OFFICER RECOGNITION PROGRAM. MAYOR PRO TEM COUNCIL CITY MANAGER. THANKS AGAIN FOR ALLOWING ME TO COME AND BRAG ON SOME OF MY OFFICERS. I'M ESPECIALLY EXCITED TODAY BECAUSE THIS IS GOING TO BE VERY G-RATED. NO, NO HORRIFIC STORIES. I'M OUT. BYRON NELSON.

SO WHAT I'LL DO IS I'LL READ TWO STORIES THAT RECOGNIZES THREE OFFICERS, AND THEN I'D LOVE TO INVITE YOU ALL DOWN TO TAKE A PICTURE WITH US AS THEY GET THEIR CHIEF'S CHALLENGE COIN. BUT THE BYRON NELSON GOLF TOURNAMENT, AS WE KNOW, IS A PRETTY BIG DEAL. AND IT WAS A PRETTY BIG UNDERTAKING FOR THE POLICE DEPARTMENT, BUT WE'VE GOTTEN BETTER AT IT EVERY YEAR.

WE KNEW HOW IMPORTANT IT WAS THIS YEAR UNDER THE LEADERSHIP OF LIEUTENANT LINWOOD, IF YOU WOULD STAND UP. I ASKED HIM, I SAID, THIS YEAR, I'D LIKE YOU TO NAME ME AN MVP OF THE OFFICER. THAT NOT ONLY SHOWED A STRONG WORK ETHIC, BUT JUST REALLY EXEMPLIFIED THE SERVICE THAT MCKINNEY PROVIDES. AND HE GAVE ME TWO EQUALLY DESERVING OFFICERS. SO OFFICER KEVIN DIBLASI AND OFFICER JONATHAN LOZOYA, BOTH OF THEM EXEMPLIFY WHAT IT MEANS TO BE DEPENDABLE TEAM PLAYERS THROUGHOUT THE BYRON NELSON GOLF TOURNAMENT. BOTH CONSISTENTLY WENT ABOVE AND BEYOND TO ENSURE OPERATIONS RAN SMOOTHLY, AND THAT PERSONNEL HAD THE SUPPORT THEY NEEDED TO PERFORM THEIR DUTIES. OFFICER DIBLASI SERVED AS THE TEAM'S RUNNER, TIRELESSLY MOVING THROUGHOUT THE COURSE TO DELIVER MEALS, BATTERIES, EQUIPMENT AND OTHER ESSENTIAL SUPPLIES FOR MORE THAN 30 WORKERS AND THE OFFICERS. WHAT STANDS OUT MOST ABOUT OFFICER DE BLASIO IS HIS CONSTANT MOVEMENT AND EFFORT. HE IS ALWAYS WORKING, ALWAYS ASSISTING AND ALWAYS LOOKING FOR WAYS TO HELP OTHERS. HIS DEDICATION DOES NOT GO UNNOTICED, AND HIS WILLINGNESS TO SERVE IN ANY CAPACITY MAKES HIM AN INVALUABLE ASSET TO THE TEAM. OVER THE YEARS, HIS CONSTANT EFFORT, WILLINGNESS TO ASSIST WHEREVER NEEDED, AND COMMITMENT TO SUPPORTING OTHERS MADE HIM AN INVALUABLE RESOURCE THROUGHOUT THE TOURNAMENT, OFFICER LOZADA ONCE AGAIN DEMONSTRATED THE PROFESSIONALISM AND DEDICATION THAT HAVE MADE HIM A TRUSTED AND DEPENDABLE MEMBER OF THE TEAM. CONSISTENTLY, YEAR AFTER YEAR, WHETHER ANSWERING QUESTIONS, SOLVING PROBLEMS, OR RESPONDING TO CALLS FOR ASSISTANCE, HE IS ALWAYS READY TO HELP. DESPITE THE DEMANDING SCHEDULE AND EXTREME HEAT, HE MAINTAINED AN EXCEPTIONAL LEVEL OF COMMITMENT AND RESPONSIVENESS, NOTABLY WHILE RECEIVING FLUIDS DUE TO THE HEAT. HE IMMEDIATELY RESPONDED TO REQUESTS, RESPONDED TO A REQUEST BY A SERGEANT FOR ASSISTANCE ON THE SIXTH GREEN. I THINK WE ALL KNOW WHAT HAPPENED ON THE SIXTH. GREEN WITHOUT DELAY, IMMEDIATELY GOT ON HIS BIKE AND RESPONDED WITHIN SECONDS TO PROVIDE AID. LATER THAT SAME EVENING, WHEN A REPORT CAME IN OF A VEHICLE ON THE COURSE, OFFICER LO SAWYER ONCE AGAIN RESPONDED SWIFTLY AND QUICKLY ASSESSED THE SITUATION, ENSURED THAT COMMAND STAFF, THE SALESMANSHIP CLUB AND THE PGA WERE UPDATED ABOUT THE INCIDENT. TOGETHER, OFFICER DE BLASIO AND OFFICER SAWYER EXEMPLIFIED OUTSTANDING WORK ETHIC, PROFESSIONALISM AND SELFLESS SERVICE. THEIR TIRELESS EFFORTS, LONG HOURS AND UNWAVERING COMMITMENT SIGNIFICANTLY CONTRIBUTED TO THE SUCCESS OF THE BYRON NELSON GOLF TOURNAMENT. THEIR ACTIONS REFLECT GREAT CREDIT UPON THEMSELVES, THE DEPARTMENT AND THE CITY OF MCKINNEY, AND THEY ARE BOTH HIGHLY DESERVING OF THIS RECOGNITION. SO I'LL GIVE THEM EACH A CHIEF'S CHALLENGE COIN.

I WOULD LIKE TO RECOGNIZE DEPUTY CHIEF CHAD BARKER HERE TO MY LEFT, AND RECOGNIZE HIM UPON HIS RECENT GRADUATION FROM THE TEN WEEK FBI NATIONAL ACADEMY SESSION 298 IN QUANTICO, VIRGINIA. THE FBI NATIONAL ACADEMY IS ONE OF THE WORLD'S MOST PRESTIGIOUS PROFESSIONAL DEVELOPMENT PROGRAMS FOR SENIOR LAW ENFORCEMENT LEADERS, PARTICIPATION IS BY NOMINATION AND THROUGH A HIGHLY SELECTIVE PROCESS, WITH ONLY A SMALL PERCENTAGE OF LAW ENFORCEMENT PROFESSIONALS HAVING THE OPPORTUNITY TO ATTEND ANY TIME DURING THEIR CAREER. GRIMES. MY NAME IS NIMRA ZUBAIR AND I'M THE ASSISTANT TO THE CITY MANAGER TODAY. I AM HERE TO PRESENT TO YOU THE MIKE EASTLAND REGIONAL COOPERATION AWARD THAT THE CITY OF MCKINNEY RECEIVED EARLIER IN JUNE AT THE NORTH CENTRAL TEXAS COUNCIL OF GOVERNMENT AT THE GENERAL ASSEMBLY FOR OUR EFFORTS TO RESOLVE THE CUSTOMER WATER RATE PREMIUM ISSUE. THE CITY WORKED ALONGSIDE OUR NEIGHBORS SUCH AS PLANO, RICHARDSON, LUCAS AND ROWLETT, AND I HAVE THE PHYSICAL AWARD HERE TODAY. AND WITH THAT, I WILL STAND FOR ANY QUESTIONS. GREAT. ALL RIGHT.

I KNOW THAT THE PRESENTATION FOCUSES A LOT ON A LOT ON DIFFERENT CROSSWALKS, AND SPECIFICALLY THE ONES AT, I BELIEVE IT'S LOUISIANA AND VIRGINIA STREETS. OBVIOUSLY, THOSE REQUIRE A LOT OF PLANNING.

THEY'RE DOWNTOWN. THEY'RE VERY CENTRAL TO WHAT'S GOING ON AROUND HERE. BUT I WANTED TO FOCUS A LITTLE BIT MORE ON THE. THERE ARE, I BELIEVE, 14 CROSSWALKS OUTSIDE OF THOSE TWO.

THERE'S 16 TOTAL. AND A LOT OF THOSE DON'T GET THE KIND OF ATTENTION THAT I THINK THEY DESERVE. I THINK ABOUT SOMETHING LIKE WHEN YOU'RE LOOKING AT A SCHOOL ZONE, THE SCHOOL ZONE STARTS A COUPLE OF BLOCKS AWAY FROM THE ACTUAL SCHOOL. IT DOESN'T START ON THE CORNERS OF A SCHOOL. AND THE PURPOSE FOR THAT IS TO MAKE SURE THAT VEHICLES ARE SLOWING DOWN AS YOU GET INTO THE SCHOOL ZONE AND MAKING SURE THAT STUDENTS ARE SAFE IN THAT AREA.

AND SO WHEN I LOOK AT THE PRESENTATION FOR STATE HIGHWAY FIVE TODAY AND THE CROSSWALKS, THERE'S A LOT OF FOCUS LAID ON THE TWO THAT ARE DOWNTOWN AND NOT A LOT OF FOCUS LAID ON THE ONES COMING INTO DOWNTOWN. AND SO THAT'S NOT TO SAY THAT THERE WON'T BE ANY ATTENTION TO THEM.

I KNOW THAT THERE'S A LOT OF ENHANCEMENTS THAT ARE GOING ON ALONG THE ENTIRE HIGHWAY, BUT I ENCOURAGE THE COUNCIL TO MAKE SURE THAT AS WE'RE MOVING FORWARD WITH THE ENHANCEMENTS THAT WE'RE LOOKING TOWARDS, THOSE CROSSWALKS THAT ARE CLOSE BUT NOT DIRECTLY IN DOWNTOWN, AND MAKE SURE THAT THEY'RE GETTING THE ATTENTION, MAKING SURE THEY'RE GETTING THE MONEY AND MAKING SURE THAT THEY'RE THE WORK THAT'S OCCURRING IS OCCURRING TO THOSE CROSSWALKS EARLY IN THE PROCESS AS WELL. SO THAT TRAFFIC IS SLOWING DOWN ON THE WAY INTO DOWNTOWN AND NOT JUST, YOU KNOW, TRYING TO SLAM TO A STOP AND THOSE TWO CROSSWALKS AT DOWNTOWN. SO TONIGHT WE WANT TO VISIT WITH YOU AND GIVE YOU AN UPDATE ABOUT THE THE THE HIGHWAY FIVE PROJECT FROM. THE HIGHWAY FIVE PROJECT, IN PARTICULAR, THE CROSSING HIGHWAY FIVE. THIS IS THE PROJECT THAT IS REPLACING AND GIVING US A NEW FOCUS. ONCE THE LOWER FIVE PLAZA PROJECT HAS, WAS WAS, WAS DEEMED NOT FUNDED. SO A COUPLE OF KEY TAKEAWAYS WE WANT TO VISIT WITH YOU ABOUT AND LEAVE YOU WITH. AND THOSE ARE WE'RE GOING TO HAVE A PHASED APPROACH TO THE IMPROVEMENTS ALONG HIGHWAY FIVE. TWO DIFFERENT PROJECTS, THE TXDOT LED PROJECT AND A CITY LED PROJECT. TXDOT'S PROJECT WILL BEGIN NEXT YEAR. WE EXPECT THAT TO HAPPEN. AND THEN AS WE TALK ABOUT THE PHASE TWO PROJECT, THAT'S STILL GOT YEARS TO GO BEFORE WE'LL DO THAT AND WE'LL HAVE MULTIPLE OPPORTUNITIES TO BE BACK IN FRONT OF THE COUNCIL FOR YOU TO PROVIDE MORE DIRECTION AND INPUT ON THAT PARTICULAR PHASE OF THE PROJECT. AND THEN HOPEFULLY, WHEN WE'RE DONE WITH THE PRESENTATION, WE HAVE CONCURRENCE FROM THE COUNCIL ON THE PATH FORWARD. SO FIRST, THE THE HIGHWAY FIVE PROJECT, THE THE BLUE SEGMENT ON THE SCREEN HERE, THAT IS FROM JUST NORTH OF EL DORADO UP TO JUST NORTH OF US. 380. AND SO AS I MENTIONED, TXDOT'S PROJECT IS GOING TO. THIS IS THE PIECE THEY WILL BE LEADING. THEY ARE PLANNING TO LET THEIR PROJECTS, WHICH MEANS BID AND GET CONTRACTORS ON BOARD NEXT YEAR IN JUNE. WE ANTICIPATE CONSTRUCTION STARTING BY THE END OF THE YEAR. SO TEX-DOT IS WORKING THROUGH ITS PROCESS TO FINALIZE ALL THE ELEMENTS ASSOCIATED WITH THAT PROJECT. AND THERE'S PARTICULAR INTEREST IN MAKING SURE WE HIT THAT LETTING SCHEDULE. AND THAT'S BECAUSE OF SOME ORGANIZATIONAL FUNDING CONSTRAINTS THAT TXDOT HAS AS A STATEWIDE AGENCY. THEY TRY TO DO ABOUT $10 BILLION WORTH OF WORK EACH YEAR. AND AS PROJECTS HAVE GOTTEN MORE COMPLEX, MORE EXPENSIVE WITH INFLATION, THOSE PROJECT TOTALS, WHAT THEY HAVE IN THEIR WHAT THEY CALL THEIR TEN YEAR UNIFIED TRANSPORTATION PLAN, TEN YEAR UTP, THEY'VE GOTTEN A LITTLE BIT MORE EXPENSIVE. SO IN SOME OF THE OUT YEARS,

THEY'RE LOOKING AT 12, $14 BILLION IN A GIVEN YEAR. AND SO TO BALANCE THAT OUT AND STAY WITH THEIR THEIR GOAL OF 10 BILLION PER YEAR, THEY'RE HAVING TO PUSH PROJECTS OUT THAT HAS TAKEN AWAY AVAILABLE FUNDING FOR PROJECTS LIKE HIGHWAY FIVE, FM 546 IN MCKINNEY FM, 1461 IN MCKINNEY. SO. THE GOOD NEWS IS OUR PROJECT FOR THIS PARTICULAR PHASE IS IN THE TEN YEAR UTP IS FUNDED. IT'S GOING TO MOVE FORWARD AS LONG AS WE HIT THAT LETTING DATE. SO WE WANT TO DO EVERYTHING WE CAN TO MAKE SURE WE DO OUR PART TO GET TXDOT AND TO TO MEET THAT DATE. IF WE WERE TO SOMEHOW OR TXDOT WAS SOMEHOW TO MISS THAT LETTING DATE FUNDING WOULD BE REALLOCATED FROM THIS PROJECT, PUT ON ANOTHER PROJECT, AND WE DON'T KNOW WHEN WE WOULD RECEIVE FUNDING FOR THIS PROJECT. SO WE WANT TO MAKE SURE WE KEEP OUR OUR PIECES MOVING FORWARD. SO THE HIGHWAY FIVE IMPROVEMENTS WILL BE DONE IN TWO PHASES. THE FIRST PHASE, LED BY TXDOT, IS GOING TO FOCUS ON EVERYTHING WITHIN THE TXDOT RIGHT OF WAY. THE CITY HAS SOME IMPROVEMENTS THAT WE'RE ALSO ASKING TO BE DONE AS PART OF THAT AS WELL. AND THEN SOME HARDSCAPE ELEMENTS, YOU KNOW, WE'LL VISIT THAT ARE ASSOCIATED WITH THE WHAT WE'RE CALLING THE THE CROSSING AT HIGHWAY FIVE. THE SECOND PHASE IS GOING TO BE A CITY LED PROJECT. AND THAT'S WHERE WE'RE GOING TO LOOK AT MEDIAN LANDSCAPING. TXDOT DOESN'T LIKE TO DO MEDIAN LANDSCAPING AS PART OF THEIR PROJECTS, BUT THEY HAVE SET UP A SEPARATE PROGRAM CALLED THE GREEN RIBBON PROGRAM THAT ALLOWS FOR THEM TO FUND IMPROVEMENTS IN MEDIAN LANDSCAPING. BUT THE CITY HAS TO TAKE OVER AND MAINTAIN THOSE AS PART OF THAT CONTRACT. SO WE WOULD BE LOOKING AT A PHASE TWO NO MATTER WHAT TO GET THOSE ENHANCEMENTS DONE. WE ALSO HAVE SOME OTHER ENHANCEMENTS WE'LL TALK ABOUT THAT COULD COMPLEMENT THE HIGHWAY FIVE, THE CROSSING HIGHWAY FIVE THAT WE'RE GOING TO VISIT ABOUT TONIGHT. SO AS PART OF THE SPUR 399 EXTENSION THAT TXDOT IS BUILDING, THEY HAVE INCLUDED SOME OF THESE ELEMENTS ALL THE WAY UP TO ABOUT MCMAKEN STREET INCLUDED IN THAT PROJECT. SO THAT AREA SOUTH IS UNDER CONSTRUCTION, THE EL DORADO INTERSECTION FM 546 HARRY MCKILLOP ALL UNDER CONSTRUCTION AT THIS TIME. THANK YOU. THAT STARTED LAST YEAR AND IT'S ABOUT A THREE YEAR CONSTRUCTION CYCLE ON THAT. OKAY. SO BACK IN 2021, WE DID A PUBLIC MEETING. WHEN WE WERE TALKING ABOUT WHAT COULD WE DO TO IMPROVE THE CROSSING HERE AT VIRGINIA AND LOUISIANA. AND SO WE DID A PUBLIC MEETING. WE TALKED ABOUT THREE DIFFERENT OPTIONS TRADITIONAL DECK PARK WITH A PARK OVER BENEATH THE ROAD. AND THEN WE ALSO TALKED ABOUT AN INVERTED DECK PARK WHERE THE CROSSING WENT UNDERNEATH THE ROAD. AND THEN WE ALSO TALKED ABOUT AN ENHANCED AT GRADE CROSSING. THERE WASN'T A LOT OF INTEREST AT THAT TIME TO, TO TALK ABOUT THE ENHANCED ENHANCED AT GRADE CROSSING. SO IT WASN'T REALLY DEVELOPED. WE HAD THESE, THIS RENDERING AND THEN THIS RENDERING FROM LOOKING FROM THE EAST, LOOKING TOWARDS THE WEST THAT WERE DEVELOPED AT THIS TIME. AGAIN, THIS IS ALL STAMPED CONCRETE THAT TEXDOT DOES ON THEIR PROJECTS, AND WE SHOULD HAVE NO PROBLEM INCORPORATING ONE OF THE OTHER ELEMENTS. WE WOULD BE REINTRODUCING THE MEDIAN BETWEEN VIRGINIA AND LOUISIANA AS A SAFETY BENEFIT AS PART OF THE PROJECT. SO AS WE TALK ABOUT THAT BLUE PROJECT, THE TEXDOT IMPROVEMENTS AS PART OF THE LOWER FIVE PLAZA PROJECT, WE HAD $15 MILLION OF RECONNECTING COMMUNITY FUNDS AND ABOUT 22 MILLION OF OTHER FEDERAL FUNDS. WE LOST THAT $15 MILLION THAT WAS RESCINDED BY THE FEDERAL GOVERNMENT. BUT THE

$22 MILLION THAT COG HAD ALLOCATED TOWARDS THE PROJECT WE HAD WE HAD TO ELIMINATE OR, YOU KNOW, END THAT AGREEMENT WITH TEXDOT. SO THAT MONEY WENT BACK TO THE COG COFFERS, BUT IT HASN'T BEEN ALLOCATED TO ELSEWHERE IN THE REGION. SO IT'S STILL SITTING THERE AVAILABLE FOR USE ON OUR PROJECT. AND SO WE'VE BEEN HAVING CONVERSATIONS WITH TEXDOT AND WITH THE COG ABOUT HOW DO WE PULL THAT BACK AND WHAT ELEMENTS WOULD WE PULL THAT BACK ONTO THIS PROJECT FOR? AS PART OF THAT OVERALL PROJECT? WE'VE ALWAYS HAD THESE ENHANCEMENTS, AND I'LL GO THROUGH HERE IN A SECOND AS PART OF THE PROJECT, BUT THEY WILL BE FUNDED BY THE CITY. SO THESE WOULD HAVE BEEN ADDITIONAL MONIES SPENT BY THE CITY IN ADDITION TO WHATEVER WE SPENT ON THE LOWER FIVE PLAZA PROJECT. BUT NOW WE HAVE AN OPPORTUNITY TO HAVE THE COUNCIL GOVERNMENTS PAY FOR THESE ELEMENTS. AND SO THOSE ELEMENTS ARE STREET LIGHTING. SO IF YOU GO OUT ON HIGHWAY FIVE TODAY, YOU HAVE COBRA HEADS ON THE WOOD POLES. THEY'RE NOT THAT GREAT OF SPACING ON THE STREET LIGHTS. AND SO WE WOULD COME BACK WITH AN ESTHETIC STREET LIGHT THAT WE HAVE ON OTHER PROJECTS SIMILAR TO WHAT WE JUST DID ON VIRGINIA PARKWAY A FEW YEARS AGO. OTHER SOME OF OUR OTHER ARTERIALS, THERE WOULD BE A BETTER SPACING, BUT JUST OVER IMPROVE THE OVERALL QUALITY OF LIGHTING AT NIGHT FOR THE WHOLE ENTIRE CORRIDOR. WHEN AS PART OF THIS PROJECT, WHEN TXDOT PUTS THE MEDIAN BACK IN, IT'S GOING TO START TO PROHIBIT ACCESS AT A FEW LOCATIONS. MOST OF THE BUSINESSES HAVE ACCESS TO ONE OF THE SIDE STREETS. SINCE THERE ARE SO MANY SIDE STREETS ALONG THE CORRIDOR, BUT THERE ARE A FEW THAT THERE'S A FAIRLY LONG BLOCKS. SO WE'VE WORKED WITH TXDOT TO ADD A FEW LEFT TURN LANES AT SOME OF THOSE PRIVATE DRIVEWAYS TO TO ALLOW FOR ACCESS, BUT BECAUSE OF THEY'RE NOT AT CITY STREETS. TXDOT SAID THAT WOULD BE A CITY ELIGIBLE, A CITY EXPENSE. AND SO AGAIN, WE'RE LUMPING THAT INTO THE IMPROVEMENTS THAT WE'D HAVE THE COG PAY FOR. WE THINK ABOUT DRAINAGE. HIGHWAY FIVE KIND OF IS A BARRIER BETWEEN THE DRAINAGE THAT FLOWS FROM WEST TO EAST. AND SO SOME OF THE DRAINAGE IMPROVEMENTS THAT WE DO ON THE WEST SIDE ARE LIMITED ABOUT THE CAPACITY THAT GOES UNDERNEATH HIGHWAY FIVE.

SO WE LOOKED AT THE OVERALL TXDOT PLANS. WHAT ENHANCEMENTS COULD WE MAKE THAT ALLOWS US TO DO SOME FUTURE IMPROVEMENTS TO DRAINAGE ON THE WEST SIDE OF HIGHWAY FIVE BY MAKING DRAINAGE IMPROVEMENTS, IMPROVEMENTS TO THE HIGHWAY FIVE CORRIDOR. THERE'S ALSO A NOISE WALL. AS PART OF TXDOT'S PROJECT. THEY IDENTIFIED A NOISE WALL AT MERRITT HOMES, AND SO IT WOULD JUST BE A BLANK CONCRETE WALL. SO WE WORKED WITH THEM. WE WORKED WITH OUR COMMUNICATIONS MARKETING TEAM TO COME UP WITH AN ESTHETIC, BUT THERE'S A LITTLE BIT OF COST ASSOCIATED WITH THAT ESTHETIC, AND THAT'S WHAT THIS ITEM IS. AND THEN WE'RE ESTIMATING THAT STAMPED CONCRETE. I SHOWED A SLIDE BEFORE THAT'S ABOUT $2 MILLION. SO OVERALL WE'RE LOOKING ABOUT JUST OVER $8 MILLION OF IMPROVEMENTS THAT WE'RE HOPING TO BE FUNDED BY FEDERAL DOLLARS AND NOT BY CITY DOLLARS. NOW, WE WILL WORK WITH TXDOT TO FINALIZE THE COST ESTIMATES FOR ALL THESE. TXDOT WILL PUT NUMBERS ON IT. THAT WOULD BE THE AGREEMENT THAT WE WORK WITH THE COG TO IDENTIFY ALL THAT AND GET THAT FUNDING TOWARDS THE PROJECT. SO AS OUR RESIDENT JUST BROUGHT UP, ADDITIONAL PEDESTRIAN CROSSINGS ALONG THE ENTIRE CORRIDOR HAS ALWAYS BEEN AN ISSUE. WE'VE HEARD THAT FROM THE COUNCIL. WE'VE HEARD THAT FROM OTHER PEDESTRIAN STAKEHOLDERS THROUGHOUT THE DEVELOPMENT. AND THE GRAPHIC ON THE RIGHT IS SOMETHING WE'VE BEEN WORKING ON FROM THE BEGINNING. WE WENT OUT AND WE DID OUR OWN PEDESTRIAN COUNTS.

WE TRIED TO HIGHLIGHT THE NUMBER OF PEDESTRIANS THAT ARE OUT THERE AND HIGHLIGHTING THAT IT'S NOT EASY TO CROSS NOW, BUT WE STILL HAVE THIS MANY PEDESTRIANS CROSSING. TXDOT DENIED THE REQUEST FOR THE ADDITIONAL CROSSINGS ON THE GRAPHIC. ON THE RIGHT, WE HAVE THE THREE NEW SIGNALS AT SMITH, LAMAR AND STANDIFER, BUT WE ASKED FOR THE ADDITIONAL YELLOW PEDESTRIAN SIGNS TO DO WHAT WE CALL A RECTANGULAR RAPID FLASHING BEACON, AND THAT IS A FLASHING BEACON THAT'S MOUNTED ON THE SIDE. IT'S PEDESTRIAN ACTIVATED. IT HAS A HIGH COMPLIANCE RATE FOR MOTORISTS. WHEN THEY SEE THAT FLASHING, THEY KNOW PEDESTRIANS THERE AND THEY TEND TO SLOW DOWN, TXDOT SAID. YOU DON'T MEET THE VOLUME REQUIREMENTS FOR PEDESTRIANS, AND SO WE'RE NOT ALLOWING THAT. WE'RE STILL CONTINUING TO PUSH WITH TXDOT. OKAY. IF YOU'RE NOT GONNA ALLOW US TO HAVE IT AT THESE LOCATIONS FOR THESE SIX LOCATIONS THAT I HAVE LISTED ON THE SCREEN HERE. MCMAKEN DORSEY, GARISH COLORADO, IDA AND ERWIN, CAN WE DO WHAT'S CALLED A TWO WAY, A TWO STAGE CROSSING?
