ALL RIGHT. WE'LL CALL OUR MEETING TO ORDER TODAY IS TUESDAY, SEPTEMBER 15TH YEAR.

[CALL TO ORDER]

[00:00:08]

2020 IT IS THREE O'CLOCK IN THE AFTERNOON WHERE COUNCIL CHAMBERS AT 2 22 NORTH TENNESSEE STREET IN THE GREAT CITY OF MCKINNEY. THE FIRST ORDER OF BUSINESS IS PUBLIC COMMENTS ON AGENDA ITEMS AND I DID NOT SHOW ANYBODY HERE TO SPEAK. I KNOW THAT THERE WERE SOME COMMENTS THAT WERE SENT IN THAT WILL BE MADE OF PUBLIC RECORD. AND AVAILABLE ONLINE.

[DISCUSS REGULAR MEETING AGENDA ITEMS ]

SECOND ORDER OF BUSINESS DISCUSSED REGULAR MEETING AGENDA ITEMS. IS THERE ANYTHING ON THE REGULAR AGENDA? THAT COUNSEL WOULD LIKE TO ASK OF STAFF. WHY THEY'RE HERE. YOU HAVE AN ITEM 200792. SIN AGENDA. THAT IS CONSIDERED ACT ON A RESOLUTION APPROVING FUNDING RECOMMENDATIONS UNDER THE FISCAL YEAR 2021 COMMUNITY SUPPORT GRANT. HOW ARE YOU? I'M HIS BEST. HOW ARE YOU? MY QUESTIONS ARE FOR THE TWO ITEMS. THE EMERGENCY WATER UTILITY ASSISTANCE. AND THEN THE FINANCIAL ASSISTANCE FOR THE CITY OF MCKINNEY LIFT PROGRAM. IT'S MY QUESTION IS, CAN THESE PROGRAMS BE. ALLOCATED FROM OTHER. GENERAL FUND SOURCES OR ARE THEY OUT OF THIS? FUNDING SOURCE. IT SEEMS 25% OF THIS BUDGET. GOES TO THE CITY OF MCKINNEY. AND IT SEEMS THAT 25% OF THIS BUDGET COULD BE ALLOCATED TO OTHER NONPROFITS. AND NOT TO THE CITY OF MCKINNEY. IF WE UTILIZE. IF WE SPENT THIS MONEY FROM ANOTHER SOURCE, AND THEN UTILIZE THIS $40,000. TWO OTHER NONPROFIT, SO I GUESS MY QUESTION WAS, WHY ARE THESE. ITEMS BUDGETED IN THIS PROGRAM AND NOT ELSEWHERE. FOR THE. FOR THE WATER UTILITY PROGRAM. THIS IS THE THIS IS NOT THE FIRST YEAR THAT WE'VE HAD THIS PARTICULAR PROGRAM. WE HAD SEVERAL RESIDENTS AND ALSO. WATER UTILITY STAFF HAD STATED THAT THERE WERE RESIDENTS THAT WERE HAVING A REALLY HARD TIME TRYING TO MAKE THEIR PAYMENTS.

WE HAD FUNDING THAT WAS ALLOCATED. THROUGH CDBG FOR EMERGENCY ASSISTANCE, BUT WE WERE NOT ABLE TO UTILIZE THE CDBG FUND FOR WATER UTILITY. AND SO IN THAT REGARD STAFF CAME WITH THE OPPORTUNITY TO BE ABLE TO ASSIST IN THIS WAY WHERE THE CITY IS UTILIZING THESE RESOURCES AND BEING ABLE TO ALLOCATE THOSE FUNDS. IT STILL REQUIRES THE RESIDENT IN NEED TO GET APPLICATION INTAKE THROUGH AND NONPROFIT AGENCY AND THEN BEING ABLE TIO UTILIZE THOSE RE FORCES IN ORDER TO MAKE PAYMENTS FOR THERE. FOR THEIR WATER TO BE ABLE TO ENSURE THAT THEY'RE NOT GETTING CUT OFF WITH THAT SERVICE. SO IN THAT REGARD THAT THAT'S FOR THAT PARTICULAR PROGRAM. THE LIFT PROGRAM IS ASSISTANCE TO BE ABLE TO ASSIST RESIDENTS WHO ARE VOUCHER HOLDERS. IT'S AN OPPORTUNITY FOR THEM, TEO BE ABLE TIO UTILISE RESOURCES WHERE THEY WERE NOT ABLE TO HAVE THE ABILITY. FOR WHATEVER REASON TO BE ABLE TO GET ASSISTANCE WITH WITH SECURITY POSITS SO THAT THEY COULD BE ABLETO LIVE COMFORTABLY, SO THIS WAS AN OPPORTUNITY FOR US TO NOT ONLY BE ABLE TIO. DEVELOPED THIS PROGRAM THROUGH THIS CITY RE FORCE UNDER THE GENERAL FUND, BUT IT ALSO HELPS US TO MEET OUR FAIR HOUSING REQUIREMENTS THAT WE HAVE THIS WELL, WE INITIATED THE PILOT DURING THIS YEAR, WITH SOME ASSISTANCE PREVIOUSLY. WE WERE NOT ABLE TO, YOU KNOW, LIVE THOSE FUNDS DUE TO COVE IT OFFER THIS TIME PERIOD. AND THEN, OF COURSE, WE ALSO HAD KALLEN CARES FUNDING THAT WE RECEIVED FROM THE COUNTY IS WELL THAT'S BEING UTILIZED THIS YEAR. SO, SO THAT'S WHY THE COMMISSION THOUGHT TO BE ABLE TO ALLOCATE THOSE RE FORCES UNDER THIS FUND FOR THE COMING YEAR. YEAH. I MEAN, I APPRECIATE THAT. MIKE MY CONCERN. IT'S NOT PROGRAMS ITSELF. I THINK THIS IS GREAT PROGRAMS TO HAVE MY CONCERN IS THAT WE'RE USING 25. OF THIS PROGRAM FUNDS. OR THOSE OF MY SUGGESTION TO THE COUNCIL WOULD BE THAT WE. WE ALLOCATE AN

[00:05:06]

ADDITIONAL $40,000 TO THE PROGRAM. AS TO NOT TAKE AWAY 25% OF THE PROGRAM FUNDS FROM OTHER NONPROFITS SO THAT WE SET ASIDE. THIS 40,000 JUST FOR THES TWO PROGRAMS AND NOT TAKE AWAY 40,000 FROM OTHER NON PROFITS FROM THE CITY. AND WE WENT, AND WE WOULD WE SERVE AT THE PLEASURE, HOWEVER, COUNCIL DEFIED TO DIRECT IF COUNSEL CHOOSES TO DO FELL. WE WOULD THEN GO INTO ANOTHER ALLOCATION PERIOD TO BE ABLE TO. TO GO THROUGH THE PUBLIC PROCESS OF ASSISTING AND DIRECTING THOSE FUNDS. I WOULD APPRECIATE THANK YOU SO MUCH. BEFORE WE FINISHED ADDRESSING THIS ISSUE JUST WANT THE RECORD TO REFLECT THAT MR L. IT STOOD DOWN AS HE MAY HAVE HAD A POTENTIAL CONFLICT HAS BEEN OUTSIDE OF THE ROOM DURING THE DISCUSSIONS. JUST IN THE EVENT OF AN APPEAL ON THAT DECISION. COME. MY DISCUSSION WITH THE COUNCIL IS AGAIN. WE HAVE. HUNDREDS OF NON PROFITS IN THE CITY, SOME OF WHICH COULD NOT GET FUNDING DURING THIS PROCESS, BECAUSE. CITY OF MCKINNEY HAS TAKEN 25% OF THE ALLOCATION. AND SO IF. THE CITY OF. DIRECTION OF THE COUNCIL TO ALLOCATE $40,000. SPECIFICALLY FOR THE CITY OF MCKINNEY AND THIS FUND. WE DO THAT? PETER, WOULD YOU MIND SPEAKING TO THE I THINK WE HAVE A BUDGET ISSUE.

SO, YEAH, I MEAN, IT'S NOT REALLY. IS GOING TO PAY THE REIMBURSED THESE PARTICULAR PROGRAMS. IT'S NOT AS IF 25% OF MONEY IS BEING GIVEN TO THE CITY AND TAKEN AWAY. THIS IS MONEY THAT WILL BE USED TO ASSIST PEOPLE WITH EMERGENCY WATER UTILITY ASSISTANCE FOR FINANCIAL ASSISTANCE, BUT THEIR PROGRAMS THROUGH THE CITY MCKINNEY. YOU HAVE TO ACCOUNT FOR THOSE FUNDS SOMEHOW THIS IS HOW YOU ACCOUNT FOR THE FUNDS ITS FUNDS THERE IN THIS PROGRAM THAT ARE DESIGNED FOR JUST IN THIS CASE, ASSUME THAT THE CITY MCKINNEY IS A CHARITABLE ORGANIZATION FOR THE EMERGENCY WATER UTILITY ASSISTANCE OR THE LIFT PROGRAM. AND THAT'S ALL IT IS. IS ACCOUNTING FOR THAT MONEY, SO I MEAN, I UNDERSTAND THAT WHAT I'M SAYING IN A WAY ANYTHING IT IS HAS TAKEN AWAY $40,000 FROM OTHER NONPROFITS. WHO COULD APPLY FOR GRANTS THROUGH THIS PROGRAM. SO THAT'S WHAT I'M SAYING IS THAT THIS IS $40,000 THAT GOES TO NONPROFITS.

SO BECAUSE THE CITY OF MCKINNEY HAS TAKEN 25% FOR SITTING IN THE CITY IS A NONPROFIT. THE CITY IS ALSO A NONPROFIT. THAT'S A GREAT CITY. COULD ALLOCATE ANOTHER $40,000 TO SPECIFICALLY TO THE NONPROFIT OF THE CITY. AND THEN THIS $40,000 COULD GO TO THE OTHER.

HUNDREDS OF NON PROFITS COULD BE SPLIT TO ANOTHER EIGHT NONPROFITS WHO OTHERWISE ARE NOT GETTING ACCESS TO THE $40,000 IS WHAT I'M SAYING. UNDERSTAND COUNSELING SCHIMMEL.

WHAT I WOULD SAY IS THAT THE CHARACTERIZATION THAT THIS IS TAKING AWAY FROM COMMUNITY NONPROFITS, I THINK IS. IS MISLEADING. IF YOU'RE REAL QUESTION IS CAN WE JUST ADD $40,000? I HAD ANOTHER $40,000. MAYBE MORE NON PROFIT. MR CITY MANAGER OUT, YOU KNOW. I WOULDN'T WANT TO ASK YOU TO STEP IN AND KIND OF TAKE AWAY FROM THAT THIS WAS MORE OF A.

CONVERSATION WITH OTHER COUNCIL MEMBERS WHO SAY CAN WE HAVE $40,000 TO GIVE THE ABILITY TO MORE NONPROFITS? SINCE THE CITY OF MCKINNEY HAS TAKEN $40,000. 25% OF THE. NONPROFIT MONEY IN THIS ALLOCATION, SO YES, CAN WE HAD $40,000 SINCE THE CITY OF MCKINNEY'S TAKING $40,000? NO OTHER NONPROFITS. SINCE WE'RE TALKING NONPROFITS HAS GOT $40,000. SO IF THE CITY OF MCKINNEY IS JUST ANOTHER NONPROFIT ON THE LIST OF NONPROFITS I DON'T SEE ANY OTHER NONPROFIT. AS $40,000. I DON'T SEE ANY OTHER NONPROFIT HAS MORE THAN $19,000 IN HERE, WHICH IS MEALS ON WHEELS, SO. CAN WE HAD $40,000 SO THAT OTHER NONPROFITS CAN CAN ACCESS THAT MONEY? AND I'M JUST ASKING THE COUNCIL AND IF THAT'S NOT THE WILL OF THE COUNCIL, THEN SO BE IT. BUT THAT'S A CONVERSATION. WHAT'S BEFORE THE COUNCIL RIGHT NOW IS THAT WE ADOPT THE HOUSING NEEDS ASSESSMENT RATHER THAN A BUDGETARY ITEM, WHICH I THINK THE MAYOR ADDRESS AND. WE'RE TRYING. TO TAKE CARE OF THINGS THAT ARE NOT ON THE AGENDA RIGHT NOW. AND THE ONLY THING BUT FORCES WHETHER OR NOT WE APPROVE THIS STUDY. AND SO I MAKE A MOTION THAT WE APPROVED. THIS'S NOT. THIS IS NOT ABOUT THE HOUSING NEEDS STUDY. THIS IS ACTUALLY ON THE CONSENT AGENDA. COUNCILMAN PHILLIPS. THIS IS A SO TOTALLY SEPARATE ISSUE. THEN WHAT THE HOUSING NEEDS ASSESSMENT IS THIS IS ON THE REGULAR. COUNCIL AGENDA FOR

[00:10:06]

CONSENT AGENDA TO APPROVE THIS YOU ARE CORRECT, CORRECT. MY APOLOGIES. I KNOW WHERE HE'S GONE. WRONG MEETING THAT'S ALL RIGHT, MR CITY MANAGER WHERE WITH THOSE FUNDS COME FROM.

THAT WOULD BE THAT I WAS. QUESTION WOULD BE. YOU KNOW, WE HAVE WE'VE GOT APPROVED. WAIT.

WE HAVE A BUDGET HAS BEEN PRESENTED. HAS ESTABLISHED OUR TAX RATE, SO TO SAY THAT WE HAD 40 WE HAVE TWO, OF COURSE, IDENTIFY WHERE WE'RE GOING TO TAKE THAT 40 FROM. THAT'S RIGHT. IT'S MONEY THAT'S IN THE GENERAL FUND. THIS IS FUNDED OUT OF THE GENERAL FUND. SO YOU KNOW SOMETHING ELSE HAS TO BE REDUCED, OR SEVERAL FUNDS WOULD HAVE TO BE REDUCED TO MAKE UP THAT $40,000. I MIGHT RECOMMEND IF THE COUNCIL WANTS TO REVISIT THIS SUBJECT AS THE COURSE OF THE YEAR GOES ON, AND WE SEE HOW ARE SALES TAX AND OUR OTHER REVENUES COME IN. WE COULD REVISIT THIS ISSUE. THERE IS A PROCESS FOR GOING BACK. I THINK IN GETTING THIS REVIEWED, I THINK THIS WAS A PUBLIC HEARING PROCESS. ALL RIGHT, SURELY THAT IS CORRECT. SO WE HAVE TO GO THROUGH THAT PROCESS AGAIN. I THINK IT'S A DECISION FOR THE CITY COUNCIL, FOR SURE. AND I MEAN, I THINK I'VE MADE MY POINT THAT THIS IS NOT AS IF THE CITY'S NONPROFIT STATUS IS SOMEHOW. DISPROPORTIONATELY TAKING AWAY FROM OTHERS. IT IS A PROGRAM THAT IS HIGHLY UTILIZED THESE AIR HELPING LOCAL COMMUNITY FOLKS, IT DOESN'T MATTER WHO DOES IT.

IT'S WE ARE NONPROFIT. THIS IS A PROGRAM THAT'S IN PLACE IN THE IN THE WISDOM OF THE. THE COMMUNITY GRANTS ADVISORY COMMISSION. THIS WAS THE PROPER ALLOCATION. BUT CERTAINLY WE COULD BRING THIS BACK. I MIGHT SUGGEST THAT WE COULD DO THAT IF THE COUNCIL WISHES, WEAKEN CALENDAR AND BRING IT FORWARD. I'LL DEFER TO CHARLENE AND STAFF ON HOW TO DO THAT. ALL OF THIS IS JUST HELPING PEOPLE RIGHT ON WHETHER IT'S GOING TO BE HELPING PEOPLE IF THE FROM THE PRIVATE TO THE CITY. I MEAN, I GUESS I DON'T UNDERSTAND. GIVING IT HAVING THE CITY HELP PEOPLE VERSUS HAVING PRIVATE PEOPLE. IVAN ORGANIZATION HELPS CITY I MEAN, THEY'RE ALL DESIGNED TO THIS AREA SO THAT THE. I THINK IT SEEMS TO HAPPEN A LOT WHEN COUNCILMAN SCHIMMEL SPEAKS, REFER TO MYSELF IN THIRD PERSON. BUT. YOU KNOW, THIS WASN'T A TEAR AT THE CITY AND WASN'T A JAB IN THE CITY. IT WAS JUST SAYING THAT IF WE'RE GOING TO. HAVE $40,000 ALLOCATED FOR THESE PROGRAMS, WHICH IS A GREAT PROGRAM AGAIN.

THIS WASN'T A JAB IN THE CITY. I'M JUST SAYING, LET'S HAVE $40,000 TO THE BUDGET. SO INSTEAD OF 1 59, LET'S MAKE IT 1 99 7. IT'S NOT A PART OF A CONVERSATION, AND IT DOESN'T HAVE TO STOP. OBVIOUSLY, OTHER NONPROFITS WILL HAVE TO GO THROUGH THE PROCESS, MAKING THEM IN THE BUD. WE'RE JUST ADDING MONEY TO IT. AND THEY CAN COME BACK AND TELL US HOW THE CITY WOULD LIKE TO DO THAT LATER. DOWN THE ROAD. IT'S NOT THAT HARD OF A CONVERSATION OR THAT BIG OF A DEAL. AND IT WASN'T MEANT TO START AN ARGUMENT WITH YOU GUYS. IT WASN'T MEANT TO MAKE THE CITY LOOK BAD OR ANY OF THAT, SO I'M SURE WE'LL HAVE SOME MORE INTEREST IN DIALOGUE WHEN IT COMES TO THE AD HOC COMMITTEE HERE IN JUST A SECOND. WE HAVE SOME MORE INTERESTING STUFF IN EXECUTIVE SESSION. THIS WAS NOT TO PICK A FIGHT WITH ANYBODY ON THE DIES. SO PLEASE, GUYS. NO, I DIDN'T. I DIDN'T TAKE IT AS PICKING A FIGHTER OR ANYTHING.

I JUST. BACK TO MY POINT. I THINK WE'RE JUST APPROVING THE STUDY THIS EVENING. UH WE COULD CERTAINLY COME BACK AND MODIFIED AT ANY TIME. BUT I DON'T KNOW THAT WE COULD MODIFY IT IN EMOTION THIS EVENING. SO MY CONCERN WASS IS NOW THE RIGHT TIME TO ARGUE ABOUT WHERE WE PUT THE FUNDING OR JUST ACCEPT THE STUDY AND THEN MODIFIED TODAY. WELL, THIS ONLY CONSIDER AGENDA, SO I MEAN. I WOULD HAVE TO PULL IT DOWN. IF I DON'T CONSENT TO IT, WE WOULD HAVE TO HAVE A CONVERSATION ABOUT IT. ITS STAFF IS HERE. SO IF I DON'T CONSENT TO IT, AND I WOULD PULL IT DOWN, WE HAVE A CONVERSATION AND THEN. TALK ABOUT HOW WE WANT TO AMEND IT.

SO THE CONVERSATION IS GOING TO BE HAD EITHER NOW OR AT SIX O'CLOCK. SO LET ME SUGGEST THIS TOE. OF US ON THE ITEM. THE IDEA OF ADDING 40,000 TO 1. I UNDERSTAND YOUR SENTIMENT. YOUR SENTIMENT IS IF WE'RE TAKING 40,000 WENT TO THE CITY. IT'S NOT GOING TO ANOTHER CHARITABLE FUNCTION. BUT THAT WOULD BE A BUDGETARY ANEW ADJUSTMENT TO THE BUDGET THAT WE HAVE THAT HAS BEEN PRESENTED SO IT WOULD TAKE. TAKE MORE THAN JUST A DECISION TO PUT $40,000 MORE INTO, UH, INTO THIS IS BUCKETS OF NONPROFIT. GRANTS IF YOU WILL HAVE TO IDENTIFY WHERE THAT COMES FROM. SO. I DON'T KNOW THAT WE'RE PREPARED TO HAVE THAT DISCUSSION TONIGHT.

WOULD WE REALLY? WE HAVE TO GET INTO A BUDGET DISCUSSION WHERE THAT MONEY WOULD COME FROM. SO

[00:15:05]

WOULD IT NOT MAYBE MAKES SENSE, TOO. THE SECOND ROUTE AND KNOW THAT WE'RE GOING TO LOOK AT THIS PROGRAMME ON AN ONGOING BASIS, AND AS WE OUR BUDGET'S DEPENDENT. AND CALCULATED BASED ON WHAT WE ANTICIPATE SALES TAX DOLLARS TO COME IN AT HIS MANAGER SAID. IF THAT IS IN EXCESS OF WHAT WE ANTICIPATE, THEN, OF COURSE WE HAVE. WE KNOW WHERE THAT MONEY WOULD COME FROM. IF NOT, WE'D HAVE TO LOOK AT WHERE WE'RE GOING TO REMOVE IT FROM SOME OTHER LINE ITEM. SO IT'S NOT JUST A RANDOM I THINK IS THE POINT TONIGHT TO BE ABLE TO SAY WE'RE GOING TO TAKE 40,000 BAD. IDENTIFY WHERE IT COMES FROM. I AGREE. I AGREE WHOLEHEARTEDLY, MR MAYOR. I WOULD JUST SAY THAT'S KICKING THE CAN DOWN THE ROAD. I WOULD SAY THAT IF IT WERE THE.

CONSENTED TO THE COUNCIL THAT WE WOULD SAY. HEY. YES, LET'S MAKE A DECISION. LET'S GIVE IT $40,000 THAT OUR STAFF MR HOLLOWAY WOULD GO THEY WOULD COME BACK. THEY WOULD FIGURE OUT RUN THE NUMBERS AND THAT THEY WILL COME BACK THE NEXT COUNCIL MEETING AND TELL US HOW THAT WOULD TAKE PLACE AND WE KNOW THAT'S HOW THE WORK IT WORKED AND CARES. IT WORKS ANY OTHER TIME WE TELL THEM AND GIVE THEM DIRECTION ON HOW WE WANT THEM TO MOVE FORWARD.

OTHERWISE, WE'RE JUST SAYING, HOW WILL LOOK AT IT AGAIN NEXT BUDGET OR NEXT? SOMETHING ELSE? SO YEAH. I MEAN, I UNDERSTAND WHAT YOU'RE SAYING. WE COULD GIVE THEM DIRECTION AND SAY YES, THIS IS WHAT WE WANT TO DO, AND THEN THEY COME BACK AND TELL US HOW THEY'RE GOING TO GET IT DONE. MR HAUSER'S SHAKING HIS HEAD. THAT'S HOW IT WORKS. SO WE CAN, AND THAT MAY NOT BE THE DIRECTOR OF THE COUNCIL. I MEAN, WE COULD SAY THAT WE HAVE CONSENSUS, SO WE DON'T HAVE CONSENSUS, AND THAT'S OKAY TO CONSENSUS. I JUST WANT TO MAKE ONE OTHER THING CLEAR FUCKINDO. IT'S BECAUSE. NOT TO NOT TO PICK APART WHAT YOU'RE SAYING. BUT WHAT I. ANOTHER WAY TO SAY WHAT CITY MANAGER SAID. I THINK IS THAT THE CITY HAS A BUCKET OF MONEY. WE HAVE TO DETERMINE WHAT'S THE BEST USE AND HOW TO GET IT OUT TO HAVE THE MOST IMPACT ON THE COMMUNITY AND IN THAT DECISION PROCESS. TWO OF THE ITEMS OR TWO OF THE WAYS TO DO THAT WAS THROUGH EMERGENCY WATER UTILITY ASSISTANCE PROGRAM AND THE LEFT PROGRAM.

SO I THINK I'D LIKE TO THINK THAT WHEN STAFF WAS CONSIDERING WHAT IS THE BEST USE OF THE FUNDS THAT THAT WAS WHAT WAS IDENTIFIED. SO IF WE PUT $40,000 MORE IN. AND WE STILL HAVE THOSE TWO LINE ITEMS. I GUESS WE COULD COME BACK WITH THE SAME DISCUSSION AND SAY, WELL, HERE WE ARE AGAIN. TAKING NOW PUT $220,000 IN, BUT 40 OF ITS GOING BEING DISTRIBUTE THROUGH THE CITY. SO WHY DON'T WE PUT ANOTHER 40 AND THAT WOULD BECOME AN ENDLESS. YOU KNOW, INTO PERPETUITY DISCUSSION? I THINK THAT'S WHAT HAPPENED. I THINK THAT WE COULD SET THE PARAMETERS THAT THIS 40,000. WILL BE SET ASIDE FOR THESE TWO CITY PROGRAMS. AND THE REST WILL BE DISTRIBUTED THROUGH OTHER NON CITY NONPROFITS. AND I THINK THAT THE CITY DID THE BEST THAT THEY COULD WITH THE FUNDS THAT THEY HAD IN THEIR BUCKET. AND WE'RE JUST ADDING MORE FUNDS TO THE BUCKET SO THAT THEY CAN DO THE BEST THAT THEY HAVE WITH MORE FUNDS IN THAT BOOK UP. WHERE WERE THOSE FUNDS COME FROM? FROM THE GENERAL FUND THAT HOUSE LIMITED POWER? WHY NOT 140? NOBODY TO COME FROM THE GENERAL FUND HAS TO COME OUT OF SOMEWHERE ELSE. SO IN OTHER WORDS, YOU CAN'T SAY IT COMES OUT OF GENERAL FUND. THAT MEANS THAT SOMEWHERE GETS 40,000 TAKEN FROM IT BECAUSE IT'S A BALANCED BUDGET. SO IT'S NOT LIKE THERE'S AN ACCESS, BUT YEAH, I AM NOT THE FINANCIAL. TEAM AND THAT'S WHAT WE PAY THESE GUYS OVER HERE, MARK. WELL, WE'LL FIGURE THAT OUT AND COME BACK AND TELL US WHERE THAT COMES FROM WHERE YOU MAKE SENSE. I THINK THEY DID THAT. NO, THEY DIDN'T BECAUSE THEY DIDN'T HAVE THE EXTRA 40,000. SO THEY DID NOT DO THAT BECAUSE WE DIDN'T GIVE THEM DIRECTION TO DO THAT. WE'RE ACTUALLY LOOKING AT IT, AND THIS IS WHAT THEY'RE LOOKING AT WHAT THEY HAD FUNDS TO DO WITH IT. THAT'S A SEPARATE CONVERSATION BECAUSE THE 40,000 WE'RE GOING TO HAVE TO FIND IT SOMEWHERE, AND THAT'S WHAT I THINK THAT'S WHAT EVERYONE HERE IS TRYING TO SAY.

OH THAT'S NOT WHAT THEY'RE TRYING TO SAY. SO WE'RE HAVING TWO DIFFERENT THE ONLY ONE THAT WE'RE HAVING TWO DIFFERENT CONVERSATIONS. NO NO, WE'RE HAVING TWO DIFFERENT CONVERSATIONS. THERE'S 40,000 THERE. WE HAVE TO GO FIND ANOTHER 40. IF YOU WANT TO ADD A 42. WE'RE GIVING THEM ANOTHER 40. GIVEN THE PERMISSION TO GIVE ANOTHER 40. THAT'S WHAT WE'RE SAYING. I KNOW YOU'RE GOOD WITH IT. WE ESTABLISHED THAT. I'M JUST MAKING A POINT.

I'M GOOD WITH IT. WELL, I THINK A BUNCH OF US ARE GOOD WITH IT. WHAT WE CAN WE CAN CALL IT TO CONSENSUS OR TO A VOTE AND MOVE FORWARD. I SAID THAT 15 MINUTES AGO. SO LET'S PUT THAT DOWN AND WILL VOTE ON THAT NORTH DURING THE THINKING. WAS THERE ANOTHER ITEM THAT ANYONE WOULD LIKE TO DISCUSS. THANK YOU MISS BEST. RIGHT. IF NOT, WE'LL MOVE ON TO OUR WORK SESSION. AGENDA, AND

[Presentation on the Final Draft of the Root Policy Housing Needs Assessment]

THE FIRST ITEM IS 200784 PRESENTATION ON FINAL DRAFT OF THE ROUTE POLICY. HOUSING NEEDS ASSESSMENT THAT'S GOING TO BE MOLLY FITZPATRICK. AND SHE IS ON THE PHONE MOLLY OR EITHER.

AND I'M GOING GENETIC AND I'M HERE IN THE DEVELOPMENT GOING TO MAKE A SHORT INTRODUCTION.

[00:20:02]

SO MOLLY WASS WITH US ON JULY 21ST AND GAVE A PRELIMINARY PRESENTATION AND LOOK AT THE HOUSING NEEDS ANALYSIS. CHICKS AND FEEDBACK FROM COUNCIL WENT BACK. FINE TUNE SOME THINGS, ADDED SOME THINGS. AND SO SHE HAS A PRESENTATION FOR YOU TONIGHT ON THE HOUSING NEEDS ANALYSIS, WHICH IS REALLY FOR STAFF TO GIVE US INFORMATION AND DATA. SO THAT WE CAN BEGIN CRAFTING THAT GLOBAL HOUSING STRATEGY. THAT WAS OUR DIRECTION FROM COUNCIL. ESO MOLLY HAS A SHORT PRESENTATION. BUT THEN THE ENTIRE. ANALYSIS HOUSING NEEDS ANALYSIS HAS ALSO BEEN ATTACHED TO THE AGENDA ITEM AND PLACE FEEL FREE. IF YOU HAVE ANY QUESTIONS, EITHER, MOLLY, I WILL INTO THIS FOR YOU. MOTHER. COULD YOU HEAR ALL THAT? I THINK I CAUGHT MOST OF IT. YES THANK YOU HEARD TODAY FOR THE INTRO. SO YOU ARE UP. GREAT. WELL, THANK YOU AGAIN FOR LETTING ME COME BACK AND SPEAK WITH YOU ALL. I WAS ABLE TO PRESENT A LOT OF OUR PRELIMINARY DATA FINDINGS AS WELL AS SOME OF THE SURVEY RESULTS OF LAST MONTH'S TO THIS GROUP AND NOW COMING BACK. WITH HOPEFULLY JUST A QUICK OVERVIEW OF WHAT WE'VE IDENTIFIED AS THE TOP NEEDS AND THEN ALSO OUR RECOMMENDATIONS THAT AS MENTIONED THESE RECOMMENDATIONS THAT ROOM POLICY THINKS MIGHT BE A GOOD TOOLS IN THE TOOL KIT FOR THE CITY, TOO. KNOWING THAT STAFF ARE REALLY GOING TO CONTINUE TO MOVE THIS FORWARD IN TERMS OF DEVELOPING THE CITY'S STRATEGY, BUT I JUST THOUGHT I WOULD WALK THROUGH TOP NEEDS AND RECOMMENDATIONS.

JUST REMEMBER TO MAKE SURE EVERYONE CAN HEAR ME. OK, I KNOW WHERE SET UP IS A LITTLE EYES A LITTLE BIT TOUGH WITH ME COMING THROUGH THE PHONE CHECK AND MAKE SURE NOBODY CAN HEAR ME, OKAY, AND THAT YOU CAN SEE THE SCREEN THAT I'M SHARING, WHICH IS JUST A BLUE SCREEN, BASICALLY SAYING HOW THEIR NEEDS ASSESSMENT TOP NEEDS AND RECOMMENDATIONS THAT ALL WORKING WELL SO, MOLLY, IT IS FROM IN HERE. DO WE KNOW EMPRESS IF IT'S TRANSLATING ON THE BROADCAST, SO WE'RE ALL GOOD. GREAT. THANK YOU VERY MUCH, SO I WILL JUST GO AHEAD AND MOVE THROUGH HERE. SO JUST A QUICK INTRO IN TERMS OF WHY WE THINK ABOUT HOUSING FROM A POLICY PERSPECTIVE. WHY COMMUNITIES ARE INCREASINGLY LOOKING TO POLICY SOLUTIONS TO HELP ADDRESS HOUSING NEEDS. IS REALLY ACKNOWLEDGING THAT A BALANCED HOUSING STOCK CREATES COMEDY, COUPLE LIFECYCLE COMMUNITY, SO THERE'S HOUSING OPTIONS FOR EACH STAGE OF LIFE FROM CAREER STARTS ALL THE WAY THROUGH THE AGING ADULTS AND THAT REALLY IN TURN, HELP SUPPORT A VIBRANT ECONOMY BY PROVIDING BOTH WORKFORCE HOUSING OPPORTUNITIES AS WELL AS RETAIL OPPORTUNITIES AND SALES TAX REVENUE AS WELL. SO REALLY LOOKING AT ACTIONS THAT HELP MITIGATE PRICE INCREASES WHEN THOSE AIR MOVING FASTER THAN INCOMES CAN HELP PRESERVE MARKET RATE AND PUBLICLY HOUSING AFFORDABILITY. IT GENERATES DIVERSE HOUSING OPTIONS, AND THAT, IN TURN, HELPED PRESERVE THE CULTURE AND THE IDENTITY OF THE COMMUNITY ITSELF. SO THAT'S REALLY THE PREMISE FROM WHICH WE'RE STARTING WHEN WE THINK ABOUT RECOMMENDATIONS, THE GRAPHIC YOU SEE ON YOUR SCREEN AS WELL. IT'S JUST KIND OF A REPRESENTATION. OF TYPICAL HOUSING SOLUTIONS AND HOUSING TYPES THAT ACCOMMODATE DIFFERENT INCOME LEVELS ON AND HOUSING TYPES THAT ARE COMMONLY ASSOCIATED WITH THOSE CERTAINLY NOT A FULL PICTURE OF THE ENTIRE HOUSING SPECTRUM, BUT IT GIVES YOU KIND OF AN IDEA. OF SOME OF THE DIFFERENT THE COMPLEX RELATIONSHIPS REALLY BETWEEN TYPES AND INCOMES AND THEN BOTH HOUSEHOLD TYPES AND HOUSING TYSON AND WHAT'S BEING ACCOMMODATED AS WE THINK ABOUT HOUSING. FOR THE ENTIRE COMMUNITY. WHEN WE ASKED A LOT OF WATER A LITTLE BIT OF DATA TODAY. A LOT OF THAT YOU'VE SEEN BEFORE. SO MOVE QUICKLY, BUT JUST AS A REMINDER, YOU KNOW WHEN WE ASK YOU OUR RESIDENTS, YOU KNOW HOW IMPORTANT TO YOU, ISN'T IT? KENNY ACTUALLY INCLUDE THE FOLLOWING TYPES OF HOMES OR HOUSEHOLD. WE GOT A LOT OF RESPONSE SAID. WE REALLY WANT TO ACCOMMODATE A DIVERSITY OF HOUSING TYPE, SO WE WANT TO ACCOMMODATE MIDDLE CLASS FAMILIES, BUT ALSO PUBLIC RESIDENTS. ALSO PEOPLE THEY'RE LOOKING TO MOVE UP FROM THEIR STARTER HOME AND RESIDENTS ARE ON A FIXED INCOME SUGGESTED REMINDER, REACHING A LOT OF SUPPORT FOR PROVIDING THAT DIVERSITY OF HOUSING IN TERMS OF PRICE POINT POINT ACROSS THE BOARD TO KIND OF CONTRIBUTE TO THAT HOLISTIC COMMUNITY.

CERTAINLY THIS IS REFLECTED IN YOUR COMPREHENSIVE PLAN AS WELL. ON ALL OF THE THINGS THAT WERE KIND OF LOOKING AT. THIS IS A LENS. OF WHAT YOUR COMMUNITY WANTS ON WHAT KIND OF LONG TERM VISION IS AS WELL AND THEN HOW? HOW WELL, REALITY STACKS UP AGAINST THAT. SO IN TERMS OF THE HOUSING NEEDS THAT WE IDENTIFIED. WE REALLY LANDED ON FOUR. COURTNEY'S BASED ON THE DATA ANALYSIS, AS WELL AS THE COMMUNITY ENGAGEMENT WITH BOTH RESIDENTS AND STAKEHOLDERS. THE FIRST IS AFFORDABLE RENTALS, PARTICULARLY FOR RESIDENTS THAT EARN LESS THAN $35,000 ANNUALLY.

THAT'S WHERE THE CLEAREST NEEDED THERE'S ALSO SOME NEED KIND OF JUST ABOVE THAT PRICE POINT, BUT THAT'S REALLY WHERE YOU'RE MOST ACUTE RENTAL NEED IS. SECONDLY, STARTER HOMES AND

[00:25:04]

WORKFORCE HOUSING PRICE NEAR BELOW 200,000 FOR OWNERSHIP OWNERSHIP OPTIONS. THIRD, INCREASING THE ORE SHIP PRODUCT DIVERSITY. SO TALKING ABOUT MISSING MIDDLE HOUSING, WHICH WE TALKED ABOUT A LITTLE BIT LAST TIME THAT I PRESENT IT TO YOU, BUT REALLY LOOKING AT WHAT ARE THOSE OWNERSHIP PRODUCTS? THEY'RE KIND OF IN BETWEEN A KIND OF AN ENTRY LEVEL OPTION ATTACHED PRODUCTS OF SMALLER, SINGLE FAMILY THAT TYPE OF THING. AND FORTH. ANOTHER NEEDED STRATEGIC REDEVELOPMENT AND CONDITION. IMPROVEMENTS AT THE SUMMARY OF THOSE COS I'M GONNA WALK THROUGH JUST A LITTLE BIT OF THE KEY DATA POINTS THAT SUPPORT THOSE POINTS OR THAT THAT HELPED LEAD US TO THOSE CONCLUSIONS. WE'RE NOT GOING TO SPEND A LOT OF TIME ON DATA TONIGHT COULD HANDLE WHAT YOU'VE ALREADY SEEN QUITE A BIT OF DATA, AND THERE'S A LOT OF DETAIL, OBVIOUSLY IN THE REPORT AS WELL. I'LL JUST KIND OF WALKED THROUGH SOME OF THE HIGHLIGHTS THAT CONTRIBUTES TO THE NEEDS AND MOST OF THESE ARE DATA POINTS THAT YOU'VE SEEN BEFORE THAT THAT WE TALKED TO LAST TIME. JUST NOT QUITE IN THIS CONTACT. YOU AGAIN AFFORDABLE RENTALS FOR HOUSEHOLDS EARNING LESS THAN 35,000 THAT RENTAL GAS YOU SEE AT THE TOP REALLY COMPARED COMPARED SUPPLY AND DEMAND IN THE KIDNEY FOR THAT PRICE POINTS YOU'VE GOT ABOUT 6400 RENTERS IN THE CITY. CURRENTLY THEY'RE EARNING LESS THAN 35,000. BUT THERE'S ONLY ABOUT 2600 UNITS THAT ARE ACTUALLY PRICED IN THERE FOR ABILITY RANGE. AND SO THAT LEAVES US TO IDENTIFY A SHORTAGE OF 3700 UNITS THAT THAT WOULD SERVE THAT THAT NEED OF THEY JUST DON'T EXIST. SO THOSE RENTERS WHO ARE NOT ABLE TO FIND A UNIT AFFORDABLE DEATH ARE GENERALLY SPENDING MORE OF THEIR INCOME. THEN THEN WE COULD LIKE ON HOUSING. YOU CAN SEE AGAIN. WE TALKED THIS GRAPHIC ON THE BOTTOM HALF OF THE SLIDE AS WELL. THE RENTAL DISTRIBUTION REALLY SHIFTING TOUR UNITS. THEY WERE PRICED OVER $1000 PER MONTH. OVER THE LAST SEVERAL YEARS, SO REALLY THINK A SHIFT IN THAT RENTAL MARKET THOSE INCREASES STARTING EXCEEDING THE INCREASE IN INCOME. IN TERMS OF STARTER HOMES AGAIN. THIS GRAPHIC IS SHOWING HOME PRICE TRENDS BETWEEN 1997 IN 2020 WITH MCKINNEY SHOWED THAT BRIGHT RED LINE IS KIND OF IN THE MIDDLE OF A REALLY STEEP INCREASES.

BETWEEN 11 4012 ALL THE WAY UP TO 2017 SO CERTAINLY THINK SOME LARGE INCREASES IN THE ACTUAL IN THE HOUSING PRICES IN THE CITY OF MCKINNEY, THAT PARTICULAR THAT PRICE POINT THAT WAS BELOW 200,000, WHICH BACK IN 2010 AND 11. REALLY COUNTED FOR MORE THAN HALF OF YOUR HOUSING STOCK WAS PRICED CLOSER TO THAT RANGE. NOW THAT'S DROPPED TO ABOUT 5% OREGON BELOW. SO AGAIN, YOU CAN SEE THAT SHIFT IN THIS BAR SHIRT, WHICH IS REALLY SHOWING THE DISTRIBUTION OF HOME VALUES, STARTING IN 2011 WITH THAT START LINE AND THEN SHIFTING UPWARDS PRETTY DRAMATICALLY IN THROUGH 2019. IN TERMS OF PRODUCT DIVERSITY WHEN WE TALK ABOUT PRODUCT DIVERSITY, OH, YOU CAN SEE THIS GRAPHIC ON THE BOTTOM OF A MISSING MIDDLE HOUSING GRAPHIC AND IT'S REALLY SHOWING YOU CAN'T BE IN BETWEEN. YOU KNOW A LOT OF TIMES WE THINK ABOUT HOUSING AS EITHER DETACHED SINGLE FAMILY, HOME OR LARGE APARTMENT BUILDINGS. BUT THERE'S QUITE A BIT IN BETWEEN THAT PARTICULARLY IN THE OWNERSHIP MARKET. CONSERVATIVE GATEWAY OWNERSHIP FOR RENTERS WHO WOULD LIKE TO BECOME OWNERS SO PROVIDING SOME MORE AFFORDABLE OPTIONS IN TERMS OF THEIR SMALLER, THEIR LITTLE MORE COST EFFECTIVE TO BUILD IN A LARGE, SINGLE FAMILY HOME, BUT THAT CAN REALLY COVER A WIDE SPECTRUM OF THAT THAT MISSING MIDDLE THE PIE CHARTS OF THE TOP ARE REALLY JUST DEMONSTRATING. THERE'S NOT MUCH PRODUCT DIVERSITY IN YOUR OWNER OCCUPIED HOUSING. I'M LOOKING FOR WAYS TO INCREASE THAT STOCK ON AND REALLY PROVIDE THOSE OPTIONS THAT BOTH CONSERVATIVE GATEWAY TOWARD OWNERSHIP BUT ALSO REALLY ACCOMMODATE CHANGING PREFERENCES. SO WE'RE SEEING LOTS OF SHIFTING PROVINCES NATIONWIDE FOR WHAT A HOME REALLY IS AND HOW PEOPLE USE IT. SO YOU KNOW, BOTH ON THE SIDE OF AGING SENIORS WANTING TO DOWNSIZE EITHER INTO A PATIO, HOME OR ATTACHED OR CONDO PRODUCT TOWNHOME. WHERE THEY MAY NOT HAVE TO DO QUITE MUCH MAINTENANCE. BUT WE'RE ALSO SEEING THAT AMONG YOUNG ADULTS AND YOUNG PROFESSIONALS WANTING TO TRADITION OWNERSHIP, BUT WANTING TO DO SO, IN KIND OF A, UH, NOT SUPER DENSE ENVIRONMENT, BUT KIND OF AH, LIGHT KIND OF URBAN LIGHT CONTACT WITH A LITTLE BIT MORE WALKABILITY. WE ALSO ASKED AS PART OF THE SURVEY. YOU MAY REMEMBER THIS SLIDE ABOUT RESIDENT APPETITE FOR THOSE TYPES OF PRODUCTS IN THEIR NEIGHBORHOOD, AND HERE IS ONE OF THE PLACES THAT WE SEE A BIT OF A DISCONNECT BETWEEN RESIDENTS SAYING YES TO ACCOMMODATE AH, DIVERSITY OF RESIDENTS. HOWEVER WE'RE NOT SURE WE WANT TO DO THAT THROUGH A DIVERSITY OF PRODUCT TYPE. AT LEAST MAYBE NOT QUITE IN MY NEIGHBORHOOD. AND SO I THINK THERE'S CERTAINLY SOME WORK FOR THE CITY TO DO HELP CONVEY SOME OF THE BENEFITS, POTENTIALLY A SWELL OF SOME OF THE FORM AND WHAT THESE PRODUCT TYPES ACTUALLY FEEL LIKE AND LOOK

[00:30:03]

LIKE IN A NEIGHBORHOOD CONTACTS. THERE'S OFTEN MISCONCEPTIONS ABOUT HOW HOW THAT WILL FEEL HOW HOW THAT WILL IMPACT PARKING OR TRAFFIC. SO JUST ACKNOWLEDGING THAT THAT WHILE THERE IS CERTAINLY DEMAND FOR THOSE PRODUCT TYPES, THERE'S ALSO SOME APPREHENSION AMONGST SOME EXISTING RESIDENTS AROUND WHAT THAT MIGHT LOOK OR FEEL LIKE IN THEIR OWN NEIGHBORHOOD. FOURTH KNEE THAT I MENTIONED WAS STRATEGIC REDEVELOPMENT AND CONDITION IMPROVEMENTS. SO THIS ONE'S, UH, LARGELY GENERATED BOTH THROUGH SURVEY EFFORTS. OUR SURVEY RESPONSES AMONG RESIDENTS THAT THEY SAID THEY'RE HELPING WITH IN POOR CONDITIONS. OR AS OF THESE NEIGD CHALLENGES REFLECTED IN SURVEY RESPONDENTS, AND CERTAINLY A LOT OF THOSE WERE CONCENTRATED IN SOME OF THE OLDER NEIGHBORHOODS WITHIN KINNEY WAY JUST WANTED TO HIGHLIGHT THE REDEVELOPMENT REALLY CONSERVE MULTIPLE PURPOSES FOR THE CITY SO FIRST THEY CAN HELP TO REVITALIZE REFRESH AGING HOUSING STOCK IMPROVE CONDITIONS FOR PEOPLE BOTH IN TERMS OF THE ACTUAL HOME. BUT ALSO THE INFRASTRUCTURE THAT CONTRIBUTING TO THAT NEIGHBORHOOD, BUT IT ALSO CONTRIBUTES TO MIX MAY MIXED USE PLACE MAKING, WHICH IS A VERY PLANNER, TERM TO USE BUT ESSENTIALLY ACKNOWLEDGING THAT THE'S REDEVELOPMENT EFFORTS CAN BE USED AS ECONOMIC DEVELOPMENT DRIVERS, THEY CAN DRAW RESIDENTIAL COMMERCIAL ACTIVITY INTO PARTS OF THE CITY THAT IT MAY NOT HAVE HAD THAT IN RECENT YEARS AND SO LOTS OF OPPORTUNITY IN TERMS OF THINKING ABOUT PLACES OF THE HOLE AND MIXED THESE DEVELOPMENTS, WHICH. THEY MENTIONED THERE'S A LOT OF SHIFTING PERFECTLY NATIONWIDE THAT REALLY CONTRIBUTE TO HAVE MIXED USE. LIVING, GENTLE DENSITY HAVEN'T URBAN LIGHT FEEL WHERE PEOPLE LIKE THEIR NEIGHBORHOODS WALKABLE? THEY CAN LIVE. THEY COULD GO TO A COFFEE SHOP. THEY COULD GO OUT TO DINNER. BOTH TYPES OF PLACE ORIENTED STRATEGIES WHICH REALLY COULD BE ACHIEVED THROUGH STRATEGIC REDEVELOPMENT WITHIN THE CITY. SO WITH THOSE HAPPY THEN THAT'S NOT SHOWING AT ALL THE DATA THAT SUPPORTS EACH OF THOSE, BUT I WANTED TO GIVE YOU JUST KIND OF A LITTLE THIN SLICE OF SOME OF THE KEY DATA POINTS THAT ARE CONTRIBUTING TO THE NEEDS OF LOTS OF DETAIL. REPORT. OF COURSE. SO, A AND FEEL FREE AS YOU AND YOU WORK YOUR WAY THROUGH THAT REPORT. FEEL FREE TO REACH OUT. I'M HAPPY TO ANSWER QUESTIONS ON ANY OF THOSE ANY OF THE NUANCES WITHIN THAT AS WELL. BUT I ALSO JUST WANTED TO WALK QUICKLY. SOME OF THE POLICY OPTIONS AND RECOMMENDATIONS THAT YOU COULD ALSO FIND IN THE REPORT. SO, UH, NOT QUICKLY JUST THAT WE DO PROVIDE IN THE KEY FINDING SECTION A FULL TOOL KIT FOR HOUSING, DIVERSITY AND AFFORDABILITY. AND THIS TOOK IT REALLY LIFTS QUITE A FEW OF ACTIONS ALONG SEVERAL DIFFERENT TOOLS OF THE CITY COULD IMPLEMENT THAT WE HAVE SEEN WORK WELL IN COMMUNITY SIMILAR TO MCCAIN ON THAT TOOL KIT IS NOT FULLY REPRESENTED ON THE SCREEN BECAUSE IT WOULD BE WAY TOO MUCH TO LOOK AT. THIS IS ALREADY A COMPLICATED LIFE. BUT I JUST WANT TO LET YOU KNOW THAT IN THAT REPORT, WE'RE LOOKING FOR A DEEPER DIVE ON DIFFERENT RESOURCES. DIFFERENT TOOLS, BOTH REGULATORY AS WELL AS FINANCIAL ON ACQUISITION TOOLS THAT OTHER COMMUNITIES WERE USING. THIS GIVES YOU AN IDEA OF WHAT THOSE ARE. I'M A DESCRIPTION OF EACH TYPICAL BENEFICIARIES AND IN TERMS OF WHAT KIND OF PEOPLE HOUSEHOLDS THAT THAT INTERVENTION THEY SERVED. IT ALSO WORKS THE BENEFITS AND CHALLENGES OF EACH TOOL AND EXPECTED OUTCOME AS WELL. KEEP EXCRETION QUITE A BIT OF INFORMATION IN TERMS OF THE TOOL KIT. SO FEEL FREE TO LOOK AT THAT. THAT WILL ALSO HELP PROVIDE SOME CONTEXT FOR SOME OF THE RECOMMENDATIONS.

THAT ROOM REALLY FEELS LIKE OUR MAY BE THE MOST CATHOLIC ABOUL FOR THE CITY OF MCKINNEY, WHERE THAT WAS, WE WOULD RECOMMEND A HAVE A FIRST PRIORITY CUT. IN TERMS OF WHAT THIS CITY COULD FOCUS ON TO REALLY START TO MOVE THE NEEDLE IN TERMS OF DEVELOPING THAT HOUSING STRATEGY. WE'RE RECOMMENDING SEVERAL POLICY PRIORITIES FOR CONSIDERATION AND I'LL WALK THROUGH THOSE QUICKLY ON DH. THEN JUST TAKE TAKE COMFORT IN QUESTION. IF THERE ARE ANY. SO FIRST WE WOULD RECOMMEND A CITY ADOPT AN AFFORDABLE HOUSING GOAL THAT'S TYPICALLY ARTICULATED AS SOMETHING LIKE WE ARE HOLING THAT 10% OF ALL UNITS ARE AFFORDABLE TOO, OF A CERTAIN INCOME LEVEL, OR 80. AM I OR 60% OF AREA MEETING INCOME? WE RECOMMEND A CITY CONSIDER ADOPTING THAT GOAL, GENERALLY SPEAKING WHEN A CITY ADOPT KIND OF THAT TYPE OF GOAL OR ARTICULATE THAT IT REALLY CONVEYS TIO DEVELOPMENT COMMUNITY AS WELL AS THE CITY RESIDENTS THAT THAT'S A VALUE OF AND THAT SECOND HELP ARTICULATE THE CITY'S PRIORITIES. THIS THIS COMPONENT WOULD ALSO INCLUDE TALKING ABOUT HOW CAN WE ACTUALLY ACHIEVE THAT GOAL? AND THINKING ABOUT, YOU KNOW, SET ASIDE IN TERMS OF DEVELOPER NEGOTIATIONS ON HOWTO KIND OF START THOSE CONVERSATIONS BUT STARTING FROM A DATA DATA DRIVEN POINT THAT COMES OUT OF THE STUDY. THIS IS WHERE I'M NEEDED. AND THIS IS HOW WE LIKE IT. TO TRY AND ACHIEVE THAT. SECOND WE RECOMMEND ALLOCATING PUBLICLY OWNED LAND IN REQUIRING VACANT

[00:35:02]

OR UNDERUTILIZED PROPERTIES FOR AFFORDABLE AND MIXED INCOME HOUSING. WE'RE SEEING THIS IS A MORE AND MORE COMMON STRATEGY AMONG. UM LOCAL COMMUNITIES BECAUSE COVERED ACQUISITION COST REALLY CONTRIBUTE QUITE A BIT, OF COURSE TO THE OVERALL DEVELOPMENT AND SO PARTNERING WITH NOT TRAFFIC, POTENTIALLY WHERE THE CITY COULD DONATE LAND EXCHANGE, UM, HAVE. THE DEVELOPMENT ACTUALLY PRODUCED AFFORDABLE UNITS DONATE A NONPROFIT. WE SHOULD GET A LOT WITH, FOR EXAMPLE, ORGANIZATIONS LIKE HABITAT FOR HUMANITY, SO THINKING ABOUT WAYS TO REALLY LEVERAGE OF PUBLIC ASSETS INTO A PUBLIC PROVISION OF HOUSING AS WELL.

THIRD, WE RECOMMEND IMPLEMENTING A FORECLOSURE AND EVICTION PREVENTION PROGRAM. SO THIS IS GENERALLY IN THE FORM OF HOUSING COUNSELING, TAKES THE FORM OF PROVIDING ASSISTANCE WITH MORTGAGE DEBT RESTRUCTURING MORTGAGE UTILITY PAYMENTS TO AVOID FORECLOSURE AND ALSO SHORT TERM EMERGENCY RENT AND UTILITY ASSISTANCE FOR RENTERS. A SWELL LANDLORD TENANT MEDIATION CITIES, OFTEN PARTNER WITH LOCAL MY PROFITS OR LEGAL AID GROUPS. OF THEIR EXPERIENCE IN THIS KIND OF, UH, COUNSELING. THIS WE FEEL LIKE IS PARTICULARLY ACUTE AS WE'RE FACING KIND OF, UM, MORATORIUMS ON EVICTIONS GOING AWAY AND THINKING ABOUT THE CHALLENGES THAT FOLKS HAVE BEEN FACING FROM A HOUSING PERSPECTIVE. IN THE WAKE OF THE HEALTH PANDEMIC THAT WE'RE EXPERIENCING. THE LAST TWO RECOMMENDATIONS. THAT ROUTE IS PROVIDING IS TO INCREASE FUNDING FOR AFFORDABLE HOUSING. SO OF COURSE, THE MONEY MONEY MAKES THE WORLD GO AROUND, AS IT DOES IN MOST. CONTEXT BUT REALLY THINKING ABOUT A DEDICATED LOCAL FUNDING SOURCE AS WELL, WAYS ACCESS ADDITIONAL STATE FUNDING. SO IN ADDITION OF LOOKING THOSE OPTIONS FOR LOCAL, UH, MAKE SURE THAT THE CITY'S INVESTIGATING LEVERAGING STATE PROGRAMS THAT ARE ALREADY OUT THERE THAT CAN REQUIRE APPLICATION OR OR SOMETIMES THERE ARE MATCH. BUT REALLY LOOKING AT TH E A. AND THEY'RE OFFERING ON WAYS THAT THIS CITY CAN REALLY PULL STATE DOLLARS INTO THE CITY TO HELP PROVIDE FOR THIS NEED AS WELL. MANZONI.

THE RECOMMENDATION IS JUST RELATED TO GOING IN LAND USE. SO THE CITY AS YOU KNOW IS CURRENTLY THE PROCESS IS ABOUT DATING LAND USE ZONING CODE DOING PARTNERSHIP PARTNERSHIP OF CLEARING ASSOCIATES USE THE CONSULTANT ON THAT. CERTAINLY CODE AND ZONING AND LAND. YOU CAN HELP REALLY REMOVE BARRIERS TO THE TYPES OF DEVELOPMENT THAT YOU WANT TO BE CREATED. IT CAN HELP ENCOURAGE CERTAIN TYPES OF DEVELOPMENT THAT MAY HAVE SOME AFFORDABILITY, OR AT LEAST PROVIDE SOME OF THAT PRODUCT. DIVERSITY IS WE'RE TALKING ABOUT, PARTICULARLY IN THE OWNERSHIP MARKET. I'M JUST RECOMMENDING THAT IT AS THAT NEW COASTAL DEVELOPMENT THIS CITY REALLY LOOK, TIO INCREASE FLEXIBILITY AND LOOKING AT FRESH PRACTICES THAT ALLOW PRODUCT DIVERSITY AND MIX MIX OF USES, AS WELL AS ENCOURAGE AFFORDABLE DEVELOPMENT. SO THAT PROCESS COULD ALSO INCORPORATE DEVELOPMENT AND, UH, THOSE TYPICALLY TAKE THE FORM OF YOU KNOW, EITHER GIVING, GIVING HIM PERCHED DEVELOPERS IN EXCHANGE FOR AFFORDABLE UNITS, SO THAT COULD MEAN. YOU KNOW, STREAMLINE APPROVAL? THAT CAN MEAN UH, DENSITY BONUSES. A HANDFUL. THERE'S QUITE A HOST OF DEVELOPMENT, BUT ALSO RECOMMENDED THAT YOU BE CONSIDERED AS THE CITY MOVES FORWARD ON THE ZONING AND LAND USE. UPDATES. THAT REALLY COVERS COME OUT. THE JAPANESE HAVE A HIGH LEVEL BE ALONE NEEDS AS WELL AS SOME TEAM RECOMMENDATIONS AGAIN. THERE'S A LOT OF ADDITIONAL DETAIL BOTH ON THE TOOL KIT AND THE RECOMMENDATIONS, BUT ALSO OBVIOUSLY ALL THE DATA THAT GOES INTO SUPPORTING THOSE IN THE REPORT ON THAT SAID I'D BE HAPPY TO TAKE ANY QUESTIONS THAT YOU MAY. EITHER ON THE PRESENTATION OF THE REPORT IN GENERAL, OR JUST ANY QUESTIONS YOU'VE GOT ABOUT FORWARD.

RUSSIANS. THAT'S. I GUESS I HAVE A QUESTION. I HAVE. IT'S UM I GUESS ARE YOU TALKING ABOUT I MEAN, IT'S AFFORDABLE HOUSING REALLY, JUST A MATTER OF THROWING UP. APARTMENT UNITS.

I MEAN, IS THAT I KNOW YOU. YOU SAY THIS KIND OF THERE'S LOTS OF DIFFERENT OPTIONS, BUT THE.

THE OPTIONS FOR PEOPLE IN MCKINNEY WITH WITH REGARDS TO, YOU KNOW, BUYING A HOME. UH, I MEAN, HOMES ARE JUST VERY EXPENSIVE HERE IN MCKINNEY. AND HOME OWNERSHIP IS OUT OF MOST PEOPLE'S. YOU KNOW, THE LOWER INCOME HOME OWNERSHIP IS. IS OUT OF THE RANGE AND MY CONCERN IS THAT YOU KNOW, I'D LOVE TO BE ABLETO, YOU KNOW, CHANGE THE ZONING THINGS AND MAYBE PUT IN SOME PLACE, YOU KNOW, AREAS WHERE. THE CHEAPER HOMES. KHUN GO IN, MAYBE MORE THAN THAT

[00:40:02]

FIRST TIME HOME, BUT HOW DO YOU RECONCILE THAT WITH ALL THE PEOPLE OUT THERE WITH TONS OF MONEY WHO WANT RENTALS? AND JUST AND SCOOP UP THE REYNOLDS. ARE YOU LOWER? PRICED HOUSES JUST SO THEY CAN RENT THEM. NEVER GETTING THESE OTHER PEOPLE THE OPPORTUNITY TO BE ABLE TO HAVE THAT FIRST TIME HOME OWNERSHIP. NO, YOU'RE ABSOLUTELY RIGHT. YOU'RE YOU'RE CERTAINLY HITTING ON. YOU KNOW, ONE OF THE CHALLENGES IN TERMS OF MANAGING THE WHOLE HOUSING STOCK, AND THAT THAT YOU KNOW, WE'RE NOT NECESSARILY TRYING TO CREATE A SYSTEM IN WHICH. YOU KNOW, PEOPLE HAVE NO OPTIONS. AND WE, YOU KNOW, THERE'S ALWAYS GONNA BE FOLKS THAT WANT TO ACQUIRE, YOU KNOW, IT'S LIKE A PROPERTY AND RENT IT OUT, AND WE'RE ALSO WAY DONT WANT TO CONVEY, YOU KNOW, EVERYONE YOU KNOW, SHOULD BE MOVING IN A CERTAIN CONTEXT. THERE SHOULD BE A TONER SHOULD BE A RENTER. I THINK OUR COAL IS, AS WE THINK ABOUT POLICY SOLUTIONS TO AFFORDABILITY IS REALLY YOU KNOW, THERE'S NO SILVER BULLET ESTIMATE THAT THERE. CREATING OPPORTUNITY FOR A WIDE VARIETY OF HOUSING TYPE. HELP SOLVE SOME OF THAT NEED. IT'S NOT GONNA BE A PERFECT SOLUTION IS NOT GOING TO DO EVERYTHING. AND WHEN WE THINK ABOUT POLICY OPTIONS. WITHIN AFFORDABILITY. REALLY THINK ABOUT IT FROM TWO PERSPECTIVES THERE. THERE ARE ALWAYS GOING TO BE SOLUTIONS THAT REQUIRE SOME LEVEL OF PUBLIC. UH FINANCIAL SUPPORT WHEN WE REALLY THINK ABOUT, YOU KNOW, FOLK THAT MAYBE ON SOCIAL SECURITY DISABILITY AND MAY NOT BE ABLE TO HAVE THE INCOME. TEO TEO PAID FOR MARKET RATE PRINTS. THERE'S ALWAYS GONNA BE SOME HOUSING THAT WE NEED IN A COMMUNITY THAT HELPS SERVE KIND OF LOWEST INCOME FOLKS, AND THAT'S ALWAYS GOING TO REQUIRE ACTUAL DOLLARS, YOU KNOW, THROUGH HUD OR HOUSING AGENCIES WERE LOCAL FUNDING THAT HELPS ACTUALLY SUPPORT THAT. BUT THERE ARE ALSO A LOT OF SOLUTIONS KIND ON THE OTHER SIDE THAT WE CAN USE REGULATORY TOOLS, INCLUDING LAND USING ZONING TO HELP FREE OF THE MARKET TO PRODUCE A VARIETY OF HOUSING TIMES, SO A LOT OF TIME.

OF OUR LADIES DON'T ENCODE, REALLY INCENTIVIZED, LARGE HOMES AND LARGE LOSS AND IN SOME CASES, THEY SORT OF MANDATE LARGE CHARLES OR LARGE LATTES FOR A VARIETY OF WAYS IN TERMS OF. YOU MIGHT HAVE A LOT IN THOSE KINDS OF THINGS. SO IN ONE APPROACH THROUGH SOME OF THESE RECOMMENDATIONS WERE TRYING TO KIND OF LOOSEN UP SOME OF THE REGULATORY ENVIRONMENT SO THAT DEVELOPERS CAN PROVIDE A MORE DIVERSE HOUSING. SPECTRUM FOR THAT COULD BE USED FOR BOTH RACHEL AND OWNERSHIP ON DH AND THEN ON THE OTHER SIDE. WE'RE ALSO LOOKING AT OPTIONS TO HELP PROVIDE ADDITIONAL FINANCIAL SUPPORT WHERE THAT'S REALLY GOING TO BE THE ONLY OPTION. IT IS HAVE A BROAD SET OF SOLUTIONS THAT TRY AND TACKLE COME ABROAD SET OF NEEDS AS WELL. ON DURE RIGHT WAY CAN'T ALWAYS PERFECTLY FIT PEOPLE INTO THE BOX THAT WE WANT THEM TO BE OUT OF YOUR PERFECT THEY CONTROL THE HOUSING STOCK IN A IN A WAY THAT ALLOCATES IT EFFICIENTLY ON, SO IT'S REALLY JUST LOOKING FOR WHERE ARE THEIR OPPORTUNITIES BOTH IN THE MARKET AND IN PUBLIC SUPPORT WHERE WE CAN REALLY HAVE CAPITALIZED AND MAKE SURE WE'RE TAKING ADVANTAGE OF THOSE OPPORTUNITIES. THIE OTHER THING IS I LOOK AT THIS. YOU KNOW, I'M LISTENING TO THIS WHOLE THING AND. AND YOU COULD GIVE THIS YOU COULD GIVE THIS EXACT SAME. PRESENTATION MAYBE CHANGE THE NUMBERS A LITTLE BIT TO 97% OF THE CITY'S OUT. IN. NOR TEXAS OR MAYBE EVEN AMERICA. I MEAN, SO TELL ME A COMMUNITY THAT'S DOING IT RIGHT. TELL ME. ARE YOU FAMILIAR WITH SOMETHING? SOMEBODY? THIS IS OK, THEY THEY. THEY'VE REALLY MADE A DIFFERENCE. IN BECAUSE I LOOK AT MCKINNEY AND IN OUR COUNTY, MCKINNEY HAS MORE LOW INCOME HOUSING THAN EVERYBODY ELSE COMBINED. AND YET WE'RE STEALING. YOU KNOW, WE'RE YOU KNOW, WE'RE 3200 UNITS BEHIND AND WE SEEM TO KIND OF BE THE ONLY ONES THAT ARE WORRIED ABOUT THAT BECAUSE NOBODY ELSE IS REALLY DOING ANYTHING ABOUT IT. AND SO. BUT BUT WE'RE BUT WE'RE TRYING WAY IMPLEMENT. WE WERE, YOU KNOW, IMPLEMENT VARIOUS HOUSING PROJECTS ITSELF LIKE THAT. TRY TO INCREASE THAT. BUT WHAT? WHAT IS THIS CITY THAT YOU'RE AWARE OF THE DESERT RIGHT? SO I COULD LOOK AT THAT. AND JUST OKAY. WHAT? WHAT ARE THEY DOING? ACTUALLY HAVE A SUGGESTION. MOLLY, THIS IS A CRITIC PRESSURE. WHAT IF WE COULD GET LIKE THE LAST THREE CONTRACTS? YOU'VE DONE THE POLICY RESEARCH YOU'VE DONE. FOR THE OTHER CITIES THAT ARE COMPARABLE TO MCKINNEY TO SEE WHAT IS WHAT'S THE COMMONPLACE THAT YOU'RE DOING. WHAT ARE WE DOING? RIGHT AND WRONG? HOW WOULD THAT WORK FOR PRO TEM? THAT'S FINE. I JUST YEAH. I MEAN, AND I COULD SPEAK TO CHARLESTON, SOUTH CAROLINA IS A COMMUNITY THAT I THINK HAS DONE VERY, VERY WELL, AT LEAST ACCORDING TO THE MAYOR AND THE TOUR THAT I TOOK. A WHILE BACK A YEAR OR SO AGO IN THAT AND YOU HIT ON IT. NUMBER FIVE, FORMALIZING. NO. DEVELOPMENT. IT'S DEVELOPER INCENTIVES. TWO. TO ADD OR INCORPORATE.

[00:45:09]

AFFORDABLE UNITS IN OTHER AND OTHERWISE MARKET DEVELOPMENTS AND WHY THEY WERE SO SUCCESSFUL. I WANTED IT AND I SAY INCENTIVIZED. SILVER'S, IN OTHER WORDS IT FOR JOANIE IN RECORD. DOESN'T ALLOW OVER THREE FLOORS AND HEIGHT, THREE STOREY HEIGHT THAT MIGHT ALLOW FOUR STORY DEVELOPER INCORPORATES A NUMBER OF AFFORDABLE HOUSING UNITS TALKING ABOUT MIXED USE MULTI FAMILY. UPMARKET STUFF, AND THE BENEFIT WAS TWOFOLD. ONE WHERE THEY GOT DEVELOPERS TO INCORPORATED BUT WARM FOR, AS IMPORTANTLY, THEY HAD THEM INCORPORATE THEM INTO MARKET PRODUCT THAT DIDN'T HAVE A CONCENTRATION IN ANY ONE AREA OF THE CITY. AND THE MARKET UNITS. ON DEVELOPMENT PROJECT WAS MAINTAINED AT A LEVEL THAT.

OTHERWISE. AND WHEN YOU HAVE JUST HIGH CONCENTRATION OF LOWER INCOME UNITS THAT PROPENSITY AT LEAST, THE PERCEPTION IS THAT OVER TIME THEY WERE, THEY WILL DEGRADE A FASTER RATE, THEN THEN THIS MORE CHANCE OF MARKET. BYPRODUCTS. I KNOW HOW POLITICALLY CORRECT THAT IS RISEN TO SAY WHAT I THINK IT IS A REALITY. SO. I KNOW THAT THAT'S A PROGRAM. THEY DIDN'T YOU TOUCH ON IT. ONE OF THE FIVE STRATEGIES YOU HAVE ANY COMMENT? ON THAT. YOU KNOW, I THINK THAT'S A GREAT EXAMPLE. ABSOLUTELY THINK DEVELOPER TENANTS ARE CERTAINLY SOMETHING THAT WORKED WELL AND OBVIOUSLY HAVE WORKED WELL THERE. UM YOU KNOW, OTHER COMMUNITIES WERE WORTH SEEING SUCCESS GIVE YOU YOU KNOW, HAVE A COUPLE OF. YOU KNOW, IT'S HARD TO PICK ONE COMMUNITY THAT'S DONE EVERYTHING RIGHT AND HAS GOTTEN KIND OF IT ALL RIGHT. BUT THERE'S CERTAINLY GOOD EXAMPLES FROM A VARIETY OF COMMUNITIES.

WE DID SOME WORK IN SAN MARCOS, TEXAS LAST YEAR, AND ONE OF THE THINGS THAT THEY HAVE DONE WELL WAS ACTUALLY WAS REALLY OPENING UP? OF ACCESSORY DWELLING UNIT OPTIONS FOR PEOPLE, WHICH HELPED SOME RESIDENTS CREATE CHRI JARED INCOME, BUT YOU SAID THEY'RE THEY'RE EXISTING PROPERTY AS WELL AS CREATING OR HOUSING THAT WAS GENERALLY PRICE. YOU KNOW MORE AFFORDABLY. THEY DID A GOOD JOB OF MAKING THAT AN ACCEPTABLE PROCESS OF PRODUCING HAVE A GUIDE TO CENTURY DWELLING UNITS FOR RESIDENTS, SO THEY DID A GOOD JOB OF THAT. ANOTHER EXAMPLE OF THE COMMUNITY THAT WE'VE WORKED FOR WERE BASED IN DENVER, COLORADO. WE DO A LOT OF WORK ACROSS THE SOUTH AND SOUTHWEST, BUT ONE COMMUNITY LOCAL TO US THAT WE WORKED WITH ON THE WESTMINSTER, COLORADO THERE, SORT OF. SUBURB OF THE IN THE DENVER METRO ANDI, REALLY EXPERIENCING HAVE PRICE PRESSURES THAT THEY WERE REALLY METRE WIDE AND THEY TOOK A PRETTY PROACTIVE STANCE IN TERMS OF NEGOTIATING WITH DEVELOPERS REALLY ESTABLISHING GOOD RELATIONSHIPS WITH DEVELOPERS THAT WANTED TO PRODUCE HOUSING IN THEIR COMMUNITY AND REALLY SAYING WELL, WE'RE GOING WE'RE GONNA ACTUALLY ASKED YOU TO DO SOMETHING FOR US. IF WE COULD DO SOME THINGS FOR YOU SO NOT QUITE AS FORMAL AS A DEVELOPMENT INCENTIVE. BUT JUST REALLY HAVING A GOOD PLAN FOR WHAT THEY WANT TO GET OUT OF DEVELOPERS. THAT EXAMPLE CULTURE TIO ENEMA, WANTING OUR RECOMMENDATION THAT THEY HAVE A VERY CLEARLY ARTICULATED. VALUE AND OBJECTIVE IN TERMS OF THEIR DEVELOPMENT. THEY ALSO DONATED PUBLIC LAND THAT THAT THEY HAD, THERE WAS THERE WAS A FAIRLY SUBSTANTIAL REDEVELOPMENT EFFORT OF AH MALL AREA, BUT THE CITY IS REQUIRED SO THEY WERE ABLE TO LEVERAGE THAT AS WELL TO, UH, TO MAKE SURE THAT THEY WERE INCLUDING AS PART OF THE REDEVELOPMENT. SOME MARKET RATE DEVELOPMENT AS WELL AS. AS WELL AS SUBSIDISED ARE PRICED AFFORDABLY RENTALS AS WELL.

WAKEN CERTAINLY PROVIDE SOME ADDITIONAL EXAMPLES AROUND OTHER COMMUNITIES AND WHAT THEY'RE DOING. I THINK YOU MAKE GOOD POINT THAT CERTAINLY SETTING THE MCKINNEY HAS DOES HAVE YOU KNOW, FOR EXAMPLE, MORE LITTLE COME HAVING SEX CREDIT DEVELOPMENTS IN SOME OF YOUR SURROUNDING COMMUNITIES THAT THE CITY HAS DONE MORE. UM, TO ACHIEVE THAT WORKED IT OUT, AND I THINK THE CHALLENGE IS ALWAYS AS THE COMMUNITY WHO DO YOU WANT TO BE, AND HOW DO YOU WANT TO MOVE FORWARD? AND I THINK. YOU KNOW, IT'S ALWAYS HARD TO COMPARE COMMUNITY BECAUSE PEOPLE HAVE DIFFERENT PERSPECTIVES ON KIND OF HOW THEY WANT TO PROGRESSIVE CITY AND WHO THEY WANT TO SERVE. AND THAT, YOU KNOW, THE THING IS, IT'S A POLICY CALL OF HOW THE CITY WANTS TO CARRY FORWARD AND WHAT IT WANTS TO LOOK LIKE KIND OF IN THE YEARS TO COME AND SO WAKEN PROVIDE ADDITIONAL EXAMPLES IN TERMS OF PLACES THAT ARE WORKING ON THIS REALLY TACKLING THIS ISSUE WELL, IF THAT WOULD BE THAT WOULD BE HELPFUL. WE CAN CERTAINLY AT THAT. THINK THAT WOULD BE HELPFUL. MOLLY. JUST 2ND 3RD AND 4TH. WHAT MAYOR PRO TEM SAID, UM, THERE WAS AH. BY THE SURVEY WAS HOUSING TYPES THAT WERE CONSIDERED. INAPPROPRIATE FOR MCKINNEY IF I'M USING THE RIGHT WORDS AND ONE OF THOSE SUBTYPES WAS TINY HOMES, I THINK IS LESS THAN 500 SQUARE FEET. PLUS ON THE SURVEY. DID YOU SERVE A ANY OTHER SIZES?

[00:50:04]

OTHER THAN THAT? IT WAS THAT JUST KIND OF. THE ONE OVER UNDER NUMBER OF THE CHILD RESEARCHED. WAIT DID, UH, SCHOOL BACK TO THAT PLYWOOD SHOWED SOME OF THOSE RESULTS.

TINY HOMES, THE LESS THAN 500. FT IS THE ONLY WHEN WE KIND OF GAVE IT A NAME, TOO, IN TERMS OF ACTUALLY CALLING IT TINY HOME. YOU CAN ACTUALLY MUCH CLOSER TO THE TOP OF THE LIST.

WAY DID ACT ABOUT SMALL LOT, WHICH WE DEFINE A 5000 SQUARE FEET OR LESS, WHICH GOT PRETTY GOOD UPTAKE IN TERMS OF APPROPRIATENESS. WELL, A SMALL HOME LESS THAN 1500 SQUARE FEET, SO NOT QUITE WE DIDN'T ACTUALLY SURVEY AROUND SOMETHING BETWEEN 515 100 SQUARE FEET. YOU CAN SEE, THERE'S A FAIRLY LARGE DIFFERENCE IN KIND OF FOLKS THEY'RE SAYING YEAH, SMALLHOLDER APPROPRIATE IF THEY'RE LESS THAN 1500 SQUARE FEET THAT GOT A LOT MORE SUPPORT THAT WHAT WE CALL THE TINY HOME IN TERMS OF LESS THAN 500. IN ON THE. IS UNDER OPTION NUMBER FIVE AGAIN ZONING AND LAND USE, SAYS. MAYOR HAD ALREADY TALKED ABOUT A COUPLE THINGS AS WELL. IT SAYS THE CITY SHOULD STRIVE TO INCREASE FLEXIBILITY AND IMPLEMENT BEST PRACTICES THAT ALLOW PRODUCT DIVERSITY IN THE MIX OF USES AND ENCOURAGE AFFORDABLE DEVELOPMENT. I HAVE A LIST OF THOSE SOMEWHERE THAT WE COULD ACCESS. TO FOLLOW WAIT. DO YOU HAVE THE BEST PRACTICES AND ENLISTED IN THE TOOL KIT IN THE FINDING SECTION. WE CAN ALSO PROVIDE ADDITIONAL BEST PRACTICES AROUND THAT. I'M ALSO FAMILIAR WITH CLEARING ASSOCIATES WHO'S WORKING WITH CITY OFF THE ZONING CODE, AND THEY ARE CERTAINLY EXPERT IN THAT FIELD AS WELL. I'M SURE HAVE. I HAVE GOOD IDEAS ABOUT WHAT THOSE BEST PRACTICES ARE, BUT, YEAH, ABSOLUTELY. WE CAN. WE CAN ADD A FEW SUGGESTIONS, SO THAT LIST IS WELL. SOMEBODY'S ALREADY DONE IT. WHY? REINVENT. THANK YOU, MOLLY. APPRECIATE IT. ALI. THANK YOU VERY MUCH. THANK YOU. THANK YOU. I APPRECIATE IT HAD A GREAT RESCUER MEANING TO YOU. YOU'RE GOING TO SAY SOMETHING, YOU KNOW? NONE OF WHAT WE PAID THIS FIRM. SIMPLY TELL US. EVERYTHING WE ARE THE NEW AND GIVE US THE SAME. YOU KNOW RECOMMENDATIONS THAT EVERYBODY ELSE GIVES US AND? AND UH, YOU KNOW, AND I DON'T SEE ANYTHING.

MOLLY WAS GREAT ON DH. THIS IS GOOD INFORMATION. I JUST KEEP THINKING. WHY DO WE KEEP DOING THIS? I MEAN, YOU KNOW, WE YOU KNOW WHAT? I THINK WE KNOW THE PROBLEM. I MEAN WAY. SAME PROBLEM THAT EVERY OTHER CITY DOES. AND I JUST. AND SHE DIDN'T OFFER ANYTHING ELSE THAT WE THAT WE DIDN'T KNOW ABOUT. THAT AND SO I'M WAY JUST KEEP THROWING MONEY, TEO TELL US THE PROBLEM, BUT I JUST DON'T KNOW WHAT WE KEEP. THERE'S NOTHING THAT WE EVER IMPLEMENT. TEO. TO SOLVE THE PROBLEM. AND SO I. I'M IN FAVOR OF MOVING A LITTLE BIT MORE PROGRESSIVE AND PROGRESSIVELY TOWARDS SOLVING THE PROBLEM VERSUS KEEP TELLING US WHAT WE'RE DOING WRONG. I'M GLAD TO HEAR THAT MAYOR PRO TEM. I REALLY AM, AS I AGREE WITH THE SENTIMENT. I THINK WE HAVE A LEGAL OBLIGATION TO DO THIS. I THINK IT'S FEDERALLY MANDATED THAT WE HAVE A HOUSING ASSESSMENT. SO I THINK THAT'S PART OF WHY WE DO THIS EVERY FIVE YEARS. WE HAVE TO DO THIS.

HAVEN'T ASSESSMENT BY FEDERAL LAW, SO THAT'S WHY WE'RE DOING THIS. BUT I AGREE WHOLEHEARTEDLY WITH THE SENTIMENT THAT WE NEED TO ACTUALLY ACT AND NOT BE TALKERS OF THINGS AND BE DOERS OF THINGS BECAUSE WE'VE BEEN TALKING ABOUT IT FOR SOME TIME.

AND ONE OF THE FIRST THINGS THAT SAYS ADOPT AN AFFORDABLE HOUSING GOAL. AND THAT'S SOMETHING THAT WE HAVE THE POWER TO DO HERE. SO I AGREE WITH YOU AND I WANT THE RECORD TO REFLECT. THAT ME AND MAYOR PROTEIN MAREE WRITE THAT DOWN ON SOMETHING TODAY AND ME AND THE MAYOR. WE'VE TALKED ABOUT IT BEFORE, TOO. SOMETHING INCLUSIVES ONI. THIS IS SOMETHING THAT OFF I'VE TALKED ABOUT ON THE COUNCIL BEFORE PREVIOUS COUNSEL WITH YOU ON THE COUNCIL THAT WE HAVE THE ABILITY TO ADOPT. SOMETHING THAT'S CALLED INCLUSIVE ZONING.

IT'S SIMILAR TO WHAT WE DO WITH PARK WITH PARK. WITH THE PARK FEET. AND WE COULD REQUIRE WE COULD REQUIRE DEVELOPERS TO PAY A FEAT. OR DEVELOP A PORTION OF THEIR DEVELOPMENTS. TOE AFFORDABLE HOUSING. AND THEN WE DON'T HAVE TO WORRY ABOUT CONCENTRATING AFFORDABLE HOUSING IN ANY ONE AREA. BUT DEVELOPERS EVERY DEVELOPER THAT COMES INTO THE CITY. CAN DEVELOP A PORTION OF THEIR DEVELOPMENT WHETHER THAT'S 10% 15% WHATEVER THE COUNCIL DECIDES TO BE AFFORDABLE HOUSING AND EVERY AND YOU WOULD NEVER KNOW. WHAT? THAT PRODUCT

[00:55:01]

WHAT THAT PRODUCT IS BECAUSE IT WOULD LOOK LIKE EVERY OTHER HOUSE THAT THEY BUILD EVERY OTHER WHATEVER IT IS THAT THEY BUILD. THAT WAY WE STAY ABREAST. WE STAY CURRENT WILL NEVER FALL BEHIND ON AFFORDABLE HOUSING, AND THAT'S THE WAY TO DO IT WITHOUT WITHOUT PEOPLE KNOWING.

THAT YOU'RE AN AFFORDABLE HOUSING THAT YOU'RE AN AFFORDABLE DEVELOPMENT THAT YOU'RE AN AFFORDABLE COMMUNITY. AND I THINK IT'S UP TO US TO DECIDE. I THINK WE HAVE A PROBLEM WITH WANTED TO BE A BUSINESS FRIENDLY OR DEVELOPER FRIENDLY. WHAT WE NEED TO STAND ON ON OUR MORALS AND TAKE OUR TIME. I THINK SHE HIT SOMETHING ON THIS PRESENTATION, SHE SAID.

WHO DO YOU WANT TO BE? MCKINNEY? WE DON'T HAVE TO RUSH OUT AND TAKE EVERY DEVELOPER THAT COMES INTO THE CITY THAT WANTS TO DEVELOP FINE IF THEY DON'T WANT TO DEVELOP ON OUR TERMS, LET THEM RUN TO THE NEIGHBORING CITIES. LET THEM RUN TO THE SISTER CITIES.

BECAUSE WHEN THEY'RE OUT OF LAND WHEN THEY'RE ALL DEVELOPED UP. AND WHAT'S GONNA BE LEFT? CITY OF MCKINNEY, WHO HAS THE LAND AND THEN THEY HAVE TO MEET US ON OUR TERMS AND DEVELOPED THE WAY THAT WE WANT TO SEE OUR CITY DEVELOPED. THE WAY THAT WE WANT OUR FUTURE LOOK. AND SO AGAIN, I AGREE WITH YOU. WE HAVE TO STOP TALKING ABOUT THINGS AND IMPLEMENT THE WAY THAT WE WANT OUR CITY TO GROW. THANKS, COUNCILMAN JIM. I JUST WANTED TO ADDRESS THE INCLUSIONARY ZONING THAT YOU BROUGHT UP WHILE THAT IS LEGAL IN MANY STATES, OUR LEGISLATURE.

HAS TAKEN THE ABILITY OF MUNICIPALITIES HAS TAKEN THAT ABILITY AWAY. SO INCLUSIONARY ZONING. IT'S NOT LEGAL IN THE STATE OF TEXAS. WHAT YOU CAN DO IS OFFER INCENTIVES TO DEVELOPERS SO AS LONG AS IT IS BY CHOICE, AND IT'S A CHOICE THAT THE CITY MAKES, AND IT'S A CHOICE. AT THE DEVELOPER MAKES THEN THEN THAT DOES WORK FOR SPEAK TO WHAT YOU'RE SPEAKING TO IT. WE JUST HAVE TO BE CREATIVE AND HOW WE WASN'T ADVISED. I WAS GOING TO SAY THE SAME THING THAT NOT LEGAL IN TEXAS, BUT WHICH IS WHY CONTINUE. WE ALL HAVE TO TALK ABOUT THE INCENTIVIZING DEVELOPERS. AND I ALSO SAY THAT THAT WE ARE DOING WE ARE REVAMPING RIGHT NOW OF OUR. ALL OF OUR ZONING AND UH OR COMPREHENSIVE ZONING ORDINANCES. WE ARE DOING THAT WITH WITH THIS IN MIND THAT WE HAVE TO HAVE SOME FLEXIBILITY.

AND DEVELOPING CENTERS FOR DEVELOPERS, TOO. TO PRODUCE AND INCORPORATE. SO HOW'S YOUR GOING OUT SOMETHING I WAS JUST GOING TOE REMIND THE COUNCIL THAT THE REASON THIS ITEM IS HERE IN THE STUDY WAS DONE WAS IN FEBRUARY OF 2019. THE COUNCIL ADOPTED YOUR STRATEGIC PRIORITIES. YOUR STRATEGIC GOAL SETTING WORKSHOP ON ONE OF THOSE WAS TO DO CONDUCT A STRATEGIC HOUSING ASSESSMENT. SOME OF THE INFORMATION WE HAD GOTTEN THIS ANECDOTAL OR PARTIAL INFORMATION MAY BE SPECIFIC TO AFFORDABLE HOUSING, BUT IN THE HOUSING NEEDS THAT THE CBD FOLKS HAVE TO DO. BUT WE HAVEN'T LOOKED AT A COMPREHENSIVE LOOK AT ALL OF OUR HOUSING STOCK. AND THAT'S WHAT THE PURPOSE OF THIS STUDY WASS. THE MONEY WAS PLACED IN THE BUDGET FOR THIS PAST FISCAL YEAR, AND THAT'S THIS WORK PRODUCT IS A RESULT OF THE COUNCIL PLACING THIS IN YOUR STRATEGIC GOAL SETTING, I SWINDLE. CLARIFY THAT FOR THE RECORD MR HAUSER. HOW. CREATIVE. CAN WE BE. WE DO SOMETHING SIMILAR WITH PARK LAND DEDICATION. NOT EXACTLY, BUT I THINK YOU CAN FIND WAYS TO VIED AN INCENTIVE TO MULTI FAMILY DEVELOPER WHERE ANY DEVELOPER WITH SOME. FLOW OF BENEFITS, WHICH WOULD GET YOU WHAT YOU'RE REQUESTING, WHICH IS AFFORDABLE HOUSING, ORSON WORKFORCE HOUSING. THERE'S MANY DIFFERENT WAYS IT COULD BE MONEY COULD BE OTHER. BENEFITS FOR THEIR ZONING OR LANCE.

LANCE. JUST CONCESSIONS. WHATEVER OKAY? APPRECIATE IT. Q. ALL RIGHT. WE WILL MOVE ON. TIO COUNCIL LIAISON. UPDATES REGARDING I'M SORRY. I'M GOING TO GO TO 20075 THROCKMORTON

[Throckmorton Statue Ad Hoc Advisory Board Update]

STATUE AD HOC ADVISORY BOARD UPDATE. AFTERNOON MAYOR MAYOR PROJECT WE SKIP IT IF YOU ALL WANT TEO, AND THERE WAS THIS SUB CONSCIOUSNESS THERE. GOOD AFTERNOON. MAYOR MAYOR PROTEIN COUNSELLORS MARK DODI'S INSTRUCTOR PLANNING BUT WE WANTED TO DO TODAY WAS GIVE YOU A BRIEF OF WHERE WE ARE WITH THE THROCKMORTON STATUE AT HAWK ADVISORY BOARD. APPOINTED WE HAVE ALREADY HAD TWO MEETINGS. WE HAVE ONE MORE SCHEDULED AS OF RIGHT NOW. SO FIRST MEETING.

WAS ON AUGUST 19TH. WHAT WE DID WAS WE HAD THE ADVISORY BOARD INTRODUCTIONS. THOSE ARE 11 MEMBERS OF THAT ADVISORY BOARD. YOU ALL POINTED SEVEN AND THEN WE HAVE FOUR OTHERS THAT WERE APPOINTED AS WELL. STAFF GAVE IT PRESENTATION TO, UM, ABOUT JAMES WEBB THROCKMORTON, THE

[01:00:08]

PERSON AND THEN ALSO THE STATUE ITSELF THAT RESIDES RIGHT NOW OUTSIDE OF IMPACT. WE ALSO GAVE KIND OF A GENERAL PRESENTATION ON MONUMENTS, MEMORIALS, ARTIFACTS. WHY DO PEOPLE PUT UP MEMORIALS? WHAT'S THE HISTORY OF PUTTING STATUES UP OF PEOPLE, TO TALK ABOUT EVENTS, ETCETERA, AND THEN WE HAD A ADVISORY BOARD DISCUSSION AND COMMENTS ON WHILE WE DISGUISED DURING THAT PARTICULAR MEETING. SECOND MEETING, WHICH WE HAD A COUPLE WEEKS AGO. IN SEPTEMBER, 2ND. WE GAVE A PRESENTATION ON THE STATE ANTIQUITIES LANDMARK DESIGNATION R S A L DESIGNATION, WHICH IS WHAT THE COLLIN COUNTY. COURTHOUSE'S IMPACT IS THAT MEANS THAT IT'S GOVERNED TO AN EXTENT BY THE TEXAS HISTORICAL COMMISSION. SO ANYTHING THAT HAPPENS TO THE STATUE HAS TO ACTUALLY GET A PERMIT FROM THE TEXAS HISTORICAL COMMISSION. SO WE WENT THROUGH THAT PROCESS AND PROCEDURE WHAT THAT MEANS. WE GAVE THEM A PRESENTATION ON STATUE OPTIONS. WE LAID OUT, YOU KNOW, PROBABLY SEVEN OR SO OPTIONS FOR THE ADVISORY BOARD TO TALK ABOUT, AND THEN WE WENT AROUND AND THE CHAIR ACTUALLY HAD EACH ADVISORY BOARD MEMBER KIND OF GIVE THEIR OPINION WHAT THEY PROBABLY WOULD BE IN FAVOR OF OR SUPPORTIVE OF. ON THEN WE GAVE A BASED OFF FEEDBACK FROM THE FIRST MEETING. THEN WE GAVE A PRESENTATION ON WHAT SURROUNDING COMMUNITIES AND COUNTIES HAVE DONE IN REGARDS TO THEIR CONFEDERATE MONUMENTS, MEMORIALS. SO WE DISCUSSED THAT AND THEN WE ALSO THEN GAVE A STAFF PRESENTATION ON OUR OWN LIKE PUBLIC OPINION PLATFORM, WHICH IS UP AND RUNNING. UH, IT WENT LIVE A BELIEVE ON FRIDAY AND WE'VE ALREADY RECEIVED OVER 1000. RESPONSES TO THAT, SO I THINK WE'VE GOT IT OPEN FOR ANOTHER WEEK AND A HALF. SO I THINK WE'RE GONNA HAVE QUITE A FEW PEOPLE, UM, GIVE THEIR OPINION ON WHAT SHOULD BE DONE WITH THE STATUE. SO THAT'S BEEN PRETTY SUCCESSFUL IN THAT THEN FOLLOWS INTO OUR MEETING THAT WE'RE HAVING THIS THURSDAY, WHICH IS THE OFFICIAL PUBLIC COMMENT. FORUM. SO IF ANYONE WAS ACTUALLY COME DOWN HERE TO CITY HALL, THEY CAN DO SO ADVISORY BOARD WILL BE HERE. TO LISTEN TO ANY COMMENTS, THOUGHTS THAT THE PUBLIC CAN GIVE AGAIN IN PERSON. BUT AGAIN, WE DID HAVE THE ONLINE COMPONENT AS WELL. THEY'RE MORE COMFORTABLE WITH DOING THAT.

AND THEN STAFF WILL FACILITATE A DISCUSSION WITH THE ADVISORY BOARD FOR ANY OTHER THING HERE, MCKINNEY THAT WE CAN THINK OF MONUMENTS, ARTIFACT SITES. WE KNOW THROCKMORTON STREET. WE'VE HAD SEVERAL ADVISORY BOARD MEMBERS ASK ABOUT THROCKMORTON STREET ITSELF. BUT THE HISTORY OF IT, WASS IS THERE ANYTHING THAT US IS? STAFF THAT WE DON'T KNOW ABOUT THAT? WE SHOULD MAYBE HAVE A DISCUSSION ABOUT UH, AT A LATER TIME SO. THAT'S KIND OF IN A NUTSHELL. WHAT WE'VE BEEN DOING FOR THE LAST COUPLE OF FOR THE LAST MONTH OR SO IN REGARDS TO THE ADVISORY BOARD, AND SO I'M HERE TO ANSWER ANY QUESTIONS, PROVIDE COMMENT OR. MARC, I WOULD ASSUME THAT THERE IS, UNFORTUNATELY, NO WAY TO IDENTIFY. IF SOMEONE IS AN ACTUAL RESIDENT OF MCKINNEY ON THE PUBLIC COMMENTS ONLINE, RIGHT, SO WHAT WE DID IS ONE OF THE FIRST QUESTION IS PROVIDERS ZIP CODE. AND SO AND THAT IS A REQUIRED BUT OTHER THAN THE HONOR SYSTEM, OTHER THAN THE OWNER SAYS, SYSTEM, NO TRACK I P ADDRESSES AND THEN WHAT WE'RE GOING TO DO FOR THE PUBLIC COMMENT THURSDAY IS THATYOU HAVE TO STATE YOUR NAME AND YOUR ADDRESS AND WHERE YOU LIVE KIND OF LIKE YOU DO HERE, FREE COUNSEL. SO WE'RE GONNA TRY TO PROBABLY UNSCIENTIFICALLY TRY TO FILTER OUT WHO OF THOSE ARE NOT FROM MCKINNEY. I WILL SAY, THOUGH, IN KIM CAN PRY ANSWER THIS IF I CAN'T DO IT CORRECTLY. OUR MEDIA PLATFORMS THAT OUR MARKETING AND COMMUNICATIONS HAVE. IT'S SUPER MAJORITY OF THEM ON LY REACH OUT TO MCKINNEY RESIDENT SO I WAS NOT SURPRISED BY THAT. BUT IT GAVE ME A LITTLE BIT OF COMFORT THAT MAYBE IT WON'T BE A SKEWED AS MUCH TOWARDS PEOPLE FROM OUTSIDE THE COMMUNITY.

GIVING THEIR THEIR OPINION ABOUT IT, BUT WE'LL TRY TO FILTER IT OUT AS MUCH AS WE CAN. FOR THAT. BLAST THAT THIS BE BROUGHT UP WITH WORK SESSION BECAUSE I ATTENDED THE LAST MEETING, AND I WAS. APOLOGISED YOU AND KIM FLOM BECAUSE A COUPLE OF THE MEMBERS OF THAT COMMITTEE MADE THE STATEMENT THAT THEY DIDN'T KNOW WHAT THEIR PURPOSE WAS. IF THEY WEREN'T MAKING A RECOMMENDATION, AND YOU AND KIM WERE LIMITED TO THE GARDEN CITY COUNCIL HAS GIVEN YOU. AND I FELT LIKE YOU WERE PUT IN A BAD SPOT BECAUSE YOU ARE NOT ALLOWED TO SAY ANYTHING FURTHER. I LOOKED AT WHAT THE COMMITTEE WAS DOING AND I CERTAINLY DON'T WANT THEM TO THINK THAT THEY'RE NOT SERVING A VALID PURPOSE AND EDUCATING THE COUNCIL AND I WOULD CERTAINLY LIKE TO SEE THEM MAKE RECOMMENDATIONS TO US AS WELL AS ALTERNATIVES TO

[01:05:01]

THOSE RECOMMENDATIONS. I DID DETERMINE WHAT THE FACTS ARE THAT THEY FELT MOST REMAINED MAKING THEIR DECISION. TIO BUYS US WHETHER THEY WANT TO OR NOT GIVE THEM THE OPTION TO TELL US HOW MUCH WEIGHT THEY PUT ON EACH OF THE COMMENTS. OUR FAXES. THEY FOUND THEM TO BE SO THAT WE CAN MAKE A VALID DECISION ON THEIR RECOMMENDATIONS AND ANY ALTERNATIVES THERE TO A CZ WELL AS GIVE THEM THE AUTHORITY TO MAKE A PRESENTATION TO THE COUNCIL BASED UPON WHATEVER THAT GROUP FEELS IS APPROPRIATE BECAUSE I BELIEVE COUNCIL WILL GIVE THEM PLENTY OF TIME TO MAKE THAT PRESENTATION. SO THAT WE CAN FULLY UNDERSTAND THE BODY OF WORK THAT THEY DID. ONE OF MY CONCERNS ABOUT THE SURVEY WAS NOT LISTING A NAME AND AN ADDRESS SO THAT YOU COULD VERIFY WHETHER OR NOT THAT PERSON WAS RESIDENT OF MCKINNEY. ON ALLOW THEM TO HAVE THE OPPORTUNITY TO APPLY WHATEVER WAIT, THEY WANT TO GIVE THAT. CARD OR COMMENT ON AND USED THE INFORMATION ON THE GEOGRAPHIC MEANS WHERE THAT CAME FROM. IN ORDER, TIO MAKE A DETERMINATION BUT GIVE THEM THE DISCRETION TO DO SO BECAUSE I HEARD ON THAT COMMITTEE THAT SOME FELT IT WAS A COLLIN COUNTY MATTER SINCE IT'S THE OLD COURTHOUSE, AND SOME FELT IT WAS A MCKINNEY MATTER. I DON'T KNOW HOW THE ENTIRE COMMITTEE FEELS ABOUT IT, BUT I WANTED TO GIVE THEM SOME ADDITIONAL GUIDANCE. GIVE Y'ALL SOME ADDITIONAL GUIDANCE SO THEY COULD FEEL LIKE THEY'RE SERVING A BALLOT PURPOSE AND KNOW EXACTLY WHERE THEY'RE HEADED BECAUSE I THINK. WITH THE COMMENT CARDS COMING IN BETWEEN SEPTEMBER 10TH IN SEPTEMBER, 25TH THERE NECESSARILY GOING TO HAVE TO HAVE ANOTHER MEETING TO EVALUATE EACH AND ALL OF THOSE COMMENT CARDS AND SO WE'RE EVEN PUT IN SOME MORE WORK ON THEM, BUT I WANT TO MAKE SURE THAT THEY UNDERSTOOD WHAT IT WAS AT LEAST THIS COUNCIL MEMBER EXPECTED FROM THEM. ON HOPE THAT I HAVE THE CONSENSUS OF THE REMAINDER OF THE COUNCIL IN THOSE FEW COMMENTS ARE THROWN OUT AT SHOW THINK I'VE SHARED WITH YOU. ABOUT SIX POINTS THAT I FELT, OR GERMAINE THAT NEEDED TO BE ADDRESSED WITH THAT COMMITTEE. USER MAAT COMMENTS.

JUST A REMINDER WE HAD. I'M SORRY. FINALLY WRETCHED WEAR. WE HAD Y'ALL'S RESOLUTION WAS THAT THIS WAS TO COME BACK THAT WE'RE JUST HAVE OUR RESEARCH AND. STUFF AND INFORMATION BACK TO YOU ALL NO LATER THAN OCTOBER 6TH, SO I JUST WANTED TO REMIND YOU OF THAT IF WE NEEDED TO PUSH IT OUT TO THE OCTOBER 20TH AND WE WOULD NEED TOE. I'M IN THE RESOLUTION THAT WE HAVE TO DO SO. MIGHT I NEED TO PUSH OUT IF YOU'VE GOT 1000 AND 4 DAYS, 1000 COMMENTS. IT'S GONNA BE A LOT CODE THROUGH. OTHER COMMENTS. I TEND TO AGREE WITH CHARLIE. YOU KNOW, WE PUT PEOPLE WE ASKED PEOPLE TO SERVE ON THESE COMMITTEES. AND. THEY TAKE THEIR TIME THEY GO THROUGH THE PROCESS. THEY MAKE THEIR COMMENTS AND I COULD SEE WHERE THEY WOULD HAVE A QUESTION. IF WE'RE ON THIS BOARD, WHY CAN'T WE MAKE A RECOMMENDATION? AND I THINK IT'S IMPORTANT TO LISTEN TO THOSE PEOPLE. AND LET THEM HAVE THEIR OPINION VIEWED AND THEN WE'RE ULTIMATELY GONNA MAKE THE DECISION. BUT I AGREE WITH CHARLIE THAT WE NEED TO MAYBE CHANGE OUR MISSION. IF WE ARE TO DO THAT, THEN WHAT WE NEED TO DO, OF COURSE, IS BRING THE RESOLUTION BACK, PUT IT ON THE AGENDA AND WILL WILL AMEND IT. YEAH. WHAT. WHATEVER ONE SAYING HERE I KNOW THIS IS A TOUGH SUBJECT. IT GETS TO THE POINT WHERE WE WHAT ARE WE PUSHING UP? WE'RE MOVING IN WITH AN AGENDA, BUT. FROM THE MESSAGE THAT I GET FROM THE COMMITTEE IS THE SAME THINGS.

WHAT COUNSELING, FRANKLIN SAID. PHILLIPS HAS SAID THEY WANTED TO FEEL LIKE THEY GAVE US SOMETHING AND NOT JUST DID SOMETHING. SO ANYWAY, THAT IF THAT MAKES ANY SENSE. YOU KNOW THAT THE LAST MEETING AND YOU KNOW, TWO THINGS I WAS IMPRESSED WITH WAS THE DEPTH OF CONVERSATION AND NO. WELL, PEOPLE VOICED THEIR OPINIONS. I MEAN, JUST. YOU KNOW THERE WAS, YOU KNOW THE NUMBER OF WHAT I WOULD CALL TENSE MOMENTS WERE FAIRLY SMALL AND SO ANYWAY, JUST KUDOS TO THE GROUP FOR. FOR HANDLING THEMSELVES THAT WAY. AND FOR THINGS, MR STUART WAS THE. MODERATOR HE DID A PHENOMENAL JOB MODERATING. SO YOU THOUGHT ABOUT THIS OVER THE WEEKEND? AND, UM SO MY, MY THOUGHT WOULD BE CERTAINLY. I DON'T WANT TO DISMISS THE FEELINGS OF THE FOLKS THAT FELT LIKE THEY NEED TO KNOW THEY NEED TO. HAVE THEIR SERVICE,

[01:10:01]

COMPLETE BY MAKING A RECOMMENDATION. YOU KNOW, THERE'S JUST A COUPLE OF THINGS SO YOU KNOW NUMBER ONE WAS ANYONE'S, YOU KNOW, MAYBE ONE THAT I COULD DETECT WAS ANYONE'S MIND REALLY CHANGED ON THE COMMITTEE. WHAT WE ASKED THEM TO DO WAS RESEARCH AND PRESENT POINTS OF VIEW. BUT I DON'T KNOW THAT THERE WERE A LOT OF. FOLKS THAT MAYBE DIDN'T COME IN WITH A WITH A CERTAIN BENT, AND SO IT'S LIKE YOU WERE MINDS REALLY CHANGED. AS A RESULT OF ALL THAT DISCUSSION, I JUST DON'T KNOW. SECOND, SO LET'S SEE THE GROUP MAKES AH, RECOMMENDATION TO US AND THEN WE DECIDED AGAINST IT. YOU KNOW, IS THAT LESS VALIDATING THAN NOT ASKING FOR A RECOMMENDATION WOULD BE MY BE MY THOUGHT. AND YOU KNOW, IN THINKING ABOUT THE WAY WE ALL KIND OF MAKE. DECISION'S UP HERE. YOU KNOW, WE HAVE NO SHORTAGE OF PEOPLE, DEPENDING ON THE DEPENDING ON THE ITEM. YOU WANT TO SHARE THEIR OPINIONS AND MAKE RECOMMENDATIONS TO US. BUT, YOU KNOW, I THINK GENERALLY, WHAT WE DO IS WE TAKE ALL OF THAT INPUT, AND THEN WE JUST DECIDE. YOU KNOW WHAT'S IN THE BEST INTEREST OF THE CITY. AND SO EVEN IF SOMEONE OR EVEN IF THE GROUP WERE TO MAKE A RECOMMENDATION, YOU KNOW IS THAT GOING TO SWAY US FROM DOING WHAT WE NORMALLY DO, WHICH IS REVIEW ALL THE AVAILABLE DATA AND TRY TO COME TO THE BEST. OPINION THAT WE CAN. I DON'T THINK IT WILL. SO YOU KNOW, MIGHT END AGAIN CONSENSUS RULES. BUT YOU KNOW, MY THOUGHT WOULD BE I WOULD LOVED I THINK WHEN THE OTHER ITEMS ACCOUNTS MINT HOPES TALKED ABOUT IS HAVING A REPRESENTATIVE. PERHAPS MAYBE BOTH. PREVAILING POINTS OF VIEW, COME AND MAKE A PRESENTATION TO US AND. HONESTLY, I WOULD SAY, YOU KNOW THE THREE MINUTE LIMITS OFF WE NEED BUT SOME WOMEN ON BUT I WOULD LOVE TO HEAR THE RESEARCH AND WHAT. BUTTRESSES THEIR POINT OF VIEW ON THE COMMITTEE. SO THAT'S WHAT I THOUGHT. BUT I WOULDN'T WANT A RECOMMENDATION. I WOULD JUST WANT TO GO IN DEPTH REVIEW. WHAT THE.

COMMITTEE HAS DONE THAT WAS CALLED THE WRONG NAME. AND I WOULD SAY WITH THE KIND OF A STRAW POLL THAT THEY TOOK ABOUT SEVEN WERE IN FAVORITE OF KEEPING IN PLACE. NOW, THAT MAY HAVE BEEN, YOU KNOW, INCLUDING SOME INTERPRETIVE SIGN INTO DOING SOMETHING YOU KNOW TO AUGMENT THE STATUE KEEPING IN PLACE AND THEN FOUR MEMBERS WERE FAVORED OF, YOU KNOW, REMOVING IT COMPLETELY. EITHER PUTTING IT SOMEWHERE ELSE, YOU KNOW, FOR PUBLIC VIEW AND ANOTHER, YOU KNOW SOMEPLACE ELSE OTHER THAN SQUARE, BUT JUST TO GIVE YOU A LITTLE KIND.

THAT WAS WHAT THE STRAW POLL WAAS WAS 7 TO 4 ON KEEPING IN PLACE. I DIDN'T WANT TO MAKE ONE COMMENT. ABOUT THE ENTIRE PROCESS BECAUSE I'VE HEARD ON THE TELEVISION FROM OTHER PEOPLE. THAT AMERICA NEEDS TO HAVE A FRANK, HONEST AND OPEN CONVERSATION ABOUT RACE RELATIONS, AND I BELIEVE THEY DID THAT HERE IN MCKINNEY WHEN THEY HAD THAT MEETING, AND I WAS VERY PROUD THAT. THERE WAS COMMENTS MADE FROM A DIFFERENT RACES, MALE AND FEMALE ABOUT HOW THEY FELT ABOUT THIS, AND IT WASN'T ANTAGONISTIC. AND I THOUGHT THEY WERE HAVING THAT CONVERSATION. I WAS PRETTY PROUD THAT THAT WAS HAPPENING IN MCKINNEY, TEXAS, SO THANK YOU FOR DOING THAT. I WAS JUST SOMEONE MADE THE COMMENT THAT THAT THERE WAS NO SHORTAGE OF WHEN NO ONE WAS AFRAID TO EXPRESS THEIR OPINION. AND I WOULD ADD TO THAT THAT EVERYONE WAS VERY WILLING TO LISTEN TO THE OTHER OPINIONS. I MEAN, FOR WHAT IT'S WORTH. FROM MY PERSPECTIVE, I THOUGHT YOU'LL PICK SOME REALLY GREAT PEOPLE FOR THIS COMMITTEE AND JIMMY STEWART, WHO WHO SELECTED HIM. THIS ARE COUNCILMAN FRASER, BUT HE HAS DONE. REALLY GREAT JOB BEING THE CHAIR FOR THAT. SO THANK YOU FOR THAT. YEAH, YOU NOSE, COUNCILMAN PHILLIPS SAID THAT CONVERSATION MAYBE GOT A LITTLE HEATED, BUT YOU KNOW, EVERYBODY LISTEN TO ONE ANOTHER AND WHAT I TOOK HAVE TAKEN FROM IT IS THAT AFTER THE MEETING THE PEOPLE THAT MAYBE DISAGREE DURING THE MEETING THEY WERE TALKING TO ONE ANOTHER AFTER THE MEETING, AND THEY WERE. LEGK HEARTFELT CONVERSATIONS AND SO I THINK THERE GOES THAT OUTCOME. I THINK IT'S BEEN A REALLY GOOD EXERCISE FOR THE COMMUNITY AGAIN FOR WHAT IT'S WORTH FROM OUR PRESENT THERE.

WAS THAT WHOLE DESIRED. HAVE PEOPLE LISTEN. ONE ANOTHER RIGHT? AND I MEAN AGAIN UNDERSTAND? EVEN IF THEY DON'T AGREE, THAT'S RIGHT, THINKING PEOPLE ON THOSE IDEAS THAT YOU CAN TELL THAT THERE'S SOME PEOPLE THAT ARE, YOU KNOW THEY'RE NOT GOING TO BUDGE FROM THEIR VIEWPOINT, BUT AT LEAST THEY'RE WILLING TO CONSIDER. OTHER PEOPLE'S VIEWPOINTS, SO I THINK THAT'S THAT'S ALWAYS HELPFUL. IT'S MICHELLE. YEAH, I'VE HAD SOME. THAT'S TOTALLY DIFFERENT. VIEWPOINTS, I GUESS WATCHING THE MEETINGS. I DIDN'T WANT TO ATTEND THE MEETINGS AS TO NOT TO INFLUENCE OR. INTIMIDATE ANYBODY IN ANY WAY TO INFLUENCE THEIR DECISION MAKING WANTED TO ALLOW THEM TO BE FREE OF THOUGHT. MIND AND. NOT TO FEEL ANY KIND OF

[01:15:06]

INTIMIDATION TO HAVE AN ELECTED OFFICIAL OR ANYBODY THERE TO JUST GIVE THEM THEIR SPACE AND TIME. I WAS NOT IN FAVOR OF AN ONLINE SURVEY WHERE PEOPLE ARE NOT. ACCOUNTABLE FOR WHAT THEY SAY. PEOPLE ARE EMBOLDENED TO SAY WHATEVER THEY WANT TO SAY WHEN THEY DON'T HAVE TO PUT THEIR NAME OR FACE TO IT. TO SAY WHAT THEY WANT TO SAY. I DON'T KNOW WHERE THEY'RE COMING FROM. IT'S SHARED ON SOCIAL MEDIA. SO. PEOPLE FROM OTHER COUNTRIES OF THEIR CITIES.

OTHER STATES COULD CHERIEN AND TUNE IN. I FOUND THAT VERY PROBLEMATIC AND ON SCIENTIFIC.

I WASN'T IN FAVOR WITH THAT VERY FIRST MEETING WHEN THEY CAME OUT AND SAID THEY'RE NOT GOING TO GIVE A RECOMMENDATION. I THOUGHT THAT WAS COUNTER TO WHAT THE COUNCIL PROPOSAL. HE SET IT UP. SO I WAS A SHOCKER TO ME. I DIDN'T KNOW THAT THAT WAS. THE FRAMEWORK IN WHICH WE ESTABLISHED HIM THOUGHT THAT'S NOT WHAT WE SAID. WE WERE CREATING. SO THAT WAS THAT WAS DIFFERENT FOR ME. I FOUND A PROBLEMATIC WHEN MR KIMBLE FROM THE HISTORIC PRESERVATION BOARD, AS THEY'RE GIVING OPINIONS THAT WE'RE NOT HISTORIC. IN FACT AND. AND THEN WHEN QUESTION ABOUT JIM CROW LAWS AND BLACK CODE WAS VERY FLIPPING AND FACETIOUS IN HIS RESPONSE, IF YOU'RE GONNA BE. HISTORICAL THAN YOU HAVE TO KNOW THE HISTORICAL FACTS. I FOUND THAT PROBLEMATIC. UM, IF YOU'RE REPRESENTING THE HISTORIC PRESERVATION, YOU SHOULD KNOW THE HISTORY OF THOSE THINGS AND NOT JUST A CERTAIN HISTORY. ON A PROBLEMATIC THAT EVERYONE'S GIVING KUDOS TO MR JIMMY STEWART, BUT HE'S ATTACKING EVERYTHING DEMOCRATIC ABOUT THIS. EVERYTHING OUT OF HIS MOUTH IS AN ATTACK ON DEMOCRATS.

WHEN THIS IS A NON PARTISAN HAS NOTHING TO DO WITH ONE OR THE OTHER. I FIND THAT PROBLEMATIC.

NOBODY IS TALKING ABOUT THESE THINGS. WE'RE SUPPOSED TO BE TALKING ABOUT THIS. THIS THROCKMORTON STATUE. SO FROM MY VIEWPOINT, I FOUND A LOT OF THINGS PROBLEMATIC ABOUT THIS PROCESS. A LOT OF THINGS THAT I HEAR IS LET THE MAJORITY SO WE'RE TALKING 74. WE'RE TALKING ABOUT CASTING A VOTE OR RECOMMENDATION. THESE ARE THE VERY SAME THINGS THAT CAST THIS STATUE IN THE FIRST PLACE, A MAJORITY A CITY THAT IS 70% WHITE. IF WE LET THE MAJORITY RULE THAT WE KNOW THE OUTCOME. WHAT LANDED US HERE IN THE FIRST PLACE THAT WOULD LET SLAVERY GO ON IN THE FIRST PLACE. SO HOW DO WE CHANGE THAT? IN A SYSTEM WHERE THE MINORITY IS HURTING AND THE MAJORITY THEY STILL THE MAJORITY. I DON'T KNOW THE ANSWER. I DON'T HAVE THE ANSWER. WHAT IF WE'RE JUST GOING TO LET THE MAJORITY RULE THEN THERE'S NO POINT EVEN HAVING THIS PROCESS IS NO POINT IN WASTING ANY MORE TIME OR KICKING A CAN DOWN THE ROAD FOR A FEW MORE WEEKS. LET'S JUST LET THE MAJORITY CONTINUE TO RULE. SO, UM. AGAIN THE MAJORITY RULES ON THIS COUNCIL AS WELL. SO THE CONSENSUS WILL BE WHAT THE CONSENSUS IS. BUT IF WE'RE JUST GOING TO CONTINUE ON WITH THE SAME PROCESS THAT WE'RE GOING TO CONTINUE TO GET THE SAME RESULTS THAT CAN'T BE GOOD FOR US. NO MORE COMMENTS SO NO ONE WERE WHAT'S WELL RULE IS IT HAPPENS ON COUNCIL. SO THE DECISION THAT COUNSEL MAKES US WHAT WILL RULE. I'M NOT. NOT NOT EVEN WHAT THE COMMITTEE. INCLUDES A MAJORITY AND NOT AND THERE'S NOT A CITY WIDE VOTE ON THIS SO IT WILL FALL ON THE LAPS AND SHOULDERS OF COUNSEL HERE. WITH REGARD TO THE RECOMMENDATION. COUNCILMAN PHILLIPS SAID HE FEEL ABOUT THOSE WHO EXPRESSED. WANTING TO HAVE A RECOMMENDATION. HOW DO YOU FEEL ABOUT A RECOMMENDATION FROM BOTH SIDES? HAVING NO INCLUDED ALTERNATIVES BECAUSE I WANT TO HEAR ALL POINTS. YEAH.

SO I THINK THAT THAT WOULD BE BENEFICIAL IS TO HEAR THE. SEE THE RECOMMENDATION FROM THE TWO VIEWS NOW, OFCOURSE THEY'RE OBVIOUSLY THERE'S GOING TO BE CAVEATS TO EACH VIEW OF SOMEONE, THOSE WHO WANT TO REMOVE IT. I'M SURE THERE ARE DIFFERENCES OF OPINION. I'VE HEARD DIFFERENCES, OPINIONS TO WHERE IT SHOULD BE MOVED TO THOSE WHO WANT TO KEEP IT THERE VERY, VERY IN OPINIONS AS TO WHAT WOULD ACCOMMODATE OR WHAT WOULD ACCOMPANY THE STATUE AND IN MANY CASES UM IF IT STAYED SO. I THINK I THINK THAT COMMITTEE IS CAPABLE OF GIVING US THE TWO PRIMARY. EVENTS, RECOMMENDATIONS KEEPING AND LEAVING AND WHAT AND WHAT? EACH OF THOSE WHO LOOK AT LIKE. I THINK WE'D GET THAT NO MATTER WHAT. WHEN THEY PRESENT WE'RE

[01:20:05]

GOING. WE'RE GOING TO KNOW THAT SO. MAKING IT FORMAL TOE WHERE WE'RE ASKING THEM FOR A RECOMMENDATION FROM FROM THE TWO VIEWPOINTS. THAT AGREEABLE TO EVERYBODY DISAGREEABLE THAT'S AGREEABLE. SO WE'LL NEED TO BRING THAT NEXT WEEK'S MEETING. THE RESOLUTION WILL WILL AMEND IT TO REQUEST THAT THE COMMITTEE. I WORK. ALL RIGHT. THANK YOU, MARC. YOU, MISS MAYER. RIGHT? COUNCIL LIAISON UPDATES. IS THERE ANY. THE ONE HAS WILL START. MR
