANT FOR HAVING THE TYPE OF OFFICE SPACE AS WELL AS COMMERCIAL THAT'S BEING CONSIDERED FOR THAT SITE. THIS IS ANOTHER SLIDE THAT WAS PRESENTED LAST TIME BY WAY OF BACKGROUND. SO WHAT YOU CAN SEE HERE ARE THESE ARE 12 DIFFERENT CONCEPTS THAT WERE DEVELOPED BY FISHBECK. BASED ON THOSE THREE SITES. THEY HAVE DIFFERENT OPTIONS AVAILABLE FOR ALL OF THEM. OPTION THREE DISADVANTAGES GREATER WALKING DISTANCE BETWEEN THIS SITE AND THE FUTURE COMMERCIAL REDEVELOPMENT. AND THIS WAS SOMETHING THAT MAJKOWSKI TALKED ABOUT RELATIVE TO POTENTIAL REDEVELOPMENT THAT'S BEING PLANNED ON THE CURRENT CITY HALL SITE. PROPERTY COULD HAVE GREATER FUTURE REDEVELOPMENT VALUE IF NOT UTILIZED AS A PARKING STRUCTURE, AND PROVIDES THE LOWEST PARKING CAPACITY OF THE EVALUATED ALTERNATIVES. AGAIN, THIS IS THIS IS ON THE SMALLEST PORTION OF THE OF THE LOT SIZE. SO WHEN WE LOOK DOING THE SAME EXERCISE FOR OPTION THREE IN TERMS OF LOOKING AT THE LOCATION ADVANTAGES PROVIDES THE HIGHEST PARKING CAPACITY OF EVALUATED OPTIONS. THIS IS BECAUSE WE'RE USING THE ENTIRE BLOCK FOR PARKING THE LOWEST ESTIMATED COST PER PARKING SPACE. AND WHILE I GET THAT WE'RE TALKING ABOUT JUST THE WHERE TODAY, I THINK IT DOES MATTER ABOUT CIRCULATION AND ABOUT PEDESTRIAN TRAFFIC, BECAUSE IN MY MIND, WHEN I LOOK AT THE CENTER SITE, THE PLAN, THE PLANNING AND DEVELOPMENT BUILDING, THAT'S THE HIGHEST AND BEST PIECE OF PROPERTY WE HAVE, IT'S ON THE WHAT I WOULD THINK WOULD BE FUTURE PEDESTRIAN CORRIDORS IN TENNESSEE AND KENTUCKY. IT'S WHERE PEOPLE ARE GOING TO BE AT THE SQUARE, LOOK FORWARD, DECIDE TO WALK UP AND SAY WHAT'S UP HERE? IT NEEDS TO SATISFY A HOTEL AND IT NEEDS TO REPLACE WHAT WE'RE LOSING AND SERVE WHAT'S SOUTH. SO THAT MAY BE A 3 TO 4 STORY PARKING GARAGE, NOT A FIVE STORY PARKING GARAGE. AND THEN I THINK WE SHOULD LOOK OVER HERE AT THE CHESTNUT LOT, THE THE LOT TO THE NORTH, WHEREVER IT IS, TO ACCOMMODATE WHATEVER OFFICE PRODUCT NEEDS TO GO ON THE THE FORMER CITY HALL SITE. SO THEY LOOK TO THE NORTH, THEY LOOK TO THE NORTHEAST, THEY LOOK TO THE EAST FOR THEIR PARKING SOLUTIONS, WHICH ARE STILL IN PROXIMITY FOR THEM. I DON'T THINK THEY SHOULD GO LOOK INTO THE CENTRAL PARK SITE FOR PARKING. I JUST DON'T THINK. BUT AGAIN, I THINK WE SHOULD BUILD FOUR PARKING GARAGES. THIS IS MY AGENDA FOR THIS AFTERNOON. AS WELL AS OUR ORGANIZATIONAL CHART AS WE FALL UNDER THE DEVELOPMENT SERVICES DIVISION. AS YOU CAN SEE FROM OUR MISSION STATEMENT, ONE OF THE PRIMARY RESPONSIBILITIES OF THE HEALTH COMPLIANCE TEAM IS THAT OF MOSQUITO CONTROL. WHEN SOMEONE THINKS ABOUT MOSQUITO CONTROL, THEY PROBABLY THINK OF A TRUCK GOING DOWN THE STREET LATE AT NIGHT, FOG COMING OUT, KILLING ALL THE MOSQUITOES IN THE AREA. NATIONAL MOSQUITO CONTROL AWARENESS WEEK WAS FOUNDED IN 1997 BY THE AMERICAN MOSQUITO CONTROL ASSOCIATION AS A WAY TO BRING AWARENESS TO THE DISEASES AND THE PUBLIC HEALTH CONCERNS THAT ARE BROUGHT ABOUT BY MOSQUITOES, AS WELL AS EDUCATE THE COMMUNITY ON WAYS TO PREVENT MOSQUITOES FROM BITING THEM, WAYS TO ELIMINATE STANDING WATER AND OTHER AREAS OF CONCERN AROUND THEIR PROPERTY TO HELP REDUCE THE MOSQUITO POPULATION. AND NOW, 30 YEARS LATER, LOCAL AND COUNTY HEALTH DEPARTMENTS, AS WELL AS MOSQUITO CONTROL DISTRICTS AROUND THE COUNTRY, TAKE THIS THIRD WEEK OF JUNE TO RECOGNIZE NATIONAL MOSQUITO AWARENESS WEEK AND PROMOTE THIS, THIS GREAT EVENT. I DID MENTION SOME MOSQUITO BORNE DISEASES. NOW, I'D LIKE TO PROVIDE YOU WITH SOME STATISTICS HERE. A COUPLE OF THESE ARE GLOBALLY, BUT IT'S ESTIMATED THAT EACH YEAR 700,000 MOSQUITOES, 700 MILLION MOSQUITO BORNE DISEASES ARE REPORTED AROUND THE WORLD EACH YEAR. AND UNFORTUNATELY, ALONG WITH THAT COMES APPROXIMATELY 700 000 DEATHS HERE IN THE UNITED STATES ALONE, WE SEE BETWEEN 2 AND 3000 WEST NILE VIRUS CASES EACH YEAR. AND IN TEXAS JUST LAST YEAR, WE HAD 192 CASES, ALONG WITH FOUR DEATHS. AND AS WITH MOST COMMUNICABLE DISEASE, EXCUSE ME, DISEASES, THOSE WITH COMPROMISED IMMUNE SYSTEMS, THE ELDERLY AND YOUNG CHILDREN ARE MORE SUSCEPTIBLE. NOW, HERE'S THE PART WHERE I KIND OF GEEK OUT A LITTLE BIT. THIS IS I JUST WANT TO GIVE YOU SOME BASICS ABOUT MOSQUITOES AND, AND THEIR BIOLOGY. SO EVEN THOUGH MOSQUITOES CAN SEE VERY [01:35:04] WELL, THEY'RE ACTUALLY ATTRACTED TO US HUMANS BY THE CARBON DIOXIDE THAT'S RELEASED WHEN WE EXHALE, AND ALSO FROM THE LACTIC ACID THAT'S PRODUCED IN OUR SWEAT. THAT'S HOW THEY ACTUALLY FIND US AT NIGHT TIME WHEN THEY'RE OUT AND ABOUT. ONE INTERESTING FACT ABOUT THIS IS ONLY THE FEMALE MOSQUITO BITES. THE MALE MOSQUITOES DO NOT BITE AT ALL, BUT THEY ARE ATTRACTED TO DIFFERENT PERFUMES AND COLOGNES THAT THAT WE HAVE ON THE FEMALE MOSQUITO IS THERE TO BITE YOU, TO TAKE YOUR BLOOD. BECAUSE WHAT SHE'S TRYING TO DO, SHE'S TRYING TO REPRODUCE AND LAY EGGS. AND THAT BLOOD, YOUR BLOOD MEAL IS TO HELP NOURISHMENT FOR THOSE EGGS. RICHARD, IS THIS THE GEEKY PART OF THE PRESENTATION? THIS IS THE GEEKY PART. I'M SORRY, MR. MAYOR. YES, MY MY WIFE TELLS ME I AM A GEEK BECAUSE I START TALKING ABOUT THIS AND YES, SIR, I WILL. I WILL SPEED IT UP, SIR. THOSE EGGS TO HATCH INTO ADULT MOSQUITOES AS WE GET INTO THE JULY AND AUGUST MONTHS HERE IN NORTH TEXAS, THOSE NUMBERS ARE REDUCED ANYWHERE FROM 6 TO 7 DAYS. ONE THING THAT A MOSQUITO DOES HAVE TO HAVE IS STANDING WATER. THAT'S WHAT IS NEEDED FOR FOR THE LIFE CYCLE OF MOSQUITO TO COMPLETE. AS I'VE BEEN OUT IN THE FIELD DOING SURVEILLANCE AND WALKING THROUGH THE WOODS, I'VE FOUND A SIMPLE BOTTLE CAP IN THE WOODS THAT'S HOLDING WATER, AND IN IT YOU'LL SEE MOSQUITO LARVAE. SO SOMETHING AS SMALL AS A BOTTLE CAP CAN ACTUALLY CAUSE MOSQUITO BREEDING. IN NORTH AMERICA, WE HAVE ABOUT 150 DIFFERENT SPECIES OF MOSQUITOES. HERE IN TEXAS, WE AROUND 85 IN THE NORTH TEXAS AREA. WE'RE LOOKING AT TWO SPECIFIC TYPES OF MOSQUITOES. I WON'T BORE YOU WITH THE SCIENTIFIC NAME OF THIS MOSQUITO. JUST KNOW IT'S THE SOUTHERN HOUSE MOSQUITO. THIS IS THE GUY THAT LIKES TO GET IN ANY OPEN DOORS, OPEN WINDOWS, AND THEY'RE VERY DOMESTICATED. BUT THIS IS THE PRIMARY CARRIER OF WEST NILE VIRUS HERE IN THE NORTH TEXAS AREA. AS IT SAYS THERE, IT LIKES TO BREED IN STAGNANT STANDING OR ORGANIC MATTER WATER. THE NEXT MOSQUITO OF CONCERN, A LITTLE MORE COLORFUL. THIS IS KNOWN AS THE ASIAN TIGER MOSQUITO. IT LIKES TO BREED IN TREE HOLES, PLANTS, CONTAINERS AROUND THE HOME. THEY ARE VERY ACTIVE, AGGRESSIVE DAY BITERS. IF YOU FIND YOURSELF SITTING IN A SHADY AREA ON A BENCH SOMEWHERE AND YOU HAVE MOSQUITOES BUZZING AROUND YOU, LANDING ON YOU, IT'S PROBABLY THIS GUY. THEY ARE THE MAIN CARRIER OF THE ZIKA VIRUS. SO A LITTLE BIT ABOUT OUR MOSQUITO CONTROL PROGRAM. I MENTIONED INTEGRATED MOSQUITO MANAGEMENT. THIS IS WHERE THE SURVEILLANCE, NOT JUST THE SPRAYING, BUT THE SURVEILLANCE PART COMES IN. THAT IS A CURRENT PICTURE OF THE PAINTED TREE SUBDIVISION. AND AS YOU ALL KNOW, 5 TO 10 YEARS AGO, THAT WAS JUST SIMPLY FARMLAND OUT THERE WITH SOME CREEKS IN IT. WELL, NOW, AS YOU CAN SEE, HOMES BACK UP TO THIS CREEK THAT CONTAIN STANDING WATER AND THE MOSQUITO BREEDING. SO WHAT WE DO IS WE PUT MOSQUITO TRAPS IN THAT AREA AND ACTIVELY SURVEY AND TEST THOSE MOSQUITOES FOR ANY WEST NILE OR ZIKA VIRUS SO THAT WE CAN WARN THE PUBLIC AND TAKE ACTION. IF THERE IS THE DISEASES IN THE AREA DURING CALLS FOR SERVICE, WE MIGHT ALSO, YOU KNOW, PROVIDE WHAT WE CALL MOSQUITO LARVAE SIDE FOR THE RESIDENT. THAT'S BASICALLY A MOSQUITO DUNK. IT LITERALLY LOOKS LIKE A LITTLE DONUT THAT WE GIVE OUT. THEY CAN PUT THAT IN THE STANDING WATER IF THEY CAN'T ELIMINATE IT, SOMETHING LIKE THIS CREEK, IT'LL LAST FOR ABOUT 30 DAYS. IT PROVIDE DECENT PROTECTION TO KILL THE MOSQUITO LARVAE IN THE WATER FOR ABOUT 30 DAYS. IF WE DON'T GET A GOOD RAINFALL, IF WE GET A GOOD RAINFALL AND IT WASHES IT AWAY TO THE LAKE, THEY'LL NEED TO REAPPLY. THAT SURVEILLANCE TAKES PLACE WEEKLY AROUND THE CITY OF MCKINNEY. WE HAVE 16 PERMANENT TRAPS THAT WE SET EACH WEEK STRATEGICALLY AROUND THE CITY, AND WE ALSO HAVE FIVE, WHAT WE CALL ROAMING ROVING TRAPS THAT FOR COMPLAINTS OR CALLS FOR SERVICE. WE ALSO EDUCATE THE PUBLIC ON ANY EVENT THAT WE'RE AT, WHETHER THAT'S FOOD OR OR POOL PROGRAMS. WE ALSO LIKE TO INTEGRATE OUR MOSQUITO CONTROL PROGRAM IN THEIR. AND AS, AS I MENTIONED, THE LAST METHOD OF CONTROL IN THAT MOSQUITO MANAGEMENT PROGRAM IS THAT OF SPRAYING. SPRAYING, OR ADULTICIDES, AS IT'S CALLED, IS ONLY DONE ON TWO FACTORS. WHY WE PICKED ONE MILE. [01:40:06] THE MOSQUITO FLIGHT PATTERN IS TYPICALLY UP TO ONE MILE. MOST TIME IT'S EITHER A QUARTER OR A HALF A MILE. THEY WON'T PASS ONE BLOOD MILL TO GET TO THE NEXT. THEY'LL STOP AT THE FIRST BLOOD MILL. HERE YOU CAN SEE OUR TECHNICIAN SETTING UP TRAP, GETTING READY TO DEPLOY THAT TRAP IN THE NEIGHBORHOOD. YOU SEE THE BUCKETS THERE? WHAT WE DO WHEN WE MOW OUR YARD, WE CAPTURE THOSE GRASS CLIPPINGS AND PUT A LITTLE BIT INTO EACH BUCKET, FILL IT WITH WATER, AND THEN PUT THE LID ON IT AND LET IT SET AND FIRM IT FOR ABOUT A WEEK'S TIME. THAT CREATES THAT STAGNANT STANDING WATER THAT WE ASK PEOPLE TO, YOU KNOW, GET RID OF AROUND THEIR HOME. THAT ATTRIBUTES TO MOSQUITO BREEDING. FROM THERE, WE HAVE A TUBE THAT WILL HOLD A NET THAT CONNECTED TO A LITTLE SIX VOLT BATTERY. AND AS THAT MOSQUITO LANDS ON THAT STAGNANT WATER TO LAY HER EGGS FOR THE REPRODUCTION CYCLE, IT WILL ACTUALLY SUCK HER UP INTO THAT AND CAPTURE IN THE NET. WHEN WE ASK, WHEN RESIDENTS ASK US, COULD YOU SET A TRAP IN OUR YARD? YOU KNOW, MAYBE HELP ELIMINATE THOSE MOSQUITOES? WE'RE LIKE, WE'RE NOT TRYING TO ELIMINATE THE MOSQUITOES. WE'RE ACTUALLY TRYING TO KEEP THEM ALIVE. BECAUSE ONCE THAT MOSQUITO DIES, SO DOES THE VIRUS THAT'S CONTAINED IN THEIR BODY. SO WE'RE ACTUALLY TRYING TO KEEP THEM ALIVE WHILE WE'RE DOING THIS PROCESS. SOME HISTORICAL DATA FROM OUR SURVEILLANCE METHODS. THIS IS OVER THE LAST TEN YEARS, AND I'VE THROWN IN 2012, JUST FOR REFERENCE HERE. AS YOU CAN SEE, OVER THE YEARS, OUR MOSQUITO TRAP DEPLOYMENT HAS GONE UP AS OUR POPULATION IN PLACES LIKE PAINTED TREE HAS DEVELOPED. WE'VE CONTINUED TO JUST EXPAND THAT SERVICE OUT INTO THE COMMUNITY. WE FEEL VERY HAPPY ABOUT THIS DATA. WITH THE EXCEPTION OF A COUPLE OF YEARS, 2012 AND 24, WHERE WE DID HAVE AN ABUNDANCE OF MOSQUITO POOLS, AS WELL AS A FEW HUMAN CASES. NOW, I'D LIKE TO TELL EVERYONE JUST ABOUT SOME FEW PERSONAL PROTECTIVE MEASURES THAT YOU CAN TAKE TO PREVENT MOSQUITO BITES. WE ALWAYS RECOMMEND USING DEET. THAT'S THE ACTIVE INGREDIENT IN THINGS LIKE DEEP WOODS OFF. SOMETHING WITH ABOUT 25% DEET WILL HELP KEEP THE MOSQUITOES DOWN. IT MAY SEEM A LITTLE REDUNDANT, BUT EVEN WHEN IT'S HOT OUTSIDE, LONG SLEEVE, LONG PANTS, WHAT YOU'RE TRYING TO DO THERE IS JUST ELIMINATE THE THE SURFACE AREA OF THE SKIN THAT THE MOSQUITO CAN COME IN AND BITE. AVOID BEING OUTSIDE DUSK AND DAWN. THAT'S WHEN MOSQUITOES ARE MOST ACTIVE. THEY GET DOWN INTO GUTTERS, CLOG THEM UP, THE RAIN COMES AND NOW YOU MIGHT HAVE STAGNANT WATER, STANDING WATER IN YOUR GUTTERS FOR SEVERAL WEEKS AT A TIME. CHANGE YOUR WATER IN YOUR PET DISHES DAILY BIRDBATHS, THINGS LIKE THAT. ANYTHING THAT'S CONCAVE IN YOUR YARD THAT CAN HOLD WATER. SO YOU MIGHT RECALL THAT I WAS LAST HERE PRESENTING BEFORE YOU IN JANUARY TO PRESENT ON A SUSTAINABILITY ROADMAP FOR THE CITY, WHICH IS AN EXCITING MILESTONE FOR OUR CITY THAT REALLY SHOWS OUR COMMITMENT TO FISCAL RESPONSIBILITY AND RESOURCE EFFICIENCY. ONE OF THE GOALS IN THE COUNCIL ADOPTED ROADMAP IS TO REDUCE RECYCLING CONTAMINATION. THE WHY HERE IS THAT CONTAMINATED RECYCLING INCREASES COSTS FOR US AS A CITY AND MAKES OUR RECYCLING LESS EFFECTIVE OVERALL. THE TARGET HERE IS TO REDUCE OUR CONTAMINATION TO ABOUT HALF WITHIN THE SPAN OF FIVE YEARS. AND ONE OF THE ACTION ITEMS WE'D LIKE TO DO TO ACHIEVE THIS GOAL IS TO USE TECHNOLOGY ON COLLECTION VEHICLES TO IDENTIFY TRENDS, AND THEN TAILOR OUR OUTREACH AND EDUCATION MATERIALS ACCORDINGLY. AND THAT BRINGS US EXACTLY TO WHAT I'M HERE TO TALK ABOUT TODAY, WHICH IS OUR RECYCLING CONTAMINATION REDUCTION INITIATIVE, FUNDED THROUGH A GRANT WE RECEIVED FROM THE RECYCLING PARTNERSHIP. SO THE COUNCIL ACCEPTED THIS GRANT BACK IN AUGUST. AND THIS GRANT PROVIDES US $778,000 TO PROACTIVELY HELP IMPROVE RECYCLING IN OUR COMMUNITY. NOW, HOW WILL WE DO THIS? THIS GRANT SPECIFICALLY FUNDS TECHNOLOGY, SMART TRUCK TECHNOLOGY THAT ALLOWS US TO IDENTIFY CONTAMINATION IN RECYCLING CARTS. IT ALSO PAYS FOR EDUCATION AND OUTREACH MATERIALS THAT WE CAN SEND TO RESIDENTS TO HELP THEM EDUCATE, GET EDUCATED ON HOW TO RECYCLE BETTER IN OUR COMMUNITY. NOW, THE RECYCLING PARTNERSHIP HAS CONDUCTED PROJECTS LIKE THIS THROUGHOUT THE NATION AND HAS SEEN A LOT OF SUCCESS. CONTAMINATION REDUCTIONS AVERAGING UP TO 41% IN SOME COMMUNITIES. NOW WE'RE REALLY EXCITED ABOUT THE OPPORTUNITY TO SEE SOME OF THOSE SAME OUTCOMES HERE IN MCKINNEY. THIS SLIDE SHOWS THE TIMELINE OF KIND OF WHAT'S HAPPENING SO FAR AND WHERE WE'RE HEADED. YOU CAN SEE IN THE PAST FEW MONTHS, THE GRANT HAS FUNDED A THIRD PARTY TO DO AN ASSESSMENT ON OUR RECYCLING STREAM TO IDENTIFY TOP CONTAMINANTS. THE GRANT ALSO FUNDED A CITY WIDE SURVEY AND FOCUS GROUPS, SO WE COULD BETTER UNDERSTAND BARRIERS THAT RESIDENTS FACE TO RECYCLING CORRECTLY, AND WHAT TYPES OF EDUCATION AND OUTREACH MATERIALS WOULD BE HELPFUL. THESE INITIATIVES PROVE TO BE INCREDIBLY VALUABLE IN PROVIDING INSIGHTS TO WHAT WOULD BE USEFUL FOR RESIDENTS, AND WE USE THIS TO INFORM THE COMMUNICATION PLAN THAT I'LL BE TALKING ABOUT IN JUST A FEW MINUTES. THE FINAL PHASE OF THIS PROJECT WILL BE TO MEASURE OUR SUCCESS BY LOOKING AT CONTAMINATION DATA, PRE OUTREACH CAMPAIGN, AND THEN POST OUTREACH CAMPAIGN. SO THIS BRINGS ME TO THE COMMUNICATION PLAN THAT I'LL BE TALKING ABOUT. FOR THE MOST PART OF THE PRESENTATION. THERE ARE SEVERAL LAYERS OF OUTREACH EMBEDDED INTO THIS COMMUNICATION PLAN. AND THE FIRST WILL BE TO WORK WITH OUR COMMUNICATIONS TEAM ON SHARING THE ANNOUNCEMENT ABOUT THIS UPCOMING OUTREACH AND EDUCATION CAMPAIGN THAT WE PLAN TO DO OVER THE COURSE OF THREE MONTHS, WHERE RESIDENTS WILL BE RECEIVING EDUCATIONAL MAILERS AND TIPS ON HOW TO RECYCLE CORRECTLY. ONE OF THE ITEMS THAT WE'LL BE PLANNING TO SEND TO EVERY HOUSEHOLD IS THIS MAGNET MAGNET INFO CARD MAILER. SO THIS WAS A HIT DURING OUR FOCUS GROUPS. RESIDENTS LOVE THE IDEA OF HAVING A MAILER THAT THEY COULD AN INFO CARD MAGNET THAT THEY COULD STICK ONTO THEIR FRIDGE. SO WE WANT TO MAKE SURE THAT EVERY HOUSEHOLD HAS THE OPPORTUNITY TO RECEIVE ONE. NOW, AFTER RECEIVING A MAILER LIKE THIS, IF WE CONTINUE TO OBSERVE CONTAMINATION IN RESIDENTS RECYCLING CARTS, THEY MAY BE RECEIVING FEEDBACK MAILER IN [01:50:05] THEIR HOUSEHOLDS. SO THIS IS AN EXAMPLE OF WHAT A FEEDBACK MAILER COULD LOOK LIKE. SO FOR FOUR WEEKS, THEY MIGHT RECEIVE THE OPPORTUNITY TO RECEIVE A MAILER. IF CONTAMINATION IS FOUND IN THEIR RECYCLING CART. AND IT'S IMPORTANT TO NOTE THAT THIS IS AN EDUCATIONAL MAILER. THERE IS NO PENALTY FOR RECEIVING A MAILER LIKE THIS. IT'S SIMPLY A FRIENDLY, EDUCATIONAL REMINDER OF, HEY, THIS DOES NOT BELONG IN YOUR RECYCLING BIN. I'LL GO TO THE NEXT SLIDE HERE SO WE CAN TAKE A BETTER LOOK AT THE POSTCARD. IN A LARGER SCALE, YOU'LL NOTICE THAT THE LANGUAGE TO THE LEFT IS VERY FRIENDLY. HEY, WHEN WE EMPTIED YOUR RECYCLING CARTS IN YOUR NEIGHBORHOOD, OUR TEAM NOTICED THESE UNACCEPTABLE ITEMS UNDERNEATH, WE'LL LIST THE CONTAMINATION THAT WE DISCOVERED USING THE SMART TREK TECHNOLOGY. IT COULD BE A PLASTIC BAGS, IT COULD BE YARD WASTE THAT'LL BE LISTED IN THAT WHITE SPACE UNDERNEATH. WE HAVE LANGUAGE ON CAMERA DATA AND WHAT IT'S THERE FOR. SO CAMERA DATA HELPS IMPROVE RECYCLING PROGRAM. BUT IT ALSO PLAYS A MAJOR PART IN SAFETY BY INCREASING VISIBILITY TO REDUCE COLLISIONS AND DETECT ANY POTENTIALLY BATTERY RELATED FIRES EARLY USING ADVANCED SENSORS. BATTERY FIRES ARE VERY BIG IN THE SOLID WASTE WORLD, AND SO A SAFETY CONSIDERATION REALLY WANT TO MAKE. UNDERNEATH THIS LANGUAGE. WE HAVE A STATEMENT ABOUT HOW RESIDENTS ARE ALSO WELCOME TO OPT OUT OF RECEIVING THIS TIPS IF THEY SO CHOOSE, AND THEY'RE WELCOME TO CALL US AT THE NUMBER LISTED IN ORDER TO DO SO. NOW, IF AFTER THE FIRST MONTH WE'RE STILL SEEING CONTAMINATION, THE SECOND PHASE OF OUTREACH IS TO PROVIDE MORE SPECIFIC FEEDBACK TO OUR RESIDENTS. SO AFTER HAVING THE OPPORTUNITY TO RECEIVE A MONTH LONG FEEDBACK OF DIFFERENT GENERIC ICONS THAT THEY MIGHT RECEIVE, THEY CAN GET THIS POSTCARD THAT WILL GIVE THEM MORE SPECIFIC GUIDELINES. SO YOU'LL SEE THAT THE CHARACTERISTICS OF THIS POSTCARD ARE VERY SIMILAR TO THE OTHER ONE, BUT THE GUIDELINES ARE JUST A BIT MORE SPECIFIC. THE OTHER THING I'LL WANT TO NOTE HERE IS THAT THE IMAGE IN THIS SLIDE IS VERY BLURRY, AND THE ACTUAL POSTCARD, IT WILL NOT BE THAT WAY. THE PICTURE JUST DIDN'T SCALE VERY NICELY ON ON POWERPOINT, BUT THE CONTAMINATED ITEM WILL BE DISPLAYED VERY CLEARLY WHILE THE SURROUNDING BACKGROUND WILL BE BLURRY IN THIS SPECIFIC POSTCARD. NOW, THE STRATEGY BEHIND THESE TWO POSTCARDS IS VERY INTENTIONAL. THE FIRST POSTCARD THAT WE'LL BE SENDING OUT FOR THE FIRST MONTH CREATES A SENSE OF COMMUNITY ACCOUNTABILITY, RIGHT? HEY, WE FOUND THIS IN YOUR NEIGHBORHOOD RECYCLING CARTS. LET'S RECYCLE BETTER AS A NEIGHBORHOOD. THIS POSTCARD IS ALSO GREAT FOR LOW CONFIDENCE DATA. WE WANT TO MAKE SURE THAT IF WE ARE RECEIVING INFORMATION ON CONTAMINATION AT A RECYCLING CART, THAT THAT DATA HAS HIGH CONFIDENCE. IF NOT, RESIDENTS WOULD RECEIVE A GENERIC FRIENDLY REMINDER TIP. THE ONE THING I WILL NOTE IS THAT THESE GENERIC POSTCARDS WITH THE ICONS ARE A LITTLE LESS EFFECTIVE TO REDUCING CONTAMINATION, ACCORDING TO A RECYCLING PARTNERSHIP STUDY THAT THEY DID IN WASHINGTON. AND JUST FROM A PERSONAL LENS, THAT MAKES SENSE AS WELL. WHEN YOU RECEIVE SPECIFIC FEEDBACK PERSONALLY, YOU HAVE SOMETHING CONCRETE TO TAKE ACTIONABLE STEPS TOWARDS. BUT WHEN SOMETHING IS A BIT MORE VAGUE IN GENERAL, IT'S HARDER TO TAKE THAT SAME STEP. AND THIS KIND OF TRANSLATES RIGHT INTO THAT NEXT DATA POINT THAT I'LL SHARE IS THAT THE SPECIFIC FEEDBACK MAILERS, ACCORDING TO TRP STUDIES, HAVE BEEN VERY EFFECTIVE IN REDUCING CONTAMINATION UP TO 51%. WE ALSO LIKE THE STRATEGY OF THESE TWO POSTCARDS BECAUSE IT ALLOWS FOR COMPARISON OF BEHAVIOR CHANGE. BETWEEN THE TWO APPROACHES, WE CAN SEE WHICH ONE WAS MORE EFFECTIVE AT REDUCING BEHAVIOR. FOR EXAMPLE, DURING THE FIRST MONTH, IF MOST RESIDENTS, IF THEY RECEIVE THE FIRST POSTCARD, IF THEY SELF-CORRECT THEIR BEHAVIOR, AWESOME. THEY MIGHT NEVER RECEIVE A POSTCARD TOWARDS THE SECOND PART OF THE OUTREACH THAT HAS MORE SPECIFIC FEEDBACK. BECAUSE THEY DIDN'T NEED IT. THEY UNDERSTOOD THE RECYCLING TIP AT THE FIRST WAVE OF OUTREACH. NOW, THE THIRD POINT HERE TO CONSIDER IS THAT THE RECYCLING PARTNERSHIP SAW THAT IN SOME OF THE COMMUNITIES THEY IMPLEMENTED THIS PROGRAM, IT MAY STOP. IT MAY HAVE RESIDENTS STOP RECYCLING ALTOGETHER AFTER RECEIVING A SPECIFIC FEEDBACK. HOWEVER, THIS NUMBER WAS 3% AT MOST, SO IT WAS NOT A VERY LARGE AMOUNT OF RESIDENTS THAT STOPPED RECYCLING. AND THE OTHER THING TO REMEMBER HERE IS THAT WHILE THE GOAL IS TO RETAIN PARTICIPATION IN RECYCLING, ULTIMATELY THOSE THAT WERE PULLING OUT HAD HIGH CONTAMINATION IN THEIR RECYCLING BINS. SO OVERALL, OF IMPROVING RECYCLING QUALITY AND REDUCING CONTAMINATION. SO [01:55:09] WE TOOK ALL OF THIS INTO CONSIDERATION WHEN CREATING THIS STRATEGY. I'LL WRAP UP WITH THE FINAL PIECE OF OUR COMMUNICATION PLAN, WHICH IS TO EQUIP CITY STAFF AND LEADERSHIP TEAM WITH THE PROJECT. ONE PAGER. SOMETHING SIMILAR TO WHAT I'M HOLDING HERE. SO THAT STAFF AND CITY LEADERSHIP ARE EQUIPPED TO ANSWER ANY QUESTIONS THAT RESIDENTS MAY HAVE OF THIS EXCITING PROJECT. SO ANYWAY, JUST WANTED TO ADD THAT TO THE CONTEXT OF THE CONVERSATION. SO LET ME BRING SOMETHING HOME, MR. GRIMES AND SUJATA, THAT WHEN WE GET UNCONTAMINATED RECYCLING THAT IS ACCRETIVE TO THE BOTTOM LINE OF OUR WASTE. IN OTHER WORDS, CIRCULAR SERVICES CAN SELL THE CARDBOARD AND THE PETROLEUM BASED PLASTICS AND THIS AND THAT MAKE MONEY. AND THAT MAKES OUR WASTE BILL SMALLER IF THEY'RE MAKING MONEY OFF OUR RECYCLING. IS THAT FAIR? YEAH, I WOULD SAY THAT'S FAIR. IT ALLOWS US TO KEEP PRICES COMPETITIVE. RIGHT. SO WHAT WE'RE GOING TO BE DOING THOUGH IS LADLING ON AN EXPENSE. AND THAT EXPENSE IS GOING TO BE THAT IF YOU HAVE CONTAMINANTS IN YOUR RECYCLING, THEY'RE PROBABLY CONTAMINATING NOT ONLY YOURS, BUT EVERYBODY ELSE IN THAT TRUCK OR A LOT OF THE REST OF IT. AND SO WE'RE GOING TO SPEND A LITTLE BIT OF MONEY TO SEND YOU A POSTCARD TO SAY, WE SEE THIS. WE'RE ASKING YOU TO BE A BETTER NEIGHBOR, MORE OR LESS, AND NOT PUT CONTAMINANTS IN YOUR RECYCLING.
