AGENDA ITEMS. AND. I'M TRYING TO CONNECT. HERE IT IS. STEVE, SPAIN, HOWARD. LINKING MAYOR CITY COUNCIL, THE MANAGER, STEVE SPIKING OUR 18 36, VIRGINIA THIE. ADAM. UM, I WANTED TO TALK TO TONIGHT WAS DISCUSSED IN THE WORK SESSION EARLIER, AND IT'S REGARDING THE.THE RESOLUTION POINTS TO CONSIDER THE USE OF ENDED DOMAIN. TIO TAKES A PROPERTY ON THE 40 SIDE OF MCKINNEY. UH, LIKE THE DISCUSSION THAT WE HAD IN THE WORKS OCEAN. I THINK OUR CITY ATTORNEY BURIED OUT, IN FACT THAT THERE IS A RELOCATION PLAN THAT HAS TO BE PUT INTO PLACE AND TRYING TO ACQUIRE THE PROPERTY IS PART. OF A SETTLEMENT IF THERE IS TO BE THE USE OF IN MIND, I DON'T REALLY LIKE FOR THE CITY TO USING THE DOMAIN TO SEIZE LOW INCOME HOUSING. AGREE WITH MR SHIN WELL ON THAT. I THINK THE OPTICS OF THAT AND. AND DOING THAT. IT'S NOT THE RIGHT THING TO DO, BUT I ALSO THINK THAT IF WE CAN RELOCATE OUR DAY LABOR FORCE AND THE FOLKS THAT USED THOSE 30 MODULAR HOMES TO ANOTHER LOCATION, SO WE DON'T LOSE THEM HERE IN MCKINNEY. THAT WOULD ALSO BE THE RIGHT THING TO DO. SO THANK YOU FOR TAKING MOM WITH THE LIST OF MY CONCERNS AND HEARING COUNCILMEMBER SHIP MOST CONCERNS AS WELL. I THINK IT'S IMPORTANT AND I'M FULLY SUPPORTIVE OF THE DEVELOPMENT.
ALL OF THE FAR EAST SIDE OF MCKINNEY AND I LIKE WHAT'S HAPPENING OVER THERE. JUST WANT TO MAKE SURE THAT WE USE OUR DUE DILIGENCE TO MAKE A GOOD FAITH AND OFFER WITH THE OWNER OF THE MODULAR HOME PARK IS POSSIBLE. AND BARRING THAT NOT MEANING TO BE DONE. WE ACTUALLY FIND A PLACE TO RELAX THOSE RESIDENTS BECAUSE THEY ARE VITAL PART OF OUR COMMUNITY.
THANK YOU. ABSOLUTELY, SIR. IT IS AGREED TAMARA JOHNSON. HELLO. I JUST WANTED TO SHARE SOME INFORMATION ABOUT EMINENT DOMAIN. AND IT'S A STUDY BY DAVID DANA. CALLED EXCLUSIONARY, EMINENT DOMAIN. THIS ARTICLE EXPLORES THE PHENOMENON OF EXCLUSIONARY, EMINENT DOMAIN. THE EXERCISE OF EMINENT DONATE DOMAIN THAT HAS THE EFFECT OF EXCLUDING LOW INCOME HOUSEHOLDS. WOMAN OTHERWISE PREDOMINANTLY ORIN TERRIBLY MIDDLE CLASS A WEALTHY NEIGHBORHOOD OR LOCALITY. WHETHER OR NOT EXCLUSION ITSELF WAS THE PURPOSE OF THE CONDEMNATION. HOW COME THE NATION'S EXCLUDE THE CONDEMNED OWNER AND HIS HEART TENANTS, IF
[00:15:07]
ANY, FROM THE CONDEMNED PROPERTY EXERCISES OF WHAT I AM CALLING, EXCLUSIONARY, EMINENT DOMAIN ARE DOUBLY EXCLUSIVE BECAUSE THE DISPATCH THIS PLACE RESIDENTS ARE UNABLE TO AFFORD NEW HOUSING IN THE SAME NEIGHBORHOOD OR LOCALITY. AS THEY'RE NOW CONDEMNED FORMER HOMES AND EXCLUSIONARY EMINENT DOMAIN. LOW INCOME HOUSEHOLDS ARE EXCLUDED NOT ONLY FROM THEIR HOMES BUT ALSO FROM THEIR HOME, NEIGHBORHOOD OR LOCALITY. EXCLUSIONARY EMINENT. DON'T NAME ITS USING THE TERM SEEMS TO OCCUR INTO TWO STATE CONTEXT AND THE SUBURBAN CONTEXT, A STRUCTURE OR STRUCTURES OCCUPIED BY LOW INCOME HOUSEHOLDS ARE CONDEMNED BY A PREDOMINANTLY. NON LOW INCOME LOCALITY IN THE INTEREST OF ATTRACTING NEW DEVELOPMENT THAT WILL HOUSE OR OTHERWISE BE GEARED TO MIDDLE CLASS ARE WEALTHY PEOPLE THREATENED CONDEMNATION OF MOBILE HOME PARKS IN SUBURBAN NEW JERSEY TOWNS SUCH AS LODI. ARE EXAMPLES OF THIS TYPE OF EXCLUSIONARY EMINENT DOMAIN IN THE URBAN GENTRIFICATION. MODE OF INCOME HOUSEHOLDS. THERE IS QUITE SIMPLY NOW JURISPRUDENCE OF EXCLUSIONARY, EMINENT DOMAIN. ONE, WHICH REFORM EFFORTS CAN READILY BUILD. THE DOCTRINE ALSO WOULD PROVIDE A STRONG INCENTIVE FOR A LOCALITY THEY WANTED TO PERCEIVE WITH KIND OF NATION OF LOW INCOME HOUSING. TO CREATE SUBSTITUTE LOW INCOME HOUSING IN THE SAME NEIGHBORHOOD AS THE DEVELOPMENT SITE, AS BY DOING SO, THEY WOULD NEGATE THE CLAIM THAT KIND OF NATIONS WOULD DROP THE LOCALITY OR NEIGHBORHOOD BELOW ITS PRE CONDEMNATION FAIR SHARE. OF LOW INCOME HOUSING.THIS ARTICLE SITUATION. THE THEORETICAL CRITIQUE OF EXCLUSIONARY CONDEMNATION OF THE CURRENT EMINENT DOMAIN DOCTRINE. WITHIN THE DISCOURSE OF BROADLY SPEAKING, LAW AND ECONOMICS, EXCLUSIONARY CONDEMNATIONS UNDER CURRENT DOCTOR IS SYSTEMATICALLY UNDER COMPENSATES PROPERTY OWNERS BECAUSE THEY PROVIDE NO COMPENSATION FOR THE CONDOM KNEES, LOSS OF THEIR ABILITY TO MAINTAIN THEIR CURRENT LOCALITY OR NEIGHBORHOOD. WHICH IS SOMETHING KIND OF NEEDS, PRESUMABLY VALUE HIGHLY. AND THAT SAYS CURRENT DOCTRINE UNDER PRICES, LOW INCOME HOUSING AND PRODUCES AN INEFFICIENTLY HIGH LEVEL OF CONDEMNATIONS OF LOW INCOME HOUSEHOLDS. QUE TEMER. THANK YOU. BETH BENTLEY. AND BETH, I UNDERSTAND YOU ARE SPEAKING TO TWO ITEMS. IS THAT CORRECT? SO FOR THOSE WHO DON'T KNOW, THE PUBLIC COMMENTS ARE FOR GENT, NON PUBLIC HEARING AGENDA ITEMS AND SHE IS GOING TO SPEAK ON TO ITEM. SO WHEN YOU SEE THAT. TIMER. REPEAT. THAT IS WHY FOR THOSE WHO HELPED ME OUT. AH, GOOD EVENING, MR MAYOR, MEMBERS OF CITY COUNCIL AND TO MR CITY MANAGER. THANK YOU FOR HEARING THESE CONSIDERATIONS REGARDING THE UPCOMING BUDGET YEAR. I ASK THAT YOU PLEASE. CONSIDER THESE OPTIONS. CONSIDER FUNDING A HIGH SCHOOL SENIOR OR COLLEGE LEVEL STUDENT FROM EACH DISTRICT, INCLUDING TWO FROM ANY QUALIFIED SINCE HIS TRACKS THAT WILL SERVE AS AIDES TO EACH OF THE CITY COUNCIL POSITIONS. WITH THE GROWTH OF MCKINNEY. THERE IS SO MUCH INFORMATION THAT COULD BE USED TO HELP DEVELOP THE DECISION MAKING PROCESS FOR THIS COUNCIL.
IT WILL ALSO SERVE AS AN OPPORTUNITY TO DEVELOP YOUNG AND ENGAGE LEADERS IN THE COMMUNITY WHO CAN GAIN HANDS ON CIVIC ENGAGEMENT EXPERIENCE. SO IT GIVES AN OPPORTUNITY TO GROW THEM UP IN CIVIC ENGAGEMENT ON BE STRONG LEADERS AND GET BACK TO THE COMMUNITY. THAT KIND OF RAISED THEM UP. ALSO PLEASE CONSIDER MATCHING. THE COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS FOR ECONOMIC DEVELOPMENT. OR ADDITIONAL, AFFORDABLE HOUSING OPPORTUNITIES, INCLUDING LAND ACQUISITION. AND FINALLY FOR CORPORATE DEVELOPMENTS THAT ARE INITIATED ON THE EAST SIDE CONCERNED THEIR EAST SIDE REDEVELOPMENT. CONSIDER A PORTION OF THOSE FUNDS TO GO TOWARDS A HERITAGE FUND. IT WILL PROVIDE A WAY TO PAY HOMAGE TO THE LEGACY OF THE BLACK AND BROWN COMMUNITIES OF MCKINNEY. IN THE SECOND ITEM.
ASSOCIATED WITH THE EAST SIDE REDEVELOPMENT IN GENERAL, FIRST KUDOS TO THE CITY STAFF. FOR THE DEVELOPMENT OF THE HOUSING HER. THAT IS AN AMAZING OPPORTUNITY FOR THIS COMMUNITY.
AND LOOKING AT MCKINNEY TOWN CENTER AND THE STUDY THE MASTER PLAN AS IT CONTINUES TO TAKE SHAPE. THERE ARE A LOT OF MOVING PARTS. AND THANK YOU FOR YOUR CONSIDERATIONSI OF DEDICATING A CODE FOR FUTURE CITY COUNCIL AGENDA MEETINGS THAT WERE PERTAINS SPECIFICALLY
[00:20:06]
TO EASTSIDE READ OF THE EAST SIDE REDEVELOPMENT INITIATIVE. I KNOW RIGHT NOW THERE'S THE MCKINNEY TOWN CENTRE CODE THAT'S ON THERE, BUT SOMETHING THAT SPEAKS SPECIFICALLY TO THE EAST SIDE REDEVELOPMENT. THIS WILL ALLOW ONLINE SEARCHES TO BE MORE EXPEDIENT AND IT WILL ALLOW FOR AS THE TOWN CENTRE STUDY MOVES FROM THE WHAT PHASE TO THE HOW AND THE IMPLEMENTATION. LASTLY, THERE ARE MANY FUNDS THAT ARE MADE AVAILABLE THROUGH VARIOUS CITY ENTITIES THAT WE HEARD ON TONIGHT. THE TRES M E D. C MAIN STREE VISIT MCKINNEY, M. C, D, C AND THE LIKE. IN APART FROM RESEARCHING EACH PAGE, IT IS CHALLENGING AT BEST TO IDENTIFY WHEN APPLICATION DATES ARE OPEN. PLEASE CONSIDER CREATING A FUNDING. IDENTIFY THEIR FOR EACH GRANT OR FUNDING OPPORTUNITY MADE AVAILABLE THROUGH THE CITY. AND HOW CAN THIS BE DONE THAT? IDENTIFY YOUR CAN IN TURN BE USED TO UPDATE ONE SITE. ON THE CITY'S PAGE IN REAL TIME, SO EVERY TIME AN APPLICATION COMES UP, OR THERE'S FUNDING THIS AVAILABLE FROM ONE OF THOSE ANTI SEES IT AUTOMATICALLY HITS THAT FUND THAT ANYBODY ANY CITIZEN, ANYONE CAN ACCESS IN REAL TIME. AND THEN THAT CAN BE USED TO UPDATE THE CITY'S PAGE PAGE, WHERE POTENTIAL APPLICANTS CAN GET UP TO DATE FUNDING INFORMATION FOR THE ENTIRE CITY. AND THIS WILL ALSO SUPPORT THE CITY STRATEGY OF OPERATIONAL EXCELLENCE. THANK YOU FOR YOUR CONSIDERATION OF THESE OPPORTUNITIES. IT'S A GREAT IDEA, BILLY. THANK YOU.PHILIP LUCIA. FAIR CITY MANAGER, GENTLEMEN OF THE COUNCIL. THANK YOU, PHILLIP ALICIA DISTRICT 34490 EL DORADO PARKWAY. UM GENTLEMEN, IN JUNE, I STOOD BEFORE YOU AND ASK YOU TO CONSIDER THE ESTABLISHMENT OF A MENTAL HEALTH RESPONSE GROUP WITH AN MPD. THANK YOU ALL FOR YOUR RESPONSIVENESS TO THAT. A COMMENT. I DID NOT EXPECT THAT ACTUALLY MAKE IT ON THE AGENDA THIS YEAR, SO THIS IS A TRULY EXCITING. ESPECIALLY COUNCILMAN ELLIOT FOR DISTRICT THREE WHO I MET WITH TO SPEAK ABOUT THIS. I DO WANT TO ADDRESS THE PROPOSED BUDGET THAT INCLUDES THE NEW LINE ITEM FOR A MENTAL HEALTH COORDINATOR WITHIN MPD. THIS IS A GOOD FIRST STEP, HOWEVER. IF YOU'RE NOT FAMILIAR WITH THE SPECIFICS OF THE DALLAS RIGHT CARE PROGRAM THAT'S RAPID INTEGRATED GROUP HEALTH CARE TEAM. I CAN PROVIDE YOU WITH INFORMATION ON THAT PROGRAM AT ANY POINT, BUT. THE KEY ELEMENT, AND THAT PROGRAM IS RESPONSE. THIS IS A RESPONSE TEAM TO RESPOND TO CITIZENS THAT ARE HAVING A MENTAL HEALTH CRISIS. SOON IT'S GOING TO BE A NUMBER OF TEAMS IN DALLAS, BECAUSE THE RIGHT CARE PROGRAM IS GOING TO BE EXPANDED ON THIS BUDGET YEAR WITH ANY WITH ANY LUCK AND. THEY ARE DEDICATED TO SERVING THE CITIZENS OF DALLAS WITH EXPERT CARE IN THEIR MOMENT OF HIGHEST NEED DURING A MENTAL HEALTH CRISIS, WHICH.
YOU KNOW, NOT EVERYONE MAY KNOW THIS BUT 46.4 OF AMERICAN ADULTS ARE GOING TO HAVE A MENTAL HEALTH CRISIS IN THEIR LIFE. THIS IS NOT A FRINGE ISSUE FOR A FEW OF US. THIS IS INCREDIBLY MAINSTREAM. AND SO HAS POINTED OUT EARLIER. POLICE RECEIVED 40 HOURS OF MENTAL HEALTH TRAINING. THIS IS INCREDIBLY VALUABLE. IT'S A STATE MANDATE FOR NEW HIRES, AND OUR POLICE HAVE GONE ABOVE AND BEYOND BY ADDING THAT TO EXISTING OFFICER'S TRAINING.
HOWEVER MENTAL HEALTH PROFESSIONALS RECEIVE A MINIMUM OF SIX YEARS OF EDUCATION AND MENTAL HEALTH. IN ADDITION TO PRACTICAL ME'S IN ADDITION TO, UH YOU KNOW TIME IN THE CLINIC WITH PEOPLE. THE. THERE IS NO SUBSTITUTE FOR THAT EXPERIENCE AND. FOR THAT REASON. WHAT I WANT TO SAY IS THAT ADDING A COORDINATOR POSITION IS GOOD AND IS NEEDED. HOWEVER, THAT ALONE IS NOT THE SORT OF PROACTIVE ROOT CAUSE SOLUTION THAT THIS COMMUNITY DESERVES.
WHAT I WHAT I WANT TO URGE YOU TO CONSIDER IS. HIRE ADDITIONAL TRAINED L P. C S TO SERVE UNDER THE COORDINATOR AS RESPONDERS FOR THIS PROGRAM. WE CAN WORK THIS OUT WITH COUNCILMAN SHIM WELLS BOARD WHO WAS TALKING ABOUT 99 11 RESPONSE. THERE NEEDS TO BE A COORDINATED RESPONSE DEDICATED FOR MENTAL HEALTH CRISES IN THIS COMMUNITY AND IN SURROUNDING COMMUNITIES BECAUSE YOU KNOW THE BORDERS OF MCKINNEY DO NOT DEFINE WHERE YOU KNOW SOMEBODY MAY OR MAY NOT BE ENTITLED TO. EXPERT CARE IN THEIR MOMENT OF CRISIS. THAT WAS A COMMENT I WANTED TO MAKE AGAIN. THANK YOU FOR YOUR CONSIDERATION OF THIS ITEM, INCREDIBLY RAPID RESPONSE AND I DO SUPPORT THE ADDITION OF THE COORDINATOR BUT WITH SOME MORE MANPOWER. I'M IN ORDER TO SERVE AS A RESPONSE TEAM. THANK YOU. THANK YOU, PHILIP. RIGHT. THOSE WERE ALL THE SPEAKERS THAT FILLED OUT. CAR'S PARKED OR MEETING. NEXT. WE MOVE TO CONSENT AGENDA. THESE ITEMS

THE COUNCIL. FIRST ITEM IS 20076 CONDUCTED PUBLIC FIRST PUBLIC HEARING ON THE BUDGET APPROPRIATION. ORDINANCE FOR FISCAL YEAR 2020 21. HOLLOWAY GOOD EATING THEIR COUNSEL. MARK A CHIEF FINANCIAL OFFICER. TONIGHT IS THE FIRST PUBLIC HEARING ON THE BUDGET. WE HAD THE BUDGET WORKSHOP ABOUT TWO WEEKS AGO. UM, THIS, UH THIS SLIDE SHOW IS VERY, VERY BRIEF, AND IT'S KIND OF THE GREATEST HITS FROM THE BUDGET WORKSHOP. SO I KIND OF GO THROUGH THESE AND THEN WE CAN TAKE ANY QUESTIONS AND THEN. HAVE THE OPEN UP THE PUBLIC COMMENTS SECTION OF THE BUDGET PUBLIC HERE. ONCE AGAIN START WITH THE PROPERTY TAX RATE WILL BE DECREASED THIS YEAR BY OUR PROPOSAL, BUT CLOSE TO 7/10 OF A CENT AND THIS WILL BE THE FIRST TIME THAT THE CITY HAS ADOPTED THE NO NEW REVENUE OR EFFECTIVE TAX RATE. OURSELVES.TAXES STRONG, BUT WE'VE SAID SEVERAL TIMES AND PULLING OUT BOTH USE THE WORD HEADWINDS WERE SEEING IN SOME OF OUR THE REVENUE SOURCES. THIS WILL PROVIDE A MARKET STUDY OF ADJUSTMENT FOR ALL GENERAL GOVERNMENT EMPLOYEES. NO STEP INCREASE FOR FISCAL YEAR 21, BUT WE'LL HAVE A 1.5% COST OF LIVING ADJUSTMENT. THE PLANS. STEP INCREASES FOR SWORN PERSONNEL OR IN THE BUDGET. WE WILL CONTINUE TO FUND THE STREETS RECONSTRUCTION PLAN BEGAN SEVERAL YEARS AGO. WE ARE PLANNING TEO TO HELP FUND A DEFICIT IN THE APEX AND REFUND FOR FISCAL YEAR. 21. WE ARE ADDRESSING SOME STAFFING NEEDS AND BOTH POLICE AND FIRE. PARKS AND REC. HUMAN RESOURCE IS AND THEN IN OUR WATER WASTEWATER FUNDS. FOR THE GENERAL FUND WE HAVE ABOUT 159 MILLION BUDGET, PROPOSED PROPERTY TAX MAKES UP ABOUT 55% OF THAT, WITH SALES TAX BEING 17. AND THEN YOU CAN SAY THAT THE BOOK IS MADE UP OF THE LICENSES PERMITS IN FRANCHISE FEES. EXPENDITURES BALANCED BUDGET 1 59.3. YOU HAVE POLICE AND FIRE THAT MAKE UP ABOUT 47% OF THE BUDGET, AND THEN THE BALANCE IS MADE UP IN PUBLIC WORKS, DEVELOPMENT SERVICES, PARKS AND LIBRARIES AND THE GENERAL GOVERNMENT. GERALD GOVERNMENT BEING ALL OF OUR INTERNAL BUSINESS FUNCTIONS. GENERAL FUND STAFFING EDITIONS. ALL OF THESE WOULD BEGIN ON JANUARY. 1 IF OUR REVENUE SOURCES HOLD STRONG, THAT'S THE PLAN FOR THE BUDGET THIS YEAR. IT'S A IT'S A SMALLER ASKED THIS YEAR WHERE. THEY ASK US ABOUT 14 POSITIONS BECAUSE OF THE PANDEMIC STATE THAT WE'RE IN. BUT YOU CAN SEE THERE THAT WE HAVE A COUPLE OF EMPLOYEES WITHIN OUR GOVERNMENT. SIX NEW EMPLOYEES IN THE POLICE DEPARTMENT FOR FIRST RESPONDERS ON S. R O SERGEANT AND THE MIDDLE COURT HEALTH COORDINATOR. ON THE FIRE DEPARTMENT SIDE, THERE'S TWO FIREFIGHTERS AND A NURSE PRACTITIONER AND THEN NO NO NEW POSITIONS OF PUBLIC WORKS THIS YEAR AND THEN A FEW IN PARKS AND LIBRARIES, BUT IT'S A IT'S A PRETTY LEAN YEARS. I WON'T GO THROUGH ALL THIS, BUT YOU COULD SEE THE OVERALL C A P FOR THE NEXT FIVE YEARS, WHICH IS PRETTY MUCH ALL OF OUR PLAN PROJECTS IS ABOUT 1.1 BILLION THAT INCLUDES WATER WASTE WATER. AND THEN ALL OF OUR OTHER FUNDS AS WELL. THIS DOES INCLUDE OUR 350 MILLION BOND PROGRAM THAT WAS PASSED IN 2019 AND NOT ALL OF THIS HORSE IS BOND MONEY OR BORROWED MONEY. THERE'S A LOT OF DIFFERENT FUNDING SOURCES HERE, BUT WE JUST LIKETO. TO SHOW YOU. WE DO HAVE A LOT OF PROJECTS OUT THERE. UH, PLAN TO BEGIN AND PHYSICALLY YOU'RE 21. I WILL READ THROUGH ALL OF THESE, BUT YOU SAID, WE HAVE A LOT OF PROJECTS OUT THERE THROUGHOUT ALL OF OUR OUR DIVISIONS. UM AND, UH. WE HAVE W, YOU KNOW, A LARGE LAND ACQUISITION FOR PARKS. THAT'S POSSIBLE WE LISTED THERE BUT WE COURSE WOULD NOT SELLING THE BOND DOLLARS UNTIL A DEAL WOULD BE REACHED ON ANY ANY PARK LAND ACQUISITION. ON THE WATER AND WASTEWATER SAID WE'RE GOING TO CONTINUE OUR WATER LINE REPLACEMENT PROGRAM THAT WE BEGAN A FEW YEARS AGO. ARE SUPPLEMENTAL ARE ONCE AGAIN PRETTY. PRETTY LAME THIS YEAR, BUT WE DO HAVE A FEW POSITIONS. WE ARE ADDING A SURVEILLANCE REPAIR CREW AND A PUMP OPERATOR AND THEN SOME DIFFERENT TYPES OF SEA MOM MANHOLE RE OF
[00:30:04]
REHABILITATION. ASSED FARAS RATES GO THERE, NOR TEXAS MUNICIPAL WATER DISTRICT IS PASSING THROUGH A 5.5% INCREASE ON THE WASTE WATER. WE ARE PASSING THAT THROUGH, BUT THERE WILL BE NO INCREASE TO OUR WATER RATE THIS YEAR FROM NORTH TEXAS. SO WE'RE NOT PASSING THROUGH ANY RATE INCREASE. WE WILL DO A STUDY THIS YEAR AFTER MORE TEXAS GIVES US WHAT THEY INTEND TO DO, AND WE'LL HAVE ANOTHER RIGHT STUDY. BUT WE ARE ABLE TIO NOT PASS THROUGH ANY SORT OF WATER RATE INCREASE THIS YEAR. WITH THAT SEPTEMBER, 15TH WOULD BE OUR SECOND PUBLIC HEARING ON THE BUDGET, AND THEN WE WILL HAVE ADOPT OUR TAX RATE IN FEWER MINTS AT THAT TIME, BUT THAT I'LL BE HAPPY TO TAKE ANY QUESTIONS AND QUESTIONS THEN WE WOULD NEED TO HAVE THE PUBLIC. I WAS GOING TO MAKE A COMMENT IF IT WAS MENTIONED AND I UNDERSTAND WHY IN PUBLIC COMMENTS BECAUSE THE TITLE HAS MEANT HEALTH COORDINATOR AND SO SOMEONE SCENE THAT I WOULD UNDERSTAND THEIR THINKING IN TERMS OF JUST SOME THAT'S GONNA COORDINATE. EFFORTS MAY BE PERCEIVED TO BE COORDINATING EFFORTS AMONG POLICE OFFICERS, BUT, UH, JUST FOR THE RECORD THAT COORDINATE THAT POSITION IS ACTUALLY GONNA BE RESPONDER TO TWO MENTAL CRISES.SITUATIONS THAT COME UP PEOPLE. CITIZENS THAT AARON HAVE MENTAL HEALTH CRISES OR OR. THEY WILL BE A PERSON IN THE FIELD. RESPONDING NOT, UH, NOT NOT OFFICE. PERSON COORDINATING OTHER NON. QUALIFIED PEOPLE, SO I JUST. AGAIN I UNDERSTAND WHY SOMEONE WOULD INTERPRET IT THAT WAY WITH THE AWAY. THE POSITIONS LABELED. YOU WON'T HAVE QUESTIONS. AND IF NOT ALL MOVED TO OPEN A PUBLIC HEARING. SO THIS IS A PUBLIC HEARING. IF ANYONE LIKE TO SPEAK ON THIS SUBJECT, NOW WOULD BE THE TIME TO DO THAT. SEEN NONE. ENTERTAIN A MOTION TO DOES THE PUBLIC HEARING WAS NO ACTION OTHER THAN THAT. MAKE A MOTION. CLOSE PUBLIC AREA. CASTRO VOTES. HOLLOWAY. THANK YOU VERY MUCH. THANK YOU. THANK YOU. JIN PASSES. I'M SURE BUT I DO NOT

ACT ON A REQUEST BY THE CITY. MCCAIN TO MEND CHAPTER 1 46 SECTION 1 46-1 30 VEHICLE PARKING OF THE CODE OF ORDINANCES AND ACCOMPANY AN ORDINANCE. NOT JENNIFER ARNOLD, WAY, SHE SHE ACTUALLY ASKED. SHE COULD DO IT. I THINK YOU COULD PRACTICE FOR ME SO. MAYOR MAYOR WROTE SAM COUNCILMEMBERS MARK DOES ASSISTANT DIRECTOR PLANNING WHAT I'LL BE PRESENTING TONIGHT IS AN AMENDMENT TO SECTION 1 46-1 30. VEHICLE PARKING OF THE ZONING ORDINANCE TO MODIFY SUBSECTION THREE SO THIS IS THE EXISTING VEHICLE PARKING SECTION AS WE HAVE IS, YOU CAN TELL IT TALKS ABOUT SPECIFIC CIRCUMSTANCES. HOW WE CAN LIMIT NUMBER OF PARKING SPACES, BUT ALSO HOW THOSE CAN BE APPLIED FOR THEATERS, BOWLING ALLEYS, NIGHTCLUBS, CHURCHES, ETCETERA. WHAT WE'RE LOOKING AT TONIGHT SPECIFICALLY, IS HOW WITHIN THE MCKINNEY TOWN CENTRE ZONING EMPTY, WE CAN PROPOSE. HOW CAN EXPAND THAT ALLOWANCE FOR SHARED PARKING. TO INCLUDE THE USE OF PUBLIC OFF STREET PARKING SPACES IN STRIPED PART PUBLIC ON STREET PARKING SPACES UNDER CERTAIN CERTAIN CONDITIONS. WHAT WE WOULD LIKE TO DO IS ALLOW WITHIN 200 FT OF PUBLIC PARKING LIGHT. THOSE SPACES UTILIZES PUBLIC SPACES TO SATISFY UP TO 100% OF A PARKING REQUIREMENT WITHOUT A SHARED PARKING AGREEMENT. AS YOU KIND OF THE THEME FOR THIS EVENING HAS KIND OF BEEN. MTC HIGHWAY FIVE DEVELOPMENT COMING IN TO THOSE PARTS OF TOWN. SO WHAT WE'RE HOPING THIS WILL DO IS ENCOURAGE NEW DEVELOPMENT BUT ALSO EAST SOME OF THOSE PARKING RESTRICTIONS THAT WE HAVE CURRENTLY. PROVIDE ANOTHER OPTION FOR DEVELOPERS COMING IN TO USE SOME OF THE EXISTING PUBLIC PARKING AS THEIR PARKING AS WELL. SO AGAIN WHAT WE'RE PROPOSING MOVEMENT WOULD BE AGAIN ADDING A NEW SECTION WITHIN THE MTC. ZONING DISTRICT MCKINNEY TOWN CENTRE PUBLIC OFF STREET PARKING SPACES AND STRIPED PUBLIC ON STREET PARKING SPACES MAY BE REQUIRED TO BE USED TO SATISFY UP TO 100% OF THESE PARKING REQUIREMENTS SO LONG AS THESE PUBLIC PARKING SPACES. SHE WAS. I WAS VERY IMPRESSED WITH HER. SHE'S SHARP, AND READY AND WILLING TO SERVE. SIS. WHAT'S THE REMAINDER OF THE TERM THAT THIS PERSON WOULD SERVE? YOU JUST GOT REAPPOINTED. SHE JUST I THINK. JUST DID SHE JUST GET READ? OKAY. NO SHE'S ALREADY ON THE BOARD. OKAY, SO I HAVE A BACKUP NAME. MAYBE. IS THIS ONE? I DON'T KNOW IF THIS ONE IS AND THAT'S TANYA DANGERFIELD. YOUR SUGGESTION AS TO FILL THE ULTIMATE LET ME GREAT. BUT TIME IS A LADY THAT I WAS IMPRESSED WITH. AND I THINK. SHE'D DO A GREAT JOB. SO IF WE WANT TO MAKE THE MOTION THAT WE MOVE.

[CITIZEN COMMENTS ON MATTERS NOT ON THE AGENDA]
COMMENTS ON MATTERS NOT ON THE AGENDA, AND I DO NOT HAVE YES, I DO. JOSHUA MURRAY. GOOD EVENING, JOSHUA MURRAY 1762 LAKE ROAD, LIVE ON TEXAS. JUST WANT TO SAY THANK YOU TO THE MAYOR AND THE COUNCIL FOR ALLOWING ME TO SPEAK. YOU KNOW, FIRST, I JUST WANT TO BRIEFLY BEFORE I CAME TO SPEAK ON ONE ON THE ONE SPEAKING I WANT TO SPEAK TIO MAYOR PRO TEM RAINY ROGERS AT THE LAST MEETING ON SPEAKING ABOUT COUNCIL THERE WAS NOT LISTENING. WHENEVER PEOPLE CAME UP TO SPEAKING CORRECTED ME ON SOMETHING. I'LL GIVE YOU THE BENEFIT OF THAT DOUBT. I BELIEVE YOU PROBABLY JUST DIDN'T HEAR ME OR WARN LISTENING. AND YOU KNOW, YOU KIND OF JUST CALLED ME OUT FOR EVERYBODY. SO THEY WANT TO SAY THAT I STAND BY WHAT I SAID, AND WHAT I SAID WHAT YOU CORRECTED ON ME ON. WAS INACCURATE, POINTED OUT.TONIGHT I JUST WANT TO COME AND I WANT TO SPEAK ABOUT MY OPPOSITION OF THE VERB. IT'S THAT'S USED ON THE PETITION TO INITIATE THE RECALL DISTRICT ONE COUNCIL MEMBER OF THE SHADY ON SOME WELL. UM I ASSUME EACH OF YOU HAVE READ THE REASON LISTED ON THE PETITION, BUT GIVEN MY LIMITED AMOUNT OF TIME IN WHICH I HAVE TO SPEAK, I JUST WANT TO FOCUS ON A COUPLE OF ON A FEW OF THOSE REASONS, ALL RIGHT? THOSE REASONS ARE NOT UPHOLDING HIS OATH OF OFFICE, VIOLATING THE CITY CHARTER AND DISREGARDING THE MCKINNEY CODE OF CONDUCT. AM I PAYING? THESE STATEMENTS ARE VAGUE AND THEY HOLD LITTLE SUBSTANCE ARE THESE NOT EASILY REFERENCE A BLE? AAH! YOU KNOW, POLICIES AND. AND GOVERNMENT DOCUMENTS THAT LIST CHAPTER SECTIONS OF PARAGRAPHS SO THAT THEY CAN BE MORE EASILY IDENTIFIED BY THE COMMON RESIDENT ON EXACTLY WHAT WAS VIOLATED BECAUSE YOUR CHARTERS EXTREMELY LONG. AND TO THINK THAT ACCOUNTS MEMBER YOU KNOW, VIOLATED EVERYTHING IN THERE IS JUST A LITTLE ABSURD IN MY OPINION. UM, YOU KNOW, TO THE AVERAGE CITIZEN, I WONDER, AND I ASK YOU. HOW DOES THIS SOUND? YOU KNOW, WHEN THEY READ THIS PETITION THAT WAS ISSUED. YOU KNOW TO THEM AND ASKED FOR THEM TO SIGN. I UNDERSTAND YOU HAVE ELECTED LEADERS, YOU DO NOT PRODUCE THIS PETITION, BUT IT YOU ASK, DO YOU ALWAYS ELECTED LEADERS NOT HAVE A MORAL OBLIGATION TO ENSURE CONSTITUENTS ARE PROPERLY INFORMED ON THE ISSUES THAT THEY'RE VOTING ON. WE'VE MADE REFERENCE TO THE DOCK THROUGHT MORNING STATUE, MR MAYOR ABOUT NOT ALLOWING THE VOTERS TO
[00:45:04]
DECIDE THIS BECAUSE OF THE IMPORTANT I WOULD JUST ASK. THIS IS A RECALL ELECTION OF A DULY ELECTED MEMBER WERE REMOVING HIM FROM HIS TERM. IS THIS NOT HOLD? SAME WAY? UM. I KNOW SOME OF Y'ALL HAVE OFFERED STATEMENTS. MAY BE IN YOUR POSITION REMAINS UNCHANGED, AND IT'S EXACTLY WHAT IT WAS. THEN MAYBE IT'S NOT, YOU KNOW, BUT TO THOSE OF YOU THAT HAVE NOT OFFERED STATEMENTS. I SAY THIS, THE MAN THAT I KNOW AND THAT I RESPECT. AS SET AT THIS PODIUM HERE WANTS THAT FREE ELECTED MEMBERS TO STAND ON THE SIDELINES AT TIMES LIKE THIS IS FOR A LACK OF BETTER WORDS COWARDLY. AND SO I WOULD ASK TO THOSE OF YOU THAT HAVE NOT ISSUED STATEMENTS. DO NOT OWE IT TO YOUR CONSTITUENTS TO ISSUE THOSE STATEMENTS IN SUPPORT OF, OR OPPOSITION OF THE RECALL OF DISTRICT ONE COUNCIL MEMBER. IMPLICATION.THANK YOU, SIR. CELESTE COX. GOOD EVENING, MAYOR CITY COUNCIL. LESS COX 30 NO. ONE OAK STREET, MCKINNEY. IT'S EASY. IT'S SAFE IS CONFIDENTIAL. WE WANT TO REMIND RESIDENTS WE HAVE UNTIL SEPTEMBER 30TH TO COMPLETE THE 2020 CENSUS FORM. THE EASIEST AND FASTEST WAY TO COMPLETE THE FORM IS ONLINE SINCE HIS WORKERS ARE WORKING IN MCKINNEY TO ENCOURAGE YOUR PARTICIPATION, EVEN IF A CENSUS TAKER COMES TO YOUR DOOR, YOU CAN STILL COMPLETE ON YOUR OWN.
FOR EVERY PERSON NOT COUNTED JUST IN THE STATE OF TEXAS COULD MEAN A LOSS OF $300 MILLION A YEAR UNTIL 2030 FOR HEALTHCARE, EMERGENCY RESPONSE, NEW ROADS AND SCHOOL PLANNING.
IF IT IMPACTS TEXAS IT WILL IMPACT MCKINNEY AS THE PRESIDENT. CEO OF HABITAT FOR HUMANITY OF COLLIN COUNTY. SINCE THIS DATA HAS BEEN USED FOR NEIGHBORHOOD PLANNING AND GRANT PLANNING, SO WE KNOW WHERE TO BUILD NEW HOMES AND REVITALIZE NEIGHBORHOODS. THIS INFORMATION ALSO PROVIDES FUNDING FOR AFFORDABLE HOUSING TO ALLOW LOWER INCOME EARNERS THE OPPORTUNITY TO OWN THEIR OWN HOME OUR MOST RECENT PROJECT, CALLED COTTON GROWS WITH 35 TOWNHOMES IN EAST MCKINNEY WOULD NOT HAVE RECEIVED FUNDING REQUIRED TO BUILD IT WITHOUT THE CENSUS DATA PROVIDED. PROVING THAT THE NEED IN THAT NEIGHBORHOOD.
CENSUS DATA ALSO HELPS US IDENTIFY AREAS OF NEED FOR REHAB ASSISTANCE FOR EXISTING HOMES. WHAT HABITAT DOES TO SERVE. OTHERS WOULD NOT BE POSSIBLE WITHOUT YOUR HELP. BY COMPLETING THE CENSUS FORM. IF YOU COMPLETED THE QUESTIONNAIRE, THANK YOU SO MUCH SINCE THE LAST CITY COUNCIL MEETING, WE HAVE RECEIVED A RESPONSE RATE OF 72.8. OF ALL MCKINNEY HOUSEHOLDS, YOU ARE MAKING A DIFFERENCE. THIS IS YOUR VOTE. COUNT EVERYONE IN YOUR HOME, INCLUDING THE BABIES AND ONLY TAKES 10 MINUTES TO SUPPORT WHERE YOU LIVE FOR THE NEXT 10 YEARS. LET'S MAKE MCKINNEY COUNT. THANK YOU. VERY, VERY IMPORTANT, CELESTE. THANK YOU.
NINA TAO RINGLEY. I'M NINA DOWN, GREENLEE. I LIVE IN 313 NORTH BENJ STRAIGHT IN THE HISTORIC DISTRICT. AND FIRST OF ALL, HAVE A JOB TO DO. I'M SURE MOST OF YOU KNOW WHO BILL SMITH IS BILL SMITH'S CAFE. AND HE KIND OF BLINDSIDED ME AND SAID, WOULD YOU PLEASE HAND THIS TO SOMEBODY? AND I TOLD HIM I'D HAND IT TO IMPRESS TONIGHT. IT'S AH, PETITION. I GUESS HIS RESTAURANT DID IT EVEN HAS GREASE ALL OVER IT, SO I WANT TO MAKE. INFORMAL BUT I PROMISED HIM I'D GIVE IT TO YOU GUYS. SECONDLY, I REALLY WANTED TEO TO LET YOU KNOW HOW MUCH I'VE ENJOYED THE NEW, BETTER FLY EXHIBIT ALL OVER. IT'S BEEN KIND OF FUN LOOKING AT THAT.
AND WITH THAT IN MIND. I WANTED TO MENTION THAT THAT WAS ONE OF THOUGHTS I HAD ABOUT THE THROCKMORTON. STATUE IT'S BEEN KIND OF A LONG PROCEDURE I KNOW FOR EVERYBODY AND FOR MCKINNEY I'TS LIKE MYSELF. I MEAN, WE'VE KIND OF REALLY TAKEN IT TO HEART IN THE BEGINNING. YOU KNOW, I DIDN'T FEEL LIKE I WANTED TO REMOVE THE STATUE. I FELT LIKE YOU KNOW, I WAS ONE OF THE SADLER'S THE EARLY SETTLERS THAT CAME IN THE 10 WAGONS FROM TENNESSEE. AND I THOUGHT NOW WE DON'T WANT TO MOVE THAT. AND LOVING HISTORY. I JUST DIDN'T WANT TO IN THE BEGINNING. THEN I LIKED RICKS IDEA, HE SAID SOMETHING ABOUT WHY DON'T WE ADD A FEW STATUES AROUND IT CELEBRATING OTHER FOLKS THAT WERE BIG TIME? MCKINNEY? I TS AND THEN I THOUGHT. WHAT IN THE HECK WOULD WE PICK MY CHOICES THAT I KEPT THINKING? IT JUST GOT BIGGER AND BIGGER AND BIGGER. WE WOULDN'T HAVE ANY GRASS LEFT BY THE TIME WE FILLED. A PLACE FULL OF STATUES. SO THEN I NIXED THAT IDEA. THEN I THOUGHT, OK, THE BUTTERFLY PROJECT. I WAS LOOKING AROUND, AND I THOUGHT, LET'S PUT A BUTTERFLY ON HIS FINGER AND ON
[00:50:04]
HIS SHOULDER, BUT THAT DIDN'T GO VERY FAR FAR EITHER. SO THEN. THEN I THOUGHT ABOUT THE COURTHOUSE. I'VE BEEN THERE MANY TIMES WITH COLIN KIMBALL'S. UNVEILING OF THE ART PROJECTS HE'S DONE OF THE VETERANS AND THE FOLKS THERE WITH THE FAMILIES THERE, AND I COULD GO THERE AND I FEEL SO MOVED BY ALL THE PAINTINGS AND BUY THE EXHIBITS AND THINGS THAT ARE THERE OR NOT, THAT WILL. MAYBE THEY WOULD AGREE TO MOVE HIM OVER THERE, AND I THOUGHT THAT WOULD BE KIND OF COOL AND STARTED TALKING THAT UP, BUT I NOTICED THAT AFTER LOOKING AT THE AGENDA THAT THAT'S NOT EVEN AN OPTION. SO I KNOW THERE'S ANOTHER OPTION THAT I REALLY LIKE AND I'M SURE THAT'S GOING TO COME UP TOMORROW, BUT I JUST DON'T WANT HIM. DESTROYED AND I HOPE I KNOW THAT Y'ALL WILL COME UP WITH SOMETHING GREAT. I'M SURE OF IT. AND I'VE RUN OUT OF TIME. I WANTED TO TALK ABOUT THE MEETING LAST WEEK, BUT I THINK I'M JUST GOING TO RIDE IT UP. I APPRECIATE ALL OF YOU THAT THAT HELPED ME. UM. BEYOND ANOTHER COMMISSION, AND I'M SORRY FOR THE CITY WAS CORRECT, THOUGH. I WANT TO MAKE SURE I. SAY THAT THE CITY WAS CORRECT. I WAS ABSENT. AND I WANT ALL OF YOU TO KNOW THAT THAT TOOK UP FOR ME AND I WANT YOU TO KNOW THAT. THANK YOU, NINA. SEAN. HOW. OH, MY GOD. THANK YOU. THANK YOU. COUNSEL.[COUNCIL AND MANAGER COMMENTS]
IMAGINE COMMENTS. PHILLIPS. NO LESS MEETING ON TALK ABOUT YOUNG PEOPLE GOING AWAY AND COMING BACK LIVING IN MCKINNEY AND THIS SINCE THAT TIME WE'VE LOST A COUPLE OF YOUNG PEOPLE IN LOVE, CAN IT. ALWAYS TRAGIC WHEN THAT HAPPENS, I JUST WANT THE FAMILIES TO KNOW THAT.CERTAINLY THIS OLD CITY MOURNS FOR YOU IN YOUR LAST, ESPECIALLY THE FAMILY OF TENOR TENOR JAMESON AND ANOTHER YOUNG PERSON THAT WE LOST YOUR LAST WEEK. WHAT SHE FAMILIES KNOW ANY TIME YOU LOSE SOMEONE OF THAT AGE RANGE, IT'S ALWAYS TRAGIC, NO MATTER WHAT THE NAMES AND WE'RE CERTAINLY FEELING FOR HIM PULLING FOR YOU PRAYING FOR YOU AS WELL. THANK YOU. ANYTHING I CAN ADD TO THAT MAYOR. YOU'RE PRETENDING. YEAH I HAVE JUST ONE REAL QUICK. THE SPEAKING OF PASSING AWAY THERE WAS A FAMILY HERE IN THE. MCKENNEY AREA, CRAG AND FIONA ROGERS. I'VE LIVED HERE FOR ABOUT 35 YEARS AND CRACKERS UP IN IDAHO, AND HE HAD A BIKE ACCIDENT WAS. HURT SEVERELY AND PASSED AWAY LAST SATURDAY AND. JUST ONE OF THE BEST GUYS YOU'D EVER WANT TO MEET. AND SO I PRAY FOR THEM AND THEIR FAMILY AND JUST ACKNOWLEDGED THERE, THE GIFT THEY WERE TO MCKINNEY AND THE PEOPLE THAT KNEW HIM. SO THAT'S ALL I HAVE. TREASURE? YEAH, REAL QUICK. THINK EVERYBODY REALIZES THAT SCHOOL'S GONNA BE STARTING THIS THURSDAY, SO THE STREETS ARE GONNA BE IN THE CHIEF'S PROBABLY WATCHING OUT FOR THOSE SPEEDERS ON GETTING A SCREW TOGETHER, EH? SO WE NEED TO SLOW DOWN. WATCH FOR THOSE LITTLE KIDDOS BE GOING BACK TO SCHOOL. THINK EVERYBODY'S REALLY ANTICIPATING THAT I KNOW. MANY OF THE MOMS ARE INCLUDING MY OWN. UM. I'LL TELL YOU SOMETHING. I WAS OVER AT THE SCHOOL DISTRICT EARLIER AND MY WIFE AND I TOOK 40 BACKPACKS FULLY LOADED AND DROPPED HIM OFF AND DONATED. AND THEY SAID, WE WERE THE ONLY OTHER PERSON BESIDES THE MAYOR AND MAINLY TO HELP OUT WITH ANY SCHOOL SUPPLIES FOR THE KIDS THAT THEY NORMALLY WOULD HAVE. I DIDN'T KNOW THAT AND I'M NOT TRYING TO SHAME ANYBODY. BUT AFTER HEARING THAT TODAY, I THINK ALL OF US NEED TO DO SOMETHING TO HELP OUT BECAUSE A LOT OF THE STUFF THAT THEY WOULD NORMALLY GET FOR THE SCHOOL. YOU KNOW THE SCHOOL SEASON STARTING. PEOPLE JUST ARE THINKING ABOUT IT BECAUSE OF WHAT'S BEEN HAVING IT WITH KOBE AND HOW LONG IT'S BEEN LASTING SINCE SINCE LAST SCHOOL SEASON, SO JUST A THOUGHT AND IF YOU NEEDED IF YOU NEED ME. IF YOU FEEL LIKE DOING SOMETHING THE SCHOOL DISTRICT IS TAKING IT, NANCY COWLISHAW. SO I MET WITH TODAY AND SHE TOOK EVERYTHING AND SHE'S LIKE MY OFFICE. OUR HALLWAY IS COMPLETELY EMPTY. WE DON'T HAVE ONE THING. UNTIL TODAY. SO BECAUSE THEY ALREADY GOT ALL YOUR STUFF OUT SO SOMETHING TO THINK ABOUT, UM. I CAN SEE IF I DON'T PUT MY GLASSES. NO, NO M C D C MEETING WAS REALLY GOOD THIS LAST WEEK AND EVERYTHING THAT'S HAPPENING IN OUR CITY IS MOVING ALONG AS FAST AS WE CAN. BUSINESS WILL SLOW ON DH. WE'LL HAVE TTO. EACH PICK IT UP, AND THAT'S WHAT CITIES DO. I KNOW WE HAVE A LOT GOING ON. THIS IS THE SECOND MEETING WHERE WE'VE HAD A VERY PRODUCTIVE MEETING, AND I THINK EVERYONE THAT'S HERE. EVERY SPEAKER THAT'S HERE EVEN IF YOU'RE NOT FROM HERE. THANK YOU FOR COMING UP AND GIVEN US OUR TIME. SOME OF YOU MAY NOT
[00:55:04]
PAY ATTENTION THERE THINK WE PAY ATTENTION TO YOU WHEN YOU'RE UP HERE, BUT I WRITE DOWN EVERY PERSON'S NAME AND WHAT YOU TALK ABOUT, AND I HAVE. IT'S A. BILITY FROM MY MIND TO ADJUST AND GO BACK AND LOOK TO WHAT YOU'VE SAID. AND HOW YOU SAID IT. IT'S JUST HOW I DO IT. AND SO IF YOU DON'T THINK WE'RE LISTENING, WE ARE AND WE'RE TRYING TO DO OUR BEST TO PUT OUR HEADS AND HANDS AROUND EVERYTHING. TO FIGURE OUT HOW TO MAKE THINGS BETTER.WE DO THAT EVERY SINGLE DAY. IT'S JUST LIKE THE GENERAL COME UP WHEN HE TALKED ABOUT THE MIDDLE HEALTH FOR GOING OUT TO THE PUBLIC FROM THIS FROM THE OFFICERS AND THE RIGHT TEAM THAT'S HAPPENING. THE I THINK IT SAID IT RIGHT, BUT I THINK IT'S THE RIGHT TIME, RIGHT? THAT'S BEEN OUT OF SOUTH CENTRAL FOR THE LAST DOING THERE THAT YOU KNOW THAT THERE WAS A WAS A PILOT PROGRAM THAT'S BEEN GOING ON DOWN THERE FOR AT LEAST A YEAR. AND THAT PROGRAMS ARE THREE YEARS. OKAY IT'S BEEN LONGER THAN I THOUGHT. BUT IT'S BEEN GOING ON AND IT'S BEEN VERY SUCCESSFUL. YOU'RE GOING TO SEE THOSE PILOT PROGRAMS THAT ARE NOW COMING TO TUITION TO WHERE YOU'RE THERE. FRUITION. I'M SORRY OF WHAT'S HAPPENING IN AMERICA WHERE WE DON'T NEED OFFICERS COMPLETELY DOING THAT JOB. WHERE WE NEED OTHER INDIVIDUAL CAUSE THAT'S REALLY A TASK ON PUBLIC SERVICE, AND THAT THAT TASK NEEDS TO BE BY PROFESSIONALS ARE THERE IN THAT FIELD. I COMPLETELY AGREE WITH THAT. SO THANK YOU FOR BRINGING THAT UP. UH IT'S SOMETHING THAT'S DEAR TO MY HEART BECAUSE NOT ONLY THE MENTAL WELLNESS OF THE INDIVIDUAL THAT THE OFFICERS TALKING TO BUT THE MENTAL WELLNESS OF THE OFFICER THAT THERE HIMSELF. THAT'S BEING TASKED TO DO THAT. SO THANK YOU. UH I DON'T HAVE ANYTHING ELSE. MAYOR. THANK YOU. FRANKLIN I DON'T HAVE ANYTHING IN THIS TOWN. YES, SIR. SAID IT EARLIER. THE MARCH ON WASHINGTON THIS WEEKEND. 57 YEARS AFTER DR KING SPOKE ON THE MARCH ON WASHINGTON. HAD THE OPPORTUNITY TO STAND WITHOUT SHARPTON IN DR KING'S THURSDAY. JUST A PROUD MOMENT TO SHARE. OBVIOUSLY DOWN THERE TO STAND UP FOR EQUALITY AND MORE SO EQUITY AND STAND UP AND SAY THAT. WE'VE COME A LONG WAY, BUT WE'VE GOT A LONG WAY TO GO. WITH THAT BEING SAID, UH, THANK YOU FOR THE OFFICERS HERE WHO MAKE SURE THAT EVERYONE HERE ARE PROTECTED IN THIS CITY. THANK YOU FOR YEARS, SACRIFICE YOUR SERVICE. WE SUPPORT YOU. WE SUPPORT OUR OFFICERS. NOT AGAINST POLICE JUST AGAINST POLICE BRUTALITY.
I CAN'T STRESS THAT ENOUGH. ALSO, WE'RE LOSING GIANTS EVERY DAY. WE LOST THE BLACK PANTHERS. CHADWICK BOSEMAN ON THE SAME DAY WE LOST, UH, GEORGETOWN LEGEND JOHN THOMPSON, THE COACH. SO TOMORROW. TOMORROW'S NOT PROMISED TO ANY OF US. TYPE OF GUY THAT CHADWICK BOSEMAN WAS. GOING INTO CANCER WARDS WITH LITTLE CHILDREN BLESSING THEM AS THE BLACK PANTHER KNOWING THAT FOR THE LAST FOUR YEARS HE WAS FIGHTING CANCER HIMSELF.
WITH A SMILE ON OTHER PEOPLE. SPACE NEVER KNOWING THAT HE HAD CANCER THAT HE WAS GOING TO DIE ANY DAY. THOSE COME SELFLESS ACTS. PUT YOURSELF IN THAT POSITION. WHAT KIND OF SELFLESS ACTS THAT WE HAVE TO GIVE? PAYING IT FORWARD. OH, AND THE BEST THAT WE CAN TOMORROW IS NOT PROMISED TO ANY OF US. AND SO. BUT WHAT CAN WE DO? LEGACY WILL WE LIVE? WHAT WE LEAVE BEHIND. HOW CAN WE BETTER? SOMEBODY ELSE'S LIFE. BUT THANK GOD THAT WE DON'T LOOK LIKE THE THINGS THAT WE GO THROUGH. PUT HIS BEST FOOT FORWARD. NOBODY KNEW. NOBODY OUTSIDE HIS INNER CIRCLE, KNEW WHAT HE WAS DEALING WITH. MOST OF US. PROBABLY NOBODY KNOWS OUTSIDE OF WHO WE LET KNOW THE THINGS THAT WE'RE DEALING WITH ON THE DAILY BASIS AND THINK WE DON'T LOOK LIKE WHAT WE GO THROUGH. COULD I JUST TELL YOU TO KEEP KEEP STRIVING, KEEP MOVING FORWARD. UM. KEEPING THE COMMUNITY THAT WE WANT TO BE. KOBE IT IS REALLY PEOPLE ARE STRUGGLING CHILDREN ARE HUNGRY. I THINK ABOUT MY CHILDREN AT HOME SCHOOLING FROM HOME AND.
NO DONNA ME THAT YOU KNOW THEY WOULD NORMALLY EAT IT REDUCED LUNCH IT AT SCHOOL. WE DON'T GET THAT. SO HOW MANY OTHER CHILDREN ARE NOT RECEIVING? FOOD WOULD OTHERWISE BE EATING AT SCHOOL. YOU KNOW, REACH OUT TO SOMEBODY. COST. SOMEBODY CHECKED IN YOUR NEIGHBOR. CHECK ON THOSE ELDERLY PEOPLE. IN A HORROR OR ALONE RIGHT NOW. LET'S BE THE BEST COMMUNITY THAT WE CAN BE. BECAUSE THIS HAS PULLED OUT THE WORST OF SOME OF US, BUT WE CAN BE BETTER. LET'S CONTINUE TO UNITE. AND DON'T NO, I ENJOYED THIS WEEKEND. SO I ENJOY
[01:00:07]
SERVING THIS COMMUNITY. THAT'S WHAT I GOT. THANK YOU. YES. REMEMBER OF THE COUNCIL. THANK YOU. JUST A FEW ANNOUNCEMENTS TO MAKE. IT AS A FINAL REMINDER THAT THE LAST PUBLIC HEARING FOR THE CITY'S PROPOSED BUDGET WILL TAKE PLACE ON AT 6 P.M. ON SEPTEMBER 15TH RIGHT HERE. CITY HALL. IT'S NOT TOO LATE FOR ANY RESIDENTS WHO WANT TO FAMILIARIZE THEMSELVES WITH THE BUDGET. THEY CAN GO TO. MCKINNEY TEXAS DOT ORG'S FORWARD SLASH BUDGET AND REVIEW THE PRESENTATION AND ANY OTHER RELATED DOCUMENTS AND BE PREPARED TO SPEAK ON SEPTEMBER 15TH IF THEY SO CHOOSE. THE NORTH TEXAS MUNICIPAL WATER DISTRICT IS GOING TO HOLD A VIRTUAL PUBLIC INPUT MEETING AGAIN. IT'S A VIRTUAL MEETING REGARDING THE MCKINNEY PROSPER TRANSFER SEWER PIPELINE. IT SOUNDS NOT VERY EXCITING, BUT I CAN TELL YOU IT'S A BIG BIG PROJECT INFRASTRUCTURE PROJECT THAT WILL BASICALLY RUN ALONG WILSON CREEK FROM THE TOWN LAKE AREA A LL THE WAY UP TO PROSPER ALONG WILSON CREEK, SO THERE'S A LOT OF PARKS WE HAVE IN THAT AREA. OUR STAFF HAS WORKED AWFULLY HARD WITH WATER DISTRICT ENGINEERS TO COME UP WITH OPTIMAL LOCATION THAT'S GOINGTO MINIMIZE DISRUPTION AS MUCH AS POSSIBLE, BUT IT IS A MAJOR MAJOR INFRASTRUCTURE. AN IMPROVEMENT. IT WILL BE DISRUPTIVE FOR SOME TIME. THAT MEETING IS 6 PM THURSDAY, SEPTEMBER 3RD THAT'S THIS THURSDAY THEY CAN ATTENDEES CAN OURS. VP FOR THE MEETING AT. NORTH WWW DOT NT M W D THAT'S FOR NORTH TEXAS MUNICIPAL WATER DISTRICT NT MW DOT COM FORWARD SLASH PROJECTS AND THEY COULD CLICK ON THE MCKINNEY PROSPER TRANSFER SEWER PIPELINE. AND THEY CAN REGISTER FOR THAT VIRTUAL MEETING. ALSO I WOULD LIKE TO GIVE A SPECIAL CALL OUT TO KAREN ATKINS, WHO HEADS UP OUR OFFICE OF EMERGENCY MANAGEMENT. SHE WILL FORGET THAT YOU WILL SOMEDAY FORGET THE YEAR 2020 OR IF YOU CAN, OR SHE WAS SHORT BUT CERTAINLY TRIED BECAUSE IT HAS BEEN ONE HECK OF A YEAR FOR EMERGENCY MANAGEMENT. SO NOT ONLY ARE WE MANAGING THE MIDDLE OF A NATIONAL STATE OF EMERGENCY STATE AND LOCAL STATE OF EMERGENCY WITH THE PANDEMIC. UH, SHE AND HER STAFF AND FRANKLY, ALL OF OUR TEAM ARE PUBLIC POLICE DEPARTMENT FIRE DEPARTMENT WERE ALL INVOLVED IN HELPING WITH HURRICANE LAURA IN PARTICULAR SHELTERING, SOME EVACUEES FROM THE HURRICANE LAURA STORM ZONE. EVERY SINGLE ROOM WITH SHARED TO MCKINNEY WAS BOOKED ON THE 27TH AND 28TH OF AUGUST 29TH SEPTEMBER 1ST TODAY THEY ARE COMPLETELY BOOKED WITH EVACUEES FROM THAT STORM SHELTER. POLICE DEPARTMENT HELPED FIRE DEPARTMENT HELPED, UH VISIT MCKINNEY HELPED OUR FOLKS COMMUNICATIONS MARKETING, BUT IT REALLY WASN'T AN ALL HANDS EFFORT BY OUR CITY TEAM. TOO LEND A HAND IF YOU WILL OF WITH HURRICANE LAURA EFFORTS ALSO, WE'VE SENT SOME FOLKS FOUR OF OUR FINEST TREASURES. FOUR OF OUR FIREFIGHTERS. TO MONTEREY, CALIFORNIA. I AM A LITTLE BIT SKEPTICAL OF THE MONTEREY ADDRESS, BUT NONETHELESS WE'LL GIVE HIM WE'LL GIVE HIM THAT. BUT THERE ARE SOME WILD FIRES GOING ON IN CALIFORNIA.MONTERREY IS QUITE A QUITE A NICE PLACE IF ANYBODY'S BEEN THERE, SO THAT WAS MY LAME EFFORT OF HUMOR, BUT THE FOUR PEOPLE THAT HANGING OUT IN MONTEREY BUT IN ANY EVENT, THE OFF THE FIREFIGHTERS, NAMES OR QUINCY BLUNT, MIKE ROBERTS, AUSTIN HENDRICKS AND CHRIS WALLER. THEY WERE SENT ALONG WITH A TYPE THREE BRUSH APPARATUS FOR A 21 DAY DEPLOYMENT TO MONTEREY, CALIFORNIA TO ASSIST WITH THE VARIOUS WILDFIRES THAT ARE REALLY CAUSING SOME TROUBLE IN CALIFORNIA. AND THEN FINALLY, I JUST WANTTO SAY THAT OUR HEARTS AND PRAYERS ARE WITH ONE OF OUR FIRE CAPTAINS. I WILL KEEP IT CONFIDENTIAL FOR NOW. HE HAD A MAJOR HEALTH EMERGENCY YESTERDAY AT STATION FIVE. AND YOU KNOW HIS IS HE'S THAT'S A VERY, VERY, VERY SERIOUS MEDICAL EMERGENCY, AND I WOULD ASK THAT EVERYBODY KEEP HIM AND HIS FAMILY IN YOUR MINDS AND THOUGHTS AND PRAYERS. ASAHI RECOVERS FROM FROM THIS INCIDENT AND THAT IS ALL I HAVE, SIR. I'M GOING. JUST PICK UP ON WHAT WAS STATED JUST A LITTLE BIT AGO, BUT LOST SOME YOUNG PEOPLE IN OUR COMMUNITY. AND, UH, ONE OF THEM WAS A 15 YEAR OLD YOUNG BOY. THAT. SUNDAY NIGHT DECIDED TO TAKE HIS LIFE AND I HAPPEN TO BE RIGHT ACROSS THE STREET. FROM WHERE HE DID THAT ANOTHER YOUNG PERSON'S BIRTHDAY PARTY AND HAD THE. THE SURREAL EXPERIENCE OF JUST. HOW LONG AFTER IT HAPPENED, BUT SEEING THIS YOUNG BOY'S BODY ON THE GROUND ASSED. THE POLICE WERE. GATHERING AND ROPING OFF AND THE FIRE DEPARTMENT WAS THERE ALL THEIR FIRST RESPONDERS AND FOR THE POLICE THAT WERE THERE. I CAN'T IMAGINE. IMAGINE WHAT THAT NIGHT WAS FOR YOU AND. COURSE MOST IMPORTANT YOU CAN'T IMAGINE WHAT THAT NIGHT THAT DAY AND THE REST OF THE LIVES OF THE PARENTS AND THE FAMILY.
[01:05:05]
WASS IS AND WILL BE, AND SO TRAGIC AND. AND YOU KNOW, MILLIE AND I, MY WIFE FOR THOSE WHO DON'T KNOW WHOM ALIAS WE DO A MCKINNEY MONDAY. POST EVERY MONDAY. WE DO A SHORT VIDEO, AND GENERALLY WE JUST TALK ABOUT THINGS THEY'RE GOING ON MCKINNEY AND TRY TO MAKE PEOPLE AWARE OF ACTIVITIES AND WHATNOT. AND AT THE END OF THIS MONDAY, WE. TALKED ABOUT THAT YOUNG BOY WHO WAS STILL WILL BE FOREVER HEAVY ON OUR HEARTS. ESPECIALLY THE EXPERIENCE THAT WE HAD SEEN. THE AFTERMATH AND, UM. IT WAS AN EMOTIONAL VIDEO AT THE END WASN'T INTENDED TO BE. BUT AS YOU MIGHT IMAGINE, WE TALK ABOUT THAT. AN EMOTIONAL MY WIFE, SPECIFICALLY, VERY EMOTIONAL. AND. VIDEO IS A FACEBOOK LOTS WHO WAS OUT THERE AND. YOU KNOW.MOST OF THE COMMENTS WERE JUST OF COURSE PRAYERS FOR THE FAMILY AND WHAT NOT, BUT A FEW PEOPLE TOOK IT TO TICKET TO POLITICS AND JUST SO. I CAN'T EVEN THINK OF THE WORD THAT THAT IT STARTED JUST MAKING THIS A POLITICAL ISSUE AND. JUST GUESSING WHAT MAY HAVE CAUSED A YOUNG BOY TO DO THAT. AND, OF COURSE, PUT IT ALL IN POLITICAL TERMS IN TERMS OF THINGS LIKE. MASKS AND THIS AND THAT, AND I JUST FELT THAT WAS SO TREMENDOUSLY INSENSITIVE.
AND WHEN THE TIME THAT ALWAYS SHOULD BE FOCUSED ON IN A BIN LIKE THAT IS IT WAS A FAMILY THAT IS SUFFERING TREMENDOUSLY SUFFERING. AND, UH, SO I JUST ASKED YOU DON'T I ASKED ON THAT ON THAT PARTICULAR POST. IF YOU CAN'T COMMENT JUST ABOUT THE FAMILY AND SUPPORT OF THE FAMILY. PLEASE DON'T COMMENT AT ALL. AND. IT'S JUST DISAPPOINTING TO SEE THAT I GUESS WHY DON'T BRING IT UP. TO ASK PEOPLE IN THE FUTURE TOE. THINK A LITTLE BIT MORE SOCIAL MEDIA SOFT SHOW THE OTHER DAY, WHERE THEY TALKED ABOUT SOCIAL MEDIA'S THAT IS THE GREATEST WEAPON. IN THE WORLD RIGHT NOW, AND IT IS A WEAPON THAT COULD BE USED TO GREAT DAMAGE AND HARM. AND I'M SURE TO THAT FAMILY READING SOME OF THE THINGS THAT WERE SAID I'M SO UNSOLICITED BY THEM HAD TO BE TREMENDOUSLY PAINFUL AND HURTFUL. WE ARE FAR BETTER THAN THAT IS A COMMUNITY BUT. ALL THAT SAID THERE WAS A FAMILY WITH A 15 YEAR OLD BOY THAT TOOK HIS OWN LIFE ON SUNDAY NIGHT, AND HE HAS A BROTHER AND MOM AND DAD. SO. PRAY FOR THEM.
AND AS PAUL SAID, FIRE CHIEF IS IN. THAT SHAPE RIGHT NOW IN THE HOSPITAL. MY FAR, CAPTAIN SORRY. ALSO YOU MAY NOTICE A DIFFERENCE TONIGHT ON THE LAST COUNCIL MEETING TO A GREAT EXTENT, BUT CERTAINLY TONIGHT COMPLETELY. THE ABSENCE OF PEOPLE WITH FIREARMS HAVE THESE.
FROM FROM FROM OUR OWN COMMUNITY. I CAN'T SEE OUTSIDE THOSE DOORS. I DON'T KNOW IF ANYONE IS THERE FROM OUTSIDE OUR COMMUNITY OR OTHER GROUPS. BUT I WAS SENT A STATEMENT AND ASKED TO READ THIS. I'M GOING TO READ IT BECAUSE I THINK IT'S IMPORTANT. THAT. THE GROUP THAT I'LL TALK ABOUT THE SECOND. EVERYONE HAS SEEN THEM. THEY'VE SEEN THE SHIRTS AND IRA, WHICH STANDS FOR NEGUS, RIGHT ARM. AND THAT GROUP HAS BEEN HERE AND HAS BEEN HERE WITH WEAPONS.
AND MANY OF OUR MEETINGS AND I THINK THE CHANGES WE'VE JUST. ABLE TO COME TOGETHER WITH A LOT MORE COMMUNICATION. AND WITH THAT COMMUNICATION HAS BECOME THE ABILITY TO UNDERSTAND AND GIVE CONFIDENCE US PROVIDE CONFIDENCE, TOO. THAT GROUP IN THE COMMUNITY THAT WAY WE ARE, UM, WE'RE HEARING WE HEAR WHAT'S GOING ON. WE'RE CONCERNED. AND I TAKE A LOT OF RESPONSIBILITY FOR YOU KNOW SOME OF THE COMMUNICATION, IT MAY NOT HAVE TRANSPIRED BETTER IN THE PAST. AND I APPRECIATE THEM TAKING THE POSITION THAT THEY'RE NOW TAKING. UH WHICH IS THAT A WAY TRUST WHAT'S HAPPENING RIGHT NOW IN THE CITY WE TRUST. THIS BODY OF GOVERNMENT AND, UH, AND SO THEY SENT ME A STATEMENT. THEY SAYS NEGUS RIGHT ARM, WHICH WAS CREATED TO PROVIDE PROTECTION AND SERVICE TO THE COMMUNITY AT LARGE, MORE SPECIFICALLY, THE PRIDE COMMUNITIES OF DISTRICT ONE, THE PRIDE COMMUNITY LEADERS HELD A MEETING LAST NIGHT AND INFORM GENERAL. THAT WE, THE COMMUNITY DECIDED NOT TO ATTEND. TONIGHT'S MEETING IS A SIGN OF SOLIDARITY. OUR ABSENCE IS IN NO WAY, SHAPE OR FORM TO BE IMPLIED THAT THE COMMUNITY IS CONCEDING TO ANY OF THE OF SOME OF THE OTHER GROUPS THAT HAVE BEEN HERE THAT. THEY FAIL WISH TO IMPEDE THE VOICES OF THE PEOPLE, BUT THEY ARE IS ABOUT BUILDING NOT DESTROYING, AND THEY SHALL WE SHALL CONTINUE TO BUILD AN UPLIFT OUR COMMUNITY WHEN THEY MOVE WE MOVE FOR WERE ONE. WHAT I WANT. HOPEFULLY, PEOPLE WILL TAKE FROM THAT. I KNOW SOME PEOPLE WILL TAKE OFFENCE AND, UH HOPEFULLY, WHAT PEOPLE WILL TAKE FROM THAT IS THAT. WE ARE. WE'RE COMMUNITIES COMING TOGETHER IN A TIME IN THIS NATION WHEN THERE'S A WHOLE LOT OF PULLING A TEARING APART AND I THINK IT'S VITALLY IMPORTANT
[01:10:04]
THIS IS NOT A MATTER OF SIDES. IT'S ALWAYS PEOPLE ALWAYS WANT TO MAKE IT ABOUT SIDES EVEN WANTS TO BE ON A TEAM AND TO BE ON A TEAM. YOU'VE GOT IT. EVEN EISEN FIGHT THE OTHER SIDE.BUT, YOU KNOW, WE'RE ONE COMMUNITY AND THIS THIS PART OF OUR COMMUNITY. THIS GROUP IS COMMUNICATING MUCH, MUCH BETTER. AND WITH THAT DIALOGUE IS COMING. A LOT OF. COMING MORE TRUST AND MORE TOGETHERNESS. SO I APPRECIATE THAT. I THEM TAKING THE POSITION THEY HAVE.
AND I HOPE WE HAVE ALL CONTINUE DOWN THAT ROAD OF SEEN ONE MCKINNEY. THAT WAS LONG WINDED.
I APOLOGIZE, AND WITH THAT, TAKE A MOTION TO ADJOURN. SO MOVE, MAYOR.
