IN 15 2001 OF THE HALLMARKS OF ONE OF THE REASONS ONE OF THE RUN IS TO MAKE SURE WE PUT OUR PLACE ON FIRE.

DO YOU WANT TO MAKE THE COMMENT THAT OUR COMMUNITY DOES NOT NEED POLICE OFFICERS WHO ARE MENTAL HEALTH EXPERTS BECAUSE THAT IS WHAT MENTAL HEALTH PRACTITIONERS DO. OUR COMMUNITY DOES NOT NEED POLICE OFFICERS WHO ARE DE ESCALATION AND NEGOTIATION SPECIALIST BECAUSE THAT'S WHAT NEGOTIATORS DO. LET THE GOOD POLICE OFFICERS OF MCKINNEY P D FOCUS THEIR VALUABLE TRAINING TIME AND BUDGET ON BEING THE BEST CRIME INVESTIGATION AND PREVENTION TEAM IN THE NORTH DALLAS AREA AND LET'S NOT MAKE THEM ALL THINGS TO ALL PEOPLE.

LET'S REMEMBER FREDERICK FRASER ON HIS EDITORIAL IN THE DALLAS MORNING NEWS ON JUNE 14TH OF THIS YEAR, COMING OUT IN SUPPORT OF THE PROTESTERS. THAT OR DEMANDING. ACCOUNTABILITY AND CHANGE IN HOW WE POLICE. IN THIS COUNTRY AND IN THIS COMMUNITY. I KNOW HE WAS FOCUSED ON DALLAS POLICE DEPARTMENT, BUT I THINK IT'S ALSO APPLICABLE TO MCKINNY AS HIS PRIORITIES. WERE COMMUNITY OUTREACH DEFINE OUR JOB, HIGHER SOCIAL WORKERS AND MAINTAIN HIGH STANDARDS FOR NEW OFFICERS. AND I THINK A LOT OF THOSE THINGS ARE UM. EXACTLY IN LINE WITH MY THINKING OTHER PEOPLE THAT I TALK TO IN MCKINNEY. I HAD A PRESENTATION WITH A LOT OF SPECIFIC POINTS AND. I REALLY JUST WANT TO FOCUS ON ONE MAJOR RECOMMENDATION. I HAVE, I WILL SAY AS FARAS AH. UM POLICE CHIEF CONLEY APPRECIATES TIME THIS AFTERNOON. WE HAD A CHANCE TO TALK. AND I THINK THERE'S A LOT OF GREAT THINGS IN THERE, ESPECIALLY THE MINORITY HIRING OVER THE PAST YEAR. I THINK THEY CAN'T WAIT IS. NOT NEARLY STRONG ENOUGH IN THEIR RECOMMENDATIONS THINK MORE LIKE 10 DEMANDS FOR JUSTICE IS MORE APPROPRIATE OF A GUIDELINE MOVING FORWARD. I RECOMMEND CREATING AN AD HOC CITIZEN OVERSIGHT COMMITTEE BOARD TASK FORCE, WHATEVER YOU WANT TO NAME IT. TO CREATE A PERMANENT CITIZEN OVERSIGHT PANEL. WHATEVER YOU WANT TO CALL IT AND ANY OTHER IMMEDIATE RECOMMENDATIONS. BUT THE GOAL FOR THIS ISN'T NECESSARILY TO FIX THINGS THAT ARE GOING WRONG IN MCKINNEY POLICE REALLY, I THINK TO SERVE AS REALLY A

I WANT TO TALK JUST A LITTLE BIT ABOUT SOME OF THE THINGS WE'VE DONE OVER THE LAST FIVE YEARS. IT'S CERTAINLY NOT A COMPREHENSIVE PRESENTATION FOR YOU, BUT JUST GIVE YOU AN IDEA OF SOME OF THE THINGS THAT THE POLICE DEPARTMENT HAS DONE TO TRY TO. ENHANCE OUR COMMUNITY POLICING EFFORTS TO ENSURE THAT WE HAVE THE RIGHT PROGRAMS, THE RIGHT POLICIES. THE RIGHT TRAINING IN PLACE, TO BE AS EFFECTIVE AS WE POSSIBLY CAN. AND TO MAKE SURE THAT WE'RE APPROPRIATELY SERVING THE COMMUNITY AND CONNECTING WITH THE COMMUNITY. IT'S SOMETHING WE'RE ALWAYS WORKING ON AND LOOKING AT. I WILL SAY ONE OF THE THINGS WHEN WE FIRST WHEN I FIRST CAME INTO THE ORGANIZATION ABOUT FIVE YEARS AGO. ONE OF MY BIGGEST. EMPHASIS WAS TO SAY WE ARE A VALUES BASED ORGANIZATION AND WE CAN'T LOSE SIGHT OF. WHAT WE MEAN THE COMMUNITY WHAT WE'RE SUPPOSED TO STAND FOR. AND THOSE VALUES THAT WE UPHOLD IS VERY SIMILAR TO WHEN MR GRIMES CAME AND HE SAID, WHAT ARE THE VALUES OF THIS ORGANIZATION? AND IT IT FIT TOGETHER VERY WELL WITH WITH OUR VALUES AND WE EIGHT TO JUST PUSH THAT. RIGHT. IN. BECAUSE THAT'S THE KIND OF THING THAT WE HAVE.

BUT BUT WE NEED TO BE A GROUP OF PEOPLE WHO ARE COMMITTED TO THESE HIGH IDEALS. AND THIS IS WHAT WE STAND FOR, AND THIS IS WHO WE ARE. SO THAT'S THE MESSAGE THAT WE BROUGHT IN. THE POLICE DEPARTMENT HAS A MOTTO. AMATO IS DO THE RIGHT THING. DO THE BEST YOU COULD DO AND TREAT PEOPLE THE WAY YOU WANT TO BE TREATED. WE EMPHASIZE THAT FROM THE MOMENT WE START HIRING PEOPLE ALL THE WAY THROUGH. ARE HIRING PROCESS AND CONTINUING ON THROUGH THEIR CAREER. I TOLD HIM THAT'S OUR STANDARDS. YOU'RE GOINGTO YOUR GO. WE'RE GOING TO DO THE RIGHT THING.

AND SO WE HAD A BUNCH OF MEETINGS IN THE BEGINNING AND THESE AIR THINGS THEY'RE COPS CONSTANTLY EMPHASIZED TODAY AT THE MCKINNEY POLICE DEPARTMENT. I WANT TO JUST LOOK AT A FEW OF THE NEW UNITS AND THINGS THAT WE'VE PUT IN PLACE BECAUSE I THINK THESE AIR SIGNIFICANT THERE'S ALWAYS A LOT TO TALK ABOUT MY ADVISORY COUNCIL ON WHAT IT'S PER. IS. WHO THEY ARE. THEY DID START AFTER THE POOL PARTY INCIDENT FIVE YEARS AGO. THAT INCIDENT BROUGHT ME QUICKLY. HAVING JUST GOT HERE BROUGHT ME QUICKLY INTO CONTACT WITH MANY MEMBERS OF THE COMMUNITY, PARTICULARLY THE MINORITY COMMUNITY IN MANY DIFFERENT VOICES. I PUT TOGETHER THIS ADVISORY COUNCIL TO BE A VOICE TO ME FROM THE COMMUNITY TO GIVE ME ADVICE, AND THAT'S LITERALLY WHAT THEY ARE. THEY LOOK AT POLICIES THEY LOOK A PROGRAMS I BRING ISSUES

TO THEM THAT WE'RE DEALING WITH. HOW CAN WE DO THIS BETTER? BECAUSE I REALIZED THAT IF ALL I HEAR FROM OR POLICE THEN WE'RE GOING TO HAVE GROUP THINK IT'S SOME LEVEL GOING ON. I NEED PEOPLE WHO CAN BE INDEPENDENT ADVISERS, INDEPENDENT COUNSELORS. YOU KNOW SOME TIMES THEY'VE BEEN SAID. WELL, THESE AIR YES, PEOPLE FOR YOU, ACTUALLY NOT.

THEY CONFRONT THEY THEY SAY HAVE YOU THOUGHT OF THIS OR WE DON'T AGREE WITH THAT, OR YOU NEED TO SEE IT THIS WAY. AND THEY'VE BEEN INVALUABLE TO ME OVER THESE PAST FIVE YEARS AS WE'VE LOOKED TO TRY TO BETTER CONNECT WITH THE COMMUNITY AND PROVIDE THE LEVEL OF SERVICE THAT THAT'S EXPECTED HERE IN MCKINNEY. WE TELL EVERYONE WHO COMES INTO OUR POLICE DEPARTMENT. IS AH, HI SERVICE LEVEL EXPECTATION HERE, AND WE EXPECT YOU TO MEET THAT THERE'S A CERTAIN WAY THAT WE EXPECT YOU TO DEAL WITH OUR CITIZENS. THERE'S A CERTAIN LEVEL OF FAIRNESS AND RESPECT. THAT WE EXPECT FROM OUR OFFICERS AND WE'RE GOING TO HOLD YOU TO THAT.

SO THEY'VE BEEN INVALUABLE TO ME AS AN ADVISORY GROUP. THEY'RE MADE UP OF VARIOUS MEMBERS OF MINORITY COMMUNITY. WE HAVE 13 MEMBERS ON THE ON THE COUNCIL THERE. THERE. MEN.

FROM AL AMERICAN COMMUNITY HISPANIC. AH THERE WE HAVE HINDU AND MUSLIM AND WE HAVE PEOPLE COMING IN TO SAY, OK, THIS IS THE COMMUNITY. THIS IS WHO WE ARE IN THIS. WE ARE A VERY DIVERSE COMMUNITY, SOMETIMES PEOPLE WILL CHARACTERIZE CERTAIN SEX IN OUR COMMUNITY SAY, WELL, THIS IS AN ALL WHITE NEIGHBORHOOD WHEN ACTUALLY THEY IS FEW NEIGHBORHOODS THAT ARE LIKE THAT. IT'S WEIRD DIVERSE COMMUNITY. AND WE NEED TO MEET THE NEEDS OF ALL THOSE CITIZENS. AN EFFORT TO TRY TO CONNECT BETTER WITH THE COMMUNITY. WE STARTED THE NEIGHBORHOOD POLICE OFFICER UNIT. MOST OF YOU FAMILIAR WITH HIM BECAUSE THEY WEAR THE BICYCLE UNIFORMS. MOST OF THE TIME, UH, SERGEANT GUERRERO BACK HERE, EYES, ONE OF THE SERGEANTS OVER THE UNIT. AND I TALKED TO HIM EARLIER. I PUT HIM OVER THE UNIT BECAUSE SERGEANT GUERRERO GREW UP IN MCKINNEY GREW UP ON THE EASTSIDE OF MCKINNEY. HERE. A COMMUNE. WE MEET QUARTERLY TO DEAL WITH ISSUES, PARTICULARLY IN THE HISPANIC IMMIGRANT COMMUNITY COMING INTO OUR CITY, EXPLAINING THINGS HOW THINGS WORK THEY BRING IN DIFFERENT PROGRAMS. AGAIN ANOTHER WAY TO TRY TO REACH IN THE COMMUNITY, MAKE THOSE CONNECTIONS AND TO MEET THE NEEDS OF THOSE PEOPLE WHO LIVE HERE THAT YOU KNOW WHERE THEIR POLICE DEPARTMENT. WE'VE EMPHASIZED THE WHOLE TIME IS THAT WE ARE THE MCKINNEY POLICE DEPARTMENT. I CAN'T. WE CAN'T DEAL WITH EVERY ISSUE IN THE WORLD. BUT WE CAN DEAL WITH THE ISSUES THAT AIR HERE WE CAN TRY TO BE THE BEST POLICE DEPARTMENT. THE MOST RESPONSIVE PLACE DEPARTMENT TO THE MEMBERS OF OUR COMMUNITY. SO THEY GET THE SERVICE THAT THEY EXPECT FROM THE MCKINNEY POLICE DEPARTMENT. I ALSO STARTED AND I ALMOST OF YOU'RE AWARE OF THE COMMUNITY SERVICES UNIT. AND AS IN MANY UNITS AND MCKINNEY, IT'S ONE PERSON KIND OF DOING EVERYTHING AND WE PUT ANOTHER PERSON IN THERE TO DO IT. AND THIS IDEA OF HAVING OFFICERS DEALING WITH MENTAL HEALTH AND

HOMELESSNESS. I'M GOING TO TALK A LITTLE ABOUT OUR TRAINING IN JUST A MINUTE, BUT I WANT TO FOCUS ON THESE TWO GUYS AND TELL YOU EXACTLY WHAT THEY DO. THEY ARE POLICE OFFICERS. ONE FOCUSES PRIMARILY ON MENTAL HEALTH. ONE FOCUSES PRIMARILY ON HOMELESSNESS, BUT THEY WORK AS A TEAM WHEN WE'RE DEALING WITH PEOPLE GOING THAT HAVE MENTAL HEALTH ISSUES. SOMETIMES YOU FIND FOLKS THAT. OUR FREQUENT CONSUMERS OF SERVICE. THEY SEEM TO HAVE EXTRA NEEDS.

WE KNOW WE'RE NOT MENTAL HEALTH PROFESSIONALS. WE'RE NOT GOING TO BE ABLE TO MEET THOSE NEEDS.

BUT WE OFTEN KNOW WHO CAN. WE OFTEN KNOW WHAT RESOURCE IS AIR AVAILABLE TO A FAMILY OUT THERE AND WHAT THE GOAL IS TO TRY TO HELP THEM GET CONNECTED WITH THE SERVICES THEY NEED. IT MAY BE AN IMMEDIATE INTERVENTION ON THE POLICE DEPARTMENT'S HALF WERE BEHALF WHERE WE HAVE TO TAKE YOU. SOMEWHERE OR IT MAY BE AN ONGOING ISSUE WHERE WE STOPPED BY YOUR HOUSE. WE TELL THE FAMILY HERE'S THE SERVICES NEEDED IT. MAYBE SERVICES KNOW ANYTHING FROM PEOPLE WHO ARE HAVING SOME TYPE. TYPE OF SERIOUS PSYCHIATRIC CONDITION OR SOMEONE WHO IS, IS ALZHEIMER'S, OR HAVING ISSUES WITH SUNDOWNERS. WE SEE ALL THESE THINGS AND WAY WE CAN'T HANDLE THOSE THINGS, BUT WE CAN SAY WHEN WE COME ACROSS IT HERE'S WHERE YOU KHUN, GO FOR HELP. THIS. THIS IS THE AGENCIES THAT CAN HELP YOU. AND SO THAT'S WHAT WE PRIMARILY TRY TO DO IN THESE AREAS. WE'VE COME UP WITH TONS OF COMMUNITY EVENTS AND I WILL SAY OUR IMPOSE HAD BEEN VERY SUCCESSFUL IN DEALING WITH THIS.
