MY QUESTIONS ARE FOR THE TWO ITEMS. THE EMERGENCY WATER UTILITY ASSISTANCE. AND THEN THE FINANCIAL ASSISTANCE FOR THE CITY OF MCKINNEY LIFT PROGRAM. IT'S MY QUESTION IS, CAN THESE PROGRAMS BE. ALLOCATED FROM OTHER. GENERAL FUND SOURCES OR ARE THEY OUT OF THIS? FUNDING SOURCE. IT SEEMS 25% OF THIS BUDGET. GOES TO THE CITY OF MCKINNEY. AND IT SEEMS THAT 25% OF THIS BUDGET COULD BE ALLOCATED TO OTHER NONPROFITS. AND NOT TO THE CITY OF MCKINNEY. IF WE UTILIZE. IF WE SPENT THIS MONEY FROM ANOTHER SOURCE, AND THEN UTILIZE THIS $40,000. TWO OTHER NONPROFIT, SO I GUESS MY QUESTION WAS, WHY ARE THESE. ITEMS BUDGETED IN THIS PROGRAM AND NOT ELSEWHERE. FOR THE. FOR THE WATER UTILITY PROGRAM. THIS IS THE THIS IS NOT THE FIRST YEAR THAT WE'VE HAD THIS PARTICULAR PROGRAM. WE HAD SEVERAL RESIDENTS AND ALSO. WATER UTILITY STAFF HAD STATED THAT THERE WERE RESIDENTS THAT WERE HAVING A REALLY HARD TIME TRYING TO MAKE THEIR PAYMENTS.

WE HAD FUNDING THAT WAS ALLOCATED. THROUGH CDBG FOR EMERGENCY ASSISTANCE, BUT WE WERE NOT ABLE TO UTILIZE THE CDBG FUND FOR WATER UTILITY. AND SO IN THAT REGARD STAFF CAME WITH THE OPPORTUNITY TO BE ABLE TO ASSIST IN THIS WAY WHERE THE CITY IS UTILIZING THESE RESOURCES AND BEING ABLE TO ALLOCATE THOSE FUNDS. IT STILL REQUIRES THE RESIDENT IN NEED TO GET APPLICATION INTAKE THROUGH AND NONPROFIT AGENCY AND THEN BEING ABLE TIO UTILIZE THOSE RE FORCES IN ORDER TO MAKE PAYMENTS FOR THERE. FOR THEIR WATER TO BE ABLE TO ENSURE THAT THEY'RE NOT GETTING CUT OFF WITH THAT SERVICE. SO IN THAT REGARD THAT THAT'S FOR THAT PARTICULAR PROGRAM. THE LIFT PROGRAM IS ASSISTANCE TO BE ABLE TO ASSIST RESIDENTS WHO ARE VOUCHER HOLDERS. IT'S AN OPPORTUNITY FOR THEM, TEO BE ABLE TIO UTILISE RESOURCES WHERE THEY WERE NOT ABLE TO HAVE THE ABILITY. FOR WHATEVER REASON TO BE ABLE TO GET ASSISTANCE WITH WITH SECURITY POSITS SO THAT THEY COULD BE ABLETO LIVE COMFORTABLY, SO THIS WAS AN OPPORTUNITY FOR US TO NOT ONLY BE ABLE TIO. DEVELOPED THIS PROGRAM THROUGH THIS CITY RE FORCE UNDER THE GENERAL FUND, BUT IT ALSO HELPS US TO MEET OUR FAIR HOUSING REQUIREMENTS THAT WE HAVE THIS WELL, WE INITIATED THE PILOT DURING THIS YEAR, WITH SOME ASSISTANCE PREVIOUSLY. WE WERE NOT ABLE TO, YOU KNOW, LIVE THOSE FUNDS DUE TO COVE IT OFFER THIS TIME PERIOD. AND THEN, OF COURSE, WE ALSO HAD KALLEN CARES FUNDING THAT WE RECEIVED FROM THE COUNTY IS WELL THAT'S BEING UTILIZED THIS YEAR. ADDITIONAL $40,000 TO THE PROGRAM. AS TO NOT TAKE AWAY 25% OF THE PROGRAM FUNDS FROM OTHER NONPROFITS SO THAT WE SET ASIDE. THIS 40,000 JUST FOR THES TWO PROGRAMS AND NOT TAKE AWAY 40,000 FROM OTHER NON PROFITS FROM THE CITY. AND WE WENT, AND WE WOULD WE SERVE AT THE PLEASURE, HOWEVER, COUNCIL DEFIED TO DIRECT IF COUNSEL CHOOSES TO DO FELL. WE WOULD THEN GO INTO ANOTHER ALLOCATION PERIOD TO BE ABLE TO. YOU HAVE TO ACCOUNT FOR THOSE FUNDS SOMEHOW THIS IS HOW YOU ACCOUNT FOR THE FUNDS ITS FUNDS THERE IN THIS PROGRAM THAT ARE DESIGNED FOR JUST IN THIS CASE, ASSUME THAT THE CITY MCKINNEY IS A CHARITABLE ORGANIZATION FOR THE EMERGENCY WATER UTILITY ASSISTANCE OR THE LIFT PROGRAM. AND THAT'S ALL IT IS. IS ACCOUNTING FOR THAT MONEY, SO I MEAN, I UNDERSTAND THAT WHAT I'M SAYING IN A WAY ANYTHING IT IS HAS TAKEN AWAY $40,000 FROM OTHER NONPROFITS. WHO COULD APPLY FOR GRANTS THROUGH THIS PROGRAM. SO THAT'S WHAT I'M SAYING IS THAT THIS IS $40,000 THAT GOES TO NONPROFITS.

SO BECAUSE THE CITY OF MCKINNEY HAS TAKEN 25% FOR SITTING IN THE CITY IS A NONPROFIT. THE CITY IS ALSO A NONPROFIT. THAT'S A GREAT CITY. COULD ALLOCATE ANOTHER $40,000 TO SPECIFICALLY TO THE NONPROFIT OF THE CITY. AND THEN THIS $40,000 COULD GO TO THE OTHER.
