WE'RE GOINGTO START A LITTLE BIT OF A NEW TRADITION. TODAY WE'RE GOING TO START WITH LUNCH. GET EVERYBODY TO STAND. IS TO THE AMERICAN BLACK. STATES OF AMERICA. THANK YOU, EVERYONE. AND I'D ALSO LIKE TO START BY SAYING TODAY IS JUST BECAUSE SO. ANYONE ASK YOU WHY YOU DID SOMETHING TODAY. YOU CAN SAY JUST BECAUSE NOW YOU ALSO HAVE TO ACCEPT THAT ANSWER FROM YOUR CHILDREN. I'M ASSUMING SO NOT SURE HOW THAT'S GONNA WORK OUT FOR EVERYONE. UM. OUR MOMENT OF SILENCE TODAY IS GOING TO REFLECT ON COURAGE. I WANT EVERYBODY TO THINK ABOUT COURAGE. AND WHAT'S THAT WHAT THAT MEANS TO THEM, MAYBE OVERCOMING YOUR FEARS OR. THE WILLINGNESS TO STAND UP AND MAKE A CHANGE, OR EVEN STANDING UP FOR WHAT'S RIGHT. SO JUST TAKE A COUPLE OF MINUTES A COUPLE OF SECONDS HERE TO THINK ABOUT COURAGE. OKAY. THANK YOU, UM, OUR CONSENT ITEMS. PUBLIC COMMENTS. DO WE HAVE ANY PUBLIC COMMENTS TO START? OKAY, SO OUR CONSENT ITEMS. TODAY. ADAM 2007 TO 9 MINUTES INTO KENNY

[Minutes of the McKinney Community Development Corporation Meeting of July 23, 2020.]

GETTING IT AS AN ALTERNATE TODAY. OUT IN 20073 MINUTES OF MCKINNEY COMMUNITY DEVELOPMENT

[Minutes of the McKinney Community Development Corporation Project Grant Subcommittee Meeting of August 3, 2020.]

CORPORATION PROJECT GRANT SUBCOMMITTEE MEETING AUGUST 3RD 2020. SURGEONS OR CONCERNS.

ONCE AGAIN MOTION BY JOHN SECOND BY CATHERINE GOSH. THEY'VE GOT QUICK FINGERS TODAY. THOSE MINUTES PAST. GOING ONTO THE REPORTS. ADAM 200731 FINANCIAL REPORT.

[Financial Report]

MORNING CHANCE. MILLER FINANCIAL COMPLIANCE MANAGER WILL BE GOING OVER THE MONTH OF JULY TODAY. FOR JULY. WE HAD $1.3 MILLION IN REVENUE AND 970,000 EXPENDITURES OF THE 970,750 THAT WAS RELATED TO PARK EARLY TO PROJECT SOMETHING. IT'S ALL FINCH PARK AND OLD SETTLERS FOR INNOVATION. UM, MAKE UP THE MAJORITY OF THAT 750,000. SO THAT RESULTED IN THAT INCREASE OF 320,000 FOR THE MONTH OF JULY. MOVING ONTO CELS TAX JULY SALES TAX IS A PICKLE TO THE MONTH OF MAY. SO THIS IS MAI SELLS TAX. WE SAW AN 18.2% INCREASE OVER LAST YEAR'S MAY, UM I WILL NOTE THAT ABOUT 120,000 OF THIS WAS RELATED TO AUDIT COLLECTIONS. SO IF WE FACTOR THAT OUT REALLY, THE MONTH OR YEAR TO YEAR WAS ABOUT 15% INCREASE. JUST SO INCREDIBLE. THAT BRINGS OUR YEAR TO DATE INCREASE UP TO TOLD 0.8. MAMA COMPARISON TO SISTER CITIES. ALAN SAWS, THE INCREASE OF 7. BRISCOE SAW A DECREASE OF 7% AND PLAY NO SAW A DECREASE OF 17.4. LOOKING AT THE INDUSTRY NUMBERS AND ALL THAT. EVERYTHING'S ABOUT THE SAME EXCEPT FOR RETAIL TRADE FOR US, WHICH IS THE DRIVING FACTOR FOR THEM. IT'S ABOUT ALL OF THE INCREASE SO OF THE 15.4% INCREASE WITHOUT DAUGHTER COLLECTIONS ABOUT 14% OF THAT. ISOLATED TIO RETAIL TREE, SO I'LL STAND FOR NEW QUESTIONS. I HAVE A QUESTION. CHASE LOOKING AT OUR BUDGET SO FAR THIS YEAR, INTEREST INCOME IS KIND OF

[00:05:07]

TRAILING BEHIND EXPECTATIONS. IS THAT GOING TO CATCH UP WITH THE END OF THE YEAR? WHY? WHY ARE WE A LITTLE BIT BEHIND ON EXPECTATIONS ARE NO. I DO NOT BELIEVE SO. THEY WILL NOT CATCH UP. YOU'LL SEE IN THIS NEXT YEAR BUDGET WE'RE LOOKING AT NEXT YEAR, NUMBERS THOSE AIR DOWN AS WELL. ARE INTEREST RATES, YOU KNOW, WE FAR INVESTMENT POLICY AND ALL THAT.

A LOT OF IT IS BASED ON THE TREASURY, RIGHT AND ALL THAT. SO WITHOUT GOING DOWN, IT DECREASES OUR INTEREST PROJECTIONS AND ALL THAT STUFF. SO THAT HOW THAT'S TRAINING IS HOW YOU'LL SEE IT IN DOWN THIS FISCAL YEAR, AND UNTIL NEXT YEAR WHEN THINGS START HOPEFULLY, IF THINGS GET BETTER THAN THAT, I'LL START INCREASING AS WELL. ANYBODY HAVE QUESTIONS ABOUT THE CHECKS? THANK YOU APPRECIATE IT. ITEM 200732. DO YOU HAVE

[Board and Liaison Updates Board Chair City of McKinney Visit McKinney McKinney Economic Development Corporation McKinney Main Street/MPAC McKinney Parks and Recreation]

ANY BOARD IN LIAISON? UPDATES. DO YOU HAVE A COMMENT THAT I HOPE THAT PARKS AND REC CAN HELP ME WITH WHEN IT'S THEIR TURN? I'M REALLY INTERESTED IN HAVING THIS BOARD. YOU AND ADOPT A SPOT THAT THE PARKS IS KIND OF. EATING TOGETHER, RUNNING WHATEVER KIND OF LIKE A DOCTOR HIGHWAY THAT IT'S ADOPT A SPOT. I BELIEVE IT WOULD BE HARD FOUR TIMES A YEAR TO DO CLEANUP OF THAT SPOT. I'VE LOOKED AROUND AT THE SPOTS. I THOUGHT I HAD ONE THAT TURNED OUT TO BE NOT THE SPOT. I THOUGHT IT WASA. CURRENTLY. THE SPOT THAT I'VE LOOKED AT, I THINK INCLUDES THE BONDING. WEAK SECTION, BONNIE WINK TO ISH AREA. I THINK THAT'S STILL OPEN. SINCE WE WERE A BIG CONTRIBUTOR, AND A BIG PART OF ADDED TO INCLUDE THEOLOGIES PLAYED AROUND, I THOUGHT THAT MIGHT BE AN APPROPRIATE SPOT FOR US TO PICK. SO JUST BE THINKING ABOUT. IT'S NOT SOMETHING WE'RE GONNA DECIDE NOW. SOMETHING I WANTED TO TALK ABOUT. IF THIS BOARD WAS WILLING TO MAKE THAT COMMITMENT TO DO A CLEAN UP FOUR TIMES A YEAR. AND PICK A SPOT AND DO THAT THAT WOULD SET A GOOD EXAMPLE. PROGRAM. I'D LIKE TO DO THAT. I CONCUR. ALSO IN THE CEMETERY TO WRITE SPOKE WITH JASON HER NAME THIS QUITE A BIT, AND HE'S TRYING TO PUT TOGETHER A PROGRAM CALLED AT LAST. IT'S STILL IN ITS INFANCY, BUT IT WOULD BE WORKING WITH HIGHSCHOOL STUDENTS KIND OF LIKE A MENTOR PROGRAM. NOT SURE THERE'D BE AN INTEREST. BUT IF HE HAS ANY STUDENTS THAT MIGHT BE INTERESTED IN LOCAL GOVERNMENT. I TOLD HIM THAT I WAS INTERESTED IN ENTERING ONE OF THOSE FOLKS THAT THEY WERE INTERESTED IN LOCAL GOVERNMENT, GIVING THEM A CHANCE TO HEAR THEY PROBABLY TO COME TO OUR MEETINGS IF THEY'RE IN SCHOOL, BUT I COULD GO OVER THE AGENDA BEFORE AND AFTER OVER THE VIDEO WITH THEM. AND GET THEM TO UNDERSTAND HOW YOU KNOW BOARDS, COMMISSIONS WORK, AND I MADE SURE THAT JASON KNEW OF ALL THE BOARDS THAT WE HAD IN THE CITY BECAUSE HE WAS QUITE AWARE THAT WE HAD THAT MANY, BUT HE'S JUST LOOKING TO GET THIS PROGRAM STARTED TO TRY TO GIVE THESE KIDS. AN IDEA OF WHAT OUT WHAT ALWAYS OUT THERE THAT THEY MAY NOT HAVE PREVIOUSLY BEEN EXPOSED TO. SO I THINK THAT'S ALL I HAVE TO SAY. SO PAUL CITY MCKINNEY. GOOD MORNING, MADAM CHAIR. MADAM PRESIDENT MEMBERS ABOARD PAUL GRIMES, CITY MANAGER. A COUPLE ITEMS TO SHARE WITH YOU. I THOUGHT IT WAS INTERESTING. YOU'RE JUST BECAUSE DAY HOPEFULLY, THE NEXT ONE WILL BE THE ONE WORD ANSWER DAY BECAUSE OF THREE TEENAGE BOYS AND ONE WORD ANSWERS. THAT'S NEW RIGOR RIGHT IN THEIR CRIMES HOUSEHOLDS. NO AND USUALLY THE ANSWER IS GOOD TODAY. GOOD. UH HOW WAS PRACTICE GOOD. ANYWAY I DIGRESS.

SO FEW ITEMS TO UPDATE YOU ON. SO THE US CENSUS IS CONTINUING TO PRESS AHEAD. THE THERE WAS A LITTLE BIT OF DISCUSSION. YOU SAW SOME NEWS HEADLINES ABOUT THE DATES WERE SHORTENED. THE TIMELINE WAS SHORTENED AND I WANTTO PROVIDE SOME CLARIFICATION ON THAT. THIS IS DRIVEN BY THE U. S CENSUS BUREAU. BUT. THE ORIGINAL CENSUS DEADLINE FOR THE NUMERATOR. THOSE WHO ARE OUT NOW COLLECTING DATA FROM THE HOMES THAT'S TRYING TO FILL IN THE GAPS FOR THE INFORMATION THAT WAS NOT PROVIDED THROUGH THE ONLINE RESPONSES. AND MCKINNEY DID VERY WELL. WE WERE 70% STATEWIDE 58% SO WE HAVE DONE VERY WELL WITH THE ENUMERATORS ARE OUT NOW KNOCKING ON DOORS GETTING THE INFORMATION INTERVIEWING HOUSEHOLDS. TRYING TO GET THAT NUMBER UP. AND THEN THE REST IS GENERALLY FILLED BY STATISTICAL SAMPLING METHODS THAT ARE DONE THROUGH THE U. S CENSUS BUREAU, BUT, UH, THE ORIGINAL DEADLINE WAS AUGUST 31ST ON THEN WITH KOBE. THEY EXTENDED IT TWO MONTHS TO OCTOBER. 31ST. THEN THEY REDUCE THAT TO SEPTEMBER 30TH. SO IT'S STILL AN EXTENSION, BUT IT'S NOT AS LONG AS IT WAS GOING TO BE SO I JUST WANT TO PROVIDE SOME CLARIFICATION THERE. PRESSING AHEAD. MCKINNEY IS DOING VERY WELL. ON DH. THEY ARE WORKING HARD. IT'S A FASCINATING THING TO WATCH BECAUSE IT'S ONLY DONE, YOU KNOW, EVERY 10 YEARS IT'S PROVIDED FOR REQUIRED BY THE U. S CONSTITUTION. YOU HAVE TO REMIND. HAVE TO REMIND THE HOUSEHOLDS OF THIS WHEN THEY DON'T WANT TO COOPERATE SO WELL, YOU KNOW, THIS IS PART OF OUR CONSTITUTIONAL DUTIES TO DO

[00:10:04]

THESE THINGS. SO ANYWAY, GOOD STUFF, AND I KNOW OUR COMMUNITY DEVELOPMENT ARE HOUSING COMMUNITY ELEMENT DEPARTMENT'S BEEN TAKEN A LEAD IN THAT IN OUR COMMUNICATIONS FOLKS AS WELL, GETTING THE MESSAGE OUT. SO THE ANNUAL BUDGET WAS PRESENTED ON THE 14TH OUR ANNUAL BUDGET WORKSHOP. AND WE HAVE PROPOSED A NO NEW REVENUE BUDGET. THAT'S 100 $59 MILLION GENERAL FUND. $641 MILLION TOTAL BUDGET TOTAL BUDGET. BASICALLY IS YOUR GENERAL FUND WHICH ARE YOUR TYPICAL YOUR OPERATING COSTS. OUR OPERATING BUDGET. THEN YOU HAVE YOUR OTHER FUNDS YOUR WATER FUN. YOUR CAPITAL IMPROVEMENT PLAN PROGRAM AND THE OTHER ENTERPRISE FUNDS, SO THAT ALL COMPRISES 2 641 MILLION. IT'S SO IT'S A PRETTY MODEST INCREASE IN THE GENERAL FUND. OUR TAX RATE IS FLAT. WE HAVE NO NEW REVENUE. I SHOULD SAY OUR TAX RATE IS ACTUALLY COMING DOWN THE LEVEE. THIS FLAT IS NO NEW REVENUE RATE. UH MEANING THAT THE LEVY IMPOSED ON EXISTING TAXPAYERS DOESN'T GO UP IT ALL IT'S FLAT. ON DEN NU NU PROPERTY TAXES DO GO ON THE TAX ROLLS, SO THAT'S NOT WHAT A PENALIZED FOR THAT WE GET THOSE BUT THE TAX LEVY ITSELF. IS NO NEW REVENUE RATE. THAT'S A WORD OF ART. THAT'S A TERM OF ART ADOPTED BY THE LEGISLATURE WITH THE LAST LEGISLATIVE SESSION WHEN THEY PLACE THE 3.5% PROPERTY TAX CAP ON COMMUNITIES. THEY CHANGED EFFECTIVE RATE TO KNOW NEW REVENUE RATE. SO. A LOT OF WORDS TO SOME SUMMARIZE OUR RATE IS ACTUALLY COMING DOWN FROM 0.5156 POINT, 508. SO ABOUT 8/10 OF A CENT A ZOO RESULT OF HAVING THAT NO NO NEW REVENUE RATE. SO. THAT IS IN PLAY. THE CITY COUNCIL WILL MEET NEXT TUESDAY FOR THE FIRST PUBLIC HEARING ON SEPTEMBER 1ST. THEY'RE REQUIRED TO BUDGET HEARINGS. THEY WILL HAVE A SECOND PUBLIC HEARING ON SEPTEMBER 15TH. AND THAT IS THE NIGHT THAT THEY PLAN TO ADOPT THE BUDGET. AND THEN FINALLY, I WOULD JUST SAY THAT THE COUNTY HAS ADOPTED A $15 MILLION THEY'VE APPROVED $15 MILLION FOR SMALL BUSINESS CARES ACT FUNDING FUNDING FOR SMALL BUSINESS ASSISTANCE SIMILAR TO WHAT THE CITY MCKINNEY DID, AND OTHER CITIES AND COLLIN COUNTY DID. THE COUNTY'S NOW MAKING SOME MONEY AVAILABLE COUNTYWIDE. THAT $15 MILLION GONNA BE COUNTY WIDE. IT'S GONNA INCLUDE UNINCORPORATED AREAS AS WELL AS INCORPORATED.

SO THOSE IN THE KENNEDY EVEN THOUGH WE HAD OUR OWN PROGRAM CAN STILL APPLY. THEY JUST CAN'T GET MORE THAN 20. IF THEY'VE ALREADY GOTTEN FUNDING, THEY CAN'T GET MORE THAN $25,000 TOTAL FUNDING. WHICH WAS OUR WOMEN ANYWAY, SO THAT'S GOOD NEWS THAT KEPT THE COUNTY'S GOING TO PROVIDE THAT AND SOME OF OUR UNINCORPORATED AREAS, E T. J BUSINESSES WILL HAPPY ELIGIBLE FOR THOSE WHERE THEY WEREN'T BEFORE. I WILL STAND FOR ANY QUESTIONS. WHY DO YOU WANT TO THINK THE COUNTY COMMISSIONERS AND JUDGE HILL FOR PUTTING THAT FORWARD? THEY LET ME SPEAK ONE OF THEIR MEETINGS WHEN THEY STARTED TO DISCUSS THIS AND THINK IT'S BEEN REALLY IMPORTANT, AND THEY'VE DONE A GOOD JOB AND KIND OF PRESSING THROUGH IT AND GETTING IT DONE AND. THEY'RE WORKING WITH THE GROUP THAT DID LIE. THAT'S RIGHT. GREAT POINT.

THEY'RE GONNA WORK WITH PIGGY BACK THAT THEY'RE ABLE TO, YOU KNOW, GET IT. GET IT UP AND RUNNING. I THINK APPLICATIONS OPEN SEPTEMBER 4TH. NO, THAT'S REALLY IMPORTANT FOR OUR OTHER SMALL BUSINESSES THAT HAVE KIND OF BEEN. UNABLE TO GET ANY OTHER KIND OF OFFENDING BECAUSE THEY GET TURNED DOWN FROM THE CITIES BECAUSE THEY'RE NOT ACTUALLY IN A CITY SO. THANK YOU. OKAY. THANK YOU VERY MUCH. KENNY VISIT MCKINNEY. SHE IS. I COULDN'T SEE HER. DIDN'T SEE YOU OVER THERE, PLAYING AND THANK YOU SO MUCH FOR THAT CHANGE WOULD SPEAK TO YOU GUYS TODAY, SO WE'VE GOT OUR SALES STAFF HAS BEEN REALLY BUSY TO TRY TO GET WORK GROUPS TO COME STILL. THEY'RE WORKING THIS LISTS EVERY DAY. WEDDINGS ARE STILL PICKING UP, WHICH IS GREAT NEWS. I'M A LOT OF THEM ARE RESCHEDULING TO 2021. BUT WE HAVE HAD A FEW THAT VENICE HAS BEEN WORKING WITH WHO ARE GOING TO BE HERE. AND MCKINNIE STILL AND GETTING HOTEL ROOMS, SO WE'D LOVE THAT. A CZ FARAS. JULY GOES FOR MEDIA. WE GOT REALLY LUCKY AND THE YELLOW TEXAS CREW THAT HAD COME HERE AND THEN THEY AIRED A SHOW IN JUNE HAD AN EXTRA PIECE ON GOODIES TEXAS THAT THE AIRED IN JULY SO THAT. HELPED TO BOOST OUR NUMBERS. SO WE HAD ABOUT $526,000 IN FREE PUBLICITY LAST MONTHS, WHICH IS GREAT, BUT THE BOARD APPROVED OUR STRATEGIC PLAN AT OUR MEETING ON TUESDAY. SO THAT'S IN PLACE NOW COURSE THAT HAD TO BE ISSUE. GUYS NOW HAD TO BE CHANGED CONSIDERABLY TO FIT EVERYTHING IN FOR TWO SHIFTS, UM, ADVERTISING TO DIGITAL AND THINGS LIKE THAT. THE LUCKY 13. I WON'T STEAL AMY'S THUNDER, BUT I WANT TO THANK OUR BOARD MEMBERS. CONNIE GIBSON INVINCIBLE. DITTO FOR TAKING PART IN THAT. WE HAVE SOME INFLUENCERS COMING IN. ON LABOR DAY WEEKEND, A WOMAN AND HAS GOT A BIG FOLLOWING AND HER ONE OF HER BEST FRIENDS IS COMING IN ANOTHER BLOGGER COMING IN WITH HER ONE DAY AND THEN HER HUSBAND WILL BE WITH HER FOR THE OTHER TWO DAYS. UM, AS FAR AS VISITORS AGO. WE ARE

[00:15:01]

STILL GETTING VISITORS IN THE VISITOR CENTER. WE ARE CLOSE TO THE PUBLIC EARLY IN THE MORNING AND THEN LATER IN THE AFTERNOON WORLD WE ARE OPEN TO THE PUBLIC FROM 10 A.M. TO 3 P.M. AND LAST MONTH WE HAD 150. VISITORS THAT WE COULD CLOCK WHICH IS ABOUT A THIRD OF WHAT WE USUALLY DO.

HALF A THIRD OF WHAT WE USUALLY DO, BUT WE'VE PUT A NEW IPAD IN THE VISITOR CENTRE NOW WHERE PEOPLE CAN LOG IN, AND WE WIPED IT DOWN, AND IT'S A LOT. MORE SANITARY THAN THE PAPER AND PAN THAT WE USED TO USE FOR THEM TO LOG IN. SO THAT'S REALLY GOOD. AND ONE MORE THING IF YOU GUYS COULD BE LOOKING FOR INFORMATION ON THE PATRIOT'S DAY 9 11 PRESENTATION. THEY'RE STILL GOING TO BE DOING THAT THAT ACTIVITY THAT EVENT. IT'S GOING TO BE A WALKTHROUGH EVENT, AND IT LOOKS LIKE IT'S GOING TO BE REALLY, REALLY SOMETHING. I DON'T HAVE ALL THE DETAILS ON A BIT BE LOOKING FOR PROBABLY THE BEST PLACE TO FIND THAT IT'S GOING TO BE ON FACEBOOK. THEY'LL HAVE AN EVENT. ON FACEBOOK, SO ANYONE HAVE ANY QUESTIONS? THANK YOU SO MUCH. ANY ECONOMIC DEVELOPMENT CORPORATION. IT'S ATTACHED. THE MAIN STREET IMPACT. TAKE THIS OFF HERE, SO GOOD MORNING, AMY ROSENTHAL, MCKINNEY MAIN STREET, MCKINNEY PERFORMING ARTS CENTER AND, YES, SPECIAL. THANK YOU, TEO JACKING TO MARRY FOR LUCKY 13.

THAT WAS A LOT OF FUN, WASN'T IT? YES, HARD. IT WAS SO HARD. IT WAS TOUGH DECISIONS, AND IT WAS ACTUALLY A LOT OF TIME TO VOLUNTEERED FROM ALL OF THE BOARDS IN COMMISSIONS WITH OUR PARTNER GROUPS WITH THIS. MCKINNEY AND THE CHAMBER AND MCKINNEY MAIN STREET, BUT. BUT WE HAD A REALLY GREAT TIME WE WERE ABLE TO DISTRIBUTE $13,000 THISS WAS MONEY THAT WE RAISE THROUGH THE T SHIRTS AND THEN LUCKY TRANSFORMATION CENTER CAME IN A SMALL BUSINESS AND MCKINNEY CAME IN AND GAVE AN EXTRA $2000 SO. A LOT OF FUN, AND WE REALLY APPRECIATE THE COLLABORATION SO HELPING THAT MAYBE WE COULD DO THAT AGAIN SOMETIME, SO. WE HAVE BEEN BUSY AND DOWNTOWN. WE'RE NOT ABLETO HAVE OUR SHOWS AN IMPACT LIKE WE TRADITIONALLY DO OUR SUMMER CONCERT SERIES, BUT WE'VE HAD A REALLY FANTASTIC DRIVE IN CONCERT. A SIRI'S OVER THE COTTON MILL AND WITH TOPS BREWERY, SO MR GLUE HAS BEEN IN ATTENDANCE. IT'S BEEN SOLD OUT.

WE HAVE HAD GREAT SUCCESS WITH IT, BUT IT IS LIKE A HUGE MOVING THE CIRCUS INTO A FIELD.

I MEAN, IT'S A PRETTY BIG PRODUCTION. S SO WE HAVE ANOTHER ONE NEXT FRIDAY. CODY, CANADA. TERRIFIC IN SO SEPTEMBER. WE ALSO HAVE OUR MARGHERITA WALK RESCHEDULED FROM JULY. THIS IS IN PARTNERSHIP WITH SPG HOSPITALITY. WE'RE NOT ABLETO HAVE KIND OF A BIG BLOW OUT BASH IS IN DOWNTOWN, BUT. THEY HAVE FIGURED OUT A WAY TO REALLY ENGAGE PEOPLE GET HIM INTO BUSINESSES, AND WE'RE REALLY EXCITED ABOUT OUR PARTNERSHIP WITH THE SIP AND SERVE STROLL. SIRI'S. ON SEPTEMBER 21ST WE GET HER BOX WE GET OUR BETTER BLOCK IN A BOX. SO THAT COMES ON SEPTEMBER 21ST WILL BE DELIVERED TO DOWNTOWN. SO COOL. I CAN'T WAIT FOR YOU GUYS TO SEE IT. IT'S UH IT'S REALLY GONNA BE FUN. WE'RE STILL WORKING ON SOME WAYS TO GET IT ACTIVATED, BUT IT WILL BE IN MCKINNEY STARTING SEPTEMBER. 21ST. WE ALSO ARE MODIFYING TAKING THIS DRIVING CONCEPT MOVIE OR THE DRIVING CONCERT CONCEPT IN KIND OF ADDING AN OCTOBERFEST SPAN ON SEPTEMBER 26. WE HAVE PARKED OVER FAST. WITH A BRAVE COMBO, AND THEY'LL BE KIND OF A STEIN HOLDING AND CAKE TAPPING. WE'RE STILL KIND OF PUTTING TOGETHER THE DETAILS, BUT THAT SEPTEMBER 26 ANYBODY HAVE A PROBLEM WITH THE DRUNK DRIVING ASPECT OF THAT. WELL, NO, I MEAN, WE'RE WAY ALWAYS AIR, ENCOURAGING, ENCOURAGING RESPONSIBLE CONSUMPTION AND. YES. SO WE'LL MAKE SURE WHAT WHAT? ELIZA THEY'RE PART. YES NO, BUT IN DESIGNATED DRIVERS DESIGNATED DRIVERS. SO WE CONTINUE A LITTLE OCTOBERFEST FUN WITH SPG AGAIN ON OCTOBER 3RD AND THE FOURTH WITH A AN OCTOBER BEER WALK IN DOWNTOWN ON AND THEN THE MCKINNEY ONE AND MUSIC. I DON'T KNOW IF ANDREW'S GOING TO TALK ABOUT THAT A LITTLE BIT A SWELL THEY'RE BRINGING THAT THEY'RE MODIFYING THAT FOR ANOTHER DOWNTOWN TYPE OF EXPERIENCE. SO SOMETHING REALLY COOL HAPPENED YESTERDAY. THE MONARCHS OF MCKINNEY WERE INSTALLED, SO THIS WAS A PROJECT FROM TEXAS COMMISSION ON THE ARTS, THE MCKINNEY ARTS COMMISSION. THERE ARE EIGHT BUTTERFLIES ALL THROUGHOUT THE DISTRICT, JAKAYA BRUNEL FROM FROM MY TEAM REALLY WORKED HARD ON THIS PROJECT. CAN'T WAIT FOR YOU TO SEE HIM SO NETS. THAT'S ABOUT ALL I HAVE. I JUST WANT A COMMENT FOR EVERYBODY ABOUT THE DRIVE IN THIS THING I TOLD YOU ABOUT, TOO. IT WAS. I HOPE YOU DO THESE NEXT SUMMER. HONESTLY,

[00:20:06]

I DON'T KNOW HOW HOW YOU WERE IN TERMS OF THE PROFITABILITY OF THEM, BUT. WHAT THEY HAVE AFFORDED THE WAY THAT EVERYBODY'S SET UP THESE CARS ON THE STAGE AND THE MUSIC. AND CAR AFTER CAR THEY WOULD HAVE FAMILIES COME AND THEY BRING PICNIC TABLES AND CHAIRS AND IT WAS LIKE ALMOST LIKE A MASSIVE TAILGATING A SAFE TAILGATING. EXPERIENCE WITH GREAT MUSIC WAS BETTER TAILGATING BECAUSE HE'S ACTUALLY MUSIC GOING ON, BUT THEY HAD LIKE THEIR OWN FOOD AND EVERYTHING. IT WAS REALLY, REALLY GOOD. AND I'M JUST REALLY HAPPY. I MANAGED TO GET A TICKET FOR THREE OF THESE THINGS. BUT I'M NOT. I'M A GROUPIE, IS YOU? NO. BUT. JUST WONDERFUL, WONDERFUL EFFORT. YOU GUYS DO AND I HOPE YOU SOMEHOW DO IT NEXT SUMMER. I DON'T. IT'S BEEN A LOT OF FUN. I'VE HEARD THAT FROM OTHER PEOPLE IS WELL TOO, SO WE'LL SEE. WE'LL SEE. I MEAN, WE LOVE TO HAVE OUR SHOWS IN THE THEATER. ABSOLUTELY BUT THIS IS THIS HAS BEEN A REALLY GREAT WAY TO CONTINUE PROGRAMMING. SO TERRIFIC, OKAY? THANK YOU.

THANK YOU SO MUCH. CAN YOU PARKS AND RECREATION? MORNING. RYAN BONES, MCKINNEY PARKS, RECREATION FILLING IN FOR PARKS RECREATION DIRECTOR MICHAEL KOWSKI. SO IN MY PREVIOUS POSITION WITH THE CITY I WAS AQUATIC SUPERVISOR AND I USED TO SUPERVISE A BUNCH OF IT'S A TEENAGER'S SUMMER AND I ALWAYS STARTED OFF EVERY SUMMER ORIENTATION WITH IT'S GOING TO BE THE BEST SUMMER EVER BEST SUMMER EVER. THIS MAY HAVE TESTED THAT BEST SUMMER EVER THIS PAST SUMMER, SO IT WAS CHALLENGING, BUT I THINK IT WAS A GOOD CHALLENGE. IT'S GOOD TO KIND OF SHAKE US UP A LITTLE BIT, AND ALLOW US TIME TO ADAPT. YOU KNOW THE WORLD OF ONLINE VIRTUAL PROGRAMMING WAS COMING ABOUT. AND WE DECIDED THAT WE KIND OF HAD TO DO IT. WE'VE BEEN SOMEWHAT SUCCESSFUL WITH IT. WE'RE STILL TRYING TO REINVENT OURSELVES AND STAY ENGAGED WITH PUBLIC. WE'VE REOPENED OUR FACILITIES. BUT AS YOU KNOW, THE CAPACITY IS LOWER AND THE ATTENDANCE IS ABOUT LOWER. STILL TRYING TO FIND WAYS TO REACH OUT AND MAKE SURE THAT WE'RE CAPTURING. THOSE ARE PARTICIPANTS AND OUR PATRON TO MAKE SURE THAT WE'RE STILL SAYING ENGAGE WITH THEM ARE VIRTUAL SOCIAL DANCE NIGHTS WITH SPECIAL NEEDS POPULATION, WHICH WAS. ANAK TIVE ITY THAT WE HAD AT THE RECREATION CENTRE OF TOWN LAKE IN PERSON, OF COURSE AND WIN COVERT HAPPENED. WE TOOK IT ON MINE, AND WE'VE HAD A GREAT VIRTUAL SUCCESS WITH THAT PROGRAM. YOU KNOW, WE STARTED UP SWIM LESSONS AGAIN. BUT THIS TIME WE'VE REQUIRED THE PARENTS TO GET INTO THE WATER WITH HIM. STAFF LIKED IT BECAUSE IT HELPED ON DISCIPLINE, YOU KNOW, TEENAGERS TRYING TO DISCIPLINE YOUNGER KIDS WAS ALWAYS A LITTLE DIFFICULT THERE BY HAVING THE PARENTS IN THE WATER WITH THEM AND HAVING THEM DO IT. PARENTS GOT A TASTE OF WHAT IT WAS LIKE, BUT ALSO THE INSTRUCTORS ENJOYED WORKING. WITH A PARENT SO. SMALLER CLASSES AND EVERYTHING WAS JUST ON A SMALLER SCALE THIS YEAR. WE ARE CURRENTLY WORKING WITH OR PART DEVELOPMENT ON REMODELING A REFRESHING EIGHT OF OUR EXISTING PARKS. IF YOU'RE AWARE OF THOSE THEY ARE WATLEY NORTH PARK PARK. MARY WILL CRAIG RANDALL'S WINFORD W. B, FENI AND FALCON CREEK. LOT OF THIS IS REPLACING THE AGING PLAYGROUND EQUIPMENT THERE THAT'S COMING ON 20 YEARS OLD OR SO. SO IT'S NICE TO GIVE THESE FRESH LOOK. SOME OF THEM ARE GETTING A MASTER PLAN SOME MORE LARGER PARK, SO WE'RE.

REDEFINING WHAT THOSE PARKS WERE, IT'S JUST IN THE MASTER PLANNING STAGES RIGHT NOW.

WE'VE ACCEPTED SOME PUBLIC AND PUT ON A LOT OF ON ALL OF THEM TO KIND OF HELP. THE RESIDENTS DECIDE WHAT THEY WANT TO SEE IN THE PARK. SO. TYPICAL PROCESS WE DO WE'RE BUILDING A NEW PART. BUT THIS IS KIND OF A NEW FIRST WHEN HAVING A COMPLETE REFRESH OVEN OLDER PARK, SO WE'RE EXCITED ABOUT THAT RUSH OFF. WE'RE LOOKING AT PUTTING IN NEW RESTROOM FACILITIES THERE. THE AGING RESTROOMS THERE. I BELIEVE. THOSE ARE FROM THE 19 85 OR SO WHEN THAT PARK WENT IN, SO WE'RE LOOKING TO REFRESHING THAT AS WELL, MAKING A LITTLE DIFFERENT, OF COURSE, STILL HAVE TO GET IT OUT OF THE FLOOD PLAIN BECAUSE OUR SHELF PARK IS IN A FLOODPLAIN IN THOSE SOCCER FIELDS TURNED INTO SWIMMING POOLS, SOMETIMES THROUGHOUT THE YEARS. WE GOT OUR BUS IN WHICH WE'RE GETTING IT ACTUALLY GETTING IT BACK. WE HAD TO SEND IT BACK TO THE COMPANY TO TOW FIX A FEW THINGS ON IT. WE WENT WITH A VERY MODEST RAP OR ADVERTISEMENTS ON IT THIS TIME BECAUSE WE'RE WORKING WITH MEDICATION OF MARKETING TO COME UP WITH A BETTER OVERALL MARKETING PLAN FOR PARKS, IMMIGRATION, WE JUST HAVE PARKS, RECREATION AND THE EMPTY DC INFORMATION ON THE SIDE OF IT. SO WE'RE EXCITED, ACTUALLY GET THAT IN. EXCITED TO KIND OF GO NOWHERE. I'M NOT SURE WE'RE GONNA GET TO GO WITH IT OR HOW IT'S GONNA LOOK, BUT RELEASED. HAVE IT. WE'LL GO LOOK AT IT IN THE PARKING LOT. OUR FALL, RIGHT GUIDES AIR OUT. WE WENT JUST ONLINE THIS TIME SO WE COULD MODIFY THEM QUICKLY, AS OPPOSED TO PRINTING. THOUSANDS OF THEM, PUTTING THEM OUT IN PEOPLE'S HOMES, AND THEN LOOK AT INFORMATION THAT WE'VE EITHER HAD TO CANCEL OR MODIFY. SO WE'VE ALREADY HEADED ONLINE FOR AA FEW WEEKS NOW. WE'VE MODIFIED IT HEAVILY SINCE THEN. SO. STILL TRYING TO FIND OUR WAY IN THIS COVE ED WORLD, BUT I THINK WE'RE STARTING TO HIT OUR STRIDE A LITTLE BIT AND PEOPLE ARE STARTING TO RELAX A LITTLE BIT MORE, COME OUT TO SOME OUR FACILITIES. BUT THAT

[00:25:05]

ALSO STAND FOR ANY QUESTIONS AND TO RESPECT OUR CITY MANAGER. ONE WORD ANSWERS. DID I DESCRIBE? ADOPT A SPOT CORRECTLY. YES, IT IS SOMETHING KIND OF NOTHING NEW TO US.

WE'VE HAD IT FOR A WHILE, BUT IT WAS BORN OUT OF THE STORM WATER MANAGEMENT PROGRAM. AND WE'VE KIND OF PARTNER WITH HIM ON IT, SO THEY'VE KIND OF TAKING THE LEAD ON IT. THEY'VE HAD IT FOR MULTIPLE YEARS. WE'VE PIGGYBACKED ON THAT. I BELIEVE THAT SOME INFORMATION WAS SENT THAT HAS ALL THE LIST OF PARTS THAT ARE CURRENTLY ADOPTED. OF COURSE WE CAN. HAVE PLENTY OF PARKS OUT THERE FOR PEOPLE TO NOT THINK BONNIE WINK WOULD BE. IT WOULD BE A GREAT CHOICE FOR THIS BOARD. OUT, FORGOT SEEING MR GLUE. HERE WE LOOKED AT SOME KIOSKS DIGITAL CHAOS THIS PAST TUESDAY, WE HAD TEKTRONIX COME ALL THE WAY DOWN FROM BELIEVING IN SOUTH DAKOTA.

MOTHER DOWN HERE TO SHOW US WHEN IT WASN'T EXACTLY WHAT WE'RE LOOKING FOR, IS A GREAT PRODUCT, BUT IT WAS A LITTLE MORE WASEL BETTER FROM AFAR THAN IT WAS UP CLOSE FOR THE KIOSK WE NEED. WE NEED A NEW IMAGE. THAT'S THAT'S GREAT WITHIN A COUPLE OF FAITH, AND THESE WERE. THESE WERE PIXELATED WHEN EUROPE A LITTLE CLOSE TO THEM, OF COURSE WHEN YOU'RE OUT FURTHER AWAY, SO WOULD BE MORE OF A MARKETING SIGNED SOMETHING ON THE ROAD TO THE GOVERNMENT'S MONEY, CONSIDERING THOSE GUYS FOR THE MINE UNIT SIGN. I BELIEVE THAT'S PART OF WHAT WE'RE CONSIDERING. YES, IT'S DAKTRONICS SCREEN THAT'S INSIDE THERE. MY CHILDREN. GO TO PROSPER. ARISE. D AND I'VE ACTUALLY SEEN THAT NOTICED IT ON SOME OF THE SCHOOLS THERE THAT IT'S A TECHTRONIC SCREEN AND SOME OF THEM I'M NOT SURE ABOUT MCCAIN. X FOR INVOLVING ME AND THAT. I APPRECIATE IT'S GREAT. IT'S A GREAT PROCESS.

YOU KNOW, IT'S SORT OF NEW TECHNOLOGY. IF YOU REMEMBER THEY WERE TALKING ABOUT THE SOUTH LAKE KIOSK AND THAT. THAT OUR TEXAS HEAT, IT SEEMS OVER HEAT A LOT, SO WE'RE TRYING TO FIGURE OUT EITHER WAY TO COOL IT BETTER BECAUSE WE DON'T WANT A PRODUCT OUT THERE. THAT JUST DOESN'T WORK IN THIS ENVIRONMENT. Q. MOVING ON ITEM 200733 PRESIDENTS REPORT THANK

[President’s Report]

YOU. CHAIRMAN AND MEMBERS OF THE BOARD A COUPLE OF THINGS. THIS MONTH. FIRST OF ALL, I WANT TO CONGRATULATE JACKIE, RICK, ANGIE AND CATHERINE ON REAPPOINTMENT. TIO M. C. D C FOR ANOTHER TWO YEAR TERM, SO EXCITED ABOUT THE OPPORTUNITY TO CONTINUE OUR WORK. UM.

RECOUNTED TO PROVIDE RECAP ON THE COVETED GRANT SMALL BUSINESS GRANT PROGRAM. WE WRAPPED IT UP AT THE END OF JULY. AND DISTRIBUTED JUST UNDER $500,000. THERE WERE 413 RECIPIENTS THAT INCLUDED 352 SMALL BUSINESSES AND 61 HOME BASED BUSINESSES. AND AS A PART OF THIS PROGRAM, WE HAD SUPPORT FROM ACROSS THE CITY CITY MANAGER'S OFFICE FINANCE DEVELOPMENT SERVICES, IMPACT AND VISIT MCKINNEY AND JUST WANT TO SAY THANKS TO THOSE FOLKS WHO HELPED US BUT ALSO THANKS TO THEIR MANAGERS. WHO LET THEM TAKE TIME. TIO SUPPORT THIS PROGRAM SO EXCITED ABOUT GETTING THAT WRAPPED UP. THANKS TO JACKIE MARY FOR PARTICIPATING IN LUCKY 13, WHICH YOU HEARD ABOUT. UM. LINDA LEFT SEVERAL PROMOTIONAL ITEMS FOR YOU ALL THIS MORNING. THEY'RE SUNSCREEN THAT THAT WILL BE DISTRIBUTED AT EVENTS THAT M. C D. C IS SUPPORTING IN THE FALL UP THROUGH THE LACROSSE TOURNAMENT IN NOVEMBER. AND THEN THIS NIFTY LITTLE THING IS TO COVER UP THE CAMERA ON YOUR LAPTOP. SO WHEN YOU'RE FINISHED WITH YOUR SAME MEETINGS, ANYONE TO ESCAPE THE PRYING EYES OF WHOMEVER. YOU CAN PUT THAT EVERYTHING THE CAMERA ON YOUR LAPTOP OR YOUR COMPUTER. THE THING THAT THAT I THINK IS REALLY IMPORTANT ABOUT THIS IS THE PACKAGING ON IT ACTUALLY PROVIDES AN OPPORTUNITY, TIO. TELL OUR STORY SHARE OUR MESSAGING ABOUT THE IMPORTANCE OF BY LOCAL AND WHAT IT MEANS TO THE COMMUNITY. SO TAKE A LOOK AT THOSE THINGS. ONE OF SAY, THANKS TO PARKS AND REC. THEY'VE DONE A REALLY GREAT JOB OF INCORPORATING THE IT'S MY MCKINNEY MESSAGING INTO PROJECTS THAT ARE UNDERWAY AND ALSO ADVERTISING. THAT PARKS IS DOING SO THANK YOU BECAUSE IT HELPS US EXTEND COMMUNICATE THE MESSAGE THAT'S IMPORTANT TO THIS ORGANIZATION. AND THEN THE LAST THING ATTACHED TO THE AGENDA WHERE SEVERAL REPORTS TAKE A LOOK AT THOSE LINDA'S ALWAYS IS DOING A GREAT JOB ON SOCIAL MEDIA. AND CHESTON SQUARE COMPLETED THEIR PROJECT.

A NUMBER OF THIE. FACILITIES, A CHEST AND I JUSTIN'S, WHERE HAVE BEEN IMPROVED THROUGH GRANT FUNDS FROM CDC. BUT THE REPORT, I THINK DID A REALLY GREAT JOB OF CONVEYING THROUGH PICTURES BEFORE AND AFTERS AND YOU CAN SEE WHAT A DIFFERENCE IT'S MADE. TWO. TO THAT

[00:30:02]

HISTORIC VILLAGE. AND THAT'S ALL I HAVE. I'M HAPPY TO ANSWER ANY QUESTIONS. YES THANK YOU.

CHESTNUTS WHERE THEY ALWAYS DO A GOOD JOB OF PROVIDING PICTURES THAT SHOW BEFORE AND AFTER THAT WE CAN REALLY DEAL WITH WHAT'S GOING ON OUT THERE. OKAY, MOVING ON TO THE REGULAR

[Consider/Discuss/Act on a Request from SBG Hospitality to Amend Promotional and Community Event Grant (PC20-18) for Reallocation of Funds in the Amount of $3,000 for Advertising, Marketing and Promotion of the McKinney Oktober Bier Walk.]

AGENDA. ITEMS OUT OF 200734 CONSIDER DISCUSS ACT ON THE REQUEST FROM SPG HOSPITALITY TO A MAN PROMOTIONAL AND COMMUNITY EVENT GRANT PC 20-18 FOR REALLOCATION OF FENCE IN THE AMOUNT OF $3000 FOR ADVERTISING, MARKETING AND PROMOTION OF THE MCKINNEY OCTOBER YOUR WALK.

MEET BRIEFLY MENTIONED. ANYONE HAS ANY QUESTIONS? OR WE JUST NEED TO. PUT TO ACCEPT AMENDED REQUEST. THINK WHAT THIS ALLOWS THEM TO DO IS USE SOME OF THE PROMOTIONAL GRANT FUNDS AWARDED TO PROMOTE THAT OCTOBER FEST RELATED ACTIVITY, SO THEY'RE SEEKING PERMISSION, TIO. TO SUPPORT NOT JUST THE WINE WALK, WHICH IS NOW TAKING PLACE DOWNTOWN, BUT ALSO THE OCTOBER FEST RELATED EVENT. AND ANDREWS HERE FROM SPG, IF ANYBODY HAS QUESTIONS. WE ORIGINALLY GRANTED THESE FUNDS FOR WHICH OF THEM KENNY WINE AND MUSIC. TESTABLE. I GUESS I'D LIKE TO JUST HEAR WHAT IT'S LIKE. I MEAN, JUST TO EXPLAIN. JUST EXPLAIN HOW THAT'LL GO. SO THE DIFFERENT FORMAT OF THE MCCAIN YOU WANT MUSIC, WALK ANOTHER BEER WALK, THOUGH THE BEER WALK WILL BE. VERY SIMILAR TO THE FORMAT OF THE WALKS THAT WE'VE BEEN DOING UP TO THIS POINT IN DOWNTOWN MERCHANTS WILL HAVE DIFFERENT BEER SAMPLES TO GIVE OUT TO PATRONS. THERE'LL BE DIFFERENT SPOTS FOR EVERYBODY CHECK IN THE CHECKING TIMES WILL BE STAGGERED THROUGHOUT THE DAY TO KEEP EVERYBODY APART WHILE THEY CHECK IN AND WHILE THEY PARTICIPATE IN THE WALK.

I'LL HAVE DIFFERENT GERMAN ENTERTAINMENT AROUND THE SQUARE FOR PEOPLE TO LISTEN TO, AS THEY GO AROUND TO DIFFERENT MERCHANTS AND PARTICIPATE IN THE WALK AS WELL AS GERMAN FOOD.

TRADITIONAL. EVERYBODY WOULD BE ENCOURAGED TO WHERE THERE. NO LEADER HOESEN AND DIRNDL, SO TO MAKE IT FUN, BUT WHILE KEEPING EVERYBODY SAFELY SOCIALLY DISTANCED. SO ARE YOU STILL DOING THE MCKINNEY WINE MUSIC FESTIVAL, BUT YOU'VE TURNED THAT INTO A WIDE WALK. CORRECT? WE SO WE'VE KIND OF RENAMED IT THE MCKINNEY WINE AND MUSIC WALK TO BE DOWNTOWN IN A VERY SIMILAR FORMAT TO WHAT WE'VE BEEN DOING TOE WHERE NOBODY IS GATHERING IN. LARGE CROWDS KIND OF STAGGERED CHECK IN TIMES THROUGHOUT THE DAY, SPREAD OUT AT DIFFERENT TECH AND LOW CARRY LOCATIONS AROUND THE SQUARE. TO KEEP PEOPLE YOU KNOW, SO WE'LL HAVE MUSIC SET UP. WE'LL HAVE A VENDOR MARKET SET UP. YOU KNOW WHERE THE VENDORS WILL BE SPREAD OUT, SPACED OUT OVER AT MITCHELL PARK. BUT BASICALLY TO KEEP PEOPLE TOO, WHERE YOU KNOW THE KIND OF THE FESTIVAL FOR MATTER WHAT WE'RE DOING STILL ISN'T UM, YOU KNOW, AT THIS POINT SAFE TO MOVE FORWARD, WHICH IS WHY WE KIND OF SHIFTED GEARS. TO THIS FORMAT SO EVERYBODY WOULD BE SPREAD OUT.

THAT'S FINE, BUT I WOULD I WOULD APPRECIATE THAT. ITEM 200735 CONSIDER DISCUSS
