ITEM TO 0-0836 CONSIDER DISCUSSED THE PROPOSED INFRASTRUCTURE AND PARKING[Consider/Discuss the Proposed Infrastructure and Parking Improvements Around the Historic Flour Mill in East McKinney]
IMPROVEMENTS AROUND THE HISTORIC FLOUR MILL IN EAST MCKINNEY. JUST TAKE THAT CITY MINITER FAIRY. CHAIR. AND MEMBERS OF BOARD. THANKS FOR BEING HERE TONIGHT. THIS IS A PRESENTATION KIND OF IS AN INTRODUCTION TO SOME OF THE WORK THAT WE'RE PLANNING OVER ON THE EAST SIDE OF HIGHWAY FIVE. AROUND LOUISIANA AND TENNIS, NOT TENNESSEE, LOUISIANA AND VIRGINIA STREETS. KIND OF. AS FOR THE BOARD AN UPDATE OR AH, INTRODUCTION TO THE THOSE PROJECTS. INTO THE PUBLIC. ANYONE WATCHING THAT THEY WILL KNOW SOME OF THE PROJECTS WE HAVE ONGOING OVER THERE. S O. I'LL GO THROUGH IT FAIRLY QUICKLY AND THEN BE OPENED FOR ANY QUESTIONS AND PLEASE STOP ME IF YOU NEED TO. FOR QUESTIONS ALONG THE WAY. SO THIS IS A CZ. MOST PEOPLE ARE AWARE THIS IS KIND OF OUR HISTORIC INDUSTRIAL DISTRICT.SO AROUND THE HISTORIC FLOUR MILL. WE HAD A LOT OF OTHER INDUSTRIAL PROPERTIES OVER THE YEARS. THE RAIL PLAYED A LARGE PART IN THAT DISTRICT AND STILL HAS SOME HAS A RAIL LINE AS WELL AS SOME STUBBED OUT. SPURS THAT AIR ARE LOCATED IN THE DISTRICT. THE PICTURE OF THE LEFT. THERE IS THE MCKINNEY GRAIN PROPERTY PRIOR TO THE FIRE THAT BURNED ON THAT FRONT BUILDING. BUT THAT'S IN THE DISTRICT AS WELL. AND YOU CAN SEE SOME OF THE OTHER PHOTOS. I JUST THOUGHT THOSE WERE INTERESTING AND TALKING WITH GEIGER'S THOUGHT I'D PUT HIM IN THE PRESENTATION TO TALK ABOUT THE HISTORY. OF THE DISTRICT AND SOME OF THE THINGS WE WANT TO PRESERVE AS WE'RE MOVING FORWARD WITH CREATING MORE VIBRANT DISTRICT AROUND THOSE ASSETS. UH, SO FROM THE PLANNING SIDE OF. THE DISTRICT BACK IN 6 2007. WE HAD A TOWN CENTRE STUDY THAT STARTED OFF. THERE'S BEEN A LOT OF EFFORTS AND THINGS THAT HAVE COME FROM THAT. AND, UH. PROCESS IN 2006 AND 2007 WAS A PUBLIC PROCESS WHERE WE BROUGHT A LOT OF CITIZENS AND STAKEHOLDERS TOGETHER OVER ABOUT AN 18 MONTH PROCESS, TIO THEY HEAR THE MOUNTAIN. WHERE THE ISSUES ARE TALK ABOUT SOME OF THE THINGS WE COULD DO AND FROM THAT WE CAME WITH THE SPACE ONE WAS ESTABLISHING THE VISION. AND IN DOING THAT, WE HAD SOME KEY CONCEPTS FOR THE EAST SIDE, SO THERE WERE A COUPLE DIFFERENT DISTRICTS. PART OF THE TOWN CENTER STUDY, INCLUDING THE HISTORIC SQUARE. JUST TO THE WEST OF THE DISTRICT. WE'RE TALKING ABOUT TODAY'S AND SOME OF THE CORRIDORS AS WELL. BUT FOR THE EAST SIDE. INDUSTRIAL DISTRICT. A COUPLE KEY CONCEPTS WAS TO ENCOURAGE REDEVELOPMENT ANCHORED BY FUTURE TRANSIT VILLAGE WITH THE RAIL LINE GOING THROUGH THERE, THE THOUGHT AT THE TIME. WAS THAT THERE'S AN OPPORTUNITY TO INCORPORATE THAT RAIL LINE WITH FUTURE TRANSIT LINKING US TO THE METROPLEX AND SOME DEVELOPMENT THAT WOULD OCCUR AROUND THAT PRESERVE EXISTING NEIGHBORHOODS. THAT WAS A KEY POINT THAT CAME FROM THE PUBLIC INPUT. AS WE GROW THIS DISTRICT. WE WANT TO MAKE SURE THAT WE RECOGNIZE THE EXISTING NEIGHBORHOODS FOR WHAT THEY ARE AND ALLOW THEM TO REMAIN WHAT THEY ARE NOT. OVERRUN THOSE WITH SOME OF THE DEVELOPMENT PROPOSALS. OLD SETTLERS PARK ENHANCEMENT IS YOU'VE HEARD FROM MY KOWSKI, OUR PARKS AND REC DIRECTOR. THAT IS SOMETHING THAT'S ONGOING. IT'S BEING DESIGNED CURRENTLY. AND APPROPRIATE INFILL HOUSING IN THE DISTRICT AS WELL. SO AFTER WE ESTABLISHED THAT VISION AND ADOPTED THE PLAN, WE WENT TO THE IMPLEMENTATION PHASE OF THE TOWN CENTRE STUDY. SO SOME OF THE. KEY EFFORTS WAS A MARKET FEASIBILITY ANALYSIS CONFERENCE DOWNTOWN PARKING ANALYSIS, WHICH HAS FOCUSED PRIMARILY ON THE WEST SIDE OF HIGHWAY FIVE CREATION OF THE TOWN CENTER.
[00:05:02]
TRES TRES, NUMBER ONE. SO HERE WE ARE TONIGHT WITH A BOARD THAT WAS CREATED AS AN IMPLEMENTATION. PROCESS OF THIS STUDY AND THEN CREATION OF MCKINNEY TOWN CENTRE MTC ZONING DISTRICT, WHICH ALLOWS FOR A MORE DENSE URBAN PATTERN OF DEVELOPMENT, DIFFERENT THAN WHAT WE WOULD HAVE ALONG HIGHWAY FIVE. OR ELSEWHERE IN THE COMMUNITY WHERE YOU HAVE MORE SUBURBAN DEVELOPMENT STANDARDS. SO AS WE'RE TALKING ABOUT PARKING LIKE I SAID, WE FOCUS PRIMARILY ON DOWNTOWN BIKINI DOWNTOWN BEING CENTERED ON IMPACT OR HISTORY.COURTHOUSE UH, WE'VE DONE NUMEROUS STUDIES TO DETERMINE HOW MANY SPACES THERE ARE WHAT THE UTILIZATION IS OF THOSE SPACES. THE TIME AND TURNOVER OF THOSE SPACES. BUT GENERALLY WHEN YOU LOOK WEST ON HIGHWAY FIVE, THE CITY MCKINNEY'S PROVIDED OVER 1000 PUBLIC LOST SPACES OVER 500 PUBLIC GARAGE SPACES. AND 600 ON STREET SPACES AND THE PROVISIONS OF THOSE BY THE CITY HAS ALLOWED FOR THAT DENSE URBAN PATTERN TO DEVELOP. IF WE HAD EVERYONE BUILD THEIR OWN PARKING LOTS, WE'D HAVE A BUNCH OF SMALL BUILDINGS WITH PARKING LOTS OUT FRONT AND IT WOULDN'T BE WHAT IT IS TODAY. UH AND AS IT CONTINUES TO GROW, IT WOULD KIND OF DETERIORATE. FROM THAT POINT FORWARD, UH, LOOKING AT THE EAST SIDE. WE DO HAVE ONE PUBLIC PARKING LOT, WHICH IS IMMEDIATELY WEST OF THE FLOUR MILL THAT HAS 52 PUBLIC PARKING SPACES, AND THERE ARE SOME ON STREET SPACES. I MERRILY ALONG LOUISIANA. SO AS WE'RE LOOKING AT IMPLEMENTATION ON THE EAST SIDE OF HIGHWAY FIVE, AND WE'RE LOOKING AT TRYING TO SPUR GROWTH AND DEVELOPMENT. SOME OF THE MOST RECENT PROJECTS THAT WE'VE TALKED ABOUT PARKING BECOMES CONSTRAINING FACTOR FOR THE DISTRICT. SO SOME OF THINGS WE HAVE BEEN WORKING ON. WOULD BE. NO PROVISION OF PARKING AND PROVISIONS OF ADDITIONAL INFRASTRUCTURE. SO TONIGHT PRIMARILY WHAT I WANTED TO DO IS GAUGED THE BOARD'S INTEREST IN UTILIZATION OF TRES BOARD FUNDS. TO WORK ON SOME OF THESE PROJECTS. SO THE PARKING LOT HAS SHOWN HERE. YOU'VE SEEN SOME COMMENTS THAT THAT PARKING LOT IS TO BE UTILISED BY TOP, SO TOPS BEING A RECENTLY RECENTLY APPROVED ECONOMIC DEVELOPMENT PROJECT. ON THE HISTORIC MCKINNEY GRAIN SIGHT, WHICH IS ADJACENT TO THE PARKING LOT, AND MY ANSWER WOULD BE. YES, TRES AREN'T SORRY. TOPS TO MANIA. ACRONYMS HERE. TOPS WILL UTILIZE THAT PARKING LOT. THAT PARKING LOT IS INTENDED TO BE UTILIZED BY ALL THE USES IN THE DISTRICT AND. I WOULD SAY AS WE MOVE FORWARD, THERE WILL BE ADDITIONAL PARKING LOTS PROVIDED IN THE DISTRICT AS WELL. SO AS WE BUILD THIS PARKING LOT. LOOKING AT APPROXIMATELY 200 SPACES. I'M HOPING TO BE ABLE TO DESIGN A LOT THAT GETS WELL ABOVE 200 SPACES. IT'LL BE UTILIZED BY TOPS. IT'LL BE UTILIZED BY THE FLOUR MILL BY THE REDEVELOPMENT OF SOME OF THE EXISTING.
BUILDINGS ALONG LOUISIANA, LOUISIANA AND VIRGINIA BE UTILIZED BY THE RESTAURANTS THAT ARE CURRENTLY THERE. AND SO IT'S A BENEFIT BECAUSE WAY NEED PARKING TOE REALLY SPUR THAT DEVELOPMENT IN THE DISTRICT? SO I ALSO SHOW THE CITY HALL SIDE ON HERE AS A POINT OF REFERENCE. SO THIS PARKING LOT THAT WE'RE TALKING ABOUT. TONIGHT IS NOT A PARKING LOT FOR CITY HALL CITY HALL WE RECENTLY. ARE ARE CURRENTLY GOING THROUGH A SELECTION PROCESS FOR AN ARCHITECTURAL FIRM WERE PRETTY CLOSE ON HAVING A CONTRACT BACK IN FRONT OF THE CITY COUNCIL FOR APPROVAL. IT AS THEY DESIGN THAT WE'RE GOING TO PROVIDE ADEQUATE PARKING FOR CITY HALL ON THE CITY HALL PROPERTY, WHETHER IT'S ON STREET PARKING.
GARAGE PARKING, POTENTIALLY AND PUBLIC LOTS SO THERE WILL BE ADDITIONAL PARKING NORTH OF THE FLOUR MILL WITH THAT PROJECT AS IT DEVELOPS OUT SO. THE POINT TONIGHT TRYING TO DEBRIEF WHICH I'M NOT GOOD AT. IS TO REALLY GAUGE THE COUNCIL'S INTEREST IN A COUPLE OF THINGS, BUT PRIMARILY AS WE'RE MOVING FORWARD. CURRENTLY, WE'RE NEGOTIATING PURCHASE OF THAT.
PROPERTY. FOR USE AS A PUBLIC PARKING ENGAGED. THE BOARD'S INTERESTED IN COUPLE THINGS.
ONE IS. USE OF TERRORIST FUNDS FOR THE PURCHASE OF THE PROPERTY. POTENTIALLY THE RELOCATION OF RESIDENTS AS NECESSARY, AS WELL AS DESIGN AND CONSTRUCTION. WE'LL LEAVE THIS SLIDE UP HERE BECAUSE I HAVE A COUPLE OTHER THINGS THAT WERE NOT ASKING ABOUT RIGHT NOW BECAUSE THEY'RE TO BE DETERMINED. BUT YOU CAN SEE THE ROADWAYS THAT ARE SHOWN IN THE VARIOUS COLORS. THE EAST LOUISIANA PROJECT THAT IS CURRENTLY ABOUT 90% DESIGNED AND WE'RE FINISHING UP THAT DESIGN PROJECT. THE COUNCIL RECENTLY APPROVED A CONTRACT TO DO SO. THAT PROJECT IS FUNDED THROUGH A GRANT FUNDS AND FOR $6, SO THAT WOULDN'T. IS NOT SOMETHING WE'LL BE BRINGING BACK TO THE TURNERS AT THIS TIME. THE OTHER PROJECTS THE EAST LOUISIANA, THROCKMORTON AND EAST LAMAR PROJECTS WILL KNOW WHAT THOSE NEED TO BE AS WE DID THE DESIGN CITY HALL, DEPENDING ON THE DESIGN OF CITY HALL. THEY'RE GOING TO DICTATE
[00:10:04]
THE DESIGN OF THOSE STREETS. HOW MUCH ON STREET PARKING IS NECESSARY? WHAT TYPE OF STREET WITH ARE WE GOING TO BE LOOKING AT? SO WILL DETERMINE SOME OF THOSE THINGS AS WE MOVE FORWARD, AND AT THAT TIME, PROBABLY IN A YEAR, TOO, WILL BE BACK IN FRONT OF THE CHURCH BOARD. TALKING ABOUT FUNDING MECHANISMS FOR THOSE WE THINK THE COMBINATION OF PARKING. AS WELL AS INFRASTRUCTURE IMPROVEMENTS, WHICH WILL INCLUDE ON STREET PARKING ER ARE SOME OF THE KEY CATALYSTS FOR THIS DISTRICT AND AS WE DEVELOPED CITY HALL DEVELOP OUR PARKING STRATEGY FOR THE EAST SIDE. SOME OF THESE ADJACENT AGING INDUSTRIAL PROPERTIES.THEY CAN REDEVELOPED AS WELL. THAT REDEVELOPMENT, OF COURSE, WE'LL BRING PROPERTY VALUES THAT WILL FEED THE TRES AND PROVIDE MORE FUNDS FOR FUTURE PROJECTS. SO WITH THAT, I'M GOING, TIO. CLOSE MY MOUTH AND ASK IF YOU HAVE ANY QUESTIONS. SO YOU'RE LOOKING TO STATE THAT GOAL HERE LOOKING FOR OUR APPETITE TO USED TO RAISE FUNDS. OR PARKING PROJECTS? YES SUCCINCTLY STATED SUCCINCTLY STATED. THAT IS EXACTLY WHAT WE'RE LOOKING FOR. I'M NOT ASKING FOR ACTION TONIGHT, BECAUSE WHEN WE KNOW WHAT THE COSTS ARE, I'LL BE BACK IN FRONT OF YOU. GO ASK SPECIFIC VALUES. I DIDN'T WANT TO COME AND SAY, HEY, I HAVE A BLANK CHECK. YOU GUYS JUST SIGN IT. I'LL GO OVER THE FORECASTED FAILURE. BUT DO YOU HAVE FOR THE PUBLIC LISTENING INTO DO YOU HAVE A CURRENT BALANCE FOR THE TOURS? ONE THEREABOUT TIO, COME UP AND GIVE YOU A REPORT AS OF OCTOBER. 1ST OF. 2019, WHICH IS NOT. ABOUT FIVE MILLION. RIGHT NOW WE'RE GENERATING JUST UNDER 2.8 MILLION ANNUALLY IN ENTERS.
DISCUSSION. DEFINITELY I'M. IT'S SUPPORTED BY WHAT COLIN COUNTIES ROLE AS YOU KNOW, FOR PARKING AND ROAD ROAD CONSTRUCTION. THE I DID HAVE SOME QUESTIONS OR CONCERNS ABOUT WHETHER OR NOT THE RELOCATION FIT UNDERNEATH WHAT WE'RE ALLOWED TO DO ON TOURS.
NO THAT'S SOMETHING THAT TIP IT GOES INTO AN EMINENT DOMAIN TYPE ACTION. AND HITTERS. DON'T THINK IT'S IN A PROJECT PLAN FOR RELOCATION. YOU COULD WRITE ANYTHING INTO A. CONTRACT TO SAY, YOU KNOW, WE'LL DO THIS. WE'LL DO THAT, BUT IT'S NOT REALLY IN THE PROJECT PLAN. SO THE RELOCATION COSTS MIGHT HAVE TO BE TAKEN OUT OF CITY. IT'S A LEGAL QUESTION. ON WHAT HAPPENS WHERE. GOOD QUESTION, TOO. IF IT'S NOT ELIGIBLE FOR THE TEACHERS IN THE CITY WOULD HAVE TO PAY FOR THE RELOCATION. BUT WE'LL HAVE THAT QUESTION FOR YOU. BARRY COMES BACK AT A FUTURE MEETING WITH THE COST OF THE PRODUCT. I WOULD ALSO. WITH REGARDS TO THE OTHER PROJECTS THAT ARE ADJUNCT TO THE PARKING WE HAVE A LOT OF BONDING CAPACITY, SO I THINK. AS YOU EXPLORE THAT WHOLE PACKAGE. GETTING IT DONE SOONER THAN LATER. IT'LL, IT'LL REGENERATE THE COST FOR THE BOND COST QUICKLY. I THINK. AND JUST JUST FOR CLARIFICATION. WE HAVE NOT EVER BONDED OUT OF TERMS. ONE WE HAVE NOT. OKAY. NOT SAY WE SHOULDN'T WORK, BUT IT JUST NOT TO THIS POINT. FURTHER DISCUSSION. THANK YOU, COMMISSIONER. ONLY ONE OTHER ONE OTHER THING THAT WAS KIND OF RELATED TO ALL THIS, UM, GIVEN THAT YOU DON'T HAVE ANY MASS TRANSIT NOT THAT. SOMETHING SIMILAR, YOU KNOW, LEGACY WEST IS VERY DANCE. THEY HAVE A LOT OF RESTAURANTS IN ONE LOCATION, A LOT OF BUSINESSES IN CORPORATE IN ANOTHER. YOU'LL PROBABLY HAVE IN THE CITY SAMAST TRANSIT CREDITS THAT YOU COULD USE FOR LOCAL PEOPLE MOVER TYPE FACILITIES TO ACTUALLY MOVE PEOPLE BETWEEN BUSINESSES AND THE. IN THE RESTAURANTS AND BACK SO YOU ACTUALLY GENERATE BUSINESS LOCALLY. BESIDES A GOOD POINT AND DECIDE TO THE CREDITS, THERE'S A RATHER LARGE BALANCE IN THE AVAILABLE TO THE MUT. AND SO ACTUALLY, THAT IS PART OF WHAT WE'RE DISCUSSING IS PART OF THAT BOARD. ABSOLUTE CORRECT. AND I DO BELIEVE YOU SAID THE COUNTY WOULD BE WILLING TO CHIP IN A FEW MILLION ON MASS TRANSIT. IS THAT WHAT SHE SAID? MASTER ANSWER, BUT YOU KNOW, WE HAVE.
WE HAVE SOME CREDITS THAT WE'VE ALLOCATED BEFORE OVER IN LEGACY WEST, SO WE HAVE WE HAVE CREDIT. YOU KNOW, PITCHING THE MONEY WILL PITCH IN CREDITS. THANK YOU, COMMISSIONER. OTHER COMMENTS. VERY HE SAID THAT THERE WERE 52 PUBLIC PARKING SPACES ON THE EAST SIDE. RIGHT NOW. YES. SO IMMEDIATELY. EAST ARE IMMEDIATELY WEST OF THE FLOUR MILL RIGHT THERE. THIS IS AN M. CDC LOT THAT HAS 52 SPACES. WOULD YOU DRAW ON THE SCREEN THERE BIRDHOUSE THANK YOU. PRECISELY THERE. I'M SURPRISED YOU WOULDN'T HAVE GONE TO THE DRAWING FIRST, BECAUSE YOU ARE PARTICULARLY SKILLED. WELL. WITH THEM. QUESTION BEING ANSWERED. I
[00:15:04]
WOULD SUPPORT YOU. OTHER COMMENTS. I'M VERY MUCH IN SUPPORT OF THIS PROJECT. ONE OF THE THINGS THAT IS, IS VITAL IS THAT WE KEEP INCREASING THE VALUES OVER THERE. AND THAT, IN TURN, CREATES MORE VALUE FOR THE TRES AND MORE REVENUE COMING IN. SO I'M VERY MUCH IN FAVOR OF THE PROJECT. WHEN THE TIME COMES TO DISCUSS, I THINK IT MIGHT BE WORTHWHILE TO HAVE AT LEAST A LOOK AT WHAT BONDING LOOKS LIKE AT THAT POINT IF WE COULD HAVE THAT AS WELL. THAT'S OKAY WITH EVERYBODY. THE COMMENTS, MR SHELDON, YOU SAID. AT THIS PARKING LOT IS A PUBLIC PARKING LOT. THAT TOPS WILL BE ABLE TO USE BUT IT'S A PUBLIC PARKING LOT THAT ANYBODY WILL BE ABLE TO USE. ARE THERE ANY PARKING SPACES THAT WILL BE TIED SPECIFICALLY THE TOPS, OR THIS IS AN OPEN PARKING LOT. THIS IS AN OPEN PARKING LOT, SO THEY'RE NO RESERVATION OF SPACES FOR ANYONE BUSINESS. IT'S JUST LIKE OUR DOWNTOWN PUBLIC LOTS THAT CAN BE UTILIZED BY ANY. BUSINESS THAT'S A GREAT POINT. THANK YOU FOR CLEARING THAT UP. UM. AND IT'S ANOTHER CONVERSATION FOR COUNCIL. BUT AS WE CONTINUOUS AS COUNCILMAN FRANKLIN MADE THE POINT THAT AS. WE DO IMPLEMENT THESE THINGS AND PROPERTY VALUES CONTINUE TO RISE. EAST OF HIGHWAY FIVE. IN THESE PRIDE COMMUNITIES ARE AFFECTED. SOONER THAN LATER. BUT NEXT.COUNCIL MEETING IN THE NEXT FEW WEEKS. WE NEED TO DECIDE HOW WE BLANKET THAT AREA FROM RISING PROPERTY TAXES AS NOT TO BE REMOVING OUR HISTORIC OH, RESIDENTS IN THAT AREA. THAT'S A CONVERSATION FOR COUNCIL ENOUGH FOR THE TOURIST BOARD. BUT. UNREASONABLE. THANK YOU, COUNCILMAN ANYONE ELSE? WE HAD NOT THAT GENERALLY WERE IN FAVOR OF THIS SOLIDLY IN THE TOUR'S CHARTER IF YOU WILL TO USE IT FIRST. PROJECTS LIKE THIS. ALRIGHT. THANK YOU, MR. THANK YOU VERY MUCH. ITEM 20-80. NO. 0837 DISCUSSED 2019 ANNUAL REPORT. MY APOLOGIES. MILLER.
[Discuss 2019 Annual Report]
CHANCE. MILLER FINANCIAL COMPLIANCE MANAGER ABLETO PULL UP PERFECT. WE'LL BE GOING OVER THE 2019 18 REPORT'S A LITTLE OVER A YEAR AGO. YOUR FIST ON OUR CURRENT FISCAL YEAR ENDS AND HERE IN A WEEK OR SO, SO WE'RE GOING BACK A WHOLE YEAR. WE WENT OVER THIS LAST YEAR. SO THE FIRST TWO PAGES WHO FOR ANYONE THAT HASN'T SEEN THE TRES SHOWS THE PURPOSE THE MEMBERS ASSOCIATED WITH THAT I WANT THE WHOLE GOAL IS AND EVERYTHING RELATED TO THAT. SO I'M GONNA GO AHEAD AND HIT THE FINANCIAL INFORMATION AND BE HAPPY TO ANSWER ANY QUESTIONS THEY ONLY HAVE FOR ME START OFF A NUMBER ONE. WE HAVE OUR ANNUAL REVENUE FOR TERRORISM ONE, WHICH WAS TWO POINT CLOSE TO 2.8 MILLION, WHICH COMPROMISES OF SALES, TAX AND PROPERTY TAXES. IN COMPARISON, THE LAST YEAR WE HAD RIGHT AT 2.5 MILLION, SO IT'S AROUND THE $300,000 INCREASE FROM YEAR TO YEAR. IN REGARDS EXPENDITURES. WE HAD A BUSY YEAR, THERE'S A SEVEN EXPENDITURES. THE FIRST ONES ARE GENERAL AND ADMINISTRATION OF EXPENSE, WHICH IS DUNBAR COST ALLOCATION STUDY. SO I WAS AROUND 39,000. THE NEXT FOUR ITEMS ARE TRES PROJECTS THAT CAME TO YOUR APPROVAL THAT YOU APPROVED AND THAT'S HOLD RIGHT UNDER 100,000, MAINLY FOR FACADE IMPROVEMENTS AND THE REMAINING. ALMOST FOUR MILLION WAS FOR THE PARKING GARAGE WHEN THAT WAS FIRST STARTED, AND THAT'S THE DOWN PAYMENT IN THE FIRST YEAR OF RENT WHEN WE FULLY PURCHASED THE PARKING GARAGE BEING THIS FISCAL YEAR, SO YOU'LL SEE THAT IN NEXT ANNUAL REPORT. AS YOU MENTIONED. WE HAVE NO PRINCIPLE OR INTEREST IN ANYTHING LIKE THAT BONDING CAPACITY, MAYBE 30 ISH MILLION RIGHT NOW. MARK HOLLOWAY CAN GIVE YOU THE FINAL NUMBERS ARE JUST OFF THE TOP OF MY HEAD. HOME. MOVING ON TO NUMBER FOUR THAT SHOWS THE PRAISE VALUES AND TURGEON. WE START OFF THE BASE HERE IN 2010, RIGHT RIGHT OUT. 210,000 ARE MILLION FOR CITY OF MCKINNEY. WE'VE ALMOST DOUBLE THAT. AND YOUR TAX YEAR 2018 THAT RESULT IN US CAPTURING CLOSE TO 200 MILLION AN APPRAISED VALUE. ASK COMPARISON. RIGHT HERE. LAST YEAR. WE HAD 137 MILLIONS. THAT'S ALMOST 42 MONEY. DOLLARS MORE AN APPRAISED VALUE THE SAME. COLLIN COUNTY SAW THE SIMILAR INCREASE. THEY HAD RUN UP $39 MILLION AND INCREASE THE PRICE VALUE. MOVING ON TABLE FIVE. YOU CAN SEE WHAT THAT EQUATES TO IN DOLLAR VALUES THAT APPRAISED VALUE. SO 109 9 MILLION IS RIGHT AT A MILLION DOLLARS OF REVENUE FOR THE TERMS ONE AND RECALLING COUNTY. THAT'S RIGHT, 166,000. MOVING ON TO CELLS TAX. SO WE'VE MORE THAN DOUBLED OUR SALES TAX SINCE 2010. WE CAPTURED $1.58 MILLION IN SALES TAX REVENUE[00:20:07]
MASS COMPARISON LAST YEAR WE SAW RIGHT AT 1.5 MILLION SOULS, ONLY AN $80,000 INCREASE. I'M JUST AN F Y I SEE THAT NUMBER GOING DOWN FOR THIS NEXT FISCAL YEAR. WE'LL GET CONFIRMATION WE DO THAT YEAR END THE FIRM WE DON'T WANT THE MONTH LIKE WE DO SALES TAX, BUT THIS IS THE AREA THAT. WHEN WE WERE DOING OUR MONTHLY ANALYTICS, WE BELIEVE WE'LL SEE THAT SLIGHTLY DECREASED. WE DON'T HAVE EXACT NUMBERS YET, BUT URINE OR ON THE ANALYTICS, THAT'LL BE PROBABLY TWO MONTHS AFTER ALL THE FINAL NUMBERS, UM. SO IN SAYING INSANE THAT ARE TOTAL FISCAL YEAR. 19 REVENUES WERE 2.8 MILLION AND THE TABLE SIX. YOU CAN SEE WHERE OUR FUND BALANCE ENDED AT THE END OF 2019, WHICH WAS 8.2 MILLION. WE'VE HAD A BUSY 2020 AS WELL.SO I SET OUR FUND BALANCE IS YOU KNOW I HAVE IT AT 5.8 MILLION, BUT SALES TAX REVENUE HASN'T CAME IN, SO PROBABLY A LITTLE BIT MORE THAN THAT. JUST BEING CONSERVATIVE RIGHT NOW, SOMEWHERE IN THAT RA AND I'LL BE HAPPY TO ANSWER ANY QUESTIONS AT THIS POINT. AND JUST A RE INSIST THAT THIS IS THE 2019 REPORTED COMING BACK IN, LIKE FIVE OR SIX. WANTS TO SHOW YOU THE 2020 WITH WAIT FOR AUDITS DONE AND ALL THAT WILL BE A FOLKSY THE TAX RATE WE NO, I'M YOU THOUGHT YOU GO. YEAH DROPPED RIGHT THIS TAX YEAR 20 OF THE PREVIOUS TAX RATE.
QUESTIONS FOR MR MILLER. REALLY STRONG IN SPITE OF A LOT OF PROJECT EXPENSES, SO GREAT WAS REALLY THANK YOU. ALL RIGHT. THANK YOU. APPRECIATE IT. EXECUTIVE SESSION, MR HAUSER.
NOT ON THIS ONE. I WOULD ENTERTAIN A MOTION TO ADJOURN, PUSHING TO ADJOURN. MAYOR FULLER 2ND 2ND COUNCILMAN PHILLIPS, PLEASE BACK. PHILLIPS ABOUT COUNCILMAN JIM WILL HAVE
