[CALL TO ORDER]

TUESDAY, SEPTEMBER 1ST YEAR, 2020 IT IS 305 IN THE AFTERNOON. WE'RE IN COUNCIL CHAMBERS OF 2 22, NORTH TENNESSEE ST. WE, UH. HAVE OUR FIRST ITEM ON THE AGENDA IS PUBLIC COMMENTS ON AGENDA ITEMS. I DO NOT SHOW ANYBODY HAS FILLED OUT. A CARD TO SPEAK, SO WE WILL MOVE ON.

TO DISCUSS REGULAR MEETING AGENDA ITEMS. IS THERE ANYONE ON COUNCIL THAT HAS ANY QUESTIONS? ON THE AGENDA. FOR STAFF. IF NOT, WE WILL JUMP RIGHT INTO OUR WORK SESSION.

[2019 Impact Fee Update - Information Series Presentation #2]

ITEM. 190010 M SIX 2019 IMPACT THE UPDATE. AND FOR ARNOLD, HOW ARE YOU? I'M GOOD. THANK YOU, MR MAYOR. JENNIFER ARNOLD, DIRECTOR OF PLANNING WE WERE IN FRONT OF THE COUNCIL A COUPLE OF WEEKS AGO WITH OUR FIRST IMPACT FEET. UPDATE ON WHAT WE'RE CALLING OUR INFO SERIES FOR YOU ALL AND WE'RE AS PROMISED BACK WITH AN EXCITING AROUND TOO. I'LL BE JOINED TONIGHT WITH AARON BLOCKS THEM TO TAG TEAM A LITTLE BIT ON THE PRESENTATION. WITH THAT I WILL JUST JUMP RIGHT IN SO A CZ. YOU ALL KNOW WE'RE IN THE MIDDLE OF A FIVE YEAR IMPACT THE UPDATE AND WE ARE TO A STAGE WHERE WE'RE PREPARING TO DETERMINE WHAT THESE NEW FEES MIGHT BE.

AS PART OF THAT WE WERE IN FRONT OF YOU COUPLE OF WEEKS AGO TO GIVE SOME HIGH LEVEL OVERVIEW OF WHAT IMPACT FEES ARE GLOBALLY HOW THEY IMPACT THE CITY'S BUDGET, THE DEVELOPMENT COMMUNITY AND OUR RESIDENTS AT LARGE. TODAY. WE'RE GOING TO DRILL DOWN JUST A LITTLE BIT MORE INTO SOME TECHNICAL INFORMATION ABOUT THIS YEAR'S IMPACT THE UPDATE PROCESS AS I ALWAYS SAY UPDATING OUR IMPACT FEES IS A THREE STEP PROCESS FIRST IS HOW DO WE THINK WE'RE GOING TO GROW? SECOND PAGE IS OUR C I P, WHICH IS WHAT'S THE INFRASTRUCTURE WE NEED TO SUPPORT THAT GROSS AND HOW MUCH DOES IT COST? AND THEN FINALLY, WHAT FEES ARE WE ACTUALLY GOING TO CHARGE? AND SO AS WE'RE TALKING ABOUT THAT C I P AND HOW MUCH WE THINK WE'RE GOING TO GROW. THE PURE CALCULATION WITH THE HELP OF OUR OUTSIDE CONSULTANTS IN THE GROWTH THAT WE THINK WE'RE GOING, TIO SEE OVER THE NEXT 10 YEARS. IS ABOUT $564 MILLION WORTH OF ANTICIPATED. NEW ROADWAY NEED S O. THAT IS A PURE MATHEMATICAL FUNCTION OF NEW GROWTH. RHODES. HOW MUCH DO THEY COST? BUT WHAT STATE LAW DOES IS IT TELLS US HEY CITY. WE KNOW THAT THAT'S HOW MUCH HOW MUCH CONSTRUCTION ROAD ARE KIND OF CONSTRUCTION COSTS. YOU'RE GONNA HAVE TO BUILD ANTICIPATED NEW ROADS. BUT YOU CAN'T RECOVER ALL OF THOSE COSTS VIA IMPACT FEES. YOU CAN ONLY RECOVER A CERTAIN AMOUNT OF THAT. AND IN THIS IMPACT, THE UPDATE STATE LAWS SAID WE CAN RECOVER ABOUT $302 MILLION WORTH OF ANTICIPATED.

CONSTRUCTION COSTS FOR NEW GROWTH AND ROADWAYS. UM AND THAT IS TIO ACCOUNT FOR THINGS LIKE CERTAIN ROAD NEEDS THAT WE MIGHT HAVE OVER THE NEXT 10 YEARS ARE TO ABSORB EXISTING DEFICIENCIES ON ROADWAYS. THOSE ARE NOT IMPACT. BE ELIGIBLE. SOME OF THESE NEW DEVELOPMENTS THAT WE'RE GOING TO SEE IN THE CITY. YOU'RE GOING TO GENERATE TAX REVENUES AND DOLLARS THAT ARE GOING TO SUPPORT THE CITY'S BUDGET, SO THEY GET A CREDIT FOR THAT. IT'S A STATE LAW SAYS EVEN THOUGH YOU MAY HAVE $564 MILLION OF PROJECTED NEED, YOU CAN ONLY RECOVER ABOUT $302 MILLION WORTH OF THAT. AND WHEN YOU CAN'T HEAR HIS COMEBACK IN THE NEXT COUPLE OF WEEKS, WE'RE GOING TO TALK ABOUT A MAXIMUM ACCESSIBLE IMPACT FEE. THAT WE CAN CHARGE AND THAT IS REALLY BASED OFF OF THIS $302 MILLION NUMBER. HOWEVER, WHEN WE SIT DOWN AND LOOK AT GROWTH IN MCKINNEY AND MCKINNEY IS A DEVELOPMENT PARTNER IN THAT NEW GROWTH. WE ALSO RECOGNIZE THAT SOME OF THAT NEW CONSTRUCTION IS GOING TO BE SOMETHING THAT THE CITY WILL LIKELY HELP SUPPORT THROUGH OUR PUBLIC. INFRASTRUCTURE PROJECTS ARE CIA PROGRAM. SO EVEN THOUGH STATE LAW SAYS WE CAN RECOVER ABOUT $302 MILLION BY THE LETTER OF THE LAW, WE ACTUALLY SAT DOWN INTERNALLY AND SAID. WE KNOW THAT'S WHAT WE CAN RECOVER. NOW. WHAT DO WE ACTUALLY THINK WE MIGHT BUILD OVER THE NEXT 10 YEARS ON THE CITY'S SIDE OF THINGS? SO THIS IS PUBLIC PROJECTS THAT THE CITY WOULD FUND ON ITS OWN DIME? IF YOU WILL. AND WHAT WE FOUND BY THAT IS INSTEAD OF THE $302 MILLION AT STATE LAW ALLOWS US TO RECAPTURE OR TO RECOVER WHERE WE'RE REALLY THINK WE'RE GOING TO END UP SPENDING MONEY IS ABOUT 300 MILLION, SO. WE'VE CALLED THIS ARE ADJUSTED RECOVERABLE COST. IT'S NOT A STATE LAW MANDATE. IT'S NOT ANYTHING THAT'S ROOTED IN ANY KIND OF MATHEMATICAL SCIENCE. MORE SO THAN IT IS. STAFF GOING THROUGH THE PROJECT LIST FROM OR THE IMPACT THE UPDATE DETERMINING WHICH ROADWAYS WE THINK THE CITY MAY ACTUALLY BUILD ON ITS OWN DIME VERSUS THE PROJECTS. WE THINK THE

[00:05:01]

DEVELOPMENT COMMUNITY WILL LIKELY BUILD. AS PART OF THEIR DEVELOPMENT PROJECTS AS WELL.

AND SO WHEN WE'RE LOOKING ABOUT AT A RECOVERABLE COST THAT 163 MILLION IS REALLY WHAT WE'RE HOPING TO HELP SUPPLEMENT. IN THE CITY'S BUDGET THROUGH IMPACT FEES. DO WE THINK THAT THE CITY NEEDS TO RECOVER THAT FULL 163 MILLION OR EVEN THAT FULL $302 MILLION RECOVERABLE COSTS? PROBABLY NOT. BECAUSE WE DO KNOW THAT THE CITY IS A PARTNER IN SUPPORTING GROWTH AND DEVELOPMENT, SO SOME OF THAT COST IS GOING TO BE COVERED BY THE CITY. BUT IF IMPACT FEES CAN HELP SUPPLEMENT SOME OF THAT COST. THAT'S THAT'S HELPFUL TO CITY TAXPAYERS. IT'S HELPFUL TO THE CITY BUDGET. IT'S HELPFUL TO STRETCH THE DOLLARS THAT WE DO HAVE IN THESE PUBLICLY FUNDED ROADWAYS. AND SO THAT IS REALLY THE FOUNDATION OF THE FEE RECOMMENDATIONS THAT YOU'RE GOING TO SEE FROM US IN OUR NEXT SESSION WITH YOU, AS RELATES TO ROADWAYS. SO THERE'S A COUPLE OF WAYS THAT WE CAN LOOK AT. MODIFYING OUR EXISTING IMPACT FEES. ONE WOULD OBVIOUSLY BE TO KEEP HER IMPACT USED TO SAY WE COULD CHOOSE TO KEEP RATES FLAT AT THEIR CURRENT STATE IF WE WERE TO DO THAT, WE WOULD EXPECT TO SEE ABOUT $80 MILLION WORTH OF POTENTIAL. REVENUES FROM IMPACT FEES ON DH. THAT COULD BE OK.

WHAT WE'VE DONE IN YEARS PAST AND THIS IS WHAT WE'RE GOING TO RECOMMEND AGAIN THIS YEAR IS TO LOOK AT INCREASING IMPACT FEES IN ALIGNMENT WITH CHANGES IN THE MARKET. SO WE'RE GOING TO BE LOOKING AT THINGS LIKE THE INFLATION RATE AND THE CONSTRUCTION, CONSTRUCTION COST INDICES AND I WILL NEVER SAY THAT CORRECTLY, BY THE WAY, I ALWAYS GET MY TIME TWISTED CONSTRUCTION COST INDICES INCREASES AS WELL AND THAT REALLY HELPS TO JUST ENSURE THAT. WHAT? WE ARE ACTUALLY TRYING TO RECOVER AN IMPACT FEES ARE CONSISTENT WITH WHAT WE'RE SEEING TODAY AND AS A RESULT IN THIS IMPACT THE UPDATE IF WE WERE TO FOLLOW IN THAT SAME. VEIN OF INCREASING BASED ON THOSE RATE INCREASES, WE COULD LOOK TO CAPTURE ABOUT $90 MILLION WORTH OF ROADWAY IMPACT FEES FROM NEW GROWTH. AND SO THAT IS THE RECOMMENDATION THAT STAFF'S GONNA BE BRINGING FORWARD TO THE COUNCIL. THIS IS LOOKING AT IMPACT FEES IN TOTALITY OR LET ME CLARIFY. JUST LOOKING AT ROADWAY IMPACT FEES IN TOTALITY, UH, WHEN WE COME BACK TO YOU IN OUR NEXT SESSION, WE'RE ACTUALLY GOING TO BREAK THIS OUT. WE HAVE MULTIPLE SERVICE AREAS IN THE CITY OF MCKINNEY. IMPACT FEES ARE BASED ON A SERVICE AREA AND THE LAND USE SO WE'RE GOING TO COME BACK WITH A BUNCH OF SISTER CITY COMPARISONS IF WE WERE TO INCREASE RATES BASED ON THIS CONSTRUCTION COST INCREASE.

GOING TO SHOW YOU EXACTLY WHAT THAT WOULD MEAN FOR SOMEBODY WHO'S BUILDING A SINGLE FAMILY NEIGHBORHOOD, OR PERHAPS A RETAIL DEVELOPMENT OR INDUSTRIAL DEVELOPMENT, AND WE'RE GOING TO COMPARE THAT TO WHAT THEY MIGHT PAY. IN FRISCO, WHERE PROSPER ALAN OR SOME OTHER COMPARABLE CITIES. SO FOR NOW, WHAT WE WANTED TO PRESENT TO THE COUNCIL SORT OF THIS BACK BONE AND RATIONALE FOR THOSE INCREASES THAT THAT YOU'RE GOING TO SEE A SUGGEST AND LOOKING INTO MORE DETAIL NEXT TIME. WHEN WE DO COME BACK NEXT TIME WE RECOGNIZED THAT THERE MAY BE SOME ADDITIONAL THRESHOLDS OR CALIBRATIONS THAT WE MAY NEED TO CONSIDER BASED ON WHAT THOSE FEES LOOK LIKE, AND WE DO WANT TO HAVE THAT CONVERSATION WITH YOU FOR SURE.

BUT TONIGHT WE REALLY WANTED TO BE ABLE TO GIVE YOU A SORT OF A DIP INTO OUR BRAIN. AS WE START LOOKING AT WHAT AR FI RECOMMENDATIONS FROM A STAFF PERSPECTIVE MIGHT LOOK LIKE ON.

I BELIEVE THAT'S THE LAST SLIDE. HOW CAN YOU CAN YOU GO BACK? SHE'LL AND ASK YOU SOME QUESTIONS? ABSOLUTELY FIRST OF ALL, I LOVE THE PRESENTATION. I LOVE YOUR PACE. VERY GOOD. I JUST WANT TO SEE IF I UNDERSTOOD IT, OKAY? GO BACK TO THE PREVIOUS, SO 564 IS THE NUMBER WHERE Y'ALL HAVE PUT YOU'VE LOOKED AT MCKINNEY IN THE NEXT 10 YEARS. IT'S OKAY.

THIS IS WHAT IT'S GOING TO COST. TO DO TO BUILD THE ROADS THAT WE'RE GOING TO NEED AND TO FIX THE ROADS WHEN WE'RE GOING TO NEED CORRECT BOTH OF THEM IN ESSENCE, YES, OKAY, AND THAT THE 302 NUMBER IS. WHAT BY LAW, WEAKEN CHARGE IN RECOVERABLE. THESE FOR IMPACT FACE THE IMPACT THAT'S CORRECT. AND THEN ON DOWN, I SEE THE CURRENT RATE IF WE DIDN'T CHANGE ITS ONLY 78 MILLION, AND THEN JUST. COMING AGAIN. WHAT? THE 1 63 WAS ABSOLUTELY SO 1 63 IS SITTING DOWN IS THE STAFF SO WELL IF I COULD BACK UP REAL QUICKLY THAT ROADWAY IMPROVEMENT COST THAT $564 MILLION IT ACTUALLY IS LOOKING AT ROAD SEGMENT BY ROAD SEGMENT. WHAT WE THINK WE'RE GOING TO NEED SO I BELIEVE YOU HAVE A DRAFT OF THAT ROADWAY IMPROVEMENT PLAN IN YOUR PACKET, AND YOU'RE GOING TO SEE WHOLE APPENDIX OF ROADWAY SEGMENTS AND EXPECTED COSTS, SO THAT'S WHAT. INCLUDED IN THAT PACKET, AND WE ACTUALLY IS A STAFF WINTER AND SAID, OK, STATE LAW SAYS WE THINK WE'RE GOING TO HAVE $302 MILLION WORTH OF THESE PROJECTS. LET'S GO THROUGH EACH ONE OF THOSE PROJECTS IN EACH SERVICE AREA OF MCKINNEY. AND ACTUALLY SAY,

[00:10:03]

DO WE REALLY THINK THAT THIS IS GOING TO BE NECESSARY IN THE NEXT 10 YEARS? AND IF IT IS NECESSARY? DO WE THINK THAT THE CITY WOULD GO OUT AND BUILD IT? BECAUSE IF THE CITY IS GOING TO BUILD IT, AND THAT'S SOMETHING THAT WE MAY WANT TO TRY AND RECOVER AND IMPACT FEES. IF WE THINK THAT THE PRIVATE DEVELOPMENT COMMUNITY IS GOING TO BUILD THAT AS PART OF THEIR PRIVATE DEVELOPMENT REQUIREMENT. THEY'RE GOING TO FUND THAT THROUGH THEIR OWN CONTRIBUTION BY BUILDING THE ROAD OR PAYING THEIR IMPACT FEE. SO LET'S NOT TRY AND RECAPTURE THAT AMOUNT SO THAT ONE SHIP THAT BRINGS UP A POINT. SO IF SOMEBODY'S BUILDING SOMETHING OUT IN. NOT NORTHWEST MCKINNEY. THOSE IMPACT FEES CANNOT BE USED FOR EAST MCKINNEY. THAT'S CORRECT. THEY MUST STAY WITHIN THAT SERVICE AREA. OKAY, OKAY.

NOTHING. I THINK THAT WAS IT. OKAY. GOOD QUESTIONS. THANK YOU. AND I KIND OF SKIPPED AHEAD IN MY CONVERSATION ON DIDN'T LET MY PRESENTATION FOLLOWED. SO AS WE'RE LOOKING AT POTENTIAL NEW RATES FOR IMPACT FEES. WE IDENTIFIED FOUR POTENTIAL WAYS THAT WE COULD LOOK AT MODIFYING OUR FEES. ONE WOULD OBVIOUSLY BE TO KEEP THEM THE SAME. NUMBER TWO WOULD BE TO INCREASE THEM BASED ON THAT CONSTRUCTION COST INCREASE OR THE RATE OF INFLATION. THREE WOULD BE TO TRY AND RECAPTURE THAT FULL. 163 AMOUNT. AND FOUR WOULD BE TO TRY AND RECAPTURE THAT FULL RECOVERABLE COST, WHICH IS THAT 302 AMOUNT WE HAVE. EXCUSE ME HAVE IMMEDIATELY DETERMINED THAT CHARGING THEM ACCESSIBLE FEE ISN'T LIKELY REASONABLE FOR A NUMBER OF REASONS, ONE BECAUSE WE DO KNOW THAT THE CITY PROBABLY WOULDN'T GO OUT AND BUILD $302 MILLION WORTH OF. INFRASTRUCTURE ON ITS OWN PUBLIC DIME. ONDA ALSO TO CHARGE THEM ACCESSIBLE FEE, WE WOULD BE VERY FAR OUT OF WHACK IF YOU WILL, WITH COMPARABLE FEES TO OUR SISTER CITIES, AND WE WE'VE HEARD THAT THROUGH A LOT OF OUR DEVELOPMENT INTERACTIONS JUST IN OUR INTERACTIONS AS A STAFF THAT KEEPING OUR FEES AS IN LINE AS WE CAN WITH OUR SISTER CITIES. GIVEN THAT WE ARE STILL ALL MARKET COMPETITORS IS AN IMPORTANT THING. SO THAT MAX ACCESSIBLE FEE WOULD PUT US VERY FAR ON THE OTHER END OF THAT SPECTRUM ON DH. SO WHAT WE'RE LOOKING AT IS THAT OPTION NUMBER TWO, WHICH IS A MODEST INCREASE IN FEES TO HELP KEEP US IN LINE WITH THE RATE OF INFLATION AND CONSTRUCTION COST INCREASES. ABOVE ACROSS THE BOARD ON DH THAT WOULD ALLOW FOR SORT OF THE FEES TO MOVE IN LINE WITH THE MARKET ALLOW US TO RECOVER AND SUPPLEMENT THAT POTENTIAL $163 MILLION THAT WE THINK. THE CITY IS LIKELY TO FIND OVER THE NEXT 10 YEARS AND SO AGAIN WHEN WE COME BACK IN A FEW WEEKS, WE'RE GOING TO ACTUALLY BREAK THAT DOWN FOR YOU. SO YOU CAN SEE WHAT THAT ACTUAL IMPACT IS FOR A DEVELOPMENT. YOU ARE A MEMBER OF OUR DEVELOPMENT COMMUNITY.

AND SO WITH THAT, I'M GONNA ASK IF THERE ARE ANY OTHER QUESTIONS RELATED TO THE ROADWAY IMPACT THESE. SO ARE YOU SUGGESTING THAT IF WE. COLLECTED THE MAXIMUM RECOVERABLE COST. THAT WILL PUT US AHEAD OF THE PACT AND SOMEHOW. MAYBE SLOW OUR GROWTH.

I THINK IT COULD CERTAINLY HAVE AN IMPACT ON OUR GROWTH RATE. IF YOU KNOW IMPACT FEES, AND I THINK MEMBERS OF DEVELOPMENT COMMUNITY COULD PROBABLY SPEAK A LOT BETTER TO THIS THAN I COULD, BUT I THINK BY AND LARGE IMPACT, PLEASE DON'T ALWAYS MAKE OR BREAK A PRIVATE DEVELOPMENT DEAL. BUT IF THEY ARE ASTRONOMICALLY DISPROPORTIONATE TO THE AREA THAT THEY'RE IN. THEY COULD HAVE AN IMPACT ON THAT. SO I DEFINITELY THINK WE WENT THAT MAX ACCESSIBLE ROUTE IT COULD POTENTIALLY SLOW GROWTH. THANK YOU. ALL RIGHT. OKAY, SO I WAS HERE TO TALK ABOUT ROADWAY IMPACT FEES. AARON IS GOING TO COME UP NOW IT'S PART OF OUR IMPACT. THE UPDATE. WE'RE LOOKING AT ROADWAYS AND UTILITIES UTILITY IS THE SAME.

BUT THERE ARE SOME DISTINCTIONS THAT HE'S GOING TO WALK THROUGH WITH YOU ALL AND THEN GIVE YOU SOME INSIGHT ON TO OUR NEXT STEPS AND WHAT'S TO COME. WHAT ONE COULD QUESTION IN YOUR CALCULATION. SO YOU'RE MEASURING THE FOOTAGE OF THE ROAD AND THEN AND THEN YOU PUT A COST PER FOOT TYPE OF OK IF IT'S. IF IT'S $20,000 PER FOOT, AND IT'S THAT TIMES, SO THAT'S HOW YOU CALCULATE ALL THESE NUMBERS. CORRECT? ABSOLUTELY AND THEN THEN IT'S MORE EXPENSIVE. TWO. REFURBISH A ROAD, TEAR IT UP AND THEN PUT IT PUT A NEW ONE DOWN. IS THAT OR IS IT JUST THE SAME COST THAT YOU JUST USED THE SAME FIGURE WHETHER YOU'RE TEARING IT UP AND FIXING IT OR WHETHER IT'S BRAND NEW? I BELIEVE IN OUR KIM LEE HORN IS HERE AND THEY MAY BE ABLE TO JUST MAY BE ABLE TO ANSWER THAT QUESTION BETTER THAN I CAN. BUT MY UNDERSTANDING IS THAT IT'S A PURE COSTS, WHETHER YOU HAVE TO TEAR IT OUT. AND REBUILD IT.

[00:15:01]

THAT'S ALL FOLDED INTO THAT ESTIMATE NUMBER. JEFF WHITAKER IS BEEN OUR PRIME CONSULTED WITH KIM LEE HORN ON THAT ASPECT OF THINGS. GOOD AFTERNOON TO EXTENT THAT'S CORRECT. WE DO. THERE'S A DIFFERENCE, WIDENING AND RECONSTRUCTION WITH ROAD NEEDS TO BE RECONSTRUCTED. WE ASSUME THAT RIPPING UP ON RECONSTRUCTING IT, BUT IF IT'S A CONCRETE ROAD, THAT'S WHY WE ONLY USE THE NEW LINES THAT ARE BEING WIDENED. BUT EACH PROJECT WE LOOK AT SPECIFIC FACTORS ON THAT ROADWAY INTO GENERIC. IT'S A GENERAL ASSESSMENT, BUT IT'S SPECIFIC TO THAT ROADWAY. OKAY? LIKE YOU. ALL GOOD QUESTIONS, AND I KNOW THAT WHEN WE'RE BACK IN A FEW WEEKS TO DIG INTO THIS EVEN MORE, YOU'LL HAVE MORE. BUT THANK YOU FOR YOUR TIME ON THE ROADWAY SIDE. NOW YOU'RE GOING TO GET SOME SUN ON WATER AND WASTEWATER. AFTERNOON. YOU GUYS GOT UNDER THERE? SO I GET TO WALK THROUGH UTILITY IMPACT FEES WITH YOU GUYS. SO SIMILAR TO WHAT WE DO WITH THE ROADWAY IMPACT FEES. WE DO THE SAME THING WITH THE UTILITY IMPACT FEES, WHICH IS YOUR WATER AND WASTEWATER. SO HERE YOU KIND OF SEE THE SIMPLE. ROADWAY ARE SORRY. ROADWAY UTILITY IMPROVEMENT PLANS FOR BOTH WATER AND WASTEWATER, AND YOU CAN SEE THE GROWTH. IT IS THERE THAT NEEDS TO BE DONE, OF COURSE, JUST LIKE WITH THE ROADWAY PROJECTS. ALL OF THESE HAPPEN ASSOCIATED COSTS WITH THEM. SO THERE LAID OUT IN THE REPORT THAT'S INCLUDED IN YOUR PACKET AS WELL. SO THE BIG DIFFERENCE BETWEEN ROADWAY UTILITY AND ROADWAY AND UTILITY IMPROVEMENT PLANTS IS THAT WE ONLY HAVE ONE SERVICE AREA FOR ALL OF YOUR UTILITY IMPROVEMENT PLANS, SO THERE'S NO DIFFERENCE WHETHER YOU'RE IN THE WEST SIDE OR THE EAST SIDE OR THE NORTH OF THE SOUTH. ALL THE SAME ONE IMPACT OR ONE SERVICE AREA.

AARON WHAT ARE WE LOOKING AT THERE? I HAD NO IDEA. IT JUST LOOKS LIKE A MAP. I CAN'T READ ANY OF THE BOXES AND I DON'T KNOW WHAT WE'RE LOOKING AT. YES. SO THIS THIS IS ALL THE WATER LINES AND WASTE WATER LINES, DEPENDING ON THE MAP, SO. WHAT? WHAT ARE THE BLUE ONES OR THE BLACK CELLS? THE RED ONES? AND IT'S PROBABLY HARD TO SEE AND THAT'S WHY IT'S JUST KIND OF AH, GENERAL THING. RED I DON'T REMEMBER EXACTLY BUT ANYTHING THAT SHONE IN COLOR IS BASICALLY A WIDENING OR A NEW CONSTRUCTION. ANYTHING THAT'S KIND OF LISTED IN BLACK. THOSE THERE ARE EXISTING LINES THAT DON'T HAVE ANY IMPROVEMENTS NEEDED TO THEM. SO YOU KIND OF SEE THE DIFFERENCE BETWEEN THE COLORS OF WHERE A WIDENING OR AN EXPANSION. OF A SEWER LINE OR A WATER LINE NEEDS TO BE BASED ON THIS. THIS IS THIS IS THE MASTER PLANS FOR THE WASTE WATER AND WATER IMPROVING PLANS FOR THE CITY. SO THAT'S WHAT YOU SEE THERE. ONE POINT THAT I DO ARE ONE ITEM THAT I DO WANT TO POINT OUT. WE'RE GOING TO SPEAK TO THIS AND A LITTLE BIT.

THERE IS A YELLOW LINE. LET ME SEE IF I CAN ANNOTATED. RIGHT KIND OF THROUGH HERE. YOU CAN KIND OF SEE IN THERE. THAT IS THE NORTH TEXAS MUNICIPAL WATER DISTRICT'S NEW SANITARY SEWER LINE THAT THEY'RE GOING TO BE PUTTING IN. WE'LL TALK ABOUT THAT A LITTLE BIT MORE, BUT THAT IS ON HERE. AND SO I JUST WANTED TO MAKE EVERYONE AWARE OF THAT POINT. SO. AS I SAID, SINCE IT'S ONE, OF THE SERVICE AREA, IT'S A LOT EASIER TO DIG IN AND SHOW YOU THE EXACT FEES RIGHT NOW. KIND OF WHAT WE HAVE. SO HERE YOU SEE TWO DIFFERENT TABLES. THE TOP TABLE IS OUR WATER IMPACT FEE. COMPARISON YOU CAN KIND OF SEE THE. IMPACT FEED RATE FOR WHAT WE CHARGE IN 2013 ON AND WHAT IT IS IN 2019. IT'S ABOUT A 35% INCREASE. THIS IS TYPICAL FOR KIND OF WHAT WE SEE IN THE WATER ARENA. BASED ON YEARS PASSED, NOTHING'S CHANGED FOR US WITH THIS. THIS IS EXACTLY THE SAME. WE CONTINUE TO, YOU KNOW, KIND OF RECOMMEND THAT SAME FULL AMOUNT IS WHAT WE'VE CHARGED IN THE PAST. SO EVERYTHING'S KIND OF SIMPLE THERE. WHAT HAS CHANGED FORCES THE WASTEWATER IMPACT FEE AND I'M SURE YOU GUYS KIND OF NOTICED A SIGNIFICANT JUMP IN THE NUMBERS. THEY'RE GOING FROM 1 62 TO ABOUT THREE. YOU KNOW, $2,903,000. SO A LOT OF THAT COST. AS YOU CAN KIND OF SEE, WE'VE KIND OF BROKEN IT DOWN.

DISASSOCIATED OR ATTRIBUTABLE TO THE NORTH TEXAS MUNICIPAL WATER DISTRICT. SOME OF THE THINGS THAT WE'VE NOTICED KIND OF IN THE AREAS THAT OTHER PEOPLE ARE CHARGING THIS BUT A COUPLE OF POINTS THAT I WANTTO. BRING OUT WITH THAT IS THAT WE'VE ALWAYS BEEN ABLE TO CHARGE THIS IMPACT FEE. HOWEVER, WE'VE NEVER HAD THE DATA THE INFORMATION. THIS IS SOMETHING THAT RECENTLY NORTH TEXAS HAS BEEN ABLE TO PROVIDE FOR THE CITIES. THAT KIND OF SHOW THEM. WHAT THEIR CEO COSTS FOR THE FUTURE ARMY. SO THE BIG TO DO BIG TICKET ITEMS. THEY'RE

[00:20:01]

THEY'RE NEW TREATMENT PLANT FACILITY THAT'S GOING IN JUST ABOVE NEW HOPE, AND THEN THAT WASTE WATER AND WATER LINE. AND SO AS YOU, YOU SEE THAT KIND OF BROKEN DOWN HERE, SO, LIKE I SAID, WE'VE ALWAYS BEEN ABLE TO DO THIS IS SOMETHING THAT WE JUST FINALLY HAVE THE DATA TO INCLUDE THIS TIME. SO THE SECOND POINT IS, UM, THESE COSTS HAVE ALWAYS BEEN THERE FOR THE CITY OF MCKINNEY. THEY TYPICALLY YOU JUST SEE THEM WRAPPED UP INTO YOUR WATER BILLS. CITY MCKINNEY RESIDENTS PAY THESE BILLS, WHICH INCLUDES NOT ONLY THE WATER USAGE RATE WITH ANY OF THEIR CAPITAL IMPROVEMENT PLAN. CAPITAL IMPROVEMENT PLANS A CZ WELL, AND SO THIS IS SOMETHING THAT YOU TYPICALLY SEE THE RESIDENTS PAY IN THEIR THEIR WATER BUDGET. BUT THIS YEAR A CZ PART OF THIS AND WHAT WE'VE SEEN KIND OF A NORTH TEXAS WITH A FEW DIFFERENT CITIES TRYING TO CHARGE THESE. COLLEYVILLE IS ONE THAT ACTUALLY HAS IMPLEMENTED AND STARTED TO CHARGE THIS, UM, IS THAT WE'VE DECIDED TIO TRY AND INCLUDE THIS AS PART OF THE. WASTEWATER IMPACT FEE BUDGET THIS YEAR. SO A CZ WE MOVE FORWARD WAY WE'RE GOING TO TAKE A LOOK AT THIS IN GREATER DETAIL IN ASSOCIATION WITH OUR SISTER CITIES, YOU KNOW, SIMILAR TO THE ROADWAY IMPROVEMENT. THE ROADWAY IMPACT FEES AND TRY AND MAKE SURE THAT WE'RE IN LINE AND SO YOU KIND OF SEE HAS COME BACK WITH A DIFFERENT MODIFICATION, DEPENDING ON WHAT IT IS. IT COULD BE THE FULL AMOUNT. COULD BE A PORTION OF THAT AMOUNT, BUT YOU'LL SEE A DIFFERENT NUMBER COMING BACK FOR THAT. SO WITH THAT. NO PAUSE. SEE IF YOU GUYS HAVE ANY QUESTIONS. IT'S A DEVELOPER. I HATE THAT NUMBER AS THE MAYOR. I APPRECIATE THAT NUMBER. SO YOUR YOUR SON? YOU'RE TALKING ABOUT A HUGE INCREASE IN THE WASTE WATER.

ONE OF THE OTHER SISTER CITIES CHARGE RIGHT NOW. WE JUST WAY UNDER? WERE ACTUALLY WAY UNDERWEAR ON THE LOWER END OF WHAT CITIES CHARGE IN NORTH TEXAS. BECAUSE THE 19 NUMBER THAT'S WHAT WE CHARGE LAST YEAR CORRECT. THE 2013 NUMBER OF THE 2019 NUMBER. WE'VE ALREADY CHARGED THAT CORRECT. NO, NO, THIS IS PART OF THE UPDATE SO THAT THE NUMBERS JUST WHY DON'T WE PUT 2020 BECAUSE WE HAVEN'T CHARGED. IT'S ALL PART OF THE 2019 UPDATE. SO WE JUST. USE THAT NUMBER FOR REVERENCE. YEAH. SO. SO EXPLAIN. WHEN DOES THAT FEED? DO WHAT? WHAT? WHAT? WHAT'S A THREE? YOU KNOW, THREE FORCE METER. SO AS A DEVELOPER, EXPLAIN HOW SO IF I WANT TO PUT IN A BUNCH OF HOUSES, DO I PUT THAT IN FOR EACH HOUSE OR IS THAT. FOR A ONE DEVELOPMENT.

WHEN IS THAT? WHAT WHAT AM I CHARGED THAT THIEF OR? YES, SO EVERY TIME THAT YOU INSTALL A METER IN EACH DEVELOPMENT HAS A METER, SO THAT SINGLE FAMILY HOME. EACH SINGLE FAMILY HOME AS A METER, AND THEY TYPICALLY ARE ABOUT THE THREE FORCE METER IS TYPICALLY WHAT THEY. THEY CHARGE OR WHAT THEY BUILD 3/4 ONE INCH AND SO THEY EACH HAVE THEIR OWN RATE. BUT THAT'S TYPICALLY WHAT HAPPENS IF YOU BUILDING SOMETHING BIGGER AND YOU HAVE TO INSTALL A LARGER METER. WHICH YOU KNOW A COMMERCIAL BUILDING WEARING. THERE'S A MULTIPLIER THAT GOES INTO EFFECT. THAT KIND OF EXPANDS THAT NUMBER UP TO WHAT IT'S EQUIVALENT WOULD BE OF A THREE FORCE METER. KIND OF SHOW THE COST COMPARISON BETWEEN THOSE TWO SO THAT'S HOW THEY DO THAT. MISS IF I MIGHT JUST REMINDED THE COUNCIL I BELIEVE WE DID DISCUSS THIS ITEM. HIS INTRODUCTORY FASHION ABOUT A YEAR AGO, WE TALKED ABOUT IMPACT FEES FOR UTILITIES, AND THE DISCUSSION AT THE TIME WAS WOW. WE'RE REALLY UNDER CHARGING. AND WHY AREN'T WE GETTING MAUR? IF I RECALL? CAN YOU REFRESH THEIR MEMORY ON THAT? YEAH I REMEMBER THE EXACT DATE. I'M NOT GONNA ASK YOU FOR THE DATA. I GOOD BECAUSE I DON'T HAVE THE DATE. SO BUT, YES, THERE WAS CONVERSATION ABOUT THAT AND WE DID SHOW AND A LOT OF PEOPLE WERE A LITTLE SURPRISE THAT OUR NUMBERS ARE SO LOW. YES, SIR. CAN YOU EXPLAIN BECAUSE YOU HAD MENTIONED THAT? CUSTOMER. SEE THIS ON THEIR WATER BILL. SO WHAT IS THE DIFFERENCE BETWEEN A CUSTOMER SEEING THIS ON THEIR WATER BILL VERSUS A DEVELOPER PAYING THIS FEAT? YOU HAD MENTIONED THAT. YES. SO WHAT WE COULD DO WITH THIS IS WHAT YOU'D SEE IS KIND OF, AND I DON'T KNOW EXACTLY HOW IT WOULD IMPACT THE RATES, BUT YOU WOULD EITHER SEE KIND OF AH, RAPE EITHER MAINTAIN WHAT IT IS OR SLIGHTLY GO UP. THEN THE REST OF THE PORTION THAT THEY WOULD TYPICALLY SEE THAT WOULD ACTUALLY RAISE THEIR RATES THAT WOULD ACTUALLY BE PAID BY THE DEVELOPMENT COMMUNITY. AND SO IT'S JUST KIND OF TRANSFERENCE BETWEEN. WHAT WOULD BE CHARGED ONE PERSON TO BEING SWITCHED TO THE DEVELOPMENT. I DIDN'T UNDERSTAND WHAT YOU JUST SAID.

[00:25:01]

BECAUSE ARE YOU SAYING THAT 2028 99. FOR AN EXISTENCE. IT DOESN'T AFFECT EXISTING HOMES.

CORRECT. BUT IF YOU BUILD ONE. IT'S GOING TO AFFECT THAT HOME. SOME SOMEBODY'S GOING TO PAY THE 2800 CORRECT. CORRECT. ARE YOU SAYING IT COULD BE THE HOMEOWNER IN INCREASE IN FEES? YOU KNOW, SO. THE CIA COST IS ACTUALLY SOMETHING NEW. AND SO TYPICALLY, CITIES PAY. THIS IS PART OF THEIR PORTION THAT. NORTH TEXAS CHARGES US EVERY YEAR, RIGHT THEY CHARGES. HOW MUCH FOR THE WATER THAT WE USE IN ANY CAPITAL IMPROVEMENTS. AND SO THE CITY GETS A BILL EVERY YEAR. THAT SAYS, HEY, THIS IS YOUR PORTION OF THE COST WITHIN OUR WHOLE REGION, RIGHT? AND SO. AS AS PART OF THAT BILL. THE WAY THAT BILL GETS PAID IS THAT THE RESIDENTS PAY FOR THAT BILL. RIGHT, SO THEY HAVE REVENUES THAT WE BRING IN THROUGH WATER FEES, WASTEWATER FEES THAT HELPED PAY FOR THAT BILL. AND SO INSTEAD OF THAT BEING PAID BY THE RESIDENTS AND THEIR WATER BILLS, WAY WOULD ACTUALLY BE COLLECTING THAT UP FRONT. AND HELPING REDUCE THE COST. AS PART OF THAT BILLS WOULD REDUCE THAT BILL. SO THE WATER BILLS DON'T INCREASE. DOES THAT MAKE SENSE? YES, THE. $2500. WHERE DOES THAT GO? 25 11. WHERE DOES THAT GO? THAT WOULD THAT WOULD BE PAID BACK TO THAT WOULD BE PAID AS PART OF THAT BILL TO NORTH TEXAS. WHAT ARE THEY CHARGING US NOW? I'LL HAVE THE NUMBERS SO. FOR I COULD SPEAK TO YOU FOR A SECOND, BUT GOOD JUST AS A DEVELOPER. I THINK THIS MIGHT BE EASIER. POINTED THIS WAY. RIGHT NOW, IF I IF I GO IN, AND I'M IN IT, BUILD ANOTHER ADRIATICO. I'M GOING TO THE CITY IS GOING TO ASSESS TO ME WHEN I PULL A PERMIT. THEY'RE GOINGTO ASSESS FOR ME IMPACT FEES, AND THE IDEA IS THAT. WHEN I BRING THESE WHEN I WOULD CREATE THIS COMMUNITY AND ALL THESE PEOPLE COME IN. IT'S GOING TO HAVE AN IMPACT ON RESOURCES OF THE CITY CURRENTLY WRITES ON THE ROADS IT'S WROTE IMPACT. WE FORECAST WILL HAVE AND, UH, I WILL HAVE TO PAY THREE IMPACT FEES NOW MUCH GREATER AND WASTE WATER. THE IDEA IS THAT THE NORTH TEXAS, WHERE MUNICIPAL DISTRICT IS PUTTING IN A HUGE STORM WATER. CAPTAIN PROVEN PROJECTS AND IT'S GOING TO BE NECESSARY FOR THAT. FOR THAT NEW DEVELOPMENT. THE NEW. ABILITIES THAT WILL BE REQUIRED AND SERVE ME AS A DEVELOPER. I'M GOING TO BE PAYING A FEE THAT THAT ULTIMATELY. THE CITY COLLECTS IT AND THAT GOES TO PAYING THE BILL TO THE NORTH TEXAS MUNICIPAL WATER DISTRICT FOR WHAT THEY'RE INSTALLING IN CAPITAL IMPROVEMENTS. VERSUS BEFORE WHEN WE'RE PAYING MUCH LESS. THOSE IMPROVEMENTS ARE STILL BEING ABSORBED BY THE CITY. AND WE'RE EITHER EATING IT OUT OF GENERAL FUNDER WERE COLLECTING SOME OF IT IN WATER.

BUT THE ONLY THING THAT YOU SAID THAT I DIDN'T REALLY. I DON'T THINK THAT WE'RE GONNA BE REDUCING, FOR EXAMPLE, WATER RATES, SO I DON'T KNOW THAT IT'S REALLY THAT. I THINK WHAT IT IS THE CITY IS GOING TO STOP ABSORBING AS MUCH AS THE CITY HAS BEEN ABSORBING. IT'S NOT GOING TO BE THAT DEVELOPERS ARE NOW PAIN AND WE'RE ALL THIS. I'M GOING TO SEE A LESSER WATER BILL. TWO REASONS I DON'T THINK IT'S. THINK OUR WATER RATES ARE WHAT THEY ARE AND WILL CONTINUE TO BE. YOU KNOW WHAT THEY ARE, IT'S JUST THE CITY WILL STOP ABSORBING OUT OF THE. AT THE EXPENSE OF THESE CAPITAL PROVEN PROJECTS OUT OF OUR WAY. GENERAL FUND, IF YOU WILL, BUT I THINK WE ALSO HAD A MEAN WE ALSO HAD CONVERSATIONS ABOUT THOSE PASSED THROUGH COST ABOUT THE CITY, ABSORBING THOSE COSTS. WE HAVE THOSE CONVERSATIONS ABOUT THE CITY OBSERVING THOSE CALLS IN THE WATER ARE PASSING THROUGH THE COST TO THE TO THE CUSTOMER OF THE RESIDENTS ON THOSE WATER RATES. SO BY DOING IT THIS WAY. THE CITY STOPS ABSORBING THE COST, AND THE RESIDENTS DON'T HAVE TO PICK UP THAT ABSORBED COST BECAUSE THE DEVELOPERS ARE PAYING THAT COST AND UP FRONT. YEAH, AND I THINK THAT WE CAN MAINTAIN OUR RATE ON THE RAPID IMPROVEMENT PROJECTS THAT DEVELOPERS ARE PAYING FOR THE CAPITAL IMPROVEMENTS. IN A PROJECT EXPENSE EXPENSIVE. THESE NEW UTILITIES. NOT TO BE CONFUSED WITH THE WATER RATE, YOU KNOW, RIGHT? BECAUSE I LOOK AT IT. DOES IT SAYS WE'RE NOT PAYING ANYTHING RIGHT NOW AND NOW WE'RE GOING TO START PAYING HIM $2500. WE'RE GONNA START COLLECTING $2500. I'M SORRY.

COLLECTING $2500. IS THAT BECAUSE THEY'RE ASKING FOR THAT? IS THAT HOW HOW IS THE 25 11? HOW DO WE GO FROM 0 TO $2511? EVERY TIME WE PUT IN A. IT'LL METER. YEAH, SO JUST REAL QUICK. THIS I JUST WANT TO REMIND EVERYONE THAT THIS IS THE MAX NUMBER THAT COULD BE COLLECTED. ON THE REASON THAT YOU KIND OF SEE THIS. THE SHIFT FROM 0 TO 25 11 IS BECAUSE IN

[00:30:03]

THE PAST WE NEVER HAD THE INFORMATION FOR THE EXACT COST OF WHAT THEIR CAPITAL IMPROVEMENTS COSTS WOULD BE FOR NORTH TEXAS. WHERE'S THIS YEAR? WE HAVE A FIVE YEAR PLAN FROM NORTH TEXAS, WHICH LAYS OUT THEIR CAPITAL IMPROVEMENT COSTS OVER THE NEXT FIVE YEARS AND SO BASED ON THAT COST. WE TAKE OUR PORTION AND WE KIND OF HAVE SHOWN WHAT OUR PORTION WOULD BE. BUT I THINK IT'S IMPORTANT ERRAND HEARD HIS QUESTION. I DON'T KNOW THAT THAT ANSWER WOULD HAVE ANSWERED. CERTAINLY OUT ACCURATE INFORMATION, BUT. IT'S NOT THAT THE IT'S NOT THAT THEY ARE NOW SAYING THAT YOU WEREN'T PAYING ANYTHING. AND NOW YOU'RE GOING TO PAY THIS.

WE'VE ALWAYS BEEN PAIN FOR THE IMPROVEMENTS. WE DIDN'T. WE DIDN'T HAVE A WAY TO CALCULATE THAT. SO THERE WASN'T AN IMPACT THAT WE WERE CHARGING TO DEVELOPERS. A MECHANISM TO TEST IT. SO WE WERE WAY HAD THAT WE'VE ALWAYS HAD THOSE COSTS. IT DIDN'T GO FROM ZERO TO THAT.

WE JUST WENT FROM US NOW. NOT COLLECTING FROM DEVELOPERS, WHICH HAVE I SAID, INITIALLY AS A DEVELOPER. I'D LIKE THAT ZERO NUMBER MUCH BETTER IN LIKE 25 11 POTENTIAL NUMBER, WHICH I KNOW WON'T MISS IT NECESSARILY BE THAT, BUT FROM THE CITY SIDE. OF COURSE, IT IS APPROPRIATE THAT. DEVELOPERS PAY THAT IMPACT FEE AND. OVER THAT COST. OKAY THAT'LL BE ACCURATE. MY WOOD. I WOULD JUST SAY THAT THE IMPACT OF THAT. IF WE DON'T PAY IT IF WE CONTINUE TO EAT IT THROUGH OUR WATER FUND, THEN THE WATER FUNDED YOUR GOING TO DISPLACE OTHER THINGS THEY'RE PAID FOR. SO YOU'RE GOING TO THE REST OF THE RATEPAYERS AIR SUBSIDISING A DEVELOPMENT. IF YOU WILL. THEY'RE THEY'RE PICKING UP THE DIFFERENCE IN THAT COST THAT WE HAVE TO EAT. NOW WE HAVE A MECHANISM TO PASS IT THROUGH. IT'S A MORE ACCURATE ALLOCATION OF COSTS TO THOSE. WHO WOULD BE USING IT IN THIS CASE, NEW DEVELOPMENT, SO IT'S JUST LIKE YOU DO WITH OTHER IMPACT FEES. AND SO THE REST OF THE RATEPAYERS AREN'T HAVING TO CARRY ALL THE BURDEN IF YOU WILL, FOR THESE PARTICULAR DEVELOPMENTS. AND THEN, OF COURSE, THE LONG TERM IMPACT IS THAT WE'D HAVE TO BORROW THE MONEY OTHERWISE TO PAY THESE AND THEN THAT GIVES A PROBLEM AND I JUST DIDN'T UNDERSTAND. MY NUMBER'S RIGHT ELECT.

UNDERSTANDING THE NUMBERS NOW. I APPRECIATE THAT. THANK YOU. I'VE GOT ONE QUESTION ON THE 28 99. IS THAT WHAT STAFF'S RECOMMENDATION IS THAT JUST THE MAXIMUM. A WEEK IN CHARGE. THAT IS THE MAXIMUM THAT WE COULD CHARGE. STAFF STAFF'S RECOMMENDATION IS KIND OF TAKE A LOOK AND SEE WHAT OTHER NORTH TEXAS OR CITIES BECAUSE. LIKE JENNIFER SAID BEFORE WE WANT TO MAKE SURE THAT WE REMAIN COMPETITIVE. UM WITH WHAT EVERYONE ELSE'S, BUT WE WANT TO TRY AND CAPTURE SOME OF THAT COST BACK. OUR GREED IS BECAUSE WE JUST DON'T KNOW WHAT IT WOULD BE. SOMEBODY IN REAL ESTATE AND YOU START WHEN WE START TALKING ABOUT WORKFORCE HOUSING AND TRYING TO GET OUR HOUSING PROCESS LOWERED WHERE WE CAN HAVE A GOOD. SUPPLY INVENTORY FOR OUR WORKERS. WE'RE AT, YOU KNOW ANOTHER FIVE GRAND TO A HOME. YOU CAN KIND OF TAKE A LOOK AT THAT. I SEE WHAT WERE COMING FROM, AND I'M OKAY WITH PICKING UP SOME OF THAT STUFF, BUT THE ONE THAT JUMPS OUT AT ME IS THE 28. SO I'M CURIOUS BECAUSE I WOULD IMAGINE THE OTHER CITIES WE'RE GOING TO. WE'RE GOING TO LOOK AT THE OTHER CITIES AND SEE WHAT THEY'RE DOING IS EVERYBODY'S LOOKING TO SEE WHAT THEY'RE DOING. BUT NOBODY'S DOING ANYTHING. SO YOU GONNA BE SOMEBODY'S GOT TO COME OUT THERE AND SAY, OKAY, THIS IS WHAT WE'RE GOING TO CHARGE. HAS THAT EVER HAPPENED? WHAT HAVE THESE RATES ALREADY BEEN ESTABLISHED WITH OTHER CITIES? YEAH, I KNOW. ONE CITY AND PARTICULARLY COLLEYVILLE. JEFF WAS MENTIONING TO ME EARLIER. THEY HAVE CHARGED TO FEED. THERE ARE OTHER CITIES THAT I HAVEN'T CHARGED A FEE. IT JUST DEPENDS ON ON THE CITY. AND WHAT THEY WANT TO DO SO AS WITH ANY OTHER. IMPACT IT. IT ALL COMES DOWN TO WHAT THE CITY WANTS TO DO IT, YOU KNOW, AND I'M NOT ONE FOR ALWAYS LOOKING AT OUR SISTER CITIES AT THE END OF THE DAY, UNIQUE BY NATURE.

BUT AT THE END OF THE DAY, WHEN I LOOK AT THIS CHART, IT'S CLEARLY IT SAYS NORTH TEXAS MUNICIPAL WATER DISTRICT. COST IS 25 11. AND THEN MCKINNEY. SEE COPS. IT'S NOT GOING TO SAY SISTER CITIES. IT'S NOT GOING TO SAY WHAT ALLEN'S COST IS OR PLANO'S COST IS THIS IS THE CITY OF MCKINNEY. THESE ARE OUR PROJECTS THAT ARE GOING FORWARD. AND SO IT NO MATTER WHAT ANY OTHER CITIES LOOK LIKE THE MATTER WHAT PLANE? IT LOOKS LIKE THEIR COST IS NOT GOING TO BE OUR COSTS. THEY'RE NOT GOING TO HAVE THE SAME DEVELOPMENTS THAT WE HAVE LOOKING FORWARD.

SO THIS IS MCKINNEY SPECIFIC. IT'S 25 11, PLUS 3 88 THAT COMES TO 28 99. THESE ARE COST THAT WE'VE GOT TO RECOVER, AND SO WE CAN LOOK AT ALL THE OTHER CITY THAT THE END OF THE DAY WE'VE GOT TO DETERMINE HOW WE'RE GOING TO RECOVER THE COST OF THE CITY OF MCKINNEY'S GOING TO CREW. ANY OTHER QUESTIONS RELATED TO THIS. UH JUST COMING BACK. WE'RE GONNA COME BACK WITH ANOTHER PRESENTATION. YOU'LL SEE US AGAIN. AND LIKE JENNIFER AND I BOTH SAID, WE'RE GOING TO COME BACK WITH THE SPECIFICS WERE GONNA LAY OFF THE TABLES FOR THE SERVICE

[00:35:03]

AREAS. YOU CAN KIND OF SEE THOSE WE'RE GOING. SHOW YOU ALL THE LAND USES AND KIND OF WHAT THE BREAKDOWN IS. WE'RE GOING TO DO SOME SAMPLE CALCULATIONS BASED ON PROJECTS THAT WE'VE SEEN RECENTLY. SO YOU KIND OF GET UNDERSTANDING OF WHAT THE PROJECTS WOULD KIND OF BE. AND THEN OBVIOUSLY, WE WILL SHOW OUR SISTER CITY COMPARISONS. ONE OTHER THING THAT'S NOT ACTUALLY ON THIS LIST THAT WILL COME BACK WITH US. WELL IS AN IMPLEMENTATION PHASE OR SCHEDULE SO YOU CAN KIND OF SEE WHAT YOU KNOW STAFF'S RECOMMENDATION FOR THE CHANGES THAT WE SEE AND HOW LOOK, WE'D SEE THOSE CHANGES ROLLOUT. SO LIKE AGAIN, WE'LL BE BACK BEFORE YOU. PROBABLY IN OCTOBER ON DH. THEN AS WE GET NEARER TO THE ADOPTION PROCESS, YOU'LL KIND OF SEE SOME OF THOSE DATES POP UP AS WELL. SO THAT'S JUST KIND OF THE NEXT STEPS. ANY OTHER QUESTIONS. I CAN ANSWER ANYBODY THROWING THESE FIGURES OUT AT THE DEVELOPMENT COMMUNITY. YES, WE'VE OF WALKED THROUGH AND DISCUSS WITH THE DEVELOPMENT COMMUNITY AND. SOME OF THE BIG THEMES THAT WE'VE HEARD IS THAT WE WANT TO BE COMPETITIVE. THAT'S KIND OF THE MAIN THEME THAT WE'VE HEARD FROM THE DEVELOPMENT COMMUNITY. SO THAT'S WHAT WE KIND OF MAKING SURE WE'RE TAKING INTO CONSIDERATION. WALK THROUGH THESE, BUT YES, WE DID SOME SOME FOCUS GROUP MEETINGS A COUPLE WEEKS AGO. THANK YOU. I WAS JUST GOING WHEN WE'RE COMING JUST TO RECONCILE SOME OF THE COMMENTS THAT WERE MADE BECAUSE THEY WERE ALL GOOD COMMENTS FROM COUNCILMAN SHIMA COUNCILMAN FRANKLIN. THE ONLY TIME I WILL WE WANTTO BE CONCERNED ABOUT SISTER CITIES IS, YOU KNOW IF YOU'RE ME, I'M GOING TO BUILD IT. IF I COULD BUILD ON ONE SIDE OF CUSTOMERS, IT'S COSTUMEY. $3000 A HOME AN IMPACT FEES. KITTY, BUT I COULD GO ACROSS THE STREET IN FRISCO, AND IT'S COSTING ME $700 YOU KNOW THAT THAT MIGHT INFLUENCE ME. AND IF THAT'S INFLUENCING ME, AND THAT GOES BACK TO THE STATEMENT, MADE EARLIER ABOUT.

IN SLOW DEVELOPMENT, WHICH I THINK YOU ASK QUESTIONS. VERY TRUE. IT COULD. AND IF IT SLOWS DEVELOPMENT AS A RESULT, WHAT'S THE OTHER COSTS THAT HAPPENS? AND WHERE THE OTHER? YOU KNOW WHAT WE FORGO MY GOOD OPPORTUNITY COST? WE MISS. AND ADDITIONAL. HOMES BEING BUILT AND HAVE LAUREN VALUES AND RESIDENTS AND ON AND ON SO. AGAIN SAME TIME WE GOTTA WORRY ABOUT OUR CAUTION AND WE NEED CERTAINLY RECONCILE THAT WHAT MAKES SENSE FOR US? I THINK THAT BLIP TIED TO THAT MR MAYOR. THOSE BUILDERS ARE. CHEAPSKATE AND A COUPLE $100 TO GO ACROSS CUSTODY. FRISCO WILL BUILD OUT SOONER THAN MCKINNEY AND. ALAN WILL BUILD OUT SO YOUR KIDNEY. MCKINNIE CAN SAVE OUR TREES AND EVENTUALLY MAKE ANY WILL LOOK REALLY NICE AND OUR PROPERTY WE CAN PICK AND CHOOSE AND THEN YOU KNOW EVERYONE'S SAYING THEY DON'T WANT TO BE. YOU DON'T WANT TO BE IN PLANO. THEY DON'T WANT TO BE IN THESE CITIES THAT ARE PACKED TIGHT AND THEY LOVE OUR GREENERY AND ARE TREES AND WE CAN CONTINUE TO GROW. MCKINNEY UNIQUELY IN THE WAY THAT WE WANT TO AND WE CAN LEAD THE WAY AND WE DON'T HAVE TO SET OUR RATES BY COMPARING THEM TO OUR SISTER CITIES WE CAN CONTINUE TO BE RESPONSIBLE AND MAKE CHOICES THAT ARE BEST FOR THIS CITY. AND IF THEY SO CHOOSE TO MOVE ACROSS CUSTER OR MOVE ACROSS 1, 21. I'M OKAY WITH THAT. AS LONG AS WE'RE DOING WHAT WE NEED TO DO FOR THE RESIDENTS OF MCKINNEY JUST A BALANCE. OFFICIATE, BUT QUICK LAST QUESTION. WHEN WOULD THESE BE IMPLEMENTED? SO WE MAKE THESE CHANGES. WHAT IS YOUR DATE THAT WE'RE SHOOTING FOR? THAT WILL COME BACK TO THAT WILL COME WITH BACK WITH THAT INFORMATION AND OUR NEXT PRESENTATION. SO WE'RE NOT ONLY LAYOUT WHAT THE COST WOULD BE, BUT WE'LL LAY OUT THE PLAN FOR HOW THESE WOULD ACTUALLY FANCY. CAN YOU MAKE SURE THAT'S BEFORE NOVEMBER 3RD. I'LL SEE YOU. MR MAYOR. WE MOVE REALLY FAST. THE BEGINNING. I DID HAVE SOME QUESTIONS ON THE RAZOR'S EDGE AND ITEM 200764. IS THAT ARE WE DONE WITH THAT PRESENTATION IS READY. RIGHT. THERE'S NO OTHER QUESTIONS, AND THERE'S NO OTHER. SPEAKER'S OKAY, SO LET'S JUMP BACK A QUICK TOO. WHICH ITEM NUMBER SO I MISSED THAT 20-0. THAT'S A CONCERN. ACTIVE RESOLUTION DETERMINING PUBLIC NECESSITY REQUIRE CERTAIN PROPERTIES FOR PUBLIC USE BY EMINENT DOMAIN. IS GOING TO HANDLE THAT SECOND BE GARY. AFTERNOON. I AGREE. SO ON THIS PROJECT. WE'RE LOOKING AT DEVELOPING THE PARKING LOT TO THE EAST SIDE FOR THE SIDE OF STATE HIGHWAY FIVE. AS YOU'VE

[00:40:04]

SEEN THAT REDEVELOPMENT OF DOWNTOWN SQUARE PROPER, WE HAVE MULTIPLE PUBLIC PARKING LOSSES SUPPORT. ALL THE BUSINESSES HAVE COME IN. ON THE EAST SIDE OF FIVE. WE PARTNERED WITH. IT WAS M CDC SEVERAL YEARS AGO TO BUILD A PARKING LOT RIGHT ADJACENT TO THE FLOUR MILL. AND AS WE HAVE SEEN AND TALKED ABOUT ADDITIONAL GROWTH PLANS OVER IN THE AREA WE'VE REALIZED.

ONE OF THOSE ASPECTS THAT WE NEED TO BE A SUCCESSFUL DEVELOPMENT IS ADDITIONAL PARKING, AND LET'S PUT THAT PARKING IN AS WE'RE DOING. OTHER PROJECTS NOT WAIT UNTIL THE PROJECTS ARE. DEVELOPMENT PROJECTS ARE IN AND THEN TRYING TO YOU CATCH UP TO IT. LET'S BE PROACTIVE. SO WE'RE WORKING ON MULTIPLE INFRASTRUCTURE PROJECTS AT THIS TIME, TO IMPROVE THE ROADWAYS OVER THERE. ALSO WORK ON PROJECTS IMPROVING PUBLIC PARKING. YES GARY THAT ONE OF THE CONCERNS, OF COURSE. I'M SORRY IF THIS WAS GONNA BE A QUESTION OF TRYING TO STEAL QUESTION, BUT ONE THAT CONCERNS OF COURSE, IS THIS PARTICULAR PIECE IS HOME, TIO. HOW MANY TRAILERS, MOBILE HOMES, HOMES. AND OBVIOUSLY RELOCATION AND MAKING SURE THAT THAT IS PART OF. PART OF OUR PLAN. TO MAKE SURE THAT WAY ASSIST AND SURVIVE. AND ANY TIME WE DO. A RELOCATION R A PURCHASE OF PROPERTY. WE ALWAYS PROVIDE THE PROPERTY OWNERS, THE TEXAS PROPERTY OWNERS, BILL OF RIGHTS, WHICH INCLUDES HIS INCLUDES THE CLAUSES OF RELOCATION. SO AS WE'RE NEGOTIATIONS WITH THE PROPERTY OWNER RIGHT NOW, AND THAT IS ALL FACTORED INTO THOSE DISCUSSIONS THAT WE HAVE WITH HIM. THOSE ARE CLEARLY OUTLINED WITH THE EXPECTATIONS ARE AND THEN THAT'S THE PROCESS WE FOLLOW THROUGH. AND WE'RE NOT. WE'RE STILL IN NEGOTIATION.

WE'RE NOT AT NO CORRECT THE EARLY INDICATIONS THAT YOU KNOW, WE'RE PROBABLY NOT GONNA COME TOGETHER ON ON A PRICE. WE MAY HAVE TO GO TO EMINENT DOMAIN. ON DSO. WE'RE PUTTING THIS ON THERE. SO WE HAVE THAT WE CAN MOVE THAT THROUGH THE PROCESS, BUT WE'RE NOT ALL THE WAY THROUGH THEIR PROCESS YET, SO THIS IS NOT TOMORROW WILL BE SCHEDULING A HEARING TO GO TO HIM AND DOMAIN. WE'RE CONTINUING THEIR DISCUSSIONS WITH THE PROPERTY OWNER. WHEN CHEF I'M SORRY TO MEAN, IT JUMP OUT. THAT'S OK. THAT'S EXACTLY WHAT I WANTED. TEO KIND OF DISCUSS. WE HAD SOME DISCUSSIONS, SO I DON'T KNOW IF THIS WAS A QUESTION FOR YOU, MR GRAHAM OR QUESTION FOR MR HAUSER, JUST LIKE POLITE TO SAY THAT WHEN I GOT ON COUNCIL.

WHEN I GOT ON COUNCIL A FEW YEARS AGO. NOBODY WAS WEARING BEARDS ON HERE, AND I WOULD JUST LIKE TO SAY I APPRECIATE AND I LIKE YOUR BEARD LOOKS GOOD ON YOU, MR GRANT. ALL RIGHT, MIND WOULD BE WHITER. YEAH, HERE, IS IT. MR HAUSER. WHAT I DID NOT SEE IN ANY OF THE LANGUAGE WAS ANY OF THE DISCUSSION THAT WE HAD AS FARAS RELOCATION AND I WOULD NOT BE IN FAVOR. AT ALL AS WE HAD IN OUR PRIOR DISCUSSIONS OF EMINENT DOMAIN WITHOUT A RELOCATION PLAN FOR THE MANY LOW INCOME RESIDENTS THAT ARE HOUSED HERE. AND I DIDN'T SEE ANY LANGUAGE IN REGARDS TO THE EMINENT DOMAIN THAT TIED EVERY LOCATION PLAN TO THIS PROJECT, AND CAN BE TIED TO THE WORDING OF THIS EMINENT DOMAIN. AND IF SO, THAT'S WOOD, THAT'S WHAT WAS DISCUSSED, AND I DON'T SEE THAT IN ANY OF THE LANGUAGE. IT IS PART OF THE PROCESS ANYWAY, SIR, SO IT WILL. IF THE COUNCIL GOES FORWARD WITH THE EMINENT DOMAIN THAT'S ON THE AGENDA TONIGHT. IT IS REQUIRED THAT WE ADDRESS THE REAL LOCATION ON ANY OF THE RESIDENTS ON THE PROPERTY, SO THEY WILL BE PART OF NEGOTIATIONS. HOPEFULLY THAT WE COULD REACH AN AGREEMENT.

WITH THE OWNER AND HOW THOSE RESIDENTS WOULD BE RELOCATED. WE'RE WORKING INTERNALLY ON PLACES THAT THOSE RESIDENTS COULD BE RELOCATED TO. SO WE'RE PART OF THE PLAN IF YOU WANT TO PUT THAT IN A MOTION AS FAR AS PART OF THE MOTION LATER TONIGHT, THAT'S FINE THERE.

BECAUSE YOU'RE A GREAT LAWYER, ACCIDENT LAWYER. AND AS SOMEONE WHO HAS TAKEN CONTRACT LAW IF IT'S NOT ON PAPER DOESN'T EXIST, AND I DON'T SEE IT ANYWHERE IN THE LANGUAGE, AND THERE'S NO WAY. ABSOLUTELY NO WAY THAT I'M VOTING FOR AN IMMINENT DOMAIN ON LOW INCOME RESIDENTS AS DISCUSSED PRIOR WITHOUT LANGUAGE THAT EXPLAINS EXPLICITLY. THAT WE NEED TO HAVE A RELOCATION PLAN TO TIE IT TO THAT. I'M HAPPY, TOO. PUT IT IN THE RESOLUTION. I'M ALSO HAPPY IF YOU GUYS WANT TO PUT IN THE MOTION. EITHER WAY, CAN YOU GET UP IN THE CAN WE HAVE SOME LANGUAGE TO THAT PRIOR TO THIS, EVEN HOW WOULD APPRECIATE THAT. THANK YOU. AND I KNOW JUST SO PEOPLE HEARING IT. IT'S FEDERALLY MANDATED A SWELL CORRECTNESS, BUT I THINK TO CONSUMMATE SHOW MOST POINT. YOU DO WE REALLY HAVE TO? WHAT'S THE WELL LIT ONLY MANDATED AND

[00:45:08]

WHAT WAS GOING THROUGH EXTRA MOTIONS FOR WHAT? 51 COUNCILMAN WHO DOESN'T TRUST SOMETHING? WHAT NO, NO, NO, IT'S A SYSTEM SO EXACTLY BECAUSE. APPROVING THIS AS IT IS KNOWING THAT WE'RE GOING TO ADDRESS IT. NO NO, MR MAYOR PROTEIN, THERE'S A DIFFERENCE BETWEEN SOMETHING BEING A PART OF THE PROCESS AND SOMETHING BEING MANDATED. AND WE DO THIS ALL THE TIME WHEN IT COMES TO. PDS THAT WE WANT TO MAKE SURE THAT WE TIE DOWN SPECIFICALLY. AND SO IT'S NOT JUST ABOUT ONE COUNT, BUT BUT IT'S NOT. IT'S NOT JUST ABOUT ONE FAR. ATTORNEY SAID THAT IT'S OKAY AND IT'S NOT ABOUT ONE COUNCIL MEMBER AND I WOULD HOPE THAT WE HAVE A QUORUM OF COUNCIL MEMBERS UP HERE THAT WANT TO PROTECT THE RESIDENTS THAT ALREADY LIVE THERE AND HAVE A STEAK THERE. HE SAID THAT THEY'RE GOING TO BE PROTECTED. SO WHAT? THEN THERE'S NO PROBLEM. WHAT'S THE PROBLEM WITH HIM? PUT IT IN WRITING. IT'S NOT NECESSARY.

THAT'S WHAT I'M SAYING. WELL, HE SAID, HE CONDONE IT. WHAT? WHAT I WOULD SAY IS. I THINK TO BOTH POINTS, IT'S IT IS MANDATED AND NOT NOT NECESSARY AT THE SAME TIME. WHAT IT DOES IS IT LETS THE COMMUNITY NO THAT WOULD NOT KNOW. IT'S FEDERALLY MANDATED AND WOULD NOT KNOW WHAT THAT PROCESSES. IT'S I THINK JUST US BEING. VERY FORTHRIGHT AND SAYING, THIS IS THE PROCESS THAT WE'RE GOING TO DO WOULD BE AGAINST THE WIND, WHICH, WHICHEVER THE.

EITHER ACCEPT THE MOTION OR IN THE MOTION THAT THE RESOLUTION REFLECTED. IT MIGHT IT MIGHT SAVE US HUNDREDS OF EMAILS. WITH IT, YOU KNOW? THAT'S IT. YOU'RE STAYING. THERE ARE LIMITS ON THE AMOUNT OF RELOCATION ASSISTANCE. THERE'S ALL KINDS OF REGULATIONS DEALING WITH IT AGAIN. IT'S PART OF THE PROCESS. WE WOULD HOPE THAT WE COULD WORK IT OUT WITH THE LANDOWNER, IF NOT. WE'LL DEAL WITH IT AS WE GO IN A CASE. SOME POINT IF WE HAVE TO GO TO HEARING WILL OWN THE PROPERTY AND THEN WE'LL HAVE TO DEAL WITH THE PRESIDENT. IS THIS A SUPER MAJORITY VOTE? OKAY JUST A MAJORITY SIMPLE MAJORITY. EMINENT DOMAIN IS A SUPERMAJORITY. A VOICE SPOKE. IS JUST A ROLL CALL VOTE. IT'S MAJORITY BAROQUE ALL I'M NOT MISTAKEN. THE OTHER QUESTION. THANK YOU, SIR. I APPRECIATE IT. GIVE US MAN. UM OKAY. UH, MOVING ON TO OUR NEXT ITEM. ACCESSION TO 00743 MCKINNEY POLICE MENTAL HEALTH

[McKinney Police Mental Health Coordinator]

COORDINATOR PRESENTATION BY CHIEF CALMLY YES, PLEASE, MR MAYOR, IF I GO BACK 10 MEMBERS OF THE COUNCIL JUST WANT T THIS UP QUICKLY, IF YOU REMEMBER AT THE BUDGET DISCUSSION, THE BUDGET PRESENTATION ON AUGUST 14TH. WE HAD TALKED ABOUT ON ADDITIONAL 105 ISH $1000 FOR AH NEW POSITION ON THE COUNCIL DELIBERATED THAT A LITTLE BIT AND WE OFFERED TO BRING CHIEF CONLEY AND TO EXPAND ON THAT ANSWERING QUESTIONS YOU MIGHT HAVE. SO THIS IS A FOLLOW UP TO THAT BUDGET PRESENTATION ON THE 14TH. THANK YOU. JUST WANT TO GIVE YOU A QUICK OVERVIEW OF THE POSITION, SO YOU HAVE A LITTLE BETTER UNDERSTANDING OF WHAT WE'RE TALKING ABOUT. WHEN WE LOOK AT THAT. THAT AMOUNT OF MONEY AND ADDING A POSITION TO THE POLICE DEPARTMENT. ONE OF THE THINGS THAT I HAVE TO LOOK AT IS WHERE WE GOING TO GET. UH, THE BIGGEST BANG FOR OUR BUCK. WHAT YOU KNOW IF I HAVE TO ADD A POSITION OR USE A CERTAIN AMOUNT OF MONEY SOMEWHERE. I WANT TO ALWAYS LOOK AT IT. WHAT'S GOING TO BE THE MOST EFFECTIVE WHAT'S GOING TO BE THE MOST EFFICIENT USE OF THAT MONEY? SO IF I THINK WELL, I WANT TO INCREASE MY COMMUNITY PROGRAMS. IF I HAVE ONE MORE OFFICER INTO THE NEIGHBORHOOD POLICE OFFICER PROGRAM. WHAT WILL THAT HOW WILL THAT BENEFIT THE DEPARTMENT AND SO IN LOOKING AT THE DEPARTMENT AND WHERE WE'RE HEADED AND THE THINGS THAT WE'RE DOING IN OUR COMMUNITY SERVICES UNIT? WHICH INCLUDES OUR MENTAL HEALTH LIAISON ARE HOMELESS LIAISE ON AS WELL AS OUR CRIME AWARENESS AND PREVENTION PROGRAMS. THIS POSITION OF MENTAL HEALTH COORDINATOR I THINK HAS A MULTIPLYING EFFECT THROUGHOUT THE WHOLE DEPARTMENT. AND DOESN'T JUST PROVIDE WHAT ONE PERSON WOULD DO AS A AS A POLICE OFFICER IN ONE AREA. BUT THIS CIVILIAN POSITION AFFECTS ALL OF THE POLICE OFFICERS, SO IT HAS A MULTIPLYING EFFECT TO THE FORCE. AND I THINK IT IT SUPPORTS WHAT THE OFFICERS AIR DOING OUT IN THE FIELD. SO AS I LOOKED AT IT THAT WHAT ARE THE GOALS OF ADDING THIS ONE OF THE GOALS OF THE PROGRAM? IF WE ADD THIS ONE PERSON WE'RE LOOKING TO REDUCE REPEATED CALLS FOR SERVICE, OFTEN MENTAL HEALTH. CONSUMERS ARE REPEAT CUSTOMERS ON WE END UP GOING BACK FOR THE SAME ISSUE OVER AND OVER AGAIN. A TYPICAL PATROL RESPONSE. IS TO GO. YOU DEAL WITH THE ISSUE THAT'S IN FRONT OF YOU. YOU TAKE CARE OF IT AT THAT MOMENT,

[00:50:05]

BUT IT OFTEN THESE TYPES OF ISSUES ARE ONGOING, THEIR CHRONIC THERE THINGS THAT WE HAVE TO KEEP DEALING WITH. SO PART OF THE GOAL OF THIS WOULD BE TO REDUCE THOSE REPEATED CALLS FOR SERVICE BY GETTING THESE CONSUMERS CONNECTED WITH THE APPROPRIATE SERVICE PROVIDERS AND WORKING WITH FAMILIES. GETTING LONG TERM HELP THINGS THAT THE POLICE DEPARTMENT REALLY CAN'T PROVIDE. BUT WE KNOW WHERE THOSE PROVIDERS ARE. AND THESE ARE PEOPLE WE COME INTO CONTACT WITH EVERY DAY BASED UPON THE JOB THAT WE DO SOMETIMES IT'S SPECIFIC CALLS FOR SERVICE. SOMETIMES IT MAY BE A MENTAL HEALTH CALL FOR SERVICE. BUT OFTEN IT'S AH DIFFERENT TYPE OF CALL. AND HERE WE ARE WITH THIS INDIVIDUAL, AND WE NEED TO DEAL WITH IT IN A CERTAIN WAY. WE ALSO WANT TO PROVIDE BETTER OUTCOMES FOR THOSE PEOPLE THAT WE'RE DEALING WITH HIM WHEN I SAY BETTER OUTCOMES. I DON'T NECESSARILY MEAN BETTER INTERACTIONS WITH THE POLICE DEPARTMENT. WE ALWAYS WANT TO PROVIDE FOR BETTER INTERACTIONS WITH THE POLICE DEPARTMENT. BUT I DON'T WANT TO STAND UP HERE AND SAY, I THINK WE'RE HAVING POOR INTERACTIONS OR WE'VE NOT BEEN SUCCESSFUL. WE HAD WE ANSWER SOME 800 SPECIFIC MENTAL HEALTH CALLS A YEAR. THAT'S NOT HOW MANY PEOPLE WE COME IN CONTACT WITH THAT SPECIFIC CALLS FROM PEOPLE IN MENTAL HEALTH CRISIS. OUR OUTCOMES HAVE BEEN VERY GOOD WHEN YOU LOOK AT HOW WE HANDLE THOSE CALLS THE TRAINING WE'VE GIVEN TO THE OFFICERS TO OUR FIRST RESPONDERS. YOU KNOW, WE'VE WE'VE TRAINED HIM ALL IN CRISIS INTERVENTION IN MENTAL HEALTH AS WE'VE TALKED ABOUT, AND SO WE'RE NOT HAVING POOR OUTCOMES IN THAT IMMEDIATE INTERACTION, BUT WE WANT A BETTER LONG TERM OUTCOME SO WE DON'T HAVE TO KEEP GOING BACK TO THE SAME PERSON OVER AND OVER AGAIN. SUMMARY OF THE POSITION IS THAT THAT PERSON WOULD COORDINATE POLICE INTERVENTIONS WITH MENTAL HEALTH CONSUMERS. THEY WOULD ALSO LIAISON WITH SERVICE PROVIDERS HOSPITAL STAFF'S ADVOCACY GROUPS TO CONNECT CONSUMERS WITH THE APPROPRIATE.

HEALTH AND SOCIAL SERVICE PROVIDERS. SO THERE WILL GO DOWN SOME OF THE SPECIFIC RESPONSIBILITIES NEXT, BUT THAT'S KIND OF ON OVERALL VIEW OF WHAT THIS WHAT THIS POSITION WOULD BE DOING. SO TO GIVE YOU SOME SPECIFIC POSITION RESPONSIBILITIES. THEY WOULD REVIEW ALL THE MENTAL HEALTH COMMITMENT'S, EMERGENCY DETENTION DOCUMENTATION. AND LOOK AT ALL OF THOSE CASES THAT WE INTERACT WITH IT TO DETERMINE WHAT NEEDS TO BE FOLLOWED UP ON. SOME THINGS MAY NOT REQUIRE A LONGER TERM FOLLOW UP, BUT MANY A TIMES WE FIND THAT THAT THEY DO. WE'RE DEALING WITH ONE JUST TODAY. A ZAI THOUGHT ABOUT COMING. THIS PRESENTATION. IT WAS BROUGHT UP TO ME. A PERSON THAT WAS IN A MENTAL HEALTH CRISIS WHO HAD MADE THREATS TO THE POLICE DEPARTMENT. TWO POLICE OFFICERS AND WE'RE FOLLOWING UP ON THAT PERSON STILL IN AN INPATIENT FACILITY. BUT WE WANT TO MAKE SURE THAT THAT PERSON GETS THE APPROPRIATE CARE AS THEY COME OUT OF THAT FACILITY. IT'S OFTEN JUST A SHORT STAY IN THE TYPICAL STAY WOULD BE THREE DAYS. SOMETIMES IT'S LONGER BASED UPON THE PARTICULAR SERVICE THAT THAT PERSON NEEDS. SOMETIMES IT'S JUST BASED ON INSURANCE. UNFORTUNATELY, BUT WE KNOW THAT PERSON'S GOING TO BE OUT. IS THERE A FAMILY MEMBERS? WE CAN WORK WITH OUT THERE ARE OTHER PEOPLE. WE CAN TALK TO MAKE SURE THAT THIS PERSON'S BEING FOLLOWED UP ON.

THE POSITION WOULD ALSO CONDUCT IN PERSON TELEPHONE FOLLOW UPS WITH THE CONSUMERS AND WITH THEIR FAMILIES, ANYTHING, PARTICULARLY THAT'S GOING TO REQUIRE REPEATED INTERVENTION, OR COULD THEY BE ANTICIPATED AS A REPEATED INTERVENTION? FROM THE POLICE DEPARTMENT. WE ENVISION THIS POSITION ACTUALLY GOING INTO THE FIELD, NOT FIRST RESPONSE, BUT GOING IN AS A FOLLOW UP BASIS, WORKING WITH FAMILIES WORKING WITH CONSUMERS TO MAKE SURE THAT THEY'RE GETTING THE HELP THAT THEY NEED. ACCORDING WITH THE FAMILY MEMBERS TO REDUCE INTERVENTIONS. I ALSO SEE THIS PERSON IS AN EXPERT WITHIN THE POLICE DEPARTMENT WORKING WITH US TO DEVELOP CURRICULA, TRAINED POLICE OFFICERS AND DISPATCHERS REGARDING MENTAL HEALTH. INCLUDING EMERGENCY DETENTIONS, REQUIREMENTS. HOW TO DEAL WITH THIS. AND IN THE AREA OF CRISIS INTERVENTION, HOW TO HANDLE THESE TYPES OF ISSUES TO BE THAT TYPE OF RESOURCE, AND THEN ULTIMATELY TO REVIEW ALL THE MENTAL HEALTH. APPREHENSIONS BY POLICE OFFICERS JUST TO PROVIDE A POLICY OVERVIEW OF BEST PRACTICES. OVERVIEW AND, UH, YOU KNOW, TO LOOK FOR AREAS THAT WE COULD IMPROVE. OR THAT WE COULD HELP IMPROVE THE OUTCOMES FOR THE PEOPLE THAT WE COME INTO CONTACT WITH. AND LOOKING AT THE QUALIFICATIONS

[00:55:02]

OF THE POSITION. WE WANT SOMEONE WITH A BROAD KNOWLEDGE OF MENTAL HEALTH ISSUES. SOME OF THAT KIND OF BACKGROUND IN TRAINING AND ALSO A BROAD KNOWLEDGE OF THE SERVICE PROVIDERS THAT ARE OUT THERE. WE'RE LOOKING FOR SOMEONE WITH A MASTER'S DEGREE, EITHER IN PSYCHOLOGY COUNSELING OR SOCIAL WORK AT LEAST TWO YEARS OF CLINICAL OR FIELD EXPERIENCE.

AND THEN A LICENSING LIKE A LICENSED PROFESSIONAL COUNSELOR, PERHAPS LICENSED CLINICAL SOCIAL WORKER WORKER SOME TYPE OF PROFESSIONAL CREDENTIAL IN THAT AREA AS WELL. I COME TO THE END, OR DID IT JUST QUIT ON ME? THIS ONE. I HAD ONE MORE SLIDE. NOPE THAT'S THE ACTUAL END OF IT. BUT THERE WAS ONE MORE FOLLOWING THAT. SO. I FELT IT WAS A GOOD PRESENTATION THAT FELT THERE WAS SOMETHING THERE JUST SOMETHING MISSING THERE, SAYING THERE'S SOMETHING TO BE SOMETHING CATCHY RIGHT THERE. IN THE END, ONE MORE JUST, YOU KNOW, I'VE LAID OUT THE CASE INTRODUCED IT NOW I'VE GOT A REAL IT IN. AND AGAIN LET ME SAY WE ANSWER OVER 800 CALLS A YEAR SPECIFIC, BUT THAT'S NOT EVERYTHING THAT WE COME TO, AND UNDERSTAND THIS POSITION. THIS IS KIND OF THE WRAP UP FOR IT IS THIS POSITION'S NOT DESIGNED TO BE FIRST RESPONSE. IN MY ESTIMATION, THOUGH, THAT'S NOT A PRACTICAL POSITION FOR THE MCKINNEY POLICE DEPARTMENT TO BE WHEN YOU CONSIDER, UM. WE DON'T ALWAYS KNOW WHAT WE'RE GOING TO OFTEN WHEN WE DO KNOW WHAT WE'RE GOING TO IT. IT INVOLVES A DANGEROUS SITUATION POTENTIAL FOR WEAPONS, PHYSICAL VIOLENCE. WHERE IT TRIED. TAKE SOMEONE WITH THE BROAD TRAINING OF A POLICE OFFICER TO HANDLE THOSE ISSUES. WE'VE DONE A LOT TO TRAIN OUR OFFICERS AND HANDLING THOSE IN DEALING WITH THOSE ISSUES. SOMETIMES PEOPLE THINK WE'LL SEND A SOCIAL WORKER. THAT'S NOT OFTEN PRACTICAL. IT'S WE'D OFTEN DON'T KNOW EVEN WHAT WE'RE GOING TO. WE'RE TOLD WE'RE GOING TO ONE THING AND WE GET THERE AND IT TURNS OUT TO BE SOMETHING QUITE DIFFERENT. SO IT'S THE DYNAMIC NATURE OF THE TYPES OF CALLS ARE FIRST RESPONDERS. ANSWER WE WANTED TO BE AS PREPARED AS POSSIBLE FOR THE BEST POSSIBLE OUTCOMES. THIS GIVES US ANOTHER RESOURCE TO PROVIDE TRAINING TO PROVIDE FOLLOW UP. AND TO HELP ENSURE BETTER OUTCOMES FOR THE CONSUMERS THAT WE'RE DEALING WITH. SO WITH THAT I'LL STAND FOR ANY QUESTIONS. SURE, ONCE A MONTH. I THINK THE WORKLOADS APPROPRIATE WHEN WE LOOK AT ABOUT 800 CASES A YEAR TO REVIEW, NOT ALL OF THOSE WOULD REQUIRE FOLLOW UP IN TIME, BUT TO GIVE YOU AN EXAMPLE OUR OUR CRIME VICTIM ADVOCATE DEALS WITH OVER 1400 CASES A YEAR. IT'S A LITTLE DIFFERENT TYPE WORK, UH, CAN HANDLE A FEW MORE CASES BECAUSE THE NATURE OF THAT WORK, BUT I THINK THAT THE CASELOAD AND WE LOOKED AT ALL THE REQUIREMENTS THAT IS CERTAINLY A START FOR US RIGHT NOW. WE HAVE WE HAVE A POLICE OFFICER WHO HAS MANY OTHER DUTIES IN THE DEPARTMENT TRYING TO DO THIS TYPE OF FOLLOW UP. BUT HE'S WEARING WAY TOO MANY HATS. HE'S NOT A PROFESSIONAL IN THAT AREA, AND WE'RE TRYING TO PROVIDE THAT SERVICE, BUT WE KNOW WE COULD DO A LOT BETTER JOB WITH IT. I HAVE A COMMENT. FIRST OF ALL, THANK YOU, CHIEF. I AM. I REALLY KIND OF FIND IT DISTURBING THAT YOU'RE UP HERE TRYING TO JUSTIFY WHAT YOU'VE ASKED FOR. IT BUT I S WH I APOLOGIZE FOR THAT. DON'T KNOW WHO THOUGHT YOU WAS NECESSARY FOR YOU TO DO THIS, BUT I APPRECIATE IT. YOUR DECISION. I THINK THAT YOU DO A GREAT JOB AND I HAVE 100% CONFIDENCE THAT YOU'RE MAKING THE RIGHT DECISION HERE. SO THANK YOU VERY MUCH. BLACK AND ANSWER THAT MR MAYOR PRO TEM, I THOUGHT IT WAS NECESSARY TO KNOW THE OTHER ELECTED OFFICIAL APPEAR. THAT'S HIS FROM THE DYES THAT HAS THE AUTHORITY TO ASK STAFF LIKE ANY OTHER STAFF.

TO PRESENT AND GIVE INFORMATION WHEN REQUESTED. I DON'T KNOW WHY YOU HAVE A KNISH YOU OR TAKE ISSUE WITH THAT. THE CHIEF OF POLICE, JUST LIKE THE CHIEF OF FIRE, JUST LIKE PLANNING JUST LIKE ANY OTHER DEPARTMENT IS A STAFF MEMBER AND REQUESTED TO GIVE INFORMATION. HE CAN COME DO SO. AND AS AN ELECTED OFFICIAL, LIKE EVERY OTHER PERSON ON HERE, I CAN DO THAT.

SO AGAIN, I CAN ANSWER THAT QUESTION FOR YOUR SECOND AGAIN. I ANSWER THAT QUESTION. THE MAYOR WAS MY SECOND IN CASE YOU WEREN'T AT THIS MEETING OR YOU FORGOT THAT QUICKLY. SO WE DISCUSSED IT, AND THAT'S WHY IT'S HERE. SO AGAIN, I CAN ANSWER THOSE QUESTIONS FOR YOU.

MAYOR. PROTEIN PAY ATTENTION TO THE MEETINGS AND THEN YOU WON'T HAVE TO ASK SUCH RIDICULOUS QUESTIONS. COME ON. ALL RIGHT, LET'S ALL SO NOW THAT I CAN GET BACK TO THE PRESENTATION. I GOT A QUESTION. GO AHEAD. DO YOU HAVE ANY OF THE OTHER CITIES STARTED A PROGRAM LIKE THIS.

PLANE NOW HAS A VERY AS AN EXACT SIMILAR POSITION, IN FACT, MODELING IT OFF OF

[01:00:05]

PLANO'S POSITION, THEIR POPULATIONS OBVIOUSLY BIGGER AND THE DEPARTMENT'S BIGGER THAN OURS, SO THEY'RE GOING TO HAVE MORE. WE DON'T HAVE ANYBODY THAT DOESN'T LIKE HER FAMILY VIOLENCE OR ANYTHING LIKE THAT, YOU KNOW, DOES A BACKGROUND SEE WHAT'S GOING ON? FOLLOW UPS OR ANYTHING ARE CRIME VICTIM ADVOCATES SEVERELY FOLLOWS UP WITH FAMILY VIOLENCE WITH FROM THE DEPARTMENT. YES OKAY. HOW MANY PEOPLE ARE ASSIGNED TO THAT ONE? JUST ONE PERSON. HOW MANEY OFF THE TOP OF IT HAD ANY OF THOSE CASES WE HAVE HERE, 1440 100 INCLUDES HER CASELOAD I WITH THE VAST MAJORITY ARE FAMILY VIOLENCE, BUT NOT EXCLUSIVELY. I CAN'T GIVE YOU AN EXACT NUMBER OFF THE TOP OF MY HEAD. BUT IT'S. THE MAJORITY OF HER ACTUAL HAVING TO DO PHYSICAL WAR, CONTACTING FAMILY CONTACTING VICTIMS DOES COME FROM DOMESTIC VIOLENCE, SO BACK UP A LITTLE BIT. SO WHEN WE DO HAVE A MENTAL HEALTH CALL THAT IT'S COMING. WHAT IS OUR STANDARD? WHEN YOU SEND THE OFFICERS OUT THERE? HOW MANY'S GOING RIGHT NOW? ALWAYS DEPENDS ON THE NATURE OF THE CALL. IF YOU'RE GOING TO GET TWO OFFICERS, DEPENDING ON WHAT'S GOING ON MANDATORY. YEAH THERE. YOU ALWAYS GOT MORE THAN ONE OFFICER'S SHOWING HIM TO A CALL. WHERE YOU TALKING MENTAL HEALTH SITUATION NOW, IF YOU HAVE. A MAN WITH A GUN THREATENING SUICIDE, THREATENING TO KILL THE OFFICERS HAS HAPPENED THIS PAST WEEKEND. YOU'RE GOING TO GET MORE OKAY? I DIDN'T KNOW IF THERE WAS LIKE A CERTAIN NUMBER OF NO CERTAIN CITIES DO IT DIFFERENTLY, HOW THEY PACKAGE IT. AFTER THOSE CALL OUTS. I JUST DIDN'T KNOW EXACTLY HOW WE DID IT HERE, SO I APPRECIATE IT, CHIEF. YOU'VE ALWAYS DONE A GREAT JOB. ALWAYS PUTTING SOMETHING TOGETHER THAT YOU KNOW YOU SEE WITH THE SCALLOPS, SO IT'S DEFINITELY GOING. HELP I DO THE ONE THING I WOULD THAT I'VE ALWAYS LIKED ON THINGS LIKE THIS IS THAT THE PERSON WE HIRE HAS A POLICE BACKGROUND. AND ONLY THE REASON I SAY THAT IS WHEN THE CITY'S HIGHER. PSYCHIATRISTS ARE SO WHOEVER THEY'RE GOING TO USE TOE INTERVIEW THE OFFICERS THAT HAVE NO PLACE BACKGROUND. THEY DON'T I DON'T THINK IT HAS A VERY GOOD FIT FOR A LONG TIME WITH THE OFFICERS TRUST. AND WHEN THE PERSON IS FROM THE POLICE BACKGROUND FROM NO MATTER WHAT THE OFFICERS USUALLY JILL EASIER, BECAUSE THEY WAY WE ALL TALK THE SAME LANGUAGE, SO IT JUST MAKES IT A LITTLE BIT EASIER. IT'S ALWAYS BENEFICIAL WHETHER THEY HAVE AN ACTUAL POLICE BACKGROUND IN POLICING. AS AN OFFICER BUT CERTAINLY HAS A FAMILIARITY WITH THE SYSTEM HAS WORKED WITH THE CRIMINAL JUSTICE SYSTEM.

IT'S SOMETHING WE LOOK FOR ON THERE ARE CANDIDATES OUT THERE. YES, THAT I'M AWARE OF THAT ARE.

YOU KNOW THAT HAVE THAT TYPE OF BACKGROUND THAT WOULD BE A VERY GOOD FIT. THANK YOU AGAIN.

YOU'RE ALWAYS ONE POINT. DON'T MAKE A COMMENT. CHIEF, I WANT TO THANK YOU FOR BEING PROACTIVE ON THIS, I THINK THE SMALL INVESTMENT THAT WE'RE MAKING IN THIS ONE POSITION IS GOING TO FREE UP. TREMENDOUS NUMBER OF OFFICERS HOURS THAT CAN BE USED MORE WISELY ELSEWHERE, STOPPING CRIME RATHER THAN DEALING WITH MENTAL HEALTH ISSUES. APOLOGY FOR COMING FORWARD WITH THIS PROGRAM, BUT. DO YOU THINK YOU WILL NEED MAURINE THE LINE OF STAFFING AS THIS PROGRAM DEVELOPS AND WANT YOU TO FEEL FREE TO COME BACK TO WHOEVER MAY BE SITTING ON THE COUNCIL AT THAT TIME. GOOD PROGRAM. THANK YOU. THANK YOU. QUESTION COMING. CHIEF I'M KIND OF KIND OF CHARLIE THAT I THINK IT WILL PROVE ITS WORTH. AND WE'LL NEED MORE. AND, UH, CHARLIE ON THAT'S LIKE, MAN. ANYTHING WE COULD DO AND YOU GUYS KNOW YOU SEE IT. POSSIBLY MORE THAN ANY OF US. STRESS FOLKS ARE AND, UH, CODE HASN'T HELPED AND EVERYTHING ELSE THAT'S GOING ON HASN'T HELPED SO I'LL PREDICT MORE THAN ONE AS WELL. AND I THINK THAT WOULD BE FANTASTIC. AND I DIDN'T WANT TO PRESUME OR ASSUME ANYTHING, CHIEF WHEN WE'RE LOOKING FOR A LICENSE, PROFESSIONAL COUNSELOR OR. YOUR BACKGROUND SOCIAL WORK. YOU'RE NOT ACTUALLY EXPECTING THEM TO DO COUNSELING WORK. THAT'S JUST TOO. THIS IS JUST THIS IS THEIR TRAINING AND BACKGROUND AND I SAW YOU GOING HAVE TO BE ABLE TO INTERACT WITH PEOPLE TO UNDERSTAND THAT LEVEL. THAT'S WHY WE DON'T. I ONLY LISTED THAT ONE HERE AND I DIDN'T NOTICE IT UNTIL TODAY. I REALLY MEANT TO LISTEN AS A LICENSED PROFESSIONAL IN A NUMBER OF DIFFERENT AREAS. THAT'S WHY I MENTIONED LICENSED CLINICAL, SOCIAL WORKER OR LICENSED PROFESSIONAL COUNSELOR. THOSE ARE THE TWO MAIN ONES THAT YOU SEE OUT THERE THAT WOULD.

PROVIDE THE APPROPRIATE BACKGROUNDS AND TRAINING COULD DEAL IN THIS AREA, SO THEY'RE NOT GOING TO DO THE WORK, BUT THEY KNOW HOW TO APPROACH PEOPLE. THEY KNOW WHO I HAVE TO TALK TO, AND WHO TO. FOR OUT, YEAH. MAKES HIS FABULOUS THANK YOU. IT'S MICHELLE. YES, HER SO, CHIEF, I THINK. THE DYNAMICS ALWAYS INTERESTING. I EVER HAVING A CONVERSATION WITH YOU OR WITH THE POLICE DEPARTMENT BECAUSE MY COUNTERPARTS, COUNCILMAN

[01:05:03]

PHILLIPS COUNCILMAN ELLIOT. LITERALLY JUST SAID THE SAME THING THAT STARTED THIS CONVERSATION, WHICH WAS I THINK YOU NEED MORE. SO WHEN I THINK I DIDN'T SAY YOU DIDN'T NEED THE POSITION, AND I WASN'T ATTACKING YOU, BUT SOMEHOW, WHENEVER I'M TRYING TO HAVE A CONVERSATION WITH YOU, IT SEEMS TO BE. UH SOME TENSION OR BAD OR SOME PEOPLE ON THE DYES MAYOR PRO TEAM THEN SEEM TO WANT TO HAVE THE CONVERSATION, BUT MOTHER COUNCIL MEMBERS COULD LITERALLY SAY THE SAME EXACT THING WHICH WASS I THINK YOU NEED MORE. AND THAT'S WHAT STARTED AND PROMPTED THIS CONVERSATION. YOU KNOW, AS I LOOK HERE, AND YOU SAY YOU WANT SOMEBODY WITH A MASTERS DEGREE. BUT YOU'RE ONLY STARTING YOUR SALARY AT 65,000. DO YOU THINK THAT'S REASONABLE? THAT SOMEBODY WITH A MASTERS DEGREE? IS GOING TO COME IN AND WANT TO TAKE THIS POSITION AT 65,000 AFTER DOING ALL THAT SCHOOL THAT THAT SCHOOLING. THEN I LOOK AT THE TOTAL SALARY WAS SOMEWHERE OR THE COST IN THE BUDGET WAS $100,000 OR SO AND THAT INCLUDED A VEHICLE AND SOME OTHER THINGS. AND IF MAYBE WE TOOK OUT THAT VEHICLE THAT YOU CAN ADD ANOTHER POSITION. CAUSE I KNOW THERE'S OTHER DEPARTMENTS THAT UTILIZES NONPROFIT PEOPLE. THERE'S A PROGRAM WITH HEALTH AND HUMAN SERVICES. ARE YOU AWARE THE PROGRAM THAT THEY HAVE WITH THE MENTAL HEALTH DEPUTY? THERE'S A MENTAL HEALTH, THE DEPUTY WITH THE STATE OF TEXAS THAT THEY PROVIDE SOME MENTAL HEALTH DEPUTY. TO IMPROVE CRISIS RESPONSE SYSTEM BY DIVERTING PEOPLE NEEDED BEHAVIOR, HEALTH CRISIS SERVICES FROM HOSPITALS AND JAILS, A COMMUNITY BASED ALTERNATIVES THAT PROVIDE EFFECTIVE BEHAVIOR HEALTH TREATMENT AT LESS COST. SO THE STATE OF TEXAS PROVIDES THIS EXACT SAME PEOPLE. THAT'S NOT EXACTLY THE SAME, SIR. SO YES, GOING QUESTION BEFORE THAT, AND IT'S KIND OF SLIPPED MY MIND WHAT THE ANSWER TO THAT WAS BECAUSE I REMEMBER THE EXACT QUESTION MASTER'S DEGREE FOR 6000. YES YES, I BELIEVE IT'S APPROPRIATE I DID JUST RECENTLY REQUESTED IT BE UPGRADED ONE GRADE LEVEL IN OUR SYSTEM FOR WHAT WE'RE PUTTING IN. I HAVEN'T HEARD BACK FROM HR YET, BUT I DON'T THINK THAT'LL BE A PROBLEM. BUT WHEN WE LOOK AT THAT, THAT GENERAL SALARY RANGE WAY SURVEY WHAT PEOPLE ARE MAKING UNDERSTAND PEOPLE THAT ARE OFTEN AT THIS LEVEL IN SOCIAL WORK AND COUNSELING. IT'S NOT A GREAT PAYING JOB ON AND THE STRESS THAT COMES FROM.

WHAT THEY DO SOME OF THE FIELD WORK THAT THEY DO, UH, THIS ACTUALLY, WE BELIEVE WILL BE AN ATTRACTIVE POSITION FOR FOLKS BECAUSE THE NATURE OF THE WORK ON UH, WE'VE ALREADY HEARD THAT THERE ARE SEVERAL PEOPLE THAT WOULD BE INTERESTED IN COMING INTO THIS FIELD AT THAT PARENT AT THAT PAY RANGE, SO WE BELIEVE IT'S INAPPROPRIATE PAY RANGE FOR THE FOLKS THAT WE'RE LOOKING FOR. AND YOU KNOW, WITH THE WITH THE CAR WHEN WE'RE ASKING PEOPLE TO GO OUT ON TO, ACTUALLY, WE WANT WE ENVISION THEM GOING IN AND MEETING WITH PEOPLE, UH, PERHAPS TAKING AN OFFICER WITH AND MAYBE NOT, DEPENDING IF IT'S JUST THE FAMILY. BUT UH BUT WE DO NEED TO ARRANGE FOR TRANSPORTATION FOR THAT PERSON. RATHER, YOU KNOW, THE OPTION IS THAT HAVEN'T DRIVE THEIR OWN CAR AND PAY MILEAGE OR TO PROVIDE A CAR AND I FELT IN THIS CASE THAT IT'S A. UH IS PROBABLY A BETTER WAY TO GO ABOUT IT. UH, IT CERTAINLY THE CAR WOULD NOT.

COME CLOSE. YOU REALIZE A CAR? THAT'S THAT'S A ONE TIME EXPENSE YOU BY THE CAR, YOU ADVERTISED IT OVER SO MANY YEARS LIKE OUR TYPICAL TYPICAL FOR CIVILIAN VEHICLES OF SEVEN YEAR. AMORTIZATION SO DIVIDE THE COST OF THAT CAR BY SEVEN AND THAT'S REALLY WHAT YOU'RE GETTING ON A YEAR TO YEAR BASIS, SO IT IT DOESN'T AMOUNT ANYWHERE NEAR TO PAYING FOR ANOTHER PERSON. IF YOU'RE LOOKING AT MAYBE $5000 A YEAR. UM. SO YEAH, I THINK ON BOTH LEVELS THOSE THINGS BACK TO THE STATE DEPUTY U DID YOU KIND OF ANSWERED THE QUESTION YOURSELF AND READING THAT THEY WORK WITH PEOPLE COMING OUT OF HOSPITALS AND COMING OUT OF JAILS. ON THE WAY THERE IS NOT LIKE SOMEBODY SPECIFIC TO MCKINNEY, EITHER. UH SO THAT THIS IS A PROGRAM THAT WILL DEAL SPECIFICALLY WITH OUR RESIDENTS HERE WITH PEOPLE THAT WE COME INTO CONTACT WITH, OVER AND OVER THAT MAY NOT BE AT THAT LEVEL IN THE SYSTEM WHERE THEY'RE GOING TO GET STATE INTERVENTION OR. OR HIGHER LEVEL INTERVENTION. WE'RE TRYING TO PREVENT PEOPLE FROM EVER GETTING TO THAT POINT OR FROM US EVER GETTING TO THE POINT OF HAVING A BAD INTERACTION WITH THEM WHEN WE CAN PREVENT THAT, IF IT'S POSSIBLE, CAN WE? YOU KNOW, WE KNOW WE CAN'T PREVENT EVERYONE. BUT IF WE CAN GET THEM TO THE APPROPRIATE COUNCILLORS, THE APPROPRIATE HELP. THAT THEY NEED ON AND WHEN YOU LOOK AT MENTAL ILLNESS, AND YOU LOOK AT HOMELESSNESS OFTENTIMES AND DRUG USE, THESE THINGS OFTEN GO TOGETHER, NOT

[01:10:03]

SAYING IT'S TRUE FOR EVERYBODY. BUT. YOU KNOW, THEY'RE KIND OF OFTEN INTERTWINED, AND SO WE COME INTO CONTACT WITH THESE FOLKS, AND WE CAN PROVIDE A LEVEL OF INTERVENTION THAT'S REALLY NOT AVAILABLE TO US ANY OTHER WAY. WHAT ARE YOU DOING NOW FOR CRISIS INTERVENTION BECAUSE A LITTLE BIT ABOUT THIS, YOU KNOW THIS WAS SUPPOSED TO TALK ABOUT WHAT? THIS POSITION WAS AND WHAT? IT WASN'T. AND WHAT WE DISCUSSED IN THE YOU KNOW, KIND OF THE BUDGET SESSION WAS THAT THE NEED FOR MENTAL HEALTH PEOPLE TO SHOW UP TO A SCENE. TO PREVENT THE DEATH OF PEOPLE IN A MENTAL HEALTH CRISIS. AND THE NEED TO HAVE PEOPLE TRAINED IN MENTAL HEALTH CRISIS. OKAY, SO IF THIS POSITION IS NOT THAT EXPLAINED TO ME WHAT YOU'RE DOING IN THE DEPARTMENT NOW. WE'RE TRYING EVERY AS WE MENTIONED LAST. WE'RE TRAINING EVERY ONE OF OUR OFFICERS UP TO THE LEVEL OF MENTAL HEALTH POLICE OFFICER WAY STARTED THAT FOUR YEARS AGO. WE GIVE EVERY PERSON THAT LEVEL. OF TRAINING, SO EVERYONE OUR OFFICERS ARE TRAINED LIKE THAT. YOU ALSO YOU KNOW IF THERE'S A NEED TO PREVENT THE DEATH. AND HOW MANY DEATHS. SO IS THERE SO I DON'T KNOW WHAT WE'RE PREVENTING NEED OFF. SO YOU PRESENT A NEED THAT MAY NOT BE OUT THERE. BUT WHAT I'M PRESENTING TO YOU IS A NEED THAT IS OUT THERE SOMETHING I KNOW WE CAN DO, BUT WE ARE. WE STARTED 4.5 YEARS AGO TRAINING EVERY OFFICER BECAUSE I CAN'T ALWAYS PREDICT WHAT THOSE PEOPLE ARE GOING TO FACE. IT'S SOMETIMES GOOD TO SAY, WELL, WE'RE GOING TO SEND SOMEBODY OUT THERE. AND. YOU KNOW, WE KNOW WHAT THIS CALL IS GOING TO BE. IT'S GOING TO BE THAT PERFECT CALL. TO HAVE SOMEONE COME AND JUST BE A COUNSELOR TO THEM, CHIEF. THAT'S NOT OFTEN. WHAT CHIEF IS THAT A STANDARD ORIN ACCREDITATION THAT YOU REACH A MENTAL HEALTH LEVEL OF AN OFFICER. I NO. IS THAT SOMETHING? I SHE KNOWS TO DO? IT'S A STANDARD THAT YOU REACHED BY TAKING THIS SPECIFIC TRAINING. OKAY, SO HOW MANY OF OUR OFFICERS WE HAVE EVERY ONE OF THEM THROUGH 100% OF OUR WELL. YOU'VE GOT BRAND NEW ROOKIES IN THE ACADEMY. BUT ONCE THEY GET OUT IN THE FIELD TRAINING BECAUSE IT WAS MANDATED, IT IS MANDATED NOW TO GO THROUGH THIS 40 OUR TRAINING, SO THEY GET IT AT THE VERY BEGINNING OF THEIR CAREER. BUT WHAT ON THAT CAME UP TWO YEARS AGO THROUGH THE STATE LEGISLATURE, SO IN THAT SENSE, IT IS NOW MANDATED FOR NEW POLICE OFFICERS, BUT ANYONE WHO WAS ALREADY IN THE FIELD. DIDN'T HAVE TO HAVE THAT TRAINING, SO WE WE'VE GONE BACK IN BEFORE IT BECAME A MANDATE AND WAS GIVING EVERYONE THIS LEVEL OF TRAINING. AND NOW ALL POLICE OFFICERS ARE GETTING THIS TRAINING. SO THAT'S HOW THAT WORKS OUT. THANK YOU FOR ALL YOU'RE DOING IN THE CITY OF MCKINNEY AND THANK YOU FOR KEEPING US DEATH FREE AS YOU SAY. WE APPRECIATE THEM. IF THAT'S ALL THAT'S ALWAYS THE GOAL. THERE ALWAYS AGO IS TO INTERVENE TO PROTECT AND PRESERVE HUMAN LIFE. I WISH I COULD SAY THAT'S ALWAYS A GUARANTEE. UNFORTUNATELY THAT'S NOT ALWAYS AVAILABLE TO US. BUT THE PRIMARY. PURPOSE OF US BEING OUT THERE IS TO PRESERVE AND PROTECT HUMAN LIFE. TEETH. CONTRARY TO POPULAR BELIEF. YOU HAVE MY SUPPORT. MAY NOT FEEL LIKE IT. I SUPPORT YOU WAY HAVE NO PROBLEMS. THANK YOU. I APPRECIATE IT. THANK YOU. CHIEF. THANK YOU VERY MUCH, UM, COUNSELING LIAISON. UPDATES.

[COUNCIL LIAISON UPDATES REGARDING THE VARIOUS MCKINNEY BOARDS & COMMISSIONS]

MET WITH LIBRARY BOARD A COUPLE WEEKS KILLER. EVERYTHING'S GOING FINE, GREAT GROUP PEOPLE CONTINUE TO SHOW UP. DON'T GOOD JOB FOR THE CITY. IT'S AMAZING THE NUMBER. I'LL COME BACK TO THIS NUMBER, BUT THE NUMBER OF NEW LIBRA CARDS THAT ARE GOING OUT. I THINK THEY ISSUED 6000 NEW LIBRARY CARDS DURING PERIOD THAT COVE IT. IT WAS, IT IMPLIES THE CIRCULATION OF BOOKS IS THAT LIKE 20 TO 42,000, AND THEY'VE GOT E BOOKS OUT THERE THAT YOU CAN CHECK OUT ONLINE, SO WE'RE PROVIDING A HUGE BENEFIT TO A LOT OF FOLKS, AND I THINK IT GOES RELATIVELY UNNOTICED. ON ANOTHER NOTE. WAS NOT NECESSARILY A LIAISON COMMENT, BUT I DO WANT TO SAY THIS PUBLICLY WHILE TRISH JACKSON IS HERE. I DID GET TO SERVE ON THE SELECTION COMMITTEE WITH THE ARCHITECTS AT. THE APPOINTMENT OF THE COUNCIL AND I WANT TO SAY I APPRECIATE EACH AND ALL OF YOU TRUST ME WITH THAT ROLL. IT WAS A LOT OF FUN FOR ME, AND I'VE GOT TO TELL YOU THAT OUR SELECTION TEAM CONSISTED OF OUR. ASSISTANT CITY MANAGER'S TRISH JACKSON AND MR HALL WELL AS WELL AS MR GRIMES. OUTSTANDING JOB. I JUST HAD SOME OF THE BEST ARCHITECTURAL FIRMS ACROSS THE COUNTRY APPLYING FOR THIS AND IT WAS A UNANIMOUS DECISION

[01:15:01]

AND JUST GOT THE BEST OF THE BEST OUT THERE. I'M TRULY EXCITED, AND I REALLY WANT TO TELL YOU GUYS THANK YOU FOR ALLOWING ME TO HAVE THAT EXPERIENCE WORK ALONG WITH THEM.

THEY DID A TREMENDOUS JOB. THANK YOU, TRISH. I THINK YOU WILL BE PLEASED. AWESOME.

GREAT. DO YOU WANT TO SAY THANK YOU IN THE LIBRARY SIDE MY 96 YEAR OLD FATHER IN LAW WHO LIVES WITH US? THANK GOD FOR THE LIBRARY AND THANK GOD FOR KENDALL. SO, UH, I'LL SAY THAT JUST A QUICK M C D. C UPDATE. UH, YOU KNOW, IT'S BEEN. HARD DESCRIBE JUST HOW, GRATIFYING IT IS TO SEE THE COOPERATION AND COLLABORATION WITH PROJECTS THAT COME DEM CDC. 11 MEETING THERE WAS A PROJECT TO HONOR THE FOLKS THAT AIR UH, THOUGH THIS IS THE RIGHT TITLE DOESN'T SOUND POLITICALLY CORRECT. BUT THE RIGHT TITLE OF HONOR FOLKS WHO ARE BURIED IN THE MEXICAN CEMETERY. AT THE SAME TIME, WE HAVE ANOTHER PERSON. COME UH, COME IN TO SAY, LISTEN, WE ARE WE ARE CHURCH CONGREGATION WANTS TO DO SOMETHING ABOUT AFFORDABLE HOUSING, SO WE WANT TO BUY. THIS LAND AND PUT UP INDIVIDUAL HOUSES THAT ARE SMALLER THAN WHAT WE MIGHT DO.

YOU KNOW WHAT WE MIGHT HAVE ENVISIONED? WE HAVE THEN AH, HOW 1 21 AND PROJECTS THERE THAT HAD TO DO WITH COMMERCIAL DEVELOPMENT IN THE CITY. AND SO I THINK JUST THE M C D C MEETING IS A MICROCOSM OF WHAT MCKINNEY HAS GOING FOR IT AND THE BREADTH AND DEPTH OF PROJECTS THAT THEY'RE OUT THERE SO. AS A WAS A GREAT MEETING TO BE. THEY'RE ALL GOOD MEANS TO BE A BUT THAT THAT WAS A REALLY GOOD ONE. YOU'RE PROTECTED. I HAD NO BOARD MEETING SINCE OUR LAST CITY COUNCIL MEETING, SO I'M EMPTY. OSMAN UH, M C D. C WAS GREAT. I HAD TO LEAVE EARLY.

NO BULLET CAME IN AND FILLED IN, BUT HE BEGAN TO HIT ON THE HEAD. IT'S NICE TO SEE THAT BOARD BACK THERE REALLY GEL IN. I'M REALLY LIKE IN A JACKIE BURKE AND HOW SHE'S REALLY STEPPED UP ON. NOT QUITE ANYMORE. WE STILL NEED TO TURN OFF RICK GLUES MIKE. SOME UM, BUT NOW I KNOW IT'S PART OF THE ENTERTAINMENT, BUT THEY'RE THEY'RE DOING THEY'RE DOING REALLY WELL, ESPECIALLY. YOU KNOW WHAT'S WHAT'S GOING ON. AH, LOT OF PROJECTS HAVE EITHER BEEN PAUSED OR SCALE BACK, BUT THEY'RE STILL PUSHING THROUGH, AND THAT'S WHAT MATTERS. THAT'S WHAT MAKES MANY OF US PROUD TO BE IN MCKINNEY. SO THAN THAT. I DON'T HAVE ANYTHING ELSE. I DON'T HAVE ANYTHING AT THIS TIME. SIR. UM. HAVE YOU LOOKED AT YOURSELF HOME BILLS LATELY? UH, YOU HAVE. HOME LINES OR LANDLINE BUSINESS LINES. FROM THE BOTTOM OF THOSE BILLS AND EVERY SINGLE PHONE LINE. THERE'S A 50 CENT. TAX. THURSDAY WE HAVE THE NORTH CENTRAL TEXAS EMERGENCY COMMUNICATIONS DISTRICT. NORTH CENTRAL TEXAS 901 BOARD MEETING AGAIN. I'LL BE THERE THURSDAY TO REPRESENT THE CITY OF MCKINNEY. AND WE NOW RECEIVE THAT 50 CENT TAX. SO EVERY MONTH YOU PAY A TAX THAT YOU PROBABLY NEVER KNOW WHAT HE DOES WITH THAT. MAKE SURE WHEN YOU CALL 911 THAT IT GETS TO THE RIGHT PEOPLE IN THAT 911 GETS TO YOU IN YOUR TIME OF NEED, AND SO THURSDAY, I'LL BE THERE REPRESENTING AGAIN. SO LOOK FORWARD TO THAT BOARD MEETING THIS PAST WEEKEND, I WAS ON THE MARCH ON WASHINGTON IN D. C. AND WHAT AN HISTORICAL EVENT IT WASS 57 YEARS FROM THE TIME THAT DR KING WAS THERE FOR THE MARCH ON WASHINGTON AND I STOOD NEXT TO HIS SON, MARTIN LUTHER KING. THE THIRD AND AL SHARPTON AND JUST AN HONOR TO, YOU KNOW, STANDING IN THE PRESENCE OF DR KING THIRD AND JUST SUCH GREATNESS TO SEE A HALF A MILLION PEOPLE THERE TO SAY. WE'RE GOING TO STAND FOR JUSTICE AND RIGHTEOUSNESS AND CHANGE NO MATTER WHAT. THAT'S ALL I GOT. RIGHT? UM, I'M GONNA.

I'M GONNA ASK THE COUNSEL FOR SEE IF I HAVE CONSENSUS ON SOMETHING I ORIGINALLY WAS.

JUST THINKING OF. I WOULD SUGGEST IT JUST MYSELF, BUT I THINK IT'S BETTER IF IT'S A COUNCIL. DECISION. UM. CITY OF ANNA IS LIGHTING. THEY'VE GOT A PROGRAM. I THINK IT'S CALLED PAINT. THE TOWN BLEW. THEY'RE LETTING THEIR WATER TOWER IN SEPTEMBER BLUE TO SHOW SUPPORT FOR THEIR POLICE. AND I SPOKE TO THE MAYOR NATE PIKE. THERE. AND TALK TO HIM ABOUT MCKINNEY DOING THE SAME THING AND BUT I WANT TO HAVE AN IN DEPTH CONVERSATION WITH THEM BECAUSE YOU KNOW, ON THE SURFACE, ONE MIGHT THINK THAT THAT IS, UH, THAT MIGHT BE CONSIDERED INSENSITIVE. 22 PART OF OUR. COMMUNITY OR COULD BE COULD BE THOUGHT. WRONGLY OF WHAT WE'RE ACTUALLY SAYING. SO I REACHED OUT AND I SPOKE TO SOME LEADERS OF OUR OF OUR MINORITY

[01:20:07]

COMMUNITY. PEOPLE HAVE BEEN VERY ACTIVE AND VERY PRESENT HERE FOR THE LAST 456 MONTHS.

AND I TALKED TO THEM AND I TOLD THEM WHAT MY THOUGHTS WERE, AND I WANTED TO GET THEIR THEIR INPUT. MY THOUGHT WAS THAT. YOU KNOW, THERE'S CERTAINLY WE'RE A COMMUNITY, NOT JUST MINORITY MINORITY MAJORITY COMMUNITY THAT THAT ISTHE AGAINST POLICE BRUTALITY WERE FOR RACIAL EQUALITY WERE AGAINST RACIAL INJUSTICE. AND THOSE THINGS STAND ALONE, BUT IT'S NOT BINARY. THAT A COMMUNITY LIKE OURS. CAN STAND FOR THOSE THINGS BUT ALSO SUPPORT OUR POLICE. WE HAVE A POLICE DEPARTMENT THAT AS WE ALL KNOW, HAS SPENT THE LAST NUMBER OF YEARS UNDER ARE FANTASTIC CHIEF CONLEY'S DIRECTION. ANYTHING FROM HIRED 41% OF NEW HIRES ARE OUR MINORITY AND FEMALE HAVE DONE THE TRAINING THAT WAS JUST SPOKEN ABOUT BEFORE IT WAS EVER REQUIRED. EVEN AFTER IT WAS REQUIRED. MADE SURE THAT EVERY OFFICER THAT WASN'T REQUIRED TO TAKE IT BECAUSE THEY WERE ALREADY OFFICERS DID THAT TRAINING. I KNOW THAT THERE IS TRAINING ABOVE AND BEYOND THAT, THAT EACH OF OUR OFFICERS, TOO THE OUTREACH IS THAT WE'RE ALL FAMILIAR WITH AND ARE AWARE THAT OUR POLICE DO TO MAKE SURE THAT THEY ARE ENGAGED IN THE COMMUNITY. AND WE HAVE AH, RELATIONSHIP BETWEEN THE COMMUNITY AND OUR POLICE DEPARTMENT. THAT IS. TWO POINT MADE BY CONSTANT SHAMBO BEFORE YOU KNOW, UNIQUE BY NATURE IN THIS CITY. AND I AND I, SO I SPOKE TO MEMBERS REPRESENTATIVE OF THE EAST SIDE, AND THEY SAID, HEY, MY MAYOR! WE FULL SUPPORT. FULL SUPPORT, AND, UH BECAUSE THE FACT IS. ALL OF OUR COMMUNITY SUPPORT OUR POLICE. BUT WHY DO WE SUPPORT OUR POLICE? SUPPORTER POLICE BECAUSE OF HOW THEY'RE ENGAGED IN WHAT THEY DO IN THIS COMMUNITY. THAT IS, UNFORTUNATELY DIFFERENT THAN HIS DUNN'S OTHER COMMUNITIES, BUT THE THINGS THAT ARE GOING ON ACROSS THIS COUNTRY AND SOME IN SOME CITIES. IT'S CERTAINLY SOMETHING THAT THIS ENTIRE COMMUNITY IS AWARE OF. WE SPEAK OUT AGAINST WE STAND IN UNIFIED AGAINST BUT AT THE SAME TIME. I THINK THIS COMMUNITY AT LEAST EVERYONE I HAVE SPOKEN TO TODAY WITH REGARDED THIS IDEA OVER THE LAST WEEK. IS VERY MUCH ACKNOWLEDGES THAT, UH. AT OUR POLICE DEPARTMENT. THIS ONE THAT DESERVES AND HAS EARNED OUR SUPPORT. SO I HAVE ASKED, WILL ASK, ASSUMING THERE'S CONSENSUS HERE ON THE COUNCIL. UM THAT WE LIGHT OUR TOWER BLEW. THIS MONTH. AND, UH, AND ASSUMING THAT THERE'S CONSENSUS. IT'S REALLY IMPORTANT CHIEF AND ALL THE OFFICERS THAT THEY KNOW THAT. ASSUMING THERE'S CONSENSUS, UM THIS IS A SENTIMENT THAT IN MANY, MANY, MANY, MANY CONVERSATIONS I'VE HAD OVER THE LAST WEEK OF ALL. REPRESENTATIVE MEMBERS OF OUR COMMUNITY. IT IS A COMMUNITY. GESTURE IF YOU WILL. THEY WANT. THEY WANT TO MAKE SURE THAT THE ONLY CONDITION WAS THAT THAT I MADE SURE THAT I EXPRESSED THEIR SUPPORT. IN THIS SO. WHEN ASKED COUNCIL DO I HAVE CONSENSUS? TOGETHER AND JOIN OUR SISTER CITY IN THIS GESTURE. SURE. YOU KNOW, I HAVE A COMMENT. I THINK YOU KNOW, WE. I WOULD SAY THAT THIS WAS, YOU KNOW. IT'S VERY. VERY TOUCHY. SITUATION WE HAVE 26,000 PEOPLE THAT ARE BLACK AND THE CITIES.

FOR THE SENSES IN THE LAST SENSES, AND YOU KNOW WE SUPPORT OUR POLICE DEPARTMENT. WAY SUPPORT POLICE AND. WE'RE NOT AGAINST POLICE WERE JUST AGAINST POLICE BRUTALITY, I THINK IT WOULD MAKE IT A LOT EASIER. TO SUPPORT. A GESTURE THAT SAYS THAT IF OUR POLICE DEPARTMENT WILL COME OUT AND SUPPORT, AND I ALSO STAND AGAINST POLICE BRUTALITY. AND AT THIS POINT I HAVE NOT SEEN THE POLICE COME OUT INSTEAD. WITH BLACK LIVES AND STAND OUT AGAINST AT LEAST PUBLICLY AGAINST POLICE BRUTALITY. AND. YOU KNOW IT IS THAT THEY HAVE

[01:25:01]

TO BE CONDITIONAL, BUT IT WOULD BE A GREAT GESTURE TO THE BLACK COMMUNITY IF OUR POLICE DEPARTMENT WOULD MAKE A PUBLIC STATEMENT AGAINST POLICE BRUTALITY. AND I THINK IT WOULD MEAN A GREAT DEAL TO THE COMMUNITY. AND IF WE COULD STAND, UNIFIED, AND WE COULD SAY YES, WE BACK A GOOD POLICE OF THIS COMMUNITY. IF THE GOOD POLICE WOULD ALSO SAY THAT WE STAND AGAINST POLICE BRUTALITY, AND I WOULD BE IN GREAT FAVOUR OF LIGHT IN OUR TOWER BLEW TO SAY WE BACK GOOD POLICE. IF THE POLICE WOULD ALSO UNAPOLOGETICALLY SAY THAT THEY ARE AGAINST POLICE BRUTALITY. SO THAT'S JUST WHERE I STAND. YOU KNOW, I CAN'T IT WOULD ALMOST BE LIKE A SLAP IN THE FACE. YOU KNOW FOR ALL THE PEOPLE WHO ARE HURTING. WE HAVE A RESIDENT HERE WHO IS STILL SEEKING JUSTICE FOR HIS SON. HE DOESN'T EVEN KNOW THE NAME OF THE OFFICER THAT KILLED HIS SON, DARIUS TARVER. AND SO HE LIVES IN MCKINNEY. AND I KNOW HE STILL BACKS THE BLUE AND HE STILL SUPPORTS THE BLUE, BUT IT WOULD BE A GREAT DEAL IF OUR POLICE DEPARTMENT SAID THAT WE STAND AGAINST POLICE BRUTALITY, AND THEN WE CAN ALL RALLY TOGETHER. ON THAT ON THAT FRAMEWORK. AND SO YOU KNOW, I'M. I'M STILL THORNE. BUT THOSE WERE JUST MY COMMENTS. MR. MAYOR, YOU HAVE THE. YEAH, I WOULD. I WOULD SAY THAT I DO FEEL THAT OUR POLICE CLEAR. REMEMBER THAT? I WISH I HAD IT HERE. I DON'T KNOW. BUT THE LETTER THAT. CHIEF CONLEY WROTE. VERY MADE A VERY PUBLIC STATE AT LATER THAT LETTER WAS AN INTERNAL LETTER AND NOT A PUBLIC LETTER, SO I DON'T DISAGREE. THAT WAS ASKED TO READ IT PUBLICLY, AND I READ IT PUBLICLY, BUT IT'S UNDER AGAIN. I PUT ON RECORD. IT MAY NOT.

YOU MEAN? I'VE DONE THAT? BUT YOU KNOW, I WAS HERE WHEN YOU DID IT. BUT IF. I MEAN, HOW MANY PEOPLE ACTUALLY FIRST OFF THAT WILL AGAIN WAS A MEETING AFTER KOBE WHERE WE HAVE LIMITED SPACE, AND WE KNOW THAT OUR MEETINGS ARE HAVE A LIMITED ENGAGEMENT. WHAT YOU KNOW? EVERYONE WILL SEE OUR TOWER. NOT EVERYONE WILL UNDERSTAND THE MESSAGE. I PLAN ON MAKING SURE THAT LEASE ON MY PART THAT I WILL MAKE IT VERY CLEAR WITH THE MESSAGES AND ALSO, I DON'T KNOW. I MEAN, I WANT TO PUT CHIEF ON THE SPOT, BUT, UM. NO, I COULD CERTAINLY ALSO POST LETTER THAT THE CHIEF ROWE BECAUSE I BELIEVE IT WAS FOR PUBLIC CONSUMPTION, BUT BUT THIS. IT'S NOT FOR ME, THERE'S NOTHING CONDITIONAL HERE. AND AND YOU SAID THAT AS WELL, YOU SAID YOU WEREN'T ASKING TO BE CONDITIONAL. BUT I THINK WE HAVE CONSENSUS. YOU HAVE CONSENSUS ALWAYS HAVE CONSENSUS WITHOUT ME. EITHER WAY. NO. I MEAN, I THINK IT'S IMPORTANT.

WE ALL STAND TOGETHER IN THIS AND AGAIN. I WILL MAKE IT VERY CLEAR THAT, UH IN NO WAY, SHAPE OR FORM IS THIS ANY OF THIS IS NOT TAKEN AWAY FROM ANYTHING ANY OTHER ISSUE ANY OTHER. A NATIONAL ISSUE. LOCAL ISSUE. STATE ISSUE COUNTY ISSUE. WAY CERTAINLY AGAIN AS I'VE STATED, THIS IS NOT A BINARY THING THAT WE CAN'T NOW THAT YOU CAN'T DO ONE. AND DO THE OTHER AND I THINK IT'S IMPORTANT THAT. OUR COMMITTEE. I CAN'T SPEAK TO ANNA'S COMMITTEE BECAUSE I HAVEN'T HAVEN'T RESEARCH WITH THEIR POLICE DEPARTMENT DOESN'T ASSUME THAT THEY HAVE DONE I ASSUME THEY HAVE THE SAME MOTIVATION, BUT. IT IS IMPORTANT AND THAT AND THE MEMBERS OF THE MINORITY COMMUNITY HAS SPOKEN TO HAVE STATED AS WELL. IT'S REAL IMPORTANT THAT THE POLICE KNOW THAT THEY THEY WANT THEY WANT TO CONTINUE. FIRST I WANT TO RECOGNIZE WITH THE POLICE DEPARTMENT HERE IS DONE. WANT TO RECOGNIZE WHAT THE POLICE DEPARTMENT IS CONTINUING TO DO? AND ONE ENCOURAGED THE THIS DEPARTMENT TO ALWAYS, UM. DO WHAT THEY'RE DOING, CONTINUING THAT IN THAT WRITE DIRECT THE REMAINING IN ALL OF THAT, SO.

THAT'S SO WE HAVE CONSENSUS. THAT'S WHAT WE'RE DOING IN CHIEF. UM. ALL THE DEPARTMENT NEEDS TO KNOW THAT WE SUPPORT THEM AND IT'S NOT NOT. NOT JUST SOME FLIPPING STATEMENT OF BACK TO BUD'S GOT NOTHING TO DO WITH THAT. BUT WHAT WE BACK IS THIS DEPARTMENT AND THE EFFORTS OF THIS DEPARTMENT AND THE EFFORTS OF EVERY OFFICER. THAT IS. IT'S MADE IT THERE. THEY'RE COMMISSION, TO FOLLOW THE LEAD THE EXAMPLE THAT YOU HAVE SET AND MAKE SURE THAT WE'RE COMMUNITY THAT THAT IS NOT GOING TO EXPERIENCE THE THINGS THAT THESE OTHER COMMITTEES, HAVEN'T YOU. YOU'VE DONE A. WONDERFUL JOB OVER THE LAST 4.5 YEARS, AND THE COMMUNITY RECOGNIZES IT AND SEES IT AND WANTED AND WANT TO MAKE SURE THAT, UH, YOU KNOW IT. COMES IN FOR THE MONTH OF SEPTEMBER. YES, SIR. IT IS. DOES IT HAVE TO COME BACK AND BE. HOLD IT ON OR SOMETHING. NOW IT'S JUST A CONSENSUS. I MEAN, IT'S COULD'VE DONE IT HIMSELF. YEAH

[01:30:04]

I JUST THOUGHT I WANTED TO SOLVE TOO. YOU KNOW, I WANTED MONITOR REALITY CHECK AND AGAIN. THAT'S WHY I REACHED OUT TO SOME VERY VERY VOCAL PEOPLE IN THE MINORITY COMMUNITY WELL AND GET THEIR INPUT. AND, UH, THE MESSAGE IN IS IMPORTANT, MR MAYOR, NO DOUBT. I CANNOT HAVE ANYTHING ON BACK TO BLUE WITH MY NAME ATTACHED TO IT. I MEAN, I SUPPORT MCKINNEY POLICE, BUT THAT TAGLINE THIS'S ABOUT SUPPORTING THIS OUR COMMUNITY SUPPORTS OUR POLICE DEPARTMENT.

THAT'S WHAT THIS IS. OKAY. I APPRECIATE IT. THERE. WE ARE NOW GOING TO MOVE INTO
