TO THE REGULAR GENDER. THE FIRST ITEM IS 190010. I AM A PUBLIC HEARING TO CONSIDER THE SIM ANNUAL REPORT WITH RESPECT TO THE PROGRESS OF THE CAPITAL IMPROVEMENTS PLAN FOR ROADWAY IN UTILITY IMPACT FEES. CORONA. MITCHELL CORONA LINER, ONE WITH CITY MCKINNEY.RIGHT S O TODAY. WE'RE GONNA BE TALKING ABOUT THESENT. MY ANNUAL IMPACT REPORT. THIS IS A REPORT THAT WE COME AND BRING TO YOU TWICE A YEAR. WE DO IT IN MID FISCAL YEAR AND AT THE END OF THE FISCAL YEAR, SO ALL THE NUMBERS THAT YOU'RE GOING TO BE LOOKING AT ENDED ON SEPTEMBER 30TH OF 2020 OF THIS YEAR. SO THE LAST TIME THAT WE CAME AND PRESENTED THIS WAS ON JULY, 14TH WAS THEN FORWARDED ON TO CITY COUNCIL AND WAS APPROVED FROM THEIR SEMI ANNUAL REPORT IS REQUIRED TO REPORT THE PROGRESS OF THE CAPITAL IMPROVEMENTS PLAN. AND REPORT ANY PERCEIVED INEQUALITIES IN THE CAPITAL IMPROVEMENTS PLAN IMPLEMENTATION. THE SEMI ANNUAL REPORT INCLUDES THE ROADWAY AND UTILITY IMPACT FEES, FUNDS THAT ARE COLLECTED, TRANSFERRED AND AVAILABLE FOR CAPITAL IMPROVEMENTS. PLANS ARE PROJECTS AS WELL AS A LIST OF ACTIVE CAPITAL IMPROVEMENTS, PROJECTS FOR WHICH THE IMPACT FEES HAVE BEEN ALLOCATED. BASICALLY WE'RE TAKING A LOOK AT HOW MUCH IMPACT FEES WE TAKEN IN AND THE PROJECTS THAT WE SPENT THOSE IMPACT THESE ON. SO THE CAPITAL IMPROVEMENTS PLAN USED FOR THE SEMI ANNUAL REPORT WAS ADOPTED ON NOVEMBER 19TH 2013 AS I'M SURE YOU GUYS WERE WELL WHERE WERE IN THE PROCESS OF UPDATING THAT RIGHT NOW, AND WE'LL BE GOING ON DECEMBER 1ST FOR THE PUBLIC HEARING AT CITY COUNCIL. S O ONCE THAT IS APPROVED AND UPDATED THAT PORTION OF THE SEMIANNUAL REPORT WILL BE UPDATED AS WELL. SO THIS YEAR IS A MAP FOR A ROADWAY SERVICE AREAS. THIS BREAKS IT INTO THE UNIQUE INDIVIDUAL SERVICE.
THERE IS, UH, A THROUGH M. AND THIS IS THE CORRELATION FOR THE TABLE OF THOSE THEMES THAT
[00:05:06]
WE'VE TAKEN IN SO YOU CAN SEE WE STARTED OUT THE YEAR WITH CLOSE TO A MILLION DOLLARS AND FUNDS WE TOOK IN ABOUT $8 MILLION OR WITH COURSE OF THIS CLEAR. AND THROUGH THE PROCESS OF TRANSFERS AND ALLOCATIONS. TOE FUTURE PROJECTS. WE'RE LEFT WITH $6.3 MILLION FOR ROADWAY.SO YOU CAN SEE HERE. THIS IS AH, CHART HERE OF OUR LAST COUPLE OF YEARS OF INTAKE FOR IMPACT FEES. THIS YEAR, WE HAVE COLLECTED A LITTLE BIT MORE THAN PREVIOUS YEARS, AND THAT'S DUE IN PART TO SOME LARGE PROJECTS. MCKINNEY FLATS WAS A MAJOR CONTRIBUTOR AND AS WELL AS SOME PROJECTS. UP NEAR HARDEN AND 3 80. MOVING ON TO UTILITY THAT'S OUR WATER AND WASTEWATER IMPACT FEES. THIS IS THE SERVICE AREA, WHICH IS SIMPLY THE DEEJAY FOR THE CITY.
HUH? AND AGAIN SIMILAR FASHION. HERE WE HAVE WATER AND WASTEWATER ARE BEGINNING BALANCE WAS CLOSE TO $6 MILLION. WE TOOK IN 2.7 MILLION AND THEN THREW TRANSFERS AND ALLOCATIONS TO TEACH PROJECTS. WE'RE LEFT WITH 1.2 MILLION. AND AGAIN HERE IS AH, THE LAST COUPLE OF YEARS AND WE'RE PRETTY MUCH RIGHT ON PAR FOR WATER AND WASTEWATER. THIS YEAR IS A MAP OF THE PROJECTS THAT ROADWAY PROJECTS THAT IMPACT THE FUNDS WERE SPENT ON. UH, PRETTY GOOD SPREAD THROUGHOUT THE ENTIRE CITY. AND THEN IN SIMILAR FASHION, THE UTILITY WATER AND WASTEWATER PROJECTS. AND WITH THAT, I WOULD HAVE WE STAND FOR ANY QUESTIONS, AND AFTER TODAY, WE'LL BE AFFORDING THIS ON WITH YOUR COMMENTS TO CITY COUNCIL FOR APPROVAL.
THANK YOU, MR KHURANA. THE QUESTIONS. RELATED TO THE AREA SERVICE AREAS ON THE AMOUNT THAT WE HAVE, WHO DETERMINES THE AMOUNT THE SIZE OF HIM AND CANDLES EVER BE CHANGED. THE SERVICE AREAS FOR ROADWAY IMPACT FEES CAN BE CHANGED, HOWEVER, AT THIS POINT IN THE GAME, IT IS A LITTLE BIT DIFFICULT BECAUSE FIND THE FEES THAT ARE COLLECTED IN THOSE INDIVIDUAL SERVICE AREAS. HAVE TO BE SPENT IN THAT PARTICULAR SERVICE AREAS. SO OVER OVERTIME.
WE DO MAKE MINOR CHANGES AS ALIGNMENTS FOR PARTICULAR ROADWAYS CHANGE, BUT OH, NO TOE REDO ALL OF THE SERVICE AREAS WOULD BE A PRETTY BIG TASK ADMINISTRATIVELY. SO FOR RIGHT NOW, WHAT WE HAVE WORKS RELATIVELY WON'T SO FIND OUT STICKING WITH IT. EVEN IF YOU HAD A NEW AREA THAT WAS HEAVY, HEAVY ACTIVITY. THE TAX DOLLARS WOULD STAY IN THERE. AND AS AN EXAMPLE YOU MENTIONED HARDENED AND 3 80. THERE'S A LOT GOING ON RIGHT THERE. ABSOLUTELY VERSUS, SAY. HEY. EXACTLY, AND THAT'S SORT OF THE POINT OF THE SERVICE AREAS IS TO SAY IF THERE'S AH, AN IMPACT FOR DEVELOPMENT. IT IS LOCAL TO THAT PARTICULAR PART OF OUR ROAD NETWORK, SO THEREFORE IT MAKES SENSE TO SPEND THOSE FUNDS IN THAT PARTICULAR AREA.
CYNTHY SERVICE AREAS HAVE BEEN DRAWN. WE BOTH HAD ALL CHANGES WERE RELATED TO ANNEXATION AND THE DEEJAY THAT MAY AFFECT LONG TERM PLANNING. CERTAINLY SOMETHING LOOK AT YOU. THE COMMENTS. RIGHT. THIS IS A PUBLIC HEARING. IF THERE'S ANYONE HERE THAT WOULD LIKE TO COME SPEAK REGARDING THIS. STAFF UPDATE. PODIUM IS YOURS. ALL RIGHT, SAYING NONE. OPEN, CLOSE THE PUBLIC HEARING AND RECOMMEND THE ITEM ON CITY COUNCIL WITH FAVORABLE RECOMMENDATION. MOTION OF MR MANZANO CLOSE THE PUBLIC HEARING AND IMPROVE THE ITEM IS FIRST RECOMMEND THE ARTEMUS FIRST TIME FOR A COMMENDATION. RIGHT, MISS ARNOLD? FOR RECOMMENDING RIGHT? OKAY, VERY GOOD. I CAN HONESTLY HECKLERS THERE ANY DISCUSSION. HARRY.
ARE WE GOING TO VOTE? AND. OKAY. ALL THOSE IN FAVOR. RAISE YOUR HAND. ALL THOSE OPPOSED SAME SIGN. THE MOTION CARRIES MY MOTIVATING FAVOR ZERO AGAINST IT WILL BE SENT TO CITY COUNCIL. OUR ACTION AT THE DECEMBER 1ST 2020 MEETINGS. WITH THAT THAT IS THE LAST AGENDA ITEM. MISS ARNOLD. DO YOU HAVE ANYTHING FOR US? MEMBER'S ANYTHING. VERY GOOD.
WE DO NEED EMOTION TO ADJOURN. MAKE A MOTION DODGER MOTION ON MR HECKLER TO ADJOURN THIS MEETING. SECOND BY MR MCCALL IS THERE IN DISCUSSION. ALL THOSE IN FAVOR. RAISE YOUR HAND ON THE POST. SAME SIGN. IT IS UNANIMOUS. IT'S 5 46, AND WE ARE ADJOURNED. WE'LL START PLANNING AND ZONING SOMETIME
