GOOD EVENING, BOARD MEMBERS. GOOD EVENING. SO YES, WE ARE HERE TONIGHT FOR LEVEL TWO. MR. PERKINS IS NOT WITH US THIS EVENING. HERE WE GO. TO GIVE YOU A LITTLE BIT OF BACKGROUND ABOUT THE HOUSE. IT WAS CONSTRUCTED CIRCA 1885, AND THE QUEEN ANNE STYLE ITS TIMBER FRAME WITH PIER AND BEAM FOUNDATION. AND IT IS A HIGH PRIORITY HOUSE. HIGH PRIORITY MEANS THAT IT CONTRIBUTES SIGNIFICANTLY TO LOCAL HISTORY OR BROADER HISTORICAL PATTERNS, AND IS AN OUTSTANDING OR UNIQUE EXAMPLE OF ARCHITECTURE, ENGINEERING OR CRAFTED DESIGN, AND RETAINS A SIGNIFICANT PORTION OF ITS ORIGINAL CHARACTER. SO FOR THIS ONE, THE CRITERIA FOR LEVEL TWO REHABILITATION INCENTIVE ARE AS FOLLOWS. MINIMUM INVESTMENT OF $10,000 IN BUILDING IMPROVEMENTS FOR THE PROPERTY HAS BEEN DEMONSTRATED WITHIN 12 MONTHS OF THE RECEIPT OF THE LETTER OF ELIGIBILITY. THE LETTER OF ELIGIBILITY WAS ISSUED IN FEBRUARY OF 2025, AND HERE ARE SOME PHOTOS OF THE POOR PORCH, AND THEN A LIST OF THE REPAIRS THAT WERE MADE. SO PORCH REPAIR, ROOF REPAIR AND MAINTENANCE AND THEN DUCTWORK REPLACEMENT. AND STAFF. IT WAS $17,195 TOTAL. STAFF HAS REVIEWED THE REQUEST BY THE HOMEOWNER AND ARE AWARE THAT THE TIMING OF THE WORK IS INCONSISTENT WITH LEVEL TWO CRITERIA, AND IT DOES EXCEED THE SCOPE OF THE LETTER OF ELIGIBILITY. HOWEVER, THE WORK WAS ONGOING THROUGHOUT THIS ENTIRE PERIOD AND IT DOES MEET THE REQUIREMENT. ALL THE WORK DOES MEET THE REQUIREMENT OF THE CONDITIONS, AND WE FEEL THAT IT WAS A GOOD FAITH EFFORT TO COMPLY WITH THE STANDARDS. IT DOES CARRY A 50% EXEMPTION FOR THE CITY AD VALOREM TAXES FOR A PERIOD OF TEN YEARS, AND STAFF DOES RECOMMEND APPROVAL OF THE REQUEST. UNDER THE CURRENT PROGRAM, STAFF ESTIMATES THAT THE TOTAL AMOUNT OF AD VALOREM TAXES THE FOREGONE IS APPROXIMATELY $319,957. AND THAT CONCLUDES MY PRESENTATION. SO. YEARS AGO IN THE DARK AGES, WHEN I WAS GROWING UP HERE, WE HAD FIVE GROCERY STORES DOWNTOWN. NOW THERE ARE NONE. IS THERE ANY POSSIBILITY OF PUTTING ANY KIND OF DEED RESTRICTION ON SOME OF THIS LAND IN THAT THEY COULD ATTRACT SOMEONE LIKE A TRADER JOE'S OR SOMETHING DOWN HERE TO? IT'S KIND OF LIKE A FOOD DESERT DOWN HERE. AND WHEN IT COMES TO GROCERIES. YES, SIR. AND THIS HAS BEEN A BURN MY SADDLE FOR MUCH LONGER THAN I'VE BEEN ON CITY COUNCIL. SO LET ME ANSWER THAT IN THE MOST CONCISE, BEST WAY THAT I CAN. THE REASON WE DON'T HAVE A GROCERY STORE, I THINK IF I HAD TO ITEMIZE. ONE REASON IS WE DON'T HAVE A DENSITY OF POPULATION DOWN HERE THAT, IN ESSENCE DEMANDS IT. NOW, WE DO HAVE FOLKS THAT GO, AND I DON'T KNOW WHERE YOU GO, BUT I THINK THAT THE WINCO AND THE SAM'S AND WALMART ARE PRETTY POPULAR. BUT THAT KROGER OVER THERE IS SHUT DOWN IS BECOMING A CRUNCH FITNESS. ONE OF THE REASONS THAT COUNCIL APPROVED, AND CERTAINLY ONE OF THE REASONS I VOTED TO APPROVE THE RATHER DENSE HOUSING ON THE SOUTH. 40 AT THE COTTON MILL WHERE THE TENEMENT HOUSING USED TO BE, WAS SO THAT WE COULD GET AN ECONOMICALLY ACTIVATE SOME DENSITY HERE TO ATTRACT A GROCER. SURE. SO WE ARE WE HAVE CHARGED STAFF TO DO KIND OF A STUDY OF HIGHWAY FIVE BECAUSE, YOU KNOW, WITH SPUR 399 COMING IN ON THE OTHER EAST SIDE OF OUR AIRPORT.
