JENNIFER ARNOLD, DIRECTOR OF PLANNING WE WERE IN FRONT OF THE COUNCIL A COUPLE OF WEEKS AGO WITH OUR FIRST IMPACT FEET. UPDATE ON WHAT WE'RE CALLING OUR INFO SERIES FOR YOU ALL AND WE'RE AS PROMISED BACK WITH AN EXCITING AROUND TOO. I'LL BE JOINED TONIGHT WITH AARON BLOCKS THEM TO TAG TEAM A LITTLE BIT ON THE PRESENTATION. WITH THAT I WILL JUST JUMP RIGHT IN SO A CZ. YOU ALL KNOW WE'RE IN THE MIDDLE OF A FIVE YEAR IMPACT THE UPDATE AND WE ARE TO A STAGE WHERE WE'RE PREPARING TO DETERMINE WHAT THESE NEW FEES MIGHT BE.

AS PART OF THAT WE WERE IN FRONT OF YOU COUPLE OF WEEKS AGO TO GIVE SOME HIGH LEVEL OVERVIEW OF WHAT IMPACT FEES ARE GLOBALLY HOW THEY IMPACT THE CITY'S BUDGET, THE DEVELOPMENT COMMUNITY AND OUR RESIDENTS AT LARGE. TODAY. WE'RE GOING TO DRILL DOWN JUST A LITTLE BIT MORE INTO SOME TECHNICAL INFORMATION ABOUT THIS YEAR'S IMPACT THE UPDATE PROCESS AS I ALWAYS SAY UPDATING OUR IMPACT FEES IS A THREE STEP PROCESS FIRST IS HOW DO WE THINK WE'RE GOING TO GROW? SECOND PAGE IS OUR C I P, WHICH IS WHAT'S THE INFRASTRUCTURE WE NEED TO SUPPORT THAT GROSS AND HOW MUCH DOES IT COST? AND THEN FINALLY, WHAT FEES ARE WE ACTUALLY GOING TO CHARGE? AND SO AS WE'RE TALKING ABOUT THAT C I P AND HOW MUCH WE THINK WE'RE GOING TO GROW. THE PURE CALCULATION WITH THE HELP OF OUR OUTSIDE CONSULTANTS IN THE GROWTH THAT WE THINK WE'RE GOING, TIO SEE OVER THE NEXT 10 YEARS. IS ABOUT $564 MILLION WORTH OF ANTICIPATED. NEW ROADWAY NEED S O. THAT IS A PURE MATHEMATICAL FUNCTION OF NEW GROWTH. RHODES. HOW MUCH DO THEY COST? BUT WHAT STATE LAW DOES IS IT TELLS US HEY CITY. WE KNOW THAT THAT'S HOW MUCH HOW MUCH CONSTRUCTION ROAD ARE KIND OF CONSTRUCTION COSTS. YOU'RE GONNA HAVE TO BUILD ANTICIPATED NEW ROADS. BUT YOU CAN'T RECOVER ALL OF THOSE COSTS VIA IMPACT FEES. YOU CAN ONLY RECOVER A CERTAIN AMOUNT OF THAT. AND IN THIS IMPACT, THE UPDATE STATE LAWS SAID WE CAN RECOVER ABOUT $302 MILLION WORTH OF ANTICIPATED.

CONSTRUCTION COSTS FOR NEW GROWTH AND ROADWAYS. UM AND THAT IS TIO ACCOUNT FOR THINGS LIKE CERTAIN ROAD NEEDS THAT WE MIGHT HAVE OVER THE NEXT 10 YEARS ARE TO ABSORB EXISTING DEFICIENCIES ON ROADWAYS. THOSE ARE NOT IMPACT. BE ELIGIBLE. SOME OF THESE NEW DEVELOPMENTS THAT WE'RE GOING TO SEE IN THE CITY. YOU'RE GOING TO GENERATE TAX REVENUES AND DOLLARS THAT ARE GOING TO SUPPORT THE CITY'S BUDGET, SO THEY GET A CREDIT FOR THAT. IT'S A STATE LAW SAYS EVEN THOUGH YOU MAY HAVE $564 MILLION OF PROJECTED NEED, YOU CAN ONLY RECOVER ABOUT $302 MILLION WORTH OF THAT. AND WHEN YOU CAN'T HEAR HIS COMEBACK IN THE NEXT COUPLE OF WEEKS, WE'RE GOING TO TALK ABOUT A MAXIMUM ACCESSIBLE IMPACT FEE. THAT WE CAN CHARGE AND THAT IS REALLY BASED OFF OF THIS $302 MILLION NUMBER. HOWEVER, WHEN WE SIT DOWN AND LOOK AT GROWTH IN MCKINNEY AND MCKINNEY IS A DEVELOPMENT PARTNER IN THAT NEW GROWTH. WE ALSO RECOGNIZE THAT SOME OF THAT NEW CONSTRUCTION IS GOING TO BE SOMETHING THAT THE CITY WILL LIKELY HELP SUPPORT THROUGH OUR PUBLIC. INFRASTRUCTURE PROJECTS ARE CIA PROGRAM. SO EVEN THOUGH STATE LAW SAYS WE CAN RECOVER ABOUT $302 MILLION BY THE LETTER OF THE LAW, WE ACTUALLY SAT DOWN INTERNALLY AND SAID. WE KNOW THAT'S WHAT WE CAN RECOVER. NOW. WHAT DO WE ACTUALLY THINK WE MIGHT BUILD OVER THE NEXT 10 YEARS ON THE CITY'S SIDE OF THINGS? SO THIS IS PUBLIC PROJECTS THAT THE CITY WOULD FUND ON ITS OWN DIME? IF YOU WILL. AND WHAT WE FOUND BY THAT IS INSTEAD OF THE $302 MILLION AT STATE LAW ALLOWS US TO RECAPTURE OR TO RECOVER WHERE WE'RE REALLY THINK WE'RE GOING TO END UP SPENDING MONEY IS ABOUT 300 MILLION, SO. WE'VE CALLED THIS ARE ADJUSTED RECOVERABLE COST. IT'S NOT A STATE LAW MANDATE. IT'S NOT ANYTHING THAT'S ROOTED IN ANY KIND OF MATHEMATICAL SCIENCE. MORE SO THAN IT IS. STAFF GOING THROUGH THE PROJECT LIST FROM OR THE IMPACT THE UPDATE DETERMINING WHICH ROADWAYS WE THINK THE CITY MAY ACTUALLY BUILD ON ITS OWN DIME VERSUS THE PROJECTS. WE THINK THE

DEVELOPMENT COMMUNITY WILL LIKELY BUILD. AS PART OF THEIR DEVELOPMENT PROJECTS AS WELL.

AND SO WHEN WE'RE LOOKING ABOUT AT A RECOVERABLE COST THAT 163 MILLION IS REALLY WHAT WE'RE HOPING TO HELP SUPPLEMENT. IN THE CITY'S BUDGET THROUGH IMPACT FEES. DO WE THINK THAT THE CITY NEEDS TO RECOVER THAT FULL 163 MILLION OR EVEN THAT FULL $302 MILLION RECOVERABLE COSTS? PROBABLY NOT. BECAUSE WE DO KNOW THAT THE CITY IS A PARTNER IN SUPPORTING GROWTH AND DEVELOPMENT, SO SOME OF THAT COST IS GOING TO BE COVERED BY THE CITY. BUT IF IMPACT FEES CAN HELP SUPPLEMENT SOME OF THAT COST. THAT'S THAT'S HELPFUL TO CITY TAXPAYERS. IT'S HELPFUL TO THE CITY BUDGET. IT'S HELPFUL TO STRETCH THE DOLLARS THAT WE DO HAVE IN THESE PUBLICLY FUNDED ROADWAYS. AND SO THAT IS REALLY THE FOUNDATION OF THE FEE RECOMMENDATIONS THAT YOU'RE GOING TO SEE FROM US IN OUR NEXT SESSION WITH YOU, AS RELATES TO ROADWAYS. SO THERE'S A COUPLE OF WAYS THAT WE CAN LOOK AT. MODIFYING OUR EXISTING IMPACT FEES. ONE WOULD OBVIOUSLY BE TO KEEP HER IMPACT USED TO SAY WE COULD CHOOSE TO KEEP RATES FLAT AT THEIR CURRENT STATE IF WE WERE TO DO THAT, WE WOULD EXPECT TO SEE ABOUT $80 MILLION WORTH OF POTENTIAL. REVENUES FROM IMPACT FEES ON DH. THAT COULD BE OK.

WHAT WE'VE DONE IN YEARS PAST AND THIS IS WHAT WE'RE GOING TO RECOMMEND AGAIN THIS YEAR IS TO LOOK AT INCREASING IMPACT FEES IN ALIGNMENT WITH CHANGES IN THE MARKET. SO WE'RE GOING TO BE LOOKING AT THINGS LIKE THE INFLATION RATE AND THE CONSTRUCTION, CONSTRUCTION COST INDICES AND I WILL NEVER SAY THAT CORRECTLY, BY THE WAY, I ALWAYS GET MY TIME TWISTED CONSTRUCTION COST INDICES INCREASES AS WELL AND THAT REALLY HELPS TO JUST ENSURE THAT. WHAT? WE ARE ACTUALLY TRYING TO RECOVER AN IMPACT FEES ARE CONSISTENT WITH WHAT WE'RE SEEING TODAY AND AS A RESULT IN THIS IMPACT THE UPDATE IF WE WERE TO FOLLOW IN THAT SAME. VEIN OF INCREASING BASED ON THOSE RATE INCREASES, WE COULD LOOK TO CAPTURE ABOUT $90 MILLION WORTH OF ROADWAY IMPACT FEES FROM NEW GROWTH. AND SO THAT IS THE RECOMMENDATION THAT STAFF'S GONNA BE BRINGING FORWARD TO THE COUNCIL. THIS IS LOOKING AT IMPACT FEES IN TOTALITY OR LET ME CLARIFY. JUST LOOKING AT ROADWAY IMPACT FEES IN TOTALITY, UH, WHEN WE COME BACK TO YOU IN OUR NEXT SESSION, WE'RE ACTUALLY GOING TO BREAK THIS OUT. WE HAVE MULTIPLE SERVICE AREAS IN THE CITY OF MCKINNEY. IMPACT FEES ARE BASED ON A SERVICE AREA AND THE LAND USE SO WE'RE GOING TO COME BACK WITH A BUNCH OF SISTER CITY COMPARISONS IF WE WERE TO INCREASE RATES BASED ON THIS CONSTRUCTION COST INCREASE.

GOING TO SHOW YOU EXACTLY WHAT THAT WOULD MEAN FOR SOMEBODY WHO'S BUILDING A SINGLE FAMILY NEIGHBORHOOD, OR PERHAPS A RETAIL DEVELOPMENT OR INDUSTRIAL DEVELOPMENT, AND WE'RE GOING TO COMPARE THAT TO WHAT THEY MIGHT PAY. IN FRISCO, WHERE PROSPER ALAN OR SOME OTHER COMPARABLE CITIES. SO FOR NOW, WHAT WE WANTED TO PRESENT TO THE COUNCIL SORT OF THIS BACK BONE AND RATIONALE FOR THOSE INCREASES THAT THAT YOU'RE GOING TO SEE A SUGGEST AND LOOKING INTO MORE DETAIL NEXT TIME. IF WE THINK THAT THE PRIVATE DEVELOPMENT COMMUNITY IS GOING TO BUILD THAT AS PART OF THEIR PRIVATE DEVELOPMENT REQUIREMENT. THEY'RE GOING TO FUND THAT THROUGH THEIR OWN CONTRIBUTION BY BUILDING THE ROAD OR PAYING THEIR IMPACT FEE. SO LET'S NOT TRY AND RECAPTURE THAT AMOUNT SO THAT ONE SHIP THAT BRINGS UP A POINT. SO IF SOMEBODY'S BUILDING SOMETHING OUT IN. NOT NORTHWEST MCKINNEY. THOSE IMPACT FEES CANNOT BE USED FOR EAST MCKINNEY. THAT'S CORRECT. THEY MUST STAY WITHIN THAT SERVICE AREA. OKAY, OKAY.

BUT IF THEY ARE ASTRONOMICALLY DISPROPORTIONATE TO THE AREA THAT THEY'RE IN. THEY COULD HAVE AN IMPACT ON THAT.
