WE RECOGNIZE THAT OUR CITY IS UNIQUE BY NATURE. AND WE ALSO BELIEVE THAT COURT IS UNIQUE. AS WE CONTINUE TO LOOK FORWARD TO WORKING TOWARD A MORE RECOMMENDABLE. COMMUNITY FOR ALL OUR CITIZENS, AND WE THANK YOU THAT CURRENT AND FORMER MEMBERS OF THE COUNCILS. FOR SIGNIFICANT EFFORTS IN PUTTING THE EAST. PART OF THE CITY ON THE AGENDAS . THANK YOU, SIR. THANK YOU, UM PATRICK FUNK OR PATRICE FUNK? SORRY. EVENING, MAYOR AND CITY COUNCIL MEMBERS GOT TWO THINGS I WANTED TO SPEAK OF. UNFORTUNATELY KAREN PRETTY MUCH TOOK THE WIND OUT OF MY SAILS AND THE FIRST ONE WHICH WAS FOX RIDGE AND WINDY RIDGE. WARNING, SIRE, WHICH APPARENTLY WE'RE GETTING ONE SO WE'VE HAD A LOT OF PROBLEMS WITH IT BECAUSE IT'S JUST NOT THERE. UM AND MY WIFE USUALLY HAS A LOT OF PROBLEMS WITH IT. WE HAVE TWO DOGS, TWO CATS, LEOPARD, GECKO AND ANGELA AND GETTING THEM INTO A CLOSET AND A MATTER OF TIME I LET THEM SPRAYING POOP EVERYWHERE IS ONE OF THOSE PROBLEMS. UM SO THANK YOU. FOR GETTING ME A NEW WORK ORANGE IRON. THE SECOND ONE IS PAINTED TREE. AND I'VE TALKED BEFORE HERE AND I DON'T KNOW WHAT'S GONNA HAPPEN WITH THE LAKE. I DON'T KNOW IF IT'S GOING TO BE PRIVATE, LIKE MOST OF THE LAKES HERE AND THAT STUFF. I'M NOT GONNA GET INTO THAT RIGHT NOW, BUT WE HAVE A TRAFFIC PROBLEM.

EVEN FOX RIDGE AND RUSTIC ORIGINALLY OTHER STREET THAT GOES EAST WEST, AND THEY'RE CURRENTLY PAVING RUSTIC AND GET READY TO PAY ACCURATE. NOT A BIG DEAL. THERE'S CONSTRUCTION TRAFFIC ALL DAY SEMIS, CEMENT TRUCKS, EVERY SINGLE CONSTRUCTION WORKER THAT WANTS TO GO TO PAINT A TREE. MY BACK FENCE LOOKS AT ONE IN THREE QUARTERS HOUSES. THESE ARE A LITTLE BIT MORE NARROW. AND WE GET TO LISTEN TO ALL THE BANGING AND EVERYTHING. THE PROBLEM IS THAT WE KNOW THAT LAKE FOREST WAS PRETTY MUCH REPLACED BECAUSE PROBABLY HEAVY TRAFFIC WHERE YOU GET DOWN TO THE STREET CONCRETE SETTLED DOWN. UM SO WHEN FOX RIDGE OPENS UP TO THE OTHER SIDE NOT ONLY WE DO WE HAVE THE RESIDENTS ALREADY LIVING THERE, TURNING LEFT INTO THEIR THING, BUT THEY'RE GOING TO GO STRAIGHT THROUGH. THEY'VE ALREADY GOT SPEED BUMPS AND PANTRY. WE DON'T HAVE ANY. AND IF YOU'VE EVER BEEN DOWN, FOX RIDGE IS VERY WIDE STREET FOR RESIDENTIAL NEIGHBORHOOD SO MOST PEOPLE DO 40 OR 55 MILES AN HOUR. UM, SO IT'S GOING TO BE A PROBLEM AND I KNOW YOU GUYS TALKED TO PEANUT TREE GUYS, AND IT'S A WONDERFUL DEVELOPMENT, EVERYTHING THAT YOU CAN ASK THEM TO. THEY ALREADY HAD THE SCIENCE OF SAYING NO CONSTRUCTION TRAFFIC. PEOPLE DON'T EVEN PAY ATTENTION TO IT. SO BUT WHEN THOSE BIG TRUCKS STARTED COMING DOWN, AND THEY'RE GOING TO BE COMING THROUGH, AND THEY DON'T HAVE TO COME AND SAY, CAN YOU REPLACE MY STREET FROM ALL THE TRAFFIC COMING THROUGH, AND THAT'S PRETTY MUCH EVERY NIGHT. THANK YOU VERY MUCH FOR ALLOWING ME TO SPEAK, YOU KNOW? LISTEN TO ALL THESE PEOPLE SPEAK HERE A MINUTE. THANK YOU. THANK YOU. APPRECIATE IT. UM AMBER BLOCK. YEAH. GOOD EVENING. THANKS FOR THE OPPORTUNITY TO ADDRESS YOU ALL. I AM HERE ASKING YOU TO PASS THE RESOLUTION TO OPPOSE SEGMENT C FOR THE U. S. 3 80 BYPASS REPRESENTING OVER 400 INDIVIDUALS. MANY OF US ARE IN THIS ROOM THAT ALSO OPPOSED SEGMENT C AND WE WANT YOU TO KNOW THAT WE'RE ALL UPSET AND CONCERN FOR OUR LIVELIHOODS, OUR BUSINESSES AND OUR COMMUNITY RESOURCES. OUR INTENT IS TO HAVE ONLY A FEW OF US TALK TODAY. NOT EVERYBODY HERE. DON'T WORRY. BECAUSE WE KNOW THAT YOU ARE AWARE OF MOST OF THE NEGATIVE IMPACTS OF SEGMENTS SEE THE END OF TEXT DOTS COMMENT PERIOD IS RAPIDLY APPROACHING. THE SEGMENT ANALYSIS. MATRIX IS THE DOCUMENT THAT TEXT DOT USES TO SELECT THEIR PREFERRED ROUTE, WHICH I'M SURE YOU'RE AWARE TAX STUFF TOLD US THAT THE MOST INFLUENTIAL PORTION OF THE SEGMENT ANALYSIS MATRIX IS LOCAL GOVERNMENT INPUT AND PUBLIC COMMENT. THE TEXT DOT MATRIX CURRENTLY SAYS THAT YOU SUPPORT SEGMENTS. SEE AT THIS TIME. WE'RE NOT ASKING YOU TO

[00:20:03]

SUPPORT ANOTHER SEGMENT, BUT TO ASK YOU TO PASS A RESOLUTION TO OPPOSE SEGMENT C DUE TO ITS NUMEROUS NEGATIVE EFFECTS TO HOMES, BUSINESSES, COMMUNITY RESOURCES AND THE ENVIRONMENT.

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

AND WE'RE VERY THANKFUL THAT WE HAVE YOU ALL. THANK YOU VERY MUCH. HAD ANOTHER COMMENT CARD THAT I JUST WOULD LIKE IT TO BE READ INTO THE RECORD. BE AND I THINK IT'S BILLY DANIEL, HAVE THE NAME WRONG? I APOLOGIZE, BUT IT IS STATED TO OPPOSE ROUTE SEE SUPPORT ROUTE D 3 80 BYPASS THAT WILL BE PUT IN THE RECORD FOR TONIGHT. WE ALSO HAVE THEN. THESE CARDS ARE PUBLIC. OKAY FOR

[CONSENT AGENDA]

. SECURING ITEMS SO WE WILL NOW MOVE TO OUR INFORMATION SHARING ITEMS. EXCUSE ME ARE NOT CONSENT. AGENDA ITEMS. THESE CONSISTENT NONCONTROVERSIAL HOUSEKEEPING ITEMS REQUIRED BY LAW MAY BE CONSIDERED INDIVIDUALLY BY ANY COUNCIL MEMBER MAKING SUCH REQUEST PRIOR TO MOTION VOTE ON THE CONSENT ITEMS. THERE IS ANY ITEM SOMEONE WOULD LIKE TO PULL DOWN. PLEASE DO SO NOW OR ENTERTAIN A MOTION MOVED THAT WE APPROVED THE CONSENT ITEMS AS PRESENTED BY STAFF CIRCUIT. WOULD THAT BE ALL THE CONSENT DOWN THROUGH 23 0162? RESOLUTIONS. YEAH, OKAY.

SECOND SECOND ALL IN FAVOR. I SUPPOSE. WE WILL NOW MOVE TO PLANT CONSIDERATION UNDER

[Consider/Discuss/Act on a Final Plat for 35 Residential Lots and 3 Common Area Lots of the Inspiration Craig Ranch Addition, Located at the Southwest Corner of Van Tuyl Parkway and Meyer Way]

CHAPTER 2 12, TEXAS LOCAL GOVERNMENT CODE. THE FIRST ITEM IS 230027 FP CONSIDERING ACT ON A FINAL PLAN FOR 35 RESIDENTIAL LOTS. JENNIFER ARNOLD, THANK YOU, MR MARRIAGE AND FOR ARNOLD , DIRECTOR OF PLANNING AS YOU READ, THIS IS A GOOD. THIS IS A FINAL PLOT TO ALLOW FOR 35

[00:25:04]

RESIDENTIAL LOTS AND INSPIRATION CRAIG RANCH EDITION, AND THE TRACT ITSELF IS ABOUT 4.5 ACRES AND SIZE, AND IT IS BEFORE YOU BECAUSE THE APPLICANT IS ALSO REQUESTING A VARIANCE TO THE TYPICALLY REQUIRED RESIDENTIAL SCREENING AND BUFFERING ALONG. UM MEYER WAY I BELIEVE IT'S MY WAY. LET ME CONFIRM THAT. ACTUALLY. THAT'S CORRECT. LONGMIRE WAY, GIVEN THE URBAN NATURE OF THIS PARTICULAR RESIDENTIAL SUBDIVISION, THE APPLICANT IS REQUESTING TO REDUCE THAT FROM THE TYPICALLY REQUIRED 20 FT TO FIVE FT. THIS IS CONSISTENT WITH THE URBAN RESIDENTIAL NEIGHBORHOOD JUST TO THE NORTH STAFFS RECOMMENDING APPROVAL OF THE PLOT AS WELL AS THE VARIANCE REQUEST, AND I'M HAPPY TO ANSWER ANY QUESTIONS. JENNIFER JENNIFER BEFORE ANYONE ASK QUESTIONS. I'M GOING TO READ THE ENTIRE ITEM. MY TWO PAGES HAD STUCK TOGETHER. OKAY IT'S CONSIDERING ACT ON A FINAL PLAN FOR 35, RESIDENTIAL LOTS AND THREE COMMON AREA. LOTS OF INSPIRATION. CRAIG GRANTS EDITION LOCATED AT THE SOUTHWEST CORNER OF ANTI PARKWAY AND MEYER WAY JUST FOR THE RECORDS OF PEOPLE KNOW WHAT WE ARE. DISCUSSING AND VOTING ON. I HAVE QUESTIONS FOR JENNIFER. MAKE A MOTION THAT WE APPROVE THE ITEM WITH ALL CONDITIONS PLACED ON A BUST OUT. SECOND ALL IN FAVOR POST. THANK YOU, JENNIFER. REGULAR AGENDA AND PUBLIC

[Consider/Discuss/Act on an Ordinance Amending the Fiscal Year 2022-2023 Annual Budget and the 2023-2027 Capital Improvement Program to Provide Funds for the Advancement of Projects Identified in the McKinney National Airport Master Plan for Project AI2119, Airport Long Range Planning.]

HEARING ITEMS. THE FIRST IS TO 30166 CONSIDERING ACT ON AN ORDINANCE AMENDING THE FISCAL YEAR 2022 2023 ANNUAL BUDGET IN THE 2023 2027 CAPITAL IMPROVEMENT PROGRAM PROVIDE FUNDS FOR THE ADVANCEMENT OF PROJECTS IDENTIFIED IN THE MCKINNEY NATIONAL AIRPORT MASTER PLAN PROJECT A 12 OR A I 2119 AIRPORT LONG RANGE PLANNING HELLO, MR SHELTON. HI HOW ARE YOU? THIS IS A RELATIVELY SIMPLE BUDGET AMENDMENT THAT IS MOVING FUNDS FROM THE AIRPORT CONSTRUCTION FUNDING INTO THE PROJECT LINE ITEM. FOR LONG RANGE PLANNING AT THE AIRPORT.

TYPICALLY THIS WAS GOING CONCERN , BUT I WANTED TO GO ON REGULAR AGENDA TONIGHT. JUST SO WE COULD EXPLAIN THAT WHILE THERE'S A LOT OF SOFT COSTS AND DESIGN FEES AHEAD IF THE BOND ELECTION WERE TO PASS, WE ARE SIMPLY MOVING FUNDS FOR THOSE ITEMS THAT HAVE TO CONTINUE IN THE MEANTIME, PRIOR TO THE BOTTOM ELECTION, THOSE PRIMARILY BEING THE FINANCIAL MODELING THE AIRPORT OUTREACH AND THINGS LIKE THAT. WE'VE PUSHED OFF ALL OF THE DESIGN FEES AND EVERYTHING ELSE UNTIL AFTER WE KNOW THE RESULTS OF THE ELECTION IN MAY SO VERY SIMPLY ASKING TO MOVE AIRPORT FUNDS FROM THE CONSTRUCTION FUND BALANCE INTO THE PROJECT. AND I HAVE TO ANSWER ANY QUESTIONS.

QUESTIONS. ENTERTAIN A MOTION. MR MAYOR MOVED THAT WE APPROVED THIS AS PRESENTED BY STAFF.

SECOND. ALL IN FAVOR, SAY AYE POST. MOTION PASSES. HE WAS ALREADY OUT THE DOOR BEFORE. I AM INCLINED TO RECALL THAT VOTE. YES. YES, I SEE YOU OUT THERE. ALRIGHT, THAT'S CALLED

[Conduct a Public Hearing to Consider/Discuss/Act on a Specific Use Permit Request to Allow for a Self-Storage Facility (Best Box), Located Approximately 275 Feet East of Custer Road and on the South Side of Silverado Trail, and Accompanying Ordinance]

CONFIDENCE. EVERYBODY IF YOU WANT TO. SEE THAT IN REAL LIFE, UM ITEM 220019 S U P TO CONDUCT A PUBLIC HEARING TO CONSIDER AN ACT ON SPECIFIC USE PERMIT REQUEST TO ALLOW FOR SELF STORAGE FACILITY. BEST BOX LOCATED APPROXIMATELY 275 FT, EAST OF CUSTOM ROAD AND ON THE SOUTH SIDE OF SILVERADO TRAIL AND THE COMPANY AN ORDINANCE. THANK YOU, MR MAYOR. JENNIFER ARNOLD, DIRECTOR OF PLANNING AGAIN. MR HAUSER DID JUST HAND OUT A LETTER OF OPPOSITION THAT STAFF RECEIVED AFTER THE PUBLISHING OF THE AGENDA. SO WE DID WANT TO MAKE SURE THAT WAS NOTED FOR YOU AND FOR THE RECORD. AS YOU READ. THIS IS AN A SPECIFIC USE PERMIT. S U P REQUEST FOR THE CONSTRUCTION OF A SELF STORAGE FACILITY. BEST BOX, GENERALLY LOCATED SOUTH AND EAST OF CUSTER AND SILVERADO TRAIL ATTRACT ITSELF SITS ABOUT 275 FT, OFF OF CUSTER OF THE CUSTARD FRONTAGE AND ENCOMPASSES 4.2 ACRES OF PROPERTY. THE SPECIFIC USE PERMIT REQUEST WOULD ALLOW FOR CONSTRUCTION OF A SINGLE STORY, UM, SELF STORAGE FACILITY. WHAT YOU'LL NOTE HERE ON THAT S U P EXHIBIT IS THAT THE LOADING SPACES? UM AND DOORS ARE ALL FACING INTERNAL TO THE SITE STAFF HAS REVIEWED THE S U P REQUEST AGAINST THE PARAMETERS SET FORTH IN THE CITY'S DOWNING ORDINANCE. WHICH PREDOMINANTLY LOOK AT THINGS SUCH AS ACCESS, INGRESS, EGRESS AND GENERAL COMPATIBILITY IN TERMS OF SCALE AND MASSING TO SURROUNDING PROPERTIES. WE HAVE REVIEWED THAT WE DO FEEL AS THOUGH IT IS CONSISTENT WITH THE AREA AND WE ARE RECOMMENDING APPROVAL OF THE REQUEST OF THE PLANNING AND ZONING COMMISSION ALSO CONSIDERED THE ITEM AND HIS

[00:30:03]

RECOMMENDING APPROVAL. I'M HAPPY TO ANSWER ANY QUESTIONS, AND I KNOW THAT OUR APPLICANT IS HERE AS WELL. ANY QUESTIONS FOR JENNIFER? WITH THE APPLICANT COME UP. MR MAYOR, MEMBERS OF COUNCIL MARTIN SANCHEZ 2000 NORTH MCDONALD'S SUITE 100 HERE IN MCKINNEY, TEXAS. COUNCIL FOR FURTHER CONTEXT. SUBJECT PROPERTY IS OWNED. SEE PLANTS CENTER IS ONE OF THE OLD ZONING CATEGORIES. THE MOST INTENSIVE OF THE COMMERCIAL DISTRICTS IN THE OLD 12 70 CODE. THE PROPERTY . WE TOOK GREAT PAINS TO REALLY TRY TO MINIMIZE THE TYPICAL OF ITEMS THAT PEOPLE MIGHT HAVE CONCERN WITH. OBVIOUSLY WE STILL HAVE TO ADDRESS THE LIGHTING ORDINANCE, THE NOISE ORDINANCE LIGHTING ORDINANCE, EVEN THOUGH IT'S BEEN UPDATED, IS STILL FAIRLY CONSERVATIVE, ONLY ALLOWING A VERY LITTLE AMOUNT OF LIGHT TO SPILL OVER AT THE PROPERTY LINE AND OVER THE BALANCE OF THE ENTIRE SITE, ALSO HAVING A MINIMAL FOOT CANDLES. AH GENERALLY SPEAKING, IT'S GATED ON THE NORTH SIDE OF THE SOUTH SIDE, THE FIRE LANE THAT YOU SEE THAT IS GENERALLY LOCATED, UH, ON THE IN THIS AREA HERE. THAT'S ONLY FOR ACCESS AND CIRCULATION. THERE ARE NO DOORS ON THAT SIDE OF THE BUILDING THAT FACE THE RESIDENTIAL. SO GIVEN THE NATURE OF THE GATES AS WELL AS THERE'S NO DOORS OVER THERE, WE ANTICIPATE VERY LITTLE TRAFFIC ON THAT SIDE OF THE PROPERTY. IT'S REALLY FOR JUST CIRCULATION IN ORDER TO HAVE ADEQUATE FIRE COVERAGE FOR EMERGENCY PURPOSES. AND SO THAT COUNCIL I WOULD FAVOR I WOULD ASK FOR A FAVORABLE CONSIDERATION AND I ANSWER ANY QUESTIONS. SO HAVE QUESTIONS. THE R. IS IT AS EVERYBODY IS GOING TO SEE BRICK ALL AROUND. GENERALLY. YES, SIR. AND WHAT KIND OF ROOST TO THESE HAVE THESE WILL HAVE A METAL ROOF. MR STAGES. WE WERE HANDED THE SOUND OF YOU HAVE HAD THE BENEFIT OF SEEING IT'S FROM ANOTHER APPLICANT WHO WANTS TO BUILD SOMETHING VERY SIMILAR CLOSE BY AND THE SHOW YOURS IS KIND OF BEING A LONG ROW OF OVERHEAD DOOR LOOKING PRODUCTS. IS THAT WHAT THIS IS GOING TO BE AS LONG ROWS OF OVERHEAD DOORS WITH ACCESS FROM THE OUTSIDE, OR IS THIS GOING TO BE SOMETHING DIFFERENT? THERE'S SOME SIGNIFICANT DIFFERENCES HERE IF I COULD. UM, THE DOORS TO THE BILLIONS. THERE'S TWO TYPES OF ACCESS. THIS IS ONE IS THAT THERE WILL BE SOME ACCESS IN THIS INTERNAL COURT TO SOME UNITS AGAIN IN TOTAL TO THOSE TWO BUILDINGS, BUT THE VAST MAJORITY OF THE ACCESS WILL BE INTERNALLY INSIDE THE BUILDINGS IN THE BUILDINGS, OBI CORRIDORS THAT WILL LEAD YOU TO SOME CLIMATE CONTROL. UNITS AS WELL.

AND SO THERE'S VERY LITTLE ACTIVITY THAT HAPPENS ON THE PERIMETER SO WELL. EACH UNIT HAVE AN OVERHEAD DOOR EXCESS FROM THAT CENTER LINE, IF NOT ABOUT HOW MANY WILL ER ABOUT 25 . MAYBE 30% OF THOSE UNITS WILL ACTUALLY HAVE EXTERNAL DOORS, OKAY? IN ALL THOSE DOORS ARE THE CENTER. YES, SIR. IN MR SANCHEZ . YOU DEVELOPED A LOT IN THE CITY. CAN YOU TELL US BASED ON THE ZONING? WHAT SOME OF THE OTHER THINGS THAT MIGHT BE. THERE ARE BECAUSE STORAGE UNITS YOU KNOW, I GET THAT THEY'RE AESTHETICALLY, NOT THE GREATEST NEIGHBOR. THEY TEND TO BE RELATIVELY QUIET AND THE ONES I'VE SEEN TEND TO BE RELATIVELY LOW TRAFFIC. BUT WHAT ARE SOME OF THE THINGS THAT MIGHT GO THERE THAT ARE HIGHER TRAFFIC AND MAYBE NOT AS QUIET. THANK YOU, COUNCILMAN. THAT'S ONE OF THE CHALLENGES AND REALLY WIDE STATED THAT THE SUBJECT PROPERTIES DOWN. SEE PLANTS ENTER THE PLANT CENTER IS THE MOST INTENSIVE COMMERCIAL USE.

IT WAS USED PRIMARILY FOR POWER RETAIL CENTERS LIKE HOME DEPOT, YOUR WALMART TYPE OF ZONING, YOU CAN HAVE PAD SITES OF RESTAURANTS, FAST FOOD RESTAURANTS OF ALL SORTS. SCRIPT CENTERS THAT PROVERBIAL NAIL SALON AND TERROR, ETCETERA, ETCETERA, BUT LOUDSPEAKERS DRIVE THRU LANES OF THAT NATURE, SO IT'S A VERY INTENSE COMMERCIAL ZONING, THE USE THE WAY WE'VE SEEN THE WAY WE'RE PLANNING ON IT THE WAY WE DESIGNED. THIS IS REALLY MORE OF A TRANSITIONAL USE FROM THE HEAVIER COMMERCIAL THAT IS ANTICIPATED ON CUSTER, WHICH WILL BE A MEDICAL RELATED DEVELOPMENT AND THEN TRANSITION TO MORE PASSIVE USE. AND THEN EVENTUALLY YOU GET TO THE RESIDENTIAL. THIS IS ABOUT AS QUIET AS WE CAN IMAGINE. AH IT DOESN'T GENERATE A LOT OF VEHICLE TRIPS. YOU KNOW, THERE WILL BE SOME AT THE BEGINNING WHEN PEOPLE ARE RENTING STORAGE

[00:35:05]

UNITS, AND THEY'RE PUTTING THEIR THINGS IN THERE. BUT FOR THE MOST PART, IT'S A IT'S A PRETTY PASSIVE USE. THANK YOU. SO THIS IS A ONE STORY? YES, MA'AM. YES MA'AM. WE POSTED THE MORE I THINK WHAT WE'VE SEEN IN THE MODERN ERA IS KIND OF THE BIG BOX SORT OF MULTILEVEL CLOSE.

THAT LOOKS MORE LIKE AN OFFICE BUILDING. OBVIOUSLY, WE'VE DONE WE'VE DONE BOTH RIGHT, AND THERE'S LOCATIONS THAT ARE MORE APPROPRIATE FOR BOTH LIKE. FOR EXAMPLE, THE ONE ON STACY ROAD JUST SOUTH OF COMEDY PARKWAY. THAT'S PRETTY SIGNIFICANT AND BIG MESSING BUILDING, BUT IT'S ENTIRELY ENCLOSED THAN THE ONE THAT WOULD JUST OPEN UP ON 3 80 HIGHWAY FIVE AGAIN A PRETTY MASSIVE STRUCTURE. BUT THOSE ARE THAT AGAIN RIGHT ON EITHER. THE 3 81 2 HIGHWAYS 3 85, THE ONE THAT STACY STRATEGIC, REGIONAL ARTERIAL. AND THAT'S DIFFERENT. THIS HAS A RESIDENTIAL ADJACENCY WITH THAT APPROACH. WE REALLY STUCK TO THE ONE STORY AND MADE THE DESIGN ALMOST SEAMLESS DESIGN FROM THE HEIGHT AND INTRUSIVENESS PERSPECTIVE. NO OTHER QUESTIONS. THIS IS A PUBLIC HEARING. HAVE SOME CARDS FOR THIS ITEM OR NOT. LET ME SEE.

NO IS THERE ANYBODY HERE THAT HAS COME TO SPEAK TO THE ASYLUM? THEIR MOTION. MIKE MOTION. WE CLOSE THE PUBLIC HEARING IN A PREVIOUS ITEM. 2ND 2ND. ALL IN FAVOR. SAY AYE, AYE POST. MOTION

[Conduct a Public Hearing to Consider/Discuss/Act on a Request to Rezone the Subject Property from “PD” - Planned Development District to “PD” - Planned Development District, Located on the Northeast Corner of Carlisle Street and Virginia Parkway, and Accompanying Ordinance]

PASSES. THE NEXT ITEM, 220117 Z THREE CONDUCTED PUBLIC HEARING TO CONSIDER AN ACT ON REQUEST TO RESIGN THE SUBJECT PROPERTY FROM PD PLAN DEVELOPMENT DISTRICT IN C C CORRIDOR COMMERCIAL OVERLAY DISTRICT TO PD PLAN DEVELOPMENT DISTRICT AND CC QUARTER COMMERCIAL OVERLAY DISTRICT LOCATED ON THE SOUTHWEST CORNER OF BLOOMINGDALE ROAD IN U. S HIGHWAY. 75 ACCOMPANYING ORDINANCE. JENNIFER THANK YOU, MR MAYOR. THIS IS THE REASONING REQUESTS AT THE SOUTHWEST CORNER OF US 75 BLOOM DALE AS YOU JUST READ. THIS WAS AN ITEM THAT WAS ON YOUR COUNCIL AGENDA BACK IN JANUARY. THEY DID REQUEST TO TABLE IT AND BRING IT BACK TO THIS MEETING. SO HERE WE ARE.

THE APPLICANT IS REQUESTING TO REZONE THE SUBJECT PROPERTY FROM THE EXISTING PD ZONING TO A NEW PD ZONING. UNDER THE CURRENT ZONING ON THE PROPERTY. THERE IS A URBAN DESIGN LAYOUT THAT IS TIED DOWN BUILDING FOOTPRINTS WOULD ALSO ALLOWS FOR VERTICAL MIXED USE DEVELOPMENT ON THE PERIMETER TRACKS OF WHAT WE KNOW AS COLLINS SQUARE WITH THE REZONING REQUEST, THE APPLICANT IS REQUESTING TO REMOVE THE BUILDING FOOTPRINT AND LAYOUT THAT'S TIED DOWN WITH THE ZONING AND MOVE TO A MORE TRADITIONAL COMMERCIAL BASED ZONING DISTRICT OF C THREE. I WILL NOTE THAT THEY ARE PROPOSING WITH THE PD TO MAINTAIN WHAT WE CONSIDER THAT ESPLANADE. UM INTERNAL CIRCULATION PIECE. I DON'T HAVE THAT ON THIS PRESENTATION THAT IS TO ENSURE THAT WHAT'S CURRENTLY UNDER DEVELOPMENT WITH THE MULTI FAMILY THAT'S HAPPENING. INTERNAL WILL BE FINISHED OUT AS PART OF THAT COMMERCIAL PROJECT MOVING FORWARD. STAFF IS SUPPORTIVE OF THE REZONING REQUESTS. WE DO FEEL AS THOUGH IT IS CONSISTENT WITH THIS CORNER AND THAT THE REMOVAL OF THAT TIED DOWN LAYOUT WILL OPEN UP FOR ADDITIONAL OPPORTUNITIES FOR COMMERCIAL DEVELOPMENT. ON THE ON THE SITE, WE PRESENTED THE ITEM TO THE PLANNING AND ZONING COMMISSION BACK IN DECEMBER. THEY WERE ALSO IN FAVOR OF THE REZONING REQUEST AND VOTED FOR APPROVAL. AND A 70 VOTE, AND I'M HAPPY TO ANSWER ANY QUESTIONS, AND I BELIEVE THAT OUR APPLICANT IS BEHIND ME AS WELL. JENNIFER DOES THIS CHANGE IN THE ZONING EITHER MAKE MORE LIBERAL, THE AVAILABILITY OF BUILDING MULTI FAMILY OR RESTRICTED OR IS IT AGNOSTIC WITH RESPECT TO THAT IT ACTUALLY WOULD MAKE IT MORE RESTRICTIVE SO UNDER UNDER THE CURRENT ZONING, THERE IS SOME ALLOWANCES FOR VERTICAL MIXED USE, WHICH WOULD ALLOW MULTI FAMILY OVER COMMERCIAL WITH THIS. THEY'RE MOVING TO A TRADITIONAL COMMERCIAL ZONING DISTRICT, WHICH WOULD NOT ALLOW FOR MULTI FAMILY. OKAY? YOU WERE SAYING THAT THAT THERE IS SOME CURRENT MULTI FAMILY IN THE WORKS RIGHT NOW. YES, SIR. PROPERTY. TO THE SOUTH OF IT. THESE TWO TRACKS THE SQUARE IN THE XR, BOTH UNDER DEVELOPMENT FOR DIFFERENT TYPES OF MULTI FAMILY THAT'S CORRECT. RIGHT AS THE APPLICANT HERE. I BELIEVE IT'S HERE. LEAVING MARY COUNCIL. MY NAME IS DOUG MOSUL. MY ADDRESS IS 58 50

GRAND PARKWAY IN PLANO, TEXAS. I REPRESENT THE C. C C PARTNERSHIP. I WANT TO THANK THE STAFF AND P AND Z FOR THEIR FAVORABLE RECOMMENDATION AND BE GLAD TO ANSWER ANY QUESTIONS YOU ALL MIGHT HAVE THIS EVENING. YOU HAVE A QUICK QUESTION. DO YOU HAVE, UH, TENANTS SPEAKING TO NOW WE HAVE BEEN IN DISCUSSIONS WITH A RETAIL DEVELOPER TO TAKE DOWN A NUMBER OF ACRES ALONG BLOOMINGDALE BASICALLY FROM THE HORIZONTAL EAST WEST PROPERTY LINE NORTH OF THE BLOOM DOWN FOR A VARIETY OF RESTAURANTS, RETAIL AND POTENTIALLY HOTEL USE. IT'S GOOD. THANK YOU, SIR. THIS IS A PUBLIC HEARING. SAYS ITEM 117. I DO NOT BELIEVE I HAVE A CARD FOR THAT, EITHER. BUT IF THERE'S ANYBODY HERE WOULD LIKE TO SPEAK TO THE ATOM MAKE YOURSELF KNOWN. I SEE NONE. IS THERE A MOTION? PRETTY MUCH CLOSE THE PUB CLEARING IMPROVEMENTS ITEM. AND SECOND. ALL THOSE IN FAVOR SAY AYE OPPOSED. MOTION PASSES. THANK YOU, SIR. ITEM 2201452. CONDUCT A PUBLIC HEARING TO CONSIDER AN ACT ON REQUEST TO REZONE THE SUBJECT. PROPERTY FROM PD PLAN DEVELOPMENT DISTRICT TO PLAN DEVELOPMENT DISTRICT LOCATED ON THE NORTHEAST CORNER OF CARLISLE STREET, VIRGINIA PARKWAY AND ACCOMPANYING ORDINANCE ALOT. THANK YOU, MR MARIS IS MY LAST ONE FOR YOU ALL TONIGHT. AS YOU READ THIS REQUEST TO REZONE THE SUBJECT PROPERTY FROM PD PLAN DEVELOPMENT TO BE PD PLAN DEVELOPMENT. I'M SURE THAT THE TRACT IS QUITE FAMILIAR TO YOU.

ALL THIS IS AT THE NORTHEAST CORNER OF CARLISLE STREET AND VIRGINIA PARKWAY. THE PROPERTY IS ABOUT FIVE ACRES IN SIZE, AND IT WAS RE ZONED TO ALLOW FOR MULTI FAMILY USES BACK IN FEBRUARY OF LAST YEAR. I WILL NOTE THAT THE MAJOR COMPONENTS OF THE ZONING FROM LAST YEAR ARE STILL UM BEING PROPOSED WITH THIS REQUEST TO REZONE THE TWO PRIMARY CHANGES THAT THE APPLICANT IS REQUESTING, AS PART OF TONIGHT'S ACTION IS TO INCREASE THE DENSITY PERMITTED FOR MULTI FAMILY FROM THE CURRENTLY ALLOWED 24 UNITS TO THE ACRE TO 34 UNITS TO THE ACRE AND THEY ARE ALSO REQUESTING AN INCREASE IN BUILDING HEIGHT FROM THREE STORIES TO FOUR STORIES, OR 55. FT. STAFF HAS REVIEWED THE REQUEST AND WHY WE DO NOT HAVE ANY OPPOSITION TO THE MULTI FAMILY USES BEING PROPOSED CURRENTLY PERMITTED ON THE SITE. WE DO HAVE CONCERNS WITH THE PROPOSED DENSITY ON THE SITE, PREDOMINANTLY BECAUSE OF THE RECENTLY ADOPTED UNIFIED DEVELOPMENT CODE, WHICH DOES ESTABLISH A TRADITIONAL MULTI FAMILY ZONING DISTRICT WITH A MAXIMUM DENSITY OF 30 UNITS TO THE ACRE. WHAT'S BEING PROPOSED WITH THIS REQUEST IS 34 UNITS TO THE ACRE, WHICH IS TYPICALLY SEEN IN A MORE URBAN, UM, ENVIRONMENT WITH MORE URBAN NATURE. THE BASIC PROPOSAL HERE TONIGHT IS FOR MORE TRADITIONAL MULTI FAMILIES OWNING USE, AND THEREFORE, STAFF'S POSITION IS THAT IT SHOULD MAINTAIN THE LIMITS THAT ARE ESTABLISHED AS PART OF THAT UDC OF 30 UNITS TO THE ACRE. WELL WE DO HAVE SOME CONCERNS THAT THE PROPOSED FOUR STORIES MAY NOT BE APPROPRIATE FOR THIS SITE. IT IS NOT A FOUNDATION FOR OUR RECOMMENDATION OF DENIAL, AS IT DOES MEET MANY OF THE RESIDENTIAL ADJACENCY STANDARDS THAT ARE HAVE BEEN ESTABLISHED WITH THAT NEW UDC. SO OUR POSITION ON THE RECOMMENDATION OF DENIAL FROM STAFF IS PREDOMINANTLY BASED ON THAT DENSITY BEING PROPOSED AT 34 UNITS, THE ACRE TONIGHT AS A REMINDER FOR THE COUNCIL WHEN THIS WAS CONSIDERED BACK LAST YEAR, THE ORIGINAL REQUEST WAS FOR COMMERCIAL ALONG THE FRONTAGE WITH MULTI FAMILY AND THE REAR. AT THAT TIME, THEY WERE ORIGINALLY PROPOSING THE FOUR STORY BUILDING HEIGHTS IN THE 34 UNITS TO THE ACRE AT BOTH P AND Z AND CITY COUNCIL. THERE WAS A LOT OF DISCUSSION ABOUT GIVING UP THAT COMMERCIAL FRONTAGE. TO ALLOW FOR LOWER BUILDING HEIGHTS ACROSS THE ENTIRETY OF THIS SITE, AND GIVEN THAT, AND THE RECENTLY ADOPTED UDC STAFF IS NOT ABLE TO RECOMMEND APPROVAL OF THIS ITEM . THE PLANNING AND ZONING COMMISSION DID CONSIDER THE ITEM AND DID RECOMMEND APPROVAL IN A VOTE OF 61 COMMISSIONER MARWAT LEE WAS OPPOSED. I'M HAPPY TO ANSWER ANY QUESTIONS, AND I KNOW WHERE APPLICANTS HERE TONIGHT AS WELL. ANY QUESTIONS FOR JENNIFER? COULD HAPPEN. APPLICANTS COME UP, PLEASE. MEMBERS OF THE CITY COUNCIL AND BOB ROEDER 1700 RED BUD SUITE 300 IN MCKINNEY HERE ON BEHALF OF THE APPLICANT. WHEN WE BROUGHT THIS CASE BEFORE YOU THE LAST TIME MY CLIENT WHO IS THE PROPOSED DEVELOPER WAS WORKING

[00:45:06]

ON A 9% TAX CREDIT PROJECT THAT WOULD BASICALLY ALLOW SOME MARKET RATE PRODUCT. SOME 80% AM I PRODUCT AND SOME 60% AM A PRODUCT. MY CLIENT WAS NOT SUCCESSFUL IN OBTAINING THAT TAX CREDIT ALLOCATION. BUT WE'RE BACK NOW, WITH A 4% TAX CREDIT ALLOCATION WORKING WITH MCKINNEY HOUSING FINANCE CORPORATION TO CREATE A PROJECT THAT WOULD BE ENTIRELY 60 60% AM I THIS. AH! IS A ZONING CASE IN A PROJECT THAT I THINK IS VERY SMALL IN SCOPE. BUT HAS A MUCH OVERSIZED IMPACT ON OUR COMMUNITY. HAS MISS ARNOLD INDICATED TO YOU THE CURRENT CODE IF WE WERE TO COME TO YOU TODAY AND JUST WANT A STRAIGHT ZONING UNDER YOUR M F 30. WE WOULD BE ENTITLED TO 30 UNITS TO THE ACRE ON THIS PIECE OF PROPERTY. IT'S A LITTLE OVER FIVE ACRES IN SIZE, WHICH IS AN ABNORMALLY SMALL TRACT FOR A MULTI FAMILY PROJECTS. SO THIS IS A VERY UNIQUE OPPORTUNITY. AT 30 UNITS PER ACRE. UNDER THE CURRENT CODE, WE WOULD BE ENTITLED TO PUT 152 UNITS IN THAT PROJECT. WE ARE SEEKING TO PUT 172 UNITS SO WE'RE ACTUALLY ASKING FOR 20 MORE UNITS THAN WE WOULD BE ALLOWED UNDER YOUR CURRENT CODE. THE FOOTPRINT OF THE PROPERTY BECAUSE IT IS SO SMALL IN SIZE. WE ARE SEEKING TO GO FOR STORIES, SO WE CONTINUE TO HAVE THE OPEN SPACE IN THE SETBACK FROM OUR NEIGHBORS OF BUILD, WHERE THE BUILDINGS ARE WITHIN THE INTERIOR OF THE TRACT. TO PUT THIS IN PERSPECTIVE, ESPECIALLY IN TERMS OF THE 30 UNITS PER ACRE VERSUS THE 34 UNITS PER ACRE. IF WE HAD A THIRD MORE ACRES OF PROPERTY WE WOULD BE AT 30 UNITS PER ACRE. SO IN A LARGE, TYPICAL MULTIFAMILY PROJECT WHERE YOU HAVE 12 ACRES OR 15 ACRES, AND YOU HAVE 300 OR 350 UNITS. HEY CHANGE FROM 30 TO 34 MIGHT BE MATERIAL IN TERMS OF THE ACTUAL NUMBER. BUT IN THIS CASE BECAUSE IT'S SUCH A SMALL TRACT, I THINK THE 20 UNITS IS RELATIVELY MINOR, AND THOSE 20 MINUTES WOULD BE REFLECTED. IN THE HIGHER ELEVATION OF THE BUILDING. UM. THIS IS A SITE THAT SITS NOT ADJACENT TO ANY SINGLE FAMILY RESIDENTIAL. IT'S ON THE EAST SIDE OF 75 ON THE WEST SIDE OF 75. IT'S IDEALLY LOCATED FOR HOUSING. PROJECT OF THIS TIME. AGAIN THIS PROJECT WOULDN'T WILL WORK ONLY IN CONJUNCTION WITH MCKINNEY HOUSING FINANCE CORPORATION. MY CLIENT IS UNDER NEGOTIATION WITH HIM FOR A LETTER OF INTENT. AND AS YOU ARE FAMILIAR WITH THAT TYPICAL SETUP THE MCKINNEY HOUSING CORPORATION ACTUALLY OWNS THE PROPERTY OWNS THE LAND. THEY HAVE OVERSIGHT AND CONTROL OF THE DEVELOPMENT OF THE PROPERTY. IN MY CLIENT WOULD ACTUALLY OPERATE THE PROPERTY SUBJECT TO THEIR CONTROLS INTO WHATEVER STATE AND FEDERAL CONTROLS. THERE ARE UM. I THINK IT'S SO I THINK IT'S IMPORTANT THAT WE CAN PUT IN ONE PROJECT. 172. UNITS THAT WOULD QUALIFY FOR THE EXACT HOUSING NEEDS THAT WE HAVE IN OUR COMMUNITY IN ONE PLACE. I WAS TALKING TO A NUMBER OF YOU JUST IN PASSING OVER THE LAST YEAR. ABOUT THE OPPORTUNITY TO INCORPORATE 60% AM I UNITS IN REGULAR MULTI FAMILY PROJECTS, WHICH I'M NOT OPPOSED TO PERSONALLY. BUT I WANT TO SORT OF BRING OUT THE KIND OF IMPACT THAT WOULD HAVE COMPARED TO THIS IF THE AVERAGE HOUSING AVERAGE MULTI FAMILY RETAIL PROJECT OR RETAIL RIGHT PROJECT IS 300. LET'S SAY AND YOU SET ASIDE 10% OF THOSE UNITS FOR 60% AM I. FOR EVERY APARTMENT PROJECT. YOU WOULD GET 30 UNITS ON THE BOOKS. OR YOU WOULD HAVE TO HAVE SIX 300 UNIT DEPARTMENT PROJECTS TO BE ABLE TO GET TO THE 172 UNITS. IN THIS CASE, WE'RE HAVING 15 ACRE PROJECT. OVERSEEN AND SUBJECT TO THE AUSPICES OF THE HOUSING FINANCE CORPORATION IN ONE PLACE. GREAT ACCESS ON VIRGINIA STREET. WE'VE DONE A TRAFFIC ANALYSIS OF THE IMPACT OF INCREASING THE DENSITY AS WE HAVE REQUESTED. AND WE FIND THAT THE INCREASE IN TRAFFIC DURING

[00:50:04]

THE AM PEAK HOUR IS 19. CARS. AND THE INCREASE IN TRAFFIC IN THE PM PEAK HOUR IS 22 CARS SO AGAIN A FAIRLY NOMINAL IMPACT THERE. UM. THERE. THERE HAVE RECEIVED QUESTIONS ABOUT THE IMPACT ON THE MCKINNEY INDEPENDENT SCHOOL DISTRICT BY PUTTING THIS TYPE OF PROJECT IN MCKINNEY AND I THINK I'VE REPORTED TO YOU BEFORE THAT THIS IS A PROJECT MCKINNEY INDEPENDENT SCHOOL DISTRICT WOULD SUPPORT CAN HE INDEPENDENT SCHOOL DISTRICT IS A RICH SCHOOL DISTRICT UNDER THE ROBIN HOOD WROTE RULES OF THE STATE OF TEXAS, WHICH MEANS THAT EVERY INCREASING ADVIL OPEN TAX DOLLAR THAT IS PAID TO THE SCHOOL DISTRICT DOESN'T STAY WITH THE SCHOOL DISTRICT. IT GOES TO THE STATE AND HIS REDISTRIBUTED AMONG THE POOR SCHOOL DISTRICTS.

OUR DISTRICT. MAKES MONEY BY HAVING MORE STUDENTS IN SCHOOL, NOT BY HAVING MORE PROPERTY ON THE BOOKS. THIS PROJECT WILL ONLY HAVE A THIRD ABOUT 33% OF THE UNITS WILL BE ONE BEDROOM.

THE BALANCE OF THE UNITS WILL BE TWO BEDROOMS, TWO BATHS, THREE BEDROOMS, TWO BATHS, SO IT'S DESIGNED FOR FAMILIES. AND IT'S DESIGNED FOR FAMILIES WITH SCHOOL AGE CHILDREN. WE'VE GOT AN ELEMENTARY SCHOOL JUST ONE HALF A BLOCK AWAY. AND WHILE THE SCHOOL DISTRICT OBVIOUSLY WILL NOT TAKE A POLITICAL POSITION ON ANYTHING THAT COMES BEFORE YOU. I CAN TELL YOU THAT THEY RELISH HAVING MORE STUDENTS IN SCHOOL THAT THIS PROJECT WILL PROBABLY PUT IN IN THEIR CLASSROOMS. I THINK THIS IS A WIN FOR EVERYBODY. I THINK IT'S IDEALLY LOCATED. I THINK THE CHANGES WE'RE ASKING FOR WHEN YOU LOOK AT IT AND IN TERMS OF ITS RELATIONSHIP TO WHAT COULD GO THERE NOW UNDER CURRENT UNDER THE NEW RULES ARE MINIMAL, AND I WOULD REQUEST YOUR APPROVAL OF THIS AND BE HAPPY TO ANSWER ANY QUESTIONS. I JUST WANT TO CORRECT ONE THING YOU SAID. YOU SAID THAT THE MONEY THAT GOES TO THE SCHOOL DISTRICT ON EVERY ADDED DOLLAR. FLORHAM TAX REVENUE GOES TO DISTRIBUTE IT TO LESS. UM LESS, UH, FINANCIALLY EQUIPPED SCHOOL DISTRICTS.

IDEALLY IT DOES. THE MAJORITY OF THAT MONEY STAYS IN AUSTIN JUST FOR THE RECORD IN A VERY SMALL, ONLY A SMALL FRACTION. I BELIEVE AT LAST COUNT TWO IS ABOUT 10% DID THEY IN FACT, DISTRIBUTE THEM? I WISH THEY WOULD, UM IN SHORT. YOU'RE ASKING FOR 20 ADDITIONAL UNITS. UM. WHAT WE GAIN IS NUMBER ONE. WE HAVE SOME GOVERNANCE OVER WHAT GETS BUILT HOW IT'S MAINTAINED. TO PROTECT THE AESTHETIC QUALITY AND THE VALUE IN THE IN THE UPKEEP OF THE PLACE AND WE GET ALL OF THE UNITS WOULD BE 60. AM I CORRECT? VERSUS. NOT NECESSARILY THE GOVERNANCE AND A PERCENTAGE OF THE UNIT, SAID 80% OF MINE. CORRECT, YEAH. THAT WOULD BE A HUGE WIN FOR US TO GET 60% ARMY UNITS IN THAT QUANTITY. SO I AND FAVORABLE MYSELF. NO. I HATE TO EVEN. I MENTIONED THAT I'M SUPPORTING A MULTI FAMILY PROJECT. BOB CAN'T IMAGINE THAT, CHARLIE WELL, AND THE REASON I DON'T LIKE THEM IS GENERALLY IT'S SOME OUT OF TOWN INVESTOR IS COMING IN AND PUTTING UP APARTMENTS AND SUCKING MONEY OUT OF MCKINNEY AT THE COST OF OUR WORKFORCE. AND OUR WORKFORCE IS THE ONES WHO ARE PAYING THAT ADVIL OR, UM, TAX THAT GOES BACK TO THE CITY. SO THAT'S NOT A SELLING POINT FOR ME. THIS PROJECT, HOWEVER, IS BEING DONE BY A LOCAL DEVELOPER. AND IT'S A LOCAL DEVELOPER WHO CARES ENOUGH ABOUT MCKINNEY TO GIVE IT BACK IN THE FORM OF MAKING THIS 60% AM LIVE AND THAT PROVIDES THE JOBS FOR THE FOLKS WHO WORK AT WALMART WHO WORK AT WHAT WATER BURGER AND IN OUR SERVICE INDUSTRY BECAUSE THIS DEVELOPER HAPPENS TO RECOGNIZE THAT WE HAVE A SHORTAGE WORKFORCE HOUSING. AND HE'S ALSO LOCAL. THE MONEY WILL STAY HERE IN MCKINNEY, IT WILL PROVIDE A VALUABLE NEED. I'VE FOUGHT AGAINST THE FORCED OUR WAS FINE WITH FOUR STORIES BEFORE, IF WE KEPT COMMERCIAL CORRIDOR SAFE ON VIRGINIA AND KEPT THE COMMERCIAL PROPERTY AND IN FRONT OF IT, SO I WAS OKAY WITH THAT. APPARENTLY, AT LEAST THREE PLUS MEMBERS OF MY COUNCIL DIDN'T AGREE WITH ME AT THAT POINT IN TIME, BUT I'M TICKLED TO SEE THAT THE PROJECT IS BACK. AND THAT IS NOW ALL 60% AND AM I AND I JUST WANT TO SAY THANK YOU FOR

[00:55:07]

BRINGING THIS PROJECT FOR THE WORKFORCE HERE IN MCKINNEY, AND THAT IS WHY I AM SUPPORTING A MULTI FAMILY PROJECT, BOB. HOW MARK THAT DOWN CHARLIE SO THIS IS IN DISTRICT THREE PROPERTY AND I HAVE TO AGREE WITH CHARLIE FOR ME. INITIALLY THE DENSITY WAS A CONCERN. I'M GOING TO BE VERY TRANSPARENT, BUT FOR WHAT? WE'RE GETTING OUT OF THE PROJECT , IT IS VERY DIFFICULT TO NOT SUPPORT THIS. I DO APPRECIATE THE FACT TOO, THAT IT IS AN AREA THAT'S VERY CLOSE TO 75 CORRIDOR . WE HAVE A BIG COMMERCIAL DEVELOPMENT COMING THERE. THIS PROJECT WILL HELP TO SUPPORT THAT DEVELOPMENT AND ALSO PROVIDED LABOR FORCE TO RUN THAT DEVELOPMENT. SO ALL AROUND.

MAKES SENSE WHEN WE'RE GOING JUST 20 MORE UNITS UP. YOU KNOW, THIS IS ABSOLUTELY A BENEFIT.

I'M VERY HAPPY TO SEE IT AT 60% MINUS 80, SO I'M GOING TO VOICE MY SUPPORT FOR IT AS WELL. UM.

YOU KNOW WHEN? WHEN EUROPE THERE HAVE ONLY BEEN UP HERE FOR A YEAR, BUT YOU SEE A LOT OF THINGS THAT MAYBE YOU DON'T SEE WHEN YOU'RE SITTING OUT THERE AND, UH, WHEN WE TALK ABOUT AM I, THAT'S AREA. MEDIAN INCOME, SO 60% OF THAT IS THAT IT'S A SLIDING IT KIND OF MOVES IS HOW MANY KIDS DO YOU HAVE? AND THAT IS WHAT IT LOOKS LIKE AND UM, I SEE MYSTIQUE IN AND THE ROOMS ARE NOT GOING TO COVER UP A NASCAR BUT THERE, BUT SHE WOULD LIKE ME AND I'M NOT GOING TO GIVE THE NUMBERS. I DON'T REMEMBER. THERE'S A SHOCKING PERCENTAGE OF THE HOMELESS HERE IN MCKINNEY. THAT HAVE JOBS. AND I DIDN'T KNOW THAT REALLY BEFORE I GOT UP HERE AND YOU KNOW, BUT WHAT WE ALL SEE, I THINK Y'ALL CAN SEE IT TOO, IS WHEN YOU GO SOMEWHERE AND YOU GO OUT TO EAT SERVICES STRAINED THEY DON'T HAVE ENOUGH PEOPLE WORKING AND, UM, YOU KNOW, INFLATION ON RENT.

HIS BEEN PROFOUND AND. HE IS ONE OF THE OTHER ATTRACTIVE THINGS. I KNOW. MR ROEDER MENTIONED THIS, BUT ABOUT THIS IS IT'S NOT RIGHT BY ROOFTOPS. WE ALSO GET A LOT OF PRESSURE. AND I'VE STOOD FIRM ON IT NOT TO REZONE COMMERCIAL LAND FOR MULTI FAMILY IF IT'S RIGHT BY SINGLE FAMILY NEIGHBORHOODS, AND THIS ONE ISN'T BUT IT IS LOCATED RIGHT BY A SCHOOL IS, MR ROEDER SAID. TWO THIRDS OF THE ROOMS ARE GOING TO HAVE ROOM FOR KIDS IN THERE AND, UM IT'S MEANINGFUL. IT'S MEANINGFUL TO OUR BUSINESS COMMUNITY IS MEANINGFUL TO OUR WORKFORCE. IT'S IS DOCTOR FELT HAS SAID IT'S RIGHT NEAR A MAJOR HIGHWAY WHERE THE TRAFFIC WON'T BE GOING THROUGH THE NEIGHBORHOOD, SO AH, IT'S JUST A RARE OPPORTUNITY FOR US TO, UM ADDRESS A PROBLEM THAT IS SO PROFOUNDLY DIFFICULT TO ADDRESS , SO I APPRECIATE EVERYTHING HAS BEEN SAID, AND I'LL BE VOTING FOR IT. ANYONE ELSE? ALRIGHT I DO. THIS IS A PUBLIC HEARING. I DO HAVE A COUPLE OF CARDS. ONE OF THEM IS A MR BOB WROTE HER BOB. IT'S ALREADY BEEN UP. UM HAVE AVIS AND I AM GOING TO MESS UP THE LAST NAME SONG. DID I SAY THAT RIGHT OR NO? NO I DIDN'T KNOW IT WAS PRETTY CLOSE. MAYOR FULLER MEMBERS OF THE MCKINNEY CITY COUNCIL. MY NAME IS EVA. SEAN YES, I'M THE EXECUTIVE DIRECTOR OF REAL ESTATE DEVELOPMENT, PLAYED IN USA AND APPRECIATE THE WORDS OF SUPPORT TO PROVIDE QUALITY WORKFORCE. HOUSING AND YOUR GREAT CITY HAVE MET WITH SOME OF YOU INDIVIDUALLY SPOKEN TO SOME OF YOU ON THE PHONE, SO I JUST WANT TO COME UP HERE AND SAY THANK YOU. WE APPRECIATE IT. THANK YOU VERY MUCH. AND THEN I HAVE ALLISON MONROE. HELLO 806 BAKER STREET, AND THIS YEAR I'M IN LEADERSHIP MCKINNEY AND ARE MY CLASS PROJECT IS ON IT.

SOLUTIONS FOR ATTAINABLE HOUSING , AND WE HAVE BEEN WORKING REALLY HARD INTERVIEWING AND TALKING TO EVERYONE ACROSS THE CITY PUBLIC PRIVATE FINDING WHAT THE SOLUTIONS ARE TO THIS CRISIS , AND THEY ARE NOT EASY AND THIS IS A PROJECT THAT REALLY WORKS, ESPECIALLY BECAUSE IT'S 60% AND ME. WE HAVE A BIG GAP FOR 30 TO 60. I DO A LOT OF VOLUNTEER WORK , CALDWELL ELEMENTARY AND WITH THE TEACHERS, THEIR PARENT POPULATION THERE, AND I CAN TELL YOU THAT THEY ARE IN CRISIS EVERY DAY, AND THERE IS AN YOU KNOW, WITH MASLOW'S HIERARCHY OF NEEDS. HOUSING IS THE BASIC AND IF WE CAN'T GET THAT TAKEN CARE OF, WE CAN'T MOVE UP ON THAT. AND THIS IS SOMETHING THAT REALLY IS EXCITING AND ALSO, YOU KNOW, THERE AREN'T GOING TO BE VERY MANY MORE, ESPECIALLY WITH NEW BUILD, AND SO WE HAVE TO TAKE THESE AND ON BEHALF OF MY WHOLE LEADERSHIP TEAM THAT'S ON THIS PROJECT. I ENCOURAGE YOU TO VOTE YES, ON THIS AND EVERYTHING THAT COMES THROUGH EVEN IF IT'S JUST THE 10% AND YOU KNOW FOR 60% 30 TO 60% PLEASE TAKE THEM ALL BECAUSE WE NEED THEM SO BADLY. PEOPLE ARE IN DESPERATE NEED. AND YEAH, WE ENCOURAGE YOU TO PLEASE VOTE. YES. THANK YOU.

THANK YOU SO MUCH. RIGHT. I DO NOT HAVE ANY OTHER CARDS THAT HAVE BEEN FILLED OUT. YEAH, I

[01:00:03]

DO. MHM STATE YOUR NAME AND ADDRESS FOR THE RECORD, SIR. LOOKS LIKE A SHADY GUY. DAVID CRAIG 68 50 TPC DRIVE. MCKINNEY, TEXAS SITTING TIME ABOUT SEVEN OH, YOU KNOW, IT'S ALWAYS BOB.

ROTOR UM, OUR COUNCIL. REQUESTED A NOT SPEAK SO OF COURSE I AM GOING TO SPEAK, BUT I'M GONNA YOU KNOW THAT? I'M NOT GOING TO TELL YOU THIS GREAT PROJECT. IT IS 60% AM I? WE NEED IT. WE ALL KNOW THAT. AND, UH AND I THINK YOU GUYS SUPPORTED AND I'M GRATEFUL FOR THAT. I JUST WANT TO SAY THIS. THANK YOU, MAYOR FULLER AND THE CITY COUNCIL FOR THE PRESENTATION OF THE DEVELOPMENT DISABILITIES AWARENESS MONTH FOR 2023. MY YOUNGEST GRANDSON, UM. WOULD BE ONE OF THOSE WONDERFUL, BEAUTIFUL PEOPLE. AND I THANK YOU FOR THAT. AND THE OTHER THING THAT STRIKES ME. WITH THAT ENTERTAINING MOTION SUPPORT OF THE OKAY. BEING THAT IT WAS COMMENTS ON THAT PUBLIC PERIOD ITEM. I'M GLAD THAT YOU HAD AT LEAST MENTIONED IT. YEAH RIGHT. IS THERE A MOTION. I'LL MAKE A MOTION. WE CLOSE THE PUBLIC HEARING AND APPROVED THIS ITEM. ALL IN FAVOR. I POST THANK YOU.

[Consider/Discuss/Act on Appointing a Member to the McKinney Housing Authority]

ALRIGHT NOW MOVED. TO 221190 CONSIDER AN ACT ON APPOINTING A MEMBER TO THE MCKINNEY HOUSING AUTHORITY. WE HAD TWO NAMES THAT WERE PRESENTED I WAS LOOKING AT THE NAMES AND, UM I WAS LOOKING AT THE FIRST ONE THAT WE CAN. SHE IS A PERMANENT RESIDENT OF MCKINNEY. SHE SAYS ALL HER LIFE AS SHE HAS BEEN HERE AND THE OTHER ONE MOVED HERE TWO YEARS AGO, SO I MM. I LIKE THE ONE THAT'S BEEN HERE AWHILE. I HOPE SHE'LL CONTINUE TO BE HERE A WHILE AND I'D LIKE TO MM.

RECOMMEND AMANDA MARTINEZ. TO BE ON THAT BOARD. I'LL CIRCUIT. IS THERE ANY OTHER? ANYONE LIKE TO SPEAK TO THE OTHER? THERE IS THERE, SO I HAVE A MOTION AND A SECOND. ALL IN FAVOR. I OPPOSED

[Consider/Discuss/Act on Appointing a Member to the McKinney Economic Development Corporation (MEDC) Board of Directors]

LAST ITEM, 230167 CONSIDERED ACT ON APPOINTING A MEMBER TO THE MCKINNEY ECONOMIC DEVELOPMENT CORPORATION. SO I'LL START THIS FOR AN ALTERNATE. I'M GOING TO SUGGEST I KNOW WE HAD NAMES LAST WEEK AND ANOTHER NAME CAME RIGHT AFTER THAT MEETING, SO I APOLOGIZE. IT WASN'T BROUGHT UP, BUT I'M GOING TO SUGGEST THEM. UM SCOTT WOODRUFF. I THINK WOULD BE AN ASSET ON THAT BOARD. FROM HIS EXPERIENCE, AND, UH. THAT WAS A REACTION FROM THE CROWD. I FELT LIKE THAT WAS AN AFFIRMING ONE. BUT QUITE SURE IT WAS A LITTLE OKAY, SO I'M GOING TO THROW HIS NAME. HE SERVES ON THE N C B RIGHT NOW. OKAY YEAH. SO HE WOULD BE VACATING THAT POSITION THAT MR MAYOR IS ANOTHER BE LOOKING AT THE PIECES . HE NEED TO VACATE THAT POSITION. I DON'T THINK HE DOES AS AN ALTERNATE. I'M GONNA OFFER BACKUP JANINE MARSHALL AGAIN MENTIONED BEFORE SHE'S BEEN IN COMMERCIAL BANKING FOR QUITE A WHILE. AND WITH THE REMINDER THAT WE DO HAVE ANOTHER CYCLE OF INTERVIEWS COMING VERY SOON, SO TURNOVER. SO I THINK WE'VE WE'VE GOT GREAT CANDIDATES AND IN THE LINEUP SO, BUT REALLY, LIKE JOHNNY MARSHALL HAD A CHANCE TO MEET WITH JANINE AND WE NEED TO FIND A PLACE FOR I MEAN, SHE'S A PHENOMENAL LADY AND WOULD BE A GREAT ASSET ON ANY OF OUR BOARDS. SO. I LIKE SCOTT. SCOTT SCOTT IS, UM. GIVEN HE BRINGS A PIECE TO THE PUZZLE OF E. D. C THAT WE DO NOT HAVE. AND YOU KNOW, AS FAR AS WHAT HE DOES I LIKE THAT. I'D LIKE TO BRING UP ROGER HARRIS. MHM HE'S BEEN ON THE CITY COUNCIL BEFORE HE'S BEEN ON THE AIRPORT BOARD. HE

[01:05:03]

UNDERSTANDS HOW THOSE BOARDS OPERATE. AND BEING ON THE COUNCIL. YOU UNDERSTAND? WHAT THE PREMISES AND WHAT WAS IT? THE RESPONSIBILITIES OF THOSE BOARDS ARE TO DO THE WILL OF THE COUNCIL. SO UH, I'M VERY MUCH IN FAVOR OF HIM. MY INCLINATION IS THAT YOU KNOW THE THIS BOARD AND CDC OR THE BOARDS THAT CONTROL A GREAT DEAL WITH TAXPAYER MONEY FROM SALES, TAXES AND I THINK IT'S IMPORTANT FOR US TO AS MUCH AS WE CAN TO. YOU DON'T UNDERSTAND AND KNOW THE PEOPLE WHO GO ON THERE. I'M COMFORTABLE WITH SCOTT WOODRUFF AND I'M VERY COMFORTABLE WITH ROGER HARRIS AND CANDIDLY MARRY YOU BROUGHT THE NAME DEANNA KIRKENDALL LAST WEEK AND I'M VERY COMFORTABLE WITH HER. UM THE THINGS THAT WE WITH JANINA, I'D MUCH RATHER HER START SOMEWHERE ELSE. SHE'S ONLY BEEN IN MCKINNEY FOR TWO YEARS. I KNOW SHE WAS IN FRISCO FOR A LONG TIME. AND NO, SHE'S A WONDERFUL HUMAN BEING. BUT I'D RATHER HER START, YOU KNOW SOMEWHERE ELSE IN HER SERVICE TO THE CITY. THAT SAID, I AM. MY INCLINATION WOULD BE. WE DO HAVE ONE OTHER SEAT THAT'S GOING TO BE OPENING UP IN AUGUST. BESIDES THIS ALTERNATE, I'D FEEL MUCH MORE COMFORTABLE PUTTING SOMEBODY ON WHO IS NOT ON A CURRENT BOARD. UM RIGHT NOW, AND THAT WOULD BE DEANNA OR ROGER.

SO I WILL ADVOCATE JUST TO SPLIT HAIRS EVEN MORE FOR DEANNA, BECAUSE YEAH, SHE'S YOU KNOW, SHE BRINGS SOME OTHER STUFF THE TABLE. SHE SERVED MIGHTILY SO I COULD CERTAINLY LIVE WITH ROGER ON THERE. BUT MY VOTE WOULD BE FOR DEANNA. I APPRECIATE THAT COMMENT. I WILL MAKE THIS ONE POINT SHE'S QUALIFIED. SHE BRINGS A LOT TO THE TABLE AS WELL. SO EVEN THOUGH SHE'S BEEN HERE TWO YEARS, YOU KNOW, I UNDERSTAND THAT THERE ARE A LOT OF DIFFERENT BOARDS THAT SHE CAN SERVE ON. I THINK THIS IS THE BEST FIT FOR HER SKILL SET. SO THAT'S WHY I'M ADVOCATING. I'D RATHER PUT THAT SKILL SET TO TRIAL ON ANOTHER BOARD BEFORE IT GOES ON ABC. THAT'S ME. AND UNFORTUNATELY I JUST HAVEN'T MET HER, SO I DON'T KNOW HER. WHAT'S YOUR THOUGHT? I HAVE TO HAVE A THOUGHT. MR YOU DO IF YOU HAVE ANOTHER NAME THAT WOULD REALLY ACTUALLY BE HELPFUL. IT WOULDN'T REALLY? I'LL SAY THIS. I KNOW DEANNA AND I KNOW HER HEART FOR SERVICE, AND SHE SERVED ON THE P AND Z FOR A NUMBER OF YEARS. ALWAYS DOES A TREMENDOUS JOB FOR US. I'D LOVE TO SEE HER UP THERE . BUT ROGER HARRIS EQUALLY AS QUALIFIED, AND IF WE'RE THAT'S ONLY IF WE'RE RULING SCOTT OUT BECAUSE HE CURRENTLY SERVES ON THE PNC. AND I WOULD HAVE NO PROBLEMS WITH EITHER OF THE TWO OF THOSE INDIVIDUAL SERVING, NOR WOULD I HAVE A PROBLEM. SCOTT SIMPLY DON'T KNOW JANINE. SO WHAT? THAT MY WHOLE REASON WITH SCOTT IS THAT. SO MUCH OF WHAT THE DOES IS WITH REAL ESTATE AND DEVELOPMENT. AND UNDERSTANDING BUSINESS DEAL. UNDERSTANDING THE WHOLE THE WHOLE DEAL, AND THAT'S WHAT HE DOES. AND WE DON'T HAVE ANYBODY ON ON THE COUNCIL. OUR TEAM ON THE BOARD RIGHT NOW THAT UNDERSTANDS. ALL OF THOSE THAT WHOLE PACKAGE. CERTAINLY BETTER THAN HIM. AND SO THAT'S THAT'S WHY I WOULD LIKE TO SEE HIM BECAUSE SO MANY TIMES, YOU KNOW, I MEAN, THERE. YOU KNOW, WE GET AN AGREEMENT AND EVERYBODY THINKS IT'S A GREAT DEAL AND TELL SOMEBODY THAT REALLY UNDERSTANDS IT LOOKS AT IT AND SAY OKAY, THIS IS AND THIS AND THIS THATS WHAT HE IS ABLE TO DO. AND SO THAT'S THAT'S MY THAT'S THE ONLY THING THAT I REALLY LIKE THAT. THAT'S MY REASON TO SAY, LET'S NOT CARE IF WE TAKE THEM OFF THE PNC. BUT WE BUT THAT THAT KIND OF INDIVIDUAL I'D LIKE TO SEE ON THE M E. D. C BOARD TO MAKE SURE THAT WHEN WE'RE TALKING SQUARE FOOTAGE WHEN WE'RE TALKING BUILDINGS AND WE WERE TALKING, THIS IS A GUY WHO THIS IS WHAT HE DOES FOR A LIVING. AND TO BE ABLE TO HARNESS THAT ON THAT BOARD, I THINK WOULD BE GREAT ABSENT. I WANT TO CORRECT MYSELF. I JUST REALIZED BECAUSE I'M SORRY. I THOUGHT THAT THE NAME THAT YOU REPRESENTED LAST TIME I DID, AND I REALIZED WITH THE SAME IN THAT MICHAEL HAD PRESENTED. I ACTUALLY DID MEET WITH THE RESISTANCE. THIS IS THE ONE I MET WITH JANINE. OKAY YES. WHEN YOU SAID TWO YEARS I DID MEET WITH HER AND MATTER OF FACT WHAT I DID TELL HER, UM THAT THAT I WOULD NOT ADVOCATE HER JUST BECAUSE I FELT LIKE SHE SHE WAS NEW TO THE AREA OF THIS HERE ON SOME OTHER ON ANOTHER BOARD. FIRST I FELT THAT WE'VE HAD OFTEN YOU KNOW, COMMERCIAL BANKERS, I THINK FOR ME WHAT IS MORE IMPORTANT AS MERE PROTECTED STATED AND WHY I BROUGHT UP SCOTT'S NAME IS JUST THE WHOLE BUSINESS DEALING, BUT I WANT TO APOLOGIZE. I WASN'T PUTTING THE

[01:10:04]

NAME AND MY MEETING WITH HER. MR MERRILL. I WANT TO ADD TO WHAT COUNCILMAN ROGERS WAS SAYING ABOUT SCOTT WOODRUFF BECAUSE SCOTT, AND IT'S NOT JUST STEALING DEVELOPMENT IN MCKINNEY , BUT I KNOW THAT HE'S DOING DEVELOPMENTS AND GARLAND AND GRAND PRAIRIE. HE KNOWS WHAT COMPANIES ARE LOOKING TO RELOCATE. HE IS CONNECTED WITH INDUSTRY LOOKING FOR RELOCATION , NOT JUST IN MCKINNEY, TEXAS, BUT IN THE METROPLEX AREA. AND THAT'S SOMETHING THAT YOU'LL LEARN BY. GOING TO THE HIGH SCHOOL BALL GAME WITH CHARLIE. SO THERE'S YOUR VALUE IN HIGH SCHOOL ATHLETICS AGAIN, BUT THAT MAKES HIM IN MY MIND THINKING BACK ON THOSE CONVERSATIONS THAT WE'VE HAD ABOUT THE DIFFERENT DEVELOPMENTS HE'S INTO WOULD MAKE HIM A LEADING CANDIDATE FOR ME. UM, AND THAT'S SCOTT WOODRUFF. SO YOU KNOW WHAT I SAID? WHAT'S GREAT ABOUT THIS? I DON'T THINK WE'VE EVER HAD A DISCUSSION LIKE THIS. IT'S GOES TO THE QUALITY OF THE CANDIDATES . THERE'S NOT ONE PERSON THAT'S BEEN MENTIONED THAT THEY DESERVE TO BE ON THIS BOARD. AND THEN I'VE ALONE HAVE GREAT RESPECT FOR ROGER HARRIS. I HAVE GREAT RESPECT FOR D N A. THAT'S WHY I BROUGHT DANA'S NAME UP IT JUST WITH SCOTT. UH, COMING. UP AS A AS SOMEONE INTERESTED IN SERVING ON THE BOARD. I JUST FEEL THAT SKILL SET IS AT THIS PARTICULAR TIME RIGHT NOW WOULD BE REALLY USEFUL. MR MAYOR. HE IS INTERESTED IN. UM UH IT'S WITHIN THE BOUNDARIES TO LET HIM BE BECAUSE IT IS AN ALTERNATE POSITION, SO IT'S ONLY NECESSARILY FOR A FEW MONTHS, RIGHT BECAUSE WE CAN RE ADJUDICATED IN THE SUMMER AND HE COULD STAY ON P AND C FOR THAT, AND I APPRECIATE WHAT THE MAYOR PRO TEM SAID, BECAUSE YOU ARE THE LIAISON ON THAT BOARD. AND I KNOW YOU'VE SEEN IT FOR YEARS AND YEARS AND I THINK YOU'RE RIGHT ABOUT THAT, SO I CAN SUPPORT SCOTT. I HATE TO LOSE HIM ON P AND Z BECAUSE HE'S REALLY VALUABLE DEGREE. IT SOUNDS LIKE THERE WERE FOUR SCOTCH NOW. SO WITH THAT YEAH, LIKE SCOTT TO MAKE A MOTION TO APPOINT SCOTT SECTOR THE BOARD. WE HAVE A SECOND ALL IN FAVOR. I OPPOSED RIGHT, AND THAT IS NO STATEMENT OF DISRESPECT OR ANYTHING ON THE OTHERS. THEY'RE ALL STRONG CANDIDATES, WHICH IS NICE. ALRIGHT, SO AS WE AVOIDED A. COULD HAVE BEEN A LONG, LONG PREFERENCES EVENING RIGHT THERE.

THAT WAS I'VE GOT A MIDNIGHT YOU GUYS WOULD HAVE BEEN IN FOR A SHOW BECAUSE IT GETS CRAZY. WAIT I HAD ONE MORE NIGHT. YOU KNOW? AND CHARLIE? YOU MADE A STATEMENT. THAT'S THE ONE THING GOOD ABOUT HIGH SCHOOL SPORTS, AND I WOULD SAY YOUR YOUR DEDICATION. TWO HIGH SCHOOL SPORTS AND THE CONDUIT YOU ARE FOR ALL OF US IN THE CITY IS ACTUALLY SPECTACULAR. THERE'S SO MUCH BENEFIT TO THAT SO MUCH. IT'S SO GREAT AND WE HAVE THESE MEETINGS AND THERE CAN BE CONTENTION THERE CAN BE THAT COULD BE ALL KINDS OF THINGS GOING ON INTO ALWAYS BRING IT HOME AT THE OTHER NIGHT, TALKING ABOUT OUR YOUTH AND GREAT THINGS LIKE THAT. I TELL YOU, THAT IS JUST FOR ME. IT'S ALWAYS A TREMENDOUSLY REFRESHING AND REMINDING THING OF WHAT'S IMPORTANT. THANK YOU, MR MAYOR. IF I MAY UH, ON THAT NOTE, STARTING STARTING COMMENTS.

LET'S DO IT. YOUNG MAN BY THE NAME OF COLD OPER OUT AT MCKINNEY HIGH SCHOOL, AND IT IS VERY, VERY EARLY IN THE HIGH SCHOOL TRACK SEASON. THERE HAS BEEN A FEW MINUTES COMPLETED ALREADY. SOME HAVE ALREADY BEEN CANCELED TO WHETHER BUT COLD DARFUR EARLY IN THE SEASON, RAN A 10.81 IN THE 100 M. THAT IS A HIGH SCHOOL STUDENTS. RUNNING INTO TENS EARLY IN THE TRACK SEASON. THE STATEMENT WILL BE MAY 11TH THIS YEAR. IT'S GOT QUITE A FEW MINUTES TO GO SOMETHING SPECIAL SOMETHING FOR MCKINNEY PROUD OF ALSO UP AT MCKINNEY NORTH HIGH SCHOOL, AND THESE ARE RESULTS FROM THE MCKINNEY BOYD REALIZED THAT HAPPENED ON FEBRUARY 19TH.

THE MAN'S FOR ABOUT 200 TOOK GOLD AND THIS IS A 68 TRACK. ME AND MCKINNEY NORTH IS FIVE A SCHOOL. SO LOOK FOR BIG THINGS COME FROM MCKINNEY NORTH HIGH SCHOOL. THEIR WOMEN ARE NO SLOUCHES, EITHER. IN FACT, UH, POSSIBLY 10 YEARS AGO WHEN MISS MADAME BOUQUET WAS RUNNING TRACK UP THERE, THEY WON THE STATE CHAMPIONSHIP. AND THEY WERE PLACED IN ALL OF THE RELAYS IN THE TOP FOUR IN THIS 68 M WELL, SO WE'VE GOT SOME GREAT YOUNG ATHLETES TO TRULY BE PROUD OF GET OUT THERE AND SUPPORT HIM IF YOU CAN. THANK YOU, MR MAYOR. MHM ALRIGHT, SO I THINK SINCE OUR LAST MEETING WE WRAPPED UP FOR SURE. THE MCKINNEY BLACK HISTORY MONTH AND, UM, WE ENDED

[01:15:06]

IT WITH RON KIRK, WHO WAS THE FIRST BLACK MAYOR OF DALLAS. I WANTED TO THANK THE MAYOR FOR COMING OUT AND READING A PROCLAMATION FOR US, BUT I JUST REALLY ENJOY HEARING HIM AND ALL OF THE WORDS OF WISDOM. WE WERE JOINED AS WELL BY THE PRESIDENT OF BOSTON COLLEGE, WHERE I AM A GRADUATE, AND SO IS THE WRONG, KURT. BUT STEVE O DAY FROM AUSTIN COLLEGE, JOINED US AS WELL. SO WE WERE HAPPY TO HAVE SOME REPRESENTATIVES FOR THE BITING KANGAROOS. YES, THAT WAS OUR MASCOT THAT WAS A REAL MASCOT. BUT ALSO JUST WANTED TO THANK THE MCKINNEY CHAMBER FOR PUTTING ON THE MECHANIC COMMUNITY AWARDS A COUPLE OF WEEKS AGO. REALLY INSPIRING TO SEE SO MANY PEOPLE WHO HAVE BEEN IN MCKINNEY, OLD AND NEW WHO HAVE REALLY DUG IN AND HAVE GIVEN OF THEMSELVES OF THEIR TIME OF THEIR MONEY TO JUST MAKE THIS A BETTER PLACE, SO WANTED TO THANK ALL OF THE AWARDEES, BUT THANK YOU TO THE CHAMBER FOR THROWING THAT EVENT EVERY DAY.

IT'S AWESOME. SO UM, DAVID DAVID CRAIG LEFT. I WAS GOING TO MENTION YESTERDAY I WAS IN HIS OFFICE AND. AS WE'RE TALKING I UP TO THE LEFT. THERE'S A MILITARY SUIT HANGING FROM IN HIS OFFICE, AND IT WAS A BLONDE TO HIS FATHER. HIS FATHER PASSED AWAY 2.5 WEEKS AGO. AND, UM ONE OF THE FIRST THINGS THAT I EVER KNEW, UM, THAT DAVID ONE OF THE FIRST STORIES 20 YEARS AGO, WHEN I FIRST MET DAVID WAS A STORY ABOUT HIS DAD AND BACK IN THE EIGHTIES, WHEN, UM AH! DAVID FIRST CAME TO MCKINNEY AND WAS TRYING TO DO DEALS AND TRYING TO, UM MAKE A LITTLE MONEY AND, LIKE MANY REAL ESTATE PEOPLE IN THE EIGHTIES WAS STRUGGLING AND . SO MUCH SO THAT YOU KNOW BANKS WERE GOING UNDER PEOPLE GOING UNDER BANKRUPTCY WAS RAMPANT AND HE WAS TELLING ME THAT HIS DAD PULLED HIM ASIDE ONE DAY AND HE SAYS YOU WILL NOT. BANKRUPT ANYBODY. YOU WILL NOT TARNISH THE CRAIG NAME AND THAT'S THAT'S THE FIRST THING I'VE EVER I EVER LEARNED. I DIDN'T REALLY KNOW HIS HIS FATHER HAVE MET HIM ONCE , BUT JAMES CRAIG WAS A MAN OF CHARACTER. HE WAS, UM HE WAS A PILOT IN THE VIETNAM AND UM, FLEW HUNDREDS AND HUNDREDS OF MISSIONS IN OVER VIETNAM AND THOSE THOSE GUYS WERE JUST DIFFERENT. THOSE THEY THESE ARE GUYS WHO LOVE THEIR COUNTRY WHO ARE CRAZY, DISCIPLINED AND CERTAINLY MEN OF CHARACTER. AND I THINK ABOUT THE CRAIG NAME AND I COULDN'T IMAGINE A FATHER BEING MORE PROUD OF A SON. WHO WHO HAS DONE SOMETHING WITH THEIR NAME? I THINK DAVID UM DAVID CRAIG'S NAME IS SYNONYMOUS WITH KINDNESS AND TENACITY AND THE SUCCESS OF FORWARD THINKING VISIONARY, BOLD RISK TAKER. I DON'T THINK THERE'S ANYBODY IN MCKINNEY HAS ADDED MORE TO THE TAX BASE THAN DAVID CRAIG. HIS SUCCESS AND WHAT HE'S DONE FOR THE CITY OF MCKINNEY. WE ARE TRULY VERY FORTUNATE TO HAVE A MAN OF HIS CHARACTER HERE. UM AND SO GOD BLESS DAVID AND HAVING LOST HIS FATHER AND HIS KIDS HAVING LOST THEIR GRAND GRANDFATHER, AND ABOUT WHAT A GOOD MAN THAT'S RAISED A GREAT SON, SO THAT'S ALL I HAVE. YEAH.

UM, MR RADWAN SPEND JUST A MOMENT TALKING ABOUT OUR CITY STAFF. YOU KNOW, JENNIFER ARNOLD PRESENTED THE MULTI HOUSING THING AND SHE INDICATED STAFF. YOU KNOW, IT WASN'T IN FAVOR OF IT. BUT THE RECENT STAFF WAS IN FAVOR OF BECAUSE WE GIVE THEM THE GUIDELINES. THEIR JOB IS TO SHOW US WHAT THOSE GUIDELINES ARE, AND WE WILL DRAW OUTSIDE THE LINES SOMETIMES, BUT THEY DO THEIR JOB. AND THEN THERE WERE A COUPLE OTHER INCIDENTS JUST OVER THE LAST COUPLE OF DAYS, RIGHT? WE CAME ACROSS A VETERAN WHO, UM LOST A BUNCH OF BRANCHES AND HIS TREES AND PEOPLE HELPED CUT THEM DOWN OR GET THE BRANCHES DONE. BUT THE TREE NEEDS TO GO AND I ASKED CITY STAFF IS THERE A PROGRAM AND WITHIN HOURS I FOUND OUT ABOUT A VOLUNTEER NONPROFIT PROGRAM FROM CITY STAFF THAT WAS ABLE TO HELP WITH THAT AND ALSO GOT A CALL FROM A LADY WHO WAS STUCK IN HER DRIVEWAY BECAUSE THE TREE WAS DOWN AND I TOLD HER , YOU KNOW, GIVE IT A DAY OR TWO, BUT I'LL REACH OUT STAFF.

IT WASN'T TWO HOURS BEFORE IT WAS DONE. AND SO, UM YOU KNOW, IT'S HARD FOR THE CITY AND HARD FOR ANY EMPLOYEE RIGHT NOW TO KEEP TALENT, BUT WE DO HAVE A GREAT DEAL OF TALENT HERE AND OUR STAFF IS JUST WONDERFUL IN SO MANY DIFFERENT REGARDS, SO THANK YOU. MR CRIMES FOR THAT TURNED OVER TO USER. HE WAS DONE . OKAY WELL, THANK YOU. JUST AN ANNOUNCEMENT ABOUT THE UPCOMING

ALRIGHT, I'M GONNA. I WANT TO SAY MAYOR PRO TEMP SAID. I COULDN'T AGREE WITH MORE THAN YOU SAID THAT VERY ELOQUENTLY. AND, UM AND, UH, AND WAS SPOT ON WITH DAVID CRAIG AND HIS FATHER, AND, UH, SO WE APPRECIATE HIM AND ALL THAT HE'S DONE TONIGHT.

WE VOTED FOR APPOINTED RATHER A MEMBER TO FILL AN ALTERNATE ALTERNATE POSITION. THAT'S BECAUSE JUST A NUMBER OF WEEKS AGO, MICHAEL JONES HAD TO STEP DOWN. MICHAEL JONES SERVED AS CHAIRMAN OF THE ECONOMIC DEVELOPMENT CORPORATION DID A TREMENDOUS JOB. HE IS NOW RUNNING FOR CITY COUNCIL AT LARGE, WHICH I'M HAPPY TO SEE HIM DO BECAUSE AGAIN, HE IS A VERY ENGAGED IN TALENTED MAN IN THE CITY. HE LOVES THIS CITY AND WE'LL WOULD SERVE VERY, VERY WELL IN COUNCIL. SO THANK YOU, MICHAEL. FOR ALL THAT YOU DID ON NBC, AND YOU'VE BEEN YOUR GREAT STEWARD OF TAXPAYER DOLLARS. IN THAT POSITION. UM. YOU KNOW, PAUL CITY MANAGER MENTIONED THE AIRPORT. AND I REALLY ENCOURAGE PEOPLE TO GO TO THE WEBSITE TO GET THE FACTS I'VE BEEN READING.

SOME OF THE COMMENTS HAVE STAYED OUT OF THE FRAY FOR A LITTLE WHILE, AS WE PUT TOGETHER INFORMATION TO GET OUT TO RESIDENTS, BUT THE MISINFORMATION THERE'S A HANDFUL OF PEOPLE THAT ARE PERPETUATORS OF THIS MISINFORMATION, AND IT'S TRULY TRULY SAD AND DISAPPOINTING TO SEE PEOPLE SAY THINGS, ESPECIALLY SOME THAT I HAVE THAT THAT I'VE MET WITH AND KNOW WHAT THE TRUTH IS, AND CONTINUE TO SAY THINGS THAT THEY'RE SAYING. UM AND I ENCOURAGE YOU GO TO FLY DASH MCKINNEY GET REAL INFORMATION. GO TO THE TOWN HALLS THAT ARE COMING. UM THERE'S JUST SO MUCH TALK ONLINE THAT YOU, UH, THAT JUST GOT TO BE CAREFUL WHAT YOU READ. UM I WILL SAY I'VE FOUND SOMETHING OUT TODAY. JUST TALKING ABOUT ONE OF THE THINGS THAT ARE BEING DISCUSSED ON ON ONLINE AND A LEGITIMATE CONCERN , RIGHT? A LOT OF PEOPLE THINK ABOUT THE AIRPORT. ONE OF THE CONCERNS I HEAR IS TRAFFIC. THEY'RE WORRIED ABOUT THE TRAFFIC. WHAT IS TRAFFIC DO IN OUR CITY. I WANT TO GIVE YOU SOMETHING TO THINK ABOUT BECAUSE OF SOMETHING I THOUGHT ABOUT AND REACHED OUT AND GOT THE NUMBERS TODAY AND WAS QUITE QUITE AMAZED. YOU KNOW THAT WHAT WE PROJECT FOR TRAFFIC AT OUR AT THIS AIRPORT? SHOULD WE HAVE PASSENGER SERVICE WOULD BE AN AVERAGE OF 1500 PASSENGERS A DAY. TO GIVE YOU SOME SOMETHING PERSPECTIVES AND RELEVANCE TO WHAT THAT MIGHT BE, OR MIGHT NOT BE. IF YOU GO TO THE NEW HDB ON A SATURDAY WHEN IT OPENS WILL BE 25,000 PEOPLE ON A SATURDAY. 25,000 CUSTOMERS ON SUNDAY.

THERE WILL BE BETWEEN 10 AND 15,000 CUSTOMERS EVERY DAY DURING THE WEEK. WILL BE WELL OVER FIVE MILLION CUSTOMERS. IN A YEAR. SO WHEN WE START THINKING ABOUT TRAFFIC, AND YOU HEAR SOME ANECDOTAL STUFF ABOUT OH, MY GOSH, THE TRAFFIC AND IT'S GOING TO BE SO BUSY. WE HAVE TAKEN A LOT OF TIME AND EFFORT AND PLANNING TO MAKE SURE THAT THAT THE AIRPORT AND POSITION IN IT ON THE EAST SIDE AND THE ROADWAYS THAT WILL GET TO THE EAST SIDE AND CIRCUMVENT THE CITY. WE HAVE APPROACHED IT VERY MUCH IN CONCERN OF TRAFFIC. BUT I JUST WANT YOU TO THINK ABOUT THAT WHEN YOU'RE THINKING ABOUT TRAFFIC AND PEOPLE ARE YOU KNOW, USING THAT AS ONE OF THE SCARE TACTICS ON COMMERCIAL PASSENGER SERVICE. WHAT WE DEAL WITH TODAY I CHALLENGE YOU TO LOOK AND SEE. YOU'LL BE SURPRISED WITH THE LOCAL STARBUCKS. AS IN TRAFFIC IN A SINGLE DAY, SO IT MY POINT IS IT MIGHT BE A LITTLE LESS SCARY, THEN IS BEING PRESENTED BY THE
