SO THE CITY OF MCKINNEY SANITARY SEWER SYSTEM IS 728 MILES. WE HAVE PIPES RANGING IN DIAMETER FROM FOREIGN TCH FOUR INCH IN DIAMETER, ALL THE WAY TO 48 INCH IN DIAMETER. WE MAINTAIN AND OPERATE OVER SEVEN SEWER LIFT STATIONS. AND 14,500 PLUS MANHOLES. WE UTILIZE WHAT'S CALLED A CAPACITY MANAGEMENT OPERATIONS AND MAINTENANCE PLAN OR SEE MOM AS IT WILL BE REFERRED TO THROUGHOUT THE PRESENTATION. SO WHAT IS A C MOM? SO THE DOCUMENT PROVIDES A STRUCTURED PLAN FOR HOW WE SHOULD EFFICIENTLY AND EFFECTIVELY MAINTAIN AND OPERATE THE SYSTEM. AND WE HAVE ALSO SPECIFIC PLANS FOR IDENTIFYING WHERE CAPITAL IMPROVEMENTS ARE NEEDED. MOST IMPORTANTLY, IT ALSO HAS SPECIFIC MAINTENANCE ACTIVITIES AND OPERATIONS ACTIVITIES THAT WE NEED THIO DOOR THAT WE HAVE ALREADY AGREED TO IN OUR SANITARY SEWER OVERFLOW INITIATIVE. WITH T C E Q. SO CAUSES CAN INCLUDE THAT THE SEWER SYSTEM BECOMES BLOCKED.
GREAT. HARDENED GREASED IS ONE OF THE CAUSES OF BLOCKAGES, DEBRIS GETTING INTO THE SYSTEM, MAYBE CONSTRUCTION DEBRIS. ALINE MAY BREAK UNDERGROUND AND CAUSE A BLOCKAGE. THERE MAY BE CRACKS AND ROOTS AND OTHER BLOCKAGES THAT WHEN YOU HAVE A RAIN EVENT. THAT IT ALLOWS STORMWATER TO COME INTO THE SANITARY SEWER. AND THEN THAT CREATES A CAPACITY CONDITION WHERE THAT CENTURY SIR WAS NOT DESIGNED TO TAKE IN STORMWATER. AND ALSO POWER FAILURES THAT LIFT STATIONS CAN ALSO CAUSE SANITARY SEWER OVERFLOW. CAN YOU. SO LIKE HOW MANY TIMES DOES MAKE ANY EXPERIENCE THAT IN A YEAR MEANS THAT ONCE OR TWICE ONCE EVERY THREE YEARS? WHAT IS THAT, SO I ACTUALLY HAVE A GRAPH THE NEXT SLIDE? THEN THAT WATER RUNS DOWN AND JUST INTO OUR IT CAN GET INTO THE STREAMS, AND THAT'S WHY IT'S A VIOLATION. TEXAS WATER COAT IN FEDERAL REGULATION. SO IN LOOKING AT JUST 2019 THE SANITARY SEWER OVERFLOWS BY CAUSE THE RED PART OF THIS PIE CHART IS THE GREASE. SO THAT'S WHY I'M HERE TODAY TALKING TO YOU ABOUT WHAT ARE WE DOING ABOUT FATS, OILS AND GREASES SINCE THIS IS THE LARGEST CAUSE OF OVERFLOWS IN OUR SYSTEM. AND YOU'LL HEAR SEA FOG AZAN ACRONYM, WHICH STANDS FOR FATS OILS IN GREECE. SOME OF THE THINGS THAT WERE ALREADY DOING IS PUBLIC OUTREACH AND EDUCATION. WHAT? WE DON'T CURRENTLY HAVE. AND WHAT I'D LIKE TO TALK ABOUT TODAY IS IMPLEMENTING GREASE TRAP INSPECTION AND CLEANING ENFORCEMENT THROUGH A LIQUID WASTE ORDINANCE. AND THEN ALSO PERMITTING LIQUID WASTE HAULERS. TO GIVE YOU AN IDEA OF HOW MANY GREASE TRAPS OR WHAT'S GOING ON WITH GREASE TRAPS IN THE CITY OF BIKINI. THIS IS JUST GIVE YOU NAYDA IF YOU TOOK SO MOST GREASE TRAPS ARE LOCATED OUTDOORS, AND THAT IS WHAT THE PLUMBING CODE CALLS FOR IT IF YOU TOOK THE LIDS OFF OF THE GREASE TRAPS, THIS IS WHAT SHE WOULD SEE. THIS IS AN INTERIOR GREASE TRAP, WHICH IS NOT DESIRABLE. BUT THERE ARE SOME SITUATIONS WHERE THIS HAS BEEN ALLOWED BECAUSE OF JUST SPACE CONSTRAINTS. SO THE OBJECTIVES IN THE LIQUID WASTE ORDINANCE OR TO AID IN PREVENTING THE SANDERS WHO WERE OVERFLOWS? UM, BUT ALSO. TO REMOTE, PROPER MAINTENANCE OF GREASE TRAPS AND GREAT TRAPS. AND WE DO HAVE A NUMBER A LARGE NUMBER OF FOOD SERVICE ESTABLISHMENTS ALREADY DOING THIS. UM, AND FOR THAT, WE'RE VERY THANKFUL. HOWEVER, THERE ARE SOME THAT NEED ENCOURAGEMENT THROUGH OUR ABILITY TO POINT TO AN ORDINANCE. THE ORDINANCE WOULD ENSURE PROPER HANDLING, DISPOSAL AND TRANSPORT OF WASTE, ALSO BY PERMITTING THE LIQUID WASTE HAULERS. AND THE LIQUID WASTE ORDINANCE ALSO BRINGS US INTO COMPLIANCE WITH OUR MEMORANDUM OF UNDERSTANDING THAT WE EXECUTED WITH NORTH TEXAS MUNICIPAL WATER DISTRICT. WE'VE ALSO IN THIS LIQUID PROPOSED LIQUID WASTE ORDINANCE INCORPORATED COMPARTMENT. MODEL REQUIREMENTS THAT WE FOUND FROM THE STATE OF TEXAS AND BASICALLY WHAT IT WOULD BOIL DOWN TO IS THE CLEANING SHOULD OCCUR A MINIMUM OF EVERY 90 DAYS OR THE 25% RULE THAN 25% RULES WHEN YOU'RE GREECE AND YOU'RE SOLIDS. ADDED TOGETHER EQUAL 25% OF THE WET DEPTH OF THE GREASE TRAP. AND IT WOULD REQUIRE 100% PUMP OUT SO SOMETIMES COMPANIES MAY COME OUT AND ONLY PUMP OUT PART OF THE GREASE TRAP. THIS ORDINANCE WOULD REQUIRE THAT IT BE FULLY CLEANED EACH TIME THEY COME OUT. WE'RE ALSO INCLUDING A VARIANCE IN THE PROPOSED ORDINANCE TO ALLOW A VARIANCE

THE LIQUID WASTE HAULERS ARE THE TRANSPORTERS OPERATE VEHICLES FOR THE PURPOSE OF HAULING VARIOUS TYPES OF LIQUID WASTE.THE TC. HUGH DOES PERMIT AND REQUIRE ANNUAL REPORTING FROM THESE LIQUID WASTE HAULERS.
MOST LOCAL GOVERNMENTS ALSO PERMIT THE LIQUID WASTE HAULERS AND THE PURPOSE OF THAT IS TO PROVIDE AN ADDITIONAL LAYER OF PROTECTION TOW US. THESE LIQUID WASTE HAULERS ARE PERMITTED WITH Q. AND THAT THEIR EQUIPMENT IS TIGHT SO THAT GREECE IS NOT LEAKING OVER THE STREETS OF MCKINNEY. AND THAT WE CAN ALSO SEE WE CAN ALSO MONITOR THIS GREASE FROM ITS ORIGIN ALL THE WAY TO PROPER DISPOSAL SO WE CAN MAKE SURE IT'S NOT ENDING UP IN OUR SANITARY SEWER SYSTEM OR SOMEONE ELSE'S. SOME OF THE CITIES HAVE A PERMIT FEE FOR PERMITTING THE LIQUID WASTE HAULERS AND WE'VE COLLECTED THAT INFORMATION AND SHOWN IT HERE FOR YOU SO. THOSE FEES HAVE RANGED FROM $100 TO $300, DEPENDING ON THE CITY. AND YOU PERMIT THE VEHICLE. THEY COME IN FOR AN INSPECTION. SO A CITY STAFF PERSON ACTUALLY HAS A CHECKLIST WHERE THEY INSPECT THE VEHICLE TO MAKE SURE IT'S REGISTERED OR PERMITTED. WITH T C Q. AND THEN A STICKER IS ISSUED IN THAT STICKER MUST BE PROMINENTLY DISPLAYED ON THAT.

AT THE SMALL TRAPS THOSE AIR LESS THAN 15 GALLONS AND THEN ALSO IMPLEMENTING THE PERMITTING OF LIQUID WASTE HAULERS. JULIA DISTRICT. QUICK QUESTION. SO IT SAYS, OPTION FOR SELF CLEANING TRAPS. 2009 PRESENTATION ON LICENSE AGREEMENT FOR ELEVATED STORAGE TANKS AND SELL AND TENNIS FOR THE CITY OF MCKINNEY, MISS JULIA. YOU'RE YOU'RE BACK. SO I JUST WANT TO TALK TO YOU FOR A SHORT TIME ABOUT LICENSE AGREEMENTS THAT OUR PLATE THAT ARE ALLOW FOR THE PLACEMENT OF INTENDED FACILITIES ON OUR ELEVATED STORAGE TANKS. THE CITY OF MCKINNEY MAINTAINS AN OPERATOR RATES EIGHT ELEVATED STORAGE TANKS, SO THAT'S OUR ACTIVE ELEVATED STORAGE TANKS, AND WE HAVE ONE ELEVATED STORAGE TANK. THAT'S OUT OF OPERATION, WHICH IS THE CHESS, NOT ELEVATED STORAGE TANK. IT. IT DOES HAVE ANTENNAS ON IT. SO ELEVATED STORAGE TANKS ARE USED AS TOWERS FOR COMMUNICATION PROVIDERS. AND THIS JUST GIVES YOU 90 OF WHEN YOU SEE THOSE ANTENNAS UP THERE. THEY'RE THEY'RE DIFFERENT PROVIDERS. AND OVER THE YEARS WE'VE HAD LEASES THAT GO IN THAT START IN DIFFERENT YEARS. SO I'VE SHOWN YOU THIS CHART, FOR EXAMPLE, IN 1997. WE EXECUTED FIVE LEASE AGREEMENTS. AND SO ON. SO THERE'S 19 EXISTING LEASES, SO THERE'S A LEASE FOR EVERY EVERY CELL PROVIDER ON EACH OF THE TANKS, SO IF THEY SELL PROVIDER IS ON THREE OF OUR TANKS, THEY HAVE THREE LEASES. THE LACE IS ALL SEEM TO HAVE SOME VARIOUS TERMS. THEY HAVE LANGUAGE THAT IS MORE ADVANTAGEOUS TO THE CELL PROVIDER THAN TO THE CITY IN SOME CASES. THE PAYMENTS VERY DEPENDING UPON WHEN THE LEASE WAS PUT IN PLACE, A RANGING FROM JUST UNDER $1400 A MONTH TO JUST A LITTLE OVER $2500 A MONTH. FISCAL YEAR 2020 THE REVENUE RECEIVED IS 462,400. AND WE DO HAVE FOUR LEASES THAT ARE CURRENTLY EXPIRED. SO OVER THE PAST COUPLE OF YEARS WITH WITH THE HELP OF THE CITY ATTORNEY WITH THE PUBLIC WORKS DEPARTMENT BEEN WORKING ON A NEW LICENSE AGREEMENT. AND THE PURPOSE IS TO STANDARDIZE THE LANGUAGE THAT WE HAVE IN THESE AGREEMENTS SO THAT THEY'RE ALL CONSISTENT. UM, THEY ALLOW FOR[01:10:05]
USE OF THE PROPERTY AND DON'T GIVE ANY INHERENT RIGHTS THROUGH WHAT THE LANGUAGE IN THOSE LEASES DID. IT ALSO ESTABLISHES A STANDARD MONTHLY PAYMENT OF 3000 PER MONTH. WITH.AS EVERY FIVE YEARS IT WOULD INCREASE BY A CERTAIN PERCENT. WE ALSO INCORPORATES SECURITY REQUIREMENTS THAT WE'RE NOT IN THE ORIGINAL LEASES BECAUSE OF SINCE 9 11. IT'S VERY IMPORTANT FOR WATER PROVIDERS TO MAKE SURE THAT THE ELEVATED STORAGE TANK FACILITIES AIR SECURE, SO WE HAVE TO BE CAREFUL ABOUT WHO WE ALLOW TO ENTER THOSE FACILITIES. IT ALSO REQUIRES A CELL PROVIDER TO IDENTIFY THEIR EQUIPMENT. IT WAS REALLY DIFFICULT FOR OUR STAFF TO DO AN INVENTORY OF ALL OF THESE ANTENNAS AND FIGURE OUT WHO WHAT BELONGED TO EACH OF THE PROVIDERS IN WHICH EQUIPMENT IS STILL ACTIVE, IN WHICH EQUIPMENT MIGHT NOT BE ACTIVE.
AND IN THE PROCESS OF COMING TO US TO REQUEST TO PUT ANTENNAS ON THE CELL TOWERS. IT DOES REQUIRE. ALLOW US TO REQUIRE STRUCTURAL ANALYSIS, WHICH WE WERE DOING BEFORE, BUT THIS JUST MAKES IT VERY CLEAR TO THEM. SO WE'VE BEEN COORDINATING WITH SEVERAL OF THE CELL PROVIDER COS THEY'VE HAD A CHANCE TO LOOK AT THE LICENSE AGREEMENT. OVER THE LAST COUPLE OF YEARS. WE'VE RECEIVED A LOT OF COMMENTS. WE'VE INCORPORATED SOME OF THOSE REVISIONS, BUT WE ALSO WANTED TO MAKE SURE THAT THE LICENSE AGREEMENT PROTECTS THE CITY OF MCKINNEY, FIRST AND FOREMOST. SO TERMINATION LETTERS HAVE BEEN SENT OUT FOR THE FOUR EXPIRED LEASES, AND THEY'VE BEEN PROVIDED WITH THE NEW LICENSE AGREEMENT. AND THEN AS THE OTHER LEASES EXPIRE OR WHEN THE COMPANY WANTS TO CHANGE OUT THEIR EQUIPMENT. WE WILL BE ASKING THEM IF THE CURRENT LEAST LANGUAGE ALLOWS IT. WE WILL. I ASKED THEM TO EXECUTE THE NEW LICENSE AGREEMENT. SO THAT'S OUR TRANSITION PLAN ON HOW TO GET EVERYBODY ON THAT NEW LICENSE AGREEMENT. SO THOSE THAT ARE EXPIRED HAVE BEEN GIVEN A COPY OF THE NEW LICENSE AGREEMENT. WE PROVIDED THEM 60 DAYS TO EXECUTE THAT NEW LICENSE AGREEMENT. IF THEY DON'T PROVIDE IT WITHIN THAT 60 DAYS, WE'LL SEND THEM ANOTHER NOTICE, ASKING THEM TO REMOVE THEIR EQUIPMENT WITHIN 30 DAYS. SO I REALLY JUST WANTED TO GIVE YOU AN UPDATE ON WHAT WE WERE UP TO WITH THOSE ANTENNAS AND HOW WE WERE PROCEEDING WITH THE NEW LICENSE AGREEMENT. PLUS ANY TIME THEY CHANGE EQUIPMENT. ANY TIME THERE'S AN EXTENSION OF THE OFF THE LICENSE AGREEMENT. THEY'RE REQUIRED TO PROVIDE THE CITY WITH A LIST. UH DOCUMENTS THE EQUIPMENT THAT IS ON THE TOWER AND GENERALLY IDENTIFIES THEIR EQUIPMENT INSIDE. THEIR AH, SUPPORT STRUCTURE OF THEY HAVE THERE ON THE WATER TOWER GROUNDS, SO WE TRIED TO DO EVERYTHING TO TRY AND. BE ABLE TO LIMIT THEIR ABSOLUTE RIGHT TOE ACCESS THE WATER TOWERS, WHICH THEIR CURRENT LEASES GIVE THEM. IN MANY INSTANCES AND DON'T GIVE THE CITY OF THE ABILITY TO PROTECT CRITICAL INFRASTRUCTURE SO WE MAKE. WE'RE MAKING A LOT OF CHANGES TO MAKE IT. FAR MORE RESPONSIVE TO OUR NEEDS AS A CITY VERSUS THE NEEDS. IF YOU WILL OF THE INDIVIDUAL TELEPHONE CARRIERS.THANK YOU VERY MUCH. MY ONLY CONCERN IS AGAIN BEING HAMSTRUNG IF.
