OCTOBER 6TH. OUR CITY COUNCIL REGULAR MEETING WERE 2 22 NORTH TENNESSEE STREET. IN THE GREAT CITY OF MCKINNEY. IT IS SIX. POST SIX IN THE EVENING. FIRST ORDER OF BUSINESS IS A THEY'RE IN VACATION BEFORE SO. OBVIOUSLY, WE HAVE A LOT OF PEOPLE HERE WITHOUT MASKS ON.

EVERYONE HERE UNDERSTANDS THAT THERE IS A EXECUTIVE ORDER OF THE GOVERNOR. IT REQUIRES MASS TO BE WORN. I WENT INSIDE A BUILDING. I'M ASSUMING THAT THERE IS JUST A DESIRE TO HAVE A COMPLETE DISREGARD FOR THAT. IS THAT ACCURATE? I BELIEVE THAT THERE WAS MR HAUSER. CAN YOU CLARIFY WHAT PRESERVE BEFORE THE LAST EXECUTIVE ORDER? I KNOW THERE WAS AN EXEMPTION AT SOME POINT. EARLY ON, THERE WAS AN EXEMPTION OF MUNICIPAL BUILDINGS. I THINK HIS LAST EXECUTIVE ORDER DOES NOT EXEMPT MUNICIPAL BUILDINGS. IS THAT CORRECT? HEY. SO I HAVE WE HAVE MASKS HERE. I'LL ASK YOU EITHER TO PUT ON A MASK. YOU'RE WELCOME TO TAKE IT OFF WHEN YOU SPEAK IF YOU'RE SIGNED UP TO SPEAK, EXCUSE ME EXECUTIVE ORDER THAT IT WAS TAKEN. 6 FT APART. IT'S OBVIOUSLY A STATEMENT. THAT'S WHY WE'RE TALKING. NOT WE'RE NOT WEARING A MASK. WHEN YOU ARE TALKING. I WON'T REQUIRE YOU TO WEAR A MASK EITHER.

EXECUTIVE ORDER. IS THERE SOMEONE THAT WE HAD A COPY OF IT? WHERE DID HE GO? WHEREAS WE'RE IN THE FACE COVERING IS IMPORTANT NOT ONLY TO PROTECT ONESELF BUT ALSO TO AVOID UNKNOWINGLY HARMING FELLOW TEXANS, ESPECIALLY GIVEN THAT MANY PEOPLE GO INTO PUBLIC MAY HAVE COVERT 19 WITHOUT KNOWING IT BECAUSE THEY HAVE NO SYMPTOMS. WHEREAS THE GOVERNOR IS RESPONSIBLE FOR MEETING THE DANGERS TO THE STATE AND PEOPLE REPRESENTED BY DISASTERS UNDER SECTION 418.11 OF THE TEXAS GOVERNMENT CODE AND LEGISLATURES, GIVEN THE GOVERNOR BROAD AUTHORITY TO FULFILL THAT RESPONSIBILITY.

THE EVERY PERSON TEXAS SHALL WEAR FACE COVERING OVER THE NOSE AND MOUTH WHEN INSIDE OF COMMERCIAL ENTITY OR OTHER BUILDING OR SPACE OPEN TO THE PUBLIC OR WENT IN AN OUTDOOR PUBLIC SPACE WHERE IT IS NOT FEASIBLE TO MAINTAIN 6 FT OF SOCIAL DISTANCING FROM ONE OF THE PERSON NOT IN THE SAME HOUSEHOLD. PROVIDED, HOWEVER, THAT THIS FACE COVERING.

REQUIREMENT DOES NOT APPLY TO THE FOLLOWING ANY PERSON YOUNGER THAN 10 YEARS OF AGE.

THE PERSON WITH A MEDICAL CONDITION OR DISABILITY IT PREVENTS WEARING A FACE COVERING THE PERSON ANOTHER PERSON IS CONSUMING FOOD OR DRINK, PROCEEDED AT A RESTAURANT TO EAT OR DRINK. THE PERSON IS EXERCISING OUTDOORS, ENGAGING IN PHYSICAL ACTIVITY OUTDOORS, MAINTAINING A SAFE DISTANCE FROM OTHER PEOPLE. THE PERSON WHILE THE PERSON IS DRIVING ALONE OR WITH OTHER PASSENGERS, WHO ARE PART OF THE SAME HOUSEHOLD AS A DRIVER. THE PERSON OBTAINING A SERVICE THAT REQUIRES TEMPORARY REMOVAL THE FACE COVERING FOR SECURITY SURVEILLANCE SCREENING. OR NEED FOR SPECIFIC ACCESS TO THE FACE. ANY PERSON WHILE PERSONS IN SWIMMING POOL LAKE OR SEVERAL BODY OF WATER. ANY PERSON WHO IS VOTING ASSISTING THE VOTERS SERVING AS A POLL WATCHER OR ACTIVELY ADMINISTERING ELECTION. BUT EVEN THEN, WEARING A FACE COVERING STRONGLY ENCOURAGE ANY PERSON WHO IS ACTIVELY PROVIDING OBTAINING ACCESS TO RELIGIOUS WORSHIP. AGAIN THOUGH, STRONGLY ENCOURAGE ANY PERSONAL PERSONS, GIVING A SPEECH FOR BROADCASTER TO AN AUDIENCE OR ANY PERSON IN A COUNTY THAT MEETS THE REQUISITE REQUIRED AND PROPAGATED. TEXAS DIVISION OF EMERGENCY MANAGEMENT REGARDING MINIMAL CASE COVERT 19. NO IT THERE IS NO ONE EXEMPTED FROM THE SPACE COVERING REQUIREMENT. SO. THAT IS THE GOVERNOR'S EXECUTIVE ORDER. AND. HERE. WE'RE OBEYING THE GOVERNOR'S EXECUTIVE ORDER, SO I. PROVIDE YOU A FACE MASK. YOU'RE WELCOME TO PUT THE FACE MASK ON REMOVING WHEN YOU COME UP TO SPEAK. OR YOU CAN LEAVE THE BUILDING. WAIT. I CALL YOUR NAME THAN COMING IN SPEAK. YOU HAVE SOME ELDERLY PEOPLE HERE. I WON'T CALL THEM OUT BY NAME.

YOU HAVE PEOPLE OF HIGH RISK. I THINK IT IS AT THIS POINT, A SIMPLE COURTESY TO THOSE PEOPLE. IT'S A VIOLATION OF THE LAW, SIR. SO YOU CAN. IT'S A VIOLATION. IT'S A VIOLATION OF AN ORDINANCE BY THE GOVERNOR. AND THIS IS A LAW IN ORDER STATE. YOU CAN'T SPEAK WHEN IT'S TIME TO SPEAK WHEN YOUR NAME IS CALLED TO THE PODIUM AS THE MAYOR SAID, YOU CAN STAY. I

[00:05:04]

UNDERSTAND. I WEAR THE MASK BECAUSE THE GOVERNOR HAS ORDERED US TO WEAR A MASK. IT DOESN'T MATTER. IT SAYS YOU HAVE TO WEAR A MASK INSIDE A BUILDING. NOT WHEN YOU'RE 6.

FT. APART. IT SAYS INSIDE A BUILDING. I WOULD NOT EXCUSE ME. I WILL TAKE CONTROL BACK OF THIS MEETING THAT I JUST READ THE EXECUTIVE ORDER TO YOU. I'M ASKING YOU POLITELY. I'M ASKED YOU NICELY. I'M ASKING YOU AS THE PRESIDER OF THIS MEETING. TO TAKE A MASK. TO TAKE A MASK.

OR TO STEP OUTSIDE UNTIL YOUR NAME IS CALLED. IF YOU HAVE A MEDICAL EXEMPTION, YOU DO NOT NEED TO STEP OUTSIDE. SO. YOU CAN MAKE YOUR POINT AND YOU'RE WELCOME TO SPEAK. BUT THIE THIS MOMENT YOU NEED TO DO IT RESPECTING THE GOVERNOR'S ORDER AND THE ORDER OF THIS OF THIS CHAMBER IN THIS BODY. IN RESPECT TO THE PEOPLE THAT ARE HERE WEARING MASK AND SOME OF THE OLDER PEOPLE THAT AIR OR OF THE HIGH RISK. YOU RESPECT YOUR FELLOW CITIZEN TO DO THAT ENOUGH HERE CLEARLY WITH ME. GOT IT. OF COURSE I UNDERSTAND, BUT I JUST READ THE ORDER. SO YOU UNDERSTAND THAT THAT DOES NOT APPLY INDOORS. EXCUSE ME WHEN YOU'RE SPEAKING AT THE PODIUM, THE LAW SAYS THAT YOU CAN REMOVE YOUR FACE COVERING WHEN YOU'RE SPEAKING TO THE AUDIENCE. THE MANDATE WHEN YOU'RE SPEAKING. AT THE PODIUM. THE MANDATE SAYS THAT YOU CAN REMOVE YOUR FACE COVERING SO. AGAIN. LET LET ME HANDLE THIS CONVERSATION, PLEASE. SO THE SO YOUR YOUR WILL IS TOO. DISREGARD THE GOVERNOR'S ORDER. DISREGARD MY REQUEST. DISREGARD THE SAFETY OF THE PEOPLE HERE THAT THAT ARE HERE. THAT ARE HERE BECAUSE THEY BELIEVE THAT.

OTHER RESIDENTS, OTHER PEOPLE IN THE PROXIMITY OF GOING TO OBEY THE LAW, SO THEY FELT LIKE IT WAS A SAFE ENVIRONMENT THEY NOW FEEL IT'S NOT. YOUR DESIRE IS YOUR ATTITUDE IS YOU DON'T GIVE A ABOUT ANY OF THAT. RIGHT THAT YOU YOUR YOUR DESIRE IN YOUR CONSTITUTIONAL RIGHT TO DISOBEY THE GOVERNOR'S ORDER IS WHAT'S HAVE CONCERNED TO YOU, AND NOT, FOR EXAMPLE, HER HEALTH AND WELL BEING. THAT WHAT I UNDERSTAND. NO THAT'S NOT WHAT IT SAYS. HE READ IT TO YOU, MA'AM, IT SAYS WHEN YOU'RE SPEAKING TO AN AUDIENCE, YOU CAN TAKE YOUR MASK OFF. THAT WAS AN EXEMPTION AND WERE SPEAKING TO THE AUDIENCE. THAT IS AN EXEMPTION. MA'AM. HE READ THAT EXEMPTION. SO WHAT I SEE IS WHAT I SEE IS THE HYPOCRISY WHEN YOU SPEAKING AT THE PODIUM, THEN YOU CAN REMOVE YOUR FACE, MASTER. WHAT I SEE. IS THE HYPOCRISY BECAUSE HAD HAS BEEN BLACK LIVES MATTER, COMING UP TALKING ABOUT THEIR CONSTITUTIONAL RIGHTS. YOU WOULD BE CALLING THEM THUGS, YOU WOULD BE ASKING FOR LAW AND ORDER YOU WOULD BE ASKING FOR THE POLICE ACHIEVED TO REMOVE IT. THAT'S YOUR HYPOCRITES. LISTEN AND YOU'RE NOT. YOU'RE NOT OBEYING THE LAW. YOU'RE HYPOCRITES. YOU'RE NOT OBEYING THE LAW. WE HAVEN'T ASKED FOR YOU, COUNCILMAN SCHEMMEL, MASS FOR YOU. YOU CAN WEAR MASKS WILL REMOVE YOURSELF FROM THIS PRESENCE. COUNCILMAN SHIMON! WE ARE FOLLOWING THE RULES BECAUSE WE'RE ADDRESSING THE AUDIENCE ANNOUNCEMENT SAMWELL AGAIN. MAN. LET ME ASK YOU TO PLEASE NOT ENGAGED IN CONVERSATION. WE HAVE CALLED THIS MEETING TO ORDER. IF YOU CONTINUE TO SPEAK, AND I UNDERSTAND YOU WERE RESPONDING TO THE COUNCILMAN. I'M GONNA ASK YOU NOW. AS MUCH AS TEMPTING AS IT MAY BE TO RESPOND. PLEASE DON'T OUTSIDE. THAT IS JUST DISRUPTING THE MEETING AND I'LL ASK YOU LEAVE FOR THAT PURPOSE. I WANT TO DO THAT. THIS IS A TOUGH SITUATION IS A TOUGH POSITION. UM, I DON'T KNOW IF YOU SPEAK AGAIN WITHOUT ME ASKED ME TO SPEAK, SIR. I WILL CITE YOU FOR DISRUPTING MEANING AND YOU WILL LEAVE. SO PLEASE DON'T MAKE ME DO THAT. LISTEN, I THINK IT'S TREMENDOUSLY DISRESPECTFUL AND I UNDERSTAND THAT YOU DON'T WANT TO WEAR MASTER'S AWAY TO EXEMPLIFY THAT WITHOUT GOING AGAINST WHAT I WILL REFER TO AS LONG THE EXECUTIVE ORDER. AND THE WILL OF THIS CHAMBER AND WHITE. WHY WE'RE SITTING HERE IN A ROOM WITH PEOPLE THAT ARE OBEYING AND OLDER PEOPLE AT RISK. I THINK IT'S TREMENDOUSLY DISRESPECTFUL. I THINK IT'S SHAMEFUL ON BEARS FOR EVERYONE OUT THERE. THAT'S DOING IT BECAUSE I THINK THAT YOU YOU CAN MAKE YOUR POINT AND SPEAK YOUR MIND WITHOUT DISREGARDING THE LAW OF THE LAND. MA'AM IF YOU IF YOU SPEAK AGAIN, I WILL ASK YOU TO LEAVE FOR DISRUPTING MY MEETING. SO PLEASE DON'T. PLEASE DON'T. PLEASE DON'T PUT YOUR PUT ME IN A POSITION TO

[00:10:04]

HAVE TO HAVE YOU REMOVED YOU DON'T NEED TO. YOU DON'T NEED TO SPEAK RIGHT NOW. I'M ASKING, YOU'RE SPEAKING AGAIN. SO PLEASE DON'T. I'VE ASKED EVERYONE UNIVERSALLY, DON'T.

OBVIOUSLY I COULD RECESS IS MEETING AND I COULD HAVE EVERYONE REMOVED. AND I'M SURE THAT WOULD MAYBE MAYBE. BE DESIRED BY SOME OF THE PEOPLE HERE. I WILL ELECT NOT TO DO THAT AGAIN. LET ME BE CLEAR FOR ME. I THINK YOU'RE BEING TREMENDOUSLY DISRESPECTFUL, AND THERE'S SOME PEOPLE IN THIS ROOM THAT ARE VULNERABLE TO THIS DISEASE, AND I THINK IT'S JUST A SHAME THAT PEOPLE DON'T HAVE ENOUGH RESPECT FOR OTHER PEOPLE. IT'S JUST A CRYING SHAME. WITH THAT SAID WE WILL CONTINUE THE MEETING WITHOUT ANY OTHER FURTHER DISRUPTIONS.

YOU HAVE SIGNED UP TO SPEAK HERE. YOU WILL BE CALLED UP TO SPEAK. IF YOU HAVEN'T DONE SO THEN YOU WILL NOT BE. AND THE FASTER THIS MEETING GETS OVER THE FASTER THAT SOME OF THE PEOPLE I DO CARE ABOUT FOR THOSE HERE, MISS ADA SIMMONS. I'M SO SORRY THAT YOU'RE HERE.

I KNOW THAT YOU ARE AND THEN THERE'S OTHERS WANT ME TO CALL YOU OUT. BUT THERE'S VULNERABLE PEOPLE HERE. I'M SORRY THAT THERE'S PEOPLE THAT JUST DON'T GIVE A. SO LET ME MOVE ON. OUR INVOCATION AND PASTOR. I'M SORRY, JUST CURSED SO I WILL SAY. I HAVE ASKED YOU TO PRAY FOR ME ON THAT. BUT WE WILL START WITH AN INDICATION GIVEN BY PASTOR KEVIN TARVER, THE NEW RESURRECTION HOUSE OF FAITH, CHRISTIAN MINISTRIES, AND AFTER THAT, A PLEDGE OF ALLEGIANCE.

YOU'RE MUTED. YOU HEAR ME? BASTARD. ARE YOU OKAY? YEAH. THANK YOU. YOU MAY START. MR CARVER. YOU YOU CAN START THE INVOCATION. OKAY? EVAN, CAN YOU HEAR ME? YEAH, TERRY, IF YOU GO AHEAD AND BEGIN THE INVOCATION. I THINK YOU'RE PROBABLY JUST PRAYING FOR MY PURSE BORDER MEN TO GO AND I APPRECIATE THAT, BUT GO AHEAD. FIRST OF ALL TONIGHT. WELL, WE JUST WANT TO THANK YOU FOR YOUR GRACE. THANK YOU FOR YOUR MERCY. ONE THING FOR YOUR GOODNESS AND YOUR KINDNESS AND LORD, WE JUST ASK YOU TO LEAD AND GUIDE THIS MEETING AND LET IT BE PEACEFUL.

AND LORD, YOU ARE THE SOURCE OF ALL WISDOM. WE PRAY THAT YOU WOULD IMPART YOUR WISDOM TO OUR LEADERS AND TO THE CITY LEADERS THAT THEY MAY PURSUE THE WELFARE OF THE SEATING FOR THE GOOD OF EVERY CITIZEN. BUT, LORD, WE ACKNOWLEDGE THAT IN AMERICA, WE SHARE THIS RESPONSIBILITY WITH OUR LEADERS WAS ALL THE WISDOM OF SOLOMON TO PROVIDE OPPORTUNITY FOR EVERYONE TO SUCCEED IN THEIR WORK. AND TO REACH THEIR GOLD AND PURSUE THEIR DREAMS. IF WE RESPECT ONE ANOTHER, AND THEY WILL WORK COWARDLY TO IN UNTANGLED MANY SOCIAL ISSUES AND JUSTICE, WE PLAYED VARIOUS COMMUNITY. EVEN WITH THEM AND ABILITY TO WORK TOGETHER WITH ME AND WOMEN OF ALL RACES AND ALL ONLY POLITICAL PERSUASIONS, THE WELFARE OF OUR CITY'S ABOUT STATE IN OUR COUNTRY. WE PRAYED THAT YOU WOULD HELP OUR LEAVE. QUIET POWER PURPOSE FOR THEIR LIFE. BRING THEM EMOTIONALLY BUILT. THEIR PHYSICAL APPEARANCE TO DO THEIR WORK BECAUSE OF THEIR FACE IS STOW UPON THEM, YOUR GRACE. YOU EXPECTEDLY CARRY OUT THEIR RESPONSIBILITY TO PRESERVE PEACE AND TRANQUILITY IN THE LAND SO THAT YOUR PEOPLE MAY FLOURISH AND THE GOSPEL MAY BE SPREAD UNHINDERED THROUGHOUT THE LAND. LORD WE HAVE THE PEOPLE LET US OBEY THE LAW OF THE LAND AND LET US BE YOUR IN YOUR PURPOSE. WHAT? AND WE WILL BE CAREFUL TO GIVE YOU ALL THE GLORY AND HONOR AND ALL PRAISE THE LOST YOU IN JESUS'S NAME.

WE PRAY. AMEN. AGENTS.

GIVE THEM OUR HOPE, OUR STRENGTH IN OUR FAITH FOR CONTINUED IMPROVEMENT FOR EARLIER DETECTION. BETTER TREATMENTS AND MORE AND MORE BREAST CANCER SURVIVORS. THANK Y YOU VERY MUCH. NOW MOVE TO CONSENT AGENDA. THESE ARMS CONSISTS OF NON CONTROVERSIAL HOUSEKEEPING I'M REQUIRED BY LAW AND MAYBE CONSIDERED INDIVIDUALLY YOU KNOW WHAT? I AM, SKIPPED PUBLIC COMMENTS ON

[PUBLIC COMMENTS ON AGENDA ITEMS (For Non-Public Hearing Agenda Items)]

AGENDA ITEMS. BETH BENTLEY. I BELIEVE YOU ARE HERE TO SPEAK ON TWO ITEMS ON THE AGENDA.

THAT A NAME? COUNCIL AND, UM, TRYING TO ADJUST THIS BEFORE YOU BEGIN. THEY HAVEN'T STARTED

[00:25:12]

YOUR TIME YET. MAKE SURE PEOPLE KNOW THAT. OF COURSE. RIGHT NOW WE'RE HAVING PUBLIC COMMENTS ON GENDER AND YOU'RE THE ONLY PERSON THAT FILLED OUT A CARD. ANY. SO THAT'S WHY YOU'RE HERE TO SPEAK CARDS AS HOPEFULLY EVERYONE KNOWS HERE. IN OUR. PART OF OUR PROCEDURE.

ORDNANCE, HOW WE HAVE PUBLIC COMMENTS, A CZ LONG AS A CARD HAS BEEN FILLED OUT, REQUESTED TO SPEAK PRIOR TO THE BEGINNING OF THE MEETING. IF YOU HAVE NOT DONE THAT HE WILL NOT BE SPEAKING HERE TONIGHT. AND THAT IS THE LAW A PROCEDURE THAT I WILL ABSOLUTELY ENFORCE. BUT THANK YOU. I'M SORRY. YOUR TIME STARTS NOW. OKAY. SO THE FIRST ITEM I'D LIKE TO SPEAK ON IS REGARDING THE PROCUREMENT POLICY THAT'S ON THE AGENDA TONIGHT. I'D LIKE TO SHARE CHAPTER SEVEN WHERE IT SAYS, HISTORICALLY UNDERUTILIZED BUSINESS PROGRAM. THE POLICY OF THE CITY OF MCKINNEY PROCUREMENT SERVICES DEPARTMENT IS TO ENSURE A GOOD FAITH EFFORT IS MADE TO ASSIST CERTIFIED. HISTORICALLY UNDERUTILIZED BUSINESS VENDORS AND CONTRACTORS IN RECEIVING CONTRACTS IN ACCORDANCE WITH STATE LAW. THAT'S STATE LAW.

EYES, TEXAS LOCAL GOVERNMENT CODE CHAPTER 252.215. MUNICIPALITY AND MAKING AN EXPENDITURE OF MORE THAN $3000, BUT LESS THAN $50,000 SHALL CONTACT AT LEAST TWO HISTORICALLY UNDERUTILIZED BUSINESSES ON A ROTATING BASIS, BASED ON INFORMATION PROVIDED.

BY THE CONTROLLER PURSUANT TO CHAPTER 21 61 OF THE TEXAS GOVERNMENT CODE. SO TWO POINTS TO CONSIDER FOR AMENDMENT IN THE PROCUREMENT POLICY AS YOU CONSIDER THAT TONIGHT. LEAST CONSIDER DISCUSS IN SIGHT ADDITIONAL WAYS TO ENHANCE THE BIDDERS LIST THROUGH PROACTIVE MEASURES FOR CONTRACT BIDDING THAT EXCEEDS $50,000. OR HISTORICALLY UNDER YOU. THE LAST BUSINESSES, MINORITY AND WOMEN OWNED ENTERPRISES. AND NUMBER TWO BECAUSE OF PROCUREMENT SERVICES DEPARTMENT USES A THIRD PARTY VENDOR TO MAINTAIN THE BIDDERS LIST.

RESPECTFULLY REQUEST THE MANUAL TO LIST THE APPROACH. TO IDENTIFY HIS TO IDENTIFYING HISTORICALLY UNDERUTILIZED BUSINESSES AND CITE A MINIMUM OF 20 AGENCIES, ASSOCIATIONS AND CHAMBERS WITHIN THE REGION THAT ARE CONTACTED ON A REGULAR BASIS. IF THERE ARE CONCERNS WITH IDENTIFYING THOSE HISTORICALLY UNDERUTILIZED BUSINESSES ARE PROGRAMS CONSIDER CITING WAYS IN THE POLICY AND PROCEDURES ON HOW THAT WILL BE ADDRESSED. SO THAT MY FIRST THE SECOND ITEM. PERTAINS TO THE IMPACT FEES AND THE DISCUSSION THAT WAS HELD DURING THE WORK SESSION TODAY. FOR THE LAST SEVERAL MONTHS, THE CITY COUNCIL HAS BEEN UPDATED ON AFFORDABLE HOUSING NEEDS IN THIS COMMUNITY. FINDING DECENT QUALITY SINGLE FAMILY AFFORDABLE HOUSING UNDER $200,000 IN MCKINNEY AT THIS MOMENT IS ALMOST IMPOSSIBLE.

ADDITIONALLY MCKINNEY ECONOMIC DEVELOPMENT CORPORATION THEY RECENTLY SHARED THEIR 2021.

KEEP PERFORMING INDICATORS AND UNLESS I MISUNDERSTOOD THEIR STARTING SALARY POINT. $50,000 WOULD DETERMINE THEIR VETTING OF CORPORATE ENTITIES. I BELIEVE THAT I ALSO UNDERSTOOD THAT THE HIGHEST PAYING TAXPAYER IN MCKINNEY IS ENCORE, OIR. AND THEY'RE STARTING SALARIES AVERAGE $15 AN HOUR. JUST BASED ON A VERY BASIC DEDUCTION HIGH YOUR IMPACT FEES WILL NOT ENCOURAGE AFFORDABLE HOUSING TO BE BUILT IN MCKINNEY. HOWEVER. HER SECTION 3 95 OF THE LOCAL GOVERNMENT CODE. IT READS AS FOLLOWS. NOT WITH NOTWITHSTANDING SUBSECTIONS A THROUGH E AND SECTION 395.17. POLITICAL SUBDIVISION MAY REDUCE OUR WAVE AND IMPACT FEE FOR ANY SERVICE UNIT THAT WOULD QUALIFY AS AFFORDABLE HOUSING UNDER STATUTE 40 TO U. S. C SECTION 12 7 45. AS A MAN IT WAS THAT SERVICE UNIT IS CONSTRUCTED AND IT GOES ON TO SAY THAT IF IT IS NOT CONSTRUCTED AS AFFORDABLE HOUSING, YOU CAN REQUIRED THEM TO PAY THE 4 FT. SO IT IS MY HOPE. AND THE HOPE OF THOSE WHO CHAMPIONED THE AVAILABILITY OF DECENT QUALITY, AFFORDABLE HOUSING THAT YOU CONSIDER A COMPREHENSIVE FEE STRUCTURE FOR AFFORDABLE HOUSING, AND NOT JUST A CASE BY CASE BASIS, RESTRUCTURE. WHETHER IT IS THROUGH GENERAL FUNDS BE WAIVER AND SIN IS THROUGH FOUR A AND FOUR BE FUNDING TRES AND

[00:30:03]

OTHERWISE. WHAT A WONDERFUL OPPORTUNITY THIS CITY COUNCIL HAS TO ATTRACT NOT ONLY STRONG BUSINESS PARTNERS. BUT ALSO TAXPAYING CITIZENS WHO WILL BUILD ROOTS AND SERVED IN THIS COMMUNITY. THANK YOU. THANK YOU BETTER. AND SENT TO JENNA. THE ZONES CONSISTENT ON

[CONSENT AGENDA]

CONTROVERSIAL HOUSEKEEPING I'M REQUIRED BY LAW, ADAMS MAY BE CONSIDERED INDIVIDUALLY BY ANY COUNCIL MEMBER, MAKING SUCH A QUEST PRIOR TO EMOTION AND VOTE ON THE CONSENT ITEMS. I AM GOING TO PULL DOWN ITEM. 190010 M EIGHT AND NINE AND 10 AND 11 AND ALSO ITEM 20-0851. IS THERE ANY OTHER ITEM THAT. A MEMBER OF COUNCIL LIKE TO COOL DOWN AND IF NOT EMOTION. DOWN TO 0-0854. 20 DAD'S THERE A 54. RIGHT AND ANY OTHERS. NOT ENTERTAIN A MOTION. TO PROVE ALL THE ITEMS ARE AWFUL DOWN THERE. CAST YOUR VOTES.

THOSE DOWN, REQUESTING AS DISCUSSED EARLIER THAT WE CHANGED THE DATE. OF THE PUBLIC HEARING FOR DECEMBER. 1ST VERSUS NOVEMBER 17TH. I HAVE CONSENT ON THAT I BELIEVE HAD CONSENTED. WORK SESSION YESTERDAY. ANY CHANGE TO THAT? SO MOTION, THEN TO APPROVE THOSE ITEMS WITH THE CHANGE FROM NOVEMBER 17 TO DECEMBER 1ST AND AGAIN THAT IS FOR ALL FOUR ITEMS. 1900108 AND NINE AND 10 AND 11. EMOTION. YES, I'LL MAKE THE MOTION. FOR A SECOND. HE'S CAST A VOTE. MOTION PASSES. IT'S MICHELLE PULLED DOWN TO 00854. THAT ITEM

[Consider/Discuss/Act on a Resolution Adopting the Procurement Policy and Procedures Manual]

IS. CONSIDER AN ACT ON A RESOLUTION ADOPTING THE PROCUREMENT POLICY AND PROCEDURES MANUAL. DESPERATE. GOOD EVENING LEASED A LITERAL PROCUREMENT SERVICES MANAGER.

GOOD EVENING. THIS ITEM WAS JUST DISCUSSED BY RESIDENT UM. JUST WANNA HAVE THE DISCUSSION WITH COUNSEL. I WILL BE IN FAVOR OF ADOPTING THIS POLICY AND PROCEDURES MANUAL WITH THE EDITS THAT WERE REQUESTED BY. MISS BENTLEY, ADDING MORE SPECIFIC DETAILS AND HOW TO PROCURE MINORITY AND WOMEN BUSINESS ENTERPRISES. OH, AND PUT IN A MINIMUM NUMBER AND SOME MORE DETAIL ON HOW WE'RE TOO. TRY TO GO OUT IN THE GARDEN THAT NUMBER OF BUSINESSES. AND SO I GUESS MY CONVERSATION WITH THE COUNCIL IS WEAKENED. GET IT BACK TO A MINIMUM OF BUSINESSES SO THAT WE HAVE SOME CLEAR DIRECTION ON HOW WE'RE MOVING TO OBTAIN THAT THOSE MINORITY BUSINESSES. SO MY GOODNESS, IF YOU LIKE, YOU WON'T RESPOND TO THAT, OR. SO I GUESS I NEED TO MAKE MAKE SURE I'M CLEAR ON THE REQUEST. SO WHEN THERE'S A MENTION OF. A MINIMUM AMOUNT OF BITTERS. IS THAT WHAT I'M UNDERSTANDING? YES THERE WAS. YES, MA'AM.

THERE WAS SOME AMBIGUITY ON A MINIMUM OF. YOU GO BACK TO CHAPTER SEVEN. IN THIS WAY. WE DON'T HAVE A REQUIREMENT SET FOR FORMAL SOLICITATIONS. SO WHAT WE DO IS WE JUST HAVE, YOU KNOW, ENCOURAGE SUPPLIERS TO REGISTER ON OUR SYSTEM THAT WAY EVERYONE HAS AN OPEN. YOU KNOW, IN FAIR OPPORTUNITY TO BID ON OUR FORMAL SOLICITATION IS THERE IS THERE. IS THERE A STRATEGY FOR WHATEVER REASON WE'RE FALLING THROUGH THE CRACKS WHEN IT COMES TO EM W B PARTICIPATION. AND SO, HAVING MORE OF A STRATEGIES TO HOW WE BUILD THAT DATABASE FOR MW BEES TO PARTICIPATED IN MAKING THAT WE DO HAVE STRATEGIES AS FARAS OUTREACH AND EDUCATION WHERE WE DO MEET WITH. THIS MONTH. OUR MEETING WITH THE BLACK CHAMBER OF COMMERCE HAVE A PROCUREMENT FAIR THAT I'LL BE PRESENTING AT ON. KNOWING OUTREACH ON HOW TO REGISTER ON THIS SYSTEM. TO BE ABLE TO BID ON THESE OPPORTUNITIES. I THINK THAT WAS THE KIND OF THE REQUEST OF THE

[00:35:07]

RESIDENT THATJUST PREVIOUSLY SPOKEN MISS BENTLEY. SO IF THERE'S OPPORTUNITIES FOR MORE TRANSPARENCY IN THAT PROCESS, SO THAT WE CAN. SO THAT THE RESIDENTS ARE MORE AWARE SO THAT THEY'RE NOT COMING UP HERE. BECAUSE THEY DON'T KNOW THAT I APPRECIATE IT. SO IS. SO WHAT I WOULD SUGGEST IF THERE'S THERE IS AGREEMENT ON THAT, UM, I DON'T WANT TO TRY TO LEGISLATE FROM THE BENCH WILL TABLE THIS AND COME BACK WITH. SOME SUGGESTIVE LANGUAGE IS.

WHAT IS WHAT IS YOUR I WOULD LIKE TO KNOW YOUR THOUGHTS. DO YOU THINK THAT THERE'S VALUE IN DOING THAT? DO YOU THINK YOU ALREADY DO THAT WAY? DIO AND CERTAINLY FOR THE. 53,000 THAT YOU KNOW, THAT'S THE LAW. WE DO INCORPORATE. YOU KNOW THE VENDORS BUT ALSO FOR FORM OF SOLICITATIONS. WAIT. WE OPENED IT UP TO EVERYBODY. WHETHER YOUR LOCAL VENDOR WHETHER YOU'RE HAVE BENDER, YOU KNOW, OR, YOU KNOW, OUTSIDE OF MCKINNEY, AND THEN THERE WAS A QUESTION ABOUT THE BEYOND. 50,000. IS THAT WHAT YOU OKAY? SO BEYOND 50,000 YOU'RE SAYING IT'S OPEN TO EVERYBODY. SO. I GUESS THE CONCERN IS OPEN TO EVERYBODY ISN'T ALWAYS BENEFICIAL TO THOSE MINORITY BUSINESSES. SO HOW DO WE KNOW? I GUESS THERE'S A THERE'S A THERE'S A THERE'S A DIFFERENCE BETWEEN EQUALITY AND EQUITY. AND SO. JUST BECAUSE IT'S EQUAL AND OPEN TO EVERYONE DOESN'T MEAN THAT IT'S EQUITABLE TO EVERYONE AND THAT THE PLANE FILLING IS SO HOW DO WE MAKE SURE THAT WE'RE AGAIN? THE OUTREACH? AND THE OPPORTUNITIES ARE AVAILABLE. AND IF WE CAN MAKE SURE THAT'S MORE TRANSPARENCY, THE COMMUNITY AND THIS MAY NOT BE THE AVENUE, BUT IT WAS A GOOD CONVERSATION STARTER. I APPRECIATE IT. THANK YOU. ESTHER, HOW CAN WE NOT GO AHEAD AND APPROVED THE REQUEST AS SUBMITTED AND COME BACK WITH AN AMENDMENT TO IT AFTER SHE HAS AMPLE OPPORTUNITY TO MEET WITH MISS BENTLEY AND FORMULATE APPROPRIATE LANGUAGE FOR US TO CONSIDER WHAT I WOULD SUGGEST WE DIDN'T THINK THAT YOU COULD DO THAT, OR WE COULD TABLE TONIGHT, AND THERE'S NO REASON TO TABLE IN EITHER WAY. I THINK IF WE WENT AHEAD AND APPROVED IT, SHE COULD PUT THE REST OF HER GOOD WORK IN INACTION WEIGH CAN AMEND IT APPROPRIATELY WITHOUT TRYING TO DISCUSS IT HERE, SO I THOUGHT THE COMMENTS WERE GOOD AND THE STAFF COULD WORK WITH THE RESIDENT. BUT IT SOUNDS LIKE THE STAFF IS DOING A GREAT JOB ALREADY. I MEAN, WHY ARE WE GOING TO BURDEN THEM WITH MORE? HERE IS THE WHY.

WHY'S THE CONVERSATION HAS TO HAPPEN SO THAT STAFF KNOWS THE DIRECTION. AND SO THAT THE COMMUNITY KNOWS WHAT'S GOING ON. AND SO THAT WE HAVE DIALOGUE BECAUSE YOU DON'T KNOW HOW I THINK. AND I DON'T KNOW HOW YOU THINK SO EVERY TIME I HAVE A CONVERSATION WITH STAFF, IT'S NOT FOR YOU TO HURRY UP AND SAY WE DON'T NEED TO HAVE THIS CONVERSATION OR YOU DON'T KNOW WHY WE'RE HAVING THIS CONVERSATION. DIALOGUE IS GOOD, SO THAT WE BOTH HAVE IT A WELL ROUNDED UNDERSTANDING BECAUSE I DIDN'T GROW UP ON YOUR SIDE OF THE TRACKS, NOR DID YOU GROW UP ON MINE. AND SO I LEARNED A LOT FROM YOU AND YOU COULD LEARN A LOT FROM US. BUT WE HAVE TO BE WILLING TOHAVE A CONVERSATION. SO I THINK WHERE WE'RE GOING TO LEAVE, IT IS IF THERE'S A MOTION TO APPROVE IT, YOU CAN CONTINUE WITH EVERYTHING ELSE, YOU GET TOGETHER WITH. SPANLEY CERTAINLY HAVE A LOT OF RESPECT FOR BETH AND MISSION ABOUT MOTION TO APPROVE MAYOR.

EMPLOYEE OF THE CITY, SO WE HAVE A MOTION TO APPROVE THE ITEM FOR A SECOND. ALL IN FAVOR OF CAST YOUR VOTE, PLEASE. I'M SURE THAT PASSES. SO THANK YOU VERY MUCH. ALL RIGHT. THE OTHER

SO IF YOU WANT TO SEE THIS BIG GIANT. HORSEHEAD SCULPTURE, BUT HE SPENDS HE SPENDS HIS OWN MONEY, TEO TO PUT THIS IN FRONT OF THESE BUILDINGS, AND HE DOES A GREAT JOB. THERE'S ONE BACK HERE. THERE'S ONE OVER HERE. THERE'S. YOU CAN TELL THAT IT'S DONE DAYS INVOLVED WITH THE BUILDING BECAUSE IT HAS A BEAUTIFUL SCULPTURE. SO THANK YOU. DON.

US 3 80 FREEWAY, LYMAN GENERALLY BETWEEN FUTURE RIDGE ROAD AND COMMUNITY AVENUE RELATED TO THE TEXAS DEPARTMENT OF TRANSPORTATION. US 3 80 COLLIN COUNTY FEASIBILITY STUDY. GRAHAM. THANK YOU. GOOD EVENING, MAYOR, CITY COUNCIL MEMBER GARY GRAHAM. I'M THE DIRECTOR OF ENGINEERING. AS YOU KNOW, IN MAY OF 22,019 TECH STOCK COMPLETED THE US 3 80 FEASIBILITY STUDY THROUGH COLLIN COUNTY, WHICH RECOMMENDED A NEW ALIGNMENT THROUGH MOST OF MCKINNEY. THE STUDY WAS ONLY A PERMANENT PRELIMINARY ANALYSIS OF THE CORRIDOR, AND WE KNEW AT THE TIME THAT TEXT THAT WOULD BE COMING BACK AND DOING A MORE DETAILED STUDY ON THE NEXT PHASE OF THE PROJECT. THAT PROJECT IS NOW INITIATED. YES.

THE ENVIRONMENTAL IMPACT STUDY AND PRELIMINARY ENGINEERING PHASE. THAT KICK PROJECT THAT PHASE THE PROJECT KICKED OFF EARLIER THIS YEAR, AND IT WILL TAKE ABOUT THREE YEARS TO COMP ONCE HIS FACE IS COMPLETE, TEXT OUT WILL KNOW WHAT THE FINAL ALIGNMENT WILL BE, AND THEN THEY WILL MOVE INTO THE RIGHT AWAY ACQUISITION PHASE FOR THE THREE FREEWAY PROJECT. UNFORTUNATELY FOR US MORE FORTUNATE FOR US DEVELOPS, NOT WAITING ON TEXTILE. WE'RE WORKING WITH SEVERAL DIFFERENT DEVELOPERS AND AGENCIES ON CURRENT PROJECTS THAT WILL BE IMPACTED BY THE FEATURE FREEWAY. WE'RE HERE TONIGHT DISCUSS IT. ONLY A SMALL PORTION SPECIFIC PORTION OF THE FREEWAY ALIGNMENT AND ASK THE COUNCIL TO SUPPORT A RESOLUTION. LETTING TEXT NOT KNOW WHERE THE CITY WOULD LIKE THIS SEGMENT OF THE FREE WAY TO BE AND ALSO ASKING COLLIN COUNTY COMMISSIONERS TO ADOPT A SIMILAR RESOLUTION AND THEN START STRATEGICALLY AND BANKING TO PRESERVE THE CORRIDOR. PROPOSED FREEWAY SEGMENT WE WON'T DISCUSS TONIGHT IS GENERALLY ALONG THE CORRIDOR BOOM DALE, WHICH WE HAVE SHOWN UP ON THE EXHIBIT, A ONE HERE. RIDGE ROAD IS OVER ON THE. PLANTATION THIS SILLY FUTURE RIDGE ROAD HERE, AND COMMUNITY IS RIGHT ABOUT HERE. A REASON STAFF IS COMFORTABLE WITH DISCUSSING A SPECIFIC ALIGNMENT. DISLOCATIONS. WE FEEL THERE'S MINIMAL RISK. IN A DRASTIC SHIFT IN THE ALIGNMENT GOING BACK TO THE FEASIBILITY STUDY. ALIGNMENTS EVALUATED FOR A NEW LOCATION. THIS AREA ALL CONVERGED ON THE BLOOMINGDALE CORRIDOR. THE RESOLUTION WILL PROVIDE STAFF WITH DIRECTION FROM THE COUNCIL TO MOVE FORWARD. CONTINUE TO WORK WITH

[00:50:04]

OUR PARTNERS ALONG THE CORRIDOR. SO LET'S TALK ABOUT SPECIFICS IF YOU COULD BRING UP THE SECOND EXHIBIT. SO FIRST. NORTH TEXAS, MISS WATER DISTRICT IS WORKING ON A 72 INCH WATER LINE. IN AN 80 FT. EASTMAN THERE WANT TO CONSTRUCT ONE AT THIS TIME WITH FUTURE PLANS FOR A 2ND 72 INCH WATER LINE. THIS WATER LINE WILL CONNECT MCKINNEY'S RED BLOOD PUMP STATION USED TO 75 2 OR US 3 80 PUMP STATION, WHICH IS DOWN BY THE TUCKER HILL DEVELOPMENT.

TEXAS HAS IDENTIFIED IN ALIGNMENT THAT WOULD GENERALLY RUN ALONG BLOOMINGDALE OVER TO STONEBRIDGE IN SOUTH. AND SO AS THEY HAVE BEEN WORKING ON THE PROJECT, THEIR GOAL IS TO HAVE THIS PROJECT UNDER CONSTRUCTION 2023. THE NEW THE NEW LINE COULD BE OPERATIONAL WHEN THE NEW BOAT ARCA LAKE IS OPERATIONAL IN AROUND 2025. THIS WILL BE A NEW WATER SOURCE FOR THE CITY OF MCKINNEY. INITIAL PLAN INITIAL PLAY NEAR THE WATER LINE HAD IT RIGHT ALONG THE NORTH SIDE OF GLENDALE. HOWEVER. WORKING WITH TEX DOT THEY UNDERSTAND THERE'LL BE A CONFLICT WITH THE FREEWAY. WE'RE TRYING TO FIGURE OUT A WAY TO MOVE THE NORTH TEXAS PROJECT ALONG WHILE WE'RE STILL WAIT. TEXT OUGHT TO FINISH UP THEIR PORTION OF THE PROJECT. SO WE HAVE MET WITH OUR STAKEHOLDERS. COLLIN COUNTY IN THE DISTRICT TO TRY TO COME UP WITH A PLAN TO MOVE THEIR PROJECT FORWARD. SO. WE HAVE GENERALLY SHOWN THE PROPOSED WATER LINE 80 FT EASEMENT IN BLUE ON THE SCREEN. ON THE TOP PART OF THE EXHIBIT. SO EAST OF HEATHER WOULD THE LINUS SOUTH OF THE FREEWAY AND THEN. YOU WOULD HAVE A CONFLICT WITH THE FREEWAY ADJACENT TO HEATHER WOULD AS TEXT DISPLAYED IN THERE RECOMMENDED ALIGNMENT FROM THE FEASIBILITY STUDY. SO WHAT WE HAVE PROPOSED AND HAVE, YOU KNOW? A WORKING PLAN WITH NORTH TEXAS IS A SOME SORT OF TRANSFER OF RIDE AWAY 80 FT OF THE RIGHT AWAY ALONG BLOOMINGDALE INFRONT OF HEATHER, WOULD WE HAVE A FULL 120 FT IN THIS AREA? WE WERE TRANSFER AT SOME MECHANISM OF THE RIDE AWAY OVER TO NORTH TEXAS. THEY'LL ALLOW THEM TO PUT THE WATER LINE WHERE THE EXISTING PAVEMENT OF BLOOM DALE IS. WE HAVE TO FIGURE OUT A NEW PLAN FOR WHERE THE TRAVELING PUBLIC WOULD WOULD BE. AND SO WE HAVE THE OLD COUNTY ROAD THAT WAS TAKEN OUT OF COMMISSION WHEN GLINDA WAS CONSTRUCTED THAT WOULD HAVE TO BE RECONSTRUCTED THERE, MAYBE NEED ADDITIONAL RIGHT AWAY TO THE NORTH. WE NEED TO WORK THROUGH THE DETAILS AND DO SOME DESIGN TO FIGURE THAT OUT. BUT THERE'S A WAY WE FEEL IT'S HIS HUGE POSITIVE FOR THE CITY. AND IN THIS, UH PROPOSED PLAN. SO AT HEATHER, WOULD WE HAVE A 20 FT LANDSCAPE BUFFER FROMTHE SCREENING WALL TO THE EXISTING, UH, BACK A CURB OF EXCUSE ME THE EXISTING RIDE AWAY OF, UH, BLOOM, DALE. WE WOULD THEN HALF MOVE FORWARD THIS PLANT.

ANOTHER 80 FT OF. EASEMENT SLASH RIGHT AWAY. THAT WOULD BE NOW NORTH TEXAS, MISS WATER DISTRICT. THEN FROM WHERE THAT RIGHT AWAY. SO 100 FT FROM THE SCREENING WALL. WE HAVEN'T ALL ANOTHER 50 TO 70 FT, FROM WHERE THAT RIGHT AWAY WOULD BE THE MAIN LANES, SO WE'RE LOOKING FROM ABOUT 151 170 FT, CREATING A BUFFER FROM. HEATHER WOULD TO THE MAIN LINES OF FREEWAY.

ADDITIONALLY, WE'VE CALLED OUT SOME. PROVISIONS IN THE RESOLUTIONS AND KEEP ENCOURAGING TECH STOCK TO KEEP THE HIGHWAY DEPRESSED AS MUCH AS POSSIBLE. THE FREEWAY DEPRESSED AS MUCH AS POSSIBLE. WE THINK WE HAVE A LOT OF OPPORTUNITIES IN THIS CORRIDOR FOR A DEPRESSED SECTION. BASED ON THE EXISTING TOPOGRAPHY. WE ALSO ASKED THEM TO EXPLORE SOUND WALLS, IN ADDITION TO THE BUFFER THAT WE'RE CREATING. ANOTHER OPPORTUNITY FOR POSSIBLE. BUFFERING IS ON THAT 80 FT EASEMENT RIGHT AWAY THAT NORTH TEXAS HAS. WE WANT TO DISCUSS WITH HIM A POSSIBLE BURNING ON THAT ON THAT GROUND HELPED CREATE ADDITIONAL ADDITIONAL BUFFERING. SO, UM. APPROVAL. THE ITEM WOULD ALLOW US TO CONTINUE NEGOTIATIONS WITH NORTH TEXAS. AND SO I WANT TO PAUSE HERE. ASK HER ANY QUESTIONS ALONG THIS PORT OF THE COURT COURT PART OF THE CORRIDOR BEFORE I MOVE ON TO THE OTHER PART DON'T YOU HAVE ANY QUESTIONS? GERRY ASKED THOSE EARLIER JUST FOR FOLKS JUST TUNING IN THAT WE'RE NOT TUNED IN THE WORK SESSION. SO, UH UH, ANY. ADDITIONAL SPACING. WE CAN GET AWAY FROM THE NORTH SIDE OF HEATHER WOOD WOULD BE GREAT. SO OBVIOUSLY, UH, WOULD RATHER THE MUNICIPAL WATER DISTRICT RUN THEIR LINE SOUTH OF. PROPOSED ROADWAY INSTEAD OF NORTH SO HUGELY IN FAVOR OF THAT, AND SECONDLY, I THINK WHAT'S IMPORTANT AGAIN FOR THE RESIDENTS THERE. THE RENDERINGS.

THEY'RE SHOWN ON THE TEXTILE. KEEP IT MOVING. DALLAS WEBSITE TO SHOW A DEPRESSED ROADWAY.

UH, FOR A SUBSTANTIAL PORTION ABOUT ALL OF THE PORTION IN BACK IN BACK OF EDWARD, SO.

[00:55:01]

THANK YOU FOR PUTTING THE DEPRESSION. AND THANKS FOR PUTTING THE. EXPLORING THE SOUND WALLS IN A CZ WELL, AND JUST ONE OTHER QUESTION. WE ASKED EARLIER. WHEN DOES THIS BEGIN? AND SO THAT WOULD BE? GARY ANSWERED EARLIER. 2023 IS THE MUNICIPAL WATER DISTRICT'S PLANNED FOR CONSTRUCTION. SO AGAIN, NOT QUESTIONS. THANK FOR THE QUESTIONS ARE ANSWERS EARLIER, BUT I JUST WANTED. I DOUBT THERE ARE PUT THAT OUT THERE FOLKS TODAY, OKAY? I'M GONNA ECHO THOSE REMARKS. ANYTHING YOU COULD DO TO PUSH THAT OUT BECAUSE OF THAT NEIGHBORHOOD THAT RUNS AROUND THE ENTIRE NEIGHBORHOOD THAT THAT WE HAVE VERY FEW HAVE A LOT OF YOUNG FAMILIES IN THAT AREA. AND WE'RE GOING. HIS PORTION SO MUCH OF THAT TIME AND FOR THEM TO MOVE AROUND ANYTHING THE FURTHEST WE CAN MOVE THAT JUST EXPRESSED THEM.

HOW VULNERABLE THAT SUBDIVISION IS FOR THAT AREA BECAUSE THAT WHOLE AREA'S EXPOSED RIGHT THERE. APPRECIATE YOU BRINGING THIS CARRION. THANK YOU FOR PUTTING THE TIME WHEN THEY'RE THAT 2023 AS WELL. OKAY. THE SECOND AREA WE WANT TO TALK ABOUT IS REPRESENTED ON THE BOTTOM LEFT OF THE EXHIBIT THERE, AND THAT'S OVER BY THE IRWIN FARMS IN THE TIMBER CREEK NEIGHBORHOODS, BOTH OF THESE NEIGHBORHOODS AIR SOUTH OF IRWIN PARK. THEY BOTH HAVE PHASES FUTURE FACES THAT WOULD BUILD HOMES IN THE PATH OF THE FUTURE FREEWAY. THIS IS THE AREA OF STRATEGIC LAND BANKING THAT WERE LIKE COLLIN COUNTY TO CONSIDER MOVING FORWARD WITH THEY HAVE THE $600 MILLION BOND PROGRAM. IT WAS PASSED IN 2018. SPECIFICALLY TO HELP WITH THIS TYPE OF PURPOSE AND IN CREATING THE 3 80 FREEWAY, US 3 80 FREEWAY. SO AGAIN, WE'RE WORKING WITH DEVELOPERS TRYING TO FIGURE OUT A PATH FORWARD FOR THEM TO CONTINUE THEIR DEVELOPMENTS BUT ALSO ALSO PRESERVING THE AREA SO FUTURE LAND BANKING CAN OCCUR. IRWIN FARMS DEVELOPMENT HAS A NATURAL BUFFER. THERE'S A GAS LINE 80 FT WIDE REPRESENTED BY THE ORANGE LINE. ON THE SCREEN RIGHT IN THIS AREA HERE. AND SO WHAT WE'RE WORKING WITH THEM IS TO TRY TO FIGURE OUT HOW THEY DO NOT BUILD HOMES IN THIS AREA. A CZ BUT ALLOW THEM TO MOVE FORWARD WITH REST OF DEVELOPMENT. TIMBER CREEK DEVELOPMENTS A LITTLE BIT MORE CHALLENGING BECAUSE OF THE WAY THE FREEWAY INTERSECTS THAT DEVELOPMENT AND WE'RE IN ONGOING HIS CONSTRUCTIONS WITH THEM AGAIN. THE APPROVAL OF THIS RESOLUTION GIVE STAFF THE DIRECTION TO KEEP MOVING FORWARD THOSE DISCUSSIONS SO WE COULD BRING IN FUTURE FACILITIES AGREEMENTS WITH THOSE DEVELOPERS TO THE COUNCIL FOR CONSIDERATION. DOES ANYBODY HAVE ANY QUESTIONS WITH THAT PORTION OF THE PROJECT? I JUST WANT TO EMPHASIZE THAT LAST COMMENT YOU MADE THAT. AND I'VE BEEN IN SOME OF THOSE MEDIA'S. WE HAVE DEVELOPERS THAT HAVE PLANS AND ARE TRYING TO MAKE PLANS. AND THIS RESOLUTION. UH, LET'S THAT'S THE COUNTY. NO.

HOPEFULLY WE'LL SEE PARTICIPATION AND CONSENSUS WITH THE COUNTY THAT BILL.

SUPPORT THIS AS WELL AND WE CAN DO A GREAT, UH, JUSTICE FOR OUR DEVELOPING PARTNERS OUT THERE THAT ARE KIND OF IN LIMBO AT THIS MOMENT, SO IT WAS REALLY IMPORTANT THAT WE GIVE DIRECTION STATE DIRECTION. ON THIS PORTION, AND I THINK WE HAVE THE ABILITY TO DO. GREAT.

YOU GO BACK TO EXHIBIT ONE. SO JUST IN SUMMARY, THIS IS A VERY SPECIFIC RESOLUTION ON LEE FROM RICH TO COMMUNITY ALONG ALONG THE BLOOM DEL CORRIDOR. UM FAINTLY UP THERE, YOU CAN SEE WHERE THE IN DASH LINES IS WHERE THE RECOMMENDED ALIGNMENT FROM THE 3 80 FEASIBILITY STUDY WAS. WE'RE VERY CLOSE TO THAT. WE FEEL VERY CONFIDENT THAT THE ALIGNMENT THIS AREA CAN WORK WITHOUT MAJOR DRASTIC CHANGES. THIS ALIGNMENT OF IF YOU PUSH FORWARD WITH THE RESOLUTION AND APPROVE IT WILL BE TAKEN FORWARD. IN THE PORTION OF STUDY BY TEX DOT FOR FURTHER EVALUATION. SO WITH THAT WE ASK FOR YOUR CONSIDERATION TO PROVE THE ITEM. THERE ANY OTHER QUESTIONS OR COMMENTS? THAT AFTER MOTION. MAKE A MOTION. WE APPROVED THIS ITEM. CIRCUIT.

CAST YOUR VOTE FOR SOME REASON, EMPRESS, MY MIND HAS GONE DOWN, SO I'M GONNA TAKE A VERBAL ALL IN FAVOR. SAY AYE, AYE POST. HEY. CUTE. BUT BEING MEMBERS THANK YOU, GERRY. THAT WAS DOWN. I DO NOT HAVE. UNFORTUNATELY. SPEAKERS. WHO HAVE FILLED OUT BEFORE THE MEETING STARTED. RIGHT? NOW THE PORTION OF THE MEDIA NCIS AND COMMENTS ON MATTERS NOT ON THE

FOR EACH FIGURE TO COME UP STATE YOUR NAME AND ADDRESS, PLEASE, WHEN YOU COME UP YOU HAVE TWO MINUTES TO SPEAK. AND, UH, AND YOU, YOU LOOK TO YOUR LEFT. YOU'LL SEE THE CLOCK TURN YELLOW WHEN YOU GET. 2 30 SECONDS RED WHEN YOU'RE DOWN TO THE LAST FIVE SECONDS WHEN THE BELL RINGS. I ASK YOU TO STOP TALKING SO THAT THERE IS TIME FOR THE OTHERS. I WISH TO SPEAK FIRST UP, JIM GARRISON. LITTLE MAYOR COUNCIL STAFF. MY NAME IS JIM GARRISON LIVED 27 AWAY NORTH OF YOU DRIVE HERE IN MCKINNEY. IT'S TIME TO OPEN THE CITY. BACK UP. IT'S TIME TO ENCOURAGE BUSINESSES OPEN BACK UP. I MAINTAIN THAT THE RESTRICTIONS THE MASKS. THE ORDNANCE IS THE EXECUTIVE ORDERS HAVE DONE MORE HARM. TO YOUR AVERAGE BUSINESS TO YOUR AVERAGE FAMILY TO AN INDIVIDUAL THAN THE VIRUS COULD HAVE EVER THOUGHT POSSIBLE. I THINK I'VE GOT A VERY GOOD HANDLE OF WHAT EVERY ONE OF YOU UP THERE DOES FOR A PRIMARY SOURCE OF INCOME YOUR CAREERS, JOBS BUSINESSES. I THINK IT'S FAIR TO SAY THAT NOT ONE OF YOU HAS. MISSED A PAYCHECK THAT CANNOT BE SAID FOR FAMILIES AND BUSINESSES THROUGHOUT THE CITY. THERE WAS A BUSINESS IS STILL CLOSED BUSINESSES OPERATING IN A FRACTION OF THE CAPACITY. THAT THEY SHOULD AND COULD AND THERE'S BUSINESS IS THERE NOT EVER COMING BACK. EVERY BUSINESS IS ESSENTIAL IF IT PUTS FOOD ON THE TABLE FOR YOUR FAMILY, IT'S ESSENTIAL IF IT PUTS A ROOF OVER YOUR FAMILY. IT'S ESSENTIAL. YOU NEED TO ALLOW EVERYONE TO GO BACK TO WORK. SEND A MESSAGE. I DON'T CARE IF IT'S A PROCLAMATION DECLARATION OF THE MAJORITY VOTE. SEND A MESSAGE TO THE PEOPLE OF MCKINNEY, AND YOU'RE NOT GONNA ENFORCE THE MASK.

SEND A MESSAGE TO AUSTIN. YOU'RE NOT GOING TO ENFORCE EXECUTIVE ORDERS AND PLEASE DO NOT EVER LECTURE ME AGAIN ABOUT GIVING A CRAP ABOUT CITIZENS AND MY FRIENDS AND NEIGHBORS.

OH, JOSHUA MURRAY. JOSHUA MURRAY. SO WHEN HE WAS JOSH MEMORY, LIVE AT 176 TO LAKE ROAD, LABAN, TEXAS HAS WON THE FIRST START OFF BY THANKING THE MAYOR AND THE COUNTS FOR AROUND ME TO SPEAK. YOU JUST WANT TO START OFF WITH ANYONE IN THIS ROOM WHO THINKS THERE WILL BE WINNERS ON NOVEMBER 4TH YOU ARE MISTAKING. ELECTIONS AND RE ELECTIONS. THEY HAVE WINNERS AND LOSERS, BUT WHEN IT COMES TO RECALLS, WE'RE ALL JUST A BUNCH OF LOSERS. UM IF YOU'RE IN THIS ROOM, YOU THINK MY OPINION DOESN'T MATTER. I UNDERSTAND. IT'S FINE. BUT TONIGHT I WANTED TO SPEAK TO YOU ABOUT THIS SELLS BROCHURE OF A PETITION THE ONE THAT WAS CIRCULATED IN ORDER TO INITIATE THIS TRASHY RECALL DISTRICT ONE COUNCIL MEMBER CASSADEE ON SIM WELL. UM GIVEN THE LIMITED TIME I HAVE TO SPEAK. I WANT TO FOCUS ON A PORTION OF THE PETITION THAT STATES COUNCILMEMBER SHIN WAS NOT ATTENDING MEETINGS AND EVENTS AT WHICH HE AGREED TO REPRESENT CONSTITUENTS. UM. I MEAN THIS. LIKE MANY STATEMENTS THROUGHOUT THE PETITION IS PRETTY BIG, IN MY OPINION, UH, LACKS BOTH DATA AND SUBSTANCE TO PROPERLY INFORMED CONSTITUENTS ON WHAT THEY WERE ACTUALLY SIGNING. IT SERVES AS YET ANOTHER STATEMENT THAT IS UP FOR INTERPRETATION, DEPENDING ON WHO IS READING IT. SIMILAR TO USE IN THE WORD A LOT TO DESCRIBE A QUANTITY OF FIVE EMAILS. STATEMENTS LIKE THIS IN A PETITION DO NOT PROPERLY INFORMED CONSTITUENTS LIKE THEY SHOULD. VERTS LIKE THIS CAN BE INTERPRETED IN A NUMBER OF WAYS, DEPENDING ON WHO IS READING IT. FOR EXAMPLE, WHEN I READ IT, SAME AS OTHERS.

I HAVE SPOKE TO ASSUME THIS ELECTED LEADER DOES NOT ATTEND COUNCIL MEETING THEN HAS A TERRIBLE ATTENDANCE RATE. NOW, PLEASE FEEL FREE TO CORRECT ME BECAUSE IT'S HARD FOR ME TOGETHER. ALL THIS DATA LINE BY LINE GOING AGENDA THROUGH AGENDA, BUT BY MY CALCULATIONS, COUNCILMEMBER SCHIMMEL HAS A TWIN THROUGHOUT FROM JUNE 2017 JUNE 2 DOWN 20. ATTENDANT 120 OUT OF 124 MEETINGS FOR AN ATTENDANCE RATE OF 97% I'M JUST ASKING RECALLS OR NOT RE ELECTIONS TO VOTE IN FAVOR OF THIS RECALL IS THE VOTE AGAINST THE CONSTITUTION. AND YOU ALSO REALLY PROPERLY INFORMED YOUR CONSTITUENTS. THANK YOU. JIMMY STEWART. HELLO. JIMMY STEWART 617 CYPRESS HILL DRIVE. HOW ABOUT THREE THINGS I WANT TO BRING TO YOUR ATTENTION. ONE I WANT TO SAY ESPECIALLY THINGS TO OUR POLICE DEPARTMENT. AND THE LEADERSHIP PROVIDED BY CHIEF CONNELLY. WHO HAS BEEN NOTHING BUT RESPECTFUL KIND, AND THAT CERTAINLY REFLECTION A

[01:05:04]

POLICE DEPARTMENT THAT HE LEADS. THIS HAS BEEN BY FAR THE MOST PROFESSIONAL, MOST COURTEOUS POLICE DEPARTMENT OF EVERY ENCOUNTER. THE MULTIPLE CITIES. I LIVED IN AMERICA, SO I WANT TO SAY A BIG THANKS TO THE TO THE CHIEF. HE HAS RETURNED PHONE CALLS EMAILS. HE HAS DONE EVERYTHING THAT HE SAID HE WAS GOING TO DO WITH MY INTERACTION WITH HIM. SECOND, I WANT TO SAY THANK YOU TO THE CITY MANAGER STAFF TO MARKET CAM FOR THE WORK THEY'VE DONE WITH THE MORE COMMISSION ONCE AGAIN THEM IN THEIR STAFF OF INEFFABLE, PROFESSIONAL, COURTEOUS AND A SPECIAL THANKS TO OUR CITY'S SECRETARY HERE, WHO HAS FOLLOWED UP ON EVERYTHING THAT SHE HAS SAID SHE WOULD DO NOTHING BUT PROFESSIONAL AND COURTEOUS. IN GAZA. AS YOU CAN SEE, I'M NOT USED TO HAVING THIS TYPE OF ACCESS TO PEOPLE AND FOR CITY WORKERS TO BE DISRESPECTFUL COMING FROM VERY LARGE CITY, SO I'M VERY THANKFUL FOR WHAT I HAVE HERE. MCKINNEY. THEN LAST LITTLE TIME I HAVE LEFT, I WOULD SAY A SPECIAL THANK YOU TO THE MAYOR. MY FIRST STARTED COMING TO COUNCIL MEETINGS. IT WAS OUR VERY CONTENTIOUS UM, VERY COLORFUL. I'LL JUST LEAVE IT AT THAT, AND THINGS HAVE SUDDENLY HAVE CHANGED AND. IT MAY NOT BE VERY MANY PEOPLE IN THIS ROOM WHO KNOW SOME OF THE OUTREACH OF THE MIRRORS DONE BEHIND THE SCENES TO EASE TENSION IN THE CITY AND TO EXTEND AN OLIVE BRANCH. I'M EMBARRASSED THAT SOME CITIZENS RESIDENTS HAVE. I CALLED YOU OUT OF NAME CALLED YOUR WIFE OUT FOR WHAT YOU HAD TO ENDURE BECAUSE I KNOW PERSONALLY THAT NIGHT. I WAS TRUE. SO I JUST WANT TO SAY THANK YOU FOR THE LEADERSHIP OF YOU SHOWN THE COURAGE. TO STAND UP AGAINST THAT AND STILL BE AH, MAYOR AND CONDUCT YOURSELF IN PROFESSIONAL FASHION. SO THANK YOU. THANK YOU, CITY. THANK YOU, JIMMY VERY MUCH. VERONICA SANTA CRUZ. HEY, TAMMY WARNER.

MAREN CITY COUNCIL ON TAMMY WARNER 11 31 09, WEST OF BIKINI. FIRST OF ALL, MAYOR, WE'RE NOT SELFISH WERE PEACEFULLY PROTEST NG AND WE WILL CONTINUE TO DO SO. I JUST WANT TO POINT OUT THAT THESE ARE MY FRIENDS AND I CONSIDER THEM PATRIOTS. DEFINITION OF A PATRIOT IS SOMEONE WHO LOVES HER COUNTRY. WE LOVE THE CONSTITUTION WHERE LAW ABIDING CITIZENS BUT WHEN THE GOVERNMENT STEPS TOO MUCH INTO OUR PERSONAL LIFE, WE HAVE TO SAY ENOUGH. WE HAD TO SAY NO, YOU CAN'T DO THAT. SO THAT'S WHAT WE'RE ABOUT. WE'RE ABOUT TELLING THE GOVERNMENT THAT THIS IS WRONG. THAT I BELIEVE THAT GOVERNOR ABBOT'S ORDER IS UNCONSTITUTIONAL BECAUSE IT GIVES THE EXECUTIVE BRANCH POWERS RESERVED FOR THE LEGISLATIVE BRANCH. AND THAT IS A NO, NO. WE'VE GOT THREE SEPARATE BRANCHES OF GOVERNMENT IN TEXAS, AND YOU CAN'T CROSS THEM. SO THAT'S WHY I PEACEFULLY PROTEST. I ALSO HAVE A MEDICAL CONDITION. I HAVE A DOCTOR'S NOTE IN MY PURSE. I CAN'T WEAR A MASK. SO BEFORE YOU PASS JUDGEMENT, TRY TO GET TO KNOW US. THERE ARE SOME HERE THAT MAY HAVE RELIGIOUS REASONS OR OR PERSONAL REASONS OR POLITICAL REASONS, MINUS A MEDICAL REASON. SO I CAN'T WEAR ONE. BUT THEA OTHER THING I'D LIKE TO REMIND YOU, YOU KNOW WE'VE HAD WORDS BEFORE, BUT I'D LIKE TO REMIND YOU THAT WE'RE ALSO VOTERS AND IT SEEMS TO ME I'VE BEEN AT SEVERAL CITY COUNCIL MEETINGS WHERE YOU CALL PEOPLE OUT AND YOU'VE OFFENDED AND. AND YOU HAVE TO REMEMBER THAT YOU'RE THE MAYOR OF ALL OF US, WHETHER YOU LIKE US TO CRUISE WITH US OR NOT. WE'RE ALL TO BE RESPECTED. AND I TRY TO RESPECT YOU GUYS AS MUCH AS POSSIBLE. BUT JUST PLEASE KEEP THAT IN MIND THAT WE'RE VOTERS, AND BY THE WAY, I JUST WANT TO DO A SHOUT OUT. I'M A DOOR KNOCKER. I JUST GOT A NOTE FROM MY SUPERVISOR THAT BETWEEN ME AND HIM. WE'VE KNOCKED ON 40,000 DOORS FOR THIS ELECTION.

4000 MCKINNEY SO YOU MIGHT WANT TO THINK ABOUT BEING ON OUR SIDE. THANK YOU, AARON PESCA.

THOSE FINDINGS. AARON PET SCAT I LIVE AT 20 TO 1 COTTON MILL, DR. MCKINNEY UM, MR MAYOR, COUNCIL MEMBERS. THANK YOU FOR ALLOWING ME THIS TIME AT TODAY'S MEETING. I'M A 16 YEAR RESIDENT OF MCKINNEY. BUT THIS IS MY FIRST CITY COUNCIL MEETING. AS IS TRUE OF MOST PEOPLE IN MY DEMOGRAPHIC, WHICH HIS PARENTS OF ELEMENTARY AGED CHILDREN, I HAVE HAD LITTLE INTEREST IN CITY GOVERNMENT. MCCAIN. HE'S ALWAYS TAKING CARE OF INFRASTRUCTURE, ETCETERA. I DIDN'T HAVE TO BE INVOLVED. AND YOU ALWAYS LEFT US TO LIVE OUR LIVES AS WE PLEASED. UM, THE MASK MANDATE CHANGED THAT. AND I FOUND THAT DOZENS OF MY FRIENDS AND NEIGHBORS ARE SUDDENLY VERY INTERESTED IN OUR CITY GOVERNMENT. AND WHO MAKES THE DECISIONS? UM, BECAUSE OF THE MASK ORDER AND ITS RESTRICTIONS ON OUR LIBERTY, THE IMPACT IT'S HAVING ON OUR CHILDREN IS SIGNIFICANT. THEY DON'T SEE SMILING, FRIENDLY FACES LIKE THEY USED TO IN MCKINNEY. THEY DON'T SEE PEOPLE STRIKING UP CONVERSATIONS IN LINE AT THE GROCERY STORE. WHAT MY NINE YEAR OLD SON SEES. HE'S WATCHING THIS, SO HE'S HURT SOME COLORFUL LANGUAGE TONIGHT.

[01:10:05]

WHAT HE SEES IN ALL THE MASKS, HIS FEAR. HE USED TO BE OUTGOING AND FRIENDLY TO EVERYONE HE CAME IN CONTACT WITH, BUT WHEN HE'S SURROUNDED BY ADULTS AND MASKS, HE CAN'T TELL WHO'S OPEN TO CONVERSATION AND WHO WOULD RATHER BE LEFT ALONE. OR KIDS. THEY'RE GOING TO GROW UP THINKING UNLIKE THE BEST PLACE TO LIVE IN AMERICA TITLE STATES THAT MCKINNEY ISN'T SAFE. MCKINNEY FEELS DIFFERENT NOW, WHICH I'M SURE EACH OF YOU HAVE FELT. SINCE THE MASKED MAN DAY. UM IN THE PAST FEW MONTHS ARE FAMILIES OFTEN ENDED UP I HAVE LESS TIME THAN I THOUGHT SO. I WOULD JUST LIKE YOU TO CONSIDER REMOVING MASK ORDER. UM, IT DOESN'T MEAN EVERYBODY WOULD STOP WEARING MASKS. IT JUST MEANS THAT WE HAVE THE CHOICE. WE CAN BE INFORMED. WE CAN MAKE DECISIONS ON OUR OWN. WE COULD MAKE DECISIONS WITH OUR DOCTORS WHO IS WHO WE SHOULD ACTUALLY CONTACT TO GET INFORMATION ON THIS. AND DOCTORS VARY IN THEIR OPINIONS. YOU COULD EVEN LOOK ATT THE MASK BOX THAT YOU OFFERED US. IT WOULD SAY THAT IT IS NOT EFFECTIVE IN PREVENTING THE SPREAD OF COVE. IT PLEASE KEEP MCKENNEY. THE BEST PLACE TO LIVE IN AMERICA. JAMES WESTERN NEED NAMES WISTER HEAT. I DON'T KNOW IF I'M SAYING THAT WESTERN HIDE, OKAY? MR MAYOR AND COUNCIL. YOU DON'T NEED TO TALK TO BILL MASKS IN A TECHNICAL SENSE. OPEN SOME GOOD NEWS FOR YOU, BUT IT'S WHAT I BELIEVE TO BE THE TRUTH. THE WORLD HEALTH ORGANIZATION, SAYS THE AUTHORITY AND JURISDICTIONS SUPPOSED TO DESIGNATE THE MASK AND TRAIN ON THE MASK. THEY ALSO SAY THERE'S NO DEFINED SCIENCE SAYS THIS MASS PREVENTS INFECTION. THEY ALSO SAY THAT THERE'S META ANALYSIS, SAYING YOU'RE NO STATISTICAL DIFFERENCE BETWEEN THIS MASK AND IN 95. THIS MASK DOES NOT PASS MUSTER ON 29 CFR 1910 PART 1 30 FOR THE OSHA REGULATIONS FOR. HOW'S MISS ENVIRONMENTS? I TALKED TO AARON SANCHEZ, WHO'S THE ASSISTANT DIRECTOR OF OCEAN, THE TAMPA BAY OFFICE JUST FRIDAY FOR ABOUT 20 MINUTES. HE AND THREE PROFESSORS 10 YEARS AGO AT THE UNIVERSITY OF SOUTH FLORIDA. WHAT? I CAN'T SHOW YOU THIS CHART. I'M SORRY. IT'S WAY DO HAVE HIM. I ALSO THOUGHT I WAS GONNA HAVE ONE MORE MINUTE MAKE MR MAYOR BUT. THREE MASTS, FIVE RUNS EACH. 15 RUNS, 10 MINUTES. 20% FILTRATION EFFICIENCY AT 200.5 MICRONS, WHICH IS FIVE TIMES LARGER THAN A KRONE VIRUS. WE'VE KNOWN THIS FOR 10 YEARS WHEN HE SEALED THE MASK WITH SILICONE AROUND FACE 50. 0.5 MICRONS PARTICLES GOT THROUGH THAT MASK. THIS MATERIAL EXPECTED 0.1 MICRO 95. THAT MEANS EVERY PARTICLE BIGGER AND EQUAL TO ONE MICRON 95% SUPPOSED BE STOPPED. I JUST TOLD YOU THE ONLY 50% WERE STOPPED. THIS MASK IS INSUFFICIENT TO PROTECT AGAINST ANY VIRUS AND BY MADE ANALYSIS AND STATISTICAL CORRELATION. SO'S THE N 95. THIS HAS BEEN KNOWN FOR 10 YEARS, GENTLEMEN.

10 YEARS IS DEFYING SIGNS THAT THIS MASK WILL NOT STOP ANY VIRUS THERE TOO SMALL 1.5 BILLION. REPEAT THAT ONE BILLION CAN FIT ON THE HEAD OF A SEWING PIN. IT'S SO SMALL. WE ARE CO TWO MOLECULES FOREIGN ENEMY THERE IS THE SMALLEST OF THIS IS 64 NANA METERS, THEY'RE IN THE SAME BALLPARK. THANK YOU VERY MUCH, THANK YOU, SIMMONS. GOOD AFTERNOON, MAYOR FULLA CITY COUNCIL. UM, YOU KNOW, I HAD A TOTALLY DIFFERENT SUBJECT BEFORE TONIGHT HAPPENED, SO I JUST WANT TO READ A LITTLE SOMETHING AND I HOPE THAT I'M GOING TO TEST THE HEART OF MY FELLOW CHRISTIANS IN THIS ROOM. IF THERE ARE ANY.

LET EVERY SOUL BE SUBJECT TO THE GOVERNING AUTHORITIES, FOR THERE IS NO AUTHORITY EXCEPT FROM GOD AND THE AUTHORITIES THAT EXIST ARE APPOINTED BY GOD. THEREFORE WHOEVER RESISTS THE AUTHORITY, RESIST THE ORDINANCE OF GOD AND THOSE WHO RESIST WILL BRING JUDGMENT ON THEMSELVES. OR RULERS ARE NOT A TERROR TO GOOD WORKS, BUT EVIL. DO YOU WANT TO BE UNAFRAID OF THE AUTHORITY? DO WHAT IS GOOD AND YOU WILL HAVE PRAISE FROM THE SAME FOR HE IS GOD'S MINISTER. TO YOU FOR GOOD. BUT IF YOU DO EVIL, BE AFRAID FOR HE DOES NOT BEAR THE SWORD IN VAIN. FOR HE IS GOD'S MINISTER TO IT AN AVENGER TO EXECUTE WRATH ON HIM WHO PRACTICES EVIL. THEREFORE YOU MUST BE SUBJECT NOT ONLY BECAUSE OF WRATH BUT ALSO FOR CONSCIENCE SAKE. OR BECAUSE OF THIS. YOU ALSO PAID TAXES FOR THEIR GODS. MINISTERS ATTENDING CONTINUALLY TO THIS VERY THING RENDER, THEREFORE, TO ALL THEIR DUE. TAXES TO HIM TAXES OR DO CUSTOMS TO HOME CUSTOMS ARE DO FEAR TO HOPE FEAR HONOR TO WHOM HONOR. [01:25:03]

ALLY. THANK YOU, TAMARA. ELIZABETH AND I DON'T KNOW IF IT'S MICHAEL, MICHELLE OR MIKHAIL. SHELL. SHOW. MICHELLE, DON'T ACT LIKE YOU DON'T KNOW. AND I KNOW WHEN I SEE YOU, BUT YOU WEREN'T IN THE ROOM. UM ELIZABETH MICHELLE 6 TO 5 EAGLE STONE DRIVE. HELLO, MAYOR FULLER IN CITY COUNCIL MEMBERS. I WANTED TO ADDRESS VOTING AND VOTER SAFETY HERE IN MCKINNEY, AS I'M SURE YOU'RE AWARE TRUMP HAS CALLED FOR AN ARMY OF PEOPLE TO WATCH AND STANDBY AT THE POLES AS PEOPLE EXERCISE THEIR RIGHT TO VOTE. IN FACT, ONE GROUP THAT HE COULD NOT DENOUNCE THE PROUD BOYS HAS ALREADY COMMITTED TWO STANDING BY. THIS GROUP HAS BEEN RECOGNIZED BY THE FBI AND CIA AS A WHITE SUPREMACIST DOMESTIC TERRORIST ORGANIZATION. CHIEF CONLEY, IN AN EMAIL TO ME, SAID THAT MCKINNEY POLICE DEPARTMENT IS COMMITTED TO ENFORCING APPLICABILITY LAWS. WHEN IT COMES TO VOTER PROTECTION. I BRING MY CHILDREN WITH ME TO VOTE. WE HAVE VETERANS WITH PTSD THAT VOTE. WE HAVE VICTIMS OF MASS SHOOTINGS, GUN VIOLENCE THAT VOTE DO WE NOT CARE ABOUT PROTECTING OUR VETERANS MENTAL HEALTH? DO WE NOT CARE THAT A GAGGLE OF WANNABE G I JOES ARE OUT THERE CARRYING THEIR GUNS, YELLING, HATEFUL RHETORIC, WHICH WILL LIKELY INTIMIDATE VOTERS. I'M NOT OKAY WITH THAT. WE NEED TO BE PREPARED. MOVING ON TO A DIFFERENT TOPIC. I KNOW THE THROCKMORTON ADVISORY BOARD WILL BE COMING TO AN END. SO LET'S BE VERY CLEAR. THE REMOVAL OF THIS STATUE HAS NEVER BEEN ABOUT ON LY THE STATUTE IF WE'RE TO MOVE FORWARD IN THE CITY OF MCKINNEY AND HAVE A REAL DISCUSSION ABOUT RACISM AMONGST OUR OWN COMMUNITY, REMOVING THE STATUE WOULD BE A GOOD FIRST STEP. A FIRST STEP THAT SAYS TO OUR COMMUNITY OF COLOR, WE SEE YOU. PEOPLE OF COLOR IN OUR COMMUNITY DESERVED TO BE HEARD, AND, MORE IMPORTANTLY, BELIEVED. POLICE BRUTALITY IS A REAL THING. RACIAL PROFILING IS A REAL THING. USE OF EXCESSIVE FORCE IS A REALLY THING AND THE UNNECESSARY EXCESSIVE NUMBER OF PEOPLE OF COLOR. BEING MURDERED BY POLICE IS A REAL THING. LAST THING I WEAR MY MASK. BECAUSE I'M ACTUALLY FOR LIFE AND NOT JUST PRO BIRTH. PRO LIFE.

EVERYONE ELSE'S LIVES IN HERE PRO LIFE FOR THE VULNERABLE POPULATION, PRO BOYS AND BLUES POPULATION. MAYBE YOU'LL HEAR THIS PRO THE UNBORN CHILDREN THAT ARE IN THIS ROOM CURRENTLY STOP BEING DICKS. PAMELA MERCER. OKAY. THANK YOU. RIGHT. WE'RE TO COUNSEL COMMENTS AND

[COUNCIL AND MANAGER COMMENTS]

I'M GOING TO BEGIN. IT WAS SAID THAT I LECTURED YOU, AND THERE'S A COUPLE THINGS THAT WERE SAID TODAY. PEACEFUL PROTEST. TO SOME EXTENT, YES. LAW ABIDING, ACTUALLY NOT.

THERE'S A CITY ORDINANCE AND YOU'RE ACTUALLY NOT ABIDING IT. SO WHEN I YOU COME IN HERE AND YOU PUT YOU PUT ME AND EVERYONE UP HERE IN A REALLY BAD POSITION. YOU PUT OUR POLICE IN A BAD POSITION, OR I COULD HAVE PUT OUR POLICE IN A BAD POSITION, WHICH I WOULDN'T DO.

AND I UNDERSTAND BY THE WAY, I'M VERY IMPRESSED WITH YOU, YOUNG MAN. I UNDERSTAND THAT HE'S HERE AND YOU, NO ONE WOULD MAKE COULD MAKE THE ARGUMENT THAT DAY. I'M GONNA TEACH GOING TO SHOW MY KIDS THAT YOU STAND UP. THAT'S RIGHT. LEAVE THAT YOU, UM THAT YOU WERE GOING TO TEACH YOU A LESSON AND TEACH TEACHER KIDS. YOU KNOW HOW TO STAND UP AGAINST SOMETHING THAT IS NOT RIGHT. I KNOW AND I GET THAT I TRULY DO AT THE SAME TIME. WHAT? YOU GOTTA REMEMBER THAT WHETHER YOU YOU WANT TO SAY THE GOVERNOR'S ORDER EXECUTIVE ORDER IS NOT. IT'S NOT LAWFUL. IF YOU SAY THAT. WELL, THERE'S A CITY ORDINANCE THAT WAS PASSED UNANIMOUSLY BY EVERYBODY UP HERE TO FOLLOW THAT ORDERS. WE MADE A CITY ORDINANCE AND I WOULD IMAGINE EVERYONE IN THIS ROOM WOULD BE REALLY UPSET. IF, FOR EXAMPLE, YOU KNOW THE BIG FIELD BEHIND YOU. DEVELOPER CAME IN. JUST MOW DOWN ALL THE TREES IGNORED THE CITY ORDINANCE AND HE WOULD COME IN HERE AND HE'D SAY, HEY, IT'S PROPERTY RIGHTS ISSUE. IT'S A PROPERTY RIGHTS THING.

IT'S MY PROPERTY. AND YOU'D BE IN HERE. AT LEAST I WOULD IF I CAN'T SPEAK FOR EVERYONE ELSE, I GUESS, BUT I BEING HERE I'D BE REALLY UPSET THAT THAT PERSON DIDN'T FOLLOW ITS CITY ORDINANCE. SO WHAT AM I SAYING? I'M SAYING, I GUESS THAT. IT'S I GUESS WE'RE SAYING THAT THEY WILL PICK AND CHOOSE WHICH ORDINANCE WE WILL DETERMINE OUR UNCONSTITUTIONAL OR THAT WE WANT. WHAT? THERE. WE DON'T WANT TO OBEY. I LOVE A PEACEFUL PROTEST. I THINK IT'S GREAT, BUT YOU COULD HAVE COME IN HERE. RESPECTING WHAT? THE ORDINANCES WITH A MASK. AND THEN TAKE IT OFF TO SPEAK. THAT WOULD HAVE ACTUALLY BEEN A PEACEFUL PROTEST THAT IS ADHERING TO THE TO THE ORDINANCE THAT IS IN PLACE. THAT WOULD BE DIFFERENT. WHAT HAPPENED IS NOT THAT. WHAT HAPPENED IS YOU PUT ME IN THE POSITION TO WEAR WHEN THERE'S OTHER PEOPLE THAT HEAR THAT ACTUALLY ARE ABIDING BY THE ORDINANCE, AND THERE ARE VULNERABLE POPULATION THAT'S IN THIS ROOM THAT COME HERE. FEELING THAT'S GOING TO BE SAFE, WHETHER YOU BELIEVE IT MAKES A DIFFERENCE OR NOT. THERE'S A LOT OF PEOPLE THAT

[01:30:03]

DO, AND THERE'S A LOT OF ORGANIZATIONS THAT DO AND THE PEOPLE THAT WANTED BY OUR PRESIDENT DUE ON THE FROM THE CDC DOWN. THAT'S WHAT I HEAR EVERY EVERY WEEK ON MY CONFERENCE CALL WITH THE WHITE HOUSE. I HEAR IT. BUT WHETHER YOU BELIEVE OR NOT, YOU CAME IN HERE AND WANTED TO JUST SHOW DEFIANCE THAT YOU'RE NOT GOING TO RESPECT THAT DOUGH. I HAVE AN ISSUE WITH THAT LECTURE. YOU MIGHT AS IT WAS. IT WAS CALLED. YEAH, I HAVE A RIDDLE. I HAVE A BIT OF AN ISSUE WITH THAT. I THINK I I THINK IT'S WRONG. I DON'T THINK IT'S WRONG THAT YOU DISAGREE. AND YOU WANT EXPRESS THAT. I DON'T THINK IT'S WRONG THAT YOU WANT TO WALK HOUSES AND GET SIGNATURES. AND IF YOU WANT TO DO THAT, IN THE UPCOMING ELECTION BY GOD DO IT THAT YOU'RE RIGHT. BUT THERE IS AN ORDINANCE AND THERE IS A LAW OF THIS LAND BY. LET'S CALL IT WHAT YOU SHAKE YOUR HEAD NOTE. BUT IS I'M GOING TO SAY THAT WE HAVE ORDINANCES IN THIS TOWN THAT ARE, BY THE WAY, NOT FEDERAL LAW WE HAVE ORDNANCE IS IN YOUR NEIGHBORHOODS WITH A SPEED LIMIT. I BET YOU HAVE SOME WENT FASTER THAT SPEED LIMIT YOUR CHILD WAS HURT. YOU BE. DAMN ADDED HIM. WOULD BE ENOUGH. BUT GOD, GOD KNOWS WHAT YOU'D SAY IF THEY CAME IN AND SAID, WELL, THAT I DON'T FEEL LIKE FALLING THAT ORDINANCE. IT'S IT'S A VIOLATION BY RIGHT.

I SHOULD BUILD A DRIVE FAST. I THINK I SHOULD DRIVE. OR THEY MOWED DOWN THE TREES BEHIND YOUR HOUSE. WHATEVER OTHER ORDNANCE IS A BUNCH OF ORDINANCES IN THIS CITY THAT HAS A HOME RULE CITY. WE HAVE THE ABILITY TO CREATE AGAIN. PROTEST NG PEACEFULLY FANTASTIC. COMING IN, AND A BODY BY DORNIN SETS IN PLACE. AND EXPRESSING YOUR DISSATISFACTION WITH IT FANTASTIC. IT'S ALL THAT'S ALL. GREAT. THAT'S NOT WHAT SHE DID SO AGAIN. YOU PUT ME IN THE POSITION THAT I HAVE A CHOICE, WHETHER I HAVE IT, WHETHER I EVEN AGREE WITH IT OR NOT BEING AN ORDINANCE IN PLACE. I HAVE A DECISION TO MAKE. DWIGHT ELECT TO NOT ENFORCE IT, BECAUSE MAYBE I BELIEVE THAT A I DON'T KNOW THE MASSES GOINGTO DO ALL THAT MUCH GOOD OR I DON'T WANTTO IF I'M CONFLICTED ON RIGHT OR I JUST DON'T AGREE WITH IT. DO I JUST UNILATERALLY MAKE THE CHOICE? WELL, IN THIS CASE, I WON'T ENFORCE IT. YOUR DOUGH. I ENFORCE IT AND PUT MY POLICE IN THE POSITION WHERE THEY'VE GOT TO GO AND TELL YOU THAT YOU HAVE TO LEAVE AND YOU'RE GOING TO SAY NO, YOU DON'T WANT TO LEAVE, AND I WAS GOING TO PULL OUT THEIR PHONES LIKE WE DO THESE DAYS BECAUSE WHERE THERE'S THAT DEVICE OF A WE'RE GONNA VIDEO AND WE'RE GOING TO STAND UP FOR OUR CONSTITUTIONAL RIGHTS WERE NOT GOING TO LEAVE. AND THEN THE POLICE. THEY'RE GONNA HAVE TO ARREST YOU AND A BIG BIG SCENE.

I'M NOT GONNA PUT THEM I HAVE WAY TOO MUCH RESPECT FOR OUR POLICE. AND LET ME BE CLEAR. I DON'T HAVE RESPECT FOR THE WAY THAT YOU DID THIS. ABSOLUTELY SO YOU WANT TO CALL ME LECTURING? I'M LECTURING. YOU COULD DO IT A DIFFERENT WAY. RESPECT THE ORDINANCE THAT'S IN PLACE. DON'T PICK AND CHOOSE WHICH YOU HAVE. WHAT? YOU AGREE WITH OUR OBEY BECAUSE YOU AGR RESPECTED COME UP HERE AND SPEAK. PULL THAT MASK OFF. SAY WHAT YOU WANT TO SAY. WRITE WHAT YOU WANT TO SAY. DO WHAT YOU WANT TO DO BUT RESPECT THE ORDNANCE. I ELECTED TO NOT PUT THE POLICE IN POSITION. AGAIN. I HAVE WAY TOO MUCH RESPECT FOR THEM. BUT BUT I PROBABLY SHOULD HAVE. I PROBABLY SHOULD NOT HAVE UNILATERALLY DECIDED TO NOT ENFORCE SOMETHING. THAT IS THE LAW OF THIS LAND BY WAY OF ORDNANCE. THAT'S PROBABLY THE MISTAKE I MADE. SO. LEAVE HERE TONIGHT AND POST ALL YOU'RE GONNA POST AND WALK YOUR 4000 HOUSES BECAUSE THAT'S YOUR RIGHT. I WILL CONTINUE TO DO WHAT I'VE DONE ON THIS COUNCIL. WE'VE DONE A LOT OF GREAT THINGS. IT'S SUCH A SHAME THAT WE'VE BEEN OVERSHADOWED IN THIS LAST YEAR WITH WITH WITH ALL THE ISSUES AND I DON'T MEAN THAT DISRESPECTFULLY COUNSELING SAM WEARING WHAT ELSE IN HERE WHEN I TALK ABOUT THE RACIAL DIVISION? THAT'S AN IMPORTANT ISSUE, OF COURSE. COURSE.

TALKING ABOUT RACIAL EQUALITY, VERY IMPORTANT COVE. IT'S VERY IMPORTANT, BUT YOU KNOW YOU'RE LOOKING AT A CITY THAT IS HAS DONE TREMENDOUS THINGS WHEN OTHER CITIES ALL AROUND US ARE FAILING. FROM THE LOWEST TAX RATE IN THIS CITY HAS EVER SEEN LOIS ABOVE EFFECTIVE IT'S EVER SEEN DURING THIS PANDEMIC. TWO MORE BUSINESS GROWTH YEAR OVER YEAR THEN IT'S THEN IT'S SEEN IN THE LAST 20 YEARS. TWO. I COULD GO ON AND ON. THEY'RE NOT NEAR IS IMPORTANT. SOME OF THESE OTHER THINGS WE'RE TALKING ABOUT, BUT THEIR ACCOMPLISHMENTS THERE JUST OVERSHADOWED EVERYONE TO LEAVE HERE, ALL PISSED OFF ABOUT THE MASS MANDATE OR THE WAY THE MAYOR LECTURED HIM. BUT AT THE END OF THE DAY YOU CAME IN. AND DECIDED TO VERY WILFULLY DISOBEYED AN ORDINANCE WHEN THERE'S OTHER PEOPLE HERE THAT ARE OBEYING IT. THAT'S NOT FAIR.

IT'S NOT RIGHT. IT'S NOT. THAT'S NOT PEACEFUL, LAWFUL PROTEST THAT'S ACTUALLY NOT THAT. SO AGAIN, DO WHICH I'VE HAD, YOU KNOW, LOTS OF CONVERSATION WITH EVERYBODY HERE. I'VE HAD ACTUALLY MORK CONVERSATION, MORE E MAILS FROM PEOPLE THAT WANT THE MASK ORDER IN PLACE. I CAN TELL YOU FOR ME. SIR, I'M GOING TO RESPECT THE GOVERNOR. I'M NOT GOING TO PICK AND CHOOSE WHAT I RESPECT FROM HIM. I'M GONNA RESPECT THE GOVERNOR. I AM GOING TO RESPECT DR REDFIELD, THE CDC DOCTOR, HEAD OF CDC, APPOINTED BY PRESIDENT TRUMP GOING TO RESPECT WHAT HE SAYS. I'M GOING TO BELIEVE HIM. BUT ALL DUE RESPECT TO THAT THE GUY WAS GONNA COME UP AND SHOW THE BIG THING AND ALL THE MICRON THIS AND THAT. WELL, I GOT FLY TO D.

C RIGHT AWAY AND TALKED TO THE 30 YEAR, EPIDEMIOLOGIST DR REDFIELD BECAUSE HE OBVIOUSLY DOESN'T KNOW WHAT HE'S DOING. GET HIM TO CHANGE HIS TUNE, AND MAYBE THE PRESIDENT OR THE GOVERNOR WILL CHANGE THEIR TUNE. AND WE WON'T BE HAVING THIS DIALOGUE. BUT. IT'S A

[01:35:06]

SHAME. IT'S A SHAME THAT YOU PUT US IN A POSITION. IT'S A SHAME YOU PUT OUR POLICE THE POSITION. I IMAGINE. I LIKE. THINK WENT ON HERE SUPPORTS OUR POLICE. RIGHT. AND IF THE POLICE HAD COME TO YOU AND SAID, YOU HAVE TO LEAVE BECAUSE YOU ARE VIOLATING ORDINANCE, I WONDER IF EVERYONE HERE WOULD HAVE RESPECTED THE POLICE ENOUGH TO GET UP AND LEAV THAT'S ANOTHER. THAT'S YOU, AND I'M GONNA ASK YOU THAT. YOU ALL KNOW WITHIN YOURSELVES WHETHER YOU WOULD EVER YOU WOULD NOT HAVE. AND THEN WHEN YOU ANSWER THAT QUESTION FOR YOURSELF, IF THE ANSWER IS NO, YOU'RE GOING TO MAKE A POINT AND REALLY ANSWERED HONESTLY FOR YOURSELF.

HOW MUCH DO YOU RESPECT THE POLICE? IF YOU'RE NOT WILLING TO DO THAT, WHEN THEY ASK YOU IF THEY HAD ASKED YOU TO LEAVE AND IS IT REALLY THAT YOU RESPECT HIM? I'LL LEAVE THAT TO YOU. COUNCILMAN SAMWELL. YOU TAKE THE NEXT. YOU, MISTER MAYOR, UM. NICELY SAID NICELY SAID IT NICELY DONE. YEAH. LEAVE. COWARDLY COULDN'T DO IT, COUNSELOR. THANK YOU. COWARDLY LEAVE. THANK YOU. COWARDS THANK YOU, COWARDLY GYM. NOBODY IS STOPPING YOU. THERE'S NO ORDER FOR YOU TO STAY HERE COWARDLY, SO JUST GO SEE YOU LATER. COWARDLY. COWARDLY. GO AHEAD WITH YOUR COMMENTS CONSUMMATE SCHIMMEL COWARDLY. YOU CALL YOURSELVES PATRIOTS COWARDLY.

COWARDLY. YOU'RE A COWARD. COMMENTS, PLEASE. COWARDLY. UM. WELL DONE, OBVIOUSLY, BEFORE THE MEETING. WE HAD A CONVERSATION ABOUT THE ORDINANCE. THE LAW THAT IS IN PLACE BASED ON THE GOVERNOR'S EXECUTIVE ORDER. AND. WE DON'T GET TO PICK AND CHOOSE WHICH LAWS. WE WANT TO ADHERE TO OR NOT ADHERE TO AND IT'S TOTALLY HYPOCRITICAL. YOU HAVE NOT.

ENFORCED THE RULES OF THE CITY OF THIS STATE. WELL, NOW WE GET TO PICK AND CHOOSE. WHICH RULES WE UPHOLD IN WHICH RULES WE DON'T. YOU KNOW, WE HAVE SO MANY PEOPLE. YOU KNOW, THE GUY CAME IN. HE TALKED ABOUT. BEING MUZZLED IN VOICES BEING MUTED. HE TRIED TO USE ME AS AN EXAMPLE OF MY VOICE BE A MUTED. I DIDN'T SEE HIM COME IN HERE WITH A BUNCH OF HIS COWARD FRIENDS AND STAND UP FOR MY VOICE THAT HE FELT WAS BEING MUTED. RIGHT? HE DIDN'T CARE SO MUCH, THEN. HEY, THESE ARE HYPOCRITICALLY SELFISH. HE ONLY WANTS TO COME SHOW WHEN THINGS BOTHERED HIM. THEY SAY THEY BACKED THE BLUE. THEY SUPPORT THE BLUE, BUT THEY DON'T WANT TO FOLLOW THE LAW THERE. THE PARTY OF LAW AND ORDER. EXCEPT WHEN THEY DON'T WANT TO FOLLOW THE LAW. HYPOCRITES. TALK ABOUT PEACEFULLY PROTEST NG. THE GOVERNOR'S EXECUTIVE ORDER.

I'VE BEEN DOWN THE HEART'S AUSTIN. YOU WANT TO PROTEST THE GOVERNOR'S ORDER? GO TO AUSTIN AND PROTEST THE GOVERNOR'S ORDER. AND IF YOU REALLY STERN ABOUT WHAT YOU BELIEVE. BECAUSE THE GOVERNOR IS NOT GOING TO STAND DOWN FROM HIS ORDINANCE. HE'LL HAVE YOU ARRESTED WHEN YOU DON'T FOLLOW IT. SO HOW STRONGLY ARE YOU CONVICTED? ABOUT WHAT YOU FEEL. WAS YOU IN HERE ABOUT IN ORDER THAT WE DIDN'T CREATE. THAT'S THE GOVERNOR'S EXECUTIVE ORDER.

PEOPLE ARE REALLY CONCERNED ABOUT THIS THING. THIS IS WHERE MASK WEAR MASK WHERE MASK. I SEE HYPOCRITES. WE'VE BEEN SEEING MASK ON PEOPLE'S FACES LONG BEFORE THE VIRUS IN THE PANDEMIC. SMILING IN OUR FACE PLOTTING BEHIND OUR BACKS. HOW DID IT FEEL RIGHT ACROSS THE STREET WHERE THAT STATUE IS, HIS, SAID WHITES ONLY. ABOUT THAT SIGN. SEE, THE MAYOR DID A MUCH BETTER JOB OF IT. OF PLAN EVEN AND BEING NICE. WOULD YOU COME IN HERE? YOU ACT LIKE YOU SUPPORT OUR FIRST RESPONDERS. TALKING ABOUT WHAT YOU DON'T KNOW ABOUT TALKING ABOUT WHO DIDN'T LOSE A PAYCHECK. I LOST A PAYCHECK FOR MONTHS. I'M A BARBER. MY BUSINESS GOT TOTALLY SHUT DOWN. BECAUSE, THE GOVERNOR SAID SO. AND YOU KNOW WHAT I DID? I SHUT IT DOWN.

[01:40:03]

THAT'S HOW YOU OBEY THE LAW. BESIDES THAT OUR FIRST RESPONDERS ARE FIREFIGHTERS WHO GO OUT AND PUT THEIR JOB THEIR LIVES ON THE LINE FOR THEM CAME BACK WITH COVE. IT. HOW MUCH DO YOU REALLY CARE ABOUT OTHER PEOPLE THAN YOURSELVES? OUR ELDERLY THAT ARE SITTING IN HERE ARE DISABLED VETS THAT ARE SITTING IN HERE. BUT YOU REFUSED TO WEAR A MASK. WHAT ARE YOU TEACHING THOSE THAT ARE COMING UP UNDER YOU? OH, BABY, OBEY THE LAW UNTIL IT GETS UNCOMFORTABLE FOR THEM. WE HAD UNCOMFORTABLE LAWS IN THIS COUNTRY FOR 400 YEARS. WIN HERE RAISING UP BREAST CANCER AWARENESS FIVE OR SIX WOMEN COMING HERE TO TIME BREAST CANCER SURVIVORS, YOU KNOW WHAT THAT MAKES THEM AT HIGH RISK. HOW DO YOU FEEL ABOUT THAT? FIREFIGHTERS, POLICE OFFICERS. CITY MANAGER'S A NUMBER OF OUR STAFF IN THIS ROOM. COVE IT POSITIVE. YOU PUTTING THEM AT RISK. JUST THIS FOR JONATHAN PRYCE. WHO LOST HIS LIFE.

COUPLE OF DAYS AGO. BECAUSE WHITE SUPREMACY EXISTS. IN THIS COUNTRY BECAUSE PEOPLE REFUSED TO STAND UP AND SPEAK OUT ABOUT THE THINGS THAT REALLY MATTER, THINGS THAT COULD REALLY SAVE LIVES INSTEAD OF COMING HERE, WASTING OUR TIME ABOUT A MASK MANDATE. BUT NOBODY ON THIS DIET CAN DO ANYTHING ABOUT BECAUSE IT'S THE GOVERNOR'S ORDER. THAT WE ALL MUST ADHERE TO INSTEAD OF SPEAKING OUT ABOUT THINGS ABOUT POLICE BRUTALITY. SPEAKING OUT ABOUT THINGS THAT CAN ACTUALLY SAVE A LIFE. NEAR WASTING OUR TIME. AND BREAKING THE LAW WHILE DOING IT. IF THE SHOE WERE ON THE OTHER FOOT. A BUNCH OF BLACK PEOPLE CAME IN HERE. AND VIOLATED WHATEVER LAW IT WASS. YOU WOULD SAY COMPLY. YOU SHOULD HAVE HAD A SEAT BELT ON HE SHOULD NOT HAVE BEEN SPEEDING. HE SHOULD NOT HAVE RESISTED. HE SHOULD HAVE JUST FOLLOWED THE LAW. HYPOCRITES. I'LL BE YOUR COUNSEL FOR AS LONG AS THAT IS, IF THAT'S A MONTH. OR TO MAY. FOR ANOTHER FOUR YEARS WHEN I RUN AGAIN BECAUSE YOU WON'T STOP ME.

THANK YOU, MR MAYOR. CONSTANT THINKING. I JUST LIKE TO MAKE A COMMENT THAT YOU KNOW, I'VE LIVED HERE A LONG TIME. AND I WATCHED OUR COUNTRY WATCHED OUR CITY. I HAVE NEVER SEEN SO MUCH DIVISIVENESS IN OUR CITY. AS I'VE SEEN SETS UP ON THE COUNCIL. UM. I JUST WANT TO REMIND EVERYBODY WE'RE GOING THROUGH A TOUGH PERIOD. WE'RE GOING THROUGH A PERIOD WHERE WE'RE DEALING WITH STUFF THAT WE NEVER THOUGHT WE'D EVER DEAL WITH. AND WE'RE GETTING TO A POINT WHERE YOU KNOW EVERYBODY'S PASSIONATE ABOUT OUR CITY. EVERYBODY'S PASSIONATE ABOUT WHAT'S HAPPENING TO OUR CITY. AT THE END OF THE DAY. WE'RE ON THE SAME TEAM. WE'RE ALL GONNA HAVE TO HEAL. WE'RE ALL GONNA HAVE TO MOVE FORWARD. AND I'M WAITING FOR THAT DAY TO HAPPEN. WE CAN MOVE FORWARD AND KEEP MCKINNEY MOVING FORWARD AND BEING A GREAT PLACE TO LIVE LIKE I KNOW IT IS TODAY. THANK YOU. AMEN. WHEN WE GET MARRIED, HUH? I WISH THAT I WISH A LOT OF FOLKS WOULD'VE STAYED IN THE ROOM. I HATE WHEN THAT HAPPENS, AND I'M NOT GOING TO SAY ANYTHING WITH SOMEBODY LEAVES. I DON'T REALLY APPRECIATE THOSE COMMENTS, EITHER ON ANY PART. BECAUSE THAT MOST OF THOSE AIR CITIZENS OF MCKINNEY AND LIKE I'VE SAID BEFORE, THANK YOU FOR ALL THE CITIZENS THAT COME TO THESE MEETINGS, YOU ARE WHAT MAKES OUR CITY. IT IS BREAST CANCER AWARENESS MONTH. I HAVE TO TELL THE STORY BECAUSE IT'S NOT GOING TOLD MY MOTHER IN LAW'S MOTHER WHO DIED FROM IT MANY YEARS AGO. WHO RAISED A BEAUTIFUL FAMILY. SHE LOST HER LIFE TO BREATH CANCER. SO WHEN I SEE THE FOLKS THAT COME IN HERE AND TALK ABOUT IT, AND IT'S VERY SIGNIFICANT, IT, IT HAPPENS. HAPPENS TO MUCH, AND WE NEED TO RECOGNIZE IT AND BUILD ON IT BY, YOU KNOW ANYTHING WE CAN DO TO SUPPORT ANYONE THAT'S GONE THROUGH IT OR HAS THE POTENTIAL TO GO THROUGH IT. I'VE GOT TWO

[01:45:02]

DAUGHTERS. GET A WIFE, A MOTHER? A LOT OF MOTHER. IT ALL. IT ALL COULD HAPPEN AT ANY MOMENT. I'M GONNA GO ON TO THE MASS THING BECAUSE YOU'LL SEE ME WHERE YOU SEE ME. NOT I WEAR IT EVERY MORNING WHEN I GO RUN MY WARRANTS AND I DO MY STUFF. I'M WORKING. I'M WEARING A MASK. IT'S A PERSONAL CHOICE. NOW. I KNOW YOU SEE THE OFFICERS IN HERE WEARING IT.

AND THEY WEAR IT ALL THE TIME, AND THEY WEAR IT FOR THEIR PROTECTION AND NOT ONLY FOR THEIR PROTECTION, BUT THEY'RE AROUND A LOT OF DIFFERENT PEOPLE AND AROUND A LOT OF DIFFERENT PEOPLE A LOT OF DIFFERENT TIMES AND YOU DON'T KNOW WHO'S SICK. AND THAT, AND THAT'S JUST THAT'S HOW IT HAPPENS. UH AND I KNOW THAT YOU KNOW, IT MIGHT BE A HYPOCRITE SOMETIMES BECAUSE I DON'T ALWAYS WEAR IT AND YOU'LL SEE SOMETIMES A PICTURE WITH ME NOT WEARING IT WITH SOME FOLKS. AND IT'S USUALLY THE PLACE WHERE I USUALLY FEEL COMFORTABLE AND I'M NOT WEARING IT, BUT IT IS A PERSONAL CHOICE IN SOME, IN SOME FACT, BUT LIKE FOR OUR FIRST RESPONDERS, IT'S SOMETHING THAT WE NEED TO HAVE ON BECAUSE THE CONTACT WE'RE COMING IN WITH SO MANY PEOPLE. YOU GOT TO REMEMBER IN WHERE I WORK. THOSE OFFICERS AIR COME IN CONTACT WITH 1.7 MILLION PEOPLE IN 2000 TO 2020. THAT'S A LOT OF CONTACT. RIGHT? SO THAT MEANS A LOT OF SPREAD. SO THAT THAT'S THE ONE THING WHEN YOU COME INTO THE PERSON RESPONDERS WHERE YOU COME TO THE FIRST RESPONDERS AND YOU COME INTO THE NURSING WORLD AS WELL? MY MOTHER IS SITTING IT I HAD TO LEAVE OUR EXECUTIVE SESSION BECAUSE MY MOM IS SITTING IS 81. SHE'S SITTING IN A HOSPITAL RIGHT NOW WITH PNEUMONIA. I FOUND OUT TODAY WHEN I GOT HERE. SO DO YOU THINK IT BOTHERS ME THAT IF SOMEBODY GOT HER SICK OR WHAT'S GONNA HAPPEN TO HER BECAUSE I DON'T KNOW WHAT'S GOING TO HAPPEN TO HER. I KNOW THAT MY MOTHER IN LAW WHO LIVES HERE IN MCKINNEY, WHO MOVED HERE, MCKINNEY. IS VULNERABLE. SHE WEARS A MASCARA. SHE'S A SHE'S A RETIRED NURSE. SHE SUGGEST, WHERE IT I JUST GOT OFF THE PHONE WITH ONE OF THE DOCTORS THAT THAT'S ASSIGNED TO THE WHITE HOUSE. DR EASTMAN, YOU CAN LOOK HIM UP. I SAID, WHERE ARE YOU WITH THE MASK MANDATE? 100. HE SAID. LET'S LOOK AT IT THIS WAY. IF THE IF THE IF THE WHITE HOUSE IS THE MOST TESTED PLACE ON EARTH. AND THEY HAVE CASES THERE. THAT MEANS WE'RE ALL VULNERABLE. I UNDERSTAND YOU HAVE YOUR CHOICE. YOU HAVE YOUR PERSONAL CHOICE. I GET THAT. BUT RIGHT NOW WE HAVE SO MANY OTHER ISSUES. I MEAN, SO MANY OTHER ISSUES. WE'VE GOT AN ELECTION COMING UP. WE WERE DOING BUSINESS. GEORGE AND I HAD A MEETING TODAY, BUT I CAN TELL YOU ON THIS BOARD HERE. THERE'S NO STRONGER, MORE BORED THAN YOU'VE EVER HAD TRYING TO BRING BUSINESS TO THIS CITY. AND YOU KNOW WHY? BECAUSE WE'RE TRYING TO TAKE YOUR COMMERCIAL TAX AND TAKE YOUR RESIDENTIAL TAX THE OTHER WAY. SO YOU'RE NOT SITTING THERE PAYING SO MUCH? AND THAT'S HARD TO DO. BUT WE'VE GOTTA BRING BUSINESS HERE. AND WHEN YOU'RE LOOKING UNDER EVERY STONE TO BRING A BUSINESS TO THIS CITY, AND WE HAVE THIS KIND OF STUFF GOING ON. WOULD YOU WANT TO DO BUSINESS WITH THE CITY? WOULD YOU ALL THE STUFF THAT HAPPENS IN THIS ROOM? IT MEANS WHERE I SWEAR IT'S LIKE JERRY SPRINGER.

I FEEL LIKE I'M ON JERRY SPRINGER WHEN I'M UP HERE SOMETIMES, AND I CAN'T UNDERSTAND THAT WHY WE KEEP DOING THIS. SO YOU CAN GET MAD AT ME AND MOCK ME AND WHOEVER ELSE SAY THAT, BUT I JUST DON'T UNDERSTAND HOW WE KEEP DOING THAT IN THIS ROOM. WE'VE GOT BUSINESS TO DO. AND. AND I JUST I DON'T KNOW. WE GET DOZENS OF E MAILS THIS LAST WEEK, RIGHT? WE ALL GOT HIM. EVERYBODY UP HERE. WE COULD ALL SAY YEAH, WE GOT HIM. PLEASE KEEP THE MASS MANDATE IN IN PLACE. PLEASE OBEY THE COVERS OR SO THEN WE GET ANOTHER GROUP THAT COMES THIS WAY WITH IT. I GET THAT. BUT TO SIT HERE AND FIGHT WITH EACH OTHER. I JUST DON'T GET IT. I'LL DO ANYTHING FOR ANYBODY IN THIS IN THIS CITY. ANYTHING FOR ANYBODY IN THE STATE IN THIS COUNTRY AND FOR THIS WORLD WOULD MATTER BUT FIGHTING OVER ALL THE STUFF OVER AND OVER AND OVER JUST DRIVES ME ABSOLUTELY NUTS. CAUSE I FEEL LIKE I ACCOMPLISHED SO MUCH TODAY UNTIL NOW. AND I DON'T KNOW IF I HAVE A FEELING THERE'S A FEW OTHER PEOPLE SITTING UP HERE FEEL EXACTLY THE SAME WAY I DO. AMEN. SO THANK YOU. I'M NOT SAYING. YOU BETTER WEAR YOUR MASK OR WHATEVER. AND I'M NOT GOING TO SAY ANYTHING WHEN YOU WALK UP THE STORE, BUT PLEASE, YOU KNOW THERE'S VULNERABLE PEOPLE OUT THERE AND THEY NEED TO BE. THEY JUST DON'T NEED IT TO SPREAD. WE'VE GOT TO KEEP THE BUSINESSES OPEN. I MEAN, THINK ABOUT ALL THE STUFF THAT'S OPEN RIGHT NOW. LOT OF STATES AREN'T WHERE WE'RE AT. I TRAVEL ALL OVER THIS COUNTRY AND I'VE BEEN EVERYWHERE THEY'RE NOT OPEN. A LOT OF THEM ARE SITTING THERE DEAD IN THE WATER. AND I KNOW FOLKS IN TEXAS DON'T UNDERSTAND THAT BECAUSE THEY HAVEN'T LEFT COLLIN COUNTY, BUT THEY'RE DEAD IN THE WATER, AND THEY'RE NOT MAKING ANY MONEY AND WE'RE MAKING MONEY AND WERE PROGRESSIVELY GOING UPTO OPEN THE STATE BUT WE'VE GOT TO DO IT SAFELY. SIMON PHILLIPS. TWO WEEKS AGO, OUR JAY CARVER WAS NAMED THE OFFENSIVE PLAYER OF THE WEEK BY THE DALLAS MORNING NEWS, AND THAT INCLUDES ALL OF NORTH TEXAS. OUR DAY. CARVER IS A SENIOR RUNNING BACK FOR THE MCKENNY HIGH SCHOOL LINES. HE

[01:50:08]

HAD 20 CARRIES AND 152 YARDS. HE SCORED TWO TOUCHDOWNS AND HAD THE LAST SCORE OF THE GAME, WHICH WAS A TWO POINT CONVERSION TO PUT HIS TEAM HAD 36 TO 35. AND ON THE NEXT DRIVE BY THE PLANO WILDCATS. HE INTERCEPTED THE HAIL MARY PASS IN THE END ZONE TO SECURE THE WIN FOR MCKINNEY HIGH SCHOOL. GUTSY CALL BY COACH SHAVER GOING FOR TWO IN THE LAST MINUTE OF THE GAME WITH THE SCORE 35 34, THEN OUR VERY OWN MATTHEW JETER PLAYS FOR THE THIRD GRADE COWBOYS ON SATURDAYS. HAD A PICKOFF RETURNED FOR US A TOUCHDOWN. SO HIS FIRST PICK SIX ONTO THE COLLEGE RANKS. BRANDON FRASER, WHO INFORMED EACH OF YOU LAST YEAR WOULD MAKE A DIFFERENCE ON THE FIELD FOR AUBURN THIS YEAR HAS BEEN TAKEN DOWN WITH ILLNESS. IT IS NOT COVERT. I'M HAPPY TO SAY I GOT TO VISIT WITH HIS MOTHER, AND HE SHOULD RETURN TO PRACTICE THIS WEEK, AND YOU SHOULD SEE HIS DEBUT ON THE FIELD SHORTLY. 67 £270 TIED AND FROM KENNY NORTH HIGH SCHOOL, AND THOSE ARE JUST THREE OF THE THINGS THAT MCKINNEY HAS TO BE PROUD OF. AND I SUSPECT SUNDAY WILL BE TALKING ABOUT JAKE WILLIAMS, ANOTHER BOY FROM MCKINNEY, WHO DID GREAT THINGS IN THE WORLD. I WOULD LIKE TO SAY THANK YOU TO OUR PUBLIC WORKS DEPARTMENT. THE MCKINNEYS. QANTAS TRIATHLON WENT OFF A COUPLE OF WEEKS AGO.

I WANT TO THANK THEM IN PARTICULAR FOR STOPPING THE STREET WHERE I WAS SUPPOSED TO HELP WITH PARKING. THEY BLOCKED IT OFF, SO I GOT A NICE NAP IN MY CAR AT FIVE O'CLOCK IN THE MORNING, THANKS TO THE PARKS DEPARTMENT AND THE PUBLIC WORKS. THEY DID A GREAT JOB.

THE TRIATHLON BRINGS PEOPLE AND FROM ALL AROUND THE WORLD. WE HAD A RUNNER COME IN THIS YEAR FROM HAWAII TO BE HERE WITH US AND TO SEE MCKINNEY AS WELL. 300 DIFFERENT ATHLETES FROM ALL ACROSS THE NATION CAME TO MCKINNEY. IT WAS A TREMENDOUS SUCCESS FOR THE CITY OF MCKINNEY. AND FOR THE QANTAS CLUB. THANKS. TO THE PUBLIC WORKS DEPARTMENT, SOMETHING ELSE WE HAVE TO BE PROUD OF. AND THAT'S ALL I HAVE. MR. MAYOR. THANK YOU. HUNTSMAN.

JUST COUPLE OF THINGS, AND THEN I JUST WANT TO READ JUST A PREPARED STATEMENT FIRST. JAKE, I COULDN'T SPEAK IN FRONT OF PEOPLE UNTIL I WAS LIKE 22. SO YOU KNOW THE FACT THAT YOU COULD DO THAT WHEN YOU'RE NOT 22 IS IMPRESSIVE. JUST COMING ABOUT BREAST BREAST CANCER AWARENESS MONTH. CHRIS SAID THAT YOU KNOW, THERE'S HARDLY ANYONE WHO HASN'T BEEN EFFECTIVE. ONE WAY OR ANOTHER. MY. HIM. MY MOTHER IN LAW. THE SWEETEST PERSON I'VE EVER KNOWN. CAME DOWN WITH BREAST CANCER TWO YEARS BEFORE WE GOT MARRIED. WE THOUGHT WE WERE GONNA HAVE TO MOVE OUR WEDDING UP. JUST SO SHE'D BE ALIVE TO SEE IT. AMAZING WHAT THE MIND WILL DO WHEN YOU HAVE WHEN YOU HAVE A GOAL, AND SHE HUNG IN THERE, LOCK DOWN THE AISLE UNDER HER OWN POWER USING A WALKER TO STAY TO BE THERE FOR A WEDDING. WAY TOO YOUNG. WAY TOO TRAGIC. SO I APPRECIATE THE PROCLAMATION APPRECIATE THE TOWER BEING PINK BECAUSE IT HAS AFFECTED US. AND THAT WAS 35 YEARS AGO, AND OBVIOUSLY. STILL HAVEN'T AFFECTED A APOLOGIZE.

SO SOME COMMENTS WHAT WE LOST IN 2020. I KNOW THE LIST IS PROBABLY LONG. SO THIS IS WHAT I LOOK AT AND SAY WHAT WE LOST IN 2020. CERTAINLY THE ABILITY TO VISIT IN PERSON. IN MANY AREAS OF LIFE AND WITH PEOPLE THAT WE LOVE THE ABILITY TO DISAGREE ON ISSUES WITHOUT VILIFYING THOSE WHO DISAGREE. I'VE SEEN FRACTURED FRIENDSHIPS OVER WHO SUPPORTS WHICH CANDIDATES IN WHICH ELECTIONS. FAMILIES TORN APART BY POLITICS. WE'VE LOST EMPATHY THE DEFINITION OF EMPATHY FROM DICTIONARY DOT COM IS THE ABILITY TO UNDERSTAND THAT SHARE THE FEELINGS OF ANOTHER. ANOTHER WAY TO STATE IS THE ABILITY TO TRULY SEE THINGS FROM ANOTHER POINT OF VIEW, ESPECIALLY THOSE WITH WHOM YOU DISAGREE. WE HAVE LOST HUMILITY. THE POSSIBILITY THAT OH, MY GOSH, WE MIGHT ACTUALLY BE WRONG ABOUT CERTAIN SITUATIONS OR ISSUES. WE'VE LOST CIVILITY, LOSS OF WILLINGNESS TO HAVE A RESPECTFUL CONVERSATION WITH FOLKS WHO ARE DIFFERENT THAN US. THE FOLKS WHO WERE DIFFERENT THAN US AND DISAGREE WITH US ARE THE ONES THAT WE'RE GOING TO LEA.

CERTAINLY A LOSS OF RESTRAINT ONLINE THAT SOME PEOPLE USE ON SOCIAL MEDIA TO CALL THOSE WHO

[01:55:03]

DISAGREE WITH IN THE VILEST OF NAMES. SHOWING THE WORST OF HATE FOR THEIR NEIGHBORS. LOSS OF REASON. INSTEAD OF DEBATING THE MARITAL LACK OF MERIT OF A CERTAIN ACTION, WE SEE CALLOUS SITUATIONS. HER FOLKS START CALLING THERE. AIR QUOTES, OPPONENT NAMES LIKE KIDS ON A THIRD GRADE PLAYGROUND. SOMEONE DOES THAT THEY'VE LOST THE ARGUMENT. IT HAPPENS ALL THE TIME. AS SOON AS SOMEONE CALLED SOMEONE A NAME, YOU KNOW THAT THEY HAVE QUIT LISTENING. LOSS OF PROPERTY DESTROYING PROPERTY IS A REACTION TO CURRENT EVENTS DESTROYS MORE THAN PROPERTY OFTEN DESTROYS. PEOPLE'S LIVELIHOOD AND, IN SOME CASES, THE VERY FABRIC OF THE COMMUNITY. BUT YOU SEE, SOMETIMES IN COUNCIL MEETINGS IS NOT REFLECTIVE OF THE VAST MAJORITY OF PEOPLE IN MCKINNEY. WATCH THE MCKINNEY COMMUNITY DEVELOPMENT CORPORATION BOARD MEETING RECORDING FROM JULY 23RD. IF YOU WANT TO SEE HOW A COMMUNITY COMES TOGETHER. THREE PROPOSALS EXEMPLIFY THIS. TWO PEOPLE PRESENTED A PLAN TO CREATE A MONUMENT TO HONOR THE FOLKS WHO ARE BURIED IN THE MEXICAN CEREMONY. CEMETERY, EH, PECAN GROVE. ANOTHER PERSON, MISS BENTLEY, WHO ATTENDS A PREDOMINANTLY AFRICAN AMERICAN CHURCH PRESENT A REQUEST TO HELP WITH A PROJECT TO PROVIDE EIGHT DUPLEX UNITS THAT WILL BE AFFORDABLE HOUSING. IN THE HEART OF MCKINNEY. IN OUR PARTS OF RECORD COVERED. ALL THE PARTS HAVE BEEN RENOVATED AND ARE PLANNED TO BE RENOVATED NEXT YEAR. I AM HAPPY TO SAY MOST OF THESE PARTS ARE THE ONES THAT ARE EAST TO 75, WHICH REPRESENT MANY OF THE OLDEST PARTS IN OUR SYSTEM AND FOR GOODNESS SAKE THEY NEED RENOVATION, THE MOST. WHEN THE BOARD MEMBERS REMARKED AT THE END OF MEETING HOW PROUD SHE WAS TO LIVE IN MCKINNEY AND TO SEE. A MEETING WHERE ALL RACES WERE COMING TOGETHER AT THE SAME TIME TO WORK TOGETHER FOR THE BETTERMENT OF OUR CITY.

I'LL ARGUE THAT THAT'S WHAT COMMUNITY IS. WE HAVE OPEN MEETINGS BECAUSE CITIZENS ABSOLUTELY HAVE THE RIGHT TO EXPRESS THEIR VIEWS ON AGENDA ITEMS AND OTHER THINGS THAT COME TO COUNSEL AND EVEN THINGS THAT DON'T COME TO COUNSEL. THE CHANCES OF US TESTIFYING UNLESS YOU'RE FREDDY FRASIER BEFORE THE STATE LEGISLATURE IN D C ARE FAIRLY SLIM. AND OBVIOUSLY THE CHANCES OF TESTIFYING BEFORE THE NATIONAL LEGISLATURE. UH, ARE ALMOST ZERO. THE CHANCES OF SPEAKING AT LOCAL MEETINGS ARE 100. YES, THERE ARE TIMES THAT THES MEETINGS TURNED INTO CRAP SHOWS. YES, THERE ARE THINGS THAT MY FELLOW COUNCIL MEMBERS SAY THAT I ABSOLUTELY CATEGORICALLY DISAGREE WITH. A MONTH. BUT IF I'M GOING TO SPEAK UP ABOUT THE ACTIONS OF FELLOW COUNCIL MEMBER I'M GOING TO MAN UP AND VISIT WITH HIM BEFOREHAND INSTEAD OF. ATTACKING THEM. IN THE MEETING WITH MALICE AFORETHOUGHT. JUST BECAUSE I DISAGREE WITH THE VIEWS OF MY FELLOW ACCOUNTS MEMBERS THAT DOES NOT ABSOLVE ME OF RESPONSIBILITY TO WORK TOGETHER WITH ALL SIX OTHER FOLKS UP HERE FOR THE BETTERMENT OF OUR COMMUNITY. BUT DON'T LET THE SIDESHOW THAT THES MEETINGS TURN SOMETIMES TURN INTO DISTRACT US FROM WHAT MCKINNEY IS REALLY ALL ABOUT. NEIGHBORS HELPING NEIGHBORS FRIENDS HELPING FRIENDS. CITIZENS CARING. MANY PEOPLE STATED FOR THE LEAST OF THESE.

IN OUR COMMUNITY, NONPROFIT ORGANIZATIONS WORKING TOGETHER TO COMBAT HUNGER, FAMILY ABUSE, EMINENT EVICTION, MENTAL HEALTH STRUGGLES. NEIGHBORS ARE DOING THEIR BEST TO RESPOND TO A PANDEMIC. SONS AND DAUGHTERS DOING THEIR BEST TO HELP AGING PARENTS WHO WANT NOTHING MORE.

THEN TO BE CARED FOR AND RESPECTED IN THEIR LAST DAYS ON EARTH. MOST FOLKS, NOT JUSTA MAKIN. YOU'RE JUST TRYING TO FIGURE OUT HOW TO MAKE THEIR WAY THROUGH THIS LIFE TO BE GOOD NEIGHBORS TO BE GOOD FRIENDS TO DO THE RIGHT THING TO LIFT EACH OTHER UP INSTEAD OF TEARING EACH OTHER DOWN. COMMUNITY IS A BUNCH OF FRIENDS IN THE NEIGHBORHOOD SITTING IN FOLDING CHAIRS IN THE DRIVEWAY. HAVING A BEER SOLVING THE WORLD'S PROBLEMS. I WOULD PLACE A LARGE BET THAT THEIR SOLUTIONS WOULD DOMINATE ANY SOLUTION. THAT 535 PEOPLE IN WASHINGTON D. C DREAM UP. SO EACH OF US HAS A DECISION TO MAKE. AND I DON'T. I'M PASSIONATE ABOUT THIS ON, PLEASE. I KNOW IT SOUNDS LIKE A LECTURE, BUT EACH ONE OF US HAS A DECISION TO MAKE. DO WE DECIDE OUR COMMUNITY IS WORTH FIGHTING FOR? DO WE DECIDE THAT OUR COMMUNITY IS OF SUCH VALUE THAT OUR FRIENDS ARE OF SUCH VALUE THAT PEOPLE WE DON'T KNOW OUR OF SUCH VALUE THAT WE SHOULD SIT DOWN. LISTEN TO THEM. IS OUR COMMUNITY WORTH PROTECTING? IS IT WORTH WORKING ALONGSIDE PEOPLE WE KNOW AND PEOPLE WE DON'T MAKE IT BETTER.

AND OBVIOUSLY I WILL ARGUE IT IS WORTH EVERY SINGLE MINUTE. WE INVEST. I APPRECIATE Y'ALL LETTING ME THANK YOU. SKIN, HERE. PRETEND SO ONE OF THE REASONS THAT MCCAIN HE'S SUCH A GREAT PLACE TO. TO LIVE IS SCOTT MENTIONED HOURS, COUNCILMAN ELIOT MENTIONED. IT

[02:00:04]

JUST HAS SOME JUST NORMALLY GREAT PEOPLE BUT GREAT NONPROFITS AND ONE OF OUR NON PROFITS IS A. GROUP BY THE NAME OF HUGS AND HUGS IS A, UM. THERE'S A LITTLE CAFE THAT THEY HELP THAT THEY HAVE HERE IN DOWNTOWN. THEY. UM, HIRE PEOPLE WITH OVER PEOPLE WHO ARE SPECIAL NEEDS AND PROBABLY THE ONLY WAY THEY GET EMPLOYED. ONE OF THE OTHER THINGS THAT A LOT OF PEOPLE DON'T KNOW IS THAT THEY ALSO HAVE A NURSERY. AND OUT IN THE. FAR NORTH SECTION OF THE MCKENNY AREA. AND THE CDC GAVE THEM A GRANT. AND THEY'VE SPENT THIS GRANT ON SEVERAL THINGS THAT IS REALLY GOING TO HELP THEM. THEY HAVE LITTLE. IT'S PROPAGATION RIBBON CUTTING ON THURSDAY. OUT AND THERE'S ONE PLACE I WAS MY BROTHER IN LAW HELPS WITH THESE GREENHOUSES, AND SO I TALKED TO HIM ABOUT IT, AND HE WAS JUST HE COULDN'T SAY ENOUGH WONDERFUL THINGS ABOUT THE DONATION THAT THE CDC MADE TO HELP THEM. HE'S HE'S A CRUMP.

AND SO IF YOU'VE BEEN HERE A WHILE, YOU UNDERSTAND CRUMP'S GROW POINTS, ABBAS AND SO THEY'RE ACTUALLY RAISING POINTS AT US FROM LITTLE CUTTINGS AND BE ABLE T CELL POINTS AT US AND SO. UM IF YOU EVER SEE, THINK ANYTHING WITH HUGS, OR IF YOU IN THE SPRING IF YOU NEED SOME PLANTS AND. THINGS LIKE THAT. GO, GO CHECK OUT HUGS NORTH OF TOWN. THEY DO A GREAT JOB AND HAVE GREAT PRODUCT. THE OTHER THING IS SOMETIMES WE GO THROUGH THIS CONSENT, AND WE JUST KIND OF APPROVE THINGS AND NOBODY UNDERSTANDS. THE WORK OF THE BACKGROUND OF SOME OF THIS WHAT WE APPROVED TODAY. WE'VE BEEN WORKING ON EVER SINCE I'VE BEEN HERE FOR 5.5 YEARS. UM, THE WATER DISTRICT WAS BEING SUED. MCKINNEY WAS PART OF THAT LAWSUIT. WERE CITIES WANTING TO CHANGE CERTAIN THINGS, AND THAT WOULD BE VERY DETRIMENTAL TO THE CITY OF MCKINNEY. SO FOR 5.5 YEARS, AT LEAST, UM, WE HAVE BEEN FIGHTING THE FIGHT. ANDI IT'S NOT ASSUMING IT'S NOT WE. THESE TWO MEN ON MY LEFT HAND SIDE. UH, OUR MAYOR IN OUR CITY MANAGER HAVE REALLY BEEN FIGHTING THE FIGHT. THEY HAVE BEEN INSTRUMENTAL. NOBODY UNDERSTANDS THAT KIND OF TIME THAT THEY PUT THEY PUT IN THIS TO SAVE. NOT JUST A FEW CENTS, BUT TO SAVE THE CITIZENS OF MCKINNEY TENS OF MILLIONS OF DOLLARS OVER THE NEXT SEVERAL YEARS, AND WE'LL KEEP YOUR RATES LOWER. AND THAT'S NOT WHAT WAS GONNA HAPPEN HAD. IS, IN FACT, ONE OF THE COURT HAD RULED AGAINST US, AND SO IF, BUT THINGS LOOKS THINGS WERE IRONED OUT AND EVERYTHING WAS AGREED UPON. ON DH, SO WE WILL HAVE NOT ONLY CLEAN WATER BUT A LOT CHEAPER WATER BECAUSE OF THESE TWO MEN ON MY LEFT, AND SO I WANT TO GIVE THEM A HAND FOR AND RECOGNITION FOR THE WORK THAT THEY DID. IT WASN'T ALL THEM, BUT THEY WERE A BIG PART OF WHAT HAS HAPPENED IN HELPING US GET WHERE WE NEEDED TO BE WITH THEE WITH OUR WATER DISTRICT, AND SO I JUST WANTED TO GIVE HIM A SHOT OUT, SO THANKS, GUYS. THANK YOU. THAT'S ALL I HAVE. THANK YOU. YOU CAN CLAP FOR THAT. THANK YOU, MR MAYOR. MEMBERS OF THE COUNCIL, JUST A COUPLE OF ANNOUNCEMENTS NUMBER ONE, MAYOR PRO TEM ROGER'S POINTED OUT. YOU DID APPROVE AN AGREEMENT TONIGHT, WHICH IS A SETTLEMENT AGREEMENT WITH THE WATER DISTRICT AND 13 MEMBER CITIES THAT COMPRISE THE WATER DISTRICT. ON THAT IS WITH RESPECT TO THE PC MATTER THAT WAS BEFORE THEM FILED BY FOUR CITIES, THE CITIES OF PLANO, RICHARDSON, MESQUITE AND GARLAND. EFFECTIVELY. WHAT HAPPENED OR WHAT THIS AGREEMENT IS ABOUT AND WHAT HAPPENED WITH THE SETTLEMENT DISCUSSIONS IS WE REACHED AN AGREEMENT IN SEPTEMBER, UM ALL 13 MEMBER CITIES ARE IN THE PROCESS OF APPROVING THE AGREEMENT. IT REPLACES THE EXISTING TAKE HER PAY SYSTEM AND INSTITUTES, A NEW TAKER PAY SYSTEM BASED ON MEMBER CITIES FIVE YEAR ROLLING AVERAGE USAGE AND THAT NEW RATE MODEL IS GOING TO BE PHASED IN OVER 13 YEARS. WHAT THIS DOES. IS IT RECALIBRATE THE RELATIONSHIP AMONG THE MEMBER CITIES AND THE DISTRICT PREPARE FOR GROWTH IN THE COMING DECADES, AND WE HAVE AN AWFUL LOT OF GROWTH STILL COMING IN THIS REGION IN THE NORTH TEXAS MUNICIPAL WATER DISTRICT IS A MAJOR MAJOR. WATER DISTRICT. THEY'RE IN THE PROCESS OF BUILDING A NEW RESERVOIR RIGHT NOW. UM AND WE WANT TO BE ABLE TO MEET ALL OF THOSE WATER NEEDS. WE CAN'T DO THAT VERY EFFECTIVELY FOR IN THE MIDDLE OF A DISPUTE ON HOW WATER RATES

[02:05:04]

SETTING IS DONE, SO WE EVOLVED ALL THE PARTIES FINALLY, AND THE MAYOR DESERVES AN AWFUL LOT OF CREDIT FOR THE LEADERSHIP HE BROUGHT TO GET IS HIS COUNTERPARTS. THE TABLE TO MAKE SURE THAT THE SETTLEMENT AND THE COMPROMISE WAS POLITICALLY UNTENABLE. AND SO AND IT IS AND SO WERE IN THAT PROCESS RIGHT NOW GETTING FINAL APPROVALS AND MOVING ON. UM AND THEN, OF COURSE, THE NON GROWTH CITIES CAN GRADUALLY MOVED TOWARD A ROLLING AVERAGE MODEL IN THE GROSS CITIES LIKE US ARE BETTER. WE'RE ABLE TO BETTER CONTROL OUR DESTINIES OVER THE NEXT 13 YEARS. HOW WE PREPARE. FOR WATER USAGE AND WATER CONSERVATION. SO THAT IS THAT, UM, THANK YOU, COUNSEL. ANYWAY. UH THE AA COUPLE OF OTHER ANNOUNCEMENT ITEMS I WOULD I WOULD SAY IS WE DO HAVE ARBOR DAY. UH, WITH US, AND IT'S UPON US AND OCTOBER 21ST IS THE DAY OF OUR VICTORY. I BELIEVE, UM AND YOU CONJOINED US BY SIGNING UP FOR SHARING THE SHADE THIS YEAR, RESIDENTS MUST SIGN UP IN ADVANCE ONLINE BY OCTOBER. 21ST. I'M SORRY, ARBOR DAY, I THINK IS LITTLE BIT LATER, UM WHAT FOR? WRITE IT DOWN FOR ME. I'M SO SORRY. OH, YOU HAVE SOMETHING. I MEAN FOR ME TO MENTION, OKAY. SORRY ABOUT THAT. VISIT WWW DOT MCKINNEY, TEXAS DOT ORG'S FORWARD SLASH SHARE THE SHADE. I ALSO WANT TO REMIND EVERYBODY THAT IT'S NOT TOO LATE TO COMPLETE THESE 2020 CENSUS. THE DEADLINE HAS BEEN EXTENDED. IN FACT, AFTER ALL TO OCTOBER, 31ST IF YOU HAVEN'T ALREADY COMPLETED YOURS. I ENCOURAGE EVERYONE TO COMPLETE THEIR SENSES AND MAKE MCKINNEY COUNT. THERE ARE HUNDREDS OF BILLIONS OF DOLLARS NATIONWIDE AT STAKE IN TERMS OF HOW MONEY'S AIR ALLOCATED TO COMMUNITIES BASED ON POPULATION. IT IS PART OF OUR U. S CONSTITUTION. IT'S A REMARKABLE HOW MANY PEOPLE DO NOT REALIZE THAT THE CENSUS IS PART OF THE U. S CONSTITUTION. IT IS A DUTY OF EVERY RESIDENT TO COLLABORATE AND COOPERATE WITH GETTING COUNTED. IT'S VERY IMPORTANT FOR OUR COMMUNITY. SO.

YOU CAN GO TO 2020 CENSUS DOT GOV ER TO COMPLETE YOUR SENSES AND THEN, UM. UH MR SHAMILA POINTS OUT TO ME THAT WE ARE. WE'RE CURRENTLY HOUSING. SOME. REFUGEES RECORD WELL, SERIOUS EVACUEES CRUMBS HURRICANE LAURA IN LOUISIANA. PROBABLY WHAT? SIX WEEKS AGO. NOW I BELIEVE.

OH, AND WE'RE HOUSING. SOME OF THOSE FOLKS AT THE SHERATON IF KENNY THERE THERE ARE FOUR HOTELS NOW PRIMARILY THREE IN DALLAS, ONE RIGHT HERE IN MCKINNEY, AND WE ARE HAPPY TO SAY THAT MCKINNEY WAS THE HOST THE SHERATON. WAS THE HOST FOR A COUPLE THAT WAS MARRIED. UM AND WE. WE'RE CONTINUING GREAT EFFORTS TO SUPPORT THE NEEDS OF ALL OF THESE EVACUEES.

COUNCILMAN SAMWELL HAS BEEN VERY INVOLVED IN THAT ON OUR EMERGENCY MANAGEMENT FOLKS, BUT WE HAD A COUPLE THAT WERE HOUSING GET MARRIED, AND WE'RE VERY HAPPY TO SAY THAT THEY WILL NEVER FORGET IT. SO THANK YOU FOR SHARING THAT. YEAH. ALL RIGHT, UM. TAMMY. WE HAVE HAD WORDS AND PASSED, BUT I APPRECIATE YOUR PASSION. I MEAN THAT SINCERELY. JAKE. AND JAKE.

THANK YOU FOR BEING HERE. AND I KNOW JIM HAS ALREADY LEFT. BUT HE HAD HE WAS. SAID. THERE'S NOT AN ORDINANCE JUST FOR SO HE CAN. HAVE CLARITY ON IT. AND I MEAN THIS. NO, NO JIM GARRISON.

SO I'M GOING TO FINISH AND SAY THAT THE ORDINANCE IS 2020 DACHAU FOR DACHAU, 31 SECTION SEVEN. IT IS ALONG THE CITY MCKINNEY. IT'S A CLASS A MISDEMEANOR AGAIN JUST FOR THE RECORD. BUT BUT I MEANT THAT TIME. I DO APPRECIATE YOUR PASSION AND WE'LL TALK AFTER JAKE AGAIN. I WANT TO THANK YOU FOR BEING HERE. THIS IS YOUR FIRST TIME IN A CITY MEETING AND SPEAKING. AWESOME. GREAT JOB MOTION TO ADJOURN. THE LANGUAGE GETS MORE COLORFUL WHILE YOU'RE HERE ON FAVOR.
