6:00 PM.[CALL TO ORDER]
TO THE CITY.MCKINNEY'S PLANNING, ZONING COMMISSION MEETING OF TUESDAY, JUNE THE NINTH, 2020.
UH, THE COMMISSIONERS THAT YOU SEE SEATED BEFORE YOU HAVE BEEN APPOINTED BY THE CITY COUNCIL, AND WE SERVE AT THE PLEASURE OF THAT SAME CITY COUNCIL TONIGHT.
IF THE ITEM THAT WE HEAR GOES ON TO THE CITY COUNCIL, ALONG WITH ISU, AND IF IT'S SOMETHING THAT STOPS YOU AT THE PLANNING AND ZONING COMMISSION LEVEL, SAYING IF YOU'RE HERE TONIGHT OR YOU ARE ONLINE, YOU ARE MORE THAN WELCOME TO PARTICIPATE IN OUR PROCESS.
IF YOU DO PLAN ON SPEAKING AT THE PODIUM AND THERE WAS A YELLOW CARD OUTSIDE THE ROOM HERE, IF YOU WILL FILL THAT OUT BEFORE COMING TO THE PODIUM, STATE YOUR NAME AND ADDRESS, AND THE ITEM THAT YOU'RE SPEAKING ON, UM, YOU'LL HAVE THREE MINUTES WHEN YOU COME TO THE PODIUM TO SHARE YOUR THOUGHTS, COMMENTS, QUESTIONS, OR CONCERNS.
IF YOU DO HAVE QUESTIONS, WE HAVE STAFF HERE THAT WILL BE ABLE TO ANSWER THOSE QUESTIONS.
UM, WE'D LIKE YOU TO HEAR WHAT YOU HAVE TO SAY IS IMPORTANT TO US.
AND IT DOES GO TO THE CITY COUNCIL AS PART OF OUR MINUTES.
NOW WE WILL MOVE INTO THE FIRST ITEM, WHICH WILL BE, UH, TAKING UP ANY PUBLIC COMMENTS ON AN ITEM THAT OTHERWISE DOES NOT HAVE A PUBLIC HEARING ATTACHED TO IT.
THIS CON THIS TONIGHT, THAT WOULD ONLY BE THE MINUTES FROM OUR PLANNING AND ZONING COMMISSION MEETING OF MAY THE 26TH, 2020.
HAVING SAID THAT, IS THERE ANYONE HERE TONIGHT THAT WOULD LIKE TO SPEAK REGARDING THOSE, ANYONE ONLINE, MR. RONALD, THAT HAS SIGNED UP AND SPEAK ON THE MINUTES? NO, SIR.
[CONSENT ITEMS]
ONE CORRECTION ON THE MINUTES, UH, ON PAGE 17, THERE IS A CORRECTION AND THE CORRECTION IS, UM, IT WAS WRITTEN THAT I FELT WAS SEVEN IN FAVOR, ZERO AGAINST, AND THE ACTUAL VOTE WAS SEVEN.I'M SORRY, FIVE IN FAVOR, TWO AGAINST THE MOTION VERBIAGES.
BUT THE NUMBER IS WRONG AND WE'LL GET THAT CORRECTED.
IT WAS FIVE, TWO VERSUS SEVEN.
SO WITH THAT, WE DO NEED A MOTION TO APPROVE IN THE MINUTES, MICHAEL MOTION THAT WE APPROVE THE MINUTES.
YOU HAVE A MOTION, MR. MCCALL SECOND BY TIME.
YOU'RE LIKE MR. DELL, UM, BEATEN DOWN BY THE WAY.
IS THAT YOUR MOTION WITH CORRECTIONS? CORRECT.
UH, ALL THOSE TERRY, HOW ARE WE VOTING? OKAY.
THE MINUTES HAVE BEEN APPROVED.
[20-0002SUP Conduct a Public Hearing to Consider/Discuss/Act on a Specific Use Permit Request to Allow for an Indoor Gun Range, Located on the Northeast Corner of Industrial Boulevard and Millwood Road (REQUEST TO BE TABLED)]
IS TWO ZERO DASH ZERO ZERO ZERO TWO SUP UH, PUBLIC CARRIER REQUEST, UH, TO ACT ON A SPECIFIC USE PERMIT TO ALLOW FOR AN INDOOR GUN RANGE.THIS IS AT THE NORTHEAST CORNER OF INDUSTRIAL BOULEVARD AND MILLWOOD ROAD.
THE SKIPPER GOOD EVENING, UH, STAFF RECOMMENDS THAT THE PUBLIC HEARING, UH, BE CONTINUED AND THE ITEM B TABLE TO THE JUNE 23RD, 2020 PLANNING AND ZONING COMMISSION MEETING.
UM, THE REASON FOR THIS IS THAT THE NOTIFICATION SIGNS WERE NOT POSTED ON THE PROPERTY WITHIN THE TIMELINE REQUIRED BY THE ZONING ORDINANCE.
AND I'LL STAND IN FOR ANY QUESTIONS, KAITLIN.
HAVE YOU HAD ANY INTERACTION WITH THE NEIGHBORS TO THE NORTH? UM, ACTUALLY TONIGHT, UH, RIGHT BEFORE THE MEETING WAS THE FIRST TIME THAT I SPOKE TO IN YOUR BY RESIDENT.
UM, AND IT WAS MORE JUST CURIOSITY OF WHAT THIS REQUEST WAS.
UM, AND THEN I INFORMED HER THAT SHE COULDN'T SPEAK TONIGHT IF SHE WANTED TO, OR SHE CAN COME TO THAT JUNE 23RD MEETING.
SO THE REASON WE'RE TITLING THIS AGAIN, JUST SO THOSE IN THE AUDITS ARE CLEAR.
THERE IS A REQUIREMENT TO POST A SIGN ON PROPERTY THAT SAYS THIS IS BEING CONSIDERED FOR A REZONE OF SOMETHING DIFFERENT THAN IT IS, AND THAT WAS NOT POSTED.
AND THE NEXT HEARING WILL BE WHAT DATE AGAIN? JUNE 23RD.
SO THERE IS A PUBLIC HEARING AND YOU'RE RECOMMENDING WE CLOSE OR THAT WE CONTINUE THE PUBLIC HEARING AND TABLE THE ITEM CONTINUING.
IT WILL ALLOW US TO SCHEDULE IT AND NOT RE NOTICE IF WE CLOSE THAT PUBLIC HEARING, WE WOULD RE NOTICE THE ITEM.
THIS IS A PUBLIC HEARING ITEM.
IF YOU'VE COME TONIGHT AND WOULD LIKE TO SPEAK ON THIS PROPOSED, UM, SUP AT MILLWOOD AND INDUSTRIAL, NOW WE'LL BE AT THE TIME MOVE, WE TABLE THE ITEM AND CONTINUE PUBLIC HEARING THE JUNE 23RD MEETING.
IF A MOTION ON MR. BURNS TO CONTINUE THE PUBLIC HEARING IN
[00:05:01]
WAS MR. MCCALL, IS THERE ANY DISCUSSION, PLEASE CAST YOUR VOTES.THE ITEM HAS BEEN TABLED ON THAT UNTIL THE JUNE 23RD, 2020 MEETING.
UH, THAT IS THE LAST ITEM ON OUR AGENDA.
YOU HAVE SOMETHING I, AND I APOLOGIZE FOR THIS, THAT I MISSED THIS BEFORE WE WERE MOVING SO QUICKLY, UM, ON THAT LAST AGENDA ITEM, UM, THAT WERE IN THE MINUTES.
IS THERE ANY WAY THAT WE CAN BRING THAT BACK UP? BECAUSE I THINK THE CLARIFICATION IS INCORRECT.
I THINK THAT, THAT THE VOTE ACTUALLY WAS A SEVEN TO EIGHT VOTE IN, AND IT WAS, UH, TO GO ALONG WITH STAFF RECOMMENDATION.
IN FACT, A COMMISSION MEMBER HAD FOR ACTUALLY SECOND THAT MOTION.
SO THIS IS REGARDING THE, THE BRANDON THOMAS
SO COMMISSION, I BELIEVE THIS ONE, A 70 OF THOSE IN, FOR THE TOWER WHAT'S, YOU'RE REFERRING TO YOUR FRIEND IN A CAR DEALERSHIP, WHICH WAS OPEN TO BOTH.
THIS WAS THE VERY LAST AGENDA ITEM.
SO WE'LL CLARIFY THAT FOR THE SUP ITEM.
THE ZONING ITEM FOR THE BRANDON THOMAS, UM, CAR DEALERSHIP, ACTUALLY WASN'T SVP, WAS THEY FIVE TO TWO VOTES, RIGHT? THAT IS WHAT'S GOING TO BE CLARIFIED IN A MINUTE.
I THEN I BELIEVE IT WAS, IT WAS THE LAST AGENDA ITEM ON ROCK HILL ROAD.
THAT WAS THE SEVEN NEW VOTE, BUT IT'S REFLECTED HERE AS A SO YOU'RE OKAY.
SO INSTEAD IS, IF YOU LOOK AT THE FINAL PAGE, IT SAYS, COMMISSIONER NICKEL CYCLE VOTED AGAINST THE MOTION.
THAT ONE SHOULD BE STRUCK ON PAGE, THEN VOTE ON THAT ON THE ROCK HILL.
SO STRIKE FROM COMMISSION MEMBERS DOWN TO INSTANT MOTION.
SO THERE ARE TWO CORRECTIONS TO BE MADE.
I APOLOGIZE THAT I DIDN'T GET THE STAFF'S FAULT.
WE SHOULD'VE HAD A CORRECTED THE MINUTES THEMSELVES.
SO TO CLARIFY FOR THE MOTION ON THE MINUTES, WE'RE GOING TO BE, UH, CORRECTING THE STT ITEM, WHICH WAS ITEM NUMBER 30 ON THE RECORD, TWO 20 DASH ZERO ZERO THREE, SUP.
AND THE MINUTES THAT ITEM IS GOING TO READ AS THE ITEM WAS APPROVED BY A FIVE TO VOTE, UM, WITH, UH, KURKENDAHL AND TACKLER OPPOSED ON THAT VOTE.
THE FINAL ITEM ON THAT, ON, UH, THAT MAY, 2016 AGENDA, WHICH WAS THE CELL TOWER.
AND THAT WAS ITEM NUMBER 20 DASH ZERO ZERO FIVE FIVE Z FOR YOURSELF POWER.
OKAY, WELL THEN THAT IS THIS CORRECT? THE NUMBER 20 DASH ZERO ZERO ONE FOUR Z AT THE SENTENCE THAT SAYS COMMISSION MEMBERS OR CARPET ALL VOTED AGAINST COMMOTION WILL BE STRUCK FROM THE RECORD.
AND IT WILL BE CARRIED OUT AS A SEVEN OVER FOUR FRUGAL.
AND I CALLED WHEN WE WERE CREATING, I APOLOGIZE FOR BRIAN GOING TOO FAST.
THEN WE DO NEED A MOTION TO ADJOURN OR MAKE A MOTION DENTURE MOTION BY MR. HAGLER TO ADJOURN.
SECOND, MR. MCCALL, ALL THOSE IN FAVOR.
