[Conduct a Public Hearing to Consider/Discuss/Comment on the Updated Capital Improvements Plans and Potential Amendments to Impact Fees for the 2019 Roadway Impact Fee Update]

HEARING TO CONSIDER. AND OR COMMENT ON THE BABY COUPLE IMPROVEMENTS, PLANS AND POTENTIAL AMENDMENTS TO THE IMPACT FEES WERE 2019. HERRON, YOU'RE FIRST UP. GOOD EVENING COMMITTEE MEMBERS CHAIRMAN. IT'S GOOD TO BE WITH YOU. AARON BLOXHAM, LONG RANGE PLANNING MANAGER. I JUST WANT TO WALK THROUGH. THE RECOMMENDATIONS TONIGHT. THAT'S WHAT WE'RE HERE FOR, AS REQUIRED BY STATE LAW. WE'RE REQUIRED TO GIVE WRITTEN COMMENTS ON ANY UPDATES ON AMENDMENTS TO THE CAPITAL IN PREVIOUS PLAN AND. THE IMPACT FEET AMENDMENT. AND SO TONIGHT THERE'S TWO ITEMS BEFORE YOU. THIS FIRST ITEM IS ALL ABOUT THE ROADWAY IMPACT FEES, THE NEXT ITEM THAT WILL BE DISCUSSING WILL WALK THROUGH THE UTILITY IMPACT FEES AND WHEN I SAY UTILITY IMPACT FEES. I REALLY MEAN THE WATER AND WASTEWATER UTILITY ITEMS. SO LIKE I MENTIONED TONIGHT WE'RE GOING TOE PRESENT THE RECOMMENDATIONS TO THE COMMITTEE. OBVIOUSLY, ANY COMMENTS THAT YOU GUYS HAVE WILL BE FORWARDED TO STATE COUNCIL AND THAT'S WHAT WE'LL BE ASKING AT THE END FOR YOUR RECOMMENDATION ON THAT. TO DO THAT, AS PART OF OUR IMPACT THE UPDATE PROCESS. YOU'VE SEEN THIS SLIDE MANY TIMES BEFORE, AND I'M SURE YOU'LL SEE IT MANY MORE TIMES BEFORE WE'RE DONE. BUT THIS IS THE IMPACT. THE UPDATE PROCESSES. THE THREE STEPS THAT KIND OF OUTLINED PER STATE LAW THAT WE NEED TO FOLLOW THE UPDATE OUR IMPACT ORDINANCE, THE LAND USE ASSUMPTIONS TALKING ABOUT HOW WILL GROW CAPITAL IMPROVEMENTS PLANNING. I'M TALKING ABOUT THAT NEEDS WHAT NEEDS TO BE BUILT AND THE COST OF THAT GROWTH? THEN ALSO THE FI SETTING AND ORDNANCE ADOPTION, WHICH IS KIND OF WHAT WE'RE MOVING INTO RIGHT NOW. SO IF YOU'LL RECALL HAD SOME OF THE LAST CONVERSATIONS THAT WE HAD, UH, SO FIRST PRESENTATION THAT WE GAVE WAS REALLY THE WHAT? WHY? AND HOW OF IMPACT FEES AND REALLY TALKING ABOUT WHAT. WE USE THEM FOR WITHIN THE CITY.

THE SECOND PRESENTATION WAS REALLY ABOUT THE MAXIMUM ASSESSABLE FEES AND THE RECOVERABLE COST AND OUTLINING ALL THE INFORMATION AND CALCULATIONS THAT WE DID, TOO.

CREATE THOSE ITEMS TONIGHT. WHAT WE DO CHARGE IS GOING TO BE THE TOP OF TOPIC OF OUR DISCUSSION. AND SO WE'RE GONNA BE TALKING ABOUT OUR ROADWAY IMPACT RECOMMENDATIONS, WHICH FOR THE ROADWAY, WE'RE GOING TO BE INCREASING THE CURRENT RATES 18. WHICH IS THE COST OF CONSTRUCTION INCREASE THAT WE'VE SEEN WITHIN. A NATION ALSO WILL BE CAPPING ANY INCREASE AT THE MAXIM ASSESSABLE FEED. THERE ARE A COUPLE. OF LAND USES THAT ACTUALLY HIT THAT OUR SERVICE AREAS THAT HAD THAT SO THOSE AUTOMATICALLY GET CAPTAIN.

WHAT'S MAXIMUM MAXIMUM AMOUNT THAT WE'RE ALLOWED TO CHARGE BY STATE LAW. AND THEN A NINE MONTH GRACE PERIOD AND WILL KIND OF GET INTO ALL OF THAT AS WE GO THROUGH THESE ITEMS. SO TONIGHT BEFORE WE KIND OF GET STARTED, JUST KIND OF A REMINDER TO KIND OF HELP.

EVERYBODY UNDERSTANDS. WE TALK ABOUT THESE, UM. THE RECOMMENDATIONS AND HOW THEY

[00:05:03]

WORK. WE WANTED TO MENTION THE 13 SERVICE AREAS AND KIND OF REMIND YOU WHERE THEY'RE AT EACH OF THE. THE SLIDES LATER. WHAT KIND OF SHOW THIS SIMILAR MAP, BUT JUST KIND OF TO GIVE YOU A LITTLE BIT OF FAMILIARITY WITH WHERE SOME OF THESE LOCATIONS ARE. I'LL MENTION A FEW OF THEM JUST SO. I KIND OF SEE GENERALLY WHERE THEY ARE. BUT THE SERVICE AREAS AND THE LAND USE BOTH OF THOSE COMBINED HELP US DETERMINE WHAT FEES WERE SUPPOSED TO BE CHARGING IN EACH OF THOSE AREAS, SO THAT'S WHY WE SHOW THIS INFORMATION AND THAT'S PART OF OUR DISCUSSION TONIGHT. ALSO ANY ROADWAY IMPACT FEES ARE ONLY ALLOWED TO BE CHARGED WITHIN CITY LIMITS. SO KEEP THAT IN MIND AS WE KIND OF WALKED THROUGH THIS AS WELL. SO THE NEXT PART YOU'RE GOING TO SEE A LOT OF TABLES FROM US OVER THE NEXT YOU KNOW, 14 SLIDES OR SO.

AND THERE'S TWO MAIN TABLES THAT I'M GOING TO BE SHOWING YOU. I'M GONNA BE SHOWING YOU THE FEET COMPARISON TABLE, WHICH REALLY TALKS TO WHAT WE'RE CHARGING. CURRENTLY, THE MAX ACCESSIBLE THAT WE COULD CHARGE AND THEN ALSO STAFF'S RECOMMENDATION. ON THE RIGHT.

THERE'LL BE A LITTLE ARROW SHOWING WHETHER IT'S GOING UP OR DOWN JUST KIND OF BASED ON ON THAT 18% INCREASE THAT WE'RE SEEING. THE NEXT. THE NEXT CHART THE KIND OF SEA IS THE SISTER CITY COMPARISON CHART, AND THAT JUST SHOWS THE COMPARISON BETWEEN THE CITIES OF WHAT WE CHARGE AS TO WHAT THEY CHARGE. AND HOW WE KIND OF COMPARE AND DRINK AS OPPOSED TO THOSE SO YOU'LL SEE DIFFERENT DIFFERENT CITIES THROUGHOUT THE AREA. YOU ALSO SEE SOME OF OUR SISTER CITIES AROUND HERE. ALSO MCKINNEY'S CURRENT RATES WILL BE ON THERE SO YOU CAN SEE THAT AS WELL. ANDI THAT'S JUST KIND OF ARRANGED FROM MOST ARE THE HIGHEST. COST SERVICE AREA AND LEAST COST SERVICE AREA, AND THEN THERE'S AN AVERAGE YOU CAN KIND OF SEE THAT AS WELL. SO I'M GOING TO COVER THESE NEXT FEW SIDES PRETTY QUICKLY. IF YOU HAVE ANY QUESTIONS, FEEL FREE TO STOP ME. AS WE GO THROUGH, WE WERE JUST GONNA TALK ABOUT DISCUSSED KIND OF THE MOST COMMON LAND USES THAT WE SEE. YOU KNOW, I'M NOT GOING TO GO THROUGH EACH INDIVIDUAL ITEMS. ALL THAT INFORMATION IS ACTUALLY PROVIDED IN THE STAFF REPORT. SO YOU CAN KIND OF TAKE A LOOK AT THOSE. YOU KNOW, IF YOU HAVE ANY COMMENTS THERE, FEW LOOKED AT ANYTHING PREVIOUS TO THE MEETING. PLEASE FEEL FREE TO COMMENT. SO WE'RE GOING TO START WITH SINGLE FAMILY RESIDENTIAL USES AND YOU CAN SEE THE 18% INCREASE. FROM WHAT WE CURRENTLY CHARGED AT 3800 WOULD BE PROPOSED TO BE 48 44 AS WE MOVE FORWARD, AND AS YOU CAN SEE, UH. FOR MOST SERVICE AREAS THAT HAS ACTUALLY INCREASE. THERE'S A FEW THAT ACTUALLY DIG DECREASED BASED ON THE AMOUNT OF NEED IN THE AREA HAS ACTUALLY GONE DOWN. FOR INFRASTRUCTURE SO YOU'LL SEE.

SERVICE AREA H AND SERVICE AREA J. THOSE WERE THE TWO SERVICE AREAS FOR RESIDENTIAL THAT ACTUALLY HAVE GONE DOWN ON COST. OFFER ROADWAY IMPACT FEES ALSO KEEP IN MIND WHEN I WHEN I MENTIONED THESE NUMBERS, THESE ARE ALL. HER DWELLING UNITS, ALL THE FEES OR PER DWELLING UNITS, SO IT'S SINGLE FAMILY HOMES. FOR THIS ONE. FOR THE NEXT ONE. WE START GETTING INTO.

MULTI FAMILY IT'LL ACTUALLY BE PER APARTMENT. SO KIND OF KEEP THAT IN YOUR MIND AS WE GO THROUGH. SO WHEN WE LOOK AT OUR SISTER CITIES AND KIND OF HOW WE COMPARE WITH EVERYONE, YOU CAN SEE THAT. CURRENTLY, MCKINNEY IS KIND OF SOMEWHERE IN THE MIDDLE IS YOU LOOK THROUGHOUT NOT ONLY THE REEF. NOT ONLY ARE SISTER CITIES BUT THE REGION WE KIND OF. END UP BEING THERE, BUT IN THE NEW PROPOSED RATES ACTUALLY PUT US RIGHT THERE BETWEEN. FRISCO AND PROSPER. SO'S WE KIND OF LOOK, THAT'S WHERE WE END UP BEING. NEXT. WE'RE GOING TO TAKE A LOOK AT THE MULTI FAMILY AS YOU CAN SEE HERE. THE RATES ARE A LITTLE BIT DIFFERENT. THAT'S JUST BASED ON SIZE AND WHAT WE'VE DONE IN THE PAST, SO. THE FEES HAVE ALL GONE UP IN ALMOST ALL THE SERVICE AREAS AGAIN. YOU SEE IN A CHURCH AND J AND ALSO IN K. THE RATES HAVE ACTUALLY GONE. DOWN IN THOSE SERVICE AREAS, SO YOU KIND OF SEE THOSE CHANGES. AND AS WE LOOK TO THE NEXT LIES, HOW WE COMPARE WE'RE DEFINITELY ON THE UPPER END OF WHAT WE CHARGE FOR. OUR ROADWAY IMPACT FEES, AT LEAST FOR THE HIGHEST COST SERVICE AREA FOR AT LEAST COST SERVICE AREA. YOU CAN KIND OF SEE THAT WE'RE ACTUALLY DOWN QUITE A BIT, DEPENDING ON WHICH SERVICE AREA AND SO AVERAGE LOOKING AT THE AVERAGE KIND OF END UP IN THE MIDDLE AGAIN.

EVEN THOUGH WE DO HAVE THESE HIGH SERVICE AREAS, UH, AS YOU CAN IMAGINE. WITHIN THE CITY OF MCKINNEY, THERE'S A DEMAND FOR. MULTI FAMILY USES HERE, AND IT DOESN'T SEEM TO BE A DETERRENT AT ALL FOR PEOPLE STILL WANTED TO DEVELOP THOSE TYPE OF LAND USES WITHIN THE CITY. NEXT.

[00:10:04]

WE'RE GONNA MOVE INTO OUR NON RESIDENTIAL USES. SO AS WE MOVE INTO THESE LAND USES, THESE ARE ALL BASED ON 1000 SQUARE FEET. SO DEPENDING ON HOW BIG THE SIZE OF YOUR BUILDING IS, THAT WOULD GET MULTIPLIED. BY WHATEVER AMOUNT THAT WOULD BE TO GET YOUR TOTAL, BUT THIS IS PER 1000 SQUARE FEET, SO JUST KEEP THAT IN MIND. WE'RE GOING TO LOOK A LIGHT INDUSTRIAL USES.

AS YOU CAN SEE, ALL OF THE LAND USES HAVE GONE UP. IN EACH OF THE SERVICE AREAS. AND WE LOOK TO WHERE WE'RE AT WORK. DEFINITELY BELOW KIND OF OUR SISTER CITIES OF FRISCO PROSPER, AND THEN WE KIND OF. EVEN OUT WITH THE REST OF THE REGION AS WE KIND OF LOOKED ACROSS FOR INDUSTRIAL USES WITHIN THE CITY. NEXT. WE MOVE TO OUR CORPORATE HEADQUARTERS KIND OF THE SAME STORY. MOST LANDIS HAS GONE UP. THERE'S BEEN A FEW SERVICE AREAS THAT HAVE ACTUALLY GONE DOWN AGAIN. THAT'S ALL BASED ON NEED. AND THEN AS WE LOOK TO WHERE WE LINE UP, IT'S KIND OF SAME THING KIND OF ONLINE WITH WHAT WE'RE SEEING WITH THE REST OF OUR SISTER CITIES IN THE REGION. GENERAL OFFICE IS ANOTHER. LAND USE WHERE ALL OF THE LAND LEASES HAVE ACTUALLY GONE UP AGAIN. AND SO ALL THE RATES INCREASED FOR ALL THAT SERVICE AREAS. AND THEN AS WE LOOK TO SEE WHERE WE'RE AT RIGHT NOW, KIND OF THE SAME THING SITTING BELOW ARE SISTER CITIES AND RIGHT IN LINE WITH SOME OF THE REGION. LAST ONE IS OUR SHOPPING CENTER USES. AGAIN. YOU SEE MOST OF THE LAND USES SERVICE AREAS HAVE INCREASED A FEW THAT HAVE DECREASED. ON THEN WHEN YOU LOOK TOO ARE SISTER CITIES WOULD KIND OF END UP BEING IN BETWEEN FRISCO AND PROSPER. UM, KIND OF EVENING OUT. WITH THAT I'M GOING TO STOP AND SEE IF YOU HAVE ANY QUESTIONS. ANY COMMENTS. ANYTHING YOU'D LIKE TO ADD, OR INCLUDE IS PART OF THE MINUTES THAT, UM. YOU SAID THE AMOUNT OF MONEY TO BE COLLECTED WITHIN CITY LIMITS, NOT E. T J. IS THERE ANY MONEY SPENT IN THE. THEY'RE ONLY GOING TO BE ALLOWED TO BE SPENT WITHIN CITY LIMITS. HI. AS FAR AS I KNOW, IT'S ONLY WITHIN THE CITY LIMITS. THERE'S PROJECTS THAT PROBABLY CROSS BUT AS FARAS IMPACT FEE MONEY THAT AMOUNTS ONLY SPENT ON PROJECT WITHIN THE CITY LIMITS. AND SO SOME OF THE AREAS IN WHICH I HAVE MATURED AND COLLECTIONS OR LOWER. IS THAT AMOUNT TAKING IN FUTURE MAINTENANCE AND THESE DOLLARS USED TOWARDS FUTURE MAINTENANCE AND ROADS IN THOSE AREAS. SO THAT'S ONE OF THE THINGS THAT IMPACT FEES CANNOT BE USED FOR. IT CAN BE USED FOR THE MAINTENANCE OF ANY ROADWAYS. IT'S ON LY FOR EXPANSION AND NEW NEW NEW CAPACITY. THEN WEIR IN SOME CATEGORIES WERE THE HIGHEST IN SOME CATEGORIES WERE THE LOWEST. WHERE DO WE DECIDE WHEN WE WANT TO BE? HELLO, ANOTHER CITY OR HIGHER THAN ANOTHER CITIES FOR A PRODUCT TYPE.

HOW'S THAT DECISION MADE? SO THAT DECISION'S KIND OF MADE RIGHT NOW AS WE START TALKING ABOUT THESE, SO IF THERE'S IN THE PAST, WE'VE MADE CERTAIN DECISIONS TO KIND OF EITHER MAINTAIN THE RATES THAT WE'RE DOING TO KIND OF INCENTIVIZING USE. THIS YEAR THERE, THERE WASN'T ANY DESIRE TO DO THAT ARE THERE WAS NO REQUEST TO DO THAT THIS TIME, BUT THAT WOULD HAPPEN DURING ONE OF THESE MEETINGS WHERE WE'RE HAVING THESE CONVERSATIONS. SO IT IS THE DC OR THE CDC INVOLVED IN ANY OF THESE DISCUSSIONS AS FARAS. WHAT IS. WHAT PEACE WE WANT HAVE CONSIDERING WE WON'T A CERTAIN USE OVER ANOTHER USE. THEY'RE ALLOWED TO COMMENT ON ANYTHING JUST LIKE EVERYONE ELSE. I THINK THEY WERE INCLUDED IN SOME OF OUR INFORMATION OF PRESENTATIONS THAT THEY'VE SEEN. SO THEY'VE HEARD ABOUT IT, BUT I HAVEN'T HAD ANY DIRECT COMMENTS FROM THEM. THANK YOU. YOU STATED THAT THE FUNDS CAN BE USED FOR EXPANSION BUT NOT MAINTENANCE. SO AH, PROJECT TOO WIDE, AN ELDORADO OR VIRGINIA? CONSIDERING THOSE AREAS ARE NOW ALMOST FULLY DEVELOPED. THAT'S THE ONLY WAY THAT THOSE FUNDS COULD BE USED IS IF WE CHOSE TO EXPAND THOSE ROADWAYS, BUT NOT TO MAINTAIN HIM IN ANY WAY OR FORM. CORRECT AND JUST LET ME CLARIFY A LITTLE BIT. IT'S ON LY IMPACT FEES CAN ON LY BE USED FOR THAT PORTION OF THE EXPANSION THAT CAN BE USED FOR THE REST OF THE ROADWAY IF IT WAS TO BE REDONE. SO IT'S ONLY FOR THE EXPANSION. EXTRA LOOKING YOURSELF. ANYONE ELSE WITH THE QUESTIONS? ALL RIGHT, ERIN. THANK YOU VERY MUCH. THIS IS A PUBLIC HEARING AUTUMN. IF THERE'S ANYONE GOT SORRY, JUST WANTED PAUSE THERE TO SEE THE ENDING COMMENTS ON THOSE. OKAY LACEY PHASE IN RECOMMENDATION REAL QUICK. TYPICALLY, WE DO A SIX MONTH PHASE IN RECOMMENDATION, BUT WITH ALL THE FINANCIAL UNCERTAINTY STAFF THAT IT WOULD BE BETTER TO ACTUALLY DO IT NINE MONTHS, SO A LITTLE BIT OF AN EXTENDED TIME PERIOD TO PHASE IN.

[00:15:03]

OBVIOUSLY, ANY OF THE FEES THAT GO DOWN, THEY WOULD BE EFFECTIVE IMMEDIATELY, SO PEOPLE WOULD BENEFIT FROM THAT. AND THE NEXT STEPS FOR US IS. ALL THIS INFORMATION WILL GO TO PUBLIC HEARING WITH CITY COUNCIL ON DECEMBER 1ST. AND WITH THAT STAFF RECOMMENDS THAT THE. MINUTES BE FILED AND FORWARDED TO THE CITY COUNCIL OF SUMMER, FIRST CITY COUNCIL MEETING. QUESTIONS. I MEANT NO OKAY? CURRENT ANYONE HERE TONIGHT THAT WISHES TO SPEAK ON THE PROPOSED. 2019 RIGHT AWAY IMPACT WE PLAN. ALL RIGHT. WILL ENTERTAIN A MOTION. LIKE EMOTIONAL CLOSE THE PUBLIC HEARING AND APPROVED THE ITEM FOR STAFF RECOMMENDATIONS. JUST TO CLARIFY EMOTION, MA, MR DOKE AND POUND ON YOUR MOTION STAFF ARGUMENTS CLOSING THE PUBLIC HEARING, AFFORDING THE UPDATED AND POTENTIAL IMPACT THE AMENDMENTS FOR THE 2019 ROADWAY IMPACT FEE. A BAIT TO CITY COUNCIL THAT IS CORRECT PERFECT. WHO'S THAT, MR WATLEY? SECONDS. EMOTION. IS THERE ANY DISCUSSION? ALL THOSE IN FAVOR. RAISE YOUR HAND. THOSE OPPOSED SAME SIGN THAT MOTION CARRIES THIS ITEM WILL BE SENT TO THE CITY COUNCIL. WITH A FAVORABLE

[Conduct a Public Hearing to Consider/Discuss/Comment on the Updated Capital Improvements Plans and Potential Amendments to Impact Fees for the 2019 Utility Impact Fee Update]

RECOMMENDATION. NEXT ITEM IS ONE PUBLIC HEARING. YOU COME IN ON THE UPDATED CMP PLAN POTENTIAL AMENDMENTS TO THE 2019 UTILITY IMPACT FEE UPDATE. AARON. MICHENER'S COMMITTEE MEMBERS CHAIRMAN, AIR BLOXHAM LONG RANGE PLANNING MANAGER. AGAIN JUST HERE TO TALK ABOUT THE UTILITY. IMPACT THE UPDATE. UH TONIGHT WE'RE GONNA GO THROUGH THE UTILITY AND PICK IMPACT FEED PLAN. TALK ABOUT THE RECOMMENDATIONS THAT STAFF IS MAKING. FOR THE UTILITY IMPACT FEES AGAIN THE UTILITY IMPACT FEES INCLUDE BOTH WATER AND WASTEWATER. DON'T MAKE SURE THAT EVERYBODY UNDERSTANDS THAT. NOT GOING TO COVER THIS SLIDE. WE'VE TALKED ABOUT THIS.

I THINK FROM THE LAST PRESENTATION SAME HERE. SO TALKING ABOUT WHAT WE'RE GOING TO CHARGE AND OUR RECOMMENDATION STAFF RECOMMENDS THAT WE. INCREASE THE CURRENT WATER MAXIMUM. ABOUT THAT INCREASE THE CURRENT WATER FEES TO THE MAXIMUM ASSESSABLE FEE.

FOR THE WASTE WATER WERE PROPOSING AN INCREASE TO INCLUDE THE MCKINNEY, INFRASTRUCTURE COSTS AND 50% OF THE NORTH TEXAS MUNICIPAL WATER DISTRICT COST. WHAT KIND OF TAKE A LOOK AND DIVE INTO THAT A LITTLE BIT MORE SEEING GOING TO SEE WHAT THAT LOOKS LIKE, AND THEN AGAIN, TALKING ABOUT A NINE MONTH GRACE PERIOD. TIME TO DISCUSS. ARE BEFORE WE IMPLEMENT THOSE THOSE FEET INCREASES. SO WITH UTILITY IMPACT FEES AGAIN. I WANT TO TALK ABOUT THE SERVICE AREA MAP, SO FOR WATER AND WASTEWATER, THERE IS ONLY ONE SINGLE SERVICE AREA. UM AS YOU CAN SEE, IT'S JUST THE WHOLE CITY AND IT'S TJ. THE DIFFERENCE BETWEEN ROADWAY AND UTILITY IS THAT WE ARE ABLE TO CHARGE. IMPACT FEES FOR WATER AND WASTEWATER ON THE DEEJAY ALONG WITH OUR CITY LIMITS. THAT'S BIG BECAUSE IT'S ALL PART OF ONE SYSTEM. THAT'S HOW IT KIND OF WORKS. ALSO THE WON. THE OTHER DIFFERENCE HERE. IS THAT OUR IMPACT FEES FOR THE UTILITY FEES ARE ALL BASED ON METER SIZE. SO WE'LL TALK ABOUT THAT IN JUST A MINUTE AS WELL. SO YOU'VE SEEN THIS TABLE BEFORE? THIS'S JUST THE TWO TABLES THAT TALK ABOUT OUR. WATER AND WASTEWATER IMPACT FEES. OF DETAILING HOW OUR CURRENT COLLECTION RATE WHAT THAT LOOKS LIKE. AND THEN WHAT? ARM ACCESSIBLE FEED THE AMOUNT THAT WE COULD CHARGE FOR STATE LAW. LIKE I PROMISE BEFORE WE COME BACK WITH STAFF'S RECOMMENDATION, SO STAFF'S RECOMMENDATION FOR OUR WATER FEES IS TO CHARGE THE FULL 17 54 FOR THE WATER IMPACT FEES. STAFF IS RECOMMENDING THAT WE CHARGE 16 44 50 FOR THE WASTE WATER IMPACT FEES AND AGAIN, THAT IS THE FOOL'S COST OF THE CIA FOR MCKINNEY. AND THEN 50% OF THE CIA COST FOR THE NORTH TEXAS MUNICIPAL WATER DISTRICT. AND SO'S WE KIND OF TALKED ABOUT THIS. I LIKE TO SHOW KIND OF THE IMPACT ON WHAT THEY LOOK LIKE. FOR EACH OF THE DIFFERENT SIZES. OF COURSE, AS WE LOOK AT THIS SHOWS, THIS IS AH COMBINED UTILITY. WATER AND WASTEWATER.

[00:20:03]

FEES. SO YOU KIND OF SEE WHAT THEY LOOK LIKE. COMBINED BECAUSE TYPICALLY THEY ARE KIND OF COMBINED, AND YOU DON'T HAVE ONE WITHOUT THE OTHER. IN MOST SITUATIONS. BUT YOU CAN KIND OF SEE THE TYPICAL LAND USES THAT THAT EACH OF THESE. METER SIZE IS KIND OF GO WITH SO SINGLE FAMILY IS ANYWHERE BETWEEN THREE QUARTER AND TWO INCH. FOR COMMERCIAL PROJECTS HERE BETWEEN TWO AND FOUR AND THEN SIX. AND ABOVE IS TYPICAL FOR ANY OF YOUR, UH INDUSTRIAL PROJECTS. SO, LIKE I MENTIONED. WE ALWAYS TALK ABOUT THE FEED COMPARISONS WITH OUR SISTER CITIES. SO AS WE. LOOK ACROSS THAT ARE SISTER CITIES, AND THIS IS KIND OF WHERE STAFF MADE HIS RECOMMENDATION IS WE LOOKED ACROSS. WE WANTED TO STAY COMPETITIVE WITH BOTH THE WATER AND WASTEWATER. AND SO AS YOU LOOK AT THIS, THIS IS A LITTLE BIT DIFFERENT THAN THE ROADWAY CHARTS. ON THE LEFT OF THE SOLID GRAY BAR OR BLUE BAR. THAT IS THE COMBINED WATER AND WASTEWATER AND YOU CAN KIND OF SEE WHERE MCKINNEY FALLS AS WE LOOK. BOTH BOTH ARE SISTER CITIES AND SOME OF THE SURROUNDING CITIES. AND THEN YOU CAN SEE KIND OF THE WAVY LINES AND THE JUST DIAGONAL LINES. THOSE ARE WATER AND WASTEWATER FEES, AND SO YOU CAN KIND OF SEE HOW WE COMPARE JUST SODA, WATER AND WASTEWATER LEVEL. AND YOU CAN ALSO SEE WHERE WE HAD COME FROM. ON THE VERY RIGHT THERE AND SO A CZ WE LOOK TO THIS STAFF THOUGHT THAT THIS WAS THE BEST PLAN FOR US TO KIND OF. KEEP WITHIN THESE KIND OF OUR SISTER CITIES REMAIN COMPETITIVE AS WE TALKED ABOUT OUR WATER AND WASTEWATER RATES. AND SO THAT'S THE REASON FOR OUR RECOMMENDATION. ALSO, YOU SEE. SOME OF THE CITY'S ACTUALLY DO INCLUDE NORTH TEXAS MUNICIPAL WATER COSTS, AND THEY'RE ON THE HIGHER END AS YOU LOOK AT THIS SO TYPICALLY ANYONE WHO INCLUDES THOSE ARE ON THE HIGHER END. PHASES RECOMMENDATION AGAIN. THE NINE MONTHS IS WHAT WE'RE RECOMMENDING, AND THEN ALSO, ANY FEES THAT WOULD BE GOING DOWN WOULD BECOME EFFECTIVE IMMEDIATELY. WITH THAT ALQAIDA STOP AND ANSWER ANY QUESTIONS THAT YOU MAY HAVE, AND THEN WE'LL TALK NEXT STEPS AND STAFF'S RECOMMENDATION. AARON.

OTHER QUESTIONS. WHEN WOULD BE THE START OF THE NINE MONTHS? ESO IT BEING NINE MONTHS FROM THE TIME THAT CITY COUNCIL ADOPTS THE ORDINANCE. THESE FEES THERE. THREE TIMES WHAT THEY ORIGINALLY WERE. FOR THE FOR THE WASTE WATER? YES. PARENT DURING THOSE MEETINGS IN THOSE DISCUSSIONS, DID YOU HAVE REPRESENTATIVES OF THE DEVELOPMENT COMMUNITY INVOLVED? ALL OF THESE OPTIONS WERE PRESENTED TEO, THE DEVELOPMENT UNITY AS FARAS, WHAT WE'RE GOING TO DO AS FAR AS THE MAX ACCESSIBLE AND. THERE WAS VERY RESPONSE ON THOSE THOSE FEES.

AND SO SOME PEOPLE HAD MENTIONED THAT THEY WOULD LIKE TO SEE YOU KNOW SOMETHING KIND OF STAY IN THE REALM. UM, WE DID GET FEEDBACK FROM CERTAIN PEOPLE THAT THEY WANT TO LIKE THE NUMBER ONE THING THAT THEY LOOK FOR WHEN THEY LOOK AT FEES IS. SENATOR REMAIN COMPETITIVE WITH SISTER CITIES IN THE AREA. SO THAT'S KIND OF WHERE STAFF ON THEIR DECISION WITH SOME OF THAT, OKAY? FORGET OTHER QUESTIONS. OKAY? YOUR RECOMMENDATION. S O ALL THIS INFORMATION GO TO CITY COUNCIL ON DECEMBER. 1ST AND STAFF RECOMMENDS THAT. THE C I C FILED THE COMMENTS AND FOR THE INFORMATION TO CITY COUNCIL OF DECEMBER 1ST CITY COUNCIL MEETING. QUESTIONS. AARON. THANK YOU VERY MUCH. THIS IS A PUBLIC HEARING. IF YOU COME IN ON IT WOULD LIKE TO. WEIGH IN ON THE PROPOSED IMPACT FEE CHANGE FOR TWO FROM 2019. YOU TILL THE IMPACT UPDATE NOW WOULD BE THE TIME. RIGHT, SEEING NO ONE ENTERTAIN EMOTION. OVER CLOSED PUBLIC CARING, RECOMMEND THE ITEM BE MOVED FORWARD TO CITY COUNCIL.

THE FAVORABLE OPINION, HER STAFF REPORT. MOTION FROM MR MAN'S EYE CLOSED PUBLIC HEARING AND FOR THE UPDATED SEOP AND POTENTIAL IMPACT THE AMENDMENTS. TO THE CITY COUNCIL. SECOND BY DR HIGMAN, A SECOND. THERE ANY DISCUSSION? CLEAR. EMOTIONAL CONDITION IS JUST LIKE WHAT? WE'RE NOT ARE. WE WERE RECOMMENDING A FAVORABLE. WELL IF YOU'RE OKAY, SO THE MOTION IS THIS STAFF RECOMMENDS CLOSING THE PUBLIC HEARING AND FORDING, THE UPDATED CAPITAL IMPROVEMENTS, PLANS AND POTENTIAL IMPACT THE AMENDMENTS.CITY COUNCIL. IT'S NT

[00:25:07]

FAVORABLE, NOR IS IT A NEGATIVE RECOMMENDATION. IT'S REALLY THAT WE'VE HEARD THE ITEM.

OKAY. I JUST WANTED TO CLEAR THAT UP. GOOD QUESTION. YOU WENT OUT? YES, MA'AM. EVERYBODY GOOD. ALL RIGHT. ALL THOSE IN FAVOR. RAISE YOUR HAND THOSE POST SAME SIGN MOTION CARRIES IN THE AUTUMN WILL BE SENTENCED. CITY COUNCIL. WITH THAT. THIS IS THE LAST ITEM ON THIS AGENDA STAFF. DO WE HAVE ANY COMMENTS. ANYTHING. AARON. GOOD JOB, BUT THANK YOU. WELL, YOU NEED A MOTION TO ADJOURN. LIKE, YOU KNOW, MOVES. WE ADJOURN, MR DOAKES SECONDS.

ALMOST IN FAVOR. RAISE YOUR HAND WAS A POST SAME SIGN. IT'S 5 58, AND WE ARE ADJOURNED.

THANK YOU.
