WE HAVE A LOT OF CONSENT TODAY, AND I'D LIKE TO HAVE EMOTION. APPROVE ALL OF THEM, BUT I WANT TO POINT OUT ITEM 200917. MAKE SURE. THERE ARE NO QUESTIONS ON THIS ONE WHILE WE CONSENT. NO ONE WANTS TO PULL THIS DOWN FOR DISCUSSION. 00917. FOR THE YEAR. DINNER'S READY. I'D LIKE TO HAVE DISCUSSION ON IT JUST SO THAT EVERYBODY. DOES. SO LET'S PULL THAT ITEM DOWN. [Consider/Discuss/Act on a Resolution Authorizing the President of McKinney Community Development Corporation to Execute a Contract with Spinelli Construction Services (SCS) of Dallas, Texas for Owner’s Representation Services Related to Project 20-09, the TUPPS Brewery Expansion Project, in McKinney, Texas.]

PRESIDENT MCKINNEY COMMIE CORPORATION TO EXECUTE A CONTRACT WITH SPINELLI CONSTRUCTION SERVICES, CS OF DALLAS FOR OWNERS, REPRESENTATION SERVICES. LAY IT TO PROJECT TO 009 EXPANSION. SO AGAIN. THIS IS ONE. I KNOW THE ANSWER TO CINDY. BUT I JUST LIKE IT IF YOU COULD SAY FOR THE RECORD WHAT AN OWNER'S REPRESENTATIVE DOES AND WHY? IT'S SO IMPORTANT IN A PROJECT LIKE THIS. YES, UM. AND HOW GREAT OUR NOMINEE FOR UR SELECTION IS. THIS IS A LARGE PROJECT AS YOU ALL KNOW THAT THE MCCAIN AND COMMUNITY DEVELOPMENT CORPORATION IS SUPPORTING IMPORTANT TO THINK, TOO. THE DEVELOPMENT ON THE SIDE WILL SERVE AS A CATALYST ON THE SIGN, AND INCLUDES THE EXPANSION OF TOPS, BUT ALSO THE CREATION OF A LARGE, UM, OUTDOOR ENTERTAINMENT SPACE THAT WILL BE USED BY MCKINNEY RESIDENTS AND VISITORS TO THE CITY. THE OWNER'S TRIP HAS THE RESPONSIBILITY OF REPRESENTING THE INTERESTS OF THE COMMUNITY DEVELOPMENT CORPORATION IN THE CITY ON THIS PROJECTS THAT WILL WORK CLOSELY WITH THE CONSTRUCTION TEAM ARCHITECTS ARCHITECTURAL CONSTRUCTION TEAM THAT HELPS TOPS HIRES. TO MAKE SURE THAT THE CONSTRUCTION GOES ACCORDING TO PLANS THAT ARE SUBMITTED THAT PERMITS ARE SECURED AND BASICALLY LOOKS AFTER OUR INTERESTS. I HAD THE OPPORTUNITY TO WORK WITH MISS BENELLI. ON ANOTHER PROJECT THAT WAS SUPPORTED BY CDC, THE

[00:10:07]

CONSTRUCTION OF THE SHERATON HOTEL AND SHE HAS WORKED CLOSELY WITH MS JACKSON, THE CITY'S FACILITIES CONSTRUCTION MANAGER ON A NUMBER OF PROJECTS FOR THE CITY. TWO OF THE CURRENT ONES ARE THE RENOVATIONS AT THE SENIOR CENTER AND THE RENOVATIONS AND IMPROVEMENTS THAT ARE BEING MADE IN OLD SETTLERS. AND THE SCOPE OF SERVICES WAS ATTACHED TO THE PROPOSED SCOPE OF SERVICES WAS ATTACHED TO THE AGENDA ITEM. THE, UM. FUNDING FOR THIS SERVICE WAS INCLUDED IN OUR F 21 BUDGET. THANK YOU. IF THERE'S NO OTHER QUESTIONS, JUST. I MOVE WE APPROVED. DIDN'T WORK FOR THE DIRECTOR.

[Financial Report]

BEING ONTO THE REPORTS ON 200918. REPORT. MORNING CHANCE. MILLER FINANCIAL PONTES MANAGER WILL BE GOING OVER THE MOTHER, SEPTEMBER STAR LAST MONTH OF THE FISCAL YEAR. IT IS PRELIMINARY AS WE HAVE TOGETHER THE AUTO PROCESS THAT TAKES ABOUT TWO MONTHS, SO. IN TWO MONTHS. I'LL COME BACK TO YOU WITH THE FINAL NUMBERS, BUT THESE WOULD BE PRETTY CLOSE TO THE MAIN CHANGE WILL BE THE SALES TAX NUMBER AS THESE ARE ON THE 12 MONTHS THAT ARE ON THE CASH BASIS WILL GO TO THE CRUEL BASIS FOR OUR URINE. SO WAIT THE TWO MONTHS SO COULD GO UP OR DOWN, DEPENDING ON THE NEW TECHNIQUE. THE NEW OR THE NEXT TWO MONTHS, COME IN AS.

SELL STOCKS EITHER. EITHER WAY, WE COULD LOOK NOW HOLD THE FISCAL YEAR WENT SO FIRST I'LL TALK ABOUT THE MOTHER. SEPTEMBER WE HAD $1.4 MILLION IN REVENUE AND WE HAD $2.2 MILLION AND EXPENDITURES NOW THOSE EXPENDITURES 95% OF THOSE WERE FOR THE PARK CONSTRUCTION FUND. AND THAT RESULTED IN A NET DECREASE OF 900,000 FOR THE MONTH OF SEPTEMBER. LOOKING AT THE YEAR AS A WHOLE REGARDS TO REVENUE. WE BUDGETED $14.8 MILLION AS OF RIGHT NOW, WE'RE SITTING AT $16.5 MILLION, SO WE HAVE $1.7 MILLION. IN ADDITION TO WHAT WE BUDGETED FORCE THAT WILL ROLL INTO FUND BALANCE AFTER WE GO THROUGH THE PROCEDURES, AND WE GET THE FINAL NUMBERS, SO WE SING THAT INCREASE SALES FUN ABOUT, YOU KNOW, IN A COUPLE MONTHS OR SO.

EXPENDITURES WE BUDGETED $40.4 MILLION AND WE'VE SPENT $11.2 MILLION DATES, OTHERS REMAINING BUDGET OF 28 MILLION. UM THOSE WILL BE PULLED OVER TO THE NEXT FISCAL YEARS OF THOSE ARE FOR BIGGER PROJECTS THAT. I DIDN'T COME THROUGH. THIS WAS HERE LIKE WE HAD PLANNED FOR. SO CINDY'S ALREADY WENT THROUGH THAT PROCESS, AND SO THEY WILL BE SAYING THOSE INCREASED SALES BUDGET FOR NEXT YEAR. UM. DO YOU HAVE ANY QUESTIONS OR ANYTHING ON THIS OPERATION BEFORE WE GOTO SALES TAX. SELLS. THANKS FOR SEPTEMBER IS ACTUALLY AN ETHICAL TO THE MONTH OF JULY AND WE SAW 12.6% INCREASE OVER LAST YEAR. UM OUR SISTER CITY SAW LITTLE REGRESSION. THEY WERE STARTING TO TREND UPWARDS, BUT THEY HAD A LITTLE DECREASE COMPARED TO THEIR LAST YEAR NUMBERS AS WELL. THAT BRINGS OUR YEAR TO DATE UP TO 13.1% WE'VE BUDGETED AROUND 44.5. SO WE'RE NEARLY TRIPLE WHAT? WE HAD BUDGET SO WE'RE LOOKING GREAT, BUT WE STILL HAVE TWO MORE MONTHS AND WE'LL BUILD OUT THE FINAL NUMBERS AND ALL THAT. AND I'LL STAND FOR ANY QUESTIONS. IT'S THAT 4% WAS THE. RE DONE NUMBER AFTER COVERT OR NO, THAT WAS BEFORE COVE IT SO EVEN THROUGH EPIDEMIC AND ALL THAT SUMMER, STILL AT 13.1% WHICH IS WAY OVER BUDGET, SO CHASE I'VE EVER SINCE YOU TOLD US THIS ABOUT THREE OR FOUR MEETINGS AGO, I'VE BEEN TELLING EVERYBODY AND NO HOPE. KIND OF. UPSIDE DOWN. THIS IS HAVE YOU BEEN TRACKING THIS AND IT'S THAT STILL WOULD YOU SAY IT'S THE WHOLE IDEA OF THE WAY THAT. IT'S BEEN COUNTED FOR PEOPLE WHO ARE SHOPPING AT HOME AND ONLINE COMPARED TO A BIG FACT. I DON'T THINK THAT'S THE ONLY FACT THERE. WE THINK A LOT OF IT HAS TO DO WITH THE GROWTH OF MCKINNEY AS A WHOLE THAT WE'VE SEEN TREMENDOUS GROWTH AND ARE SISTER CITIES. YOU KNOW, THEY'RE KIND OF MORE STATIC. FIRST GOES KIND OF HIT THAT STATIC POINT TOO. SO YOU DON'T LIKE IT WHEN WE LOOK AT WHOLE NUMBERS WERE NOT NEAR THOSE SISTER CITIES YET, BUT WE'RE CLIMBING CLOSE TO THAT.

SO I THINK THAT KIND OF JUST SPEAKS TO OUR RELEVANCE OF HOW CLOSE WE'RE GETTING. TWO ARE SISTER CITIES AS AS A WHOLE IS THE CITY. I THINK THAT'S THE BIGGEST FACTOR. ALONG WITH THE SHOPPING AT HOME IS ANOTHER BIG FACTOR, TOO. BUT WHAT KIND OF RATE THE CITY AS A WHOLE EXPANSION AS THE MAIN ONE. THANK YOU. OCEAN. WE HAVE QUESTIONS ABOUT THE CHECKS.

THANK YOU. 200919 DO WE HAVE ANY BOARD AND LIAISON UPDATE. MYSELF. AND I THANK YOU ALL FOR

[Board and Liaison Updates Board Chair City of McKinney Visit McKinney McKinney Economic Development Corporation McKinney Main Street/MPAC McKinney Parks and Recreation]

[00:15:02]

INTERESTING ME TO BE YOUR. MCKINNEY. GOOD MORNING, MADAM CHAIRMAN AND PRESIDENT. MEMBERS OF THE BOARD. PAUL GRIND CITY MANAGER A COUPLE OF ITEMS TO SHARE WITH THE BOARD. UM, AS YOU ALL KNOW, WE HAVE HAD IN COMMUNITY DELIBERATION, A COMMUNITY DISCUSSION ABOUT THE FUTURE OF THE THROCKMORTON STATUE LOCATED IT. THE IMPACT THE COMMITTEE, UH PRESENTED JUSTICE PAST TOOTHY EVENING COUNCIL MEETING. UH, THEY MADE A VERY GOOD PRESENTATION ON EACH SIDE OF THE ISSUE. JUSTIN BELLER, A CZ WELL AS JUDGE WHITE. BOTH MADE PRESENTATIONS ON EACH SIDE OF THE ISSUE. UH THE WORK OF THE COMMITTEE WAS TREMENDOUS. STAFF DID A GREAT JOB. I WANT TO PUBLICLY THANK THEM PUBLICLY THANK THE MEMBERS OF THE COMMITTEE OF THE COMMUNITY. THE INTENT WAS NOT TO CHANGE MINDS OF MEMBERS OF THE COMMITTEE. THE INTENT WAS THAT THEY PROBABLY ALL HAVE PRETTY STRONG VIEWS, BUT LET'S SIT DOWN AND DO THE RESEARCH.

LET'S EVALUATE THE DATA. LET'S MAKE SURE THAT WE'RE CAPTURING ALL SIDES OF THE ISSUE AND THAT THEY COULD COME TO AN AGREEMENT THAT AT LEAST THE PROCESS WAS FAIR AND RETURNING THE TEMPERATURE DOWN A LITTLE BIT OF A COMMUNITY AND LET'S HAVE A REASON TO CONVERSATION. SO. I DO THINK THAT'S BEEN SUCCESSFUL. THE COUNCIL HAS TAKEN THAT INFORMATION. THEY WILL BRING IT BACK TO FOR CONSIDERATION AND PROBABLY A VOTE YET THIS YEAR, SO WHICH IS NOT FAR ALONG SO.

ANYWAY MORE TO FOLLOW ON THAT, BUT I WANTED TO UPDATE THE BOARD ON THAT MATTER. WE ARE PREPARING OUR LEGISLATIVE PRIORITIES FOR THE NEXT LEGISLATIVE SESSION. UM, OBVIOUSLY, THIS LEGISLATIVE SESSION IS GONNA REALLY BE TIED TO THE UNCERTAINTY OF ELECTION ITSELF. WE'LL SEE. WHAT HAPPENS IS A BIG DIFFERENCE. UH, POTENTIALLY, THAT COULD HAPPEN IF THE TEXAS HOUSE OF REPRESENTATIVES BECOMES MAJORITY DEMOCRATIC RIGHT NOW THAT REPUBLICANS AS YOU KNOW HOW THE MAJORITY. THAT MAY NOT THERE MAY CHANGE. WE'LL SEE WHAT HAPPENS WHETHER IT'S THROUGH THE DEMOCRATIC MAJORITY OR OR A SLIMMER MAJORITY OF REPUBLICANS WILL CHANGE THE NATURE OF WHO'S GOING TO BE THE SPEAKER ON DH HOW THE SEQUENCE OF LEGISLATION WORK, SO WE'RE TAKING A CLOSE LOOK AT THAT. WORKING WITH THEIR GOVERNMENT RELATIONS FOLKS AND PREPARING. ON. WE'VE BEEN BRIEFING OUR CITY COUNCIL, SORT OF GETTING HIM PREPPED FOR THE LEGISLATIVE SESSION. AND, UH AND THEN, OF COURSE, THE PRIMARY ISSUE IS GONNA BE THE BUDGET THE STATE BUDGET IN THE PANDEMIC, SO THAT'S GOING TO. REALLY SHAPE MOST OF THE CONVERSATION. I BELIEVE THIS SESSION. SO. COUPLE OF OUR OTHER ITEMS. CITY HALL HAS BEEN WORKING WITH OUR LEADING ARCHITECTURAL FIRM FOR THE DESIGN OF CITY HALL. WE'RE MOVING FORWARD. WE DO INTEND TO BRING THAT CONTRACT FORWARD AS EARLY AS NOVEMBER. 3RD. WE THINK WE CAN BRING THAT FORWARD ON NOVEMBER 3RD. WE'RE VERY EXCITED ABOUT THAT. WE'RE VERY EXCITED ABOUT THE FIRM THAT WE'RE WORKING WITH. THE COUPLE OF OTHER QUICK ITEMS. UM WE DO HAVE A NEW A CITY COUNCIL MEETING ABOUT SIX WEEKS AGO, STAFF PRESENTED TO THE COUNCIL A NEW FEATURE ON OUR WEBSITE. USING OUR G I S OPEN SOURCE DATA. AH AND THAT IS, UM LOOK, IT'S CALLED THE HOUSING HUB. AND IF YOU GO TO MCKINNEY, TEXAS DOT ORG'S FORWARD SLASH HOUSING HUB ONE WORD HOUSING HUB. YOU CAN GET ALL KINDS OF INFORMATION ABOUT RESIDENTIAL CONSTRUCTION IN THE CITY OF MCKINNEY, SO ONGOING PROJECTS THAT ARE ACTUALLY UNDER CONSTRUCTION THROUGH PERMITTING DATA. UM, ANOTHER UNDEVELOPED. RESIDENTIAL ZONE AREAS SO YOU CAN SEE WHAT THE FUTURE GROWTH IS. THAT'S A GREAT TOOL FOR US TO BE ABLE TO PRESENT TO DEVELOPERS BECAUSE DEVELOPERS WANT TO COME AND INVESTORS TO KNOW WHERE THEY LIVE. DO WE HAVE HOUSING? INTO A FUTURE HOUSING FOR EMPLOYEES, SO WE COULD POINT THEM TO THAT FEATURE ON OUR WEBSITE. SAY GREAT INFORMATION FOR YOU TO SORT OF PLAN AND UNDERSTAND WHAT THE GROWTH POTENTIAL IS FOR THE MECHANIC COMMUNITY. VERY EXCITED ABOUT THAT STAFF.

AS USUAL. WE HAVE SOME AMAZING STAFF THAT JUST KIND OF GET AFTER IT GRABBED THEIR DATA GEEKS. IF YOU WILL THEY GRAB THE DATA AND THEN FIGURE OUT WHAT TO DO WITH IT. SO THAT'S THE KEYS. TAKE DATA MINE. IT. AND CREATE INFORMATION THAT'S USEFUL FOR FOLKS. AND THEN FINALLY, WE ARE POPULATION ESTIMATE. WE HAVE UPDATED OUR OCTOBER 1 POPULATION ESTIMATE.

WE'RE AT 9 198,062. UP A LITTLE OVER 500 PEOPLE FOR THE MONTH, WHICH IS REMARKABLE IN YOU, AND THAT'S ACTUALLY SLOWED DOWN A LITTLE BIT. BUT THE QUESTION IS WHAT WE HAD 200,000. YET THIS YEAR. IT'S GOING TO CLOSE WILL SEE. IT ALMOST DOESN'T MATTER BECAUSE IT'S ALL GONNA BE RESET WITH THE 2020 CENSUS DATA. THE CENSUS IS COMPLETE. IT WAS COMPLETED ON OCTOBER. 15TH OFFICIALLY REMARKABLY DIFFICULT, CHALLENGING CIRCUMSTANCES FOR CENSUS WORKERS THIS YEAR. NOT ONLY WAS IT BEING FOUGHT IN A PARTISAN BASIS OF BACK AND FORTH IN THE COURTS. YOU HAD SOME HURRICANES THAT WE'RE GOING THROUGH, SAY, HANDSOME FOLKS THAT WERE BEING, UH, DISPATCH TO HELP COUNT IN AREAS AND THEN THEY HAD TO MOVE BECAUSE OF HURRICANES, INCLUDING A TEAM HERE FROM KENNY. OH, AND THEN WE ALSO, UH THEN HAD A PANDEMIC A LITTLE

[00:20:05]

PANDEMIC THEY HAD TO DEAL WITH SO THE CENSUS WAS DELAYED. SO THEY WERE ASKING FOLKS. WHAT WAS THE POPULATION WHO LIVED HERE AS OF APRIL? 1 WELL IN APRIL, 1 THAT SEEMS I GET IT FOREVER AGO. AND OFTENTIMES PEOPLE HAD TO MOVE AND RELOCATE. SO IT WAS AN ENORMOUSLY CHALLENGING CENSUS YEAR, BUT THEY GOT IT DONE AND WHERE THEY'RE MOVING FORWARD NOW, SO OUR CENSUS NUMBERS WILL BE RESET. WITH 2020 NUMBERS, AND I WILL REASON THE ESTIMATES BASED ON THAT. I WILL STAND FOR ANY QUESTIONS. OKAY, PAULA, DON'T QUESTION. I HAVE A COMMENT, THOUGH. I TEACH A CLASS ON PROBLEM SOLVING DECISION MAKING FOR COAL IN COLLEGE. AND LAST NIGHT WITH LINDEN. CINDY'S HELP, I ACTUALLY SHOW THEM THE PRESENTATIONS BY YOUR STAFF AND BY THE WAY TO GROUP REPRESENTATIVES FOR MOVING THE STATUE. AND IT WAS. I THOUGHT, AH, REALLY GOOD EXERCISE IN. HOW DELIBERATIONS ARE REALLY HAPPENING REALLY HAPPENING IN THE CITY OF MCKINNEY? IT'S NOT JUST SOMETHING YOU SEE ON NATIONAL NEWS AND THINGS LIKE THAT. AND EVERYBODY AND EVERYTHING. THE CLASSES, NOT ALL PRESENTATIONS, AND THE WORK WAS EXTREMELY IMPRESSIV AND, UH, IT WAS REALLY GOOD. I HOPE MARY, I'M ALLOWED TO DO THAT. AS ONE OF MY BOSSES. THEY'RE I THINK IT'S GREAT. I'M ALWAYS NERVOUS ABOUT TALKING ABOUT WHAT I DO IT CALL IN COLLEGE TRYING TO MARRY RIGHT? SOUNDS LIKE YOU'RE STILL WITHIN BOUNDARIES, ALL RIGHT. WELL, THANK YOU VERY MUCH. MCKINNEY.

THEY'LL SEE ME SMILING THROUGH MY MASK HAVE TO TAKE IT OFF. THANK YOU FOR THE OPPORTUNITY TO SPEAK ON THE LESSER ROADS WITH THE VISIT MCKINNEY. SO LAST MONTH, I TOLD YOU ALL THAT THE INFLUENCE THAT WE'RE GOING TO BE HERE AND TO WATCH ON INSTAGRAM AND MY BAD WE ACTUALLY I THOUGHT THAT SHE WAS GOING TO BE POSTING THAT WEEKEND, AND SHE ACTUALLY DELAYED HER POSTS TILL JUST A COUPLE OF WEEKS AGO. AND THAT WAS THE MIC EARLY ADVENTURES.

BUT THE COOL THING IS, IS THAT SINCE YOU STARTED DOING HER POSTING, WE'VE HAD 120 NEW FOLLOWERS BECAUSE OF THAT, SO IT'S WORKING, AND WE'RE EXCITED ABOUT THAT. AND IN ADDITION TO THAT TOMB OR INFLUENCERS, HAVE REACHED OUT TO BACK TO SAY THAT THEY WANT TO COME AND LOOK OVER OUR CITY AND ALSO DO THEIR INFLUENCING, SO WE'RE VERY EXCITED ABOUT THAT. ANOTHER THING THAT WE'RE REALLY EXCITED ABOUT IS WE JUST LANDED A FULL PAGE AD WITH THE OXFORD AMERICAN PUBLICATION OUT OF LITTLE ROCK. AND THE REASON WHY THAT WAS SO IMPORTANT IS BECAUSE IT'S WITHIN OUR DR DISTANCE AND RIGHT NOW WE'RE REALLY FOCUSING ON. THAT KIND OF A RADIANCE FOR PEOPLE TO BRING THEIR BUSINESS HERE. COME. IN ADDITION, IT WILL FEATURE SOCIAL MEDIA AND DIGITAL CONTENT, AND IT'LL BE IN THE ANNUAL MUSIC ISSUE, WHICH IS GOING TO HAVE A SECTION FOCUSED ON TEXAS MUSIC, WHICH IS GREAT BECAUSE THAT KIND OF COINCIDES WITH US BEING A MUSIC FRIENDLY CITY. WE ALSO HAVE TARGETED TWO MORE BLOGGERS OR INFLUENCERS THAT WE WILL BE HOSTING THIS YEAR AND THEY ARE REACHING OUR TARGET.

DEMOGRAPHICS OF THE MILLENNIALS WITH CHILDREN AND THEN. TOTAL OPPOSITE THE EMPTY NESTERS. SO WE'RE HOPING TO SEE SOME GOOD RESULTS FROM THAT. SURE YOU GUYS HAVE HEARD, BUT WE WANT A SHIRT AS WELL. THE CITY WE'VE JUST RECEIVED FROM AT NEWS FROM THE THAT WE HAVE BEEN CHOSEN TO HOST THE DIVISION TO FOOTBALL CHAMPIONSHIP THROUGH 2025. SO WE'RE SO READY TO GET THAT GOING? YES EXCITING. AND THEN FINALLY WE WERE FOR THE FIFTH YEAR IN A ROW. WE HAVE BEEN AWARDED AS FROM OUR PEERS. I'M GOING TO READ EXACTLY WHAT IT WAS 2020 CONVENTION, SOUTH READER'S CHOICE AWARD AND VISIT MCKINNEY MCKINNEY HAS BEEN GIVEN THAT DESIGNATION AGAIN, SO WE WERE VERY EXCITED ABOUT THAT. AND THAT IS WHAT I HAVE TO STAND FOR ANY QUESTIONS. I JUST LIKE TO MAKE A COMMENT I WAS FOLLOWING THE MY CURLY ADVENTURES. AND SO I SAW THE POST THE FIRST POST. BUT WHAT WAS GREAT IS THEN SHE JUST SORT OF THROW ANOTHER ONE OUT THERE AND THEN ANOTHER ONE OUT THERE AND SO. AND I GUESS IT'S WHAT INFLUENCERS DO. OBVIOUSLY THEY TIME IT, BUT IT WAS REALLY NICE, BECAUSE WHEN YOU THINK, OH, IT'S JUST ONE. SHE JUST KEPT TALKING AND WAS TAGGING DIFFERENT BUSINESSES. AND SO I THOUGHT IT WAS GREAT. OH, THANK YOU, AND IT'S GREAT TO SEE THAT ISN'T EXACT. I KNOW THAT. I KNOW. YES I KNOW THAT WE SHARE THAT WITH YOU. YEAH. SO THAT'S WONDERFUL. THANK YOU SO MUCH. THE ECONOMIC DEVELOPMENT CORPORATION. THAT REPORT WAS ATTACHED. I WILL MENTION THOUGH, THAT THIS AFTERNOON.

I'M 45 30 THERE. ERIN WARNER HAS ACCEPTED A POSITION IN DENISON. REMEMBER EXACTLY WHAT IT IS DIRECTOR OF MARKETING DIRECTOR OF MARKETING. GREAT OPPORTUNITY FOR HIM AND THERE WILL BE A RECEPTION. UH HONOR, AARON IN THE LOT NEXT TO FILTERED. COFFEE SHOP ON THE

[00:25:10]

OUTSIDE OF THAT IT'S OUTSIDE, SO YOU CAN 45 30. SO IF YOU HAVE A CHANCE TO STOP BY, PLEASE DO. ALL YOU'VE GOT A BIG HOLE TO FILL IN YOUR TEAM THERE. WE ARE. IT WAS AMAZING.

WE HAVE THE LIGHTING THE LIGHT. SOMEONE IS HAVING A FLIPPING THE SWITCH FOR THE LIGHTING OR LINE OF LOUISIANA. YES, THE LIGHTS WILL BE 15. MCKINNIE PARKS AND REC. MORNING. MICHAEL KOWSKI, DIRECTOR OF PARKS AND RECREATION, SO, AS YOU KNOW, WE'RE HOSTING OUR ANNUAL PARK SYSTEM TOUR. ON NOVEMBER 7TH SATURDAY STARTED A T M THIS TIME AROUND AND BE DONE BY 10 30 BECAUSE WE REALIZED THAT VETERAN'S DAY CELEBRATION STARTS AT 11 O'CLOCK. SO ARE.

ABOUT THIS YEAR WILL BE STARTING AT THE SENIOR RECREATION CENTER. GO INSIDE.

TAKE A PEEK AT ALL THE RENOVATIONS TRAVELING COTTONWOOD PARK, WHICH IS ABOUT 90% COMPLETED AND WRAP UP AT OLD SELLERS RECREATION CENTER, SO AS REMINDER WILL PROVIDE OUR HATS AND I WERE BUT BRING RIGHT THE RIGHT SHOES. NO OPEN TOE SHOES, HIGH HEELS, NO SANDALS.

SO PLEASE HELP US OUT WITH THAT REALLY APPRECIATE IT. I AM. BUT THAT MAY ONLY APPEAR THIS AROUND. ALSO STAND FOR ANY QUESTIONS. SO IT'S JUST THOSE THREE SPOTS, RIGHT? CORRECT. I HAVE AMPLE TIME INSIDE THE FACILITY'S WALKED AROUND. YOU KIND OF GO THROUGH IT TO OURS FEELS GOOD, GOOD TIME. I'M 2009 TO 0 UPDATE ON HAVE 1 21. SHANE JORDAN HAD PLANNED TO BE HERE

[Update on HUB 121 (Project #18-05)]

TO DO AN IN PERSON UPDATED THIS MEETING. BUT THERE IS A. DEATH AND HIS FAMILY SO HE WAS NOT ABLE TO JOIN US. HE DID SUBMIT A WRITTEN REPORT, WHICH I SENT OUT TO THE BOARD LAST NIGHT.

ALONG WITH PROGRESS. PHOTOS. UH, IF YOU HAVEN'T BEEN BY. HAVE 1 21 DO MAKE AN EFFORT, TEO SEE THE PROGRESS THAT THEY'RE MAKING STEEL IS GOING UP AND HE SAID THAT THEY'RE REALLY THEY'RE WORKING VERY HARD TO MEET THAT MID JANUARY. HEADLINE. TWO OF THE RESTAURANTS. HAVE THEIR PLANS COMPLETE. HE IS REVIEWING. AND THEN ONCE. HE ENSURES THAT THEY'RE IN COMPLIANCE WILL BE RELEASED TO APPLY FOR PERMITS AND OTHERS ABOUT 75% COMPLETE AND THEN SERENDIPITY LAMPS, WHICH IS THE CO WORKING SPACE PLANS ARE COMPLETED OUT THERE OUT FORBID SO. SOUNDS LIKE THEY'RE MAKING GOOD PROGRESS ON THAT PROJECT. YOU HAVE QUESTIONS THAT YOU WOULD LIKE, RELATE TO HIM? LET ME KNOW AND I'LL PASS THEM ON. 200 91

[President’s Report]

PRESIDENT'S REPORT. THANK YOU, MADAM CHAIR. CONGRATULATIONS. GET TWO OFFICERS. YOU WERE ELECTED TODAY. JUST A COUPLE OF THINGS. BE SURE TO TAKE A LOOK AT THE INFORMATION ATTACHED TO THE AGENDA. HERE'S A RECAP OF THE GRANTS THAT WERE AWARDED IN F Y 20. THERE IS ONE THING THAT'S DIFFERENT. A ZOO RESULT OF THE PROCESS THAT CHANCE MENTIONED GOING THROUGH THE REVIEW OF PROJECTS AND RE APPROPRIATION. WE DID RELEASE THE 4.5 MILLION THAT WAS APPROVED FOR. THE STAR CENTER EXPANSION SINCE THE PROJECT WAS PUT ON HOLD AND WE NEVER EXECUTED AN AGREEMENT FOR THAT, SO THAT THOSE FUNDS WILL GO BACK TO FUND BALANCE. AND IF THAT PROJECT. IS PURSUED IN THE FUTURE. WE'LL JUST GO THROUGH THE REGULAR PROCESS FOR THAT.

PROMOTIONAL GRANTS. APPLICATIONS WILL BE ACCEPTED. NOVEMBER 1ST THROUGH THE 30TH.

MENTIONED LAST MONTH. ALSO BEGINNING IN NOVEMBER, WE WILL BEGIN TO SECURE QUALITY OF LIFE AWARD NOMINATIONS. IT'S NOT CLEAR YET WHAT THE COMMUNITY WARNED CELEBRATION WILL LOOK LIKE SO MORE DETAILS TO COME. REGARDING THAT WHICH IS THE EVENT AND VENUE THAT WE USE NORMALLY TO PRESENT THOSE AWARDS. LINDA SENT AN UPDATE ON EVENTS THAT ARE TAKING PLACE FOR YOUR INFORMATION. I JUST WANTED TO HIGHLIGHT A COUPLE OF THEM THE TURL AXE AND LACROSSE.

TOURNAMENT'S BEGAN LAST WEEKEND. SO THE BOY'S HIGH SCHOOL BOYS PLAYED LAST WEEKEND THIS WEEKEND, 24TH AND 25TH GIRLS WILL PLAY AND THEN. 31ST THROUGH NOVEMBER 1ST YOUNGER BOYS K THROUGH EIGHT WILL BE PLAYING. SO IF YOU GET A CHANCE TO STOP BY THERE, TURN TOURNAMENT. PLEASE DO THAT'S ONE THAT WE SUPPORT WITH A PROMOTIONAL GRANT. MAKE A DIFFERENCE. DAY IS THIS SATURDAY AND THEN SATURDAY EVENIN MCKINNEY COMMUNITY

[00:30:01]

BAND IS HOSTING A VIRTUAL CONCERT AGAIN. THAT'S ONE THAT WE'VE SUPPORTED WITH PROMOTIONAL GRANT FUNDS. THE ADOPT A SPOT TRAINING FOR CDC IS SHOULD BE ON YOUR CALENDARS.

IT'S ZOOM TRAINING FOR NEXT TUESDAY. IT'S ABOUT A 30 MINUTE TRAINING AND THEN THE DATE THAT'S BEEN SCHEDULED FOR THAT CLEANUP AT BODY WINK IS NOVEMBER 14TH. AND THEN THE LAST THING I HAVE, UM, YOU MAY HAVE SEEN AN ANNOUNCEMENT HEARD CRAIG. HOUSE MCKINNEY GARDEN CLUB AND HUGS GREENHOUSE HAVE FORMED A PARTNERSHIP. TIO TAKE CARE OF THE PLANTINGS AND MAINTENANCE AT KATE'S GARDEN AND HEARD CRANK HOUSE AND I. JUST WANTED TO GIVE A SHOUT OUT TO THEM BECAUSE I THINK IT'S A GREAT EXAMPLE OF COLLABORATION AND WORKING IN PARTNERSHIP IN THE CITY. SO I WANTED TO MAKE SURE THAT YOU ALL WERE WHERE OF THAT, AND I'M HAPPY TO STANDPOINT QUESTIONS. TO COMMENT. I WAS I WENT TO THE TOWER LACKS IN TOURNAMENT ON SATURDAY, IT WAS PACKED. IT'S HOT LIKE I WAS. I WAS SURPRISED. I'M SURPRISED, BUT I'M HAPPY. AND I WANT TO MENTION THAT SEVERAL OF US TO GO TO THE HUGS, RIBBON CUTTING.

AND. JUST A GREAT THING WHAT THEY'RE DOING, AND I'M GLAD TO THINK THAT THEY'RE PARTNERING WITH OTHERS. THEY'RE ALREADY PARTNERING WITH TURNING FALLS THEIR COLOR AND THEY PARTNER WITH BAYLOR, MAYBE THEIR COLOR TWICE A YEAR, SO IT'S A REALLY GOOD OPPORTUNITY HE'S GOT. THE BOY'S RIGHT NOW ON STAFF AND THREE MORE APPLICATIONS, SO THE MORE HE GROWS, THE MORE. THOSE GUYS HE CAN EMPLOY. HE'S GOT SOME EXTRA LAND OUT THERE THAT THEY'RE LOOKING AT WHAT THEY DO. REALLY, REALLY A NICE EVENT TO GET TO SEE HANDS ON. WHAT? WHAT? ALL THEY'RE DOING WHERE THEY'RE GOING WITH THAT? REALLY WANNA ANSWER THAT. THEY'RE ALSO DOING THEIR POINTS AT US, SO THEY'RE TAKEN ORDERS FOR THEIR POINT STATUS. SO IT'S. GETTING CLOSE TO HOLIDAY TIME.

ENCOURAGE EVERYONE YOU CAN ORDER ONLINE AS WELL WITH HOOKS CAFE IN THE GREENHOUSE. THINK THEY'RE GONNA MAYBE EVEN HAVE SOME OF THEM. FIRST WEEKEND IN DECEMBER AT IT THE FARMER'S MARKET TO THINK THEY'RE GONNA TRY IT IF THEY HAVE ANY LEFT. I GUESS IF WE'RE ALREADY ILL SPOKEN FOR WHICH WOULD BE A GREAT THING, THEY'RE GOING TO TRY TO HAVE SOME OUT THERE TOO.

SO. THAT'S IT WHEN ON TO ADAM TO 009 T OUR FAVORITE TIME OF YEAR TRAINING ON TOP OF

[Training on Type B Corporate Requirements: Type B Permissible Projects and Related Issues]

DEPARTMENT HAPPY FROM MRS PROJECTS AND RELATED ISSUES. GOOD MORNING. I KNOW EVERYBODY HAD THIS START ON THE AGENDA, SO I'M GONNA GO AS QUICK AS POSSIBLE. JEFF MORE THIS. WELL THE SEVEN OF US ALREADY GOT TOGETHER IN A PRIVATE MEETING AND OVER, YOU CAN YOU STEP OUT ON THIS ONE? I SAY IN ALL HONESTY, I THINK THAT PERMISSIBLE PROJECTS IS EXTREMELY IMPORTANT FOR WHAT WE DO WHEN I'M OUT IN THE COMMUNITY, TALKING TO PEOPLE UNDERSTANDING WHAT WE CAN FUND. IS THE NUMBER ONE ISSUE THAT I HAVE ON DSO. I UNDERSTAND THAT WE DON'T LOVE TRAINING. I GET IT, BUT I HAD THANKFUL THAT YOU'RE HERE AND I WANT TO FOCUS PARTICULARLY ON THE PERMISSIBLE PROJECTS BECAUSE I NEED THAT DRILLED INTO ME. THANK YOU. I MEAN, THE NUMBER OF YEARS AGO I WAS AT THE ATTORNEY GENERAL'S OFFICE AND THAT'S WHERE I KIND OF GOT ROPED INTO THE SALES TAX. WHEN I WAS DOWN IN AUSTIN AND. OUR OFFICE USED TO GET A LOT OF CALLS. AND WHAT CAN WE SPEND THE MONEY ON TYPE A TYPE B AND BECAUSE YOU KNOW, THIS WAS A MISCONCEPTION OUT THERE. THAT'S JUST A PART OF MONEY. YOU APPLY YOU GET IT. AND SO THE LEGISLATURE A NUMBER OF YEARS AGO, THIS BACK IN 2000 WON. THERE WAS A PUSH TO PUT A CRIMINAL PENALTIES INTO THE STATUE THERE. THERE'S A MISS USES OF THE SALES TAX AND THERE WAS A PUSH TO PUTTING CRIMINAL PENALTIES AND THE CHAIR OF THE ECONOMIC DEVELOPMENT COMMITTEE AT THE TIME. SAID, NOT PENALTIES. LET'S DO TRAINING, SO THEY PASSED A BILL THAT SAID, HEY, YOU GET CERTAIN OFFICIALS HAVE TO GET TRAINED EVERY TWO YEARS. I WAS AT THE ATTORNEY GENERAL'S OFFICE THEN I HAD HELPED COME UP WITH THE TRAINING WITH THE AT THE TIME THE TEXAS DEPARTMENT OF ECONOMIC DEVELOPMENT AND WITH THE COMPTROLLER'S OFFICE. AND SO I'M STILL DOING THAT TRAINING AROUND THE STATE WE DO AND RIGHT NOW IT'S VIRTUAL BIT.

YOU KNOW, WE DO ABOUT SIX TRAININGS A YEAR. JUST ON WHAT? WHAT CAN YOU SPEND THE MONEY ON BECAUSE. PART OF IT IS, YOU KNOW, LEGISLATURE IS ALWAYS CHANGING IT TO AND SO IT IT COMES BECOMES CONFUSING. AND THEN THERE'S BRACKETED BILLS WERE YOU KNOW CITY LESSON? 20,000 POPULATION. KHUN DO THIS, AND. AND SO IT IS VERY CONFUSING. AND SO I APPRECIATE THE COMMENTS. I'M GONNA GO QUICK AS I CAN. SO I KNOW THIS IS YOUR FAVORITE ITEM ON THE AGENDA AND SO BUT IF YOU GOT QUESTIONS, YOU COME HERE TO ANSWER HIM. THE FIRST PART IS

[00:35:04]

KIND OF THE PROCEDURAL STUFF. THE LAST PART IS WHAT CAN YOU SPEND THE MONEY ON AND THE MORE SAFE? I NEED TO POINT THIS AT THE COMPUTER. S OH, YEAH, IT'S DEDICATED SALES TAX CAN ONLY BE SPENT FOR DEDICATED REASONS OR THERE'S A PROCEDURE. THAT THE M CDC HAS TO GO THROUGH. THAT IS DIFFERENT THAN WHAT THE TYPE HAS TO GO THROUGH. THE CDC AND THAT GENERALLY HAVE TO CONDUCT PUBLIC HEARINGS ON PROJECTS JUST, YOU KNOW, ONE PUBLIC HEARING. PROCEDURALLY GET APPROVAL OF CITY COUNCIL FOR ANY EXPENDITURE LOT OF TIMES THAT IS DONE THROUGH THE BUDGET.

YOU KNOW YOU GET YOU KNOW, SEPTEMBER OCTOBER, YOU GET A WHOLE LINE ITEM LIST OF ITEMS THAT ARE ON THE BUDGET. CITY COUNCIL APPROVES IT THEN THEN YOU'RE OFTEN RUNNING. THERE'S SOME OTHER PROCEDURES. WE GOTTA PUBLISH NOTICE OF THE PROJECT. WE HAVE TO WAIT 60 DAYS BEFORE WE FUND THE PROJECT, AND THIS WAS WRITTEN LONG AGO FOR THE CITY OF ARLINGTON AND THE BALLPARK IN ARLINGTON GETS WHAT'S IT CALLED NOW? GLOBE LIFE FIELD, PART ONE OF THEM.

THAT THAT WAS THE FIRST TYPE B PROJECT FOR CITY OF ARLINGTON. SO THEY PUT THESE PROCEDURES THAN THAT GOT PUBLISHED. NOTICE GOT WAIT. 60 DAYS PUBLIC AND GET A PETITION TOGETHER TO OBJECT TO THE PROJECT IF THEY GET A PETITION. GONNA PUT A VOTE OF THE VOTERS AT A UNIFORM ELECTION DATES ALL THESE PROCESSES. THEY'RE STILL IN THERE. AND SO THAT'S PROCEDURALLY. KIND OF WHAT WE HAVE, TIO. FOLLOW FOR PROJECTS. YOU KNOW, DO YOU HAVE TO PUBLISH NOTICE? AND HERE, IT SAYS WHEN MUST A TYPE B CORPORATION'S PUBLISHED NOTICE AND GET IT PUBLISHED NOTICE FOR ALL PROJECTS JUST WE HAVE TO GET IN THE PAPER. AND THEN THAT KIND OF JUST STARTS THAT THE TIME FROM WHEN A. YOU KNOW, VOTERS CAN GET A PETITION TOGETHER TO OBJECT TO THE PROJECT. THAT PETITION WOULD REQUIRE A SIGNATURE BY 10% OR MORE OF THE REGISTERED VOTERS TO GET THAT PUT ON A BALLOT. NOW, THIS QUESTION, CAN YOU M CDC JUST GIFT OR GRANT TYPE B PROCEEDS TO A BUSINESS BUSINESS COMES TO YOU? THEY ASKED FOR SOME ASSISTANCE. CAN YOU JUST GIVE HIM THE MON THE ANSWER IS NO. YOU GOTTA HAVE AH, PERFORMANCE AGREEMENT WAY RIGHT THOSE UP AND CINDY WRITES THOSE UP AND THERE'S ONLY CERTAIN THINGS THAT HAVE TO BE IN IT. JUST THE CAPITAL INVESTMENT MADE JOBS CREATED TO RETAIN.

THEN THE PENALTY IF YOU KNOW, THEY SAY THEY'RE GOING TO CREATE 10 JOBS, THEY CREATE TWO AS A BOARD. YOU GET TO DECIDE WHAT THE PENALTY IS, BUT, YOU KNOW, THERE SHOULD BE SOME SORT OF PENALTY WITH WITHIN THAT DOCUMENT. WHO ADMINISTERS THE SALES TAX, BECAUSE. YOU ALL ARE A NON PROFIT CORPORATION ON YOUR THE BOARD OVERSEEING THE NONPROFIT CORPORATION. YOU'RE TIED TO THE CITY, SO YOU HAVE TO HAVE AH, BORDER DIRECTORS OF THE NONPROFIT. ON THEN CITY COUNCIL RETAINS IT SAYS CITY COUNCIL WILL PROVE ALL EXPENDITURE SO CITY COUNCIL RETAINS THE AUTHORITY TO PROVE THE EXPENDITURES OF THE M. C. D. C. AND THAT'S KIND OF NEXT QUESTION HERE TO CITY COUNCIL HAVE TO PROVE EXPENDITURES. YES, THEY GET TO PROVE ALL EXPENDITURES AND AT THES TRAINING SEMINARS THAT WE DO WE PROBABLY MORE QUESTIONS ON THIS SLIDE RIGHT HERE. IN THAT IT DOESN'T SAY WHEN YOU KNOW IS THAT. YOU KNOW YOU WANT TO BUY FOR SMALLER COMMUNITY YOU WANT BUY A BOX OF PENCILS IS AN AGENDA ITEM FOR THE CITY COUNCIL COULD CITY COUNCIL, YOU KNOW, JUST APPROVE EVERYTHING VIA THE BUDGET. AND, YEAH, I THINK THEY CAN. BUT THE STATUTE THAT SECOND BULLET POINT IS ALL THAT STATE LAW SAYS THAT CITY COUNCIL GETS TO PROVE ALL EXPENDITURES. IT DOESN'T SAY WHEN OR HOW A BIT, YOU KNOW A LOT OF THAT GETS DONE DURING THE BUDGET AND LAST BULLET POINT JUST SAYS YOU, YOU ALSO GET TO SPEND MONEY FOR ADVERTISING OR PROMOTION. CITY COUNCIL GETS TO PROVE THOSE THOSE EXPENDITURES AS WELL. WHERE THOSE HOW IS THAT HAPPENING AT THE CITY COUNCIL MEETING OR THESE, LIKE THE CONSENT ITEMS THAT. LIKE IS EVERYTHING WE DO PART OF THE CONSENT ITEMS, EXCEPT FOR THE LARGE ONES. SO MANY OF OUR. EXPENSES ARE INCLUDED IN THE BUDGET LIKE THE MONEY FOR THE PROMOTIONAL GRANTS IN THE DISCRETIONARY PROJECT GRANTS, BUT. BASED ON THIS LAW, AND THEN ALSO OUR BYLAWS. ANY PROJECT THAT IS AN ECONOMIC DEVELOPMENT PROJECT GOES TO COUNCIL AND IN ADDITION, WE HAVE A PUBLIC HEARING ON IT AND THEN COUNSEL HAS A PUBLIC HEARING ON IT AS WELL. SAHN EXAMPLE WOULD BE DISTRICT 1 21 THAT THEY HAVE A VOTE ON CITY COUNCIL, RIGHT, BUT AT THE DISCRETIONARY PROJECTS WHO.

THEY HAVE APPROVED THOSE BY VIRTUE OF APPROVING OUR BUDGET. OH, YEAH, A LOT OF IT GETS TAKEN CARE OF DURING THE BUDGET, AND YOU KNOW FOR A LOT OF THE SAME MINIMUS, BUT YOU KNOW, THERE'S A LOT OF PROJECTS THAT YOU KNOW, COUNSEL HAS ENOUGH FROM THEIR AGENDA TO GET THAT DONE DURING DURING THE BUDGET, AND BUT OBVIOUSLY YOU MAY HAVE. AH. DEVELOPER COMPANY IN THE MIDDLE OF THE YEAR. YOU KNOW SOME PROJECT NOT AWARE OF AND WASN'T BUDGETED. SO YOU KNOW THAT BE AN ITEM THAT YOU WOULD NORMALLY TAKE TO CITY COUNCIL. NOW THE CITY COUNCIL POINT THE

[00:40:04]

BOARD MEMBERS. YES. THE BOARD CONSISTS OF SEVEN DIRECTORS. STATE LAW PROVIDES FOR MCKINNEY'S POPULATION. GABBY, A RESIDENT OF THE CITY. IT ALSO SAYS THAT NO STATE LAW PROVIDES CITY COUNCIL CAN, YOU KNOW REMOVED WITH OR WITHOUT CAUSE? HOW LONG DID YOU SERVE AS A BOARD MEMBER? IT'S TWO YEARS. IT'S TWO YEAR TERMS. NOW THE BYLAWS PROVIDE THAT YOU HAVE A TERM LIMIT OF 32 YEAR TERMS ON ON THAT ON DATS PROVIDED BY THE BYLAWS. NOW YOU JUST WENT THROUGH THIS, YOU KNOW, JUST JUST VERY TIMELY COUNCIL POINTS. THE BOARD WHO SELECTS THE OFFICERS WILL YOU DO AND I GUESS I COULD SKIP THAT SLIDE BECAUSE YOU JUST DID IT. YOU DID VERY WELL, TOO WAS VERY QUICK AND. SO, YEAH, THAT'S WHEN WE HAVEN'T HAD THE MAIL IN BALLOTS. NOT YET. UM, HOW LONG DO YOU SERVICE OFFICER? I MEAN, IT'S TWO YEARS AS A BOARD MEMBER OFFICERS. IT'S ONE YEAR AND THAT'S VERY TYPICAL ACROSS THE STATE THAT NO STATE LAW PROVIDES THAT IT COULD BE ARGUABLY UP TO THREE. BUT IT'S BASED ON WHAT YOUR ARTICLES INC WITH WHICH YOU'RE NOW CALLED CERTIFICATE FORMATION OR BY LAWS PROVIDE AND OUR BYLAWS PROVIDE FOR ONE YEAR TERM. WHAT'S A WARM FOR MATING? IT'S FOUR YOU GET FOUR OF THE SEVEN IS REQUIRED TO START THE MEETING. THE SUBJECT. THE OPEN MEETINGS ACT YES, ARE SUBJECT TO PUBLIC INFORMATION ACT. YES AND, YOU KNOW A CZ ATTORNEY IF WE GET THOSE REQUESTS, AND YOU KNOW I WOULD DEAL WITH THOSE. CAN THE CDC AMEND ITS BYLAWS YET YOU CAN AMEND YOUR BYLAWS, BUT IT CAN'T CONFLICT WITH CERTIFICATE FORMATION. IT CAN'T CANNOT CONFLICT WITH STATE LAW.

CITY COUNCIL GETS TO APPROVE ANY BYLAW AMENDMENTS AND STATE LAW PROVIDES THAT THEY WOULD HAVE TO APPROVE MY RESOLUTION TOE PROVE ANY BYLAW AMENDMENTS. NOW THIS ECONOMIC DEVELOPMENT REPORT. I MEAN THE LEGISLATURE'S ALWAYS CHANGING STUFF AND REALLY THIS PAST SESSION AND SAY PAST 20. IT WAS SO LONG AGO. 2020 19 THAT THEY MADE VERY FEW CHANGES. ONE IS WE HAVE TO DO AN ANNUAL REPORT TO THE STATE COMPTROLLER'S OFFICE. USUALLY THAT WAS DUE FEBRUARY. 1ST. THEY NOW MOVE THAT APRIL 1ST. OF EACH YEAR. IT'S A ONE PAGE REPORT. UM, I THINK IT'S A $200 PENALTY FOR FAILURE TO FILE THE COMPTROLLER'S NEVER. IN THE HISTORY OF THE SALES TAX IMPOSED THAT PENALTY. THAT'S AN OLD FORM. I THINK MOST OF THIS IS DONE ELECTRONICALLY ON THE COMPTROLLER'S WEB SITE, BUT THERE IS THERE IS THAT SORT OF AH REPORTING REQUIREMENTS. SO HERE'S HERE'S THE PART. THAT WAS THE FUN PART ON WHAT YOU CAN SPEND MONEY ON IT AGAIN. THERE'S A. THERE'S A NUMBER OF STATUTES AND KIND OF GOING THROUGH THE STATUTES. I THINK THESE ARE THE ONES THAT ARE APPLICABLE FOR Y'ALL. AND SO I KNOW THAT YOU KNOW, I GET CALLS FROM E. T. C SAID, WELL, THIS CITY DID THAT. AND WHY CAN'T WE DO THAT? AND. WHAT TIME'S IT DUE TO THE BRACKETED BILL, OR THAT A STATUTE ALLOWS ESPECIALLY CITIES UNDER 20,000 POPULATION, THEY HAVE A BROADER AUTHORITY. SO THERE IS THERE IS DIFFERENCE BETWEEN COMMUNITIES ON WHAT YOU CAN SPEND THE MONEY ON. THIS FIRST STATUTE IS AND THIS IS A GUEST TO TRADITIONAL THAT ONE OF THE FIRST STATUE FOR YOU KNOW THE DEFINITION OF PROJECT. AND IT'S APPLICABLE TO THE CDC AND THE Y'ALL THAT BASICALLY IT'S FOR PRIMARY JOB EMPLOYERS, AND THIS IS USUALLY HEAVY INDUSTRY IS GOING TO MANUFACTURING INDUSTRIAL WAREHOUSE SORT OF USES. THAT SEE IF I GOT A POINTER HERE. I KNOW HOW TO USE IT. THAT'S VERY DIM IS LAND BUILDINGS, EQUIPMENT. FACILITIES AND I THINK I'M LOSING IT EXPENDITURES TARGETED INFRASTRUCTURE THAT YOU CAN. THANK YOU THAT RIPS THAT YOU CAN LET ME GO BACK HERE. YOU PROVIDE A LOT OF ASSISTANCE, LAND BUILDINGS, EQUIPMENT FACILITIES EXPENDITURES IF IT'S A PRIMARY JOB, EMPLOYER, AND THEN IT HAS TO BE TIED TO ONE OF THESE CATEGORIES. MANUFACTURING INDUSTRIAL FACILITIES, RESEARCH AND DEVELOPMENT FACILITIES. THERE'S A STAR NEXT TO THAT, BECAUSE I SEE THAT A LOT OF PROJECTS ARE DONE UNDER THAT STATUTE. HERE'S SOME MORE CATEGORIES THAT CAN FIT UNDER THAT STATUTE, I WOULD SAY LIKE A REGIONAL OR NATIONAL CORPORATE HEADQUARTERS. PRIMARY JOB TRAINING FACILITIES FOR INSTITUTIONS OF HIGHER ED DISTRIBUTION CENTERS. AND SO THAT'S A THIS STATUTE GETS A LOT OF USE UNDER UNDER THE ACROSS THE STATE FOR TYPE A'S AND TIGHT BEES. NOW THAT STATUTE SAYS IT HAS TO CREATOR CREATE A RETAIN A PRIMARY JOB. THAT IS DEFINED IN THE STATUTE AS WELL. IT HAS TO MEET ONE OF THESE NORTH AMERICAN INDUSTRIAL CLASSIFICATIONS SECTOR CODES.

THESE ARE VERY BROAD CATEGORIES IN THE MIDDLE. THERE'S MANUFACTURING AND LITERALLY,

[00:45:02]

THERE'S THOUSANDS OF SECTOR CODES. FOR MANUFACTURING MEOWS AT A MANUFACTURING AUTOMOBILE COMPUTER, SO ON AND SO FORTH. AND SO THAT FIRST STATUTE. THAT I HAD UP THERE HAS TO CREATE A RETAIN ONE OF THOSE JOBS AND MEET ONE OF THOSE CATEGORIES THAT WERE REALLY DRILLING DOWN INTO THIS PIT. SO THAT GIVES YOU AN IDEA HOW. DETAIL THAT WE HAVE TO GET AND FIGURING OUT WHEN WE DO THIS PROJECT OR NOT, AND SO THERE'S UM YEAH, JUST A LOT OF. DETAILED TIO. I WOULD ADD AT THE BOTTOM. I ALWAYS POINT THESE OUT THE TRAINING SEMINARS, CORRECTION CORRECTIONAL INSTITUTIONS. BECAUSE IF I GO BACK, IT'S THE PRIMARY JOB IS TO FIND ME. YOU HAVE TO. EXPORTS SOMETHING REGIONALLY STATEWIDE, NATIONALLY OR INTERNATIONALLY, SO YOU'RE EXPORTING SOMETHING. BUT CORRECTIONAL INSTITUTIONS FIT AND SO I DON'T KNOW WHAT THEY'RE EXPORTING. SAME MESQUITE MESQUITE SEMINAR. THINK 34 YEARS AGO. SOMEBODY RAISED THEIR HANDS THAT HEY, JEFF, THEY'RE EXPORTING JUSTICE. AND SO I THINK THAT CAN WORK. TECHNICALLY, THE LAWYER AND MAY READING THAT STATUTE SAYS THEY SHOULD BE EXPORTING SOMETHING AND MEET ONE OF THESE SECTOR CODES. SO THAT'S THE DETAIL THAT GOES INTO THAT. THIS STATUTE HERE YOU'LL HAVE DONE A LOT OF PROJECTS UNDER AA AND ACROSS THE STATE. LOT OF NBC'S DO PROJECTS, CDC CAN DO DO A PROJECT UNDER THE STATUTE AS WELL. IT SAYS YOU CAN MAKE EXPENDITURES FOUND BY THE BOARD TO BE REQUIRED ARE SUITABLE FOR INFRASTRUCTURE NECESSARY TO PROMOTE OR DEVELOP NEW OR EXPANDED BUSINESS ENTERPRISE.

SO IT HAS TO PROMOTE NEW BUSINESS, EXPAND EXISTING BUSINESS. AND IF IT DOES THAT, THEN IT SAYS, LIMITED TO, SO THERE'S WORDS OF LIMITATION. YOU COULD DO STREETS AND ROADS, RAIL SPURS WATER, SEWER ELECTRIC DRAINAGE BEACH REMEDIATION ON THE GULF OF MEXICO. MAYBE A LITTLE HARD HERE, BUT, UM, BUT THAT IS A LIST OF INFRASTRUCTURE, BUT IT HAS TO PROMOTE A NEW BUSINESS OR EXPAND AN EXISTING BUSINESS. AND SO THAT'S THE LIMITATION.

AND IT IS, YOU KNOW, JUST GIVE YOU A LIMIT ON THE INFRASTRUCTURE. THEN IT DOES SAY SIDE IMPROVEMENTS AND RELATED IMPROVEMENTS. SO AS AN ATTORNEY, I CAN WORK WITH RELATED IMPROVEMENTS. THAT'S IF IT'S RELATED TO THAT LAUNDRY LIST. THERE. I THINK YOU CAN FIT BUT AGAIN, THEY ASKED. YOU KNOW, PROMOTE A NEW BUSINESS, EXPANDING EXISTING BUSINESS.

MASS TRANSIT NUMBER YEARS AGO, SENATOR FLORENCE SHAPIRO GET THIS ADDED TO THE STATUTE THAT BASICALLY SAYS THAT YOU CAN HELP WITH THE DEVELOPMENT IMPROVEMENT EXPANSION, MAINTENANCE OF FACILITIES. FOR THE OPERATION COMMUTER RAIL LIKE REAL MOTOR BUSES AND EDIE SEE OR Y'ALL M CDC, EITHER. ONE OF YOU COULD ASSIST WITH WITH THAT TYPE OF PROJECT. THIS NEXT CATEGORY HAS A STAR NEXT TO IT BECAUSE IT GETS A LOT OF USE. THIS WAS ORIGINALLY WRITTEN FOR THE CITY OF ARLINGTON AND THE BALLPARK IN ARLINGTON. AND THIS IS WHERE THEY DID THE AH.

GLOBAL I FIELD OR THE BALLPARK IN ARLINGTON. WE'RE GOING TO PROFESSIONAL AMATEUR SPORTS, INCLUDING CHILDREN, SPORTS ATHLETIC ENTERTAINMENT TOURIST CONVENTION IN PUBLIC PARKS, SO THAT THIS IS THE STATUTE, WERE YOU. YOU ASSIST WITH PUBLIC PARKS, AND THEN IT GETS KIND OF A LAUNDRY LIST OF THE TYPE OF IMPROVEMENTS YOU COULD ASSIST WITH. BUT IT DOES SAY YOU COULD PROVIDE AT THE VERY TOP. YOU COULD PROVIDE LAND BUILDINGS, EQUIPMENT FACILITIES AND IMPROVEMENTS. SO THAT'S THAT'S WHERE YOU DO A LOT OF ASSISTANCE WITH THE PUBLIC PARKS. AFFORDABLE HOUSING. THIS IS THE ONE AREA YOU CAN ASSIST WITH RESIDENTIAL AND ITS LIMITED OF AFFORDABLE HOUSING. ON DSO, YOU OCCASIONALLY GET QUESTIONS. CAN WE HELP THIS DEVELOPER WITH JUST YOUR TRADITIONAL RESIDENTIAL? CAN'T DO IT IN AND LEGISLATURE HAS HEARD THAT OVER THE YEARS THAT COMMITTEE COMMITTEE HEARINGS AND THEY'VE JUST LIMITED TO AFFORDABLE HOUSING THAT, YOU KNOW, AND IT'S JUST FOR TIGHT BEATS ONLY TYPE B. CAN ASSIST WITH THE AFFORDABLE HOUSING PROJECTS. WATER SUPPLY FACILITIES, WATER CONSERVATION PROGRAMS. THIS IS A STATUE YOU COULD HELP WITH. THISS WAS WRITTEN A NUMBER OF YEARS AGO FOR SAN ANGELO TO HELP WITH A SORT OF PROJECT. I JUST HAD A LAKE. IT REQUIRES VOTER APPROVAL IF YOU WANTED TO DO THIS TYPE OF PROJECT. AT THE VERY BOTTOM. WE NOTE THAT THERE'S BALLOT WARNING THAT YOU'D HAVE TO PUT THIS TO A VOTE OF VOTERS AT A UNIFORM ELECTION DAY TO DO THAT TYPE OF PROJECT. 505.155 THIS THIS ANOTHER PROVISION. THAT GETS SOME YEARS AGO. THEY GOT. UH SOME LIMITATIONS PUT IN NUMBER YEARS AGO BECAUSE IT SAYS IT SAYS IT HAS TO CREATE A RETAIN PRIMARY JOBS SO YOU COULD PROVIDE LAND BUILDINGS, EQUIPMENT FACILITIES AND IMPROVEMENTS. THE PROMOTER, DEVELOP NEW YORK EXPANDED

[00:50:01]

BUSINESS ENTERPRISE THAT CREATE OR RETAIN A PRIMARY JOB, SO IT'S GOING TO CREATE A RETAIN A MANUFACTURER IN DUST. YOU KNOW, SOME SORT OF A WAREHOUSE. MAYBE A NATIONAL CORPORATE HEADQUARTERS OR MAYBE A CORRECTIONAL INSTITUTION. IF IT'S GOING TO DO THAT, THEN IT SAYS YOU COULD PROVIDE LIKE A PUBLIC SAFETY FACILITY. AND THAT'S WHERE SOME COMMUNITIES HAVE DONE A FIRE STATION NEXT TO A MANUFACTURER. BECAUSE THAT'S GOING TO CREATE A RETAIN THAT PRIMARY JOB EMPLOYER, BUT YOU HAD COMMUNITIES WHERE THEY SAY THEY WON'T PUT THAT FIRE STATION, THE RESIDENTIAL SUBDIVISION. I DON'T THINK THAT'S A GOOD FIT HAS TO YOU HAVE TO SHOW IT'S GONNA CREATE A RETAIN THE PRIMARY JOB, AND SO. AND YOU KNOW, IN AN INDUSTRIAL AREA ZONED AREA COMMERCIAL LEASE OUT AREA WHERE IT'S GOING TO CREATE A RETAIN THAT PRIMARY JOB THAT MAY BE A BETTER FIT. AND SO THAT'S THE DIFFERENT STATUTES THAT YOU CAN LOOK TO FUND PROJECTS. NOW AGAIN, I MENTION THERE'S AN APPROVAL PROCESS. THIS FIRST STATUTE JUST SAYS. USE THE TERM AUTHORIZING UNIT. THAT'S THAT CITY COUNCIL. THAT CITY COUNCIL, YOU KNOW, GETS TO PROVE ALL PROGRAMS AND EXPENDITURES OF THE CORPORATION. YOU KNOW, THE STATUTE HERE BASICALLY SAYS THAT YOU HAVE TO HOLD AT LEAST ONE PUBLIC HEARING ON ON A PROJECT. THIS NEXT STATUTE, AND IT'S NOT THE BEST WARDED. BET IT SAYS YOU HAVE TO PUBLISH NOTICE OF PROJECT. YOU GOTTA WAIT 60 DAYS BEFORE YOU FUND IT ON DSO. THAT'S AH KIND OF PROCEDURALLY WHAT WE HAVE TO WALK THROUGH. SO THIS KIND OF GIVES YOU THE PROCEDURAL STEPS AND. AND SOME OF THESE COULD BE TAKEN OUT OF ORDER. YOU KNOW, IF YOU IF YOU PUT EVERYTHING IN THE BUDGET CITY COUNCIL APPROVES THE BUDGET, OBVIOUSLY, THAT'S GONNA TAKE AWAY YOU KNOW, MAYBE 45 AND SIX THERE, BUT GENERALLY, YOU KNOW, SOMETHING COMES UP IN THE MIDDLE OF THE YEAR. YOU MIGHT WANT TO PUBLISH NOTICE OF PROJECT YOU KNOW, YOU'LL HAVE AN AGENDA. 72 HOURS NOTICE, GIVEN THE OPEN MEETINGS ACT. HOLD THE PUBLIC HEARING VOTED UP OR DOWN, AND THEN YOU GET IT OVER THE CITY COUNCIL FOR THEIR APPROVAL IS WELL. SO THAT'S PROJECTS. ADVERTISING PROMOTION. YOU GET TO SPEND UP TO 10% OF YOUR REVENUE A YEAR ON ADVERTISING OR A PROMOTION. A NUMBER OF YEARS AGO, THERE WAS AN ATTORNEY GENERAL OPINION THAT DEALT WITH THIS ISSUE AND. THEY SAID, WELL, WHAT'S WHAT'S PROMOTIONAL PURPOSES THAT THE STATUTE DID NOT DEFY PROMOTIONAL PURPOSE. AND SO THAT YOU KNOW, THE G LOOKED AT THAT ISSUE AND JUST SAID HEY, IT SHOULD BE ANYTHING THAT PUBLICIZES THERE ADVERTISES THE CITY FOR BUSINESS DEVELOPMENT. SO, YOU KNOW, LESLIE OCTOBERFEST. YOU GONNA ADVERTISE EVERY IS GOING TO COME DOWN TO THE SQUARE. YOU KNOW THEY'RE GOING TO SHOP.

THAT THAT COULD BE A PUBLICIZES AIR ADVERTISES THE CITY FOR BUSINESS DEVELOPMENT THAT CAN FIT AND SO IT'S YOU KNOW, NOT DEFY, BUT YOU'VE GOT LATITUDE ON IS GOING TO PUBLICIZE HER ADVERTISING CITY, AND IF IT DOES. FOR BUSINESS DEVELOPMENT THAN YOU CAN SPEND FOR THAT.

YOU KNOW THAT PROMOTIONAL ACTIVITY THAT'S SEPARATE FROM THE PROMOTIONAL GRANT PROJECT KNOW NOW THAT THE 10% FOR PURPOSES THE PROMOTION AND THAT THAT'S THE PROMOTIONAL BRANDS B M S. OH YEAH, WE DO HAVE A LIMIT OF 10% OF THE ANNUAL REVENUES PER YEAR NOW. ONE OF THE QUESTIONS AND THE ATTORNEY GENERAL OPINION WAS. IT'S LIKE THE IRE IRIS CARRY OVER PROVISIONS AND I'M NOT A TAX LAWYER. BUT THEY SO WHAT IF YOU'RE ONE? WE DIDN'T SPEND ANYTHING. AND THEN HERE TOO. IT WILL SAY YOU'RE TOO. WE DON'T SPEND ANYTHING ON PROMOTION IN YEAR THREE. CAN WE SPEND 30? AND THE A G SAID NO. IT'S AN ANNUAL LIMITATION OF 10% PER YEAR. BUT THAT'S NOT TO SAY, YOU KNOW, YOU JUST FINISHED UP THIS BUDGET. LET'S SAYYOU ALLOCATED 10% LAST YEAR, WHICH I PRESUME WE HAD OR SOMEWHERE NEAR 10. MAYBE WE DIDN'T SPEND LIKE 1% BECAUSE WE THE BUSINESS SUPPORT GRANTS. WE DID A BUDGET AMENDMENT TO GET IT UP TO THE 10% OF THAT INCLUDES. IT'S NOT JUST PROMOTIONAL. AND SO, YEAH, WE MAY HAVE NOT HAVE EXPENDED THAT WHOLE 10% LET'S LIGHT HIS PAST FISCAL YEAR. THE G SAID. WELL, YET YOU CAN ALLOCATE A NEW 10% FOR NEXT YEAR FOR THIS CURRENT FISCAL YEAR, AND YOU CAN ROLL OVER THAT UNEXPENDED MONIES FROM THE PREVIOUS FISCAL YEAR FOR SOUP. IN SOME INSTANCES, YOU MAY SPEND MORE THAN 10, BUT THAT'S DUE TO ROLL OVER OF PREVIOUS FISCAL YEARS. SO THERE IS THAT ABILITY TO SPEND MORE THAN 10. I'M SORRY. I DIDN'T FOLLOW THAT. I THOUGHT YOU JUST GOT FINISHED TELLING US THAT THE RULED YOU CAN'T ROLL OVER. YOU CAN'T ROLL OVER THAT UNEXPENDED FROM PRIOR YEAR.

LET'S SAY THIS PAST FISCAL 2019 2020, SO WE CAN'T NOT BUDGET FOR TWO YEARS AND THEN HAVE THE RIGHT IF HE DIDN'T BUDGET AT ALL. AND YOU SAY WELL THIS YEAR WE WON'T SPEND 30. RIGHT. YOU CAN'T DO THAT, BUT BUT IF YOU HAD HAD ALLOCATED FOR PROMOTION, AND LET'S SAY YOU SPENT 9% OF IT. YOU COULD END THIS BUDGET YEAR YOU COULD ALLOCATE A NEW 10% AND YOU COULD ROLL OVER THAT 1% THAT HE DID NOT EXPEND FOR ADVERTISING. LIKEWISE IF THE ACTUAL INCOME

[00:55:02]

WAS MORE THAN YOU THOUGHT. AND THAT MADE A DIFFERENCE IN WHAT 10% EQUALS. AND YOU TECHNICALLY INCLUDE THAT IN THE NEXT YEAR YOU COULD OR, YOU KNOW, SOME GUY GET SOME THAT THAT WILL DO A BUDGET AMENDMENTS AND, HEY, WE'RE ACTUALLY GENERATING MORE. WE WANT TO PUT MORE INTO OUR ADVERTISING. AND SO THROUGH A BUDGET AMENDMENT. YOU COULD DO THAT, TOO, BECAUSE, YEAH, IT'S KIND OF SHOT IN THE DARK. YOU KNOW, SEPTEMBER AS TO WHAT YOU THINK YOUR ADVERTISING BUDGET IS AND I GUESS FROM THE EARLIER COMMENTS AGAINST IT'S PROBABLY 13% MOHR THAN YOU THOUGHT. THEN YOU THOUGHT YOU HAD. I'M SORRY. THAT'S INTERESTING. I JUST WANNA CLARIFY THAT. SO, FOR EXAMPLE, CHASE TOLD US THAT WE'RE GOING TO PUT AN EXTRA 1.4 MILLION INTO OUR GENERAL FUND THIS YEAR AS A RESULT OF. ADDITIONAL INCOME THAN BUDGETED SO WE COULD, IN THEORY TAKEN 140,000 THAT NEXT YEAR AND ADD THAT TO PROMOTIONAL GRANTS YOU COULD THROUGH A BUDGET AMENDMENT A PROCESS THAT WOULD GO TO YOU KNOW, YOU ALL APPROVE, AND I GUESS GO CITY COUNCIL FOR APPROVAL AS WELL TO SAY WE WANT ANOTHER 140 FOR ADVERTISING. INTERESTING. OKAY AND THEN SO THAT WE HAD PROJECTS THAT WE HAD ADVERTISING. THEN THERE'S A LAST CATEGORY THAT YOU CAN SPEND MONEY ON ITS JOB TRAINING. AND BASICALLY, IT'S WITH A SAYS BUSINESS ENTERPRISE, SO IT HAS TO BE WITH THE BUSINESS THEY HAVE TO COMMIT AND RIDING, YOU KNOW, THEY HAVE TO HAVE A PERFORMANCE AGREEMENT THAT SAYS, HEY, WE'RE GOING TO CREATE NEW JOBS, OR WE'RE GOING TO INCREASE THE PAYROLL. THAT PAYS THE PREVAILING WAGE FOR THAT OCCUPATION IN OUR AREA IN THE CITY MCKINNEY IF THEY'RE WILLING TO DO THAT, CONTRACTUALLY THAT YOU CAN PAY FOR THE JOB TRAINING AND SO IT DOESN'T HAVE TO BE A PRIMARY JOB EMPLOYER. IT COULD BE ANY SORT OF BUSINESS. BUT IT DOES HAVE TO BE WITH YOU. NO BUSINESS ENTERPRISE. AND I BELIEVE THAT'S IT. I WILL TAKE ANY QUESTIONS OR TRIED TO. I THINK I HAVE A QUESTION THAT PROBABLY FOR CINDY. HE DISCUSSED THE BEGINNING. GUILTY THAT WE CAN PUT INTO CONTRACTS IF THEY DON'T HIT THEIR TARGETS, PARTICULARLY ON JOB CREATION. DO WE DO THAT? AND IF SO, WHAT IS THE PENALTY? WE HAVEN'T. WE HAVE NOT SUPPORTED A PROJECT LIKE THAT FOR A NUMBER OF YEARS WHEN WE HAVE DONE AND IT'S BEEN.

AND CONCERT WORTH, ABC. AND SO THE AGREEMENT SPECIFIES. THE WAY THAT THEY STRUCTURED THEIR AGREEMENTS IS SAYING IT'S RELATED TO THE CREATION OF A CERTAIN NUMBER OF JOBS AND KEEPING THEM IN PLACE FOR A CERTAIN PERIOD OF TIME. THEIR PAIN ARE PROVIDED THE INCENTIVE ONCE THEY DEMONSTRATE THEY HAVE DONE THAT. FOR OUR PROJECT GRANTS THE PERFORMANCE AGREEMENTS WE PAY THOSE GRANTS OUT ON A REIMBURSEMENT FACES SO THEY HAVE TO DOCUMENT THEY HAVE ENCOURAGED THE EXPENSE FOR WHATEVER THEY PRESENTED TO THIS BOARD IS PART OF THE PROJECT BEFORE THEY RECEIVE OUR PHONES. I WOULD SAY. FOR MOST THOSE WE KIND OF. PAY FOR THOSE WITH A PROMISSORY NOTE AND THAT IF THEY. DON'T DO WHAT THEY SAY THEY'RE GOING TO DO THEY HAVE TO REPAY THAT NO UNDER THAT PROMISSORY NOTE IS. I THINK GENERALLY HOW WE STRUCTURE THOSE. I JUST HAVE ONE MORE QUESTION SLASH COMMENT. I THINK THAT COUNSEL AND PAUL THIS MIGHT BE A QUESTION FOR YOU. I THINK COUNSEL ASKED FOR ADDITIONAL DISCUSSION ON TERM LIMITS FOR BOARDS AND COMMISSION MEMBERS. THROUGHOUT THE CITY THAT THEY MIGHT BE REVISITING HOW MANY TERMS OF A BOARD MEMBER COULD BE APPOINTED TO YOU? IS THAT CORRECT? AND IS THAT GOING TO COME UP WITH A WORK SESSION? IT HAS BEEN DISCUSSED. I DON'T THINK THEY CAME TO ANY PARTICULAR CONCLUSION YET. IT WAS SORT OF CARRIED IN THEIR DELIBERATIONS ABOUT WHETHER OR NOT TERM LIMITS WOULD BE APPROPRIATE. BUT THEY DID NOT MAKE IT. TAKE ANY ACTION ON IT IS, I RECALL IF YOU JUST KEEP US UP TO CHECK THAT UPON WORK SESSION, I'D BE INTERESTED IN YOUR THING, OKAY? MAY NOT BE CORRECT ON THIS JEFF BUT AREN'T ARE. TERMS THE TOTAL AREN'T THEY SPECIFIED BY STATE LAW. THE STATE LAW DOES NOT PROVIDE TERM LIMITS. CITIES CAN IMPOSE THAT AND ARE INSTANCES WITHIN THE BYLAWS. SO YOU DON'T HAVE TO HAVE TERM LIMITS. I THOUGHT THERE WAS A QUESTION WHEN WE WERE HAVING BY LAW DISCUSSION IN A COUPLE OF YEARS AGO FOR 80 FOR ABC AND CDC. BYLAWS RESTRUCTURED IN A WAY THAT ALLOWED THEM TO CONFORM WITH STATE LONG WITH MY UNDERSTANDING, OKAY IT FOR. TYPE PAYS FOR THE CDC. ONE TERM IS TWO YEARS. AND STATE LAW DOES NOT IMPOSE ANY SORT OF TERM LIMITATION ON A G AND AN

[01:00:01]

OPINION YEARS AGO, SAID THAT AS A CITY YOU COULD IMPOSE TERM LIMITS IF YOU WANT THE BET STATE LAW DOES NOT PUT IN TERM LIMITS. NOW THAT THE TYPE A M M E. D C. THAT STATUTE IS KIND OF AH, LESS PRECISE ON THE TERM AND THEN IT'S WHAT IT PROVIDES THAT ONE TERM. UNDER STATE LAW COULD BE UP TO SIX YEARS FOR THE TYPE A CDC BUT BUT THE TERMS WILL BE WHATEVER SPECIFIED IN THE ARTICLES AND CORPORATION OR THE BYLAWS. MAYBE WHAT I'M THINKING ABOUT IS THEY WERE TALKING ABOUT DOING ONE YEAR TERMS. AND THEY COULDN'T DO THAT BECAUSE THEY WERE SPECIFIED AS A TWO YEAR WAIT FOR M C D. C IT'S TWO YEARS NO MORE, NO LESS A TWO YEAR TERM. THANK YOU SO MUCH. ALRIGHT. THANK YOU. THAT WAS GREAT. THANKS. WE'LL SEE YOU NEXT YEAR. YOUR BEST ONE YET. REGULAR AGENDA ITEM 20-0923 CONSCRIPTS CONSIDERED ASSESSED.

[Consider/Discuss the Apex Centre Operational Status and Expansion and Renovation Study Results prepared by Brinkley Sargent Wiginton Architects, Inc. (BSW) of Dallas, Texas.]

CONSIDER DISCUSSED THE APEX AND HER OPERATIONAL STATUS AND EXPANSION AND RENOVATION.

STUDY. RESULTS PREPARED BY BRINKLEY, SERGEANT. WE CONTEND, ARCHITECT SINK OF DALLAS.

FOLLOW THAT PAUL. GOOD MORNING AGAIN. MICHAEL KOWSKI, DIRECTOR OF PARKS AND RECREATION. I'M JOINED TODAY BY TREASON THOMAS IN OUR MANAGER OF THE TECH CENTER AS WELL. GOING TO CO PRESENT TODAY. TOW WALK THROUGH WHAT WE THINK IS A PRETTY SPECIAL SCENARIO TO PROVIDE EXPANSION OPTIONS FOR THE SEX CENTER. AS YOU MAY RECALL LAST YEAR, THE CDC PROVIDED A GRANT TO US TO EXPLORE EXPANDING THE CENTER. THIS EXPANSION HAS ALWAYS BEEN THE LONG TERM GOAL OF THE FACILITY AND OUR DEPARTMENT. IN FACT, AS EXHIBIT SHOWS THE EXPANSION AREA WAS ALWAYS KIND OF PENCILED IN ONE AREA TO THE EAST SIDE OF THE BUILDING. SO WE'RE HERE WITH A VERY SIMPLE MISSION TO PRESENT OUR POSITION THAT THIS PROJECT SHOULD QUALIFY AS A UNIQUE LEGACY PROJECT FOR CDC TO CONSIDER AS A PRIORITY MOVING FORWARD. I KNOW THAT THAT DISCUSSIONS HAPPENING TODAY AND IN THE FUTURE, SO WE WANT TO MAKE SURE THAT WE GET THIS ON YOUR RADAR SCREEN IMMEDIATELY. WE WERE PRIMED TO COME TO THIS GROUP IN APRIL. BUT AS YOU IMAGINE WE HAD TO DELAY THAT WE'VE HAD VARIOUS STAKEHOLDER MEETINGS TO INCLUDE KEY STAFF MEMBERS. KUZMIN SCOTT ELLIOTT. ASSISTANT CITY MANAGER STEVE TELLING. CINDY JOINED US AS WATCH REPRESENTATION FROM MEMBERSHIP, SO WE THINK WE HAVE A GREAT CONCEPT TO SHOW THAT REPRESENTS A LOT OF FEEDBACK FROM DIFFERENT CONSTITUENTS. SO WITH THAT, HERE IT IS. HERE'S THE RENOVATION FULLY REALIZED, SURRENDERING TO GET YOUR BEARINGS ON LEFT HAND SIDE IS THE CURRENT INDOOR POOL THE MAIN ENTRANCE. AND THE ADDITION. OF COURSE, IT'S SPELLED OUT. THE ADDITION MIRRORS AND KIND OF USES THE SAME DESIGN VOCABULARY AND REALLY BOOKENDS THE BUILDING AS ALWAYS ANTICIPATED, YOU'LL SEE NEW GYMNASIUM ON THE LOWER SPIED. HINTING AT WHAT WE'RE GOING TO SHOW YOU THAT BECOMES A SHORT VIDEO. THAT GIVES YOU A SENSE OF THE SCALE AND AGAIN GET YOUR BEARINGS ON HOW THIS OPERATES THAT VERTICAL GLASS CUBE IN CENTER OF THE SCREEN AT PRESENT REPRESENTS HIS SECONDARY ENTRANCE. THE MAIN BLAST AREA IS A NEW GYM. THIS IS DONE INTENTIONALLY. WE WANT PEOPLE TO BE ABLE TO SEE IN AND OUT OF THE GYM TO SHOW THE ACTIVITY NIGHTTIME. IT'S LIT UP. IN CONTRAST TO A CURRENT GYM AND OUR NEIGHBORING PARTNER SAY IN THEIR GYM, WHICH IS A DIFFERENT TYPE OF APPROACH. WE WANT OURS TO BE, UM I HAVE MORE ENERGY SHOWING TO THE PUBLIC AS WE GO THROUGH IT. WE STUDIED THREE EXPANSION OPTIONS. WE'RE GOING TO FOCUS PRIMARILY ON THE MAIN OPTION. WE SHOWED YOU JUST NOW. RANGE 25 TO $33 MILLION NOW. WILL EXPLAIN WHY THAT COST IS AS SUCH, BECAUSE I CAN ASSURE YOU THAT WE'RE TOUCHING. IN ESSENCE, EVERY SINGLE SQUARE FOOT OF THE CURRENT BUILDING, NOT JUST EXPANDING. THE BUILDING ITSELF. THE REST OF THESE ARE REALLY STUFF EXPLANATORY AND BUT WALKED THROUGH EACH OF THESE DURING THE COURSE OF OUR PRESENTATION.

ANOTHER MISSION OF THE GRANT WAS TO LOOK AT A WATER PARK THAT COULD FIT AT THIS LOCATION.

A WATERPARK BEING SOMETHING SOMETHING SIMILAR TO THE PRIVATE WATER PARKS RECEIVED PEPPERED THROUGHOUT THE METROPLEX. THE SIGHTS TOO SMALL. SMALL IN TERMS OF FOOTPRINT, BUT ALSO FOR PARKING TO ACCOMMODATE THE RUSH OF PEOPLE NEEDED FOR THAT, SO WE WILL RESERVE OUR THAT'S PART OF THE SCOPE OF THE CONTRACT FOR BRINKLEY, SERGEANT RINGTONE.

HELP US UNDERSTAND NORTH OF 3 80 IF THERE'S STILL ANOTHER CHANCE TO BUILD A WATER PARK.

SO WITH THAT, WE THINK IT'S IMPORTANT THAT WE JUST SPENT A FEW MOMENTS TALKING ABOUT THE NEED FOR THIS AND GIVE YOU A SNAPSHOT IN TIME OF WHERE WE ARE TODAY, WHICH I THINK IS

[01:05:02]

REALLY IMPORTANT TO OUR CONVERSATION WITH THAT TREE, CIVIL TAKE IT FROM HERE. THANK YOU, MIKE. SO JUST A REMINDER. I KNOW WE'VE TALKED ABOUT THIS IN THE PAST, BUT IT'S BEEN A LITTLE WHILE WE ALL WENT TO BED AND SLEPT A LITTLE WHILE SO JUST A PLEASANT REMINDER HERE.

WE ALWAYS KNEW THAT EXPANSION WAS GOING TO BE PART OF THE PLAN HERE AT THE APEX CENTER.

IT'S CURRENTLY UNDERSIZED AND WE NEED TO. REMEMBERED THAT WE'RE GOING TO CONTINUE TO GROW.

THE AREA IS GOING TO CONTINUE GROWING POPULATION. WE WANT TO BE ABLE TO SERVE POPULATION. IN THIS LOCATION. THE STAFF IN THE OPERATIONS ARE IN PLACE. SO JUST BECAUSE YOU MAKE THE BUILDING BIGGER DOESN'T MEAN WE HAVE TO ADD A LOT OF ADDITIONAL STAFF. I'M NOT SAYING THERE'S NONE TO BE ADDED. BUT IF YOU BUILD A WHOLE BRAND NEW BUILDING, YOU'RE GOING TO REPLICATE THAT, AND IT'S GOING TO REQUIR I'M A STAFFING PERSPECTIVE, A LARGER GROUP.

EVERYTHING'S IN PLACE HERE. UM IF WE WAIT ANY LONGER, THE COSTS ARE GOING TO CONTINUE TO ESCALATE AND WE HAVE SOME SLIDES THAT'LL SPEAK TO BACK IN A MINUTE. IT IS ALSO NECESSARY.

WE'RE TO MAINTAIN OUR COST NEUTRAL STATUS THAT WE'RE GOING TO HAVE TAB ADDITIONAL SPACE IF WE STAY IN THE SPACE WHERE AT THAT THAT IS THAT A THREAT THAT WE WOULD NOT BE ABLE TO DO THAT WITHOUT CONTINUING TO RAISE THE MEMBERSHIP FEES. YOU COULD ONLY DO THAT SO OFTEN TO WORRY, YOU'LL OUT PRICE YOURSELF FROM BEING ABLE TO PARTICIPATE IN THE BUILDING. AND OUR NEW SENIOR CENTERS IS ALREADY BUDGETED IN THE BUDGET, SO JUST SOME HIGHLIGHTS. REMEMBER REMINDING YOU PRIOR TO COVET. UH, WE'RE 2018 19 SATIS OVER HALF A MILLION DOLLARS. IN THE POSITIVE AND OUR OPERATION, SO WE HAD A TOTAL OF 1.1 MILLION IN OUR FUND BALANCE THAT WILL BE UTILIZED TO COVER THE EXPENSES FROM THIS YEAR WITH COVERT AND BEING SHUT DOWN. BUT WE WERE THERE AND I DO BELIEVE WE CAN GET BACK TO THAT POINT AGAIN. OUR SCAN INS FROM 2018 AND 19 OR REALLY RELEVANT AS YOU SEE THAT WE INCREASED VISITATION BY OVER 100,000. AND WE ANTICIPATE THAT THAT WILL CONTINUE AS WE GET BACK INTO OPERATIONS. MOST COVEN. IS THIS? FORGIVE THAT THIS HAS SIX MONTHS AGO. IT WAS PRIOR TO COVET THAT WE DID CREATE THE SLIDE, BUT JUST SOME FEEDBACK FROM THE CURRENT MEMBERSHIP BASED ON THE SIZE OF THE BUILDING AND WHERE WE SEE OUR CHALLENGES, WHETHER THAT'S THE BASKETBALL COURTS OR HAVING TO WAIT IN THE FREEWAY AREA. THIS WAS OUR MEMBER FEEDBACK THAT WAS COMING AT US PRETTY REGULARLY IN THE BUILDING WHEN WE WERE AT FULL OPERATION. JUST TO GIVE YOU A PICTURE OF TODAY.

WE THINK THAT'S FAIR. YOU NEED TO SEE WHAT'S CODED. AND WHAT DOES IT LOOK LIKE IT? THE APEX FORK, OVE IT. HERE'S OUR SOCIAL DISTANCED OPERATION AS IT EXISTS TODAY, YOU SEE IN THE GROUP EXERCISE CLASS. THEY'RE ALL 16 APART. SAME THING ON THE EQUIPMENT. WE'VE SHUT DOWN EVERY OTHER PIECE OF CARDIO EQUIPMENT TO ALLOW FOR THAT SPACE NEEDED. IT ALSO ALLOWS THEM TO BE IN THAT SOCIAL DISTANCE, WHICH ALLOWS THEM NOT TO HAVE TO WEAR A MASK WEATHER WORKING OUT WHICH I THINK IS A REALLY IMPERATIVE FROM HEALTH PERSPECTIVE AS WELL. AND THEY'RE VERY APPRECIATIVE OF THAT, UM. THE WEIGHT MACHINES ARE ALSO SPACED APPROPRIATELY, AND WE ALSO RESTRICT THE NUMBER OF PEOPLE AT ONE TIME IN THE WEIGHT HERE BECAUSE IT IS SMALLER. PEOPLE AND SANITIZED MACHINES. EVERY TIME THEY LEAVE, WE HAVE HAND SANITATION MACHINES THROUGHOUT THE ENTIRE BUILDING EVERYWHERE. DO THEY ALWAYS EXIT WITH IT? I CAN'T. I WOULDN'T BE ABLE TO SAY HONEY, LIKE WHEN THEY'RE IN THE. ANOTHER DOING? THAT'S RIGHT, AND THEN THEY GO TO THE NEXT ONE TO SOMEBODY THE NEXT PERSON. SO THE PROCESS IS SOMEBODY COMES IN OUR STAFF FOR THERE IS WELL, BUT THEY HAVE WIPES. WE HAVE SANITATION. WIPE STILL WIPE DOWN THE EQUIPMENT. THEY GET ON IT. THEY WIPE IT DOWN. WHEN THEY'RE DONE. OUR TEAM FOLLOWS UP. DOES ANOTHER WIPE DOWN AFTER EVEN THOUGH THEY'VE DONE IT? AND WAITS FIVE MINUTES FOR THAT SANITATION AND. PROCESS TO COMPLETE BECAUSE THE SANITATION. AM I TRYING TO SAY HERE? THE CHEMICALS REQUIRE SO LONG TO BE SITTING TO REACH THAT POINT, A SANITATION AND THEN WE LET THE NEXT PERSON COME ON. ONE MORE QUESTION AFTER. YOU MADE THESE MEASURES IT LOOKS SAFE AND EVERYTHING. WHAT HAS THAT MEANT, TIO. NOT AS MANY PEOPLE WANT TO WORK OUT RIGHT NOW. ALL RIGHT, THAT'S CORRECT. RIGHT SO OUR PEOPLE LINING UP OUTSIDE THE DOOR WAITING TO GET IN AND TURN OF. YOU KNOW WHAT I MEAN? LIKE IF YOU HAVE, LIKE ONLY ALLOWING THE THIRD AS MANY PEOPLE IN OR SOMETHING, AND THEN. IS THAT MEAN THAT THERE'S TONS OF PEOPLE TRYING TO GET IN? THEY CAN'T WORK OUT OR IS IT MORE OR LESS ACCOMMODATING THE DEMAND FOR WORKOUT FACILITIES IN THIS TIME? I WOULD SAY THERE'S A LITTLE BIT OF BOTH. I WOULD SAY THEY'RE SATISFIES THE WORK THAT WE'RE NEEDED RIGHT NOW. I CAN TELL YOU OBVIOUSLY, WE WOULD ONLY BE ABLE TO ACCOMMODATE SO MANY RIGHT NOW UNTIL CO BID LIFTS, RIGHT. SO I WOULD SAY THAT WE'RE ABLE TO MEET THE DEMAND AT THIS TIME. WE DO HAVE SPOTS THAT DO TEND TO GO UP. WE HAVE A WAIT LIST APP. BASICALLY THEY CAN IF THEY CAME IN, AND THERE WAS NOT SPACE III, THE FREEWAY AREA THAT WOULD PROBABLY BE THE AREA THAT'S THE SMALLEST. THEY COULD PUT THEIR NAME DOWN. WE'LL TEXT HIM WHEN THEIR SPOT COMES UP. WE KICK COUNTS REGULARLY IN EACH OF OUR AREAS. I WILL SAY WE HAVEN'T HAD TO DO IT RIGHT NOW. BUT IN THE BEGINNING, WE DID. THAT WAS THE AREA. SAME THING FOR OUTDOOR POOL. THE OUTDOOR POOL WAS VERY WELL ATTENDED. WE KEPT

[01:10:02]

THE ATTENDANTS VERY LOW. MOST SOMEBODY WAITED WAS ABOUT 20 MINUTES. UNTIL THEY COULD BRING THEMSELVES IN THEIR FAMILY AND TO UTILIZE IT. SO WE DO HAVE PROCESSES IN PLACE TO ADDRESS THAT IF WE DO REACH CAPACITY IN SOME AREAS, AND WE'RE PROBABLY VENTURING ON THE SIDE OF. MORE CAUTION. SO YOU KNOW, I THINK 75% IS WHERE YOU CAN GO NOW. WE'RE NOT THERE. WE'RE NOT ALLOWING THAT WE'RE KEEPING PRETTY RESTRICTED. WE HAVE MOVED SOME CLASSES BACK TO THE GYM FOR OUR GROUP EXERCISE PROGRAM TO ALLOW FOR MORE PARTICIPANTS BECAUSE YOU CAN'T 666 THAT DISTANCE IN THERE AND GET MORE PEOPLE VERSUS THE STUDIO. 10, PEOPLE'S 10 AND 11.

PEOPLE IN THERE IS ABOUT ALL WE COULD FIT AND STILL KEEP THAT SOCIAL DISTANCE. THEN ANSWER THE QUESTION. YOU KNOW REALLY GOOD. PERFECT. ALL RIGHT, SO RIGHT NOW YOU CAN SEE TOTAL MEMBERSHIPS FROM 2019 VERSUS TODAY. THERE IS A BIG DIFFERENCE WHAT WE'RE HOLDING RIGHT NOW. THIS IS PRETTY TREND WISE ACROSS THE PRIVATE SECTOR IS WELL, WE'RE PROBABLY SEATED A LITTLE BIT BETTER, I WOULD SAY ABOUT 30% OF PRIVATE SECTOR FACILITIES HAVE CLOSED PERMANENTLY, SO WE'RE IN A REALLY GOOD SITUATION THAT WE STILL DO HAVE PEOPLE THAT WANT TO COME IN. AND ARE PARTICIPATING. UH THAT BEING SAID, EVEN THOUGH THE MEMBERSHIP'S DOWN, OUR FREEZES ARE OBVIOUSLY UP QUITE SIGNIFICANTLY. 300% TO BE EXACT THAT ALSO SAYS TO ME, EVENTUALLY WE WANT TO COME BACK. AND SO THAT'S IT. WE'RE NOT LOOKING. THAT IS NEGATIVE, AND WE'RE ACTUALLY GETTING READY TO DO AN OUTREACH TO ARE PEOPLE THAT ARE ON FREEZE. AND OUR THEME IS JUST WHEN YOU'RE READY. WE'RE HERE AND WE JUST WANT TO LET HIM KNOW AND IF THEY HAVEN'T BEEN IN, AND THEY HAVEN'T SEEN THE SANITATION PROCESS THAT'S HAPPENING IN OUR FACILITY AND INVITES THEM TO COME IN. WE'RE NOT GOING TO CHARGE THEM. COME AND TRY IT OUT. SEE IF YOU FEEL SAFE TO FEEL THAT FEELS WARM AND WELCOMING TO YOU AND YOU'RE YOU'RE COMFORTABLE. THAT'S REALLY WHAT IT'S ABOUT. IS THEM BEING COMFORTABLE. AND EACH MONTH EVERYBODY GETS A LITTLE BIT MORE COMFORTABLE, SO WE'RE EXCITED ABOUT THAT. BUT I SUSPECT YOU'RE YOU'RE PROBABLY GOING TO TOUCH ON THIS. BUT THOSE DECREASING NUMBERS AS YOU'D EXPECT FOR COVERT. WHERE DOES THAT PLACE THIS TIMELINE NOW. DOES THAT MOVE BACK THE TIMELINE OF THIS PROJECT AND WHERE WE'RE GOING. YEAH, I THINK WE'LL ADDRESS THAT. DEFINITELY IN THE FUTURE. I'M A LITTLE TWEAK OF PEEK INTO IT. I WOULD SAY NO. AND THE REASON I WOULD SAY THAT IS WITH LESS PEOPLE NOW AND BECAUSE WE DIDN'T WANT TO SHUT DOWN DURING THE PROJECT, IT'S PROBABLY LESS INVASIVE TO THE TO THE ENTIRE BUSINESS TO CONTINUE TO BE ON THE PROJECT TIMELINE. SO THAT WE CAN GET IT COMPLETED IN HOPEFULLY COVITZ LIFTED BY THE TIME YOU KNOW, I'M SAYING SO. RIGHT NOW WE KIND OF HAVE A LITTLE MORE MORE BANDWITH WITH PARTICIPATION OF WHAT YOU DID WITH SENIOR CENTER. I'M SORRY.

IT'S LIKE WHAT HAPPENED WITH SENIOR CENTER TRANCE THE OPPORTUNITY AND GOT IT DONE.

ABSOLUTELY. BUT I THINK MICHAEL SPEAK TO ADD A LITTLE BIT, TOO, AS WELL. SO SALES ACTUALLY IN JULY WERE UP HIGHER THAN PRIOR YEAR. IT'S JUST THAT WE WERE LOSING MORE PEOPLE AND PUTTING MORE PEOPLE ON FREEZE THAN WE WERE STAR NET NUMBERS WAS STILL IN A NEGATIVE FASHION. BUT THAT TELLS YOU THAT THAT OUTDOOR POOL WAS. BIG IMPACT. PEOPLE WERE READY TO GET OUT OF THEIR HOUSE WITH THEIR KIDS FELT GOOD BEING OUTSIDE, AND THAT WAS A COMFORT LEVEL FOR THEM, SO WE'RE REALLY EXCITED THAT WE WERE ABLE TO AFTER THAT SERVICE. ANDAN OUR USAGE. IT'S AGAIN DOWN SIGNIFICANTLY, HOWEVER, IT'S NOT. IT'S THERE, RIGHT. THERE'S STILL 20,000 VISITS THAT CAME IN IN 2020, AND IN JUST SEPTEMBER SO. THERE ARE PEOPLE THEY ARE COMFORTABLE.

THEY'RE EXCITED. THEY THINK US DAILY. THANK YOU FOR BEING OPEN. THANK YOU FOR ALLOWING US BECAUSE IT IS IMPORTANT DURING A TIME A CODED TO STAY HEALTHY, RIGHT? AND THAT'S ONE THING WE CAN PROVIDE. IS THAT WELLNESS COMPONENT THAT IS VERY NECESSARY DURING THIS PANDEMIC.

CANCELLATIONS AGAIN, COMPARATIVELY, OBVIOUSLY, A MUCH LARGER NUMBER AND OUR EXPIRATIONS. THEY'RE JUST NOT RENEWING YET. THEY'RE JUST NOT READY AND THAT WILL BE THE NEXT GROUP WE REACH OUT TO AFTER WE REACH OUT TO OUR FREEZES TO INVITE THEM BACK HIS PEOPLE TO SEEING IF YOU'RE COMFORTABLE IF YOU'RE READY WHEN YOU'RE READY, WE'RE HERE. ARE YOU OFFERING ANY FINANCIAL INCENTIVES? OVER THE SUMMER MONTHS. WE WAIVE THE 75 FOR THE MONTH FOR THE MONTH TO MONTH MEMBERSHIP TO LET THEM COME IN AND PARTICIPATE IN THE SUMMER POOL. WE HAVE REINSTATED THAT 75 AT THIS TIME. NOT TO SAY THAT WE MIGHT NOT VISIT SOME THINGS DOWN THE ROAD WE DO ALWAYS HAVE IN OUR BACK POCKET AND NOT THAT WE VISITED USING THIS YET. BUT IF WE DON'T SEE ENOUGH RESIDENTS PARTICIPATING AND WANTING TO COME BACK, THERE MAY BE SOMETHING TO DO FROM A NON RESIDENT PERSPECTIVE, THEIR PRICE DIFFERENCE IS SIGNIFICANT THAT WE MAY LOOK AT THAT OPTION NEXT. BUT I DON'T THINK WE'RE READY TO CROSS THAT BRIDGE JUST YET. WE'RE NOT DOING ANY BIG MEMBERSHIP PUSHES BECAUSE I'M NOT SURE WE'RE READY TO HOUSE MORE PEOPLE THAN WHAT WE HAVE RIGHT NOW, GIVEN THE RESTRICTIONS THAT ARE SET BY THE STATE. SO JUST KIND OF HIGHLIGHTING. WHAT WE'VE KIND OF TOUCHED ON IS THAT WE'D LIKE TO GET BACK TO ABOUT 4000. WE THINK WE CAN FIT THAT FROZEN ACCOUNTS, UPCOMING RENEWALS. THOSE PEOPLE WERE TRYING TO TARGET AT THIS TIME. WE'VE GOT SOME MEMBER TESTIMONIALS THAT WE VIDEOED THREE THAT ARE GETTING READY TO LAUNCH OUT HERE. YOU SHOULD SEE HIM COMING ACROSS OUR WEBSITE AND AN E MAILS CAMPAIGN. THEY'RE WONDERFUL. I MEAN, I KIND OF TOUCHES MY HEART JUST SO MUCH,

[01:15:03]

TIO. HERE ARE PEOPLE TALK SO WELL ABOUT OUR FACILITY IN OUR CITY. SO IT'S EXCITING. WE'RE READY TOW TO GET THOSE PEOPLE BACK AND. REALLY THANK THEM FOR TAKING TIME TO TALK TO HOW THEY FEEL AND COMFORTABLE TO COMING AND WORKING OUT. WE DO CONTINUE TO OFFER VIRTUAL OFFERINGS AS WELL. SO IS A MEMBER THEY CAN GO ON AND TAKE A GROUP EXERCISE CLASS. VIRTUALLY THEY DON'T HAVE TO BE IN THE BUILDING. SO THAT'S ALSO A NICE OPTION. AND I DO THINK THAT'S HERE TO STAY.

I DON'T THINK THAT WILL EVER GO AWAY. I THINK THAT'LL JUST BE PART OF OUR PROGRAM MOVING FORWARD. SO THE TOP PRIORITY IS THAT WE DISCUSSED, YOU KNOW LAST YEAR A CZ WELL, LARGER FITNESS FLOOR FREE WEIGHTS RESISTANCE MACHINES TO BE ABLE TO FIT THEIR PROGRAMMING SPACE BECAUSE WE GAVE THAT SPACE UP TO OUR PLAY ROOM. OBVIOUSLY MAKING CREATING A REAL PLAYROOM THAT THAT'S THE INTENT OF THAT SPACE AND ALSO DO ACCOMMODATE THAT 10 TO 12 YEAR OLD GROUP, WHICH WAS ONE OF THE HIGHEST FEEDBACKS WE GOT. WHEN WE FIRST OPENED OUR DOORS IS THEY REALLY JUST WANTED SUPERVISED? SPACE FOR THAT AGE GROUP AS WELL AND THEN OUR STAFF AND THAT KIND OF SPREAD OUT OVER IN CLOSETS AND WE'D LIKE TO GET TOGETHER IN ONE SPACE THAT ALLOWS FOR COLLABORATION AND COMMUNICATION DURING OPERATIONAL TIMES. SO THIS IS WHY WE THINK THAT THE SOONER IS BETTER. AND IF YOU LOOK AT THE CURRENT COSTAS ESCALATION IF YOU WERE TO BUILD THE BUILDING TODAY IN 2022, IT WOULD BE 50 MILLION VERSUS 36 WE ORIGINALLY SPENT SO IT'S A BIG DIFFERENCE AND A CHERRY WE DELAY. YOU'RE LOOKING AT ADDING ADDITIONAL EXPENSES TO DUE TO THE PROJECT. I'M GONNA PASS IT BACK TO MIKE. THANK YOU. THANK YOU. SO I THINK TRESSES DID A GREAT JOB SETTING THE TABLE ABOUT WHY THIS IS NECESSARY. ASSUME AS POSSIBLE, SO I HAVE THE PLEASURE OF WALKING IS LIKE THE CLOSER ON A TIME SHARE SALES WELL, IN THIS IN THIS ENVIRONMENT OF TAKE THAT. THAT'S MY MISSION, RIGHT? SO I GOT A GREAT SECOND JOB. I'M NO WALKER'S THROUGH THE EXPANSION AND. A CZ WAS DISCUSSED A MOMENT AGO ABOUT KEEPING THE FACILITY OPEN. WE CAN SHUT DOWN WITH THE SENIOR RECREATION CENTER WERE ABLE TO KIND OF CLOSE THE DOORS AND DO THE FACING A BIT QUICKER. HERE. WE MUST BE OPEN. AND WE DO FEEL STRONGLY THAT IF YOU KEEP ON THE CURRENT PACE WERE AT TO MOVE FORWARD WITH THIS. THE RHYTHM THAT PEOPLE USED TO NOW OF CHANGES ON A MONTHLY BASIS EVERY SIX MONTHS, MAYBE IN HER FEVER, SO WE HAD TO SHUT DOWN A PORTION OF THE BUILDING. IT WON'T BE AS MUCH OF A SHOCK ANYMORE. SO OUR PLAN IS BASED, ONE FACE TO FACE THREE. FACE ONE. THIS IS AH, PICTURE OF THE BUILDING THE FIRST FLOOR WITH THE RIFT TAKING OFF. SO EXPANSION AREA NOTED. FIRST PHASE, WE BUILD A BRAND NEW GYM. TWICE THE SIZE OF THE CURRENT JIM. CHILDREN'S AREA, A K A. THE PLAYROOM AREA. ALMOST TRIPLED IN SIZE. SO THAT GETS BUILT FIRST, THIS ONE THAT INTERRUPT ANY OF THE CURRENT OPERATIONS IN THE EXISTING FACILITY, BUT THE MAIN FRONT DOOR WILL EXIST AND FOR THE MOST PART, CUSTOMERS WILL NOT BE INCONVENIENCED. UP ABOVE ON THE SECOND STOREY ROLL ADDED DEDICATED SPIN STUDIO OVER A PORTION OF THE PLAYROOM AREA.

AND ALSO EXTEND THE TRACK BY ALMOST 100 FT. AND MAYBE EVEN A BIT WIDER IN THE AREAS, SO THEY'LL, OF COURSE BE A BENEFIT TO PEOPLE DO IN THEIR LAPS ON A DAILY BASIS. BASE TO SOW FACE TO THE GREEN AREA WILL BE BUILT IN OPERATIONAL. WE WILL ACTUALLY RECONVERT THE EXISTING JIM INTO SOMETHING ELSE. THE CURRENT JIM GOES AWAY. SO THINK OF IT THIS WAY. WE'RE GOING TO BUILD A TWO STOREY BUILDING INSIDE THE CURRENT GYM SPACE VALUE. SO ON THE FIRST FLOOR WILL BUILD WALLS TO ACCOMMODATE NEW STUDIO SPACES AND ALSO A NEW LOCKER ROOM. THIS IS A CROSS SECTION OF THE BUILDING KIND OF RIGHT THROUGH THE CENTRE OF THE GYM. YOU CAN SEE THE BASKETBALL HOOP IN THE BIG VOLUME OF CEILING SPACE. IMAGINE IT'S GOING, EH? A FLOOR SLASH CEILING HALFWAY UP ALONG SO THE FIRST FLOOR OF THE STUDIOS. AND THE SECOND FLOOR WOULD BE ALL BRAND NEW FITNESS, SO YOU CAN IMAGINE A GYM SIZED BEING ALL FITNESS. WELL, NOT ONLY ACCOMMODATE A GROWTH BUT ALSO ALLOW FOR SEPARATION EQUIPMENT ON DAY ONE. WHICH I THINK IS VERY BENEFICIAL. A TRACK IT'S COMPLETED AT THE SAME TIME. THE REASON WE'RE LOOKING AT THE GYM IS FROM ECONOMIC PERSPECTIVE. HAS A ROOF HAS FLOOR ALREADY? GET DOUBLE THE AMOUNT OF SCRIPT IN THAT SPACE, VERY ECONOMICAL MANNER. FACED THREE WOULD BE RELOCATING ALL THE ADMIN, A PORTION OF WHICH IS IN THE PINKISH COLOR TO IT TO THE EXISTING STUDIO SPACES AND ALSO THE PLAYROOM HERE NOTED AS MEETINGS. COMES A RENTABLE SPACE NOW OVER 2000 SQUARE FEET OF MEETING SPACE PROGRAM SPACE, WHICH WE NEED DESPERATELY AT THE FACILITY. FITNESS AREA HERE MEAN FREE WEIGHTS. TRIPLES IN SIZE AS WELL. SO SOLVE THAT CHALLENGE. THE REASON WE'RE KEEPING THE FREE WEIGHTS ON THE GROUND FLOOR IS PRETTY OBVIOUS.

[01:20:05]

WE DO NOT WANT IT ON THE SECOND FLOOR OF THE GYM BECAUSE BIN YOUR WEIGHTS IN SOMEONE BELOW, SO THIS ALLOWS SOME SEPARATION THERE BETWEEN PERHAPS THE MORE AGGRESSIVE WORKOUTS FROM THE CARDIO WORKOUTS. AND THE SECOND LEVEL IS WELL, THERE'S A SMALL MEZZANINE ACCOMMODATE SOME FITNESS EQUIPMENT WILL EXPAND THAT A LITTLE BIT. GO ALONG WITH IT. SO HERE'S A SNAPSHOT OF THE FINAL PROPOSED PROJECT, ALL BUILT ALL PUT TOGETHER. ONE THING I HAVEN'T MENTIONED YET, THOUGH, IN BETWEEN THE ADMIN AREA AND THE CHILDREN'S AREA PLAYROOM AREA IS A SECONDARY ENTRANCE. THIS WILL ALLOW US TO ACCOMMODATE PEOPLE WITH KIDDOS COMING IN. HE'S YOUR DROP OFF TO THE PLAY AREA BEFORE THEY MOVE ON TO EXERCISE. BUT ALSO SHOULD WE CHOOSE TO HAVE MORE SPECIAL EVENTS INSIDE THE BUILDING. ACCOMODATE PRIVATE RENTALS OF THE GYM SPACE IN PARTICULAR, IMAGINE OF WEDDING OR SOMETHING OF THAT NATURE. WE CAN ACTUALLY SEGMENT OFF THE BUILDING. THAT'S SECONDARY ENTRANCE. KHUN B. THE ENTRANCE WITH A SPECIAL EVENT. NOT DISRUPT THE MAIN ENTRANCE AND THE REST OF ACTIVITIES. NOT SOMETHING WE FULLY FLESHED OUT, BUT WE WANT TO MAKE SURE WE ANTICIPATE FUTURE POTENTIALS. I HAVE A QUESTION SAW THE NEW ENTRANCE. DO YOU HAVE A CHICKEN'S FACE? BUT YOU HAVE TO CHECK IN TO THE FACILITIES THERE. CHECKING BECAUSE I DIDN'T. YES, MA'AM. SO RIGHT NOW THERE'S A LARGE CUSTOMER SERVICE DESK. WHEN YOU WALK IN THE MAIN FACILITY, THERE'LL BE A SMALLER VERSION OF THAT IN THAT REDDISH CUBE NEXT TO ADMIN RIGHT THERE. THAT ENTRANCE WILL NOT BE OPEN ALL THE TIME.

POTENTIALLY. BUT AS YOU KNOW, ONCE WE OPEN UP THE BUILDING AND GROW THROUGHOUT THE DAY TO DAY THAT MAY CHANGE SO TREES AND HER TEAM WILL ADVISE IS ABOUT HOW TO APPROACH IT. ON THE SECOND LEVEL JUST TO RECAP. YOU HAVE SPIN STUDIO. YOU HAVE THE LARGER FITNESS SPACES AS WELL AND THE LARGER TRACK, SO AS I SAID, YOU'RE MY PREAMBLE. EVERY INCH OF THIS BUILDING'S BEING TOUCHED IN SOME WAY SHE PERFORMED ON THE DRY SIDE, NOT THE POOLSIDE. JUST TO RECAP.

WHAT WE HOPE THE BUILDING WILL LOOK LIKE WHEN IT'S ALL PUT TOGETHER. AND THEN THIS GRAPHIC IS VERY IMPORTANT. SO EACH OF THESE SHAPES REPRESENT THE SIZE INCREASES, SO SEE THE GYMNASIUM ALONE, DOUBLING THE SIZE OF IT FITNESS AND CARDIO AND WAITS, DOUBLING THE SIZE. WE GO FROM, IN ESSENCE 25,000 SQUARE FEET OF REVENUE GENERATING SPACE VERY IMPORTANT. 2 60,000 SQUARE FEET. AND THIS WILL ALLOW US TO GROW WITH THE AREA ACCOMMODATE MORE FOLKS ON REALLY PRIME OURSELVES UP FOR SUCCESS IN THE FUTURE. TRANSPORT SLIDE. I MEAN, I DIDN'T REALIZE YOU KNOW, SHE JUST LOOKED ON THE. JUST SORT OF LOOK AT IT. FROM A PICTORIAL STANDPOINT, IT LOOKS LIKE YOU'RE PUTTING A THIRD, ACCORDING TTO A THIRD MORE OF A BUILDING ON. ESSENTIALLY, YOU'RE DOUBLING THE BUILDING, RIGHT? KRISTEN. SIR. SO THE COST $33.6 MILLION. THE LINE ITEM THAT'S MOST CRITICAL TO OUR DISCUSSION. TODAY IS THE LAST ONE IN GREAT ESCALATION.

YOUR 5% ANNUAL PER YEAR. THAT'S $2 MILLION MORE EACH YEAR THAT WE PUT OFF DOING THIS PROJECT.

NOW THE WORD ON THE STREET AND CONSTRUCTION IS A BIT FAVORABLE RIGHT NOW FOR FOLKS BUILDING SOMETHING THE RHYTHM AND ENERGY OF CONSTRUCTION ACROSS THE COUNTRY IS LEVELING OUT SLIGHTLY. THESE MATERIALS ARE AVAILABLE. BETTER QUALITY CONSTRUCTION FIRMS MORE AVAILABLE, SO THE TIME IS RIGHT TO TEST THAT MARKET AS WELL CROSSINGS. I LIKE PARTIES TO COME BACK UP HERE JUST TO SPEAK ABOUT THE OUTDOOR POOL FOR A SECOND BECAUSE WE ALSO LOOKED AT RENOVATIONS TO THE AREA. OOPS WENT THE WRONG WAY. SO WE DID DISCUSS OUTSIDE. YOU KNOW, THERE IS SOME SPACE OUT IN THE FOR AN EXPANSION OF THE OUTDOOR AREA IS PROBABLY NOT BIG ENOUGH.

WE WOULD HAVE TO PUSH OUT A LITTLE BIT, TIO. ADD SOMETHING OF THIS NATURE, BUT WE DID DISCUSS WITH THE TEAM. A WAVE POOL THAT BAY THEIR LOAD THAT CAN BE HOSTED IS QUITE SIGNIFICANT. WITHIN ADDITION OF THAT, WHEN YOU ADD ON SOMETHING OF THAT SIZE, THOUGH, YOU OBVIOUSLY NEED MORE PUMP ROOM SPACE. YOU'RE GOING, TEO, YOU KNOW, HAVE THE MECHANICS THAT GO ALONG WITH THAT MOVING THE ENTRANCE TO THAT AREA OUT CLOSER TO THE PARKING LOT. JUST TO ACCOMMODATE SOMETHING OF THAT SIZE BUT TO BE ABLE TO BRING IN ADDITIONAL PEOPLE ALSO CONTRIBUTES TO THE REVENUE AND BEING ABLE TO CONTINUE COST RECOVERY. WE THINK THAT'S PROBABLY THE BEST. WE LOOKED AT SEVERAL OPTIONS OF DIFFERENT THINGS TO PUT THEIR TALKED IT OVER WITH THE GROUP THAT WE PUT TOGETHER FOR. THIS IDEA AND THE WAY PEOPLE SEEMED TO MAKE THE MOST SENSE, AND IT ALSO ADDRESSES DIFFERENT AGE GROUPS. RIGHT TOO. YOU CAN CONTINUE TO HAVE THE LITTLES, MAYBE TOWARD THIS END, BUT THE LARGER AND THE OLDER KIDS AND ADULTS WOULD REALLY ENJOY GOING DEEPER INTO THE WAIT POOL AND HAVING A WATER FEATURE. THAT IS A LOT OF FUN FOR THEM. ALSO, THE PARKING IS SOMETHING THAT WE DID DISCUSS. WE KNOW THERE'S SOME

[01:25:07]

CHALLENGES WITH THE PARKING LOT, BUT THE CHANGES THAT WOULD PROBABLY NEED TO BE MADE WERE COST PROHIBITIVE. WE THOUGHT IT WOULD BE BETTER TO INVEST THOSE FUNDS BACK INTO THE BUILDING IN THE SPACE THAT WOULD MEET THE COMMUNITY, AND WE'LL JUST CONTINUE TO WORK THROUGH THE CHALLENGES FROM THE PARKING LOT PERSPECTIVE THROUGH DISCUSSIONS AND SEE WHAT WE CAN DO ON THAT END. FINANCIALLY. IT WAS IT WAS A BIT OF A CHALLENGE. TURN IT BACK OVER TO MIKE'S TO FINISH HIM. SO I JUST WENT. OH, I'M SORRY. I WANT TO UNDERSTAND. SO YOU ARE NOT PROPOSING A WAY COOL NOW WHERE YOU ARE. WE ARE ARE YOU KNOW THAT IT IS NOT INCLUDED IN THE 33.33 GREAT. I DO ALSO WANT TO UNDERSTAND SOMETHING I BROUGHT THIS UP BEFORE. I JUST WANT TO MAKE SURE MY THINKING STILL WRITE LIKE YOUR SHOWING A PICTURE OF A WAVE POOL THER THAT I THINK IS LARGER THAN THE ONE YOU'RE TALKING ABOUT IS A FAIR STATEMENT. CORRECT. IT'S PROBABLY 15 OR 20% LARGER, BUT THAT'S NOT TO SAY THAT AS WE FURTHER DEVELOPED A SCHEME HERE WE CAN JUST A PARKING AREA BIT MORE. MAYBE GET SOMETHING A BIT BIGGER, BUT THIS IS A GREAT REPRESENTATION. WE WON'T SHOW OTHERWISE. I JUST WANT TO MAKE SURE WE'RE ON THE UNDERSTANDING THAT IT'S NOT SOMETHING AS BIG AS THAT ONE. WE ARE ALSO AREN'T GETTING THIS BIG SLIDE HERE.

IDIOT I WAS LIKE, YEAH, AND THEN I THINK WE GOT A MEETING. BUT ONE THING ABOUT WATER PARTS YOU FOLKS KNOW WITH THE SIX FLAGS MODEL EVERY TWO OR THREE YEARS. YOU HAVE TO HAVE SOME NEW SPECIAL RIDE OR ATTRACTION TO BRING PEOPLE BACK. REMIND THEM SO. THAT'S SOMETHING THAT WE'RE VERY SENSITIVE TO. SO THIS IS PHASE ONE. PHASE TWO, MAYBE ADJUSTING THE SLIDES AND THE FUTURE'S EVERY 5 TO 10 YEARS AS WE IMPROVE THE PROBLEM, WE'RE BRACING OURSELVES FOR THE ROLLER COASTER PRESENTATIONS. AND I'M I'M HOPING MAYBE A CONCESSION FOR HAVING A JUICE, BAR COFFEE AND WAS THERE ANY SPACE PLANNING CONSIDERATIONS FOR EITHER RUTH TOP OR SOMETHING OUT? OUTSIDE TO BE ABLE TO ACCOMPLISH THAT. YES THAT'S VERY IMPORTANT TO US. RIGHT NOW. WE HAVE AH, MOBILE TRUCK GONNA ICE IT COMES IN AND PROVIDE THAT SERVICE. WE'D LOVE TO HAVE DEDICATED BRICKS AND MORTAR. BUILDINGS FOR THAT, IN FACT, NEXT AWAY, PULL YOUR SEE SOME WHITE BOXES THAT CAN ACCOMMODATE A STAGE FOR SURE.

MOVIE NIGHT INSIDE THE WAVE POOL ON ALSO SOME SPACES FOR HOSTING CONFESSION YOURS. I WAS.

I WAS JUST AT THE CRYSTAL BRIDGES MUSEUM IN ARKANSAS. AND THEY HAVE DONE A REALLY MASTERFUL JOB. ALLOWING FOR THE SEATING AND IT WAS A HOT PLACE TO BE SO THAT YOU KNOW, AS MUSEUMGOERS FINISHED THERE LOOKING THEY COULD SIT AND HAVE JUST VISIT SO PEOPLE WOULD STAY A LITTLE BIT LONGER. FROM MY PERSPECTIVE FROM MY SEAT. AT LEAST I THINK ALL OF OUR FACILITIES MUST BE MULTIPURPOSE GOING FORWARD AND MUST HAVE MULTIPLE PERSONALITIES. SO DURING THE HOT SUMMER DAYS, THIS IS WHERE YOU WANT TO BE. BUT ALSO THE EVENING TIMES YOU COME, MAYBE NOT IN YOUR SCRIPT TRUNKS AND WATCH A MOVIE OR ENJOY SOMETHING THERE AS WELL.

I THINK THAT'S THE FUTURE OF OUR DEPARTMENT. IN THE MONTHS THAT OUTDOOR FUTURES ARE OPEN NOW. BUT THE OUTDOOR POOL IT'S NOT ALWAYS IN JANUARY 1ST RIGHT? NO OUTDOOR OPERATIONS ARE MEMORIAL DAY TO LABOR DAY. WE DO OPEN A COUPLE OF WEEKS EARLY FOR MEMBERS ONLY TO GET IT HELPS OUR NEW STAFF GET A LITTLE BIT RAMPED UP GETTING USED TO THEIR ROTATION'S. IT ALSO GIVES OUR MEMBERS A LITTLE BIT EARLY ENTRANCE WITHOUT HAVING THAT NOW WE DID NOT DO DAY PASSES THIS PAST SUMMER BECAUSE OF KOBE AND THE SIZE RESTRICTIONS BUT TYPICALLY.

MEMBERS GET OPTIONS FIRST, AND THEN THE DAY PASSED. USERS COME IN FOLLOWING SO WE OPEN AT 10 FOR OUR MEMBERS IN NOON FOR OUR DAY PASSERS BUT YOU'RE USUALLY OPEN TWO WEEKS PRIOR TO MEMORIAL DAY FOR OUR MEMBERS. ARE WE SERIOUSLY? SO BASICALLY IF WE'RE LOOKING AT THE WAY PULL EXPANSION PROJECT THAT'S AH THREE. A BENEFIT TO THE CITY MCKINNEY, RIGHT? IT WOULD BE.

THERE'S ALSO THEY'RE RENTING CAPACITY AND WE CAN RENT US LONG AS THE WEATHER PERMITTING EVEN AFTER THAT TIME, SO WE DO RENT OUR OUTDOOR POOL PRETTY FREQUENTLY. OBVIOUSLY IT WAS LESS THIS YEAR BECAUSE OF COVE IT BUT THAT IS ONE THING THAT A LOT OF COMPANIES WILL COME IN.

WE HAVE THEM SOMETIMES RIGHT. ALL THREE POOLS THEY ENDORSE INCLUDED, UM, DURING THE SUMMER MONTHS FOR THEIR COMPANY, PARTIES AND WHATNOT, SO IT DOESN'T NECESSARILY NEED TO JUST BE DURING OPERATIONS. A CONSTRAINT ON SUMMER USES BECAUSE OF GETTING STAFFING, NOT BECAUSE OF WEATHER. I'D SAY IT'S A LITTLE BIT OF BOTH. I THINK PEOPLE IT IS. IT IS DEFINITELY STAFFING THAT THAT'S NUMBER ONE BECAUSE THEY GO BACK TO SCHOOL, BUT NUMBER TWO IS PEOPLE 1 SEPTEMBER HITS AND KIDS ARE BACK IN SCHOOL, SIR OR SPORTS. AND SO THEIR WEEKENDS OR TIED UP ELSEWHERE, NOT NECESSARILY THINKING ABOUT POOL OPERATIONS. BUT STAFFING WOULD BE THE NUMBER ONE THAT'S CORRECT. SO HERE'S OUR FINAL SLIDE OF OUR PRESENTATION. SO IN 2019 BEFORE CORPORATE HIT, WE WERE OPERATING IN A 112% COST RECOVERY. I CAN ASSURE YOU ACROSS THE COUNTRY THIS IS AN ENVIABLE NUMBER. FOR A PUBLIC RUN FACILITY. NOW WITH THE

[01:30:06]

EXPANSION WE BELIEVE WE CAN GET UP TO 18% COST RECOVERY THAT DELTA WON'T ACTUALLY BE 6. IF WE DO NOT DO AN EXPANSION THAT 112% WOULD DROP BECAUSE WE WON'T BE ABLE TO ACCOMMODATE THE FUTURE GROWTH. MEMBERSHIP FEES MAY AGAIN OUT PRICE. SOME PEOPLE COMING IN THAT COULD DROP BELOW 100. WAY WE NEED MORE SUBSIDIES FROM THE CITY OF THE KIDNEY. SO THE DELTA COULD ACTUALLY 20 TO 30% SWING. IN TERMS OFTHE WHAT WILL KEEP THE STATUS QUO. WORSE IS EXPANDING IT. BUT WE ARE VERY CONFIDENT IN OUR EXPERTS HAVE ADVISED US THAT WE CAN RETAIN OUR COST RECOVERY AND THEN SOME WITH THE EXPANSION. SO WITH THAT I KNOW WE'VE GONE THROUGH A FEW QUESTIONS. BUT TRISH AND I ARE MORE THAN HAPPY TO NANCY AND ANSWER ANY FOLLOW UP QUESTIONS.

I KNOW THIS HAS BEEN DISCUSSED ON AND OFF. I BELIEVE SINCE WE BOUGHT APEX IS WHAT ABOUT THE NORTH NORTH WEST SECTOR LIKE. INSTEAD OF EXPANDING DOING ANOTHER CENTER THERE, AND I UNDERSTAND ALL THAT, TOO. I GUESS. MY ALSO CONCERN IS. I KNOW I'VE SEEN A SLIDE IN THE PAST THAT SHOWS WHERE THE PEOPLE ARE COMING FROM, OBVIOUSLY, BEFORE MM. IN THE EXPANSION. HOW LONG DO YOU EXPECT TO BE ABLE TO DRAW FROM THESE OUT LYING. AREAS IF YOU DON'T BUILD SOMETHING THERE, TOO, RIGHT, YOU KNOW. SO THIS SOUTHWEST QUADRANT OF THE CITY WITH THIS BUILDING SITS IS STILL GROWING. SHOULD WE CALL THE APARTMENT BEING BUILT AND THE PUBLISHING COMING IN? THERE'S A BASKET AMOUNT OF POPULATION STILL TO COME ON THE NORTH SIDE. WHAT WE ANTICIPATE IS BUILDING ANOTHER APEX CENTER TYPE FACILITY IN THE FUTURE.

BUT AT THIS POINT, WE THINK THAT BECAUSE PROHIBITIVE STAFFING OPERATIONS SO LONG AS WE STAYED AT THE START WITH THE INFRASTRUCTURE AND MANAGEMENT IN PLACE DAY PACK CENTER, IT'S PRETTY MUCH TURKEY. WE PROVIDE TREES AND HER GROUP, MORE SPACE AND THEIR TEAM WILL OPERATE IT AND FILL IT UP AT A VERY MINIMAL EXPENSE OVERALL. WE ALSO HAVE FUNDING FOR A NEW SENIOR RECREATION CENTER, SO WE'RE GOING TO START THE PLANNING PROCESS FOR THAT. THAT MAY SIT SOMEWHERE IN THE CITY. THAT'S MAYBE CLOSER NORTH. BASED ON THE EXERCISE GO THROUGH SO WE MAY BE ABLE TO PROVIDE SOME RECREATION SPACE UP THERE. AND OVER TIME GROW THAT SPACE TO ACCOMMODATE MORE GENERAL PUBLIC, SO WE HAVE LOOKED AT THAT. WE FEEL VERY, VERY CONFIDENT. THE BEST PLAY AT THIS POINT IS TO EXPAND THE BUILDING OF THE COMPLICATION. A LOT OF MONEY, SO IT'S GONNA BE A LOT OF QUESTIONS. I KNOW YOU DON'T LIKE ESTIMATING HOW MUCH IS THE WATER PART? 33 NOT INCLUDING THE WATER PARK. IT'S NOT A COMMITMENT. I JUST YEAH.

SO THE NUMBER THAT CAME IN MIND THAT QUESTION WAS $7 MILLION, PLUS REMIND US 10. SO NO SUBSTANTIAL BECAUSE WHAT HAPPENS IS WITH THAT THAT PLANET ALSO JUST IN THE PARKING LOT. THERE'S A RIPPLE EFFECT, NOT JUST THE WATER THAT GOES ALONG WITH IT, BUT THAT'S THE KIND I JUST WANT TO KNOW THE KIND OF MONEY WE'RE TALKING ABOUT, OKAY? SO YOU'RE IN THIS PROPOSAL, THOUGH, BECAUSE I WAS LOOKING AT THE SLIDES AND FOLLOW THIS WAS JUMPING HEAD.

SORRY. YOU ALL STILL BELIEVE THAT THE BEST OPTION THIS POINTS TO EXPAND NOT TO EXPAND SLIGHTLY SMALLER AND ADD THE WATER. CAUSE I WAS THINKING WHEN I WAS LOOKING AT OPTIONS TWO AND THREE, OKAY, IF YOU START SHRINKING THAT, AND THEN YOU ADD, YOU COULD GET UP TO THE SAME AMOUNT STILL GET ALL THE FEATURES. OUR FAIR IS THAT WE BE COMING BACK AGAIN TRYING TO END MORE SQUARE FOOTAGE AND ADJUST MORE SPACES. LESSON LEARNING THE FIRST BUILDING. I THINK THE WISER APPROACH IS TO OPTION ONE. GET IT DONE, RIGHT. OKAY. GOT IT. FOR OUR PURPOSES HERE TODAY. YOU'RE JUST UPDATING US. YOU'RE JUST BRIEFING US. THERE ISN'T AN ASK ON THE TABLE HERE, RIGHT? THERE'S NOT ASKED AT THIS POINT. I WOULD LOVE TO WORK WITH THE CHAIRMAN AND PRESIDENT TO MAKE THIS AN OFFICIAL REQUEST. EITHER WITH THE SUB COMMITTEE CONVERSATION FIRST OR WITH THE WHOLE GROUP. WE WANT TO MAKE SURE THAT YOU KNEW YOUR GRANT MONEY WAS WELL SPENT ON OUR STUDY WAS COMPLETE, AND WE DON'T WANT TO SIT OUT THERE.

AND I REALIZED WATCHING THE HEADLINES. THE CDC IS AN ACTIVE PARTNER IN MANY PROJECTS ACROSS THE CITY, AND WE WANT TO MAKE SURE THAT PARKS RECREATION PRODUCT CONVERSATION. AS I LEARNED, AS I LEARNED, AS I LEARNED TUESDAY NIGHT IS VERY CLEARLY NO ACT ON THE AGENDA HERE TONIGHT TODAY. STUDENT. ANOTHER ONE. GOOD ONE. UH, I LOST IT. SO WE WOULD LOVE THE

[01:35:04]

WALK AWAY TODAY WITH THE NEXT STEP FOR US, AT LEAST PREPARE TO GET THE FORMAL REQUEST TO YOU, FOLKS. SO. IF YOU COULD OFFER SOMETHING TODAY OR AFTER THE MEETING WOULD APPRECIATE THAT. WE'VE GOT, UM. WITH THE NEW FISCAL YEAR. THE FIRST IF WE FOLLOW THE PROJECT GRANT APPLICATION CYCLE. THE FIRST WOULD BE IN DECEMBER SO WE CAN. PUT TOGETHER A MEETING OF THE POTENTIAL PROJECTS SUBCOMMITTEE IN ADVANCE, AND THEN WE HAVE THREE CYCLES IN. COMING YEAR.

SO IF DECEMBER IS NOT THE RIGHT TIME, THEN THE SECOND WOULD BE IN MARCH. WHY I DO IT. MY QUESTION. UM I APOLOGIZE IF YOU DID SAY THIS ALREADY. WHEN DO YOU PROPOSE PUTTING A SHOVEL IN THE GROUND AND WHEN YOU PROPOSED FINISHING IT. SO GREAT QUESTION. THIS WILL PROBABLY TAKE ABOUT A YEAR OF DESIGN WORK. YOU GUYS WERE KEEPING THE BUILDING OPEN. IT'S INDIA LONGER CONSTRUCTION SCHEDULE SO IT COULD BE TWO YEARS OF CONSTRUCTION OVER ALL BECAUSE OF THE PHASING SEQUENCE WE HAVE TO DO. INEM CDC HAS PROPOSED TO BE. OR YOUR THINKING IS WE WILL BE 100% OF THE FUNDING FOR THIS, OR IS THERE A MIX OF FUNDING? AT THIS POINT? WE'RE ASKING CDC CONSIDER 100% OF FUNDING. SANDY I HAVE A QUESTION IF HE'S LOOKING AT A 12 MONTH OR SO OR TWO YEARS. IS OUR OPPORTUNITY FOR FAZES. THIS FLOOR IS LIKE OUR FINDING CYCLE IS THEIR OPPORTUNITIES. YOU KNOW, WE HAVE A PHASE ONE. BECAUSE OF THE LARGE AMOUNT IN ONE YEAR. THERE'S A LOT OF THINGS GOING ON THIS PARTICULAR COMING UP THIS FISCAL YEAR. YOU KNOW, I THINK IT'S POSSIBLE IT WILL DEPEND ON IF THIS IS A PROJECT THAT WE MOVE FORWARD WITH. I THINK IT'S PROBABLY GOING TO REQUIRE BONDING. AND SO IF WE DO THAT, IF THE BONDS WERE SOLD, I MEAN THE FUNDS ARE THERE AND WE START AND THE DEBT SERVICE IF WE'RE TRYING, TIO.

TWO, NOT ONE BOMB FORTH AND IF WE COULD IDENTIFY PHASES AND COSTS ASSOCIATED WITH THEM, THEN WE COULD OVER. TWO YEARS OR WHATEVER. WE COULD APPROACH IT THAT WAY, BABY JUST WORKING WITH FINANCE. SO WHAT I WOULD LIKE TO GET TO AS SOON AS POSSIBLE IS A GO. NO GO IN OVERALL PROJECT. OUR FIRST FUNDING REQUEST WOULD PROBABLY BE FOR DESIGN SERVICES. SO 2.36 MILLION HERE ITEMIZE THE FIRST GRANT. MAYBE IN THAT REMAIN DOLLAR RANGE. HELP US, DRAWING STEIN AND ALLOW SOME BREATHING ROOM FOR US TO FINALIZE. LEAVE THE OPTIONS TO FUND IT OVERALL.

THERE IS NO FUNDING FROM THE BOND ISSUE. WAS APPROVED BY VOTERS. SOMEONE HAS BEEN SPENT FOUR TIMES OVER ALL RIGHT, HE SAID. THERE'S NO FUNDING AVAILABLE FROM THE CITY BOND.

SO THE $91 MILLION. THERE'S NOTHING SPECIFIC IN THERE. YEAH, THAT'S NOT IN THERE AND CINDY, COULD YOU REFRESH EVERYONE'S MEMORY ON HOW THE ORIGINAL WATER PARK WAS UNDER THAT WATER PARKS ARE THE ORIGINAL APEX WAS FUNDED. CDC FUNDED IT THROUGH A COMBINATION OF CASH AND BOND PROCEEDS. THE TOTAL WAS ABOUT 36.5 MILLION. WE WERE 100% OF FUNDING THAT THERE WAS ANOTHER MILLION OR MILLION AND A HALF THAT CAME FROM THE CITY. AND THEN THE OTHER. I THINK IT'S OBVIOUS IN YOUR PRESENTATIONS. $33 MILLION PROJECT. COULD BE DONE AND WOULD BE DONE FIRST AND THEN THE WATER. FACILITY, WHICH COULD BE DONE IN A COMPLETELY DIFFERENT TIME. YES. ONCE WE WERE MUCH MORE SURE OF POST COVE IT AND. PEOPLE ACTIVELY BACK TO NORMAL. THERE'S A VACCINE WHATEVER. THAT THAT'S TRUE, RIGHT? YOU'RE NOT TRYING TO PUT SHOVELS IN THE GROUND ON THE WATER FACILITY. AND OBVIOUSLY, IF YOU HAD A CHOICE OF ONE OF THE OTHER, YOU WANT THE GYM AND EVERYTHING EXPANSION. IT'S CORRECT NOW, IDEALLY, WOULD BE GREAT TO HAVE A FUNDING MECHANISM IN PLACE THROUGHOUT THE ENTIRE PROJECT IN TOTAL, SERVES CLARITY ON SEQUENCING OVERALL, BUT IN TERMS OF PHASING, I THINK THE BUILDING SCRIPT WHAT IS MOST IMPORTANT AT THIS POINT. IF YOU WANT THE WHOLE THING YOU NEED TO THIRD CLOSER TO COME IN NOW, THE BALD GUY WITH THE TAN AND THE HEARING. BOUGHT WAY TOO MANY TIMES SHARES. I'M SORRY. SO IT'S I GUESS THE BALL'S IN YOUR COURT. THEN IF YOU WANT TO GET WITH CINDY AND SAFE, YOU WANT TO SET SOMETHING UP TO MARGIT COMMITTEE CAN LOOK AT IT. YOUR APPLICATION AND FOR DECEMBER OR WHATEVER YOUR TIMING IS, BUT. WE WERE THAT COMMITTEE IN PLACE, TOO. GIVE US A CHANCE TO GET WITH FINANCE TIO EXPLORER OPTIONS FOR HOW

[01:40:03]

HOW IT COULD BE STRUCTURED AT THE BOARD. I'D LIKE TO MOVE FORWARD. I'LL BE HALF A TREE.

SEND THE ENTIRE TEAM. THANK YOU SO MUCH FOR A LONG REST PRESENT THIS GREAT PROJECT OVER EXCITED FOR IT, AND I THINK IT REALLY MIRRORS EVERYTHING WE'RE TRYING TO IN OUR PARKS SYSTEM GET BETTER AND BETTER EVERY DAY, SO THANK YOU. I'M SORRY PAUL HAD I DID HAVE ONE OTHER QUESTION.

I'M SORRY. UM. MIKE SARAH, LIKE A POLLEN BREAK TODAY. YOU KNOW THAT? OH, MY SO WE'RE A 200,000. PERSON COMMUNITY. YES, RIGHT. GROWING TIO WHAT 3 50 IS AT THE ULTIMATE WHAT. I GUESS IT'S A QUESTION. ACTUALLY, PAULA AND MIKE. WHAT SIZE COMMUNITIES IN THE DALLAS AREA OR IN OUR AREA HAVE TOO. UM, ATHLETIC FACILITIES LIKE YOU HOW BIG YOU HAVE TO BE. IF WE'RE LOOKING AT OUR OTHER, YOU KNOW, YOU'VE DONE OTHER THINGS WHERE YOU'VE STUDIED OTHER COMMUNITIES TO SAY WE NEED A SECOND ONE. SO ARE THOSE GOT TO WRITE, BUT THAT'S GOT LIKE HOW MANY PEOPLE LIVED THERE. HOW IS IT? YOU WANT 20? SOMETHING REALLY. OKAY, SO OUR PARTS MASTER PLAN ACTUALLY DID THIS EXERCISE IN 2017? NELSON NEED FOR NOT JUST ONE. BUT TWO MORE OF THESE SITES, BUILDINGS IN OUR COMMUNITY FOR BUILD OUT. THERE'S TWO APPROACHES TO PROVIDING INTO RECREATION, SMALL NEIGHBORHOOD CENTERS PEPPERED THROUGHOUT, NUMBERING A DOZEN OR 14 OR THIS MODEL, WHICH IS MORE OF A CATCH ALL FOR ELECTRIC AREA. WE DECIDED TO GO WITH THIS MODEL JUST FOR EFFICIENCY OF STAFFING AND OPERATIONS. I HAVE ONE MORE QUESTION. I THINK IT WAS PRESENTED A WHILE BACK WHEN WE'RE LOOKING AT. DEMOGRAPHICS OF WHERE ALL OF THE RESIDENTS ARE COMING FROM. WE ALL AT SOME POINT, DO ANOTHER ONE. I'D LIKE TO SEE WITH THE GROWTH THAT WE HAVE. WHAT DEMOGRAPHIC LOOKS LIKE COMING FROM THE DIFFERENT.

ARIEL, YOU KNOW, AREAS WE DO IT ALL THE TIME PARTY MEMBERSHIP CAMPAIGN AND FIND OUT WHERE PEOPLE ARE COMING FROM. IS THAT EXERCISE? SO THAT'S THE CORONATION WITH R. J S DEPARTMENT. THERE WILL DO THAT NEEDED. SO WHAT WE CAN DO WAYS MAYBE PROVIDE CINDY THE EMAIL.

A RECENT SNAPSHOT IF THAT'S WHAT THEY WOULD TREAT, ANYWAYS, THING TO GROUP THANK YOU. SURE, OF COURSE. THE SAME STUFF. YOU THERE. SHOULD. I JUST WAS WONDERING IF THEY PLAY NO CENTERS. THE TWO PLANO CENTERS WITH THE SAME SIZE. TRISHA GERMANY UNTIL I WOULD SAY THERE, THERE'S MAYBE SIMILAR SIZES. TITTIES. OF MORE AQUATIC BASED. I'M SORRY. THE ONES MORE AQUATIC BASED HAS SOME FITNESS COMPONENT, BUT IT'S NOT NEARLY THE SIZE OF WHAT WE HAVE HERE AND I CAN GET YOU THAT INFORMATION AND SEND IT TO YOU WHEN WE SEND THE GPS INFORMATION, SO THEY'RE TWO CENTERS IN PLANO THAT HAVE CINDY JUST SHOWED ME 280,000.

PEOPLE LIVE THERE ON. YOU PUT IF YOU STOCKED UP OUR CURRENT APEX BESIDE THE MEWLING BACK OR THE OTHER ONE. ARE THEY ABOUT THE SAME SIZE SQUARE FOOTAGE? YES, BUT NOT NECESSARILY WHAT THE COMPONENTS OF THAT SQUARE FOOTAGE IS RIGHT. IT'S NOT GOING TO BE THE SAME. IT'S GONNA BE DIFFERENT, AND THEY HAVE REX CENTERS THAT DO NOT HAVE WATER. THAT'S CORRECT.

THEY DO SO DO IT. NOW. WITH THIS EXPANSION, YOU'D BE DOUBLING THE SQUARE FOOTAGE.

FOR A USABLE SQUARE FOOTAGE. I WAS REALLY IMPRESSED WITH THAT SLIDE BY THE WAY. AND, UH, AND.

MAMA DATING, MAYBE UNDERSTANDING THAT THERE'S A GEOGRAPHICAL ISSUE, BUT HOW FAR PEOPLE DRIVE, BUT IT WOULD ACCOMMODATE AT LEAST WHAT'S CURRENTLY CALMING. ACCOMMODATE, YOU KNOW, WITH A POPULATION OF 300,000. I DO A LOT OF JUMPING WITH NUMBERS. I'M SORRY, BUT, UH. TRYING TO SATISFY MY OWN THOUGHT. DOES THIS EXPANSION AND HELP COVER US. A PASSCODE THAT NO, THAT WOULD BE TO A POPULATION 300,000 CERTAINLY HELPED. SO I BELIEVE THE NEXT BUILDING WE BUILD UP NORTH WOULD BE A MULTIPURPOSE BUILDING THAT WE MAY HAVE A SENIOR RECOGNITION COMPONENT GENERAL RECREATION COMPONENT. MAYBE EVEN A LIBRARY. NOT SPEAKING FOR THE DEPARTMENT AT ALL, BUT UNDER ONE ROOF, HAVING MORE OF AN INTEGRATED COMMUNITY HUB. THERE. I THINK THAT'S THE MODEL THAT WE'RE SEEING ACROSS THE COUNTRY. EXCELLENT. THANK YOU. THANK YOU. EX CATHERINE. THANKS, SANDY. SO ITEM 2009 TO 4. ACTIVE PUBLIC HEARING AND

60. ARKS AND RICK US. IN 12,000 FACTOR $10 FROM PEAK TO 061 WONDER TO P. K FOR 394 SENIOR RECREATION CENTER. TO A MAN PROJECT TO 0-13 TO REALLOCATE TURNING $50,000 FROM P K FOR 399 UMBRELLA. FUN TO P. K FOR 39 FOR SENIOR RECREATION CENTER FOR AN AGGREGATE. REALLOCATION TO P K FOR 394 $401,081. YOU DIDN'T GET ALL THAT WE READ THAT AGAIN, SAY AGENDA TITLE IN THE AGENDA TITLE IS MY STAFF REPORT. REALLY REALLY GOOD AT THIS GOOD. SO OUR SENIOR RECREATION CENTER PROJECT IS IN FULL SWING ABOUT 80% COMPLETED ONE ITEM THAT WE DID NOT HAVE THE BUDGET FOR PREVIOUSLY WAS EXPANDING THE CURRENT PARKING LOT OUT THERE. NOW WORKING WITH CINDY. WE DID IDENTIFY SOME UNUSED FUNDS AND PRODUCTS THAT ARE COMPLETED AS ITEMIZED ON THE AGENDA RIGHT UP. WE WOULD LOVE IF THE CDC WOULD REALLOCATE THAT MONEY TO THIS PROJECT. IN ADDITION, ALSO TAKING SOME OF OUR UMBRELLA MONEY PUTTING IT TOWARD HERE.

WE HAVE A REQUEST FROM A RESIDENT. HE WANTS TO GIVE A PRIVATE DONATION FOR A CIVILIAN. A SENIOR REC CENTRE SO WE WON'T BUILD TO MATCH THAT EXPENDITURE AS WELL AS LOOK AT BY A GOLF CART FOR THE FACILITY TO MOVE. PEOPLE AROUND IN THE PARKING LOT ARE PARKED FURTHER AWAY. SO DEFINES THE $400,000 AND CHANGE WILL BE USED FOR THE PARKING LOT. A CIVILIAN SLASH GAZEBO, A GOLF CART, MAYBE A STORAGE SHED FOR THE GOLF CART. MAKE SURE IT'S SECURE. I'M SO WITH THAT COMPLETES MY PRESENTATION. HOW MUCH WAS THE MATCH ON THE CIVILIANS? SO I DON'T WANT TO SEE EXACTLY HOW MUCH THE PRESIDENT WANTS TO GIVE US FOR IT. BUT, WELL, PIPER CHIP IN MUCH MORE THAN IT IS. THEY WILL MAKE A CONTRIBUTION THAT WOULD GIVE US A MODEST GAZEBO WAY. THINK WITH OUR CITY FUNDS, WE COULD DO SOMETHING THAT'S MORE USABLE.

AND IS WONDER. WONDER COMING BACK, OR IS IT? NOT SO AND AFTER THE FIRST ONE WE HAD A RECAP MEETING. AND TO BE HONEST, WE'RE 50 50 ABOUT WHAT WAS HAPPENING THIS YEAR. COURSE THE PANDEMIC MADE HER MIND UP FOR US. WE BELIEVE THAT WE'RE GOING TO REINVENT IT AND RE INTRODUCE IT. TO THE PARK SYSTEM. HOPEFULLY, NEXT YEAR. ONE OF OUR GOALS IN OUR DEPARTMENT IS TO CREATE A MORE SPECIAL EVENT CENTRIC POSITION THAT'S FOCUSING AND THOSE SPECIAL EVENTS OF THAT SIZE AND SCALE IN COORDINATION WITH THE FACILITIES LIKE THE EFFECT CENTER. CAN'T THINK YOU THOUGHT IT WAS WELL ATTENDED LAST YEAR. IT WAS WELL ATTENDED, BUT THE FIRST ONE WHILE THE FIRST YEAR IS ALWAYS ROUGH, RIGHT THE FIRST YEAR TO GET PEOPLE TO DO IT BECAUSE PEOPLE HAVE THEIR HABITS, THEY GO TO THEIR FAMILY, TRADITIONAL PLACES FOR THAT TYPE OF EXPERIENCE. THE FEEDBACK WE GOT. THERE WAS FANTASTIC. THOSE WHO DID ENJOY WITH US TO A PERSON WAS VERY POSITIVE AND THE ICE SKATING RINK IN PARTICULAR, WHICH CAME OUT OF THIS GROUP WAS A GREAT FUTURE THAT PEOPLE LOVED. I'LL JUST SAY IF I WAS IN THAT POSITION AGAIN, I WOULD NOT FUN ICE SKATING AT LEAST THE NEEDED FAKE ONE. I WOULD. I WOULD LOVE TO SEE A REAL ONE. BUT. OKAY, OBVIOUSLY, CODE DOESN'T MAKE WONDER PRACTICAL RIGHTS HERE, BUT WHEN IT DOES COME BACK, IT'LL BE REIMAGINED AND. YEAH, WE'RE GOING TO GROW FROM EXPERIENCE AND GO FROM THERE. YOU DON'T WANT TO BE NEGATIVE. NANCE'S BUT. NO. THIS IS A PUBLIC HEARING, SAID. DO I HAVE ANY PUBLIC COMMENTS ON THIS? I NEED EMOTION TO CLOSE. I MOTION TO CLOSE PUBLIC. YOU'RE SECOND.

PEOPLE CARING IS CLOSED. IF. DOESN'T HAVE ANY OBJECTIONS OF SOME OF THEM. GO AHEAD AND PROVE THE MOVING OF THESE FANS THAT HAVE ALREADY BEEN APPROVED TOWARDS PARKS AND RECS. IT'S JUST AN APPROVAL. I MOVE THAT WE, UH, MOVE THAT WE ALLOWED THE REALLOCATION OF PHONES. I SECOND. JUST WANT TO SAY I REALLY LIKE THE LOUD MOVING IN SECONDS. LEAVING THOSE FRIENDS.

THANK YOU. 200925 UPDATE A MARKETING INITIATIVES FOR MCKINNEY COMMUNITY ELOPEMENT

[Update on Marketing Initiatives for McKinney Community Development Corporation]

[01:50:06]

CORPORATION. GREAT JOB. TERESA AND MIKE GREAT GREAT PRESENTATIONS. GOOD MORNING, MICHELLE FELKER, CREATIVE SERVICES MANAGER, COMMUNICATIONS AND MARKETING DEPARTMENT. SO I'M HERE TO UPDATE YOU. WE'VE BEEN DOING THE MARKETING AND RE BINDING CAMPAIGN FOR ABOUT A YEAR NOW. AND SO I'M EXCITED TO SHARE WITH YOU. WHAT WE'VE ACCOMPLISHED IN THE LAST SEVERAL MONTHS, AND WE'RE MOVING TO GO FOR IT. SO WE DIVIDED THIS CAMPAIGN CAMPAIGN UP INTO A COUPLE DIFFERENT PHASES. PHASE ONE WAS WHERE WE ACTUALLY CREATED THE CONCEPTS AND INTRODUCED. THEY'RE BRINGING THE HEIGHT IS AND THEN FACE TWO IS WHERE WE STARTED INTEGRATING AND COSTS PROMOTING THE MESSAGES AT EVENTS PROGRAMS OFFENDED FACILITIES. WE WERE TAGGING VIDEOS AND CALENDAR ENTRIES AND WE WERE WORKING ON LAUNCHING VIDEOS. ALL THIS WAS STARTED. AND WE WERE IN PROCESS. IN FEBRUARY AND MARCH AND CO GET HIT. AND THINGS STARTED SHUTTING DOWN AND SO ALL THE BASES WERE HERE AND STARTED. UM, BUT WE HAD A PIVOT A LITTLE BIT, WHICH TOOK US INTO PHASE THREE. AND PHASE THREE IS INTEGRATING AND CROSS PROMOTING MESSAGES WITH OUR COMMUNITY PARTNERS AND BUSINESSES AND TO CONTINUE TO LOOK FOR WAYS TO PROMOTE AND EDUCATE AND THEN ALSO TO INCREASE AWARENESS OF THE GRANTS PROGRAMS. SO FORTUNATELY, WE'RE STILL DOING.

EVERY PART OF EACH PHASE. WE'RE JUST KIND OF SHIFTING, AND WE ACTUALLY WENT INTO PAYS THREE A LITTLE BIT FASTER, THEN. REALLY? WHAT? I THOUGHT WE WERE GOING, TIO GO INTO IT. I'M EXCITED TO SHARE WITH YOU WHAT WE ACTUALLY ACCOMPLISHED IN THAT FACE THREE. SO WHEN BUSINESSES STARTED SHUTTING DOWN AS COMMUNITY PARTNERS, WE GOT TOGETHER WITH. OF COURSE, THE CITY M. CBC THE CHAMBER MAIN STREET AND VISIT MCKENNEY AND WE SAID, HOW CAN WE SUPPORT BUSINESSES? HOW CAN WE SUPPORT MCKENNEY? AND WE LOOKED AND SAID, YOU KNOW, THE DISCUSSION WAS DO WE BUILD A CAMPAIGN AND EVERYONE SAID, WE ALREADY HAVE A CAMPAIGN CD SEES BY MCKINNEY CAMPAIGN IS THE CAMPAIGN THAT WE NEED, TEO. REALLY FOCUS OUT INTO THE COMMUNITY. SO AT THAT POINT WE DID WE CREATED SOCIAL MEDIA GRAPHICS THAT WE SHARED WITH ALL OF OUR COMMUNITY PARTNERS, AND ALL OF THEM STARTED SHARING. THE SAME MESSAGE THROUGHOUT THE COMMUNITY, SO ARE BY MCKENNEY JUST WENT EVERYWHERE THERE. ALL OF OUR COMMUNITY PARTNERS IN IT'S STILL TODAY. THEY'RE STILL USING IT. YOU'RE STILL SEEING THE RED BUTTON GO OUT EVERYWHERE. SO IT WAS REALLY, REALLY EXCITING TO SEE THAT AND REALLY EXCITING TO SEE ALL THE SUPPORT THAT OUR COMMUNITY PARTNERS WERE. STANDING BEHIND THIS CAMPAIGN ALONG WITH US.

AND THEN ALSO, WE WANTED TO SAY, OK, HOW ELSE CAN WE SHOWCASE THE BUSINESSES? SO WE GOT TOGETHER AND WE DID A VIDEO. AND IF YOU HAVEN'T WATCHED IT, I'M GOING TO SAEKO BACK AND PLEASE WATCH THIS VIDEO IS A FANTASTIC VIDEO, BUT WE DID A VIDEO. WERE WE FOCUSED ON BUSINESSES AND THEY TOLD US YOU KNOW HOW. HOW CITIZENS COULD HELP THEM HOW WE COULD HELP THEM RECOVERED AND KEEP THEM GOING, AND SO WE CREATED THIS BUSINESS THERE THIS VIDEO AND AGAIN IT WAS SHARED THROUGH ALL THE COMMUNITY PARTNER, SOCIAL MEDIA. IT'S ON WEBSITES AND EVERYTHING AND IT'S FANTASTIC. ALL THE VIDEOS THAT I MENTION IN THE PRESENTATION TODAY ARE ACTUALLY ON M CDC SOCIAL MEDIA SITES, SO IF YOU HAVEN'T WATCHED, YOU CAN GO THERE. ALSO ON M CDCS WEB PAGE. SO IF YOU GO TO THE LANDING PAGE ON THE CDC WEBSITE, SCROLL DOWN ALL THE WAY TO THE BOTTOM, AND THERE'S A LITTLE WINK THAT SAYS VIEW VIDEOS OR VIEW MOHR SOMETHING LIKE THAT. THIS ISN'T ANOTHER WAY. THIS HAS NOT GONE OUT YET. BUT THIS IS SOMETHING THAT WE'RE WORKING ON. THIS WILL BE HITTING BUSINESSES. AM I LATE NEXT WEEK, THE FIRST PART OF NOVEMBER AND IT'S A SELF MILLER. IT'S GOING TO GO OUT TO SMALL BUSINESSES HERE IN MCKINNEY. AND THE FIRST PART OF IT IS THE FAR LEFT. AND IT SAYS YOU SUPPORT ME, KENNY, WE SUPPORT YOU. AND THEN IT WILL OPEN UP A LONG WAY. SO THE FIRST. HELP US SHARE THE MESSAGE PART WILL ACTUALLY BE THE TOP PART THAT YOU'LL SEE THAT WE'LL HAVE THE CLEAN AND THEN UNDERNEATH THAT WILL BE THE EDUCATION MESSAGE, AND THEN THE FOLDED PART OF THE BACK.

COMMUNICATES ABOUT THE GRANT. SO WE INCORPORATED THE COMPLETE MESSAGE ABOUT MCKINNEY AND WE'RE ASKING BUSINESSES TO HELP US SHARE THAT MESSAGE BECAUSE WE ALL HELP SUPPORT THEM. AND WE ALL SUPPORT ME, KIMMIE. AND THEN MANY OF YOU HAVE SEEN THERE RETAILED ABOUT MY GRANT

[01:55:05]

FIRE BECAUSE YOU GUYS TOOK THIS OUT AND TO THE COMMUNITY AND SO AGAIN, THIS IS HOW WE'RE INCORPORATING THE MESSAGES. THE EDUCATION. AND IN THE GRANT, AND THEN WE'VE ALSO DONE GRANT VIDEOS, SO WE'VE DONE THE INFRASTRUCTURE GRANT VIDEO AND WE'VE DONE THE PROJECTS AND THEN WE'VE DONE THE PROMOTIONAL EVENTS. AND THEN THIS IS PART OF FACE, TOO. THAT HAS BEEN STARTED. SO AS YOU'VE SEEN, YOU GUYS HAVE SEEN THE FITNESS COURT EVERYTHING EMERY SHOWING IT. THEY'VE ACTUALLY PUT A COVER OVER THERE GETTING READY TO ACTUALLY START CLASSES AT THE FITNESS COURT. SO THE EXPOSURE THAT THE FITNESS COURT IS BRINGING IT IS AMAZING IT THAT IS. IT'S REALLY PEOPLE ARE USING IT AND THEY LOVE IT. UM AND THEN HERE'S AN EXAMPLE OF A PROJECT THAT YOU GUYS SUPPORTED. AND OF COURSE THEY HAVE. IT'S MY MCKINNEY IN FRONT OF IT, SO MESSAGES THEY'RE GETTING OUT THERE. AND THEN AGAIN, THE SENIOR CENTER. SO INCORPORATING THESE MESSAGES WHEREVER WE CAN. HERE'S THE CLOSED. SIGN FOR THE SENIOR RECREATION CENTER, AND WE'VE INCORPORATED ALL OF THAT MESSAGE E INTO THAT. HERE'S SOME EXAMPLES OF SOME ADVERTISING THAT WE ACTUALLY HAVE DONE OVER THE LAST FEW MONTHS. WE PUT THIS BILLBOARD ON HIGHWAY FIVE. THERE'S A GREAT LOCATION ON HIGHWAY FIVE IN THIS BILLBOARD WAS OUT FOR IN JULY AND AUGUST. AGAIN TO SPY MAKE ANY AND WHEN YOU BUY IN MCKINNEY, GREAT THINGS HAPPEN. AND INCORPORATING THOSE MESSAGES AS MUCH AS WE CAN WE HAVE THIS BANNER UP, SAY THE ONE ON THE FAR LEFT, AND THEN AGAIN, WE'RE CONTINUING OUR ADVERTISING AND COMMUNITY IMPACT. HERE'S AN EXAMPLE OF HOW. WE'VE EXTENDED THE MESSAGE. WE ALTERNATE THE MESSAGE EVERY OTHER MONTH BETWEEN AN EDUCATION AB AND AN AD THAT SUPPORTS THE COMMUNITY EVENTS AND COMMUNITY PROJECTS THAT YOU GUYS HAVE SPONSORED.

SO, LIKE I SAID, WE ALTERNATE THAT MESSAGE EVERY OTHER MONTH. AND THEN INCORPORATING THE COMPLETE MESSAGE WHEREVER WE CAN AND PROMOTIONAL ITEMS, AND I THINK MOST OF YOU IF NOT ALL OF YOU ACTUALLY HAVE GOT ONE OF THESE. AND THIS WAS THE WEB CAN COVER BOOKLET. I THINK THAT COMPLETES MY PRESENTATION. SO REALLY NEXT STEPS FOR US, IT'S JUST CONTINUE TO LOOK FOR OPPORTUNITIES CONTINUE TO KEEP THESE MESSAGES OUT IN THE COMMUNITY. I AM ACTIVELY LOOKING FOR OPPORTUNITIES FOR US TO PROMOTE THE PROMOTIONAL EVENTS THAT YOU GUYS ARE SUPPORTING OUT IN THE COMMUNITY. AGAIN RIGHT NOW. THAT IS A CHALLENGE BECAUSE.

IT'S CHANGING SO OFTEN, SO WE'VE BEEN VERY HESITANT TO ACTUALLY PUT MONEY BEHIND THAT AT THIS POINT. UM, BUT. LOOKING FOR FREE OPPORTUNITIES TO PARAMOUNT. AND THEN AS THINGS SETTLE DOWN, BUT I'M STILL LOOKING FOR OPPORTUNITIES THAT ONCE LIKE I SAID, IT GETS A LITTLE BIT MORE REGULAR. WE KNOW THAT THOSE EVENTS ARE GOING TO HOLD A LITTLE BIT MORE FREQUENT THEN WE CAN INVEST THE MONEY IN THOSE AREAS. YES, RIGHT. IT'S UNSOLICITED MARKETING ADVICE COMING FROM A PERSONAL EXPERIENCE. I PUT ONE OF THOSE YARD SIGNS THAT WAS A CHESTNUT SQUARE. AND PUT IT ON MY HOME. AS I WAS VERY PROUD OF IT, AND I JUST GRABBED ONE OF THE CHESTNUT SQUARE ONES, AND I THINK THEY GAVE IT TO ME. I GOT A CITATION. FROM MY HOME OWNERS ASSOCIATION. TO TAKE THAT SIGN DOWN BECAUSE THAT IS A, UM UH, WE CALL IT SOME KIND OF AN ADVERTISEMENT OR SOMETHING. I LOVE TO ADVERTISE ON YOUR LAWN, OKAY? SO FOR A MONTH, I THOUGHT, WELL, THIS IS KIND OF LIKE A JOKE. FUNNY STORY. BUT THEN WHAT I'M THINKING IS THIS IS THE PUNCH LINE. YOU HAVE A SPECIFIC OUTREACH TO EACH AND EVERY HOMEOWNER'S ASSOCIATION IN MCKINNEY. TO PUT YOU KNOW THE KIND OF GRAPHIC POSTER ON THEIR WEBSITE. I DON'T KNOW FOR LOUD BUT BASICALLY ON THE H O A WEBSITE TO PUT BY MCKINNEY KEEP IT HERE. WHATEVER, WHICHEVER ONE WORKS WELL, AND ALSO ANY HOMEOWNER ASSOCIATION MEETINGS. WHATEVER ANY KIND OF HOMEOWNERS ASSOCIATION COMMUNICATION ALWAYS SORT OF HAVE. THAT IS LIKE A RED STICKER ON THE CORNER. EVERYTHING. AND I'M PART OF THE HOMEOWNERS ASSOCIATION. I DON'T THINK WE'D HAVE ANY PROBLEM WITH THAT. I HAVEN'T REALLY READ THE BYLAWS PER SE. I DON'T WANT EITHER, BUT I JUST THINK IT'S A REALLY NEAT WAY TO GET THAT THOUGHT OUT TO EVERYBODY BECAUSE I KEEP THINKING OF THE 90% OF PEOPLE IN THE KIDNEY THAT DON'T FOLLOW SOCIAL MEDIA. REALLY CONNECTED WITH WHAT'S GOING ON. WHAT GREAT THINGS ARE GOING ON DOWN HERE, AND I WAS WONDERING IF THE H ALWAYS WAS A REALLY GOOD WAY TO DO THAT. SO THE WAY THAT WE CAN REACH THE CHOICE RIGHT NOW, AND I CAN WORK WITH DANA MYERS AND HOUSING AND COMMUNITY DEVELOPMENT BECAUSE SHE DOES REACH OUT TO THE CHOICE AND STUFF LIKE THAT, AND I KNOW. WEI HAD SOME ACTIVITIES PLANNED AND I IF I REMEMBER CORRECTLY, I THINK CINDY AND LINDA WERE GOING TO BE PART OF THOSE. WE

[02:00:01]

DO TAKE HIS MANY OPPORTUNITIES TO SHARE THAT MESSAGE WITH THE. WE HAVE IT LIKE A NEW NEIGHBORHOOD. WELCOME. HAS. PRESENTATION THAT WE DID, BUT AGAIN THAT GOT STARTED RIGHT AS AT THE BEGINNING OF THE FIRST OF THE YEAR. OF COURSE, ALL THAT'S BEEN ON HOLD. SO WE DO HAVE SOME WAYS THAT ONCE WE GET BACKTO HOLDING SOME OF THOSE. TYPE OF THINGS WHERE WE'RE DOING A LITTLE BIT MORE OUTREACH IN PERSON ATTENDING SOME OF THESE MEETINGS AND STUFF LIKE THAT THERE POTENTIALLY COULD BE SOME OPPORTUNITY FOR US TO SHARE SOME THAT MESSAGE. RIGHT NOW. OUR ONLY AVENUE WOULD BE THROUGH THEIR NEWSLETTER, WHICH I DO SHARE WITH DANA. DIFFERENT MESSAGING AND I CAN DEFINITELY. SEE ABOUT WAYS THAT WE CAN INCORPORATE INTO THEIR NEWSLETTER AGAIN WERE AT THE, UM MERCY OF THEM. REALLY, IF THEY WILL TAKE THE NEXT STEP, AND ACTUALLY, ONE EITHER SHARE IT WITH THEIR HOMEOWNERS ARE LIKE YOU'RE SAYING TAKE ACTION. SO WE CAN DEFINITELY A SHARE ACTUALLY CO PROMOTE. I MEAN, A GOOD PLACE TO START WOULD BE THE CHAIR OF THE VISIT MCKINNEY BOARD. JOHN DON'T. JOHN DONNE.

ANTONIO IS IT HE IS THE PRESIDENT OF THE STONE BRIDGE RANCH HOMEOWNER ASSOCIATION.

SO, LIKE I SAID, WE SHARED THIS INFORMATION WITH THEM, BUT THEY HAVE TO, YOU KNOW, TAKE ACTION AND PRESSURE IT OUT OR PUT IT OR DISPLAY IT OR WHATEVER. SO WE DEFINITELY CAN. MAKE THE INFORMATION AVAILABLE TO THEM AND SEE IF WE CAN TAKE IT TO THAT. WHAT STEPS SO DEFINITELY DON'T MIND WORKING WITH DANA AND SEEING HOW WE CAN WORK WITH THE H ALWAYS MORE. OKAY. THANK YOU. AND I WAS JUST GOING TO SAY THAT I HAVE ONE IN MY YARD AND HAVE NOT BEEN ASKED BY THE AGE AWAY TO REMOVE IT, SO I'M IN A DIFFERENT AGE WEIGHT THAN YOU. SO MIND STILL UP, HAVING GOT A NASTY NOTE? I WAS AMAZED THAT MAYBE YOU NEED TO APPROACH THE GENTLEMAN YOURSELF. NO, I WANT TO TAKE IT ONE STEP FURTHER. I DON'T CARE ABOUT MY SIGN. I'M TALKING ABOUT. HEY, WE'RE DOING THIS FOR THE CITY. WE'RE TRYING TO GET 12% INCREASE IN REVENUE DURING A TIME OF COVE IT BUT WHATEVER SHOULD DO PUBLIC SERVICE KIND OF MESSAGING THAT BENEFITS THE ENTIRE COMMUNITIES. SO. CAN I MOVE TO THE HISTORIC DISTRICT WHERE WE DON'T HAVE ANY CHOICE AND SHOULD NOT BE SEEN AS ADVERTISING. IT'S NOT ADVERTISING. IT'S A COMMUNITY DUTY. YOU GO BACK AND TELL HIM IT'S A POLITICAL MESSAGE. THEY CAN MAKE YOU TAKE THE SIGN DOWN. IT'S A POLITICAL MESSAGE, ALWAYS WHISPERING SOMETHING. SO I SAID SOMETHING WRONG. AND YOU'VE DONE A GREAT JOB. I THINK IT'S GREAT. I LOVE THE COLORS POP SO AND I KNOW WHEN I WENT TO THE LINE, A MUSIC FESTIVAL IN THE. THE HAND SANITIZER. SO I WAS. I'M NOT EXCITED. I'M TAKING A PICTURE. NO, I THINK IT'S JUST REALLY GREAT. BUT I THINK THE COLORS ARE SO BY BURNING. IT JUST DRAWS YOU TO WANTING TO READ THE MESSAGE. SO GREAT JOB WITH JUST THE PRESENTATION OF THE MARKETING. GREAT. THANK YOU GUYS. YOU GUYS ARE PLEASED AND IN STEP THAT WE COULD DO TO POSSIBLY IS WHEN WE DO. FOUND A PROMOTION IF THEY HAVE A TICKET IF THEY HAVE A ROOF SPAN. REQUIRE THEM TO INCLUDE ONE OF OUR BUTTONS ON THAT PRINTED ON THE TICKETS PRINTED ON THE RISKY AND SOMETHING THAT'S GOOD. SO PEOPLE WHEN THEY BUY THE TICKET, THEY AUTOMATICALLY KNOW THAT'S A GOOD IDEA. IT'S A GOOD IDEA. YEAH, I THINK THAT'S A GREAT IDEA, AND YOU'VE JUST GOTTEN SO MUCH MILEAGE OUT OF THIS BASIC MESSAGING. IT'S SO CLEAR, YOU KNOW THEY CALL THE ACTION IS UNDENIABLE. SO I'M JUST REALLY THRILLED THAT WE AS A CITY HAD THIS IN ADVANCE OF COVITZ. IT'S REALLY YOU'VE GOTTEN A BIG BANG FOR YOUR BUCK OUT OF THIS. GLAD YOU GUYS ARE PLEASED. LIKE I SAID, WE'RE JUST GOING TO CONTINUE EXPANDING IT AS MUCH AS WE POSSIBLY CAN. AND IT'S REALLY BEEN A FUN CAMPAIGN TO WORK ON.

AND IT'S REALLY FUN TO SEE HOW EXPRESS IT HAS SPREAD THROUGHOUT THE COMMUNITY. AND THANK YOU GUYS FOR SUPPORTING IT. AND LIKE I SAID, WE JUST LOOK FORWARD TO JUST TAKING IT TO THE NEXT LEVEL'S MUCH AS WE POSSIBLY CAN. THANK YOU. ARE YOU ARE YOU IS IT ALL UP IN THE THOUGHT OF THIS KIND OF SIGNING UP WITH THE FOOTBALL STADIUM. UH, I'M NOT PROBABLY KNOW. SO.

WAS IT OFF? A LOT OF PEOPLE GO TO THAT EVERY FRIDAY. IT'S PROBABLY SELL US. I THOUGHT I'M SURE THEY'D SELL US. YEAH, DID NOTICE THEY DID NOT HAVE. I MEAN, THERE WERE LIKE, THREE. I THINK I'VE BEEN A BIG STADIUM A COUPLE, SO IT'S BEEN A BIT SINCE I'VE CHECKED INTO THE ADVERTISING OPPORTUNITIES AT THE STADIUM. THEY WERE VERY EXPENSIVE. LIKE VERY, VERY LIKE YEAH. SO MAYBE THERE'S OUR TAX DOLLARS AT WORK. THEY'RE KIND OF PLAY ERAS WELL, AND I DON'T I, BOY, DID I EVER STEP IN SOMETHING TRYING TO. GET INVOLVED WITH THAT. BUT I MEAN, MAYBE THERE'S AN OPPORTUNITY TO OF DIFFERENT KINDS OF RATES FOR PROMOTING. THIS MESSAGE. AND AT

[02:05:11]

THE TIME THEY DID IT, SO BUT I CAN DEFINITELY SEE CHECK INTO SEEING IF THERE'S SOME NEW OPPORTUNITIES THAT MAY BE, BECAUSE NOW THEY'VE BEEN OPEN FOR A COUPLE OF YEARS OR SOMETHING LIKE THAT TO SEE IF THERE'S SOME DIFFERENT OPPORTUNITIES THAT WEREN'T AVAILABLE. OR MAYBE THEY'VE CHANGED AND I DON'T JUST MEAN THE JUMBOTRON. I MEAN, LIKE A STANDING. KEEP US POSTED WHEN YOU GO INSIDE, RIGHT? BE REALLY INTERESTING. I DON'T KNOW HOW YOU PURSUE THAT DOWN. GET IN. MAYBE IT'S A WRITER ON OUR SUPPORT FOR THE NCC. I JUST THINK THAT THERE'S THIS ISN'T SOME SPECIAL LITTLE MESSAGE. THIS IS A COMMUNITY IMPERATIVE.

I THINK WE OUGHT TO TAKE TREATED LIKE THAT. AND I'M SAYING THIS IN ALL POSITIVITY AND JUST ECHOING. DOUBLE DOWN ON WHAT CATHERINE SAID HERE ABOUT HOW AMAZING THE WORK.

YOU'VE DONE THIS? NO, NO, I APPRECIATE THE FEEDBACK AND LIKE I SAID, WE'RE JUST CONTINUE AND WE'LL HAVE THESE CONVERSATIONS AND SEE YOU KNOW WHAT WE CAN ACCOMPLISH. ANY OTHER QUESTIONS. THANK YOU. THANK YOU. BEFORE LAST NIGHT, AND WE ARE GOING TO ADJOURN TO

[EXECUTIVE SESSION]

EXECUTIVE SESSION IN ACCORDANCE WITH THE TEXAS GOVERNMENT CODE B SECTION. 551.8 DELIBERATION REGARDING ECONOMIC DEVELOPMENT MATTERS. PROJECT F PS PROJECT NUCLEUS PROJECT 18 051 21 PROJECT 28. DISTRICT 1 21 AND PROJECT 20 OWN ON TIPS. 44. SO E CONCLUDED OUR EXECUTIVE SESSION

[ACTION ON EXECUTIVE SESSION]

AT 10 42 IN OUR BACK INTO OUR REGULAR SESSION. MOVING ON TIO ADAM. 200926 CONSIDER DISCUSS ACT ON M CDC, STRATEGIC PARTIES FOR FISCAL YEAR 21 WE HAD A COUPLE OF. I JUST WANTED TO MAKE SURE. EVERYONE IS ON THE SAME PAGE. AND IF WE WANT TO GO DOWN THE ROAD, I THINK THIS IS WHAT WE DID LAST TIME YOU WANT TO START. YOU KNOW WHAT NEIL STARTED AND THEN RICK LEADERS ON SO. AND THE DOCUMENTS THAT YOU WERE PROVIDED. ONE IS THE SLIDE THAT SHOWS THE STRATEGIC PRIORITIES THAT WERE ESTABLISHED. THE LAST TIME THAT WE HAD THE DISCUSSION, WHICH WAS ABOUT A YEAR AGO. SO I TOOK THOSE AND THEN WENT BACK OVER THE PAST TWO YEARS. LOOKED AT THE PROJECTS THAT WERE FUNDED AND MATCH THEM UP WITH THE PRIORITIES THAT THAT THE BOARD HAD ESTABLISHED. THE PRIORITIES WERE. NOT PLACED IN ANY KIND OF PRIORITY ORDER WITHIN THE PRIORITIES, AND THERE WAS MORE DISCUSSION ABOUT THAT, BUT I THINK THE CONSENSUS WAS. ON THE BOARDS PERSPECTIVE. ALL OF THE CATEGORIES WERE IMPORTANT AND. NOT. THERE WAS NOT AN INTEREST IN FOCUSING ON A PARTICULAR AREA OR A COUPLE OF AREAS. THE LAST TIME WE HAD THIS DISCUSSION, SO. THAT'S THE BACKGROUND INFORMATION AND I THINK RICK'S GOING TOE. GUIDE THE CONVERSATION THROUGH. WHETHER OR NOT THESE PRIORITIES STILL FIT WITH THE BOARD'S VISION, WHETHER THINGS SHOULD BE CHANGED WHETHER THERE IS SOMETHING THAT SHOULD COME OFF BE ADDED. AND WHAT THE. WHAT THE WISHES ARE FOR MOVING FORWARD. THANK YOU SO. THE IDEA IS JUST IF YOU COULD JUST IF YOU HAVEN'T READ ALREADY JUST READ THE ACTUAL PROJECTS THAT WE'VE BEEN FUNDED OR ACTIVITIES WE'VE BEEN INVOLVED IN AS THEY RELATE TO THE PRIORITIES.

PERSONALLY, I WAS. REALLY, REALLY HAPPY WITH THE LIST. I DON'T. I DON'T NORMALLY SEE A LIST OF STRATEGIC PRIORITIES THAT HAVE THAT MUCH DETAIL IN TERMS OF ACTUAL ACTIVITY AND ACCOMPLISHMENT. I THINK THAT IS JUST WITHIN THE LAST TWO YEARS. YEAH THE ONE EXCEPTION IS ON PUBLIC TRANSPORTATION. WE DID INCLUDE THE FUNDING OF THE DASH, WHICH WAS IN 2017. AND WHAT'S THE ONE THING ON PUBLIC TRANSPORTATION WERE PRETTY LIMITED WITH RESPECT TO WHAT WE CAN FUND IT IS UNDER STATE LAW. WE CAN FUND EQUIPMENT SO. WHETHER THAT'S A VEHICLE, A BUS OR A GARAGE OR EQUIPMENT TO SERVICE THEM. THOSE ARE THE KINDS OF THINGS THAT WE COULD PROVIDE FUNDING FOR, BUT NOT TO STAFF THEM. OR TO FUND GENTLE OPERATIONS. THEN. SO THEN WHAT I WANT US TO DO IS SO WE'VE ALL READ THIS LIST AND UNDERSTOOD IT. NOW I KIND OF WANT TO TURN

[02:10:04]

IT OVER, OKAY? I'M LIKE A BLANK SHEET OF PAPER. I'M GONNA ASK THE SAME QUESTION THAT WE DID, LIKE, THREE OR FOUR YEARS AGO. WE DID THIS AND WE SAID, IF YOU LEAVE THE BOARD WITHIN, SAY, TWO OR THREE YEARS. ONE OF THE TOP THREE OR FOUR THINGS YOU WANT TO HAVE MADE A MATERIAL DIFFERENCE ON FROM YOUR PERSONAL VIEW OF WHAT YOUR PRIORITIES ARE. AND WE'RE JUST GONNA GO DOWN THE ROAD AND YOU DON'T HAVE TO SELL THEM OR EXPLAIN THEM TOO MUCH UNLESS IT'S UNLESS IT'S ONE THAT'S NOT, YOU KNOW, COMMONLY UNDERSTOOD. WHAT WOULD THOSE THINGS BE? AND THEN A COMBINATION OF CINDY AND LINDA AND ME WILL PUT THAT WITH TOGETHER. AND THEN WILL. OBVIOUSLY IF SOME PEOPLE ARE SAYING THE SAME THING, JUST SORT OF. DOUBLE CHECK IT OR SOMETHING LIKE THAT, AND THEN SORT OF PRESENT THAT LIST BACK TO US OVER THE NEXT MONTH. AS A COMMON SET OF PRIORITIES. AND MAYBE THERE'S AN OPPORTUNITY TO RAKE THOSE. OR MAYBE THERE ISN'T DEPENDING ON WHAT THE BOARD DOES, BUT WE CAN'T HAVE, LIKE 40 THINGS WE WANT TO DO. WHAT WILL PROBABLY HAPPEN. WHAT HAPPENED THREE OR FOUR YEARS AGO WAS. AH, A LOT OF PEOPLE WERE INTERESTED IN THE SAME THING, SO IT'S A NICE WAY TO GET CONSENSUS. BUT WHAT I DIDN'T WANT TO DO IS JUST GO OVER THESE TOP 10 ITEMS OR 50 NIGHTS AND THEN AND EVERYBODY JUST SORT OF GOES. YEAH, THAT'S GOOD. THAT'S GOOD. YOU KNOW WHAT I MEAN? AND OTHERS. MAYBE NOT EVEN THAT SORT OF BE THERE BECAUSE THERE'S BEEN SO MUCH DONE ON THOSE ALREADY. DOES THAT SOUND LIKE A GOOD PROCESS TO YOU GUYS. HEY. OKAY, THERE'S ALWAYS AN ADVANTAGE TO GOING FIRST. SO I AM THINKING OF AN OTTER AND EVEN NUMBER AND DEPENDING ON WHETHER JOHN OR DAVID GUESSES IT RIGHT, WE'LL START WITH THEM. DAVID COULD GET FIRST. FOUR. OKAY? IT WAS AN EVEN NUMBER. SO DAVID DOES GO FIRST. FIRST I JUST MADE THAT OKAY, SO THAT MEANS THAT THE SECOND HEIR BE THINKING REALLY FAST. AND I'LL GO LAST BECAUSE I'VE ALREADY WHALED ON BOTH OF OUR ONE QUESTION. CLARIFICATION AT WHAT LEVEL ARE WE TALKING ABOUT? JUST TOP LEVEL CATEGORY TOP LITTLE KIND OF LIKE THESE KIND OF CATEGORIES, YOU KNOW, LOW INCOME HOUSING, FOR EXAMPLE, YOU KNOW, THAT KIND OF THING IS.

NOT A SPECIFIC PROJECT. A SPECIFIC LIKE THESE KINDS OF CATEGORIES ON THIS SLIDE. YEAH, THAT'D BE GREAT. TO BE HONEST, IF WE'RE TALKING AT THAT LEVEL, I DON'T HAVE ANY. HAVE ANY CHANGES THAT I WOULD MAKE THIS LIST, BUT THE QUESTION TO YOU IS, LET'S SAY TWO YEARS FROM NOW. YOU HAVE AN OPTION TO SAY BECAUSE OF BEING ON THIS BOARD. WE DID THESE THREE THINGS. YOU ONLY GET THREE. OKAY? WHAT ARE THEY SO OFF THE TOP OF MY HEAD THINKING VERY QUICKLY. ONE WOULD BE A COMMUNITY GARDEN. WITHIN A PART. UM. ANOTHER STILL THINKING ON PARKS WOULD BE A DOG PARK ON THE EAST SIDE, SIMILAR TO THE DOG PARK. WE HAVE, UH. AND THEN I GUESS THIRD WOULD BE MORE TOP LEVEL FOR ME CONTINUING TO DO PROJECTS LIKE TUBBS ON THE EAST SIDE, PARTICULARLY BUT DEVELOPING CENTERS OF. MUNITY ACTIVITY LIKE TOPS WILL BE, I THINK. COPS IS A PERFECT EXAMPLE OF PROJECTS WE SHOULD BE DOING AND AT THAT SCALE AS WELL. SO JUST LARGER SCALE. MUNITY PROJECTS TO RETAIN TOP LEVEL BUSINESSES LIKE TUBS. AND YOU DON'T HAVE A REGIONAL PREFERENCE THERE. YOU'RE JUST SAYING DEVELOPING MORE CENTERS.

WELL, I'M ALWAYS EASTSIDE GUY, YOU KNOW THAT, BUT I THINK THAT THE BALANCE RIGHT NOW IS PRETTY GOOD. I THINK WE'RE DOING ENOUGH ON THE EAST SIDE, SO NO, I WOULDN'T NECESSARILY HAVE AH.

REGIONAL. RIGHT? IT WOULD JUST GO ON AND WE'LL SEE HOW THEY ALL ADD UP. IS THAT STILL GOOD PROCESSES? YOU HEAR THESE THINGS, OKAY. OKAY, WELL, I THINK YOU KNOW, ONE OF ONE OF THE GOOD THINGS THAT THERE'S. GROUP HAS BROUGHT HAS BEEN SUSTAINING THE CULTURAL AND HISTORIC DISTRICT SO THAT WILL CONTINUE FOR ME TO BE A PRIORITY, AND ESPECIALLY WITH WHAT'S GOING ON NOW WITH CODED. I THINK OUR SUPPORT IS REALLY IMPORTANT. LIFE. I DO THINK, AND I KNOW THE CITY COUNCIL IS LOOKING AT SOME OF THE STRATEGIES FOR WHERE WE GO FOR LOW INCOME HOUSING. THAT FOR ME HAS ALWAYS BEEN A SIGNIFICANT INTEREST IN PRIORITY BECAUSE OF.

GROWTH AND WHAT WE'RE DOING TO ATTRACT HIGHER END TECH SORTS OF JOBS. HOW DO WE BALANCE THAT WITH. PORTIONS OF THE CITY WHO MAY NEED SOME DIFFERENT TYPES OF HOUSING, SO I THINK THAT

[02:15:05]

WOULD BE A STRONG PRIORITY FOR ME. AND THEN YOU KNOW, I WOULD ECHO. JUST I THINK WHAT WE'RE DOING NOW FOR NEW PROJECTS SCALABLE PROJECTS IN CONJUNCTION WITH MULTIPLE TYPES OF THINGS TO BRING SOME NEW. NEW THINGS TO MAKE ANY THAT HAVEN'T BEEN HERE BEFORE. SO LET'S DEFINE THAT ONE NEW SCALEABLE IS THAT KIND OF LIKE DEVELOPED IS NOT LIKE WHAT DAVID SAID. DEVELOPING CENTERS OF ACTIVITY, OR IS IT SOMETHING DIFFERENT NOW? I THINK YOU KNOW THAT WOULD COMBINE SOME MULTI MULTI USE SORTS OF THINGS, AND WE'RE DOING THAT PRETTY EFFECTIVELY NOW SO. MULTI USE PROJECTS. TWO CONCEPTS, OK? AND AT THE END OF THIS PROCESS, WE SORT OF COMBINED THEM. YOU KNOW, LIKE WE'RE NOT THIS IS JUST A GOOD WAY TO GET GOOD RAW INPUTS. NEW CONCEPTS TO MCKINNEY'S OK, GREAT. AND JACKIE. OKAY, SO, UM. KIND OF STUFF I'VE BEEN HARPING ON ABOUT. CONCERNS ABOUT THESE RETAIL VENTURES. YA'S MAY BE LOOKING AT WAYS TO SUPPORT GO AND AFFORDABLE. IN THOSE AREAS, NOT JUST OUR TYPICAL AREAS THAT WE SEEM TO SUPPORT WHEN WE SUPPORT HABITAT FOR HUMANITY, BUT MAKING SURE THAT WE SUPPORT ANY KIND OF. MAYBE SOMETHING THAT THE CITY'S GOING THINKING ABOUT. I KNOW WHAT YOU SAID.

THEY'RE WERE THINKING ABOUT DIFFERENT TYPES OF AFFORDABLE IN LOW INCOME HOUSING, BUT MAKING SURE THAT WE CAN SUPPORT THOSE THAT ARE IN OTHER AREAS OF OUR CITY. THAT WE DESPERATELY NEED TO BE ABLE TO SUPPORT. THE POLICE. THEY'RE GOING TO WORK AT THESE.

DISTRICT 1 21 HAD WON 21 NUCLEUS. YOU KNOW, WHATEVER WE HAVE. SUPPORTING THOSE KINDS OF PROJECTS. WORKING WITH. I WANT TO SAY DESTINATION PART, BUT THAT'S WHAT I WROTE DOWN. IN OUR FUTURE GROWTH. MAKING SURE THAT WE STAY AHEAD OF THE GAME. APPS TO DESTINATION TYPE PARKS PARKS. IN THE SECTORS THAT ARE NOT DEVELOPED YET, SO WHETHER THAT MEANS HELPING SUPPORT PARKS WITH FENDING TO BUY LAND. OR MAKING SURE PARKS LIKE IRWIN PARK THAT ARE KIND OF OUT THERE THAT ARE GOING TO BE THE CENTER OF TOWN AT SOME POINT. MAKING SURE WE GIVE ENOUGH SUPPORT FOR THOSE PARKS THAT THEY. STAY AS THEY ARE. I REALLY WANT HERMAN PARK TO STAY AS IT IS WITH, YOU KNOW, SOME IMPROVEMENTS, BUT TO BE THAT NATURE PLACE WHERE YOU CAN GO AND PRETEND THAT YOU'RE NOT IN A CITY OF 350,000. AND IN THOSE AREAS THAT ARE GOING TO BE THE CENTER OF OUR TOWN AT SOME POINT, NOT WHAT WE THINK OF AS THE CENTER OF TOWN RIGHT NOW. THAT WE STAY AHEAD OF THAT AND DO SOME FOCUSING ON THAT. THEN BACK TO PARKS, AND I WANT TO MAKE SURE THAT WE COMPLETE SOME STUFF. I DON'T KNOW THAT THAT'S IN. MIKE'S TIMELINE, BUT. YOU KNOW, I LOVE THE FULL DRAW OUT OF BONNIE WEEK. I LOVE THE FULL DRAW OUT OF GAME, NESBITT. AND I WANT TO SEE SOME OF THOSE THINGS GET TO COME TO FRUITION, TOO. I'D LOVE TO SEE THE TRACK PUT IN THAT GAME IS, BUT I THINK YOUR TRACK. BECAUSE WHAT YOU KNOW WE CAN'T USE THE SCHOOL FACILITIES A LOT OF TIMES A TRUE OUTDOOR TRACK. I KNOW IT'S PART OF GAMES, BUT SO JUST MAKING SURE THAT. WHEN WE HAVE ALL OF THE CITY PLANS, PART PLANS. YOU ALWAYS DO THESE JUST STRATEGIC PLANS TO TRY TOE. HELP PUT ARE, YOU KNOW MONEY BEHIND, REALLY COMPLETING THIS BEFORE THEY DEVELOP A NEW STRATEGIC PLAN AND IT'S NEXT DOOR. MIKE HAS A GOOD. I'D BE IN HIS HEAD ABOUT STARTING IN COMPLETING STEP. I JUST WANT TO TRY TO HELP. NOT JUST NECESSARILY PARKS, BUT MAKE SURE WE HAVE PLANS IN PLACE THAT WE THINK GOOD FOR OUR CITY THAT WE DO. GETTING THEM DOWN.

SO DO YOU MEAN MAYBE NOT HAVING AS MANY PROJECTS AND SPREADING OUT THAT MONEY AND FOCUSING MORE ON SET TO GET ALL THE WAY TO COMPLETION? I AGREE WITH YOU. THANKS, JACK. OKAY? FIRST I'D LIKE US TO. REFRAMED THE IDEA OF LOW INCOME HOUSING AND TALK ABOUT HOUSING IN QUALITY INSTEAD, BECAUSE SOMETIMES I THINK BY USING LOW INCOME. AND SOMETIMES AFFORDABLE. WE GET

[02:20:03]

THESE IMAGES IN OUR MIND. SO IF WE JUST TALK ABOUT HOUSING IN QUALITY IN GENERAL AND I AGREE WITH JACKIE. IN THE LOCATIONS WHERE THE JOBS ARE. AND SO MINE WITH WITH HAVING THIS HOUSING QUALITY KIND OF GOES HAND IN HAND WITH PUBLIC TRANSPORTATION. AS IF WE'RE GOING TO. HAVE THAT WE'RE GONNA HAVE TO GET PEOPLE TO THE JOBS IN ALL OF THESE AREAS THAT ARE DEVELOPING. AND SO I THINK OF THOSE, YOU KNOW, WE GIVE THEM. DIVIDE THEM HOUSING PROVIDE THEM TRANSPORTATION. WE'VE ALREADY DONE THE HEALTH CLINIC. UM WE'VE GOT, YOU KNOW, EDUCATION. I MEAN, WE REALLY WERE HITTING THOSE MARKERS TO BE A THRIVING COMMUNITY AND TO PROVIDE FOR EVERYONE SO. I THINK OF HOUSING AND PUBLIC TRANSPORTATION KIND OF HAND IN HAND. UM, I DO STILL BELIEVE IN A LARGE SCALE KIND OF ENTERTAINMENT. UM. THEN YOU. I THINK THAT'S SOMETHING THAT WE SEE AROUND US. BUT I THINK MCKINNEY COULD DEFINITELY BENEFIT FROM THAT. SO THAT'S ANOTHER. PRIORITY FOR ME, AND THEN I THE SAME WAY THIS DAVID IS I REALLY DO WANT TO SEE THE EASTSIDE JUST CONTINUE TO FOCUS ON ON THAT AREA. EVERYTHING.

YOU KNOW WHERE THE GROWTH IS. WE KNOW WHERE IT'S GOING. BUT LET'S NOT FORGET ABOUT THAT REDEVELOPMENT OVER THERE SO. WHEN YOU WHEN WE TALK ABOUT EAST SIDE REDEVELOPMENT, IN WHAT WAY IN KIND OF LIKE RETAIL DEVELOPMENT HOUSING WHAT? LET'S GET MORE SPECIFIC. OKAY SO I THINK THE SAME THING THAT WE WERE WERE IN MY MIND. THIS IS WHAT I'M THINKING. THE IDEA OF, UM EXPANDING WHAT WE THINK OF IS THE DOWNTOWN SO EXPANDING RETAIL OPPORTUNITIES, EVEN WHERE WE SUPPORT. COMPLIANCE ISSUES, SO IT COULD BE A LOT OF THINGS THAT I'M KIND OF THINKING BUT WHEN WE SUPPORTED WHAT WE GIVE UP, $100,000, I CAN'T REMEMBER THE TOLL OF STRUCTURE FOR YOU. YES. AND SO THOSE THINGS WHERE WE'RE HELPING PEOPLE STAYING COMPLIANCE AND GET THEIR HOMES UP. AND SO THEY FEEL THIS PRIDE IN THEIR COMMUNITY AND THEIR THEIR NEIGHBORHOOD. AND SO I THINK ABOUT A LOT OF THAT, WHETHER IT'S. YOU KNOW, EXPANDING DOWNTOWN, HELPING CLEAN UP SOME VARIOUS HELPING MAKE SURE THAT PEOPLE FEEL PRIDE IN THERE. THEIR THEIR COMMUNITIES. THAT'S WHERE THAT'S WHAT I THINK ABOUT WITH EAST SIDE. ONE THING ON THE HOUSING. I THINK THAT, UM CHANGING HOW WE. REFERENCE THAT HER PATRIOT IS IMPORTANT, BUT I THINK THE BOARD NEEDS TO UNDERSTAND THAT BY LAW, WE CAN ONLY. OUR PIECE OF IT IS JUST FOR LOW INCOME HOUSING. SO IT WOULD BE PART OF A LARGER OVERALL APPROACH, AND THAT COULD BE THE PIECE THAT WE CAN LEGALLY. TAKE A LOOK AT. BY THE WAY, NEVER. YOU HAVE TO YOU DON'T GET IT. YOU DON'T GET A PASS ON. YOU GOTTA THINK. IT'LL WORK. I WILL PROBABLY AGREE BECAUSE I HAVE A PASSION FOR AFFORDABLE HOUSING WORK. FIRST WORKFORCE HOUSING. DEFINITELY ON THE EAST SIDE. WE HAVE TO CONTINUE TO RESTORE. OUR COMMUNITIES BECAUSE WE ALL KNOW ON THE EAST SIDE EAST OF 75 IS OUR WORKFORCE. IN THE CITY OF MCCANN. THAT IS WHAT KEEPS MOST OF THE THINGS WE DO GO IN BROTHERS IN THE SCHOOLS, SCHOOLS OUR WORKFORCE IN THE SCHOOLS, YOU KNOW, R. WE HAVE TO PROTECT THEM AND GIVE THEM PRIDE. SO I AM STRONG, VERY PASSIONATE ABOUT CONTINUING. TO LIKE YOU SAY, GIVE THEM PRIDE THAT THEY HAVE SOMETHING TO LOOK FORWARD TO HAVE SOMETHING THAT THEY'RE WORKING TOWARDS. I LIKE A LOT OF WHAT WE'RE DOING THIS FOR US. UPGRADING RECREATIONAL CENTERS ON THIS SIDE. I'M LIKE I HAVE WHAT? YOU WANT ME TO WRITE THAT DOWN, OR, LIKE, YOU KNOW, YOU GET AFFORDABLE, HEALTHY SIDE. YOUR SECOND ONE. I WOULD LOVE TO SEE SOME TYPE OF, YOU KNOW. THE WATER PARK HEE. WE KNOW MY CHILD IS 13 AND SHE'LL BE GONE AND FOUR BUT. WHEN I THINK ABOUT THE WATER PARK SET UP IN PLANO, IT IS NOT LARGE. IT'S SMALL, BUT IT DEFINITELY MEETS THE GOALS FOR THE COMMUNITY, AND IT'S THE ONE RIGHT OFF THE SPRING CREEK. I CAN'T THINK OF THE NAME OF THEIR LITTLE WATER PART, BUT IT'S A STAND ALONE IS NOT TEO. GM OR ANYTHING, IT STAND ALONE, BUT IT HAS EVERYTHING THAT A FAMILY WITH SMALL CHILDREN OR TEENAGERS TO DO. I MEAN, YOU HAVE TO TALK ABOUT THE PLACE WITH THE LAZY RIVER. THE LASER. YEAH, I MEAN, SO IT'S NOT HUGE IS NOT A. YOU KNOW, UH, HAWAIIAN FALL CONCEPT AND I JUST THINK WE NEED SOMETHING BECAUSE. HOW MANY OF US? I KNOW. I WAS ONE TOOK MY MONEY TO THE COLONY TO GIVE MY

[02:25:09]

DAUGHTER A PARTY BECAUSE WE DIDN'T HAVE ANYTHING. IT'S A LOT OF FAMILIES THAT GO TO THE.

VENUE IN, YOU KNOW TO GIVE THEIR CHILDREN PARTIES BECAUSE THAT IS REALLY, YOU KNOW, IT'S DIFFERENT THAN WHAT YOU GET IN A PIG'S. THERE ARE MORE THINGS TO DO THAT EVEN AS AN ADULT.

YOU CAN ENJOY WITH YOUR CHILDREN. I WOULD LOVE TO SEE SOMETHING LIKE THAT BE BROUGHT FOR BROUGHT FORWARD INDIAN, OF COURSE, THE CONTINUED DEVELOPMENT OF ANYTHING NORTH OF 3 80. IS THE WATER PARK IN PLAY NOW A CITY IT IS. IT IS A CITY. BILITY. WHY DEVELOPMENT OF ANYTHING NORTH 3 80. YOU SAY WHY I LIVE NORTH OF THREE. YOU'RE ON CANDID CAMERA NATIVE NORTH OF 3 80. I JUST, YOU KNOW, I WOULD JUST LIKE TO SEE BECAUSE ALL OF THE DEVELOPMENT THAT IS GOING THAT WAY. I THINK THERE NEEDS TO BE LIKE WHAT WE'VE TALKED ABOUT THAT NEEDS TO BE MORE ENTERTAINMENT. OH, OUR RECREATION OPPORTUNITIES THAT WAY. SO THAT I DON'T ALWAYS HAVE TO GO SOUTH TO COME TO 1 21. I MEAN, WE HAVE A LOT OF GROWTH HERE. NOTHING SO ENTERTAINMENT AND HOSPITALITY. OK, GOOD. THANK YOU, JOHN. I'LL GO BACKTO WHAT EVERYBODY ELSE HAS SAID WORKFORCE, HOUSING, WORKFORCE, HOUSING WORKFORCE HOUSING. ANOTHER THREE ON THAT.

I KNOW THAT IT'S NOT PRIORITY FOR SOME CITY COUNCIL MEMBERS, BUT IT SHOULD BE. AND SO I WANT TO MAKE SURE THAT, UH, WE'RE WAITING FOR THE REST OF THEM ON. ON THAT ISSUE AND MAKING SURE AND AGREE. WE NEED. HERE IN THE DOWNTOWN AREA ON THE EAST SIDE, BUT WE'RE GOING TO BE INVESTING IN THINGS LIKE DISTRICT 1, 21 AND 1 21. I NEED A WORKFORCE HOUSING OUT THERE, TOO. SO WE NEED TO MAKE SURE THAT WE'RE. OOKING AT THE ENTIRE CITY. I'M NOT TRYING TO RIP YOU NUMB, BUT, YOU KNOW, I KNOW WHEN THEY PRESENTED COTTON GROWS TO US. THEY TALKED ABOUT HOW IT WAS REALLY UPSCALE IN CALIFORNIA. SO. I DON'T THINK AN OPPORTUNITY LIKE THAT. OVER THERE IN THE 1 21 AREA WOULD BE VISUALLY OR PURPOSEFULLY OFFENSIVE TO ANYONE FROM IT COULD STILL MEET YOUR LOW INCOME HOUSING NEEDS AND UNIQUE ENOUGH. TO THE RIGHT PLACE TO LIVE RELEVANT FOR THOSE WORKFORCE PEOPLE OVER THERE AND MARRY HOLMES IS ANOTHER PERFECT EXAMPLE OF THAT. LIKE, IF MARRIED HOLMES PUT OVER ON THE WEST SIDE. WOULD ANYBODY THINK TWICE ABOUT IT LIKE? NO, IT FITS. EXACTLY IN WITH EVERY STRESS FOR THAT, JUST ON THE EAST SIDE, AND IT ACTUALLY STANDS OUT LIKE A SORE THUMB ON THE EAST SIDE, BECAUSE IT'S LIKE SUPER NICE TO ALL THESE OLD. POORLY DEVELOPED WORKFORCE HOUSING SOLUTIONS, SO I THINK THINGS LIKE MARY JONES. DEFINITELY WOULD FIT OVER THERE AS WELL. THAT'S MORBID. RUN. IF MY NEXT NEXT THING WOULD BE A LARGE SCALE. ENTERTAINMENT DESTINATION ATTRACTION, SOMETHING. NOT IN THE DOWNTOWN AREA, PROBABLY, BUT SOMETHING THAT THAT DRAWS PEOPLE FROM ALL OVER THE METROPLEX INTO MCKINNEY. WELL, PEOPLE AND THEN, UH, IT'S MY LAST THING WOULD BE TO COME BACK TO DOWNTOWN AND MAKE SURE THAT. MAKE SURE THAT WE'RE WE'RE SUPPORTING. AREA THAT IS UNIQUE. I GUESS THAT'S WHAT I GO BACK TO ON ON ALL OF THESE STRATEGIC PRIORITIES. WHAT ARE WE DOING? THAT'S MAKING THAT'S SETTING MCKINNEY APART FROM FRISCO OR ALAN OR PROSPER. BECAUSE. SOME OF THE PROJECTS THAT. WE'VE APPROVED OVER THE LAST YEAR. TO BE JUST ON THE OTHER SIDE OF 1 21, AND THERE'S. THERE'S NO DIFFERENCE THERE BETWEEN. SEEN THEM BEING ON OUR SIDE OF 1, 21 AL INSIDE OUR PLAINTIFFS SIGNED, SO I WANT TO MAKE SURE THAT WHAT WE'RE DOING IN SUPPORTING PROJECTS IS. IS DOING SOMETHING TO SET MCKINNEY APART FROM OUR SISTER CITIES. AND IF I GET KID ASK FOR A BLESSING OF FOUR. I WOULD LIKE TO JUST. AMPLIFY THAT THOUGHT WHEN I THINK BACK TO 1977 WHEN I FIRST CAME TO THIS AREA. WHAT I'VE LOVED, LOVED LOVED ABOUT COMING TO MCKINNEY WAS SEEING GREEN SPACE AND AGRICULTURE AND THAT IS SHRINKING BY THE DAY. AND IT IS THE ONE THING THAT WE STILL HAVE SURROUNDING US THAT

[02:30:06]

OTHER PLACES DON'T HAVE SO TO BE ABLE TO PRESERVE THROUGH EITHER COMMUNITY GARDEN OR SOME KIND OF SPACE THAT FAMILIES, CHILDREN, SCHOOL KIDS. ANYBODY COULD REALLY COME. UM. AND I KNOW SOME OF OUR THE SUM OF THE AREA, NOT PROFITS ARE WORKING COLLABORATIVELY ON SOME OF THAT. YOU KNOW THAT FARM ASPECTS OF THINGS IF WE COULD SUPPORT SOMETHING LIKE THAT, TOO. MAINTAIN THAT LITTLE PIECE OF. AGRARIAN SPIRIT THAT HAS BEEN SUCH A PART OF MECHANIC. I WOULD LOVE TO SEE THAT. LET ME PIGGYBACK OFF OF THAT SAY I COMPLETELY AGREE BUT ALSO CONNECTED TO SOMETHING, ANGIE SAID, WHICH IS. YET THE NORTHWEST SECTOR. OF MCKINNEY IS WHERE THE NEXT ROUND OF DEVELOPMENT IS GOING TO HAPPEN. THAT'S WHERE THE BUILD OUT IS NEXT, AND THEY NEED AMENITIES. THEY NEED FACILITIES, BUT. IF YOU DRIVE THROUGH THAT AREA, IT IS PASTORAL. RIGHT NOW. IT IS. VERY. IN TUNE WITH NATURE, AND I JUST. MAKES ME REALLY SAD TO THINK ABOUT LOSING THAT SPACE IN THE NORTHWEST SECTOR, AND LOOT AND JUST HAVING IT. BECOME MORE OF THE SUBURBAN. SPRAWL ANYWHERE ANYWHERE. TEXAS YEAH, YEAH, I THINK WE REALLY NEED TO FOCUS ON SETTING ASIDE. BROAD SWATHS OF LAND IF WE CAN IN THE, UH, IN THE NORTHWEST PART AS WE ABSOLUTELY SHOULD. FOCUS OUR ENERGIES ON DEVELOPMENT OF ENTERTAINMENT OPTIONS IN THAT PART, BUT WE ALSO SHOULD UNDER THAT WITH, UH PROTECTING SPACE OF THEIRS. MAKE SURE ALL THESE GET AND I'VE BEEN ADDING TO YOUR BOTH OF YOUR STUFF. SO IT'S NO PROBLEM. I ACTUALLY ALSO GOT A WAY OF GETTING ANY OTHER IDEAS, THOUGHTS AS WELL. GREAT JOHN ON DH. OKAY? IMPRESS US. STATE YOUR NAME, PLEASE. BARBARA BRENDA, THERE WILL THANK YOU FOR INCLUDING ME. I APPRECIATE IT REALLY. YOU GUYS HAVE ALREADY SPOKEN TO THE HEART OF WHAT I'M THINKING THE WORKFORCE HOUSING. SO WORKFORCE HOUSING, PUBLIC TRANSPORTATION SO THAT THOSE WHO ARE WORKING FOR THE NEW GROWTH THAT IS BEING DEVELOPED WILL HAVE TRANSPORTATION TO GET THERE. I CAN ALSO LIVE IN THOSE AREAS, SO I THINK THAT'S PHENOMENAL. ONE ADDED FEATURE, THOUGH THAT COMES TO MY MIND IS AS IT RELATES TO FACILITIES TO SUPPORT OUR YOUTH. AND SO I'M STILL KIND OF TURNING THIS OVER IN MY MIND, BUT I ENVISIONED SOMETHING OUTSIDE OF ATHLETICS.

BUT SOMETHING THAT ISTHE CREATIVELY DIVERS. THAT WOULD ENHANCE ALL RACES, CULTURES.

AND WHAT PART OF MCKINNEY TO PUT THIS AND I DON'T KNOW. I HAVE NOT THOUGHT THIS ALL THE WAY THROUGH, BUT THAT IT WILL CREATE SOME TYPE OF CULTURAL ENRICHMENT. IN TERMS OF MAYBE SPOKEN WORD. IT'S A GATHERING PLACE WHERE THEY GATHER YOU COULD DO. I DON'T WANT TO CALL THEM WORKSHOPS. IT'S NOT CHURCH, BUT IT'S SOMEWHERE WHERE THEY CAN FIND, UM, ACCEPTANCE. THEY CAN HAVE THE ABILITY TO CREATE TO THINK TO DIALOGUE. IT COULD BE HELPFUL DISCUSSION. THAT COULD TAKE PLACE BETWEEN OUR YOUTH THAT WOULD ALSO HELP HIM BENEFIT ADULTS. SO LET IT BE A GATHERING PLACE WHERE THEY CAN COME AT SOMETHING OUTSIDE OF THE APEX. IT'S NOT NECESSARILY SPORTS RELATED, CAUSE WE DO A LOT OF THAT. BUT WE'RE ON. I KNOW WE HAVE THE BOYS. AND GIRLS CLUB, BUT WHERE ELSE DO THEY REALLY HAVE? THAT TEENAGERS CAN GO? OF COURSE IT'S A DRUG FREE ENVIRONMENT. IT'S AN APPLE HALL FREE ENVIRONMENT, BUT THEY CAN COME TOGETHER. IT'S ENTERTAINING. IT'S FUN. IT'S CREATIVE. IT. IT'S IT ALSO IS CONDUCIVE TO AN ENVIRONMENT THAT CREATES A THINK TAKE AND YOU CAN GET IDEAS FROM THEM. THAT COULD EVEN CONTRIBUTE TO OUR SOCIETY. OUR CITY TO HELP US BE BETTER. SO THAT'S KIND OF BROAD. I REALLY WILL THOUGHT OUT, BUT THAT'S A FABULOUS IDEA. MAYBE TO USE THE EXISTING VEHICLE OF OUR PARKS DEPARTMENT TO BE A PARTNER IN THAT EFFORT BECAUSE THEY ALREADY HAVE THE SPACES SOME OF THE COMMUNITY SPACES. BUT THE PROGRAMMING IS WHAT IS ESSENTIAL. THAT IS A GREAT PROGRAMMING AND I THINK TO THANK YOU FOR YOUR FOR YOUR FEEDBACK. I THINK TO THE PARTNERSHIPS ARE ENDLESS. I MEAN, YOU COULD. FOR ALL OF THE PRESENTERS THAT WE HEAR WHEN WE COME TO THE MEETINGS IN SOME WAY, I THINK THERE'S AN ELEMENT THAT YOU CAN PARTNER WITH. IT ALSO HELPS TO DEVELOPMENT OR SHIP IN SOME WAYS. YOU COULD WORK WITH, LIKE BOYS AND GIRLS CLUB, THE ALLIANCE OF YOUTH LEADERSHIP. GOOD. THIS IS THE ADVANTAGE OF ME GOING LAST. I'M GOING TO PICK THAT ONE. AND THEN WHEN I WHEN I THINK ABOUT YOUR EXPERTISE, KATHERINE WITH

[02:35:05]

MUSEUMS, AND I MEAN THERE ARE LITTLE BLACK GIRLS AND LATINO GIRLS WHO WOULD. FOR ME. IT'S EXPOSURE YOU YOU FLOURISH IN WHAT YOU'VE BEEN EXPOSED TO, SO IF WE COULD ELEVATE THE LEVEL OF EXPOSURE WOULD YEAH, JUST SOMEWHERE INSIDE OF ME, SAYS ART SHOULD BE PART OF THAT DIALOGUE. WHATEVER IT IS, THAT'S IT. THANK YOU. THANK YOU. THANK YOU. WE SIT OUTSIDE OF ATHLETICS TO WHICH IS A NEW CONCEPT DOWN HERE. UH, OK. SO, UM. MINE IS. I JUST ADD ANOTHER VOTE. WHAT DEBRA JUST SAID ABOUT YOUTH CULTURE. I LOVE THAT. OKAY, UM. I WOULD STILL LIKE TO DO EVERYTHING WE CAN TO DEVELOP TOWN LAKE PARK AND ALSO I'M GOING TO PUT THEM BOTH TOGETHER AND OLD SETTLERS PARK AS REAL COMMUNITY GATHERING PLACES, I THINK. CONLEY IS A VERY UNIQUE PLACE THAT WE COULD MAKE MAKE IT INTO ANOTHER WHITE ROCK LAKE, FOR EXAMPLE. NOT FOR THE CITY OF DALLAS. YOU KNOW PEOPLE, SO I THINK I'D LIKE TO DO THAT AND OLD SETTLERS AS IT RELATES TO THE EXPANSION OF BIKINIS. YOU KNOW, IT'S NOT VERY FAR. NOW FROM WHERE CITY HALL IS GOING TO BE IN ALL THIS OTHER DEVELOPMENT. SO WHAT DO WE DO TO SUPPORT MAKING OLD SETTLERS MORE THAN WHAT IT IS? AND THEN. TAKE UP FOR TWO. SORRY. UM. I DON'T KNOW IF THIS IS WITHIN OUR GUYS TO DO THIS, BUT I'M VERY CONSCIOUS OF THE QUOTE FOOD DESERT AT THE GROCERY STORE DESERT ON THE EAST SIDE OF MCKINNEY. WHERE PEOPLE REALLY DON'T NECESSARILY EVEN HAVE CARS, SO IT MUST BE VERY, VERY HARD TO GET GROCERIES THERE. I DON'T KNOW WHAT WE CAN DO. TO SUPPORT THAT, BUT ANYTHING THAT COULD ENCOURAGE THAT. AND THEN I ALSO INTERESTED IN AN ENTERTAINMENT VENUE, SOMETHING THAT DRAWS THE REST OF DALLAS TOO TIMID. SO THOSE ARE MINE AS WE'VE ALL TALKED. NOW THERE'S STILL ANOTHER OPTION. I'VE GOT. SORT OF A NICHE LEFT ON MY PAGE. UH, I CAN'T EVER READ MY OWN HANDWRITING ANYWAY, SO IT DOESN'T MATTER WHATEVER. ANYTHING THAT SOMEBODY WISHED. THEY SAID THAT THEY DIDN'T SAY YOU DON'T HAVE TO DOUBLE DOWN ON ANYBODY'S IDEA YET BECAUSE THERE'S AN OPPORTUNITY IS PART OF THE PROCESS. NO, LINDA AND CINDY, YOU'RE GOING. WE'LL DO A GOOD JOB TRYING ARTICULATED IN A SIMPLE WAY. WHAT EVERYBODY SAID. IS THERE ANYTHING THAT YOU'D LIKE TO MAKE SURE GETS ON THE LIST. ANYBODY DOESN'T MATTER IF YOU'VE DONE THREE OR FOUR ALREADY. OKAY. GOOD PROCESS YOU BECAUSE WONDERFUL PROCESS, OKAY? S SO IT'S UP TO US TO DO STUFF BETWEEN NOW AND THE NEXT NAME. BRING IT BACK NEXT MEETING. BRING GREAT GREAT DIALOGUE. CALL DEBORAH. DID. I ALWAYS CALL HER BARBARA THIS BUT THAT'S WHAT I WAS MAKING FUN. OF MYSELF. I ALMOST CALLED PAUL. NO MAN. NEED ME TO MOVE THE AGENDA ME? OH, YES. SO MOVED ANGIE AND DAVID. TWO TERMS. I'D LIKE THE WAY CATHERINE SAID. DON'T MAKE MCKINNEY ANYWHERE, TEXAS. ARE ALREADY HEADING THAT DIRECTION A LOT OF PLACES. NO, I LIKE IT HERE. WAY BETTER THAN MY REAL LIFE.
