WE'VE HELPED CREATE A COMMUNITY WHERE OPPORTUNITY AND QUALITY OF LIFE GO HAND IN HAND. IN 1996, THE CITIZENS OF MCKINNEY MADE A BOLD DECISION TO INVEST IN OUR OWN FUTURE AND APPROVED A HALF CENT SALES TAX. IT'S NOT AN EXACT SCIENCE, BUT DEPENDING ON WHICH WHICH STUDY OR GUESSTIMATE, IF YOU WILL, YOU LOOK AT SOMEWHERE BETWEEN 35 AND 55% OF THOSE SALES TAX DOLLARS ARE SPENT BY PEOPLE OUTSIDE THE CITY. SO WE'RE WE'RE COLLECTING MONEY FROM RESIDENTS IN OTHER COMMUNITIES THAT THEN GET TO BE INVESTED HERE IN OUR CITY. SO I THINK THAT'S A THAT'S A GREAT THING.AND, AND IT'S ONE OF THE REASONS WE'RE HAPPY AS A COMMUNITY TO SEE ALL THE DEVELOPMENT THAT WE'VE SEEN. SO. THIS BOARD'S INVESTMENT, COMPOUNDED OVER FOUR ERAS FROM 2005 TO 2011, 491,000 LAID FOUNDATION LAND AT CHARLESTON CREEK JOB CORPS PARTNERSHIP HOME BUILDS THE PURCHASE OF LAND FOR THE RESTORE AND OFFICE FACILITY FROM 2012 TO 2017, $1.23 MILLION EXPANDED HOME REPAIRS, REHABBING MORE THAN 100 HOMES FROM 2018 TO 2022. MC DCS LARGEST COMMITMENT OVER 3 MILLION BROADER COTTON GROVES DEVELOPMENT TO LIFE. AND FROM 2023 TO 2025, 1.11 MILLION SUSTAIN THE MOMENTUM ON ONGOING REPAIRS FOR TOWNHOME CONSTRUCTION. YOUR INVESTMENT DELIVERED SIX CONTAINER HOMES AND AMENITY CENTER IN A PLAYGROUND THAT'S NOT JUST HOUSES, THAT'S A NEIGHBORHOOD BUILT WITH MCKINNEY SUPPORT. IN JANUARY OF 2026, WE COMPLETED THE FIRST FIVE PLEX TOWNHOME ON KINGS ROW, A MILESTONE FOR COTTON GROVES DEVELOPMENT AND THE MODEL FOR EVERYTHING THAT WAS TO COME. MC DC SUSTAINED BACKING IS WHAT LED US REACH THAT POINT. AND HERE'S WHAT YOUR CONTINUED PARTNERSHIP LOOKS LIKE AND WHAT IS MADE POSSIBLE NOW. WE WERE RECIPIENTS OF A REGIONAL COOPERATION AWARD, AND THAT WAS WORKING WITH THE WATER DISTRICT AND OUR SEVERAL OF OUR FELLOW CITIES ON RESOLVING OR COMING UP WITH A SOLUTION FOR CUSTOMER NONMEMBER CITIES. WE ARE A MEMBER CITY, BUT THERE ARE ALSO CUSTOMER CITIES AND COMING UP WITH A CUSTOMER WATER RATE, WE WILL PRESENT A LITTLE CERTIFICATE THAT WAS PRESENTED TO US AT THE NEXT COUNCIL MEETING ON JULY 7TH. AND IN THAT VICINITY, THE CITY COUNCIL OPTED TO HOLD OFF ON MOVING FORWARD ON A CITY HALL CONSTRUCTION PROJECT. UNTIL WE GET A LITTLE BIT MORE CLARITY ON WHAT TYPE OF THE ECONOMIC REDEVELOPMENT WE'RE GOING TO HAVE IN THAT AREA, AND THAT MAY DRIVE THE LOCATION DECISIONS.
SO THE COUNCIL OPTED TO HOLD OFF ON THAT FOR NOW. THEY ALSO HAD SOME DISCUSSION ON THE REGULATION OF VAPE SHOPS, VAPE AND SMOKE SHOPS IN MCKINNEY. IT'S GOING TO BE TWO DAYS EVENT, AND WE'RE GOING TO FOCUS ON MORE ON THE ART AND THE FOOD AND ENTERTAINMENT. AND THIS IS A LAYOUT OF THE NEW AFTER THE CITY HALL CONSTRUCTION. I AM THE NEW PRESIDENT, AS I SAID, BUT MY GOAL THIS YEAR IS TO ELEVATE AN ALREADY OUTSTANDING CLUB. THIS CLUB HAS BEEN CONTRIBUTING TO THIS COMMUNITY FOR 112 YEARS SINCE 1914, AND THIS YEAR WE'RE GOING TO JUST TAKE A LOOK AT WHAT WE'VE DONE WELL AND CONTINUE DOING THAT. AND WE'RE GOING TO ADD TO THE CREATIVE LANDSCAPE AND SOME PRETTY NEW AND EXCITING WAYS. THIS SLIDE JUST GIVES SOME FACTS ABOUT OUR ORGANIZATION. THE FOCUS OF THIS EVENT WAS ON SUPPORTING FUTURE TALENT, WHICH CULMINATED IN A COMPLETELY SOLD OUT HOUSE FOR A PRIZE WINNING PLAYWRIGHT WHO SAY THAT THREE TIMES FAST. NEXT, WE DID VINTAGE VOICES ON THE VERANDAH IN SPRING. THIS WAS A FREE OUTDOOR CONCERT AT THE HEARD CRAIG GARDEN, SPONSORED BY H-E-B. THE CAMPAIGN REACHED OVER 100,000 AND KEPT MR. T'S PRESENCE IN THE COMMUNITY PERFECTLY IN TUNE. WE ARE PREPARING TO RETURN TO OUR HOME AT THE PERFORMING ARTS CENTER AND TO PROPERLY CAPITALIZE ON REOPENING EXCITEMENT AND WELCOME OUR AUDIENCES BACK, WE ARE REQUESTING $13,190 IN PROMOTIONAL SUPPORT. THIS REQUEST FOR YOUR GRANT SUPPORTS FIVE EVENTS HOSTED AT MYERS PARK AND EVENT CENTER, TWO PLANT SALES, TWO EDUCATION WORKSHOPS AND A GARDEN SHOW. TOGETHER, WE'RE ANTICIPATING A REACH OF BETWEEN 5500 AND 7000 PARTICIPANTS, AND THIS IS BASED ON THE PAST TWO YEARS OF ATTENDANCE DATA THAT APPROXIMATELY FOUR OUT OF FIVE ATTENDEES ARE TRAVELING TO MCKINNEY, WITH THE GARDEN SHOW VISITORS COMING AS FAR AWAY AS 125 MILES, AND OUR PLANT SALES AND WORKSHOP ATTENDEES COMING FROM AS FAR AWAY AS 90. ALL OF OUR EVENTS ARE HELD AT MYERS PARK AND EVENT CENTER. WE VALUE THIS PARTNERSHIP BECAUSE THE VENUE REGULARLY HOSTS SIGNIFICANTLY LARGER EVENTS THAN WE HAVE, WITHOUT DISRUPTING THE SURROUNDING ROADS AND NEIGHBORHOODS. WE ARE IN THE PROCESS OF COMPLETING OUR FINAL PAYMENT TO HUB 121, BASED ON THE GRANT THAT WAS AWARDED, AS YOU RECALL, IT WAS 200,000 FOR CONSTRUCTION OF THE AMPHITHEATER AND THEN UP TO AN ADDITIONAL 200,000 OVER FOR A FOUR YEAR PERIOD BASED ON SALES TYPE B SALES TAX COLLECTED FROM THE RETAIL BUSINESS AT THAT PROPERTY. THE PERIOD THAT WE LOOK AT BASED ON WHEN THE AGREEMENT WAS SIGNED IS APRIL THROUGH MARCH OF EACH YEAR. SO MARCH 31ST WAS THE CUTOFF, AND WE HAVE BEEN COLLECTING THE INFORMATION FINANCES IN THE PROCESS OF CONFIRMING IT. AND SO ONCE THEY FINISH, THEIR ANALYSIS WILL BE READY TO MAKE OUR FINAL PAYMENT. GOOD NEWS IS, THE FIRST THREE YEARS, THE TOTAL GRANT WAS BETWEEN 8 AND $9000. AND THIS YEAR IT LOOKS LIKE IT'S GOING TO BE ABOUT FOUR TIMES THAT AMOUNT. SO THEY'RE DOING REALLY WELL AT HUB 121 AND THERE'S THE 13% INCREASE WE'VE SEEN IN SALES TAX REVENUE. ANOTHER DEMONSTRATION OF THAT. SO I WOULD ASK FOR YOUR APPROVAL TO EXTEND THE TERM FOR A PERIOD OF JUST THREE MONTHS. IS THERE A MOTION. I WOULD LIKE TO ASK A QUESTION ABOUT THIS. THE TWO MOST CRITICAL ONES, THE RELOCATION OF ATMOS ENERGY AND CITY UTILITY INFRASTRUCTURE THAT INCLUDING OTHER THINGS, YOU KNOW, HAS REALLY, YOU KNOW, CAUSED A LOT OF DELAYS ON THE ON SOME CRITICAL PATH ON THIS PROJECT. BUT, YOU KNOW, WE HAVE FULLY RECOVERED FROM THIS. UNFORESEEN DELAYS AS WE SPEAK TODAY. THE PROJECT IS ABOUT 90% COMPLETE. HOPEFULLY, WE'LL BE INVITING YOU ALL FOR A GRAND OPENING IN A FEW MONTHS IN ABOUT 80, 66, 60 TO 90 DAYS. SO AND YOU KNOW, THAT'S, THAT'S PRETTY MUCH WHAT WE'RE ASKING FOR. PLEASE JUST ALLOW US AN OPPORTUNITY TO GET THIS ACROSS THE FINISH LINE SO WE CAN START LEASING AND HITTING BACK THE CITY FOR CFOS, LEASING OF THE PROPERTY.
