OF THE DISTRICT AND SOME OF THE THINGS WE WANT TO PRESERVE AS WE'RE MOVING FORWARD WITH CREATING MORE VIBRANT DISTRICT AROUND THOSE ASSETS. UH, SO FROM THE PLANNING SIDE OF. THE DISTRICT BACK IN 6 2007. WE HAD A TOWN CENTRE STUDY THAT STARTED OFF. THERE'S BEEN A LOT OF EFFORTS AND THINGS THAT HAVE COME FROM THAT. AND, UH. PROCESS IN 2006 AND 2007 WAS A PUBLIC PROCESS WHERE WE BROUGHT A LOT OF CITIZENS AND STAKEHOLDERS TOGETHER OVER ABOUT AN 18 MONTH PROCESS, TIO THEY HEAR THE MOUNTAIN. WHERE THE ISSUES ARE TALK ABOUT SOME OF THE THINGS WE COULD DO AND FROM THAT WE CAME WITH THE SPACE ONE WAS ESTABLISHING THE VISION. A COUPLE KEY CONCEPTS WAS TO ENCOURAGE REDEVELOPMENT ANCHORED BY FUTURE TRANSIT VILLAGE WITH THE RAIL LINE GOING THROUGH THERE, THE THOUGHT AT THE TIME. WAS THAT THERE'S AN OPPORTUNITY TO INCORPORATE THAT RAIL LINE WITH FUTURE TRANSIT LINKING US TO THE METROPLEX AND SOME DEVELOPMENT THAT WOULD OCCUR AROUND THAT PRESERVE EXISTING NEIGHBORHOODS. THAT WAS A KEY POINT THAT CAME FROM THE PUBLIC INPUT. AS WE GROW THIS DISTRICT. WE WANT TO MAKE SURE THAT WE RECOGNIZE THE EXISTING NEIGHBORHOODS FOR WHAT THEY ARE AND ALLOW THEM TO REMAIN WHAT THEY ARE NOT. OVERRUN THOSE WITH SOME OF THE DEVELOPMENT PROPOSALS. OLD SETTLERS PARK ENHANCEMENT IS YOU'VE HEARD FROM MY KOWSKI, OUR PARKS AND REC DIRECTOR. THAT IS SOMETHING THAT'S ONGOING. IT'S BEING DESIGNED CURRENTLY. AND APPROPRIATE INFILL HOUSING IN THE DISTRICT AS WELL. SO AFTER WE ESTABLISHED THAT VISION AND ADOPTED THE PLAN, WE WENT TO THE IMPLEMENTATION PHASE OF THE TOWN CENTRE STUDY. SO SOME OF THE. KEY EFFORTS WAS A MARKET FEASIBILITY ANALYSIS CONFERENCE DOWNTOWN PARKING ANALYSIS, WHICH HAS FOCUSED PRIMARILY ON THE WEST SIDE OF HIGHWAY FIVE CREATION OF THE TOWN CENTER.

TRES TRES, NUMBER ONE. SO HERE WE ARE TONIGHT WITH A BOARD THAT WAS CREATED AS AN IMPLEMENTATION. PROCESS OF THIS STUDY AND THEN CREATION OF MCKINNEY TOWN CENTRE MTC ZONING DISTRICT, WHICH ALLOWS FOR A MORE DENSE URBAN PATTERN OF DEVELOPMENT, DIFFERENT THAN WHAT WE WOULD HAVE ALONG HIGHWAY FIVE. OR ELSEWHERE IN THE COMMUNITY WHERE YOU HAVE MORE SUBURBAN DEVELOPMENT STANDARDS. SO AS WE'RE TALKING ABOUT PARKING LIKE I SAID, WE FOCUS PRIMARILY ON DOWNTOWN BIKINI DOWNTOWN BEING CENTERED ON IMPACT OR HISTORY.

COURTHOUSE UH, WE'VE DONE NUMEROUS STUDIES TO DETERMINE HOW MANY SPACES THERE ARE WHAT THE UTILIZATION IS OF THOSE SPACES. THE TIME AND TURNOVER OF THOSE SPACES. BUT GENERALLY WHEN YOU LOOK WEST ON HIGHWAY FIVE, THE CITY MCKINNEY'S PROVIDED OVER 1000 PUBLIC LOST SPACES OVER 500 PUBLIC GARAGE SPACES. AND 600 ON STREET SPACES AND THE PROVISIONS OF THOSE BY THE CITY HAS ALLOWED FOR THAT DENSE URBAN PATTERN TO DEVELOP. IF WE HAD EVERYONE BUILD THEIR OWN PARKING LOTS, WE'D HAVE A BUNCH OF SMALL BUILDINGS WITH PARKING LOTS OUT FRONT AND IT WOULDN'T BE WHAT IT IS TODAY. UH AND AS IT CONTINUES TO GROW, IT WOULD KIND OF DETERIORATE. FROM THAT POINT FORWARD, UH, LOOKING AT THE EAST SIDE. WE DO HAVE ONE PUBLIC PARKING LOT, WHICH IS IMMEDIATELY WEST OF THE FLOUR MILL THAT HAS 52 PUBLIC PARKING SPACES, AND THERE ARE SOME ON STREET SPACES. I MERRILY ALONG LOUISIANA. SO AS WE'RE LOOKING AT IMPLEMENTATION ON THE EAST SIDE OF HIGHWAY FIVE, AND WE'RE LOOKING AT TRYING TO SPUR GROWTH AND DEVELOPMENT. SOME OF THE MOST RECENT PROJECTS THAT WE'VE TALKED ABOUT PARKING BECOMES CONSTRAINING FACTOR FOR THE DISTRICT. SO SOME OF THINGS WE HAVE BEEN WORKING ON. WOULD BE. NO PROVISION OF PARKING AND PROVISIONS OF ADDITIONAL INFRASTRUCTURE. SO TONIGHT PRIMARILY WHAT I WANTED TO DO IS GAUGED THE BOARD'S INTEREST IN UTILIZATION OF TRES BOARD FUNDS. TO WORK ON SOME OF THESE PROJECTS. SO THE PARKING LOT HAS SHOWN HERE. YOU'VE SEEN SOME COMMENTS THAT THAT PARKING LOT IS TO BE UTILISED BY TOP, SO TOPS BEING A RECENTLY RECENTLY APPROVED ECONOMIC DEVELOPMENT PROJECT. ON THE HISTORIC MCKINNEY GRAIN SIGHT, WHICH IS ADJACENT TO THE PARKING LOT, AND MY ANSWER WOULD BE. YES, TRES AREN'T SORRY. TOPS TO MANIA. ACRONYMS HERE. TOPS WILL UTILIZE THAT PARKING LOT. AND SO IT'S A BENEFIT BECAUSE WAY NEED PARKING TOE REALLY SPUR THAT DEVELOPMENT IN THE DISTRICT? SO I ALSO SHOW THE CITY HALL SIDE ON HERE AS A POINT OF REFERENCE. SO THIS PARKING LOT THAT WE'RE TALKING ABOUT. TONIGHT IS NOT A PARKING LOT FOR CITY HALL CITY HALL WE RECENTLY. THE COUNCIL RECENTLY APPROVED A CONTRACT TO DO SO. THAT PROJECT IS FUNDED THROUGH A GRANT FUNDS AND FOR $6, SO THAT WOULDN'T. IS NOT SOMETHING WE'LL BE BRINGING BACK TO THE TURNERS AT THIS TIME. THE OTHER PROJECTS THE EAST LOUISIANA, THROCKMORTON AND EAST LAMAR PROJECTS WILL KNOW WHAT THOSE NEED TO BE AS WE DID THE DESIGN CITY HALL, DEPENDING ON THE DESIGN OF CITY HALL. JUST BEING CONSERVATIVE RIGHT NOW, SOMEWHERE IN THAT RA AND I'LL BE HAPPY TO ANSWER ANY QUESTIONS AT THIS POINT. AND JUST A RE INSIST THAT THIS IS THE 2019 REPORTED COMING BACK IN, LIKE FIVE OR SIX.
