WE'LL MEET NEXT WEEK.

UH, AT OUR LAST MEETING, WE, UH, HAD MORE CONVERSATIONS ABOUT THE PARKING GARAGE PROPOSED FOR DOWNTOWN.

THE SHORT OF IT IS, IS THAT WE, UH, WE'VE INSTRUCTED STAFF AND, AND ASKED MEDC TO HELP US WITH FINDING OUT A PARTNER FOR A HOTEL SO WE CAN MAKE SURE THAT WHERE WE DO LOCATE A PARKING GARAGE THERE IN, LET'S CALL IT THE NORTHEASTERN PART OF THE SQUARE.

IT COULD SERVE BOTH AN OFFICE BUILDING THAT WE PLAN TO, UM, YOU KNOW, HELP FACILITATE WHERE THE FORMER CITY HALL WAS AND A HOTEL.

UM, PARKING GARAGES ARE EXPENSIVE.

WE WERE LOOKING AT THE PRICE TAG AND, UH, I MADE THIS COMMENT IN COUNCIL, BUT, UM, ONE OF THE PROPOSALS HAD, UH, IF WE HAD RETAIL IN THE PARKING GARAGE, EACH PARKING SPACE WAS GONNA COST 70 GRAND.

WOW.

MY FIRST HOUSE WAS 67 5 .

SO IT'S, UH, IT'S EXPENSIVE.

SO WE GOTTA GET THIS RIGHT.

SO WE'RE GONNA CONTINUE THESE CONVERSATIONS OVER COMING MONTHS.

UM, AT THE NEXT WORK SESSION, NEXT TUESDAY, WE ARE GONNA BE TALKING ABOUT DOWNTOWN REDEVELOPMENT.

MAN, THERE'S JUST A LOT, RIGHT? I MEAN, WE'VE GOT THE WATER TOWER, YOU CAN SEE THE IMPROVEMENTS ON THERE.

WE'VE GOT THE IMPACT.

WE'VE GOT THE LIBRARY, UH, WE HAVE THE IMPENDING, UH, OFFICE BUILDING.

WE HAVE THE, UH, IDEA BEHIND THE PARKING GARAGE AND PERHAPS A HOTEL.

SO THERE'S JUST A LOT OF MOVING PARTS DOWNTOWN.

SO THAT'S REALLY ALL I'VE GOT OTHER THAN WE'VE GOT A BIG TWO 50 JULY 4TH, UM, THIS SATURDAY, AND I KNOW MR. GRIMES MAY GET INTO IT, BUT A PARADE DOWNTOWN AT 10:00 AM AND, UH, FIREWORKS AT TOWN LAKE.

UM, WHEN IT GETS DARK, UH, I'LL STAND FOR ANY QUESTIONS.

I HAVE A QUICK QUESTION.

SO I SEE PEOPLE CHATTER ONLINE, SO A PARKING GARAGE WILL INCREASE ROUGHLY HOW MANY MORE PARKING SPACES VERSUS SOMETHING THAT YOU MIGHT REPLACE.

YOU KNOW, I'M DOING THIS A LITTLE BIT FROM MEMORY, BUT, BUT, UM, WE'RE LOOKING AT A FEW DIFFERENT LOCATIONS.

LET ME USE THE, IT COULD BE ANYWHERE FROM I THINK 300 SOMETHING TO 600 SOMETHING, 600.

SOMETHING WOULD MEAN THAT WE, UM, HAVE IT WHERE DEVELOPMENT SERVICES WAS KIND OF IN BETWEEN HARVEST AND THEN CITY HALL, RIGHT? IF WE, IF WE HAD IT THERE.

UH, SO IT'LL BE, AND, AND THAT, IF YOU THINK ABOUT THAT ONE, THAT'S, UM, AND, AND FORGIVE ME THE WAY I'M ANSWERING THIS, BUT IF WE DID THAT, WOULD WE REDEVELOP THE, WHAT I'LL CALL THE HARVEST PARKING LOT? YEAH.

WOULD WE SELL THAT AND REDEVELOP THAT LAND THERE AND THERE? AND I, I THINK THE ANSWER MAY BE PROBABLY SO.

I THINK IT WOULD COME DOWN TO A FEW HUNDRED EXTRA PARKING SPACES THAT WE WOULD HAVE THERE.

BUT IF YOU THINK ABOUT IT, WE'RE GONNA BE ACTIVATING, UM, TWO STRUCTURES, HOPEFULLY AN OFFICE BUILDING THAT WOULD BE FIVE STORIES AND A HOTEL THAT CURRENTLY DON'T EXIST THAT WILL REQUIRE PARKING SPACES.

SO HOW MANY ARE ADDITIVE? WE'RE GONNA SEE THAT.

GONNA GRIND THROUGH THAT WITH STAFF A LITTLE BIT, BUT IT'S NOT LOST ON COUNCIL OR THE TOURIST BOARD THAT, UM, THIS WILL NOT BE A SILVER BULLET FOR DOWNTOWN.

UM, YOU KNOW, WE DO NEED TO LOOK AT, UH, PARKING STRUCTURE ON THE SOUTH SIDE OF THE SQUARE.

BUT, UH, AND YOU COULD MAKE AN ARGUMENT, AND I WOULD AGREE WITH THE ARGUMENT THAT THAT MAY BE A MORE URGENT THING, BUT THERE IS NO OPPORTUNITY THERE FOR LAND RIGHT NOW TO BE ABLE TO DO THAT.

SO THIS IS WHERE THE OPPORTUNITY IS AND WHY WE'RE FOCUSING ON THAT.

THERE'S ALREADY AN ARTICLE IN THE DALLAS MORNING NEWS TODAY, UH, VERY LONG ARTICLE ABOUT THE TRAVEL OF THE MCKINNEY NATIONAL AIRPORT AND PASSENGER SERVICE.

TO ADD TO THAT TODAY, UH, YOU WILL GET THE AVELO AIRLINES, UH, ROUTE.

THEY'LL PUBLISH THEIR ROUTES AND, UM, I DON'T KNOW IF YOU CAN START BOOKING, BUT YOU MIGHT BE ABLE TO.

UM, WE HAD, UH, A CONSULTANT, WE CALL IT A NAVIGATOR THAT WE BROUGHT ON BOARD.

UNIVERSITY OF TEXAS AT DALLAS IS SERVING AS THAT NAVIGATOR, THAT CONSULTING, UH, ENGAGEMENT TO WORK WITH OUR COMMUNITY AND HAVE A SERIES OF CONVERSATIONS AND THEN WORK WITH US ON FRAMING UP AND FASHIONING A BASICALLY A ROADMAP, UH, FOR HOW MCKINNEY IS GOING TO DEAL WITH THE ISSUES OF HOUSING VULNERABILITY, UM, AND THE HOMELESSNESS ISSUE MORE SPECIFICALLY.

SO THEY HAVE COMPLETED THE LISTENING SESSIONS.

THEY'VE HAD A NUMBER OF LISTENING SESSIONS TARGETED FOR DIFFERENT GROUPS.

UM, UH, OVER THE MONTH, THE LATE LATTER PART OF MAY AND THE MONTH OF JUNE, THEY HAVE COMPLETED THOSE.

NOW THEY'RE PUTTING TOGETHER AN INITIAL REPORT, WHICH THEY WILL THEN BRING BACK TO A STEERING COMMITTEE.

UM, AND THEY WILL HAVE SOME MORE, UH, COMMUNITY WIDE MEETINGS KIND OF SAY, HERE'S WHERE WHAT WE HEARD.

HERE'S WHERE WE THINK WE'RE, YOU KNOW, YOU GUYS ARE, UH, TELL US WHERE WE'RE WRONG OR WHAT WE MAY HAVE MISSED.

AND THEN THEY'LL GO BACK AND FINALIZE IT.

AND THEN LATER THIS FALL, WE EXPECT TO GET, UM, A FINAL REPORT, IF YOU WILL, FROM OUR NAVIGATOR.

AGAIN, THE NAVIGATOR'S JOB IS TO HELP US GET WHERE WE'RE, WE'RE WANTING TO GO AS A COMMUNITY.

THE REAL VALUE IN THIS THOUGH, IS FOSTERING THOSE CONVERSATIONS BECAUSE WHATEVER THAT STRATEGY MAY BE THAT THE COMMUNITY TAKES, YOU'RE GONNA HAVE A LOT BETTER CHANCE OF SUCCESS IF THE COMMUNITY'S PARTICIPATED IN THAT CONVERSATION, RATHER THAN JUST SOME STAFF DRIVEN THING, OR A COUNCIL, FRANKLY, JUST MAKING A DECISION OFF THE DAY WITHOUT HAVING THOSE COMMUNITY CONVERSATIONS.

I THINK WE HAD A GREAT SHOWING AT THE BYRON.

THROUGHOUT THE FISCAL YEAR, THE OPENING OF, UM, VENUE AMPHITHEATER, WE ARE ESTIMATING, AGAIN, JUST AN ESTIMATE THAT THE OVERALL HOT TAX COLLECTIONS FOR THE CITY, UM, COULD GROW TO SOMEWHERE IN THE BALLPARK OF 4.3, UH, MILLION DOLLARS, UM, FOR FY 27.

UH, SO AGAIN, UM, THIS WILL BE A, A BIG JUMP FOR US.

UM, OBVIOUSLY ADDING TWO PROPERTIES THAT HAVE NO, UH, ECONOMIC INCENTIVES, UM, SO THAT IT'LL BE A HUNDRED PERCENT OF THEIR HOT TAX COLLECTIONS WILL COME, UM, TO THE CITY, UM, DAY ONE.

AND THEN THE ADDITIONAL, UM, UH, AMENITIES IN THE COMMUNITY WILL, WILL BE A BIG JUMP FOR US.

AND SO A GREAT, UM, GREAT YEAR TO LOOK FORWARD TO THAT AND SEE HOW THAT COMES TOGETHER.

AS FAR AS OUR BUDGET GOES THOUGH, UM, ON THE LINE ITEMS, WE ACTUALLY KEPT OUR BUDGET FAIRLY FLAT, UM, COMPARED TO, UM, UH, FY 26 BUDGET, WE, UH, WE ARE OPERATING AT ABOUT A $1.7 MILLION BUDGET CURRENTLY.

UM, WE DID NOT ASK FOR ANY ADDITIONAL STAFF OR ANY, UH, ANY, UM, A LOT OF MAJOR, UM, LIKE MARKETING INCREASES ANYTHING THIS YEAR WITH THE EXPECTATION THAT FY 28 IS GONNA KIND OF BEGIN AN UPWARD TRAJECTORY FOR, UM, ALL THINGS TOURISM RELATED IN MCKINNEY.

AND WE EXPECT THAT PHYSICAL YEAR TO BE A BIG GROWTH YEAR FOR US.

SO THIS YEAR IS KIND OF A HOLD HOLDING PATTERN.

SO THESE LINE ITEMS ARE, UH, STAYING FAIRLY FLAT.

UM, AGAIN, MOST OF OUR, UH, OUR BIGGEST BUDGET COMES IN OUR SERVICES AND SUNDRIES, UH, LINE ITEM.

AND, UM, THAT MAKES UP OUR MARKETING AND OUR TRAVEL AND ALL OF THOSE ASPECTS OF WHAT WE DO.

THIS IS KIND OF A BREAKDOWN.

IT'S A $1.7 MILLION BUDGET.

AND AT THE BOTTOM, I ACTUALLY THINK THIS IS KIND OF INTERESTING.

UH, THIS IS OUR EXPENDITURE TREND OVER, UH, OUR SINCE, UM, 20 23, 20 24.

SO YOU CAN SEE THE DIFFERENT COLORS THERE.

SOMETHING I'M PROUD OF, UH, MYSELF, IS THAT WE HAVE NOW, IF YOU LOOK AT THE DARK BLUE, UM, OUR SERVICES AND SUNDRIES, WHICH AGAIN IS MOSTLY MARKETING AND WHAT OUR TEAM DOES, UM, IS NOW EXCEEDED, UH, THE PERSONNEL SIDE.

UM, AND THAT WAS SOMETHING THAT, UM, WAS OFF, UH, KILTER I THINK WHEN I, WHEN WE FIRST STARTED.

AND SO WE'VE, UH, INCREASED, UH, WHAT WE'RE ACTUALLY PUTTING OUT AS FAR AS MARKETING, UM, AND TRYING TO GET MORE PEOPLE TO THE COMMUNITY.

AND, UM, AND SO THAT LOOKS GOOD TO ME THERE.

AND HERE'S THE LAST, THIS ONLY ADDITIONAL THING WE ASKED FOR IN OUR, UM, BUDGET THIS YEAR WAS, UH, UH, NOT, UM, A BUDGET AMOUNT NOT TO EXCEED $70,000 TO WORK ON A TOURISM, UH, MASTER PLAN.

UM, THERE IS, AGAIN, A LOT HAPPENING IN THE COMMUNITY RIGHT NOW, ESPECIALLY ON THE TOURISM, ENTERTAINMENT AND HOSPITALITY SIDE.

AND, UM, ONE THING I WOULD LOVE TO DO IS BRING IN, UH, A PROFESSIONAL GROUP, UM, TO HELP US, UH, WITH AN ALIGNMENT ON, UH, WHAT THIS MEANS FOR MCKINNEY, HOW WE GROW, HOW US AS VISIT MCKINNEY PARTNERS WITH, UM, THESE NEW, UH, ENTERTAINMENT AND HOSPITALITY ASSETS IN THE COMMUNITY.

LIKE, LIKE VENUE AND CANON BEACH AND ALL OF THESE OTHERS THAT ARE, UM, SLATED TO OPEN AND REALLY HELP US CREATE KIND OF AN ORGANIZATION GROWTH PLAN AS WELL OF, UM, WHAT THAT'S GONNA LOOK LIKE OVER THE NEXT FEW YEARS.

UM, AND THEN THERE IS ALWAYS A SURPLUS.

AND SO IF WE DO GROW TO 4.3, UM, MY EXPECTATION IS THAT THE SURPLUS WOULD BE LARGER, UM, FOR THAT YEAR, UM, AS THE, AS THE CITY KIND OF FIGURES OUT HOW TO ALLOCATE FOR THE FUTURE, UM, WITH THE HOT FUND.

BUT AGAIN, THIS IS, THIS IS KIND OF EXPONENTIAL GROWTH FOR THE, THE HOT FUND.
