[PUBLIC COMMENTS ON AGENDA ITEMS (For Non-Public Hearing Agenda Items)]

IT'S SORT OF BUSINESS. PUBLIC COMMENTS ON AGENDA ITEMS EASIER FOR NON PUBLIC HEARING AGENDA ITEMS. I WILL CALL YOUR NAMES. SEAN HOW AND WHEN YOU COME UP IF YOU WILL STATE YOUR NAME AND ADDRESS FOR THE RECORD, YOU HAVE THREE MINUTES TO SPEAK. I THINK YOU KNOW THAT ON UP TO YOUR LEFT WILL BE A COUNTER AND GIVE YOU A 32ND. GO TO YELLOW WARNING AND THEN A RED FIVE SECOND MORNING. GOOD EVENING. MY NAME IS SHAWN. HOW I AM.

RESIDENT OF MCKINNEY, 42 09 HAWKINS DRIVE. KENNY, TEXAS. I SERVED ON AS A CHAIR ON THE 2020 CENTS IS COMPLETE COUNT COMMITTEE. THE FAITH BASED UH, SUBCOMMITTEE UM REMARKS ARE YOUR RESPONSE MATTERS. CURRENTLY ALWAYS SINCE WE ARE AT 70 LITTLE OVER 73.8% A PERCENT COMPLETED IN TERMS OF THE NUMBER OF PEOPLE WHO HAVE COMPLETED THE CENSUS. WE HAVE UNTIL SEPTEMBER 30TH TO GET EVERYONE COUNTED SO WE CAN SEE OUR FAIR SHARE OF GOVERNMENT RESOURCE IS ALLOCATED TO OUR CITY. SENSES CAN SHAPE MANY DIFFERENT ASPECTS OF OUR COMMUNITY SINCE HIS RESULTS HELP DETERMINE HOW BILLIONS OF DOLLARS IN FEDERAL FUNDING FLOW INTO STATES AND COMMUNITIES EACH YEAR. HEALTH CLINICS, FIRE DEPARTMENT SCHOOLS, ROADS AND HIGHWAYS. RESULTS DETERMINED HOW MANY SEATS IN CONGRESS EACH STATE GETS. YOUR HELP MATTERS GET INTO COMPLETE AND ACCURATE COUNT 2020 REQUIRES EVERYONE'S HELP. SPREAD THE WORD. 2020 CENTS IS MORE THAN A POPULATION COUNT. IT'S AN OPPORTUNITY. TO MAKE SURE THAT WE ARE ABLE TO ACHIEVE THE GOALS THAT WE NEED FOR OUR CITY'S GROWTH. SEOUL SINCE HIS SUNDAY. SAVE THE DATE.

SEPTEMBER 20TH. WE'RE ASKING ALL CHURCHES. AND ALL FAITH ORGANIZATIONS TO MAKE ANNOUNCEMENTS TO PARTICIPATE IN HELPING GET EVERYONE IN MCKINNEY COUNTY. WANT TO SET THAT DATE ASIDE TO TALK WITH OUR NEIGHBORS AND CHALLENGED THEM TO DO THEIR CIVIC DUTY AND GET COUNTED. THANK YOU. YOUR TIME. THANK YOU. MATT MOORE. OKAY. PATRICK. GERMAN. TALK ABOUT THE CENSUS, TOO, BUT A BIT MORE VISCERAL WAY. REWIND THE CALENDAR TO YOU TWO WHEN YOU WERE EIGHT YEARS OLD. WITH THANKSGIVING TABLE, THE PIE COMES OUT. LOOK AT THAT PIE.

NOW THERE'S YOUR FAIR SHARE OF PIE. THERE'S NO MATTER HOW YOU WANT. NO, YOU'RE NOT GOING TO GET WHAT YOU WANT. YOU HOPE TO GET YOUR FAIR SHARE. THE CHANCES OF MCKINNEY GETTING THEIR FAIR SHARE, IN MY ESTIMATION FROM THE 2020 U. S CENSUS IS ABOUT ZERO. BECAUSE OUR POPULATION IS GOING TO BE X IN 2020 CALL IT 200,000. WHAT'S IT GONNA BE IN 2030? 2 83 100.

ROADS, HOSPITALS. ALL THIS STUFF RELY ON THE SENSES. DOWN. THERE'S CONCERN ABOUT THE CENSUS HAVING DATA THAT MAY. COMPROMISE ONE. THERE'S NONE IN THERE. I TOOK IT. IT'S FIVE MINUTES. HOW MANY FOLKS IN HER HOUSEHOLD? THE MOST BENIGN QUESTIONS, NO CITIZENSHIP QUESTIONS. NOTHING. WHAT I WOULD ASK EVERYONE TO CONSIDER THIS FOR MCKENNA RESIDENCE OF OUTLIVED MCKINNEY. I DON'T CARE. BUT IF BUT IF YOU'RE A MCKINNEY RESIDENT, COMPLETE CENSUS. HELP YOURSELF HELP YOUR FAMILY. THERE IS A FEDERAL PIE. IT IS GOING TO BE DIVIDED. THIS WILL NOT INCREASE YOUR TAXES. IT'S HOW MUCH REVENUE FLOWS TO MCKINNEY. THAT'S ALL WE'RE DOING. LET'S BE SELFISH FOR MCKINNEY AND FILL THAT THING OUT. THANK YOU. MAKES SENSE.

VERY RARE. THANK YOU. LARRY PRAYER. I LIVE AT 16 0, A CROWN POINT ROAD. MCKINNEY, OF COURSE, AND I AM ON THE CENSUS COMMITTEE. I AM THE CHAIR OF THE SUBCOMMITTEE FOR PUBLIC RELATIONS. CAN I HAVE A COURT HERE AS WELL? SO MY ROLE TODAY HERE SPEAKING TO YOU IS. LET'S

[00:10:11]

MAKE THIS OVER THE FINISH LINE. WE HAVE. WEEKS TO GO BEFORE ME MORE WEEKS AGO. SO WELL THOUGHTS, MIKE. DON'T MAKE ANY RESIDENTS. FULLER. COUNSEL. GRIMES. MADAM SECRETARY. WE HAD THE FINAL COUNTDOWN OF CENSUS 2020. I'VE BEEN HONORED TO SERVE ON THE MCKINNEY COMPLETE CALM COUNT COMMITTEE WITH A GREAT GROUP OF RESIDENTS BUSINESS COMMUNITY ON HIS LEADERS AND CITY EMPLOYEES. FOR THE PAST FEW CITY COUNCIL MEETINGS AND COMMUNITY EVENTS, SOME APPEAL. HAVE COME OUT ENCOURAGING MINE ALL SENT RESIDENTS TO COMPLETE THE COMPLETE ACCOUNT FOR. YOU MIGHT CONSIDER ME A VETERAN, AND SOME HAVE TOLD ME THAT I GOT FOR PUNISHMENT BECAUSE I'VE SERVED ON THE SAME COMMITTEE BACK IN 2010. AND I WAS HAPPY TO RETURN TO BE ASKED HER TO AND THEN RETURN. I WANT TO SHARE AS TO WHY SENTENCE 2020% PARTICIPATION IS IMPORTANT TO ME AND TO MY FAMILY. BUT DECADES THESE HISTORIC CENSUS COUNTS HAVE PROVIDED VARIOUS RESOURCES TO MCKINNEY AND OTHER CITIES. WHICH I NOW. WHICH YOU USED TODAY TO PROVIDE BASIC INFRASTRUCTURE SERVICES TO ALL EXPECT TRICKS THAT ESPECIALLY TO THOSE IN MOST NEED. WE OWE IT TO FUTURE GENERATIONS TO IN SIMILAR MANNER BY PAYING IT FORWARD. JUST A FEW MINUTES OF YOUR TIME TO COMPLETE THE FORM. INCLUDING MEANING COUNTING.

EVERY PERSON IN THE HOUSEHOLD. SPECIFIC MY PERSONAL REWARD. I CAN JUST RELATE TO TWO QUICK EXAMPLES BACK ABOUT 19 YEARS AGO, I HAD TO MAKE A CALL. 911 CALL AROUND TO IT, TOO. IN THE MORNING AND WITHIN THREE MINUTES YOU AND SHOWED UP. THEY TOOK CARE OF THE EMERGENCY AT MY HOUSE. FEW DAYS LATER VIEW ABOUT WELL, NORMAL. THAT WAS JUST AMAZING TO SEE THAT.

SIMILARLY MY OLDEST SON GOT A FULL SCHOLARSHIP. GO PLAY LACROSSE, AND HE WASS. HE GOT ACCESS TO ALL THE PARKS AND REC. INFRASTRUCTURE OF THE CITY, WHICH ALL BENEFICIARIES FROM THESE FUNDS ONE WAY OR THE OTHER DIRECTLY OR INDIRECTLY, SO EVERY FAMILY ONE WAY THE OTHER OVER THE COURSE OF THEIR LIFE BENEFITS FROM THIS, WHETHER IT'S MEDICAL EMERGENCY, WHETHER IT'S PARKS AND REC AND OTHER FACILITIES OF CITIES. SO IT IS. I'LL REPEAT WHAT PATRICK SAID. IT ISN'T. FORTON INCREDIBLY IMPORTANT TO GET ACCESS TO THOSE FUNDS THAT'S SORT OF FREE MONEY. SO WILL YOU SUPPORT. WILL YOU SUPPORT MAKE A DIFFERENCE? ABSOLUTELY.

LASTLY, I DON'T WANT TO GO ANY FARTHER. DON'T TAKE ONE. TWO SECONDS TO RECOGNIZE. EITHER.

SHE HAS DONE A YEOMAN'S JOB AND LEADING THIS. IT IS VERY, VERY COMPLEX AND A LOT OF MONEY IS GOING TO COME INTO THE CITY AND IT WILL BE BECAUSE OF YOU. CLAIRE. EXCITING IS CONSENT

[CONSENT AGENDA]

AGENDA. THE ZONES CONSISTS OF NON CONTROVERSIAL HOUSEKEEPING ITEMS REQUIRED BY LAW. ADAMS MAY BE CONSIDERED INDIVIDUALLY BY ANY COUNCIL MEMBER MAKING SUCH REQUEST PRIOR TO EMOTION AND VOTE ON THE CONSENT ITEMS. SIR, AN ITEM THAT ANYONE WOULD LIKE TO PULL DOWN. 0-07 19.

2070792 ANY OTHERS. IF NOT ENTERTAIN A MOTION. TO PROVE THE BALANCE TO PROVE THE BALANCE OFTHE 20 DESTINY, OR 7 19. ONE SECOND CAST YOUR VOTES. FRANKLIN. KONSTANTIN WELL, AND MAYOR. I NEED TO RECUSE MYSELF ON THIS DISCUSSION. SO I, UM DON'T GET ONE, BUT YES. WHAT.

ALL RIGHT, SO GO. A 200792 CONCERN ACT ON A RESOLUTION APPROVING FUNDING

[Consider/Discuss/Act on a Resolution Approving Funding Recommendations under the Fiscal Year 2021 Community Support Grant]

RECOMMENDATIONS UNDER THE FISCAL YEAR 2021 COMMUNITY SUPPORT GRANT. IT'S MICHELLE.

[00:15:01]

YOU PULLED THAT DOWN? YES SIR. WE HAD QUITE A BIT OF DISCUSSION ABOUT THIS ITEM. IN WORK SESSION, SO IT'S NOT MUCH TO GO OVER. ANY DIFFERENT. BUT SINCE WE HAVE A ROOM FULL OF PEOPLE THAT WEREN'T HERE DURING THE DISCUSSION. AND PULL UP THIS PRESENTATION, MADAM SECRETARY. PDF. OR ME? POSE ALLOCATIONS. THANK YOU. HERE YOU CAN SEE. HIGHLIGHTED $20,000 TO LINE ITEMS. $20,000 TO LINE ITEMS HERE FOR THE CITY. TOTAL OF $40,000 HIGHLIGHTED FOR THE CITY. AS A NON PROFIT ORGANIZATION TO PROGRAMS THAT I THINK ARE GREAT. I THINK THAT $40,000. TAKES AWAY FROM OTHER NONPROFITS IN THE CITY. SO I'M ASKING THAT WE SET ASIDE THAT $40,000 TO THE NON PROFIT OF THE CITY. INCREASE THIS BUDGET BY $40,000 SO THAT WE CAN SUPPORT OTHER NONPROFITS. IN THE CITY THAT CAN CONTINUE TO WORK IN OUR COMMUNITY. SO I PULLED THIS ITEM. NOT MAKE A MOTION THAT WE INCREASE THE BUDGET. OF THE COMMUNITY SUPPORT GRANTS PROGRAM BY $40,000. STIPULATING THAT THE CITY OF MCKINNEY KEEP THEY'RE $40,000. SPECIFIC TO THOSE TWO PROGRAMS. THAT WE INCREASE THE BUDGET $40,000 TO SUPPLEMENT THAT. SO THAT YOU MADE A MOTION. IS THERE A SECOND ON THE MOTION? MOTION FAILS TO GET A SECOND. JUST JUST. NOT THAT YOU STATED ANYTHING AND CORRECTED. STATED CONCISELY BUT FOR JUST GET A LITTLE CURT BECAUSE SOMEONE HEARING THAT MAY NOT HAVE MAY HAVE THOUGHT THAT THAT MEANT THAT $20,000 IS GOING TO THE CITY AND I KNOW YOU KNOW. JUST FOR CLARITY'S SAKE FOR EVERYONE ELSE, THAT THAT 20,000 BOTH LINE ITEMS ARE A PROGRAM THAT THE CITY HAS THAT THAT MONEY GOES OUT INTO THE COMMUNITY. SO IT'S NOT THAT THE CITY FOR ANYONE THAT THOUGHT. THE CITY WAS RECEIVING THE GRANT MONEY. IT'S FOR THE CITY TO DISPERSE IN THAT IN THE PROGRAM THAT THEY WE HAVE. FOR BOTH EMERGENCY WATER UTILITY ASSISTANCE AND FINANCIAL ASSISTANCE AND SECURITY DEPOSITS. SO THAT MOTION DID NOT HAVE A SECOND. IS THERE ANOTHER MOTION? I JUST WANT TO MAKE A COMMENT IF I MAY EARLIER IN THE WORK SUCH AND I WAS ARGUING WITH COUNCILMAN SHIM WELL, USING THE WRONG PROCEDURE FROM THE WRONG MEETING AND REALIZED DURING THAT MEETING, I'D EVEN PRESSED THE WRONG AGENDA ITEM, SO I WAS ARGUING WITH YOU ON WRONG AGENDA. ADAMA'S WELL, JUST ONCE SAY I APOLOGIZE FOR THAT ARGUMENT, MR KIMMEL. IT'S ALL RIGHT. COUNCILMAN PHILLIPS. I APPRECIATE IT. AND I THINK ALSO JUST TO BE FAIR ON DISCUSSION. EARLIER ONE OF THE ONE OF THE MAIN ITEM SAYS. TO SAY THERE WAS GOING TO PULL $40,000 FROM THE BUDGET FROM THE GENERAL FUND. THAT MEANS I HAVE TO ASK HIM OFF OF SOMETHING ELSE OR AWAY FROM SOMETHING ELSE. AND SO I THINK THERE IS SOME CONCERN THAT THAT IN A QUICK MOTION WERE NOT ABLE TO JUST.

SAY WE'LL TAKE IT FROM THE GENERAL FUND THAT THAT WE NEED SOME FURTHER DISCUSSION TO IDENTIFY IF WE WERE TO DO THAT. WHERE WOULD WE? WHERE WE TAKE THAT 40,000 FROM OR HOW WOULD WE? SO IT'S. THE LACK OF A SECOND. I DON'T THINK SPEAKS TO LACK OF DESIRE TO. PUT MORE MONEY IN THE COMMITTEE. IF NEEDED. IT'S AS MUCH NOT UNDERSTANDING WHERE THAT MONEY WOULD COME FROM THE MOMENT. HERE. I WISH TO. PUSH UP THAT WILL PROVE THIS ITEM. OKAY FOR A SECOND. IS CASTRO VOTES. THIS TIME. IT'S. LITTLE EVEN FOR THOSE WHO ARE NOT HERE EARLIER, WE FORGOT TO CALL BACK MR. CONSUMMATE ELLIOTT AFTER THAT ITEM. I SAID BACK THERE PATIENTLY WAITING FOR US AS WE WANDERED THROUGH OTHER ISSUES. RIGHT WE NOW MOVE TO THE

[Conduct Second Public Hearing to Consider/Discuss/Act on the Adoption of the Budget Appropriation Ordinance for FY 2020-21]

REGULAR AGENDA. PUBLIC HEARING ITEMS. 20080 TO CONDUCT SECOND PUBLIC HEARING TO CONSIDER DISCUSS ACT ON THE ADOPTION OF THE BUDGET APPROPRIATION ORDNANCE FOR FISCAL YEAR 2021.

THIS WILL REQUIRE A ROLL CALL VOTE VOTE, BELIEVE. GOOD EVENING, BARRY COUNCIL TONIGHT IS THE CULMINATION OF A LONG SUMMER OF BUDGET DELIBERATIONS. THE NEXT FOUR ITEMS ARE OUR BUDGETARY RELATED THE FIRST ITEM THAT WE'RE BETTER TOE HAVE IS THE BUT THE FINAL PUBLIC

[00:20:01]

HEARING ON THE BUDGET. THERE WERE TWO REQUIRED PUBLIC HEARINGS. THIS IS THE SECOND OF THOSE, UM. AND THERE WAS ALSO A BUDGET PUBLIC INPUT SESSION THAT WE DID EARLIER IN THE YEAR. AFTER THAT, WE WILL MOVE TO A TWO TO FORM FORMULA TAX WRITE VOTES ON AND THEN FINALLY, WE WILL DO THE FEE ORDINANCE FOR THE YEAR. WITH THAT I'LL RUN THROUGH A COUPLE OF QUICK SLIDE OF THE SAME PRESENTATION THAT YOU SAW THE LAST ONE. BUT FOR ALL OF THOSE IN ATTENDANCE RUN THROUGH SOME OF THE HIGHLIGHTS OF THE FISCAL YEAR 21 BUDGET. WITH THE 21 BUDGET. WE ARE PROPOSING TO DECREASE THE PROPERTY TAX RATE AND ADOPT A NO NEW REVENUE RATE. OUR SALES TAX IS STRONG, BUT THERE ARE SOME HEADWINDS AND SOME OF OUR OTHER REVENUE SOURCES THAT WE'VE TALKED ABOUT THAT SUMMER WITH BUILDING PERMITS AND OUR FRANCHISE PHASE. WE ARE GOING TO PROVIDE A MARKET STUDY JOE ADJUSTMENT FOR ALL GENERAL GOVERNMENT GOVERNMENT EMPLOYEES. IT'S NO STEP INCREASE FOR FISCAL YEAR, 21, BUT THERE IS A COST OF LIVING ADJUSTMENT AT 1.5. THE PLAN'S STEPPED IN STEP INCREASES FOR SWORN PERSONNEL THAT ARE CONTRACTUALLY REQUIRED OR IN THE BUDGET. WE'RE GOING TO CONTINUE FUNDING OUR LONG TERM STREETS RECONSTRUCTION PLAN OUT OF THE GENERAL FUND. WE ARE PLANNING FOR A DEFICIT IN THE APEX AND OUR FUND. AND WE ARE HAVE WE DO HAVE IN THE BUDGET, SOME MODEST STAFFING PROPOSED. THE GENERAL FUND REVENUES FOR FISCAL YEAR 21 OR PROPOSED IT ABOUT $159 MILLION.55 PERCENT OF THAT IS PROPERTY TAX. BALANCED BUDGET IS REQUIRED BY OUR OUR FINANCIAL POLICIES AND MY CHARTER. THIS WILL GIVE YOU THE BALANCED BUDGET. THE EXPENDITURE SIDE WITH AH $159.3 MILLION WITH FIRE AND POLICE BEING ABOUT 47% OF THE PROPOSED BUDGET. WE ARE ADDING ABOUT 14.5 LEFTIES TO THE GENERAL FUND FOR FISCAL YEAR 21 THOSE WOULD BE HIRED AFTER JANUARY 1ST. A CZ. YOU CAN SEE WE HAVE TWO IN GENERAL GOVERNMENT. ONE IN HUMAN RESOURCE IS ONE IN FINANCE. UH WE HAVE SIX IN THE POLICE DEPARTMENT THREE AND FIRE. AND THEN NONE IN PUBLIC WORKS TO EDIT AND DEVELOPMENT SERVICES, BUT ONLY ONE OF THOSE IS IN THE GENERAL FUND AND THEN SOME MODEST STAFFING IN PARKS AND LIBRARIES. I LIKE TO SHOW THIS LOT. WE HAVE A VERY, VERY LARGE CAPITAL IMPROVEMENT PROGRAM FOR THE NEXT FIVE YEARS. IT'S OVER A BILLION DOLLARS. NOW, THIS IS NOT ALL DEBT FUNDED HAS ALWAYS MENTIONED, BUT WE DO HAVE THE $350 MILLION BOND PROGRAM THAT WE'RE CURRENTLY WORKING THROUGH. THE'S SOME OF THE MAJOR PROJECTS THAT ARE ON TAP FOR FISCAL YEAR. 21 NOT ALL OF THESE WILL BEGIN IN FISCAL YEAR, 21, BUT THESE WERE THE ONES THAT ARE CURRENTLY BUDGETED AND WE WILL, AS WE GET CLOSER TO TIME TO SELL BONDS OR. OR BEGIN THOSE PROJECTS. SOME OF THESE CONCETTA, WE DO THAT EVERY YEAR. ON THE WATER AND WASTEWATER SIDE. WE'RE GOING TO CONTINUE OUR WATER LINE REPLACEMENT PROGRAM. UH, ONCE AGAIN MODEST, SUPPLEMENTALS NEW REQUEST FOR FISCAL YEAR 21, BUT BUT THERE IS AN ADDITION OF A NEW SERUM MAINTENANCE REPAIR CREW AND. IT'S THE C'MON PROGRAM, EYES GOING TO CONTINUE WITH YOUR 21 INTO PERPETUITY.

ON THE WATER AND WASTEWATER RATES, NO WATER RATE INCREASE THIS YEAR NOR TEXAS WATER DISTRICT IS NOT PASSING ON A RATE INCREASE THIS YEAR. THEREFORE, WE WILL NOT RAISE OUR, UH. OUR WATER RATES. HOWEVER, THERE IS GOING TO BE A MODEST 5.5% INCREASE ON WASTE WATER RATES. UH AND YOU WILL PASS THAT DURING THE THREE ORGANS PORTION OF THE BUDGET THIS, UH, THIS EVENING. TONIGHT YOU KNOW, WE ALWAYS HAVE THE UPCOMING EVENTS. THIS IS THE LAST ONES. THE FOUR ITEMS THAT ARE BEFORE YOU WITH THAT. THAT'S ALL I HAVE ON THE FORMAL PRESENTATION. I'LL BE HAPPY TO TAKE ANY QUESTIONS AND THEN YOU HAVE THE PUBLIC HEARING. WELL, WE COULD GO BACK TO THE FIRST SLIDE, PLEASE. THAT FIRST THING SAY. I BELIEVE IT SAYS DECREASE THE PROPERTY TAX RATE AND ADOPTING NO NEW REVENUE. TALKING TO THE MICRO LOUDER.

THAT QUESTION A LOT SO. IT WOULD BE THE FIRST TIME IN HISTORY THAT A MONSTER HERE THAT THAT HAS BEEN ADOPTED THANK YOU FOR INDULGING ME. ANYONE HAVE QUESTIONS? IF I HAVE A STATEMENT, I MEAN, WE GOT A LOT OF EMAILS ABOUT ASKING, MAKING SURE THAT WE WOULD SUPPORT OUR POLICE AND FIRE DEPARTMENTS AND NOT DEFUND ANYTHING. AND SO I'M HAPPY TO SAY THAT WE'VE ACTUALLY INCREASED THE. THE FUNDING FOR POLICE AND OUR FIRE. SO, UH, THANK YOU FOR THAT. AND THIS IS A PUBLIC HEARING. SO IF THERE'S ANYONE, I DON'T SHOW ANYBODY

[00:25:04]

CHRIS, DO YOU HAVE ANYBODY? IS THERE ANYBODY WHO WOULD LIKE TO SPEAK TO THIS ITEM? I'M ON A PUBLIC HEARING. THIS IS A PUBLIC HEARING. IF YOU LIKE TO SPEAK TO THIS SPEAKING TO THIS ITEM. GOOD EVENING. MONEY WAS DOSH FOR MARIA LEVEL 176 TO LAKE ROAD UNDER SEVEN TO SAY IT'S SOMEBODY THAT COMES FROM A TOWN WHERE YOU KNOW THE INCOME STREAMS AND OUR DIVERSIFICATION OF HOW WE GAIN OUR MONEY. IT'S REALLY HEAVILY RELIANT ON MY PROPERTY TAXES AND SO TO SEE A COUNCIL THAT OVER THE LAST FEW YEARS IS REALLY CAME TOGETHER ON IS CONTINUOUSLY. NOT ONLY LOWERED THE TAX RATE, BUT IN THE SAME TIME, LIKE INCREASED SERVICES AND PROVIDED BETTER SERVICES TO THE RESIDENTS IN WHICH THEY SUPPORT. I JUST WANT TO COME OUT AND ACKNOWLEDGE THAT I SEE THAT IN YOUR BUDGET, AND I SEE THE WAY THAT JOB AS A COUNCIL HAVE COME TOGETHER TO DIVERSIFY THOSE STREAMS OF REVENUE. AH, AND ALSO TO JUST. L SAID LOWER THE TAX RATE YEAR AFTER YEAR AND ALSO TO HIT NO NOON. REVENUE RAPE. I MEAN, THIS YEAR IS JUST REALLY IMPRESSIVE AS IT COUNCIL TO DO THAT, SO I WANT TO ACKNOWLEDGE. WELL, THANK YOU FOR DOING THAT.

THANK YOU. THANK YOU, JOSH. RIGHT. WOULD THAT TAKE A MOTION TO CLOSE THE PUBLIC HEARING? I'M SORRY. SORRY ABOUT THAT. I DID NOT SEE YOU. I'M ELIZABETH. MICHEL. I LIVE IT 62 05 EQUAL STONE DRIVE. I JUST I JUST WANTED TO CLARIFY BECAUSE DEFUND THE POLICE IS SUCH A HORRIBLE TERM, HORRIBLE STATEMENT. DEFUND THE POLICE TO ME AND MOST PEOPLE DOESN'T MEAN.

LET'S TAKE RESOURCE IS AWAY FROM THE POLICE DEPARTMENT. I MEAN, FOR THE MOST PART. WHAT I THINK PEOPLE ARE SAYING IS THAT OUR POLICE OFFICERS SHOULDN'T BE EXPECTED TO. BE THERAPISTS BE PSYCHOLOGISTS B. TO DEALING WITH MENTAL HEALTH ISSUES THAT THEY SEE ON THE STREETS EVERY DAY TO DO DRUG INTERVENTIONS WITH THE DRUG ADDICTS THAT THEY SEE EVERY DAY. UH AND A NUMBER OF OTHER THINGS THAT THEY DEAL WITH DOMESTIC VIOLENCE, THINGS LIKE THAT. THINGS THAT DON'T REQUIRE GUNS, OKAY? SO UNLESS THE SITUATION GETS OUT, THEN YOU CALL THE POLICE IN BUT IT'S LIKE BEING A TEACHER, OKAY? WHEN YOU'RE IN A PUBLIC SCHOOL, STUDYING. YOU KNOW, SO MUCH HAS PUT ON YOU AS A TEACHER, AND THEN OH, YEAH ADD THIS TO YOUR PLATE THAT YOU'RE NOW GOING TO HAVE TO PLAY COUNSELOR. LET ME ADD THIS TO YOUR PLATE. YOU'RE GOING TO HAVE TO DO X Y Z. SO DEFUND THE POLICE. I KNOW IT SOUNDS TERRIBLE. I KNOW IT'S BAD TERM.

IT'S REALLY NOT. AS BAD, I GUESS IS WHAT I'M TRYING TO SAY. AS IT SOUNDS, IT JUST MEANS GETTING THE RESOURCE IS TO WHERE THEY NEED TO BE IN ORDER TO HELP THE POLICE DEPARTMENT DO WHAT THEY'RE TRAINED TO DO. NOT HAVE TO TAKE ON OTHER JOBS THAT THEY'RE NOT TRAINED TO DO. GOOD AFTERNOON. ERIC SCHULTZ E 15 05 TIMBER LINE, AND I JUST WANT TO MAKE CLEAR THAT I'M HERE AS A PRIVATE CITIZEN AND NOT SPEAKING ON BEHALF OF THE U. S.

MILITARY. AND I THINK EVERYBODY IF I ASKED HIM TO LOOK AT THE GOALS AND STRATEGIES FOR THE CITY COUNCIL. AND THERE ARE I BELIEVE ABOUT 4 TO 6 SUB GOALS FOR EACH OF THOSE GOALS AND STRATEGIES. LISTED ON THE WEBSITE ON THE BUDGET. AND NONE OF THEM. HAVE ANY MORE SPECIFICITY OR CLARITY THAN THESE BROAD GOALS THAT WE SEE HERE, AND I THINK THAT. IS A REAL PROBLEM FOR THE CITY COUNCIL AND FOR. PEOPLE OF MCKINNEY AND VOTERS TOE HOLD ELECTED OFFICIALS ACCOUNTABLE. AND TO HOLD EMPLOYEES OF THE CITY ACCOUNTABLE FOR SUCCESS OR FAILURE. HOW DO WE KNOW IF WE'RE SUCCEEDING AS A CITY? IF WE DON'T HAVE ANY WAY TO MEASURE SUCCESS OR FAILURE. THERE'S NO DOLLAR ANNOUNCE. THERE'S NO PERCENTAGES. THERE'S NO DATES ON THESE GOALS. IT IS JUST LET'S DO THESE THINGS. AND HERE'S HUNDREDS OF MILLIONS OF DOLLARS. A GOOD. AH NO. I MEAN, I'VE TAUGHT THIS AT THE FRESHMAN LEVEL OF COLLEGE AND I KNOW IT'S. IT'S TAUGHT EVERYWHERE AT ANY PROFESSIONAL ORGANIZATION. YOU SHOULD BE SMART GIRLS. SPECIFIC MEASURABLE, ACTIONABLE REALISTIC AND TIME BOUND. AND NOT A SINGLE ONE OF THE GOALS OR SUB GOALS FOR THE CITY COUNCIL HAD ANY OF THOSE CHARACTERISTICS. SO WE AS VOTERS AND YOU AS. YOU KNOW, MANAGING A BUNCH OF CITY

[00:30:06]

EMPLOYEES ON A BUDGET? WE HAVE NO WAY OF HOLDING EACH OTHER ACCOUNTABLE FOR THE SUCCESS OR FAILURE OF THE CITY OF MCKINNEY GOVERNMENT. AND I THINK THAT. THAT GOES AGAINST THE PROJECTION THAT THE CITY GIVES THAT. WITH ONE OF THESE AWARDS FOR TRANSPARENCY FOR BUDGETARY AWARDS FOR LEADERSHIP. AND I THINK THE GOALS AND THE SUB GOALS FOR THE CITY COUNCIL FOR THE CITY FAILED THE MOST BASIC LEADERSHIP. STRUCTURE. AND I THINK THAT'S A REAL PROBLEM THAT THE. THAT I GUESS THE VOTERS ARE GONNA HAVE TO HOLD CITY COUNCIL ACCOUNTABLE FOR.

BECAUSE THERE'S REALLY NO WAY TO KNOW IF YOU'RE IF WE'RE SUCCEEDING OR FAIL YR FAILING BEFORE THE HUNDREDS OF MILLIONS OF DOLLARS THAT WE'RE SPENDING AS A CITY. YOU WANT HIM? WE WOULD ALSO LIKE TO SPEAK TO THIS ITEM. GOURMET SEEING NONE ENTERTAIN A MOTION TO CLOSE THE PUBLIC HEARING. LIKE EMOTIONALLY CLOSE THE PUBLIC HEARING ALL CIRCUIT IS CASTRO VOTES. ALL RIGHT. THIS WILL REQUIRE A ROLL CALL VOTE. I MEAN, THERE'S A MOTION TO APPROVE. SECOND I JUST WANNA MAKE A COMMENT. SOME DISCUSSION. I GUESS WE INVITE.

THAT KIND OF WE INVITE. KIND OF DIALOGUE AND FRUSTRATION AND BACK AND FORTH. WE JUST CAN'T HOLD OUR TONGUES. AND WE JUST. CAN'T BE ADULT LIKE AND CIVIL WHEN WE JUST HAVE TOHAVE THE TRIGGER WORDS AND THE LAST WORD AND JUST INFANTILE. CHOW DISH LIKE MANNER UP HERE, YOU KNOW.

IT'S SO TONE DEAF. IN THE COUNTRY'S ASKING FOR RESOURCE IS FOR MENTAL HEALTH FOR CRISIS INTERVENTION. FOR WHATEVER. FOR THE MAYOR, PRO TEAM TO COME UP HERE. AND. SEE THE COMMUNITY.

AND THEN THROW JABS OUT ABOUT HOW WE'RE INCREASING THE BUDGET FOR THE POLICE. WHEN, WHEN, WHEN A BETTER HALF OF THE COUNTRY IS ASKING FOR RE SOURCES AND. THEN YOU INVITE THE KIND OF BACK AND FORTH THAT YOU SEE UNNECESSARILY. WHEN DID THE COMMENTS DON'T HAVE TO BE MADE? THEN ALL WE HAVE TO DO IS ACT LIKE ADULTS UP HERE AND WE CAN GET THROUGH OUR MEETINGS AND GET YOU TREATED EACH OTHER. IN A CIVIL MANNER. AND THEN YOU WONDER WHY OUR COMMUNITY CONTINUES TO BE IN DISARRAY. I COULD HAVE. HAD A FIT ABOUT THIS. WE'VE HAD SEVERAL COUNCIL MEANS ABOUT THIS BUDGET AND ABOUT THE INCREASE A DECREASE OF THE POLICE BUDGET. INSTEAD, I DIDN'T. AS WE'VE ALREADY HAD THAT DISCUSSION. BUT IT'S THE MAYOR PRO TEAM WHO'S SUPPOSED TO BE THE SECOND IN CHARGE. AND THE MAYOR IS NOT HERE. WHO DECIDES TO THROW UNNECESSARY JABS ABOUT THE BUDGET. AND ABOUT THE POLICE. UNNECESSARY. IF WE'RE GOING TO HELL. AND WORK TOGETHER AND JOIN TOGETHER IN UNIFY THIS CITY. IT'S GOING TO HAVE TO START WITH THE LEADERSHIP. BECAUSE FROM THE HEAD. THE BODY FOLLOWS. IN THE TOP DOWN. AND IT'S JUST UNNECESSARY. WHEN I CAME HERE BEFORE THE MEETING STARTED. ME AND THE CHIEF OF POLICE LAST GAME. HE GAVE ME A STICKER THAT SAYS I SUPPORT THE MCKINNEY POLICE DEPARTMENT. AND IT REALLY GAVE ME A SMILE BECAUSE. THAT WAS FUNNY. HE THOUGHT IT WAS FUNNY. WE LAUGHED ABOUT IT.

THANKS, CHIEF CALMLY. I NEEDED THAT LAUGH. WHAT AGAIN? WHEN WE SAY REINVEST IN THE COMMUNITY.

IT'S REALLY HYPOCRITICAL BECAUSE. COUNCILMAN FRASIER IS A POLICE OFFICER. COUNCILMAN

[00:35:06]

FRASER IS QUOTED IN ARTICLE SAYING. HEY, WE POLICE OFFICERS. SHOULD NOT BE DOING.

MENTAL HEALTH JOBS. WE SHOULD NOT BE DOING DOGCATCHER JOBS. WE SHOULD NOT BE DOING A NUMBER OF THINGS THAT POLICE OFFICERS ARE TASKED TO DO. THIS IS COMING FROM A POLICE OFFICER.

THEN, WHEN THE COMMUNITY SAYS, HEY, LET'S TAKE THOSE JOBS AWAY FROM POLICE OFFICERS AND REALLOCATE RESOURCE IS TO THE PEOPLE WHO SHOULD BE DOING THOSE JOBS. THEN YOU TURN AROUND AND BASH THE COMMUNITY FOR SAYING THE EXACT SAME THINGS THAT THE OFFICERS ARE SAYING. LET'S GIVE THOSE RESOURCE IS TWO PEOPLE THAT DO THOSE JOBS SO THAT POLICE OFFICERS CAN FOCUS ON BEING GREAT POLICE OFFICERS. THAT'S IT. ANYWAYS. BACK TO THE MOTION.

THAT'S ALL MY COMMENTS. MR MAYOR, I WANT TO DO THE BEST WORK THAT WEAKEN DUDE TOGETHER AS A COUNCIL WITHOUT THE DIVISIVE RHETORIC WITHOUT THE TRIGGER WORDS WEALTHY ANTAGONISM AND IF WE CAN GET BACK TO DOING THAT, WE DO A GREAT JOB. AS A COUNCIL LOWERING THE TAX RATE. FOCUSING ON OUR RESIDENTS. THANK YOU. ANY OTHER COMMENTS. I'D LIKE TO MAKE A COMMENT. OF CONDIMENTS SOLID ON THIS ISSUE, AND MR SAMMLER, I THINK COUNSELING SAMWELL. I THINK YOU MISINTERPRETED. WHEN MR ROGERS WAS COUNCILMAN ROGERS WAS SAYING. HE WAS. I DON'T THINK I DIDN'T READ THAT AS HE WAS TAKING A SHOT AT. YOU WERE THROWING SOMETHING OUT. HE IS A BIG BACKER WITH THE POLICE. OKAY. I THOUGHT IT WAS JUST A GOOD COMMENT. UH IN SUPPORTING OUR POLICE DEPARTMENT. I DIDN'T GET THAT ANY WAY SHAPE OR FORM THAT THAT WAS A JABBER. HE WAS THROWING OUT SOME COMMENTS. AND I AGREE WITH WHAT WAS SAID.

THERE NEEDS TO BE MENTAL HEALTH WORK. THERE NEEDS TO BE TRAINING. THERE NEEDS TO BE CERTAIN THINGS BROUGHT TO THE TABLE. BUT WE HAVE A GREAT POLICE DEPARTMENT AND I WOULD SAY THE SAME THING. I THINK, YOU KNOW, WE INCREASE THEIR BUDGET. I'D INCREASE THEIR BUDGET MORE, BUT I DON'T THINK YOU NEED TO TAKE AWAY. FROM THE POLICE DEPARTMENT TO CREATE OTHER POSITIONS. OKAY. A LOT OF POLICE DEPARTMENTS IN THIS IN THIS COUNTRY ARE WAY UNDERSTAFFED. SO IF YOU IF YOU DEVELOP THE OTHER SECTION AND LET THEM TAKE CARE OF THE MENTAL HEALTH PROBLEMS, YOU STILL HAVE TO HAVE THOSE POLICEMEN ON THE STREET. SO WHEN YOU WHEN YOU SAY DEFUND THE POLICE ACROSS THE NATION. AUSTIN. THEY TOOK $150 MILLION OUT OF THEIR BUDGET. OK ALL ACROSS THE NATION. THEY'RE CUTTING THE BUDGET OF THE POLICE DEPARTMENT. I'M A BIG BELIEVER IN LOVE AND ORDER. WE'LL HAVE CHAOS IF YOU DON'T HAVE A LOT IN ORDER. SO. SO MY RESPONSE TO THAT COUNCILMAN, MY RESPONSE TO THAT. COUNCILMAN FRANKLIN'S THAT WE WAY WERE JUST DESIGNATED A RECOGNIZES ONE OF THE SAFEST CITIES IN TEXAS OF ITS SIZE. SO CLEARLY, WE DON'T NEED MORE POLICE BECAUSE WE'RE ALREADY DOING A GREAT JOB OF THAT. AND SO WE'RE ALREADY A SAFE CITY. AND SO, YOU KNOW, CITIES LIKE DALLAS THAT ARE CUTTING $7 MILLION FROM THEIR OVER TIME. IT SEEMS THAT IF THEY HAVE THAT MUCH MONEY SPENT IN AN OVERTIME FOR POLICING, THEY NEED TO DO A BETTER JOB OF MANAGING. THE TIME OF THEIR POLICE SO THAT THEY'RE NOT USING SO MUCH IN OVERTIME. SO THERE'S A LOT OF DISCUSSION ON HOW THEY'RE MANAGING THEIR MONEY AND THEIR BUDGETS IN THE FIRST PLACE.

WE'RE A GREAT, FISCALLY CONSERVATIVE. UP BUDGETING CITY IN THE FIRST PLACE, SO WE'RE NOT TALKING ABOUT THAT. WE'RE TALKING ABOUT MANAGING RESPONSIBLY OUR BUDGET. WE'RE ALREADY A SAFE CITY. WE'RE NOT GOING TO BE IN CHAOS OR TURMOIL BECAUSE OUR CITY DOESN'T INDULGE IN CRIME IN THE FIRST PLACE, SO THAT'S NOT THE SAME CONVERSATION AND WE'RE NOT TALKING ABOUT AUSTIN. WE'RE TALKING ABOUT THE UNIQUE GREAT CITY OF MCKINNEY. FIRST AND FOREMOST, AND AS FAR AS WHAT COUNCILMAN MAYOR PRO TEAM WAS TRYING TO SAY, UM, I KNOWWHO HARDLY WHAT HE WAS TRYING TO SAY. AND WHAT I'M TRYING TO CONVEY IS MAYBE WE AS A COUNCIL NEED TO INDULGE IN IMPLICIT BIAS TRAINING BECAUSE JUST BECAUSE YOU DIDN'T SEE IT THAT WAY AS A JAB. ME AND MY COMMUNITY SAW TOTALLY DIFFERENT AND SO WHAT? YOU DON'T SEE HIS JABS AND PERCEIVE HIS JABS. I PERCEIVE THEM EXACTLY HOW I PERCEIVE THEM. AND LET ME GIVE

[00:40:06]

YOU A PRIME EXAMPLE AS WE TALKED ABOUT THIS EARLIER IN THE AD HOC COMMITTEE FOR THE THROCKMORTON STATUE, YOU HAD FOUR MEMBERS TALKING ABOUT. AH THROCKMORTON BEING A SLAVE OWNER AND HOW THAT AFFECTED THEM AND HOW THAT HURT THEM. AND THEY WERE TALKING ABOUT COLIN MCKINNEY, OWNING SLAVES, AND SEVEN OF THE OTHER MEMBERS SAID, HEY, WE SHOULD. RAISE A STATUE OF COLIN MCKINNEY. ANOTHER SLAVE OWNER. MAN. FOUR MEMBERS WERE FRUSTRATED AND HURT ABOUT A STATUE OF A SLAVE OWNER AND THE OTHER SEVEN MEMBERS THOUGHT IT'D BE A GREAT IDEA TO RAISE ANOTHER STATUE OF ANOTHER SLAVE OWNER. YOU SEE HOW THE MESSAGING GOT LOST, SEE? SOMEWHERE PEOPLE ARE TONE DEAF OF THE MESSAGE. SO PEOPLE ARE SAYING WE NEED TO REINVEST.

THE BUDGETS OF POLICE INTO MENTAL HEALTH INTO AFTER SCHOOL PROGRAMS INTO SOMETHING KNOWS AND THEN THE MAYOR PRO TIM SAYS. WELL, I'M I'M GLAD THAT WE UP THE BUDGET FOR OUR POLICE SOMEWHERE. HE LOST THE MESSAGE. IS WHAT I'M TRYING TO TELL YOU. AND WHEN YOU SAY THAT, AND YOU'VE MISSED THE MESSAGE THAN ME IN THE COMMUNITY THAT SCREAMING FOR HELP FEEL LIKE THAT'S TONE DEAF. AND THEN WHEN YOU COME IN AND YOU BACK HIM UP. AN ADULT, A GROWN MAN WHO COULD HAVE BACKED HIMSELF UP ON WHAT HE WAS TRYING TO SAY SOMEWHERE. YOU'VE MISSED THE MESSAGE FOR NO. AND THEN YOU. COP. FRAZIER, WHO ALWAYS HAVE SOMETHING TO SAY, YOU'VE MISSED THE MESSAGE TO CALL US BACK TO THE ITEM ON AT HAND. AND THEN I JUST. I'M NOT GOING TO TAKE HIM DOWN WITH THE LAST WORD IN THE FIRST WORD. I'M JUST GOING TO SAY THANK YOU, MAYOR PRO TEM FOR SAYING THE THINGS YOU SAID THANK YOU FOR THE MEN AND WOMEN THAT ARE ACTUALLY IN HER WORK AND THINK OF THE PEOPLE ACTUALLY LIVE IN MCKINNEY SIT ON THIS BOARD. THANK YOU FOR WHAT YOU DO, AND PUTTING OFFICERS IN THE SPOT WHERE THEY NEED TO BE AND UPPING AND SHOWING THE REST OF SOME OF THESE COMMUNITIES WHAT WE'RE DOING. WE DON'T WANT TO BECOME SOME OF THESE TOWNS THAT.

OH, LET'S LAY OFF THE GAS AND NOT KEEP OUR SET OUR TOWN SAFE. WE WANT TO CONTINUE TO UP THE BAR TO KEEP OUR TOWN THE SAFEST. THAT'S HOW WE ARE THE SAFEST AT 200,000 BY UPPING THAT BAR. AND I THINK THAT'S WHAT COUNCILMAN ARE FROM. SORRY. MORE PROTEIN WAS SAYING.

TO THE COMMUNITY THAT HE LIVES IN THE COMMUNITY HE SERVES. THAT'S WHAT HE WAS DOING, AND THAT'S HOW I TOOK IT. AND I THINK A LOT OF US UP HERE TOOK IT THE SAME WAY. I DON'T KNOW WHY IT WAS OFFENSIVE. APOLOGIZE. A YOUNG LADY THAT SPOKE IF YOU THOUGHT THAT WAS OFFENSIVE, BUT I KNOW WORKING OUT ON THE STREET AND BEING ON A CALL LIKE THAT WHEN YOU CAN'T HAVE THE FIRST PERSON SHOW UP THAT DOESN'T HAVE A GUN. IT'S GOING TO TAKE ON A MENTALLY ILL PERSON. IT JUST DOESN'T WORK THAT WAY. I KNOW IT SOUNDS GREAT IN THE BOOK. IT SOUNDS GREAT ON SOMETHING, BUT AN OFFICER HAS TO GO FIRST TO SEE WHAT'S GOING ON. AND ASSESS THE SITUATION AND THEN GO FROM THERE. I DO BELIEVE THERE NEEDS TO BE A SPACE IN BETWEEN TO CONNECT THE DOTS WHERE WE DON'T CONSTANTLY HAVE POLICE OFFICERS THERE, AND I THINK WE JUST HIRED SOMEBODY. COULDN'T WE ADD THAT TO INTO THIS BUDGET? YES YES, THAT WAS PART OF THE BUDGET. SO, YES, WE ARE LOOKING FORWARD, SO THAT'S ALL I HAD TO SAY. I APPRECIATE THE COMMENTS, AND I KNOW THE OFFICERS THERE LISTENING. THE PEOPLE LISTENING IN THIS THIS COMMUNITY REALLY, REALLY RESPECT THE POLICE. AND EVERYONE ELSE THAT LIVES IN THIS COMMUNITY AND WHAT THEY DO FOR PUBLIC SAFETY. WHAT I WAS DOING IS I WAS ANSWERING EMAILS THAT I HAD RECEIVED. THAT'S WHAT I SAID. WE'VE GOTTEN SOME EMAILS. AND THAT WAS A QUESTION THAT A LOT OF THESE PEOPLE HAD HAIR WE GOING. WHAT ARE WE GOING TO DO ABOUT THAT? WHAT ARE WE GOING? SO THAT'S WHAT I WAS DOING. I WAS ANSWERING THE EMAIL. LET'S ME IN, OR COUNCIL MISSION WILL ALWAYS JUST NEEDS TO FIND SOMETHING TO WHINE ABOUT. SO THIS IS A WHINY. ACT TODAY, SO LET'S MOVE FORWARD.

I'M GONNA. I WILL ACTUALLY CLAIM RIGHT NOW THAT THIS WILL BE THE LAST WORD ON THE SUBJECT IN THE WORLD WILL MOVE TO THE VOTE. UM, CERTAINLY THE LAST THING ANY OF US WANT TO DO ARE ANY ONCE WOULD HAVE THE INTENT TO DOING IS BEING TONE DEAF TO ANYTHING I THINK FOR US IN THIS COMMUNITY IN THIS CITY AND WHAT I BELIEVE THIS COUNCIL IN EVERY MEMBER ON THIS COUNCIL APPEAR.

HAS BECAUSE WE ALL VOTED FOR THE BUDGET. I THINK WHAT WE DID IS WE MADE A DECISION BASED ON WHAT IS RIGHT FOR THIS COMMUNITY AND WHAT'S RIGHT FOR THIS COMMUNITY. I'M NOT GOING TO GUESS WHETHER, WHAT AUSTIN IT WAS RIGHT FOR THEM OR DALLAS FOR THEM OR ANY OTHER COMMUNITY ACROSS THE COUNTRY BECAUSE I DON'T SERVE THEM WASN'T ELECTED TO SERVE THEM. ALTHOUGH I CARE BECAUSE I CARE ABOUT THIS COUNTRY, AND I CARE ABOUT THIS STATE. I KNOW THAT OUR JOB IS TO SERVE THIS COMMUNITY AND WE MADE THE DECISION WE DID ON A POLICE DEPARTMENT THAT OPERATES PER CAPITA MORE EFFICIENTLY THAN ANY CITY AROUND US. WE HAVE, THE ESSO STATED. SAFEST

[00:45:06]

WITH SAFE OF CITY LIVING IN THE STATE OF TEXAS, AND THOSE AIR ALL THE PRODUCT OF THE POLICE DEPARTMENT THAT WE HAVE. AND THAT IS WHY EVERY COUNCIL MEMBER APPEAR. I BELIEVE. I DON'T THINK I'M MISTAKEN WHEN I SAY THAT WE ALL VOTED FOR THE B THAT WE DID BELIEVE, AND WE ALL DID THAT BECAUSE WE BELIEVED IT WAS THE RIGHT THING TO DO. AND WHEN WE BELIEVE IT'S THE RIGHT THING TO DO WITH INCLUDES EVERY LINE ITEM THAT WAS ON THERE, SO WE ALL MADE THAT DECISION BASED ON OUR COMMUNITY AND OUR POLICE DEPARTMENT. THEY ARE. THEY ARE HIGHLY VALUED AND HIGHLY RESPECTED AND HIGHLY APPRECIATED. SO. ANDI I THINK THAT'S THAT'S HOPEFULLY WE ALL HAVE ALREADY VOTED ON THAT. ITEM BEFORE WE'RE NOW ON OUR FINAL ROLL CALL VOTE. CORRECT. THIS IS OUR FINAL ROLL CALL FOR THE BUDGET. RIGHT SO WITH THAT, IF YOU WILL, EMPRESS, IF YOU'LL TAKE ROLL CALL FOR I'M SORRY. YES. YES. YES. YES. YES. YES.

YES. YOU WILL GO TO ITEM 200803 CONSIDER AN ACT ON AN ORDINANCE TO RATIFY THE PROPERTY TAX

[Consider/Discuss/Act on an Ordinance to Ratify the Property Tax Revenue Increase in the Fiscal Year 2020-21 Budget as a Result of the City Receiving More Revenues from Property Taxes than the Previous Fiscal Year]

REVENUE INCREASE IN THE FISCAL YEAR 2021 BUDGET AS A RESULT OF THE CITY, RECEIVING MORE REVENUES FROM PROPERTY TAXES. THAN THE PREVIOUS FISCAL YEAR. SO THIS IS THE SECOND ITEM AND THIS'S IT'S STRANGE IN THE ORDER. IT ALWAYS BOTHERS ME OVER HERE, AND I ALWAYS BRING IT UP BECAUSE YOU'RE GOING TO RATIFY A PROPERTY TAX REVENUE INCREASE BEFORE YOU EVEN. PAST THE PROPERTY TAX RATE. BUT THIS IS THE ORDER THAT WAY WE HAVE TO GO ABOUT BY LAW. THERE IS NO PRESENTATION FOR THIS WHEN WE WILL HAVE ONE BECAUSE WE'RE HAVING A PUBLIC HEARING NEXT.

THIS THIS ITEM DOES REQUIRE IFYOU'RE GOING TIO INTEND TO ADOPT 5.508645. NO NEW REVENUE RATE. IT DOES REQUIRE A SPECIAL, UM. MOTION TO BE RED. I'M FEELING RATHER SPECIAL. I MOVE THAT THE INCREASED REVENUE FROM PROPERTY TAXES IN THE 2020 2021 CITY BUDGET IS HEREBY RATIFIED WITH FOLLOWING DECLARATION. BASED ON THE TAX RATE OF 0.5086. THIS BUDGET WILL RAISE MORE TOTAL PROPERTY TAXES THAN LAST YEAR'S BUDGET BY 1,000,988 OR 1.62. AND OF THAT AMOUNT, 3,000,920. $531 IS TAX REVENUE TO BE RAISED FROM NEW PROPERTY ADDED TO THE TAX ROLL THIS YEAR. FOR A SECOND. I THINK OF THAT BEFORE WE DO A DISCUSSION. I JUST WANT TO MAKE CLEAR FOR PEOPLE. SOMEONE MIGHT THINK I THOUGHT IT WAS A NO REVENUE RATE. AND YET, IT SAYS, RECEIVING MORE REVENUES. OF COURSE, THAT IS BECAUSE WE HAVE. INCREASE PROPERTY VALUE NEW VALUE THAT COME ON THE TAX ROLLS. IT IT WHEN WE TALK ABOUT NO NEW REVENUE MEANS FOR EXISTING PROPERTIES. TAXPAYERS ARE PAYING NO MORE TODAY THAN THEY DID LAST YEAR. ON A AGGREGATE AVERAGE. SO WE HAVE A MOTION AND A SECOND. THIS DOES NOT REQUIRE ROLL CALL. I DO NOT BELIEVE. SO PLEASE CAST YOUR VOTES WAS THAT COUNCILMAN FRASER, WHO MADE THAT MEAN COUNCILMAN PHILLIPS THAT MADE THE MOTION? YES. YES. YES, SIR. IS IT NOT? THEY WON'T HAVE A.

HIM AND TRAVEL BACK TO. SAYS ONE NAME UP THERE IN A DIFFERENT ONE. SO WE'LL JUST WE'LL FIX THAT. BUT THAT WAS IT'S FIXED NOW, WITH THEIR. MOTION PASSES, WE'LL MOVE TO

[Conduct Public Hearing to Consider/Discuss/Act on an Ordinance Adopting a Tax Rate for Fiscal Year 2020-21 (Tax Year 2020)]

20080 FOR THIS WILL REQUIRE A ROLL CALL VOTE, CONDUCT A PUBLIC HEARING TO CONSIDER AND DISCUSS THE ACT AND ACT ON AN ORDINANCE ADOPTING TAX RATE FOR FISCAL YEAR 20. 2021 FOR THE TAX YEAR, 2020. VERY, VERY BRIEF PRESENTATION HERE. I JUST WANT TO TALK A LITTLE BIT ABOUT THE 21 TAXES EXISTING VALUES ON THESE ARE ONCE AGAIN ESTIMATES WE DON'T HAVE A SORT OF ROLE YET. BUT ON THE ESTIMATE WE'RE UP ABOUT 1.4% OVER FISCAL YEAR 20. WE HAVE PROPOSED THAT NO NEW REVENUE RATE, WHICH WAS PART OF THIS, YOU KNOW, IS THE EFFECTIVE TAX RATE. THE TAX RATE THIS YEAR WILL BE 0.508645. AND YOU DID PASS A TAX RATE CEILING OF 515600. SO YOU COULD GO UP TO THAT TONIGHT IF YOU SO CHOSE BECAUSE WE'RE HOLDING THE PUBLIC HEARING.

THAT IS NOT THE PROPOSED RATE. THE'S THIS JUST A CHART OF THE RATES ONCE AGAIN, YOU KHUN

[00:50:03]

COMPARES FISCAL YEAR. 20 AND 21. JUST WANT TO POINT OUT THE PROPOSED RATE DECREASE OF CLOSE TO 7/10 OF A CENT. WE SHOW SHOWING THE SLIDE SEVERAL TIMES JUST SHOWS THE CORRESPONDING DECREASE IN TAX RATE TO THE AGAINST THE INCREASE IN OUR VALUES OVER TIME. THIS YEAR.

OUR CERTIFIED ESTIMATE IS ABOUT $24.5 BILLION. UH, TAXABLE PROPERTY VALUES. AND THIS JUST SHOWS ARE RIGHT IN THE MAKEUP OF THAT RATE OVER TIME. JING SI IN FISCAL YEAR 2012. WE HAD A RIGHT CLOSE TO 59 CENTS. SO IN A DECADE, WE'VE DECREASED THE TAX RATE BY ALMOST, UH 10 CENTS. ONCE AGAIN. THIS IS THE SECOND OF THE THIRD PORTION OF THE EVENING ON. THIS IS THE END OF THE FORMAL PRESENTATION. AND WE NEED TO OPEN A PUBLIC HEARING AT THIS POINT FOR I'LL STAND FOR ANY QUESTIONS. THIS IS A PUBLIC HEARING. IS THERE ANYONE HERE THAT LIKE TO SPEAK TO THE SIDE? SEEN NONE. COME IN. IF I MAY. MR HOLLOWAY, YOU AND THE STAFF THAT WORKS UNDER YOU HAVE DONE A TREMENDOUS JOB AND DEVELOPING THIS BUDGET AND MAKING THIS CITY COUNCIL LOOK REALLY GOOD. BUT IT'S ALL A LOT OF WORK BY YOUR DEPARTMENT THAT PUTS THIS TOGETHER FORCE AND I WANT TO MAKE SURE THAT THAT DOESN'T GO UNRECOGNIZED. SO THANK YOU AND ALL OF YOUR STAFF VERY, VERY MUCH FOR DOING A TREMENDOUSLY GREAT JOB FOR THE CITY OF MCKINNEY. WHEN DO YOU START ON THE 21 BUDGET? THAT THE 21 22 BUDGET WILL START YESTERDAY. UH, NEXT MONTH.

PROBABLY, UH, WE WILL START FORMALIZING THAT AFTER IN FEBRUARY WITH WITH YOU GUYS, BUT YET WE'LL START BACK PRETTY SOON. WE HAVE TO ACTUALLY WRITE THE BUDGET DOCUMENT AFTER YOU PASSED THI IT'S A YEAR AROUND THING WAY. APPRECIATE IT. THANK YOU. ALL RIGHT. IS THERE A MOTION TO CLOSE THE PUBLIC HEARING? MOVEMENT. SECOND CAST YOUR VOTES. THIS REQUIRES? YEAH, WELL, THAT'S JUST CLOSE IN PUBLIC. YOU'RE SORRY I GOT AHEAD OF MYSELF. MOTION PASSES. IS THERE A MOTION? ON THE ITEM. I MOTION THAT WE ADOPT A NEW TAX RATE FOR FISCAL YEAR 2021. SECOND THIS WOULD BE A ROLL CALL VOTE. YES. YES. YES.

GIFTS. YES. YES. YES. RIGHT, 200805 CONSIDERED ACT ON IT WERE DANCE TO CHANGE RATES AND

[Consider/Discuss/Act on an Ordinance to Change Rates/Fees for City Services]

FEES FOR THE CITY SERVICES. LAST ITEM OF THE EVENING. WE PUT FORTH A FEW RATE CHANGES THIS YEAR. VERY VERY SHORT THIS YEAR. IT'S PROBABLY SHORTEST ONE THAT UP. I'VE HAD IN MY TIME HERE IN THE CITY. UH THERE WERE A FEW AIRPORT CHANGES AND A COUPLE OF CHANGES IN THE WATER FUND, ONE OF THOSE BEING THE 5% INCREASE. WASTE WATER THAT WE TALKED ABOUT, AND NO INCREASED TO THE WATER RIGHT THIS YEAR. WITH THAT I'LL TAKE ANY QUESTIONS QUESTIONS. NOT AN EMOTION. THE OTTOMANS PRESENT. I'LL SECOND CAST YOUR VOTES.

[Conduct a Public Hearing to Consider/Discuss/Act on a Request to Rezone the Subject Property from “PD” - Planned Development District and “CC” Commercial Corridor Overlay District to "C3" - Regional Commercial District and “CC” Commercial Corridor Overlay District, Located on the Southwest Corner of and Virginia Parkway and U.S. Highway 75 (Central Expressway) and Accompanying Ordinance]

I'M HAPPY TO ANSWER ANY QUESTIONS THAT YOU MIGHT HAVE. SO WHAT IS THIE? OTHER USES THAT THEY CAN DO NOW IF THIS WAS TO GO THROUGH. SO SEE THREE WOULD OPEN THE DOOR FOR MORE RETAIL USES, SO THIS WOULD INCLUDE RESTAURANTS WITHIN WITHOUT DRIVE THROUGHS. IT COULD ALLOW FOR THINGS LIKE A MOVIE THEATER HOTEL MOTEL, UM, PLANNING ON GETTING RID OF THE BUILDING. UH MY UNDERSTANDING THAT THEY WOULD LIKE TO DEMO THE BUILDING THAT'S CORRECT. THE OTHER QUESTIONS. HIS BUILDING DOESN'T HAVE SEO DESIGNATION, DOES IT? OUT OF THE QUESTION THAT I DO NOT KNOW. THE ANSWER IS THERE'S NO LETTER LIKE ALL RIGHT. THANK YOU, JENNIFER. THIS IS A PUBLIC HEARING AND. IS THERE ANYONE WHO WOULD LIKE TO SPEAK TO THIS? I DO HAVE SOMEBODY MATT MOORE. GOOD EVENING, MAYOR COUNCIL, MADAM OR CLAIM OR ENGINEERING 31 SOUTH COLEMAN PROSPER. IF YOU HAD THE OPPORTUNITY TO BUY THAT, WOULD YOU? FOR TO MAKE A BIG RETAIL CENTER THERE. I MEAN, IT'S NOT REALLY EVEN A POSSIBILITY. AT THIS POINT, MCKINNEY KNOWLEDGE IS SO FAR DOWN THE ROAD. THERE'S A PLACE THAT WE PROCESS I KNOW, BUT I'M JUST I'M JUST MUST TO SAY THEY DIDN'T KNOW. IS THAT SOMETHING THAT YOU WOULD, YOU WOULD HAVE BEEN LOADED QUESTION. I DON'T THINK WE WOULD KNOW. OKAY? IT'S ALL AHEAD OF THE RETAIL MARKETS CHANGING DRASTICALLY, AS WE SAY. BACKFIRED. THANK YOU. IS THERE ANYONE WHO WOULD LIKE TO SPEAK TO THIS ITEM IN THE AUDIENCE? SEEN NONE MOTION TO CLOSE THE PUBLIC HEARING AND APPROVED THE ITEM LIKE THAT MOTION. SECOND. IS CASTRO VOTES. MOTION PASSES FINAL ITEM 200806 CONSIDER AN ACT ON APPOINTING A MEMBER TO THE

BUT WENT ON THE OTHER RESUME INTO. THE DO INTO THE RIGHT HERE, PLEASE. I HAVE A GERALD HUBBARD. HE'S A MEMBER OF THE COMMUNITY GRANTS ADVISORY COMMISSION. HE WAS REAPPOINTED TO THAT BOARD TO SERVE A SECOND TERM, BEGINNING IN $2020 TO 2022. HOWEVER, HE WILL BE RELOCATED FROM A KIDNEY SO THAT POSITION IS NOW OPEN FOR YOU. APPOINTEE. MAY I MAKE A MOTION THAT WE MOVE UP THE ALTERNATE DEANDRE HINTON INTO THE PERMANENT POSITION TO REPLACE TO FEEL THAT VACANT SPOT. THAT WORK FOR EVERYONE. IT WORKS FOR ME. OKAY? THE ALTERNATE, OKAY. FOR THAT CARDS FOR CITIZEN COMMENTS ON NON AGENDA ITEMS. YOU HAVE THREE MINUTES WHEN YOU COME UP, PLEASE STATE YOUR NAME AND ADDRESS FOR THE RECORD. TUNG NGUYEN. GOOD EVENING. NAME IS TUNG TO WIN. I'M SORRY TO 07 NORTHWARD, DR MCKINNEY. THANK YOU FOR THIS TIME. I JUST WANT TO READ A REQUEST TO THE CITY IN THE COUNCIL. DEAR MAREN CITY COUNCIL IN LIGHT OF RECENT FATAL FALL AT 3 75. ADRIATIC PARKWAY. ON AUGUST 30TH. 2020 I'M WRITING REQUEST THE CITY.

LOOK AT AMENDING THE BUILDING ORDINANCE. REQUIRING NETTING PROTECTION. OR SOMETHING OF THAT NATURE. FOR ALL PUBLIC AND PRIVATE BUILDINGS. HAVE PUBLIC ACCESS. STAIRWELL BALCONY.

WALKWAY. PARKING DECKED OPEN TO THE AIR. FOUR FLOORS GREATER THAN SECOND STORY. WITHIN THE CITY LIMITS. IN HONOR OF TANTAN ZANG. OH, BOY, THAT TOOK HIS LIFE. ON SUCH BUILDING. IF THERE'S ALREADY A PROVISION IN THE CURRENT CODE, THEN CONSIDER ENFORCEMENT. TIO HAVE SUCH PROVISIONS PROVIDED FOR BUILDINGS. THIS WILL HELP PROTECT OUR CITIZENS. YOUNG CHILD'S CONSIDERING, UM SUCH THING IN THE FUTURE. IT'S ALL RIGHT. THANK YOU, SIR. THANK YOU. KENNETH HOLLOWAY. CAN IT FALL AWAY? LIVING 10 7 OI PATENT DR MCKINNEY, TEXAS COULD EVEN MR MERRICK, COUNSEL. PUBLIC. THANK YOU GUYS. JUST WANTED TEO ACTUALLY SPEAK ON JUST THE LAST FEW MEETINGS, MR MARIJUANA TO GIVE YOU SOME PUBLIC PRAISE. I KNOW I'VE COME UP HERE A FEW TIMES AND KIND OF MAYBE HIT YOU UPSIDE THE HEAD A COUPLE TIMES AND I'M GIVING YOU SOME PRAISE AND UP. PRIVATE SO TO SPEAK. I THOUGHT IT WAS, YOU KNOW, BEAUTIFUL FOR ME TO ALSO GIVE YOU THAT SAME PRICE. I JUST WANT TO SAY I APPRECIATE THE LEADERSHIP HAS SHOWN. OVER THE LAST FEW MONTHS, A COUPLE MONTHS WITH MEETINGS AND JUST AGAIN JUST WANTED TO SHOW YOU THAT APPRECIATION PUBLICLY, SO EVERYBODY ELSE CAN HEAR IT AS WELL. I KNOW TONIGHT GOT A LITTLE CONTENTIOUS HERE AND THERE WITH SOME THINGS AND MY ONLY MY ONLY FEEDBACK IS AS A RESIDENT SITTING BACK WATCHING IT. I KNOW YOU GUYS ARE FAMILY. YOU GOT YOUR COUNSEL, AND YOU GUYS HAVE OTHER THINGS THAT HAPPENED BEFORE MEETINGS AND AFTER MEETINGS OR WHAT? NOT SO.

SOMETIMES THE WAY IT COMES OFF THE PUBLIC MAY NOT BE WHAT IT MAY BE FOR YOU GUYS. BUT JUST A LITTLE FEEDBACK. IF I COULD OFFER TO THE COUNCIL IS IF SOMEONE DOES SAY THAT SOMETHING MADE THEM FEEL A CERTAIN TYPE OF WAY. JUST ACCEPT THAT. IT'S NOBODY'S PLACE TO TELL ANYBODY ELSE WHAT THEY DID OR DID NOT FEEL. AND SO IF SOMEONE IS SAYING WHEN YOU SAY SOMETHING, IT MAKES ME FEEL THIS WAY. YOU MAY NOT HAVE TO AGREE WITH IT. BUT YOU CAN JUST SAY YOU KNOW WHAT I HEAR YOU. AND THAT WAS ONLY NOT MIND TENT. BUT WHEN YOU START GETTING INTO THIS COMBATIVE BACK AND FORTH AND DEFENSIVENESS IT JUST IT DOES SHOW THE PETTINESS. SO I GUESS NOBODY'S PERFECT. I'M NOT MAD AT ANYBODY UP THERE. I'M JUST SAYING, I THINK SOMETIMES IT WERE MORE OPEN TOE HEARING PEOPLE. WE DON'T ALWAYS HAVE TO AGREE, BUT AT LEAST UNDERSTAND WHERE THEY'RE COMING FROM. I THINK THAT WE'D GET A LOT FURTHER. A ZOO COUNCIL IS A

[01:05:04]

COUNTRY AS A CITY. ALL RIGHT, SO I JUST WANT TO THANK YOU GUYS FOR ALL THAT YOU USE THIS GREAT MEETING. THANKS. THANK YOU. TAMARA JOHNSON. HEY. THANK YOU, LUCY MORGAN.

THANK YOU. THEY'RE FULLER AND. SEE THE COUNCIL MEMBERS. MY NAME IS LUCY MORGAN. I LIVE IN 60 20 GRAY WALLS DRIVE. AND I WANTED TO ADDRESS THE MASK COMMANDED, UM. MAYOR FULLER. IS IT CORRECT THAT THERE IS FROM THE CITY OF MCKINNEY? THERE IS NO LONGER IN MASS MANDATE. YOUR YOUR MASS MANDATE HAS EXPIRED. IS THAT CORRECT? USUALLY I WOULDN'T ENGAGE IN A VERY PUBLIC COMMENTS, BUT IT IS A STATE MANDATE. YES, IT'S NOT A CITY MANDATE. MY REQUEST IS TO ASK THE CITY COUNCIL AND MAYOR TO PUT PRESSURE ON OUR GOVERNOR TO REMOVE THE MANDATE. IT IS UNNECESSARY AND ALL COVERT RESTRICTIONS. DO YOU KNOW WHAT THE CURRENT COME. HOSPITALIZATIONS AND CASES ARE THEY'RE SO GREATLY REDUCED. WE READ BELOW WHAT FLEW LEVELS WOULD BE, AND MIGHT. MY REQUEST IS THIS MASK EVERYONE HERE THAT'S WEARING A MASK. IT DOESN'T WORK. JUST SO YOU KNOW, THE SIZE OF THE VIRUS IS 0.125 MICRONS. THAT'S SUPER TEENY, TINY MASKS CANNOT, CAN ONLY BLOCK THINGS THAT THEIR 0.3 TO 5 MICRONS AND LARGER. SO. WEARING A MASK DOES NOT DO ANYTHING. THE ONLY THING THAT A MASS CAN HELP WITH IS IF SOMEONE HAS A COLD OR IS SOMETHING THEY'RE SNEEZING OR COUGHING. IT WILL KEEP. STUFF COMING FROM OUT OF THEIR MOUTH. THAT'S THE ONLY WAY THAT A MASK WILL HELP. DR ANTHONY FAUCI BACK IN MARCH, IN AN INTERVIEW, SAID THAT MASKS ARE REALLY NONE NECESSARY. SO THIS IS THIS IS A STRANGE THING THAT HAS COME UPON US. IT'S ACTUALLY CHANGED OUR CULTURE. THAT WE LOOK AT EACH OTHERS IN STORES AND IN CHURCHES AND SHOPS AND LIKE, OH, MY GOODNESS, THAT PERSON'S NOT WEARING A MASK. THEY'RE GOING TO MAKE ME SICK. IT ISN'T THAT WAY AT ALL. WE NEED TO RE LOOK AT THAT. WE NEED TO WE NEED TO GET BACK TO NORMAL. WE NEED TOE OPEN. MCKINNEY BACK UP. THAT'S WHY I'M HERE BECAUSE WE NEED TO STOP LIVING LIKE THIS BEFORE MARCH OF 2020. WE'VE HAD MANY, MANY ILLNESSES AND PANDEMICS. AND NEVER BEFORE WHERE WE EVER FORCED TO WEAR MASKS OR SOCIAL DISTANCE. LET US BE ADULTS AND MAKE OUR OWN DECISIONS ON HOW TO LIVE. LET US. LET US DECIDE HOW TO OPERATE SAFELY. LET BUSINESS OWNERS LET ALL THE BUSINESSES OPEN BACK UP. AND IF THEY WANT TO DECIDE THAT THEY WANT TO DO SOMETHING A CERTAIN WAY LEFT. AND MY PEOPLE BE FREE TO GO TO THEM. WE NEED TO OPEN OURSELVES BACK UP. WE CAN'T LIVE LIKE THIS. MY QUESTION. I DON'T KNOW THAT YOU WILL ANSWER. WHAT IS THE ENDGAME NOW? ARE WE GOING TO GO THROUGH FLU SEASON WEARING MASKS, AND THEN EVERY YEAR THEREAFTER, WE'RE GOING TO HAVE TO WEAR MASKS, SO I'M I'M JUST WANTING TO KNOW WHERE WE ARE AT WITH THIS. AND LET'S EXAMINE WHERE WE WANT TO GO. IF WE WANT TO CONTINUE OUR SOCIETY IN THIS MANNER WE DIDN'T BEFORE. LET'S NOT CONTINUE GOING DOWN THAT ROAD. THANK YOU. Q. ROBERT GRAVES. I THINK IT'S ROBERT. I'M SORRY IF I. THANK YOU FOR A WELL RUN CITY. I AM HERE. I THINK THERE'S SIX OF US SPEAKING ABOUT THE STALLED AND UNPAID BILLS AT THE AIRPORT.

SOME. I'M A CREDIT MANAGER FOR A LARGE CONCRETE COMPANY. I'M NOT SPEAKING FOR THEM. MY MOTIVE IN COMING. IS MY BELIEF AND MEDIATION AND ARBITRATION. I'M NOT GONNA COME IN HERE.

JUST. CARP ABOUT THE UNRETURNED PHONE CALLS. IT'S JUST STALLED. AND I HAVE IT ON GOOD AUTHORITY.

THERE'S LIKE 2.5 MILLION BUCKS. OH, DEFENDERS. SOME OLD FARM OR SIX A NIGHT FOLD WHAT WHAT IS OWED TO MY COMPANY? WAY JUST WANT TO KNOW THE RULES. WE JUST WANT TO CALL BACK. WE JUST WANT ONE OF YOU. ACCOMPLISHED ARTICULATE GUYS TO RAISE YOUR HAND AND SAY, YEAH, THIS ISN'T RIGHT. AND PEOPLE WANT TO KNOW WHEN THEY'RE GONNA BE PAID. IT WASN'T BONDED. YOU CHOSE NOT TO DO THAT. I'M NOT HERE TO COMPLAIN. WE JUST WANT SOME DATES AND KNOW THE RULES. UM BECAUSE THE BEST I KNOW IT IS A CREDIT MANAGER. I'M ALWAYS LOOKING FOR IS THERE A

[01:10:02]

CONTROVERSY THING WITH CONCRETE REBAR? THE STEEL NONE OF THAT. NOTHING IS WRONG. THE GENERAL CONTRACTOR HAD HIS TROUBLES AND YOU CHOSE THE GENERAL CONTRACTOR. AS I SAY. THERE WAS A TIME I HAD A DIALOGUE WITH YOUR CITY ATTORNEY AND OTHERS AND IT JUST STOPPED AND OTHERS ARE TELLING ME THE SAME THING. I DID NOT EXPECT TO COME FIRST. BUT THERE'S SEVERAL OF US. IT'S UNFAIR. SOME OF THESE PEOPLE ARE. CITIZENS AND THIS IS YOUR CHANCE. THIS IS YOUR CHANCE TO SHOW HOW YOU TREAT AND HAVE PEOPLE STANDING IN LINE TO WORK FOR YOU. YOU TAKE IT. I WOULD.

I WOULD LIKE. I KNOW WE CAN'T HAVE A DIALOGUE, BUT I WISH YOU WOULD ASSIGN THIS WITH TWO TO A COMMITTEE AND SOME CALLBACKS AND SOME DAYS IT JUST GOES ON. AND WE'VE I'M NOT GOING TO LIST ALL THE. CONDITIONS WE'VE WAITED FOR. SO SOME OF 11 FELLA DROVE FOUR HOURS I WENT THROUGH ACROSS FIVE COUNTIES. TO GET HERE. UM, BECAUSE. WE WANT A RESPONSE, AND WE JUST ALL WANT TO GET IN THE SAME ROOM. THE BEST. I KNOW NOTHING IS WRONG WITH ANY OF THE MATERIAL ANY OF IT. THE PROJECT JUST STALLED. UM. IT'S A HARDSHIP FOR SOME OF THESE OTHER COMPANIES THAT ARE GOING TO SPEAK AFTER ME. IT'S A HARDSHIP. THEY DESERVED A TREAT TO BE TREATED BETTER. IT'S JUST IT'S JUST HONOR AND BEING A GOOD TEXAN. THANK YOU. THANK YOU, SIR. THANK YOU. WARREN OWNS.

GOOD AFTERNOON OF EVENING. COUNCILMAN MAYOR. COME IN TODAY TO CLEAR UP THERE ON SOME THINGS. SOME PEOPLE WERE HAD NOTICED THAT ME AND MY. MEMBERS HAVE BEEN COMING HERE.

YOU KNOW SOME ARMS SOME NOT. WE'RE HERE TO PROTECT THE PEOPLE. NOT HERE TO CAUSE ANY TYPE OF TROUBLE. MCKINNEY. OR IN THIS TOWN, YOU KNOW, WE JUST WANT TO PROTECT THE PEOPLE FROM OUR DISTRICT. BE ABLE TO SPEAK OUT. SAY WHAT THEY FELT. BEING MEMBERS OF THE PRIDE COMMUNITY.

I WANT EVERYBODY FEEL SAFE. SO ALL THOSE RUMORS AND THINGS THAT WE WERE CALLED IN TROUBLE AND WHAT NOT? THAT WAS NOT THE CASE. I WANT TO MAKE THAT ON PUBLIC RECORD. I ALSO WANT TO SAY THAT WE HAD A VERY ENLIGHTENING MEETING. WITH MAYOR WHO, UM. SEEM TO COME TO SOME TYPE OF UNDERSTANDING AFTER BUMPING HEADS, UH, COUPLE OF WEEKS IN A ROW THAT WE CAME TO. SOME TYPE OF UNDERSTANDING AND WERE ABLE TO OPEN UP A LINE OF COMMUNICATION. WITH THE MAYOR. I ALSO WANT TO SAY IS BEING A LONGTIME RESIDENT. THAT WE ALSO HAD ANOTHER MEETING.

THAT WASN'T TOO FRIENDLY. WHAT? I SHOULD SAY THAT THAT DIDN'T PEACE TO OUR WE WERE TRYING TO ACCOMPLISH HERE. ALL WE'RE TRYING TO DO. LET'S GET A FAIR SHAKE ON OUR SIDE OF TOWN. I DON'T WANT TROUBLE. WE DON'T WANT ANYTHING OF THAT NATURE ARE WE TRYING TO DO IS GET A FAIR SHAKE OF OUR TOWN. NOT ON OUR SIDE OF TOWN FOR THE PEOPLE FROM OUR SIDE. I DON'T FEEL LIKE WE HAVE RECEIVED. NEITHER DO MY STATEMENTS HERE. THEY DON'T FEEL LIKE WE RECEIVED THAT EITHER BECAUSE ONE MEETING WENT WHALE AND ONE MEETING DID NOT. AND AS FOR THAT, I WOULD LIKE TO SAY, YOU KNOW THAT. WE'VE BEEN HERE A LONG TIME. OUR ELECTED OFFICIALS HERE. AND THIS MAY BE THE CITY. WHICH I'LL OFFICIATE OVER, BUT THIS IS OUR TOWN. FAMILIES HEAR ALL THAT. VERY DISAPPOINTED. IN A REPRESENTATION THAT WE'VE HAD THAT CAME UP TO A MEETING. NOT IN THE MANNER THAT I THOUGHT SHOULD HAVE BEEN HANDLED AS WELL AS OTHER PEOPLE. SO WITH THAT, I'LL SAY THAT WE COME HERE TO PROTECT THE PEOPLE. WE COME FOR OURSELVES. NO LONGER BE HERE. FOUR. DISTRICT ONE REPRESENTATIVE. BE HERE FOR THE SEAT. WE REPRESENT THE FEET.

ABOUT. I THOUGHT I HAVE TO SAY ABOUT THAT. REPRESENTATIVE. HE KNOWS WHAT WE'RE TALKING ABOUT.

THANK YOU, SIR. THANK YOU WEREN'T. JIM GARRISON. GOOD EVENING. MY NAME IS JIM GARRISON. 11. 27 WAIT NORTH, YOU DRIVE HERE IN MCKINNEY. OVER THE LAST 30 YEARS. I'VE SERVED MY COMMUNITY TO MAKE IT A BETTER PLACE TO LIVE OF SERVED ON CITY COUNCIL'S

[01:15:04]

CALLOUS BOARDS AND COMMISSIONS. CURRENTLY, THE PRESIDENT WITH LARGER H ALWAYS HEAR MCKINNEY.

AND MOST RECENTLY JOINED UNMASK MCKINNEY THAT JUST IN TWO WEEKS NOW HAS 1000 MEMBERS. I KNOW THAT THE CITY DOES NOT HAVE. A MASK MANDATE, BUT I DO KNOW WE'RE ENFORCING ONE. IF YOU GO TO THE WEBSITE OF THE CITY AND GO STRAIGHT TO THE COVE, IT INFORMATION AND THE FIRST THING YOU'LL SEE THERE IS A FREQUENTLY ASKED QUESTION, PAIGE. RIGHT AT THE TOP.

THEY'RE ONE OF THE QUESTIONS SAYS IF I WANT TO REPORT A VIOLATION, WHO DO I CALL AND THE READER IS ENCOURAGED TO CALL EITHER COACH SERVICES OR THE NON EMERGENCY NUMBER. ONE OF THE OTHER QUESTIONS RIGHT DOWN THE ROAD. THERE IS HOW WILL THESE MEASURES WILL BE ENFORCED? AND THE REPLY. THERE IS VARIOUS DEPARTMENTS SUCH AS CODE SERVICES. OTHER CITY DEPARTMENTS AND ALSO, MCKINNEY AND POLICE OFFICERS WILL RESPOND TO COMPLAINTS REGARDING COMPLIANCE AND I'M GOING TO ASSUME. THAT THESE MATTERS OF COMPLIANCE THEY'RE GOING TO BE IN REGARDS TO THE UNENFORCEABLE. GOOD. EXECUTIVE ORDERS FROM THE GOVERNOR. UM, FOLKS, UM, IN COUNTIES IN CITIES, POLICE DEPARTMENTS FROM COAST TO COAST THERE STANDING UP THERE SAYING NO, WE WILL NOT ENFORCE OUR GOVERNORS EXECUTIVE ORDERS. WITH THE CITY. THIS COUNCIL NEEDS TO DO THE SAME THING. IF YOU GO TO THE COLLIN COUNTY WEBSITE. AND LOOK UP THE COVERT UPDATE. THE FIRST THING YOU'RE GOING TO SEE THERE IS A BIG RED BOX, AND THEY SAY DISCLAIMER IN THAT BOX. THAT BOX SAYS THE FOLLOWING. COLLIN COUNTY IS PROVIDING CODED 19 NUMBERS AND DATA AS A CONVENIENCE TO OUR RESIDENTS, HOWEVER, DEPARTMENT, STATE HEALTH SERVICES OFFICIALS HAVE ACKNOWLEDGED THAT THE ACTIVE CASE COUNT FOR COLLIN COUNTY IS SIGNIFICANTLY OVERSTATED. WE ADVISE RESIDENTS THAT COLLIN COUNTY LACKS CONFIDENCE. IN THE DATA CURRENTLY BEING PROVIDED TO US WAIT UNTIL THE SCIENCE. IS SUSPECT THE MATH IS FLAWED.

AND MANIPULATED AND I TELL YOU IF YOU DON'T THINK THAT THERE IS A POLITICAL COMPONENT TO ALL OF THIS, YOU'RE SADLY MISTAKEN. I RESPECT A GOOD VIRUS. I REALLY DO THINK IT IS NOT IT.

WE NEED TO LET OUR FOLKS GET THEIR BUSINESSES BACK OPEN. NOT PARTIALLY, NOT 30% 100% GET RID OF THE MASS STAND UP TO THE GOVERNOR AND LET'S OPEN THE CITY BACK UP. I HAVE. HARD ABOUT THAT, JOSHUA, YOU ALREADY SPOKE OR DO YOU WISH TO SPEAK AGAIN? YOU'RE YOU'RE. TIME.

THAT'S THE WAY THIS WAS A GENERATED OFF THE WEBSITES WHO WAS CONFUSING TO ME AS TO WHETHER OR NOT. LEIGHTON. I DIDN'T KNOW IF I WAS GONNA MAKE THE CUT OFF. SO THAT'S HOW I DID AN ESTIMATION. MY NAME IS DR MURRAY LIVE AT 1762 LIKE ROAD CAME A PAIR OF DONE SPEECHES. I'M NOT GOING TO DO THAT NIGHT AS WE TALK TO YOU, UM YOU KNOW, COUNCILMEMBER FRASIER, I WAS GONNA CALL YOU OUT BECAUSE I REALLY THOUGHT IT WAS KIND OF PETTY FOR ME TO DO THIS RIGHT. BUT. AT THE LAST MEETING. YOU STATED THAT LIKE YOU AND THE MAYOR, WE'RE THE ONLY ONES THAT DONATED TO THE SCHOOL DISTRICT SOME ALONG THAT LINE. I JUST WANT TO LET YOU KNOW. AND YOU DON'T EVEN KNOW NOBODY KNOWS THIS BECAUSE I DON'T POST ANYTHING OR TELL YOU BY THIS, BUT I DON'T NEED IT. IN MY FAMILY I WAS TALKING ABOUT APPEAR I YOUR WORDS CAME ACROSS AS NOT THAT SO YOU COULD GO BACK AND REVIEW HIM. I WANT TO LET YOU KNOW THAT YOU WEREN'T THE ONLY ONES THAT. NO OTHER PEOPLE DID. AND THE REASON I BRING IT UP BECAUSE OF COUNCILMAN AFRAID, COUNT OUR MAYOR, PROTEIN ROGERS. WHEN YOU. MAN YOU LIKE FOR ME? I'M A CONSTITUTIONAL GUY LIKE I TOOK AN OATH LIKE KIND OF SIMILAR DEALS, OATH OF OFFICE, BUT I TOOK IT TO THE CONSTITUTION AND SO LIKE THESE CITY CHARTERS, THESE THINGS THEY DON'T MEAN AS MUCH TO ME IS LIKE THE CONSTITUTION DOES. ON DH, SO LIKE WHEN YOU COME UPON THE DIOCESE AND YOU SAY THINGS LIKE, HEY, I GOT ALL THESE EMAILS LIKE THAT'S NOT REALLY LIKE WHAT 10. 21 50, BECAUSE IF IT WAS 50, I MEAN, THAT'S PRETTY GOOD. BUT STILL, YOU GOTTA POPULATION 200,000 AND SO, LIKE ACTUAL DATA AND ACTUAL NUMBERS, AND ALSO WITH THAT BEING SAID FOR YOU TO EVEN LIKE A JOKE AND FATHOM THE FACT THAT YOU DON'T FEEL AS IF YOU'RE LIKE SAYING SOMETHING TO KIND OF LIKE, PICK OUT SOMEBODY OR SOMETHING LIKE THAT. YOU'RE VERY SELF UNSELF AWARE. OF LIKE HOW YOUR ACTIONS COME ACROSS AND HOW YOU'RE BEING PERCEIVED BY OTHERS MYSELF INCLUDED. SO I WANT TO FIRST START THERE AND SAY THAT, UM, YOU KNOW, IN REGARDS TO LIKE. THE RECALL ON LEADING UP TO HIS PROCESS. FOUR OF Y'ALL KNOW THIS BECAUSE YOU ALL HAVE BEEN BEEN HERE THE WHOLE TIME. YOU'RE MORE JUNIOR COUNSEL MEMBERS, SO GIVE YOU BENEFIT OF DOUBT. LIKE FOUR OF YOU HAVE BEEN HERE THIS TIME, RIGHT? UM COUNTS REMEMBER WRATH

[01:20:03]

ON THE SECOND DAY THAT HE WAS ELECTED SAID AND BROUGHT UP THE ETHICS POLICY. THIS IS WHAT CLEAR INTENT BECAUSE YOU HAVE A CONTROVERSIAL COUNCIL MEMBER. THAT'S BEEN ELECTED OFFICE.

OKAY YOU PROGRESSING AND CONTINUE ON, OKAY? LIKE HIS VOICING CONCERNS ABOUT THE POLICE DEPARTMENT AND OTHER THINGS THAT ARE COMING UP PRIOR TO BEING A DON A TRAFFIC STOP.

ALL RIGHT, AND I'M GOING TO SAY THIS RIGHT NOW GETTING TO THE TRAFFIC STOP A WEEK AFTER THE TRAFFIC STOP, MAYOR PROTEIN ROGERS. YOU SAT ON THIS DIOCESE. YOU SAID HEY, COUNTS, REMEMBER, SHIM? WELL, I NEVER THOUGHT YOU EVEN HAD THE RIGHT. TO BE ACCOUNTS OF THEM. DISCIPLINE THIS DIETS WITH ME. YOU SIT HERE. YOU UNDERMINE HIM AS A PERSON AND NOT JUST HIM. YOU'RE LYING. YOU SAID IT. NOT ME. NO I SAID IT. NOT ME. I GOT THE VIDEO. SO COME ON. JUST LET ME FINISH TALKING. I GET THREE MINUTES. COME ON, MAN. RIGHT. AND SO WOULD THAT BEING SAID YOU SAY THESE THINGS YOU TELL HIM SEVEN DAYS AFTERWARDS ON MAY 15TH REVIEW THE VIDEO. YOU TELL HIM YOU'RE NOT YOU WEREN'T SUPPOSED TO SIT UP HERE AND I TOLD YOU THIS STORY. YOU TELL HIM THIS. YOU DISRESPECT THIS SEAT AND YOU THAT SIGNED THE PETITION AND YOU AS AN ELECT, YOU SIGN THE PETITION. YOU DON'T EVEN KNOW WHAT THE PETITION'S ABOUT WHAT Y'ALL DO.

RIGHT. THAT IS THE END OF PUBLIC COMMENTS. WE NOW GO TO COUNSELING MANAGER COMMENTS.

[COUNCIL AND MANAGER COMMENTS]

PHILLIPS. SURE, MR MAYOR, I GOT A CALL FROM AN ATTORNEY WHO WORKS IN DOWNTOWN MCKINNEY WORKS RIGHT ON LOUISIANA STREET, WHERE THE CONSTRUCTION IS GOING ON, AND HE WAS EXTREMELY COMPLIMENTARY OF THE MEN AND WOMEN WHO ARE DOING THE CONSTRUCTION WORK OUT IN THE STREETS THERE HELPING LIGHT. IT'S ACROSS THE STREET THERE. OPENING DOORS HELPED HIM CARRY.

BAGS AND THEY'RE JUST FRIENDLY AND THEY'RE DOING A GREAT JOB DOWNTOWN. I WANT TO CONGRATULATE THE STAFF ON THEIR SELECTION BECAUSE I KNOW THEY SAID THAT THESE GUYS HAVE DONE A LOT OF WORK IN DOWNTOWN AREAS AND. TO HEAR AH, A MEMBER OF THE BUSINESS DISTRICT IN DOWNTOWN BRAG ABOUT THEM. I WAS VERY PLEASED TO HEAR THAT IN THE ONE SHARE THAT WITH THE REST OF THE COUNCIL. I DO NOT WATCH A LOT OF THE NEWS ON TELEVISION. I'M MORE CONCERNED ABOUT WHAT'S GOING ON. AND WHAT KENNY, BUT IN THE LAST FEW WEEKS I'VE SEEN THE MCKINNEY FIRE DEPARTMENT BEING MENTIONED ON DIFFERENT NEWS CHANNELS. ONE THEY'RE RESPONDING TO THE HURRICANE DOWN AROUND HOUSTON A FEW WEEKS AGO, AND MORE RECENTLY, WE HAVE A FIRE FIGHTER WHO'S BEEN OUT IN CALIFORNIA FIGHTING FIRES OUT THERE FOR THREE WEEKS NOW MISSES HIS FAMILY WOULD LIKE TO COME HOME, BUT HE KNOWS HE'S OUT THERE DOING IT BECAUSE IF WE EVER NEEDED THE HELP. THEY WOULD BE HERE FOR US, AND I THINK IT SPEAKS VOLUMES ABOUT OUR FIRST RESPONDERS THAT THEY'RE NOT JUST SERVING THE CITY OF MCKINNEY, BUT THERE'S SERVING THE ENTIRE NATION. VERY, VERY PROUD OF THOSE GUYS. ALSO I WANT TO SAY TO THE MEMBERS OF THE THROCKMORTON ADVISORY BOARD THAT I ATTENDED THEIR MEETING LAST WEEK, AND THEY WERE HAVING THAT CONVERSATION THAT I'VE HEARD SO MUCH ABOUT ON IN DIFFERENT PARTS OF THE COUNTRY ABOUT HAVING THE CONVERSATION OPEN AND HONEST, FRANK CONVERSATION ABOUT RACIAL RELATIONS. AND I THINK THEY DID THAT HERE IN MCKINNEY, TEXAS. THE OTHER NIGHT ON I WAS VERY PROUD OF EACH AND EVERY MEMBER OF THAT COMMITTEE FOR SHARING WHAT THEY THOUGHT FROM THEIR OWN PERSPECTIVE. AND I THOUGHT IT WAS GREAT THAT WE COULD DO THAT HERE IN MCKINNEY. AND ON SAD NOTE. HIGH SCHOOL FOOTBALL DOES STARTING MCKINNEY THIS WEEKEND, BUT THE TICKETS ARE VERY RESTRICTED, AND THE PARENTS ARE GETTING THEIR SHOT AT THE FIRST FOUR TICKETS. AND SO THIS IS MY PUBLIC PLAY TO THOSE PARENTS WHO WON'T BE AT THE FOOTBALL GAME TO REMEMBER YOUR FAVORITE CITY COUNCILLOR KENNY NORTH PLAYS FRISCO HIGH SCHOOL THIS FRIDAY. SHE PROBABLY CAN'T MAKE IT OUT TO THE GAME BECAUSE THERE'S NO TICKET SOLD AT THE GATE BUT WRITE A LETTER AND SEND IT OUT TO THE SCHOOL SENT HIM TO BOYD MCKINNEY AND MCKINNEY, NORTH AND. TELL HIM YOU'RE BEHIND THE FOOTBALL PROGRAM OUT THERE AND LET THOSE GUYS KNOW YOU'RE PULLING FOR ME AND NO, YOU CAN'T BE THERE. THANK YOU. SPINELLI. I DON'T KNOW WHY I ALWAYS HAVE TO FOLLOW COUNCILMAN PHILLIPS. BUT. YES, NO KIDDING. THIS'S AH, THIS IS MORE OF A JUST A PERSONAL PROFESSIONAL ITEM. THIS IS A THANK YOU A HUGE THANK YOU TO. ERIC AND SERENA ROBINSON, WHO OUR FOUNDERS AND EXECUTIVE DIRECTORS OF THE ALLIANCE FOR ELITE YOUTH LEADERSHIP. THAT IS. THE ORGANIZATION. I WORK FOR C L. C COMMUNITY LIFELINE CENTER IN A WHILE HELD A JOINT, UH, EVENT THIS PAST SATURDAY AT AH SITE, 300 THROCKMORTON. THERE WAS A LARGE DRIVE THROUGH FOOD PROVISIONS EVENT. AND A NUMBER OF FOLKS THAT ARE HERE WERE IN ATTENDANCE TO HELP. MY GOSH, I THINK WE HAD 60 OR 70 VOLUNTEERS. AND JUST A THANK YOU FOR THE PARTNERSHIP WITH DEREK TIO PROVIDE FOOD FOR 900.

PLUS FAMILIES THERE THINK WE DISTRIBUTED £60,000 OF FOOD, AND THIS IS JUST A PLEA FOR THE NEXT EVENT WILL BE DOING THE SAME THING. THE SAME LOCATION ON SEPTEMBER 26TH. FOR 90 NOON.

[01:25:04]

THERE'S A LOT OF FOLKS THAT ARE TRYING TO ANSWER THE QUESTION. HOW DO WE ELIMINATE HUNGER IN MCKINNEY? AND IT'S NOT AN EASY TASK WITH THE CITY OF 200,000 FOLKS, AND SO MANY FOLKS HAVE SUFFERED EITHER ECONOMICALLY OR FROM THE THERE. RESULTS OF OUR PANDEMIC THAT WE'RE IN, BUT JUST THANK YOU AGAIN FOR THE PARTNERSHIP WITH THE WHALE APPRECIATE EVERYBODY THAT CAME OUT TO HELP. THANK YOU. IT'S MINT SHAMBO. SIR. WELL, UM BEEN A. INTERESTS AND RIDE TODAY, MR MAYOR, WE WILL. SAY THE LAST FEW WEEKS HAVE BEEN. ON FAR HAS BEEN A. I APPRECIATE THE WORK WE'VE BEEN. TRYING TO LEAD IN THE RIGHT DIRECTION, SO THAT'S A GREAT START. AS IS ON THE AGENDA. WE'VE. WE'RE TRYING TO RECTIFY THE. THE CHARTER AMENDMENTS FOR THE RECALL. AND SO THERE'S BEEN A LAWSUIT FILED. AND SO IN THE SPIRIT AGAIN OF WORKING TOGETHER MINE MY COMMENT. IS THAT I'VE BEEN EXTREMELY VOCAL ABOUT RACIAL INJUSTICE IS FOR A LONG TIME IN THIS CITY. AND ACROSS THIS COUNTRY. IT APPEARS NOW THAT THE COUNTRY HAS DECIDED TO SPEAK UP WITH ME TO SOME DEGREE. MY HOPE IS THAT THE CITY OF MCKINNEY DOES THE RIGHT THING BY THE VOTERS AND THE CONSTITUENTS OF MY DISTRICT. ALLOWED THEIR VOICES NOT BE DILUTED. AND I HAVE TRUST AND FAITH THAT THE CITY WILL DO THE RIGHT THING. UM. YOU KNOW, WHEN I ISSUED THE. I ISSUED THE BLACK STATE OF EMERGENCY PROCLAMATION AFTER THE DEATH OF A TATIANA JEFFERSON. A LOT OF PEOPLE. I DON'T UNDERSTAND HOW THAT RELATED TO MCKINNEY. LAST COUNCIL MEETING THERE, SO. CHIEF CONLEY MENTIONED THAT THERE WERE NO DEATHS. AND MCKINNIE FROM THE POLICE. AND I THINK HE MEANT THERE WERE NO DEATHS IN MCKINNEY UNDER HIS WATCH. BECAUSE IN 2000. WON KENNY OFFICER JOYCE EVENT, TOO, AND. CUTE CATHY JO HOWARD COLIMA IN HER HOME. UNJUSTLY. JUST LIKE TATIANA JEFFERSON. IT WAS NEARLY THE SAME. SO. THIS DEPARTMENT WILL FOREVER HAVE THAT LOSS ON THEIR HANDS.. OUR CHILDREN. CHILDREN WILL NEVER KNOW WHAT IT'S LIKE TO PLAY WITH THEIR GRANDMOTHER. SO WALK WITH THEM DOWN THE AISLE. SEE, I UNDERSTAND THAT LOSS. WAS I LOST MY FATHER AT THE AGE OF 12. MY FATHER WAS SHOT AND KILLED AT THE AGE OF 12. MY CHILDREN. NEVER KNEW THEIR GRANDFATHER. MY FATHER NEVER SAW ME. GET MARRIED. NEVER GOT TO SEE ANY OF THAT. SO IT DIDN'T MATTER THAT THIS HAPPENED IN THE CITY OF MCKINNEY IN 2001. THERE IS NO TIME TO FEEL THAT VOID. THERE IS NO TIME LIMIT. WHERE THE CITY OF MCKINNEY GETS TO ERASE THAT FROM THEIR DEPARTMENT. SO THE SIMILARITIES WERE EERIE WHEN THAT HAPPENED TO A TATIANA JEFFERSON. SO I ISSUE THE PROCLAMATION OR ATTEMPTED TO IN THE RECALL WAS STARTED. AND SO. THAT DOESN'T JUST AFFECT ME THAT AFFECTS ALL THE VOTERS OF DISTRICT ONE. AGAIN. I HAVE FAITH THAT THE CITY WILL DO THE RIGHT THING AND THAT WE CAN WORK TOGETHER. TO BRING HEALING TO THIS COMMUNITY. I HAVE NO INTENTION OF SEEING THE LAST TWO MONTHS OF RACIAL DIVIDE IN THIS CITY. THAT'S OUT OF MY HANDS. IT DEPENDS ON HOW WE ON THIS COUNCIL WORK TOGETHER. TO SEE THESE THINGS THROUGH. AS FARAS THE COMMENTS THAT WERE MADE OUT HERE, UM. MY ANGELOU SAID. WHEN SOMEONE SHOWS YOU WHO THEY ARE, BELIEVE THEM. SFAR. SOME OF THE COMMENTS OUT HERE. PERIOD. TUBMAN TAUGHT ME DON'T ARGUE WITH PEOPLE THAT SHE WOULD HAVE LEFT BEHIND. SO I'LL LEAVE MY COMMENTS WITH THAT. THANK YOU. I DON'T HAVE ANY PRESSURE. UM, REAL QUICK. NO. WE HAD THE REEF LAYING FOR

[01:30:01]

THE 9 11 WALKER EXHIBIT. I'M SORRY IF YOU'RE PROBABLY GONNA SAY SOMETHING ABOUT TWO UNDER THE MAYOR AND SEVERAL ATTENDED. THANK YOU FOR ALL THE ATTENDANT, BUT REALLY, THANK YOU, TOO WINDY GALLAGHER. I DON'T KNOW IF SHE'S LISTENING. THERE WAS A LOT OF THOUGHT AND EFFORT THAT WAS PUT INTO THAT, ESPECIALLY THE TIMELINE. SOME OF THOSE EVENTS THAT HAPPENED OVER TIME IN HISTORY THEY NEED TO BE TOLD, BROUGHT MY CHILDREN UP HERE TO DO THE WALK THROUGH.

HAVE THEM UNDERSTAND WHAT HAPPENED 1911 AND WHY WE NEED TO NEVER FORGET. CERTAIN INCIDENTS THAT HAPPENED IN OUR IN OUR HISTORY. BUT I KNOW THE ALUMNI. UH THE LEADERSHIP MCKINNEY ALUMNI DID A LOT OF WORK WITH THE PRESENTATION PORT AND SO DID OUR CHAMBER. SO ALL OF YOU INVOLVED INCLUDING THE MAYOR OF FIRE, EVERYBODY THAT SHOWED UP THAT DAY FOR THE. FOR THE REEF. I'M SORRY. I WAS STUCK ON A CASE OF TRYING TO MAKE IT AND I JUST COULD NOT GET OVER THERE. BUT IT WAS VERY EMOTIONAL. THAT'S A VERY EMOTIONAL DAY FOR A LOT OF US BECAUSE I WAS ONE OF THOSE PEOPLE THAT JUST WANTED TO DRIVE TO NEW YORK THAT DAY AND START HELPING CENSUS. HOPE YOU HAVEN'T DONE IT IN. YOU'RE LISTENING. PLEASE DO THE CENSUS. THAT'S A BIG THING. I KNOW SOME OF US THAT'S WORKED ON THAT BEFORE. IT'S HARDER THAN YOU THINK TO GET THOSE NUMBERS AND TO GET AN ACCURATE ACCOUNT OF ACTUALLY WHAT'S GOING IN THE MCKINNEY AND IT'S A LOT OF MONEY. IT COMES BACK TO OUR CITY. AFTER THAT OUR ELECTIONS ABOUTTHE START TWO WEEKS FROM NOW. EARLY VOTING WILL BE IT. OCTOBER. 31 30TH ESO, PLEASE, IF YOU HAVE TO PUT THAT BACK YOUR MIND IN THOSE STATES. THIS NOVEMBER. 3RD YOU HAVE AH, THE NATIONAL ELECTION DAY. AND TO OUR MCKINNEY FIRE DEPARTMENT THAT WENT TO CALIFORNIA. IF YOU HAVEN'T SEEN THE VIDEO. IT'S HARD TO WATCH IF YOU HAVEN'T SEEN THE VIDEO OF THE FIREMAN COMING HOME TODAY THAT THEY POSTED AND HIS LITTLE GIRL RUNNING OUT TO HIM.

IT'S AWESOME. BECAUSE I CAN'T GET THROUGH IT. AND I SENT IT. I SENT IT TO MY FAMILY, AND I KNOW THEY COULDN'T GET THROUGH IT AND I KNOW IT'S ONE OF THOSE LIKE WHEN THE MILITARY GUY COMES HOME. OUR WOMAN COMES HOME ANYWAY AND THEIR CHILD SEASON FOR THE FIRST TIME IN SOME TIME. IT'S TOUGH. SO. WHAT ELSE HAVE I THINK WE WENT THROUGH ALL THE DEFUNDING NONSENSE. WE GET THAT WE GOT THAT FIGURED OUT. THAT'S NOT WHAT IT REALLY MEANS. IT'S CALLED REIMAGINE. SO IF YOU JUST REIMAGINE IT, I GUESS IT'S OKAY. BUSINESSES. PLEASE SUPPORT YOUR MCKINNEY BUSINESSES, YOUR EAT SHOP PLAY. I WAS DOWN HERE SATURDAY. THE SQUARE WAS PACKED. PEOPLE WE NEED TO SUPPORT OUR CITY. UH WE NEED TO GET THAT REVENUE UP.

THAT'S HOW EVERYTHING COMES BACK. IT WAS A BEAUTIFUL DAY, AND THERE WERE SO MANY PEOPLE WALKING AROUND. I JUST TO REALLY APPRECIATE SEEING EVERYBODY DOWNTOWN SUPPORTING OUR CITY BECAUSE WE'RE COUNSELING ALL THESE EVENTS. THOSE EVENTS WHERE OUR GENERATORS AND WITHOUT THOSE GENERATORS, WE'RE GONNA HAVE TO DO IT OURSELVES. WE'RE GOING TO HAVE TO PUT THE LEG ORKIN AND DON'T GO TO PLANO TO EAT. GO TO MCKINNEY. DON'T GO TO PLANET TO SHOP. COULD'VE MCKINNEY I'M TELLING YOU RIGHT NOW IT WILL MAKE A HUGE DIFFERENCE IF EVERYBODY DOES THAT, AND YOU KEEP DOING IT AND YOU KEEP TELLING. DON'T BUY A CAR SOMEWHERE ELSE. WE GOT ENOUGH CAR PLACES HERE BEING BY A CAR AND YOU GOT MY CAR IN MCKINNEY.

SO DO THE STUFF IN MCKINNEY IS WHAT I'M TRYING TO SAY. AND TO JOSH FOR CALLING ME OUT ON ON THE DEAL. I APPRECIATE YOU DOING THAT, BUT YOU DON'T LIVE HERE. WE, D'OH. AND I'D REALLY IT WOULD REALLY MEAN MAUR. IF YOU DID LIVE HERE. I JUST WANT TO KNOW. DO YOU PUT ENOUGH EFFORT INTO LAKE LIVE ON CITY COUNCIL? YOU CAN ANSWER THAT ON YOUR NEXT TIME UP HERE. BUT IF YOU DID IT, WE COULD REALLY MAKE A DIFFERENCE. BUT OKAY, WELL, I'M NOT GOING TO. I'M JUST SAYING IF THERE IS A COUNCIL OVER THERE. SO WE WORK OUR BUTTS OFF UP HERE. AND I DO IT IN THE COMMUNITY. THEY'LL LIVE AND I PAID THE TAXES ON THE COMMUNITY. I LIVE IN LIKE MY KIDS GO TO SCHOOL IN THIS COMMUNITY, SO I'M DOING THE WORK. SO WHEN I GET SOMEBODY TO COME UP HERE AND BARK AT ME ON THE DIET THAT THAT I'M NOT DOING SOMETHING, RIGHT, UM I SAID A LIE. I MEAN, I JUST DON'T UNDERSTAND IT. I DON'T KNOW WHY YOU'RE WASTING YOUR TIME. OKAY OKAY. JUST GOTTA I GOT ASK YOU NOT TO RESPOND. IF YOU HAD YOUR CHANCE. YOU HAD YOUR CHANCE DOWN THERE. YOU WILL. YOU WILL IN THE ONE BEFORE NEXT AD, AND AFTER THAT, YOU GOT IT. A LOT OF TIME ON YOUR HANDS. IT SEEMS LIKE. SO EVERYONE ELSE I APPRECIATE IT, AND I REALLY APPRECIATE THE MEN AND WOMEN THAT CAME IN ON THE RED SHIRTS. THANK Y'ALL. THANK Y'ALL FOR STANDING UP. I APPRECIATE THAT. THAT'S IT. THE MAGIC. YOU MAY REMEMBER IS COUNCIL AND THE PUBLIC. THANK YOU JUST TO ANNOUNCEMENTS SO, OBVIOUSLY WITH THE PANDEMIC, OCTOBERFEST IS GOING TO BE A LITTLE DIFFERENT THIS YEAR. OUR STAFF ARE ESPECIALLY EVENT STAFF DO SUCH A GREAT JOB. AND THEY'RE GETTING CREATIVE WITH OCTOBER FEST THIS YEAR, SO YOU CAN NOW PURCHASE TICKETS FOR PARKED OVER FIST. UM, WHICH IS A SOCIALLY DISTANCE DRIVIN

[01:35:02]

EVENT WAS LIVE MUSIC, A KEG TAPPING. AND A STEIN HOLDING COMPETITION. TRADITIONAL GERMAN FARE WILL BE OFFERED, AS WELL AS A VARIETY OF BEERS FROM TUBBS BREWERY VISIT MCKINNEY, TEXAS DOT ORG'S FORWARD SLASH OCTOBERFEST. FOUR TICKETS. SO AGAIN, IT'LL BE DIFFERENT THIS YEAR, BUT IT WILL BE A LOT OF FUN. THEY'VE RE IMAGINED IT IN DIFFERENT WAYS. AND I THINK YOU'LL YOU'LL FIND A GREAT TIME. I DO WANT TO ALSO COMMENT. THERE WAS A THERE WAS A COMMON MAID THIS EVENING ABOUT. THE CITY'S LACK OF A PERFORMANCE MEASUREMENT PROGRAMME. WE DO ACTUALLY HAVE A VERY ROBUST PROGRAM. THERE'S A ENTIRE SECTION OF OUR WEBSITE. DEDICATED TO PERFORMANCE MANAGEMENT. IF YOU GO, TEO TRANSPARENCY AND THEN ON TRANSPARENT WHEN YOU CLICK ON THAT A LEFT SIDE THERE'S A WORD CALLED PERFORMANCE. YOU CLICK ON THAT IT WILL TAKE YOU TO AN ENTIRE SECTION OF THE WEBSITE. WHICH HAS VERY SMART, WHICH IS SPECIFIC, MEASURABLE, ATTAINABLE, REALISTIC, UNTIMELY, SMART PERFORMANCE. AH OBJECTIVES. IT GIVES YOU A SORT OF A DASHBOARD. A REPORT ON WHERE WE ARE WITH EACH OF THOSE THOSE OBJECTIVES ARE SET BY THE CITY COUNCIL IN FEBRUARY. THEY DO A STRATEGIC GOAL SETTING WORKSHOP EVERY FEBRUARY, WHICH IS PART OF THE BUDGET PROCESS. THAT'S THE EARLY PART BECAUSE WE OBVIOUSLY WHEN WE PREPARE A BUDGET, WE WANT TO HAVE THE COUNCIL'S GOALS STRATEGIC GOALS IN PLACE. WE ALSO SET ABOUT TO PUT DETAILS TO THOSE STRATEGIC GOALS. AND THAT'S WHERE THE OBJECTIVES COME. THE SMART OBJECTIVES ARE PART OF THAT, AND THEN IT COMES BACK TO THE CITY COUNCIL LATE APRIL EARLY MAY, THE CITY COUNCIL ADOPTS THE PERFORMANCE MANAGEMENT PROGRAM. FOR THAT PARTICULAR YEAR, SO IT'S IN PLACE. WE TRACK IT. WE TRY TO IMPROVE IT EVERY YEAR. CERTAINLY IT'S NOT PERFECT WEAR CONTINUALLY TRYING TO IMPROVE AND WE WELCOME ANY SUGGESTIONS, BUT WE DO HAVE A PROGRAM A ROBUST PROGRAM AND WE TRY TO MAKE THAT AS TRANSPARENT AS POSSIBLE. SO THANK YOU FOR THAT. I'M FINISHED. YOU'RE PRETENDING. I HAVE A LITTLE NOTE FROM JIM LASSITER, HE SAYS ON FRIDAY, SEPTEMBER FORT. I DISLOCATED MY SHOULDER, TRYING TO BREAK A FALL IN THE PARKING LOT AND HOME DEPOT AT 3 80 75 MULTIPLE PEOPLE HELPED AND STAYED WITH ME UNTIL PARAMEDICS ARRIVED. ONE CHILDREN MADE FROM THE SUN WITH AN UMBRELLA. IT WAS GREAT TO KNOW. PEOPLE YOU'VE NEVER MET WILL STOP AND HELP SOMEBODY IN TROUBLE.

THANKS TO EVERYONE THAT HELPED AND CHECKED ON ME INTO THE ER. MCKENNEY EMPTIES IN THE STAFF OF BAYLOR AND MAKE ANY EMERGENCY ROOM. I READ THAT JUST BECAUSE HE'S A GREAT PLACE TO LIVE. I MEAN, PEOPLE, IT'S THE PEOPLE THAT MAKE MCKINNEY A GREAT PLACE TO LIVE ON BY. KEEP REMINDING MYSELF THAT ON BEING REMINDED OF THAT. THAT THAT'S WHY PEOPLE MOVE HERE. THEY LOVE IT. THEY LOVE IT. HERE UM, AND IF YOU'RE THINKING ABOUT COMING IN MCKINNEY, WE WOULD WELCOME YOU. THE OTHER THING IS I WAS READING THROUGH THE NEWS THE OTHER DAY. AND IT, SAID POLICE DEPARTMENT'S LAUNCH COFFEE WITH COPS PROGRAM AND OTHER PROGRAMS TO HELP POLICE CONNECT WITH THE NEIGHBORHOODS. AND I'M JUST GRATEFUL THAT OUR. POLICE HAVE ARE. WHERE WE YOU KNOW, FOR YEARS WE'VE BEEN DOING THAT WE'VE ALREADY YOU KNOW, TRYING TO CONNECT WITH THE NEIGHBORHOOD TRYING TO CONNECT WITH THE PEOPLE ON HERE'S HERE'S DEPARTMENTS JUST NOW.

YOU KNOW, THINKING THAT THAT'S A GOOD IDEA. AND SO I WANTED TO GIVE KUDOS TO OUR POLICE CHIEF AND ALL THOSE WHO WERE INVOLVED IN THESE PROGRAMMES AND HELPING POLICE CONNECT WITH OUR UH, NEIGHBORHOODS AND CITIZENS ALL OVER THE OVER THE CITY. AND THE LAST IS JUST TO THANK THEE. AH, CENSUS. PEOPLE. THANK YOU VERY MUCH KINDNESS. I KNOW IT'S NOT EASY. IT'S A GIG TOHAVE AND GOD BLESS YOU FOR GETTING OUT THERE AND KNOCK ON THE DOORS AND DOING THE THINGS THAT YOU NEED TO DO. PLEASE. IF YOU HAVEN'T PARTICIPATED MAKE SURE YOU CAN. PARTICIPATE IN THE CENSUS.

LET'S GET EVERYBODY COUNTED. ALL HAVE MAYOR MR MAYOR. I'M SORRY. MORE THING FOR FORGOT.

YOU HAVE THE PEOPLE THAT CAME UP HERE AND THEY WERE HARASSING YOU ABOUT THE MASKS. AND I HAD HAD THIS THING, IT SAID. IS THAT PEOPLE ARE REALLY UPSET ABOUT THE SIGNS. I SAY MASKS ON LEE. IMAGINE WHEN THEY SAID WHITES ONLY. UM. IT'S NOT A GOOD LEAD IN FOR MY COMMENTS.

FOR NOW. I DON'T MEAN THAT IN A WAY THAT SOMEONE MAY HAVE INTERPRETED THAT. THAT THE 9 11 EVENT WITH GALLAGHER AND THE WHOLE GROUP, THE LEADERSHIP ALUMNI THAT PUT THAT TOGETHER THEY PUT IN THE GROUND, NEARLY 3000 FLAGS, ONE FOR EVERY LIFE THAT WAS LOST. THAT WAS A TREMENDOUS AMOUNT OF WORK IN THE TIMELINE IS WAS STATED. IT REALLY WAS POWERFUL AND VERY

[01:40:01]

MOVING. AND I HOPE THAT A LOT OF MCKINNEY RESIDENCE WENT DOWN AND APPRECIATED THAT AND ALL THE EFFORT THAT WENT INTO IT. IT WAS IT WAS REALLY WELL DONE. SO THANK YOU FOR THAT. WITH REGARD TO THE MASS. I HAD A DIFFERENT COMMENT WITH REGARD TO THAT. YOU KNOW, THE AND I HAVE. I'VE GOTTEN EMAILS ASKING. THAT CITY COUNCIL ASKING MYSELF TO TEO STAND UP AGAINST THE GOVERNOR AND GO AGAINST THE GOVERNOR'S ORDER AND THAT IT'S SO MANY CLAIMS THAT THIS IS ALL POLITICAL. AND THIS AND THAT. I DON'T KNOW. I CAN EVEN GIVE ANY AIR TO THAT COMMENT, BUT IF IT WAS POLITICAL OR IF WE WANT TO THINK POLITICAL. YOU KNOW THE PLATFORM. ONE LARGE PLATFORM IS LAW AND ORDER, AND YOU CAN'T JUST PICK AND CHOOSE WHAT LAWS WHAT? BUT. YOUR YOUR ELECTED OFFICIALS, YOUR GOVERNOR'S YOUR MAYOR'S YOUR PRESIDENT'S.

YOU'RE WHATEVER THEY HAVE A MANDATE IN PLACE AND YOU RESPECT IT. AND YEAH, THERE'S A LOT OF THERE'S A LOT OF GARAGE SCIENTISTS APPARENTLY OUT THERE THAT KNOW WHAT DOES WORK IN WHAT DOESN'T IT KNOWS HOW BIG A MICRONS AH VIRUSES AND HOW THEY TRAVEL, AND THERE'S SO MANY EXPERTS OUT THERE BUT. BUT I DO KNOW IS THERE'S A LAW AND AS LONG AS I'M MAYOR, I'M GOING TO ADVOCATE THAT WE ABIDE BY THE LAW. WE FOLLOW THE LAW. AND THAT DOESN'T MEAN ONLY THOSE THAT WE AGREE WITH. SO UNTIL THAT CHANGES HIS LAW, I WILL SUPPORT IT COMPLETELY AND THOROUGHLY. SO STOP E MAILING ME ASKED ME TO DO OTHERWISE. IT WON'T HAPPEN ON MY WATCH. WITH REGARD TO THE PRIDE COMMUNITY LEADERS OUT THERE. I WANT TO THANK YOU FOR NUMBER ONE WE HAD WE HAD THAT MEETING AND WE'VE WE'VE TALKED IN. QUITE A FEW TIMES. AFTER THAT, ONDA WAS A WAS A GREAT MEETING AND WE CAME TOGETHER AND I THINK WE BOTH ENTERED THAT MEETING WITH A LOT OF. DISTRUST OF ONE ANOTHER. YOU KNOW, WE HAD A LOT OF PRECONCEPTIONS NOT BASED IN ANY PERSONAL INTERACTION WITH ONE ANOTHER, BUT BASED ON JUST A LOT OF A LOT OF NOISE ON BOTH SIDES AND ALL THE WAY AROUND. AND IT TOOK A WHILE TO GET THROUGH THAT, AND IT IT TOOK.

IT TOOK A LOT OF EFFORT ON ALL OF OUR PARTS, AND IT WAS WELL WORTH IT. BECAUSE I'VE I'VE MADE SOME FRIENDS. I'VE IMPORTANTLY AS AN ELECTED PERSON. I'VE. ESTABLISHED A OPEN DIALOGUE, WHICH IS VITAL FOR A VERY, VERY IMPORTANT PART OF OUR COMMUNITY, AND I AM TRULY AND SINCERELY GRATEFUL FOR IT, AND I LOOK FORWARD TO CONTINUED. CONVERSATIONS AND OPEN DIALOGUE, AND I APPRECIATE YOU GIVING ME THE OPPORTUNITY TO HAVE THAT AND. AND CERTAINLY, LIKE I SAID IT WAS WAS STRESSFUL FOR US ALL IN THAT ROOM FOR THE FIRST HOUR TWO EVEN BUT WE STUCK IT OUT AND GREAT THINGS HAPPENED AS A RESULT, SO THANK YOU. TO THE POLICE. YOU KNOW, I'M NOT GOING TO SECOND GUESS IS TO WHAT SOMEBODY MENTOR DIDN'T MEAN.

BUT I KNOW THIS AND THIS ISN'T I'LL JUST SAY IT. YOU KNOW, THERE'S THE COMMENT THAT WAS MADE THAT YOU CAN'T. YOU SHOULDN'T JUDGE WHAT SOMEBODY SAYS HOW SOMETHING MADE THEM FEEL. THAT'S A VALID STATEMENT, RIGHT? SHOULDN'T JUDGE BUT THE SAME TIME WHEN YOU'RE WHEN YOU THEN TURN AND ASSERT WHAT SOMEBODY INTENDED TO SAY. THAT'S GOT TO BE THE SAME. THE SAME INJUSTICE YOU CAN IN ONE HAND SAY, HEY, DON'T DON'T. DON'T TELL ME HOW I SHOULD FEEL WELL, WELL, DON'T ALSO TELL SOMEBODY HOW YOU INTENDED. IT'S ONE THING TO JUST SAY HEY, WHEN YOU SAID THAT THAT MADE ME FEEL THIS WAY, IT'S ANOTHER THING TO SAY. YOU SAID THAT TO MAKE ME FEEL THAT WAY. THAT'S THE SAME JUDGMENT THAT'S BEING CRITICIZED AND IT'S WRONG ALL THE WAY AROUND. SO. I WOULD ASK THAT NOT HAPPEN, AND THAT WOULD ALSO LEAD TO A LOT MORE PRODUCTIVE AND CONSTRUCTIVE MEETINGS. UM, T JUST ABIDE BY THAT IN A TWO WAY STREET VERSUS ONE WAY. AND JOSHUA WILL CLARIFY ONE THING FOR YOU SAID. I THINK YOU'RE UNDER THE IMPRESSION AND YOU WOULDN'T KNOW WHAT YOU MAY NOT KNOW ANY DIFFERENT COURSE YOU AREN'T ANY MY CAMPAIGN RALLIES, BUT. THE ETHICS POLICY WAS SOMETHING THAT I IN A NUMBER OF US RAN ON.

I THINK MAYBE IN COUNCILMAN SHAMBO I DON'T REMEMBER IF YOU DID AS WELL, BUT IT WAS BROUGHT UP DURING OUR CAMPAIGNS. ALL OF EVERYONE THAT WAS RUNNING AT THE TIME. FOUR OF US AND IT WAS SOMETHING THAT WE ALL DEDICATED OURSELVES AND COMMITTED RATHER THAT WE WOULD DO ONCE WE GOT ELECTED, SO THAT THAT ETHICS POLICY DISCUSSION CAME UP. RIGHT WHEN THE FOUR OF US TOOK OFFICE BECAUSE THAT WAS ONE OF THE ONE OF THE MANY THINGS THAT WE SAID WE WOULD DO JUST F Y I DON'T WANT I DON'T TRACY WRATH WHO WAS A. GOOD SERVANT OF THIS CITY TO TAKE THE RAP FOR THAT IN A. AND INCORRECT WAY SO. THE LAST WORD DIDN'T CHANGE. I JUST SAID SO WITH THAT. HAVE A GREAT

[01:45:05]

NIGHT, CHIEF. THANK YOU FOR YOU GUYS AND FIRE DEPARTMENT. ANYONE ELSE THAT KEEPS US SAFE CITY WE ARE. WE ARE ADJOURNED.
