[CALL TO ORDER]
[00:00:06]
SO THAT'S GREAT. CALL THIS MEETING TO ORDER CITY COUNCIL WORK SESSION TODAY IS TUESDAY.
NOVEMBER 3RD. ELECTION DAY IN THE YEAR 2020 WERE IN COUNCIL CHAMBERS AT 2 22, NORTH TENNESSEE STREET AND THE GREAT CITY OF MCKINNEY. FIRST ORDER OF BUSINESS IS. PUBLIC COMMENTS ON AGENDA ITEMS AND I DON'T SHOW ANY WE DON'T HAVE ANY. WE WILL MOVE, THEN WRITE TO A
[DISCUSS REGULAR MEETING AGENDA ITEMS for the City Council Regular Meeting to be held Tuesday, November 3, 2020 at 6:00 p.m. ]
DISCUSSION. REGULAR MEETING AGENDA ITEMS. IF THERE IS ANY AGENDA ITEM COUNCIL LIKETO DISCUSS WITH STAFF. LET'S BRING DOWN TO 0011 Z TO JENNIFER. GLORIA. SO THIS THIS IS A WARMING STATION, WHICH. IT'S A HUMAN WARMING STATION, NOT A FOOD WARMING STAGE. YES. UM. SO WHAT IS THE WHAT IS. DO WE HAVE OTHER WARMING STATIONS AROUND MCKINNEY? OR IS THIS WHAT WOULD THIS BE? THE ONLY ONE THIS WOULD BE THE ONLY ONE THAT I'M AWARE OF. ANDI, THIS IS THE SALVATION ARMY PROPERTY. SO AS PROPOSED THE REZONING WOULD NOT ALLOW FOR ANY ADDITIONAL STRUCTURES. THIS WOULD ALL STILL BE CONTAINED WITHIN THAT SALVATION ARE REBUILDING. AND LAST YEAR, THE COUNCIL HEARD AND CONSIDERED A TEMPORARY USE PERMIT FOR SALVATION ARMY TO OPERATE A VERY SIMILAR OVERNIGHT WARMING STATION AND AT THE CAP BACK WITH THE TEMPORARY USE PERMIT LAST YEAR. IT ALLOWED FOR UP TO 40 OVERNIGHT GUESTS DURING COLD WEATHER, SO. WHAT'S PROPOSED NOW WOULD BE TO SORT OF PLUCK UP A LOT OF THE ELEMENTS FROM THAT. 2019 TEMPORARY USE PERMIT AND ACTUALLY INTEGRATE THEM INTO A FORMAL ZONING ON THE PROPERTIES THAT THEY DON'T HAVE TO COME THROUGH AND DO THAT TO BREE USE PERMIT REQUEST EVERY YE I DO WANT TO NOTE THAT WHAT THEY'RE ASKING FOR IS AN EMERGENCY OVERNIGHT WARMING STATION SO IT WOULD NOT BE OPERATIONAL 365 DAYS A YEAR. THERE ARE WEATHER REQUIREMENTS AND TRIGGERS THAT WOULD HAVE TO BE MET IN ORDER FOR THEM TO OPERATE ON NIGHTS WHEN THE TEMPERATURE REACHES. I BELIEVE IT'S 40 F. IF TEMPERATURES DROP BELOW 40 DEGREES, THEY WENT THEN ACTIVATE THAT WARMING STATION TO ALLOW FOR THE OVERNIGHT STAY OF GUESTS IN THOSE SITUATIONS. SO REALLY, FOR THE LAST YEAR, THEY. I HAD THE ABILITY TO DO THIS. THEY HAVE YES, AND THEY HAVE BEEN. THEY UNDERSTAND. THEY HAVE USED IT ON OCCASION WAS REALLY HEAVILY USED LAST YEAR. THAT'S RIGHT. AND A MAJOR FEEZER WILL BE HERE TONIGHT TO HELP ANSWER QUESTIONS. I BELIEVE IF I REMEMBER CORRECTLY AND THE DISCUSSION WITH THE PLANNING AND ZONING COMMISSION, THEY CAPPED OUT AT AROUND 20 TO 25 PEOPLE LAST YEAR. COME ON AN AVERAGE NIGHT. SO AS REQUESTED WITH THE REZONING, THEY WOULD INCREASE THE CAT FROM 40, WHICH WAS THE TEMPORARY USE PERMIT LAST YEAR TO 50. WE JUST HAD SUCH A MILD WINTER LAST YEAR WITH A, UM IS THERE A CAP ON ANY DAYS? THAT IT COULD BE SO WITH THE TEMPORARY USE PERMIT LAST YEAR, I BELIEVE THAT THERE WAS A CAF OF 45 DAYS WITH THE PROPOSED REZONING. THERE IS NO CAP THIE. THE IDEA IS THAT WHEN THE WEATHER HITS THAT TRIGGER POINT OF 40 DEGREES OR LESS.THAT WOULD BE THEIR CAP FOR THE YEAR IS, HOWEVER MANY DAYS THAT ACTUALLY OCCURS, OKAY. THANK YOU. THAT'S ALL AHEAD BEFORE SHE LEAVES. I HAD A QUESTION ABOUT 20 NAT 0004 THE SPECIAL USE PERMIT FOR THE HARDEN. THAT WAY YOU WOULD ADDRESS THAT. I'M HOPING I CAN. CONCERNED ABOUT RAJ, BECAUSE I KNOW THAT SAY. HAPPENED LITTLE SPOT FOR YOU TO REASON THINGS OF THAT NATURE, A MOVIE THEATER IN THAT AREA, AND I WAS JUST CONCERNED ABOUT THAT FITTING IN WITH THE SURROUNDING USES ABSOLUTELY THAT KHUN CERTAINLY BE A CONSIDERATION OR DISCUSSION FOR THE COUNCIL FROM.
RUM STAFFS PERSPECTIVE WHEN WE'RE LOOKING AT THAT SPECIFIC USE PERMIT. WE'RE LOOKING AT THINGS LIKE COMPATIBILITY WITH WHAT'S THERE TODAY OR IN THE FUTURE IN THE ACCESS IN CIRCULATION. THIS IS ADJACENT TO AN EXISTING GAS STATION. SO THE COMPATIBILITY OF THOSE USES FROM A STAFF PERSPECTIVE. SEEMED TO FIT. BUT IF THERE'S A CONCERN FROM THE COUNCIL, THAT CERTAINLY COULD BE SOMETHING THAT YOU ALL CONSIDER ISN'T NEXT TO THE 7 11. THAT'S JUST IT IS A GIFT. CERTAINLY MAKES A LOT MORE SENSE NOW. APPRECIATE YOU STAYING FOR THAT QUESTION.
ANYBODY ELSE? ANOTHER ITEM. THANK YOU, JENNIFER. ALL RIGHT. WE WILL THEN MOVE TO OUR WORK
[Light Up Louisiana Project Update]
SESSION ITEMS. FIRST ITEM IS 20098 LIGHT UP LOUISIANA PROJECT UPDATE. THANK YOU, MAYOR FOR COUNSEL MAY CONTAIN GENERAL MANAGER GOOD AFTERNOON. THIS IS ON. I WANTED TO PROVIDE[00:05:05]
A BRIEF UPDATE ON A LOT OF LOUISIANA PROJECT. OBVIOUSLY, WE'VE REACHED A. CRITICAL MILESTONE OF THE PROJECT. PHASE ONE, WHICH IS THE WEST PHASE OF THE PROJECT HAS BEEN SUBSTANTIALLY COMPLETED. AND WE'RE KIND OF LOOKING AHEAD TO STARTING THE SECOND PHASE AT THE BEGINNING OF NEXT YEAR. REAL QUICK. FORGET IN THE SLOT. I WANTED TO ACKNOWLEDGE COUPLE FOLKS THAT ARE HERE THAT I'VE BEEN JUST. YOU KNOW, IN HER GOAL IN THE DEVELOPMENT OF THIS PROJECT, AMY ROSENTHAL FROM MAIN STREET. OBVIOUSLY, NO INTRODUCTIONS NEEDED. WITH HER AND BLAKE FILLS OUR ENGINEER. JUST A TREMENDOUS JOB ON NOT ONLY MANAGING THIS THROUGH CONSTRUCTION, BUT THE PLANNING EFFORTS THAT WENT INTO THIS. COULD BE MORE OF A COMPLEX PROJECT FOR US TO DESIGN AND MANAGE, BUT AS WE'LL SEE IT'S TURNED OUT TO BE PRETTY SUCCESSFUL. ON THE SLOT HERE. YOU SEE A RENDERING THAT WAS DONE EARLIER THIS YEAR, OBVIOUSLY CAN SEE THERE'S A LOT OF ROOM FOR SOCIAL DISTANCING ON THE NICE WIDE SIDEWALKS AND WAY FOLKS GET TO ENJOY THAT, AS THEY. STARTS COME JOIN THE DOWNTOWN ALL THE MORE. JUST A QUICK OVERVIEW OF THE PROJECTS BACK IN MARCH OF 2019 CIVIL CONSULTING GROUP WAS AWARDED THE PLANNING DESIGN CONTRACT. JUST SO YOU KNOW, THEY WERE THE SAME ENGINEER THAT DESIGNED THE 2014 IMPROVEMENTS. KENTUCKY STREET BOYS INDUSTRY, SO PART OF THAT EFFORT WAS TO MAKE SURE WE GOT A COHESIVE AND CONSISTENT DESIGN AESTHETIC IN THE DOWNTOWN AND ALSO. WITH THEIR BACKGROUND AND EXPERIENCE WORK. THEY'RE SOME OF THE KIND OF INTERESTING ISSUES THAT WE COME ACROSS THE CONSTRUCTION OF THE DOWNTOWN AREA HELP SIGNIFICANTLY. THE PROJECT INCLUDES COMPLETE RECONSTRUCTION BUILDING FACE THE BUILDING FACE OF THE HIGHLIGHTED SECTIONS OF LOUISIANA SHOWN ON THE MAP THERE ABOVE STREET IN WALKWAY, RECONSTRUCTION IMPROVEMENTS TO THE STORM, WATER AND WASTEWATER MAINS UNDER THE PAVEMENT.LIGHTING IMPROVEMENTS AND LANDSCAPING PARTS. CAPE IMPROVEMENTS. BIG AS I MENTIONED A BIG PORTION OF THIS PROJECT WAS THE PLANNING EFFORT. THIS PHOTO THERE FROM THE PUBLIC MEETING WE HAD IN AUGUST 2019. WE HAVE ALMOST 50 FOLKS ATTEND THAT SEVERAL MAIN STREET BUSINESS MEETINGS AND INDIVIDUAL PROPERTY MEETINGS WENT INTO DEVELOPING THE IMPROVEMENTS THAT WE SEE OUT THERE TODAY REALLY IS A. A PROJECT THAT WAS DRIVEN OUT OF THE VISION OF THE FOLKS THAT ARE OUT THERE. ON MAY 5TH ACCESS CONTRACTING WAS AWARDED THE PROJECT AGAIN IF YOU RECALL WHEN WE DID THE PROJECT, COLLIN COUNTY HAD JUST ISSUED THEIR STAY HOME ORDER, WHICH MADE IT A VERY CHALLENGING DECISION WE PROVIDED. I THINK FOR. TIMELINE OPTIONS. ONE WAS TO RECEIVE HIS PLANNED AND THEN WE HAD THREE OTHER OPTIONS WITH SOME SORT OF DELAY ON THEM. ULTIMATELY COUNCIL DECIDED TO GO AHEAD. PROCEED SO AGAIN. THE FIRST PHASE WAS JUST WRAPPED UP LAST MONTH, AND WE'LL START THE SECOND PHASE IN JANUARY OF 2021. AND YOU CAN SEE THOSE TWO DISTINCT FACES. SO LOOKING AT THE ACTUAL CONSTRUCTION OF PHASE ONE, WHICH IS CALLED THE WEST PHASE. I'VE GOT SOME PHOTOS HERE KIND OF PHOTO TIMELINE AND JUST KIND OF KEEP THIS IN MIND AS WE LOOK TO FACE TO, IT'S GOING TO BE A SIMILAR PHASING EFFORTS. SO STARTING FROM THE TOP LEFT ON THE MAJOR UTILITIES, WHICH HAPPENED IN THE MAIN JUNE TIME FRAME. THIS ADDRESS THE MAJOR IMPROVEMENTS TO THE UNDERGROUND UTILITIES OBVIOUSLY WANTED TO GET THE BIGGER COMPONENTS UTILITIES DRESS BEFORE THEY STARTED CLOSING. SIGNIFICANT NUMBER OF LANES AND DOING SOME OF THE MAJOR CONSTRUCTION IMPACTS.
THEN IMMEDIATELY INTO JUNE, THEY STARTED DEMOLITION OF THE SOUTH PAVEMENT ON STREET PARKING. I COULD SEE A PHOTO THERE. THE SIDEWALKS ARE STILL INTACT FOR THE BUSINESSES ALONG THAT SIDE OF THE ROADWAY ON LOUISIANA STREET WAS NARROWED DOWN TO JUST ONE TRAVELLING. UM AND THEN INTO JUNE AND JULY. THE SOUTHSIDE PAVING IT STARTED AND WAS COMPLETED. INTO JULY AND AUGUST ONCE THE PAVING WAS COMPLETED. WHAT HAPPENED WAS THE PEDESTRIAN TRAFFIC GOT MOVED ON TO THE NEW PAVEMENT. AND LITTLE BOARDWALKS. IT'S HARD TO SEE HERE. SEE IF I CAN CIRCLE THIS. YOU CAN SEE LITTLE BOARDWALKS WERE PLACED FROM THE PEDESTRIAN WALKWAY IN THE PAVEMENT TO THE BUILDING. FACE THIS ALLOW THE BUSINESS TOHAVE ACCESSIBLE TRAFFIC TO THE.
BUSINESS. UM, AND IT PROVIDED AN OPPORTUNITY FOR THE CONTRACTOR TO DIRECTLY COORDINATE WITH EACH BUSINESS AND FIND A GOOD SHORT, VERY SHORT TERM TIMEFRAME TO ACTUALLY DO THAT PAVING WORK IN FRONT OF BUSINESS WORKED OUT. VERY WELL. AND THEN OBVIOUSLY, THAT PROCESS CONTINUES FOR THE OTHER SIDE OF THE ROAD WAYS, THE DEMO PAVING AND SIDEWALK WORK. S O. THE NOTICE. PROCEED WAS ISSUED ON MAY 18TH AND ATTEND COMPLETION WAS ACHIEVED ON SEPTEMBER 30TH 2020. THE CONTRACTOR HAS SOME VERY MINOR ITEMS. THEY'RE ADDRESSING ONE OF THE ITEMS THAT WERE LOOKING TO FIX THEIR SOME OUTLETS THAT STICK OUT OF THE GROUND. WE'RE GOING TO LOOK AT, MAYBE RETROFITTING THOSE TOE. HAVE HIM, UH OR FLUSH WITH THE SIDEWALK THERE. ANY QUESTIONS ON THE PHASING. DO YOU HAVE A QUESTION? IF YOU FOLLOWED UP
[00:10:09]
WITH THE BUSINESS OWNERS WHO WERE DOWN ON THAT END OF LOUISIANA BECAUSE THE ONLY CONCERNS THAT I HEARD WERE ALL POSITIVE ABOUT CONSTRUCTION. WE KNOW THAT WHEN THAT CAME TO US TO START IT THIS YEAR OR NOT. SOME OF US WORK FOR IT, AND SOME OF US WERE AGAINST IT AND MY THOUGHTS FOR A GO AHEAD AND DO IT WHILE BUSINESS WAS DOWN DURING KOBE WAS ANY WORDS FROM THEM THAT WE COULD SHARE WITH THE OTHER END TO QUELL THEIR FEARS ABOUT CONSTRUCTION? YEAH, AND AS I MENTIONED, I'VE GOT ANOTHER SLIDE HERE TO KIND OF TALK ABOUT SOME OF THE STRATEGIES THAT WENT TOE TO TOE PLAY, BUT. MY QUESTIONS PREMATURE. YOU JUST WAIT EXACTLY. SO WE DO KNOW THAT THE EASTERN PHASE TWO OF THE PROJECT IS GOING TO BE A LITTLE BIT MORE CHALLENGING. THERE'S THE IF YOU. OUT THERE. YOU SEE THE TALL DOUBLE CURBS ARE A LITTLE MORE DRAMATIC ON THAT SIDE. UM IT'S GOING TO BE. IT'S GOING TO BE CHALLENGES. MORE BUSINESSES. UM, BUT BUT HOPEFULLY WITH. JUST THE AWESOME WORK THAT ACCESS IS DONE, AND SOME OF THE LESSONS LEARNED ON THIS ONE. I MEAN, WE HAD SOME ISSUES WITH SOME DUST AND THINGS LIKE THAT THAT ACCESS TO THE GREAT JOB OF STAYING PROACTIVE. UM YOU KNOW, WE'RE PROBABLY GONNA BE A BIT MORE PROACTIVE THAN EVEN WE'RE ON PHASE ONE WITH NOTIFICATIONS, ADVANCED NOTIFICATIONS FOR IMPACTS. WE MAY HAVE OPPORTUNITIES TO MAYBE DO SOME OVERNIGHT WORK THAT STILL HAS TO BE CONSIDERED, SO THERE'S GOING TO BE SOME OTHER THINGS THAT WE TAKE INTO CONSIDERATION AND FOR SURE, YEAH. DEFINITELY SOME OF THE POSITIVE REMARKS THAT WE'VE GOTTEN FOR PHASE ONE. WE WANT TO MAKE SURE THAT YOU KNOW WE'RE COMMUNICATING THOSE AND. AND YOU KNOW, HOPEFULLY ADDRESSING SOME OF THE FEAR THAT FOLKS HAVE GOING INTO NEXT YEAR. COUNCILMAN PHILLIPS. I, UH, MEETING WITH THE MAIN STREET. I THINK THE LAST REPORT SHOWED I GUESS IT WAS PROBABLY EITHER MARCH OR. MARCIA. JULY OR AUGUST WAS THAT IT WAS DOWN, SET, THE SALES TAX WAS DOWN 7% FROM LAST YEAR. AND SO FOR KOBE AND EVERYTHING ELSE LIKE THAT. I THINK THAT THAT WAS SO I DON'T THINK THAT THIS HURT ANY OF THE. ANY OF THE BUSINESSES LIKE WE THOUGHT IT MIGHT SO FINE. I HEARD FROM SOME OF THE BUSINESSES THAT EXPRESSED AND WERE IN OPPOSITION TO IT INITIALLY WERE ACTUALLY NOW VORY THANKFUL THAT WE DIDN'T LISTEN AND WE HAVE TO GET IT. AND THAT'S A TESTAMENT TO THE TEAM. YOU GUYS. AND ACCESS AND TRAFFIC ALWAYS FLOWED. SO THAT WAS IT WAS GREAT, AND I KNOW EVERYONE VERY, VERY MUCH APPRECIATES THAT IT'S DONE. I CAN'T COMPLIMENT ENOUGH ON THE CONSTRUCTION GROUP THAT YOU CHOSE FOR THAT WELL DONE ON THAT THEY'VE BEEN AT IT, AND THAT'S JUST GOES TO SHOW THAT YOU KNOW, WE. WE'VE GOT SEVERAL DIFFERENT WAYS THAT WE BID PROJECTS AND, UH, THE METHOD THAT WE USED ON THIS ONE COMPETITIVE STILL PROPOSAL. YOU KNOW, IT'S JUST ANOTHER OPPORTUNITY FOR US TO TAKE SOME OTHER FACTORS INTO CONSIDERATION. OTHER THAN PRICE WHEN AWARDING A CONTRACT AND EVEN THOUGH THEY DID END UP BEING YOU KNOW, ON THE LOW END OF THE SPECTRUM, I CAN HAPPILY SAY WE ARE GETTING WHAT WE PAID FOR THEIR DOING. JUST AWESOME JOB FACT THERE SEND IN THEIR CONSTRUCTION SUPERINTENDENT TO HAVE COFFEE WITH ALL THE DOWNTOWN BUSINESS OWNERS AND LISTEN TO WHAT THEY HAD TO SAY.MEANT ALONG. YEAH, I WAS GOING TO SAY THE SAME THING. THEY DID THAT EVERY FRIDAY MORNING. THEY GET TOGETHER AND WELCOME. EVERYONE COME UP AND THEY TAKE INPUT WAS REALLY INCREDIBLE.
HERBAL THING. SO, YEAH, SPEAKING OF THAT, YOU KNOW THAT SOME OF THE SUCCESS STRATEGIES YOU KNOW, THE FIRST THING YOU SEE UP THERE IS THE BI WEEKLY COFFEE WITH CONTRACTORS. SO AS THE MAYOR MENTION, I KNOW COUNCILMAN PHILLIPS AND. THEREFORE YOUR OPPORTUNITY TO GO OUT THERE AND KIND OF SEE WHAT HAPPENS. NOT REALLY A VERY FORMAL MEETING JUST AN OPPORTUNITY FOR FOLKS TO COME OUT. AND, UH, YOU KNOW, CONTRACTOR PROVIDES COFFEE AND DOUGHNUTS. AMY'S THEIR TOE KIND OF TALK ABOUT WHAT'S GOING ON EVENT WISE WITH MAIN STREET OR WITH THE PROJECT CONTRACT. TALK ABOUT WORK THAT WAS DONE. WHAT'S COMING UP ANY CONCERNS COULD BE ADDRESSED. JUST ANOTHER OPPORTUNITY FOR FOLKS JUST AN INFORMAL SETTING, TEO TO MAKE SURE EVERYTHING'S GOING SMOOTHLY AND COMMUNICATION. IS IN PLACE. SO THAT WILL CONTINUE, OBVIOUSLY, WITH PHASE TWO. MINIMIZED TRAFFIC BUSINESS IMPACT. SO, LIKE I SAID, A LOT OF EFFORT WENT INTO THE PLANNING OF THE TRAFFIC CONTROL FOR THIS PROJECT. FOR YOU KNOW THE MAJORITY OF THE TIME. TRAFFIC WAS FLOWING FREELY. OBVIOUSLY REAL ESTATE IS VERY LIMITED THERE. SO WE DID HAVE SOME VERY INTERMITTENT, YOU KNOW, I'M TALKING 15 30 MINUTES TIME FRAMES OFF PEAK HOURS WHERE TRAFFIC HAD TO BE DETOURED. JUST HAVE A CONCRETE TRUCK COULD GET IN AND ACTUALLY POUR CONCRETE, BUT THOSE ARE LIMITED. AND YOU KNOW, WE'RE GONNA MAKE SURE WE CONTINUE TO COMMUNICATE THOSE WITH BUSINESSES IN ADVANCE AND HAVE
[00:15:01]
CLEAR UH, DETOUR SAANICH IN PLACE. COMPLIMENTARY VALET. SO L. A SERVICE PROVIDED FOR THIS PROJECT STARTED ON JUNE 18TH AND CONCLUDED ON SEPTEMBER 12. PROVIDED GOVERNMENT REVELLI SERVICES ON THURSDAY, FRIDAY AND SATURDAY AT ONE EVENING HOURS. COVERT RELATED BUSINESS CONSIDERATIONS NOT DIRECTLY RELATED TO THIS PROJECT. BUT OBVIOUSLY, UM, YOU KNOW WHAT AMY'S WORKING ON WITH HER TINA'S, YOU KNOW, DESIGNATING SOME OF THE STREET PARKING FOR CURBSIDE PICKUP, SO JUST. SOME OF THESE SMALL THINGS MAKE A HUGE DIFFERENCE FOR THE BUSINESS IS KIND OF WHAT THEIR CUSTOMERS NEED TO DO TO PICK UP THE GOODS AND SERVICES AND THINGS LIKE THAT. AND THEN FINALLY, JUST AH, PROJECT OUT REACHING TRANSPARENCY. YOU CAN SEE THERE'S A LITTLE SNIFF IT FROM A CITY WORK VIDEO THAT AMY PROVIDED ON THE PROJECT. WE'VE GOT AN OUTSTANDING. PROJECT WEBSITE THAT'LL TALK ABOUT HERE IN A COUPLE MINUTES THAT PROVIDES THE LIVE UPDATES ON THE PROJECT. UM YOU KNOW, THERE WERE SEVERAL EVENTS THAT OCCURRED DURING CONSTRUCTION. WE HAD THE. CRAFT BEER WALK IN JUNE. WE HAD THE DRIVE THROUGH 4TH JULY PARADE, AND WE HAD THE WINE WALK IN AUGUST. SO ALL THESE WERE COORDINATED CONTRACTOR DID GREAT JOB OF MAKING SURE THAT THE WORK AREA WAS CLEAN AND ACCESSIBLE FOR THOSE EVENTS. AND YOU CAN SEE A TESTIMONIAL. THEY'RE FROM GINGER WITH KENNY NOTARY JUST AGAIN. JUST AH, TALKING ABOUT HOW HELPFUL AND THE ACCESS WORKERS WERE AND. I MEAN, LITERALLY. THEY THEY'RE THERE TO HELP DOESN'T MATTER WHO YOU ARE. WHAT YOU'RE DOING IF YOU'RE AN AREA AND YOU NEED HELP, WE'LL STOP WHAT THEY'RE DOING AND MAKE SURE THAT THEY WILL. THIS IS A PHOTO FROM THE FLIP THAT SWITCH EVENT THAT WE HAD A LATE LAST MONTH.OBVIOUSLY, I THINK MAYBE IT WOULD'VE BEEN BETTER WITH THE TIME CHANGE. YOU CAN STILL SEE THE LIGHTS WORKING THERE, SO THIS WAS JUST A OPPORTUNITY TO SHOWCASE THE IMPROVEMENTS AND THANK EVERYONE WHO WHILE THE CONSTRUCTION PROJECT TO BE SUCCESSFUL, OBVIOUSLY REALLY APPRECIATE THE PATIENTS AND INPUT THAT WERE SEE FROM ALL THE BUSINESS IS OUT THERE.
RIGHT, SO LOOKING FORWARD TO PHASE TWO. SO FACE TO OBVIOUSLY INCLUDE SIMILAR IMPROVEMENTS.
IT'S GOING TO BE BETWEEN TENNESSEE STREET AND HIGHWAY FIVE. YOU'LL NOTICE THAT THERE'S GOING TO BE A COUPLE EXTRA PHASES. SO SINCE THE PROJECT IS A LITTLE BIT LONGER, WE'RE GOING TO FOCUS THE IMMEDIATE CONSTRUCTION EFFORTS BETWEEN CHESTNUT HIGHWAY FIVE COUPLE REASONS FOR THAT IS THE WAY WE WANT TO MAKE SURE THE IMPROVEMENTS AT HIGHWAY FIVE OR DONE EARLY. NOT TO HINDER THE TRAFFIC OPERATIONS THERE. AND AS WE'RE IMPROVING THE STORM DRAIN. WE ALWAYS START FROM DOWNSTREAM AND GUSTER. SO THAT WILL BE THE FIRST SUB PHASE.
IT'LL BE SIMILAR OR OF THE NORTH SIDE'S DONE FOR SOUTH SIDE AND THEN THEY'LL MOVE OVERTO THE SECTION BETWEEN TENNESSEE AND CHESTNUT. SUBSTANTIAL COMPLETION IS EXPECTED TOWARDS THE END OF JUNE. ONE OF THE THINGS THAT WE ARE CONSIDERING IS THE ORIGINAL CONTRACT INCLUDED TWO SEPARATE INCENTIVE BONUSES TO AH, PROVIDE $3000 A DAY TO THE CONTRACTOR FOR UP TO 10 DAYS. EARLY COMPLETION. FOR EACH PHASE ACCESS, UNFORTUNATELY, DID NOT MEET THE EYE. GUIDELINES TO GET THAT INCENTIVE FOR THE FIRST PHASE, SO PENDING APPROVAL FROM CITY MANAGER WE WILL POSSIBLY ROLLED UP TO THE SECOND PHASE AND PROVIDE THEM AN OPPORTUNITY TO GET 3000 DAY UP TO 20 DAYS. JUST A FEW MORE DETAILS ON THE FACE TO AGAIN. CONSTRUCTION SEQUENCE WILL FOLLOW. KIND OF WHAT I'VE DISCUSSED PREVIOUSLY BREACH OF THE SUB PHASES. PEDESTRIAN ACCESS IS TO BUSINESSES GOING TO MAINTAIN THROUGH CONSTRUCTION. WE'LL COORDINATE WITH THE BUSINESSES FOR WORK REQUIRED DIRECTLY IN FRONT OF THE BUSINESSES. LOUISIANA STREET WILL MAINTAIN ONE OPEN TRAVELING DURING CONSTRUCTION. OBVIOUSLY, THAT DOES NOT INCLUDE THE SHORT DURATIONS WHERE WE'VE GOT A COUNTRY CONCRETE TRUCK POURING CONCRETE OR MATERIALS BEING OFFLOADED FROM THE SIDE. AGAIN, THAT'LL BE COMMUNICATED WITH BUSINESSES. THE INTERSECTIONS OF CHESTNUT STREET ON JOHNSON STREET WILL BE CLOSED TO THROUGH TRAFFIC FOR TWO WEEKS EACH, NOT AT THE SAME TIME, BUT THAT'LL ALLOW FOR FASTER CONSTRUCTION OF THOSE INTERSECTION IMPROVEMENTS. AND THEN AS WE DID WITH PHASE ONE WILL KIND OF MONITOR, PARKING AND. TRY TO MAKE ANY CONSIDERATIONS FOR PARKING AS WE SEE FIT. SO FOR ANYONE THAT NEEDS INFORMATION ON THE PROJECT, YOU CAN GO TO MCKINNEY, TEXAS, OR FORWARD SLASH LOUISIANA. YOU KHUN! GET ALIVE INFORMATION ON THE STATUS OF PHASE TWO AS IT STARTS. YOU CAN GET TRAFFIC, UPDATES PROJECT UPDATES AND UPDATES ON VARIOUS EVENTS THAT MAY BE IMPACTED DUE TO CONSTRUCTION. SO ENCOURAGE FOLKS TOO. GO TO THE WEBSITE OR OBVIOUSLY. IF THERE'S SOMETHING ON THE WEBSITE THAT'S NOT
[00:20:02]
ADDRESS, PLEASE EMAIL US SO WE CAN GET BACK TO YOU. AND WITH THAT I AM HAPPY TO ANSWER ANY QUESTIONS AGAIN. I'VE GOT AMY ROSENTHAL ON BLAKE SELLS HERE. THERE'S ANYTHING SPECIFIC YOU'D LIKE TO HEAR FROM THEM. IS COMPLIMENT. ABADI HOPE YOU HAVE AS MUCH SUCCESS ON THE OTHER SECTION OF IT DID ON THAT GOOD JOB. THANK YOU. GOOD LUCK. CUTE. RIGHT? 20 0987. MCKINNEY[McKinney CARES Act Program Updates]
CARES ACT PROGRAM UPDATES. RENEE AND SHALITA. MAYOR MEMBER OF COUNCIL. ESTHER BRIBES IN A TEA HOUSE IN COMMUNITY DEVELOPMENT MANAGER AND I'M HERE WITH SHIRLEY TO BEST WHO'S OUR COMMUNITY SERVICES ADMINISTRATOR AND WE'RE GOING TO TAG TEAM ON THIS PRESENTATION TONIGHT. SO WE HAVE HEARD A LOT ABOUT CARE'S ACT FUNDING. SO WE THOUGHT THAT WE WOULD GIVE A LITTLE BIT OF AN OVERVIEW OF THE CURES THAT FUNDING THAT HAS BEEN RECEIVED BY THE CITY OF MCKENNEY THROUGH THE DEPARTMENT OF THE TREASURY, AND THAT FUNDING CAME THROUGH CALLING COUNTY. AND THEN ALSO THE FUNDING THAT HAS BEEN RECEIVED FROM THE CARES ACT THROUGH HUD, SO IT WAS DISTRIBUTED THROUGH DIFFERENT AGENCIES AND THAT WE'VE TALKED ABOUT A LOT OF DIFFERENT POTS OF MONEY, SO WE'RE GOING TO KIND OF GIVE AN OVERVIEW OF THAT TONIGHT. AND THEN SAID WAY INTO OUR LATEST ROUND OF FUNDING, WHICH CAME FROM HUD.SO THE CURES ACT FUNDING WAS AUTHORIZED UNDER THE CORONA VIRUS, A RELIEF IN ECONOMIC SECURITY ACT CARES ACT. AND YOU CAN SEE ALL OF THAT, AND IT WAS EMERGENCY FUNDING DESIGNED TO PROVIDE IMMEDIATE RESOURCE IS TWO COMMUNITIES TO RESPOND TO THE EFFECTS OF COPAN 19. MONEY FROM THE DEPARTMENT OF THE TREASURY WASS FOR LOSSES THAT OCCURRED AFTER MARCH 1ST AND THAT FUNDING EXPIRES DECEMBER 30TH. AS I MENTIONED THE FUNDING WAS DISTRIBUTED THROUGH VARIOUS FEDERAL AGENCIES FOR DIFFERENT PURPOSES. THE CITY OF MCKINNEY RECEIVED CARES ACT FUNDING THROUGH THE TREASURY DEPARTMENT, AND THAT WAS MONEY THAT WAS DISTRIBUTED THROUGH CALLING COUNTY. AND THROUGH HUD IN THAT STORE, CDBG SEE THE FUNDING. SO THE FUNDING THAT WAS DISTRIBUTED TO CALLING COUNTY FROM THE COMMISSIONERS. WAS $3 MILLION FOR TESTING. $5 MILLION FOR P P. E. $20 MILLION FOR THE EMERGENCY HOUSING AND LIVING ASSISTANCE PROGRAM, AND WE'VE GIVEN A COUPLE THAT DATES ON THAT. ABOUT PROGRAMME ACTUALLY JUST CLOSED ON NOVEMBER 1ST SO WE WILL BE CLOSING OUT. THE APPLICATIONS CLOSED THE PROGRAM. WE'RE STILL OFFERING ASSISTANCE PROCESSING APPLICATIONS TO THOSE THAT HAVE SUBMITTED APPLICATIONS AND WE WILL HAVE IT ALL CLOSED OUT. BY DECEMBER 30TH WHEN THE GRANT FUNDS EXPIRE, AND THEN ANY MONEY THAT WE HAVE REMAINING IN THE PROGRAM WILL BE RETURNED TO THE COUNTY AT THAT TIME. A COUNTY ALSO DISTRIBUTED $5 MILLION TO HELP RESTOCK LOCAL LOCAL FOOD PANTRIES. 50,000,002 CITIES TO REIMBURSE DIRECT CODED 19 COSTS. THOSE WERE SOME OF THE FUNDS THAT WE'VE HAD FOR CONSTRUCTION AND THINGS LIKE THAT. 40 MILLION THAT THE COUNTY USED THEMSELVES TO HELP WITH THEIR COVERT RELATED COSTS. 25 MILLION WENT TO THE SMALL BUSINESS KRANTZ AND THAT WAS THE TRI CITY BUSINESS GRANT. AND THE REMAINDER OF THE COUNTY HAS KEPT IN RESERVE. SO FROM THE DEPARTMENT OF THE TREASURY, THE CITY OF MCKINNEY HAS RECEIVED, UH, 4.7 ON THIS $4.5 MILLION FOR EMERGENCY HOUSING AND LIVING ASSISTANCE PROGRAM. WE ALSO RECEIVED ABOUT $4.5 MILLION TO PROVIDE GRANTS TO SMALL BUSINESSES WITH FEWER THAN 100 EMPLOYEES AND LESS THAN $5 MILLION IN REVENUE. AND WE HAVE RECEIVED A $5.6 MILLION FOR REIMBURSEMENT OF DIRECT COSTS DUE TO COPE IN 19 AGAIN, THE CONSTRUCTION COSTS. I BELIEVE WE'VE PURCHASED AN AMBULANCE. I WAS DEVOTED TO COVERED WITH THOSE FUNDS AS WELL. CAN I JUST INTERJECT REAL QUICK, SO I DON'T FORGET. THAT AMBULANCE. SOMEONE MAY HEAR THAT THAT'S FOR CODE. IT'S ACTUALLY FOR ANY AND ALL PANDEMIC TYPE RESPONSE WHERE IT'S IT, SO NOT NOT JUST. AND I THINK HIS BEST WILL TAKE THE CDBG COVE INN. NDING FROM CHEERS. ALL RIGHT, SO WE HAVE
[00:25:02]
BEEN SPEAKING TO COUNCIL AND THE PUBLIC SINCE APRIL, WHEN WE FIRST RECEIVED NOTICE ABOUT OUR CVG CV FUNDS. WE DID A PRESENTATION BACK IN APRIL LATE APRIL EARLY MAY TO TALK ABOUT THE USE OF FUNDS AND THAT WE WOULD USE OUR FUNDING FOR RENT UTILITY AND MORTGAGE ASSISTANCE. AS WE FOUND OUT THROUGH THE CITY THROUGH COLLIN COUNTY GOVERNMENT THAT WE WERE RECEIVING FUNDS FOR THAT FAME USE. WE POSTPONE THOSE FUNDS AND MOVE THEM INTO THIS COMING FISCAL YEAR, WHICH IS WHAT WE'RE CURRENTLY AT RIGHT NOW FOR ROUND ONE. SO UNDER THE CARES ACT. WE HAD THE OPPORTUNITY TO BE ABLE TO PROVIDE THE PUBLIC NOT ONLY THROUGHOUT THE SUMMER, BUT ALSO IN AUGUST TO BE ABLE TO PROVE THE FIRST ROUND OF OUR FUNDS WITH OUR REGULAR CDBG, AND THAT WAS DONE IN THE MONTH OF AUGUST. IN OUR CDBG PROGRAM. WE STILL EVEN THOUGH IT'S NAMED CDBG CV, IT'S STILL HAVE TO ALIGN WITH REGULAR PROGRAM, RE SOURCES AND REGULATIONS AND ALSO HAVE TO YOUR LINE WITH 2 FT. AFAR 200 AGAIN AS I MENTIONED, WE CANNOT HAVE ANY DUPLICATION OF FUNDS WITH OTHER SOURCES. AND THROUGHOUT OUR CDBG PROGRAM. WE ALWAYS CHECK FOR RE FORCES AND WILL CONTINUE TO DO SO. SO HOW DID HUH? DISTRIBUTE THES FUNDS? SO WE HAD AROUND ONE WHICH, WITH A DIRECT ALLOCATION OF CDBG FUNDS, AND THAT WAS 500,000 AT CITY RECEIVED OVERALL THROUGHOUT THE UNITED STATES.$2 BILLION WAS ALLOCATED S O THAT ANY GRANTEE, WHICH INCLUDES THE CITY OF MCKINNEY THAT HAD A DIRECT REGULAR CDBG ALLOCATION. RECEIVED AROUND ONE OF FUNDS. UNDER ROUND TO $1 BILLION WAS PROVIDED TO THE STATES AND S O THE TECH FIFTH TH EY HAVE ACCESS TIO PART OF THAT, AND THAT IS KNOWN AS ROUND ONE. THERE IS A POSSIBILITY THAT WE WILL RECEIVE ALLOCATIONS FOR THAT FUNDING AS WELL. THAT IS TO BE DETERMINED AT THIS TIME. ROUND $32 BILLION OVERALL CAREER AT THE UNITED STATES AND LOCAL GOVERNMENTS HAD A NEW FORMULA IN WHICH THEY WERE ABLE TO ALSO HAVE FUNDS THROUGH HUD THAT IS KNOWN AS ROUND THREE AND LATER THIS EVENING, WE WILL HAVE A PUBLIC HEARING REGARDING THOSE FUNDS. SO TOTAL ALLOCATION THAT WE HAVE FOR CDBG CV IS 1,000,228. SO WHAT THE CARES ACTIVE I MENTIONED OF ROUND ONE. WE HAD AN OPPORTUNITY TO BE ABLE TO ENSURE AND THAT WE WILL CONTINUE THAT IT MUST BE CDBG ELIGIBLE AND THAT WE'RE USING IT FOR THE CORONA VIRUS PANDEMIC. WE ARE HAVING DIRECT SERVICES, WHICH IS EMERGENCY LIVING ASSISTANCE. SO IF JEN AI MENTIONED WE SAID THAT IN THE PREVIOUS PROGRAM THAT WE HAVE UNDER COLIN CARES THAT FUNDING AND THAT PROGRAM WILL END IN DECEMBER. THIS PROGRAM WILL PICK UP IN JANUARY OF 2021. WE WILL PROVIDE 475,000. INDIRECT ASSISTANCE. WE WILL CONTINUE TO USE SUB RECIPIENTS TO BE ABLE TO CARRY OUT THAT PROGRAM WITH US AND WE WILL USE JUST A PORTION OF GRANT ADMINISTRATION BECAUSE WE CANNOT USE REGULAR CDBG. UNDER THIS UNDER THIS PARTICULAR PROGRAM. WE DO ANTICIPATE THAT WILL USE THIS PARTICULAR GRAND ADMINISTRATION PORTION FOR BOTH SETS OF FUNDING RESOURCE IS UNLESS THERE'S SOMETHING THAT CHANGES AT THIS TIME. FOR CARES ACT THREE ROUND OF FUNDS AGAIN WE WILL USE OUR FUNDING ON THIS IS DIRECT ASSISTANCE AGAIN SO THAT WE KNOW THAT THERE IS A GREAT NEED. THIS WILL BE EMERGENCY RENTAL UTILITY AND MORTGAGE ASSISTANCE. IT WILL NOT INCLUDE WATER. AH, IT IS BECAUSE OF THE WERE NOT ABLE TO DO YOU LIVES IT FOR THAT, SO WE WILL HAVE DIRECT ASSISTANCE OF 780. AND THEN WE WILL ALSO INCLUDE TESTING ON TELEHEALTH TO BE ABLE TO ENSURE THAT WE'RE PROVIDING ASSISTANCE FOR THOSE THAT WILL GIVE THEM ACCESS. SO WHAT ARE OUR SISTER CITIES DOING SO WITH ALLEN FRESCO IN PLANO THES AIR, ALSO THE LARGEST CITIES IN COLLIN COUNTY THAT ALSO HAVE CDBG FUNDING. THEY ALSO RECEIVED AN ALLOCATION A SWELL AND SO YOU SEE HERE. HOW ALLEN IS YOU LIVE THING, THEIR FUNDS ALSO FOR PROGRAM, RENT AND UTILITY ASSISTANCE. THEY WILL PICK UP ALSO IN JANUARY, WHERE THIS PROGRAM COLIN CARES, HAS LEFT OFF. FRISCO HAS NOT DETERMINED AT THIS TIME IN TERMS OF THEIR RE FORCES AND PLAY RIGHT NOW HAS THEIR PROGRAM FUNDED FOR THE SAME PURPOSE. WITH OUR CDBG PROGRAM. WE HAVE TO HAVE THREE NATIONAL OBJECTIVES WERE GOING TIO UTILIZE THEM AS YOU SEE, M
[00:30:04]
BOLD PRINCIPALLY TO HELP LOAD MY INCOME PERSONS AND INDIVIDUALS THAT IS BASED ON HUD REQUIREMENTS. WE CAN ALSO USE THE FUNDING TO PREVENT OR ELIMINATE SLUMBER BLIGHT OR, IN THE CASE OF MEETING AN URGENT NEED. BECAUSE THIS IS AN URGENT NEED. WE COULD UTILIZE IT FOR THAT PARTICULAR PURPOSE, BUT WE WANT TO ENSURE THAT SENSE. THERE WAS ALREADY A NATIONAL DECLARATION. THERE'S NO NEED FOR US TO DO THAT. THIS IS JUST SHOWING YOU THE RANGE IN TERMS OF WHEN WE REFER TO OUR INCOME AS 0 TO 80% JUST AS AN EXAMPLE IF YOU HAD A PERSON WHO I'S A ONE PERSON HOUSEHOLD, AND THEY MAKE UP TO $18,100, THEY WOULD BE CONSIDERED EXTREMELY LOW, BASED ON HUD REQUIREMENTS. OR IF YOU HAD A FAMILY THAT A FAMILY OF EIGHT. AND THEY HAD A HOUSEHOLD INCOME OF $91,050. THEY WOULD BE IN THE 80% PER SECTOR. NOT CATEGORY. SO 0 TO 80% OF HOW OUR REFERRING THAT BECAUSE WE ARE REQUIRED TO VERIFY INCOME INFORMATION, WHICH WE DO UNDER CERTIFICATION. IF SOMEONE HAS ZERO INCOME, WE WILL ALSO NOTE THAT AS WELL AS BEING UNDER 30. SO WHAT IS THAT PROGRAM DESIGN AGAIN? I'VE STATED PREVIOUSLY THAT WE WILL NOT INCLUDE WATER, HOWEVER, KEEPING IN MIND THAT THE COMMUNITY SUPPORT GRANT DOES HAVE ACCESS WHICH YOU GRACIOUSLY FUN TO BE ABLE TO ASSIST WITH THAT, AND WE ALSO HAVE OTHER FUNDING RE FORCES. WE WILL BE ABLE TIO FEET GUIDANCE AT MINIMUM, IF WE'RE ABLE TO FOR BROADBAND ASSISTANCE. WE KNOW WE STILL HAVE A VIRTUAL LEARNERS. WE HAVE SENIORS THAT ARE USING TELEHEALTH. SO WE'RE SEEKING GUIDANCE FOR THAT. WE WILL ENSURE THAT WE HAVE PROOF OF RESIDENCY AS WE DO NOW, FOR THE CITY OF MCKINNEY WITHIN THE CITY, AND OF COURSE, WE HAVE TO ENSURE THAT WE HAVE A HARDSHIP FOR COVERT 19. WE KNOW THAT THERE ARE SOME PEOPLE THAT ARE EXPERIENCING HARDSHIPS, BUT IT HAS TO BE DUE TO COVERT 19. WE KNOW THAT SOME PEOPLE ARE RECEIVING UNFORTUNATE CIRCUMSTANCES BECAUSE OF COVE IT BUT WE ALSO KNOW THAT PEOPLE ARE MADE LOSE THEIR JOB DUE TO CAUSE AND SO WE DID. WE DO HAVE TO VERIFY THAT INFORMATION. AGAIN. NO DUPLICATION OF BENEFITS, SO THERE WILL BE A CERTIFICATION THAT WILL ENSURE THAT WE ARE NOT PLANTING ANY TYPE OF FUNDS AND THAT WE'RE NOT DUPLICATING ANY BENEFITS. AND FINALLY DIRECT PAYMENTS GOING TO BE TO THE LANDLORD OR UTILITY COMPANY SO THERE WILL BE NO DIRECT PAYMENTS TO THE PERSONS. WE HAVE TO SPEND OUR GRANT FUNDS 80% OF THE FUNDS HAVE TO BE WITHIN THREE YEARS. WE HAVE NO PROBLEM IN WORRYING ABOUT THAT. WE'VE ALWAYS BEEN COMPLIANT. WE'VE ALWAYS MET OUR GOALS. WE HAVE ALWAYS BEEN TIMELY SINCE 2002, SO WE HAVE NO ISSUE THAT WE WILL NOT MEET THAT COMPLIANCE REQUIREMENT. WE WILL CONTINUE TO REPORT TO YOU IN THE PUBLIC ANNUALLY. WE HAVE WHAT IS KNOWN AS THE CAPER AT THE END OF THE PROGRAM. YOU WILL PROVIDE YOU WITH THAT INFORMATION SO THAT YOU'LL KNOW HOW WE'RE DOING IN TERMS OF PERFORMANCE. QUARTERLY REPORTS. WE CONTINUE TO WORK WITH OUR FINANCE DEPARTMENT, THEY WILL PORT DIRECTLY TO HUD. THE AGENCIES WILL REPORT TO US AND REIMBURSEMENT WILL BE TAKING PLACE MONTHLY. OUTREACH. WE HAVE STEPPED UP OUR OUTREACH WITH OUR HOUSING REHAB PROGRAMS WILL CONTINUE TO DO THAT WITH OTHER PROGRAMS AS WELL. OUR MARKETING AND COMMUNICATIONS DEPARTMENT HAS BEEN REALLY GREAT. WE'VE BEEN WORKING WITH CODE ENFORCEMENT GOING OUT AND REACHING PEOPLE DIRECTLY WORKING WITH SOCIAL AGENCIES, ORGANIZATIONS AND OUR FAITH BASED ORGANIZATIONS. SO THIS IS THE PROPOSED TIMELINE AS I MENTIONED TEA PREVIOUSLY WE STARTED IN AUGUST WITH OUR ANNUAL ACTION PLAN, AND WE'VE APPROVED A CONSOLIDATED PLAN S O NOW. WHAT'S TAKING PLACE IS THAT WE HAD A COMMENT PERIOD TO LET PEOPLE KNOW. WHAT ARE FUNDING SOURCES ARE AND THAT ENDED ON YESTERDAY. WE WILL HAVE A PUBLIC HEARING TONIGHT TO BE ABLE TO ENGAGE THE PUBLIC AND TO BE ABLE TIO, LET THEM KNOW WHAT WE'RE DOING. ANY COMMENTS THAT WE HAVE? WE WILL INCLUDE THAT WITH OUR PROPOSAL.OUR APPLICATION TO HUD. ON NOVEMBER 10TH. WE WILL COME BACK TO COUNSEL FOR A BUDGET AMENDMENT AND THEN A CZ. YOU SEE HERE IS A PROPOSED TIMELINE THAT WILL GO VERY QUICKLY TO ENGAGE APPLE APPLICANTS FOR THE AGENCIES THAT WILL FIST WITH US, AND WE ANTICIPATE THAT THE PROGRAM WILL BEGIN IN JANUARY OF 2021. AND THAT IS OUR PRESENT STATION. AT THIS TIME, WE WILL STAND FOR ANY QUESTIONS QUESTIONS. REALLY? SO JUST ONE TOE. BYE ON THE DISQUALIFICATION FOR PARTICIPATION IF SOMEONE RECEIVED THE BENEFITS CANNOT RECEIVE THIS FUNDING. NO, THAT IS NOT CORRECT. THEY WILL TO CLARIFY. I SHOULD SAY THAT IF THEY ARE RECEIVING FUNDING RIGHT NOW, AND WE VERIFY THAT THEY'RE CURRENTLY RECEIVING FUNDING RESOURCES, WE WOULD NOT BE ABLE TO SUPPLEMENT THOSE FUNDS. IF THEY'VE IF THEY'VE
[00:35:03]
HAD FUNDING. LET'S JUST SAY IN DEFENDER FOR. AND THEY NEED ASSISTANCE. IN JANUARY, THEY WILL BE ABLE TO RECEIVE IF THEY IF THEY QUALIFY, BUT WE WOULD NOT BE ABLE TO PROVIDE BOTH, UH THIS FUNDING, AND COLIN CARES FUNNY AT THE SAME TIME FOR THE SAME PURPOSE. I HOPE I HOPE THAT CLARIFIES THE RAIN. HE ACTUALLY HAD A LEVEL TTO MEET AS FARAS LOSS OF INCOME. FOR TH IS EARNING LEVEL OF BUDGET MUST BE MET FOR THIS PROGRAM. AT THEIR LEVEL. YOU NEED THAT LOSE AT LEAST 15% OF YOUR INCOME IN ORDER. WE WILL NOT HAVE THAT OURS IS A LITTLE BIT MORE FLEXIBLE. WE DO HAVE TO JUST VERIFY THAT THERE IS A LOSS THAT WITH DUE TO COVE, IT. 19 IT CAN BE A PERSON MAY HAVE LOST THEIR JOB. IT COULD BE THAT A PERSON HAD TO STAY AT HOME TO CARE FOR FAMILY MEMBERS DO TO COVET. WE HAVE THAT FLEXIBILITY, ALSO ON A CASE BY CASE BASIS WITH COLIN CARES, SO WE WILL CONTINUE TO DO THE SAME THING PROVIDED THAT IT MEETS THE GUIDELINES WITH HUD. SO THE PROHIBITION ON SIMULTANEOUS ASSISTANCE DOES THAT APPLY TO LIKE TEX OMA? DOG UTILITY ASSISTANCE. OR IS THAT JUST A SEPARATE DEAL THAT DOESN'T THAT DOESN'T COUNT IS OVERLAPPING. IT DEPENDS. IF THE FUNDING WE WILL BE CHECKING FUNDING RESOURCES. SO IF WE DO HAVE VERIFICATION THAT IT CAME FROM THE CARES ACT, THEN IT WOULD BE CONSIDERED DUPLICATION OF BENEFIT. BUT IF IT'S. I DON'T THINK I THINK MOST OF THEIR ASSISTANCE DOES NOT COME RIGHT. SO THEN IT WOULD BE STORED RIGHT. IT WOULD STILL BE OK AND WHAT WE WOULD DIO THE WAY THAT WE CURRENTLY HAVE RIGHT NOW IS THAT WE ALSO WANT ENSURE THAT PEOPLE NOT ONLY RECEIVE CARE, BUT THAT WE'RE REACHING, YOU KNOW, THE HOUSEHOLDS THAT WE HAVE. SO IF WE DO SEE THAT THERE IS AN OPPORTUNITY TO PROVIDE. THROUGH THIS PROGRAM, RENTED 50 ENDS, BUT MAYBE THROUGH UTILITIES WITH THE OTHER PROGRAM. THAT'S SOMETHING THAT WE CAN WORK OUT ITS WELL. WE WANT TO BE ABLE TO ENSURE THAT WE'RE HELPING PEOPLE AND MEETING THEM AT THE POINT OF THEIR NEED. GET OUT OF HERE. NOBODY ELSE. I THINK IT'S IMPORTANT TO NOTE THAT CARRIES THAT FUNDING APPLICATIONS FOR THE. HOUSING ASSISTANCE AT THE COUNTY LEVEL HAS EXPIRED. I THINK OCTOBER 31ST COME SO FOR THOSE WHO DID NOT KNOW THAT, I THINK. IS THERE LIKE A WAITING LIST? I MEAN, ARE PEOPLE KIND OF LINING UP TO FOR THIS ASSISTANCE ARE DO WE HAVE? DO YOU KNOW WHAT THE DEMANDS GONNA BE? WE DON'T KNOW WHAT THE DEMAND WILL BE. WE KNOW THAT YOU KNOW, WITH THIS PARTICULAR PROGRAM THAT WE CURRENTLY HAVE WITH CARES. WE NOT ONLY HAD PEOPLE NEEDING THE ASSISTANCE, BUT WE ALSO HAD ON PEOPLE THAT WE'RE FINDING OUT ABOUT IT THROUGH WORD OF MATH OR THROUGH ONE HEART, MCKINNEY OR OTHER RE FORCES. WE ANTICIPATE THAT. THAT WILL HAVE JUST AS MUCH DEMAND IF COLIN CARES. BECAUSE WE KNOW THAT IT'S COMING TO THE END OF THE YEAR. THERE MAY BE LAYOFFS AT THE END OF THE YEAR.WE'RE NOT QUITE SURE, BUT WE DO ANTICIPATE THAT AS THE SEASONS CHANGE AND AFTER THE HOLIDAYS THAT WE WILL PROBABLY HAVE. NEED AND BE ABLE TO GET PEOPLE WITH THE CARE THAT THEY NEED TO HAVE. NO ONE ELSE. THANK YOU. THANK YOU. THANK YOU, JENNY. COUNSEL, THE HAZAN'S AND
[COUNCIL LIAISON UPDATES REGARDING THE VARIOUS MCKINNEY BOARDS & COMMISSIONS]
UPDATES. SURE, UH, VISIT MCKINNEY. HAD ELECTION ON THE NEW BOARD CHAIR IS CONNING GIBSON. SHE'S REPLACING BRIAN PERKINS IS GOING OUT AS THE FORMER PRESIDENT. BRIAN'S AN ATTORNEY, AND HISTORICALLY THEY ARE DIFFICULT TO GET THEM INVOLVED IN COMMUNITY PROJECTS AND SOME ESPECIALLY PROUD OF HIS SERVICE ON THAT BOARD. THE NEW LAST YEAR IS VINCE VITTO.HE'LL STEP UP NEXT YEAR AND JIM BRESSLER. WILL CONTINUE TO SERVE AS TREASURY HAVE SOME FACTS ABOUT VISIT MCKINNEY AND WHAT THEY DO FOR THE CITY. THEY'RE ADVERTISING AND MARKETING BUDGET IS 186TH, BUT FROM THAT THEY RECEIVED. $1.9 MILLION IN FREE COVERAGE THIS FISCAL YEAR. THEY BROUGHT IN OVER 765 VISITORS TO OUR HOTELS BETWEEN OCTOBER OF 19. AND SEPTEMBER OF 2020. TOTAL BUDGET FOR FISCAL YEAR 19 TO 20 WAS 878. AND VISITORS IN MCKINNEY ACCOUNT FOR 10.7 MILLION AND LOCAL TAXES. 1990 JOBS AND KENNY ARE RELATED TO TOURISM AND HOSPITALITY AND 238 MILLION ARE BROUGHT INTO MCKINNEY FROM VISITOR SPENDING. 25.5 MILLION
[00:40:02]
WAS BROUGHT IN FROM VISITORS AND LOCAL AND STATE TAXES. THAT MEANS ABOUT $408 GOES BACK INTO EVERY HOUSEHOLD HERE IN MCKINNEY. AND THAT'S EQUIVALENT OF BEING ABLETO ARE ABOUT 147 POLICE OFFICERS ARE 153 FIREFIGHTERS. SO SOMETHING THAT YOU DON'T REALIZE THAT THIS GROUP'S DOING FOR ALL OF US, AND IT'S A TREMENDOUS GROUP. REALLY PUT IN THE WORK WHEN THEY GET TOGETHER AND DO A TREMENDOUS JOB FROM MCKINNEY AND APPRECIATE EACH AND ALL OF US. RIGHT? NOT ABLE TO ATTEND ANY DC I'LL YIELD TO MAYOR PRO TEM. UM. NOTHING THAT TURNED REALLY REPORT THERE. THAT WE SHOULD TALK ABOUT WHAT HAPPENED. AND THE. DOWNTOWN MCKINNEY. WE, UH, MAKE ANY MAIN STREET? UH WE MET AND WE'RE GOING THERE ARE GOING TO BE ACTIVITIES THIS YEAR JUST WILL WATCH FOR HIM. WE'RE GOING TO HAVE A AH CHRISTMAS TREE. I WAS TOLD IT WAS GUARANTEED NOT TO FALL DOWN. SO, UM SO, UH, BE SURE TO BRING YOUR KIDS DOWN.TAKE THE PICTURES AND ALL GONNA BE DRESSED UP. AND LOTS OF GOOD THINGS HAPPENING IN DOWNTOWN FOR THE HOLIDAYS, SO MAKE SURE YOU MAKE AN EFFORT. TO GET DOWNTOWN. TIMO. BUT WE ALL HAD IT. TRANSPORTATION MEETING. BARELY. WE MADE IT SO WE DIDN'T HAVE A FORM THAT CAME DOWN THE LAST TWO SECONDS. DID YOU KNOW WE HAD TRANSPORTATION IN MCKINNEY? WELL. I'M GLAD TO SAY THAT WE'RE GROWING SO GLAD WE HAD A MEETING. UM, WANT THE COMMUNITY TO KNOW THAT THAT TRANSPORTATION IS AVAILABLE TO LOW INCOME RIDERS AND TWO RIDERS WITH DISABILITY AND SO WE MUST SPREAD THE WORD. AND SO. FOR $20 FARE OF THE CITY PAYS 85% OF THAT FAIR, AND SO WE GOT IT DOWN TO ABOUT $3 AN AVERAGE TRIP TO THE RIDER. THE RIDER ONLY PAYS 15% OF THE TOTAL FAIR. THIS IS A TAXI VOUCHER PROGRAM. THE TAXI COMES TO THE DOOR TAKES YOU WHERE YOU NEED TO GO. AND SO IT'S IMPERATIVE THAT WE CONTINUE TO SPREAD THE WORD. SO THAT'S THE UPDATE THAT I HAVE. FRANKLIN. I JUST WANT TO MENTION THAT PLANNING AND ZONING. WE'VE ALWAYS HAD A VERY GOOD PLANNING AND ZONING COMMISSION. AND WE KEPT PRETTY MUCH EVERYBODY ON THERE THIS YEAR. WILCOX IS THE CHAIRMAN. AND BRIAN MAN SIZE THE VICE CHAIRMAN, SO NOTHING CHANGE THERE. BUT WE DON'T HEAR MUCH FROM HIM. THEY DO THEIR THEIR DEAL EVERY OTHER TUESDAY. AND THEY'RE ESSENTIAL ALONG WITH OUR PLANNING STAFF. ON GIVING US DIRECTION FOR THE CITY. AND WE LOOK AND ANALYZE WHAT THEY SEND US. AND. LIKE MAKE REALLY IMPORTANT DECISIONS BASED ON THEIR COMMENTS. THANK YOU. YEAH. DEMPSEY, DC HAD A GREAT MEETING. I THINK. JACK. HE'S DOING A GREAT JOB WITH THAT. WITH THAT GROUP. THEY BROKE DOWN TO WHAT THEY WANT THEIR GOALS TO BE GOING INTO THIS YEAR, YOU KNOW, OBVIOUSLY THE WAY THE YEARS GO ON, IT'S BEEN DIFFICULT. UH AND WE'VE HAD TO SLIM THINGS DOWN, SO I THINK YOU'RE GOING TO SEE A GOALLESS COME OUT SOON. WHAT THEY WANT TO HIT HOW WE'RE GOING TO HOW WE'RE GONNA AFFORD AND JUST SOMETHING FOR THE FOR THE COUNCIL TOHAVE. GUIDANCE ON HOW THEY WANT TO LOOK AT THEIR UPCOMING YEAR. THAT'S GONNA COME INTO 2021. I'LL GO BACK TO WHAT COUNCILMAN SHIM ONCE SAID ABOUT THE TRANSPORTATION BECAUSE I'VE NEVER REALLY LOOKED AT IT UNTIL YOU LOOK AT IT ON OUR WEB SITE FOR THE MCKINNEY. YOU KNOW OUR CITY WEBSITE IF YOU GO INTO TRANSPORTATION PORTION OF IT ITS TRANSIT SERVICES IS WHAT IT'S ACTUALLY UNDER AND IT HAS THE COMPLETE BREAKDOWN. BECAUSE WE DO GET A LOT OF FOLKS ON LIKE MCKINNEY CARES. AND SOME OF THE OTHERS ASKING THAT WE DON'T HAVE ANY TYPE OF TRANSPORTATION SERVICE HERE IN THE MCKINNEY AREA, BUT WE ACTUALLY DO. IT'S JUST NOT BEING UTILIZED, AND I DON'T THINK THEY DON'T THINK THE FOLKS OUT THERE ACTUALLY NOWHERE TO GO TO GET IT AND MAYBE THAT'S SOMETHING WE NEED TO LOOK AT. AND WE DID TALK ABOUT THAT AS A PROMOTION. OR PROMOTING ARE SOMETHING THAT WE CAN GET OUT THERE TO LET PEOPLE KNOW HOW TO USE IT BECAUSE WE DO HAVE THE MONEY AND IT NEEDS TO BE USED, AND WE NEED THE FOLKS THAT REALLY NEEDED, ESPECIALLY THE WORKING FOLKS. THERE, FOLKS GOING THIS, DOCTOR, ANYTHING THEY'RE GOING TO WE NEED TRANSPORTATION, UH, THAT YOU KNOW, YOU GET OLDER. YOU DON'T HAVE A WAY TO GET THERE AND YOUR KIDS OR SOMEWHERE ELSE, AND WE NEED TO GET THOSE FOLKS. WE NEED TO GO
[00:45:01]
AND WE NEED TO LET THEM KNOW THAT IT'S RIGHT THERE. SO IF YOU COULD PASS THE WORD ALONG THAT WOULD HELP. THAT'S ALL I HAVE. MR. MAYOR, MAKE IT COMMENT. EM CDC. WE HAD THE OPENING OR THE GROUNDBREAKING CEREMONY FOR COTTON GROWS. TRY ON THE MOST MISERABLE DAY OF THE YEAR SO FAR THIS FALL. IT WAS RAINING, BUDDY ON AND I THINK EVERY MEMBER OF THE BOARD OF THE M CDC SHOWED UP FOR THAT. WE DID HAVE A 10 OUT THERE AND IT WAS PACKED. AMONG THE CORONA VIRUS, AND I WAS EXCEPTIONALLY PROUD OF EACH AND ALL OF THEM. CINDY WAS THERE AS WELL FOR SHOWING UP ON THAT REALLY HORRIBLE DAY AND PACKING THE PLACE FOR THAT GRAND OPENING IS TREMENDOUS PROJECT FOR THE EAST SIDE. I'M REALLY EXCITED ABOUT IT. AND REALLY PLEASED TO SEE THE TURNOUT FOR THE GROUNDBREAKING. SO THANKS TO THE CDC MIRROR. I'M SORRY, I FORGOT. I DIDN'T SEE CINDY OVER THERE. SHE JUST LOST IN THAT ARM WRESTLING CONTEST, BUT.THANK YOU FOR YOUR GUIDANCE AND EVERYTHING THAT YOU'VE BEEN DOING. IT'S TAKEN THIS LONG WAYS. SO THANK YOU. I WANT TO SAY THAT I WAS ON THE HIRING COMMITTEE OF CINDY SYBIL WAS A ROCK STAR. YES INTO YOUR FANTASTIC ON EDIE. SEE THE ONLY THING ALL THAT IS THAT BROWN MARK MILLER WAS ELECTED. THE PRESIDENT CANCER PURA STEP DOWN AFTER SERVING AS PRESIDENT IN A FANTASTIC JOB. MICHAEL JONES WAS ELECTED. CHAIRMAN. I'M SORRY. I SAID, WHAT DID I SAY? I'M SORRY, PETER. I'M SORRY OUT THERE. YES, NOT PRESIDENT, CHAIRMAN AND VICE CHAIRMAN. HE WAS WALKING OUT THE DOOR. WELL, YEAH, I'VE I'VE BEEN PAUL. I HAVE HAD A TITLE SHIFTED ONCE OR TWO. I WAS REALLY HOPING THAT WOULD STICK.
