CONFETTI CONFEDERATE NOSTALGIA. THOMAS PAINE PUBLISHED COMMON SENSE IN JANUARY. 17 76 AS AMERICAN COLONISTS DEBATED WHETHER TO DECLARE INDEPENDENCE FROM GREAT BRITAIN, HE PROCLAIMED A NEW ERA OF POLITICS AND A NEW METHOD OF THINKING. HAVE BEGUN. KAMAN SAYS ARCH COLONISTS WHO FORGET MONARCHIAL HISTORY AND CULTURE SO THAT THEY COULD EMBRACE A RADICALLY NEW HISTORICAL NARRATIVE. A DOCTRINE OF AMERICAN EXCEPTIONALISM.THEY'RE PAYING HELPED TO CREATE THE BELIEF THAT THE U. S. IS NOT ONLY DIFFERENT BUT EXCEPTIONAL. DEPENDS ON AN IDEAL OF RENEWAL. IT'S SUGGESTED AMERICANS ARE JOINED TOGETHER IN THE CONSTANT CREATION OF A NEW HISTORY AND NEW POLITICS. PAINS. RHETORIC ARGUES THAT FORGETTING OUR CUSTOMS AND COMPLEX DOES NOT NECESSARILY MEAN DESTROYING THE PAST. FORGETTING IS A VOLUNTARY DECISION TO NO LONGER GRASPED SOMETHING NOT TO DESTROY IT.
PEOPLE TODAY DON'T LITERALLY REMEMBER THE CIVIL WAR. NEITHER CAN THEY LITERALLY FORGET IT.
THE TERMS, REMEMBER AND FORGET OUR METAPHORICAL DESCRIPTIONS OF DIFFERENT ATTITUDES TOWARD HISTORY. SOMETIMES COMMUNITIES DECIDE THAT PREVIOUSLY BELOVED NARRATIVES OF THE PAST HAVE BECOME DIVISIVE AND DESERVE TO BE SET ASIDE. ASKING CONFEDERATE ADVOCATES TO FORGET IN THE NAME OF A GREATER GOOD. DOES THAT MEAN ASKING THEM TO ERASE THE PAST? IT MEANS INVITING THEM TO THE WORK OF TRUTH AND RECONCILIATION. AND FOR GOING THE LAST CARS AND HISTORICAL MYTHOLOGY THAT INSISTS THE CONFEDERATE CAUSE WAS NOBLE AND HEROIC.
CONFEDERATE MEMORIALS SYMBOLIZE A FORM OF WHITE SUPREMACY THAT SOUGHT TO VIOLENTLY ERASE THE HERITAGE OF KIDNAPPED AND ENSLAVED AFRICANS AND THEIR DESCENDANTS. GETTING THAT DISTORTED. VISITED HISTORY WOULD NOT ERASE INAUTHENTIC PASSED, IT MIGHT CREATE OPPORTUNITIES FOR UNDERSTANDING POST CIVIL WAR HISTORY AND MORE HONEST AND EQUITABLE WAYS.
CONFEDERATE NOSTALGIA WORKS AGAINST THE AMERICAN ETHIC OF RENEWAL, AND THEY DESPERATELY NEEDED WORK OF TRUTH AND RECONCILIATION. EVEN STONEWALL JACKSON'S GRANDSON SUPPORT PROPOSALS TO REMOVE A STATUE THERE. GRANDFATHER UP THEIR GRANDFATHER IN RICHMOND, VIRGINIA, FOR THIS PURPOSE, THEY ADVOCATE FOR A LARGER PROJECT OF ACTIVELY MENDING THE RACIAL DISPARITIES THAT HUNDREDS OF YEARS OF WHITE SUPREMACY HAVE ROCKED.
DISTORTED MEMORIES OF CONFEDERATE HISTORY. DEPICTIONS OF BENEVOLENT SLAVE MASTERS AND LOYAL SLAVES. HENDERSON SERIOUS EFFORTS TO CONFRONT THE BRUTAL LEGACIES OF WHITE SUPREMACY. AS A RESULT, IT IMPEDES EFFORTS TO MEMORIALIZE THE FULL SCOPE OF AFRICAN AMERICAN RESILIENCE AND THE FACE OF PERSISTENT BRUTALITIES. ROBERT E. LEE JEFFERSON DAVIS IS SO WHILE JACKSON OUR HOUSEHOLD HISTORIC REMAINS. WITH THEIR LIKENESSES PRESERVED IN NUMEROUS MONUMENTS. FOR BLACK AMERICANS LIKE BENJAMIN VANOCUR, DAVID WALKER, SOJOURNER TRUTH. HI TOBEY WELLS. BOOKER T. WASHINGTON S TOADY AND COUNTLESS OTHERS. LOCAL GOVERNMENTS HAVE REMOVED STATUES OF CONFEDERATE GENERAL. THERE ARE TIMES I. WE WILL ALSO LABELED WILL WE ARE SO LOW LABOR IN THE LIGHT OF DAY TWO DAYS WERE MORE HONEST, INEQUITABLE WAYS OF UNDERSTANDING. NOT GOING TO LEAVE HISTORY. I KNEW TAKE A CERTAIN ALONZO TEXAN. ALONSO HERE. THERE HE IS. APOLOGIZE TO THE MAYOR IN HIS ABSENCE WAS TO BE A PRO TEM PRESIDING. IT WAS A COUNCIL MONEY WITH LOTS OF TESTS AND ACTUALLY HAVE A PUBLIC HEARING. I WAS GOING TO SPEAK ON ON THE COMPREHENSIVE PLAN. AND ALSO ONE OTHER NON AGENDA ITEM. AND I THOUGHT THAT I WAS GONNA BE AT THE END IS THAT AT THE BEGINNING, BUT. I WANT TO SPEAK ON SOMETHING THAT IS NEAR AND DEAR TO MY HEART HASN'T BEEN SPOKEN ON HEARING THE COUNCIL THAT I KNOW OF IS THIS IS ALSO DOMESTIC VIOLENCE AWARENESS MONTH. AND ONE OF THE STATS THAT REALLY STANDS OUT WITH ME. AND COUNCILMAN FRASIER. I WANT TO GIVE MY CONDOLENCES TO YOU. YOUR LOSS AS WELL. BUT YOU'VE BEEN AN OFFICER COULD PROBABLY UNDERSTAND THIS. IS THAT. ACCORDING TO SEVERAL REPORTS. 40% OF FAMILIES OF POLICE OFFICERS EXPERIENCE DOMESTIC VIOLENCE. SO I WANTED TO BRING THAT AWARENESS OUT ON RECORD.
TIME. GOD HAS NOT REALLY TALKED ABOUT. SO WHEN PEOPLE SAY THINGS LIKE BLACK LIVES MATTER AND ISSUES THAT ARE GOING ON, NOT ONLY IN THE CITY OF MCKINNEY, BUT CITIES ALL ACROSS THE UNITED STATES. THAT'S DIFFICULT FOR AN OFFICER. TO TURN THE SWITCH ON AND OFF. SO
[00:10:05]
I KIND OF ABOUT A DOZEN OFFICERS HERE. SO AT LEAST FIVE OF THOSE OFFICERS. SOMEONE IN THEIR HOUSEHOLD HAD EXPERIENCED DOMESTIC VIOLENCE. I WOULD LIKE FOR THE MCKINNEY CITY MANAGEMENT AS WELL AS THE POLICE CHIEF TO START ADDRESSING THIS ISSUE AND LET'S START TALKING ABOUT IT. THE OTHER ISSUE. I GUESS IT'S A PUBLIC HEARING I NO SOUL WOULD I BE ABLE TO COME BACK DURING THAT TIME ON THE COMPREHENSIVE PLAN? YES, I WANT TO BRING AWARENESS TO THAT. THAT BLUE AND RED MAKE PURPLE. SO WHEN OTHERS SAY BACK TO BLUE. WAS THERE BETWEEN BACK IN THE BLUE AND SUPPORT THE POLICE. I SUPPORT ALL POLICE DEPARTMENTS, BUT I CAN'T GET WITH BLACK BLUE. FOR THAT REASON, BECAUSE THERE IS A BROTHERHOOD. THERE'S A FRATERNITY THAT IS NOT SPOKEN ABOUT. AND I ASKED ALL THE LADIES AND GENTLEMEN AND CHILDREN WITHIN THE SOUND OF MY VOICE NO LONGER SUFFER IN SILENCE. THANK YOU. JOHN HARDEN. ALSO, I FORGOT WHEN YOU COME UP IF YOU STATE YOUR NAME AND YOUR ADDRESS AND THEN.MEMBERS OF COUNSEL. MY NAME IS JOHN CHARLES HARDENED. I LIVE IN THREE OR FOUR EAST WALKER HERE IN MCKINNEY. MY FAMILY HAS BEEN LIVING IN AND AROUND COLLIN COUNTY. FOR MANY YEARS.
I WAS ASKED MONTHS AGO ABOUT WHETHER I WOULD BE WILLING TO SPEAK ON THE ISSUE OF THE THROCKMORTON STATUTE AND OTHER MATTERS. I WAS ASKED IF I'D BE WILLING TO MOVE BACK TO MCKINNEY FOR MANY REASONS, BUT THE END OF THE DAY. I BELIEVE THAT I AM AND WE ARE EXACTLY WHERE WE NEED TO BE AT THIS TIME. OUR LIFE BECAUSE I THINK IN MY OWN PERSONAL FEELINGS.
GODDESS SEPARATING THE WHEAT FROM THE CHAFF NOW, SO THAT BEING SAID ON MY OWN PERSONAL VIEWS. I WANT TO POINT OUT SOMETHING THAT I WOULD LIKE TO PEOPLE IN THIS ROOM TO LISTEN TO. AND MAYBE ENGAGED IN THE COMMON AND THOUGHTS ABOUT WE DID NOT. CREATE. SLAVERY. WE DID NOT INVENT SLAVERY. THIS COUNTRY ABOLISHED SLAVERY. 700,000 PEOPLE GAVE THEIR LIVES THE LARGEST NUMBER OF AMERICANS THAT HAVE EVER DIED IN A CONFLICT. TO DO AWAY. SLAVERY.
THEY HAVEN'T ASKED FOR REPARATIONS FOR THEIR FAMILIES. IN FACT, DID SOMETHING IN GREATER THEY CALL IT A GREAT COMPROMISE WHERE THEY CAME TOGETHER, AND WE'VE COME TOGETHER AS A NATION NOW. FOR ALMOST 200 YEARS. WE COME TOGETHER AS A NATION. TRYING TO DO WHAT TRYING TO NOT REPEAT HISTORY. AND STAN BOWLES. BUT BY THE WAY, ONE OF THINGS I APPRECIATED ALL THIS COMING UP IS I'VE GONE TO THE LIBRARY BY THE LIBRARY. THERE'S BOOKS IN THE LIBRARY. I'VE GONE AND READ THIS BRIDGE PUT WITHSTAND BALL ON THE CARD ON THE ON THE HISTORY OF COLLIN COUNTY. TO THE PEOPLE THAT. HE WROTE IN HIS PREFACE THAT PEOPLE THAT TAKE NO PRIDE IN THE NOBLE ACHIEVEMENTS A REMOTE OF REMOTE ANCESTORS. I'LL NEVER ACHIEVE ANYTHING WORTHY TO REMEMBER. WITH PRIDE BY THEIR ANCESTORS. THE PEOPLE WHO HAVE SIGNED PETITIONS AND THERE'S PEOPLE WHO HAVE GONE OUT AND. PUT MONEY IN OUR NAMES AND A BUCKET. THEY CALLED THE WEST BUCKET BILLS. MISS CAFE, SAVE OUR STATUE. IT'S MORE THAN JUST A STATUE. IT'S ABOUT A MOVEMENT THAT'S GOING ON IN THIS COUNTRY THAT I BELIEVE WE NEED TO ALL SIT BACK AND REALLY REFLECT UPON. OUR FOREFATHERS CAME OVER HERE AND LEFT A TYRANT. THEY SIGNED THEIR THEY SIGNED THEIR NAMES AS TRADERS. THE EVERYONE HAS SIGNED THAT DOCUMENT, WHERE TRADERS IF WE HAD WON THAT WAR WE WON THAT WAR. WE ARE FREE. WE'RE FREE TO FEEL IS WE FEEL TO EXPRESS WE'VE I'VE MET SOME WONDERFUL PEOPLE. PEOPLE I'VE KNOWN A LIFETIME RENEWED ACQUAINTED WITH HIS RESULT OF MOVING BACK TO MCKINNEY AND TALKING WITH PEOPLE HERE. I BELIEVE THE END OF THE DAY. WE SHOULD BE WHAT MCKINNEY NOW CALLS ITSELF. UNIQUE BY DESIGN.
WE SHOULD BE. WE SHOULD STAND UP AND DO WHAT WE KNOW IS BEST FOR US IN OUR HISTORY. ONE TIME WE CALLED OURSELVES THE MIDDLE OF THE MOST, BECAUSE WE'RE A LONG WAY FROM EVERYWHERE ELSE.
EVERYBODY ENDED UP COMING HERE, THOUGH. AND NOW WHAT THEY'RE COMING, TOO, IS AN AMAZING PLACE WITH AN AMAZING HISTORY AND HERITAGE AND I HOPE HE PRESERVED GOD BLESS YOU ALL.
AND THANK YOU VERY MUCH. THANK YOU, JOHN. SHANNON CARTER. CARTER. SORRY. UM MAYOR FULLER.
HOPE YOU'RE ALL RIGHT. THANK YOU GUYS. SO MUCH FOR LETTING ME SPEAK. I. AS YOU'RE ABOUT TO HEAR THE REPORTS FROM A THROCKMORTON STATUE AND THES PEOPLE HAVE WORKED VERY HARD.
IT'S VERY CLEAR THAT THEY WORKED FOR HOURS. BUT I WOULD LIKE TO ASK YOU TO NOT ALLOW.
[00:15:01]
THE INSIDIOUS MISS OF THE DISTRACTION THAT IS RACISM. IT'S JUST AN IDEA. I WANT US TO. THAT WAS SOMETHING THAT WAS HEARTBREAKING IS AFTER ALL OF THIS, AND AFTER EVERYBODY'S HARD WORK. A YOUNG LADY WHO CAME UP HERE AND, UH, ASKED US ASKED THE COMMITTEE, TOO.UNDERSTAND WHY WE WEREN'T ASKED WAY WOULDN'T JUST REMOVE IT. I'M HURTING. WHY ARE YOU LISTENING TO ME? UM. AND SHE WAS TOLD THAT SHE WAS BEING DISINGENUOUS THAT THERE WAS A DISINGENUOUSNESS IN THE CONVERSATION ABOUT WHETHER OR NOT. WE'RE TALKING ABOUT ERASING HISTORY OR NOT LET ME BE VERY CLEAR THAT THE PEOPLE WHO SPOKE ABOUT HISTORY AND PRESERVING HISTORY WERE NOT. WE'RE THE PEOPLE WHO ARE ASKING YOU TO MOVE THE STATUE AND PLEASE UNDERSTAND NO ONE IS ASKING YOU TO DO ANYTHING BUT TO MOVE THE STATUE ONE BLOCK INTO A PLACE WHERE WE CAN ACTUALLY LEARN FROM IT. AND THAT IS NOT BEING DISTANT. IT IS BEING DISINGENUOUS IS TO SUGGEST THAT WE KNOW WHAT'S IN THE HEART OF PEOPLE WHO ARE SAYING THAT THEY'RE IN PAIN. AND I WOULD SUGGEST TO THAT THE FACT THAT WE ARE WITHOUT A ZHAR DA'S THES PEOPLE WORKED. THE CONVERSATION WAS ABOUT WHETHER OR NOT THE BASE OF THE STATUE CAME FROM THE DAUGHTERS OF THE CONFEDERACY. THEY WERE INVOLVED. THAT'S NOT THE POINT. THE POINT IS, DOES THIS MAN. REPRESENT OUR CITY. THIS MAN WHO SPECIFICALLY JOB WAS REMOVED FROM OFFICE BECAUSE HE REFUSED TO UPHOLD THE AMENDMENT THAT WERE SET UP. TO DEFEND THE HUMAN RIGHTS OF HUMAN BEINGS. INSTEAD, HE DECIDED TO NOT DEFEND HIS RIGHTS. WE DON'T STAND FOR THAT, RIGHT? WE CAN DO BETTER THAN THAT. I'M CERTAIN THAT WE CAN AND I CAN PROMISE YOU THAT THE PEOPLE WHO ARE ASKING US. TO REMOVE THIS STATUE ARE NOT DOING IT BECAUSE THEY HATE OUR COUNTRY OR BECAUSE THEY HATE THE CITY. THEY'RE DOING IT BECAUSE THEY LOVE THIS CITY BECAUSE THEY TRUST US. THEY HAVE HOPE. WE CAN BE BETTER. PLEASE, FOR GOD'S SAKE. DO NOT PUT THEM IN ABUSIVE RELATIONSHIP WITH THEIR HOPE FOR YOU FOR US. WE CAN DO BETTER. PLEASE. THANK YOU. Q. BECAUSE I DON'T SEE ANY OTHER SPEAKERS. WE WILL MOVE TO OUR

[Receive and Consider Research, Presentations and Report of the Throckmorton Statue Ad Hoc Advisory Board]
WITH ITEM NUMBER 2009 FOR THREE. RECEIVE AND CONSIDER. ELLEN FOR 0946 RECEIVING CONSIDER RESEARCH PRESENTATIONS. REPORT OF THROCKMORTON STATUE AD HOC ADVISORY BOARD. UM. KIM FLOM AND MARK. IT IS WHO I HAVE ON HERE, SO AND I THINK WE'RE GOING TO HEAR FROM JUSTIN FELLER AND NATHAN WHITE. GOOD EVENING MAYOR PRO TEM COUNCIL MAYOR ON THE PHONE. CAN FLOM ASSISTANT CITY MANAGER I'M GONNA T THIS OFF MARK JODY'S GOING TO FOLLOW ME AND THEN WE'LL HEAR FROM SOME OF THE ADVISORY BOARD MEMBERS TODAY QUICK. RECAP. IN LATE JULY, THE COUNCIL ESTABLISHED THE THROCKMORTON AD HOC ADVISORY BOARD, A GROUP OF 11 MEMBERS THAT INCLUDES REPRESENTATIVES FROM THE ARTS COMMISSION, THE HISTORIC PRESERVATION BOARD.MAIN STREET BOARD AND THE COLLIN COUNTY HISTORIC SOCIETY. THEIR MISSION. TO ADVISE STAFF IN THE RESEARCH EFFORTS RELATED TO THE CONTEXT, APPROPRIATENESS AND RELEVANCY OF THE THROCKMORTON STATUE LOCATED AN HISTORIC COURTHOUSE SQUARE HERE IN MCKINNEY, ENGAGE THE COMMUNITY AND DISCUSSION AND PROVIDE THEIR INSIGHT AND EXPERTISE IN ORDER TO ENSURE THAT THE COUNCIL IS PRESENTED WITH THOROUGH AND BALANCED RESEARCH. TONIGHT, WE'RE GOING TO SHARE A BRIEF SUMMARY OF THEIR WORK. YOU'LL ALSO HEAR TWO PRESENTATIONS FROM ADVISORY BOARD MEMBERS. THE ADVISORY BOARD MET THREE TIMES BETWEEN AUGUST AND SEPTEMBER, MEETINGS WERE TELEVISED AND OPEN TO THE PUBLIC AND ARE VIEWABLE HONOR CITY WEBSITE. AND ADDITIONALLY
[00:20:05]
WE COMPILED SUPPORTING DOCUMENTATION, INCLUDING MEETING TRANSCRIPTS, STAFF ADVISORY BOARD RESEARCH AND SUMMARIES OF THE PUBLIC INPUT. THAT'S ALL ON OUR WEBSITE. A LINGUIST PROVIDED TO YOU IS PART OF YOUR PACKET. AT THE MEETINGS, THE ADVISORY BOARD MEMBERS PROVIDED VALUABLE INSIGHT ASKED GREAT QUESTIONS AND REALLY HELPED SHAPE OUR RESEARCH, THEIR WORK PROVIDED MUCH NEEDED TIME AND SPACE HAVE A THOUGHTFUL CONVERSATION. AND SOMETIMES SOME SPIRITED DEBATE ABOUT A DIVISIVE TOPIC. THEY MAY NOT ALL AGREE ON WHAT SHOULD BE DONE WITH THE STATUE, BUT THEIR CONTRIBUTIONS WERE CRITICAL COMPONENTS TO THE RESEARCH AND PROCESS. WE COULDN'T HAVE DONE THIS WITHOUT THEM, AND WE'RE VERY THANKFUL FOR THE TIME THEY SHARED. I ALSO BEFORE I PASS IT ON TO MARK WANT TO SEND A EXTENDED QUICK NOTE OF THANKS TO THE CITY STAFF WHO WORKED ON THIS. WE DON'T REALLY HAVE A PLAYBOOK FOR THIS ONE. BUT WE HEARD YOU AND WE TOOK YOUR DIRECTION SERIOUSLY, AND DID IT DID OUR BEST TO ADMINISTER A PROCESS AND ENGAGE WITH COMMUNITY. WE WERE ABLE TO DO THAT, THANKS TO THE LEADERSHIP AND MANAGEMENT OF MARK DODIE AT THE HELM AND SEVERAL SEVERAL STATE CITY STAFF MEMBERS FROM VARIOUS DEPARTMENTS, INCLUDING DEVELOPMENT SERVICES, COMMUNICATIONS, COMMUNITY DEVELOPMENT AND HOUSING. LIBRARIES AND MAINSTREAM IMPACT. THESE FOLKS STOOD UP WITHOUT HESITATION TO CHIP IN CROSS BOUNDARIES AND DO SOMETHING THAT WASN'T THERE DAY TO DAY AND WE'RE VERY APPRECIATIVE OF THEIR EFFORTS WITH ADAM AND PITCH IT OVER TO MARK DHOTI TO GIVE A QUICK OVERVIEW OF THE ADVISORY BOARD WORK TO DATE. THANK YOU. GOOD EVENING. MAYOR PORTALE MAYOR ON THE PHONE, COUNCILMEMBERS MARK DODIE, ASSISTANT DIRECTOR OF PLANNING. AGAIN. I WANT TO ECHO WHAT KIM JUST SAID. TOE GIVE A PERSONAL THING STALLED OTHER CITY STAFF THAT REALLY HELPED OUT WITH THIS. IT REALLY WAS A TEAM EFFORT. WE COULD NOT HAVE DONE IT. ALSO ONE ALSO THINK THE ADVISORY BOARD MEMBERS AS WELL FOR GIVING UP THEIR TIME. FOR THIS IS WELL, IT WAS NOT AN EASY THING TO DO SOMETIMES, BUT I THINK SOME GOOD CONVERSATIONS I THINK WE'RE HAD DURING A LOT OF THESE MEETINGS. SO AGAIN, WE'RE GOING TO JUST GIVE A BRIEF OVERVIEW OF ALL THE MEETINGS THAT WE HAD OUR FIRST MEETING ON AUGUST THE 19TH WE HAVE ADVISORY BOARD INTRODUCTIONS. WE GAVE A STAFF PRESENTATION ON THE JAMES WEBB DR MORTON, THE MAN AND ALSO THE STATUE. HE GAVE A PRESENTATION ON MONUMENTS, MEMORIALS AND ARTIFACTS. AND THEN WE OPEN END UP TO ADVISORY BOARD DISCUSSION AND COMMENTS SOME OF THINGS THAT WE LEARNED ABOUT JAMES WEBB THROCKMORTON WAS THAT HE WAS BORN 18 25. HE SETTLED IN MCKINNEY IN 18 48. HE'S ORIGINALLY FROM TENNESSEE.STARTED OUT AS A DOCTOR, BUT HE REALLY PRACTICED LAW THAT WAS HIS MAIN PROFESSION. HE SERVED IN THE TEXAS HOUSE OF REPRESENTATIVES IN THE 18 FIFTIES AND WAS ONE OF EIGHT PEOPLE TO ACTUALLY VOTE AGAINST SECESSION FROM THE UNION. WHENEVER THAT CAME UP FOR A VOTE, HE WAS GOOD FRIENDS WITH SAM HOUSTON. HE DID OWN ONE SLAVE, SO THAT IS ONE FACT THAT DID COME UP. WE COULD GET CONFIRMATION OF THAT, AND HE DID SERVE IN THE CONFEDERACY.
AS A BRIGADIER GENERAL. HOWEVER, HE DID NOT. HE WAS NOT INVOLVED IN A BATTLE'S ACTUALLY, HE WAS SENT OUT WEST TO DEAL TOO. PUT TOGETHER TREES WITH SEVERAL INDIAN NATIONS DURING THAT TIME AFTER THE CIVIL WAR, HE BECAME GOVERNOR IN 18 66, BUT HE WAS REMOVED FROM OFFICE IN 18 67. BY THE FEDERAL GOVERNMENT FOR NOT ADVANCING THE ARTICLES OF RECONSTRUCTION, IN PARTICULAR THE 14TH AMENDMENT. HE CAME BACK TO MCKINNEY, WHERE BECAME A LAWYER WHERE HE AGAIN TO GET THE. THE LAW PROFESSION HE WAS ELECTED TO CONGRESS TWICE IN THE 18 SEVENTIES AND 18 EIGHTIES, AND HE DIED HERE IN MCKINNEY IN 18 94. HE'S BURIED A CONGREVE CEMETERY. WHAT WE LEARNED ABOUT FROGMORE IN STATUE ITSELF. IS AT THE BASE. WHICH YOU CAN SEE THERE IN THAT PICTURE WAS PLACED ON THAT CORNER BY THE COURTHOUSE AT THE TIME IN 18 99 BY A CLOSE FRIEND WHO STARTED A MONUMENT ASSOCIATION. HE WANTED TO COMMEMORATE HIS FRIEND JAMES THROCKMORTON, ON DH. THEN IN 19 0 FOR THE THROCKMORTON CAMP OF UNITED CONFEDERATE VETERANS TOOK UP THE CAUSE TO ACTUALLY COMPLETE THE MONUMENT, WHICH WAS SUPPOSED TO BE TWO PARTS THE BASE AND THEN A STATUE. MR THROCKMORTON GOVERNOR THROCKMORTON HIMSELF. ABOUT FIVE YEARS LATER, THE FEDERATED WOMEN'S CLUB MCKINNEY HELPED STARTED RAISING MONEY FOR THAT, AND THEN IN 1910 UNITED DOLLARS OF THE CONFEDERACY TOOK OVER AS WELL. TO FINISH THE FUNDRAISING IN THE STATUE THAT WE SEE TODAY WAS COMPLETED IN 1911. SO AGAIN, WE HAD THOSE PRESENTATIONS LEARNED THAT INFORMATION. STAFF AGAIN. WE HAVE A PRESENTATION ON JUST MONUMENTS, MORALS, ARTIFACTS. WHAT EXACTLY THAT MEANS, WHILE WE PUT IN MEMORIAL'S MEMORIALS AND ARTIFACTS AND THEN AGAIN AT THE ADVISORY BOARD. HEAD A DISCUSSION AND PROVIDE ADDITIONAL CONTEXT AND COMMENT. ONLINE, THROCKMORTON AND STATUE ITSELF. SO MEETING NUMBER TWO, WHICH WAS ON SEPTEMBER 2ND. WE STARTED OFF WITH A PRESENTATION ON THE STATE ANTIQUITIES
[00:25:01]
LANDMARK DESIGNATION IN THAT PERMIT PROCESSING PROCEDURE AGAIN. IMPACT AS NO IS A STATE ANTIQUITIES LANDMARK. THAT MEANS THAT ANYTHING THAT'S DONE. TO THE BUILDING OR THE SITE ITSELF, INCLUDING THE THROCKMORTON STATUE HAS TO BE RE REVIEWED BY THE TEXAS HISTORICAL COMMISSION. AND WE. HEARD FROM AMY ROSENTHAL AND GEIGER SH ABOUT WHAT EXACTLY THAT MEANS. WE DID ALSO GET SOME CLARIFICATION ON WHAT IT WOULD MEAN IF WE RELOCATED THAT STATUE TO PRIVATE PROPERTY. IT CAN BE LOCATED ON PRIVATE PROPERTY. AS LONG AS IT'S VIEWABLE. SO AGAIN, IF IT WAS, YOU KNOW, RELOCATED TO PECAN GROVE CEMETERY, FOR INSTANCE, EVEN THOUGH THAT IS TECHNICALLY PRIVATE LAND AS LONG AS IT'S VIEWABLE BY THE PUBLIC THAT WOULD STILL BE ALLOWED. BY THE TEXAS HISTORICAL COMMISSION IS IT AS AN OLD SALT ALTERNATIVE? WE GAVE PRESENTATION ON STATUE OPTIONS. AND THEN THAT LED TIO ADVISORY BOARD DISCUSSION AND COMMENTS WHERE THE CHAIR THEN TO KIND OF WENT AROUND THE ROOM TOOK A STRAW POLL OF ALL OF THE.ADVISORY BOARD MEMBERS AND KIND OF GOT THEIR OPINION ON WHAT THEY THOUGHT SHOULD HAPPEN AT THIS PARTICULAR TIME. THEN WE GAVE A STAFF PRESENTATION ON SURROUNDING COMMUNITIES AND OUR COUNTY'S WHAT THEY'VE DONE WITH THEIR CONFEDERATE MONUMENTS AND MEMORIALS. UM IT WAS INTERESTING TO NOTE THAT EACH COMMUNITY DEALT WITH IT IN. THEIR OWN SEPARATE WAY. DALLAS STILL WITH IT DIFFERENTLY, THEN SAY COOK COUNTY HAS AND SO WE DIDN'T FIND ANY CONCENSUS OR.
COMMONALITY AMONGST HOW THOSE COMMUNITIES OR COUNTIES DEALT WITH THEIR CONFEDERATE MONUMENTS, MEMORIALS. AND THEN WE ALSO GAVE A PRESENTATION OR AN UPDATE ON THE OPINION PLATFORM THAT LAUNCH FROM SEPTEMBER 10TH. THROUGH THE 27TH. AND JUST LET THE ADVISORY BOARD KNOW THAT THAT WOULD BE ANOTHER COMPONENT OF THIS PARTICULAR PROCESS. SO OUR LAST MEETING, WHICH TOOK PLACE ON SEPTEMBER, 17TH. WAS REALLY THE PUBLIC COMIC COMPONENT OF THIS PROCESS. WE HAD 18 PEOPLE THAT SPOKE DURING THAT COMMENT. SECTION 10 WERE IN FAVOR OF LEAVING A STATUE IN PLACE. SEVEN FAVORED EITHER THIS STATUE BEING RELOCATED AND THEN ONE DID NOT SHARE AN OPINION. THEN WE ALSO HAD A FACILITATION WITH THE ADVISORY BOARD OF WERE THERE ANY OTHER MCKINNEY MONUMENTS, ARTIFACTS OR SIZE THAT MAY WARRANT FURTHER REVIEW? THE ONLY THING THAT REALLY CAME OUT OF THAT WAS THROCKMORTON STREET ITSELF.
WHAT WE WOULD THAT THAT WAS REALLY THE ONLY THING THAT MAY NEED TO BE ADDRESSED AT A LATER TIME. TO GIVE IT. INPUT HARD TO GET AN UPDATE ON THE PUBLIC INPUT SURVEY AGAIN THAT WAS CONDUCTED FROM THE 10 THROUGH THE 27TH OF SEPTEMBER. WE HAD 2094 TOTAL RESPONSES AND ALMOST 1800 OF THOSE WERE MCKINNEY RESIDENCES ARE RESIDENTS WE WERE ABLE TO IN THE SURVEY. YOU HAD TO PROVIDE YOUR ZIP CODE. OF WHERE YOU LIVED TO ACTUALLY BEGIN THE SURVEY ITSELF. SO THAT HELPED TO FILTER OUT AGAIN. THE MCKINNEY RESIDENTS OF THE MCKINNEY RESIDENTS THERE IS IT CODES VERSUS OTHERWISE THEY DID NOT. THE MAJORITY OF THE MCKINNEY RESIDENTS WERE IN FAVOR OF LEAVING THE STATUE IN PLACE AND THE NON RESIDENT RESPONDENTS ALSO FAVORED LEAVING THE STATUE IN PLACES WELL. ALL OF THIS INFORMATION WAS PROVIDED. AND ALL OF ALL OF THIS INFORMATION WAS PROVIDED TO YOU. S O. IF YOU HAVE ANY QUESTIONS ABOUT INDIA FOR INFORMATION, I STAND FOR ANY QUESTIONS, COMMENTS CONCERNS,R M JUSTIN BELLER, WHO WILL GIVE THEIR FIRST PRESENTATION. AND THEN JUDGE NATHAN. WHY WILLING, GIVE THERE'S THE SECOND PRESENTATION. YES. I JUST WANT TO BE CLEAR THAT THIS PUBLIC INPUT SURVEY. TO THE BEST OF YOUR ABILITY, YOU WERE ABLE TO DETERMINE THE 700 PEOPLE. HEY, STONE, COME OF AN HONOR SYSTEM.
YOU JUST ASKED THEIR ZIP CODE. BUT THIS WAS AN INTERNET SURVEY. SO IT'S UNSCIENTIFIC.
SOMEBODY IN RUSSIA COULD HAVE PUT IN MCKINNEY ZIP CODE. OR SOMEBODY IN MCKINNEY COULD HAVE TAKEN THIS SURVEY MULTIPLE TIMES AND PUT IN THERE MAKING MUSIC GO. THERE IS NO WAY TO DETERMINE FACTUALITY. OF THIS ONLINE SURVEYS THAT CORRECT? THAT'S PROBABLY A PRETTY FAIR STATEMENT. YES JUST BEING HONOR COLD. RIGHT WAS HE WAS ABSOLUTELY HONOR CODE. I WOULD LIKE TO THINK, THOUGH, THAT YOU KNOW, SINCE WE HAD. 2000 RESPONDENTS. THEY IT WAS PROBABLY PRETTY SAFE THAT IT WAS. PEOPLE ACTUALLY LIVED IN MCKINNEY OR WITHIN THE AREA THAT IT WASN'T SOMETHING THAT WAS SENT OUT FOR PEOPLE FROM OTHER PARTS OF THE COUNTRY TO PARTICIPATE IN. IF IT AGREES, MAYBE 10,000 PEOPLE THAN. MAYBE WE WOULD HAVE A LITTLE QUESTION
[00:30:07]
ABOUT THAT. BUT SINCE IT WAS SUCH A SMALLER NUMBER. IT'S NOT SCIENTIFIC, BUT I THINK IT WAS A GOOD CROSS REPRESENTATION OF WHAT THE COMMUNITY IS THINKING AT THE TIME, I THINK YOU DID A GREAT JOB JUST FOR THE RECORD, YOU KNOW THAT I WAS NOT IN SUPPORT OF HIS ONLINE SURVEY.YES SIR. AND I DIDN'T WANT TO MAKE IT CLEAR THAT IT WAS ON SCIENTIFIC AND ARGES. OUTSIDE OF THAT. I THINK YOU GUYS DID A FANTASTIC JOB. THANK YOU. THANK YOU, SIR. SO YOU SAID SOMETHING THAT I WASN'T AWARE OF IN THAT THIS THIS PART OF THE STATUE FROM THROCKMORTON TO KIND OF THE LITTLE BEVELED. IT WAS THAT YOU SAID THAT WAS THERE IN 18 98 THAT WAS PUT THERE IN 18 98 WITH NO STATUE ON THERE. YES, SIR. SO THAT WAS THE ORIGINAL PORT. I DIDN'T KNOW IT EITHER.
SO YOU KNOW, WE ALL LEARNED SOMETHING DURING THIS PROCESS. SO THAT WAS THE ORIGINAL PORTION OF THE OF THE MONUMENT WAS WAS THE BASE HAS PUT HIM IN 18 99. HE WAS ALWAYS MEANT TO BE A TWO PART. SO THEY PUT THAT WITH THE UNDERSTANDING THAT THAT WOULD COME LATER. THAT'S ONCE I GUESS THEY WERE RAISING MONEY AND MONEY FOR YES, TAKE ABOUT 10 YEARS OR SO FOR THEM TO FINALLY RAISE ALL THE FINES FOR THEM TO HAVE THEN AB STATUE ON TALK IN 1911. OKAY. THANK YOU, SIR. THAT'S IT. OKAY NO MORE QUESTIONS. OKAY, SO THEN WE WILL HAVE ADVISORY BOARD.
MEMBER JUSTIN BELLER, AND HE HAS A PRESENTATION THAT I THINK THEY'RE GOING TO BRING UP. I WILL TURN IT OVER TO HIM. SO WE REMIND BOTH SIDES BOTH PRESIDENT PRESENTERS THAT THEY'RE GOING TO GET 15 MINUTES AND THEN IT'S A HARD STOP. SO MAYOR PRO TEM, COULD I SAY SOMETHING FROM IT? YES, MAYOR. I JUST WANT TO REMIND EVERYONE THAT YOU KNOW THAT'S WATCHING THE PURPOSE AT BEHIND US GOING THROUGH THIS ARDUOUS PROCESS WAS NOT NECESSARILY THAT WE THOUGHT. EVERYONE WOULD COME TOGETHER AND MANY, MANY MINDS WOULD BE CHANGED. WHAT WE WHAT WE HOPE FOR IS THAT PEOPLE WOULD INFORMATION THEY DIDN'T HAVE, I THINK MOST IMPORTANTLY AT ONCE THE COUNCIL ACT TO MAKE A DECISION THAT THE RESEARCH THE WORK AND THE PRESIDENT PATIENTS WERE ABOUT TO HEAR ARE GOING TO GIVE. EVERYONE IN UNDERSTANDING OF BOTH SIDES, SO AND WHATEVER IS ULTIMATELY DECIDED, UM, YOU KNOW, HOPEFULLY, PEOPLE REALLY LISTEN WITH AN OPEN MIND AND OPEN HEART EVERYTHING THAT'S ABOUT TO BE SAID. AND REALLY TRY TO UNDERSTAND, ALTHOUGH ULTIMATELY YOU MAY NOT AGREE WITH WHATEVER DECISION THE COUNCIL MAKES.
THINK IT'S IMPORTANT THAT WE WENT THROUGH THIS PROCESS AND AGAIN. I ECHO WHAT WAS ALREADY SAID THANK YOU TO THE COMMITTEE AND THE STAFF THAT HAS DONE THIS AND PUT IN ALL THIS EFFORT, AND BUT IT WILL BE FOR NOT IF PEOPLE DON'T REALLY. RIGHTO, TAKE WHAT HAS SAID TODAY AND LEAVE WITH AN UNDERSTANDING THAT DESPITE WHETHER THERE'S AGREEMENT OR NOT MAKE YOU MAYOR. ALSO JUST TRYING PEOPLE THIS IS THERE IS NO ACTION ITEM ON THIS. IT'S JUST WE'RE GOING TO TAKE THIS INFORMATION. WE'RE GOING TO CONSIDER IT AND THEN WE'LL ACT LATER. SO NO, THAT'S NOT CORRECT. IT IS CORRECT. IF YOU READ THE. ITEM IT SAYS RECEIVING. CONSIDER. THERE IS NO ACT. SO LET ME GO BACK AND MAKE SURE THAT I HAVE THAT UNDERSTANDING. THE REASON BEHIND THAT WAS AGAIN TODAY COUNCIL IS GOING TO HEAR INFORMATION. MATTER OF FACT, I THINK I THINK MANY COUNCIL ALL OF US JUST HEARD SOME THINGS THAT WE WERE NOT AWARE OF. IT'S ACTUALLY ABOUT THE STATUE ITSELF. NOW WE'RE GOING TO HEAR THE REPORTS FROM THIS COMMITTEE THAT HAS SPENT MANY, MANY HOURS AND GONE THROUGH THOUSANDS OF EMAILS, AND THAT'S GONNA BE A LOT OF INFORMATION WE'RE GOING TO TAKE IN. THE IDEA WAS THAT WE WOULD THEN HAVE AN OPPORTUNITY TO OURSELVES TO LIVE DELIBERATE OVER IT HAVE OUR CONSTANT TWINS. I'M SURE THERE'S GONNA BE A LOT OF LOT MORE DISCUSSION. CONSTITUENTS OR WE'RE GONNA WANT TO HAVE WITH THEIR REPRESENTATIVES, AND THEN WE'RE GOING TO COME BACK AND ACT AND IT WILL BE SWIFT. IT WILL BE. THIS IS NOT SOMETHING WE'RE. PUTTING PUTTING OFF IT. WE ARE GOING TO CONTINUE THIS. MY HOPE WAS THAT WE WOULD CONTINUE TO DO THIS METHODICALLY AND WITH COMMUNITY INPUT AND PROPER DELIBERATION, AND AS I KEEP SAYING WITH UNDERSTANDING OF ALL THE SIDES. THANK YOU, JUSTIN. GO AHEAD. ALL RIGHT, WELL, UH THEY'RE FULLER. MEMBERS OF COUNSEL. MR GRIMES. I WANT TO START BY THANKING YOU FOR THE OPPORTUNITY TO SERVE ON THIS COMMITTEE. AND FOR THE OPPORTUNITY TO SPEAK TONIGHT.
I'D LIKE TO THANK THE CITY STAFF WHO WORKED ON THIS PROJECT AND EVERYONE WHO HAS SERVED ON THIS COMMITTEE. I THINK OUR CONVERSATIONS HAVE BEEN FRUITFUL. WE'VE LISTENED TO EACH OTHER WITH GRACE AND UNDERSTANDING. I THINK THAT'S IMPORTANT. ON SOMETHING LIKE THIS. EVERYONE APPROACHES THIS ISSUE. FROM A DIFFERENT PERSPECTIVE ON BECAUSE THAT I
[00:35:06]
UNDERSTAND THAT YOU HAVE A DIFFICULT DECISION IN FRONT OF YOU. JAMES WEBB THROCKMORTON WAS A COMPLEX MAN. DURING A COMPLEX TIME, SO I WANT TO START OUT BY RECAPPING SOME OF THE THINGS WE KNOW. HE CAST A VOTE AGAINST TEXAS SECESSION FROM THE UNION. SO HE ENSLAVED HUMAN BEINGS. HE SAVED A GROUP OF UNION SYMPATHIZERS FROM A HANGING AND SHERMAN. BUT SERVED AS A GENERAL. IN THE CONFEDERATE ARMY. HE ADVANCED THE ECONOMIC INTERESTS OF NORTH TEXAS. BUT SUBJECT GATED AFRICAN AMERICANS TO A FORM OF SECOND CLASS THAT A CERTAIN SHIP BY OPPOSING THE RATIFICATION OF THE 13TH AND 14TH AMENDMENTS AND PASSING LAWS KNOWN AS BLACK COATS THAT WOULD LEAD TO THE SOCIAL ORDER. WE KNOW IS JIM CROW. HE WAS REMOVED FROM GOVERNOR SHIP AFTER A YEAR IN OFFICE FOR BEING AN IMPEDIMENT TO RECONSTRUCTION. IT WOULD GO ON TO SERVE ON REPRESENT THIS AREA IN THE U. S. CONGRESS AFTER THE END OF RECONSTRUCTION. ONE BIOGRAPHER OUTLINED. HIS THE FACTORS THAT INFLUENCED HIS POLITICAL CAREER IS BEING. HIS EXPERIENCE WITH LIVING IN A FRONTIER CULTURE. HIS EMBRACE OF CONSERVATIVE WIG POLITICAL IDEOLOGY. HIS BELIEF IN WHITE SUPREMACY. THIS RACIAL ORDER THE SOCIAL ORDER WE'LL TALK ABOUT IN HIS DESIRE TO STIMULATE ECONOMIC DEVELOPMENT IN NORTH TEXAS. I THINK IT'S A PRETTY APT DESCRIPTION. RECONSTRUCTION WAS THE TIME PERIOD AFTER THE CIVIL WAR WHERE OUR COUNTRY GRAPPLED WITH WHAT VISION TO SET FOR THE FUTURE. HISTORIAN DAVID BLIND CATEGORIZES THESE VISIONS INTO THREE GROUPS. IT WAS A GROUP HE CALLED THE EMANCIPATION ISTS WHO FOLLOWED THE EXAMPLE OF ABRAHAM LINCOLN AND INCLUDED ULYSSES S. GRANT FREDERICK DOUGLASS FREED MEN IN MOST THE REPUBLICAN PARTY AT THE TIME. A GROUP ADVOCATED FOR FULL RIGHTS TO BE GRANTED TO FRIEDMAN, INCLUDING SUFFRAGE. AND EQUAL PROTECTION UNDER THE LAW. THEY WERE OPPOSED BY A GROUP ORIGINALLY LED BY PRESIDENT ANDREW JOHNSON. AND INCLUDED MOST SOUTHERN DEMOCRATS AND EX CONFEDERATE LIKE JAMES THROCKMORTON. AS MENTIONED, THIS GROUP SOUGHT A SOCIAL ORDER. THAT DENIED FULL RIGHTS TO FRIEDMAN, INCLUDING SUFFRAGE AND EQUAL PROTECTION UNDER THE LAW. A FORM OF SECOND CLASS CITIZENSHIP FOR AFRICAN AMERICANS. THIRD GROUP WAS KNOWN AS RECONCILIATION ISTS, AND THEY THEY PRIORITIZE THE HEALING OF THE COUNTRY. OVER EITHER OF THE TWO SOCIAL ORDERS. WE KNOW THAT THE GROUP THAT SOUGHT TO MAINTAIN SOME FORM OF SOCIAL ORDER BASED ON RACE ULTIMATELY WINS AND SETTING THE VISION FOR THE COUNTRY. EX CONFEDERATES LIKE THROCKMORTON REGAINED THEIR POLITICAL POWER ACROSS THE SOUTH AND THE COUNTRY WOULD BEGIN DECADES OF SEGREGATION, DISCRIMINATION DISENFRANCHISEMENT. AN EXTRAJUDICIAL TERROR THAT COULD BE SEEN ACROSS THE SOUTH. IN TEXAS. AND IN COLIN COUNTY. A SOCIAL ORDER. THAT THROCKMORTON HAD ESTABLISHED IN TEXAS AS GOVERNOR. AND THAT OUR SOCIETY WOULD BEGIN TO RALLY AROUND. AND CELEBRATE THROUGHOUT THE SOUTH AND BEYOND. AFTER RECONSTRUCTION, THE COUNTRY TURNED TO RECONCILIATION. THE UNION AND REDEMPTION. WE SEE THE EMERGENCE OF REMEMBRANCES LIKE MEMORIAL DAY. WE SEE THE PRACTICE OF VETERAN REUNIONS WITH ORGANIZATIONS LIKE THE GRAND ARMY OF THE REPUBLIC. AND THE UNITED CONFEDERATE VETERANS. AND WE SEE THE ATTEMPT TO REDEEM THE CONFEDERACY BY REIMAGINING AND REWRITING HISTORY. THIS NARRATIVE OF REDEMPTION WAS PART OF WHAT IS KNOWN AS THE LOST CAUSE OF THE CONFEDERACY. THAT POST IDEAS. LIKE THE CAUSE. THE CONFEDERACY WAS HEROIC AND JUST. IT TAKES THE CONFEDERACY, A COALITION THAT'S BUILT ON SLAVERY AND WHITE SUPREMACY. THAT REBELLED AGAINST THE UNITED STATES AND ULTIMATELY LOST. AND FINDS REASONS TO CELEBRATE. UNITED CONFEDERATE VETERANS AND THEIR AFFILIATED GROUP. UNITED DAUGHTERS OF THE CONFEDERACY. THE USE TV AND YOU, D C. PLAYED A MAJOR PART IN PUSHING THIS NARRATIVE. THEY LED THE CHARGE TO ERECT CONFEDERATE MONUMENTS THROUGHOUT THE SOUTH. IN CITY CENTRES AND ON COURTHOUSE LAWNS. THESE MONUMENTS CELEBRATED THE CONFEDERACY AND ITS IDEALS. AND IN THAT REINFORCE THIS RACIAL SOCIAL ORDER THAT WE KEEP TALKING ABOUT. PLACEMENTS OF THESE MONUMENTS HAD PURPOSE AND INTENT. SOME SAY THAT MCKINNEY DOESN'T HAVE A CONFEDERATE MONUMENT LIKE THAT. MAYBE WE DIDN'T TAKE PART. NATIONAL UTC[00:40:05]
DOESN'T CLAIM ANYTHING HERE. THE SOUTHERN POVERTY LAW CENTER DOESN'T LESS MCKINNEY HAS HAVING A CONFEDERATE MONUMENT. PERHAPS MCKINNEY IS UNIQUE AND DECIDED NOT TO TAKE PART. IN THIS CELEBRATION THAT WAS HAPPENING ACROSS NORTH TEXAS. UNFORTUNATELY THAT'S NOT THE CASE. MCKINNEY HAD A VERY ACTIVE YOU, STEVIE AND YOU, D C. IN FACT, THE LOCAL CONFEDERATE VETERAN CAMP WAS KNOWN AS THE THROCKMORTON CAMP. AFTER HIS DEATH. AND IN 1904.THE THROCKMORTON CAMP ESTABLISHED A COMMITTEE TO TAKE OVER. THE FUNDRAISING. FOR THE MONUMENT TO THEIR FELLOW CONFEDERATE THROCKMORTON. A FRIEND AND FORMER PARTNER OF THROCKMORTON HAD TRIED TO RAISE MONEY TO PLACE A MONUMENT BUT ONLY HAD THE FUNDS TO PLACE THE PEDESTAL IN 18 99. YOU'RE PRO TEM PROJECT. YOU CAN SEE THAT. I AM MISSING PATTERSON FOR THE MISSING. THAT'S YOU THERE. BUT HE WAS UNABLE TO COMPLETE IT BEFORE HIS DEATH. YOU SEE VI WOULD SPEND YEARS RAISING MONEY FOR THIS MONUMENT. THEY WOULD MENTION IT AT THEIR ANNUAL REUNIONS. INCLUDING WHEN THEY HAD THE HEAD OF THE TEXAS UDC, KATIE DOLPHIN HERE TO ADVOCATE FOR THE MONUMENT. THEY ENGAGE THE COMMUNITY TO JOIN THE EFFORT. I EVEN STARTED A CAMPAIGN TO GET SCHOOL KITS TO DONATE NICHOLS. THE UDC WAS ALWAYS A PART OF THIS EFFORT WITH THEIR AFFILIATION TO THE TV, BUT THEY MADE A FORMAL ANNOUNCEMENT HERE IN 1910. CITY FEDERATION OF WOMEN ANNOUNCED THEIR INVOLVEMENT IN 1909 AND ULTIMATELY ARE LISTED AS THE PER CENTER OF THE MONUMENT WHEN IT WAS DEDICATED IN 1911. SOME WILL TRY TO POINT TO THIS AS EVIDENCE THAT IT IS NOT A UDC MONUMENT. BUT THESE ORGANIZATIONS WERE INTERTWINED.
IN FACT, WHEN THE CITY FEDERATION ANNOUNCED THEIR INVOLVEMENT IN 1909, THEIR PRESIDENT. WAS A LADY THAT IT HELPED THAT HAD HELPED FOUND THE LOCAL CHAPTER OF THE UDC.
AND HAD BEEN A LONG TIME OFFICER OF BOTH GROUPS. AND AT THIS PRESENTATION, THREE OF THE FOUR SPEAKERS. HAD BEEN PART OF THE LOCAL USE EVEY, INCLUDING THE MAYOR. KNOWN AS COLONEL DOGGETT FROM HIS SERVICE IN THE CONFEDERACY. THE MAYOR HAD ALSO SERVED ON THE THROCKMORTON COMMITTEE. SINCE 19 0. FOR SO TO SAY THAT THIS IS NOT A UDC MONUMENT BECAUSE OF THE ROLE OF THE CITY FEDERATION IS A DISTINCTION WITHOUT A DIFFERENCE. YOU SEE THESE CELEBRATIONS IN THE SOCIAL ORDER WAS NOT ISOLATED TO SOME FRINGE PART OF SOCIETY, THIS SOCIAL ORDER THAT WAS BEING CELEBRATED WOULD NOT BE SUSTAINABLE IF IT DID NOT INCLUDE THE MAJORITY OF PEOPLE. IT'S JUST THAT IN MCKINNEY. OUR CONFEDERATE WAS A MAN WHO MADE GOOD DECISIONS AND BAD DECISIONS. AT THE MONUMENT IN THE CELEBRATION HAD THE SAME INTENT AND PURPOSE. WE SEE ACROSS THE SOUTH. THE LEGACY OF THROCKMORTON IS NOT MERELY A MONUMENT ON HER FORMER COURTHOUSE LAWN. WHILE THE MONUMENT HAD INTENT AND PURPOSE. IT IS THE ACTUAL RACIAL SOCIAL ORDER HE SOUGHT TO MAINTAIN AS A CONFEDERATE GENERAL. AND REESTABLISH HIS GOVERNOR. IT HAS HAD A GREATER IMPACT ON OUR COMMUNITY IN THE STATUE. AS YOU KNOW, MCKINNEY HAS A HISTORY OF SEGREGATION AND DISCRIMINATION THAT DIDN'T END WITH THE INTEGRATION POOLS IN 1965. IT DIDN'T END WITH THE SITE WHEN THE SEGREGATED RESTROOMS WERE REMOVED FROM THE COURTHOUSE, WHERE THE DOWNTOWN LUNCH COUNTERS WERE INTEGRATED.
IT DIDN'T END WITH THE ESTABLISHMENT OF GEOGRAPHIC HOUSE OF COUNCIL DISTRICTS IN 1977 AFTER AN AGREEMENT WITH THE DEPARTMENT OF JUSTICE TO COMPLY WITH THE VOTING RIGHTS ACT. IT. IT DIDN'T END IN 2015. WHEN THE HOUSING AUTHORITY FULFILLED A CONSENT DECREE IN A FAIR HOUSING CASE IN ORDER TO ADDRESS GEOGRAPHIC HOUSING SEGREGATION IN THIS CITY. LIKE MOST COMMUNITIES, WE STILL HAVE DESPAIRED OUTCOMES IN HOUSING, EDUCATION, INCOME, CRIMINAL JUSTICE AND MANY MORE. THESE ARE REMNANTS AND SCARS THAT COULD BE TIED BACK DIRECTLY TO A VISION SET AFTER RECONSTRUCTION IN A SOCIAL ORDER THAT WAS ESTABLISHED BY MEN LIKE JAMES THROCKMORTON. AND THEN CELEBRATED BY THE USE TV AND YOU, D C. BRYAN STEVENSON OF THE EQUAL JUSTICE INITIATIVE AND THE BOOK AND MOVIE JUST MERCY. TALKS ABOUT THIS SOCIAL ORDER A LOT. EXCUSE ME. HE NOTES THAT THE TRUE EVIL. OF SLAVERY WAS NOT THE ENSLAVEMENT. OF MILLIONS OF AFRICAN AMERICANS, BUT THE NARRATIVE OF DIFFERENCE THAT WAS USED TO JUSTIFY IT. THIS NARRATIVE MEANT THAT AFTER EMANCIPATION AND THE END OF THE CIVIL WAR, SLAVERY EVOLVED INTO AT THIS NEW SOCIAL ORDER. THAT SUBJECT GATED AFRICAN AMERICANS
[00:45:04]
TO THE SEGREGATION AND DISCRIMINATION OF JIM CROW. WE NEVER DEALT WITH THE NARRATIVES. HE GOES ON TO SAY THAT WE REALLY DIDN'T DEAL WITH THE NARRATIVE AFTER THE CIVIL RIGHTS MOVEMENT, AND WE'VE SEEN IT EVOLVE AGAIN. INTO MASS INCARCERATION. I WOULD ADD TO THAT AND SAY. WE'VE ALLOWED THIS NARRATIVE TO EFFECT HOW WE LOOK AT ALL OF THESE DISPARATE OUTCOMES. NOT JUST CRIMINAL JUSTICE. OUR SOCIETY SEEMS TO SEE THESE OUTCOMES AS INEVITABLE. UNAVOIDABLE. AND IT CLOUDS THE FACT. THAT THEY WERE DESIGNED AND CREATED. I MENTIONED EARLIER, THE GOVERNOR THROCKMORTON REFUSED TO RATIFY THE 14TH AMENDMENT, WHICH PROVIDED CITIZENSHIP. AND EQUAL PROTECTION UNDER THE LAW. HE REFUSED TO RATIFY IT. HE WENT FURTHER THAN THAT HE CHOSE TO PLAICE BLACK COATS, WHICH WERE LAWS TO INFORM US LAWS WERE INTENDED TO FORM A SECOND CLASS OF CITIZENSHIP. ONE THAT MANY DESCRIBED AS SLAVERY BY ANOTHER NAME. THE SOCIAL ORDER WAS DESIGNED IT WAS A CHOICE. AND IT WAS CELEBRATED, AND AS A COMMUNITY, WE CAN LET THE CELEBRATION OF THAT CHOICE STAND IN OUR TOWN CENTRE WHERE WE CAN WORK TO DEAL WITH THESE OUTCOMES, AND WE CAN WORK TO CHANGE THIS NARRATIVE. IN ORDER TO ADDRESS THIS IN OUR COMMUNITY. ON THIS ISSUE. I THINK THERE NEEDS TO BE JUSTICE. AND HOW WE TRY TO RIGHT THESE WRONGS. I'M TRYING TO POINT AND MOVE IN A BETTER DIRECTION. WE NEED TO HAVE MERCY AND REMEMBERING. IN APPRECIATING THROCKMORTON TROLLING THE GOOD THAT CAME FROM HIS WORK IN THE AREA'S DEVELOPMENT. AND WE NEED TO WALK FORWARD WITH HUMILITY. BY LISTENING TO EACH OTHER AND FORGING PANTS TOGETHER. WE HAVE TO RECOGNIZE AND UNDERSTAND HOW THIS SOCIAL ORDER HAS CAUSED US HARM. AND THE WAYS IN WHICH WE LET THIS HARM PERPETUATE. WHETHER THROUGH THIS SOCIAL ORDER OR ITS SYMBOLISM. ITS CONTINUED EXISTENCE MAKES US SUBJECT TO THAT HARM. BOTH AS THE OPPRESSED. AND AS THE OPPRESSOR. SO I REPRESENTED PERSPECTIVE HELD BY FIVE MEMBERS OF YOUR APPOINTED COMMITTEE. I'M SURE YOU'VE DEDUCED THAT OUR RECOMMENDATION IS TO RELOCATE THE STATUE. WE THINK INAPPROPRIATE PLACES WITHIN THE COLLIN COUNTY HISTORY MUSEUM JUST TWO BLOCKS DOWN THE STREET IN A BUILDING THAT WAS DEDICATED THE SAME YEARS. THE MONUMENT. PLACEMENT IN THE MUSEUM ACCOMPLISHES A FEW THINGS. IT REMOVES HIM FROM THE PLACE OF HONOR. OFF HIS PEDESTAL. AND OUT OF OUR TOWN SQUARE. IT PROVIDES PROTECTION TO THE STATUE AS AN OBJECT. IT ALSO TO OUR COMMUNITY AND THE DIVISION IT HAS CREATED AND HAS THE POTENTIAL TO CREATE.DELOUSE CONTEXT AND EDUCATION TO BE PROVIDED, WHICH WILL HOPEFULLY POINT PEOPLE TO THE IMPACTS THROCKMORTON HAD AND THE SOCIAL ORDER HE HELPED TO CREATE. IT ALLOWS INFORMATION TO BE INCLUDED ON THE LOST CAUSE. IN THE EFFORTS OF THE UC V AND YOU, D. C. IT IS A WAY TO BETTER UNDERSTAND OUR HISTORY. NOT ERASE IT, AS SOME WOULD CLAIM. AND WHILE WE RECOGNIZE THAT THE THROCKMORTON MONUMENT IS AN OBJECT AND RELOCATING IT DOESN'T SOLVE ANY PROBLEMS IN AND OF ITSELF. I HOPE THAT JUST LIKE THE PLACEMENT OF THE MONUMENT. CARRIED INTENT. THE RELOCATION OF IT DOES AS WELL. WE HOPE IT SYMBOLIZES THE STEPS THIS COMMUNITY HAS TAKEN AND WILL CONTINUE TO TAKE TO ADDRESS THE REMNANTS AND SCARS WE HAVE IN THE HARM THAT CAUSE US ALL. THANK YOU.
THANK YOU, JUSTIN. I WANT TO THANK THE COUNCIL FOR THE OPPORTUNITY THAT YOU AFFORD A REPORTED US TO ASSIST THE COUNCIL. IN THIS IMPORTANT TASK. A JUDGE CAN I INTERRUPT YOU? THE GOVERNOR'S ORDER ON MASK ALLOWS REMOVAL WHEN YOU ARE ADDRESSING THANK YOU, MEETING. THANK YOU. IT HELPS ME TO HEAR. ALL RIGHT, GREAT. WELL, I WANT TO THANK YOU FOR THE OPPORTUNITY. THAT YOU AFFORDED US TO ASSIST YOU IN THIS IMPORTANT TASK. THIS REPORT IS BEING GET DELIVERED ESSENTIALLY BY THE MAJORITY, I'LL BE A SLIM ONE. THE COMMITTEE COMPOSED OF MR CERVANTES, MR DAY, MR HAMILTON, MR. CAMPBELL, MR STEWART AND ME. I WANT TO THANK THE STAFF FOR THE WORK THAT THEY'VE DONE IN ASSISTING IN THIS ENDEAVOR.
[00:50:06]
IN RECENT MONTHS AND YEARS, PERHAPS BECAUSE OF EVENTS THAT HAVE OCCURRED FAR PLATE IN PLACES FAR REMOVED FROM HERE. OFFICIALS IN SOME OF OUR NEIGHBORING COUNTIES. HAVE BEEN PRESSURED INTO REMOVING A RELOCATING CONFEDERATE MONUMENTS. WITHOUT GETTING INTO A DISCUSSION OF THEIR ACTIONS AND REASONS FOR THEM. WE WISH TO A JURY DRESS THE NATURE OF THE THROCKMORTON STATUE LOCATED IN THEM CANDY DOWNTOWN SQUARE. ABRAHAM LINCOLN WAS A NOTED TRIAL LAWYER AND HE WAS REPORTED TO HAVE FREQUENTLY POSED THE FOLLOWING QUESTIONS TO YOUR OARS. A HORSE HAS FOUR LEGS. IF WE CALL THE HORSE'S TAIL A LEG. HOW MANY LEGS WITH THE HORSE HAVE SOME MIGHT SAY FIVE. LINCOLN WOULD RESPOND, CALLING A HORSE'S TAIL. A LEG DOES NOT MAKE IT A LEG. THE HORSE WOULD STILL HAVE ONLY FOUR LEGS. WE HAVE A SIMILAR SITUATION. SOME CALL THE THROCKMORTON STATUE, A CONFEDERATE MONUMENT. SIMPLY CALLING IF SOMETHING DOES NOT MAKE IT SO. YOU AND OTHERS, FOR THAT MATTER CAN SEE FOR YOURSELVES. YOU CAN EXAMINE IT. YOU READ THE TEXT ON IT, RESEARCH IT AND YOU WILL FIND ABSOLUTELY NOTHING ABOUT THAT STATUE THAT SUGGEST A CONNECTION WITH THE CONFEDERACY. A MESSAGE ON THE STATUE OF GENERAL NOT SPECIFIC. IT IS NOT A CONFEDERATE MONUMENT. SUCH IS OUR REGIONAL FRIENDS MIGHT BE DEALING WITH IN NEIGHBORING COUNTIES. IF IT WORRY CONFEDERATE MONUMENT THAT WOULD SIMPLY BE ANOTHER MATTER. DIFFERENT MATTER FOR THE COUNCIL TO CONSIDER. DURING THE DISCUSSION ON THE THROUGHT MARTIN STATUE, THE AD HOC COMMITTEE WAS TASKED WITH ADDRESSING THE FACTS. UNFORTUNATELY MANY PERCEPTIONS AND ASSOCIATIONS WITH TIMELINES HAVE UNFAIRLY ENTERED INTO THE DEBATE. OUR RESPONSE IS BOUNDED, GROUNDED FIRMLY, IN FACT, NOT CONJECTURE. ONE OF THE ITEMS PRESENTED TO THE COMMITTEE WAS BY THE CITY'S OWN PLANNING DEPARTMENT WAS THE USE OF THE TIME LINE GRAPH. FROM THE SOUTHERN POVERTY LAW CENTER, ASSOCIATING. CONFEDERATE MONUMENT ERECTIONS AS INTIMIDATION TOOLS THAT COINCIDE WITH THE ESTABLISHMENT OF JIM CROW LAWS. THAT COINCIDENTAL ASSOCIATION WITH USED TO IMPLY THAT THE FRONT MARTIN STATUE WAS A SYMBOL OF HATE. PURPOSELY ERECTED TO INTIMIDATE AMERICANS OF AFRICAN DESCENT. INTERESTINGLY THE SAME REPORT INCLUDES A MAP OF STATUES AND MONUMENTS DESCRIBE BEING SYMBOLS OF HATE. IT ALSO LISTS 185 HONOREES OF FAMOUS FIGURES OF THE CONFEDERACY, ALONG WITH A TALLY BY STATE.WHERE THESE HONOREES OR MEMORIZED, MEMORIALIZED WITH THE MONUMENTS. STATUES AND PLAQUES. JAMES WEBB, BROCK MARTIN AND THE THROAT MARTIN STATUE OR CONSPICUOUSLY ABSENT.
I'M THEIR REPORT. ANY ASSOCIATION WITH SYMBOLS OF HATE AND INTIMIDATION IS NOT SUPPORTED BY THE SYMBOLOGY ON THE STATUE ITSELF OR THE NATURE OF THE BUSINESS ASSOCIATES AND WOMEN'S FEDERATED CLUBS RESPONSIBLE FOR DIRECTING IT. I INVITE YOU TO CAREFULLY READ THE NEWSPAPER EXCERPTS FROM 1904 TO 1910 THAT MR BELLER HAS PROVIDED. THERE IS NO REFERENCE TO THE STATUE AS A CONFEDERATE MEMORIAL. OR TO GOVERNOR THROUGHT MARTIN IS A CONFEDERATE TO BE FOUND THERE IN. THERE IS NO REFERENCE TO THE ORGANIZATIONS. EVEN THE SCHOOL CHILDREN WHO CONTRIBUTED TO IT, AND I WOULD SAY THAT IF YOU SEE THE U. C V AND THE UDC THOUGHT THEY WERE BUYING A CONFEDERATE MEMORIAL, THEY DIDN'T GET THEIR MONEY'S WORTH.
LOOK AT THE STATUE. GOVERNOR. THROCKMORTON IS NOT WEARING A MILITARY UNIFORM. HE IS NOT CARRYING A WEAPON. HE IS WEARING CIVILIAN CLOTHING TYPICAL OF THE TIME STRIKING AN ORATORICAL COMPOSED WITH HIS FINGER IN THE AIR, AS IF HE IS RAISING ARE MAKING A POINT. ONE MUST REALLY STRAIN TO CONCLUDE THAT THERE IS ANYTHING MENACING OR INTIMIDATING ABOUT THE STATUE. IT REALLY SPEAKS FOR ITSELF. AT THE LAST MEETING OF THE AD HOC COMMITTEE. ONE OF THE CITIZEN SPEAKERS SPOKE ELOQUENTLY ABOUT RESPECT. PARTICULARLY SHE SPOKE OF RESPECT FOR THOSE WHO ERECTED THE THROUGHT MARTIN STATUE OUT OF ADMIRATION FOR THEIR FRIEND AND FELLOW CITIZENS OF MCKINNEY. THERE IS AMPLE EVIDENCE FOR THE REASONS JAMES WEBB THROUGHT MARTIN WAS SO HONORED HE WAS ELECTED GOVERNOR OF TEXAS. HE WAS FIVE TIMES ELECTED TO THE CONGRESS FROM THIS AREA. HE SERVED IN THE STATE SENATOR, STATE REPRESENTATIVE MEMBER OF IMPORTANT STATE COMMITTEES AND WAS A RESPECTED PHYSICIAN AND LAWYER. HE JOINED THE UNITED STATES THE U. S FORCES DURING THE MEXICAN AMERICAN WAR. AND
[00:55:02]
THE CONFEDERATE ARMY WHEN TEXAS WAS PART OF THE UNITED STATES OF THE UNITED SORRY. THE CONFEDERATE STATES OF AMERICA. I THINK IT'S LIKELY HE WOULD HAVE BEEN A PART OF THE TEXT AND FORCES IN THE WAR FOR TEXAS INDEPENDENCE. HAD HE NOT BEEN ONLY 11 YEARS OLD. IN 1918 36 AND HAD HIS FAMILY NOT ARRIVED UNTIL 18 40. IN SHORT, HE JOINED AND SERVE THE COUNTRIES WHERE HE WAS LOCATED. HE WAS ELECTED BY THE CITIZENS OF TEXAS OVER ELIJAH AND PEACE IN THE GENERAL ELECTION OF 18 66 BY GARNERING 80% OF THE VOTE. SOME HAVE SUGGESTED THAT HE WAS IMPEACHED. HE WAS NOT IMPEACHED FOR CAUSE HE WAS REMOVED BY THE MILITARY OFFICER GENERAL SHERIDAN, OVERSEER OF TEXAS DURING THE RECONSTRUCTION. AND THEN REPLACED AS GOVERNOR BY THE AFORE SAID MALAYSIA AND PEACE. INTERESTINGLY GENERAL SHARED IN HIMSELF WAS LATER RELIEVED OF HIS DUTIES OF OVERSEEING RECONSTRUCTION AND PRESIDENT JOHNSON SAID OF SHERIDAN. HIS RULE WAS ABSOLUTE TYRANNY WITHOUT REFERENCE TO THE PRINCIPLES OF OUR GOVERNMENT OR THE NATURE OF FREE INSTITUTIONS. THAT'S THE MAN. IT REMOVED, GENERAL TALKING GOVERNOR THREATENED. SOME WOULD SUGGEST THAT TRUCK, MARTIN WAS NOT WORTHY OF THE SIGNIFICANT RECOGNITION BECAUSE OF HIS IMPERFECTIONS. HISTORY OF REPLETE WITH EXAMPLES OF IN PERFECT HEROES. CAN ANYONE NAME ANY OF OUR HEROES WHETHER POLITICAL, MILITARY, SPORTS, RELIGIOUS OR OTHERWISE, WHO ARE NOT LESS THAN PERFECT? I THINK EVERY ONE OF THEM COULD BE ATTACKED FOR BEING IN PERFECT. THEY HAVE BEEN HUMAN AFTER ALL. IT IS NOTEWORTHY THAT THE AUTHORS OF THE WORDING ON THE STATUTE DID NOT RECITE HIS SPECIFIC ACCOMPLISHMENTS. THEY JUST SPOKE OF HIS PRE EMINENT PERSONAL AND DISTINGUISHED PUBLIC SERVICES. IN OUR DAY.THE CITY HAS HONORED MANY OF OUR CITIZENS. I HAVE PERSONALLY KNOWN MANY OF THEM. FOR EXAMPLE, OUR LIBRARIES ARE NAMED FOR HELEN HOLE, AND FOR JUDY AND JOHN AND JUDY GAY. OUR SCHOOLS ARE NAMED FOR GIBSON CALL WELL, JAMES WEBB. JAILBIRD FANNY FAINT LEONARD EVANS, J. B, WILMOTH AND OTHERS. OUR PARKS THEIR NAME FOR OUR RUSSIA, H EUBANKS CARRY COX, MAC, ILIA, RANDALLS AND OTHERS. OUR COUNTY COURTHOUSE, HIS NAME FOR LIEUTENANT RUSSELL SIGNED HIM RECIPIENT OF THE CONGRESSIONAL MEDAL OF HONOR. OUR STREETS ARE NAMED FOR PIONEERS OF OUR COMMUNITY. ALL OUT OF RESPECT. I KNOW THAT I SPEAK FOR THE MAJORITY OF THE COMMITTEE WHEN I SAY THAT WE HOPED THAT HONORS WILL CONTINUE TO BE BESTOWED UPON THOSE AMONG US, REGARDLESS OF SEX OR RACE. AS YOU DETERMINED IN YOUR OPINION. DESERVE THESE HONORS. WE FORMALLY HOPE THAT FUTURE GENERATIONS OF MCKINNEY IEDS WILL LEARN OF THESE INDIVIDUALS AND HONOR YOUR SELECTIONS, AS WE HOPE THAT FUTURE GENERATIONS CAN CONTINUE TO SEE. THIS STATUE IN THE MIDDLE OF DOWNTOWN MECHANIC DEDICATED TO PROBABLY THE MOST PROMINENT MAN IN THE 175 YEAR HISTORY. COLLIN COUNTY. IT HAS BEEN SUGGESTED BY SOME THAT THE STATUE SHOULD BE REALLY RELOCATED. OF THE NEW COURTHOUSE ON BLOOMINGDALE ROAD. LET ME ASK YOU AND YOU DON'T NEED TO ENTER OUT LOUD. HOW MANY OF YOU HAVE VISITED THE REALLY NICE GALLERY ON THE MAIN FLOOR? OF THE COUNTY COURTHOUSE WHERE YOU CAN SEE THE STATUE OF WILLIAM BARRETT, TRAVIS. PORTRAIT OF RUSSELL STANDING. AND THE MOST DECORATED SOLDIER IN WORLD WAR TWO AUDIE MURPHY. AND IMPORTANTLY, PORTRAIT OF THOSE COLLIN COUNTY AND SKILLED IN AMERICA'S 20TH CENTURY WARS. PAINTED BY ONE OF OUR OWN COMMITTEE MEMBERS. VERY FEW OF OUR CITIZENS HAVE SEEN THEM. EVEN THOUGH THE NUMBER OF PEOPLE VISITING THE COURTHOUSE IS SIGNIFICANTLY GREATER. AND THE NUMBER OF PEOPLE VISITING THE POST OFFICE MUSEUM.
NEVERTHELESS, SOME HAVE SUGGESTED THAT THE STATUE SHOULD BE RELOCATED. ONE BLOCK EAST AND ONE BLOCK NORTH, HIDDEN FROM PUBLIC VIEW, BUT AVAILABLE TO BE VIEWED BY THOSE WHO DO VISIT THE POST OFFICE MUSEUM. IT WILL BE BOTH OUT OF SIGHT AND OUT OF MIND, HARDLY CONTRIBUTING TO THE NATURE OF THE HISTORIC TOWN SQUARE, OF WHICH MCCAIN E JUSTLY PRIDES ITSELF. THROUGHT MARTIN STATUE IS PART OF THAT HISTORY. REMOVING THE STATUE SIGNIFICANTLY DIMINISHES THE CITY'S OWN EMBRACING OF ITS HISTORY. MY WIFE AND I WENT DOWN TO THE SQUARE LAST SATURDAY. THE TEMPS. IT LOOKED LIKE THE STATE FAIR MIDWAY IN A GOOD OR NORMAL YEAR. APPARENTLY THE STATUE WAS NOT A DETERRENT TO CROWDS. ALTHOUGH WE DID NOT
[01:00:03]
HAVE THE RESULT OF THE PUBLIC INPUT SURVEY CONDUCTED BY STAFF WHEN WE WERE DELIBERATING. WE ARE PLEASED THAT A MAJORITY FAVORS STAND LEAVING THE STATUE IN PLACE. THE BOTTOM LINE RECOMMENDATION TO THE COUNCIL. JUST SIMPLY THIS. SOME OF OUR MEMBERS HAVE SUGGESTED ADDITIONAL HISTORICAL MARKER NEAR THE STATUE WITH ADDITIONAL INFORMATION REGARDING GOVERNOR THROUGHT BARTON AND THE TIMES IN WHICH HE LIVED. ALTERNATIVE MAYBE PHOTOS AND TEXTURE MATERIALS LOCATED. AT THE POST OFFICE MUSEUM, BUT WE FIRMLY BELIEVE THAT THE STATUE ITSELF SHOULD REMAIN WHERE IT HAS, WHERE IT IS, AS IT HAS STOOD FOR 100 OVER 100 YEARS, NOT DIVISIVE. NOT A TRUE THIEVES NOT MENACING. ONLY STANDING THERE IS WAS INTENDED BY HIS FRIENDS AND NEIGHBORS WITH THE MESSAGE. A SLIGHT TRIBUTE TO THE PATRIOT AND STATESMEN FROM HIS FELLOW CITIZENS AND ADMIRERS. BECAUSE OF HIS PRE EMINENT PERSONAL WORTH AND HIS DISTINGUISHED PUBLIC SERVICES. SOME OF MY FRIENDS HAVE ASKED ME WHY I WOULD WANT TO BE INVOLVED IN ALL OF THIS. THE ANSWER IS TWOFOLD. FIRST AN INTEREST IN HISTORY.PARTICULARLY LOCAL HISTORY. AND SECOND MORE PERSONAL CONCERNS. THIS WAS NOT NECESSARILY THE SUBJECT OF OUR PORTION OF THE COMMITTEE'S DELIBERATIONS. I'M A PROUD VETERAN OF THE UNITED STATES NAVY, HAVING SERVED AS AN OFFICER DURING WORLD WAR I. WORLD VIETNAM WAR 1966 TO 1971.
I WAS AWARDED THE NAVY ACHIEVEMENT MEDAL WITH A COMBAT THE FOR SERVICE IN HOSTILE WATERS. I NEVER REALLY FELT MUCH IN DANGER. AND ALTHOUGH I MAY HAVE BEEN IN HARM'S WAY, I WAS NOT HARMED. BUT AMERICA LOST OVER 50,000 YOUNG. AND YOUNGEST MEN AND WOMEN OF ALL RACES AND ETHNICITIES. AND WHAT WAS A NOT A POPULAR WAR AMONG OUR CITIZENS. IN RECENT YEARS, MEMORIALS HAVE PROPERLY IF BELATEDLY. BEEN ERECTED TO THOSE WHO LOST THEIR LIVES IN THIS CONDUCT CONFLICT. IN TIME. THE PARENTS, SPOUSES AND SIBLINGS AND IN SOME INSTANCES, CHILDREN OF THOSE MEN AND WOMEN WILL BE GONE. THERE WILL BE NONE TO LEFT TO REMEMBER AND MOURN THEM OR THEIR SACRIFICES. WHAT WILL BECOME OF THOSE MEMORIALS. THEY BE RELOCATED.
PLOWED UNDER. MOVED TO MAKE ROOM FOR OTHER MONUMENTS. HOPE NOT. IF FUTURE GENERATIONS TAKE THE POSITION THAT IF THE CAUSE WAS NOT PERFECT. IF THE PEOPLE WERE NOT PERFECT. IF NEW TIMES CALL FOR NEW THOUGHTS. ISN'T THAT A LOGICAL FUTURE? WE BELIEVE THAT STATUE. GOVERNOR THROUGHT MARTIN, NOT A CONFEDERATE. MEMORIAL SHOULD REMAIN WHERE IT IS. THANK YOU FOR THE OPPORTUNITY TO SERVE. AND TO SUPPORT OUR LOCAL HISTORY. THANK YOU. IS THERE MEMBERS OF THE COMMITTEE HERE? COULD YOU STAND UP AND JUST KIND OF RECOGNISED LITTLE BIT? WE APPRECIATE ALL YOUR WORK. THANK YOU.
WE WILL MOVE ON TO OUR NEXT ITEM. 20. WE'RE GONNA HAVE SOME DISCUSSION. OKAY? OR SOMEONE THAT WAY. THANK YOU, TOO. ALL THE COMMITTEE MEMBERS. SIR. I DIDN'T GET YOUR NAME.
MARCH OF ON TESS JIMMY STEWART, A COUNCIL MEMBER, DONNED A KENNETH HOLLOWAY LARRY JAGGERS, JUSTIN BELLER, NATHAN JUDGE, WHITE. BETTY PICK ISAAC BAD HAMILTON LETICIA MANSE CALLING KIMBLE THANK YOU FOR THE HOURS AND TIME THAT YOU ALL HAVE PUT IN. DIDN'T HAVE TO. BUT YOU DID. AND IT MEANT A LOT. SO I WANT TO FIRST. THANK YOU. THANK YOU VERY MUCH. AND NOW I WANT.
TO SPEAK TO THE MAYOR, CITY MANAGER, THE MAYOR, PRO TEAM TONIGHT. MEETING. I WANT TO SAY, IS FOR LACK OF BETTER WORDS IS A SHAM. I'M FRUSTRATED ABOUT IT. TUESDAY. YOU SENT OUT A DRAFT AGENDA. THAT SAID WE WERE GOING TO RECEIVE, CONSIDER AND ACT ON TONIGHT. FACT IS WHAT
[01:05:09]
YOU SENT OUT IN THE DRAFT AGENDA. WITHOUT ANY OTHER NOTIFICATION. THAT THERE WAS A CHANGE TO THIS AGENDA. YOU CHANGE THE AGENDA. NO OTHER COUNCIL MEMBER GOT ANY NOTIFICATION THAT YOU WERE CHANGING THE AGENDA THAT WE WERE NOT GONNA ACT ON THIS? GOT THE AGENDA ON FRIDAY. NO, THE AGENDA WAS POSTED ON FRIDAY WITHOUT ANY NOTIFICATION THAT THERE WAS A CHANGE. THAT IS A SHAM. IT'S CALLED A DRAFT BECAUSE IT'S NOT COMPLETE WITHOUT NOTIFICATION THAT YOU'RE CHANGING THAT YOU DON'T GIVE THE COUNCIL MEMBERS AN OPPORTUNITY TO KNOW THAT THERE IS A CHANGE. I MIGHT SAY THAT IN 3.5 YEARS LONGER THAN I'VE BEEN MAYOR COUNCIL CHAMBER YOU MAY NOT BE AWARE AND IF YOU'RE NOT, I'M SORRY, BUT THAT IS THE WAY WAY HAVE AMENDED AGENDAS. VIRTUALLY AT EVERY SINGLE A DENT THE PREVIEW A MINUTE IN AGENDA YOU GIVE THE COUNCIL MEMBERS AN OPPORTUNITY, BUT I WAS TALKING. YOU GIVE IF YOU AMENDING AGENDA YOU GIVE THE COUNCIL MEMBERS AND OPPORTUNITY TO KNOW THAT THERE'S AN AMENDMENT TO THAT AGENDA SO THAT WE HAVE AN OPPORTUNITY TO HAVE A SAY ON THE ON THE AGENDA. THAT'S WHY WE GET A DRAFT AGENDA. THAT'S WHAT COUNCILMEMBER PHILLIPS SAID YEARS AGO THAT WE GET TIME TO GET THE DRAFT SO THAT IF WE HAVE QUESTIONS THAT WE CAN ADDRESS THOSE BEFORE THE AGENDA IS POSTED. THAT'S WHAT WE'RE COUNCIL MEMBERS FOR. WE DON'T GET THE SAME AGENDA. THE TIME THAT THE PUBLIC GETS THE AGENDA ON FRIDAY, YOU GIVE US NO OPPORTUNITY TO SPEAK ON THAT. OF COURSE, AS YOU KNOW, THE COUNCIL IS NOT INVOLVED IN EVERY AGENDA ITEM THAT'S PLACED ON THE AGENDA, EITHER. AS YOU KNOW, AS YOU KNOW THAT WE HAVE A VESTED INTEREST ON THIS PARTICULAR ITEM ON THIS DIVISIVE ITEM. AND AS YOU KNOW, THIS MAY VERY WELL BE ONE OF MY LAST COUNCIL MEETINGS, ONE OF THE LAST COUNCIL MEETINGS AND YOU GUYS ARE KICKING THIS AGENDA ITEM DOWN THE ROAD SO THAT I DON'T HAVE A VOICE AND A VOTE ON THIS MATTER. WE SHOULD BE ACTING ON THIS MATTER. ENOUGH IS ENOUGH. I TAKE GREAT OFFENSE THAT'S AND ASKED, DO I TAKE GREAT OFFENSE TO YOU GUYS CHANGING THE AGENDA WITHOUT GIVING THE COUNCIL MEMBERS PRIOR NOTICE TO THAT CHANGE, AND I'M NOT DONE WITH MY COMMENTS, MR MAYOR. I'M SURE WE'RE ALL AWARE OF THAT. CONTINUE ON. THANK YOU. SO THIS MEETING IS A SHAM. BECAUSE WE HAVE TALKED ABOUT THIS FOR MONTHS AND MONTHS AND MONTHS.YOU HAVE ALL THE INFORMATION THAT YOU NEED. NOBODY'S MINDS ARE BEING CHANGED. YOU KNOW VERY WELL WHAT YOU ARE GOING TO VOTE OR NOT VOTE BUT WHAT YOU ARE TRYING TO DO. IS KICK THIS CAN DOWN THE ROAD. SO THAT THE ONLY BLACK CITY COUNCIL MEMBER ON HERE. IS NO LONGER ON HERE WHEN YOU CAST YOUR VOTE. THE TIMING. OF THIS BEING ON THE AGENDA. THE TIMING OF YOU BRINGING FORTH THIS THROCKMORTON STATUE. IS EVEN MORE EVEN MORE. CONSPICUOUS. I WILL TELL YOU. I'VE BEEN CONSISTENT IN MY OPPOSITION TO THE CONFEDERATES STATUE AND SHEDDING LIGHT ON ISSUES OF INJUSTICE IN MCKINNEY. IT IS WHY VOTERS IN DISTRICT ONE CHOSE ME AS THEIR COUNCIL MEMBER AND I HAVE STOOD. BY MY SIDE, DESPITE THE CITY'S ATTEMPT TO REMOVE ME FROM MY SEAT WHEN I TOOK A STANCE AGAINST RACIAL INJUSTICE, I WAS ATTACKED. VILIFIED. AND THE MAYOR AND THE CITY COUNCIL. HAVE WORKED WITH THEIR SUPPORTERS TO CHANGE THE LAWS IN THIS CITY TO REMOVE ME FROM OFFICE. THIS IS WHY. THE STATUE WAS PUT ON THE AGENDA IN THE FIRST PLACE RIGHT BEFORE THE RECALL. BECAUSE THEY KNEW THAT I WOULD STAND WITH THE COMMUNITY FOR THE REMOVAL OF THIS STATUE, AND THIS WOULD ONLY VILIFY ME. BY THE GREATER 70% OF WHITE CONSTITUENTS IN THIS CITY. IT WOULD PISS THEM OFF SO THAT THEY WILL CAST THEIR VOTE AGAINST ME IN THE RECALL RIGHT BEFORE THE RECALL.
SO THE TIMING OF YOU PULLING THIS AND PUTTING IT ON THE AGENDA IN THE FIRST PLACE WAS A DO NOTHING. BUT TO TURN THE GREATER WHITE COMMUNITY AGAINST ME RIGHT BEFORE THE RECALL IN THE FIRST PLACE. AND THEN YOU PUT THIS ON HERE, AND YOU REFUSED TO ACT ON IT. THIS MEETING TONIGHT IS A SHAM AND YOU SHOULD BE ASHAMED OF YOURSELVES. FINISHED. I'D LIKE
[01:10:06]
TO RESPOND. THERE. FIRST OF ALL, I ASKED US TO BE PUT ON THE AGENDA WITH NOTHING TO DO ABOUT IT. THE SELECTION RECALL OR ANYTHING. I PUT IT ON THE AGENDA BECAUSE A YOUNG HIGH SCHOOL GIRL. APPROACH MYSELF AND MY WIFE AS WE WALKED THROUGH THE SQUARE AT AN EVENT AND ASKED ME WHY THE THROCKMORTON STATUE WAS THERE AND MADE ME AWARE OF IT, AND I HAVE BEEN HONEST. UNLIKE OTHERS, I STATED, I ACTUALLY WASN'T AWARE OF WHO THAT STATUE WAS EVEN OFF THE VERY TRANSPARENT ABOUT THAT. YOU ON THE OTHER HAND, CATCHMENT DAM WILL HAS STATED THAT YOU'VE KNOWN ABOUT IT FOR FIVE YEARS NOW, IF IT WASN'T BROUGHT UP UNTIL RIGHT BEFORE THIS POINT, SHAME ON YOU. IF YOU'VE KNOWN ABOUT IT FOR FIVE YEARS BECAUSE HAD YOU BROUGHT IT UP TO ME FIVE YEARS AGO, I WOULD'VE PUT ON THE AGENDA FIVE YEARS AGO.ALTHOUGH YOU'RE YOU TALKED PASSIONATELY AND LOUD ABOUT WHAT YOU BELIEVE MOTIVES ARE YOU'RE VERY WRONG. AND YOU HAD ALL THE ABILITY YOURSELF. TO BRING THIS UP, YOU SAID AND STATED THAT YOU DIDN'T BECAUSE IF YOU BROUGHT IT UP IN THE RACIAL THING YET. THAT YOU'VE STOOD RIGHT IN FRONT OF THAT STATUE PROTEST BLM PROTESTS ON ON OVER OVER AND NEVER REFERENCE IT HAD YOU I WOULD HAVE BEEN MADE AWARE WHAT IT WASCAUSE AGAIN AS EMBARRASSING AS IT MAY BE FOR ME TO ADMIT I WILL ADMIT TO THE CITY AS I HAVE. I DID NOT KNOW THAT THAT STATUE. WAS A JAMES THROCKMORTON. NOR COULD I HAVE TOLD YOU TWO MONTHS AGO WHO? JAMES THROCKMORTON WASS. NOW YOU FOR YOU TO IMPLY THE OTHER IS THAT'S THE REASON YOU HAVE THE ISSUE YOU HAVE IN THE CITY, BUT NOT BECAUSE OF THE CLAIMS YOU MAKE AS YOU GO OFF WILDLY WITH ACCUSATIONS WILDLY WITH WITH WITH ALLEGED MOTIVES AND ON AND ON WHEN TRULY IT IS YOUR OWN ACTIONS. THAT ARE WERE FOR A REASON WHY YOU ARE WHERE YOU ARE WITH REGARD TO THE STATUE.
MAYBE YOU DON'T BELIEVE THAT WE SHOULD TAKE THE TIME TO DIGEST. I DON'T KNOW ABOUT ANYBODY ELSE IN THAT ROOM. I WILL IMAGINE EVERYONE HAVE ASKED AND THE ANSWER. HONESTLY, I IMAGINE ALMOST ALL WOOD. THAT IF THEY LEARNED SOMETHING TONIGHT, THEY DIDN'T KNOW BEFORE IT WOULD SAY YES. I LEARNED A TREMENDOUS AMOUNT THAT I DIDN'T KNOW BEFORE. DON'T EVEN BEGIN TO PRESUME THAT YOU KNOW WHAT MY POSITION IS OR DECISION IS MY POSITION. MY MIND HAS BEEN OPEN THROUGHOUT THIS ENTIRE PROCESS. I GOT MORE INFORMATION TONIGHT AT CONTINUES FOR IN MY MIND TO PROCESS AND ARRIVE AT THE CONCLUSION OF DECISION THAT I WILL WHEN WE HEAR THIS. I ABSOLUTELY BELIEVE THAT THE PUBLIC THAT'S WATCHING AND EVERYONE THAT JUST HEARD YOU GOT THE EDUCATION. THEY HURT. THEY WANT TIME. THERE ARE MANY REASONS OUT THERE THAT I'M SURE AREN'T ABLE TO SPEAK RIGHT NOW ON THIS ISSUE. THEY'RE WATCHING IT AT HOME, AND THEY WANT A WELL SPEAK TO ME OR YOU OR ANY OTHER DISTRICT MEMBER THAT THAT IS, YOU KNOW, AND THEIR DISTRICT COUNCIL MEMBER OF THEIR DISTRICT AND WANT A VOICE, EITHER. NEW CONCERNS REAFFIRM, OLD CONCERNED OR OR IDENTIFY WHATEVER THEY WANT TO BE ABLE TO. TALK AND DELIBERATE AND WE ARE GOING TO HAND THIS DESPITE YOUR YOUR GRANDSTANDING. WE'RE NOT KICKING ANY CANDICE HAS NOTHING TO DO ABOUT YOU BEING OR NOT BEING ON COUNSEL. I HAVE NO IDEA WHETHER YOU'RE GOING TO COUNSEL OR NOT. I HAVE NO IDEA. BUT WHAT I DO KNOW IS THAT WE ARE GOING TO DO THIS IN A WAY THAT I GOT. BY THE END OF IT. EVERYONE WILL HAVE HAD THE OPPORTUNITY TO LEARN HERE.
UNDERSTAND? AND TALK CIVILLY ABOUT IT. THAT'S MY POSITION. YOU CAN MAKE ALL THE CLAIMS YOU WANT, AND IT'S JUST NOTHING MORE THAN CLAIMS WITH REGARD TO ALL THE OTHER NONSENSE. YOU SAID ABOUT HOW YOU'VE YOU'VE SPOKE UP AGAINST THIS AND THAT AND THAT'S WHY PEOPLE ARE AGAINST. YOU KNOW WHAT YOU'VE DONE IS LIE A WHOLE BUNCH. QUITE FRANKLY, YOU'VE MADE UP STORIES ABOUT STOPPED IN TRAFFIC STOPS, AND YOU'VE INVITED PEOPLE WITH VERY FALSELY AND WRONGLY. HAVE YOU BROUGHT ATTENTION, THOUGH, TO A UNDERLINED OR AN ISSUE THAT IS RELEVANT? YEAH YOU DID IT DISHONORABLY AND WITHOUT INTEGRITY, AND WITH A LOT OF LIES AND FALSE PRETENSE, BUT YES. YOU HAVE BEEN ON THE WAVE OF DISCUSSING RACIAL INEQUALITY THAT WE SEE IN THIS COUNTRY. NOT ONE THAT HAS HAS BROUGHT ANY ERNEST. NO INTEGRITY TO THE CONVERSATION, AND THAT'S MY POSITION. THANK YOU WELL, AND I'LL SAY THIS IGNORANCE IS BLISS. SO YOU'VE BEEN IN THIS CITY FOR 25 YEARS AND. YOU ADMITTEDLY KNOW NOTHING ABOUT JAMES W. DROPPED MORE AND UNFORTUNATELY HAD I BROUGHT UP THAT ISSUE. I WOULD HAVE BEEN WHAT YOU SAID ON YOUR CONSERVATIVE RADIO TALK SHOW HOST A RACE BAITING SUCH AND SUCH OR WHATEVER YOU KNOW, I'VE NEVER USED THE WORD RACE, BABY. UNDERSTAND AS YOU KNOW, I HAVE NEVER USED THE WORD FACEBOOK UNDERSTAND? HAD I BROUGHT UP THIS ISSUE? I WOULD HAVE BEEN THAT THAT BLACK COUNCILMAN BRINGING UP RACE RELATED ISSUES, AND SO I CHOSE COULDN'T SO I
[01:15:05]
CHOSE COULDN'T ALL PEOPLE THEY SAY HEY, MAYOR F Y I DON'T KNOW IF YOU KNOW THIS, BUT FOR FIVE YEARS I'VE BEEN AVOIDING THE SQUARE BECAUSE I KNOW THAT THERE'S A STATUE REALLY ACT BEFORE ANY OF THAT STUFF WAS AN ISSUE BEFORE YOU LIED ABOUT THE POLICE STARTED. NO GOD. JUST FOUR YEARS I CALLED YOU ABOUT THE DIVERSITY COUNCIL AND YOU REFUSED TO BRING THAT TO THE.BRING THAT TO THE CITY COUNCIL. I BROUGHT UP ISSUES ABOUT RACIALLY BEING PROFILED. YOU CONTINUE TO CALL THAT A LIE, SO WE'RE NOT GOING TO DEBATE WHAT I KNOW TO BE TRUE IN THIS CITY AND THE ISSUES THAT BLACK RESIDENTS IN THIS CITY FACE EVERY DAY. YOUR TRUTH AND MY TRUTH ARE TOTALLY DIFFERENT. AND WHEN I BRING UP THE BLACK STATE OF EMERGENCY, AND I BRING UP THE THINGS THAT NOW THE COUNTRY WILL AGREE THAT WE FACE ACROSS THIS COUNTRY. YOU STILL HAVEN'T APOLOGIZE. YOU WERE ON THE FOREFRONT OF THAT. RICK ARE YOU STILL HAVEN'T APOLOGIZED, BUT YOU DARE TO SAY BLACK LIVES MATTER. I'M STANDING UP ON THE FOREFRONT OF THE BRINK OF WHAT WE KNOW. IS FACING BLACK AMERICANS EVERY DAY. IN THIS COUNTRY, THE COUNTRY IS STANDING UP WITH ME, BUT THIS CITY REFUSES TO APOLOGIZE AND SAY THAT COUNCILMAN SHIM WELL WAS SPEAKING TRUTH, BUT YOU'RE TOO COWARDLY TO SEND UP IN APOLOGIZING MAN UP AND SAY THAT I WAS SPEAKING THE TRUTH, BUT BUT JUSTIN BELLER SAID SOMETHING DISTINCTION WITHOUT A DIFFERENCE. IT DOESN'T MATTER. I KNOW WHAT MY TRUTH IS. MY RESIDENTS KNOW WHAT THE TRUTH IS. AND JUDGE WHITE SAID SOMETHING AND I WANT TO TOUCH ON THAT IN OUR DISCUSSION, HE SAID. 80% OF THE PEOPLE VOTED FOR GOVERNOR THROCKMORTON AND I WANT TO REMIND JUDGE WHITE THAT 80% OF THOSE PEOPLE. NONE OF THOSE PEOPLE WERE BLACK AS BLACK PEOPLE DIDN'T HAVE THE RIGHT TO VOTE. 80% OF THOSE PEOPLE. JUDGE VOTED FOR JUDGE THROCKMORTON NOR GOVERNOR THROCKMORTON. NONE OF THOSE PEOPLE WERE WOMEN BECAUSE WOMEN DIDN'T HAVE THE RIGHT TO VOTE, WHETHER THEY WERE BLACK, ASIAN OR WHITE. SO WHEN EUROPE HERE TALKING ABOUT WHO VOTED FOR GOVERNOR THROCKMORTON, IT WASN'T BLACK PEOPLE IN THIS COMMUNITY. IT WASN'T WOMEN IN THIS COMMUNITY, SO MAKE SURE YOU'RE SPEAKING ABOUT THE MARGINALIZED PEOPLE IN THIS COMMUNITY THAT DON'T CARE ABOUT THAT. THROCKMORTON STATUE. I LIKE YOU SAY THAT YOU HAVEN'T BEEN APOLOGIZED TO FOR BRINGING THE BLACK STATE OF EMERGENCY AND THAT THE WHOLE COUNTRY AGREES. I DON'T KNOW, BUT I HAVE NOT HEARD FROM THE WHOLE COUNTRY. THAT THEY AGREE AT, ACCORDING TO YOUR BLACK STATE OF EMERGENCY AGAIN, WE ALL I THINK EVERYONE UNDERSTANDS WHY YOU DID WHAT YOU DID. IT WASN'T FOR ERNEST. ADVANCEMENT OF A CAUSE. BUT WHAT YOU SAID WAS IF YOU REMEMBER AT THE STATE OF TEXAS, IT'S LOCAL GOVERNMENTS, INCLUDING MCKINNEY, TEXAS HAVE DECLARED WAR ON BLACK AND BROWN CITIZENS BY CONSPIRING TO KILL THAT IS A LIE. ANCHOR ME FINISH MY STATE OF EMERGENCY PROCLAMATION DOES NOT SPECIFICALLY SAY, INCLUDING MCKINNEY, TEXAS, SO DON'T PUT WORDS IN MY PROCLAMATION BECAUSE IT'S IN THE RECORD.
IT'S IN THE MCKINNEY CITY COUNCIL RECORD. SO DON'T PUT OR ADD WORDS TO MY PROCLAMATION, AS IS THE VIDEO WHERE YOU CLARIFIED. YES, IT'S IN THE RECORD. YES, IT'S IN THE RECORD THAT YOU WANT VIDEO, BUT THAT THAT IS THE PROCLAMATION THAT YOU'RE REFERRING TO THAT THE WHOLE WORLD AGREES WITH YOU. I WILL STATED AGAIN EMPHATICALLY NOW, SO IF YOU'RE WAITING FOR AN APOLOGY, YOU'LL NEVER GET IT BECAUSE I WILL STATE EMPHATICALLY NOW THAT CITY OF MCKINNEY AND SAID AGAINST I'LL STAY IN STATE TEXAS, THE CITY OF MCKINNEY AS ABSOLUTELY NOT CONSPIRED WITH OUR POLICE DEPARTMENT, THE CLEARED WAR ON BLACK AND BROWN CITIZENS ARE CONSPIRING TO KILL, INJURE HARMON OPPRESSED THEM TAKE AWAY THE CIVIL LIBERTIES. THAT IS ABSOLUTELY NOT THE CASE. AND IF IT IS YOU. TIRED DOING ONE HELL OF A BAD JOB BECAUSE WE ARE THE CITY GOVERNMENT, BE ACTING ON THIS STATUE AND QUIT KICKING THE CAN DOWN THE ROAD AND YOU SHOULD NOT BE CHANGING AGENDAS WITHOUT GIVEN EVERY COUNCIL MEMBER OF THE OPPORTUNITY TO KNOW THAT YOU'RE CHANGING THE GENTLE SOUND OF A SHAM. WELL FOR 3.5 YEARS EVERY SINGLE WEDNESDAY MORNING I GO THROUGH THE AGENDA, AND I CHANGED THE AGENDA LITERALLY EVERY SINGLE WEDNESDAY MORNING. IT AIN'T WE GO THROUGH IT AND MAKE AMENDMENTS. WE LOOK ATT H AND EVERY SINGLE ITEM. WE TALK THROUGH IT WHEN I LOOKED AT THAT ITEM COUNTRY TO YOUR NARCISSISTIC BELIEF IT HAD NOTHING TO DO WITH YOU. IT HAD TO DO WITH ME WANTING TO MAKE SURE THAT I DON'T WANT US TO TRY TO ACT WITH UNDER THE SEAT OF OUR PANTS, LEARNING EVERYTHING. WE'RE GONNA LEARN. THESE PEOPLE IN THIS COMMITTEE PUT IN HOURS AND HOURS AND HOURS AND HOURS OF TIME. AND WE'RE GOING TO TAKE THAT INFORMATION. AND I GOT HIS LONG AS I'M MAYOR. WE'RE GOING TO MAKES COMMITTED HER THAT WE HAVE. THE TIMES COMMITTEE DID NOT SAY YOU KNOW, I MADE TONIGHT THAT IT LIKE EVERY SINGLE WEDNESDAY. I'VE MADE SO MANY DID NOT SAY ANYTHING TONIGHT THAT THEY HAD NOT SAID IN THE THREE MEETINGS THAT THEY HAD THAT WE CHARGED HIM TO DO. SO THEY DIDN'T GIVE US ANY NEW INFORMATION THAT THEY DIDN'T GIVE US IN THE AD HOC COMMITTEE MEETINGS THAT WE GAVE THEM. SO AND WE HAD 2000 RESIDENTS
[01:20:02]
ONLINE THAT PARTICIPATED. WE OPENED UP FOR PUBLIC COMMENT FOR THE COMMUNITY TO PARTICIPATE. SO AGAIN, YOU'RE KICKING THE CAN DOWN THE ROAD AND SHARMA, HAVE YOU REVIEWED THE 2000 EMAILS, MAN? I DID. I DID MY HOMEWORK. DID YOU DO YOURS? APPARENTLY, YOU NEED MORE TIME. I DID MY HOMEWORK TO DO. YOU APPARENTLY DID NOT DO YOURS, MR MAYOR, WE'LL LET PEOPLE WILL DECIDE WHAT THEY BELIEVED IN AND I'LL TELL YOU AGAIN. YOU CAN YOU CAN CRITICIZE ME FOR ADMITTING AND I ABSOLUTELY ADMITTED OPENLY AND FREELY. I WAS UNAWARE OF THAT STATUE, AND THAT'S SIGNIFICANCE AND WHAT IT MEANT TO SOME OF THE COMMUNITY. I GUESS PEOPLE WILL DECIDE IF THEY BELIEVE COUNCILMAN SHIM WELL REALLY KNEW A MATTER FOR FIVE YEARS AND HAS AVOIDED THE SQUARE. HE DIDN'T BRING IT UP BECAUSE IF HE DID, HE'D BE CRITICIZED FOR BEING BLACK. I BRINGING UP KNOW ABOUT IT FOR 15 YEARS, MR. MAYOR WILL DECIDE IF THEY BELIEVE COUNCILMAN CHUM OR NOT. I BELIEVE THAT. THAT VERY VERY QUESTION WILL BE ANSWERED ON NOVEMBER 3RD. OKAY, WE HAVE. AH, MR FRASIER, LET ME JUMP IN HERE REAL QUICK BECAUSE THIS BACK AND FORTH IS DRIVING ME CRAZY. AGREED I APOLOGIZE. NO, I GET IT. IT'S THERE'S A LOT OF MOTION HERE. UM. THE INFORMATION I HEARD TONIGHT WAS THE VERY FIRST TIME I HEARD IT.I WOULD NEVER ACT ON THE DECISION MIGHT JUST HEARING THAT TONIGHT. I HAVE A LOT TO WEIGH ON BOTH SIDES. I THINK, JUSTIN TO THE GREAT JOB. I THINK THE JUDGE DID A GREAT JOB ON GIVING INFORMATION I'VE NEVER HEARD. SO MY MIND IS SITTING THERE GOING BACK AND FORTH ON WHAT WE ACTUALLY HAVE OUT THERE. SO TO MAKE AN ACTION, I DON'T I WOULDN'T. THERE'S NO WAY I COULD VOTE. WHAT INFORMATION THAT THE JUDGE GIVE YOU TONIGHT THAT YOU DIDN'T HEAR. I'M ACTUALLY WHAT INFORMATION. DOES THE JUDGE GIVE YOU TONIGHT? THAT YOU DIDN'T HEAR? YES. WHAT INFORMATION THE JUDGE GIVE YOU TONIGHT THAT YOU DIDN'T HEAR YOU WERE AT THE AT HOW COMMITTEE MEETING. THE JUDGE SPOKE THERE THAT HOW COMMITTING HIM WELL. HE'S TALKING. LIKE I SAID, I DON'T HAVE OPINION. WHEN YOU JUST GET THE INFORMATION. I'M NOT GOING TO JUMP ON SOMETHING. THAT'S WHY WE'RE SUPPOSED TO BE UP HERE TO MAKE A THOROUGH DECISION. SO I WOULD LIKE TO GO BACK AND SEE WHERE WE'RE GOING. I DON'T KNOW WHAT WE'RE GOING TO DO, AND I DO KNOW THIS THAT THE AGENDA COMES OUT. AND IT DOES GET AMENDED. IT HAS THE WHOLE TIME AND I BELIEVE YOU HAVE IT. I KNOW YOU HAVEN'T BEEN HERE LONG ENOUGH. SO WE'RE NOT QUIT GRANDSTANDING FOR THE MAYOR. AND THE FIRST TIME I EVER MET USED THERMAL BUT BECOME START COUNSEL. MENTION WELL WAS AT. THE COURTHOUSE AND YOU DIDN'T BRING UP ANYTHING ABOUT THAT STATUE. JUST SO YOU KNOW, SURE, I MET YOU AT THE DALLAS POLICE ASSOCIATION HEADQUARTERS. WE DON'T HAVE A STATUE, OKAY? SO ALONE. MOVE FORWARD. JUST TOW.
LET EVERYONE KNOW WHEN I FIRST CAME TO THE COUNCIL. WE GOT A AGENDA ON FRIDAY. THERE WAS NO PRE AGENDA. THERE WAS NO LOOKING AT IT. THERE WAS NO ANYTHING AND. IT WAS OUR CITY MANAGER PAUL GRIMES INSTITUTED THAT. HEY, WE'RE GOING TO GIVE YOU A QUICK WE'RE GOING TO GIVE YOU THIS, UM, AGENDA PREVIEW TO KIND OF TALK ABOUT THINGS. IF YOU IF YOU WANT TO CHANGE ANYTHING, WON'T LOOK AT ANYTHING. LIKE SAY MOST EVERY TIME 99% OF THE TIME THOSE AGENDAS AIR CHANGED. I KEEP LOOKING LOVE TIMES FROM MY NOTES, AND I'M LIKE THAT ITEMS. NOT ON THERE. WHY NOT? WELL THAT IT'S BEEN MOVED FOR SOME REASON, SO THAT'S THAT'S KIND OF HOW WE OPERATE. I APPRECIATE. UM, MR GRIMES AND HOW HE HELPS US. KEEP ON TOP OF THAT, BUT NEVER HAVE WE EVER BEEN IDENTIFIED. WELL, THIS AND THIS AND THIS HAS BEEN CHANGED.
THAT'S NEVER HAPPENED. IT JUST. THAT COMES OUT IT COMES OUT AND I'M NOT GONNA LET YOU AND COUNCILMAN FRASER. SIT HERE AND TRY TO MAKE THAT SEEM LIKE IT'S RIGHT IN NORRIS, COUNCILMAN ELLIOT OR COUNCILMAN PHILLIPS GOING TO BACK UP. WHAT YOU ARE GOING TO MAKE IT SOUND LIKE IT'S RIGHT. BECAUSE BECAUSE YOU WANT TO BACK UP THE MAN THAT IS NOT RIGHTLY WHEN YOU SENT OUT A DRAFT AGENDA. AND YOU CHANGE SOMETHING. IT WAS PROFESSIONAL COURTESY TO SAY WE'RE GOING TO CHANGE THIS OTHERWISE EVERY TIME OTHERWISE EVERY OTHERWISE WE BELIEVE THAT THIS IS THE AGENDA THAT'S GOING TO BE POSTED EVERY TIME IT'S CHILL. IT'S NOT EVERY TIME IT'S CHANGED. 19. I KNOW IT'S NOT EVERY TIME IT'S CHANGED, OKAY. ANYBODY ELSE? HEARD MY NAME MENTIONED, BUT I'M NOT IN THIS. OKAY, WE'LL MOVE FORWARD. WE'LL GO TO ITEM NUMBER 2009 CONDUCT
[Conduct a Public Hearing to Consider/Discuss/Act on a Request by the North Texas Municipal Water District (“NTMWD”) for a Grant by the City of McKinney of a Sanitary Sewer Easement Under and Across Public Land Owned by the City that is Designated as Parkland, Which Parkland is Generally Located South of US 380 Between Airport Boulevard and New Hope Road, for the Construction and Installation of Sanitary Sewer Force Mains for the Mutual Benefit of NTMWD and the Public and Accompanying Ordinance]
A PUBLIC HEARING AND CONSIDER ACT. ON A REQUEST BY THE NORTH TEXAS MUNICIPAL WATER DISTRICT FOR THE GRANT OF CITY OF MCKINNEY FOR A SANITARY SEWER EASEMENT UNDER THE UNDER AND ACROSS THE PUBLIC LAND OWNED BY THE CITY. IT HAS DESIGNATED HIS PARKLAND, WHICH PARK LAND IS THE ONLY LOCATED SOUTH OF THREE. A US 3 80 BETWEEN AIRPORT BOULEVARD NEW HOPE ROAD FOR THE CONSTRUCTION INSTALLATION OF SANITARY SEWER FORCE MAINS FOR THE MUTUAL[01:25:04]
BENEFIT OF NORTH TEXAS WATER MUSICAL WATER DISTRICT AND THE. PUBLIC AND ACCOMPANY ORDINANCE.UNCLE HERBERT MAYOR, PRO 10 MEMBERS OF COUNSEL. MR MAYOR. THIS ITEM HAS MENTIONED GRANTS AUTHORITY FOR THE CITY MANAGER'S EXECUTE EASEMENT DOCUMENTS FOR THE CONSTRUCTION OF NORTH TEXAS MUNICIPAL WATER DISTRICT WASTEWATER FORCE MAINS THROUGH CITY PARK PROPERTY EAST OF AIRPORT DRIVE IN SOUTH OF US 3 80. STAFF INCLUDING THE PARKS DEPARTMENT, HAS WORKED WITH NORTH TEXAS TO DETERMINE THE BEST ROUTING FOR THEIR MANES AND TO MINIMISE IMPACTS ON PARK PROPERTY. SINCE THIS IS PARK PROPERTY, STATE LAW REQUIRES THAT WE FOLLOW A CERTAIN PROCESS TO DETERMINE THAT THERE IS NO FEASIBLE ALTERNATIVE TO THE SELECTED ROUTE, WHICH INCLUDES THIS PUBLIC HEARING AND ALSO PUBLIC NOTICE. AND STAFF DOES RECOMMEND APPROVAL OF THIS ORDINANCE, AND WE'VE ALSO ASKED MR R. J MOORE ASK YOU TO JOIN US AND GIVE A PRESENTATION ON THE ROUTES THAT HAVE BEEN CONSIDERED. THE MAYOR, CITY COUNCIL, MR GRIMES, THANK YOU FOR ALLOWING ME TO COME HERE TONIGHT AND TALK A LITTLE BIT ABO. THIS VITAL PROJECT THAT IS ESSENTIAL FOR CONTINUED GROWTH AND DEVELOPMENT. NOT ONLY MCKINNEY BUT ALSO IN THIS REGION SO OBJECTIVE HERE TONIGHT TO TALK ABOUT THIS PROJECT AND SHOW YOU THE ALTERNATIVES THAT WE WENT THROUGH. FOR IT FOR PARALLEL WASTEWATER FORCE MAINS TO MEET THE NEEDS OF THIS GROWING AREA IN THE REGION WILL EXPLAIN THE DIFFERENT OPTIONS GO THROUGH THOSE A LITTLE BIT THE CRITERIA. AND THEN GIVE YOU THE RECOMMENDATION ON DH. WE'RE SEEKING APPROVAL TO BE ABLE TO MOVE FORWARD WITH THIS PROJECT ON THE ROUTE. THIS IS AN OVERVIEW OF THE PROJECT. SO IF I CAN EXPLAIN THAT, JUST A QUICK REFERENCE. THE BOTTOM LEFT YOUR MAP. YOU SEE US 3 80, THERE'S AIRPORT BOULEVARD THAT GOES AT THE CORNER THERE. AND WHAT THE PURPOSE OF THIS PROJECT. THERE'S WHAT WE CALL THE NORTH MCKINNEY LIST STATION AT THE BOTTOM LEFT OF YOUR MAP. THAT IS GOING TO TAKE WASTE WATER FLOWS NOT ONLY FROM MCKINNEY BUT FROM OTHER CITIES IN THE REGION AND CONVEY THOSE FLOWS UP NORTH TO THE NEW SISTER GROVE WATER RESOURCE RECOVERY FACILITY. JUST NORTH OF NEW HOPE. IT'S ABOUT FIVE MILES, AND IT'S PARALLEL. NORMALLY WE ONLY BUILD ONE PIPE, BUT THE REASON REBUILDING, TOO, IS NO MORE TO MINIMIZE THE IMPACT. AND WE KNOW WE'RE GOING TO NEED THE FULL CAPACITY OF THIS FACILITY IN THE NEAR FUTURE, SO IT SAVES MONEY SAVED TIME. MINIMIZE DISRUPTION. IT IS CURRENTLY UNDER DESIGNED THE EASEMENT SIZE FOR THIS, UM, TO FORCE MEANS IS 60 FT. PERMANENT EASEMENT IN ABOUT 40 FT OF TEMPORARY CONSTRUCTION EASEMENT. THERE'S THE ESTIMATED COST AND THE COMPLETION DEADLINE IS DECEMBER. 2022 REASON THAT THAT COMPLETION DEADLINE IS VERY IMPORTANT IS RIGHT NOW THE CITY MCKINNEY'S WASTEWATER GOES TO THE WILSON CREEK WASTEWATER TREATMENT PLANT. I KNOW THIS IS VERY EXCITING, BUT THIS INFORMATION.
AND THE UTILITIES ARE VERY IMPORTANT. WE JUST FINISHED THE LAST EXPANSION PROJECT OF THAT PLANT. WE CAN NO LONGER EXPAND THAT PLANT, SO IT IS VERY IMPORTANT FOR US TO GET THIS NEW FACILITY. SISTER GROVE ONLINE BY 2023. TO BE ABLE TO CONTINUE TO TAKE AND TREAT THE FLOES BALLARD FROM MCKINNEY, SO THIS IS A KEY FEATURE OF THAT PROJECT, AND THAT'S WHY AGAIN YOU'LL HEAR ME HIGHLIGHT A COUPLE TIMES. THE SCHEDULE IS VERY IMPORTANT FOR TH THESE ARE THE FOUR ROUTES WE LOOKED AT. AND AS SUCH, THEY GO. OPTION ONE THROUGH FOUR GOING FROM WEST TO EAST. SO AGAIN, WE'RE TALKING ABOUT THE CORNER OF THE LEFT BOTTOM OF THE MAP HERE. THIS IS THE NORTH MCKINNEY LIFT STATION. THE FIRST OPTION WE LOOKED AT WAS A CENTURY GOING NORTH. THROUGH THAT INTERSECTION OF 3 80 UP UNTIL ABOUT EVEN WITH THEAST BRE FLOWS TO THE PLAN. THE OPTION TO WHICH IS OUR PREFERRED METHOD DOES GO THROUGH THE MCKINNEY PARK LAND, BUT IT TENDS MOST MINIMAL IMPACT SHIN WILL GO THROUGH THAT. OPTION THREE IS A LITTLE FURTHER TO THE EAST AND SAID SHE GOES ACROSS THE PARK LAND AS WELL.
AND THEN NORTH AND AGAIN. ALL OF THESE WILL EVENTUALLY GO EAST INTO THAT NEW FACILITY IN THE UPPER RIGHT PORTION OF THE MAP. OPTION FOUR IS ON THE FAR EAST SIDE THAT WOULD TAKE THE FLOWS UP THERE, SO WE'RE GOING TO FOCUS IN ON THE PARKLAND AREA HERE BY THE RED SQUARE, NOT GO THROUGH EACH OF THE COURSE OF ACTIONS. AND ALTERNATIVES THAT WE LOOKED AT.
THIS IS EXISTING CONDITION. YOU TELL THEIR MANY UTILITIES ENTER EVERYTHING FROM EXISTING OVERHEAD ELECTRICAL PARALLELING US 3 80 THROUGH THE PARK LAND ITSELF. THERE ARE THREE DIFFERENT WATER LINES. THOSE ARE OPERATED BY NORTH TEXAS. AND TO WASTE WATER LINES. SO THOSE SERVE THE TREATED WATER IS WELL. WE TAKE THE WASTE WATER AND TREAT THAT TOE HIGH QUALITY AND PUT IT INTO A LAKE LABAN, SO THAT'S EXISTING CONDITIONS. OF COURSE OF ACTION ONE. WHAT WE LOOKED AT HERE WAS TAKEN IT FROM THE BOTTOM LEFT THAT LIFT STATION. COUPLE
[01:30:06]
DIFFERENT ALTERNATIVES EITHER. GO OUT TO AIRPORT ROAD AND GO NORTH OR GO THROUGH THE PARK LAND WERE THE KEY THINGS HERE. ONE BENEFIT WOULD HAVE BEEN, IT WOULD BE A BEEN A MINIMAL LENGTH THROUGH THE PARK LAND. AND SOME MINIMAL, MINIMAL FLOODWAY. CONSTRUCTION IS VERY DIFFICULT TO CONSTRUCT AND FLOOD WAYS, BUT A LOT OF PIPELINES DO GO THROUGH THERE BECAUSE IT MINIMIZES DISRUPTION TO THE PUBLIC. SO THE DISADVANTAGES THERE MORNINGS TO CONSTRUCT ABILITY ISSUE THAT IS A VERY TIGHT AND CONGESTED AREA WITH UTILITIES. THERE WOULD BE MULTIPLE BUSINESSES IMPACTED THERE AT THE INTERSECTION OF 3 80 AIRPORT ROAD. TRAFFIC CONTROL. CHALLENGES DURING CONSTRUCTION ITSELF. IT IS THE LONGEST OVERALL FORCE MAIN ALIGNMENT AND IT WOULD REQUIRE SOME ADDITIONAL DESIGN, ADDING ABOUT SIX MONTHS TO THIS PARTICULAR PROJECT. THE RED DOTS THERE, WHAT WERE CALLED ABOVE GROUND FEATURES, SO AS YOU CAN SEE, HERE, THIS ONE HAS ONE, IF NOT TWO. ABOVE GROUND FEATURES. ACTUALLY THE PARK LAND THAT'S THIS IS A WASTE WATER LINE. SO THERE'S AN AIR VALVE AND IN AN ODOR CONTROL STRUCTURE, LIKE A 55 GALLON DRUM ABOVE IT, SO THERE'S SOMETHING THAT WOULD BE ABOVE GROUND IN THE PARK LAND THIS PARTICULAR OPTION. SO IT'S OPTION NUMBER ONE IS WE MOVED TO THE EAST. OPTION NUMBER TWO. THIS IS THE PREFERRED OPTION AGAIN COMING FROM THE LIFT STATION IN THE BOTTOM LEFT. THIS IS INDICATED BY THE YELLOW LINE. THE ADVANTAGES HERE'S AS IT GOES NORTH, WE WON'T WILL NOT NEED ADDITIONAL ACCESS THAT WATER LINE THAT RUNS SOUTH OF 3 80 THE BLUE LINE. WE ALREADY HAVE AN ACCESS TO BE ABLE TO MAINTAIN THAT LINE, SO WE HAVE OUR ACCESS. THERE ARE NO SURFACE FEATURES IN THE PARK LAND ON THE EAST OF THE TRINITY RIVER, SO OUR UNDERSTANDING IS THAT'S GOING TO BE USED FOR SOCCER FIELDS AND THINGS LIKE THAT, SO THAT WE KNOW ABOVE GROUND FEATURES IN THE PARK LAND AGAIN EAST OF THE TRADING RIVER. MINIMAL IMPACT TO PROPERTY NORTH OF US 3 80. IT IS CURRENTLY THE DESIGN WERE WORKING ON SO THERE WOULD BE NO ADDITIONAL DELAYS. THE DISADVANTAGE FOR THIS ONE A LITTLE FURTHER NORTH. WE DO HAVE TO GO THROUGH A LOT OF FLOODWAY. BUT IT'S SOMETHING WE'RE ABLE TO DO, WE COULD OVERCOME. YOU LOOK AT THE THIRD ALTERNATIVE AGAIN MOVING TO THE EAST. THIS ALSO GOES THROUGH MCKINNEY PARKLAND, IT WOULD PARALLEL AND EXISTING 14 INCH WATER LINE. UM. WATERLINES WASTE WATER LINES. DO NOT GO WELL TOGETHER ACTUALLY MANDATES A CERTAIN DISTANCE AND WE HAD THE DISTRICT USUALLY DOUBLE THAT DISTANCE, SO THAT IS A BIG DISADVANTAGE. THE ONLY BENEFIT TO THIS IT WOULD BE ONE OF THE SHORTER ROUNDS. UM, THIS ONE WOULD HAVE AN ABOVE GROUND FEATURE THERE IN THE MIDDLE OF THE KIDDIE PARKLAND, WHICH COULD PAMPER OR. BE A CHALLENGE TO SOMEONE DESIGNED FOR ANY TYPE OF FIELDS THERE. UM. THE OTHER DISADVANTAGE THERE IS WE WOULD NEED ADDITIONAL ACCESS FROM HOT FROM 3 80 TO GET IN.MAINTAIN THAT AND AS THE OTHER ONES THAT WOULD REQUIRE SOME REDESIGN, WHICH WOULD AGAIN ADD SEVERAL MONTHS. A DELAY TO THE PROJECT AND YOU'LL SEE THAT THERE'S THE COST ESTIMATE.
THEY'RE SO AGAIN. THAT'S OPTION THREE AS WE GO TO OPTION FOR WE LOOKED AT THIS WOULD BE THE FURTHEST EAST. THIS ALSO PARALLELS THAT WATER LINE. THE ONLY BENEFIT THERE IS AGAIN THERE WOULD BE ONE HE'S BEEN GOING THROUGH THE PARK INSTEAD OF A SECOND EASEMENT AS AN OPTION TO YOU WOULD HAVE THAT AGROUND ABOVEGROUND FEATURE WHICH A DISADVANTAGE. PLUS, WITH THE WIDENING OF 3 80, THIS LINE MAY HAVE TO BE RELOCATED IN THE FUTURE. IF THIS OPTION FOR WERE CHOSEN AGAIN, IT WOULD BE AN ADDITIONAL DESIGN ADDITIONAL DESIGN AND BE A DELAY TO THE OVERALL PROJECT. SO WHAT WE TRIED TO DO HERE IS IN A QUICK MATRIX TO SHOW YOU THOSE FOUR ALIGNMENT OPTIONS. OPTION TWO. WE'RE RECOMMENDING IN COORDINATION WITH YOUR STAFF. WE THINK THAT IS THE BEST ROUTE. THERE IS SOME IMPACT TO THE CITY PARKLAND, BUT WE THINK IT'S MINIMAL. WE THINK IT'S THE BEST. ALIGNMENT AND ROUTING FOR THIS PARTICULAR PROJECT. SO AGAIN, WE'RE RECOMMENDING OPTION TO JUST TO RE FAMILIARISE IT AGAIN. THIS IS ONE THAT GOES THROUGH THE MIDDLE OF THE MCKINNEY PARKLAND. THEY WILL BE NO SURFACE FEATURE ON THE EAST SIDE, THE TRINITY RIVER IN THE IN THE PARK LAND ITSELF, IT ALLOWS TO STAY ON ON, UM, TRACK. IT IS NOT THE CHEAPEST OPTION. BUT IT'S ONE THAT WE THINK IS THE BEST LOOKING AT ALL THE DIFFERENT FACTORS. SO WHAT WE'RE RECOMMENDING AND AGAIN, THAT'S THE COUNCIL, TIO RECOMMEND TO ACCEPT OPTION NUMBER TWO ALLOW US GOING THROUGH THE MCKINNEY PARKLAND TO KEEP THIS PROJECT ON TRACK. AND SUBJECT. ANY QUESTIONS.
APPURTENANCES. THEY'RE COMING UP. ON THE EAST OR THE WEST SIDE OF THE PARK. ARE THERE GOING TO BE SOME KIND OF MITIGATING CIRCUMSTANCES AROUND THAT, OR YOU'RE BUILDING SOMETHING AROUND THAT PROTECT PUBLIC'S FROM IT? SO CORRECT. SO IN THIS ALIGNMENT THAT WANNA
[01:35:04]
PERTINENCE WOULD BE BE A CARBON CANISTER THAT CAPTURES THE ODORS WITH THAT THERE ARE SOME WAYS THAT WE ACTUALLY TRY TO INTEGRATE THOSE WITH SURROUNDING. SOMETIMES WE'LL PUT SHRUBS AROUND OR THINGS LIKE THAT. SO SOME TYPE OF SCREAMING. CORRECT SUCH THINGS WILL LOOK AT FOR THAT IMPERTINENCE. FOR THE INFORMATION. BOTH PARTIES, UM SO. COUNCILOR PHILIPP ASKED ABOUT THE GENERALLY ABOUT GROUND ITEMS, SO WHAT IS NOT ABLE TO BE DONE? ON THE AREAS WHERE THE PIPES RUN UNDER GROUND. PARKLAND USES THEIR PARTNER AND USE THAT SO? SO I THINK I THINK YOUR QUESTION SERIES WITH THOSE ALIGNMENTS WITH PIPES IN THE GROUND. THERE'S NO NO ABOVE. SO FIRST HAPPENED. OH BUILDINGS COULD BE ABOVE IT. YOU COULD HAVE PARKING LOTS YOU COULD HAVE, UM. OR THOSE EASES. YOU HAVE PARKING LOTS, CORRECT SOCCER FIELD. ANYTHING LIKE THAT. BUT YOU COULD NOT BUILD A VERTICAL STRUCTURE. ANYTHING THAT WOULD PENETRATE. PLUS PREVENT US FROM GOING IN AND TO REPAIR THAT LINE IF THERE IS ANY TYPE OF MAIDENS HELP DEEPER THOSE RIGHT NOW WE'RE LOOKING AT ABOUT 10 TO 12 FT. ON MOST OF IT WERE WE CROSSED SOME OF THE STREAMS THERE WILL BE A LITTLE BIT DEEPER. BUT THE AVERAGE DEPTH IS ABOUT 10 FT. FROM THE TOP OF THE PIPE OF THE BOTTOM OF THIS FROM THE TOP OF THE PICKUP. THEN JUST A QUICK I ASSUME IT MUST BE BECAUSE WE HAVE SOME TYPE OF AGREEMENT BETWEEN THE CITY AND THE WATER DISTRICT. BUT USUALLY WHEN. FOLKS ASK TREES MINTS. THERE'S MONETARY CONSIDERATION GIVEN FOR GIVING UP CERTAIN USES IN THOSE EASEMENTS, BUT YET THAT'S NOT MENTIONED HERE, SO I ASSUME THERE'S SOME KIND OF AGREEMENT.WE WERE PAYING FOR THE EASEMENTS THROUGH THE PARKLAND. I DON'T KNOW THE EXACT COST. I APOLOGIZED, BUT YES, WE WILL PAY FOR THOSE. SECOND I WAS REAL QUICK ONCE. ONCE THIS ITEM IS APPROVED, WE WILL PROCEED WITH AN APPRAISAL AND WE WILL TAKE THE FAIR MARKET VALUE AND THE SALE PRICE WILL BE THE APPRAISED VALUE. I'LL GET YOU UP THERE DEMONS OR TOTAL ACREAGE OF THE PARK ITSELF AND THE ACREAGE OF THE EASEMENT OFF THE TOP OF YURIA. NO, SIR, I DON'T. 2 60, SOMETHING MAKER. MAYBE AN ANCHOR. HOLD ON. MICHAEL 40 LEIF, I HAVE A QUESTION. THE SEWER. THAT IS THIS FOR THAT FOR ANY NEW DEVELOPMENT OCCURS. TO THE WEST INTO THE NORTH COMES DOWN AND THEN YOU'RE GOING TO FORCE IT BACK UP. YES, SIR. EVERYTHING THAT COMES DOWN THE EAST FORK BASIN, WHICH INCLUDES HONEY CREEK, WHICH INCLUDES THES FOR SEVERAL OTHER CREAKS COMEDIES ARE NOT COMING TO THEM. I'M SORRY. BUT THERE ARE SEVERAL CREATURES THAT FLOW INTO THIS AREA. SO SIGNIFICANT PORTION OF MECHANIC WILL BE ABLE TO FURTHER DEVELOP MOVING THIS FLOW TO THE NORTH. OK. THANK YOU. SO HAVE WE TALKED WITH MY KOWSKI AND HE'S HE'S LOOKED IT OVER AND EVERYTHING AND SIGNED OFF ON AND HE'S HAPPY WITH THIS. YES, WE FEEL THAT THAT THIS IS THE LEAST IMPACT ON THE PARK THAT WE CAN STILL DO WHAT WE WANT TO DO WITH THE PARK. EVEN WITH THIS FORCE MAN IN PLACE, OKAY, THAT'S A BIG PART OF COORDINATION. WE WANT TO MAKE SURE WE DIDN'T HIT ANYTHING. ANY FUTURE USE.
RIGHT? LIKE TO MAKE ONE OTHER COME OUT BEFORE YOU SIT DOWN BECAUSE I SPENT A DAY WITH THIS GENTLEMAN OUT OF THE WATER TREATMENT FACILITY ON WILEY AND I THOUGHT WATER WAS REALLY SIMPLE. BEFORE THAT DAY. ON MY THOUGHTS ON WATER HAVE FOREVER CHANGED BECAUSE OF THE TIME YOU SPENT WITH ME. I'M NOT SURE IF THAT WAS A BLESSING OR CURSE, BUT THANK YOU. FOR ALL YOU DO HAVE A NORTH TEXAS APPRECIATE THAT CERTAIN THAT INVITATION IS STEADY. ANY COMMITTEE MEMBER CITY COUNCIL WAY TRY TOE OFFER TOURIST QUARTERLY. COME SEE HOW THE PLANT WORKS. AND YOU'RE RIGHT. IT IS. IT'S A LOT OF SCIENCE, A LOT OF CHEMISTRY AND A LOT OF HARD WORKING INDIVIDUALS. THANK YOU, SIR. THANK YOU. IRVING COMMENTS. NO, I DO WANT TO SAY I APPRECIATE LOOKING ADOPTION TO KNOW I WAS TRYING TO STUDY WHILE YOU'RE VISITING. I WAS HOPING YOU'D COME BACK WITH THAT OPTION BECAUSE THAT WAS WHEN I PREFERRED. WITH THAT I'LL MAKE A MOTION THAT WE TOLD HIM. WE GOT THIS A PUBLIC. UM OKAY. THANK YOU. THIS IS A PUBLIC.
HEARING ABSURDITY. I DESERVE TO SEE IF I HAVE. NOBODY SIGNED UP TO SPEAK ON THIS. OKAY? AND NOBODY SIGNED UP. SO WE'LL, UM. ROSE. SOW EMOTION. WE NEED EMOTION TOO CLOSE. I'M LIKE HERE'S CLOSE THE PUBLIC HEARING AND TO PROVE THE ITEM UNDER OPTION TO SECOND THAT HEY, WE HAVE A MOTION AND A SECOND. EVERYBODY VOTE. MAYOR. HI. IT'S PASSES. APPROVED. OKAY. NEXT
[Conduct a Public Hearing to Consider/Discuss/Act on a Request by the City of McKinney to Make Amendments to the ONE McKinney 2040 Comprehensive Plan, Including Minor Updates to the Future Land Use Plan, Land Use Diagrams, Placetype Definitions, Criteria for Specific Uses and Locations, Master Thoroughfare Plan, and Illustrative Cross-Sections, and Accompanying Ordinance]
[01:40:08]
ITEM, 20007 M ONE, CONDUCT A PUBLIC HEARING AND CONSIDER AN ACT ON A REQUEST BY THE CITY OF MCCAIN AIDE TO MAKE AMENDMENTS TO THE ONE MCKENNEY 2040 COMPREHENSIVE PLAN, INCLUDING.MINOR UPDATES TO THE FUTURE LAND USE PLAN. LAND USED DIAGRAMS, PLACE TYPE DEFINITIONS, CRITERIA FOR SPECIFIC USES AND LOCATIONS. MASTER THOROUGHFARE PLAN AND ILLUSTRATED CROSS SECTIONS IN THE COMPANY ORDINANCE. MR BLOXHAM WELCOME. YOU UH, AARON BLOXHAM LONG RANGE PLANNING MANAGER. WELL BEFORE YOU TONIGHT TO TALK ABOUT MINOR AMENDMENTS TO THE COMPREHENSIVE PLAN, THE MINOR AMENDMENTS OR SOMETHING THAT WE ER STAFF DO EVERY YEAR AS PART OF OUR YEARLY REVIEW OF THE COMPREHENSIVE PLAN. SO WE COMPILED A LIST OF CORRECTIONS. AMENDMENTS UPDATES TO THE COMPREHENSIVE PLAN THESE AIR TYPICALLY TO FIX THINGS LIKE TYPOGRAPHICAL ERRORS, CLARIFYING STATEMENTS OR CHANGES IN LANGUAGE. AND ALSO UPDATING OUR PLANS AND MAPS TO ALIGN WITH ACTUAL DEVELOPMENT THAT HAS OCCURRED ON WITHIN THE CITY OF MCKINNEY. SO WITH THAT, I'M JUST GOING TO KIND OF RUN THROUGH THESE PRETTY QUICKLY. TYPICALLY THEY KIND OF FOLLOWING THOSE THREE CATEGORIES THAT I MENTIONED. THAT'S WHAT YOU'RE GOING TO SEE HERE TONIGHT. ALL THE RED LINES. ARE INCLUDED IN THE PACKETS. SO YOU CAN DEFINITELY ASKED ME ANY QUESTIONS ABOUT ANYTHING THERE. BUT YOU KNOW, WE STARTED CHAPTER THREE HAS HAS MENTIONED THE ITEM HEADING.
WE DID LOOK AT THE PLACE TIME DEFINITIONS. WE AMENDED THOSE. MADE HIM A LITTLE BIT MORE READABLE, LITTLE BIT MORE CLEAR AS TO WHAT THEY REFER TO. WE ADDED SOME. AND IDENTIFYING FEATURES JUST KIND OF A BRIEF BULLETED LIST OF ITEMS TO HELP PEOPLE UNDERSTAND WHAT THESE PLACE TYPES MEAN. WE DID REVISE THE PROFESSIONAL CAMPUS TO BE A PROFESSIONAL CENTER TO KIND OF BROADEN THAT DEFINITION. INCLUDE OTHER OFFICE CENTERS INSTEAD, JUST LARGE ONES. WE DID UPDATE SOME OF THE SPECIFIC USE CRITERIA AND OUR SPECIFIC USE AND LOCATION CRITERIA SPECIFICALLY RELATED TO URBAN LIVING. THERE WAS SOME. ITEMS IN THERE THAT WERE HARD TO UNDERSTAND, AND REALLY DIFFICULT TO ENFORCE FROM. STANDPOINT AND SO WE CHANGED THOSE TO MAKE THAT BETTER AND ALSO KIND OF HELP WITH SOME LANGUAGE, TALKING ABOUT THE SCALE AND DENSE THE SCALE OF THE DEVELOPMENT SIZES THAT WE'RE LOOKING FOR WITHIN THERE.
LIKE I MENTIONED WE UPDATE OUR OUR MAPS. AND SO AS WE LOOKED AT OUR FUTURE LAND WHOSE DIAGRAMS. YOU CAN SEE ALL THE CHANGES THAT WE MADE HERE, BUT MOST OF THESE CHANGES ARE JUST TWO LINE MOHR WITH EXISTING DEVELOPMENT THAT'S OCCURRED ON THE GROUND. SPECIFICALLY SOME THINGS THAT YOU MAY NOTICE HERE IS JUST KIND OF AROUND THE AIRPORT. WE'VE KIND OF SEEN THIS SHIFT IN INDUSTRIAL USES AN EXPANSION TO THE SOUTH. SO WE CAPTURED THAT AS PART OF THIS AMENDMENT, ALSO ALONG 1 21. WITH ALL THE DEVELOPMENT THAT'S HAPPENING THERE, SINCE THE NATURE OF THAT FILM IS MIXED USE. WE'VE ALSO KIND OF MOVE THAT FURTHER ON TO THE EAST. CAPTURE ALL OF THAT DEVELOPMENT, SO IS WHAT THE NEW PLANT WOULD LOOK LIKE. ALSO WE HAVE UPDATES TO THE MASTER THOROUGHFARE PLAN. THIS IS OUR EXISTING PLAN. OR THE CHANGES TO THE NEW PLAN. MOST OF THOSE ARE RELATED TO JUST THOROUGHFARE PLANS. A CZ YOU SAW IN THE PREVIOUS SLIDE. WE MADE SOME CHANGES OUT. OUT OF IN THAT THE NORTH EAST SECTOR OF THE CITY RELATED TO THAT. SEWER FACILITY OUT THERE FOR NORTH TEXAS MENACE WATER DISTRICT. SO YOU KIND OF SEE THOSE CHANGES HERE, AND JUST SOME ALIGNMENT CHANGES THAT ARE OCCURRING WITH OTHER MINOR ROADWAYS. THERE'S WHAT WOULD THE NEW ONE WOULD LOOK LIKE? WITH THAT STAFF RECOMMENDS APPROVAL OF THE AMENDMENTS AND I'LL STAND FOR ANY QUESTIONS.
ANY QUESTIONS FOR SURE. THIS IS JUST A SMALL AND YOU KNOW IT COULD BE. BE MY AGING EYES BUT UP IN THE NORTHWEST PART OF TOWN CUSTER 3 80. GENERALLY OBVIOUSLY THE NORTHEAST CHUNK.
IT LOOKS LIKE THERE'S MORE COMMERCIAL THERE THAN THEY USED TO BE. IS THAT DUE TO WHAT YOU'RE SAYING IS WHAT'S HAPPENED OR WHAT'S BEEN APPROVED IN THAT NECK OF THE WOODS. YEAH ALSO THE DEVELOPMENT PATTERN THAT WAS LISTED IN CHAPTER EIGHT SPECIFICALLY FOR THE NORTH RIDGE DISTRICT ACTUALLY HAD CALLED OUT COMMERCIAL ALONG THAT CORRIDOR. SO WE JUST KIND OF MADE THE MAP REFLECT WHAT WAS ACTUALLY DESCRIBED IN THE LANGUAGE, SO THERE HAS BEEN SOME ADDITIONAL DEVELOPMENT THERE. THAT IS ALL COMMERCIAL
[01:45:01]
RELATED. WE DON'T KNOW HOW BIG OR ANY CHANGES THAT ARE GOING TO OCCUR. SO YOU KIND OF SEE THIS GRADY IN'T THAT WE'VE PUT IN THERE. DON'T SAY IT'S HARD TO GET ANY PERFECT. YEAH.COOKERS THAT'S WHAT THAT IS RIGHT. THE OTHER QUESTIONS. PUBLIC HEARING. DO WE HAVE ANYBODY SIGNED UP TO SPEAK? ONE PERSON. OH, I HOPE I SAW THAT, UH SEE HERE. GO, TEXAN. EASY.
THANK YOU. MY NAME IS ALONZO TESTING. I RESIDE AT P O BOX. 1 TO 01 AND TEXAS CODE 75409. I JUST WANT TO SAY THAT, UH I AM DEFINITELY PLEASED. WITH THE PROPOSED AMENDMENT OF THE COMPREHENSIVE PLAN, HAVING SERVED IN THIS GREAT CITY ON THE THOROUGHFARE, A PLANT BACK IN 1999. YES, UNTIL MY EYES SO I'M JUST EXCITED ABOUT IT SPECIFICALLY WHEN IT COMES TO EXHIBIT C. REGARDING THE MILLE DISTRICT. A K A. THE EAST SIDE AS WE KNOW IT, OR. THE PRIDE COMMUNITIES WITH THE PROPOSED AMENDMENT, TIO. A COMPREHENSIVE PLAN IT WILL IT WILL PROVIDE A SHOT. COMMERCIALLY AS WELL AS. TO THE RESIDENTS AS WELL AS RETAIL AND ARE SOMEONE MENTIONED EARLIER ABOUT THE WHEAT IN THE TEARS THAT. THIS WOULD BE A SHOT IN THE HOME, AND IT WILL ALSO ELIMINATE THE TEARS AND A LOT OF WHEAT TO GROW IN THAT COMMUNITY AND HAVE THE RIGHT TYPE OF PEOPLE. IT WAS KNOWN NOW ALL THE COMPREHENSIVE PLAN AS THE MEAL DISTRICT SO KUDOS AND CITY CLOSE TO STAY AND KEEP UP THE GREAT WORK. I DON'T MEAN OVER SATURATE COUNCIL MEETING THIS EVENING, BUT I'LL BE BACK ONE MORE TIME. THANK YOU. THANK YOU. THANK YOU, MR. SINCE I DON'T SEE ANYBODY ELSE. DO I HAVE A MOTION? I HAVE A MOTION TO CLOSE THE TOP OF CURING A PRETTY DECIDED OF EMOTION AND A SECOND. HIS VOTE. HI. THE MAYOR. EXCELLENT. IT IS APPROVED. THAT'S THE END OF OUR AGENDA ITEMS. DO WE HAVE ANYBODY WHO HAS SIGNED UP TO SPEAK? WELL, NO, THERE'S. I DON'T HAVE MY LITTLE. OKAY, THERE WE GO. HAVE SOME PUBLIC SPEAKERS. WE WILL INVITE JOSH MURRAY TO COME UP AND SPEAK TO
[CITIZEN COMMENTS ON MATTERS NOT ON THE AGENDA]
US. HELLO. MY NAME'S JOSH FOR MARIA LIVE AT 176 TO LAKE ROAD ALONG. TEXAS WOULDN'T TAKE THE MAYOR AND COUNCIL FOR ALLOWING ME THE OPPORTUNITY TO SPEAK, ORIGINALLY HAD PLANNED ON SPEAKING ON SOMETHING ELSE, HOWEVER, DENIED I HEARD SOMETHING THAT CHANGED MY COMMENTS. THERE WAS A STATEMENT MADE THERE WAS SOMETHING TO THE EFFECT OF THE REASON WHICH COUNCIL MEMBER SOON WELLS BEING RECALLED IS BECAUSE OF THE ACTIONS IN WHICH HE HAS TAKEN.I WANT TO CLARIFY BECAUSE THE STATEMENT IS INACCURATE AND IT IS NOT RIGHT. UM MY PAY AND THE REASON THIS RECALLS OCCURRING IS THAT THE COUNCIL MEMBERS BEING RECALLED AS ACTION AS A RESULT OF ACTIONS TAKEN BY THE CITY IN ORDER TO CHANGE THE CHARTER TO MAKE IT EASIER TO RECALL COUNCILMEMBER SAMWELL. A CONTRIBUTING FACTOR IN THIS IS THAT THE WAY IN WHICH MCKINNEY'S CHARTER WAS ORIGINALLY DRAFTED IS DONE. SO IN A WAY IN WHICH THE ELECTION YEARS FOR NOT ONLY COUNCIL MEMBERS, BUT ALSO PROPOSITIONS FALLEN YEARS IN WHICH VOTER TURNOUT IS LOW EVERY SINGLE YEAR 68% BECAUSE IT'S DRAFTED AND CRAFTED IN A WAY. THAT THESE ELECTIONS FALL AFTER THE PRESIDENTIAL YEAR IN THE MIDTERM YEAR. ALL RIGHT. AS A RESULT, THE LOW VOTER TURNOUT EVERY YEAR, SO ITEMS AND CANDIDATES ARE DECIDED BY A MUCH SMALLER MARGIN THAN THEY WOULD BE IF YOU HAD THREE YEAR TERMS IN WHICH YOU HAD. EVERY NOW AND THEN IT FELL ON EITHER A MIDTERM OR A PRESIDENTIAL YEAR LIKE IT WILL THIS YEAR.
OKAY, UM, SO, FOR EXAMPLE, THIS RECALL IS HAPPENING BECAUSE THERE WAS AN AMENDMENT THAT WAS PLACED ON THE BALLOT. OKAY, AND THIS WAS VOTED ON BY YOUR CONSTITUENTS. BUT BECAUSE OF THE WAY IN WHICH YOUR CHARTERS DRAFTED, YOU HAVE TERRIBLE VOTER TURNOUT. EVERY YEAR, AND YOU NOTE EACH OF Y'ALL NOTE BECAUSE YOU DO THIS. YOU'LL KNOW THIS. YOU'LL KNOW WHAT I'M SPEAKING OF, OK AND SO, FOR EXAMPLE, RIGHT WHEN THIS MEASURE PASSED THAT PASSED BY.
1368 VOTES THAT IS 13680.7% OF THE POPULATION YOU HAVE OVER 100,000 REGISTERED VOTERS IN
[01:50:07]
THE CITY OF MCKINNEY. OKAY, SO WHEN WE'RE TALKING ABOUT THE REASON IN WHICH HE'S BEING RE CALLED, LET'S TAKE THE FACTS, ALL RIGHT. AND THE FACT IS THAT THE REASON IN WHICH HE'S BEING RECALLED ITS BECAUSE WE CHANGED THE SIGNATURE REQUIREMENTS BY MORE THAN 12,000 SIGNATURES, LEARN IT 86% WE ALSO INCREASE THE TIME FOR HIM. FOR YOUR PETITION GATHERS TOGETHER PETITIONS BY MORE THAN 50. OKAY? THE REASON IN WHICH HE IS BEING RECALLED, IS BECAUSE Y'ALL AS A COUNCIL DECIDED TO PUT THINGS ONTO THE BALLOT THAT A SMALL PERCENTAGE LESS THAN 1% COULD EVEN DECIDE ON AN N ACT ON. THAT IS THE REASON IN WHICH HE IS BEING RECALLED. WHEN YOU'RE ELECTED TERM, YOU'RE GIVEN A VOICE IN A VOTE. HE'S ATTENDED MEETINGS HE'S VOTED.HE GETS HIS VOICE. IT'S NOT YOUR VOICE. YOU DON'T DECIDE HIS VOICE. NONE OF Y'ALL DO SO.
THE REASON HE'S BEING RE CALLED IS BECAUSE OF THE BALLOT CHANGES THE CHANGES OF THE CHARTER AND THE WAY YOUR CHARTER WAS ORIGINALLY DRAFTED. NINA DOLL, RINGLEY. IS NINA HERE? THERE SHE IS. THOUGHTS ARE. GOOD. GOOD EVENING. UM, I DON'T KNOW IF I'M GOING TO BE ABLE TO DO THIS BECAUSE I'M HAVING TROUBLE GAINING MICHAEL POSTER. THAT WAS A LOT OF DISSENSION. THIS MCKINNEY I. COOKIN TONIGHT, SO I'M GONNA GIVE HER A TRY. I NEED TO SO OKAY? HERE YOU GO. I'M HERE TONIGHT TO KINDLY ASK FOR CITIZENS SUPPORT ON A VOTE NO TO THE PROPOSITION B THAT IS ON OUR BALLOT. DOWEL FAMILIES WERE SOME OF THE EARLY PIONEERS AND FOUNDING FATHERS OF OUR CITY. THEY TRAVELED HERE BY WAGON TRAIN FROM TENNESSEE, VIRGINIA, KENTUCKY IN THE MID TO LATE 18 HUNDREDS. JAMES P. DOWELL LEFT HIS ESTATE TO HIS WIFE, LOUISE.
DOW. LOUISE APPOINTED HER DAUGHTER, CAROLINE DOWELL, POWER OF ATTORNEY OVER HER ESTATE IN AFFAIRS HERE IN MCKINNEY. NEW NOW. CAROLINE WAS A GOOD FRIEND OF THE HARD FAMILY. MISS BESSIE HEARD WAS A MENTOR TO HER. NOT ONLY DID THEY SUPPORT EACH OTHER AND FRIENDSHIP, BUT THEY WERE BOTH COMMITTED TO THE EDUCATION. AND PURPOSE OF WILDLIFE CONSERVATION AND ALSO TO THE PRESERVATION OF OUR HISTORY. CAROLINE DOWELL CONVEYED THIS PROP B 55.234 ACRE TRACT THE TRUST FOR PUBLIC PLANNED SO THAT IT MAY BE USED AS PUBLIC PARK. IT WAS OUT OF 73 ACRE TRACK ORIGINALLY. THIS DOCUMENT WAS DRAFTED FIRST IN CALIFORNIA AS A NONPROFIT PUBLIC BENEFIT CORPORATIONS. AS A SPECIAL WARRANTY DEED DATED DECEMBER 24 8 2004 DAYS LATER ON DECEMBER 29TH 2008 THIS WARRANTY DEED THE TRUST FOR PUBLIC PLAN WAS THEN CONVEYED TO THE CITY OF MCKINNEY. THE ATTEND OF CAROLINE DOUBT WAS THIS LAND TO BE USED TO PUBLIC PLAN SPACE TO BENEFIT NOT ONLY THE CITIZENS ABOUT FOR WILDLIFE CONSERVATION EFFORTS. THIS AS THIS LAND IS LOCATED NORTH OF THE HARD MUSEUM. AND ON THE EAST SIDE OF THE CLOSED NOW CLOSED CITY LANDFILL. THAT IS SUPPOSED TO BECOME A PARK SOMEDAY. IT WAS ALL PLANNED TO BE CONTINUOUS PROPERTIES. AT LEAST THAT IS WHAT OUR PROJECTED PART PLANNED. EFFORTS ARE SUPPOSED TO BE. I BELIEVE PUBLIC LAND TRUSTS ARE DESIGNED AND ATTENDED TO BE USED TO BENEFIT THE ENTIRE COMMUNITY AND NOT TO BE SO FOR PROFIT. I BELIEVE ABOUT NO TO PROPOSITION B KEEPS THIS LAND IS POTENTIAL FUTURE PARK AND BELIEVE IT COULD BE THE BEST CONTINUOUS WHILE MY CONSERVATION SANCTUARY AND TEXAS. I BELIEVE ABOUT NO TO PROPOSITION B KEEPS YOUR CITY FROM SELLING THIS LAND TO COMMERCIAL OR RESIDENTIAL DEVELOPER. I BELIEVE A VOTE NO TO. PROPOSITION B HONORS CAROLINE DOW, THE DOW ARES. AND CAROLINE DOWN. DAD DIED LAST YEAR. I DON'T KNOW IF MOST PEOPLE KNOW THAT, AND SHE'S BURIED THERE IN PEAK ON GROVE WITH OTHER DOWELS RIGHT NEXT TO THE WILSON AND HEARD FAMILIES.
WORKS. THANK YOU. THANKYOU. I'M BLACK. HI. I'M KIM BLACK. I LIVE FIVE ON A NORTH KENTUCKY.
[01:55:05]
HOPEFULLY ON THE LAST SPEAKER TONIGHT, I'LL MAKE IT SHORT. I PROMISE. IT'S ON. I AGREE. IT'S KIND OF STRESSFUL AFTER SO MUCH EMOTION TONIGHT TO TALK I'D LIKE TO PIGGYBACK. ON NINA'S HEARTFELT REPRESENTATION OF THE DOW FAMILY SIDE OF THE PROPERTY ISSUE. STARTING WITH OUR 2017 SORRY, STARTING WITH REVISITING OUR 2017 AND 19 CITY SURVEY RESULTS SPECIFICALLY IN REGARDS TO THE QUALITY OF LIFE. IN BOTH SER MAIS WHEN ASKED WHAT PRIORITIES ARE MOST IMPORTANT TO IMPROVING QUALITY OF LIFE CREATING AND PRESERVING OPEN LANDS WAS RANKED NUMBER ONE. I DIDN'T KNOW THAT. IS TOPIC WAS ALSO BROUGHT UP QUITE A BIT DURING THE 2015 CITIZEN INPUT.CHARETTE'S. CHA RENTS FOR THE 2040 PLAN. I ATTENDED EVERY SESSION TIME AND TIME AGAIN, KEEPING A RURAL FEEL THE SMALL TOWN FEEL WAS A COMMON THING. EVEN SO, THE EXTENSIVE COMMERCIAL DEVELOPMENT IN THE NORTHWEST SECTOR AND ALONG THE 1 21 CORRIDOR, COMBINED WITH THE CITY'S DENSITY AGENDA FOR DOWNTOWN AND NOW WITH THE SUGGESTION TO SELL LAND ENTRUSTED TO THE CITY TO BE PRESERVED IN ITS NATURAL STATE. MAKES IT SEEMS AS THOUGH WE ARE MOVING IN OPPOSITE DIRECTIONS, RECORDING PRIORITY. WE ALL KNOW THE CITY'S MOTTO IS UNIQUE BY NATURE. AT THE TIME OF ITS CREATION. NATURE REFERRED TO OUR TOPOGRAPHY OF ROLLING HILLS AND LESS TREAT. TODAY. THE NATURE COMPONENT IS TAKEN ON A DIFFERENT MEANING. MAN MADE PARKS AND SHARED GREEN SPACES SURROUNDED BY BUILDINGS OR IN THE MIDDLE OF MASTER PLAN NEIGHBORHOODS. HAVE BECOME THE VISION. WHAT THE CITY SEEMS TO VIEW IS NATURAL. I KNOW MINE IS JUST ONE OPINION, BUT I WOULD REALLY LIKE TO SEE MCKINNEY RETURN ITS SIGHTS TO THE ORIGINAL. DEFINITION. HAVE ABUNDANT HILLS AND TREES. WITH THAT I CHALLENGE YOU ENCOURAGE YOU. TO CONSIDER BREAKING THE PARADIGM OF THE MORE IS BETTER MINDSET. MOVE AWAY OR GREATLY REDUCED DEVELOPMENT JUST FOR THE SAKE OF COMPETITION. DARE TO EMBRACE AND LITERALLY BRING LIFE TO OUR UNIQUE BY NATURE MOTTO AND LET MCKINNEY STAND OUT IS THE CITY WHO VALUES PRESERVING A PRESERVING OPEN SPACES IN THEIR NATURAL STATE. AS AN ESSENTIAL CORNERSTONE TO IMPROVING OUR QUALITY OF LIFE. IF THE RESIDENTS CONSIDERED A PRIORITY. SHOULDN'T THE CITY DO THE SAME? CAROLINE DOWN, ENTRUSTED YOU TO PROTECT A PARCEL OF AND DEVELOPED LAND WITH THE UNDERSTANDING AND STAY THAT WAY. I BELIEVE PRESERVING IT WOULD BE A GREAT BEGINNING.
TO BRINGING OUR PRIORITIES BACK TOGETHER. AND I CALL IN OUR COMMUNITY TO VOTE AGAINST PROPOSITION B. THANK YOU GUYS. THANKS FOR BEING HERE TONIGHT. I REALLY DO APPRECIATE WHAT YOU DO. THANK YOU. THANK YOU. CAMERA. JOHNSON. OKAY? OVER THE PAST SEVERAL WEEKS AND MONTHS.
I HAVE SEEN SOME PRETTY AMAZING EX BACK COUPLE OF OUR CITY. PICK ANY CITY COUNCIL ELECTED OFFICIALS AND OTHERS IN OUR COMMUNITY. EVER SINCE I'VE BEEN ATTENDING THESE MEETINGS, I'VE NOTICED THE DISPARITY AND HOW OUR DISTRICT ONE REPRESENTATIVE HAS BEEN TREATED PUBLICLY. AND GOD ONLY KNOWS WHAT HAPPENS BEHIND CLOSED DOORS. I WOULD LIKE TO SAY TO COUNCILMAN LESS SHADY IN SHIN WILL THANK YOU FOR YOUR SERVICE. TWO AND ON BEHALF OF DISTRICT ONE. WAY BACK WHEN THERE WAS AN ISSUE WITH YOUR BRINGING BEFORE THIS COUNCIL, THE BLACK STATE OF EMERGENCY. THAT NOW SEEMS TO HAVE BEEN PROPHETIC. SINCE LAST YEAR, THERE HAVE BEEN MULTIPLE DEATHS OF AFRICAN AMERICANS AT THE HANDS OF POLICE OFFICERS, NAMELY AT DEANNA JEFFERSON ARE VERY BRIANNA TAYLOR. I'M SORRY. UM, ART ROBBERY WAS ABOUT POLICE. RIANNA TAYLOR, GEORGE FLOYD. JONATHAN PRYCE AND OUR OWN MCKINNEY RESIDENT DARIUS HARBOR. TO NAME A FEW OF THE MANY COUNSEL MENTION. WELL, THANK YOU FOR YOUR FORESIGHT. TO TRY TO BRING THIS CITY INTO A STATE OF EMPATHY AND HUMANITY FOR ALL TO NO AVAIL. I'VE SEEN YOU WORK OUT IN THE COMMUNITY AND EVEN LITERALLY SEEING YOU HAVE TO BEG TO GET COPIES MADE TO HELP PEOPLE WHO HAVE BEEN DISPLACED TO THIS PLACE, BUT NO FAULT OF THEIR OWN. I JUST WANT TO THANK YOU FOR YOUR SERVICE.

YOU REPRESENT THE WHOLE CITY. LOVE MCKINNEY. AND I HEARD MISS JOHNSON MENTIONED H 20 HAS DONE SEVERAL EVENT. DVR IS ALSO DONE A THREE ON THREE BASKETBALL TOURNAMENT. SO SEVERAL OTHER EVENTS THERE 50 PART. THAT WAS DEDICATED DONATED TO THE NASA LIEBERMAN FOUNDATION AND JUST LITTLE DISHEARTENED NOT TO SEE ALL OF OUR REPRESENTATIVE. I KNOW THAT WOULD HAVE BEEN A FORM AND YOU GUYS COULD HAVE RO BUT PLEASE, PLEASE, PLEASE. YOU ALL REPRESENT THE ENTIRE CITY. LOVE MCKINNEY. SO WE WILL CONTINUE TO GIVE UP THOSE PUBLIC INVITES, AND I'M EXPECTING TO SEE YOUR FRIENDLY AND SMILING FACES IN THE FUTURE. THANK YOU. THANK YOU. AND OUR LAST SPEAKER IS SHEET.
MISS SHEILA TOUCHED HUDSON. I ASSUME THAT'S YOUR WIFE, WONDERFUL, GREAT. AT LEAST WE GET A NEW VOICE NOW. SORRY. WITH ME. I'M A BIT NERVOUS BUT DO NOT LIKE PUBLIC SPEAKING.

OCTOBER IS ALSO DOMESTIC VIOLENCE AWARENESS MONTH. WELL, THERE'S SOMETHING THAT I NORMALLY DO NOT SPEAK ON. I AM A SURVIVOR OF DOMESTIC VIOLENCE. ALTHOUGH IT HAS BEEN SIX YEARS IT IS VERY HARD FOR ME SOMETIMES JUST TALK ABOUT. SPECIFIC THINGS THAT I WENT THROUGH DURING MY TIME IN THAT ABUSIVE RELATIONSHIP. UNFORTUNATELY FOR ME, COUNCILMAN SHAM WILL DECIDED TO IN A LIVE VIDEO SHARE PART OF MY PERSONAL TRAUMA VERY PUBLICLY. TO YOU, COUNCILMAN SHIM ALLY. SAY, HOW DARE YOU? WHAT GAVE YOU THE RIGHT TO SPEAK ABOUT MY EXPERIENCES, ESPECIALLY IN THE WAY THAT YOU DID. HAVE YOU FORGOTTEN THE TIME THAT I HAD TO CHASE YOU AWAY FROM MY HOME WITH A BET AT TWO IN THE MORNING FOR THE WAY YOU THREATENED A FRIEND OF MINE. MY CHILDREN DON'T. OR THAT TWICE WHILE I WAS DATING MY NOW HUSBAND THAT I HAD TO CALL HIM BECAUSE YOU WERE GETTING VIOLENT AT MY HOME AND WHEN IT LEAVES. PLEASE DON'T MISUNDERSTAND ME. THE COUNCILMAN DATED A FRIEND OF MINE, NOT ME. COUNCILMAN SHAMBO.
[02:05:03]
I FEEL YOU NEED TO STOP BETRAYING YOURSELF AS SOME KIND OF PROTECTOR OF THE BLACK COMMUNITY AND SHOW YOURSELF FOR WHAT YOU TRULY ARE A COWARD WHO BLEEDS BEATS. BLACK WOMEN.PUBLIC RECORDS SHOW THAT HE HAS BEEN ARRESTED FOR THIS MULTIPLE TIMES. AND IMAGINE AMOUNT THE NUMBER OF TIMES THAT IT HAPPENED AND POLICE WEREN'T CALLED. AFTER HIS ARREST AND 2018 FOR DOMESTIC VIOLENCE. HE CLAIMED THAT THESE ACCUSATIONS WERE FAKE NEWS AND BLAMED IT ON A CORRUPT JUSTICE SYSTEM AND RACIAL BIAS. TO ME. IT'S A CLASSIC CASE OF DEFLECTING. I MEAN, SHOULDN'T BLACK LIVES ALWAYS MATTER? CITIZENS OF MCKINNEY. I ASK THAT YOU VOTE IN FAVOR OF PROPOSITION A TO REMOVE COUNCILMAN SCHEMMEL FROM HIS SEAT, IF NOTHING ELSE, FOR THE FACT THAT HE IS NOT ETHICALLY FIT TO REPRESENT YOURSELF. THANK YOU. THANK YOU.
NOTICE IN PROPER ENGLISH. MY GRANDMOTHER HAD A SAYING. EVERY CLOSED. I CAN'T SLEEP. EVERY GOOD BYE. AIN'T GUNS NOT TO TURN TO SPEAK SO EVERY VIDEO THAT'S DELETED IS NOT ERASED.
IT'S NOT YOU. OKAY, IT'S NOT. ATTORNEYS NOT BITTERNESS IS NOT ETERNAL SPEAKS. YOU KNOW, IT'S NOT YOUR TURN TO SPEAK, SO OKAY. WE'LL MOVE ON TO COUNCIL COMMENTS. GO AHEAD. BEFORE YOU
[COUNCIL AND MANAGER COMMENTS]
WALK OUT. JUST WANNA LET YOU KNOW I WAS THERE WHEN WE DEDICATE THE PARK FOR FROM NANCY LIEBERMAN. I THINK TURN I LEFT EARLY, BUT I WAS THERE. OH, AND I WANT YOU TO KNOW OF.TRY TO TAKE PARTNERS MUCH AS I CAN THAT I KNOW ABOUT ON THE SIDE AND I WAS HONORED TO GET TO MEET MS LIEBERMAN AND THANK HER FOR A WONDERFUL GIFT TO THE EAST SIDE OF THE CANYON, AND I HOPE IT'S BEING WELL USED. AND THANK YOU FOR YOUR TIME. I'M IN MY COMMENTS THAT KILLS YOU. IF I MADE MY HEAD TURN. THOSE OF YOU KNOW ME. I ALWAYS BRAG ABOUT MCKINNEY AND TALK ABOUT THE TWO THINGS THAT EVERYBODY NEEDS TO SEE AND MCKINNEY WHEN THEY COME TO MCKINNEY, AND THE FIRST THING IS CORNERSTONE RANCH. AND THOSE OF YOU WHO HAVE BEEN HERE SINCE THE BEGINNING OF THIS MEETING GOT HERE, PRAYER FROM THE RESIDENTS OF CORNERSTONE RANCH AND THOSE OF YOU WHO DON'T KNOW IT'S A HOME FOR SPECIAL NEEDS ADULTS ON 42 ACRES JUST SOUTH OF THE AIRPORT. ON COUNTER ROAD, 3 17 HAVE BEEN HONORED TO GET TO WORK WITH THAT ORGANIZATION FOR A NUMBER OF YEARS. THEA OTHER THING THAT I THINK YOU NEED TO KNOW ABOUT MCKINNEY, IF YOU'VE NEVER BEEN HERE IS HOPE'S CAFE IN THIS PAST WEEK, WE CELEBRATED HUGS, CAFES, FIFTH ANNIVERSARY, AND, FORTUNATELY, ONE OF MY DAUGHTERS REMINDED ME OF THAT. AND I HAD LUNCH DOWN THERE WITH HIM, AND I LEFT A VERY NICE LITTLE NOTE ON THEIR LITTLE. A BANNER THAT THEY HAD.
THEY ASKED ME TO SIGN IT, AND I SIGNED IT ON BEHALF OF EACH AND ALL OF THE COUNCIL MEMBERS AND RODE EACH OF YOUR NAMES ON THERE TO MAKE SURE THAT THIS CAF I KNEW THERE WERE TREMENDOUSLY PROUD OF WHAT THEY'VE DONE. RUTH THOMPSON, HER DREAM IS FRUITION AND BEEN OUT THERE FOR FIVE YEARS. GIVING WORK TO THOSE WITH SPECIAL NEEDS AND GIVEN THEIR LIVES TRUE PURPOSE, AND IF YOU HAVEN'T HAD LUNCH AT HUGS, CAFE, PLEASE GO. PLEASE GO.
THIS WEEK. KIM BLACK WOULD YOU MIND STANDING UP FOR ME, PLEASE? MISS BLACK SPOKE THIS EVENING ABOUT MCKINNEY AND RETURNING TO ITS TRUE VALUES. AND I WANT YOU TO KNOW THAT KIM BLACK PRESENTED BEFORE THE HISTORIC PRESERVATION ADVISORY BOARD THINK IN SEPTEMBER. AND RECEIVED HISTORIC DESIGNATION FOR HER HOME AT 509, NORTH KENTUCKY STREET, KNOWN AS THE MYRICK HOUSE, THE MARGARET MYRICK HOUSE, MISTER. HENRY MIREK SENIOR WAS A GROCERY GROCERY HERE IN MCKINNEY. AH AND A GREAT CITIZEN HERE IN MCKINNEY AND HIS SON, HENRY WAS BORN THERE IN 1925. HENRY GRADUATED FROM MCKINLEY HIGH SCHOOL. HE WENT INTO THE WAR AND HE WAS A MARINE. ON THE ISLE OF EVIL JIMA WHEN THEY RAISED THE FLAG THAT YOU ALL HAVE A PORTRAIT AS WELL AS THE STATUTE, HENRY IS STILL WITH US. TODAY'S 95 YEARS OF AGE, AND HIS SON GARY, CAME INTO TOWN. UP FOR SOME BUSINESS WITH HIS DAD THIS LAST WEEK, AND I HAD THE HONOR OF TAKING THEM OVER TO KIM. BLACKS. HOME S O, THAT SON AND GRANDSON COULD VISIT THE HOUSE. THAT IS NOW DEDICATED AS A HISTORICAL MONUMENT. KIM WAS KIND ENOUGH TO OPEN UP YOUR HOME TO ALL OF US TO COME IN AND DO A QUICK TOUR THERE, AND I GOT TO TAKE SOME GREAT PICTURES WITH. TWO GENERATIONS OF THE MARK AND KIM BLACK WHO'S LIVED THERE AND PRESERVED THAT HOUSE FOR 23 YEARS. SO WHEN KIM STANDS UP AND TALKS ABOUT WHAT SHE WANTS TO SEE AND MCKINNEY SHE WALKS THE WALK, NOT JUST TALK THE TALK BECAUSE SHE'S PRESERVING
[02:10:04]
MCKINNEY AS WELL. AND I APPRECIATE YOU VERY MUCH. KIM. IT WAS A BLAST FOR ME TO GET TO BE A PART OF THAT THIS WEEKEND. THANK YOU FOR HAVING US IN YOUR HOME. HIS EMPRESS DRAIN. OUR CITY SECRETARY CAME OUT AND SPOKE TO THE CORNERS CLUB ABOUT ELECTIONS. BEING A MEMBER OF THE BOARDS AND A MEMBER OF YOUR CENSUS AND APPRECIATE MS BRAIN BEING OUT IN THE COMMUNITY AND PROVIDING THAT COMMUNITY SERVICE AND SOME ENTERTAINMENT TO THE MEMBERS OF THE MCKINNON, QUANIS CLUBS. THANK YOU VERY MUCH. DON'T THINK YOUR ACTIONS GO UNNOTICED. MCKINNIE NORTH HIGH SCHOOL. NOT HAVING THEIR BEST YEAR IN FOOTBALL AND TRACK. THE LAST GAME I WENT TEO ALL OF THEIR RUNNING BACKS ON THE ATHLETIC TRAINERS TABLE WITH INJURIES, AS WELL AS THEIR STARTING DEFENSIVE AND. WHO'S PROBABLY ACCOUNTS FOR MOST OF THEIR DEFENSE. IT IS NOT A GOOD YEAR WHEN YOU HAVE A WIDE RECEIVER LINED UP IT RUNNING BACK, BUT J. J. HENRY IS OUT THERE IN HIS SENIOR YEAR, AND DESPITE. ALL OF THE HARD TIMES THAT MCKINNEY NORTH IS GOING THROUGH. HE IS STILL LISTED AS ONE OF THE TOP 10 RECEIVERS IN NORTH TEXAS, AND I THINK IT SAYS A LOT ABOUT A YOUNG MAN WHEN YOUR CHIPS ARE DOWN TO RISE ABOVE LIKE HE HAS DONE.I'M TRULY PROUD OF J. J. HENRY. MCKINNIE BOYD HAS A LINEBACKER NAME MATTEO. BEYOND HOPE. I PRONOUNCED THAT CORRECTLY. IN THE GAME AGAINST TROPHY CLUB. IT'S ANOTHER TEAM THAT'S STRUGGLING THIS YEAR. BUT IN THE GAME AGAINST TRAFFIC CLUB, YOU HAD 15 TACKLES A BLOCK KICK TWO FORCED FUMBLES, A FUMBLE RECOVERY. FAST BREAK UP AND SIX TACKLES FOR LOSS. HE'S LOOKING AT A COUPLE OF SCHOLARSHIPS AT NEW MEXICO STATE AND ABILENE RIGHT NOW, BUT I THINK HE'LL BE LOOKING AT MORE IF IT CONTINUES TO PLAY LIKE THAT. THERE'S SOMETHING ELSE FOR MCKINNEY TO BE PROUD OF. OUR LITTLE MAN. MATTHEW JETER HAD ANOTHER TOUCHDOWN THIS WEEKEND FOR THE MCKINNON COWBOYS. THIS ONE WAS ON OFFENSE. IT WAS A LONG PASS AND DOING A GREAT JOB OUT.
THERE ALSO WANT TEO GIVE MY THANKS, CHIEF, KISSNER AND CURE AND ATKINS BECAUSE I DID MIKE CALLED THEM OR SENT THEM E MAILS AND ASKED IF THEY WOULD. TAKE FIRE TRUCK OUT TIO CORNERSTONE RANCH BECAUSE THOSE POOR GUYS HAVE BEEN HOLED UP OUT THERE WITH SPECIAL NEEDS.
THEY HAVE DEPRESSED IMMUNE SYSTEM AND THEY JUST SIMPLY CAN'T GET OUT IN THE PUBLIC EYE. I HAVE NOT SEEN THEM IN MONTHS. ANDI I ASKED IF THEY WOULD SEND OUT A FIRE TRUCK, JUST BRINGING A LITTLE BIT OF HAPPINESS. AND I I'M JUST HONORED THAT DOUG MENTIONED THAT KNOT AND REALLY, MY THANKS TO THOSE FIRST RESPONDERS. CHIEF GIVES NO GRAIN KAREN ATKINS FOR CARRYING ABOUT COMMUNITY ENOUGH TO BRING THAT OUT. THANK YOU ALL VERY MUCH.
THINK CHARLIE. BRILLIANT. ONLY THE DALLAS COWBOYS COULD USE THE SERVICES OF THE LINEBACKER THAT YOU WERE DISCUSSING. I'LL JUST GET PAST NEW MEXICO STATE AND GO STRAIGHT TO THE STAR.
JUST A COUPLE OF COMMENTS TO MR TUCHMAN AND MISS JOHNSON. I APPRECIATE THE KIND WORDS BUT WHAT YOU MIGHT NOTICE IS THE ONLY WAY THEY CAN SEE ME IS IF I SEE THEM. THEY ARE RIGHT THERE SERVING RIGHT ALONGSIDE AND SO THANK YOU AND A LOT OF PEOPLE. IT TAKES. IT TAKES DOZENS OF PEOPLE. TIO MAKE THOSE EVENTS HAPPENED. SO THANK YOU TO YOU BOTH. I WANT TO DO AND MISS JOHNSON ALSO MENTIONED MISS ASIA SMITH AND AT A LENGTHY VISIT WITH HER THE OTHER DAY AND. IF YOU HAVEN'T HEARD HER STORY AND WHAT SHE'S OVERCOME TO DO WHAT SHE DOES FOR OTHERS, THAT IS A TIME THAT IS TIME WELL INVESTED, IF YOU EVER GET A CHANCE TO VISIT WITH HER, SO JUST KUDOS TO HER AND THINK FOR WHAT SHE DOES. WE, UH. COMMUNITY LIFE FINE JUST JUST TO SAY WE DON'T WE DON'T CELEBRATE THE FOOD THAT'S PASSED OUT BECAUSE. EVERY SINGLE POUND OF FOOD THAT WE PROVIDE EVERY RENT THAT WE COVER EVERY HOTEL STAY THAT WE KEEP PEOPLE FROM BEING EVICTED REPRESENTS PAIN, BUT WE DO WE DO ABSOLUTELY CELEBRATE THE ABILITY TO PROVIDE. SO TO THE FOLKS, I MENTIONED THE FOLKS WHO WERE KIND ENOUGH TO SAY SOMETHING TONIGHT AND TO LITERALLY DOZENS AND DOZENS OF PEOPLE THROUGHOUT THE COMMUNITY.
WE THANK YOU FOR GIVING US OUR STAFF THE BLESSING TO PROVIDE FOR OTHERS. LASTLY TO MY COLLABORATORS DEREK AND SARITA ROBINSON, MAN. WE LOVE YOU GUYS. YOU KNOW, WE CAN'T DO WHAT WE DO WITHOUT YOU AND JUST BLESSED TO WORK ALONGSIDE YOU. SO IF YOU'RE OUT THERE IN TV LAND, WE APPRECIATE YOU GOOD TO SEE YOU TODAY AND LOOK FORWARD TO WORKING MORE TOMORROW. WELL.
THANKS, SIR. I GOT A FEW THINGS TO SAY. I STARTED OFF WITH THE FIRST AGENDA ITEM AND SAID THAT THIS WAS A SHAM. AND THEN. MRS HUDSON AND MRS TESTING CAME APPEAR AND CONTINUED ON WITH
[02:15:03]
THAT SHAM. I WILL SAY THAT ALL SKIN FOLK AND KINFOLK. AND I'M GOING TO START WITH THAT AND SAY THAT. YOU KNOW THAT FEARMONGERING THAT THEY TRIED TO COME UP HERE WITH IS THE SAME THING THAT I SAW DURING MY CAMPAIGN AND FOR SOMEBODY WHO CARRIED A SIGN AND ACT LIKE THEY SUPPORTED ME IN 2017. TO COME UP HERE AND TRY TO DO THAT EITHER. YOU WERE LYING ABOUT WHO I WAS IN MY CAPABILITY TO BE A COUNCIL MEMBER, THEN OR YOU'RE LYING NOW. WHAT? BUT I HEARD THE STORY ABOUT THE BOY WHO CRIED WOLF. SO THERE IS A LACK OF INTEGRITY THERE IN YOU, SIR. BECAUSE EITHER I WAS SOMEBODY. YOU SUPPORTED AND WAS GOOD ENOUGH TO HOLD THIS SEAT THEN. AND NOW ALL OF A SUDDEN, I'M NOT. AND I DON'T KNOW WHO YOUR POSTURING FOR. BUT BUT 3.5 YEARS I'VE SERVED THIS COMMUNITY IN THIS DISTRICT AND PUT IN A LOT OF HARD HOURS AND A LOT OF GOOD WORK AND MY WORK SHOW FOR THEMSELVES. YOU DRIVE DOWN MURRAY STREET. BUMPUS STREET UCO SETTLERS PARK WATLEY PARK COTTONWOOD PARK. YOU SEE THE POTHOLES? YOU SEE ALL THE COMMUNITY MEMBERS THAT I'VE HELPED YOU ASKED. THE LORE CAME EVACUEES, THE LORD THE HURRICANE LAURA EVACUEES WHO HAVE HELPED. AND ANY PERSON THAT I'VE HELPED IN THIS COMMUNITY AND THEY'LL TELL YOU A VASTLY DIFFERENT STORY. SO THAT FEARMONGERING THAT YOU'RE TRYING TO STONE AND STOKE UP HERE, SIR, I'M SORRY. IF YOU WANTED TO HELP, MAYBE YOU SHOULD'VE BEAT DON DAY WHEN YOU RAN AGAINST HIM IN 2009. NOT GARNER 72 VOTES. I'M SORRY YOU COULDN'T GARNERED THE SUPPORT OF YOUR COMMUNITY WHEN YOU'VE RAN. I'M SORRY THAT YOU'RE JEALOUS THAT YOU'RE NOT SITTING IN THIS SEAT. THAT YOU WERE BORN AND RAISED IN THIS COMMUNITY, BUT YOU COULDN'T DO IT. AND I'M SORRY THAT YOU THINK THAT YOU'RE IN A POSITION THAT I LOOKED LIKE LOW HANGING FRUIT AND YOU WANT TO COME APPEARED POSTURE THAT YOU HAD TO SIGN UP THREE DIFFERENT TIMES BECAUSE YOU'RE TRYING TO BUILD A PLATFORM ON MY PLATFORM. A PLATFORM THAT IN 50 SOMETHING THAT ALMOST IN 50 YEARS THAT YOU COULDN'T BUILD I'M NOT THE ONE, MY MAN. HELLO, SOMEBODY BUT THAT FEAR MING MUNGER AND DIDN'T WORK IN 2017.IT'S NOT GONNA WORK IN 2020. YOU KEEP PUTTING YOUR WIFE IN A POSITION TO GET HER FEELINGS HURT. THE REASON WHY I HAVE A STORY TO TELL THE REASON WHY I HAVE A STORY TO TELL IS BECAUSE IT WAS YOUR WIFE THAT CALLED ON ME TO HAVE TO HELP HER PICK HER FACE UP WHEN HER WHEN HER CHILD'S FATHER WAS BEATING ON HER. I'M SORRY THAT I WAS IN THAT POSITION. IT'S UNFORTUNATE DOMESTIC VIOLENCE ISRAEL BUT FEAR MONGER AND IS NOT THE WAY TO DO IT. I'M SORRY. AS FAR AS OUR POLICE DEPARTMENT HERE. AS FAR AS OUR POLICE DEPARTMENT. HERE IT IS. TO THE CONTRARY FOR MY CHIEF OF POLICE AND ALL THE POLICE HERE. PEOPLE THINK THAT THAT IT IS THAT I DON'T CARE FOR YOU. AND IT IS THE EXACT OPPOSITE. I CARE SO MUCH ABOUT MY COMMUNITY. THAT ONLY PARENTS MIGHT UNDERSTAND THIS WHEN YOU HAVE MULTIPLE CHILDREN WITH DIFFERENT PERSONALITIES, YOU HAVE TO LOVE ON THEM DIFFERENTLY. YOU CAN'T LOVE HIM ALL THE SAME. SOME CHILDREN YOU HAVE TO ENCOURAGE. SOME CHILDREN YOU HAVE TO CHASTISE. SOME CHILDREN YOU HAVE TO TREAT WITH WITH KINDNESS. AND SOME YOU HAVE TO BE STERN WITH HER. OUR POLICE DEPARTMENT WHO CARRIES LIFE AND DEATH IN THEIR HANDS THAT CARRIES WEAPONS THAT CAN TAKE A LIFE. SOMETIMES YOU HAVE TO GIVE HIM TOUGH LOVE. AND I WOULD SAY, BECAUSE OF THE TOUGH LOVE. I'VE SHOWN THIS DEPARTMENT. WE'VE WE'VE HIRED 41% OF MINORITIES IN THE 3.5 YEARS THAT I'VE BEEN ON COUNCIL.
LOOK AROUND THE CHAMBER'S WE'VE DONE AN AMAZING WORK IN THE 3.5 YEARS. THAT'S BECAUSE I CARE ABOUT THIS COMMUNITY. OUR CHIEF. CHIEF KISSINGER ARE FIRE DEPARTMENT. BECAUSE I CARE SO MUCH. WE'VE DONE SOMETHING THAT WE'VE NEVER DONE IN THIS COMMUNITY. WE HIRED OUR FIRST BLACK POLICE. OUR FIRST BLACK FIRE CHIEF, SOMETHING THAT HAS NEVER BEEN DONE. 170 YEARS THAT THIS HAS BEEN A CITY OF MCKINNEY HAS BEEN A CITY WE'VE NEVER HAD. A BLACK FIRE CHIEF.
THAT'S BECAUSE I PUSHED THEM. TO BE BETTER. TO BE GREAT. I'M NOT SAYING THAT THE CITY MCKINNEY IS NOT A GOOD CITY. I'M NOT SAYING OUR POLICE DEPARTMENT IS NOT A GOOD POLICE
[02:20:05]
DEPARTMENT THAT OUR FIRE DEPARTMENT IS NOT A GOOD FIRE DEPARTMENT, BUT I PUSHED THEM.TO BE BETTER TO BE GREAT. AND LAST WEEK WE HIRED CHIEF MITCHELL OUR FIRST BLACK FIRE CHIEF EVER. IN THE CITY OF MCKINNEY. SEE, WE PUSH OURSELVES TO BE BETTER. WHEN YOU JOINED THE MILITARY. YOU JOINED THE POLICE DEPARTMENT DURING THE FIRE DEPARTMENT. YOU JOIN THE BASKETBALL TEAM OF FOOTBALL TEAM AND YOU'RE TIRED COACH AT THE END OF PRACTICE, HE SAYS, YOU RUN THOSE SPRINTS. YOU RUN THOSE SUICIDES, RIGHT WHEN YOU THINK YOU CAN'T GO ANYMORE, COACH SAY YOU RUN ANOTHER ONE. WHEN YOU THINK YOU'RE TIRED, HE SAYS. YOU RUN ANOTHER ONE. WHAT YOU'RE DOING. YOU'RE BUILDING DISCIPLINE YOUR BUILDING ENDURANCE. AND WHEN EVERYBODY SAID THE CITY WAS GREAT, THE CITY WAS GOOD. YOU KNOW WHAT WE DID? WE HIRED 41% MINORITIES IN THE 3.5 YEARS I'VE BEEN HERE. WE'VE HIRED THE FIRST BLACK FIRE CHIEF BECAUSE I PUSHED THEM TO BUILD ENDURANCE. I PUSHED THEM TO BUILD DISCIPLINE. I PUSHED THEM TO BE GREAT BECAUSE I CARED SO MUCH ABOUT THIS COMMUNITY. SO YOU MIGHT NOT HAVE TO LIKE ME.
THAT YOU RESPECT THE WORK THAT I DO AND PUT IN IN THIS COMMUNITY. THANK YOU. THANK YOU FOR LET ME SERVE. THANK YOU FOR THE TIME. THANK YOU, MAYOR. PRETEND THANK YOU, MR MAYOR.
THINK FOR THOSE OF MY COMMENTS. HANDSOME FRANKLIN. WELL, WE'VE HEARD A LOT TONIGHT. IN. YOU KNOW, THERE'S A LOT OF ISSUES OUT THERE. ONE THING I JUST WANT TO MENTION. IF YOU WANT TO FIND OUT WHAT THE CITY IS DOING. THERE'S GOING TO BE A VAN ON NOVEMBER 5TH. AND UNFORTUNATELY, BECAUSE A COVE IT IT IS GOING TO BE A VIRTUAL EVENT. BUT THE TICKETS ARE ON SALE. GET HIM, I GUESS THROUGH THE CHAMBER. BUT IT'S A STATE OF THE CITY. AND YOU'RE GONNA HAVE THE CITY MANAGER, THE MAYOR, UH, THE INDEPENDENT SCHOOL DISTRICT SUPERINTENDENT.
I THINK THERE'S ONE MORE. YEAH. THE COMMUNITY COLLEGE. THEY'RE ALL GOING TO SPEAK. THEY'RE GOING TO TELL YOU WHAT THEY'RE DOING IN THE COMMUNITY. A LOT OF THE GOOD THINGS THAT YOU DON'T HEAR ABOUT THAT WE'RE WORKING ON. A LOT OF THINGS THAT ARE GONNA HAPPEN IN THE FUTURE. SO YOU GET AN IDEA OF HOW THE CITY IS GOING TO GROW. AND NOW WHAT WE'VE GOT FOR THE LOOKING WHAT WERE LOOKING FORWARD TO IN THE FUTURE. ONCE WE GET THE COVER DEAL BEHIND US. SO JUST MAKING OUT IF YOU KHUN JOIN, IT'S GOING TO BE ON FROM 11 30 TO 1 ON NOVEMBER 5TH. THANK YOU. THANK YOU, MR FRASER. MAKE THIS QUICKER THAN I PROBABLY HAVING PASSED. NO.
MR THOMPSON CAME UP EARLIER AND SAID SOMETHING ABOUT. LISE OFFICERS AND THEIR WIVES AND 40% OF US BEAT OUR WIVES. OR MAYBE OUR WIFE'S BEAT US. I WASN'T REALLY SURE. I ASKED TRACY AND SHE SAID, I NEVER BEAT YOU. SO I HAVE NEVER BEAT HER EITHER OR BEEN CHARGED. NOT ONLY ACTUALLY NO. ONE OFFICER THAT HAS NO OF OFFICERS, BUT I DON'T KNOW ONE. I KNOW WHEN THAT HAPPENS THAT OUR OFFICERS ARE DISCIPLINED SWIFTLY, MOST OF THEM LOSER JOBS. AND THEY HAVE TO LOSE THEIR GUN, SO THEY'RE NOT WORKING EVEN IF THEY'RE CHARGED. SO THAT STATS NOT REALLY ACCURATE, WITH ONE STEP THAT IS ACCURATE IS THAT 22% OF OFFICERS DIE A YEAR GOING TO DOMESTIC VIOLENCE CALLS. ONE OF THEM DIED THIS MORNING. IN HOUSTON, TEXAS.
HEY, IS NO LONGER WITH US. YOU CAN SHAKE YOUR HEAD OUT THERE, BUT THAT'S FINE. HE'S DEAD.
HE'S NOT HERE WITH US NO MORE AND HE WAS SHOT GOING TO A DOMESTIC VIOLENCE CALL. THAT'S PART OF THE JOB. THAT'S ONE OF THE DANGERS OF THE JOB, AND OUR OFFICERS HAVE TO LIVE IT. SO I DON'T APPRECIATE ANYBODY THAT COMES UP HERE AND SPEAKS. I DO. BUT I DON'T APPRECIATE SAYING THAT 40% OF US COMMIT DOMESTIC VIOLENCE AGAINST OUR WIVES. BEEN MARRIED FOR 24 YEARS, AND I'VE NEVER TOUCHED MY WIFE OR EVER BEEN CALLED FOR ANY KIND OF INCIDENT. I HAVE NEVER BEEN CALLED FOR ANY INCIDENT MATTER OF ALL THOSE FACTS. UM. ON OCTOBER 6 OUR LAST MEETING HERE.
I TOLD HER ABOUT MY MOM WENT TO THE HOSPITAL. WELL, SHE DIED ON OCTOBER. THE 10TH. HAD TO BURY HER YESTERDAY. IT WAS THE HARDEST THING I'VE EVER DONE IN MY LIFE. COMING HERE TONIGHT. I DIDN'T WANT TO COME HERE, BUT I KNOW IT'S PART OF MY JOB. PART OF MY DUTY JUST LIKE GOING TO WORK THIS MORNING WHEN I DROVE BACK FROM SAN ANTONIO LAST NIGHT. IT'S PART OF MY PART OF MY ETHICAL PLAN TO CARRY OUT HER NAME. SO I JUST WANT TO SAY THANK YOU TO THE PEOPLE THAT
[02:25:09]
CAME UP HERE AND SAID SOMETHING TO ME. PEOPLE HAVE SENT ME LETTERS AND NOTES AND EMAILS.THE FLOWERS THAT WERE SENT FROM THE CITY FROM THEIR FRIENDS. EVERYBODY THAT DID SOMETHING FOR HER. HAVE NO IDEA HOW MUCH THAT MEANS. THANK YOU ALL AND I APPRECIATE IT. I HAD TO GET THAT OFF MY CHEST. THAT'S HARDER. IT'S HARDER TO DO. WHEN YOU THINK ABOUT IT WHEN YOU TRY TO PUT THE ACTION TO THE PLAN IN ACTION, IT'S AH, IT'S A LOT HARDER TO DO LIKE I SAID YESTERDAY WAS THE HARDEST DAY OF MY LIFE. SO THANK YOU ALL. THANK YOU. COUPLE OF THINGS.
RIGHT, UM. I HAVE IN OUR SECOND ITEM. IT TALKED ABOUT THE 160 ACRES OF PARKLAND OVER BY 3 80.
OH, AND ABOUT 10 OR 12. YEARS AGO. WE FOR WHATEVER REASON, THE CITY OR THE PARK OR WHATEVER THEY WENT AROUND BUYING LAND. AND FLOOD PLAINS. AND SO WE HAVE 260 ACRES OUT THERE. I DON'T KNOW THAT THAT WE'LL EVER USE IT. I MEAN, IT'S I THINK, PROBABLY 40 OR 50% OF THAT. ALL THAT AREA IS FLOODPLAIN. AND. ON AND THE SAME THING WITH THE PARK OVER THE PARK LAND OVER BY THE OLD DUMP IS. PROBABLY ABOUT 40% IN FLOODPLAIN. NOW WE HAVE A NEW PARKS DIRECTOR FOR LAST SEVERAL YEARS WHO HE DOESN'T. HE WORKS WITH FLOOD PLAIN, BUT HE DOES NOT LIKE FLOODPLAIN. HE'S HE'S TURNED DOWN OFFERS FOR GIFT PEOPLE WANTED TO GIFT AND YOU KNOW THIS FLOOD PLAIN LAND AND HE DOES NOT WANT IT. THE REASON THAT THAT THIS LAND IS UP FOR SELF, FIRST OF ALL THE CITY PURCHASED THIS LAND. THIS WASN'T GRACIOUSLY GIVEN TO THE CITY BY ANYBODY. IT WAS PURCHASED FOR WELL OVER A MILLION DOLLARS. UM, THIS LAND WAS PURCHASED. AND IT SITS NEXT TO A LAND AN OLD LANDFILL. IF YOU DRIVE BY THE LANDFILL, YOU CAN SEE THAT THERE'S TUBES COMING OUT OF THE LANDFILL AND TO BURN OFF ALL THE METHANE GAS COMING OUT OF THE OUT OF THIS BIG GIANT HILL OF JUNK. AND WE CAN'T NOBODY CAN DO ANYTHING FOR 30 YEARS. WITH THAT, UH, WITH THAT LANDFILL, SO WE HAVE THIS PARK LAND RIGHT NEXT TO THE LANDFILL THAT'S BURNING OFF METHANE GAS AND. AND WHAT I SUBMIT IS IF BECAUSE I LOOK AT THAT, AND YOU KNOW, BECAUSE THAT'S KIND OF AN INDUSTRIAL AREA BACK THERE AS IT SHOULD BE WITH A DUMP BEING THERE AND I LOOK AT THIS. THISS PROPERTY AND WE COULD PROBABLY SELL THE PROPERTY FOR SEVERAL MILLIONS OF DOLLARS. AND AH. SO YOU COULD SELL THAT PROPERTY AND THEN YOU TAKE THAT MONEY, AND THE COUNCIL BASICALLY SAID, LOOK, I MEAN, IF WE'RE IF, IN FACT THAT IT DID PASS, IF IN FACT THAT THAT WE DID END UP SELLING IT, WHICH WE DON'T HAVE TO, EVEN IF IT PASSED. IF WE SOLD THAT WE NOW HAVE TWO OR 3 2.5 $3 MILLION THAT'S GOING TO GO INTO PARKS. IT'S GOING INTO OTHER LANDS AND TO HELP THE CITY OF MCKINNEY ON THE SITE SPECIFICALLY IN DISTRICT ONE THAT'S WHAT THE CITY COUNCIL AGREED TO. SO THIS ISN'T ABOUT.
WELL, WE'RE GOING TO TEAR IT DOWN AND WE CAN TAKE THE MONEY AND PUT IT INTO SOMEWHERE ELSE.
IT'S ABOUT UTILIZING OUR RESOURCE IS IN THE BEST WAY. NOW IF I HAD A STACK OF $2.5 ANS LAND THAT WAS FOR THAT THAT WE DIDN'T OWN IT, BUT NOW WE COULD BUY THIS LAND THAT WE ALL NOW.
OR I HAD AN OPPORTUNITY TO BUILD BETTER PARKS OR RENOVATE SOME PARKS OR BY ADDITIONAL PARKLAND ON IN THE DISTRICT. WHAT WOULD YOU DO? WOULD YOU WANT TO PUT THIS $2.5 MILLION INTO THIS LAND THAT PROBABLY IN THE NEXT IN 10, OR 15, OR 20 YEARS WILL NEVER BE DEVELOPED, WILL NEVER SEE ANY KIDS RUNNING ON AROUND ON IT OR ANYTHING. OR WOULD YOU RATHER SEE THAT MONEY BEING UTILIZED TO HELP? THE CURRENT PARK SYSTEM. THAT'S WHAT WE EVALUATED SEVERAL MONTHS AGO WHEN WE DECIDED TO PUT THIS ON THE BALLOT. WE THINK IT'S BETTER TO UTILIZE THE MONEY TO BETTER OUR PARKS AND CLEAN HIM UP. INCREASE THE VALUE OF OUR CURRENT PARKS OR MAKE ANOTHER ONE. VERSUS LINUX. HAVING A PARKLAND HALF IN THE FLOODPLAIN. THAT WE PROBABLY
[02:30:05]
WON'T UTILISING. IN 20 OR MORE YEARS. WE CAN'T DO ANYTHING WITH IT WITH A BIG GIANT HILL OF TRASH. FOR AT LEAST 2025 MORE YEARS. SO THAT'S WHY IT'S PUT ON THE BALLOT. AND I THINK WHEN PEOPLE REALLY UNDERSTAND THE VALUE OF THIS LAND AND WHAT IT CAN DO, VERSUS JUST SITTING THERE DOING NOTHING. I THINK PEOPLE SHOULD UNDERSTAND THAT THAT THAT'S WHAT THE COUNCIL DECIDED TO HELP. DOWN. MAKE A BETTER DECISION WITH THAT. I JUST NEEDED PEOPLE TO UNDERSTAND WHY IT'S ON THE BALLOT. IT'S NOT BECAUSE WE DON'T LIKE PARKS. IT'S NOT BECAUSE WE'RE TRYING TO TEAR UP THE GREEN AREAS. IT'S BECAUSE WE THINK THERE'S MORE VALUE IN DOING SOMETHING ELSE WITH THE LAND THAT WAS PURCHASED 12 YEARS AGO. THAT IS NOT GOING UP THAT MUCH IN VALUE. IT'S IN AN INDUSTRIAL AREA, AND WE DO NOT THINK. THAT MUCH IS EVER GONNA HAPPEN WITH THE PARK. IN THE NEXT 20 YEARS. WE THINK THAT THAT MONEY COULD BE SPENT BETTER ELSEWHERE. THAT'S ALL I HAVE WILL TURN THE TIME OVER TO, UH MR GRIMES BEFORE I LET THE MAYOR SPEAK. MR MERRICK. OH, TANTRUMS OF A COUNCIL. THANK YOU, MR MAYOR, PRO TEM, MEMBERS OF THE COUNCIL. JUST A COUPLE OF ITEMS TO SHARE WITH THE PUBLIC. ESSO OUT OF AN ABUNDANCE OF CAUTION. THE CITY MCKINNEY HAS CANCELLED THE ANNUAL TRICK OR TREAT TRAIL.THAT IS THE EVENT THAT'S AT THE TOWN LAKE. PARK. HOWEVER WE DO HAVE OTHER HALLOWEEN ACTIVITIES ON OUR WEBSITE TO HELP FOLKS ENJOY THE SEASON, SO YOU CAN GO FIND OUT MORE INFORMATION ON THE CITY'S WEBSITE IN MCKINNEY, TEXAS, DOT ORG'S WE ALSO KINDLY ASK THAT TRICK OR TREATERS.
KEEP IN MIND THAT THERE ARE GOING TO BE SOME FOLKS WHO SOME OF YOUR NEIGHBORS WHO MAYBE NORMALLY WILL OPEN THEIR DOORS TO TRICK OR TREAT HOURS MAY NOT THIS YEAR BECAUSE OF A PANDEMIC. SO UM, HOPEFULLY YOU'LL STILL BE ABLE TO FIND ENOUGH CANDY TO DRIVE YOUR PARENTS CRAZY FOR A FEW DAYS. BUT IT MAY BE A LITTLE BIT SLIM PICKINGS THIS YEAR COMPARED TO NORMAL YEARS, SO KEEP THAT IN MIND. A FEW WEEKS AGO. UM, THE STAFF CAME AND PRESENTED TO THE COUNCIL A SORT OF A TEST RUN, IF YOU WILL OF, UM, A OUR HOUSING HUB. IT'S A FEATURE ON OUR WEBSITE THAT IS NOW LIVE. YOU CAN GO TO MCKINNEY, TEXAS DOT ORG'S FORWARD SLASH HOUSING HUB. YOU COULD GET LOTS OF GREAT INFORMATION ABOUT RESIDENTIAL DEVELOPMENT. IN MCKENNEY. FROM EXISTING RESIDENTIAL HOUSING EXISTING CONSTRUCTION THAT IS CURRENTLY UNDERWAY. CONSTRUCTION ACTIVITY TO UNDEVELOPED RESIDENTIAL ZONING AREAS. THE COM PLAN IN THE RESIDENTIAL VISION IN THE COM PLAN. JUST REALLY GOOD INFORMATION THAT ARE VERY GOOD STAFF PUT TOGETHER USING OUR GPS DATA AND INFORMATION. UM, SO I'D RECOMMEND YOU TAKE A LOOK AT THAT IF YOU CAN MAKE ANY TEXAS DOT ORG'S FORWARD SLASH HOUSING HUB. I ALSO WANTED TO SHARE WITH YOU JUST SORT OF AS A SHARE THIS MORNING OF THE EEC KIND OF A G WIZ.
PIECE OF INFORMATION. A SAVAK TOBER ONE. OUR ESTIMATED POPULATION IS 9 198,062. SO THE QUESTION IS, WILL WE HIT 200,000? YET THIS YEAR, UH IN 2020. WOULD IT BE CLOSE, BUT NOW THOSE AIR ESTIMATES THE LAST THING I WANTED TO MENTION WAS A SHOUT OUT TO ALL THE CENSUS WORKERS OUT THERE AND I HAVE TO ADMIT IT'S PERSONAL SELFISHNESS. MY WIFE WAS A CENSUS WORKER. SHE WAS AN INN NUMERATOR. AND SHE WORKED AND HIT THE STREETS HERE IN MCKINNEY, KNOCKING ON DOORS COUNTING. THIS WAS AN INCREDIBLY DIFFICULT YEAR FOR CENSUS WORKERS AND YOU TALK ABOUT, YOU KNOW, UNSUNG HEROES OF HAVING TO MEET A CONSTITUTIONAL REQUIREMENT. IT'S REMARKABLE HOW MANY PEOPLE DON'T REALIZE IT'S IN THE U. S CONSTITUTION THAT WE NEED TO COUNT EVERYBODY IN OUR COUNTRY. AND THEY MEET WITH INCREDIBLE RESISTANCE FROM FOLKS. THEY HAVE TO BE INCREDIBLY PATIENT. WE'RE IN THE MIDDLE OF A PANDEMIC. MIND YOU, UM THE MCKINNEY TEAM YOU SHOULD KNOW WAS A SORT OF A CRACK TEAM.
THEY WERE THEY SENT. THE MCKINNEY TEAM DID VERY WELL. ABROAD IF YOU WILL, TO OUT OF STATE TO HELP CENSUS COUNTS AND OTHER STATES, SO THEY SENT HIM TO LAFAYETTE, LOUISIANA. WELL, UNFORTUNATELY, LAFAYETTE, LOUISIANA, THEY SENT THEM THERE IN THE WAKE OF THE FIRST HURRICANE LAURA. AND THEN THEY GOT THERE AND THEY WERE THERE FOR ABOUT THREE DAYS. AND I TOLD MY WIFE I SAID, I DON'T THINK YOU GUYS GONNA BE THERE LONG BECAUSE ANOTHER HURRICANE COMING AND SURE ENOUGH, THEY MOVE THEM. THEN THEY SENT HIM TO FLORIDA TO HELP FILL IN SOME OF THE COUNT'S SOME OF THE GAPS THAT THEY HAD IN FLORIDA. THEY FINISHED UP ON OCTOBER. 15TH CENSUS IS COMPLETE, INCREDIBLY DIFFICULT YEAR. IT WAS A PARTISAN HERE IS UNFORTUNATELY, IN SPITE OF ALL THE OTHER HEADWINDS. THEN THERE WAS THERE WAS, IT WAS SORT OF A POLITICAL FOOTBALL. THE COURTS WERE WEIGHING IN AND NOT WHETHER OR NOT THE CENSUS WAS GOING TO END IN SEPTEMBER. SO THEY WERE BEING WHIPSAWED BACK AND FORTH, BUT IT WAS COMPLETED. BUT CENSUS WORKERS ALL OVER DESERVE A BIG HAND BECAUSE THAT WAS A TOUGH, TOUGH JOB THIS YEAR TO
[02:35:06]
COUNT IN THE CIRCUMSTANCES THAT THEY WERE IN. SO ANYWAY, JUST A LITTLE SHOUT OUT FROM FROM MY STANDPOINT. THANK YOU. THAT'S ALL I HAVE. THANK YOU, MAYOR. YOU STILL THERE? I AM HERE.OKAY. DO YOU HAVE ANY. ONE OF THINGS. I WAS GOING TO TALK ABOUT MAYOR PRO TEM. YOU DID A GREAT JOB OF TALKING ABOUT IT. THAT'S THE PARK AND KIM AND I HAVE GREAT RESPECT FOR BOTH OF YOU AND CERTAINLY RESPECT YOUR PERSPECTIVES AND POSITIONS AND VOTERS WILL, OF COURSE VOTE HOW THEY THINK. BUT WHAT MAYOR PRO TEM SAID, IS VERY ACCURATE. THERE'S ACTUALLY 34. ACRES IN THE FLOODPLAIN, ALL THE PROPERTY THAT BORDERS THE AREA THAT THE PARKS ORIGINALLY PURCHASED THAT LAND FOR TO PRESERVE THAT MIGRATION PATH FOR NATURE AND WILDLIFE. THE CREEK UM, THE TRAIL SYSTEM. ALL OF THAT IS IN THE SOUTHERN PORTION. THAT'S ALL WITHIN THE 34 OF THE 56 ACRES BECAUSE IN FLOODPLAIN CAN NEVER BE BUILT ON THE BACKS UP THE HEARD MUSEUM. ALL OF THAT, SO I JUST WANTED TO POINT THAT OUT AS WELL. AND YOU DID A GREAT JOB SO I DON'T NEED TO SPEND MUCH TIME ON. THAT, BUT CERTAINLY VOTERS SHOULD EXPRESS HOW THEY FEEL, WHETHER THEY THINK THAT IS THE RIGHT PART PLAN TO KEEP OR NOT. I WANT TO COUNCILMAN ELLIOT'S COMMENTS ABOUT ASIA SMITH AN H 20, THE WROTE A LETTER OF RECOMMENDATION FOR ASIA SMITH FOR LEADERSHIP MCKINNEY. I'M VERY HOPEFUL THAT SHE WILL BE ACCEPTED INTO THE PROGRAM. MAYBE MY WIFE AND I HAVE GOTTEN TO KNOW HER AS WELL IN HER EVENTS OVER THERE AND JUST ARE VERY IMPRESSED. WITH WHAT SHE'S DOING WHAT SHE'S OVERCOME. ALSO BY HAPPENSTANCE, UH, ENDED UP TALKING TO SOME HIGH SCHOOL STAFF WHERE SHE WENT TO SCHOOL AND JUST HAPPENED TO MENTION HER NAME BECAUSE I WAS IMPRESSED WITH WHAT SHE WAS DOING EARLIER THAT DAY. AND THEY ALL STARTED RAVING ABOUT, H O ASIA, CHEEMA SAID. MOST IN CRUNCH IS THE MOST INCREDIBLE PERSON IN TELLING STORIES ABOUT HER. AND BY THE WAY SHE MAKE IT MATTER ME FOR SAYING THIS, BUT SHE IS ALSO A TREMENDOUS. TREMENDOUS ARTIST. HAS. EVERYONE SAID THAT I TALKED TO OUR PREVIOUS HIGH SCHOOL. SO ASIA. I WANT TO SEE SOME ARTWORK, BUT VERY TALENTED WOMAN. MR CUTS IN I WANT TO THANK YOU FOR YOU KNOW, MAYBE AND I, OF COURSE WE'RE AT THE MESTALLA TOURNAMENT. I WAS THE FANTASTIC POINT. COIN. FLIPPER DIDN'T LOSE, BUT ONE POINT WHEN I DID THAT. BUT YOU REALLY WORKED ALL DAY IN THAT HEAT REFEREE IN THOSE GAMES, AND THAT WAS NO EASY PAST. PUTTING THAT TOGETHER WAS GREAT SCENE. THE COMMUNITY THERE WAS FANTASTIC AND I AND I SEE YOU ALL THE TIME OUT THERE IN DISTRICT ONE, AND THANK YOU.
CHARLIE, I WANT TO THANK YOU FOR COORDINATING THAT FIRE TRUCK. WHAT A GREAT IDEA. I MEAN, WHAT? WHAT A THOUGHTFUL AND JUST AND COMPASSION FILLED IDEA TO DO THAT. AND SEND THAT.
THAT FIRE TRUCKER COORDINATE THAT SO REALLY WELL DONE. I MEAN, WELL DONE. WELL DONE.
WELL DONE. THAT LITERALLY BROUGHT SOME HERE IN MY EYE WHEN I WHEN I REALISED YOU'D DONE THAT. I DID NOT KNOW THAT. SO THANK YOU. UM, JUST IMAGINE. IMAGINE EVERYONE, THOSE THOSE THOSE THOSE SPECIAL NEEDS OUT THERE. PEOPLE AND YOUNGER PEOPLE TEAM THIS FIRE TRUCK.
HOW. HOW HAPPY THEY MUST HAVE BEEN FOR THAT TIME. UM YOU KNOW, THERE'S A LOT OF DURING ELECTION SEASON. LOT OF PEOPLE TAKE A LOT OF CREDIT FOR A LOT OF THINGS. WE'RE ALL USED TO THAT HARD TO WAIT THROUGH ALL THIS STUFF. IT'S IMPORTANT THAT WE REALLY ACKNOWLEDGE PROPER CREDIT. AND SO I'M NOT TRULY NOT EVEN TRYING TO DESPAIRED ANYBODY HERE, BUT I DO WANT TO RECOGNIZE THE REAL HEROES AND A COUPLE OF THINGS THAT WERE STATED. CHIEF GREAT CONLEY WHEN YOU FIRST EH? YOU IMPLEMENTED THE HIRING INITIATIVE THAT HAS RESULTED IN 41% OF MINORITY AND FEMALE HAS BEEN HIRED OVER THE LAST ACTUALLY, FOUR. A HALF YEAR'S NOT LAST 3.5 YEARS, AND YOU INITIATED THAT AND PUT THAT IN PLACE WITHIN THE FIRST SEVERAL MONTHS THAT YOU WERE HERE ON DH. YOU DESERVE ALL THAT CREDIT AND CERTAINLY IS A COUNCIL WEAVES. WE SUPPORT YOU AND SUPPORT THAT, ON DH. BUT THAT WAS THAT WAS YOU AND YOU NEED THE CREDIT FOR THAT. THAT WASN'T ANYBODY STRONG ARMING YOU ARE ARE YOU JUST MAKING A WRONG RIGHT? IT WAS ALL YOU.
CHIEF KISSNER. WE DON'T AS YOU KNOW, WE DON'T HIRE CHIEFS YOU DO AND YOU HIRED THE NEW CHIEF BECAUSE HE WAS HE WAS QUALIFIED. AND YOU MADE THAT DECISION. I'D LOVE TO TAKE CREDIT FOR HAVE OTHER COUNCIL MEMBERS ALL THE STAKE PRESIDENT. FRANKLY, WE WERE NOT INVOLVED IN ANY OF THAT. YOU DO THE INTERVIEWING YOU DO THE BACKGROUND CHECKS. YOU MAKE THE ASSESSMENT AND YOU HIRE. AND I DON'T THINK THAT ANYBODY SHOULD TAKE CREDIT THAT SOMEHOW YOU ARE PUSHED TO OUR FORCED. YOU DID THAT, BECAUSE THAT'S WHAT YOU ARE. AND IT WAS THE DECISION THAT YOU FELT WAS THE RIGHT ONE. SO ONE THANK YOU FOR THAT. AND WHEN WE TALKED ABOUT STREETS AND PARKS AND ALL THAT, MY KOWSKI ARE OTHER COURT DEPARTMENT OF STREETS DEPARTMENT. OUR PLAN DEPARTMENT ARE EVERYONE THAT'S INVOLVED FOR PEOPLE THAT DON'T KNOW. ROAD IMPROVEMENT AND CAPITAL
[02:40:03]
EQUIPMENT PROJECTS THOSE AIR FIVE AND 10 YEAR PLANS. I WOULD LOVE TO TAKE CREDIT FOR SOMETHING LIKE THAT, TO HAVE ACTUALLY CREDIT MY PREDECESSORS AND MAYOR PRO TEM YOU'RE ON COUNCIL DURING WHAT WE HAVE SEEN OVER THE LAST SEVERAL YEARS HAPPEN ON THE EAST SIDE IN OTHER AREAS. IT WAS ACTUALLY THE COUNCIL THAT YOU WERE PART OF BEFORE I WAS ON IT. AND MAYOR BRIAN LOCK MILLER AND TRACY RAFT AND PEOPLE LIKE THAT YOU GUYS PRESIDED OVER THAT CAPITAL IMPROVEMENT PLAN. AND THE REASON WHY THOSE THINGS WE'RE GETTING NOW IS ONE BECAUSE YOU GUYS APPROVED IT. BUT STAFF OUR STAFF IDENTIFIES THESE PROJECTS AND THEY WERE NOT BEING STRONG, ARMED OR PRESSURED, OR NO KNIGHT IN SHINING ARMOR HAS COME IN. WEI HAVE A FANTASTIC STAFF, AND I HATE THE IDEA OF SOMEONE TRYING TO ROB. UM STAFF OF WHAT THEY DO AND THE CREDIT THEY DESERVE. SO THANK YOU TO OUR STAFF. THANK HIM, CHIEF CALMLY FOR THE CHANGE THERE FOR THE THINGS THAT YOU'VE IMPLEMENTED. CHIEF KISSNER. WE HAVE THE SAFEST CITY. WE HAVE THE HIGHEST HIGHEST RATING WEEKEND IS A FIRE DEPARTMENT. I'D LOVE TO TAKE CREDIT, BUT I CAN'T GET YOU GUYS. THAT'S NOT TRUE. I DON'T I WOULD NOT LOVE A CREDIT THATJUST A SANE I WANT CREDIT TO BE WHERE CREDIT IS DUE, AND IT'S AND IT'S ALL OF YOU. IT'S OUR STAFF. SO WITH THAT, IF YOU ALLOW ME, MAYOR PRO TEM, I'D LIKE TO MAKE A MOTION TO ADJOURN. SO MOVE. THANK YOU GUYS. GOT A SECOND WITH ELLEN COUNSELING, ELLIOT. ADJOURNED.
