The City Council of the City of McKinney, Texas, met in a work session in the Council Chamber of the Municipal Building on February 16, 2009 at 5:30 p.m.

Mayor Whitfield opened the meeting at 5:35 p.m. After determining a quorum present, Mayor Whitfield recessed the meeting into executive session at 5:35 p.m. per Texas Government Code Section 551.071 (2) - consultation with City Attorney on any Work Session, Special or Regular Session agenda item requiring confidential, attorney/client advice necessitated by the deliberation or discussion of said items (as needed); Section 551.072 – Discuss Real Property; Section 551.074 – Discuss Personnel Matters; and Section 551.087 – Discuss Economic Development Matters , as listed on the posted agenda. Mayor Whitfield adjourned to the open work session at 6:25 p.m.

3. Discuss amending Chapter 62, Article VI, Code of Ordinances by adopting a new Division 5, "Valet Parking" (Doug Kowalski) (15 Minutes)

4. Discuss an Ordinance Authorizing an Amendment to the Code of Ordinances, Chapter 62, "Motor Vehicles and Traffic" by Adding a New Article X, "Locally Enforced Motor Vehicle Idling Restrictions" and Authorizing the City Manager to enter into a Memorandum of Agreement with the Texas Commission on Environmental Quality to Allow Local Enforcement of their Regulation Prohibiting Idling during "Ozone Season" (Doug Kowalski) (20 minutes)
