MR. MISS SALLY AS WELL.WHAT DID I MISS? OH, I JUST TOLD HIM TO CALL ME SOMETIMES SINCE HE'S MOVING AWAY FROM ME, BE A STRANGER.
IT MIGHT UPSET THE BALANCE OF THE VOTE.
WELL, THAT'D BE YOUR FIRST, UH, YOUR FIRST, UH, RESPONSIBILITY IS TO REORDER THE DAY IS OKAY.
[CONSENT ITEMS]
ON TO CONSENT ITEMS, 20 DASH ZERO NINE ZERO ONE MINUTES TO THE MCKINNEY ECONOMIC DEVELOPMENT CORPORATION MEETING OF SEPTEMBER 22, 2024 MEMBERS.THOSE MINUTES WERE IN YOUR PACKET OR ANY QUESTIONS OR COMMENTS OR DISCUSSION ABOUT THE MINUTES? UM, MR. CHAIRMAN, UM, AT ONE POINT IN THE MINUTES, SOMETHING IS REFERRED TO AS PROJECT ELECTION AND I THINK IT MEANT ELECTRON AND FORGIVE ME FOR NOT BEING MORE SPECIFIC, BUT, UH, IF I'M RIGHT, THAT, THAT SHOULD HAVE BEEN ELECTRON.
I MOVE, WE STRIKE THAT AND PUT IN THE CORRECT WORD.

EMOTIONAL SLIT TRICKS, WORKING SLOW MOTION CARRIES, UM, REPORTS,
[Board and Liaison Updates Board Chairman City of McKinney Chamber of Commerce Community Development Corporation Visit McKinney]
BOARD AND LIAISON UPDATES.UM, I'M GOING TO BE UNCHARACTERISTICALLY VERY QUIET FROM NOW ON.
SO LET'S LOOK FROM THE CITY OF MCKINNEY, MR. GRIMES MORNING.
I DON'T KNOW IF I CAN TURN THIS AROUND THIS, HAVING A SERIES OF MEETINGS IN HERE FACING THE OTHER WAY.
SO I'M AFRAID IF I CAN DO THIS, I DON'T WANT TO TEAR UP THE WIRES.
GOOD MORNING, MR. CHAIRMAN, MR. CHAIRMAN ELECT, CONGRATULATIONS, MR. PRESIDENT MEMBERS OF THE BOARD, PAUL GRIMES, CITY MANAGER, A FEW ITEMS I WOULD LIKE TO UPDATE YOU ON, UM, TONIGHT, THE CITY COUNCIL, AS YOU ALL PROBABLY AWARE, THERE'S BEEN SOME DISCUSSION ABOUT THE THROCKMORTON STATUE, UH, THAT IS LOCATED AT THE, UH, IMPACT RIGHT NOW, CITY COUNCIL COMMISSIONED A COMMITTEE, A CAN, A CITIZENS COMMITTEE, UM, OF ESTEEMED MEMBERS OF THE COMMUNITY TO COME TOGETHER AND EVALUATE AND DO SOME RESEARCH.
ACTUALLY STAFF DO THE RESEARCH.
THEY OVERSAW THE RESEARCH TO ENSURE THAT INCLUDED ALL SIDES, ALL OF YOUR POINTS.
AND THAT, UH, WILL BE PRESENTED TONIGHT TO THE CITY COUNCIL AT TONIGHT'S, UH, COUNSELING AT 6:00 PM.
UM, AND I BELIEVE THERE'LL BE A PRESENTATION MADE BY SORT OF THE, UH, THE ADVOCATES FOR KEEPING IT IN PLACE AND ADVOCATES FOR RELOCATING.
SO, UH, IT SHOULD BE QUITE INTERESTING.
AND THEN, UH, THE COUNCIL WILL DELIBERATE AND MAKE A DECISION PROBABLY AT A LATER DATE.
THE LEGISLATIVE PRIORITIES ARE UNDERWAY FOR THE CITY.
SO WE ARE FRAMING EVERY YEAR, OR I SHOULD SAY EVERY TWO YEARS, EVERY YEAR FOR FEDERAL, BUT EVERY OTHER YEAR FOR, UM, BECAUSE THE STATE LEGISLATURE MEETS EVERY OTHER YEAR.
AS YOU ALL KNOW, WE ARE PREPARING OUR STATE LEGISLATIVE PRIORITIES.
UH, WE'VE BEEN MEETING WITH MEMBERS OF OUR CITY COUNCIL AND OUR GOVERNMENT RELATIONS FOLKS, UH, TO PREPARE OUR, UH, STATE LEGISLATIVE PRIORITIES THIS YEAR IS GOING TO BE THERE INTERESTING YEAR, BECAUSE A LOT OF IT'S GOING TO HINGE ON WHAT HAPPENS WITH THE ELECTION AND ABOUT TWO WEEKS, UM, UH, AT THE STATE LEGISLATIVE LEVEL IN PARTICULAR, WE DO EXPECT, WE KNOW THAT THE SPEAKER IS NOT GOING TO BE THE SPEAKER ANYMORE.
UH, HE'S ALREADY ANNOUNCED THAT HE'S NOT GOING TO BE THE SPEAKER, BUT, UH, THERE WILL BE CHANGES FOR SURE, BUT WE DON'T KNOW EXACTLY HOW IT WILL HAVE TO SORT OF ADJUST OUR APPROACH, UH, TO THAT, UH, TO THOSE CIRCUMSTANCES.
BUT, UH, WE ARE OR EAGER TO FIND OUT HOW THAT TURNS OUT AND WHAT OUR STANCE WILL BE.
THERE IS A VERY INTERESTING AT AND T BYRON NELSON PROMOTIONAL.
I DON'T KNOW IF ANY OF YOU HAVE SEEN THAT YET.
IT'S ABOUT A TWO MINUTE VIDEO PROMOTING THE BYRON NELSON GOLF CLASSIC.
IT'S ON SOME SOCIAL MEDIA SITES.
IF YOU WANT, AFTER THE MEETING, YOU CAN ASK ME AND I CAN SOMEHOW GET IT OR SHARE IT WITH YOU.
[00:10:01]
UH, I THINK I, I THINK I PUT IT ON MY LINKEDIN OR SOMETHING, SO IT WAS, UH, IT'S, IT'S A REALLY COOL, WELL DONE VIDEO.SO GENERATING A LITTLE BIT OF EXCITEMENT FOR THE BYRON NELSON GOLF CLASSIC COUPLE OF OTHER ITEMS. THERE ARE, WE HAVE JUST LAUNCHED A NEW HOUSING HUB FEATURE ON OUR WEBSITE.
SO, UM, THIS IS USING OUR ARC GIS OPEN SOURCE DATA.
AND OUR, OUR AMAZING STAFF ARE ABLE TO PULL THAT DATA TOGETHER AND MAKE SENSE OF IT, RIGHT? SO THAT'S WHAT YOU CALL DATA, RIGHT? TAKING DATA AND MAKING, CREATING INFORMATION OUT OF DATA.
THIS, UM, THIS FEATURE ON OUR WEBSITE WAS PRESENTED AS A SNEAK PREVIEW TO THE COUNCIL ABOUT TWO OR THREE WEEKS AGO.
WHY AM I SAYING SHARING WITH YOU RESIDENTIAL INFORMATION? THAT'S WHAT THIS IS ABOUT.
IT'S ABOUT RESIDENTIAL INFORMATION, THE CITY OF MCKINNEY.
WELL, BECAUSE MANY OF YOUR PROSPECTS ARE GOING TO WANT TO KNOW WHAT IT'S LIKE TO LIVE IN MCKINNEY.
DO WE HAVE ENOUGH HOUSING AVAILABLE FOR OUR EMPLOYEES? IS THAT IT, IS THERE HOUSING AVAILABLE FOR US AS THE EXECUTIVES, UM, WANTING TO MOVE TO MCKINNEY? IS THERE HOUSING AVAILABLE FOR THE FUTURE? IS THERE STILL PLACES? ARE THERE STILL PLACES TO DEVELOP HOUSING? UM, AND THIS FEATURE ON OUR WEBSITE HOUSING HUB, SO IT'S MCKINNEY, TEXAS.ORG FORWARD SLASH HOUSING HUB, AND YOU GET LOTS OF REALLY GOOD INFORMATION.
UM, INFORMATION BOY, I FELT WITHOUT MY READING GLASSES ON, UM, THEY HAVE EXISTING RESIDENTIAL HOUSING.
THEY HAVE RESIDENTIAL, UH, CONSTRUCTION ACTIVITY.
SO YOU CAN GO AND FIND OUT WHAT'S ACTIVE RIGHT NOW WITH PERMITS.
UH, YOU CAN ACTUALLY LOOK AT UNDEVELOPED PLANS THAT DON'T HAVE RESIDENTIAL, BUT YET ARE ZONED FOR RESIDENTIAL FOR THE FUTURE.
SO YOU CAN LOOK AT MCKINNEY AND THE ETJ AND SEE WHERE THE FUTURE HOUSING WILL BE.
WE'D RECOMMEND YOU TAKE A SPIN THROUGH THAT BECAUSE, UH, I KNOW THAT SEE STAFF WOULD FIND THAT INTERESTING BECAUSE THAT'S A GREAT THING TO BE ABLE TO OFFER PROSPECTS AND SAY, THERE'S GREAT INFORMATION ABOUT HOUSING RIGHT NOW AVAILABLE, RIGHT.
AND THEN FINALLY, THE LAST ITEM I WOULD HAVE AS A GEE WHIZ THING, IT'S A, WE ARE NOW OUR POPULATION ESTIMATE AS OF SEPTEMBER FOR I'M SORRY.
SO WE ARE NEAR ON HUNDRED 99,000.
THE QUESTION IS, WILL WE HIT 200,000 YET THIS CALENDAR YEAR.
WE'LL SEE, BUT, UH, IT'LL BE CLOSE WITH THAT.
I WILL STAND FOR ANY QUESTIONS, ANY QUESTIONS FOR MR. GRIMES, YOU'RE GOING TO SHOW UP AT THE HOUSE OF THE PERSON THAT'S NUMBER 200,000.
THAT'S THE MAYOR PUBLISHER'S CLEARING HOUSE.
WE DID THAT AT A HUNDRED THOUSAND.
AND I DON'T KNOW HOW WE PICKED THE PERSON THAT SHOWED UP.
WE SHOWED UP AND KNOCKED ON THE DOOR AND THEY WERE LIKE, WHAT, UH, FROM THE CITY WE'RE HERE TO HELP YOU.
SO JUST CURIOSITY, HOW, HOW DO YOU GO ABOUT WHAT'S THE METHODOLOGY FOR THE CALCULATION? HOW DO YOU, YOU LOOK AT, THEY LOOK AT A COMBINATION OF SOME THINGS.
UH, OBVIOUSLY THEY LOOK AT OUR, UH, DEMOGRAPHIC ROLES THAT WE HAVE.
WE GET DEMOGRAPHIC INFORMATION, YOU KNOW, OBVIOUSLY OBITUARIES AND THEY OFFSET THAT WITH NEW HOUSING STARTS AND THE AVERAGE SIZE OF THE SIZE OF A HOME, OR I SHOULD SAY THE AVERAGE POPULATION OF A HOME, DEPENDING ON THE HOME TYPE.
SO SINGLE FAMILY HOME HAS A CERTAIN AVERAGE POPULATION AND MAYBE 3.2, FOR EXAMPLE, FOR A DETACHED SINGLE FAMILY, VIS-A-VIS A TOWNHOME OR AN APARTMENT.
SO THEY PUT ALL THAT IN A FUNNEL AND GENERATE AN ESTIMATE OF THE POPULATION.
A MILESTONE TO COM MILESTONE TO COME.
UM, CHAMBER OF COMMERCE, LISA.
GOOD MORNING CHAIR AND COUNCIL OF COUNCIL, BOARD.
UM, AND CONGRATULATIONS TO BRIAN AND TAKING THE NEW POSITION.
UM, SO A COUPLE OF UPDATES FOR YOU.
WE ARE STATE OF THE CITY IS SLATED FOR NOVEMBER 5TH.
UM, OBVIOUSLY WE'RE CHANGING THINGS UP A LITTLE BIT, SO THERE'S A COUPLE OF DIFFERENT OPTIONS.
UH, WE WILL HAVE ALL OF THE PANELISTS.
SO OUR ESTEEMED, UH, MAYOR CITY MANAGER, UH, SUPER INTENDANT OF SCHOOLS, DR.
RICK MCDANIEL IN COLLEGE CALLED COLLIN COLLEGE PRESIDENT, DR.
NEIL MAKIN WILL BE OUR PANELISTS TO PROVIDE UPDATES TO THE COMMUNITY.
SO WE ARE, WE'RE ACTUALLY DOING ANOTHER STUDIO PRODUCTION, UM, THANKS TO THE GOOD FOLKS AT CHRIST FELLOWSHIP CHURCH.
UM, SO WE WILL BE BROADCASTING FROM THERE.
YOU CAN PURCHASE, UM, AN IN-PERSON, UH, OPPORTUNITY, BUT I WILL SAY IT'S A LITTLE BIT DIFFERENT WHEN YOU'RE WATCHING IT PRODUCTION BEING FILMED VERSUS AN ACTUAL BEING IN-PERSON AT A MEETING.
UM, SO IT'S A LITTLE BIT DIFFERENT, UM, BUT YOU CAN ALSO PURCHASE A TICKET TO A ZOOM LINK, UM, WHICH WOULD GIVE YOU ACCESS TO, UM, AFTER THE FORM, THE FORMAL PROGRAM, WHICH WE BROADCAST LIVE VIA FACEBOOK.
UH, HOPEFULLY WE'LL BE ABLE TO REACH MORE PEOPLE THAT WAY TO PROVIDE MORE INFORMATION
[00:15:01]
TO RESIDENTS AND BUSINESSES.UM, BUT IF YOU'D LIKE TO STAY ON FOR AN ADDITIONAL 30 MINUTES AFTER FOR A Q AND A, UM, THAT YOU GET TO PARTICIPATE IN AND PROVIDE QUESTIONS, UM, YOU CAN DO SO.
SO A COUPLE OF DIFFERENT OPTIONS TO BE ABLE TO CONNECT WITH THE AUDIENCE AND BE ABLE TO INTERACT, UM, WHILE WE'RE HAVING TO DO IT ON A VIRTUAL PLATFORM.
SO HOPEFULLY YOU WILL TUNE IN WHICHEVER WAY WORKS BEST FOR YOU.
UH, BUT, UM, WE'LL BE, UM, CONDUCTING THAT AGAIN.
AND THAT IS NOVEMBER 5TH, FROM 1130 TO ONE.
UM, AND THEN, UH, EXCITING, UH, LEADERSHIP MCKINNEY 2021.
WE HAVE RECEIVED OUR APPLICANTS AND WE WILL BE ABLE AGAIN, THAT SELECTION PROCESS, AND WE'LL BE STARTING OUR 20, 21 CLASS IN JANUARY AND ENDING IN JANUARY.
SO I THINK WE'RE MAKING SOME SUBSTANTIAL CHANGES TO THE PROGRAM.
THANK YOU TO PATRICK QDA FOR BEING PART OF THIS SELECTION, HEADING UP OUR SELECTION COMMITTEE.
UM, IT'S A VERY VITAL COMPONENT TO ENSURING THAT WE HAVE A DIVERSE AND, UM, STRONG CLASS OF, OF LEADERS PEOPLE.
UM, WE ALSO HAVE ANOTHER BUSINESS DEVELOPMENT UPDATE IN CONJUNCTION WITH MCKINNEY EDC.
THAT'S COMING UP DECEMBER 2ND.
AND, UM, OUR TOPIC IS REALLY ABOUT OPPORTUNITY AND LOOKING FORWARD AND MCKINNEY.
SO WE HAVE A COUPLE OF DIFFERENT SPEAKERS.
SO WE'RE GONNA START WITH, UH, JAMES CRAIG.
WHO'S GOING TO TALK ABOUT ALL THE EXCITING DEVELOPMENTS AND THINGS THAT ARE HAPPENING, THANKS TO THE WORK AT THE EDC AND THE WORK ALONG, UM, WHEN 21 AND THE CRAIG RANCH, UM, UH, ANNOUNCEMENTS THAT WE'VE SEEN COME THROUGH, INCLUDING THE BYRON NELSON AS WELL.
UM, IT'S A VERY EXCITING, UH, ANNOUNCEMENT FOR THE CITY OF MCKINNEY.
UM, WE'LL ALSO HAVE SOMEONE FROM THE EDC TALKING ABOUT THE INNOVATION FUNDS AND THE SUCCESS THAT WE'VE SEEN IN THE RELOCATIONS AND EXPANSIONS AND WHAT THAT MEANS.
IT'S SOMETHING DIFFERENT OUT OF THE BOX.
AND WE WANT TO SHARE THAT WITH THE BUSINESS COMMUNITY AND THEN LAST BUT NOT LEAST, UM, WE'RE GOING TO HAVE SOMEONE HOPEFULLY FROM RE POLICY, UM, UH, UH, FORGET THEIR COMPLETE TITLE, BUT THEY COMPLETED THE HOUSING ANALYSIS FOR THE CITY OF MCKINNEY.
AND ONE OF THE THINGS THAT WE'VE HEARD FROM OUR BUSINESS RETENTION VISITS IS THAT WORKFORCE HOUSING AND DIVERSIFIED HOUSING IS, IS DEFINITELY A NEED FOR A LOT OF OUR COMPANIES.
AND SO, UH, THAT'S GOING TO BE REALLY INTERESTING TO HAVE THEM AS PART OF THAT DEVELOPMENT.
UM, AND THEN LAST BUT NOT LEAST, UM, WE ARE GEARING UP FOR THE LEGISLATIVE SESSION AS PAUL GRIMES MENTIONED.
UH, SO WE ARE WORKING ON OUR LEGISLATIVE PRIORITIES.
WE'RE ALSO AS A CHAMBER, WE'RE JOINING A, THE REGIONAL CHAMBER COALITION.
WE DID THIS LAST SESSION THROUGH THE NORTH TEXAS COMMISSION, AND THAT'S WHERE THE, KIND OF THE BIG SIX CHAMBERS AND THE DFW METROPLEX WHO HAVE A LOBBYING AND ADVOCACY ARM, WE JOINED TOGETHER AND LEVERAGE OUR RESOURCES FOR SHARED PRIORITIES AND THE PRIORITY THAT WE WILL TAKE THE LEAD ON, TAKE THE CHARGE ON, UM, AND HELP COMMUNICATE WITH THE OTHER CHAMBERS.
WE'LL BE, UM, HELPING TO SUPPORT AND MAINTAIN FUNDING FOR SMALL BUSINESS DEVELOPMENT CENTERS.
UM, OUR SMALL BUSINESS DEVELOPMENT GRANT PROGRAMS THAT ARE FUNDED THROUGH THE STATE AS WELL AS, UM, SUPPORT FOR OUR LOCAL COMMUNITY COLLEGES, BECAUSE THEY'RE VERY NIMBLE IN THESE ECONOMIC TIMES TO DEVELOP PROGRAMMING, TO HELP RETOOL AND RE-SKILL, UM, EMPLOYEE EMPLOYEES WHO MAY BE SUFFERING DURING, UM, UH, OUR RECESSION AND LOOKING FOR NEW JOB OPPORTUNITIES.
AND THERE'S A LOT OF INDUSTRIES THAT ARE THRIVING THAT ARE NEEDING THOSE EMPLOYEES.
SO, UH, THOSE WILL BE OUR PRIORITY AREAS THAT WE'LL BE HELPING AND ALSO PUSHING THROUGH WITH THE OTHER PRIORITIES.
AND WITH THAT, I'LL STAND FOR ANY QUESTIONS.
ANYONE HAVE A QUESTION FOR LISA? ALL RIGHT.
THE DEVELOPMENT CORPORATION MCDC CINDY IS HERE THIS MORNING.
GOOD MORNING, MR. CHAIRMAN, AND I MEAN, DO YOU SEE BOARD MEMBERS ON BEHALF OF CDC JUST WANTED TO CONGRATULATE NEW AND RETURNING MEMBERS.
WE LOOK FORWARD TO WORKING WITH, WITH YOU ALL AND WITH PETER AND HIS TEAM IN THE COMING YEAR ON PROJECTS THAT CAN BENEFIT THE CITIZENS OF MCKINNEY.
SO IT'S EXCITING DAY EXCITING YEAR.
UM, I PROVIDED AN UPDATE THAT I THINK WAS ATTACHED TO THE AGENDA THAT INCLUDED IN, UH, AN OVERVIEW OF THE GRANTS THAT WERE FUNDED IN THE MOST RECENTLY COMPLETED FISCAL YEAR.
SO PLEASE TAKE A LOOK AT THAT.
AND IF THERE ARE ANY QUESTIONS I CAN ANSWER, I'M HAPPY TO DO SO ANYONE HAVE A QUESTION FOR CINDY? THANKS VERY MUCH, CINDY.
THANKS FOR BEING HERE THIS MORNING AND, UH, LAST BUT NOT LEAST D OKAY, GOOD MORNING.
THANK YOU FOR THE OPPORTUNITY TO SPEAK THIS MORNING.
UM, SO, UH, WE'RE STARTING OFF A NEW FISCAL YEAR, UM, AND WE'RE STARTING OFF WITH A HUGE AD IN OXFORD AMERICAN.
[00:20:01]
IT'S A PUBLICATION THAT'S OUT OF LITTLE ROCK ARKANSAS, WHICH IS REALLY ONE OF OUR DRIVABLE MARKETS BECAUSE WE'RE STILL FOCUSING ON STAYCATIONS IN TEXAS.UM, AND SO IT'LL FEATURE A SOCIAL MEDIA AND DIGITAL CONTENT, AND IT'S GOING TO FOCUS ON TEXAS MUSIC.
AND SO WE WILL BE FOCUSING ON OUR VENUES HERE IN MCKINNEY, AS WELL AS OUR LOCAL MUSICIANS.
UM, WE ALSO HAVE TARGETED TO BLOGGERS WRITERS OR INFLUENCERS, WHATEVER YOU WANT TO CALL THEM.
UH, WE'LL BE HOSTING THIS YEAR.
AND, UM, THE DEMOGRAPHICS IS A MILLENNIAL FAMILY AND AN EMPTY NESTER FAMILY.
UM, WE ALSO RECEIVED AN OFFICIAL ANNOUNCEMENT FROM THE NCAA THAT WE'VE BEEN CHOSEN AGAIN TO HOST THE D TWO FOOTBALL CHAMPIONSHIP FROM 2022 TO 2025.
UM, AND, UM, WE'RE ALSO EXCITED ABOUT, UM, AN ACCOLADE THAT THE CBB RECEIVED.
UM, SO IT IS A FROM CONVENTION SOUTH, IT'S THE READER'S CHOICE AWARD AND IT'S OUR FIFTH YEAR IN A ROW.
SO WE'RE REALLY EXCITED ABOUT THAT.
AND ONE THING I FORGOT TO MENTION IS WE DID HAVE A, UM, INFLUENCER HERE LAST, I GUESS IT WAS THE LAST WEEKEND OF SEPTEMBER.
AND SHE STARTED POSTING ALL OF HER CONTENT.
AND THEN BETH, OUR COMMUNICATIONS MANAGER MANAGER STARTED SHARING IT.
AND JUST FRIDAY WHEN SHE STARTED POSTING, WE GAINED ABOUT 20 NEW FLAW FOLLOWERS.
AND THEN WE HAD TWO INFLUENCERS REACH OUT TO US WANTING TO COME HERE.
ANY QUESTIONS, BOARD MEMBERS, ANY QUESTIONS FOR DATING OR JOB? THANK YOU.
UH, BEFORE WE MOVE ON, I JUST WANT TO COMPLIMENT DEE AND CINDY AND LISA.
YOU HAVE BEEN GREAT PARTNERS PLEASURE TO WORK WITH, AND THANK YOU FOR REGULARLY BEING HERE.
I CAN'T REMEMBER A MEETING WHEN AT LEAST TWO OR THREE OF YOU WERE NOT HERE.
SO THANKS FOR SHOWING UP SO EARLY IN THE MORNING.
[Consider/Discuss MEDC Monthly Organizational Report]
MOVE ALONG 20 DASH ZERO NINE ZERO THREE, CONSIDERED DISCUSS THE SDDC MONTHLY ORGANIZATIONAL REPORT.PETER, ANYTHING YOU'D LIKE TO AMPLIFY THERE, THAT REPORT WAS INCLUDED IN YOUR PACKET AND THE BOARD MEMBERS.
UH, FIRST I'D LIKE TO POINT OUT, UH, THANK YOU VERY MUCH FOR YOUR SERVICES CHAIRMAN OVER THE PAST 18 MONTHS.
I'VE THOROUGHLY ENJOYED WORKING WITH YOU AND I APPRECIATE YOUR LEADERSHIP AND GUIDANCE THAT YOU'VE GIVEN, UH, THROUGH YOUR TIME AND YOURSELF.
LOOK FORWARD TO WORKING WITH YOU AS WELL.
UM, MR. MILLER, UM, I DO, UH, WANT TO STAND UP REAL QUICK AND DO A BRIEF PRESENTATION IF I COULD HAVE MS. ABBY JOIN ME UP HERE.
YOU GET TO GIVE OUT AN AWARD LIKE THIS.
THIS IS A LITTLE TOKEN OF OUR APPRECIATION FOR 10 YEARS OF SERVICE WITH THE MCKINNEY ECONOMIC DEVELOPMENT CORPORATION.
UM, 10 YEARS OF SERVICE IS SOMETHING TO BE CELEBRATED AT ANY ORGANIZATION, LET ALONE ECONOMIC DEVELOPMENT, WHICH IS VERY, VERY HIGH TURN RATE.
SO WE APPRECIATE TO THIS ORGANIZATION AND ALL OF THESE SUCCESSES THAT YOU'VE HELPED US ORGANIZATIONS.
YOU CAN'T HOLD A JOB WELL DONE, ABBY WELL DONE.
RIGHT? PETER, ANYTHING ELSE? YES.
IN ADDITION TO CELEBRATING, UH, UH, OUR I'LL ALSO GIVE A MENTION TO A SPECIAL MENTION TO OUR OTHER SENIOR VICE PRESIDENT, UH, DANNY CHAVEZ.
HE'S A FINALIST FOR D MAGAZINES INNOVATOR OF THE YEAR, UH, AWARD, MOSTLY BASED ON THE SUCCESS WE'VE SEEN FOR THE CREATION OF THE INNOVATION FUND.
SO, UH, WE, WE HOPE THAT, UH, THAT FINALIST TURNS INTO AN AWARD WINNER FOR DANNY AS WELL.
[Consider/Discuss MEDC Monthly Metrics Dashboard Report]
UM, 20 DASH ZERO NINE ZERO FOUR, CONSIDERING DISCUSS THE NBDC MONTHLY METRICS DASHBOARD REPORT.THAT REPORT IS IN YOUR INFORMATION, PETER, YOU WANT TO TAKE US THROUGH THEN.
SO, UM, AGAIN, OUR METRICS PRETTY PRETTY SELF-EXPLANATORY UP THERE AS WE PRESENTED THEM.
A COUPLE OF THE HIGHLIGHTS UP THERE IS A WEBSITE TRAFFIC.
WE ARE, WE ARE REALLY GETTING SOME GREAT WEBSITE TRAFFIC DOWN, AND I THINK THAT'S, UH, LARGELY IN DUE TO, UH, SOME OF THE SUCCESSFUL MARKETING CAMPAIGNS WE'VE BEEN RUNNING, UH, LATELY THROUGH, UM, OUR NEW, UH, MARKETING MANAGER, D D UM, SHE'S REALLY, SHE'S ALSO, UH, CURRENTLY WORKING ON SOME DESIGN UPDATES TO THE WEBSITE TO, TO MAKE OUR WEBSITE EVEN BETTER.
WE'RE CONSTANTLY SEEKING TO, UH, IMPROVE.
[00:25:01]
UH, WE'RE NEVER SATISFIED WITH THE STATUS QUO.AND THEN, UH, OTHER NOTABLE THINGS IS OUR PROJECT PIPELINE.
AGAIN, I KEEP MENTIONING THIS KIND OF MONTH AFTER MONTH, BUT WE ARE BUSIER THAN WE'VE.
I THINK THIS ORGANIZATION'S EVER BEEN IN THE PAST.
WE HAVE SO MANY PROJECTS WE'RE WORKING ON RIGHT NOW, WHICH IS JUST A, A GOOD TESTAMENT TO HOW HARD THE STAFF HAS WORKING EVEN DURING THE PANDEMIC TO CREATE LEADS, CREATE PROGRAMS THAT CREATE, UH, OPPORTUNITIES FOR BUSINESSES TO COME AND LOCATE HERE IN MCKINNEY.
SO, UH, I THINK CONGRATULATIONS TO THE STAFF, UH, FOR CONTINUING TO PERSEVERE THROUGH A TOUGH YEAR, ANY QUESTIONS OR COMMENTS ABOUT THE METRICS BOARD MEMBERS? ALL RIGHT.
THANK YOU VERY MUCH, PETER, LET'S MOVE TO THE REGULAR AGENDA, UH, 20
[Consider/Discuss/Act on September 2020 Financials]
DASH ZERO NINE ZERO FIVE.CONSIDER DISCUSSING ACT ON THE SEPTEMBER, 2020 FINANCIALS.
CHANCELLOR MILLER, FINANCIAL COMPLIANCE MANAGER.
WE'LL BE GOING OVER THIS SEPTEMBER FINANCIALS.
THIS IS THE LAST MONTH OF OUR FISCAL YEAR, AND THIS IS PRELIMINARY.
WE STILL HAVE TO GO THROUGH THE AUDIT PROCESS, WHICH TAKES ABOUT TWO MONTHS.
SO I'LL BE PRESENTING THIS AND IN TWO MONTHS, I'LL BE COMING BACK TO YOU WITH THE FINAL NUMBERS AND WE'LL BE GOING OVER IT AT THAT TIME AS WELL.
UM, TO START OFF, WE'LL START OFF WITH REVENUES.
UH, FOR SEPTEMBER WE SAW 1.3, 7 MILLION AND EXPENDITURES.
WE SAW 585,000, WHICH RESULTED IN A NET INCREASE OF 790,000.
UM, SO IT'S IN THE FISCAL YEAR.
WE CAN LOOK LIKE WE CAN LOOK AT HOW WE DID COMPARED TO OUR BUDGET.
SO STARTING OFF OUR REVENUE, WE BUDGETED $14.4 MILLION.
UM, AS OF NOW WE'RE UP 15.9 MILLION.
THAT'S 1.5 MILLION MORE THAN WE BUDGETED FOR THAT WILL ROLL INTO FUND BALANCE.
UH, WE STILL HAVE TO LOOK AT THAT SALES TAX ACCRUALS AND STUFF LIKE THAT.
IT SHOULD STAY PRETTY CLOSE TO THAT, BUT IT COULD CHANGE BY A COUPLE HUNDRED OR SO, BUT STILL AROUND THAT NUMBER, YOU'LL BE SEEING ROLL INTO FUND BALANCE AND EXPENDITURES.
WE BUDGETED 19.6 MILLION AND WE SPENT 17.5.
SO THAT'S $2.1 MILLION IN REMAINING BUDGET.
THE MAJORITY OF THAT IS FOR PROJECTS, WHICH WILL BE REAPPROPRIATED TO THE NEXT FISCAL YEAR.
UM, THAT'S IN THE CASHFLOW AND EVERYTHING THAT YOU'LL SEE, UM, IN IT'S ATTACHED HERE AND ALL THAT STUFF BY BILL THEY'RE REMAINING 300 OR 400,000, WE'LL ROLL INTO FUND BALANCE AS WELL.
SO LIKE I SAID, THOSE DEPEND ON OUR YEAR END ACCRUALS AND STUFF LIKE THAT, BUT IT SHOULD BE PRETTY CLOSE TO THERE.
UM, YOU GOT ANY QUESTIONS ON THAT BEFORE I MOVE ON TO SALES TAX? WE'RE GOOD.
UM, SO SALES TAX FOR SEPTEMBER IS ACTUALLY JULY SALES TAX.
UM, OUR SISTER CITIES STARTED TO SEE A LITTLE BIT OF A DI DECREASE AS WELL FOR THIS MONTH.
SO THAT KIND OF SHOWED THEM KIND OF REGRESSING A LITTLE BIT FROM WHERE THEY WERE, UM, THAT BROUGHT OUR YEAR TO DATE, THE 13.1%.
WE INITIALLY BUDGETED A 4% INCREASE.
SO CONSIDERING EVERYTHING THAT'S GONE ON THIS YEAR AND SEEING TRIPLE WHAT WE BUDGETED FOR THAT'S, THAT'S INCREDIBLE.
SO, UM, AT THIS TIME I'LL STAY IN FOR ANY QUESTIONS NOW, ANY QUESTIONS FOR MR. MILLER BOARD MEMBERS? NOPE.
APPRECIATE THE GOOD NEWS IS ALWAYS OKAY.
SO WE WILL NOW ENTERTAIN A MOTION TO APPROVE THE FINANCIALS.
I MOVED TO APPROVE THE FINANCIALS AS PRESENTED.
WHO WANTS IT? WHO WANTS A SECOND? DR.
FELTON? DOES THE DOCTOR, DOES DR.
DOCTOR GIVE ME THE NEWS? ALL RIGHT.
FELTER SECONDS THAT'S CAST YOUR VOTES.
ANY OPPOSED? MOTION PASSES UNANIMOUSLY.
[BOARD COMMENTS]
OR COMMENTS, FOLKS.ANYONE HAVE ANYTHING THEY'D LIKE TO SHARE? YEAH, FIRST OF ALL, I THANK YOU ALL FOR LETTING ME, UH, SERVE AS CHAIR, UH, FOR THIS COMING YEAR AND, AND APPRECIATE THE, UM, WHERE THE BOARD IS OPERATING IN TERMS OF, UH, ESSENTIALLY ROTATING THE SAME ON AN ANNUAL BASIS AND CERTAINLY SUPPORT CONTINUING OF THAT.
ALSO WANTED TO THANK KEN FOR EVERYTHING YOU'VE DONE AS BOARD CHAIR AND MAKING SURE THAT, UM, EVERYBODY HAS THEIR SAY.
AND THERE'S A TRUE SENSE OF INCLUSIVENESS UP HERE IN TERMS OF HOW WE LOOK AT PROJECTS AND DEAL WITH THINGS THAT WE'RE TRYING TO DO FOR THE CITY.
AND THAT'S SOMETHING THAT CERTAINLY I THINK WILL CONTINUE OBVIOUSLY, BUT, UH, UH, AS WELL AS THE PARTICIPATION IN THE SUBCOMMITTEES AND ALL THAT, YOU'VE, YOU'VE BEEN GOOD ABOUT FACILITATING EVERYBODY'S INVOLVEMENT.
MOVING ON TO THE REST OF OUR AGENDA, UM, IN ACCORDANCE WITH THE TEXAS
[EXECUTIVE SESSION]
GOVERNMENT CODE PARAGRAPH, A SECTION FIVE FIVE,[00:30:01]
1.071 PARAGRAPH TWO CONSULTATION WITH GENERAL COUNSEL AND THE WORK SESSIONS SPECIAL OR REGULAR SESSION AGENDA ITEM REQUIRING A CONFIDENTIAL ATTORNEY, CLIENT ADVICE NECESSITATED BY THE DELIBERATION OR DISCUSSION OF SET ITEMS AS NEEDED AND LEGAL CONSULTATION ON ANY OF THE FOLLOWING ITEMS. IF ANY, UH, FIVE, FIVE, 1.087 DELIBERATION REGARDING ECONOMIC DEVELOPMENT MATTERS.UH, DURING THE EXECUTIVE SESSION, WE WILL TAKE A PROJECT FPS PROJECT, ELECTRON THREE PROJECT LION KING PROJECT LANNISTER, AND THE SOUTH GATE MASTER DEVELOPMENT AGREEMENT.
MDA IT IS EIGHT 33, AND WE WILL NOW MOVE INTO EXECUTIVE SESSION WHERE YOU WILL NO DOUBT BE TAKING SOME ACTION WHEN WE RETURN.
IT IS NINE 59, A M AND WE ARE RETURNING FROM EXECUTIVE SESSION RECONVENING.
THE, UH, THE BOARD MEETING, WE WILL BE, UM, TAKING
[ACTION ON EXECUTIVE SESSION]
SOME ACTION ON SEVERAL ITEMS. UH, FIRST ITEM IS A PROJECT F P S.WE, UH, GOT TO RECEIVE AN UPDATE ON THAT FROM STAFF.
THERE'S NO ACTION TO BE TAKEN THERE.
PROJECT ELECTRON THREE, MS. DURATION, MS. CHAIRMAN, I MAKE A MOTION THAT WE APPROVE THE AMENDMENT AS DISCUSSED IN EXECUTIVE SESSION.
MOTION BY MR. LOCKE MILLER SECOND BY DR.
ARE WE VOTING ELECTRONICALLY OR BY SHOW OF HANDS? YOU'RE READY.
ALL IN FAVOR OF THE MOTION AND, UH, PROJECT ELECTRON, PLEASE SHOW OF HANDS.
ANY OPPOSED? SAME SIGN THERE BEING NONE THAT MOTION PASSES UNANIMOUSLY.
UH, NEXT ITEM BUFFER CONSIDERATION IS PROJECT LION KING.
UH, MR. CHAIRMAN, I'D LIKE TO MOVE THAT WE APPROVE PROJECT LION KING AS DISCUSSED IN EXECUTIVE SESSION OR EMOTION BY MR.
DO I HAVE A SECOND? I'LL SECOND IT SECOND BY MR. MINNA, SALLY.
UH, ALL IN SHOW OF HANDS AGAIN, ALL IN FAVOR OF THE MOTION.
ANY OPPOSED? SAME SIGN THERE WAS, WAS THAT AN OPPOSITION? NO, NO, I WAS, I WAS TRYING TO VOTE.
SINCE I MOVED ON IT, THAT WOULD BE ODD.
UH, NEXT ITEM IS PROJECT LANNISTER.
MR. CHAIRMAN, I HAVE A MOTION APPROVED PROJECT LANNISTER AS DISCUSSED IN EXECUTIVE SESSION MOTION BY MR. JONES.
IS THERE A SECOND? SECOND, SECOND BY MR. LOCKE MILLER ASKED, UH, ALL IN FAVOR OF THE MOTION.
AND THE FINAL ITEM ON THE EXECUTIVE SESSION AGENDA WAS SOUTH GATE MDA.
THAT DISCUSSION WAS HELD AND, UM, THERE'S NOTHING TO ACT UPON AT THIS TIME.
SO FOR THE, UH, LAST TIME IN MY TENURE, I'M GOING TO ENTERTAIN A MOTION TO ADJOURN.
FELTUS GOING TO GET A SECOND ON THAT SECOND, SECOND BY MR. JONES.
ALL IN FAVOR OF GOING HOME, PLEASE RAISE YOUR HAND.
AYE, LADIES AND GENTLEMEN, THAT'S A WRAP.
