IF YOU'LL RECALL. A FEW MONTHS AGO, WE HAD AN IMPACT THE UPDATE AND WE SAID, WE TOLD YOU THAT WE'D BE BACK IN A FEW WEEKS. THIS IS US COMING BACK FOR ROUND TWO WILL BE GIVING YOU A LITTLE BIT MORE DETAIL IS. AS PART OF THIS PROCESS, AND SO THAT'S WHAT WE'RE HERE TO DO TODAY. I'M JUST KIND OF WALKED THROUGH SOME OF THAT. GO INTO THE IMPACT FEES A LITTLE BIT IN GREATER DETAIL WITH YOU TONIGHT, SO THAT'S WHAT WE'RE GOING TO KIND OF WALK THROUGH. SPECIFICALLY THE ROADWAY IN UTILITY IMPACT FEE.

CONSIDERATIONS AND OPTIONS SO. WITH THAT, AS WE TALKED ABOUT LAST TIME, WE KIND OF WENT THROUGH THE PROCESS, AND SO WE TALKED ABOUT THIS EVERY TIME. I WANT TO MAKE SURE THAT EVERYBODY IS AWARE THAT WE GO THROUGH THIS PROCESS. IT'S A THREE STEP PROCESS. THE FIRST PART OF THAT PROCESS THAT LAND USE ASSUMPTIONS REALLY TALKING ABOUT HOW MUCH WE WILL GROW.

MOVE INTO THE CAPITAL IMPROVEMENTS PLANNING. WE'LL TALK ABOUT A LOT OF NUMBERS TONIGHT THAT ARE RELATED TO THE CAPITAL IMPROVEMENTS PLANNING SPECIFICALLY, REALLY, TO THE COST AND WHAT WE CAN CHARGE. IN THE LAST SECTION IS THE LAST STEP IS THE FI SETTING AN ORDINANCE ADOPTION AND THAT'S WHAT WE'LL BE UPCOMING. ON. THIS IS JUST KIND OF ALL IN PREPARATION FOR THAT, SO EVERYBODY UNDERSTANDS HOW WE GOT TO SOME OF THE RECOMMENDATIONS THAT WERE BEGINNING TIO AND TO SEE SOME OF THE NUMBERS THAT YOU'LL SEE.

SO WHEN WE LOOK AT IMPACT FEES. IN THE CAPITAL IMPROVEMENTS PLANNING FOR IT. UM, THIS IS STRICTLY WHAT YOU'RE GOING TO SEE HERE. IS THIS TRAGICALLY TECHNICAL. CALCULATION FOR ROADWAY IMPACT FEES WERE ABLE TO COLLECT $564 MILLION AND THAT'S JUST. FOR THE GROWTH THAT WE'RE GONNA HAVE THE ROADWAYS THAT WE NEED. THAT IS THE STRAIGHT COST OF THAT CALCULATION. IT'S $564 MILLION. LIKE I SAID, AND SO. BY STATE LAW. WE'RE NOT QUITE ABLE TO CHARGE THAT AND SO. WHAT STATE LAW DOES IS. HOUSES. LOOK AT THAT CALCULATION AND SAYS YOU'RE ALLOWED TO COLLECT A CERTAIN PORTION OF THAT $564 MILLION AND THAT EQUATES TO ABOUT 302 MILLION. SO SOME OF THE THINGS THAT THEY TAKE INTO CONSIDERATION OR TAKE OUT DURING THAT PROCESS ARE THINGS LIKE ITEMS THAT AREN'T FOR GROWTH RIGHT CAUSE IMPACT FEES COULD ONLY BE CHARGED AS IT RELATES TO GROWTH. SO THEY TAKE OUT ANYTHING THAT'S NOT RELATED TO GROWTH IS PART OF THAT PLAN, AND IT KIND OF CUTS BACK THE NUMBER. ALSO, WE START TALKING ABOUT DEVELOPMENTS AND A CZ DEVELOPMENTS BUILD, THEY START PAYING TAXES. SO THAT'S ANOTHER PORTION THAT ALSO GETS KIND OF TAKEN OUT OF THIS BECAUSE. THEY DON'T WANT TO DOUBLE COUNT FOR ANY TAXES THAT ARE ACCOUNTED FOR IN THAT NUMBER. SO THAT WHITTLES IT DOWN AND WE COME UP WITH A RECOVERABLE COST OF THAT $302 MILLION. AND SO AS THE CITY STARTS TO TAKE A LOOK AT THE $302 MILLION, AND THAT'S WHAT WE'RE ALLOWED TO COST. ALLOWED TO COLLECT PER STATE

LAW. WE DECIDED TO LOOK AT THIS AND SAY, WHAT IS THE CITY GOING TO BUILD? WHAT COULD WE BUILD OVER THE NEXT 10 YEARS? AND THAT WOULD BE PUBLICLY FUNDED AND SO WE STARTED TO LOOK THROUGH PROJECT BY PROJECT AND WE CAME UP WITH THIS. WHAT WE CALL THE ADJUSTABLE ADJUSTED RECOVERABLE COST, AND SO OVER THE NEXT 10 YEARS, WE REALLY THINK THAT WE'RE ONLY GOING TO BE. MEETING TO COLLECT ABOUT $163 MILLION IN IMPACT FEES TO HELP KIND OF COVER SOME OF THAT EXPANSION. TO COVER THOSE PROJECTS. AND SO. WE WANTED TO GET A LITTLE BIT BETTER IDEA OF WHAT WE WOULD ACTUALLY NEEDED IN THAT FEES. AND SO WE ALSO RECOGNIZE THAT WERE A PARTNER WITH THE DEVELOPMENT COMMUNITY. AND SO IT ALSO HELPS US KIND OF UNDERSTAND. A LITTLE BIT MORE ABOUT WHAT WE'RE GONNA BUILD. WHAT THE DEVELOPERS GOING BUILDING KIND OF THAT THAT RELATIONSHIP THAT WE HAVE. AND SO THIS IS JUST THAT PUBLIC FUNDING COST OVER THE NEXT 10 YEARS. AND SO AS WE KIND OF MOVED FORWARD. WE START TO LOOK AT RECOMMENDATIONS, SO WE GOT AN IDEA OF KIND OF WHAT WE'RE LOOKING TO CHARGE OR WHAT WE COULD CHARGE. AND WAS WHAT'S KIND OF FEASIBLE FOR THAT 10 YEAR COST REPUBLIC PROJECTS FOR CITY PROJECTS. WE SAY? WELL, WHAT ARE WE CHARGING? NOW? WHAT COULD WE COLLECT, AND SO WITH OUR CURRENT RATES WHEN YOU DO THAT CALCULATION, KIND OF OVER THE GROWTH THAT WE'RE SUPPOSED, HOWEVER, THE NEXT 10 YEARS IT RELATES TO ABOUT $80 MILLION IS WHAT WE WOULD COLLECT IF WE WERE TO DO THAT. THINGS THAT WE'VE DONE IN THE PAST AND THINGS THAT WE START TO TAKE INTO CONSIDERATION. IS, YOU KNOW WHAT WOULD THE RATE OF INFLATION WHAT WERE THE CONSTRUCTION COST INCREASES THAT WE'VE SEEN OVER THE LAST LITTLE BIT? AND SO WE GO THROUGH AND HAVE DONE A CALCULATION TO SAY. WE'RE GONNA LOOK AT THAT NUMBER. WHAT WOULD THAT BE? AND SO WE THOUGHT IT WOULD BE ABOUT 18, WHICH IS KIND OF SHOWN BY THE. THE CONSTRUCTION COST INDICES THE NATIONAL AVERAGE FOR THAT. THAT EQUATES TO ABOUT $90 MILLION, SO THAT'S. IT'S KIND OF WHAT WE'VE SEEN IN THE PAST WHAT WE'VE DONE IN THE PAST THAT HELPS US ADJUST FOR THOSE MARKET FORCES THAT HAVE HAPPENED AND KIND OF STILL HELPS US REMAIN COMPETITIVE IN THE MARKET, RIGHT SO. WE START TO LOOK AT ALL OF THESE THINGS, AND SO FOR US AS A CITY, WE FEEL THAT THAT'S STILL KIND OF THE WAY THAT WE WANT TO GO IS TO KIND OF DO A RECOMMENDATION FOR THAT EXACT COST. THAT COSTUME CONSTRUCTION INCREASE. SO YOU'RE GOING TO SEE FROM US NEXT TIME AS WE START OH, BREAK THIS DOWN EVEN FURTHER IS WE'RE GOING TO TAKE THESE NUMBERS AND BREAK IT DOWN SO YOU CAN SEE SERVICE AREA COST SO YOU'LL SEE THE ACTUAL DEVELOPMENT COST NUMBERS. OH, I WANT TO GO INTO TOO MUCH DETAIL BECAUSE THERE'S A LOT OF TECHNICAL CALCULATION THAT GOES INTO THAT, BUT EACH SPECIFIC LAND USE HAS CERTAIN FACTORS THAT ARE ASSOCIATED WITH IT.

TRIP GENERATION IS ONE OF THOSE TRIPLE LENGTH ALL THAT INFORMATION GOES INTO THE CALCULATION. AND SO YOU START TALKING THE DIFFERENT LAND USES. EACH OF THOSE KIND OF COMES OUT A LITTLE BIT DIFFERENT BECAUSE THEY ALL HAVE THOSE DIFFERENT CHARACTERISTICS. SO WHAT WE KIND OF TYPICALLY START WITH HIS KIND OF MAX ACCESSIBLE FEE, WHICH IS A SERVICE UNIT FEE AND THEN WE TAKE THAT AND ADJUSTED FOR EACH OF THE USES TO GET A DEVELOPMENT FEE IF YOU WILL, SO. WHAT WOULD BE THE STRESS TEST TO YOUR IMPACT FEES? SO I GUESS THERE'S A COUPLE OF WAYS WE CAN WE DO THIS RIGHT? SO WHEN WE DO A FIVE YEAR UPDATES, WE ALWAYS LOOK AT THIS EVERY FIVE YEARS. WE ALSO DO THE SAME ANNUAL IMPACT FEE REPORTS. SO IF WE NOTICE THAT THERE'S A BIG SHIFT OR A TREND THAT WE'RE SEEING, WE CAN ALWAYS HAVE SOMETHING BE ADDRESSED OR START TO HAVE DISCUSSIONS ABOUT HOW WE WOULD LIKE TO ADDRESS SOMETHING LIKE THAT. SO THERE ARE OPTIONS AS WE MOVE FORWARD THAT WE CAN TAKE A LOOK AT CHANGE THOSE WOMEN FOR SOMETHING YOU KNOW, DRASTICALLY CHANGES THERE OCCURS. NO ONE ELSE. WELL, THERE'S A FEW DIFFERENT THINGS FOR RED LINING FOR ONE THAT WOULD TAKE US UP TO THE MAX FEE FOR EVERY SINGLE ITEM THAT WE HAVE. BUT I THINK AT THE SAME TIME IT KIND OF OPENS US UP. SO NOW WE ACTUALLY HAVE A COST ASSOCIATED WITH THAT, AND IT'S ALL RELATED TO NEW GROWTH BECAUSE THEY'RE BUILDING THESE NEW FACILITIES AND NEW LINES TO HANDLE.
